001of Allegiance I pledge allegiance of the United States okay welcome to the Rockwood Board of Education meeting we'd like to thank the administrative team and all the staff and students at Eureka High School for being gracious hosts for our meeting this evening thank you also to the ambassadors who are here from our schools to assist with greeting and signing in our guests the purpose of this meeting is to conduct the business of the district hear reports about our progress and listen to the community on important issues we want to remind all of our visitors that we expect the audience to remain civil and respectful at all times as the board conducts its business calling out verbal aggressiveness inappropriate language or name-calling is not acceptable if the meeting becomes unruly the board may take a recess

004Education concerning issues related to the school district under our updated policy there are now two patreon comment sections during regular board meetings the first public comment period shall be solely for Patron comments related to items on tonight's agenda the second public comment period shall occur at the end of the meeting order of business and shall be for patrons to make a statement or address the board concerning any issues pertaining to the Rockwood School District please know that patrons also have the opportunity to submit comments and writing to the board at any time each speaker will be limited to three minutes combining time or giving your time to someone else to speak is not allowed only one speaker is allowed at the podium at a time the board uses the public comment periods as an opportunity

005to listen and receive information but board members will not engage in debates or discussions with those speaking other than to seek clarification of their comments a board member may ask that the superintendent ensure that the appropriate staff member follows up in a timely fashion with the individual regarding the information question or concern presented during Patron comments we have a stand with microphones ready sober the board and the audience may hear the patron comments clearly I would like to remind everyone that comments about individual employees and or students will not be permitted in public session we also expect that you will remain civil and respectful in your remarks and if anyone becomes disruptive we reserve the right to cut your three minutes short verbally aggressive language and vulgarity in any form is not acceptable whether you're

006reading someone else's remarks or they are your own it will not be tolerated the board appreciates that you have taken the time to come this evening and we value both your input and your perspective for your convenience our three-minute time clock is ready all right we have one Patron comment this evening related to agenda items and that is Justin Dixon agenda item 8.03 good evening thank you uh I've not had a chance to attend a board meeting in a while so I just want to start by congratulating directors backward cat again and on your elections Accord I look forward to seeing the goods you do for our students during your turn uh I want to talk about the patron comment policy uh that's being discussed tonight uh I've been attending board meetings for a while

007uh there have been certain times when comments have been inappropriate even hateful uh violent sometimes uh but there's also a lot of comments that have been really thoughtful even ones that weren't necessarily tied to a specific agenda item uh the proposed changes seem to make it a lot more difficult for those types of chronastic mountain board meetings uh much more difficult to comment in general uh I would just encourage you before we go ahead and Institute those changes to maybe reconsider some of those things that we can continue to have an open exchange of information I think we can learn a lot people watching at home can learn a lot students can learn a lot by hearing these ideas out the open thank you very much okay super superintendent and board comments Dr Kane thank

008you president base earlier this evening the Board of Education approved Christina Groves as a new assistant principal at Crestview Middle School she will begin her new role on July 1st Christina taught eighth grade science at Crestview for the past nine years prior to that she taught middle school science as Saint Genevieve School District For Five Years Christina has worked on multiple school and District communities and has been a science professional learning Council lead extracurricular activities coordinator science competitions leader and a lighthouse team events leader at Crestview she participated in the right Rockwood ignite program for future administrators and Coach softball at Rockwood Summit for six years Christina earned a Bachelor's of Science in education from Missouri State University a Masters of Science in educational Administration from Missouri Baptist University again she will begin her role

009new role here in the Rockwood School District on July 1. so let's congratulate her on joining the administrative team The Rockwood School District celebrated nearly 1800 graduates from the class of 2023 at commencement ceremonies from May 31st through June 3rd at the Chaifetz Arena the pathways Wellness Center also held its first ever graduation ceremony at Wildwood Community Park on May 30th Marquette High School held the first ceremony at Shea Fitz on May 31st followed by Eureka High School Rockwood Summit High School and then Lafayette High School thank you to all of our students staff members and families for making each of these events so memorable and congratulations to the class of 2023 you can visit our district website to see a photo gallery and video replays from the ceremonies last Thursday was the final day

010of classes for the 2022-2023 school year I don't think we had to remind any students of that fact in the Rockwood School District School staff members all over the district lined up outside their buildings to wish their students well before the start of summer break we would like to thank the entire Rockwood Community for another great school year and extend our gratitude to staff members who continued to work on the behalf of all students in our district and over the summer and through professional development opportunities and helping lead our Rockwood Summer Academy session which began actually today being Thursday kurzmill Wild Horse Elementary in LaSalle Springs Middle School have all been named 2023 National schools of character by character.org the three schools are among 36 schools and two districts nationally that have been designated as

011National schools and districts of character for 2023. and there are also among 11 I'm sorry among 10 schools in one District in the state of Missouri to earn this particular recognition this year character.org will honor the 2023 National and districts schools of character at its next International Forum which will be held in Washington DC on November 6 and November 7th congratulations to Curves Mill LaSalle Springs and wild horse and all of the school communities of those respective schools for earning this honor and finally tonight I want to share this video from the Lafayette Senior Walk at Green Pines Elementary on May 26th that was the last day of school for seniors in the Rockwood School District senior walks are truly a cherished tradition in the Rockwood School District one in which our departing seniors head

012back to their former elementary and middle schools to take one more trip around the campuses and to interact with some of the Educators who help them Reach this point students line the hallways to cheer the seniors on and to also reconnect with family familiar faces and others and to pose for some photo opportunities as well and most importantly to reflect upon their time in their schools here in Rockwood let's take a look [Laughter] let's go [Applause] foreign [Music] thank you [Music] [Applause] [Music] foreign [Music] board comments this evening I had the honor and a very distinct privilege last week to participate in those graduation ceremonies I want to tell the board and the public as a whole how impressed I was at our students um every one of the commencement exercises had at least two

013student speakers who were universally articulate informative in their comments and just frankly showed a lot of guts and standing up in front of everybody I was also very very impressed as each of the principals rattled off the credentials if you will of the graduating class uh how many sat or act uh Max scores we had across the district how many high performing ACT scores we had across the district in some ways those are actually far more important than our state test scores quite frankly because these are the scores that help the kids move forward onto colleges and other events in life and I'm not saying by saying that that I don't appreciate the kids who aren't going to college I fully recognize that but just want to call out to everyone how very impressed I

014was at all the ceremonies uh well done Rockwood thank you thanks Bob any other word comments I concur with what Bob was talking what he was saying but I also want to reflect on the look in the students eyes as they walked across the stage and we had the privilege of handing them their diploma covers uh and just the smiles and just just an opportunity to connect and do with with the kids was just was fantastic it was long we had five graduations but by Saturday afternoon we were all like okay but it was it's it's the best part of being on the board and I so appreciate the time and effort that everyone puts into making sure that the graduations are a success it definitely shows any other board comments um is he Deb

015Kettering and I had the opportunity to go to the Fenton chamber of commerce this week and there were I believe five Rockwood Summit students that received scholarships from that Chamber of Commerce and their credentials they read off their credentials and very very impressive so congratulations to those students and those families as well and we're really fortunate to have so many chamber of commerces that support our students and our community Carrie and I also attended the SSD governing council meeting that was on Monday night and we voted on the uh one new board of directors for SSD as well as approve their budget so we actually only get one boat so so it's great to have Carrie alongside me with representing Rockwood yeah thank you both for representing us on that on that Council hey there

016are comments this evening all right in that case could I have a motion to approve the consent agenda items as submitted motion second motion and a second any discussion all those in favor please say aye aye anyone opposed that passes Madam president I would like to call attention to item 7.20 the public gifts to schools uh we could we're gonna post that just want to recognize um the the contribution that our ptos and our community make to to the Rockwood School District Selvage PTO contributed 26 400 for their new Marquee Chesterfield PTO donated 23 760 for their new electronic Marquee and Eureka High School banned patrons raised over twenty two thousand dollars um to assist the replacement of their new audio equipment and that benefits all the students in the Band program at that school

017and then from our community the members of the Masonic Lodge uh donated to over ten thousand dollars almost eleven thousand dollars to subsidize some of these free school lunch programs so just a thank you to the people the hard-working parents and community members that helped support Rockwood thank you for reading those Tammy okay next up I'd like to invite Chris Brenda could I have a motion to approve the bond issue purchases and related contracts over one hundred and fifty thousand dollars from water Inc for removal and reconstruction of the athletic Wing entry door system located by the natatorium at Lafayette High School so moved second motion and a second welcome uh good evening um the item being presented tonight is actually one of the last projects we will be performing under bond issue 17 and

018as a director Bays mentioned it is the replacement of one of the main entrances of Lafayette High School the easternmost entrance that goes into the Athletic Complex uh the current system is in in disrepair um it's it's adjacent to the pool entrance so a lot of that that chemical over the years has broken down some of the steel doorway I mean it is about a two and a half story glass entryway um so um the replacement of that is 294 000 by Walker Inc is the contract being presented tonight uh Walker has delivered several successful projects for us in the past and they're actually currently working on the transportation Edition over at the Wildwood Transportation Center so I do have a question is that are we replacing it with any kind of safety glass or

020is all right let's see if I can think smarter than the remote here uh I'm gonna explore here so I can see you all can you hear me okay all right well thank you for having me here thank you to the board thank you to Dr Kane uh for having me here to talk about the impact that the Rockwood Community has on the mission of the American Heart Association and as you've heard my name is Jen Rogers and I will be your new representative for the American Heart Association so I have been with the Heart Association for nine years just working with other districts so we're doing a little Switcheroo and I'll be taking on Rockwood and I couldn't be more than excited um to become part of this community and I actually just moved

021to this community not that long ago so it's a little bit close to home now but okay that way there we go okay um and we are really excited because in 2024 we will be celebrating 100 years towards advancing our mission to live living a longer healthier life so we have a pretty lofty goal as you can see up there but it's definitely our goal that no matter where a student lives in this city in our County of St Louis the barriers exist and so we want to remove all those barriers to give them good access to quality and access health care so it's our mission to offer every person every student every child that opportunity to live a full and healthy life so there's many of the hundreds of us that work across the

022country with the youth so we work with their schools across the country here in the Midwest region Missouri and St Louis so we have adopted a new goal of getting the aha's mission into every household to all of our families no matter how that works out for um for those different families for those different students and or those different schools the families can choose they can support us however they want we leave that opportunity up to them it could be through donations but if that's not something that they're capable of doing there's they can learn how to live a heart healthy life they can teach others what they learn in school and be leaders they can also become Lifesavers by learning hands-only CPR so there's a lot of different things that we're offering to our

023schools than to also reach out into the community but all of that is equally important and that's how we want to be a part of the students in your in your District so this is why we do what we do each year in the Rockwood community and the need is there and it remains and it's more prevalent today so as we all know over the past few years our kids have experienced some tremendous challenges and we all are adjusting to the new normal but I hopefully we're all kind of back um but it's disrupted how much physical activity that our students get our kids get and that is so important and they're not only their heart health but their mind health as well they're not getting enough physical activity so that is our goal is

024to be in the schools promoting that heart healthy activity so they don't have high blood pressure or develop cardiovascular disease later in life it also has a negative impact on mental health and that is another Focus that we bring to your community as well so and I want to personally commend Rockwood because you have PE daily in your elementary schools and like I said I've been around for nine years I've worked with schools all over the state of Missouri and that is not a common thing so that is really really impressive and I'm proud to become a part of that but just as important as reading and math kids also need support for their physical and mental health so what changes to school schedules and things come up and things get added on it's hard

025for that to make that happen so that is why we bring our programs into your schools and to help you to be a partner with you and the component of bringing his heart or American Heart challenge into your community is providing free resources free materials free information for your schools to utilize with their students but also bring home with their families so they can grow to their full potential we want to be your partner we want to be your resource for heart health so this year let's talk about some more good news um this year you all had an amazing impact on the mission of the American Heart Association you had 22 or 21 schools participate with over 12 000 students being a part of either kids or American Heart challenge the PE teachers in

026your community I've got I have gotten to meet a few and I can't wait to meet more but they value this service learning programs that we offer and partner with them as a way to connect with the importance of heart health and mind health just beyond the gym it doesn't always have to be during PE how can you take that home or take it into the classroom so as you can see they have a good time doing these programs in your school so we had Ridge minnows they had their best year ever so they celebrated with a little pie in the face so that always gets messy but it's fun to watch I always watch and help but I never get to Pie Face um but and then also we had a staff versus student

027uh basketball game at Rockwood South and then Corey Hoots over there on the far side he earned a prestigious national award as our kids heart challenge coordinator of the year so he was nominated and they chose him so we were really excited for him I got to present that at a staff meeting at his school so um new this year Corey and Missy overt were there they started a Family Fitness night and they were able to partner with Baldwin family point and Host this along with their kids heart challenge so really brought out it was an amazing success um from what I'm told I wasn't there but I'll be there this year um and uh but it allowed them to come in and swim and play basketball and do the track and get to do

028as a family be active and participate in health and wellness so that was um something new and exciting and I'll be copying that for my other schools for sure next we have engagement and when our elementary students register online we ask them to take a challenge do you want to be kind or do you want to move more and then they really commit to that challenge while they're doing kids art Challenge and hopefully beyond that as well so um Blevins Elementary had the highest student engagement with the 169 students taking apart and that's a great great percentage um followed closely behind by Werther and wild horse next we have something called Finn's Mission which is a series of steps that students complete to learn things like hands-only CPR and the warning signs of stroke with

029multi-generational families living together Under One Roof it's good for the for kids to know and start building that foundation and we know your kindergartners won't be able to do chest compressions for CPR but if they remember oh I need to someone collapses I need to get an adult and I can call 9-1-1 we all know how to use a phone they just start building that and then when they're bigger and stronger they'll know exactly what to do when it comes to CPR so were their Elementary had the most students complete all eight uh all eight steps for Finn's Mission it was a good growth in 194 families in the whole District which is a good growth over last year leading into specifically about CPR 70 of these heart related episodes occur within a home and

030so when you perform CPR those um the survival rate drastically improves when you start that immediately so having someone around that knows is so important so when we want the kids to watch the video but also Mom and Dad or anyone else around and um by watching a short video these students learn the steps they follow and complete and learn a life-saving skill kellison had the most students at 36 watch the CPR video and a district as a whole you had 250 families learn the life-saving skill um it's always amazing to hear and it's you never know what kids can do but your kids have definitely knocked it out of the park and the impact that they've had on our mission so in 2022 Rockwood had 32 students um that were given a All-Star um

031identification and what that means is they raised over 500 and they went above and beyond they understood why they were doing this and then nine of those students actually raised over a thousand so that is unbelievable um that you had that many students be a part of our all-stars so we definitely recognize them and let them know how much we appreciate their support there are two brothers at Werther Elementary that teamed up and they raised over six thousand six hundred dollars which that's even there are schools that don't raise that much so that is pretty awesome and something to be proud of and now they have the title of the top fundraisers in the state of Missouri so that's a pretty cool thing to have right here in Rockwood they were rewarded by Metro West

032who gave them a special fire truck ride every kid's dream right um to school one day and then here is your honor roll and that kind of lists all the schools that participated this year where there was number seven in Blevins was number 14 in the state of Missouri and when you're um when your District partners with the American Heart Association we want to give back to you as much as you help support our mission and so that becomes an educational materials and resources that not only the PE teacher can use but everybody in your school can use um this year we were also had the honor of providing professional development for your PE teachers we provided an open trainer open is an organization that creates curriculum for our physical education teachers so that valued

033about over 3 500 and we were able to provide that professional development as a thank you to all your District contributes to us we were also able to give back over ten thousand dollars and give back to purchase PE equipment research or recessed equipment whatever they need for the school as a thank you as well so I want to personally thank you and congratulate you all because your uh total for 20 22 23 is 152 845 so that is an unbelievable total looking at your lifetime of almost 2 million next year you'll be tapping the 2 million marks so we'll have to have a little party and celebrate that um and I don't know some of you may know Fort Zim Walton Rockwood kind of have a little friendly competition about who's going to be

034the top in the state well Fort Zumwalt sneaked in there this year but I know Rockwood will be back next year especially when we top over uh two million dollars so on behalf of the American Heart Association I just want to say thank you for being a part and supporting and your commitment to the American Heart Association and I'm so excited to be a part of this Tradition now and get to know you and all your schools so thank you so much thank you thank you thank you thank you Jen it was a very nice presentation to hear thank you okay next up 8.03 can I have a motion to postpone approval of revisions to policy zero four one one meeting agenda until the June 22nd 2022 Board of Education meeting second motion and a

035second I would imagine there's discussion about this so this uh just as a reminder where we're at with this this is this discussion this evening is just about policy zero four one one and as a legislative requirement for us to um have something in place by July 1st um that allows for patrons to place items on the agenda and there's a lot of um components that come with the legislation for that and just so everyone has received all of that and had that information over the past several months to be reviewing the red line proposal changes and additions everyone should have a copy in front of them so I'm just going to open it up for any discussion this evening I do have a question yep so in implementing and understandably this is a state

036this is a legislature issue that we are very carefully getting into place that does not supersede that we could still have an open comment section correct we already voted on that that was zero four one two so we voted to postpone zero four one two until after we approved zero four one one we voted to postpone the implementation of it until July 1st when this one is complete and goes into effect so we had the discussion about zero four one two did the vote on that um finished that discussion but the decision was that we weren't going to implement it until this was in place so that they would begin at the same time pardon me Madam president but my memory is not the same as yours I thought we voted to postpone approving zero

037four one two until and that's actually what I requested specifically until we knew it was zero four one one was well that's not what the motion stated that evening or the discussion surrounding that it was that as I recall the end of the discussion that took place before the motion was made and the and the vote was made by the board was that um we didn't want to approve that at that time and not have something in place there was going to be some lag time between that discussion and then getting this one into place because we were waiting on the feedback from the community which is also included here for everybody so um I don't know if how other board members uh recall that but the motion was made in that language and voted

038on that evening okay anybody have any other discussion or questions or things they want to bring up about zero four one one so I have a couple things on zero four one one okay the way it's written all issues would go to the superintendent for review and I understand that's the that's the purpose of the state legislation is essentially to make sure the superintendent and their team have an opportunity to handle issues at a lower level than bringing them to a board meeting uh where we might actually just say superintendent could you look into this uh but having said that all issues might not be superintendent related some issues could be just patrons wanting to make a comment on a board decision so shouldn't there be a path in the policy that would allow a

039review of what the patron wants to talk about and if appropriate goes to the superintendent if not comes directly to the board I think that the path as I look at the way the path is outlined it is because the superintendent in connection with the board president are the ones who establish the meeting agendas and so it's just a formal process to go through for superintendent to First review something to determine whether it is appropriate and help the individual determine whether or not they're better individuals who can better answer their question and help them find a solution to what they're they're looking for well I guess the section I'm referring to is prior to an item being placed on the meeting agenda of the board the resident must meet with the superintendent or the superintendent

040in an attempt to resolve the issue so that's not an option that's a must so I what I'm saying is no if the issue doesn't need to be addressed by the superintendent there ought to be a path or language that says if appropriate then the patron must meet with the superintendent I'm going to invite Lisa stump up so she can help us answer um any any questions that will come up so good questions um a couple of things the statute itself talks about referring it to the superintendent so that's where that's coming from um I think if there's an issue that's not appropriate for the superintendent the superintendent always is going to have that discretion um not to address it and to go ahead and move it forward uh I think in most cases the

041way this is the purpose of this statute and the purpose of the policy is to allow um patrons to be able to put agenda items on um it doesn't affect their ability to do public comment so I think that in most cases when you when you look at what the legislation was for it's really going to be school-related topics because it's supposed to be topics that relate to the governance um of the school system and the administration of the system so I think the circumstances that you're talking about will probably be rare I think most of the time those are going to become up in public comment rather than a patron asking to put it on as an agenda item but I thought in 0412 we're removing public comment from the agenda now 04 public

042comment I think the discussion that the board had previously is whether there was one or two sessions but there will still be public comment public comment is still um will still be on the board again does that does that public comment though have to be related to an agenda item that's the difference since we have two public comments one is related to agenda item one is just open correct yes right and I guess um so I I guess if that's your concern I would say that that's more of a discussion over under 1.412 rather than 0411 because this is more um just following the statute um I would I would just hope that if the superintendent had a a topic that came to him that he didn't feel was appropriate or he wanted to go

043ahead and and you know it could be possible at his meeting with the person is that we're going to go ahead and take this to the board this is a board issue um and not mine then he would do that um so those are kind of my thoughts on that I don't know just just again at least if you could clarify 0412 only relates to agenda items a patron comments only related to agenda items and I don't I don't have the final version that you guys approved in front of me but I think that so both of these relate to only agenda items and there's not a free comment piece no any longer for our patrons but this one is allowing them to place an item on an agenda so it's it's like if they

044have if there's something yeah that I just want clarified to make a statement correct 0412. we voted to prove that that change yes so can I clarify my understanding of this the the purpose of doing it this way is to resolve issues before it comes to public comment at the school board meeting right to resolve some of these issues at the building level or with curriculum coordinators prior to it being placed on the agenda for discussion the purpose of doing it this way is to follow the legislation so we have to do this in in this manner like item number two on here lists out meeting with the superintendent or the designee with 20 days like all of that language came right out of that legislation um I think I think that there is an

045opportunity um with the way that that is written to help people find an answer that they may not know where to look for an answer for something um so maybe that's going to be a benefit of you know somebody reaching out and not knowing and particularly um for items that pertain you know sensitive materials or things of that nature so yeah correct and and really the intent was and I this will be something I guess it needs to be conveyed to the public too I mean the the intent was at the time when they adapted this was to allow agenda items so if there was um resolutions or action that they want the board to take and the board for instance uh or the Supreme the administration didn't feel like that was a topic that

046uh that they wanted to go to the board or didn't feel like it was a topic that the board needed to address or or maybe this board's not interested in addressing a certain topic it would allow the patron to have a process to take that topic and at least uh and to get it on the agenda for the board to consider um and of course they'd have to meet with the superintendent first but um if it wasn't resolved then it would be able to come to the board and have the board um discuss that topic versus never having really an Avenue to get a topic considered by the board unless they had a board member who was a national on the agenda okay let me take a deep breath let's just take a minute I'm

047sorry I still have a little bit of a challenge here with the with two pieces here or the piece I was saying before this policy as written says the resident must meet with the superintendent or the superintendent's designee that is not discretion that is a requirement so if we put that in as this policy that is a requirement you do not have discretion the way this policy is written as I look at the state law that you all that was provided that is not a requirement of the state law the state law states the school district or Charter School may require the resident to first meet with the superintendent or the superintendent's designee okay so I think our language should be changed to say the superintendent or the super the secretary may require a meeting

048with the superintendent before it being placed on the board if before being brought to the board if appropriate it should not be mandatory so so my so my question because what you're saying is is correct when how how would it be determined whether that meeting had to occur or not because my concern would be that if we put May then every Patron is going to say well I don't need no I I would leave that decision to the superintendent but I would clearly write the policy that we are empowering the superintendent or his designee to make that call and that if that if the call is made that a meeting is required the patron must must meet with the superintendent before presenting but if the patrons agenda item is I would like to talk to

049the board about their approval of policy 4011 at the last meeting there's no reason for them to meet with the superintendent that should just be an agenda item that they can come talk to do we need to clarify what meat means I'm just thinking of let's just take for instance today Jen's uh Jen Rogers presentation right she reached out to Janet to be placed as an agenda item right she doesn't need to come and meet with Dr Kane to say I'm going to come and present about the great news that American heart is doing I'm just using that as an example I would actually um counter that with if a patron had a comment to make about participation with American art with the American Heart Association they completely skip this process right because that item

050appeared on the agenda it's not closing the door too commentary right commentary still allows because it appears with on the agenda and in a way that it will go there would be no meeting no need for for any meeting with myself or a designee right because it's related to an agenda item it would it would absolutely be compliant So Lisa could you is a possible for someone to put something on the agenda and it not be paired with the patron comment that would go along with it so can you talk a little bit about that well I mean so the page if it gets on the if you go through this process it gets on the agenda then the person does get to come and talk about that agenda topic is it required that they

051come or would it be just something okay no it requires that they come and the person who who submitted it comes and they're the person that's allowed to talk on okay and again I think it's designed to be those things that um are kind of substantive things let's say that a patron wanted wow let's say a patron wanted you to look at your middle school math curriculum um and the board and the administration is not interested in having that on the agenda because maybe you just did it last year you have a process but there's an issue that the patron wants to to bring up um about that and so that's that would be the type of thing that they would go through this process to address and when it got through the process there

052would be on the agenda discussion of the middle school math curriculum and that person would then make it that person would get to come to the board right and talk to the board about that and so if it's on the agenda other people can come and comment on it as well is that correct correct so let's say that gets on the agenda by Mrs Smith and um so it's on the agenda so then during public comment um anybody will be able to come and talk about it Lisa these would be information only though items it would not require a board vote at the meetings is that correct right that would be up to the board I mean there you know that would be up to the board to decide if they want to if they

053brought Middle School they want to talk about middle school math curriculum and you all hear a discussion and you want to look into it further than you can choose to do so but it wouldn't require it I'm just going to weigh in and then I'm going to step away from the microphone there have been multiple examples not examples times this year in which patrons have reached out to the Board of Education um to share their opinions that is not being closed this relates to commentary during a Board of Education meeting those are two very very different Avenues I think it's really important that the board be aware of that there have been times and there are times when there are sensitive issues that could relate to um a child of a uh of a patron

054and it's this is not the audience for that regardless of policy change direction whatever that happens to be it's just not the right Avenue that doesn't mean you're closing your ears and your eyes to having some awareness to what that concern happens to be I really want our community to understand that in no way shape or form is this the board closing off communication to the community that's not what this is this relates to commentary during the board meeting those are two very very different conversations I I completely agree and so I'm not in any way shape or form arguing that we shouldn't go down this path it's just some of the nuances of must versus May uh and how we work out the process because once we Implement a policy obviously that's now the

055policy um I do believe there are a lot of issues that should first get review by you and your team uh frankly because you can probably handle it better than we can uh you know I also think in the same light that I want to make sure that if someone has something that they want to address to the board that's about a board action or a board decision you know that's really not for your staff to weigh in on that's for them to come tell us hey I you know liked or didn't liked or whatever you know the situation is the one piece I would add though is I do think this will stifle some comments and that is the person who just wanted to show up and say an open Forum thank you for

056what you did last week those people won't go through this process or are less likely to go through this process so I think that is one of the detriments of the state law not necessarily us initiating that but the state law initiating that process I think we'll get far fewer thank yous than we used to anybody have any other thoughts questions discussion okay so um let's see so the motion is to postpone the approval of revisions to policy zero four one one meeting agenda until the June 22nd 2023 Board of Education meeting as a reminder they will come back to us at that meeting and will be an item under consent so we will not be discussing this again once it is there unless somebody has something and wants to pull it out and discuss

063Carrie bockard here to share information only on your last meeting from May 26th thank you Lord like the cope subcommittee would like to share with the board and the community um some of the outcomes of our first meeting the first thing we did was to revisit the the um resolution and the purpose of the committee and again getting lost in Cope it stands for communications Outreach and public engagement and so when we look at what are we doing as a board we want to make sure that we are communicating effectively to our community that we're outreaching to to have input as well as as involving and to have that public engagement so we looked at the resolution at the resolution and purpose we discussed that we felt comfortable that that is our purpose and that

064is that was driving the work that we're doing and then I'd like to drive the community to um Miss lepac has got just an excellent website if you go to the Rockwood School District website under Community you can link on code and it's everything that that we're talking about tonight is already posted there for your convenience and knowledge we said we looked at our schedule for 23 24 of the work that we would like to bring forward to the board one of the things we did was to set a set schedule for ourselves so that we could be assured that we would have effective and proactive meeting dates one of the topics that we discussed was our new member new board of director member mentorship development um two years ago was the first time that

065we did that and we discussed you know what how to put that into a more um systematic way of whether that's a a handbook or just so that we there was some guidance as to what does that look like sound like for our new members we found it to be effective in so the new new directors had someone to turn to to ask questions and to share and talk about what we what the procedures are for the board members um we did discuss this is some input we'd like to have from the rest of the board is that a cope function or should that be another subcommittee of the board to put that handbook together what are your thoughts on that my thought would be it's a different subcommittee I I hear that and that's

066kind of that was one that's that was where we were leading but we want to have the input of the board yeah it doesn't feel like it's necessarily A cope item to me but even though I know there's members who are involved with cope that likely Tammy I'm looking at you it's gonna be uh leading that subcommittee but to me it makes sense to not have a big part of code it really is not a function of the purpose of the of the cope committee but it's a very necessary piece for our board to have consistency and to maintain the quality of directorship that we have so I I would agree let's hear from the rest of the board members I agree I agree so you're saying we'd like to to have our our director

067of foreign I volunteered to be on that committee yeah and I would too I'll help Okay um we'll work out those details so then um thank you board for giving your input on that then we talked about our presentations for that we bring forward that's the purpose of the cope committee is to bring forward to the committee to the board and to the community um presentations that that share what is happening in Rockwood so we looked at first hope we reviewed the 2223 and there's some things that have to be on our agenda there that they're non-negotiable we have to have the title one we have to have give me some others the special ad there are things that that just have to be on certain dates to meet special requests requirements so we looked

068at those things and that fills up our calendar but then there are there are light weeks light sessions and so that's when we start looking at um what are the things that we need to share with our community and we talked about our themes in the past and what we decided on was that our theme for the coming 23 24 school year is going to be student engagement we're going to be focusing on our students and how are we engaging them and how are we supporting them we want to make sure that when we invite schools to come and share the good things that are happening for our students that we have Equity across our district from all four quadrants from all levels not not just the high school students but our middle school and

069Elementary School students as well will be seeking volunteers so those of you that are watching this from our schools know that we'll be not volunt holding but looking for volunteers to come and share the good things and we're thinking that this will this will be over the course of the whole school year that we'll be presenting these and we're looking for not just the academic but the the the co-curricular and the non-traditional things that we're doing to support our students um we're looking for the meetings that are lighter so that we have can really devote our attention to those students and um we've talked about how we could engage them in producing you know maybe some videos that we could post on our website just to have more awareness from our community so those are

070the things from the first part and I would invite director um to share the next part so um I am going to present a little bit about communication and um we talked um at length about collaboration with our Community Partners so we already meet with faith leaders um that's going to be Beyond just the Christian faith there'll be more faith leaders that will be invited to our annual breakfast um and then we have our legislative breakfast that we have um alongside Parkway and correct me if there's another school district with that and that's Destiny thank you um and Pattonville thank you um so we we have that but the comment was brought up about having more collaboration with our trade partners with our businesses and our community to have conversations on what can we do

071better as a district whether it's curricular to send our our students out to the workforce so opening up some conversations with some Community Partners came up um through that and we also discussed some of us have heard our website sometimes can be challenging to navigate or find things and Mary assured us that they are constantly revising but if you have an issue to please inform her I measure navigating our website so if you have any questions or concerns please share that with her and then also we feel that something that we can improve upon is having more open communication and conversations with our community members that do not have students that are enrolled in RSD so coming up with a plan on how to inform those members whether it becomes something that arrives in their

072mailbox we haven't come up you know come up with a plan but we need to do a better job is sharing the success and the good things that we're doing in Rockwood um and then moving forward on work sessions and plan um we said that one of them would be for us as a board we'd like to try to get together in July to do something with trust building to to bring us together as a board so that would be one of our focuses um take a deep dive into our social emotional learning data that we have and really look at maybe five years what are trends that we're seeing from that survey staff Wellness surveys as well and then a refresh of the way forward so those were some things that we talked about

073as far as our work sessions for things for us to dig deeper into and director madette thank you we spent a long time talking about ways as a board we can provide our staff with recognition for the value and and show our appreciation for the work that gets done every single day in those classrooms with the with our students and speaking of students we have spent some time talking about a board of education advisory committee student advisory committee and doing some research on how that would look and and function but the most important thing is to get to is to bring the student voice into into the boardroom with us Tammy talked about some of the other opportunities but this would be in a more systematic and a way of again capturing student voice a

074lot of great conversations I think we scheduled a meeting for an hour and we were there for an Hour in Hell over an hour and a half so it was it was very very productive and I thank my fellow cope members in Dr Kane and Mary lepac for guiding us and being there to us to support the work the cope does thank you all any comments questions of the cope committee just an addendum comment the recognition of staff was for all staff that was a really explicit call out by our board that all staff um be a part of that um that recognition um even the logistical challenges as relates to notification and when certain groups are highlighted the board went above and beyond to make sure that that the focus was for um for

075all staff um and even something as simple as this in terms of communication which is um um an athletic and activities pass that is available to certain patrons within the district but patrons aren't always aware of that just working there's a lot that's already in place in District we just need to make sure that we have some clarification and that people know they're more than welcome to see what's actually happening um you know not necessarily what they're reading and hearing elsewhere what's actually happening within the walls in our fields of competition and other learning spaces in the Rockwood School District but it was a very comprehensive conversation and we're excited about 2023-24. like to say I was encouraged by your comments about reaching out to members of the community who might not have active students

078reading someone else's remarks or they are your own it will not be tolerated for your convenience our three-minute time clock is ready and we welcome Olivia start to step up hi my name is Olivia and I'm here to speak about our lack of sex education in our Library resources about the topic becoming banned I guess I forgot about the whole Banning books thing it seemed like people got over it and realized that whatever someone else reads is really none of our business but it came back to my attention so I looked at Rockwood's fan book list I decided to pick a topic read two books about it off the list and do a student review on it the topic I picked is sex education I decided to read let's talk about if this teens Guide

079to Sex relationships and being a human by Erica Mullen and sex plus by Lacy Green these books are great and I was taught more in these two books than in six years of health class regarding puberty and development with abortions now legal in Missouri it's vital for teens to have a quality sex education according to the American Journal of Nursing teens who received a comprehensive sex education worth 50 percent less likely to report pregnancies than teens with abstinence only education which is the education we have and according to the American College of Obstetricians and Gynecology Studies have demonstrated that comprehensive sexuality education program produced their of sexual activity STIs and Adolescence pregnancies I know that Missouri does not require schools to teach sex education and I'm grateful for the bit of information that we get

080but if rocket is committed to teaching it commit to teaching all of it all we learn in our classes is don't have sex but the truth is teenagers are going to would you rather us learn about it alone online or in a controlled environment where we can safely ask questions and get informed answers so teach us teach us about condoms and birth control and how sex is different for everyone despite their gender sexuality biological sex race religion features about consent now I want to re revisit the books universally books are to do one of three things persuade entertain or inform the two books I mentioned were banned for being explicit sexual con explicit sexual materials the definition of that being any pictorial or other visual things sexual conduct for subtle masochistic abuse that would require

081the materials in question to serve the purpose of arousing the reader making it fall under the entertainment category let's talk about it in sex plus we're strictly thin to form yes let's talk about it is a graphic novel and yes sex plus has diagrams does that make it them explicit no it's a cartoon and it's basic biology sex is not a bad topic It's Perfectly Natural and before you make someone feel ashamed about it or decided to hush-hush topic maybe think about how you got here in the first place now I've created a helpful list of books regarding sex community and development sorted by grade starting in the fourth grade for kids to receive comprehensive sex education about their bodies as soon as possible I'll be delighted to talk to anyone after the meeting if
