001Okay, we're ready to begin our meeting again by um with the pledge of allegiance. Those that wish to participate are invited to face to stand, face the flag, remove any hats, and place your right hand over your heart. Participation is voluntary and respectfully welcomed. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. >> Sorry. Moving on. We have no recognitions this evening. Everybody is busy. Um so hopefully next time. Um, next is questions from the floor. At this time, any person wishing to speak on any question previously discussed through administrative channels and not on the agenda will be granted three minutes to make a presentation to the board. Seeing none, we'll move on

002to presentations on agenda items. Any person wishing to speak on any items on the agenda will be granted three minutes to make a presentation. Seeing no one, we'll move on to our consent agenda. A consent agenda is utilized by the RA board of education as a means of dealing with routine matters which must be considered by the board of education but require a minimum of discussion. All board of education members receive and review written and supportive supporting oop sorry got you turn the page the item listed on the consent agenda well in advance of the meeting. While any board of education member is welcome to remove any item from the consent agenda for separate consideration or discussion for any reason, normally all items on the consent agenda are approved in one motion with a minimum

003discussion this evening. We have items A through F. >> Yeah, just a couple things. Uh one one thing real quick, Dr. Fton, and then I'll let you do the bus piece. Uh under contracts, you'll see that compliance plan certification. So that is a required piece for our special education department. We t we choose as a district to use the state model uh because it obviously meets all the federal requirements and all those things. So um there's no uh we're not making any changes or anything there. We're just asking you to adopt the state model for our local uh compliance plan and then Dr. Fulton would like to talk you through the bus pieces there. >> Thank you. So bus purchases. Last year we came to you and we purchased some buses. I am we're coming

004back to you this year for asking to purchase four buses. Our fleet is getting significantly older. We are in need of new of of newer equipment to work with. So with that from last this year's cost a bus with air conditioning is $173,46 each. Last year when we came to you it was about $169,000. So it is an increase of about $4,000. So the base bid on those for the for the machine itself went up 8,000 but air conditioning went down from 12,000 to 8,000 cost. So overall it's a $4,000 increase. So we are asking for four full-size buses this year. >> And then talk to your lease also. >> Correct. So with that with our with the opening of our early childhood center next year comes with transportation for that. With those it requires

005special buses. We need car seats and seat belts. So with that we are looking at leasing five buses. So we think we can do this in five separate routes to transport the students. Those buses all the first half has the built-in car seats. The second half of the bus has it in the built-in seat belts. With that, with those, a three-year lease is $174,790. And that is for five buses for three years with three separate payments of about 35,000 a piece with a three-year total being $524,370 in that range. So, >> go ahead. So with that, we had a five-year option. So we are looking at we're not sure what that's going to look like. So we're not positive. We want to commit to five years with making sure that those buses meet our needs.

006Those are 53 passenger buses, not 77 passenger buses. So we want to look at three years, see what that leasing looks like. Those funds partially will be partially reimbured to us based on an early on early childhood special education um numbers. So there's a there's an a calculation that goes through of we would be reimbursed for a partial amount of that. Am I right? >> Yeah. And that is the reason for the lease. They will reimburse us on a lease. They will not reimburse us on a purchase. >> Correct. >> So that's the reason for looking at the lease. >> And this lease would start um in August of next year. >> August. August. Okay. >> Yeah. So that's where I saw the recommendation and that's what why I thought we were voting on that

007and it wasn't in consent but the recommendation is incorrect and you can fix that. >> We will get that correct. >> You you said it right. >> We said it right. Right. But we will make sure it is corrected in there. >> Any questions? >> I have a question. Do we have some buses already >> that we own that could be doing this or >> We do not. This is something new. We need for the preschool. >> For the preschool, we have some buses and we have car seats that we put in them, but we do not have enough to manage this population. So, mostly they run our early childhood special education routes and they would still continue to those buses are needed on those routes. >> This is five new routes. Okay. Because we

008can't manage what we have without these five new routes. >> Okay. Thank you. >> You're welcome. >> Right. Any other questions for >> So, you're recommending the three-year, not the fiveyear lease. >> Correct. The three-year lease, >> but the five-year lease is >> less. It is less per year. Less. >> It is less per year. But the warranty and all of those things are together. >> Why is it 149 and the other one's 174? What am I? >> Because that is per bus per year. >> Per. >> No. Is it per? Yeah, >> it's per year. >> Per year. >> Mhm. It is cheaper to go the five-year route. We are afraid that if we get into this and five years down the road, we are stuck with buses that we don't we can't use

009for those five years effectively. We would like to try for three. >> Okay. >> And then come back after the end of the three years and then we could go for the five years. We really are unsure what this is going to look like. >> We're making our best educated guess is what we're doing. >> And and we we typically don't do 53 passenger buses, but keep in mind with the early childhood special ed population, some of that will be doortodoor. And the 53 passenger bus gives us a whole lot more options of where we can go with a bus as opposed to the full size 77 passengers. >> And do we think at some point we'd want to just purchase >> these or if we purchase them, we are ineligible for the reimbursement. >>

010So we Okay. >> Down the road. >> Yeah. Yeah. I mean there's always the chance that could change, but um I think our I think we would want to capture as much reimbursement there as we could. And I'm assuming that we'll capture some reimbursement from the state through that to keep appropriating money for our buses >> in in theory. >> So none of our current buses are currently running preschool routes. >> They are. >> So none of those buses will work for routes? >> No. And the reason is is those buses run the early childhood routes midm morning. >> They're not running them before school. and any kids that we do take home and to daycare after school, we can manage those, but we can't manage this amount of students on that with the route

011early in the morning and again at 3:00. >> It's an addition because we're going to add >> we're going from a smaller population to a very much larger population going all day. >> I just didn't know if it left, you know, a couple of our small buses not being used because we would have these instead. Yeah. >> Uh there most of those buses are running special needs kids and other things as well. So yeah, it doesn't really >> have to create a full day program. >> Dr. um the reimbursement is it um 100% of that cost. What is that reimbursement? >> It's based on the amount of of IEP students on the bus. So if there's 100 kids and 50 of them are IEP, that's if there's 50 kids right >> on a 53 and

01225 of them are IP, we would get half the cost reimbured. Okay, >> that's a better math. >> And and I should say the cost the reimbursement cost is all of our cost for operating that bus. So in that in that scenario, half the driver, half the fuel, half the oil change, half the tires, half of whatever we have to do that bus. >> So whatever cost associated with that bus, we can recoup. >> Okay. >> Whatever percentage. >> Yep. >> Um. >> Yeah. >> Yes. >> All right. Any other questions, anyone? If not, can I get a motion then to approve the consent agenda items? Um, A through sorry F. >> I'll make a motion that we accept the consent agenda items A through F. >> I'll second that. >> All right. All in

013favor say I. >> I. >> Those opposed say no. Those has been approved. All right. Next, looking at old business. We have our long range facility update along with the storm recovery update. Dr. Pton. >> So, no presentation tonight. We'll just talk through a few things. um in the long range facilities. We accepted bids today on our turf project and with that the softball project. So, um Honer is looking over those right now. We'll be going over those um in greater in greater detail with them. So, that's what's coming. Early childhood bids are due to us next Tuesday. So, when you look at long range, that's where we're going with that. Again, that's the purpose of our special of our special session on the 28th to go over those with you. So, very excited about

014those processes coming together. When we talk about um the tornado recovery, the gutters are on Wyman and Middle School. So, that is very good. We're very excited about that process being done. Now, we're up to the Mark Twain um cafeteria and those windows drawings. So there has been a change in that timeline looking at the drawings going out for bid mid November instead of this week like we had originally been talking about with bids due three weeks from there a notice to proceed in January with a possible this is very tentative final inspection move in at the end of March of 2027. So when I've been saying 18 to 24 months, just keep in mind I we're we're pushing that timeline because that's that's two years out from where we started. So that right now

015is is the timeline as we move forward. Questions. >> So bids in November, >> Drawings in November. bids due probably the first week or so of December, 3 weeks from that with a notice to proceed around the 1st of January >> with final inspections. Then what 14 months later in >> March of 2027. >> I'll be honest, I have estimated that timeline all the way through um pretty close right now. So, and they're still not sure that this is a timeline. So keep in mind this is still very fluid. It could change >> and I would tell you so um had some questions lately about why is that project taking longer and what's going on there. And part of that is because of that storm shelter piece just requires some extra engineering. There's some peer

016review that has to happen once the designs are done. They have to send it to another firm to review and there's always some back and forth, some extra structural things that have to happen there. There's just a little more to that than um than the other projects. So, it just takes a little longer to pull together. >> And I will tell you that once we get all of these bids in, we're going to have to send them to the adjuster and they're going to have to go through a full review there. They have not reviewed this process yet. So, whenever I say very tentative, this is very tentative. I don't know what it looks like in December for our insurance company and our reinsurance company because they're going to have to give their seal of

017approval on this yet as well. And same with our softball field as well. We still have to send those in to them. Okay, any other questions? If not, we'll move on to new business. So, our first item is um a special meeting. So, to avoid any delays in launching our construction projects, um it's been recommended that we hold a special meeting on October the 28th at 400 pm to review u bid openings. So, it looks like I just need to get a motion to approve. >> Okay. I'm sorry. What was that? bid openings. >> It's It's to review the bids for those uh >> review those two projects. >> And that will be in open session. >> It is. Yes. >> It is. Okay. >> October 28th. >> October 20 at 4:00. >> The entire

018meeting >> 4 p.m. >> We're going to All right. >> We will have a >> Great. If I can get a motion then to make a motion to approve a special meeting for October 28th at 4:00 for a bid meeting. >> I second that. Right. >> All in favor say I. I as opposed say no. >> And I will be out of town for >> all right. Then next is um our winter meeting time changes. So it was a suggestion that maybe we started meetings early on in November and December. Remember that those are longer agenda um days meetings due to the schools coming and presenting as well as I believe we'll have our APR data um in November. So, um would like to make a motion to um change the time for November and

019December to 400 p.m. Can I get a motion for that? >> Make a motion we change the meeting start times to 4 p.m. >> Is that for the close session at 4 and open at 4:30? >> It would be the close session at 4 and then the open would be at 5. I'll second >> 4:30 >> or I'm sorry, 4:30. Thank you. >> All right. All in favor say I. >> I. Those opposed say no. >> All right. So, we'll have that at 4 pm with open at 4:30. All right. Um, comments updates. >> Yeah, just a couple things. Um, uh, not getting too far ahead here, but on your upcoming dates, just make sure you note all the the next few days. So, uh, we'll, uh, we'll get done here in plenty of time.

020If you're interested in going over tonight to the RTI, um, for their showcase, uh, RTI and RTC here. Um, so, uh, showing off those career tech programs. Uh, public is welcome. Uh but please come out and support the kids. Um and then of course uh Saturday is the Maroon and Grey Suare uh at Hasselman at

0226. Um always a good opportunity for core uh to help with their mission and supporting our kids uh through activities and those kind of things. And then um Wednesday night, tomorrow night, we have our second citizens academy meeting. So remind the board that you all are welcome. We have our 30 citizens that signed up for that. Um tomorrow night's focus is uh special education and our counseling mental health services. And uh we'll do a little tour at RTI uh as as just we're trying to do one in every building, kind of get everybody out and see some things. So um RTI just happened to be where we could get space tomorrow night. So Um, >> you said RTI. >> That's at RTI tomorrow night. So, you all are welcome. Uh, certainly don't have to feel

023obligated, but you're very welcome to be there if you'd like. And then, um, Amy pulled up this picture. Uh, so on the 4th, uh, the, uh, uh, sixth annual Raleigh High School Hall of Fame banquet was held. And so, uh, the inductees this time, uh, I'm going to start there on the left side of that picture. So, representing the 2000 girls soccer team, uh, of course, is uh, uh, uh, >> Coach Howard there. Yeah. Uh, holding his plaque lower than everyone else, I noticed. But, uh, maybe he was tired. I don't know. I have to give him a little bit of a hard time there. But, uh, that 2000 girls soccer team was, uh, um, kind of a monumental, uh, piece. A lot four named for all state, special group of kids. um high state's

024highscoring team finished 27-1. I think they lost a pretty disappointing um u quarterfinal game that year. So, yeah. >> Uh next to him, of course, is Don Knap. Um we've talked about Coach Knap. Uh 37 years of coaching here in the district. Um well respected and and highly thought of. Uh I I could read accolades on all these people for forever, but uh 182 all state athletes, two Olympic trial athletes, one Olympic athlete, 12 state championships, uh on and on and on. Missouri Hall of Fame member. Uh next to Coach Knap is Michelle Green Haynes, class of 1997. Uh three all state honors in volleyball, basketball, and track. Uh one of the greatest long-range shooters in basketball history for the Lady Bulldogs. uh career scoring list uh all all SEC volleyball player at the University

025of Alabama uh just allound outstanding athlete and next to her is uh Dr. John Oliver Wilson uh saludiatoran and president of the class of 1956 uh Navy ROC scholar economist so did a lot of work with uh several states uh chief economist for the bank of America uh did some work with white house task forces um um New York Times event uh labeled him as one of a gathering of one of the mo select economists the New York Times labeled as the most important economic event in the world. Um so very influential gentleman in the world of finance across the the country. And then next to that is the u widow of the late Charlie Macau. Uh Charlie was um class of 1957 high school record uh in basketball scoring for 68 years which was

026broken last year by Ethan Brown. So, uh, he held the the basketball career scoring record of 1,584 points. Um, and part of those, uh, basketball teams from the, uh, mid50s there that were outstanding. So, great group of people and and, um, always a pleasure to to recognize their contributions to everybody. So, uh, that's all I have. >> Does anybody have anything else that you'd like to comment on? We got to tour the house tonight, the RTI house, the building trades. It was really nice to see the students and their work that they have done and that they're doing. To see students that have graduated and are coming back and have been on some jobs and doing work for us. It's really great to see their hands-on skills and what they're accomplishing. >> Did he say

027it should be done about beginning of December? Is that what he was talking about? >> So, hit the market sometime shortly after that. Yeah, >> they they do some nice unique finishing touches and it's always nice to see. >> Yeah, >> definitely nice. >> Nice. >> And Maria couldn't be here this evening, but she did send this to tell them that she encourages you and everyone to come out and support all of the homecoming activities that Dr. Dar mentioned, especially the Powderpuff game she actually put in her text.
