Jr observed on the third Monday in January each and every year Dr Martin Luther King Jr Day honors The Life and Legacy of the great civil rights National icon because this day is one of one closest to his actual birthday which is January 15th Dr King was a strong advocate for social political economic improvements among African Americans while also fighting for legal equality he championed non-violence and his methods to affirm his beliefs on behalf of the Board of Education I am proud to be in a district that supports and upholds diversity equity and inclusion in a manner such as Garfield Heights City Schools aligned with such a message please mark your calendars for February 28th when the Garfield Heights City Schools will once again partner with the majubo mujumba dance Collective to celebrate that history
month this special performance will bring students together with staff and other performers to celebrate the cultural significance of black history the community will see more information about the performance on February 28th so please remain on the lookout for such details and I will say at just as a personal note I was there last year and it was wonderful we had a um and I thought it was the actual show but I think it was just the the pre-show entertainment from the drummers and they had us getting involved with drumming on our our laps and all of the work that the staff and the students put into that show and that was in a very small uh window of time this year I think they've been working on it a little bit longer so I can't
wait to see what our students and staff and community members have in store for us this year January is board recognition month in the state of Ohio and so I wish to congratulate my colleagues for their service and their hard work and serving as the valuable Liaisons between the community and Dr Reynolds and his administration thank you all for your public service finally at a special meeting last week will actually last yeah it was last week the Board of Education took the final formal steps to place joint bond issue and permanent Improvement levy on the May May 2nd 2023 ballot the purpose of the joint Bond and permanent improvement improvement Levy which will generate approximately 55 million in total will go towards fulfilling a major area of focus on the district's strategic plan to address
the last two remaining outdated facilities by constructing a brand new state-of-the-art Garfield Heights Middle School and outdoor athletic complex at Garfield Heights High School the placement of the bond and the permanent Improvement loving which will appear in one issue on the May ballot comes at a unique moment in the financial climate of the district in that the community will not experience an impact on their property tax bills until year 22 27 at the expiration of the bond for the high school which expires on December 21st 2026. with the intention of minimizing the tax impact on the community once the existing bond for the high school expires citizens will experience a nominal 1.7 mil increase on their property taxes for the next 30 Years an estimate estimated increase of approximately 60 dollars per year for a
home valued at one hundred thousand dollars the Garfield Heights City Schools intends to share more information with the community about the significant need for new construction at the middle school and high school athletic complex in the near future please remain on the lookout for opportunities to learn more this concludes my report thank you next we have committee reports are there any committee reports from the board Madam president I have two reports I have a finance committee report we met earlier this evening um and the highlights of that were that the bond and permanent Improvement Levy filings have all been made with the Board of Elections to go on to the ballot and were sr2 funding is going to be re-budgeted um from what is left of it and that has to be used by October

hopes to make an impact and help young people best of luck Carlin keep up the great work and then every month we also have an alumni Scott fight um this month our Spotlight happened to be from Garfield Heights um Antoine Falconer graduated from cbcc's building and property maintenance program um he graduated from Garfield in 2018. he started working at Precision environmental in the fall of 2017 as a warehouse worker seeing a lot of potential in him the company placed him in the labor laborer apprenticeship program upon graduation over time he progressed to journeyman and he is now currently on Precision environmental travel construction crew spending most of his time out of state working this past month he was recognized by the employment collaborative at the Cuyahoga County Fair of Cuyahoga County at their first annual
Gala celebrating inclusion and employment he won The Rising Star Award to his example and climbing company ranked so quickly in continuing to succeed in the first place he's making a huge impact at precision and on projects that he does around the country most people don't start off sweeping floors and get to this point in five years but Antoine isn't most people cbcc congratulates Antoine and wishes him continues success for years to come that concludes my report thank you Miss Thomas um question was your you were nominated for vice president is it just a nomination or were you elected I was elected congratulations I just want to make sure congratulations and thank you for all of your work and we're representing Garfield at cvcc I'd also like to thank all of our Scholars for all of
the uh wonderful things that they're doing both academically and with their co-curriculars and what they're doing going at cbcc you do have a great group of bulldog Scholars next we will have are there any other questions um that anyone has on our committee reports all right next we're going to move on to our presentations and I will turn the floor over to Dr Remy um what we'd like to do is continue to just highlight what's happening in our buildings and also within our departments and tonight we will hear from Dr Dupree in future services foreign service department has a number of fans that we address on a daily basis pretty much I'll just highlight a couple of things we have people who from time to time lose them and come homeless because they're evicted they
have fires and then they have children of course so we provide for them through some Community agencies as well as the kids while they're in school feeding them make sure that there's no Stigma attached to their uh Misfortune and they're just trying to make their lives as long as possible while they try to find other housing we deal with a number of mental health agencies that provide Untold numbers of service to our kids and families Civic engagement is one of the things that we're very concerned with in our department which is what leads our staff especially Maria and Gina to come up with these big community events that leave people smiling when they uh when they're all over with we started for the first time last summer at the high school we had a summer
program for the boys and girls club and it was a a rousing success parents loved it the kids loved it uh it went through from June to August 12th and it was very well uh attended daily I think we've had signed up 300 something kids and the need for this program to continue is still there which leads to the after-school program that we have right now which is not a continuation of the summer program but it provides help for families for kids who don't have anywhere to go after school want to keep them office free so we have them in our school buildings reading having snacks and having fun every day this Gambino couldn't be here tonight Mrs Wilson is every year we have what's called a kindergarten information link we used to call this
kindergarten registration but nobody registers what this is is the pupil services staff meet with parents and set up appointments for them to come to the building to register that kitchen School we just mentioned this these are some of the um things that happened with the summer program kids were inside outside and just they just haven't having a ball and here's the after-school program we see the smiley faces of the kids and having activities and so on all of our schools practices away in Boston all of our schools have evacuations the whole building we used to do it every year with buses we don't use buses anymore because if there are uh a catastrophe right now we can't even find bus drivers sometimes so we walk everywhere so we we go to um that's the Middle
School we'll walk either down train Road in the event that is a real emergency buses may come and pick the kids up and take them to the safe places this is one of the things you might have seen the paper recently about Joel he just made all pro again for like two years in a row he's the first team All Pro but he was with us at the high school uh talking about the Browns working in partnership with us and uh they can see the 100 backpacks uh the football team the football team was on the field showing some elementary school kids how to pass and tackle and that kind of thing the district provided ice cream and every scholar got to meet with uh this is some of the events that happened inside the
building I think it started raining it started raining and we had to go in the gym and uh yeah everybody improvised and everybody had a good time inside Israel this is huge uh we had to First annual back to school kickoff at alaria at Garfield Heights High School August of this past school year and it was it was phenomenal I couldn't believe it how um successful it was and how much fun people had and it was also important how much fun everybody had uh nobody acted inappropriately nobody everybody just had a great time uh judgment Castro to give you an example from Kiwanis uh gave us a thousand dollars she said from kuanas he said use it like you need but if you need just go ahead and he wouldn't buy it um people donated
so many things from so many different agencies for us we were forever grateful matter of fact when that event started on the day it did we had people coming to help us set up uh their agencies we didn't know they were coming the barbershop is Monument I'll show you that in a minute um this uh the roller skating was huge that the weight that they had in the kids around some adults too but that was that was a big one there it is right here those are some of the pictures from I guess that roller link I just mentioned right there roller skating arena and from what I understand we're going to have them back next year these are some of the supplies when the Day first started out the food bank gave us six
thousand pounds of food 6 000 pounds of food and it came on cases like this so a lot of people just came helped us unload all this set it up give it away it was a phenomenal a phenomenal event it's more of the same we had uh prizes I think Gina baser had one of these one of these tables books there's anything you can imagine uh to make it fun for our young people and Families get more the same that's the marching band in October we had a uh what we call Oktoberfest and we ended up calling pot of a trunk or treat people would bring their vehicles and open the trunks up and inside the trunks are all kinds of uh very designed the setups it was really another successful event at the middle
school took place on the middle school property all of this took place at that event where you met a DJ a grandmother did all those right a grandmother he had all these balloons and she's the same lady who did the balloons for us at William Foster for the father's walk yes over here they're some of the things that the people had in their trunks at the uh at the Trunk or Treat that's uh Brady uh police department in 19th this was uh pretty pretty good events we hope to have this again too with a Mr King is anxious to see this [Music] thank you that was a lot for Jeff I'm doing that I had fun I've seen it on uh Facebook and I wanted all the ones to do it so now it's done
now it's done uh it was a whole week this past school year for level up College and Career Readiness week if we went into the um you know the Little Theater area the whole side was set up with people from different colleges and universities and and uh such and the kids every day experience something different how do I fill out financially you know Financial financial aid points uh how do I find out about a career I might be interested in all of these people or at the high school that day and Miss Hamilton Mr hurt and Mr Wilson also were uh if the luncheon was saying you just owned the colleges uh they made a montage out of this Marina of some of the colleges that were there that week in some of the places
of Higher Learning who showed up for the kids just to see these tables right here just like you do in a high school when you have um College visitation this was in a hallway and kids just went and talked to the representatives at their leisure it's more the same some of the uh things that we had happened in November we try to keep the community in mind when we plan events we plan events we want the community Finland games and feel welcome and these are some of the things that are offered that you offer during the school year this took place around Thanksgiving time Thompson aluminum for example gave 50 trophies to families the neighbor's idea Hub gave seven families 250 dollars each plus a 50 gift card for a honey baked ham and around
Christmas time we did similarly the same thing giving away money uh turkeys hams food and that kind of and we want to make this a make those annual events this was uh that's how many toys we're giving away that night at the high school we should go to standard at the beginning they had all these skits that came from Outback and it was hundreds of games and things like that and we gave most of them away and it was very well attended uh the kids were happy this School in Independence they did what they call stuff a bus and they bought a number of closing games to the event uh these were the people I was told that that's a lion the shaved ice there was one of the events that families and kids could
entertain themselves with an economy one of the Columbus this was done by the the art teacher at Miss Gillian at the Learning Center her these are all tiles that go up here on on your walls and she has them on display in the Learning Center and uh they did a great job that night in the India in a foyer on the walls just showing how all kids made these and we are very proud to see that this is uh he's trying to hide on him but that's Mr forte in the back that's our Santa Claus and uh it's just uh the kids just love them and um how many young people would you say you saw that night how many did I see yeah I could keep track so this was this was a lot
of Mr Forte was a very good support about it um and we hope to continue this uh in the future can we continue to allow him to be tomorrow just wanted to make sure uh this is what I mentioned a minute ago see all these toys right here at the beginning of the problem day they were all on skits and they were unload it and put all around that area right there where you see return trays and then the kids were able to come behind here and just check their money this is where they were making them the balloons that you saw in the previous slide that went around Mr Forte at you soon give the shaved life I mentioned that was told that it was Hawaiians ask Mr Wilson over there with our elf
outfit on all the agencies and School staff who helped make these events successful we appreciated we don't do these things by ourselves and we appreciate all the help that people give even when we don't ask them people come and help us this is a special Slide the sliding ultimate he is for four years now he has been in our school buildings at our events he just volunteers and he brings army people with him to help us he'll say all right what do you want me to do and we'll say well can we depend on you to come this way yep and he's he's always there and he is he's family and kids love him in all the buildings he we're good so now if you have any questions that uh anyone wants to ask me
I have a couple questions and comments um first my comments the family engagement events that we have had this year have been phenomenal I don't even know if that word describes it so I just want to thank you and your amazing staff um for everything that you do so if we can give them I can't tell you which one was my favorite because I enjoyed them all as you saw in the video I love coming and having fun with the families and the students and just to see the smiles on their faces they were just dancing up a storm you know in the with the DJ and just having a ball and parents are are there and having a great time and meeting um uh the staff and talking with one another amazing amazing amazing
um with all of the events that we we've had and all the wonderful work that your team is doing how are we measuring and evaluating the success we can all anecdotally talk about the success how will we collecting data to really measure the success one of the things we can measure advice is it's a kind of an informal measure is next year's secret helpful people that's one thing but in terms of the effect that we're having on families individually the principles would have to say for example have any of these agencies helped you or at these events where they had agencies around the parking lot area has this child's Behavior changed since he or she has been working with some of these agencies uh who've been at these events um another question about the emergency
when the students find that safe space if there's a catastrophe or incident at the high school so does each school have an assigned Community partner per se where that that partner knows if something happens in the community at the high school they're all going to walk up to Dave's Supermarkets okay so each school has their partner matter of fact we used to have Elmwood and William Austin used to go to Trinity before covet so we didn't want to spread any germs anymore but yes any school has its safe place yes okay um and how many students are in our after school program 90. for the waiting list oh awesome um that's all I had ladies be on any other questions for Dr Dupree and it was team questions um just kind of building off of
that um data collection I think it would be cool for us to get some surveys out I think that's just to have a number of how many people are satisfied because we know they leave happy you know they need filling the field and ready to push for another day but I think that um being able to see that data would be helpful yeah and we'll help get more Partnerships and more money so the more data we have it it tells a different story it's it's not just that anecdotal we had fun and look at the pictures but these are how many families we serve these are how many students have the number of referrals decrease of Behavioral referrals because we are partnered with XYZ organization I think it'll help us be able to go out
for additional funding so that we can just continue to build on I've always believed that school districts should be a resource in the community not just a place where where parents send their children but actually be a resource and I think that we're moving towards that especially with all the events all the things that we're doing on chemical Services as well and it's showing um what I've seen is that every event it seems like the numbers are increasing every time we have an event um so that falls into the belief that if we're inviting parents in if we're making it a situation where they're we're aggressively inviting them to be a part of this um then they will show they will they will appear they will support the district so continue this work we're looking
for what's next I think I've asked that question every single time we've had an event like okay what's the next one so please continue to do those things and providing those services for for our parents right now I guess thank you thank you thank you all right next on our agenda we have our superintendent's report thank you madam vice president and happy New Year to everyone uh all everyone in our Garfield Heights City Schools family I asked everyone in our community to join us in saludian Garfield Heights Board of Education and honorable board recognition month in the state of Ohio our board members dispatch their duties and partnered with our leadership team and a variety of complex and evolving issues confronting the district and education as a whole these members Advance our children's education with
a devoted level of diligence pursue high standards and also Elevate success and safety above all others I personally thank them for their help uh in the past several months as an incoming superintendent and also for establishing a Clear Vision for the district through the Strategic plan and the portrait of a graduate most people do not see the time and energy I invested by our board members in attending meetings public discussion School uh events and responding to endless strings of emails and phone calls and all to promote transparency in our district our board members are true leaders in the district and we thank you very much uh with appreciation to our board members our president Michelle Daniels vice president Miller King Miss Ashley Thomas Miss Heather Morrison and Mr Anthony Eisen I also uh pause to
remember the legacy of Dr Martin Luther King Jr and our facility hope that we all take time to truly reflect and uh and challenge ourselves to live out the model example Dr King has been for all Americans of all colors races religious and backgrounds most recently I had a chance to visit the kindergarten classes in the district a class of 2035 I know that sounds 20 35 I'll repeat that uh and I must say I was energized to see the spirit and enthusiasm the energy um not only the students but also from our teachers as well I want to give a shout out to our teachers and in particular special mention to Mrs Sarah close for her extra special care Direction and high expectation that she shows on a regular basis so way to go
Mrs close and for all of our kindergarten teachers for setting a proper foundation for the class of 2035 yes class of 2035. uh on February 28th the Garfield Heights City Schools will recognize a Black History Month in the one special way through the Black History Month celebration concert was at seven o'clock P.M at the Center of Performing Arts already students have participated in all call event to involve themselves in the program practicing and working on the craft in a co-curricular Endeavor is without a doubt improving their self-confidence leadership communication and appreciation for African-American cultural history flyers and more information will be finalized now so please keep a lookout for this event again the event is on February 28th uh January 9th 2023 was law enforcement recognition day and on behalf of everyone in Garfield City
Schools we thank officer Dylan uh supervisor of security as well as officer Darren of zupancy uh and all of our law enforcement officials um for the helping just to make sure that our district and our environment has been kept safe and finally the God for high city schools has placed a joint bond issue and permanent Improvement levy on the May 2023 ballot and for the new construction of the middle school and athletic complex at the high school over the next several months the Garfield Heights City Schools along with The Campaign Committee named the Garfield I'm sorry the citizens for Garfield Heights we'll be sharing information on this joint Bond and permanent Improvement living so please be advised for more information that will be forthcoming thank you all for continuing to support our schools and go
Bulldogs thank you Dr Reynolds thank you um I just want to say Dr Reynolds II had fun visiting the kindergarteners he was writing a tricycle with them um and he goes out to the schools and attends the event so it's great to see um your dedication to our Bulldogs class of 2035 all right um next on our agenda are remarks from the public regarding agenda items Mr Speaker do we have anything I'm not sure if it's an agenda item or not okay you call it I mean an hour at the end okay Miss Lane it does it have anything to do your comments have anything to do with our agenda items or an overall you know it's the overall okay so at the end we'll have another section where you can spell right all right
so we will move on to our next um agenda item and it is the uh to approve the recommendation from the treasurer so I would like to entertain a motion to approve the financial agenda items 8.1 as presented so moved here that was moved by Miss Morrison and seconded Prime Miss Thomas is there any discussion how do you have anything else real quick um we have hit the halfway point of the fiscal year and and we came in a little bit better than estimated we're hoping that the second half of the Year provides the same results and we look forward to moving and hearing the next uh biannual budget that is going to be right now as part of the budgeting process from the state of Ohio they begin that process with first the governor
doing his proposal for the budget then it goes to the House of Representatives and then it goes to the Senate and we're pushing as an organization all organizations to continue the first school funding plan so that's going to be like the the key item to watch as we move forward the next six months and see uh where the funding falls out as as you know 65 of our funding comes from state of Ohio so we're we have a vested interest on how the binary electric goes any questions since there's no questions Mr Slicker that was moved by Heather Morrison and second by Ashley Thomas can I get roll call Ms Morrison yes Miss Thomas yes Miss King yes next we will move to um 9.1 recommendations from the superintendent can I get a motion to
approve Personnel agenda items 9.1 through 11.1 as presented so moved thank you that was moved by Miss Morrison and second by Miss Thomas are there any questions all right Mr saluka that was moved by Miss Morrison second by Miss Thomas Craig at roll call please Ms Morrison yes Ms Thomas yes Miss King yes next uh recommendations of the superintendent to the board um I would like to entertain a motion to approve policy item 12.1 as presented second that was moved by Miss Thomas second by Miss Morrison are there any questions and I believe um Mr Patton this is the final yes and so tomorrow morning the new policies will be enacted um and then uploaded in Port docs or um osba to New York okay so this is our approval of our the revision of
all of our courses any questions there's no questions that was moved by Ms Thomas second by Miss uh Morrison um could I get roll call Mr saluka yes Miss Thomas yes Miss Morrison yes Miss King yes next item is recommendations superintendent um contract this is approve a 36 month agreement with ATT to support the phone system and internet um I would like to entertain a motion to approve the contract agenda item 13.1 is presented second that was moved by Miss Thomas second by Ms Morrison are there any questions um just a comment um would it be possible for us to there's a typo in the subject line so if we could just fix that before the final minutes thank you Miss Bailey is there anything that you want to share in regards to um so
what we're going to do is replace the um copper lines that we've been having some problems with with this fiber Connection in the end it will be a cheaper connection um we'll be able to implement some of the new legislation that'll that requires um 911 calls that come from a classroom labeled as that classroom and not just from a school building in addition we're going to get the ability to have backup internet which was something we don't have yet so um in the event of an Internet failure we'll have a different path to have internet access for the district so it's a it's a much improved solution cheaper solution too yes ladies any additional questions or that was moved by Miss Thomas the question yes um questions about the timing um when do we plan
to do this switch and then secondly how long will this twitch take like is it a direct switch or will there be like a delay in service there's a it's a direct switch and the soonest we would do it would be over spring break and if they can't meet that window then we would wait till the school year is done to make it in June okay all right with no other questions that was moved by Ms Thomas second by Miss Morrison can I get roll call Mr skuka Miss Thomas yes Ms Morrison yes Miss King yes next um is a motion to approve miscellaneous agenda items 14.1 and 14.2 as presented which is the 2022-2023 um student parent handbook and the high school math Pathways pilot a little second that was moved by Miss Thomas
second by Miss Morrison um any questions yes um with us voting um well with the possibility of us approving the new student handbook does it go into effect as of tomorrow and how do we plan to notify parents and students of the new handbook and the changes that have been made so we yes sir repulsed this time as we post the handbook online so parents can see it and all buildings have access to it as well can we that um this updated handbook is a good thing that we have needed for some time I think we should send some type of um open mind or make sure we post it on the website or you know something other than just posting it on a website um so that people know that there is a new
handbook that we will be following very closely good and also I had a comment in the um handbook under the section um where it talks about registration it indicates that in the 2021-2022 school year that only parents were to come to the registration because of we were in the midst of covet can we remove that part that wasn't oversight on my part okay and yes we'll remove that okay and then my other question is um in terms of attendance it talked about um our plan that we have when students are not attending school and as they accumulate those um those days that we will Implement a plan but I couldn't I didn't see a tie back to a plan so what is our progression for three years ago the house bill 410 was passed and
that's the new one we've not it's not new now but that's the new attendance policy and you may have seen some letters that are triggered automatically after so many absences or times like that's the plan that all of this is based from okay and it talked about connecting families with resources at which point does that occur because that wasn't clear to me and I want to make sure that when our parents are seeing this in the handbook and the students are seeing in the handbook that they're clear as to when um actions will occur at any point in the process even if a threshold has not been met a building administrator a guidance consult a social worker can say you know you tell me you're having a problem getting her out of bed in the
morning I've got some people that can talk to you and your child to help them not be it might be school phobia it might be that they just don't want to go to school so we do have people that we can send to the homes to talk to parents and kids at any point in the in the process thank you any other questions with no other questions that was used by Miss Thomas and seconded by Miss Morrison uh Mr Speaker can I get roll call yes Miss Thomas yes Ms Morrison yes Miss King yes next on our agenda um his remarks from the public regarding miscellaneous School items I'll read our public participation um statement come on in order for the board to fulfill its obligation to complete the planned agenda and an effective and
efficient manner a maximum of 30 minutes of public participation may be permitted at each meeting each person addressing the board shall give his name his or her name and address if several people wish to speak each person is allotted three minutes until the total time of 30 minutes is used during that period no person may speak twice until all who desire to speak have had the opportunity to do so persons Desiring more time should follow the procedure of the board to be placed on the regular agenda the period of public participation may not be extended may be extended by a vote of the majority of the board present and voting agendas are available to all of those who attend board meetings the section on the board on the agenda for the board participation shall be
indicated all right so we do have Miss Lane um who would like to address the board this Lane could you give us um please step up and give us your address I can stand here or yes so my name is Regina Lane and um I am the um our organization is called Truth and vision it's a non-profit organization and the City of Garfield Heights we recently I won't even say recently but at this point we have been at this location for a little over a year we're acquired the old Garfield Heights theaters I'm not sure if anyone's familiar with that um since the Garfield Heights Commons the address is 12680 Rockside Road um our purpose and and um obtaining this facility was to be a staple in the community Mr Dupree he kind of gave
a segue for some of the things that we're doing also so our goal is to really help um with the after-school programming for students that are not just Garfield Heights residents but we're going Beyond Garfield Heights because it's such a large facility we can cross over to Warrensville Heights we can you know there's other functionalities that we're doing there but the main goal is is to to be an after-school program um and also a program that works with at-risk youth who find that that's been a major problem in many communities not just in Garfield and so we're trying to tackle and help you know eliminate the numbers that we see in some of our at-risk students and that process includes working with Community leaders police departments we've already arranged for that process to take place
within Garfield Heights with the police having a mentoring program with them we've lost so done some other things where we're looking at expanding soft skills training a lot of times we notice that a lot of the students don't have the skill sets that they really need to to work in a community job even so soft skills training might be you know soft skills interviewing there might be soft skills and I've experienced this um where people in the schools don't really have the options of offering a lot of the extracurricular activities that I grew up in music lessons so we have people that teach job lessons guitar lessons we have an art gallery there as well so we're focusing on utilizing that as a component of the after school program as well one of the more
important things that we were looking at doing as well is working with the different cities the city schools and starting like a junior editing program where we have students that work on the magazine and they kind of give us Insight on what's going on in their schools and in their communities so we're just wanting to introduce ourselves to Garfield Heights as well as just let you all know that we're we're wanting to be a part and a vested part of the community so if you have any questions for me I'm certainly available yes oh we also I mean uh so we even though we have the suffered so I work with uh individuals with special needs um and that's my forte and that's what we do during the day and then in the after school
