[music] Hey, hey, hey. >> [music] >> Everything. for coming tonight. It is so wonderful to see so many people here. We always say the pledge of allegiance before we start our meetings, but we have a fun new tradition now where we invite students to lead us in that pledge. And so at this time, I would love for Lea, Jackson, Bristol, Lily, and Aubrey to come forward. And you can stand in this area right here. Our flag is here and they are going to lead us in the pledge tonight. I aliance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Thank you. >> You'll hear more about them here in just a little bit, but for right
now, I would love a motion for the board to approve the agenda if we've got one. >> I move the board approve the agenda as presented. >> Second. >> Nick, >> yes. >> Jen, >> yes. >> AJ, >> yes. >> Dan, >> yes. >> Drew, >> yes. >> Angie, >> yes. >> Karen, >> yes. >> Motion carries. >> We move to honoring excellence and Mr. Acriman will come up here. Good evening everyone. Uh good to see you. Um another night of honoring excellence and some more tremendous students. And then we also have a recognition for a very deserving staff member um as well. We always start as we have the last several months with our LPS awards which stand for love, posit positivity, and strength. And this month we're going to recognize Manor Hill Elementary.
appreciate uh Jordan Williamson, Julie Gaznell, the leadership team at Manor Hill for being with us tonight. And we've received some great nominations for uh Manor Hill. So, we thought we would recognize them here this evening. So, uh I'm going to introduce each of them one at a time. When I call your name, if you'd come forward. There's Lea Alvarez. Lea, would you come forward? Right. Lea, come over here. Stand next to me. I promise I don't like uh Lea was nominated by Allison Thompson. Uh she displays the quality of love by not only showing a passion for learning new things but also in how she treats others which is constantly looking for others who may need help or simply a caring friend. Lea displays positivity as she goes about each day stepping up to new
tasks, interacting with adults, and engaging with peers. Her can do attitude encourages others to step up. Finally, Lea displays strength in her quiet confidence. While at school, she regularly questions her understanding, seeks clarification, puts herself out there to accomplish and try new tasks, and perseveres until the end. I'm so proud of Lea and I think that she would be a wonderful candidate for this award and you're not only a candidate for this award, you're in a recipient for this award. Congratulations. [applause] You think I would look good in a jacket like that? >> I don't know that you can carry it as well as >> Jackson Newell. Jackson. Jackson, you're a fourth grader. You were nominated by Miss Barto, who is your teacher. And uh I also needed to mention, and I know there's some
other siblings here, but uh your brother, um Hunter, he's here. He's a he's a first grader, and I think he keeps mom and dad on their toes a little bit. You can relate. I would uh So, Miss Barto shared this. I'd like to nominate Jackson. Jackson is always ready to learn something new and works hard on all tasks he is given. I can always count on him to be listening and following directions, which is great. He sets a great example to his peers and his younger buddies, always kind. Jackson also has a great sense of humor. I can appreciate that. He makes us all smile every day. Jackson. Congratulations. [applause] And our final LPS award recipient is Bristol Greenwood. [applause] Welcome to the podium. You were nominated by uh Miss Schwinger. So, congratulations again. Bristol.
She is quiet yet always steady. She is kind and compassionate. She works well with ESC students and daily walks a kindergarten student across the street so he feels safe. She is always on task and is helpful to any adult she encounters. She has a positive attitude, a welcoming smile, and a lovely personality. She would make an an excellent representative for this award. and you just so happened to be a recipient of [applause] Again, we'd like to congratulate these three recipients from Manor Hill um this month. Um more great news to share tonight and you saw a couple of the individuals from this team. What an amazing way to begin the month of November as the Liberty North High School cheer squad made headlines by claiming the 2025 MCCA Class 4 to 6A small co-ed division
state championship. We're pleased to be joined tonight by their head coach Kelsey May in the back. Um, as we have done in recent years with uh our recognition of larger squads, uh, we had a chance to visit with the Liberty North squad, I think last week, and caught up with them after they did one of their state marches around the school. So, we even caught them, I think, in uniform. So, what we're going to do is play a video for the the entire squad to introduce themselves and then we have a couple more recognitions. >> Hi, my name is Sophomore freshman. Junior Junior Junior Audrey and we are your a small state champion. >> How about that coordination? [applause] Why am I not surprised? She is. They are all so coordinated. Well, the good news
did not end with the teen state championship for these Eagles as also with us tonight are two incredibly talented young ladies who were named all state tumblers. They are seniors of Lily Currents and Aubrey Owen. Uh if they would come forward at this time. I have a certificate for each of them. Aubrey, congratulations. And Lily, congratulations. I don't know if we have enough room for you guys to do a tumbling performance. [laughter] Uh, but we may catch you at a larger location and venue. So, um, but congratulations to them on this wonderful honor. Good job. Awesome. You know, [applause] we're gonna go back and give some uh recognition to Manor Hill as a long time LPS staff member, Dr. Rob Fisher. Rob, would you come forward? [applause] We like to dress like him. Well, they
only have certain certifications that I can [laughter] well and I appreciate you being here and I know the students that were here from Manor Hill were so glad to see you as well. I'll read just a little bit about why he is here as he made headlines as uh Dr. Rob Fischer, school counselor at Manor Hill and LPS district school counseling coordinator was named director of the year by the Missouri School Counselor Association. Dr. Fischer won the award from the Greater Kansas City Counselors Association before going on to win the title at the state level. If you have been around Liberty Public Schools for a while, you've likely had a chance to connect with Dr. Fiser or at least uh you have benefited in some way from the support he provides u either directly or
behind the scenes. And I can certainly attest to that. As I have shared with him personally over the last uh two plus decades, we're incredibly fortunate to have Dr. Fischer on our LPS team and we congratulate him on this welldeserved honor. Dr. Rob Fiser. [applause] real quick as we wrap up and I know we're headed toward a break and maybe something special here in a moment, but we did want to just share an appreciation for our entire uh admin team, our board for making it out to Discovery uh last week for our uh LPS salute to veterans breakfast. Uh I think there were some some of our students from Liberty North that are maybe actually in this room. We had, I think, 20 students from Liberty High and Liberty North that were kind enough to
to come up and and uh visit with our veterans and I know it meant a lot to them and I think it was it was also impactful for our students. So, just wanted to make a mention and and share my appreciation uh for everyone who contributed uh for that great morning. So, with that, that wraps up honoring excellence for the night. >> Thank you. Thank you, Mr. Ekerman. Um, thanks to Dallas and Caitlyn Brown, both both of you for sharing the good news. This this monthly segment is always wonderful and there are so many good things happening in Liberty Public Schools. So, we definitely appreciate your time putting this together. Um we do have a tradition here at the board meetings when we have a state champions such as we do with the Liberty North
cheer team. We give a standing ovation and then we will take uh about what a 15 minute break for us to kind of come visit with you all and just congratulate you personally. So with that let's all give a round of applause. >> [applause] [applause] >> And one more announcement, we do have public comment available this evening. If anybody does wish to stay and submit public comment, you can give a card to Miss Aldridge right here. Um or you can give them to me. There's cards out in the hallway if anybody wants to. So, but other than that, we just love to visit with you. So, Everybody's Heat. Heat. [music] >> [music] [music] >> Hey, >> [music] [music] >> Everything. >> [music] >> It'll cool up. [laughter] >> Just wait. [laughter] Yeah. >> On that
note, >> do we have any >> Did he hand in the blue card? >> He's got [laughter] a blue card about him. >> Did he hand in a blue card? >> Do you Are you >> Austin, did you hand in a blue card? >> Hback. [laughter] >> You don't need to grab one. >> You have to submitted it. The deadline The deadline is passed. The deadline is >> Did you get any? No. Oh, we're moving on. >> Do it. Well, yes, we Oh, before we do this, >> oh yes, >> I have to confirm >> Denise. Um, on the consent agenda on the budget, the bills did every is everything redacted then? Yes. >> All right. Good. I just wanted to double check. Okay. Thank you. So, our for item four, our consent agenda, our
adopted rules of parliamentary procedure, [clears throat] Rober's rules provide for a consent agenda listing several items for approval of the board by a single motion. Documentation concerning these items has been provided to all board members and the public in advance to assure an extensive and thorough review. Items may be removed from the consent agenda at the request of any board member. >> I move the board approved consent agenda items 4.1 through 4.7. >> Second. >> Nick, >> yes. >> Jen, >> yes. >> AJ, >> yes. >> Dan, >> yes. >> Drew, >> yes. >> Angie, >> yes. >> Karen, >> yes. >> Motion carries. All right. And then we move on to report. Yes. >> Yeah. Good evening everyone. Under uh section five 5.1 is our innovation and learning report with Dr. Julie Moore. >>
Text tell me where to come pick him up. [laughter] Out of control. >> Kidding. Um good evening. Um just wanted to share a few things that are in the innovation and learning report uh this month. The first included are our fall parent teacher um conference percentages. So um no surprise there. They're very similar to how they have been in the past. One thing that we are working on that I wanted to highlight is the um portfolios in school links for students in grades K through 8. And um we had asked for um just a number like at the elementary to have um two entries and at the middle level for them to have one entry. and everybody's really gone um above and beyond that and using it. So, that's been exciting. And then we're still
working on the digital learner wallet at the high school level, which is very similar to the portfolio except that it's um keeping track of their um badges and credentials and some of those experiences along with their resume. So, still working on that and and hope to have more um for the spring. Also, some great real world learning um things that are happening across the district. We recently had Newkerk Novak Construction Day at Heritage Middle School. If you got to see any pictures from that, that was a great event. Um, and then we had a week of career exploration lunches last week. Um, those were well attended. Also, uh, Dr. Wickham presented at a special services parent event recently and then is going to present at the um PDC meeting this week with a focus being
on our um creation of a real world learning continuum which is part of our strategic plan. Um she's worked with a committee on that to put something together and now she's getting feedback from um teachers on that. So she'll do that on Thursday. Also wanted to highlight at the high schools um we have some great performances coming up with Phantom of the Opera and Mean Girls High School Edition if you have an opportunity to check those out. Um last month I highlighted we were hosting the go CSD um group which we did and uh we had just under 60 people come and uh tour many of our schools and that went really well. And then today we were um we were able to host a group of um teachers who are part of the success
ready students network um master teacher cadre and I was actually led by um Janette Westfall. She brought a group here and um went through several um of our schools and um got to give the the uh Schul Creek who as you know maybe has done a new uh program with their fifth grade. So this was the first group that was actually able to go over and tour and then um the group that went the master teacher cadre actually was able to give them some feedback on what they're doing. So that was a great opportunity. And then coming up we also have um Raymore Peculiar visiting Carney for Sage um big ideas nonprofit and then a group from um Utah who wants to come and spend a couple of days. So, um, oh, and then Reed
Springs, which I think I've mentioned previously, [cough] but [clears throat] a lot of people wanted me to come to Liberty, which is great that we're able to showcase all the amazing things we do here. That is what I have for you this evening. I'll take any questions. >> Any questions for Dr. Mo? >> Thanks for the report. A lot of good content. I I was just curious about the the public library information that you had in there. Is that anything we've seen before? That seems like the first time I've seen >> they do it occasionally, but it's not a regular uh it's not a regular item. >> And those [clears throat] numbers those would be our school. How do they keep track of that? I mean, is it directly our students or is it just
age range in our >> It's our students. Um I don't know how they unless they there's a way that they track that on their >> card, but I can find out. But the way they're but the [clears throat] way they're giving it to you, they're saying that it's your students that check these me out. That's >> wonder is like the summer reading program like when they check out through the school to take >> that could have been the information. Yeah, I can get more details for sure on that, but it's a great question. >> Pretty cool. >> It's impressive. It is nice that people still go >> and do that. >> Yeah, because I mean those are two great new facilities. New libraries aren't really something you see very often >> today. >> Any other
questions? Thanks, Dr. Mo. >> Thank you. >> Uh, next item is 5.2 with our student equity and access report by Dr. Dixon Seahhorn. >> Hello everybody. >> Hello. wanted to just share a few things uh from the student equity and access uh report beginning with the strategic plan our family learning modules. As you may recall last November uh we introduced these modules. This is something new for us uh here in LPS and we're very excited that we now have a suite of these family learning modules on our district's website. We have about 12 of them now. And uh each month through uh March of next year, we have a schedule of just releasing new modules. And so we just released the module for special programs. And we also are looking at some data analytics to
kind of figure out where families are going. And so so far we have our top five special services, AI and education, real world learning, career and education planning which has to do with IATS and school links and the course catalog and things like that. Uh and then also fine arts. So, we are very excited about this and we have a team that will be looking at this at the end of the semester and then just kind of keeping track of the foot traffic um to the modules and then also we now have a feature where we're asking families to give us some feedback on the modules. We move that from the bottom of the website up to the top and so hopefully families will give us some some feedback and share some insights and we
can continue to uh improve in that area. So, just wanted to give you a highlight there. also wanted to share on behalf of special programs. I had the opportunity last week to attend the ELD family engagement night. It was amazing. It was my [clears throat] first time playing pumpkin tic-tac-toe uh with some of the children at the table. So, it was just an exciting [clears throat] evening. The theme was we are thankful and I have to say that it was truly a celebration of culture, diversity, and community for here uh for us here in LPS. and we had about 150 attendees between LPS staff, students and families. Also wanted to make note that the annual report for and this should read special programs not special services. So please excuse me for that is included in
the this month's board report. And then also wanted to share on behalf of special services that Liberty Middle School will be hosting an open house for the best in ESC classrooms. As you know, we opened those classrooms last year, kind of made some modifications to classroom spaces, and so now we're going to open it up for the community, anyone that would like to come and attend, and that will be on November the 20th from 3 until 4:30. So, those are the highlights I wanted to share from this month's report, and I'll take any questions if you have them. Any questions? Um, just one thing on the modules. How do we How do parents find out about that? >> Well, each month that we're releasing one, we send out information through quick news. >> Okay. And
another thing that our team is looking at is what other ways that we might promote that. But obviously having in the board report, sharing it here this evening, one thing we've asked our team members to do, those that are um not that they develop the module, but it represents their department or or an area that that's under their purview is in their email to just put it as part of their signature line. so that as they're sending out communication um people will especially if they're working with parents and families will be able to access the module. So we know we need to do a better job there but definitely quick news has been our primary vehicle for promoting the mod. >> There's a lot of good information there. >> Thank you so much. >> You're
new to the district. >> Yes. Yes. It's been a collaborative effort um across both innovation and learning student equity and access and the directors of various departments. >> Dr. Dr. Dixon Seahhorn, I I definitely re I I really appreciate the work that goes into the annual reports and hearing about all of the work that in part is funded by the Klay County Children's Services Fund. And I think that's that's just another opportunity for us to express appreciation not only to our citizens of in our school district, but that's a Klay County benefit that we get from the citizens of Klay County that helps support some really important needs for our students that are highlighted so well in that report. And and we do have students that come to us with significant needs. And to be
able to have a county support system of an additional stream of funding to help support that is really incredible. And so I'm just really grateful for that. And I'm also I also think it's always a good reminder to read that report and recognize that our district's a little bit unique in the county and that we are helping to support the juvenile justice center and help educate students that are in that facility and that the boys home and the girls home, you know, group homes. And so those are extra things that our our staff is doing and with funding that that that we get. So I just it was nice to see that summarized again this year. So I just appreciate you sharing that and bringing it forward. >> Thank you so much. Dr. Meisenheimer does
a very thorough job of making sure that all those various aspects under her department's reach are are covered with uh clarity and then also adding the creativity by showing the photos. >> Really worked very hard on that this year showing the photos to document the work >> that's happening. So thank you very much for that feedback. >> Anybody else? >> Thanks Dr. Thank you so much. >> Uh 5.3 then Miss Cindy Sullivan with our finance report. >> Good evening. >> I have two donations to share with you tonight. a donation of a Ford F-150 to the LHS Liberty High School automotive tech program from Ford Motor Company in partnership with Gary Crosley Ford and a donation of supplies valued at $953.35 from Office Depot and Office Max to benefit the students and staff at Manorville
Elementary. Thank you to both of those organizations for um their support of our schools and our district. Tonight I wanted to talk briefly about the sale of the bonds that occurred on November 4th as a result of the refinancing of the 2015 and 2018 bonds. That did take place. It was a successful sale and it dropped us from paying an average of 3.8% 3.87% interest, excuse me, to the um average of 3.02% interest. It did shorten the average life of the bonds by nearly 2.8 years as well. So combining those two items, it did save us just over $13.2 million in interest costs that we would have paid >> before the refinancing. So that was a very successful sale, better than we thought. The original estimate of interest saved was somewhere over 11 million and
we were able to bump that up with the um timing. And I do believe a lot of it was due to the timing when we beat a lot of districts out of the gate to to do that. So, thank you for your support of that and enabling us to um make that happen in short order. They will actually close on December 2nd, but all these are all of the details that will happen when we do make that closing date. So, very happy with that. Um the AFC did look at documents and I had quite a bit of um communication with them more so than most months which was enlightening because I I really enjoy um making that complexity of the financial statement simple for them so that they can understand. They always have good questions
but a lot of times they cause me to think a little differently than I would at other times. So, um they were asking about um the bond if what happens if we have overruns and so we talked, you know, how we have a contingency plan and we do what we can and then make up the difference with district funds and we also have if we have too much money, how we have alternates that we can play in. They ask questions like that. Um they asked questions about expenditures and timing of payments because you if you recall in my report I say that we're spending more on supplies just due to timing. So, they were asking about that and it was, you know, I can look back and say, well, if you look at um [clears
throat] the student activities accounts, their income is up and their expenditures are up, which is exactly where we want it to be because they raise money for specific purposes and they spend that money on those specific purposes. So, just things that um you know are good questions because they don't have the insight of them, but um I really appreciate that they're digging that deep into things and of course they're always interested in fund balance, state revenue, and things like that. So, I do appreciate their feedback. This month there just was a lot of it. So, they're doing their job. Um with that, I don't have anything else other than my report to share with you unless you have any questions for me. >> Well, thanks for 13 million. Yeah. >> Uh, but be would you
be sure to tell Gary Crosley thank you. >> I will. >> I think I'll think I'll go over and tell them. >> Every [laughter] everybody we recognize in here, we do send a letter to them. >> I just want to add a special thank you. >> Absolutely. >> So, we're running arbitrage then with those proceeds from the bonds, right? >> It's positive arbitrage. >> Awesome. >> Yeah, that's correct. >> Anything else? >> Thank you. our operations report 5.4 with Mr. Anderson. [clears throat] >> Hello. >> Uh, a few items I thought I'd report today. Um, first of all, um, our crews are starting to get ready for the snow season. Um, and kind of getting mobilized for that. Um, and then just wanted to mention there are a couple things. One is we are providing
this year after some backcourt conversation with the custodial team. uh we're out outfitting them with a lot of new winter gear which we in the past they don't do a lot of that except when there's a snow event uh but we're going to go ahead and provide that to them and I think some of that came up for team Liberty so appreciate that and and being able to kind of execute on that. Also we I just wanted to did point out what we learned last year is you know we always provide kids zone services when we have an inclement weather day. what we learned last year when we had that one blizzard occasion. Um that was just not a a good event for us to provide that care. It was just mobilizing those those a
lot of times are younger students driving. And so this year in the notification and then in the execution if we get to it if there is such an event where it's that extreme we will likely not provide uh care for those events. Last year I went over there that day. I think they ended up having three uh students and then they had like you know 11 counselors because you never know what you're going to end up with there. So just want to kind of make note of that as well. Um also highlighted the academy kitchen is up and running uh which is great. Uh very excited for them over there. Um and uh Misty has indicated Misty Newan the director has indicated they're probably at least twice as much um um clients, customers uh and
uh it's all going quite well. The other thing is they're really working in and working with the team over there to bring in and introduce some students [snorts] into that program as interns part of real world learning and to kind of get integrated into culinary arts and and just food service in general. So they're they're really excited about that partnership and excited to watch that uh in the years to come. Um also the if you notice in transportation uh we often have and struggle with the stop arm violations. That's just a common occurrence for us. They're really hard to enforce because um unless you have an identification of the driver, you can have the plate, but if you don't know who the driver is, you kind of get into those contested issues and it becomes
the police aren't very interested in pursuing that. But in partnership with LPD and Klay County, they were partnered with us this year and they actually followed some of the buses on the more the routes that were that they would notice quite a bit of that and they ended up dead kind of addressing some of those concerns, issued a few citations. Um I we we do appreciate that. That makes a big difference if you've noticed in the news. There have been a couple events, unfortunate events recently with students, especially with the daylight savings and such. Um it's just uh something that we have to be tuned into. Um last um just a quick update on projects. um LMS Liberty Middle School, the all the side is laid. If you get a chance to get out there
to take a look at it, looks great. They're starting to do the track improvement. Uh some of that's going to take time because it's very weather dependent when they actually can do that work. So some of that that track might not be finished until February, February or March. Uh but they're going to do their best to get it in this year. We want to make sure what they put in is successful. So we're going to watch that very carefully. Um and then Heritage, which I know several of you were able to get up there today. Feeling really good about that. that's coming together in a timely manner. That building that that will be uh ready to be occupied beginning second semester, every indication is we're in really good shape. Uh we might have some challenges
with the entrances and making sure all the exterior work is done. Uh but we feel pretty good about it otherwise. And the last thing I was going to mention actually ties into what Miss Sullivan mentioned um with audit and finance about the bond and and the bond proceeds. Um, so our last pro project is the support center project and re renovating some components of that. We put it last very intentionally not knowing how the money would shake out over time. Um, everything was looking quite good until we ran into some pretty significant issues at Heritage which you've been made aware of with some foundational issues that really caused us to have to redirect some of those funds beyond contingency because we were holding a healthy contingency but needed to bring some other funds to that.
So that next last project I think is going to be okay. It's just not going to be uh much of what we initially envisioned. Um and then we're planning for it for the future so that if we are able to uh get funding down the road a little bit, we could execute on future phases. But uh all said, I think at the very beginning, our goal was to uh what definitely was was in pond language and and promise to the community and delivering that. Uh feel really good about that. Uh, and we're just going to be right down to the wire of just kind of getting every last penny spent as best we can under that program. Um, and with that, I'd be happy to take any questions. >> Steve, go ahead. You go ahead,
lady. >> Mine is just a little bit silly, but I something that I I experienced numerous times in the morning when it's dark and there's a bus and it's all lit up and they have their flashers on, but you can't tell if the stop sign is out or not. And so then everybody stops even though the sign isn't out. Are those able to be illuminated somehow so that you can tell if the stop sign is out? >> The sign should be illuminated as well. Let me double check. >> Maybe it's not illuminated when it's not out. >> That could very well be the case. But if it is flashing, they might just be waiting and you and they were move around them. It's the it's the stop the stop arm that you have to you
can't you can't move around that. >> So if it's dark and the stop arm will come out and light up. >> I I'll verify that. I would be shocked if it isn't. Um, okay. But I'm sure it is. Yeah, >> it's happened a couple times and there's like 20 cars and like I don't think the light I mean I don't think you have to wait unless the stop arm is off. >> They they do pause >> dark and you couldn't see. So >> they do pause more frequently that you would think because they're just the timing of everything, right? So sometimes they're just waiting and they're not waiting for a student. They're just waiting for the next go of the route. So but yeah, I'll >> be interesting to see if it does light up
when it is extended. >> Yeah. Okay. I'll look into that. Thanks for the tour of Heritage. Uh it uh I've been getting a lot of questions about that building and and of course I think I can answer them better, but but uh a great job and I'm really impressed with the detail. There was discussion about are the steps going to still be there some questions on the board asking are the steps going to still be aligned and so forth. One of the things that was mentioned was that center railing they were going to take out uh because it it had it presented difficulty when it's shelving snow and I thought that's really thinking things through. So and so that makes me think we're thinking a lot of things through well. So thank you. >> Any
specific projects at support services building that we're not going to be able to execute that we wanted to? >> Yeah, we're still fleshing some of that out. I think, you know, we've relocated library services over there and transportation is the the larger tenant there. Security has a presence there. We're still working through with innovation and learning on some potential >> um presence that they may have there. But, um I think the more time we've spent on that and looking at that, the more time we've had to evaluate the building, the parking demand and problems. Yeah. >> I'm not sure if that makes a lot of sense uh to to introduce that academic piece to it. Um, so we're continuing to kind of work through that. Uh, but that might be one of the things that
that uh comes off the table there. >> Got it. >> What is the timing for that? What are you targeting for a project leting for that support services? >> Yeah. So, we are um just beginning the kind of planning conversation, design conversation um waiting to see some of the how the rest of the dollar shake out right. Uh then we'll run some estimates with Newkerk and then decide probably as we turn into early 26 what to put up the bid. We'll do something. It's just not sure. We may focus on cosmetic and restroom work. >> Um >> but you feel like >> early 26. Yes. You'll you'll >> I guess I guess call it good as far as what you believe your best estimate is of available funds so that you can >> right >>
release a project. >> Feeling pretty good about that right now. Yeah, that's the target. Um And of course, we would end up kind of paying all the way through 27 because of the leg, >> but yeah, that would be the goal. >> Okay, >> other questions. >> Thanks, Mr. Anderson. >> Thank you. >> Uh 5.5, our human resources report with Dr. Sarah Marriott. [clears throat] >> Good evening. >> I'll start with team Liberty. So they conducted their fourth meeting of the 2526 school year on November the 3 and shared information regarding the 2627 academic calendar recommendation. So a bit of information about that um in preparation for your first review of that calendar recommendation this evening. So, we had 540 staff members participate in that survey. Um, and 36% of the team members selected calendar
option C as the preferred academic calendar, which includes a first day of school on Tuesday, August the 25th, two full weeks at winter break, um, a teacher workday then returning in January on the 4th, and then the last day of school on May 27th. Um, a couple of key pieces with this is that providing the full twoweek winter break was the highest priority among staff survey respondents. Uh, there was not a strong desire for a spring holiday and that is likely due to um the spring break falling a little bit later in the year. Um, and then the last piece is that they recognize, team Liberty members recognize the need for an adequate number of days between the end of the school year and the start of summer school, making sure that um, all of
the teams have the appropriate amount of preparation time that they need to be able to ready for summer school. So, based on that feedback, Team Liberty recommends calendar option C for the 2627 school year. And on behalf of team Liberty would like to share with all of our team members who participated in the survey and provided feedback that we thank them for that and that is really helpful in making better informed decisions for us in the future and being able to consider good options for calendar work. Then moving on to uh the 2526 early notification incentive program for potential retirees at the end of the year. So that was announced in October and that will remain open through approximately January 14th and currently we have 13 staff members who've applied for that early notification incentive.
And then the purpose of that is really to help us prepare in the best way possible for those 26 27 hires. And then the last thing I will share is that we hosted our first annual retirement solutions expo on Wednesday, November the 12th. We had 80 staff members come to that and we had vendors from PSRS and peers which was the most popular and well attended uh table as well as Medicare done professionally to talk about health insurance options postretirement core bridge financials so discussing 403b 401 and Roth IRA options Kelly services for they're interested in postretirement work we would love to have them back um as well as Liberty Education Foundation and the HR benefits team just to answer some questions. We did send a follow-up survey to everyone who attended to gather input
and we are sending additional targeted information out to those attendees uh such as sharing specific information about future PSRs and peers information center uh sessions in which they can get very individualized and one-on-one information as well as hosting a virtual or in-person session with Medicare done professionally to dig further into healthcare options. So we anticipate hosting that on an annual [clears throat] basis as the need benefits the district and our our potential retirees. Take any questions. >> Any questions? >> Retirement Expo was a fantastic idea. It's great. It was a great start and I need to give specific recognition to Ann Bell, administrative assistant, who took a a very vague idea that I had and just really did a phenomenal job with making that come to life and we're excited to take the feedback that
we've received from people who participated and make it even better for next year. >> Thank you. >> Thanks, Dr. Marriott. [clears throat] Uh 5.6 Six. Then as far as the superintendent's report, a few items to make note of, do want to take a second and express appreciation uh to the board for some additional work last week um with unanticipated uh meetings. I think I'm the one to blame for that. But um in terms of walking through the process of selecting a search firm uh going with G&D Associates uh who we are familiar with having worked with them since 2018 with our strategic planning efforts um creating our graduate profile vivid vision strategic plan uh many in our community have engaged with them as it relates to um community engagement stakeholder feedback. I say all that
to [snorts] say uh we've been working with them even today on some back and forth details as far as things to come in this process and so we appreciate their partnership. Uh be on the lookout board members for some additional information that then we'll share with our community um including uh survey opportunities, feedback opportunities as we move forward over these next couple weeks and months. As Dr. Uh Moore mentioned the annual performance report. We appreciate everyone's efforts and getting us to this point this year. That information was released not too long ago. Uh we shared that with you at our study session, but again want to celebrate the work of our students, our staff, uh support of our families, and just that continued progress as it relates to our new MSIP 6 framework. um as
all of that moves forward while at the same time uh we are designing and building kind of what's next as it relates to assessment and accreditation both with the help from the department of elementary and secondary education through their strate strategic planning work um in anticipation of MSP 7 at some point but then also through the federal level with the innovative assessment demonstration authority and pilot opportunities that will be forthcoming so we appreciate uh Mr. hand and his work with innovation and learning in being part of that pilot to really design what's next as it relates to assessment. More information uh to come as that as that as as related to that. The uh state funding modernization task force that work uh picked back up this week uh with our work groups. We have a
couple of more meetings of those four work groups. Keep in mind those four work groups in include funding targets uh local effort student counts and performance incentives. It's anticipated that each of those groups will likely surface three to four areas that then will be presented to the broader task force in January. U one of the disadvantages of each of the work groups is they're kind of working on their own area without close proximity or visibility to those other areas that the other work groups are working on. All that said, at some point it all comes together to see how it fits and see how the interplay goes back and forth. Um we anticipate the task force getting back together in January um to just be able to continue that work. So anticipating that concluding in
December of 2026 with presentation to the governor and then that's really where it will likely end up with uh the legislative process and planning for the spring of 2027 legislative session. On that note, pre-filing starts December 1st, um, as you are all aware, and we will likely see a preview of what's to come in the legislative session. Uh, we appreciate several of our legislators coming and visiting Liberty Public Schools here recently, and we have a couple others that will be visiting us uh, just to see the work that's going on, particular interest uh, in and around workforce development and real world learning especially. We had our board filing uh workshop this evening and appreciate those that were able to uh participate. Just as a reminder, appreciate Denise's help in posting that information for the board
candidate filing window. Uh that window again is open from December 9th through December 30th. And so we appreciate those who are considering uh running for that those positions. Again, there will be three elected positions that will appear appear on the April ballot. Last thing that I would say as we enter into uh this next week, appreciate everyone for getting us to this point in the school year. Um and we hope our entire Liberty Public Schools community has a happy Thanksgiving. So with that would entertain any questions from you all. >> Any questions? >> What would you anticipate the timing of MP7 if you had to? That is a great question. Um, >> say that [clears throat] again. >> Timing of MP7, >> don't hold me to this, but 2728 >> 27 >> is kind of
that horizon. Um, keep in mind like there's a piloting window and then there's like a feedback window. There's multiple layers involved with Desi before you go live that first year. Um, but it's interesting and this has been the history since I've been around going back now a little ways from MSI iteration to iteration to iteration. As soon as you get past that pilot and you're into year one of MSI, it seems as though we pretty quickly go to the drawing board and start those conversations. Um, so perhaps in anticipation of when that happens, perhaps some of the ideas from SRSN and the federal waiver and the district waiverss that we've been working under finds their way into that next iteration of whether it's MEP7 or perhaps it's called something completely different. So great question. >>
Have you been watching you've been watching at least some of the other committee task forces correct? You mentioned that there's some siloing, but you're at least one of the ones that's kind of staying a breast of some of them. >> Trying to Cindy and I um have been pretty good about consistent I would say about watching those and then afterward kind of putting our heads together. Did you see this? Did you hear this? What do you think about that? Um it is time consuming. Yes. And that like this week for example, there are four work groups each of which lasts about an hour and a half. Um we were at the commissioner's advisory uh this morning in Jefferson City and one of the feedback pieces provided to her was we're kind of at this critical
juncture of Desi helping and assisting with communication and messaging especially as each of those work groups floats those three or four ideas and you get more specificity as to how the formula may change. Um what does hold harmless look like so districts don't receive less than what they've previously received? what does local effort look like? So you could anticipate sometime in January between again 12 to 16 like very specific areas of focus will come out of those work groups but then the task force will have to try to put together in their simulations um and see how that impacts Missouri. All the while conversations going on at the state level about property taxes, income tax, >> you know, if those are depleted, where do we go as far as the revenue side of things? So,
a lot going on right now in Missouri. >> Thank you, Miss Sullivan, too, for those. Any other questions? >> All right. Well, then I guess we're ready for unfinished business >> under proposals >> under section six. 6.1 is the course proposals uh that you saw last month and we just turn it over to Dr. Moore um as she kind of revisits this particular item. >> Yes. Just as a summary um the first one is actually just the removal of um precal with trig and being replaced with AP precal which is something we already offer. um and that was decided um requested by the math teachers of the high school and we also surveyed the students um to see if they felt like that was a good move. Um in addition then public speaking is a
class that we would be bringing back and we had it previously. We feel like that's an important class especially with all the real world learning that we're doing that that's a skill that all of our students need. Um so we want to emphasize that. Um and it would be coming back as a dual credit option for students. And then um the other one was oral interpretation. And that's actually just the title of the UCM course um dual credit for um the competitive theater. So not really changing the class but offering it as dual credit. >> Thank you. We have any discussion about this or a motion? I guess I one quick question. I was guess a little surprised that public speaking was a fine art as opposed to like a >> it will come back
as an elective credit. So they can um just take it as a general elective >> but it doesn't count toward their uh English >> no >> content. >> Um actually one of the things that we're we're looking had is it counting as um an ELA ELA 4 credit? So, it could be an embedded um and it would count towards ELA4, which is that senior level class. >> Okay. But I guess that that makes no difference on what we're doing here. I was just I guess like I said in looking at the two oral interpretation, I thought, okay, that's fine art. But public speaking, I guess I thought it would be more ELA. >> I like that term. [laughter] The nice thing is we have some flexibility there with the state that we can include it
as as a credit just because of how it would be categorized. >> Y >> I move the board approve the Were you done in? I didn't want to. Okay. Sorry. >> Approve the interpretation and public speaking course proposals. >> Second. >> Nick. >> Yes. >> Jen, >> yes. AJ, >> yes. [laughter] He's ready. Whoa. >> Sign him up. >> Trust me. It's been time >> coffee. >> Dan, >> yes. >> Drew, >> yes. >> Angie, >> yes. >> Karen, >> yes. >> Motion carries. >> Grow your own teacher. >> Appreciate the board's time and focus on this item at our earlier study session this month. And as you'll recall, u because it really surfaced out of the board of education support and commitment to growing our own profession in our teacher work uh workforce. Um
over the course of the last year, we've really been looking at how do we ensure that the program continues to be relevant, continues to be focused as it relates to the need of the hour. Uh just as other industries are experiencing workforce shortage, uh we've certainly experienced that as well in how we recruit and retain educators. uh want to draw your attention to the flyer that will be circulated in communicating this opportunity out to our students. And really much of the information remains the same with the exception of a couple of tweaks um that our grow your own committee has been working on over the course of the last year with some changes happening federally but then also at the state level. uh felt it was time to revisit and modify some of these uh
particularly [clears throat] the criteria for students that are interested in pursuing this opportunity. The very bottom it speaks to students that are interested are intended to meet the criteria of majoring in an achieving certification in one of the following hard to fill areas as defined by Liberty Public Schools. uh currently listed on the flyer includes middle school and secondary mathematics, middle schools or high school, middle school and high school secondary science, um special education, early childhood special education as well as early childhood education in that birth to three category or that birth to three span. Um the other uh shift would be focusing primarily at least that first culling of considered students for the application process. uh that first priority being given to first generation college students. The second page that follows is our anticipated
timeline. Uh you kind of see where we are in the flow of things. Uh presenting that to you this evening and then certainly following up and communicating that opportunity um to our Liberty North High School and Liberty High School students interested in pursuing education as a profession. So I want to thank uh everyone that's involved in that committee. uh their work over the course of the last uh really going on a year uh from the last time we did this to present and kind of some considerations and how best to move forward. This is shared with you this evening for first read. So if you have any questions or need additional qu uh clarification, please let us know. We'll bring that back to you at our regular monthly meeting in December uh for your final
consideration. >> Why does it say second read? Sorry, our study session was first read. This is actually second rate. >> I was looking at that going maybe >> for action. Thank you for catching that, Mr. >> This is going to seem ridiculously nitpicky, but is that image on the flyer from LPS? >> Believe that's a stock image. >> Can we get an actual LPS image? >> We have plenty of those we can switch out. >> Yeah. >> Thanks for being picky. See, you need a >> We do have a motion for consideration this evening. Thank you. So, [clears throat] we can fix it on both. Well, the other sheet isn't going out. That's not Never mind. >> Fix it in post. >> Is there a second? >> I don't know. >> There's no motion for
it. >> Not yet. >> I apologize. Should there have been a motion? >> Second read. >> There is. >> That was the intent. The intent was our study session and then this be the second read for action. So, do we need a >> Can we call it a plan? So, motion to approve the new grow your own teacher plan. >> Perfect. >> There we go. Nicely done. >> There you go. >> You're going to have to read all the policies here in a minute. And I [laughter] >> It's coming. [laughter] >> Which is back to Dian's point that public speaking is a fine art. That was not my >> Oh, [laughter] yeah. The opposite of Dan's point. [clears throat] >> Just make it oral interpretation. [laughter] >> There you go. >> Oh, I want to
read the that one. There's a lot of letters in there. >> I apologize. I couldn't hear you. You made the motion. >> Yes. >> And I second. >> Thank you. >> Yeah. Great. >> Okay, Nick. >> Because we're amazing. >> Yes. >> Jen, >> yes. AJ, >> yes. >> Dan, >> yes. >> Drew, >> yes. >> Angie, >> yes. >> Karen, >> yes. >> Motion carries. >> All right. Okay. So, then we're gone to legislative priorities. >> Yes. 6.3 legislative priorities. We've taken your feedback over the course of the last several months. And um I would say this is our near final draft as we've uh word smithed a few things. >> Are we final yet? >> Not yet. You might notice um some updated language in the categories of funding, staffing, and governance related
to the position. Particularly on the feedback you shared as far as maintaining st tax structures that sustain public education revenues. Yes. Uh we combined a couple of pieces under funding related to the legislative consideration, namely the first bullet >> as far as securing funding for Senate Bill 727. Um we're revising its unfunded mandates and ensuring full funding for student transportation to support district transportation operations. Um recognized under the second bullet, um tax inequities as we continue to navigate that in the state of Missouri. Uh, another change if you'll go over to the third column under governance incorporating the last bullet item related to tax increment financing in chapter 100. So those are the changes that we see there. The second page uh we've been working on trying to capture additional information that we think would
be applicable or interesting to our elected officials in Jefferson City. some of which is pulled from our by the numbers document. Um, as well as additional finance information. We also included some operations information specifically around facilities and grounds. Appreciate Mr. Anderson um calling that out as it relates to the number of buildings, square footage, surface area on our rooftops, as well as our total acreage across the district. We thought that was pertinent information as well. And so as we anticipate the legislative session, you will again see this in December. That one will be for a second read in action uh at our December regular monthly meeting and it will also include our letter that uh will be sent by our board president to our elected officials. Um so you still have some time to massage
and tweak this. If you have any questions or clarification, please let us know. Again, appreciate Mr. Anderson and Miss Sullivan for their assistance in in capturing kind of those key items uh that we would want to make sure that our legislators have at the ready. >> Okay. >> Thank you and thanks everybody for sharing the feedback on that during our study session. It's good to see the changes. >> All right. For policy updates >> alphabet soup 6.4 two sections. uh one of which is a list of policies for approval and then the ensuing administrative procedures which areformational don't need action per se. We just present those to you this evening for your consideration as we've seen these uh in previous meetings. >> Oops. I should have asked this. Who's the AI coordinator for us? >>
That is under Dr. Michelle Schmidz. Okay. >> Assisting as curriculum and instruction. She's been leading that work. So, >> and is that are we satisfied that that's the best resting place for it. >> We're not killing it. She coordinates with >> it's coordinated with technology, but then it because it's instructional. That's why it lives there, but it's it it's kind of a trifecta where you end up with LMC, Library Media Services has a role to play >> along with the technology side of it. So that's where we landed presently. >> Yeah, Mike. Uh that was one of my questions. Thanks, Nick. The other question I had was there's several things about reporting that seem to show up in that if students fit into different categories than we're supposed to record by making these policy changes,
do we have something that we've got to go back and now >> in retrospect? >> Yeah, >> that's a great question. I'll have to check into that as far as whether it's this point moving forward or whether it's moving back. Yeah, >> we can follow up on that. >> You ready for the motion? [snorts] >> Those are my two questions. >> Okay. Anybody else? Anybody else have any questions? >> Okay. So, I move I'm going to try my public speaking. >> You're going to do you're going to do it? >> Okay. I move the board approve policy EHBD, GCPA, IGBA1, JC-1, JFCA, JFC, JG. >> JGF, JHDE, JHDF, and JHD. >> Yay, you pass the eye test. >> Thank God I have glasses on. >> Nick, >> yes. >> Jen, >> yes. AJ, >> yes.
>> Dan, >> yes. >> Drew, >> yes. >> Angie, >> yes, ma'am. >> Karen, >> yes. >> Motion carries. >> Thank you, Angie. >> DMS and SVMS roof projects 6.5. >> Anything to add to that, Mr. Anderson? >> This is a continuation of the conversation we've had about these projects and this is the formalization approval of the actual contract with Schneider to execute upon the work this coming in 26. Move the board approve the energy and construction services contract with Schneider Electric Buildings America's Inc. That was fast. Quickly read. >> Nick, >> yes. >> Jen, >> yes. >> AJ, >> yes. >> Dan, [clears throat] >> yes. >> Drew, >> yes. >> Angie, >> yes. >> Karen, >> yes. >> Motion carries. >> Motion. >> New business. >> Under section seven, the first item 7.1.
Apologize for the repetition. Appreciate Dr. Marriott for sharing the work of team Liberty, but you do have two calendars uploaded this evening um that are provided for first read. In addition to the district calendar, keep in mind we coincide that action with EPIC's calendar and so um Dr. Marriott hit on a couple of items as far as pertinent dates. I'm going to add a couple others. August 12th is new teacher orientation. Um that runs through the 12th and the 14th. August 17th is our teacher inservice the 17th through the 24 uh 4th with that first day of school being August 25th. You'll notice that's a little bit deeper into August >> um in part because of action taken by our legislature. Fast forward uh Thanksgiving holiday the week of November 25th through 27th that twoe
winter vacation Dr. Marriott mentioned beginning on um December 21st running through January 1st. Um ensuing workday on January 4th with students returning to classes I believe on that Tuesday, January 5th. Fast forward to spring break um a little bit deeper as far as that um week of March 29th and then last anticipated day of school on May 27th would be that last day of school. Um, if you run that parallel to EPICS calendar, a couple of changes uh or notations with an EPICS calendar. Obviously, they are at earlier start. So, their new teacher in service begins on July 29th and runs through the 31st. Their teacher in service or return begins on August 3rd through August 10th with their first day of classes at Epic Elementary on August 11th. similar Thanksgiving and winter vacation, spring
break falls in parallel with the district's calendar. And then the last item under their calendar would be their last tenative day of school on June 11th. So you'll see those two items. Again, again, appreciate team Liberty and the feedback received from our staff. Also want to specifically call out Bob Citro. Uh Bob Citro runs his giant computer in the sky and that creates all sorts of machinations and scenarios um at at team liberty's request and so um he is kind of the keeper of all things calendar. But again if you have questions or we can provide any additional clarification u please let us know on that note. Anything to add Dr. Marriott? Miss Sullivan >> like you said 540 participants out of 2,000 roughly district employees. That's a pretty high participation rate. >> 36% was
the >> sounds pretty close three options, right? >> Only three. >> Four. Okay. All right. Makes me feel better. >> I'm just glad our students can go and enjoy a state fair as we start later. I think that's [laughter] fantastic for everyone involved. >> I agree. >> I'll take more summer. >> Is [laughter] is the 24th that legal >> date? So you you can't start any earlier. What in the first Wednesday? You have to count back 10 count 10. I thought it was 10 days before >> 14 days before Labor Day. >> Okay. But then you you factor that into the other pieces of with the calendar as far as how that all plays out. The thing we've approached it with, there are some districts that will start on a Monday. >> That makes for
a long start out of the gate. >> Terrible. >> Whereas we've heard from our community and I think our teachers echoed this in their survey findings was they kind of like that partial week and then you ease into things and get that momentum as you go, right? iron out some things in those first couple of days >> because it's important everyone survive. >> We we appreciate that approach. So, >> okay, >> that first week is tough >> again. You'll you'll see that again. >> Clarification on the first and last Wednesday. >> Say that again. >> The clarification on no one hour early release on the first and last Wednesday because that caused some confusion for some reason previously. >> Yeah, good point. >> Very clear here. >> Good point. Yeah, thank you for that. Okay.
>> All right. So, we'll see that again. >> Yeah, you'll see that again. The next item under new business then is 7.2 and that is just an item that was previously pulled for from consent agenda uh for an expense reimbursement check number to Miss Rogers. >> Discussion >> in the amount of $54. >> I knew we >> um related to the Missouri School Boards Association annual conference. Do we have an itemization for the widget? [laughter] >> We just present that to you this evening. >> I'm going to go with I move the board approve reimbursement to Karen Rogers in the [clears throat] amount of $54 for expenses from the MSBA conference because this crowd is getting a little too crazy. >> Nick, >> yes. >> Jen, >> yes. >> AJ, >> yes. >> Dan, [snorts]
>> yes. >> Drew, >> yes. >> Angie, >> yes. >> Karen, >> abstain. >> Motion carries. >> All right. Item 7.3, we're in the home stretch. >> 7.3. Couple of items presented under contracts and purchases, and we'll let Mr. Anderson walk us through those. >> We had two contracts we had to accelerate execution on, both for securing interpreters for IP meetings uh with different vendors. Uh but we needed to expedite that why they're here in front of you tonight. And was it right that this is these are we these are different there were languages that we didn't have offered that we had a need for is that what >> that that would be my understanding >> there's a vast difference in the pricing on those >> I noticed that I think yeah I noticed that
too but I mean yeah >> language demand >> I move the board approve the emergency contracts as presented >> second >> Nick >> yes >> Jen >> yes >> AJ J. >> Yes. >> Dan, >> yes. >> Drew, >> yes. >> Angie, >> yes. >> Karen, >> yes. >> Merchant carries. Maybe we need those new AirPods. >> I'm sure they don't work as like I think they're going to work. >> All right. Item eight, Board of Education Legislation and Advocacy. We talked a little bit already about this in the report, legislative pre-filing. Um, everybody should stay tuned to MSBA for updates to um, anything else to add? We had >> legislation or advocacy. >> Yeah. No. Um, upcoming dates are here. We talked about board candidate filing already. Um, March 10th is advocacy day for
MSBA. And then we've got a couple of conferences here. Um, Denise got me all signed up for the NSBA annual conference. So, um, but if if you're gonna if you're interested in attending a conference, get with her. And then we have our upcoming meetings. >> Just a quick question. When do conference signups end? >> I'm sure that you can go all the way through the date of the conference, but do they generally have like a close date? I'm just thinking >> they do. Every one of them is a little bit different. I can get you that. >> I'm just curious. I bet I bet there's still availability in January. >> Yeah, I'm just thinking January time frame. >> Okay. I bet there's still >> Well, I think they don't start till March 13th, >> so
it seems like January would be okay. >> Cosb's in Wal. >> I bet it would be. >> Well, we know where Angie would be. Angie [laughter] would go to Cosa. >> So, all right. And then board remarks. Any remarks for me? >> I I just have one. It is National Education Week. So, I would just like to say thank you >> to all of our educators and staff in the community who supports public education. We're under a lot of duress at this point in time and we would not be able to do the things we do without those people in those positions. So, >> thank you to all of those people that put forth all of that effort on the daily basis to work for our kids. say anything else. >> I would just add
this is our our first public meeting a regular meeting since an announcement and uh even though Dr. Tucker's forced us to spend more time together with that announcement. It's been >> clearly we love, right? >> It's been a good opportunity, I think, at least for me to reflect on um how fortunate we've been and the direction and stability and good momentum we have. And so I just wanted to say thank you for that. Appreciate that. >> Thank you. >> There'll be much more reflection ahead. Um I have um we had Dr. Fischer here earlier tonight to recognize him for his counseling director of the year for the state, but I I did think about the fact that he also is very involved with Liberty Community Christmas Tree in the community. And um I know that
there's been we we've had some circulation of that, but they've already closed the window for families to sign up for that, but it is not late too late for community members to sign up to donate or to volunteer. And I just, you know, I it's a reminder to me that the people that work in LPS are also in many cases involved in other aspects of our community. And that is very appreciated and the need will be greater this year. And so it will be great to see Liberty show up the way that I know that it will to be there for families. >> Anything else? >> Nothing else. I move the board adjourn. Second. >> That was very quick, Jen. >> I said I'd be on. >> Yes. >> Jen, >> yes. >> AJ, >>
yes. >> Dan, >> yes. >> Drew, >> yes. >> Angie, >> yes, ma'am. >> Karen, >> yes. >> Motion carry.
