001Good evening everyone. We're going to go ahead and start our meeting again. >> So we're going to start with >> Mark. Can youled >> We're going to start with the pledge of allegiance. Those that wish to participate are invited to stand. Face uh the flag and remove any hats and place your right hand over your heart. >> I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> I know. >> All right. >> This evening, we have one recognition. >> I'm getting ready to hear. >> All right. Okay. >> Okay. The board of education is thrilled to celebrate Dr. Heather Light, assistant principal of Raleigh Middle School for being named a 2026 Missouri Association
002of El Elementary School Principles. That's MESP outstanding assistant principal. A proud uh Raleigh native and RHS graduate, Dr. Light has dedicated her entire 28 career 28-year career to serving the students of Raleigh public schools. Since stepping into her dream role as assistant principal in 2024, she has combined her deep classroom experience with a genuine love for this community to foster a supportive environment for staff and students alike. This award highlights the exceptional leadership and true bulldog spirit she brings to RMS every day. To celebrate this outstanding achievement, Dr. Light will be honored alongside her peers at the upcoming MESP leadership conference. The board and the entire district are incredibly proud to have such a dedicated leader guiding our students during these formative years. Congratulations, Dr. Light. Your passion for education and your enduring impact on
003the Rala community are truly cause for celebration. >> So, there >> I know that >> I'm going to have to move microphone. I want to say a we're very proud of you. Uh and we were very fortunate to be invited today to go over. Uh they recognized Dr. Light in front of the entire school in an assembly. Uh we got to shoot off some confetti cannons. I think she enjoyed that a lot. Um I did. >> But uh it was great to be able to do that in front of all the students and everybody. And so thank you to those of you that helped organize that and invited us over. So well deserved. >> Well deserved. Speech. Speech. >> Welld deserved. Dr. We appreciate everything that you do. >> All right, moving on to questions
004from the floor. At this time, any person wishing to speak on any question previously discussed through administrative channels and not on the agenda will be granted three minutes to make a presentation to the board. Seeing none, we will move on to presentations on agenda items. Any person wishing to speak on any items on the agenda will be granted three minutes to make a presentation. Seeing none, we'll move on to consent agenda. A consent agenda is utilized by the RA board of education as a means of dealing with routine matters for which must be considered for the board of education but require minimum of discussion. All board of education members receive and review written information supporting the items listed on the consent agenda well in advance of the meeting. While any board of education member is
005welcome to remove any item from the consent agenda for separate consideration or discussion for any reason. Normally all items on the consent agenda are approved in one motion with a minimum of discussion. This evening we have items A through E. If I could um interrupt for a second, I'd like to draw your attention to the playground bids that we have in here. We put out bids for the playground at the early childhood center. We received two, one with all-inclusive recreation and one with miracle recreation. All-inclusive gave us two options. Um they gave us one bid for $22,000. That is $200,000 with 200 two with $2,000 for the performance bond. And their second option was $193,000 with the $2,000 performance bond for $95,000. Miracle was the third one. Um, their base bid amount was $144,178 with
006a performance bond of $2,975 for a total bid of $147,153. They did give us an alternate to that bid for $4,500. That alternate would allow us to install concrete, but allow us to bolt down the um playground equipment. We do not wish to take that option. We wish to install it like it is without without the bolts. So tonight I am recommending to you that we accept the bid for Miracle Recreation in the amount of $147,153. >> And this is for the Phelps Early Childhood. >> It is it is for early childhood center. >> All right. >> Questions there? A couple other things I wanted to call out, but I don't want to cut you off if you have questions about the playground. >> Just the one clarification that I have. So the bolting down
007is because we are going to permanently place it instead of bolting. >> So a playground is is yes it's going in there but at any time we can always pick it up and move it. So we are putting it in like it needs to be in there and not >> it is permanent but yes also movable if we have to. >> Okay. >> Any other questions on that? Okay. A couple other quick things to call out. Uh first of all uh you'll see the board candidate filing. Just as a reminder, we have four candidates for the three positions. Uh, incumbents Carla Clayton and Suyu Dailyaly and challengers David Gro and Christina Musadakus. And I would note that they're both with us this evening. Thank you both for being here. Um, and then um I would
008also call out you'll see the um uh contract for MS&Ts uh for graduation. We appreciate the ongoing relationship we have with them. Uh we're often asked why we continue to have graduation at S&T instead of having it in the fieldhouse. And the answer is very simple. It seats more people. And so our graduates are able to invite more family members for that ceremony. Uh doing it on the back of S&T's uh graduation ceremonies that's already set up and um they're very great to work with us. So uh we feel like it's important to allow our graduates to have as many people as we can to come and honor them on that day. So >> all right, >> happy to answer any other questions on any of that. If not, can I get a get a
009motion then to approve items A through F? >> I'll make a motion that we approve items A through F on the cons consent agenda. >> I'll second that. >> Right. All in favor say I. >> I. As opposed. >> Moving on to old business, the long range facility update with Dr. Folton. >> Tracy, will you watch this before? Good evening. We have had a lot of uh good things happening around the district with our um facilities. So, tonight remind you that this is the rendering of the um Phelps County Community Foundation Early Childhood Center. It is well underway. We were in there last week for our tour and what you see is the concrete um being dug up and so they are working on all of that. If I correct me if I'm wrong, Dr.
010But that is to reinforce all of the um to put in the footings for the second floor that we are putting in and to accommodate the plumbing that will be coming through there. Am I right? >> Yes. >> Okay, good deal. See, I'm getting there. >> Look at Pup's Plaza. Um so, as you see, that will actually be the kitchen area and a stairwell in that area, which is kind of exciting. But there is a footing that comes right through there. And so they dug it up to see what that was like because they will have to do some moving running the pipes underneath that. So they had to see how deep it was. Did I get that right? We're going under under the footings. Okay. And those are um things to tie both of
011those ends of the building together. Right, Jim? >> They put a they put a concrete piece in there to tie >> across. It's a it's a concrete beam. >> Yes. See, I'm getting there. I'm learning. >> And that back wall was where the stage was. >> It's where the stage was. >> Yeah. And the reason you see so much concrete out of that area is that's where the kitchen goes. So there's a lot of plumbing that has to go in that area. So that's why that looks a little different. They took it all out. >> Took it all out. >> Second floor. We did not go up there this time. So I took a view from what it's going to look like. Just envision that's going to be a second floor one day with the
012walls that will come up there. And there'll be a over to the left side whenever they fill it in right in there. They'll fill it in with some classrooms. So it'll be really exciting whenever it gets done. They've removed all the walls that surrounded that. >> I see >> they did. >> SM Wilson has been very good to work with. They have been very proactive in dealing with some things that are out there. Um very love their attention to detail and how very detailed they are. They're like there are little ones going in here. We want to make sure this is very this is right. So they are pointing out things to um our architects every time they come down and taking very good care of making sure electrical and all of all of the
013building is done right. So we've been very pleased with them. As you have seen if you've driven by 10th Street, our football field is looks a bit of a mess right now, which is fine. We want it to be that way. So they have started digging the footings for the concrete wall, which are right in here. Um right right now it is one big hole. They hit rock in theirs, but they have taken out the rock so they can put in the footing for the concrete wall, which will then allow us to expand those bleachers back out again. So, that is very exciting. A lot of work going on there right now. On the right, that is um concrete that is all covered up, but that is the basis for the concession stand. So, next
014week, they'll be coming in and laying some brick. By the within the next two weeks, we should have some brick up and some u some of the uh trusses up as well. Whenever I talked with um with Mr. um Quick this this afternoon at KN&S um I was met with Mr. Quick this afternoon and we picked the picking out the maroon for the infields on the football field. So exciting things going on. Any questions about those projects? Mark Twain Elementary, you awarded that at the January 22nd meeting. We have our first pre-construction meeting next Wednesday at 1:30. So we'll be moving forward on that soon as well. questions. >> So, Dr. Can I just ask, are we on schedule with ECC or is a contractor on schedule as of now? >> Right now, there is
015a date that actually goes us pushes us out to September 1st. >> Okay. >> That's about a week later than what we want, but we're watching it very closely to see if we can't and they are too to see if they can't do some things to push that timeline up for us so we can open. >> Have they run into anything that um was unexpected? Well, right now, um, we've run into some electrical things, but that's not delaying us. It's actually the delivery of the steel. >> Okay. Structural steel floor. Is that what we >> That will that will drive a lot of of where we go with that and making sure that comes in on time. >> As as they have done demo work, what they've discovered and what you would expect. Remember that
016building was a church at one point. So, what it appears is that probably over time someone within the church said, "We need another outlet here." and it was done to residential code. Yeah. >> And so they're updating that. That's one of the things that SML has been great is to say, "Hey, we're we're just fixing this as we go." >> And so, um, they're taking care of those pieces. >> Thank you. >> Okay. >> So, worst case scenario, we cannot get that timeline moved up. What happens? >> Uh-huh. >> Uhhuh. >> No. Um, we actually have thought about and and have talked to SM Wilson about being able to still access the other areas of the building because we think the first floor will be complete. Uh if it's one week, we'll we'll make it
017work. We'll get everybody in and we'll set up some temporary rooms in the multi-purpose space or whatever we need to do. Um they're they're they're pretty confident that we can beat it. It just really depends on if there's any delay in that steel. >> Okay. Well, at least we have a plan B. >> Yeah. Yeah. >> Sounds good. >> Okay. Do you need anything from us? >> I do not. I need nothing from you tonight on that. >> Thank you very much. >> All right. Moving on to new business. We have our early childhood grant uh discussion with Dr. Deer. >> Okay. Um excited to talk to you about this finally in in a an official capacity and ask for your approval. Um so what we're looking at tonight is um House Bill 2 subsection
018361 from the Missouri Department of of Elementary and Secondary Education. This is our uh state funding for the early childhood center. And so um last Friday uh finally received some final information and documents and processes with this. So um but I thought it would be good for us to just kind of go through the whole process here and talk about it. What is it? How did it come about? How are we going to utilize it? Uh what the timeline is? And then uh I'll be asking for your approval um here at the end. So, um, want to start by just saying first and foremost, um, want to thank the members of the Phelps County Community Foundation, uh, for their work. Um, without their involvement, this funding would not have happened. Uh, because the the support
019from the community was noted. Um, the, uh, donations from the community was noted and the importance to the economic development of our community was noted. And I think those things together helped package this, uh, to make it make sense within the state budget. and the processes that happen there. I also want to make sure and note um the support of our elected officials um representatives T Peters, Benny Cook, and Don Mayhew and Senator Justin Brown all the way through to Governor Kho um were very supportive of this project. They had questions and we met with them and tried to answer those the best we could. Uh but they were very supportive and I think recognize the impacts that this will have on the Raleigh community for for many many years. So very appreciative of them
020um and their support throughout this whole process. So, um, House Bill Two is the education budget, uh, as it as it is. And so, under that budget for this past legislative assembly, uh, this was a specific line item put in by the general assembly and and approved for $4 million. Uh, the $4 million is coming from a federal grant program, child care and development fund program. So, it's state money allocated by the feds. So, um, the one thing I want to make sure that that we call out through this is anytime that there's federal money that's pulling through the state, we have strings with more strings and regulations with more regulations. And so, that's been some of the delay in getting to this point. Um, this was a specialty grant. This was a specialty program.
021Uh, the state had the funding. They were they were able to do it, but it didn't exist on paper. And so the state has had to build this with support from the federal government uh to get us to this point. So this this childcare and development funds the money from that program from the federal level is specifically to help families access high quality child care. And the argument that we've made is the best quality child care is actually preschool. And so um the preschool services that we'll provide will be u uh immeasurable in that regard. I got ahead of my slides a little bit. Sorry. Um we did have to uh somewhat demonstrate to everyone the impact that this will have workforce and financial and again the community found Phelps County Community Foundation did a
022great job uh just kind of talking about the impact of businesses, child care in general. Uh the the intended impact to people who are able to enter the workforce. Um but then the financial side kind of had two pieces. One was that impact to the community, but the other was the direct impact that this center provides. So, the fact that we're potentially adding 30 plus jobs uh and taking away the payments from those things, um I want to make sure and stress on this also that there was never a a um downplay or a criticism of the private partners that we have, the the faith-based um care centers, the private care centers. They all do a fantastic job and they all fill a very important role in the community. Uh this was never intended to
023be anything that would uh take away from them or harm them. Uh we were hoping to be more supportive and allow for more kids to be served and we hope that that's what ultimately happens. Uh utilization um we were hopeful that the full funding could be used for um all of our renovation costs. Um that is not the case. Um so we're looking at this in two parts. So the first part will be things that can go toward facility renovation. So with all those strings and stuff that's attached from the government. Um we have some regulations but some of the types of things that they are going to allow us to use this toward uh technology infrastructure, flooring, painting, fixtures and equipment, doors and windows inspections. Basically the types of things with the facility that
024we be would be required to make it safe for early childhood um occupancy. What they will not cover are the things like the structural steel and and significant changes to the building in those regards. Um and so adding all the the cost estimates up from SM Wilson for those individual pieces uh including um some plumbing uh pieces that they're going to let us count, we're just over 2 million that we believe we're going to be able to use there. I think that number will go up slightly. Uh there's a couple of things we have in the works with us in Wilson, but uh that's that's our best guess at this moment in time. Then part two is all the other stuff that goes in the building. And so thinking about instruction and operations, so the
025playground equipment, uh the bid that you just approved, furniture, classroom supplies, instructional toys, curriculum, technology, uh custodial equipment and supplies, signage, all the things that make the building operate, uh we can also use those funds for. So, uh, again, we're estimating the remaining part to be utilized in those areas. Um, the big hurdle with this grant program is we have until May, um, sorry, June 15th to have everything expended and invoiced. Our final invoice has to be turned into the state. So, we have roughly three months to spend $4 million. So, this should be fine. >> So, if we have to have it, >> we have to have it paid. We have to have it paid before we can get paid back. >> But that means we'll get the money on the next school year,
026but we have to pay it out on this school year. I mean, there's >> we can invoice monthly. I think >> we can we can start invoicing as soon as you approve this and we turn it in >> and but we have to have our final invoice turned in by June 15th. We will have that payment before June 30. >> Will they Okay. So, it'll all still be in this. >> It all has to be paid out by June 30. Okay. >> Yeah. I was just thinking of how messy that would be if this was in two different schools. >> Kinder would love that. But but it should all it should in theory all fall within this fiscal. >> Do they pay as we invoice or will they just pay it all at the end?
027>> No, it'll all pay as we invoice. >> That's fine. Okay. >> So, a little bit about the timeline. We talked about this a little bit. Um and and we've we've started we've been planning obviously and working um and starting to pull together some of the orders that we can place. So what we are finding is a couple of things. One is the building is not ready for things to be delivered to. So um we originally came at this with a plan of kind of waiting and having things delivered in May. But what we're finding, especially with things like furniture, uh most of the furniture companies and the larger equipment companies utilize a process where they call shelf to production. So if you order it now and it's on the shelf, they'll ship it now.
028But if you don't want it shipped to later, it's first come, first serve and then you may fall into production. And so, for instance, we looked at some uh folding chairs for the multi-purpose room. If we order them now, we'll have them in three weeks. If we want them in June, he said it would probably be October. >> So, that doesn't work. So, we're going to have to order things and have them coming in. Um, and so we have talked with our staff and worked with Patrick. Uh, we've set aside some space over at RTI, uh, within the construction trades program. um they'll be focusing on the h finishing up the house and starting the next house. Uh so they've completed a lot of the things that they'll do in the classroom at this point
029in their shop classroom at this point. And so we'll be able to use about half of that space to start having things brought in and just held um so that we can have them invoice them and get paid for them u to get that closed out so that we're not waiting. Um we uh same same will be true of like custodial equipment and those kind of things. bigger items. We'll go ahead and start ordering um as soon as we get your approval here. Um so just kind of an overall project funding piece then as we're talking about the construction and renovation piece. Um the Phelps County Community Foundation committed to 1.945 million. They are waiting on us at this moment. I will mention this because we are working on getting the signage finalized. Um that's
030required for the contract uh for the naming rights with the Ozarks Community Foundation and um the the young lady that was working with us uh left the company and apparently I'm going to say that either deleted her files, took her files, I don't know, but they don't have them anymore. So we kind of had to start o not necessarily start over, but we had to kind of reinvent that process from the beginning. we should be able to start wrapping that up next week and sharing those um uh renderings uh for approval from the foundation side. So, I anticipate that that happening here pretty quick. Um as I mentioned before, we are anticipating a little over two million from House Bill 2 and then the district is currently seeking some uh certificates of participation funding to
031finish up that project. So, we'll have more information for you on that within the next month or two. Uh that total project cost including architectural fees, engineering and inspections is just over 9 million. So tonight what I need from you um uh is approval of the grant agreement. You have that in your packets. Um what we have to submit with that is a basic budget. Uh if you saw their budget grid in the in the agreement, it's as about as basic as it gets, which is good in one way and bad in another. We will actually submit our own budget grid. Uh Mrs. Zackinson has reached out to Desi to get some clarification questions on coding. We will go ahead and build out our budget based on all the different codes that we will need
032to use for the purchases so that we're tracking that from the very beginning in the right way uh so we don't have issues later. So, uh we once we have your approval on this and we build out that budget grid, then we can start uh requesting reimbursements. >> So, I went through that pretty quick. Happy to answer any questions. >> Any questions? So I do have one question on the indirect cost rate on the 10%. Are we going to be able to build that 10% or is that >> we we have asked the question of what they will allow under that because that's typically spelled out a little more in detail. Uh but we probably will. Okay. >> If we can >> because it's just a cost reimburseable contract. >> It is. >> Yeah. So
033>> no time and materials. >> Typically an indirect cost. Uh we'll be able to do things like the electric bill, water bill for the time that we're not for this current time that we're not occupying, but also some of our labor and cost and and working toward that. So, >> we're just asking for some clarification on that because it's different usually within each grant and they didn't clarify. So, >> and the material twice, the reloading, reload, >> maintenance team. Yeah. All those things, right? >> Like we do an overhead rate and so typically that's billable and indirect. >> So, >> yeah, >> just curious. >> Yeah, we can account for that with hourly weights and and time sheets and stuff. So, >> it's our intent to build on that. We'll just see how it goes.
034>> What where are we at with the uh four rivers aspect of it, the construction of their area? >> So, we within our contract and our construction process, we have we have kind of not kind of we have turned that into a white box. So, basically, we've done the demo. >> There's some structural pieces that have to happen within that space. Uh there's some soundproofing pieces that happen within that space. So, Um we are doing all that because with it being our building we wanted to do the structural pieces. Uh we didn't want to rely on anyone else to do that. So uh essentially at at any point now basically it's it's open for them. So they're doing their own bid and their own construction process to finish that space out. So we have stubbed
035electric and and plumbing and all the things in there for them and they will finish it out on their own. I do not expect that they plan to open in in August, but I don't want to speak for Stuart. I know they're still having some conversations and what that looks like. >> So, nothing else has started in there except what we've done. Okay. >> Correct. >> Just curious. >> Correct. >> We have a great we have a great relationship with them. Um and and things are we've had conversations. >> I knew they were a little behind our timeline, but uh I just didn't know if anything had >> I think um part of that has to do with his funding sources and so they have to kind of wait for things to fall in place
036there, too. I have one more question. >> So on the budget it lists the salaries and benefits. Is it are we allowed to build the direct billing of them to paint and do all the things that we've listed? >> No. >> Okay. >> No. >> So we will we will not be able to claim salaries and benefits direct on any of this. So um under this grant program there's some provisions that if we were operating and expanding but but we're not operating yet. So we with this timeline we won't have salary and benefit leases. We will have the others purchase services, supplies and equipment. >> It will be all of our expenses. >> Makes sense. >> Good question. >> All right. Any other questions? If not, then can I get a motion to approve the
037early childhood Phelps County grant? >> I'll make a motion that uh we approve HB2.361 grant application for the Missouri Department of Elementary and Secondary Education. >> I'll second. >> Right. All in favor say I. >> I post say no. >> Thank you. >> All right. Resetting proposal with Dr. Bolton. >> So I'm coming to you tonight to um suggest a boundary ch a school attendance zone boundary change for our elementary schools. Just as Dr. Dar just talked about was the um was the early childhood center and we are opening with our with our children there our our babies our cute ones the prek and the early childhood special ed we did a year ago we actually came to you and said that we were going to make room at Wyman for expansion of K3 classes
038and that's what we're going to talk about tonight. So why do we need to reszone? Um, with the expansion of the early childhood center, we have the opportunity to review our existing boundaries where we're at and address following and address the following issues that I'm going to bring to you in a few minutes. And the primary objective is to balance the enrollment numbers across our facilities to ensure a more equitable demographic distribution. Why again why do we need to resone an enrollment imbalance? So last year we came to you in March and we asked you to reszone the area where the McBride subdivision will be. You approved that. We will not see that impact right away. So just keep that in mind. But we have that in mind as we're doing the rest of these
039moves because I think that's important. Mark Twain and Truman will continue to operate at capacity and you will see that in our numbers when whenever we um move the early childhood out Wyman will be at 68 68% capacity. By updating our boundaries, we will be able to optimize resource allocation, reduce class size imbalances at some other schools, and create equitable learning environments. The and again, the proposed move will still allow for growth at Wyman with the addition of that ride subdivision that we resoneed last year. So, I want to make that clear. We have not forgot that. Where are we at right now? Mark Twain um currently has 368 students. Truman has 429. and Wyman at 308. So prek now that's just K3. So if you look at preK3, Mark Twain has 392. Truman has
040453 with Wyman at 446. So the number of preK students moving to the early childhood center, one classroom out of Mark Twain of 24 students, one classroom out of Truman of 24 students, and actually that's 12 kids each session. So one morning, one afternoon for both of those. and in the afternoon and then Wyman again morning afternoon programs of 138 classrooms impacted by the move to ECC at each of the buildings you see there what will enrollment look like if if we make this move so 2526 as of at the end of January Mark Twain had 367 students Truman at 427 and Wyman at 305 if we leave enrollment as it is and we do not redistrict Mark Twain will be at um 261 1 students. Truman will be at 318 and Wyman will be
041at 231. Big difference between Truman and Wyman. As you see there, if we redistrict, Mark Twain would be at 261. Truman will be at 277 and Wyman will be at 278. I will point out to you that these numbers are K are one, two, and three. So, let's make that clear. We have not added kindergarten in because we don't know what our enrollment will be like. Your 367 includes kindergarten. Okay, >> does that make that clear? >> That's why you see the difference. >> So, enrollment stabilization. We want to reduce the capacity at each elementary building to allow for future residential growth without the immediate need for temporary classrooms or further redistricting. We do have growth occurring in the Truman district as well. So, there are some subdivisions going on that will actually end up
042in the Truman subdivision that are growing right now out in their areas. So we have to allow for that as well. Resource equity realign the boundaries so that specialized teachers are utilized similarly and effectively. So whenever we talk about that it's it's our title people. It's all of our special classes. >> Question. >> Yes. >> On that you're actually reducing the enrollment not the capacity of those that trim. >> We'll enroll at Trimman. Yeah. We're going to reduce enrollment and it will allow us not at full capacity. So it will bring it back to allow for growth. >> But we're not reducing the capacity. We are not reducing the capacity. No. So here is our resoning proposal. What we are proposing to reszone. I don't know why GIS does it, but we have blue and
043purple close to each other. So pay close attention. So the area that is in Wyman is in blue. Truman is in purple. And right now we're not dealing with any Mark Twain. So the so if you see the red line that would become our new boundary in essence for moving everyone from Truman to Wyman. So everyone that is in this vicinity right here would be reszoned to Wyman extending the Wyman zone over in this area which is essentially uh Highway 63 Bishop Avenue north to the county line. And you have Make sure I hit the right button. You have County Road 8010 right here, 8360 right here, and 80 um 8050. So, it's everything um and it's 8050 is only north of Highway 8360. Does that make sense? >> So, might put that a little
044differently. Um, it's not super clean, but if you think about White Columns, which is the S&T overpass, and Bishy Road, which is the one that goes by Colton's, >> it's that north go north from there. Um, in that loop, right, is is essentially the area we're talking about. >> All of this right in here. >> How many does that impact? >> I will get there. >> Oh, okay. How about that? >> I'm not done. So, we have identified 47 students in grades K through two, current K through two students. Keep in mind, next year they will be one through three. 47 students um that are at Truman, 15 in first grade, 11 in second, and 21 in third grade. Again, I just put a reminder that this does allow us to grow at Wyman with
045the with the McBride subdivision. So, that's the impact that we have there. Again, we do not have kindergarten numbers for next year. So, I want to make that clear. So, the K2 students currently enrolled at Truman in the proposed resoning area will attend Wyman beginning in August of 2026. This actually encompasses four bus routes, 30, 39, 40, and 63. It actually is pretty clean. Those bus routes will then just go to Wyman. If the proposed boundary changes are adopted, all properties affected will receive a letter in the mail informing them of the change. But right now, we're going to inform them that we are proposing this. Those letters will go out next week to every property within that area so they will be they will be aware that we're that we are proposing it. Then
046they will get one that says we did adopt it. >> And that's a key piece. It's not just those that have students, it's every property owner because we don't know who has kindergarten students or those kind of things. So it's everybody that owns property within that area. >> And uh so luckily we have we've been given access to the GIS to pull all of those addresses in there, all of those properties. So what is the process? Just as a reminder of what we did last year, all properties impacted by the change are notified by mail. We put everything will go up on our website tomorrow that we are doing this. An opportunity will be provided for the public to comment on the proposed changes on our district's website starting it's tonight or tomorrow morning whenever
047Gina's out of town. uh ending March 5th, 2026. The proposed changes will be brought back to you at the second March meeting and then you will then vote to whether or not we adopt those changes, questions, comments. >> Okay. >> So, those kiddos stay on the same bus? >> Yes. It will not affect any bus changes. >> Bus changes. >> It will just change where the bus goes. >> Just where it goes. Okay. And if anybody wonders about what we're doing north of because we have some in the Mary's County, those will stay at Trimman. >> We will reroute that bus route to to come back down to Trimman. >> So 8050 goes all the way up to Mary's County line. >> Mary's County line will be our will be our drop will be our
048stop. >> Okay? >> Because if we did that, some buses go one way or the other. We have one bus that will pick everybody else up there. >> Okay. Thank you. >> Thank you. All right. Thank you. All right. Next up is Mson with our Y27 preliminary budget. Okay. Well, officially, as of a few weeks ago, while we were still finishing up last year's audit, we started next year's budget. So, tonight we're going to look at just the building supplies and a few other items so that we can get everything started, get the allocations out to the um building administrator so they can start working with their leadership teams on building their budgets for next year. So, the budget allocations for 2627 school year are based on a few things. So it's based on the
049average of this year's September and January first Wednesday enrollments at each building. I have gone ahead and adjusted Wyman Mark Twain and Truman making the assumption that the resoning will be approved at the next meeting. If for some reason it's not, we can go back and change these allocations. Not a big deal. We are also making the assumption that the early childhood center will have approximately 300 students. So going forward once we know for sure in uh subsequent years we'll have exact numbers like we do for the other buildings. So all of that's based on $160 per enrolled student. So the building allocation total for next year right now is $723,000 $723,720 and it's just over $13,000 less than last year. So that seems a little odd. I realize um enrollment has not de declined,
050but I do have to fess up um going back and changing and taking out those uh prek students. We've kind of been double counting those in the allocation. So that has now been corrected. So, but again, our buildings have not they don't spend all their budget. They're very conservative. So, it's okay. It's corrected now. We'll move on from that. So, but I did identify that um when I was going through that this year. Um, so also looking at miscellaneous supplies and equipment. So high school band instrument rotation, we plug in a number here for next year. It's going to be about $20,000. That varies a little bit depending on what they actually need, which I actually don't know for another month or so from that department. We also allocate a hundred thou $100,000 each year
051for the RTI building trades house and then $80,000 for local matching for enhancement and 5050 grants for the RTIC programs. So, the FY27 custodial supplies we also want to allocate so that our head custodian can get started on his budget for the buildings and know what they're dealing with. Um, I've budgeted that at 216,500 for next year. It is based on an average of the previous three years. That is um actually about $45,000 more than current year. I've already had to increase it for a few of the buildings this year. The supplies are with inflation, it just keeps going up. So, um, increasing that for next year. Another reason for the increase is that our policy has changed in the last few years and equipment under $5,000 isn't technically equipment. It's considered a supply. >>
052So, more a lot of our custodial equipment is under 5,000. So, it's been coded to a 6,400 account, which is a supply. So, few few things that are factored into that increase there. So, preliminary budget allocation. So, just to get the kick off the budget season, $1.1 million for supplies for FY27. Uh, overall, it's an increase of 36,575 as compared to this year. I do need a uh motion for approval or any questions. Questions? >> Did we break out early childhood separately last year in the crystal supply? We didn't. >> Yes. Um it has in the past few years been budgeted at about a hundred students and only a $100 per student. >> Their supplies historically just simply cost less >> for for school supplies. Not custodial, >> right? >> Custodial. Custodial. >> Yeah, that
053custodial list had really for the new buildings, right? Yeah. I'm sorry. Wasn't your question. Thank you. >> Thank you. >> Okay. >> Any questions? Okay. >> I make a motion to approve the preliminary fiscal year 27 budget allocations as presented. >> I'll second. All in favor say I. I. >> Those oppos say no. >> All right. Thank you. Next discussion is our board self evaluation. So we are going to be participating in the MSBA board self-evaluation pilot. So thank you Charlotte for getting us connected through uh MSBA. So, working with Phyllis, we've kind of got a schedule mapped out. So, our survey will actually open tomorrow, February 6th. So, you'll get an email with a link. It's going to take you to uh Qualrix. That's going to be the uh software program that's going to
054be used for that survey. You'll have until February 13th. We will have until uh February 13th to close that out and then MSBA will send us our results on February 17th and then at our February 19th board we will have um a discussion and then on March 5th we will provide uh some feedback to uh Phyllis uh Barks through uh Zoom on what we thought of that survey process. So that'll be about a 30 minute virtual meeting with her. Is there any questions? >> Was we need to change our start time for that date or >> Yes. So, >> will the feedback be >> video be in close session or open session? >> It's all open session. >> Okay. >> And so, there's some work uh session dates below here that we're going to approve
055uh to capture that 19th that February 19th meeting. So, we're going to propose that we start that at 4 o'clock. So, we'll have open session, then go to close session, and then have our normal open session >> on the 5th. >> On Yes. >> On the >> No, no, no. On the 19th. >> 19th of February. >> February. 19th. >> I think is right down below. >> It's actually both. Yes. The 19th and the 5th. >> So, four. >> Yes. Yeah. I'm sorry. I was just doing it in two. >> Oh, it's the 17th. >> Because they're Can I roll those together? You want those separate? >> Uh, separate because they're separate dates. Okay. >> Four o'clock on the 5th and four o'clock on the 19th. >> Yes. So, just on talking about the 19th
056at the moment. >> Yeah. And it gets a little further complicated because the next thing we're going to ask you to do is to move the March 19th meeting. >> Oh, right. To the 17th. >> To the 17th. >> Yeah. >> I'm confused. >> Okay. Is there any questions about before we make a >> different Okay. So before we make uh take an action, is there any questions about the uh self-evaluation? Understand the Okay. So can I get a motion then to have a work session on February the 19th at 4 p.m.? >> I'll make a motion that we set a work session to discuss the board valuation summary on February 19th at 4 p.m. >> I second that motion. Right. All in favor say I. >> I. was supposed to know >> on February
05719th, we already have a financial audit review committee >> meeting >> at 4:00. >> We need to push that then too. >> Okay. Sorry. >> No, thank you. >> Um just it's not all of us, but we would just need to change that. >> Is that you're okay with that? >> Okay. body, >> right? >> Yeah. >> Okay. >> Guess we didn't catch that. >> All right. And then we need to set a work session on March 5th at 4 p.m. >> Okay. >> Can I get a motion for that? >> I'll make a motion we set a work session on March 5th at 4 PM. >> I'll second that. All >> right. All in favor say I. I. Say no. Right. All right. And then moving on to rescheduling our March 19th meeting because
058there's a conflict with the >> confos. Yeah. So, and we're presenting. So, uh we were planning on just coming back, but that's going to be difficult. So, >> we're asking if we could shift that to that Tuesday instead of Thursday. >> The 17th. >> St. That's day. So that would also be four o'clock or that would be normal. >> The others were February dates. This is March. It just the dates are the same and it got a little confusing. I just want to make sure everybody understood that. Yeah. So those were February dates. This is March. This would be normal times. >> I'll make a motion to move the March 19th date to March 17th. >> I'll second that. >> Right. All in favor say I. I. I. >> And I will be missing that
059meeting on the 17th March. Yep. All right, moving on to comments. So, how are you, Ashton? >> I'm doing quite well. >> I just like to give a brief update of what's been going on in the school environment. Uh, obviously last night was we had a powderpuff game. It went very well. I don't know if you heard about it. I enjoyed it. >> My son played. I didn't get to go watch. Oh, it was it was entertaining. I enjoyed it. Uh, and then I'd like to talk about um um sorry, from February 27th to 28th, we're obviously hosting a speech and debate tournament at the high school coming up pretty soon. And we're looking for judges. I know previous years past. Last year, some some people from here wanted to be wanted to be interested
060in becoming a judge and so I'm just updating you on that. And if you want to become a judge, you can contact me or Mr. Brooks. >> I already signed up. Uh, yes. We're gonna have Mr. Brook sent us an email. >> Yeah, he did. >> Oh, perfect. >> Send us if you were I think if you were a former judge. >> Okay. >> You got one. You judged before him. >> And then I al also like to talk about obviously upcoming dances, not just in the high school, but also in junior high with court warming coming up pretty soon. That's very exciting. But also in the junior high, this sneaker dance, I believe, for Valentine's Day. Uh obviously the festive uh uh suvoir is very current in high in the public RA public schools
061and so this is something to keep in mind. >> Thank you. >> All right, superintendent. >> Um just a couple of quick things. Um one, we did receive a facility naming request petition. uh according to our policy, that's the the process that that happens. Um so the the petition is asking for the board to consider uh renaming the performing arts center at the high school the Jason L. Bartlesmeer Center for the Performing Arts. And so uh per per uh board policy um board president Carla Clayton will assemble a committee uh with three board members and two community members. The two patrons cannot be affiliated with the naming request. So they can't be signers on the petition or the person who requested. They have to be neutral uh parties. The the committee will review the application
062and talk about whether they think it's appropriate and whether it should be considered. They'll come back to the board as a whole to say yes, we think it's good or no, we think there's concerns, maybe we need more information, whatever that looks like. If the committee decides that the the application should proceed, then we enter a public comment period and collect uh public comments and then come back to the board for a final decision after that. So, it's a little bit of a lengthy process. Um and um part of that will depend on how often the committee needs to meet or and when they when they can meet. Sometimes it's difficult to get people together. So, uh but I wanted to mention that um because uh we are starting that process. So, >> and Dr.
063Derek, can I can I ask um who how does that get initiated or who initiated that request? >> Just a citizen um who uh I think her daughter had a a great experience with Mr. Bartleser who passed away and uh just felt like >> that's what they wanted to do. So >> that's good. >> Great question. Um wanted to mention snow days. Uh contrary to popular belief, we do not lay on the couch and make those decisions by flipping a coin or anything like that. Um there were there were a few questions about driving and that kind of thing. So I just wanted to mention for the viewers that we do drive. We drive a lot. Um and it's not just myself. Um Dr. Welch, Dr. Fton join in. Um Leo and some of our
064other transportation folks help out with that. Patrick um and his crew usually come in early, so they're helping with those processes. Um I want to give a shout out to our maintenance and custodial departments. Um our parking lots and sidewalks were probably the cleanest thing in town on Tuesday. They did a fantastic job. >> Um, in that cold in that very brutal cold, they got us taken care of. So, um, that was not the issue at all. Um, and, um, that Wednesday call was a difficult one because it was going to be, uh, we were going to be hated on for having school and hated on for not having school. So, uh, we did drive. Uh, we went out into the gravels. We went out to the far farthest north points and the farthest southern
065points and and checked roads. um and obviously just had to make a judgment call. So, anytime that those situations occur, we realize that there are isolated people in in certain s certain circumstances that are just um not okay and we don't want anyone to risk their lives. So, we just ask to, you know, communicate with us. We do our best to call anybody that we're going to have difficulty getting to. Our bus drivers know their routes really well and they're usually pretty good to say, "Hey, can you meet me here? Can I pick you up here?" That kind of thing. So, uh, very pleased to announce our average attendance for that day was was, uh, uh, between 93 94%. And so, um, we had we did have a bus that day and the next that
066was stuck, not off the road or anything, but just once they stop, sometimes they just can't go again. And so, uh, both of those were in turnaround spots where snow had been pushed and they weren't able to get into the where they normally would turn around. And so it just just enough of a hill that they they couldn't get enough traction to go again. Uh kids were safe. The bus was never stalled or anything. So I appreciate our drivers and everybody and the work that they do on those days. It was very much appreciated. Um and then just a quick reminder for February 24th, we have our community conversation, our first um series, our first meeting in that series. Um we have um Josh Barer coming in to talk about mental health and the stigmas
067associated with that. We're having a vendor fair prior to that, a resource fair. So, we have several area um resource providers who are planning to come and set up tables. Uh we'll have some light refreshments for people to visit with those folks and find out what resources they offer and how to get in contact with them. Uh Mr. Varner will do his presentation there at the high school performing arts center. And then we have our partners from Compass Health and Prevention Consultants who will talk about um access to resources and things that they can provide here in the community. Very happy that we're able to host that. We've had a good response so far, but we still have lots of room. We do ask people to pre-register just so we kind of have an idea
068of um what we need for snacks and handouts and those kind of things. So, uh there is a flyer on our website on our Facebook page um that you can use the QR code to register. Please register everyone you plan to attend. So if you have four people coming, make sure you register four people again just so we can make sure we have that. But looking forward to that. And um we're planning our second session which will be around um cyber crimes um extortion and um um people posing and and hacking and those kind of things and and some of the dangers that our kids are running into in those regards. So, it's not always about the the evil guy behind the couch 100 miles away. Sometimes it's it's the neighbors um doing things to
069each other that that create issues. So, I'm just trying to educate people and provide some resources to help out with those situations. That's all I have. >> Okay. And then we've got some written reports, um attendance, substitute teacher, financial report, cafeteria report, and then our nursing report. Um, is there any need to go back to close session? So, we are in uh we're ready to adjourn. Nobody has any or actually is there any school board members that want to comment on anything? Sorry. >> Oh, don't forget the core breakfast on the 13th. Register ahead if you can for that. We'll be serving muffins, um, bagels, and fruit. >> Middle school auditorium. Uhhuh. At 7:30. >> 7:30. >> Okay. Anything else? Today we hosted dis uh district deca at S&T. It was a great turnout. A
070lot of great students to see and was a really fun event. So we should be proud. Ra was the host. >> They all looked really nice. I saw students coming in from all over the place. They dressed well. Yeah, >> a lot of my f friends won a lot of medals. It was they enjoyed it. >> Oh, wonderful. That's great. All right. Anything else? What are you doing next weekend on stage? >> Court warming. >> That's this weekend. >> Next weekend. Valentine's weekend. >> What am I doing? >> Oh, yes. I'm a drama play, which I which I had to skip to come here, but it's okay. I had to skip out of rehearsal early. >> Awesome. >> It's going good. I'm excited for the performance. >> And what are the dates? Um, >> she
071has it better than me. >> Wonderful. >> I'm excited. >> That'll be fun. Should be. All right. Well, we don't have Mark this evening. >> I'll make a motion that we adjourn. >> I'll second. >> All right. All in favor say I. >> I. Say no. And you're stuck here.
