board of education concerning issues related to the school district the sport of education meeting is live streamed for the community's convenience opinions expressed at the meeting are not necessarily the opinions of the rockwood school district youtube reserves the right to monitor and block inaccurate and misleading content that processes beyond the control of the rockwood school district each speaker will be limited to three minutes combining time or giving your time to someone else to speak is not allowed only one speaker is allowed at the podium at a time when your time is up your time is up please note that at the board's discretion the board or superintendent may respond immediately to an issue raised during patreon comments for clarification however our general practice is to respond to the comment at a later time via a

for your convenience our three-minute time clock is ready our first speaker this evening is elizabeth cohen at the last public board meeting you voted to have mass be optional unless cases were above four percent per building why did you then call an emergency meeting to change until february why didn't you let your initial plan of putting mass back if numbers were high work cases have been lower than the four percent threshold in every individual school and the whole district population since the start of the semester on the 18th currently every school is now below two percent you should immediately go now to mask optional not in two weeks not in two days but now we don't need transition time an email out tonight after the board meeting will suffice i recommend everyone who wants their
child to be without a mass start tomorrow the cases have met your criteria therefore maths are no longer required this board needs to decide if they want to put our school administrators and teachers through chaos again or if they want to get back to the only job you've been elected to do educating our kids we have followed your rules for long enough stop moving the goal posts i understand that this will make some parents and children uncomfortable much like the rest of us have felt for the past two years but i have good news if my mask plus your mask makes you safer then anyone who is concerned about the mask optional should just wear two masks because if this works then this works right even better now parents can choose the quality of the
two masks that are keeping their child safe no more stressing out that someone isn't wearing the proper mask or wearing their mask properly each person can be responsible for doing whatever it takes to keep themselves healthy in whatever way they feel is best or better yet since now even the cdc admits that cloth masks offer no protection everyone is concerned who is concerned can wear an n95 problem solved likewise those of us who value our children breathing fresh air will finally after two years have that option which should never have been taken away broker board of education you are literally failing the one job you have education in the past two years the proficiency of rockwood students in math language arts and sciences dropped across the board now only 51.5 percent of all rockwood students
are proficient or above in math to everyone listening to this meeting the school board approves curriculum and policies if you are unhappy with these results you're unhappy with the lack of focus on academics that have defined the direction rockwood has gone in recent years if you are unhappy with the access to pornographic books rockwood has given your kids books that are too graphic to read out loud in a board meeting if you are worried about your property losing value due during to being in a declining school district if you're concerned about having a board of education that wants to silence parents by changing patron comment rules and banning parents from meeting for a year at a time if you're upset that rockwood administrators openly say that parent attendance at meetings is added stress then you
need to get out and vote if you feel your interests are not being represented with the current board you are not mistaken vote for izzy and jessica we need more balanced representation of our community making decisions for our kids and if you vote for other candidates then nothing will change insanity is doing the same thing over and over and expecting different results next next speaker is jennifer weston good evening i'm here tonight to talk about the book ttyl by lauren miracle this is book 104 in a series of books written about three high school friends the book is written entirely in text message format this book is found in salvage middle school in lafayette high school as i expected there is a lot of content that is not age-appropriate here are some examples omg if
i hear one more joke about maddie being a titty tease i'm going to scream he didn't want her to get herpes in the mouth i said to rob all jokey guess you've got a date with two girls now oh menage a trois well actually she said she squirts when she comes i have needs damn it he'll get there just give him time put on crotchless panties and do a lap dance for him she sent out an email with pics from that frat party they were of maddie dancing on the table and she was naked from the waist up hey that's shocking but what i was most shocked by was the theme of sexual grooming throughout the book one of the main characters who is 15 years old is being groomed by her 24 year old
teacher here are some excerpts it would be like in boston public when that really cute girl got down and dirty with her skeevy shakespeare teacher it would be awesome he said i seem a lot older than 15 and that he's really enjoyed getting to know me i know it sounds corny but it was nice he made this comment about my jeans teasing me about how raggedy they were and then he reached over and touched the hole kind of like running his finger around the worn part he told me you liked my dress he whispered it really softly during one of the hymns anyway he trusts me he would freak if he knew i told anybody even you it's my fault i gave him the wrong idea they say that every 68 seconds an american is
sexually assaulted and every nine minutes that victim is a child one tool common to those who sexually abuse kids is grooming which are manipulative behaviors that the abuser uses to gain access to a potential victim while this is absolutely a topic that should be discussed with kids i find the way that it's handled in this book to be harmful the entire situation is written in a fun nonchalant way the girl who is being groomed is rescued by her friends from a hot tub at the end of the book they never tell any parents or trusted adults and in later books in the series they even joke about the situation a subject as serious as grooming should be shared in a group setting with a skilled leader or knowledgeable parent in a family setting while i
don't believe the author intended this book to be educational teens and preteens could learn harmful strategies for dealing with potential grooming by reading this book dr ricker and board members i hope you will remove this book from at the very minimum salvage middle school would you want your preteens your 11 year olds to read a book like this thank you next speaker johanna bodeen good evening like jennifer i'm here tonight to talk to you about a book by lauren merkel this one is later gator also written completely in text message style the third book in this series is found in salvage middle school and lafayette high school categorized in the library as young adult meaning it's appropriate for anyone over 12 years of age and it has a sublocation of humor while some of the
content is humorous i don't believe you would find it humorous if your own 12 year olds were reading these books and following the experiments found within it's disgusting and you all should be ashamed that you are not removing challenged books from our libraries here's some excerpts as maddie would say squeeze to dinner and who knows how many times they've had sex since then now do you understand why i'm such a mess that lying scheming skanky b word chive was totally dating whitney when you guys did your little f buddy thing except the word is there i am so not going gonna respond to that ancient history and f buddy is hardly the term since i never even got naked with the guy here's my editorial my son just prior to christmas break had a sticker
with the f word on one of his belongings in school and um i have no problem with this but he was called to the office disciplined i got a call from the school seems appropriate right inappropriate language vulgarity we can't do that here yet when i asked the principal about the inappropriate books like this in the library do you think he knew no no idea you all have no idea so more of the content to counter all these rumors you say what the hell let's have an orgy i like to put on a show so not only do you have to be very hung talented long lasting multiple comer but you have to be okay effing a sexy 18 year old in front of other guys there would never be too many three four or
even five i'm on the chubby side as you can see but that doesn't mean more of me to go around if you meet the criteria and you're interested call me guys vincent's whacked last night he pulled me aside and offered me a vicodin tablet to smooth things out then he changed his mind saying nah i better not corrupt you doesn't he know i'm already corrupt blow jobs i'm kind of wired i just gave doug his first blow job it was his going away present so spit or swallow i swallowed but i don't think i'm going to next time i'll just tell him very politely so he's not offended i better be okay with that that concludes our speakers for tonight thank you dr ricker next we have superintendent and board comments uh rockwood is currently

your students and ours and our district next friday january 28th our rockwood middle school and high school students and families will start planning for the next school year as they select their classes for 22-23 we're excited to offer our students the best of a traditional in-person education while offering select rockwood online courses for district high school students as outlined in one of the goal areas of the strategic plan the way forward middle and high school course guides are available for the upcoming school year at our web page backslash courses and students home schools will be providing more information throughout the registration process can't believe that next school year is here so and that concludes my comments for this evening thank you thank you any board comments this evening yeah i have one jamie um on
one of my recent uh school visits out to green pines i met mrs long in her second grade class they actually wrote and illustrated a book called kindness is contagious a pursuit of kindness in a pandemic and they uh were actually just published so that is quite a feat for these young kids yes absolutely [Applause] so in the book they talk about uh how hard it is early on in the pandemic and not being able to do things like shake hands and hug and things like that and how they kind of overcame that and came up with new solutions to feel good so it's a great book and a great effort by all of them so great job guys that's all i have awesome any other board comments this evening thank you for sharing that
all right then we will move into our consent agenda items could i have a motion to approve the consent agenda items as submitted motion and a second any discussion we have three great donations to the district tonight first one is from wells fargo community fund to rockwood summit high school monetary two thousand dollars for the girls soccer team soccer program second one is blevins pto monetary six thousand dollars to support various needs of the school provide various items for school use such as printer gag output various instructional resources and end of years liberatory activities third one is another nice werther pto monetary twenty thousand dollars estimate donation of sun shades to provide the purchase of sunshades for the school's playground each each meeting we have donations from people and we constantly and always thank them
for these generous gifts thank you dr kinder and thank you to the donors so the motion is to approve the consent agenda items as submitted all those in favor please say aye aye anyone opposed that passes next we have the annual review of electioneering guidelines policy and regulation zero three eight zero and we would like to invite lisa stump up to speak with us about that information only thank you thanks for having me here tonight every year this to push time to election activities um it was just good time to remind the board and employees the candidates and the public about rockets guidelines on advocating for both candidate elections and um elections for our development so the district requirements oh i'm sorry okay so the district uh requirements are set forth in policy and regulation
and go through hate i believe we're uh the policy was originally based on section 115 26 46 for the number of statutes which prohibits the contribution or expenditure apartment funds made directly by an officer and employee here from any political confidence which includes the district to advocate support or oppose any valid measure of issue or foreign there is an exception in the policy however for our measures um there is not a violation and it does not prohibit any public officials of the school district of making public appearances or positioning press releases concerning the balance so if you can fit into that narrow category then there can be some educational activity related to this development um one thing i do want to point out this year is that there is some litigation regarding 115.6 and we
are monitoring the supreme court's decision on that if something happens we will let you know um there were some legislative campaigns but for now this is the policy of the districts in this world through this election okay what does policy do it prohibits the use of school district funds and thus distant resources can be full recovery district resources are obviously things like paper and copiers and stamps but it also includes district communication communities and this is defined in the regulations including the not limited issues newsletters district and school web pages telephone system school marketees and enter office notification system and the email system as well as the summoning information through so if any of those resources cannot continue to advocate support or oppose a candidate or the health measure the key really is on whether
their information does advocate support or opposing candidate or about the statute does not define those terms the attorney general has issued some feelings in the past where they talk about whether it has a case or not and something advocates that the police in favor of whether it's by argument so the short answer is it is not the clear communication on what is educational but i think it's kind of a gut test too um if you if it doesn't the demo has said that if it looks like it's advocating and if you look at the circumstances it could still be advocating even if it doesn't say vote or service our school districts may use public products to educate the public about a school's reform issue or tax propositions in a factual or legal manner is to
the extent that any educational effort goes beyond that which could finally remember that they talked about how public officials can may tell them is refrain from using adjectives and of adverbs if the cancer bond issue is not passed or the candidate is not elected what's talking about materials that are disseminated during the election uh under regulation 03.0 the communications department determines and produces all district collection materials for example for crop feed the communications department will develop the materials that are extended by the district itself we'll make sure that those those materials are not educational that they're informative only the regulation provides any election material containing language other than that announced by the district communications department must be reviewed and approved by the communications department prior to dissemination within the district communication channels of the communication
department or consultant superintendent and legal counsel if needed and then finally for board members to avoid any actual or parent conflicts of interest individual board members must not be involved in determining so let's talk a little bit more about the regulation regulation 0380 specifically prohibits certain activities under the regulation you may not distribute political literature to students on school property or use students for courier political materials to adults when the information materials advocate for education however this is important for the whole community this is when educational materials may be included and that is the campaign materials may be distributed and activities held on school property outside the regular classroom hours where parents and patients are independent provided however that all viewpoints regarding the vowel letter or candidate in public office must be given the same
privilege and materials must apply as we talked about you cannot [Music] resources include different funds and anything that's purchased or paid for district funds and on business communications please note that the policy specifically includes provisioning and sending educational emails to and from this email addresses and why that's because in the past before this regulation was enacted when that would occur during the election the information system got so bad for political systems that it was difficult for the staff to do their job which is to educate students and um the board at that time determined that there was a problem uh there's also specific provisions on the involvement of employees except as provided in the regulation district employees should have no role in advocating for candidates or ballot issues while they are engaged in the performance
of their duties as employees of the district whether it's during or outside of regular school hours however individual employees obtain the merchandise campaign as individual taxpayers of their own time and using their own stories business only disputes the school district and not individual resources which are issues there is a guidance for employees which would have put out very substantially states of campaigns i believe [Music] except at polling places on election day and we're explaining signs under automobiles however they did not cause an actual disruption to the educational program distributing campaign literature working in polls teleporting voters and other activities are all committed so long as employees and subjects increase outside of working hours and without using district resources and finally the regulation recognizes that employees may as a part of the curriculum conduct by collections
lessons other activities um along with the activity is not in the purpose of supporting or imposing any deploying mainly the sum it all up the rockets will list the properties and resources to advocate for or against candidates or ballot issues for ballot issues only purely materials can be utilized department employees are free to do what they want on their own time not using aggressive resources and finally the district will make a favor during the elections lisa this hasn't changed much in the last several years has it no it has not finished thank you any other questions all right thank you very much for bringing that information tonight next could i have a motion to approve a resolution calling for an election in the rockwood r6 school district to increase the district's operating levy second motion
and a second and paul northington is here to walk us through it yes good evening and also with me this evening i'll tell you heart i'm trapped we worked closely together with them for the past several months to get to where we are this evening to bring this proposition before you know this proposition p as you know this is something that we've been working on for quite some time has been part of our strategic plan the way forward and also fits very nicely in our long-term capital training plan so the premise behind this is to bring before the voters at the april 5th election proposition p which is asking for a 54 operating uh increase to our operating levy to fund capital projects uh going out for future years with the promise that we would
be tax neutral and that we would be offsetting the increase in the operating levy by a reduction of lifetime in the debt service levy and the benefits of doing this of course as we spelled out over the course of several months and years is by putting designated funds for capital improvements more specifically some of the items that we call cycle maintenance things that require ongoing maintenance service or paving projects hvac things of that nature allows us to better plan for those over a period of time number one and number two when the district is historically went to the voters for a bond issue that would eliminate that in the cycle maintenance aspect thereby reducing the borrowing cost so interest costs associated with bond issues can now be redirected to funding those actual capital programs that's
kind of it in a nutshell if approved it will be on the april 5th ballot and it will require a simple majority approval um tom zarkowicz is here as well he would work closely together a lot of times a few things also as lisa stop mentioning we'll be working very closely with uh communications thank you paul if you think back to november when i was here we discussed the results of the 2021 refunding costs where we save 4.1 million and then just expense and shorten the final retained occurred on the project three quarter years and we take that savings plus what you were able to accomplish over the past 10 years through other refinancing the total benefit avoided interest expense has been 9.2 million so that savings plus your growth into such valuation um 68
cents that you presently have in there is sufficient and before the sufficient to meet your payments so what we're proposing here is shifting some of those attendance 54 cents into the capital projects the and by doing that as paul mentioned you're going to save on interest expense with future bond issues but it also helps you be more efficient and address projects as they come up if they're anything like me in my home i delight problems and they want to actually have to tackle them it cost me more so now we have funding already on hand we can address them right away as opposed to waiting for a bond issue and then the time it takes to sell those files now the 14 cents that will be left in that service will be adequate to meet
your payments and actually give you flexibility down the road if you want to pursue the foundation to address some major major improvements around the district okay yes so in doing this we will be assured that we will have the funding for capital projects and won't have to come back to the voters the taxpayers for additional capital funds for facilities and things so the purpose of proposition p again is to fund cycle maintenance projects so yes we're going to be funding that internally versus foreign issue for those types of things there will be needs for special projects to go foreign when we have to build a new elementary building to address enrollment growth things of that nature or we're needing to do some expansion to buildings to accommodate well some of those special type projects will
require a blind issue specifically this will be used for standalone cycle maintenance capital projects okay okay i just want to make sure that we were clear on that thank you good question paul yes two questions first one this is not a tax levy increase by any means true yes which means nobody's taxes will go up as a result of this so the operating levy will be increased but it would be offset by a decrease in the debt service level and by moving this money from debt service to capital outlay we will realize a savings of approximately how many million dollars over the years from interest cost yes so currently um just to kind of give you some examples a couple of years ago our interest cost on our bonds annually we're about 8 million we
were just about 7 million this past year as that debt load continues to go down that will be cut in about half so carry three to four million dollars a year that were incurred debt costs could be funneled into funding the actual capital projects themselves how many years would it take to complete this you're talking about this so from now on basically the plan is we're going to do it in two phases 54 cents won't all take place uh we'll initially plan to move about 18 cents for the next four years and then phase in the remaining pennies thereafter but we'll still realize the savings of approximately 4 million per year 8 million excuse me well we realize a savings of about four million or eight million per year well incrementally over time the savings
will get larger as our better service location so as the um payments principal amounts go down the interest costs will go down thank you any other questions for paul or tom [Music] do you want to mention real quick research in finance and i don't know if you're talking but against the man behind the scenes doing a lot of this work so i appreciate all the work thank you dan all right well no other questions the motion is to approve a resolution calling for an election in the rockwood r-6 school district to increase the district's operating levy all those in favor please say aye aye anyone opposed that passes thank you paul paul one last question paul other districts have done this is that right yes i work with over 300 school districts throughout the state
and and frequently we see that this this form of but some districts can't afford this is that right that's true it's on a case-by-case basis but there are other districts within louis county that have implemented this thank you all right next item on the agenda is an update from the cope committee all right i think i'll start with that um yeah last friday cope met with uh dr ricker and we also had lisa stump there to advise us on some legal um issues with a policy zero four one two uh in that that is a discussion about patrons comments specifically i know everybody's interested in that uh all three of us on the board agreed that we feel that patron comments are important and that we need to keep them in the board meetings we
kind of looked at doing some restructuring with those and i think this really will help out a little bit with some of the the patrons not being able to speak to agenda items so some of the suggestions that we're making to the board tonight is that we allow patrons to start signing up 30 minutes before open session starts we'll have two sessions of patron comments the first one will be limited to 30 minutes but it will only be on agenda items for that night so that will allow patrons to speak to something that's on the agenda and let the board know how they feel about things being voted on that night after we go through all the business of the meeting then we will have a second patron comment section that will be open to
any comments that you have so for example we have some book stuff tonight that would be where those would be presented at and on that section we would not have a time limit or a person limit so it would be however long we go we would have two different sign up cards when you come in so one would be for agenda items and then one would be for what we're calling like an open session if you will of patron comments um we also talked about some community engagement opportunities so with that we were kind of thinking you know we talked about a town hall a few months back and in talking with that we think that it would be a good idea we're going through the superintendent hiring cert process right now we feel that
if we could wait just a little bit longer on that and then include that new superintendent it would be helpful for he or she to hear what's going on in our community have the community feedback coming to that new superintendent as well as the board so we're going to wait on that a little bit and with that that's kind of all of our suggestions for that so we're hoping to have a first reading on that change at the february 3rd meeting and then a final vote at the following meeting so if you all can kind of think about that and look for some communication on that at the next board meeting randy i do have one clarification i just want to stress when we talk about the patron comments at the end of the meeting
it says no time limit that means for the length of time that we would talk but not per person we would still adhere to the still a three minute yes everybody understands that correct yes thank you tammy and with that i'll turn it over to lynn it was a busy meeting we talked about lots of lots of different things we all uh in addition to what randy told you about and tammy we talked about revisiting the alternative learning plan presentation that we had a few weeks ago was late in the meeting agenda so we would like to maybe go back and dig a little deeper into that as well as the multi-tier systems of support presentation these are two big initiatives that are part part of our strategic plan the way forward so we want
to take a little bit more time it was also an idea is to put some of the board presentations on our website so the same things that we see during our meetings they would be posted on the website so the public can could view those uh when when available uh and of course we start talking about our spring summer uh retreat work session that we have done biannually and we're hopefully we'll have a new superintendent in place at that time and that would be good getting to know each other opportunity we will review the the way forward look to see the progress and what's happening from the different administrative team and we are thinking about uh revamping our board evaluation process that uh part of the art the m6 is coming and there's a piece
to that that we want to make sure that we we're here to and and uh really moving our our board forward and continuously improving tammy thank you we're as we know we have a board elections are coming up in this next april and we will be electing two new board members at that time so we're looking forward to how to onboard our new members uh into the rockwood school board one thing that we're looking at is providing to our administration and a pre-trainee for all of those that are on the ballot this year so that they can become aware of what it entails being a board member what we can and can't do some of what the sunshine law governs us in addition to that we've started to make plans about how to mentor the
board members as they come on board so that there is somebody an experienced board member who can help guide them um give them some support familiarize them with the process and and the workings of the inner workings of the school board and then encouraging the whole school board to become part of the msba advanced training process so that we can um expand ourselves as a school board professionally and um ethically as a school board so that we can better serve our rockwood community good work guys that was a productive meeting thank you for getting thrill of that any uh questions of the code members anybody else all right well thank you for their work and next we just have the proposed agenda for the february 3rd 2022 board of education meeting should be up on
the screen [Music] it will finally be february and then last up future agenda presentations and events to attend check your board calendars on google for any changes or updates coming to that lots of things going on this spring madam president i just want to give the board a heads up if you will remember we have a another awards board awards meeting coming for in the future in march i think i believe and i just wanted to ask the board to provide any feedback on how you think the last board award process went so that we if if you are a little in agreement we'll move to that board's award night the same way we did the last one or if people have problems with that let us know and and uh president baez and i
can figure out what to do but it's better to start thinking about that now because that's that'll be a big one again in the spring so where's it located janet where it's march 3rd and it's at lafayette high school thank you janet all right well if no other comments we will adjourn the meeting you
