002and now if I could ask for a motion to approve our agenda I moved to approve the agenda as presented second all right all in favor raise your right hand and say aye aye aye any opposed motion carries so now we'll move on to 2.01 Dr Buck welcome everybody and welcome to the school board to our school board meeting here on September 29th I have several things I've got to I had the pleasure to be at Summit Tech Academy when this was announced in front of her but um congratulations to teacher hope McKenzie she has chosen as one of 59 teachers Across the Nation as a 22-23 outstanding Project Lead the Way teacher and it's well deserved congratulations to our Longview Farm and it's no new Rodeo room and I know some of you are
003there for the the ribbon cutting Rodeo stands for room of Designing engineering and outside the box thinking and that was made possible by two groups our PTA as well as Peak grants from our own Lee's Summit Education Foundation and you'll hear me mention them again at the end of this um congratulations also to Lee Summit High tiger High Senior Sam fielder for being named as semi-finalist for the 2023 National Merit scholar program so congratulations to him um we also I want to say thank you for all the I think there's about 300 people on the two groups going through strategic planning for middle school and our High School athletic and activities program so thank you to everybody who's been involved in those we continue our virtual speaker series we had our latest uh additions uh
004since the last time we met so we had a uh the one led by our Lee's Summit Police Department talking about some opioid crisis and other pieces of information you can find those on YouTube if you want to learn and then uh just last night we had schoology and PowerSchool 101 for parents so again those are posted on YouTube after the live event so pay attention to those and sign up to participate when I also talk about some exciting uh job opportunities for our paraprofessional custodians and bus drivers especially we could use some trip drivers so if you are interested we have some support staff openings and then last but not least not this Saturday but next Saturday is our race for the future 5 k out at Lee's Summit West so come on out
005there I think it all starts about 7 30 as for when the registration is starting out there and the race will be shortly afterwards and it's one of their major fundraisers which helps create Peak grants to create things like the rodeo room at Longview Farm thank you great thank you Dr Buck All Right Moving On item three Dot number one tonight we have principal Beth ready an assistant principal Ashley Emming from Mason Elementary along with our students Murphy Martin and Arabelle Montgomery that will share a presentation on personality traits teachers if you'd like to introduce yourselves to my Beth ready I'm the principal at Mason principal yeah you're gonna have to talk into the mic here I'm Beth ratty the principal at Mason the assistant principal Katie Purdue a third grade teacher at Mason can
006use them Lauren Jones a kindergarten teacher at Mason and I'm Kelly Britt I also teach kindergarten at Mason we are going to highlight a little bit of work that we're doing at Mason Elementary with riosec so it is our second year of working with rice second riosek is a program where we're trying to encourage our students to find out earlier on about some of their interests and their talents so that as they get older and head in the middle of high school they're able to kind of Channel those talents into some career paths and maybe make some choices when they're taking classes at the middle of high school level and kind of narrow their focus down so we are going to share a little bit about that and we are going to start with Mrs
007perdo and she is going to share and what they're doing with her third graders first off as a school-wide focus we are going to be focusing on one trait a month so we will example we're starting in October with realistic and we'll have a morning announcement that will each day that will talk about what realistic is we also will have um slideshows pushed out to kids that they can use we also have Makerspace and we'll be having an activity each month that Focus focuses on that trait and all the kids will roll through that and we also are working with our career Navigator her name is Lindsey Meyer and she's arranging for some guest speakers to come each month that will that work in that area so that kids can actually kind of talk to
008somebody where that trade isn't at where that trade is in action and we also have literature connections pushed out and then as students are finishing work we also have Choice boards that they'll be able to use um as they have some extra time on their hands so we're gonna I'm gonna turn it over to Mrs Purdue um all right I want to start off by apologizing because my riosec letters are realistic investigative and social they are not enterprising I am not a presenter so I apologize um beforehand so um due to the renovation the last Bond passing Mason got renovated as you know and we have this beautiful space and so the third grade team has set it up into riosex stations and so we get to use the Tinker lab um throughout the day
009we start with a soft start and they get to go out and explore in the morning then throughout the day if they get done with their work early they can also go out and then we end the day in the Tinker lab as well and then we have this beautiful display case and we'll see if this video works but this is the Tinker lab in action [Applause] you can see they're very motivated they get to choose what table they go to they can um switch tables I rotate things a lot depending on what we're doing in the class okay okay so um at my realistic doer table um thanks to Pete grantz once again they have over 20 stem bins to choose from and I have a challenge of the week so this week they
010built a house any anywhere from just index cards and tape to all the fun stem bins so I also put them to work in The Secret Garden we have we use the secret garden a lot for an outdoor classroom and so I put them to work with tools out there they also have tools in the Tinker lab to change the batteries to the games and things like that we play in The Secret Garden too since my riotic sex Learners like playing sports enjoying animals and so I have our pet turtles in our classroom and then I also have a bird feeding station and we have a special signal when there's a bird and we stop to identify the bird every once in a while and lots of plants in my classroom on my investigative table
011um this is kind of where I have my explorers they Wonder lots and so they were wondering which turtle is the fastest so they set up a racetrack for the turtles and found out who was the fastest um I also have a um circuit they're not really games but circuit boards I guess they I basically just set it on the table and they explore it and figure it out and um oh okay and so it they just have lots of exploring at that table my artistic table you can see those early artistic skills coming out um and I have lots of art supplies and how to draw books I have musical instruments to explore they're artistic skills my social table I have public puzzles that I rotate so they can work together and origami they
012can help each other and just lots of opportunities my favorite though is our hat knitting I teach three kids how to sew a hat with the Looms and then they teach the rest of the class so everyone makes their own hat my enterprising um kiddos this is what I'm not they get a chance to present in front of their classmates they also I have a question of the day and they kind of persuade well they have a chance to say their opinion and persuade others on why it is their opinion my conventional table this is Dr Buck's table right here the way he rattles off numbers and percentages and detailed weather reports um we have lots of math manipulatives whatever we're studying in math we incorporate it into the lab as well so if you
013guys want to come my name is Murphy Martin and I am Arabelle Montgomery Miss Pluto showed our class of video to introduce us to riosek we learned that each letter stands for a different personality trait which connects us to our interests when our teacher and family understand our interest they can provide us with more opportunities to do the things we love we took a short survey which told us our Isaac letters my letters are i-r-e I stands for individ which means I'm curious and ask a lot of questions especially about animals and plants R means I'm realistic I like to build things with Legos magnet tiles and kiwi stem boxes I also like playing sports like soccer football and swimming e stands for enterprising I like to sell things like snow cones and crafts me
014and my sister make I also don't mind presenting in front of a group of people which is why Mr Buddha asked me to speak to you tonight my rise SEC letters are i-e-s so I am investigative and enterprising like Murphy but s stands for social so I like to help others make new friends and work in groups foreign not only do I incorporate ryosec through the Tinker lab and the stations but through their curriculum as well last year I taught um all the science for third grade and so it's easy to integrate that with science with lots of Hands-On activities plus we already have Project Lead the Way and mystery Doug and so that's already implemented and then just other things around Mason we have an archery club for our realistic Learners to encourage Sports
015we have a craft club for artistic Learners we have a ecology club and planners club for those who enjoy those tools and plants and then of course we have our performance Club to give those entrepreneurs and enterprising a chance to shine so thank you okay so we are here to talk a little bit about kindergarten and we consider ourselves a little bit of a Katy Purdue dupe down in kindergarten because we've been watching her for so long and put together the Tinker lab and explore riosec with third grade that we wanted to bring it down to kindergarten the best we could so kind of what we were thinking about is how we could pull in what we knew our kids already loved out in the community the places they like to go what they like
016to do when they're with their families places like Wonder scope Kaleidoscope when Paradise Park still had their pretend Village that they could go to and how we could bring that into our classroom on a daily basis so we decided to focus most on realistic bringing in those pretend skills and giving them job experiences even down at the kindergarten level so focusing on things like scheduling management a lot of ours have to do with like things like order fulfillment so taking orders checking off a list delivering those orders to different places around the building and then really working together on customer service skills so when they're taking orders from people how how they respond to each other how they track those orders and increasing organization skills as well so Lauren's going to take you through a
017couple we've done in the past and then a few that we have planned for the future so we started these last spring and we were able to put together a bakery where kids were able to use they were able to fulfill orders and work together at making different things in the bakery they had a cash register and things too that they got to work with and be involved with and and were some social and conventional organizers there we also had a flower shop that we were able to then have the kids fulfill orders and they got to take them around to different teachers in the buildings as well and at the same time we had partnered that with um in my classroom was a post office so they were able to write letters and they
018could send them with the flowers or they could send them individually and they'd get responses back and we could use what we've learned to read the letters and send new letters around the building and get mail and things we also had an auto shop for some realistic doers where we had a pretend car and some things and they got to you know pretend to um fulfill you know different service requests and things in the auto shop and we've also put together a ice cream shop with kind of the same ideas in mind um social helpers and they were able to um you know work with patterns and things and fulfill different orders and um work together and be customers and workers alike we had also made with the Kaleidoscope aspect in mind kind of a
019creative cave within our building where they were able to just kind of create whatever they wanted it was left very open-ended for them they had some ideas put forth that they could try to emulate and then got to create spaces and use their imaginations together um we had also you know I know Katie had mentioned doing a soft start with her third graders we've been doing soft starts with our kindergartners as well with a lot of stem bins where they get to build and create things um and some of the other things that we are trying to put forth in the next coming months we try to do something new every month we've been talking about having a vet shop for them to work with we've been talking about having investigative you know even just
020having some science tools some microscopes and things and different things for them just to explore and we've even been putting into emotion other things that we could get out into the building we had thought about some coffee shops some different things that we were um wanted to get once our kindergarteners a little more independent out in the building so that's what we've got thank you thank you very much very much that was that was excellent thank you so much for all those examples when we talk about riosec you guys are bringing that to life that's just fantastic thank you all right now moving on to item 3.02 we've got Mr Brian Lindquist and Dr Tracy Nix and introducing our pleasantly middle school students that'll be presenting Emmanuel Marquees Matthew swade Lucas Bell Marcus Rose II
021Ayanna Richardson thank you for joining us go ahead good morning board president Catherine Campbell and seven board members my name is Emmanuel Marquez and I am a member of black student union at pleasantly Middle School I thank you for allowing us the opportunity to share by pleasantly Middle School um hello everyone my name is Matthias Wade and this is about BSU BSU was founded on October 4th 2021 BSU is student-led BSU had 26 members I'm doing 2021 in the 2022 school year and now it has 35 Plus members in the 2022 and 2023 school year and and the BSU has nine sponsors hello my name is Lucas Bell and I'm going to share the BSU Mission uh our mission is to inspire change and spread Awareness on racial Justice diversity and equality the reason why
022I joined is to spread awareness to everyone about racial Injustice and get with the people of the same diversity as me the BSU mission is we strive to create belonging environment a belonging environment for all while developing friendships making connections and encouraging positive social action good afternoon my name is Marcus Rose and um that our motto for the BSU is feeling inspired and inspiring change so in the beginning we developed our mission and motto and we did a lot of team building activities to get to know each other and to kind of figure out what our strengths are to best hope the group we did a lot of Leadership Lessons and we developed our goals for the year um we all had some type of opinion on what our shirts look like and we did
023a table discussion with uh Mr Lindquist and um December so and this is one of my favorite team building activities that we did um this year or last year hello I am Ayanna Richardson well during during Black History Month we did an MLK MLK door decoration where basically we decorate our doors on positive words of affirmation inequality we have our first working on our first four advisories leaving Miss Hoffman's as first being in BSU we supported the other District bsus we went to Lee's Summit High School for their black history program Lisa went North for their step show and again at least my further Greek showcase for Black History Month we also hosted a soul food social we learned about the history of Soul Food parents intended and shared and celebrated black excellence yeah in
024April 2022 we participated in a joint Dei workshop with Miss Sanders and East High School's BSU we also did leadership skills and that's all I kind of remember [Music] all right BSU also hosted a plms cultural Affair sponsored by our diversity committee we had 11 stations and 11 different ethnicities this um culture Affair especially uh well my family came out and did a Uganda station because I was adopted in 2011 um by my dad which is the one with the um black and red hat and he and my mom both adopted me when I was a four um there is also there was Uganda Spanish Latin Asian Middle Eastern Europe Africa French European German Simone Pacific island Jamaica and Native American this summer we held a planning leadership Workshop we worked on developing leadership skills
025through fund important activities so these are some of the activities that we have to come we'll be doing a conflict resolution Workshop um a winter break social another MLK door contest and a community outreach and this is our Black History Month bulletin board where we each made a silhouette of our faces in what we look like and um put it up outside the cafeteria where everybody could see it and um thank you everybody for letting us come and uh have a great day great job and thank you so much for coming tonight and sharing all this great information I love your plans for the future excited excited yeah all right we'll move on now to item 4.01 and this is our public comments uh board member Murdock could you share with our um folks our
026community thank you president Campbell um we do appreciate everyone's attendance and your willingness to speak tonight to the board please remember that while this is a public meeting this part of the meeting does not contemplate a conversation between speakers and board members the board does not respond to public comments during the meeting but may ask clarifying questions your comments will be noted by the board and if appropriate we will direct the subject to administrators who are responsible for that particular subject matter pursuant to board policy bddh we will be limiting all comments to no more than 10 people with a limited of three minutes each and you're allotted three minutes will be counted down on the screen please conclude your comments when the timer expires only those who have signed up prior to the meeting
027will be allowed to address the address the board and please refrain from using the names of any student staff in your remarks remain respectful and ensure your comments pertain to District Operations we also ask all audience members to please remain respectful lastly when your name is called please go to the podium and clearly state your name in the organization you represent if any thank you board member Marshall our first Speaker tonight is devoia Marshall and our next speaker will be Christine bushyhead good evening my name is devoia Marshall and I am a parent in Lee's Summit school district and I'm the equity leader for Suburban balance let me start by saying thank you to the board for your belief that diversity equity and inclusion are components of the success of lsr7 I've seen some of
028you extend yourself to environments you may not normally encounter to hear the testimony and experiences of others this is crucial being that your role includes making decisions that affect a wide array of students cultures background and Life Experiences I believe when you do not limit yourself to live in a fantasy world where you control the narrative and you open yourself up to the real world then it's less likely for you to deny the actual experiences of others this is why it's important for our students to see a teacher that represents who they are and where they come from it is also important for our students to see themselves in the curriculum and the lessons that are taught so they understand that they are just as important as those in the lessons we've learned throughout American
029history I do also understand that the agenda calls for the board to vote on the equity Consultants that didn't be Consulting belonging through a culture of dignity it is important that we allow them to continue their work and equally important for the district to implement the work and set metrics to manage the process there was an alternative site suggested to use as a basis for a new Equity plan fairforall.org we should not nullify all of the hard work that has been done to move us forward as a district I have heard Dr Martin Luther King Jr quoted many times in public comments saying I have a dream that my four little children will one day live in a nation where they will not be judged by the color of their skin but by the content
030of their character we must remember that he lived his short life fighting for racial Injustice while fighting for equal rights for black and brown people he has another quote that says Injustice anywhere is a threat to Justice everywhere skipping down he also said whatever affects one directly affects all indirectly let us continue to move LSR 7 schools forward and let the community I'm sorry let's continue to move LSR 7 schools and the Lee Summit Community forward by working together to help all of our students be great thank you [Applause] we have Christine Christina Christine Christie Adriana payez hi my name is Christine but she had I'm at Lee Summit a resident business owner and parent this evening the board is discussing the renewal of the dignity Consulting contract to continue professional training based upon the
031book belonging to a culture of dignity which is based upon the fundamental assumption that school systems are inherently not inclusive and non-welcoming climates for certain students families and staff members when did the board declare that our district is inherently non-inclusive non-welcoming and therefore needing transformation and what did the characteristics of our inherently non-inclusive and non-welcoming District look like and what options or alternative approaches were investigated at the time to define the objectives of our needed transformation dignity Consulting transformation objectives are what Educators should be against anti-injustice what Educators need to diff differently to get desired results behaviors how educators can think and act strategically to get the desired results assumptions page 30. when did the Board of Education provide direction to its staff and Consultants regarding these objectives the answer is you have not we
032have learned over the last four years that the equity diversity inclusion conversations do not impact academic achievement it is a social conversation that has taken a disproportionate space in the area of Education it is also a conversation that has and continues to change and evolve locally and nationally the book asserts further that the equity work in school districts has evolved into a dysfunctional cycle I would suggest that perhaps that dysfunction of ineffectiveness of the equity work in school districts is caused in part because the goals have little to do with education and the current conversation is not inclusive enough to be truly Inc truly equitable there is an alternative the fair and education approach which will likely to be where this evolves through over the years this work so why not have our district Embrace
033that that approach now imagine when the R7 culture is to acknowledge and affirm that each person is a unique individual with value and we are united by our shared Humanity no qualifiers no victimhood entering the room knowing you are equal in your humanity and with will be treated with respect and understanding free then to share our stories with compassion and forgiveness during this week of the Jewish New Year and coming Yom Kippur perhaps we can borrow from their tradition of reflection with the possibility of change and growth let the district move its Equity work into the next level now with the first step being the decision not to renew the dignity Consulting contract but look to a more Progressive alternative thank you next we'll have Adriana payas hello part of my heavy breathing I ran
034in here to make sure I didn't miss my opportunity to speak to you all um Adriana Paez I'm gonna I've made it a decision on the way over um that I'm gonna show up here enough times for you to pronounce my name correctly so Adriana Paez I'll say it again next time um so there's a lot that I want to say um but the things that have been mulling around in my brain um recently I'm a parent I forgot to say that part um are how are we as a district as board members administrators staff and parents and community members practicing the things that we preach how are we following through with our own behavior and modeling behavior for all of the young people that we care about so much um and one of the
035things that I just I want to put forward as a parent and Community member someone who cares uh deeply about the wellness and the success of our young people in this community um a place where I get stuck is when I I see a real disconnect between what we say and what we do and one of the things I had a recent conversation about the lack of communication and transparency with you know between district and and staff and parents and community members there were a few things that I became aware of um luckily it wasn't something that was that I discovered because it was there was an effort made to communicate or share information with me as a parent um I just happened to uh take a meeting you know suggest a meeting and ask
036a question that led to this discovery of um specifically what I'm speaking to is the dignity plans that are a part of every school building um which I was not aware of and a question came up about how are we going to make that accessible to all parents and again this kind of applies to lots of different things like the The Parent Academy where we're going to sounds like a great opportunity for parents to learn about how the district functions but these things that I think should be openly accessible to everyone all of the important stakeholders that are a part of this community and that are part of this educational community and commitment and so I just I'm here to really ask for greater levels of transparency and communication and sharing out of information that
037is really important for people that care about what's happening in our district and in our community thank you Adriana Stacy Myers is next and after Stacy will have Kristen Grubbs not a good microphone person uh greetings as a longtime patron of Lisa R7 school district I first like to thank you for your your service to our community my name is Stacy Myers This is my 31st year in public education currently I'm a social studies teacher at Lisa West and a very proud original Lisa Midwest Titan my purpose in being here tonight is to speak about the phase two salary adjustment that I've been denied after learning of various employee groups having their contracts corrected in recent years I was thrilled to hear that the board was actually going to remedy the situation for teachers and
038then I was devastated to hear that I was excluded I have diligently gone through the steps of an appeal to no avail when asked last spring to get a private discussion with you the board I was denied so now I have no other recourse but to go public so here I am my contract still does not represent the current number of service years I have despite a public perception that we are all on the correct number as of the phase two implementation I was however randomly issued a new contract this summer with an additional year but I am still off by two I believe it was the clear intent of the board to ensure that all teachers placement on the salary schedule matches their years of experience at the March 17th board meeting board member
039Sparks asked Mr holder if phase two will resolve the inconsistencies with teacher pay Mr holder responded in the affirmative teachers in the general public watching this particular board meeting would clearly understand the intent of the phase two adjustment was to ensure that the teacher's step placement matched their years of experience there was no hiring date qualification to this adjustment none the term eligible employee was used in the general sense that being if a teacher's current step placement didn't match their years of experience they were eligible for a phase 2 adjustment therefore I am still eligible for the additional two years of experience that I am currently not being compensated for I am confident that the district is aware of my status and the small group of employees that are also in this position I am
040aware of over 90 teachers with a similar plight my fear is that the district strategy to address the problem is to run out the clock with the hope that we will give up leave or retire of our own accord and let's avoid paying out further phase two adjustments I hope it's not lost on the board that a phase two adjustment for people in our situation which significantly enhance our potential retirement the new grow your own program is a terrific idea but shouldn't the board priority be to take care of your own first I am here I have been here I continue to show up every single day to do the important work of a classroom teacher concern for the future and care for the present should not be mutually exclusive District administration has been very
041clear in its response to my grievance that the board makes the decisions so I ask you as members of the Lee's Summit R7 school board please do the right thing Grant my face to adjustment issue me a new corrected contract thank you for your time thank you thank you next week from Kristen Grubbs [Applause] my name is Kristen Grubbs and I'm here tonight to address the board's consideration of renewing the contract with dignity Consulting LLC I'd first like to run through the district's choices on this matter in the past on May 27 2021 our board decided to contract with core collaborative for professional development that included the book belonging through a culture of dignity by Floyd Cobb and John Crown Apple Consulting through core collaborative offered it offered training opportunities directly with these authors this
042contract was quoted to cost The District 142 700 in total our district spent 169 421.65 cents on March 28th our district decided in a special session to terminate the contract with core collaborative a mere six weeks short of its completion as the author's contracts with the company had expired and we would no longer have access to them our district then chose to immediately contract directly with the authors through their new company dignity Consulting LLC board policy djf states District employees are directed to verify that selected providers are in good standing before making a purchase decision in March of this year when our district contracted with it dignity Consulting LLC was not in good standing with its home state of Maryland it wasn't until months after our contract was signed that this company reached good standing
043status is it acceptable for our board our school board to violate its own policy this new contract is stated to cost the district another sixty four thousand four hundred dollars that will put our total investment in these authors at over 233 thousand dollars their book declares that to achieve an inclusive environment in our schools teachers must fundamentally change who they are by reflecting on their beliefs and perceptions confronting who they are now and changing their own self-images a truly inclusive environment would not require people to change their core beliefs to belong these authors Define dignity as being worthy to belong that's inaccurate dignity simply means value or worth it is inherent to every person the authors claim that dignity can be violated Often by whites whiteness and those who are well served by the current
044structure this too was inaccurate the inherent value of a human cannot be violated no matter what someone says does or how they treat a person the truth of their value is not altered every life holds value and must be treated as such these authors claim to teach equity in belonging differently than other Consultants yet their curriculum carries the same Marxist methods of devaluing one group while raising up another their divisive principles and altered definitions have no place in our district I strongly suggest you decline a renewal of this contract and return the focus of our District's resources to education thank you next we'll have Jonathan Wagner and following Jonathan will be Ezra Marshall thank you to the board of Board of Education this evening for providing me with this opportunity to address you my name
045is Jonathan Wagner I have two children who attend schools in the district and I've also participated as a member of the D team for the 2021 and 2022 school year I'm here to introduce to you this evening an organization called Fair which apparently does not need introduction or the uh the foundation against intolerance and racism core Foundation of fair is its pro-human message we recognize that every person has a unique identity and then our shared humanity is precious and that it is up to all of us to defend and protect the Civic culture that unites us if you accept this principle it becomes clear why misguided attempts to oppose racism by encouraging race Consciousness and racial Affinity are doomed to fail we simply cannot hope to end discrimination while simultaneously making the flattening dehumanizing and
046limiting concept of race more Salient more consequential and more fundamental to our thinking to our Behavior into our identity I believe the board agrees at his as it has now rejected the previous professional development which was rooted in essentialism and identity affinity tonight the board again considers professional development one that promises to build Partnerships repair harm and restore relationships since listening tonight I ask this question when you selected accelerated math or Advanced Studies language arts last spring did you realize that you were participating in what the current professional development considers and I quote a racialized system of exclusion for parents or Guardians that are listening tonight when you are provided your signature to your students courses did you know that you were complicit in what the current professional development considers and I quote apartheid in
047schools you find students Act of attempting to do hard things characterized in this way surprising or shocking then I assure you that you are not alone if you are an educator a parent or School Board member I would encourage you to check out fairforall.org and look at fair and education which is a set of resources designed to help schools create positive learning communities and encourage a sense of belonging by emphasizing the values of fairness understanding and Humanity fair in education aims to uphold the principle of fairness for students Educators and parents by striving to treat everyone equally without regard to immutable characteristics and we reject the disparagement of individuals based on the circumstance of their birth I look forward to discussing fair with you in the future thank you thank you next we have Ezra
048Marshall oh thank you hello my name is Ezra Marshall I'm in sixth grade and I attend Middle School here in the Lee Summit School District I believe there are many different ways to learn in that there are many things you can learn about I'm an athlete I play football basketball and track and field I I've played the bass in Orchestra and I love to sing I enjoy singing at home and in my church choir I enjoy all different types of music I really enjoyed visiting the Kauffman Center to see one of my dad's favorite bands snarky Puppy it it allowed me to feel the music and learned a new form of music I enjoyed working outside in the yard with my mom and learning about animals by going to the zoo with my dad I
049believe that all the activities I enjoy helped me to learn new things about the world when it comes to school I'm in Hands-On learner my mom helped me to understand that I am a tactile learner which means I understand and remember things best by physical movement I I believe that each student has unique and special qualities in that we all have something to do to contribute to the world as a tactile learner I would love to see more lessons in school that I relate to which will encourage me to want to to learn more I can pretty much learn anything that is putting this off as students we spend a lot of our time at school so I believe it should be a place that we are all comfortable to learn in in various ways
050that we can all relate to thank you thank you to thank you to our public um for those comments and now we'll move on to item 5.01 and do our board reports and I think this evening how about we start with board member Foley thank you president Campbell all right so uh this last month there's been uh several events that I've attended that I just wanted to highlight real quick and then I will talk about a meeting that I attended so I went to the east Trails dedication ceremony it was great to see the the beautiful new building the new Middle School I attended banding together for teachers which had Lee Summit High School marching band and teachers that were featured on the news with a helicopter flyover that was a really cool experience really
051early in the morning and the Lee's Summit R7 community breakfast that was hosted by the Lee Summit Education Foundation um so those were all really fun events um so just recently say I apologize here um I attended the first session of the year for the citizens advisory committee in that committee Dr Buck explained that the the board is seeking CAC feedback on the possible April 2023 ballot question the purpose of the ballot question would be to increase Revenue to the district's operating Fund in order to boost teacher and staff salaries the board consideration follows a recommendation from Dr Buck earlier this summer to invest in teachers and staff salaries in order to recruit and retain quality staff other Metro districts are boosting salaries to support staff during a time of high inflation and stagnant State
052funding for K-12 schools and LSR 7 has fallen behind in starting staff pay our board has recognized that and appreciate that and want to do something to support our teachers so the district is recommending two possible approaches to achieve this a Debt Service tax levy no tax increase transfer or a prophecy waiver uh Nathan holder and Steve Shelton spent time explaining the pros and cons associated with these options and the group will review the materials and prepare for additional discussion the next CAC meeting on October 4th thank you board member Marshall thank you president Campbell I attended the government relations meeting last Friday September 23rd we were actually joined by our Aerospace students over at the mic building and that was because we received the presentation by the Lisa Municipal Airport Manager Joel Arrington and
053he just presented the vast capacity of the airport and them truly being a regional airport and so they have an airport master plan that was adopted by the city council last year so that is located on the city's website and that provides guidance on the development for the airport over the next 20 years so anybody interested in what's going on over there I encourage you to go look at this master plan because there's going to be a lot of things going on at the airport right here great thank you vice president Frenchie thank you um uh board member Sparks and I attended the team Lee Summit meeting we met September the 15th and the official team Lee Summit report can be found under the board reports and meetings tab in under the agenda if you
054want to read the full official report there we met all day on September 15th and heard reports and updates from our district administrators and the reports are regarding actions our district has taken in response to identified employee concerns in last year's team Lee Summit survey that information will actually be provided in next month's team Lee Summit minutes because there was literally so much information that we covered that day that only part of it was put into the follow-up report this month Dr Buck and Dr Shelton then gave us information regarding the options available to the district to help us provide more competitive salaries just like a board member Foley was talking about for our employees in the district and that information can be found in 5.01 then also on September the 27th we had the
055Middle School strategic planning committee over at East Trails it's for our Athletics and activities it was led by Ron Alexander our new District athletic and activities director he was very enthusiastic it was great to be able to attend it was very well attended by our committee members who were coming from all segments of our community which was fantastic we had Parents coaches teachers students and we were all mixed in small groups throughout the room and we were asked to rate about a dozen statements regarding our programming in the district and with the whole purpose of trying to see how we can further involve our students in District activities and Athletics and so with that focus and that many people in the room I think we came up with some great ideas and what they're going
056to do in the next session is focused in on about three or four main goals to try to accomplish this year with that strategic plan for the middle school I think they're going to do the same for the high school and Kathy talk about that um also attended the East Hills Middle School dedication which of course was exciting appreciated the Lee Summit High School band being there and welcoming us as we walked in I also Dr Buck mentioned in his report the podcast by our Lee's Summit police officers are officers who work in all of our schools did a fantastic job talking on their podcast about the opioid crisis I'd like to thank each and every one of of those officers for their commitment and the time that they devote to the district and keeping
057our students and our families informed and safe because we have a great partnership with the LSPD um of course we had a board leadership meeting on September 7th and then a very special lunch this month with Dr Buck president Campbell and myself we met with Senator Mike serpoy to discuss some legislation that affects our schools and just to simply just kind of talk and talk to him about what's coming up on the horizon in the coming year for the legislative session and so that was a very informative time to meet and I appreciate Senator Senator serpoy meeting with us and then of course the community breakfast which board member Foley mentioned that was a lot of fun from the Lee Summit Educational Foundation of course I must mention that I enjoyed hearing from number one
058our students also Donnie Campbell from Lee Summit North who was the inspiration for Ted lasso and the teacher of the year thanks what am I chopped liver oh yes president Campbell gave a really really nice speech too that day sorry thank you I enjoyed hearing your speech too thank you vice president all right let's go over to board member Sparks all right so um as I stated at the last board meeting I was going to be a busy man and I sure was on August 25th I um joined some of my colleagues at banding together for teachers um and that was that morning that evening I did my teamly Summit orientation that was led by Dr Carlson which was wonderful also on August the 30th I did the Lee Summit Insurance team a wonderful presentation
059along with my colleague Mr Murdock we had a wonderful time there and we will be approving amen I'm sorry we'll be approving that um September the 7th uh September the 7th um I did choose to include partner with the Kansas City Chiefs and Special Olympics I am going to spend some time on this one um it was two hours of fun it was truly um fantastic to see students of all walks of life from different buildings I want to give a shout out to Stacy Mathis for her wonderful leadership in that way the wonderful part was to see students partnering with with other students and literally working with them and so when you have the title of choose to include while some students had challenges that wasn't what was the focus the focus was literally
060working together and making sure everyone had a good time and so I appreciate the partnership with the Kansas City Chiefs their cheerleaders came with their pom-poms you could take a picture with uh with my homes and so I got my picture with my homes and some of the students and so great event and I'm looking forward to that every single year September the 15th Timmy Summit as a whole spent my whole day with Kim Fritch you never thought I would do that but it was a wonderful long day and we had a great time also um 4 30 at 4 30. I went over to Longview farms for the ribbon cutting of their stem room that was also very fun being able to see all of the great things I want to give a special
061shout out to the PTA um you know we really don't recognize the ptas but they do a whole lot for our buildings um I mean they they really do parents being able to partner up with schools and so I appreciate the PTA stepping up and doing what they need to do along with the two peak grants that was given for them to be able to do that so go ptas September 21st board policy committee that was also LED under Dr Carlson so I guess we're just going to be working together this year and so that is exciting about the work that's coming along as we review policies review recommendations from msba and continue to do that on September 23rd I I'm also um on the Great Beginnings Early Education Center for Early Education Advisory Board
062and then also parents teachers that was also wonderful to be part of that team I was asked by Dr cook Jenny Cook and so it was wonderful to be inside that facility but then also see the great work that we're doing for our early Learners it's important that we not only be a support for our students but also with parents as teachers being a support for families in a whole and being able to help our parents parenting is not easy and so being able to have that resource is great to have also last but not least I would like to say happy um it is happy to celebrate the Hispanic Heritage Month and so congratulations for us as a district of recognizing that we are a district that choose to include thank you board members
063Sparks board member member Murdoch I'll be very brief I attended the insurance committee meeting with board member Sparks which is always informative and continues to frustrate me every year but not because of anything staff related that's more of a societal Insurance Health Care issue I also went to or attended the we had an art fair in downtown Lee's Summit a few weeks ago and we had some of our lsr7 staff who had pieces down there so went down there including some of my boys former teacher Miss yachter from LFE so I just wanted to recognize her for getting to go down and see some of her art that was showcased down there so that was really cool and then my last thing for tonight is just from a national perspective I hope people might consider
064thinking about what's going on in Florida with hurricane Ian and that is devastating as it gets to the West Coast of Florida so I'm thinking about that area and ways to volunteer and help in some of those capacities thanks thank you board member Sparks board member essling Murdoch I've been board member Sparks and board member Marshall tonight just so you know so that's no it's great it's it doesn't look good mighty fine look sir that's right it's all good it's all good board member essence oh it's tough to follow this is so hard okay um I also attended the board policy committee meeting with board member Sparks so that was my first time with that committee and that was really interesting and enlightening on our process Dr Carlson does a great job of kind of
065getting everybody up to speed for the new people so we'll be as board member Sparks said reviewing various policies incrementally just on a scheduled basis and then by request from the admin to review certain policies so um excuse me I also attended the Lee Summit Education Foundation community breakfast which was really exciting because I'm also on that board of directors so that team did a great job putting that together and making it happen I thought it was great I'm pretty sure all the community feedback was also amazing we got to see performances by our bands we had student speakers poetry readers the choir at East Trails middle school and I started listing these and didn't write them down so I'm sure I'm going to forget somebody but it really was a special event and if
066I did not mention your performance I'm sorry we all loved it it was great so there were over 230 people that attended that event so it was very well attended as well so upcoming for I did attend the Ed Foundation board meeting this month as well so some of these notes about the community breakfast and the race for the future are all coming from that meeting um Saturday is race for the future October 8th so if you haven't registered I'm just going to put a plug in for the Ed foundations race for the future their goal is a thousand participants they're about halfway there so drag a friend drag a spouse register for the sleep in race whatever you need to do but if you can try to encourage as many people to register that
067would be fantastic and lastly as far as Lee Summit Ed foundation's annual campaign I will also plug for them again that they are trying to meet their budget and if you know anybody who you can encourage to participate and donate and become a sponsor they are close to their goal but not quite so um the Ed Foundation does a lot for our teachers we've heard a couple of the the mentions of the peak grants but they do a lot for our students for our teachers for our staff so it's money well spent and that's really it thank you thank you board members like I just have a couple of notes I want to celebrate with our families and with all of our board the start of school I hope everyone's having a great year as
068we've kicked off the school year I attended the East Trails dedication and I will tell you thank you to our voters thank you to all the staff that have worked so hard to get that school up and running and filled with books and furniture and everything that was just the honor of a lifetime to to dedicate a school it was really impactful to me so I just want to say thank you to our our community for support supporting our district because that is an amazing facility and our students are loving it so fantastic I had a meeting with Dr Buck and our mayor and city manager enjoy that partnership with our mayor and city manager in our city I went to the CAC meeting as well and really enjoyed hearing from our community members and
069great discussions around upcoming ideas for how we look at pay for our staff across the district um I attended the state of the city address by mayor Baird and enjoyed that as well I attended a meeting with the Lee Summit workforce alliance and that is a great meeting that partnership that we talk about so much between business and the district and building those relationships so we've got those Pathways for certifications for student learning and engagement for students to walk out the doors of lsr7 and into the indoor doors of employment if that's the path that they want to pursue it's just exciting to have those conversations and and see that deep work that's going on Dr bonnison working with the healthcare communities and the healthcare companies here in Lee's Summit and beginning to build those
070Pathways out for our students it's just exciting to be a part of that I love the banding together it was early in the morning for our teachers and for our staff I want to thank KMBC and Johnny Rollins for celebrating with our district and the golden eagle marching band did an excellent job and I will share represented our district they were in full dress at I don't know was that 6 30 in the morning it might have been but just congratulations to all of our band members and to our folks at Ellis at lshs they did a great job um celebrating our teachers that Day celebrated again with the Lee Summit Education Foundation that first ever LSR 7 breakfast that was very well attended and what a great event agreed that was a lot of
071fun we've been having a lot of fun um I also set in on the strategic planning group for the High School athletics kudos to Ron Alexander and kudos to just everybody in that room we were over at Lee's Summit West and I will tell you it was just electric the discussions going on to Kim's point about students were there and engaged and involved in discussions I saw many of the administrative team there to support Ron Alexander and support this strategic plan as well and just bringing all that energy parents were there coaches were there activities directors Orchestra leaders band leaders I just appreciate everyone's time to spend a couple of hours in the evening to work on this strategic plan it's going to benefit our district and it's going to be a huge benefit to
072our students so I'm really excited to see where that's going and just to keep the ball rolling those are my committee updates but now I'll shift over and do the financial committee updates as well so we had a great meeting yesterday we talked about the contracts under 15 000 and less as well as the contracts greater than fifteen thousand that included a couple of highlighted items that I know we're going to talk a little bit more about later this evening so the insurance that will be approving and I think we'll hear a little bit more about that as well as our dignity Consulting to continue our Equity work so had great discussions in that finance committee meeting in support of those initiatives as well we also heard and I appreciate so much the work that
073is done out of our purchasing department with Krista Battaglia she and her team went through three items the art supplies the office supplies the physical physical education supplies and as we know with all of us when we go to the grocery store when we're living Our Lives we're hitting some supply chain issues for this District that is true as well and she and her team just do an outstanding job of thinking outside the box what do we need to do differently and how do we do it so that we make sure that our students and our staff don't know about the supply chain issues that they have what they need to execute on learning every day and I just appreciate so much the hard work so we will be approving and looking at tonight a
074little bit different spin on that rather than a line by line bid approach that's been used in the past will be approving to have two vendors one a primary in some cases two backups so that we make sure that those supplies get in here and so kudos to that team I really appreciate that we also went through the student transportation services Shelly Sanders did a great job of sharing with us last year we used one vendor we ran into some challenges now they're broadening that out to having some multiple vendor that will be approving tonight there as well we'll also be looking at an item from Scott Rice and I'm really excited about this next item we'll be reviewing and approving tonight to begin the work for the Paradise Park Early learning education center that
075we promised to our voters that we're going to see that work getting approved and started and that we'll be rolling out so that our early Learners will have that great new space and in our district we'll have two spaces for our early Learners to be in so really excited to see that also appreciate the work from Kyle gorrell and Dr Shelton around our bond budget report this report I use so much to keep myself up to date on where our dollars are going with these projects where we're seeing those dollars spent making sure that as we have approvals come up like this Great Beginnings opportunity to approve that we know that we have the money in the budget and that we've allocated it appropriately and I can feel confident in my vote so I just
076want to say thank you for that as well so with that any questions on those items that I've summarized okay then we'll move on we do not have a transfer of funds tonight we're good on that so we'll move on to item 6.03 I move to approve the treasures report and the payment of the bills second thank you we've had a motion in a second Ms is Mark can we do a roll call vote please board member Murdoch hi vice president Richie hi board member Marshall aye board member Sparks aye board member Foley hi board member esslick aye president Campbell hi thank you motion carries we'll move to item 6.04 we'll approve the tax rate for the 2022-2023 school year and earlier this evening we had a work session item and we had Mr holder
077review all of that information with us as a board thank you for your time on that we also then held our tax rate hearing this evening and so we opened that Mr holder again shared the information that was posted in the newspapers regarding that and so appreciate your time in that as well and then now I will move forward with emotion I move that the board approve the 2022-2023 tax rates as presented second any discussion on that board member Murdoch I do think it's important for anybody who didn't see the work session and or public hearing just to make sure that during the regular meeting that we state that the tax rate is going down by 17 and a half cents for residents due to the rollback and capture so I just think that that's
078important that we mention it in each meeting thanks um no other discussion Mrs Mark can we do a roll call vote please vice president for G aye board member Marshall aye board member Sparks aye board member Foley aye board member Eslick aye War member Murdoch aye president Campbell all right and we'll move on to 6.05 and this is around the budget amendment um we've had Mr holder review that with us do you want to come up and say a few words about that thank you one of the things that as the board knows we annually do is is approve a preliminary budget in June prior to the beginning of the fiscal year so we did that in June of 2022 prior to the beginning of fiscal year 23 for this 22-23 school year and so
079one of the typical times to do a budget amendment would be when you do your tax rate hearing because as you set the budget in June you don't know what that assessed valuation is going to be and especially in a non-reassessment year you do not always get a notice and a reassessment year you get a notice in April which is the County's information to date about what that will look like but in a non-reassessment year you don't so in these years it becomes particularly important to look at that after the tax rate is set after you have that information and amend the budget and so what you see in this budget amendment is by and large an adjustment to revenue there are some adjustments to expenses and so I'll just quickly highlight some of those
080and in the revenue side we have an adjustment of approximately six million in local Revenue now that is primarily driven almost exclusively by three factors the number one factor is when we approve the preliminary budget in June a non-reassessment year we were predicting three percent growth in AV and it actually ended up being 6.9 percent so for us that's a major difference in Revenue the second factor is that our operating Levy ended up being about six cents higher than what was on the preliminary budget so again that increases the revenue that we would anticipate and then the third item is related to our prop C Revenue that we received from the state that was budgeted at 12 10 per Ada the state is now predicting that to be 12.59 1259 and so we have adjusted
081that to one thousand two hundred and thirty uh still being a little bit conservative uh but I I just heard a presentation actually today that talked about year-to-date prophecy revenue is actually ahead of what the legislature had even predicted when they set the budget so overall that's positive news but those are the three main factors that contribute to our Revenue increase on the expense side with operating expenses there was not much of an adjustment one and a half million dollars um primarily related to expenditure budgets and operating really just fine-tuning all the budgets that we have across the district salaries and then the insurance increase is is one of the large contributors to that increase the other item that we did or that I want to point out to you on this September budget amendment
082is we have adjusted our capital projects expenditures to be rather aggressive with our budget and I want to emphasize it's a budget all right we want to be prepared for what we could do by the end of June 2023 and so what you see there is reflected in that budget number for Capital projects you also see the bond where we knew we you know when we set the the original budget in June we did not know what our ending balances would be we do now and then a more Act accurate estimate of where we hope to be with Bond expenses by June 30th 2023 that's probably still a little conservative we would like to get to that number of 92.8 million because that would mean we are very close to being finished with all of
083her projects on June 30th um but probably still a little conservative there but we know that there's going to be a lot going on here in the next nine months so overall a very positive budget picture you'll notice our fund balance on the operating side has increased the percentage goes down a very slight amount but you'll notice the overall dollar total is still up over 850 thousand dollars in our operating funds very strong Debt Service you see reflected there we talked about that a little bit with our tax rate you know with the 6.9 percent increase in assessed valuation that helps so hopefully that's a good summary and certainly if there's any questions I'll be happy to answer those great thank you I'll make the motion and then we'll look for questions I move that
084the Board of Education approved the FY 23 budget amendment as presented second all right do we have questions all right thank you Mr holder Mrs Merck can we do a roll call vote please board member Marshall aye board member Sparks aye board member Foley hi board member Eslick aye board member Murdock aye vice president Richie aye president Campbell aye motion carries so now we'll move over to our items of descent of items of descent items of items for a decision consent agenda items that was a terrible slip I um can we get a motion and a second related to our consent agenda items please I moved to approve the consent agenda as presented second all right MS ismer board member Sparks aye board member Foley aye board member Eslick aye board member Murdoch aye vice
085president Richie aye board member Marshall aye president Campbell aye all right those carry we'll move on now to items for decision and the first item on that list is item 8.01 our insurance plans for calendar year 2023. we'll have Mr holder and Sarah McMillan thank you everyone our insurance plan is up for Renewal and so there has been a lot that has happened over the last really six months to get to this point um just a quick reminder that our insurance plans are calendar year so the the change that we talk about tonight will go into effect on January 1st 2023. so it is not the the school year for our plan year it's actually the calendar year so from a budgeting perspective as we've talked about that can be a bit challenging because you're
086always projecting what that last six months is going to be so I do have our coordinator of benefits and well-being Sarah McMillan and I have talked a lot tonight so I'm going to turn it over to Sarah to start this presentation and let her walk you through the steps thank you thank you good evening everybody um so as you know we really began the renewal process as Nathan said back in the spring so we've been working on this seven eight nine months so for 2023 the medical insurance was not subject to an RFP because that process was completed for the 2022 plan year so the initial renewal that we received from Blue Cross in May did require a 12.6 percent increase over our current funding so we as an administrative staff and our cbiz team
087we really met on several occasions throughout the spring and the summer to continue to negotiate with Blue Cross we also during this time we probably looked at over 30 different plan designs with different funding levels and then changes in the actual benefit section of all those plan and so after a negotiation looking at two Pharmacy cost savings programs that we want to implement and then the projected claim amounts for 2023 the final renewal from Blue Cross does require a 9.6 percent increase over our current funding level so from the initial renewal to the final renewal there was a savings of about seven hundred and eighty thousand dollars that we were able to negotiate and work down so we met with the district's Insurance team as was mentioned earlier this evening on August 30th so of
088those 30 plus plans that we reviewed throughout the summer we presented three of those options to the insurance team two of those three options included plan design changes to all of our plans except for the blue Select Plus High deductible all three plans did include the two Pharmacy cost savings programs and then an eight hundred and fifty dollar per month District contribution to premium and this was the amount that was approved in the budget for this school year so the insurance team really overwhelmingly supported the option with no plan changes and the implementation of the two Pharmacy programs so just to briefly explain those two Pharmacy programs the first one is the variable co-pay solution program so what this does this will ensure that our plan receives the full value of drug manufacturer discounts or
089coupons there really will be no member disruption because Blue Cross Works behind the scenes to together all those discounts and all those coupons that are out there from drug manufacturers and based upon kind of our current claims there's approximately fifty thousand dollars in potential savings under this program the second program is called the copay card accumulator program so this prevents the drug manufacturer again those discounts or those coupons that members use currently they're getting credit for that towards their deductible and their out-of-pocket maximum so with this program any coupons that are used will not be applied to members deductible or they're out-of-pocket premiums and again based upon our current claims we think there are about 25 members that will be impacted by this but it does give a potential of sixty thousand dollars worth of
090savings that will not be applied towards deductibles and out-of-pocket maximum so now I'm going to turn it back to Nathan so during our September 1st work session that we had earlier this month it seems like many weeks ago but it was still in the month of September we had a presentation more of a lengthy presentation and a great discussion really by the board and about the the goal for this plan year in 2023 and so in that meeting the board expressed the desire to maintain as close as we could the contribution levels in our HSA plans and also by in the way that we do that is by increasing our board paid contribution and so what you have tonight is a recommendation to go from 850 dollars we're currently at 808 we will raise that
091up to 877 and by doing that we will maintain that District contribution of 182 dollars a month for the blue select plan and also uh the 140 842 dollar contribution Into the Blue Select Plus which is a seven dollar reduction from 149 but keep in mind the 142 is still you know compared to the area an extremely good amount very competitive and that doesn't even not to even talk about the 182 which is almost unprecedented um and and so also by doing that it will also help for those that choose to buy up into the other plans it helps reduce that cost as well for the employee so before you tonight our recommendation includes the the board paid level at 877 dollars I believe it is a a lengthy agenda item to to recommend but
092it is all inclusive of our plans and as Sarah mentioned you know the health plan especially is the one that is is renewing uh this year for 2023. so before we open it up for questions can I ask for a motion I move that the board approved coverage and the related contracts for the 2023 plan year with Blue Cross Blue Shield of Kansas City for medical insurance with the district funding at 877 dollars per month per full-time employee signifer Dental with the district funding at 14.50 per month per employee Cigna for vision Unum for Life a d and d and long-term care insurance at the standard for long-term disability and short-term medical claim administrative services great we have a motion and a second do we have questions or discussion board member Murdoch you knew um
093thank you that's all I have to say I mean it's a ridiculous process thank you for all that you guys go through and I just hope that we can continue to do this for for staff and employees throughout the district so that's it the others I will just share I want to say a special thank you to board member Murdoch and board member Sparks I know with the insurance committee and Sarah you've taken us through what that insurance committee looks like that these board members also sit on but we have representation right from every building in our district so all of our staff are engaged that review this to board member Murdoch's Point review this information take it back to their buildings discuss it but I appreciate so much that what was looked at and
094thinking about what the district could do rather than putting a cost increased burden on our staff at this time in these inflationary times I think it was really great to bring that discussion up and to have that discussion so I just appreciate that so much so that difference and if I say this incorrectly please jump in but the cost increases that you mentioned Sarah era the the brunt of that or the the magnitude of those increases are going to be carried by the district and not moved out to the staff to carry that is that a correct way to say it that is correct um the one thing and again just the the the plans for employees that is absolutely 100 correct cover a spouse family member the the dependent coverage the retiree coverage those
095are levers that we do our best to control by the negotiation that Sarah talked about earlier those costs are going up by the similar percentage it absolutely our employees we like to take our insurance this decision tonight definitely keeps them in a situation where they the very minimal impact great yeah great well and thank you so much for all your hard work from a financial standpoint so that we know we're in good standing and we're confident that that's baked into the budget and that that we can move forward in that way thank you all right we'll move forward any other questions comments we'll move forward then with a vote msmer board member Foley aye board member Eslick aye board member Murdoch aye vice president fritchie aye board member Marshall aye um president Campbell hi thank
096you motion carries unanimously we'll move on to item 8.02 uh our success ready students resolution um Dr Buck we know we discussed this in work session would you like to add any comments you yeah certainly we've been part of the actual Network for a better part of two years now and Dr bonnison and I participated with business owners parents community members board members educational staff state employees and a learning process of going through what it means to be success ready and I can tell you that the Kansas City metro itself is the Envy of the rest of state with our work in Real World Learning and how we are working towards every kid getting a market value Asset when they graduate and we are certainly one of the leaders if not the leader in the
097metro area in that case so this is going to be a group of school districts from across the state now forming a design Zone they're going to do some additional learning but also then start working with the state to produce msip seven and see if we can't get some of those real world learning pieces to be more common across the state not just the Kansas City metro excellent thank you and when we talk about Real World Learning that's that path from education in our district to those jobs and those certifications and being out in the world earning money right great excellent all right so with that the board is looking at signing uh is it a memorandum approving the resolution so can I get a motion I move to approve the resolution on membership and
098the success ready students Network system design Zone as presented and second thank you Mrs Merck can we do a roll call on this please board member esslick aye board member Murdoch aye vice president Richie aye board member Marshall aye board member Sparks aye board member Foley aye president Campbell I I Innovation all right passes unanimously again thank you we'll move on to item 8.03 and this is our Universal construction Paradise Park Early Education Center contract and with that we have Dr Shelton and Kyle gorrell Dr Shelton thank you earlier this month we put the RFP out for bid we had three respondents we bring to you tonight the request to Ward a contract to Universal construction for base bid one when we broke out the RFP when we took put the RFP out we broke
099it out into base bid one base bit two we're requesting you approve the contract for Universal construction for base bid one we're going to table base bid 2 until we have an opportunity to review the respondents from the construct geometry construction and the robotics rfps we may come back with a request later on regarding base big two I do want to highlight this by awarding this contract tonight I want to highlight Something board president Campbell mentioned this is uh following through on a promise we made to our voters to provide an additional early childhood education center for our community and that's an important note to make that this is a promise kept do you have any questions can we get a motion I'll do it happy to do this one I move that the board
100approved the award of contract to Universal construction for the paradise Parker Elite Education Center project and the amount of 8 million 346 936 dollars second excellent questions board members vice president Frenchie thank you um yes um I you know I've been talking to some of our um our teachers at an early childhood education center currently and they are they are so eager for Paradise Park to open and the question that they always seem to ask at the end of the conversation is is it going to be open by next school year our goal is to have it open by next school year okay and at the beginning of next school year by the beginning of the next school year so we'll be in place for for all of our kids right okay um when I
101was looking at the plans that were attached to this um that um or that we got earlier um does this does the plan that we're talking about tonight does that also include the renovations as you walk in the front door or to the right where it used to be the ball area and all that so at this point this this contract and this work the scope of this work indoors that's what I'm talking about is for the facility itself the building so the envelope anything encompassing that the base bit two were was designed for those areas outside of the building so it wouldn't necessarily include in this case the batting cages and that that portion of the property right right I just wanted to make sure that we were that were making sure that we
102we totally get the indoors finished and ready to go so we can is that going to increase our classroom space for early childhood education correct and also bring them out from all the satellite places across the district it also have Head Start and high school classroom space as well that's all included in this basement right Head Start classes back there board member it also does include the upgrade of the playground area excellent that portion of the out excellent space will be addressed you know I know that John and Julie Ellis are probably really smiling right now and I love it that we're calling it at least for now the Paradise Park Early Childhood Center is that the going to be the permanent name for it I believe uh Katie is she still in here it's
103Great Beginnings Early Childhood Center at Legacy Park and at no Paradise Park okay so they'll both be great beginnings is what they decided Early Childhood centers one will be then a tag Legacy Park and the other one will be Paradise Park great I love keeping the name thank you board member Murdoch my comment to this is just going to be the increase that we need to serve in terms of preschool and younger kids is obviously apparent throughout the community um but I'm going to continue to harp on I hope that our district will continue to work with all of the other preschools within the city because certainly we can't serve every kid even though I do think that preschool just in general is or should be essentially a necessity um for for a good start
104and so making those connections and continuing that even though we're able to increase capacity I think continues to be an important part for the community great thank you board member Sparks I will say that that is a great point and I will say that that partnership is there with the Early Education um Advisory Board there was representatives from even public um from private schools um that have Early Childhood programs thank you and I'll just add I'm very excited as you mentioned Dr Shelton this delivery you know this was I think one of the Premier projects well they all were but voters really rallied around the fact let's get rid of this waiting list let's make sure that our youngest Learners are served and the opportunity you know kind of that Journey that we started on
105initially when this was put forth to our voters we thought that that space might be at Prairie View Elementary but then to your point vice president fritchie with the help of that coupled John and Julia Ellis helping us with this we were able to realize an entire new facility and that's very exciting and making sure that we deliver on that promise but we do have that opportunity to consider that base two for the future and think about all the grounds around that and I know you all have talked about great plans for that in the future the fire station and what we can do with bringing field trip students there so we have that for the future but delivering to our voters what we've promised that's that's really important and I'm excited to to support
106this this evening thank you any other questions or comments all right then we'll move forward roll call vote please Mrs Board member Murdoch aye vice president for G aye board member Marshall aye board member Sparks aye board member Foley aye board member Eslick aye president Campbell hey all right board carries unanimously thank you um now moving on to item 8.04 we've got our dignity Consulting belonging through a culture of dignity and we have Shelly Sanders coming up thank you Shelly this is just a renewal right yes it is great thank you okay would you like me to start off and talk about what the renewal will cover yeah that sounds fantastic so I appreciate being here tonight and to share um our plan for this school year um we've been working really hard to build
107an infrastructure of dignity throughout our district so that it touches all layers of our district the first piece that I'll talk about are our building and Department dignity teams that were started last year they went through six days of training and at the end of that six days created a dignity plan um and those dignity plans really revolved around them looking at a piece of data or at data identifying a potential area or they call it a dignity Gap and then conducting empathy interviews with people involved in that group so some schools focused on students some schools focused on certified staff because when we looked at some of our data there was a really large gap and you saw several of those presentations in May when they came back to present and then after that
108they Define a precise problem based on those empathy interviews and the data then they create Solutions and then they implement it and then they evaluate it so right now we're at the implementation phase so they we all came together for three days at the beginning of September and I facilitated that day and we put those dignity plans in motion and so they created implementation plans month by month quarter by quarter and then in the winter time I will do site visits with all of those departments and buildings so those are already scheduled buildings got to decide what we will do during that site visit so some site visits it will be experiencing the bulk of their plan so there's a couple of schools that are doing like lab time where it's sort of a time
109where teachers come in and have Circle time with kids some where they one Elementary School focused on clubs because that specific elementary school and I think they presented in may they don't have a lot of Club participation after and before school so they have built that club time in their schedule and so I'll go out there and see that other teams want to get together and look at their data um so they're Panorama data to see how they're progressing and then to go in and refine their plan so it'll be pretty it'll be tailored to what the building desires and then in the spring we'll come back together for day three and that day will be facilitated by John cron Apple so that is sort of D teams and where we are and that is
110where the work is touching kids and is touching staff I would say for all those buildings that did some intentional work with staff right off at the beginning of the year we're seeing some some big growth between last fall and this fall particularly with our certified staff so that's really exciting at a principal come up to me during one of our D teams training and say look look look look where we are so it's some very intentional work to ensure that our staff and our students feel like they belong in our buildings so that's one layer layer number two is ensuring that all of our District staff all is it 2973 I know you would have the number that they have access to our dignity content when we solely rely on a consultant um that
111isn't a that isn't feasible at all um so we've been working really hard um to train up staff members that have volunteered to be dignity facilitators they will spend nine days with John and myself and we are learning how to facilitate this work John says that facilitation is about serving not about teaching right and so as facilitators our goal and I I am being trained as a facilitator is that we are serving the people that we are engaging in that space with so that we can have conversations and discussion and grow together right so we're super excited about that we have Crea created content so our first session is already live we have about seven to ten buildings that have already completed it and on the back end of that presentation it's an hour or
112that session it's an hour there's a feedback survey so we have about 230 staff members that have provided us with feedback so we were able to analyze that feed back earlier this week and capture some areas where we are doing a very nice job and then areas where we can grow in I would say there it's four questions that are on a scale and then one open-ended the highest percentage which was 95 percent of our staff members that completed the survey felt that their dignity facilitator was beneficial in this process so we're really excited about empowering our own staff members to lead not to lead to facilitate this work in our buildings I met with the team today we have a dignity facilitator in this building we met with the team and planned out our
113sessions for SLC so we're super excited it's going to be called uh it's dignity dining discussion and so it's going to be a lunch session so we're really really excited about how it can look different in all settings but we're still pushing that work forward and then the third layer are the dignity teams that I get to facilitate which I'm probably the best part of this for me selfishly and that is with parents students and staff I'm at the district level I had a student that was participated last year she'll be a senior this year at least I'm at North send me an email yesterday and said I don't mean to be pushy but when is that group starting again and she was like that was one of the best things I've been involved in
114with the people with the space it matters a lot I want to be a part of it again and so we're working to get that up and going and that just is a chance to connect the work that we're doing on a on a larger scale with our outside community and then to leverage our student voice for me to sort of focus in on you know is this truly reaching kids from my perspective so those are the three layers of our plan and you'll see in our proposal that we have John and Floyd sort of embedded throughout but what looks different this year it's more of a collaboration between myself and my my department and them versus sort of how it looks last year it was very much solo um them guiding the work so
115it's very much a collaboration this year great thank you for that update so I'll ask for a motion uh and a second and then we'll open it up for questions I moved that the board approved the dignity Consulting proposal as provided for the 2022-23 school year to complete the training with our designated groups at a cost to the district of sixty four thousand six hundred dollars all right we have a motion in a second do we have questions or comments board member essling thank you um I do have some comments and I'm going to try to be as brief as I can but um so I have spent a lot of time with this book and with everything that Cobb and Crown Apple have to say when it comes to this process um and I
116just want to take a minute to just say that my comments are about the authors and their program and not about the work that Miss Sanders has done she does a great job and I think that the intent of creating belonging and a sense of community for all students that reflects all the individuals that we have here in this district is very valid I have some issues with this text and I just really at this moment wanted to bring it up because before I ran for the board I had concerns as a parent I attended the board retreat where this program was rolled out before I was elected to the board and I also participated in the parent D team where I felt that I wanted to be able to express some of my concerns
117after I had read the text and understood somewhat the direct that we were trying to go with this I wanted to participate so having those concerns as a parent I wanted to bring them now so just overall the way that I feel that carbon Crown Apple for people who haven't read the text and maybe some people who are watching in the community you know these authors argue that belonging is the key to students being able to succeed and it's the only way to achieve that belonging for every child is to break down the way that we view the education system and depart from an achievement-based construct the authors use belonging because it's a term that is really difficult to argue against because of course we all want our kids to feel like they belong this
118theoretical approach really tells our students that their sense of belonging is the most important thing and prerequisite to anything else in their education and it's their right they should demand it and really it's their their success academic or otherwise is really doomed without it and I just I don't agree with that philosophy that these authors put forth this Theory also tells Educators and our staff not to expect anything of their students unless they have made the them feel belonging first even your most inclusive Educators I feel like are going to have a struggle and fall short ultimately of that expectation because it's highly subjective and it's conditional there's just many ways that I feel like this mentality put forth by these two individuals fails our students belonging is born naturally from connection from shared experience
119with people contributing to a team feeling valued for that contribution and sharing achievement together belonging is the result of a relationship contract and requires participation and buy-in from all parties involved teaching our students that they must rely on others to be made whole gives them a false expectation of reality and really undermines the importance of some key skills like resilience self-advocacy and coping skills and elevates the victim mentality and I don't think that this is a perspective that serves our students well through all the experiences that life is going to bring their way aside from my uh difficulty with the overall argument in theory some of the speakers today brought up some really key points just about the interrelationship with race and how that's viewed and I think it's really interesting because you know I
120actually agreed with elements of all of our speakers tonight that talked about this topic and Mrs Marshall said something wonderful which I love the quote from Martin Luther King about not judging anyone by the color of their skin but rather the content of their character but when you have these Educators who's these in this book who say whiteness is more definitively characterized as the absolute right to exclude and ultimately the entitlement to determine who belongs we're judging people by the color of their skin right there so I just think it's very hypocritical that they want to make people feel like they belong and yet these are the differences they highlight so aside from the text from an academic perspective these two are really silent on that in my opinion and we can't deny and shouldn't
121deny that there is a reality that we have an achievement Gap amongst minority populations students with IEPs and we should absolutely put resources into addressing that issue whatever it takes every child should be proficient in reading and math it's our responsibility and really the purpose of our public education system and for all students feeling intelligent and capable actually reinforces that sense of belonging and there's never been a more urgent need than now after covid to be putting those resources into closing that achievement Gap but I really don't see how putting money into this consultant right here is going to help further that effort the way that we need to as a district we're putting these Consultants with divisive views that fall short of address excuse me addressing our needs in front of our administrators and
122our admin and they're helping molding the school culture in this way as a public Steward those were really a lot of my concerns as a parent and still as a board member but as a public Steward I have some more concerns when it comes to how we've selected this particular consultant which happened far before me joining the board we didn't do a side-by-side comparison to my understanding of something other than the core collaborative or dignity Consultants it was just settled on this with no other comparison to select from and I don't think that that's um I have concerns about that and this is just what was communicated to me that there were no other Alternatives communicated at the time so Additionally the core collaborative and dignity Consultants haven't provided any evidence-based research on their program
123success before we signed the contract with them I did ask for this and I was not provided anything so if there's something out there that I'm not aware of I just haven't seen it yet so we don't have proof that this methodology either does what it says it's going to do which is improve the culture in the schools we don't know that for sure because I haven't seen any research and we don't know how it's actually going to improve our academics because it hasn't been used elsewhere I've asked for the metrics with regard to how we are measuring success here in our district I understand we're using Panorama for that information and I know this program has been in use for a year our Baseline scores have declined three to five grade level Baseline was
12476 percent belonging score and that decline to 72 percent last year grades 6 to 12 went from 46 to 43 percent and we don't have an academic Baseline that I was provided to show what our base was and where we're improving as a result of this program we had another speaker who mentioned the amount of money that we're spending towards these Consultants um whether it was educational Equity Consultants which was over 250 000 the core collaborative and now dignity Consultants it's a lot of money that we put towards this and my question is whether we can more adequately apply those funds to have a direct impact and whether this is the right approach to what we're trying to do not that we shouldn't do something but is this the right something that we should be
125doing so I know I was long-winded and I apologize for my long comments but I appreciate your consideration thank you board member fritchie thank you um I also have a few comments and and I think all of us who are sitting up here I believe have read the book am I right everyone every single one of us okay and I don't know about you but um you know I I've read a lot of books and a lot of textbooks and everything and I don't always agree with every single thing that's in every single book I read um there might be a few points that I I feel a little uncomfortable with here or there but I like to look at a text and glean the the great points and the totality of the text and
126that's what I found when I read belonging with the culture of dignity um I felt like it was worthwhile and the reason why I felt like it was worthwhile was because I've lived life in the classroom and I'm gonna get emotional here but you cannot discount the feelings of belonging of the kids in your classroom you cannot discount the relationships that matter great teachers Inspire students to learn and when our staff members learn how to relate to their students and how to help their students feel a sense of belonging and I'm not talking about just a few students I'm talking about each and every student then they will accomplish much better they will try more they will achieve more and teachers know it because we see it happen it matters and that's why I voted
127for this program was because I felt like belonging and dignity were important and that each and every child in our district deserve to be the beneficiary of that and I also understood the need of our staff members some of our staff members in our district to also feel that sense of belonging did not do us any favors and it separated us more than it drew us together we have the chance now we are together and we started this journey last year with this and I'm not a quitter and I hope we're not quitters either I believe in Finnish what finishing what you've started and I believe it's important for us to at least finish this journey this year we are in the middle and we are in the implementation stage in an educational world you
128don't start something and go stop and then start something new that's not how it works okay and so I am in favor of continuing to support this program for this year thank you any other comments questions I have board member Murdock I'll be brief here um there's been a lot of conversation obviously surrounding this topic for years now people are going to see things differently I had a conversation recently that was for me probably a little outside of the box but also very very productive even though I'm not sure that we necessarily agreed at the end of the conversation and one of the topics that surrounded it was you know which comes first achievement or belonging and I many people um I think sometimes will immediately jump to achievement one of the points that and
129I said it in when I was talking to them that I disagreed with that that I think they go hand in hand it's a chicken or the egg kind of situation um is you need to belong to achieve and when you are achieving you're going to belong and so I do think that in this particular case the work that got started last year I think it would be hard to quantify right now and I do think I do think that this is something that we as a board need to continue to insist upon which is the metrics of success and um because in this particular case we've had a year of implementation and so really what we would be seeing then is throughout this school year what are we going to see from a positive
130outcome from actual um is it achievement levels is it discipline Airy things going down is it that increased in activities because if kids feel like they belong and so I do think it becomes critical as we continue to make these decisions that we as a board do a better job of requesting those metrics or establishing those metrics that we actually can have data to support in this case it's a little more difficult because we're in the year post the first year of of this so I do respect that I do support continuing this this year I do think it's important for or kids who have especially maybe not felt like they have been a part of their school Community to give be given that opportunity but I do think that we need to as a
131board do a good job of establishing those metrics thanks board member Foley the past several months we've had citizens from the community speaking out recommending another organization to consider for equity and inclusion work was that organization considered was it considered when we continued our contract from last year yes it was not we could we just extended our contract from last year we did not look at or other organizations because we had started the work last year and the plan was to continue it were there organizations that were looked at before when you signed the original contract I was not here when we signed the original contract I was not an employee with the district so I couldn't directly speak to that process thank you thank you any other questions comments or member Sparks there's a
132couple things that I think is important for us to as a community understand we have spent thousands of dollars on doing this Equity work and as Mrs Sanders just acknowledged she was not here when we began to do this work with this particular contract we were with eec and we were in the second year with the EC and we changed directions and because we did that the third year where there would have been teach the teacher implementation where we possibly could have possibly seen some data available we did not do that we changed directions and so now we're here and some want us to do that same very thing again which is change direction I'm going to speak to this and this is probably the only time that I'm going to speak to it we
133talk about the money that has been spent on making sure that every single one of our students belong when we have spent more money on scoreboards please hear me clear to my colleagues and on graphics for the field that kids run on and I don't hear not one person say why are we spending all of this money on scoreboards why are we spending all this money on football fields that every single one of our students in lsr7 don't even run on but we have contracts that are implemented to reach every single student regardless if you're white regardless if you're black regardless if you come from any other background regardless if you are part of the halves and if you're part of the have-nots it's about belonging when I came to this board I did not
134belong let me repeat that I did not belong it took a culture and it took initiative and it also took intentionality to make sure that we belong and so you're absolutely right it's a relationship thing it's building relationships but if I don't allow and set that pathway for you to belong you will never belong and so that's why for our new colleagues that have joined this year it was intentional on my behalf to make sure that you two were welcome on this board because guess what we all belong here and I'm wanting us as a community to truly make up in our minds that we're choosing to include include everyone include every single person and so I'm just going to be honest it pissed me off when we talk about money spent when I promise
135you we spend a whole lot more money on things that every single kid don't get to benefit from so I really don't like the argument of us talking about money when it's really a very small percentage of money that's being spent on a program when there's data that proves that there's gaps there's that we know that now my question is are we going to be a rich data district and zero actions are we going to start making sure that our actions are in place to combat what the data is telling us and what it's telling us is that we have a work to do as a district and we're now at a step to where Dr Where Mrs Sanders has told us that we're going to have facilitators that are going to be in every
136single one of our buildings working with teams and action plans so two board member Murdoch's point is our responsibility as a board to make sure that change is happening and if change don't happen then that's when we say let's make some changes but we can't make changes when we're not even allowing the process to play um I have another board member I have another board member that has excuse me excuse me ma'am ma'am I appreciate I appreciate the passion that you're feeling right now but not at this time please this is this is a time for us as a board to discuss this my chip is for every student in this District okay should we take a recess ma'am ma'am should we take a recess or should we ask you to leave can we ask
137you to please step out so we can finish thank you I am not sure I believe it's board member Marshall thank you president Campbell I'll keep it brief so we can move forward with the motion uh Shelley Ms Sanders I just want to say thank you and I look forward to the outcome of the implementation phase and the feedback from your site visits so we can continue to grow in this direction and make adjustments as our students and staff's needs change so thank you all right any other comments or questions I'll just share I appreciate everyone's points I appreciate so much um board member Sparks you mentioning that importance of belonging because we've definitely challenged ourselves as a board to represent the things and the expectations that we have for our staff and for all
138of our students and so I appreciate the comments and the discussion I think one small item that I would just add is when we look at system systemic change which we've discussed a lot and we look at the plans that are put in place and to the points made tonight continuing on to execute on the plans while holding accountabilities and having metrics in place that we're monitoring those improvements to determine where tweaks maybe need to be may need to be made along the road is imperative change does not happen overnight and we've got to be consistent and we've got to trust our staff and this process and continue to support the change in this District it's the benefit of our students that we do this hard work and that we have these discussions so I
139appreciate that so I'd like to move forward if there's no other questions or comments with a I do have one more uh comment board member essling thank you I'm sorry I won't talk very long I just wanted to say two things one two board member Sparks Point first of all on the money side of it I do have concerns about that because I think we should be spending as much money as possible on recovering the Gap you're talking about 100 so I do have concerns about that and I'm not talking about Consultants as I said at the beginning of my comments and I know that this has been emotional so I'm just going to reiterate I am divesting the concept of belonging and inclusion and trying to implement a program here Ms Sanders does a
140great job my question is do we really need this consultant involved in that process I'm not saying throw the baby out with the bathwater I just want to clarify that that I support an initiative of making sure our students feel like they belong and that's all I'm going to say thank you with no other questions or comments I'll ask Mrs can we have a roll call vote please vice president Richie aye board member Marshall aye board member Sparks hi board member Foley no board member Eslick no Urban murmurdock aye president Campbell hi motion carries five to two and now we'll move on to our items of information our written reports so we have item 10.01 The Business Services Program evaluation do we have any questions or comments board member fritchie surprise surprise I have comments
141on written reports um I appreciate all of the written reports that are always made of course but Business Services uh this year I really loved it Dr Shelton Mr holder and business services staff thank you for serving more than 2 600 employees in the R7 school district who wouldn't receive paychecks insurance benefits Wellness benefits retirement benefits and numerous other essential services without your careful attention your hard work and your assistance I can't imagine how many phone calls I know that Sarah and the the insurance team back there they get lots and lots of phone calls starting after this point in the year you all are truly one very important group of people your key players behind the scenes you help the entire District to function efficiently and effectively and I just got to say that
142you guys are greatly appreciated by each of us and just thank you thank you very much each and every one of you no other questions or board member Sparks I would have to acknowledge the building level engagement with the board priorities that the Great Beginnings uh gotten to that item just yet oh did I jump the gun sorry you go right ahead you jump no you jump all right so 10.2 yeah yeah I would like to just say that I appreciate that report and how it is really impacting the outcomes for our Little Learners early Learners and I'm looking forward to great things with having the second facility and it's also important for the public to know um and my colleagues if you don't already know that both programs will be the same programs and
143so what we can experience that Great Beginnings out in Legacy you will get to experience that same experience on this side of the town in Paradise Park so I appreciate it I love even the layout of the report also thank you board member fritzi yeah I just wanted to add to what board member Sparks said that um one of the things that I loved seeing in this particular report was about their engagement activities that they've instituted this year especially their new back to school bash that they had this year and Great Beginnings for the first time ever is getting a PTA unit and so there that's really exciting for them that they have parents and everybody who want to form their own PTA unit so um just they just do such fantastic work out there
144and so thanks to Jeannie cook and staff for the Fantastic work that they do with our littlest Learners that's all I want to say thanks great thank you I um I'll just Kudos again for all the hard work that went into this report all the hard work that they do every day amazing facility excited to get the second facility celebrating the PTA um they just do they do great work there so thank you for the report so next item on the agenda item 10.03 the bond budget update report any questions or comments on that all right then I believe that we have reached the end of our agenda and we'll adjourn this evening so thank you and have a nice evening [Music]
