005update um as that building continues to come along and i think it's brett and jeff that are here tonight so um we will turn it over to you all for our bond project update it's actually deandres here with me brett couldn't make it he had no surgery today if i just looked out into the audience i probably could have yeah so i apologize thanks deandre for being here so thanks for having us tonight um we've made a lot of progress since the last board meeting that we presented at we've got like 23 photos to go through tonight so you can see the progress that we've made here's the overall site from our drone picture we've got the fields almost complete we're actually going to have those turned over we talked to the city they're going

006to allow the school to use them starting in february and then we've got all the asphalt down in the parking lots and then you can see the full outline of the middle school because we've got all of our exterior walls up we've got one little area where the yellow is that we still have to dry in with roofing and then there's kind of the over view footprint from the drone of the entire school then there's another shot of the baseball fields and then when we was testing the lights we had our drone go up and got a really cool shot of the synthetic fields then this is the clear story in area a which is the sixth grade pod then this is the restroom we've got the epoxy floor down the tiles on the walls

007we've actually set the toilet fixtures today and we're getting ready to start toilet petitions next week this is one of the science classrooms we've got all the case work in we've now actually got all the ceiling tile dropped we've got all our above ceiling inspections then this is a classroom on the second floor excuse me we actually have the carpet laid in that room now it started on tuesday of this week and then this is another classroom you can see the mall sliders and we have the elevator installed that's not the coolest looking picture but that is an elevator and this is the work room down in admin okay so this is a commons area this would be like the main entry point of the school to the right you can see we have the

008thin brick going up i have a lot of the framing done in this area this is just uh east of that main entry which would be the media center and library uh we should be starting uh sheetrock in that area next week i think so coming along pretty good there this would be the locker rooms and now these walls are all up so we're pretty much done back there we're just doing overhead and getting ready to do inspections this is the hallway next to the locker room this would be um weight rooms and uh health rooms in the back right corner back there right now we're getting overhead in so mep is going in right now back there this would be the theater and band rooms and orchestra rooms right here most of this is

009already framed in now this is the last spot we have to put the roof on so after this will be dried in this is the oxygen which is the precast gym also known as the storm shelter also this is all painted now and ready to go yeah so in the main competition gym this is kind of a pretty cool story so george shaw did all of our flat work and concrete on this job they're out at world of concrete in las vegas this week they got presented with a golden trial award for the floor that they poured in the competition gym it was almost the world's flattest floor it came in second it's pretty big they've got lasers and stuff to check it all here in this area this would be the kitchen area uh

010let's move along pretty good we got a little further ahead than what this picture shows we have ceiling grid in there now kitchen equipment showing up probably next month so pretty good this is the walk-in freezers here we have the hoods for all the kitchens first thanks for all the pictures obviously that's good um questions or comments regarding the bond update here for the middle school board member for ritchie yeah guys um thanks that was great um it's great to see everything coming along you guys are doing fantastic on that i was just wondering about the finishes like when you showed the finishes for the um you said the walls were finished for the locker rooms and all of that is is that just a paint finish on the cinder block uh walls or what

011kind of finish is that yes paint okay and then it's epoxy paint up six foot high okay i guess the epoxy form back there to prevent markings and stuff uh epoxy like shoes going up on the wall and stuff yeah i worked in a middle school yeah all right thank you very much thanks thanks everybody all right appreciate that nope nope good to go all right we are going to move on here to public comments so 4.01 um at this point we will turn it over to board member hedrick to go over just a few of the ground rules for public comment board please remember that while this is a public meeting this part of the meeting does not contemplate a conversation between speakers and board members the board does not respond to public comments

012during the meeting but may ask clarifying questions your comments will be noted by the board and if appropriate we will direct the subject to administrators who are responsible for that particular subject matter pursuant to board policy bddh we will be limiting all comments to no more than 10 people with a limit of three minutes each your allotted three minutes will be counted down on the screen please conclude your comments when the timer expires only those who have signed up prior to the meeting will be allowed to address the board please refrain from using the names of any students or staff in your remarks remain respectful and ensure your comments pertain to district operations we also ask all audience members to remain respectful last lastly when your name is called go to the podium and clearly

013state your name and the organization you represent if any thank you board member hedrick as we do each month we'll announce the speaker and then who is essentially on deck so who would be the the second speaker and so on and so forth so the first speaker tonight is la trivia grant come on up and then our second speaker will be heather eslick hello my name is dr viet grant and i'm coming here to talk about i don't know if you can hear me the vaccine and the mandates that are going on um i asked my son i have 11 year old son asked him a question a million dollar question and um before i go to that question i want to kind of tell you about my son he's um he's 11. he's he

014has like ability to read people he can read people probably better than most adults can he can actually read readers when i say that in like in classroom he's not going to be the kid that sits in the front he's not going to raise his hand he's going to watch you he's gonna look at you he's gonna interrogate you with his eyes and kind of get an idea of who you are through your behavior so i asked him the question i said if somebody offered you a million dollars cash no no no jokes just straight cash would you take it if they get vaccinated and he said actually i'm gonna tell you the answer at the end the answer is mind-blowing but um i want to first of all thank you all the vaccinated individuals

015thank you for your sacrifice somebody's got to get vaccinated we have a quota to make the government and to all the unvaccinated individuals thank you for your for fortitude and your bravery and i'm holding the line with you guys that being said i just noticed a really big difference in vaccinated individuals and i'm just kind of concerned about it you know um i've seen changes in people the ability to rationalize and make decisions seems to dwindle after the first time they get vaccinated i'm an anti-vaxxer a boys will be never be vexed and i stand by it um to answer the question he said i can make my own million dollars he said i want to keep my personality i want to stay who i am through his observance his vaccinated friends he said the

016changes that he's seen in them are he's unbelievable and again he's the kind of kid that watches people that's what he likes to do so i asked him some examples he said one of his friends never talked to him ever one of his classmates never talked to him once he got vaccinated they're best friends he talks to him he says kind of weird things he moans another one of his friends when i'm in the car rider line to pick up his friend one of his friends just spins around like like he's in la la land this is observations that i've seen too so to make a long story short i'm i'm hoping that you guys will not go with the vaccine mandate i'm hoping that the mass mandate the song and dance we're doing play

017wear the mask and i'll wear the mask i'm okay with that just leave my boys alone thank you our second speaker is heather eslick and then ashley auschwish hi my name is heather eslick district parent recently the district held their first parent dt meeting hosted by our assistant superintendent of equity i attended this session and i want to share with you the board what the meeting looked like after an hour and a half of background icebreakers and survey statistics our breakout groups were given barely 30 minutes to read 26 pages of the anchor text and discuss this text belonging through a culture of dignity is the reason why we were all there but this portion was given the least emphasis it was made immediately clear to me that we were not there to discuss what

018was really being implemented in the schools i spoke with the equity superintendent on the phone a month later and expressed my disappointment with the content of the d team meeting i explained that i really thought we were going to discuss the text and have an opportunity to provide feedback her response was and i'm paraphrasing that the meeting was never meant to be a discussion because the program was happening and the contract had been signed in the december board meeting i listened to the equity superintendent tell the board how well these feedback meetings were going well i'm here to tell you it's not a feedback loop you have it's a one-sided information session at best where parental involvement is just a box to check since i didn't get to express my concerns regarding crown apple and

019cobb's text in the most recent dt meeting here are my thoughts first these authors refer to public schools as sorting machines condemning common practices like ability grouping and challenging the necessity for gifted programs and advanced classes i read this and i wonder what the end state is for implementing this plan the authors argue that often these groups are created by perceptions of ability based on race because of this the authors argue that the system is problematic and should be reformed i struggle to see how lowering the standards or removing advanced opportunities is the solution to helping solve the issue of lagging achievement do you want improvement or just the appearance of such second the authors champion terms like inclusive excellence to refer to every child's inherent ability to achieve if they felt a sense of

020belonging this oversimplifies all the challenges facing students today both inside and outside the classroom that can impact their educational success these authors argue that belonging is the lost key to finally closing the achievement gap while making someone feel represented is worthy of implementing it's nowhere near the results-oriented practical approach to academic improvement that's needed lastly the district has publicly denied the presence of crt in schools this is semantics though crt isn't being taught the crt doctrine informs the policy and training initiatives the dei anchor text authors both utilize crt as a framework through which they view the public education system floyd cobb has multiple published works where he applies crt as the guiding principles of his research additionally crown apple is a professed marxist referring to himself as a privileged white male landowner in his

021core collaborative youtube videos so when the community expresses concern with racialized marxist-influenced identity-based education their concerns seem valid and worth considering thank you our next speaker is ashley auschwish and then rachel aguirre thank you i would like to yield my time to heather eslick we we do not allow yielding of time there's actually nothing in your written policy that prevents that you you signed up to speak each speaker when we noted each speaker is given three minutes okay continuing with the previous topic i'd like to expand on the concerns regarding crt and form training i believe most people understand crt both supporters and opponents crt has began a framework to challenge the intent versus the instinct of civil rights legislation any student of history would agree that african americans incrementally gaining rights over decades did

022not put most on par with their non-black counterparts crt addresses the lasting impacts of redlining unfair mortgage unfair mortgage practice lending practices excuse me and limited access to quality food and public education these challenges and their legacies should be a part of social studies education crt and application has evolved and today examines modern day policies through a lens that labels every act policy and institution as systematically racist intent on keeping people of color down the framework is a presumption that white people are always out to oppress those of color crt boldly assumes that every person of the same skin color has the exact same experiences and struggles radical crt rejects the existence of objective truth and the existence of a common human nature the current dei program in lsr7 aligns with this application of crt

023and public education and it's troubling to think that the implications for a generation being raised under these principles in lsr7 particularly the hyper focus on race is creating tensions and division but i'm concerned it's not really fixing the issue the achievement gapped two uh the two most recent school disturbances at lsn and plms both began as a result of race related issues staff hearing students calling each other racist in the halls it appears from the outside that the district is actually creating a permissive environment when the issue has to do with race the current dei program that emphasizes belonging is sparkly and expensive but it is insufficient if i were to describe a one word takeaway from the text i would conclude that empathy is the utmost importance and like the author's view the reality

024is that empathy is human not racial if interactions begin from a place of empathy hearts and minds can be open to helping every student receive the resources that they need for success yet as crucial as as it is empathy isn't enough to close the achievement gap we need specific actions geared toward improving skills and outcomes for all of our students our education system cannot impact what happens within the four walls of a school building for six hours a day and we must decide how best those six hours can be spent we should be focusing on addressing disparities in discipline actions reading math proficiency early intervention for learning deficits disparities and diagnosis of learning differences and solid financial education for our secondary learners instead we appear to be dividing our staff and parents creating distractions and

025putting education on the back burner the achievement gap is real but i struggle to see how the path of the district is on will have effect that the community is looking for thank you thank you our next speaker is rachel aguirre okay our next speaker will be kristin grubbs and then jennifer foley my name is kristen grubbs ellison class of 99 wife to a graduate of 2000 mother of four in lee's summit schools but above all this i'm a lover of truth my husband is a lover of truth my kids need led by lovers of truth this board was not who birthed my kids you did not nurse them teach them to walk you did not cuddle them comfort them and talk about their dreams about their fears you were not there to wipe their

026tears when life got real and shook their world when grown-up issues became unfurled and changed the way they see the world change the way they interact change the way they're told to act your job is to administer policies rules and procedures that serve as guidelines not mandates to manage the schools not dictate your management of our district is appalling to say the least it is far removed from fair or just far removed from care or trust far removed from legal or right far removed from what we might deem honest healthy worth the price please let me be more concise your overreach controlling grip abuse of all your chairmanship has caused more harm than you may know if no one has told you you reap what you sow the seeds you've sown are ripe with rot

027they cause decay more often than not you sweep the violence under the mat as though there's nothing wrong with that you tell your you tell our kids to be kind be bold but when they dare be bold they're told to sit down shut up mask up backs do your part and don't ask or question why these rules are in place don't you dare reveal your face we'll send you home if you refuse you'll go virtual there's no excuse all these problems stem from one the fact that you have all become lawless feckless beyond the pale deaf to parents who try to scale the wall that you have laid to hide federal grants that override our kids freedom parental choice you've all sold out and muted our voice but buckle up and hold on tight this

028mama bears here to fight and don't you dare think i'm alone my strength comes from the cornerstone of truth of freedom the holy spirit he lives he died and now he's here with all the other lovers of truth all the other protectors of youth who god bestowed with raising them up so now it's your turn to sit down and shut up [Applause] our next speaker is jennifer foley and then our final speaker will be sophia o'neal i'm jennifer foley the past few years have been difficult in so many ways our nation has been divided in opinions on health care vaccinations masking election integrity and more but that's not what i'm here to talk about today in the midst of all the yelling of opposition many voices are going unheard some feel scared some feel alone

029some feel depressed i'm here today to speak for them i thank you for being here today and i hope that what is presented this evening residents in a way that inspires change we need to partner with parents instead of seeing them as adversaries regardless of the political views of anyone here or watching online you must know that their main priority and reason for being here is because they care about the kids when i announced that i was getting involved i expected to be bombarded with the typical issues in the headlines mask vaccine band-aids mandates crt but when i stopped to listen in parents and ask them what was most important what their biggest concerns were it was the stuff that breaks my heart that i want to share with you today can you imagine if

030you suddenly received an email out of the blue that said you owe 424 for a chromebook because your child was dropped from school can you imagine the frustration a parent would face when they try to contact the school to find out what was going on only to be told that they would get a certified letter in the mail in a few days that would explain can you imagine the frustration to find out that your child had skipped school for over a month was hanging out in the school parking lot every day and you didn't receive a single phone call can you imagine the heartbreak of discovering what happened when you talk to the child about it and they tell you that nobody cares about them nobody even noticed they were gone can you imagine the

031anger when the certified letter comes in the mail and has the student's name incorrect then in the middle of the letter calls the student another name and then refers to them by the incorrect pronoun that's not okay we know that there are staffing shortages but this is unkind unorganized and not a good representation of how our educational system should be and this is also a huge safety issue one of the people in the parking lot crowd didn't even go to the school he was waiting there all day to start a fight speaking of fights on december 16th there were several major fights that occurred in lee's summit north campus students were texting their parents asking to be picked up from school because they did not feel safe since there was no public acknowledgement of what

032took place parents became even more concerned for the safety of their students and the lack of transparency from the district how can we encourage students to put away their phones in class when parents are encouraging their children to keep them constantly updated as to what is going on in the school because they don't trust the system something needs to change we need consistency and discipline when students hear of two different students using a racial slur and that disciplinary action is different they get frustrated when bus drivers repeatedly write children up for inappropriate behavior on the bus and see that nothing is done about it they get frustrated when students are bullied and they perceive that the aggressor is not punished because they're an athlete they get frustrated we need to stop this frustration because it's

033unnecessary if we have disciplinary protocols in place we should follow them i have so many stories have been shared with me about bullying suicide parents fighting for ieps and more but only so much can fit in three minutes we can do better thank you [Applause] final speaker tonight is sophia o'neal i'm sophia o'neal i have a nine-year-old son who attended cedar creek elementary and while he had a legitimate mask exemption from a certified physician due to his asthma the district decided that he could no longer attend school in person without a mask even given his circumstances so i began doing some research i recently came upon the knowledge of the elementary and secondary school emergency relief or sr3 funds granted to the school through the american rescue act i'm speaking tonight because i want all

034parents to know about these distributions and the strings attached that have beholden our schools to the will of the federal government our school district applied to receive nearly 16 million dollars from the government and coveted relief 10 million from these sr-3 funds in order to receive this money our district had to commit in writing to stringent coveted policies including universal masking of our children regardless of personal or parent choice social distancing isolation quarantine or exclusion regardless of personal or parent choice what's more is they have to submit a plan to the government every six months to prove how they are complying until at least the end of 2023 so you might ask what happens when they don't comply and they do listen to the needs of parents who desperately want health freedom for their child

035in the district they pay taxes to the government takes millions of dollars back just like they recently threatened to do in arizona for non-compliance and parents did you know that the school district is allowed to use the funds for school district executive salaries knowing this i think i speak for many when i say it's hard to understand why this school board being beholden to these stringent rules by the government would then take time in public school board meetings to vote on universal masking as if voting were an option the district is already bound to these requirements are we just watching political theater i certainly hope not so perhaps giving the benefit of the doubt maybe they just didn't know what they were getting us into so to the board tonight this is a call to

036action you ran for school board with the promise to be a public servant not a hostage to the federal government prove to us you care about the choices of parents and respect their god-given right to be the only authority over their child's health after all the nih published a study that faced masks increase influenza like illnesses the national library of medicine says that mass dangerously decrease oxygen levels these are just two of many studies and i have sources to prove it i call on you to follow the example of what a little school district in brady texas just did a couple of months ago they sent the portion of the arp funding back to the government that would behold them to these strict rules for the next several years and they allowed freedom back to

037their community it's doable if anyone would like to see the proof i have all the sources available and i'm happy to send them just email me at sophia.oneil protonmail.com thanks for your time [Applause] thank you to all the speakers who came tonight we are going to move on to 5.01 that'll be our board reports and meetings attended so each board member will quickly go over different committee assignments and some of the meetings that they have been at here over the last month in regards to our school district we'll just go left to right tonight so we'll start with board member campbell i didn't have any committee meetings to report on this month but i do want to share that working with board vice president marshall and board member sparks we served on the committee that

038reviewed the belcher scholarship candidates and i wanted to thank all of them for their entries and how much we appreciated and enjoyed reading all of those so thank you very much for participating in that scholarship opportunity okay thank you board member campbell board member allen thank you president murdoch um you and i were both at the chamber government relations committee meeting on december 17 and that committee does um tremendous work in a flow of information from a federal level all the way to the local level school board city council the topics of that discussion last month were really the expectations coming up in the upcoming legislative session at the state level that presentation was by the missouri chamber of commerce who um is generally an unbiased group discussing uh things that were coming around the

039corner um a variety of issues that may impact the school district or local local government but it's really early really early in the session um really our work session team lee summit is next week another um really that's about it yeah yep okay thanks board member alan board member mark actually board member hedrick thank you i have two to report we had a board policy committee meeting in december following our december board meeting and our group finished up our review of board policies in the g series we had a handful of questions that our leader dr carlson was going to take back to various groups and where another meeting is pending the outcome of the information that he can pull together the other meeting was the finance committee meeting that was held yesterday board member

040campbell and i attended that and she will be giving the report here shortly okay thank you very much vice president marshall thank you president murdoch my two meetings consisted of uh lee's summit cares heavy meetings january was really the month of planning one meeting we had was with the youth mental health task force just talking about the year ahead and programs that were unrolling so if any community members want to be involved this is the perfect time to lend your voice and your concerns in the area of youth mental health another meeting that we had with lisa mccares was a a presentation by a woman by the name of dr joy sweeney who's the deputy director of training and community outreach at community anti-drug coalitions of america are better known as cadca and their mission

041is to assist community coalitions in drug-free communities uh globally so whenever the community members identify there's an issue that they would like some assistance with cadka comes in and they provide assistance based on what the community has expressed what their need is so again that was a planning meeting for the year ahead so there's plenty of room to become involved in lee's summit cares and to have an impactful change on youth and mental health and drug prevention another reminder uh the mayor's character breakfast is january 27th that uh begins at zero 700 there or 7 am there are still tickets available you can contact lee summit cares to get those tickets thank you very much uh board member fritje thank you president murdock um my apologies i thought i submitted my lease summit educational foundation

042report to go in there but i must have had the wrong link i used a prior link so i don't know where the new one was i'm sorry thank you i'll put it in there but i first of all before i talk about at least lsef which i always lead off with i've got to say i'm coming off of a really cool day today because i got to go to lee's summit high school and i spent second hour through fifth hours today at least i'm in high shadowing a senior some of the members of the business roundtable and the citizens advisory committee were asked if they would like to shadow students at least summit high and i said yes definitely i would so it was fantastic getting back into the classrooms and seeing teaching and

043learning in action walking in the hallways with the students just observing i didn't really take part i was just there to shadow and just watch what was happening in classrooms and in the hallways and all of that and i i saw i saw students who were friendly towards one another i saw i didn't see any animosity of course it was quick you know changing times and uh class changes and and all of that but i i valued that opportunity to shadow that student today and um we are actually called back tomorrow for a debriefing session with uh the group who invited us from lee's summit high to talk about our experiences there were seven of us who shadowed students today they were originally eleven supposed to be but four couldn't show up so um anyway

044they're doing some of their own research by inviting community members in to look at what's going on in their schools so i was very happy to be a part of that today the second part is lee summit educational foundation taste of lease summit is scheduled for in person march 5th at the pavilion at john knox village tickets are 75 dollars and may be purchased by visiting lsedfoundation.org we'd love to have any auction items to include from our board of education to ours to support our fundraising efforts and if you have any just please contact the foundation office and and they would love to hear from you if you have any items you would like to donate for for us to auction off our next advisory board meeting will be held on tuesday january the 25th

045and the lsef would like to extend an invitation to board members for board of education members to attend this meeting and or future meetings to learn more about the work we do to support lee's summit r7 meetings are typically held at 7 30 a.m on the fourth tuesday of each month here in this building the next thing from lscf is that the major saver program will run from february 1st through the 16th and a lot of you parents out there are familiar with that because the kiddos usually come home going hey i've got these major saver cards and what those do is they help the school the school gets a portion 25 of the sales and then this the lscf gets 25 of the sales and that all goes back into classrooms to benefit teachers

046and students so um and then again the peak grants are the grants that teachers apply for to help with special projects in their classrooms those applications are out right now as well as high school scholarships which was kind of fun today during the advisory at least i'm in high school it was i was with the seniors so they were looking at opportunities for scholarships today and i was able to say go to the lee summit educational foundation page they've got a ton of scholarships you guys can apply for here's how you do it there's these are the some of the great amounts you can get here for for your you know whatever your interests are so we do have a lot of great opportunities in our school district and i think we need to shout

047that to the rooftops because there are a lot of good things that are happening in lee's summit schools thank you thank you board member fritzy board member sparks michael kerr board member uh richie there's a lot of great things happening in our district um the two meetings that i uh attended was the kaka meeting with uh vice president marshall um but then also we had a planning meeting with lee summit cares youth advisory group and then also i had the opportunity and the pleasure of speaking with the arrow of lights club scouts at holy spirit catholic church thank you thank you board member sparks just a couple of things for me i like board member allen said we were at the government relations meeting together um and then we also had a postponed meeting um

048just for board members to know our quarterly meeting dr buck and myself when we meet with the city manager and the mayor for lee's summit for some of those uh discussions on topics that impact both of us did get postponed so i just want to make sure that you guys know we did not meet um yet 27th i think is that right there we go i like i like that somewhere right around in there um we'll be meeting late this month uh to make up um for that particular meeting and then last but not least i did get to attend the uh longview farm spelling bee um so i mean that obviously holds a little i'm a little biased obviously on that one um super fun though um awesome throughout um all of the buildings

049so so it was nice to to get to be back and talk to some of the staff um at longview farm board member alan i gotta jump in on you spelling bee yes went to underwood amazed at the kids and how well then how sharp and just how well it went it was awesome yeah underwood was fun yeah good good event good event all across the district so okay we are going to move on to our finance report tonight so we're going to move on to item 6.01 uh sounds like board member campbell you've got that tonight it's great thank you we did review the contracts 15 000 and less as well and we'll be reviewing those tonight as well as we discussed the converge one network equipment purchase and that's going to be for

050the wireless access points that are going to go into the renovation project bond projects for the middle schools dr whaley is doing a great job and his team are doing a great job of ordering that equipment early so that we have it when we're ready for that installation we also discuss digital scoreboards at lee summit elementary school the pta there has secured the funds and is mo would like to move forward with the signage in front of the school and so this vendor was selected after a review so that's very exciting and my thanks to all those pta folks and parents there at least summon elementary for that financial support we also discussed midwest bus sales and this helps bringing the buses um up to speed with other the the rest of the fleet around

051cameras and parts that will assist with safety and contract tracing and that's um going to be about 85 000 and that was through a grant from desi so exciting information on that as well the next two items have to do with the work with the city the parking lot thereby the lee summit elementary we reviewed and have discussed that agreement with the city on the parking lot and our legal has reviewed that and now that's going to be coming forward for our approval to move forward as well and then the next item the cooperative agreement has to do with that land in front of by lee's summit high school and the changes that will be going on at 291 and 50 and some of the parking lot changes that we'll be making as well and

052so we'll be reviewing that for approval tonight also around the facilities um in the from a capital standpoint the benchmark inc for hazel grove and lee summit west to have some roofing improvements and replacements made branch pattern for as part of the bond project again lee summit high school and east trails middle school for their hvac systems and this is actually a commissioning contract meaning that they'll be doing the testing and validation of those systems for us and then carrier enterprise energy tech solutions for hazel grove elementary for the hvac system replacement also the daikin lisum summit west chiller upgrades reviewing and approving that and then the next few items have to do with the the bond projects and we're going to be discussing them in a little bit more detail later the priority of

053some of those newer projects that we'll be able to fold in and so i think probably save those and we'll discuss those in more detail a little bit later so next items um i moved to approve the transition hang on a second i'm going to stop you there for just just a second because i think there's a couple more things just under the finance that we want to um under the actual budget aspects here under the points that we probably want to yes address especially like the tuition rates and things like that yeah good point thank you so right we did review the tuition rates that will be set for the 2022-22 school year as well as then um around amending the budget do we want to do that now or do we want to

054wait for 6.04 um wait we'll wait for 6.04 yeah okay thank you okay yeah so i moved to approve the transfer of and i can see i'm cutting off again and i really i'm sorry i have a question about one of these uh items just because it stoked my interest on the finance report so before we do the motions do you mind if asked that question real quick so i do apologize for cutting you off there no problem um the bus purchase of cameras and parts and i know bruce is back there so and this is going to be kind of an offshoot question because this only stoked my my thought process here um how many of our buses um one did that impact but two how many of our buses are accessible meaning how

055many especially if the large buses have lifts lifts uh-huh so we're looking at of large buses three large buses and we're just trying to put if you're talking about cameras where the lifts are we're just doing that for safety reasons just so we can see outside of the bus and it also gives us an eye when the student's getting on the lift if there's not a camera outside we cannot see down the side of the bus i wanted you to get to highlight that because that i think that's an important point on on those it is and it's also a good way to monitor if they're actually putting the student on the lift correctly turning off if it's an electric bus or an electric um wheelchair if it's a manual wheelchair setting the brakes and

056just doing everything properly without that we we do not see outside of the bus and obviously i mean that's a personal that's a personal thing but i i did feel that it was important because there have been issues before i can have experience with that and so i just want to tell you i do appreciate that that's that's why i wanted to make sure we had a chance to highlight that tonight so thank you very much okay board member campbell sorry no worries that's great good information i moved to approve the transfer of three million four hundred six thousand nine hundred and nine dollars and sixty nine cents from the general fund to the special revenue fund okay we have a motion and a second here for 6.02 the transfer of funds is there any

057other discussion on the transfer of funds okay all those in favor please raise your hand and say aye aye okay none opposed the motion carries unanimously board member campbell okay and as we get ready to um approve the treasurer's report i did want to make a note um one item specifically that came up um thanks to the to don butler around the bass program so because we applied for the paycheck protection program we were able to get 900 000 um in funds for the district and so that should have a great impact on some of those negative amounts because we know that we fully ran the bass program all through covet and so this will help from a financial standpoint a great deal so i just wanted to express that thanks to don butler and

058dr miller for securing those funds that was excellent so i moved to approve the treasures report and payment of the bills okay we have a motion in a second for 6.03 the treasurer's reporting payment of the bills any discussion on this item all those in favor raise your hand and say aye aye aye okay none opposed motion carries unanimously and board member campbell and as the next item i'd like to introduce nathan holder our assistant superintendent of business services to review some of the budgetary changes thank you am i on yep yep it's on okay thank you i am here tonight to present a budget amendment for the board the state statute requires that the school board approve a budget prior to july 1st and so the budget was presented in june of 2021 and

059when that budget is presented it is really an estimate of where revenues will be for the upcoming school year as well as what expenses will be and so now that we are halfway through this fiscal year i think it is the appropriate time to look at our budget as we do throughout the year but to make an amendment that reflects the information that we've received thus far in the fiscal year so looking at the presentation tonight and i just have a few slides to go through and and some highlights to hit about our present situation and then the changes that are made within this budget amendment so the the amendment that is proposed uh includes the assessed value increase which we do know was at 8.6 percent this year prop c in this budget is

060still budgeted at 1047 per ada and i do just want to highlight that that is still a conservative estimate uh which i think in budgeting for revenue it's always good to be a little bit conservative we just received a memo today that that uh maybe a little over 1200 dollars per ada so for our district moving forward that could definitely be a positive then a very important item within the local funds is the substantial revenue adjustment that's reflected in debt service in the bond funds and the reason for that is because of the refunding that we did as well as the issuing of the new bonds that is new revenue that comes in so that needs to be reflected in the in the district budget so when you see the revenue budget a substantial increase

061from june until now is almost primarily due to the money that came into debt service for the refunding as well as the bond funds that were deposited to complete our projects so i wanted to highlight that at the state level the basic formula remains at 63.75 that is part of the fully funded formula and we do anticipate that that will remain the same the other state revenue is is really based on the the best information that we have at this time but as you look at state revenue basic formula in the classroom trust fund that's part of that is really the main driver of our state revenue for the federal level special education and title funds are two major sources as well as our food service programs with all meals breakfast and lunch are free

062for all students and so the reimbursement that comes with that creates more revenue coming in and that is it passes through the state through deci but that is actually a federal revenue source that we receive that money and then the coveted related federal revenue that is sr2 funds and then sr3 and just a small portion of the sr3 funding is reflected in this budget so if you look at the graph you'll notice that the local is just over 70 percent i'm i'm sorry mr holder uh president murdoch can we get these doors shut so that i can focus on this presentation please thank you we can we can close one of them we need to leave one of them open as an open meeting okay so if you look at the graph local revenue just

063over 70 percent for our purposes our typical local funding would be in the lower 60 percent with the state being closer to 27 the reason for the disparity this year is just simply because of the bond revenue coming in and again because of the debt service and the refunding that comes through and so that's a little bit of a change from what was presented in june just because of that that revenue source the expenditure budget just a reminder of the salary increases that were approved last year that information has not changed but the phase one salary improvements related benefits that is a part of this budget and remains a part of the amended budget some good news with our health insurance that was not known in june is that it is the 2022 premium which

064our insurance premiums are on calendar year as opposed to fiscal year but the first half of 2022 the premiums remain the same as well as the first half of the next fiscal year so we did not have an increase for the from january to june of 2022 and it's worth noting at the bottom that there is a transfer of four million dollars is within this budget amendment and it would keep our capital projects fund at basically the same level which i think is a very is a positive for our district if we can maintain that fund it just helps running those capital projects going forward next slide is representative of the graphic for expenditures and again just to point out because the major bond issue that was approved and all the projects we have going

065on in the district you can see there just over 30 percent of this year's expenditures will be for those bond projects as well as the general obligation debt again that's a little bit higher because of that refunding of the 2014 and 15 bonds and just a reminder that refunding was done to save the district money we saved interest and so by refunding those bonds we saved thousands of dollars for the district this year looking at the this is the current budget that was approved in june of 2021. you see the incidental funds and just a reminder those are estimates that were approved in june you can see there that the capital projects fund the balance was actually calculated a little lower as we'll see on the next slide but the ending balance was closer to

0661.4 million in the capital projects fund and so we'll definitely see an improvement there the operating fund balance was projected at just over 31.5 and then the restricted funds which that includes our food service as well as uh our before and after school services and our activity funds were actually projected to be at a negative 1.9 million and so some definite improvement there as we look at the next slide just to note that the beginning balances there those are actual from our audit in our asbr that was recently approved and so those are actual beginning fund balances for as of uh july 1st 2021. so you can see going moving down to the bottom it where we end up for ending balances in the operating reserve be just over 30 and a half percent so

067that is slightly lower however it's still a very healthy number in our reserve capital projects uh mentioned the improvement there we would keep a little over 10 million dollars in fund four which would be available for capital projects and then restrict it as well and see and that's primarily due to again the increase in our food service revenue uh which is very helpful this year bond allocations are there and you know obviously with the influx of the bond money and this is the heaviest year of bond expenditures starting july 1 to june 30th with the myriad of projects that we have uh going on this will be the heaviest year of expenditures or the bond funds just a snapshot of our balance history looking from fiscal year 11 to the current fiscal year you can

068see that really over the last five years we've stayed in a range right around 30 it's been very consistent and so this amended budget would would keep us within that range provides a good base i think for our balances moving forward and i think overall this amendment i would highlight that it is still somewhat conservative i think by nature it's always good to be a little bit conservative in the budget and so i i would anticipate that this picture would improve so as we move through and whether we do an amendment this spring or simply update this as we go through the spring we will do a final amendment in june where we would present another budget amendment that is required to make sure our expenses are above what we will actually spend is required

069by law but but overall i think it paints a very good picture for the district we appreciate the the presentation i did want to highlight real quick but just because you mentioned um from a predictive estimate our operating balance went down just a little bit but actually i think it is important that we note that it's going up actually by a full percent from last year um and i think that that's important to make sure that people don't think that it actually is lowering from last year um just to make sure that we recognize that we're going back up over the the true 30 mark um into this year so uh does anybody have any other questions or comments um in regards to the budget amendment dr holder thank you very much we really appreciate

070it thanks board member campbell would you like to make the motion i would i do want to also thank mr holder because i appreciate so much the detail that he shares and the things that he highlights from a financial standpoint he makes everything easy to understand and if you ever have questions the finance committee meetings are televised are available not televised sorry they are available to view as well and i just appreciate that detail thank you mr holder um i move that the board of education approved the fy 22 budget amendment as presented okay we have a motion and a second for 6.04 the budget amendment for 2122. is there any other discussion or comments related to this amendment okay all those in favor please raise your hand and say aye aye okay dr hedrick

071was and i as well and that one carries unanimously uh board member campbell thank you very much for the report tonight we're moving on to item seven this is our consent agenda uh items um so i would take a motion to dispose of all of our consent agenda items uh for tonight i move to approve the consent agenda items is presented we have a motion and a second for item 7.01 through point one four in regards to the consent agenda items does anybody well actually on the concentration we're not doing that so that's all the reason we're doing the consent agenda there we go um all those in favor of the consent agenda raise your hand and say hi aye okay motion carries unanimously i did want to make a quick note um on one

072particular project there i know we're trying to get away from from from those kinds of discussions there was we did approve the lee summit elementary sign i don't know if anybody saw that one in there i just wanted to quickly highlight that that was pretty cool collaborative effort of the pta there at least summit elementary along with getting the design the work that was done behind the scenes for that i was actually gonna i have to admit i was gonna pull it out only because i wanted to give kudos for getting it done um but left it in there and then i'm kind of abusing and i did i'm sorry i did it anyway but i did i thought it was important to highlight the the pta that was able to come through with that

073one because the pta is the one that's actually paying for the sign um and so i think that that's that's a cool addition that they're going to get board member fritchey yeah i'd like to make comments you didn't ask for comments or questions on there and so on that motion so um i i did want to make a comment quickly on the personnel report that we're approving that we just approved on that report i i know things always seem to happen coming towards spring but we have 20 names on the retirements this month that are going to hit this you know after the school year is over this year and that's that's a quite a number and there are some there's a couple of names that really stand out on that list right there and

074that's uh dr delsem who's sitting here our human resources assistant superintendent and um also uh um dr meisenheimer at least i'm at north high school on there so as well as many other fabulous staff members who are call saying goodbye to us at the end of the year so um just wanted to point that out they're very special people won't miss them all of them thank you board member pritchey um we are going to get on to item eight our items for decision we have a few tonight 8.01 this is our cooperative agreement in regards to the downtown lee's summit apartments so if we could get a motion on that item and then if anybody has any questions or discussions we'll direct those to dr miller i move that the board of education approved the

075cooperative agreement between the lee summit school district and dtls llc second motion and a second for item 8.01 um in regards to the cooperative agreement does anybody have any comments or questions or is anything that you need to add dr miller to what was already in our packet here okay does anybody have any comments or questions perfect i mean we this one we had talked about quite a bit i know so um mrs mark we have a roll call vote please board member fridgey board member alan aye board member hedrick board member campbell hi vice president marshall aye remember sparks president murdoch aye motion carries unanimously i adam item excuse me 8.02 um this is our cooperative agreement with just the city of lee summit um so we'll take a motion on this and if

076we have questions on it we will again direct them to dr miller like i'd like to make a motion that the board of peru cooperative agreement between the lee summit school district and the city of lee's summit okay we have a motion and a second regard to 8.02 the cooperative agreement between us and the city of lee's summit i do think just to make sure that people understand this is primarily in reference to um the 50 and 291 uh interchange that's going to get improved that impacts lee's summit high school and so i think that it's important to understand why we want the agreement between us and the city and they've been very good partners in terms of coming up with solutions with us on this particular project board member campbell and just highlighting that

077board president murdoch that really for the safety of our students and the safety of the staff as well as parents and visitors there at least on high school i think it's a big plus from a safety standpoint as well agree yep any other comments or questions in regards to eight point zero two assists mark can we have a roll call vote please board member alan board member hedrick remember campbell vice president marshall aye board member sparks board member fridgey aye president murdoch aye motion carries unanimously 8.03 is our school calendar 2022-23 um as you guys know we had a discussion last month in regards to um primarily ami days as in the 2020 to 23 calendar before you i think you see two different versions of the calendar dr del sim is there anything you

078want to add or would you like us to do a motion first and then if we have questions come to you with those does that work fantastic i wish i got that answer more so between board members let's just get a motion on the floor you have two versions okay and for the public um we have one version that would include the first two days of inclement weather that would just be added at the end of the school year followed by ami days for other inclement weather days um and the second version um would essentially start with the ami days um in the 2020 to 23 school year so those are the kind of the two versions that we are working off of i move that the board approved draft bb version 2 as the

079approved academic calendar for the 2022-2023 school year following the committee recommendation second okay we have a motion and a second for draft bb version two um that would be to start the ami days immediately um for inclement weather and then obviously for the public this does obviously include start times in terms of what day we're starting school what day school will end holiday breaks all that kind of stuff as well so comments or questions at this time board member fritchey yes i just wanted to comment to say that i really appreciate the calendar committee and all of the meetings they've had and i don't know if everybody knows how that committee functions i was actually on that committee back in the day but there are representatives from every school in the district and also some

080parents and you know administrators etc who serve on that committee and it's the job of those school representatives those teachers in each of the buildings to go back to their buildings and seek input from their building their staff members as to which of those plans that they liked the most and and based on the impac on the uh you know the input they got from their buildings that's how they suggested the plan that board member campbell you know moved to adopt tonight so that's why i would be in favor of doing what our staff members as a group suggests that they would prefer for next year board member campbell and i guess i just wanted to highlight and ask the question i know you had provided us with information around the committee recommendation can you

081highlight a few key points of why they felt that calendar was a better option yeah good evening uh board member i would uh just highlight as board member fritchey said that we had several meetings lots and lots of healthy discussion during our meetings as well as as board member fergie said those committee members then go back to their sites and continue that discussion and come back and so some of the highlights of the recommended calendar we not only talk amongst our seven but we talk amongst neighboring districts and so one of the benefits of the recommended calendar is this semester will end prior to the winter break that benefits transferring students within our school district and those coming to our seven also seniors who would graduate at that winter break time they can then begin

082courses at a college or trade school of their choice with that break instead of carrying over just transitions are a lot easier another talking point of that calendar that's a benefit the legislature gave us a gift and that we can't start school quite as soon any longer so we're very close to labor day when we start now it's a later start which then scoots everything right in the school year so we scoot closer to summer school so the recommended calendar is that we would use those 5 ami days because if we don't then that also scoots inclement weather which scoots us closer to summer school which affects the break that our educators get and our kids get quite frankly before we begin our learning again and sometimes that affects our recruitment for staff [Music] thank

083you board member campbell board member hedrick yeah i just have a couple comments um and i am you know really concerned about the ami days based on the data that dr buck provided us after our meeting last month about the attendance on those ami days i really am concerned that for those five days which we typically use based on this information you know the quality of instruction and how many students are participating in those days so i am not supportive and i will be voting no on this calendar that has uh uses those five ami days first and i also would say that you know kind of on my bandwagon for my whole life has been uh we're only still looking at 170 student days i think we need to take us some serious look

084at how many days our kids are in session to make sure we give them the best instruction that we possibly can thank you board member hedrick board member alan yeah thank you um president murdoch and i to jump on kim's comment a little bit i mean i love the fact with 41 members that appears on this committee and talking with a few of the individuals throughout the year about the calendar committee i know that it there's a lot of head scratching headaches about what to put in where i do have to um comment on the fact that i i do appreciate dr hedrick's comments about the fact that we have what roughly eighty percent participation i think uh on ami days from what came up before is that right we don't have a friend yeah

085that's that's about right from the data that we were provided but but i think the qualifier there is that that could be some student that was on one hour or one that was on seven hours yeah i agree so it's without looking at the actual attendance on those days it would be uh hard to actually tell what that is yeah but again concerning to me well and that's i was going to ask the question i mean between the first calendar one and calendar two is that really the difference because the dates i believe appear to be the same is that am i right dr delson are we missing anything else you're correct board member alan the difference is with the ami days so it's whether we would have two inclement weather days and then begin

086ami or if we'd have the five ami days in the second one right it's how those weather days are reflected i i would have to retract something i'd said i think in another meeting and that was that i would rather have snow days of snow days in a couple of days and then get into ami days because 85 based on whatever is not um necessarily first and foremost keeping the main thing the main thing and then it's curriculum and coursework so i tend to concur with dr hedrick on one versus two anything else boardman brown any other comments or questions i have a couple um so i i know i sent you a couple of questions in regards to the calendar i am um concerned though i understand that it's going to be this way

087regardless of which calendar we are on in terms of the split i understand why i get it right but 79 days in first semester 91 in the second semester i think that puts a pretty big strain on some classes to condense what they are doing in the first semester having been somebody who taught an elective in my department it's just a strain um and so but i understand i get it i understand what what they're trying to do with that so i don't want to harp too much on that um i also wanted though to to bring up a point that i brought up in the last meeting because i think that you know a lot of the reasons for this particular calendar that we're talking about are based on start and stop times um

088and so when it really comes down to just the ami days i just want to stress to the board members that i'm going to vote no on this um but i'm only voting no because i i'm worried about our support staff if we go ami now maybe we want to revisit our decision on that right but we haven't yet okay and so um i think it's important to note that if we have four or five inclement weather days that our support staff aren't gonna get paid on those back too and under where we're at currently so um i appreciate all the dates on the calendar here i wish that there was a better split between it i know some people are mad about not getting the full week off in the fall but i understand

089that too based on the way the dates work that was a good answer totally understand that but just from the standpoint of looking even at support staff and i understand what dr hedrick and stuff is saying too i still would prefer that we add the inclement weather days the first two to the end to try to do our very best to protect support staff as well during this i'm going to vote now on the calendar board member sparks i'm just curious the [Music] the feedback that you're receiving today has that feedback being communicated to the committee for them to go back in to talk about the things that have been expressed today regarding the ami days correct after the last board meeting yes it was sent to the committee and can you kind of give

090us some of their thought process to still give this recommendation with some of the feedback that we're even hearing today i believe i sent that dr buck asked me to get a survey back on percentage and i believe i included that in the update percentage of favor of ami versus the inclement weather i'm more so speaking of the conversations that were kind of taking place of why they still recommended number two giving some of the feedback that some of my colleagues oh i understand we did not have an in-person meeting after that that was all done virtually essentially because we had such an overwhelming response to the 5 ami days so i wouldn't have specific comments but i could look back through what they sent electronically for you to provide that thank you any other

091questions or comments okay i'm sorry number spark just for understanding so if we um if we vote no on the recommendation then what would be the next step so the you would we would have a motion to vote on option draft one uh bb version one okay um since those are essentially our two recommendations tonight and i do think it's important that i i would be supportive of the calendar if the board wanted to go back and make sure that we compensated our support staff if we were in ami days right um i could get behind the calendar so but our next step would be we do need to let me rephrase we need to approve a calendar tonight because we're a month behind i'm sorry to interrupt but board president murdoch wouldn't an option

092be wouldn't an option be to table the vote and send it back to committee or additional information around their support of the ami days and to your question about support staff to evaluate what options we could look at there and i would and i would actually support board member campbell's idea because what i don't want us to do is to disregard all of the teachers and the committee members and the work that they put in and the feedback that they're receiving from their individual buildings and we're making just decisions off of maybe preference um or opinion versus those that are actually in the buildings so i would actually personally support tabling it and then getting it back to committee so that those conversations can actually be taken place so that our concerns as a board

093can go back to them they can have that dialogue and then give us a recommendation so since i made the motion i think i can rescind it and let's hang on hang on just a second on that one okay before before we do that dr buck from a timeline perspective here so that's why i'm feverishly searching here there is a a requirement of approval date and so i'm trying to see if it's end of january into february so i thought it was the end of january that's that's why i'm hesitating for just a second board member sparked because i think that we because we pushed it off from from december to this month um to get some of the feedback on the ami um i'm concerned that that we can't get it tabled um and

094so board remember marshall would you like to to comment since you had a comment anyway i would yes um i was just gonna uh let born with camera on that she would have to resend her motion uh but yes i think that it is if we do our due diligence uh especially taken with the consideration of what board member hedrick said with the participation rate that she's concerned with um i don't think there's any question really as to whether our teachers are prepared on either way whether it's uh ami the first day or not i think our teachers are well prepared to um to you know teach in any platform but the support staff is a concern in making sure that they are properly compensated so if in fact uh what at whichever date dr

095buck uh finds if we i mean we said well probably the end of january i mean we've got a full two weeks left i'm more than happy to to come back for this specific issue if we need to do more due diligence to make sure that everyone involved is uh taken care of i'm wondering i'm wondering if the board would have or would like to entertain the current motion but with the understanding that perhaps at the special session on the third we talk about other options for our support staff during ami days that might be another way to to do this for for tonight i am concerned about postponing into uh much longer here um yes ma'am dr hill yeah thank you president murdoch one thing i do know is that delaying the calendar can

096impact our master schedule building for our secondary schools middle and high schools particularly and i know that their registration dates with families is coming up in february and so the pre-build of that so it makes me a little anxious with that not approving a calendar and i do know that last year regarding our support staff setting that aside the board did a nice job of having that discussion in december giving a kind of the marching orders of that and then the approval came later on that so if dr buck and the board wanted to discuss that and then make an amendment or something else toward that i believe that decision and there's other experts in the room certainly but i believe that could happen outside of the calendar dr buck i'll defer to you though

097on that correct yeah that yeah that that would work that would work as well and i understand and i totally respect that this many people want the one calendar version i i truly it just gives me pause on the support staff so i'm i i think you know getting that on the agenda to have a discussion dr buck between us on on what we want to do in regards to that but making sure that then we still honor the work of the committee um i think would probably be our best bet we might be able to have a win-win situation essentially here um which i think would be good and right now i cannot locate the actual requirement on dusty as the date so but i think so if we approve the calendar and have

098the ami discussion at a later date that will still be totally fine with the the process if it is at the end of january and we can always talk about board policy that deals with uh support staff if you want at a later date as well okay i i can get i can get behind that that's fine then so board member allen all right you want thank you do you want to float an amendment to her motion so that we do we do commit ourselves to the third flo you mean to commit ourselves to the third to have ami as a topic i mean that the support staff ami days as a topic yes that's what i would like to do yes that would be fine if you would like to amend the motion absolutely

099that would be totally fine i'm sorry board member for chi was that what you were going to do okay i apologize go ahead board member campbell thank you i would like to amend the motion i move that the board approved draft bb version 2 as the approved academic calendar for the 2022-2023 school year with the discussion of support staff and ami days to to follow this um on february 3rd and they're february 3rd perfect okay i can get behind that we need a second on that motion though okay we have a motion and a second on the floor i do appreciate the discussion just because i just wanted to make sure that we all um were kind of on the same page because i think the calendar itself is good right like so i think

100we're we're all on the same page there um any other comments or questions mrs smart can we have a roll call vote please board member hedrick board member campbell yes vice president marshall aye board member sparks aye board member fridgey aye board member alan nope president murdoch aye motion carries five to two i do appreciate everybody engaging in that conversation um on that one and then we'll talk about the um ami support on february 3rd thank you dr dustin appreciate it um okay so 8.04 essentially threw 8.07 is what got moved from the consent agenda over into the items for decision i think we'll lead off with dr miller to kind of give an update on our priority items and funds that we're using um in regards to the bond and then we'll get to

101the other items good evening really you know we started a discussion probably last june where we started to evaluate our bond resources and additional projects that the district could uh take on and really one of the things that we've done and we've had this this has been really an ongoing discussion and we've kind of narrowed and filtered what that proposed list is and so before you tonight is really what our recommendation is and so you'll see that we're recommending that renovations at miller park campus we're also recommending robotics geometry and construction at each of our high schools funds be assigned to blue parkway realignment and capital improvements and the potential for purchasing property so that's a recommendation i'm happy to answer any questions you may have one of the reasons um just so that the

102public knows as well unless you wanted to address the board member campbell is is we wanted to make sure that the board and that the public knew what some of these other projects that were coming online with the bond um including especially the miller park and then some of the robotics issues that we're going to be able to add at each one of the high schools so board member campbell if you want to add so i think important around transparency why do we have the opportunity to do some additional projects over and above the projects that we committed to from a bond standpoint i appreciate the question so with the sale of the bonds we also sold the bonds at a premium so we had additional resources that came to the district which allowed us

103to explore again additional projects that would enhance multiple buildings across the district and i know a lot of these projects were discussed as a part of the bond discussions with the cac and the folks that really helped drive the the bond initiative were all of these discussed with that group or have some of these evolved a little bit over time i would say some of them have evolved over time especially miller park center i think there was more internal understanding of what was happening with that campus you know there's very unique needs with the three special programs one of our three programs the great program has you know since its inception has been housed into two mobiles and that's you know for a long-term solution that's not acceptable so we really felt compelled to really

104push that forward especially since we're looking at our most disabled population we want to make sure we're taking care of all of our students um i would say it has been part of our discussion especially throughout the cac robotics was was a topic that came up early on that was not in the original list of projects so we have the opportunity to go back and revisit that and visiting with high school principals making sure that we're putting in projects that address instructional needs and opportunities robotics is one of those and again the addition of geometry and construction that's coming online in a year that would allow again a space for that for that class in the geometry construction that's part of our real world learning where we're really taking geometry and getting hands-on experience yes

105that's that's correct it's a district priority and with the robotics with first robotics right now we know that that robotics is all located at least summit high school for the three high schools and this project will split it off so that each campus has their own um robotics yes and that's correct and really you know um we're thinking when you think about opportunity so if there's a robotics program at each of the three high school campuses it expands that opportunity for more students to participate great thank you and i think the neat thing that you mentioned at the when we had the meeting with the city around the robotics programs are really the opportunity for our students so it isn't just a student interested in robots that gets involved in first robotics and goes to

106these competitions there are students that do marketing there are students that do all different do programming that do all different kinds of aspects within this first robotics program right you're absolutely correct so i mean it's it's students with technical skills communication skills it really casts a wide net of students that can participate and be a part of this great thank you and just for the folks i i know that many of us have been over to miller park and we know a little bit more detail on the three programs but can you just highlight that a little bit there's three specific programs there's the rise program and again that serves students k through 12. those are students very academically capable but have social emotional difficulties there's the flight program and that's for students with cognitive

107cognitive disabilities um that also have pretty significant behavioral challenges that are more intensive environment is needed and warranted and that's that's really the space that we're really looking at expanding and and really making that a really unique space they're currently in a small house and what we would do is take the third program the great program that's currently housed in the two mobiles and really go in and renovate the current flight space to meet their needs great thank you and i know board member frichie and i were talking about you know what's unique about our district not all districts have a miller park opportunity and so for lsr7 for us to offer that for our families in this community is really um incredible i think so awesome and thank you for reviewing that ellie twiner

108is here and he's here to support just he's in the room and so he's very passionate about his students and his program so he's here today to to lend a hand if needed great thank you and thank you for all you do there as well um just highlighting so there are also some um work around the paradise park and the renovations there yes so we uh we would need some of the premium dollars also when we took a look at really you know with price escalation as it is when we originally budgeted the early education that we were fortunate the bulk of our bond was bid early the later projects are requiring additional resources and paradise park in particular not only the early education building but the exterior campus which again gets into that real

109world learning initiative where we're taking a look at the fire house which is really going to get into some environmental science biology it will be wonderful for students to have lots of access throughout that campus fantastic thanks for overviewing that i really appreciate it board member hedrick dr miller could you provide some examples of some of the expenditures that would fall under the category of capital improvements sure um and really you know cap the capital improvements so that that uh dedicated 9.9 million first of all i think there's a process that i would like to just share and talk about so kyle guerrell he's our director of facilities he actually goes out and meets with each one of our high school principals as well as our department heads on an annual basis and they take

110a look at what the the needs are of the campus it could be an awning you know to make sure greenwood's a good example make sure that there's rain sufficient rain protection that so that could be a potential future project it could be renovation of a roof you know we had that discussion during finance committee hvac upgrades um maintaining floors paint there's there's a variety of projects paving so again taking a look at that annual need and prioritizing those annual needs both mechanical as well as the physical structure of the building thank you you're welcome board member alan thank you sir um dr miller thank you very much for keeping miller park on the radar and rising or raising the needs upward and i certainly remember being a partner in education when great beginnings was

111in that location 20 years ago roughly and it has been modified and changed slightly but not to the level uh that uh mr twinter would probably like to see happen and um we have some tremendous champions at that at that location who do some fantastic work so thank you for keeping that on the forefront and kyle guerrell also doing the same and i appreciate the the dollars and the time and the effort that's going in there that's really needed certainly needed and it is a unique feature of our district that i believe we can hang our hats on largely because of of you and your consistency in there but also the folks that are there every day uh almost 24 7. it seems like and i might ask kelly if it is 24 7 and

112he'd say yes because i know he loves it and loves it as well so thanks for that and that as well um paradise park or uh whatever that name will be i guess to be named later um and the discussion around some of the questions that were proposed by a board member or two and really continuing our focus on some of the great beginnings and early childhood work there that needs to to fulfill because i don't know the wait list that we have there for families and do you know off the top of your head per chance roughly i don't know off the top of my head um but we could get that information i mean it's pretty large i mean we're serving i mean the wait list about is as large as the the

113kids we're serving i think maybe not depends on the screening tool that they're using probably time of year but again a shining star of our district and um i'm glad that continues to have focus and you know including at least the 13 classrooms and then um maintaining some space or possibility of future growth i'm glad that has been you know noted and um and marked so good great work thank you sir thank you thank you board member allen board member sparks just thank you uh for all the hard work that everyone is doing um to invest back into our students i appreciate it thank you to our team thank you thank you board member sparks board member campbell i do also want to acknowledge dr miller i appreciate so much your work and kyle's work

114in keeping us up to date on these ideas and things that you all were investigating i feel like we've been in the know all along this path so i really appreciate that because that makes these discussions even more fun and and more opportunities for everyone in the community to see where the district is building and where we're taking our students learning so thank you so much for for taking us along the road on all of this thank you for bringing this to light appreciate that i do have one more quick question and i'll kind of tag on to board member um hedricks with the shift of the 9.9 million from the bond budget to capital projects where did you guys arrive at the 9.9 do you have capital projects kind of targeted for that so

115i think we could always use capital projects you know if you know in nathan's budget amendment you saw the four million transfers so there's always that ongoing need um so one of the things that we can do and i think board member hedrick mentioned this in the past and we kylie and i would be more than willing to do this if at some point we need to review the long-range capital plan and just so the board has an opportunity to see what that looks like and how things get prioritized that might be some time well spent any other comments or questions so for our board members we have four motions in a row here that we're going to deal with they deal with all of the topics that we've just talked about so we do

116need a motion for 8.04 first and then we'll deal with the individual items in the following three i move that the board of education approved the additional bond project priorities miller park renovations robotics geometry and construction blue park realignment and capital improvements purchase property second yeah we have a motion and a second for 8.04 any final comments on that one mrs merc can we have a roll call vote please board member fritzy board member allen board member hedrick hi board member campbell vice president marshall hi board member sparks president murdoch aye motion carries unanimously 8.05 we'll take a motion on that item i move that the board approved the award of the contract to gould evans for the construction and geometry and robotics project at all three high schools as detailed in the attachment second

117here we have a motion and a double second any other final comments on this one board member fritzi yes i didn't know whether to comment on the last one that had all of them in it or do these individually but um i just wanted to say that i think it's really exciting to see construction geometry coming into existence in our school district because that is completely hands-on and i think we're going to get a lot of mileage for a lot of kids interested in that class i know i personally didn't do that hot in regular old geometry and i think if i would have had a class like this i would have gladly taken that also a second it's been a long time coming for our robotics programs for them to have their own their

118own build and their own prep spaces at their own schools their own locations that's fantastic that eliminates the needs for rides from from north and from west over to lee's summit high and if you've ever attended a robotics open house then you know that all having all three of those programs crammed into those green buildings down there at least summit high has has been tough their spaces are not huge and and it's very difficult for them to do their builds their robot builds in those buildings in those spaces so um i just think that these programs they've proven themselves they've got lots of of support from their schools from their faculty from the volunteers we have a lot of tremendous volunteers in our community who contribute to those programs too it is very popular you

119should be there on a competition day that's amazing too it's just like nothing you've ever seen i mean i've been to lots of debate tournaments and basketball tournaments and things like that but a robotics tournament is something you have to see for yourself i'm happy to vote for this item on our agenda thanks board member for ritchie and i think just to highlight also the impact that it has going down through our buildings front down into our middle schools and our elementary buildings who now will get to come up and meet with their clubs in the high school that they most likely will attend i think that that also provides great opportunity for interaction between those high school students and elementary students and middle school students i think it's i think it's great any other

120comments assist mark we have a roll call vote on 8.05 vice president marshall aye board member sparks aye board member fritchey aye board member alan board member hedrick board member campbell president murdoch aye motion carries unanimously 8.06 take a motion on that item approve contract with hollis and miller according to fees detailed in the attachment second we have a motion and a second for 8.06 any comments or questions uh to finish up on this item board member fritzi yes um i was the one who submitted the questions uh regarding our board packet for the paradise park property because i just wanted to double check and ensure that we were guaranteeing not only eight classrooms for the current classrooms that are out in the elementary schools but that we were looking forward and looking at how

121many potential classrooms we could add and how many students we can help take care of on that wait list and because these are very needy students and parents apply for their students to be in this program and i hate it that we have to turn parents down for this program and with this additional space we are able to grow and expand our programs and i'd like to thank dr miller for the answers that she gave back to us indicating that we'll have up to 13 rooms available at the early childhood center on the on paradise park property which is now our property but and i and i do and i am in favor of saying early childhood center at paradise park because i i hate to get rid of that name because it's just a

122special name in town but anyway um i i i just am thankful for those new interior spaces that will take care of our neediest and our youngest learners that's all i want to say about that thank you very much the naming competition has begun um any other questions or comments regarding 8.06 i would only echo to continue partnerships with the other preschools that we have going throughout the community as well because we have a lot of good partnerships already with some of them going so continuing to maintain those as we expand our program will benefit everybody i think so um mrs mc we have a roll call vote please board member sparks aye board member fridgey aye board member allen board member hedrick hi board member campbell vice president marshall aye president murdoch aye motion

123carries unanimously 8.07 uh take a motion on our miller park contract i moved that the board of education approved the award of contract to hollison miller for the improvements to the miller park center campus as detailed in the attachment it gives me the great honor to say second motion in a second second second um on 8.07 any other final uh comments on this one i think you know we can echo from our even our summer work session that the priority that i think we all echoed to try to get this in um as quickly as possible unfortunately we can't complete the construction tomorrow but if we could that would be awesome so um okay smirk we have a roll call vote on this one please board member fridgey aye board member alan remember hedrick board

124member campbell vice president marshall aye board member sparks president murdoch aye motion carries unanimously thank you to the finance committee for bringing those forward for the discussion we do appreciate that and getting those um taken care of tonight item nine we don't have any presentations uh tonight and then item ten we have our written reports which included our board priorities update and our bond budget update report which obviously we've heard a lot about the bond stuff tonight but uh board member fritchey yes that's on the reports yes um comments on 10.01 our board priorities updates again thank you for the collaborative effort of all of our administrators who put together the board priorities updates for us it's always good to hear that we are making consistent progress towards our board priorities and that there is

125solid information in those reports and i'd encourage folks out there if you haven't read those reports please read those reports every time they're there because they do tell you where we're going with those priorities an especially nice job this month to richardson elementary and meadow lane elementary our featured schools in the report thank you board member fritzy i was just going to echo thanks to richardson and metal lane for contributing to that any other comments or questions tonight okay board members we have to complete our closed session back upstairs but this regular meeting is adjourned thank you everyone you
