good afternoon and welcome to the Garfield Heights City School District special board meeting work session today is Wednesday November 9th 2022. I called today's meeting to order roll call please yes is King here Mr Isom Ms Morrison here Ms Thomas here Mrs Daniels here promotion to approve today's agenda and is there any discussion if there's no discussion Mr saluka oh would this be the time that I bring up putting the motion oh you can motion at that that time okay yeah you can take that motion at that time okay so the question is yeah before approving the agenda we have finding leaders here today and I wanted the opportunity to be able to vote since we are voting on a matter on this agenda today I want to have the opportunity um after our presentation

to actually vote on the contract for finding leaders so when we get to that discussion we can make that Motion versus yeah I'm running the agenda you can you could take a motion and time to approve something yes okay so Mr saluka that was moved by Miss King and second by Miss Thomas can I roll call please miss King yes Miss Thomas yes Ms Morrison yes Mrs Daniels yes our next item on the agenda today is um item 2.1 and that's approved for payment of the transportation center no can I have emotion tell me a second and is there any discussion yes let me comment on this real quick is that this is a note that we borrowed 200 000 from the bond retirement fund to help uh supplement the shortfall in the transportation center

we rolled this note over last year we could roll it again but the the advice was to pay off the note because what this does is it raises our debt limitation and it's not outstanding debt so when we go for a bond issue we have a higher capacity to borrow versus having this note out there against against our debt limit so it says you know if we can which we can we have to wear with all pay it back and then we don't have to worry about that going against our debt limitation of what we're going to be asking for in May so it's just you can better get it out of the way and pay it off and it's coming through the middle of November here that's why we're doing it now what is

the amount two hundred thousand dollars and the and the beauty of this note is the interest that we'll be paying back to the bond retirement fund reverts back to the general fund okay quite a lot of so it's actually paying ourselves interest so is there any other questions or discussions regarding agenda if there's no other discussion Mr saluka that was moved by Miss King and second by Miss Morrison can I roll call please miss King yes Morrison yes Ms Thomas yes Mrs Daniels yes the next item on our agenda this afternoon is the Neola policy update I'm going to turn the meeting over to Mr Patton so um I actually pulled on the screen and pulling it up right now uh just a quick brief presentation that we are going to go over share out

with the rest of the board the work that we've done um really the last period of time I guess the best way to see it um so we have been working on changing our policy from OSB ad is the last policy was osba we came to the board last year maybe I think in the springtime and said that we were in the process of looking at changing from osba to Neola we thought that Yola was a better policy and had more to offer our district as well as our administrators so over the past several months central office team has reviewed over 700 plus policies uh we have worked with Viola who is a consultant that has worked with us that's through the entire time who also works with a legal department with Viola on the

changes and the recommendations that we have before that you will be reviewing um going forward um our policy Consultants um is uh Jeff Patterson and he will continue to work with us throughout these changes and any additions that we have uh once before it gets to look at the policies that we have there are several more uh a lot more information we were involved in with the policies where osba they have actually categories by letters uh Neil identified numbers um and so these are the basically the the numbers that Neil uses so zero zero zeros bylaws and you know 500 students and all the policies in there and so we what we've done is work through this review of every single one of the policies send it to Neola for cleaning up and review through

their process and now we're at a point where we are presenting it to the board for their approval and working through that process that's going to take place over the next several months um and so what are really the next process and the next steps for the board first is to start reading and reviewing each policy um any changes or questions to email myself or the team um you can answer those questions or if we have to reach out with our consultant we can do so the goal is to have this approved and implemented by January our contract with osba is coming to an end um and so who really need to kind of work through these next couple months it ends in January and um once approved then we will start working out the

administrative guidelines and that's really the big push that Neo allows us once we have the policies reviewed we will go over that and allow you to work with the administrator so that there's guidelines on the policies that we have set in place and that's a real special feature that you'll have so what is going to be the case is this so to show this to you and I will also send this to you as well in order for you to start reviewing this the policies you just go under policies here in OSB and board Docs all you would do is go to the policies and then usually actually go to draft and I had this all typed up and set for you um then you would have to change this where it says um policies

second draft clean and then all the policies show up right here and so then you just click on each policy so that's like the first one is one uh 100 which is definitions you would just click on this review that if there's any changes or questions on that just Mark a note and then send it to us we can answer those questions or make the necessary changes make a note is there a place just email us like okay yeah whatever best way to do this probably and what we did was we would review this and then have a notebook on the side and so like and we had questions um because this has already been sent to Neola they have already reviewed it through their legal team as well as our consultant and now we're

at a point where we're presenting it to the board for review going forward Sean as the team looked at um the policies did we look at it through a diversity equity and inclusion lens making sure we cleaned it up his hers day um and other pieces that may not um that allows our policies to be more inclusive yes there are and then we've also included the um diversity the uh policy that we created last year at the board is also included in there as well yes so each policy is just as basically the big thing is really for you to all to decide what to get this um I mean we've we've reviewed them probably two or three different times and gone back and then made the adjustments on that as well and now we're

at the point where we're presenting to the board for your review thank you and so what I'll be able to do is I'll be able to send you all just basically the documentation like just a quick short email to you and I can give you a print copy before our meeting or before we leave today uh just how through this process of looking at the policies going in through the draft process and just start reviewing and reviewing going forward from there when will our first read be on kind of policies you can add it for the November one um we can do a second reading in December and then the board take action and January foreign mean that the board is approving this we're just saying that we are in the process of reviewing board

policies we are looking through this as a board we're in the process of achieving this and this is our first letting the public know hey we're in the process of changing from ospa and is there a plan to um is there a rollout plan to share possible new policies or updates with faculty staff and students so once this is getting rolled out then we will have meetings shared out to the buildings going forward from there so new in the contract is we had two staff meetings per month we will probably have a plan in place after in the winter time to go to the each building at one of those meetings to update the board up the stakes update the staffs on the new core policies so per like our current policy when we're reviewing

policies There's an opportunity for community staff students on stakeholders to weigh in while we have once we do our first read will this be available somewhere for the stakeholders to review and possibly share input that the policy committee can review and consider well I think that once the board takes action from there then the community would have that input from there so in other words that that's you know really what we're really working through this process is that it is the board's responsibility through to review them and approve the board policies and so I think once it's approved then if there's something in there in the community that does not feel uh we again we talked about this at that meeting through the board committee and working through there but I think it's really the

best interest for the board because really that is one of the big responsibilities for the board is to make sure that the board policies are being rolled out yeah with the um stakeholders interests in mind okay so once I think but during the reads that I mean you do the first read second read if there's something in there if the Community member wanted to question or had a question on that they could reach out to you and you could forward to being that I can be able to answer from there right I guess the best way would be to reach out to our policy committee because sure that's what we would discuss and consider and as we talk about um looking at it through uh diversity Equity inclusion lands the policy committee has discussed bringing

in one of our um professionals um I think Mr hurt we talked about making a part of our policy committee team moving forward so that we can have that um filter and someone ensure that we are looking through it through that lens and the policies are going to ethnically um impact the district with diversity inclusion and Equity so just so you know that that was a piece that we discussed on board and a team member to help us with having that plans at the table in our community I just know that you know since we're doing a big overhaul I just wanted to make sure that um that lens was looked at and you know in policies that we had in place that we have inadvertently um um been not as inclusive as it could

have been that we were kind of cleaning all that up what are any policies that we had on the osba side that did not translate to our Neola side that we just no longer moving forward with I'm not sure if our previous four like we wrote the equity policy that our previous board have any unique policies I would say like for instance there was a policy about the distribution of flyers I think we have some kind of policy about Distributing things and I think that may have been um created you know by the board like our Equity policy how did what do we do with those type of policies or did anything drop off because it didn't align that policy was more through legal council through something that had happened through the district so that

was just enacted but it was never actually put in court policy about like Distributing the fires so I mean we could look to add something about that if that's the case after you're reviewing through that process we need to add or make any additions or changes anything that we would reach out to our either legal counsel or you know as a consultant and you can add that in there so everything we had on our OSB side was able to translate over to Neola correct it's just it's different I'll be honest with you the policies through Neola is way more intensive and way more comprehensive than OSB ahead again that's why they push for the district to change from OSB and Yola was because the amount of really the amount of policies but really through the

uh the expansiveness of this provides more layers I guess the best way to stand for the district going forward it is piggybacking that you know Neola had a more robust policy package and I think it covered us for a lot of gaps that we saw with the osba policy and they were what I liked is that they were more up to date with today's new laws and new requirements we're always basic to be like we have to we'd have to chase them versus we always proactive and yet this was a more robust policy and it addressed a lot of the stuff that we're talking about today that maybe osba kind of didn't do but I think that's a good point that we probably should go back and look and see if there's any policies that

we enacted that we weren't just a standard policy I I I mean we're doing that I don't think they're yeah you've reviewed it so it's just yeah I don't remember seeing it but I you know reviewing 700 plus policies I may have missed something so I mean again that's part of if as you are all reviewing this is there something that we're missing or um through that process I mean again um and we spent a there was an exorbitant amount of time through this process of you know we would have yes it said that process would be we would say we would work with Jeff and just have a meat date and then he would say okay you got a couple weeks to review all these policies we would start reviewing reading them then come

as a committee come and make the edits that meet with Jeff for multiple hours make the edits from there and then set them off to Neola so and then we reviewed that from there so there may have been but again it was a process that um a lot of layers through there and a lot of us looking at that and it wasn't just like myself doing it it was the community working through there and I just don't necessarily know the history of our policies as a whole so you know there's osea recommendations but I don't know if our fruiting is for you know um took the initiative to write their own policies and you know that was outside of the osba guidelines I just want to make sure that you don't miss any of that

you know those items sure and it goes back to the equity policy that we talked about earlier we're able to submit that and then Neil was able to add that policy and you'll see that I believe it's in the administrative guidelines since I've gone 28 something or another down but trying to remember all these numbers is there any other questions regarding the policies are you going to set us a deadline in which you would like our feedback yeah just I think I think the best way to do this is to as you if something comes up just email myself and then the team and I will look at this um you know if there's no changes or nothing on there then we're you're good to go and but there's something in there that catches your

eye that you're missing or we need to address we will do so and then I'll email that she to you and then um email this to you as well [Music] thank you Sean and team for working so diligently over the months to provide this draft to the Board of Education this is a heavy gift and it has been what when was the last time all of these were reviewed I think I don't know yeah no one was uh two I'm gonna say no it's been on um 10 12 years when Joan chamber was here okay so that's I have no idea how far that's back pretty far and I really would like force just as a policy committee to really set up a schedule outside of Yola where we're regularly just reviewing and updating so

that we don't ever be so many years out where the whole book has not been totally reviewed because as we know and as we're talking we might be getting to write some of our own policy there's maybe some policies that just kind of stand because legislative legislation doesn't move but we should be regularly reviewing our policies and it shouldn't go that period of time without review because if you're saying Miss Chamberlain that that's over what maybe when we did a whole full movie you're absolutely right I mean we were doing policies all along but when you overhaul the whole policy when we switched to osba that was like the whole overall yeah once but you're ready to taste it yeah you know say a every two years we want to make sure each policy is

at least been looked at one time and reviewed by the board or the policy committee and we can document it as such versus because it was some very historic dates on some of those policies where the last time the board and that's our responsibility that we do our actual policies to ensure that our policies continue to align with the vision and the direction of districts despite the recommendations of Neola thank you again you guys our next um item on the agenda is attentive agenda review then we have to reach in the I can I mean it should be it should be up on the uh the board docs as a uh active agenda maybe I could print some out if you'd like real quick that's up to everyone oh okay is it under it should

be under the active under the agendas to review it because I I wasn't I'm just impression if you found your left hand panel click22 issue November 3rd um first right now if that's okay with you guys while we're um giving that tentative agenda together is it okay if we move forward presentation with finding leaders and then we can go back to the gender review to give Miss King an opportunity to pull it off and review it is that okay with everyone yes so our next item will be our presentation presentation from finding leaders on performing our treasury search well thank you it's good to be back well I guess it's good to be back but uh sad to be back without retiring but uh I know everybody except mysteryism my name is Russ Bennett I'm

one of the members of finding leaders and also on the director leadership services at the ESC and that's Paul Pendleton and actually it's his company so I think Andrew actually let me be a part of this and actually thank you for calling us and being able to hopefully work with you again so in the packet we're not going through everything in the package so we're going to just do a priest thing because you've been through the search with me to find the patent rentals there so there's a lot of similarities to that there's a Treasurer and engagement that would be outside groups but I'm going to focus on the loose leak pieces this first part about the late fighting leaders Mission I just want to go back and I guess what I'm going to say

is hopefully you've actually seen a Remodeling and being part of this is what we believe the first things about it the relationships not only with when you find your superintendent or treasure but also from me and Paul being embedded with you to make sure that success actually happens and we create the relationship that you can trust and call me to get through several issues or anything so I know we've had a lot of for the Retreats and all those things I think of value so I hope hopefully you found this value with me and what you're going to get is what you see here is a commitment to you this process in our process we certainly engage stakeholders this might be a little different than we did with finding the superintendent because that was a

huge engagement of people but we do want to make sure we get all the voices and people that we want heard in the search so we'll make sure that we we do that and then as we you know gathered everybody that's part of the big eye and peace we really look at stakeholders are being part of this if your voices are certainly our staff and other outside groups if you need to have us to do focus groups or something like that would certainly engage anybody that you want we actively recruit as you know you know just put it out and and I hope that folks are going to apply will actively retrieve to find people that affects your profile Paul will talk a little bit about that if you remember we talked on Dr Reynolds

was hire we talked about profile of what you're looking for take that to heart and make sure that we go out and actually recruit and bring candidates that actually exemplify what you're looking for and then again the follow-up making sure that success piece is there we're not going away we'll stay with you for as long as you need us to be on whatever capacity whatever role um this is not just the one I've done for us you guys are valued numbers for us not only as the district but you know when we see you at ospa next week we want to be able to have a good conversation like get better with you guys almost feeling like a part of this place so I kind of enjoyed that so I'm going to turn over to

Paul take a little bit more into the circle diagram that you have there our sequence which for most of you you're gonna this will be redundant because you live through it but it isn't that that this would be something new um if you haven't been a part of yet we've given you a lot of material in the packet you don't have to look at it right now it's midnight reading and you get ready to go to bed but I am going to focus on this document that should be the second one this generally outlines our our process we think it's a five-step process the very first process the first step in the process are critical decisions that we ask you to make as we ask you to to reflect on your search so I think

we're coming to the next board meeting on the 21st to go through that checklist that will help us understand and you understand kind of person you're looking for in all of the components that you need to include in the meantime over those two weeks we're going to begin to advertise the position okay so critical decisions very upfront the announcement we will prepare within the next personally Thursday with the next two or three days the posting that will be sent out we'll send the copies to the board president to share with everybody so that announcement will be similar to the superintendents and elsewhere in the posting with a lot of information about the district uh then if it's okay with you really really like to engage other people like for Treasure search we'd love to sit

down with the treasure staff and just have a focus group and talk about how much they like how um uh and the kind of person they may be looking for helps us understand a little bit more and then as Russ indicated the group the treasurer's position is by far the most difficult position to fill in a school district these days by far so we have to we cannot just rely on and hope we get good applicants we've got to recruit recruit and recruit recruit we're conducting a search right now in the Cincinnati area for Treasure and I think we've recruited about 30 individuals if recruited in terms of calling and talking to them about the position and we ended up to five applications four of them are really good by the way so it's really

a difficult position to build but based on what we do and how we do it recruit recruit then the interview we will interview candidates before we ever bring anybody to you we'll do some basic background check our own due diligence about those candidates so when we come to you we will be able to say everybody we're bringing to you health the skills to do the job it becomes a matter of fit a matter can do you think you can work with this person for the next 15 years how long have you been 18 18 years okay and then we asked the board to interview that number of candidates it could be for it could be five we'd love to have six if we can get six we will provide you with questions we will set

up the interviews we'll communicate with everybody who has applied if they don't get an interview so we take care of all of that we are at the interviews we just keep time we don't ask questions we help facilitate those interviews after that we asked the board to narrow the field down to if you can to people and spend some time doing your own due diligence and that is do a visitation to the community uh meet with the person take the tourism out to march to them and just find out if there's a you feel good about the possibility of a working relationship then bring the final two back for a final interview with the board and maybe if you want to engage the treasure staff or other administrators in an interview process we'd really like

to have some stakeholder interviews that helps create high-end it helps helps the Board get the perspective of different individuals and then at the end of those final two interviews we asked the board to make the decisions to hire the person and we don't think our job is done at that point um we have a transition plan we give to the board and to the new treasure saying here are some things that we think need to happen over the next year and one of those things is a free board retreat you had that hair rest with the new treasure and the superintendent just to talk about roles and relationships and communication how do you get along okay what the expectations are so we helped set that stage for success and that is basically our process questions

about them kind of left it was very similar um and if you notice in the center it's all about relationships and it's about our relationship with you certainly and how well we meet your needs and your expectations it's about relationships with all of the candidates and we maintain those relationships and it's about relationships with the superintendent and the board and the administrators so that's part of our core values that Russ talked about that this is all about remissions um we will bring skilled people they will have the skills to do the job but who do you feel can build the best relationships and everyone's last piece kind of to share with you actually is today here but there's there's other pieces we kind of we'll hear a proposed timeline it's kind of between now leaving

in March we need to gotten this way away um right away um so we can advertise then yeah on the 21st really going through a checklist and like uh Paul said so we're you can see it's kind of mapped out so that we can have a new treasure in place um before or when Al leaves and Al you'll even what March one March 1st yes March 1st so I think we've identified that by mid February and so we'd like to have some time before now we used to uh have a conversation so we've kind of got to move along and on the process so you have allies on March 1 you'll be ready to roll other issues so there's that's a proposed timeline that this is a draft one you know but the first again

if we can earn your business with this and trustp back on the 21st to start going through that checklist piece and again that's kind of the kind of pieces are you looking for you know somebody with experience or the matter salary range is things of those Natures is what you're looking for there's a ball gonna have the Treasure changing is let's say the same you know those are the conversations and as you know I'll be with you the whole time um and as Russ indicated when we meet with you on the 21st we will review the timeline see if you want to make any changes because it becomes a pretty uh intense during times of interviews it just requires a lot of your time and the last thing I want to point out is the

sample posting information that's in your packet this is from Milford schools I've been working on in the Cincinnati area yours as your superintendent search will look something like this and a folder too there's a kind of more specific things if you want to read about you know every four years so it's kind of there but again uh I think everybody's probably got my email um Michelle's got my phone if there's any questions you know I'm always available Paul's always available to have a conversation so if there any questions for us this college kind of left it a couple months ago all right it's a customary I don't see on the proposed timeline where the stakeholder interviews what other you I think the treasurer staff and I know it's a little different is there any other

stakeholders any group that you want us so there's Community groups that there's other other people you know with uh superintendents we had I think there's a 15 groups so and then stakeholder process at the very end we can customize itself I would hope at a minimum it would be the treasure staff in administrators and set yourself apart yep it may be a good idea we have to group established um that we selected the members of that Community find people community input I don't know thank you so much and we're ready to go to work for you we'll get this person immediately is there any other questions um I have a question but I guess it's more for us um so that I have Clarity are we because of Al holds really two roles so we're

looking at just filling the treasurer piece and looking at doing something differently for the operations side of the house yeah and I think that may be a executive session discussion yeah so that is one of the questions you have what's the pressure treasure or like the president superintendent when we did that but then do you see that being the same role do you want to combined or do you want to be separate that would be something that would be very helpful to us to know because we talk with you on the 21st and how you want to proceed that's a little more challenging you know to be done and I'll do it sometimes it's a little more challenging to find that person do all that and then you also have to figure out how to

do the Staffing and how that position another job description so I would say that that's something that we can discuss when we're going to take secular session on November 21st to kind of go over the framework and the guidelines that he wants to go over because we need to determine exactly what just have a discussion out the district needs and foreign there's no other questions thank you guys so much um I'd like to make a motion to um utilize the Services of finding leaders in our search boarding treasure Mr saluka Miss King made a motion for the Garfield Heights City School District to utilize the services of finding leaders for the treasurer search and that motion was second by Miss Thomas is there any discussions or questions regarding the motion made by Miss king and

the motion second by Miss Thomas if there's no questions or discussion Mr saluka that was moved by Miss King moved and presented by Miss King second by Miss Thomas can we have roll call please miss King yes Miss Thomas yes Mr Isom yes Ms Morrison yes Mrs Daniels yes thank you we'll get to work thank you thank you all right thank you the next item on our our agenda for discussion is the tentative agenda review are there is there anything that um Mr saluka or Dr Reynolds would like to highlight on this agenda um real quick I know that Dr Reynolds probably has more than I have the biggest one on this agenda is the five-year forecast and uh I'm working on it as we speak it'll be coming to you um next weekend for

your review and we're going to be meeting with the finance committee to go over it I'll be meeting with Dr Reynolds and then the administrative team to go over it and then I will do a brief presentation um at the board meeting on Monday night on the 18th 21st and so I keep saying 18 the 21st so that's the that's the big item for for the month here for from a financial standpoint is there anything um that you would like to highlight s yes um coming to the district knows that there were some things that we need to have in place regarding uh supporting our students the areas of SEO and some of these things are with mentorship programs outside of this school day so you'll see a couple contracts on there one of which

I have some questions about before we have our final but these are to support our students to encourage them to to make good decisions as a level of mentoring as well I've dealt with a couple of these companies uh organizations in the past and they have proven to be very impactful to changing some of the outcomes from our students and I'm very hopeful that they'll continue to do the same things everything else in is basically um kind of a routine that was what we've been doing in the past but those are some of the areas that I wanted to to make sure I brought your attention to uh one of which I have a good question that I have to talk to Mr Dr um Dupree uh however everything else is there any questions in

the album um I have a question about the contract um I briefly looked at them but I didn't get to go back and look at the actual details offhand I will take a deeper dive into one are any of these programs in our elementary schools um mostly these are middle and high school um SEO for our elementary schools yes um our Vital areas at this moment Midland High School are vital areas but yes um what we're trying to do is make sure that we are not only kind of providing this program but we're also teaching our teachers how to respond to students in areas of social emotional learning post-responsive practices that's where our TSL grants are coming into place as well so yes we are we've not forgotten about our elementary school students um they're

actually actually um fifth grade will be working with I am Bella okay's fifth grade that is working with I am Bella uh just to respond to some of the things that we've seen in our for the very young ladies so that is one area right there but the other areas in general are are really kind of focusing on teaching teachers how to respond to and what funding are we using in order to provide these programs to our students like is the well I mean I know it's not what our art is this part of like the irremarkable wellness we're right now we're looking between wellness and Scenic because you're somebody yes or dollars as far as learning loss or some of the other things I'm going to try to use as much Grand money as

possible so we're looking here I know our Wellness dollars somebody asked about Wellness dollars but I'm using Wellness for right now is our intervention managers they're covering their costs which saves us and it used to save us without Wellness now it's all part of the general fund but yeah so we're looking at it as you know see if we can use S or maybe some of the other Grant funds um as far as either learning loss or some other type of whatever category of policy sense we're targeting that look right now for for depending on what the program is and how it shapes our kids and what it does how is um the Boys and Girls Club um participation amongst our elementary students going do we know those numbers yet because I know Miss Miss

um Thomas asked about opportunities for elementary students I know we had the boys and girls club and two of our elementary building so are we our children our families accessing it and utilizing it and we know those numbers yet I don't have the exact numbers but we love space for about 120 students between three buildings um I don't have the exact things I can get those numbers for you because we started the first day was on November 9th is that oh today today yeah so I'll be able to get those numbers we're eventually in two build right now and we are actually between we're transporting William Foster and we're transporting and we're splitting them we're gonna drop so many students over at the main police and there's so many students at Elmwood so we're making

sure that they get to where they need to be how do the kids get home is it the parents responsibility to pick them up after school yes even our families with William Foster yeah they I think that's you know correct me if I'm wrong I think that was part of if you want your child to participate because your responsibility to get them home and they know where their child is going to be must be their own water Maple lease to get from there the it's over 6 30. oh yeah anyway we do it which is nice we do have staff and the housekeepers are in the building so there is Staff in the buildings along with the boys club Girls Club too so yeah we've created an opportunity for the students of that other building

to Elise be able to arrive so yeah I want to run out of here and make sure that we have transportation to those two buildings yeah it's on the record is that transportation for Boys and Girls Clubs program it it is is to get the students at one of our buildings there were only uh asking us to use two buildings on we wanted to have it all three but they're students from all three Builders so one of the buildings is a yeah [Applause] well I guess I wouldn't I don't know how many kids are going are we utilizing our is this given our opportunity opportunity for our bus and more and staff members we've had a capacity we have bus drivers and van drivers for hours they hadn't had any discussions I'll be able to

tell you a lot more of that but I hadn't heard anything of that being an issue that was a concern when they were doing the clinic I had this point I don't think that there's been any issue with uh finding folks who would be interested in transportation no actually we found someone I mean it's the end of their day is the last run well we have people in place that can pick them up and take them they they once you're on the run the extra hours are good for people yeah yeah usually it is like you have to say probably the top one is Miss faith yeah she'll go and pick up Whoever Whenever yeah so yeah and I'm sure that others will say well rope it rotate me and for the extra hour if

I'm already there I'm on the road I'll just go and get so yeah we'll we always have somebody at the end of the day that can go and get them I hope with getting their minimum of five hours right that was exactly negotiated in their contract hello well I'll be looking forward to hearing how many of our families actually participated I know that over the summer they literally had they stay okay parents went like a couple days like it's booked already so yeah right we're gonna get picked up our parents are taking advantage of this stuff the kids are going to also be receiving some enrichment opportunities for Math and literacy as well so okay so we wanted to make sure that there was a an activity or pieces of that that was academic based

so hopefully it would be great I'll be visiting today just to make sure that we are um that we are like for us no and so will we be having um well we I guess this is an important question and I want to make sure yeah okay thank you um I guess my question is as we are invested in these um opportunities for our students will we be monitoring I think I asked this question of Dr Dupree when he did his presentation how will we know the impact because we don't want to just give the children something to do after school just to be doing it I would like to see these skills reflecting in the classroom that will initially if students um social emotional well-being improve and they gain some skills then you should

see them coming to school ready to learn we should see a shift in the school culture so as we are engaging these programs my expectation is we will begin to see an improvement in student culture and this should connect to achievement in some type of way and how are we monitoring it and making sure that these outside entities are doing the work that we need done in order to see our students improve that was actually one of the directives of my Social Security doctors Dr Dupree one of my directors was to ensure that we have metrics um with each program that we're dealing with with each company that we're or organization that we've partnered with there's no reason to just have programs in place just to have in place we need to to ensure that

the programs that we have in place are impacting what we're doing in the building as well so when we're looking at attendance increasing attendance a decrease of discipline issues an increase in achievement of literacy and math as we're we're trying to push in those buildings those are some of the measures that I ensured that in our discussion that each one of the organizations that we're we're assigned to or we're partnering with will have those in place so I'll ensure at the end of uh because I I did not want to do a year-long type of partnership without in the middle seeing that these things are happening so I'll ensure that we report back to the board what we're seeing by individual students whether they are in need of more or if the things that we

have in place are actually working so I'll be able to kind of report back to the board exactly what metrics are being impacted by these programs and are we watching that even with some of our internal clubs and programs and are we also giving our Educators and our staff members the opportunity to start some club and after school programs to also support our students because I know like there's some clubs that's already going on but are we really kind of even encouraging some of those same metrics and following that with our internal clubs that are being ran by our staff members and then are we also maybe offering some opportunities for our staff members to start some programming within the district for our student body because I've heard a lot of very great ideals that

we have internally within our district and these may be some opportunities for our kids to have that access and our staff to have those opportunities that's actually a question I asked today in our leadership meeting were there uh non-coaching sites and basically what that means is our do we have opportunities for clubs additional clubs I've always created opportunities for kids according to what kids are telling me that they're interested in if they're interested in gaming we actually developed a gaming Club where at the end of that we needed to show that there were some things that improved in students we created an anime club at one of my buildings as well but it's really according to what students told us that they were interested in and if we're developing programs according to what they're telling

us that's where it's more impactful I've actually created a student Advisory Group superintendent advisor group made up of students at the high school they're about 34 students we had our first meeting last week it was a very interesting and it was actually really good just to hear from students because I believe in student voice and choice allowing them to be a part of the change that we're looking for we we should allow them to be the the experts on who they are and how they learn best and how to best serve them so we're putting some things in the place to that we're hearing students and that includes creating those opportunities and clubs whether those metros are in place currently I don't think they are currently but those are things that we should be tracking

to ensure what students are involved in I was in another meeting today where we're um there are some things that we are working on I'll introduce this completely with the board where we're working with the Greater Cleveland GCC I'll work out all those what those means but it's basically opportunities for kids um being exposed to various different careers but it also there's a system that tracks what students are involved in as well throughout their six through 12 education so there are a lot of things moving right now but we're on the same page where we're talking about just metrics for students to ensure that the things that we're doing for them are actually working and if they're not they need to make some adjustments so do we have non-coaching studies yes we do we do

thank you is there any other questions regarding today oh I did have one more question because I'm on my other side of things I've worked with another district and I think they use 21st century 21st century funding for um after school programming do we have those funds the only 21st century fund we have right now is for college now okay and we use that yeah we use college now to fund for uh Japan I think those students they are like planning on going to to college but with the college now we're actually the partner with them they are the ones who hold the funding right they went out and got it the 20 that part of the 21st Century so I do know that that's some opportunities for sustainability of after-school programming because I've held

a contract with another District um Maple Heights all right let me talk over there and see how they yeah some strong programming and sustaining it with those 21st century yeah I can reach out to them and see what how they're doing it yep oh they're dealing with it I'll I'll keep the summer I think two months so they're they're just thinking about how we can because we start this but we want to ensure that we have a sustainability plan to ensure that as we see this growing our students that we have the money and the finances and the resources to sustain it to some capacity because um that's a part of commitment to stability I don't have any more questions um thank you guys that was a good discussion that's what I love about our

work sessions we're able to kind of have those discussions is there any other items that we would like to discuss prior to a journey in today's meeting um I just want to um remind the board that that I'll be um participating in the annual business meeting at our osda conference if you haven't had a chance to take a look at the um uh legislation um that will be it's the not the legislation but it's our um proposed legislative platform for osba so these are the areas in which osba will support legislation and there's areas where um we as a organization will not there are two um areas that I do want to bring to your attention that I think will probably have a lot of discussion about where one section will have a lot of

discussion about two of the major changes um is that osda will oppose legislation that reduces the term length of an elected Board of Education member to anything less than four years um impose limits on the number of terms consecutive or otherwise that mobile communities can decide who will serve on its Board of Education moves election from local board educate Board of Education members from the nonpartisan ballot to a partisan one and creates or provides any needed provides any need for primary elections for local school board candidates so these are areas that they are not that they will oppose legislation um so I think that um you know we as a school board are in line with what we're currently doing being non-partisan we have our uh four-year terms that are rotating so we are um

in alignment with um what is being proposed the other is coming out of a small District in Painesville um and basically what they're saying is that they would like um see they want to add in um the parent parental rights to know osba opposes legislation that um has to do with the parents right right to know so what they're trying to do is put in legislation that will make the parental rights um we already have it in our our policies that parents have the right to know what their child is learning what's happening in the school district um from the what I've been hearing and um reading they're trying to put this in so that um parents will have the right to know information about um outing children if someone is outed at school in

terms of their sexuality that's their parents parental rights you know so all parents will have the right to know that so they're trying to put although when you read it it's very subtle but if you actually go back and watch the board meeting where they discuss it and how it was brought to that board meeting they that particular board voted on it and asked that we discussed so I think this is going to be um something that will probably be bantered um uh back and forth during our our session the rest of the changes are more housekeeping matters um but if you all take a look and have any input please let me know Ashley um I thought that osba is opposing the first issue about four terms but did you say osba is opposing

or supporting the second issue foreign they are um they are supporting so that's what they're trying to get in thank you they're supporting parents right to know about well they're not saying sexuality but they're putting um and let me read the whole thing the parental right to know all aspects of students and learning School governance finance and Personnel is essential to a thorough and efficient system of public education as guaranteed by the Ohio Constitution and applicable laws parent and or Guardians are their children's first teacher and decision makers in education student learning is more likely to occur when there is effective partnership between the school and parents and or Guardians greater parental involvement in the education of their children generally results in higher academic achievement and proves student behavior and reduce absenteeism by way of

example the osba continues to support state and federal parental right to Mill laws that continue to Foster the principles set forth by the Ohio State Board of Education so it's already in the law so why put it here and from what I've read and from others that I've talked about they're trying to put it in so that it opens up other doors and opportunities where we already partner with our parents excuse me our parents that's part of what we do as part of the Constitution um that we have to do that and state law and then it's specifically to know what at this point yes okay yes so I think there's going to be a lot of conversation um on the floor about um the situation and all of you all are welcome to be

in that space when we have um these conversations there's a at eight in the morning I believe on one morning there's a briefing that you go to and they kind of train you and give you a heads up as to what's happening and then the later in that day is the actual um business meeting so the delegates like we sit up front and then everyone else that's there that wants to be there and listen can sit you know in the back part so I just wanted to bring and this is available on osba website so if anybody has any additional um thoughts about the proposed platforms thank you is there any other items or discussion prior to the motion to adjourn so you know it's the Greater Cleveland careers as long as we give you

all more information on this yes if there's no other discussion or announcements in a promotion to the general because this afternoon is meeting as of 2013 exactly that was moved by Miss King's second by Mr Thomas can I call Paul please miss King yes Miss Thomas yeah Mr rayson yes Miss Morrison yes Mr Daniels yes today's meeting is okay real quick before we
