003your third most important thing was keeping three high schools every everything you read about small school settings kids do better they don't do good in large schools uh when you guys close Lake and put them at hosia what happened grades went straight downhill for both kids from both schools I mean of course you had them learning in trailers parked behind it and it's somewhat fixed the underserved people of South End and North End which have all their sixth graders going to middle school but the East end of town has the newest school and it's underc capacity you want to build another school out in that part of town where we got underc capacity now how's that going to work out um so the underserved people in our area so when they run to school it's
004going to cost them more in gas I mean when my kids were in school it was nice to run down to Benton and if it got cold that day run them a jacket if they wanted lunch but if we got some big school that everybody goes to that's miles away I'm probably not going to run out to those schools and attendance kids are late for school and they miss your bus uh they just might not go to school if they miss it they probably won't because you're not going to have parents that are going to run them out there not to mention your bus situation you guys already got a nightmare it's a nightmare right now I hear so many horror stories I know they try but two hours getting kids home so what are
005you g to do when you take all the kids and put them on these buses that you can't handle now um again the property tax okay you're counting on revenue from people's personal property you shut down our schools our property tax goes down so what kind of money are you planning I mean are you counting on the revenue you get right now because you won't have that no more it'll change we won't have a new school built in our area it's not going to raise our value because it's going to be too far out so it's just something to consider and again there's people on this board who ran on keeping three schools who have totally changed their mind now that they've on the board yes that's all I got to say thank you items
006under discussion revisions of policy jecc um talk about this you don't me to it doesn't matter either way it's it's pretty simple I can talk about it Dr Anderson this forward uh really it's just a modification of JCC uh kind of really to clean up so that we can put some additional language in here uh related to our ELD students uh right now it specifies about our special Edge students uh but we don't have any language in this policy to support our El students so um they're asking we just add this language to be able to put that in there thank you and the policy is attached yes and this is only an informational item yes so you be asked to approve it at the at the next meting next meeting yeah okay perfect are
007there any questions about that and if you have specific questions I just email Dr Anderson she probably can answer those thank you Dr seagis okay long range plan uh yes we've got uh Neil brandham and John Reinhardt are here tonight from LJ Hart um they're going to talk a little bit about um what uh what a bond issue would look like to run in April of 25 um they'll talk a little bit about what our our bonding capacity is right now as far as a no tax increase which we discussed a little bit last month and then Dr Edgar uh asked them to run uh 110 to 13 uh total for what approximate cost of of building a new school would be so I'll let them uh take care of that discuss that a little
008bit what that'll look like for you yeah uh can everybody hear me okay um again my name is Neil Brandon with LJ Haron company uh as Dr seagis mentioned uh we kind of wanted to put together in front of you uh as part of the long range financial plan uh for the district based off of uh what was approved as far as the capital plan um kind of working together with them uh based on that and how much we think maybe building those uh those buildings and those plans would be uh what that would look like from a tax standpoint um so I have some handouts in the front uh the main one is exhibit one it is a an executive summary of the options that I put together for you um and all of
009them are based off of a 2025 um election so I I know I said last time that no tax increase was 70 million and then 80 million if you waited until 2026 that's still the case just didn't put 2026 on this uh summary because uh per my instructions it was be for 2025 tonight so um I I will point to that and basically say that in the booklet I do have this all detailed out if you want to look at it um if you want to get into more detail I can do that tonight um but I I was going to kind of go high level and then if you want any more detail you can ask questions feel free to do that um I do want to say the bonding capacity for March or
010sorry for April of 2025 is just over 174 million that is the legal capacity as far as you being able to borrow your 15% uh of your assess valuation so that is um everything taken out as far as the stuff you have outstanding including the 20 million uh from this past year that we approved in July um on that executive summary on exhibit one uh just basically have it broken out uh one of them or one of the options is uh no tax rate increase so keeping The Debt Service fund l at the 53 cents uh that has been approved by the board uh on that one basically in any scenario that we do we'd have to break it up into two two separate installments and that's based on your cash flow um and that's
011just how it works as far as avoiding some interest expense for the first year and then basically putting both of those installments together as the full par amount so that first set of rows there is for 70 million uh those would be uh issued in 2025 and in 2026 separately both so one of them for 15 million one of them for 55 million uh totaling a 20-year repayment plan and then that would keep the levy at 53 cents which again is no tax rate increase okay and based off of talking with Robert and Gabe as he mentioned we did another one for $110 million again split into two different installments of 30 million in 2025 80 million in 2026 that repayment period period stays the same okay uh what would then happen though is instead
012of keeping that 53 C Debt Service Levy it would need to be voted on by the public to raise it to 72 cents which would be a 19 C increase in that Debt Service fund Levy okay and then on that high end 130 million uh again 50 million in 2025 80 million in 2026 same repayment period um 83 would be needed in order to generate enough Revenue to pay for those uh and that is a 30 C increase okay um that's just as far as we've put together on assumptions again 1% growth in assess valuation is still what we're assuming um the the district the last five years has grown at 2.42% okay uh so we do want to be conservative and show you at a lower growth rate because um that's that's just how
013our firm does it um we don't want to tell you that you can do uh you know 110 million at 65 cents and then turns out that that was that was too aggressive uh we want you to be truthfully your taxpayers uh and so that's why we put that together for you um any questions or you want me to go into more detail on I have a couple more handouts in the front uh the second handout is a staple packet this is really just for more general information uh these are the uh election results broken down by Precinct uh it starts on exhibit a and I think it runs through exhibit D and those are all of your elections from 2019 to present that you have uh and then as far as Surplus votes how
014many Surplus votes you had uh and things like that so it's kind of more of a targeted approach on on you know as far as our firm is concerned usually on a no tax rate increase bond issue uh we're at about 95 to 97% of voter approval if it's a tax rate increase bond issue we've been around 65 68% um and then again obviously so back in 20 21 we voted on or we took to the voters that $107 million proposal uh that was going to raise uh the levy to 80 cents at that time and that was voted down and you can see uh the number of votes short on that one so I wanted to put that in front of you just more for um for your reference so you have it with
015you uh the last piece of that or the last handout that I have I know I I gave you similar things like this on the uh on the propy waiver that we that we put together uh but basically what this does is shows the impact to the taxpayer and how much uh per year and per month their taxes would go up if you did De decide to do the 110 million or 130 million based on that 19 C Levy increase and then on the back side is assuming a 30 C Levy increase so it breaks it down by by property uh type so residential personal agriculture commercial that type of thing um so it kind of shows you the impact and what it would what it would do to those uh per tax you have
016any questions or or again I'm happy to go through this in more detail if you want uh I know is more for informational purposes and planning um but that's what I have um so this would probably be a question for Dr edar but since he's not here I'm gonna give it to you Dr SE and you can chime in me is there any would there be any value of us looking at this for 2025 but then I think the long range plan also calls for if that if that bond issue failed in 2025 that we would look at Renovations in 26 so it would go to 80 million I think the long range plan says 40 per high school for a no tax rate increase yeah I mean if we went to April 26 our
017capacity goes up to 80 million to be able to have a no tax increase but here but here's what I'm saying is per the long range plan we're saying in 25 we're going to go out and try to get at one new high school and then years you know so far later we're going to get another High School the plan also says though if 25 a new high school fails that in 26 we would do a no tax increase bond issue for 80 million 40 and 40 to renovate two of the existing high schools so what they be any value I'm just thinking as we're moving forward with a 25 bond issue we may also want to to have okay if this fails then this is what that's going to look like you see what
018I'm saying does that make sense I don't know what your question is though so I mean but we don't have but we don't so my point is I think it would be important for us to have this for an April 25 bond issue for two new schools but then also what it's going to look like if we like do both schools need 40 million that we would be select that we would be renovating um would one need more than the other I I think I think that's a to be determined I think we would have to evaluate what you're needing dollarwise to be able to do the renovations if that's if that's how the board decided to go if if April 25 this did not pass if the board put this on April 25 didn't
019pass and the board decided we're going to go to renovating two schools I think then we'd have to look and see what is that going to cost I don't I don't know that we have that dollar amount right now but but that's my point is that the long range plan so I'm just going by the long range plan it says 25 two new schools if that fails we're going to renovate two schools for with a no tax increased bond issue the following year so I feel like having at least some sort of idea of if we did for if we did 80 million in then and I'm not saying like a crazy detail of like this is exactly what everybody's going to need but what does that look like because essentially that's what our plan
020is saying is that this is the direction we're going we're going to two high schools we're either going to build one new and move to a second new or if that fails the following year we're going to go to renovation you're just asking how much money that would take yeah like if we're saying 80 million and I don't think we've dug in and done that because rather than have people do all that work and then it not be necessary I mean you know what I'm saying not that people don't want to do the work but okay well I just didn't know if that would I think I think the day after that election in April if that didn't go then that's when people would start to really dig in and try to figure that number
021am out I guess I would also point out for the 80 million or for the 70 million right now too um that that's basically your limitation it's really hard to then like five years later do more than that oh yeah so that I know that was kind of maybe a piece of that stepping stone where it's one school night and then five six years down the road or seven years down the road to another unless you grow quite a bit more than that 1% that we're assuming in here that would lock you up for a pretty good amount of time at the 53 cents keeping that constant yeah so that another way you want wanted to do a second new high school you're having you're having to go to the public and raise the levy
022yes yeah yeah you would you would either raise it now during this election right and do the 110 or 130 whatever number that would be or you would knock out one school and then have to come back whenever you're ready to do construction on another school and have it be a tax increase at that point in time yeah especially something pretty substantial like another 70 million or whatever that number is yeah and so just making sure that I under B this um I'm looking at the paper right here yes um and so and I know it is a little small to see sorry it's usually on like a legal size sheet but it was harder um for like an increase of 30 cents um personal property if a person has like 100,000 it would be
023$8 33 a month of an increase in their taxes yeah yeah so I mean really when you break it in and it's it's broken down annually and monthly but yeah if somebody had a $40,000 truck MH that $40 a year a year 333 a month increase on top of what they're currently paying now so I mean when you you have to obviously factor in they're paying their taxes now then this is just would be added to it yeah extra on top yep I think at times when we're talking about increases and everything I think that people automatically assume is going to be astronomical amounts when it times it really isn't yeah well if you're on a fixed income it's an astronomical amount sure because if that keeps going up right they have less to live
024on so I think that's that's one that is because likely assessment's going to keep yeah going up so yeah so have um have there been conversations between you all Administration and the county for the potential impact of the county freezing tax payments for seniors you know what I'm talking about um I think Gabe has had some discussion with the Commissioners I I have not been on one of those okay I had me I we spoke to him a little bit about I I think the way that that um law is going to be structured is that people will have to opt in and there's some it stops when you're at a certain location and some things I don't think that Dr Edgar had thought it was going to be really blowing or like a big
025issue to be able to like offset well it's it's not going to roll back which is what a concern was with some of the legislation it it it won't for example if I'm if I bought my property in 1990 and I turned 62 I don't roll back to okay what my 1990 valuation was it does freeze it at that and so the legislature did clean some of that up but it still has to go to a vote U for the county to approve it I I think could just approve I think it has to go to a vote I don't think so I want to better a Diet Coke no um I'm happy to say I do not know for sure I think we can just do it we're going to find out and give
026me a coke um but my point to that was that that would help with some people that are on fixed incomes that there's going to be some stipulations for that specifically are there any more questions about the long range plan and this information presented by LJ Hart thank you I appreciate your time thank you okay Dr seis updates uh yeah just going to give you kind of the monthly update of where some of the projects are with uh the bond uh the athletic fields tracks um as I said the the drawings and everything those are all pretty much complete at this point uh Mr Niti and Casey have been meeting with uh each School uh with their athletic directors and their coaches and everything and um starting to actually get some mockups which look look
027pretty nice um those will probably start to see some FPS go out um here in the next month or so um especially for some of the early dirt work and everything the plan is still on track that as soon as the fall athletic Seasons end that that work will begin there so uh you should see some rfps starting to go out pretty soon for those um the hosia Edition um they on the district Facebook page I think there were some pictures sharing the last couple of days uh so there's some things that have been some dirt that's being moved down there uh one of the things I'll be bringing back to you we do have a little change order that we have to do because of having to move some uh some drainage lines uh
028to get those away from the footings and everything so to deal with storm sewers and things like that so I'll be bringing that to you but uh hner is working on that and uh that that is all on schedule um PL still for that to be completed by April road projects uh Goldberg's been working on that um they have the plans 100% drawings done for the Cardon Park um Casey's been working closely with uh Jeff Ross from from Goldberg on that um I think you'll start to see the rfps go out for that here in the next uh two to three weeks probably uh Oak Grove if you remember that one uh that will start as soon as uh schools out in the spring so the plan be to do that one next summer but
029Carden Park will be doing that work throughout school year here it's it's up and away and won't interfere with the traffic flow sidewalks um as soon as we get uh everything going with Cardon Park then you'll start to see the rfps coming out for the sidewalks of Parkway and picket um so Goldberg has done some of the preliminary work on that intercom systems I talked with Jake today um that RFP is probably going to go out here within the next couple of weeks they had some wiring things and stuff that they were finishing up uh before they wanted to send that r FP out so that that should be going out here in the next few weeks Fine Arts upgrades um Terry Clark has been awesome to work with I want to mention that um
030he's really been had driving things on on the Fine Arts upgrades bids are out right now um and then those will be opened uh the 12th this week so um we'll start to see some of that process moving forward again we will work around any uh activities programs things like that that are going on with with the different Stage Theater programs things like that I'm anxious for that one yeah I think there's going to be some really cool stuff there yeah yeah I I think when we get uh finished with all that the the improvements in the sound systems and the lighting and everything on our stages is going to be really really nice um HVAC upgrades um we'll be putting an RFQ out uh here in a few weeks uh Casey's been working on
031that um and we'll identify really that one's going to come down to um what we can afford to do which buildings we'll go to we'll see which ones fit within the budget and everything um there are more buildings than we have funds available to do some of the HVAC we want to do there but we will uh you should start to see some stuff going out there and then Science and Technology upgrades uh academic Services has been working on that um they really wanted to be able to get input from teachers in the buildings from from administrators in the buildings um they're uh looking at uh some microscope upgrades at Middle School want to have some consistency across the district with those um they're looking at some technology for the uh Lead Teacher classrooms uh
032so that if people are unable to come to them that actually they could have cameras and record that uh so they can see some of those exemplary lessons things like that so um academic service working on that I have not been very involved with that because they're the experts there and I am happy to hand that off to them so uh Dr mcginness may have have more detail on some of that great I think that was great so yeah so that's where everything is things are things are moving um I know it probably feels like oh gosh there's a whole lot of planning going on but I think we'll start to see some actual um stuff going on I didn't mention it in the in the Fine Arts upgrades obviously we got lots and lots
033and lots of instruments equipment delivered this summer uh Janelle Basera I can't thank her enough for her work on that uh some of the other teachers that came in and help with some of the inventory on that and everything so uh there are a lot of students who are playing new instruments this fall and uh that's that's a cool thing too so any questions about anything on the bond projects thank you yes we're so excited talk about C Dr la come on up I don't think I've ever heard those words all time I am guys this is the driving force of everything that we should be doing it really is like this is what we should be looking at every day um so anyways this document was it's it's supposed to be created with input
034from external stakeholders internal stakeholders be based on our needs assessment um um but the reality is we had one in place for last year we didn't have a continuation for this year so this is a bit of a continuation from last year's plan but we've also included um feedback from Vision forward um we have our long range plan information in here we have our current needs all in here so we are going to go through a bit of a revision process this year and Dr LA's going to talk a little bit more about about that but I just want you guys to know our daily discussions our decisions our resources and supports our financial allocations all of those things should be aligned to what's in our CIP this really is the document that um decides
035everything else so on the front you're going to see four big rocks and that's leadership effective teaching and learning collaborative climate and culture equity and access that is all aligned to MIP 6 okay which we have to do that for the state so all of those things um are part of that we have our vision mission and values there at the bottom but I just want to admit to you we've gone through uh professional learning communities and there's part of that work that talks about rebranding our vision and Mission and so some of our schools have a lot of momentum with plc's and they're talking about that and about two years ago our vision and Mission changed kind of overnight without a whole lot of input from our people um so we went from educating
036each child for Success which is still ingrained in my head to what we have now and nobody knew about it including our staff which isn't a good thing so we're going to go through a bit of a revamp throughout this year and that's where Dr Lao is going to take over here on page two and talk about that CIP review steps process and kind of the stuff that we're doing um to to reimage this sure so some of you you probably remember um back when um the state changed from MIP 5 to MIP 6 and we had meetings every month starting in June I think it was of of 2022 and so we went through all of the standards and indicators that the state lined out which is the Department of Elementary and secondary education
037of what they were looking for in a c set um and so so it went it ran the gamut of of just um what Dr mcginness was talking about from leadership to teaching and learning to equity and academics to operations to all of the different tenants that end up being part of an organizational framework which we call schools and so you may remember that we went through all of those particular pieces because we were in cycle one of mip 6 in terms of right ing our CIP to the state that was the first time they had ever asked school districts to actually submit their cips um and so um you may remember that we went through that framework we had uh pre-planning guides we had rubrics and so that CIP was uh submitted to the
038state December 15th of 20122 and so we were approved after looking at a regional advisory committee and then a state committee and so we've been working uh through that uh same Seas set but at the same time if we don't keep it updated and we don't keep it as as the tip of the spear um the that's just a breakdown in terms of organizational framework and organizational drive towards our goals and so and I was telling Dr mcginness earlier today we just received a letter from the the state that we um you know R CP was approved R CP was approved um and we got accommodations for certain areas so but now's the time more than ever to make sure that we are utilizing that document to continue to drive um all of the Departments
039whether it's finances whether it's academics whe whether it's the systems and um entities that that dve our climate Andy engagement we have to make sure that we're all heading in the same direction all the arrows are pointing in the same direction so that was very timely for today and so in terms of the CIP review process um it really is going to be something that we do from a continuous Improvement lens because the environment is always shifting data is always shifting uh strategic advantages and um potential threats from an environmental standpoint and by environment I mean environment but at the same time just what are the changing uh things that are going on in our community that the school district needs to respond to the same way as an organization would in order to best
040serve our students so those are the things that we'll be continuing to look at and you can I you know won't read to you um those things but for example one of the things that Dr mcginness has asked us to look at is our our graduate profile and our graduate profile or what are the attributes when a student walks across that stage in May what are the things that we would want that student to possess in order to be a you know a productive citizen who is um you know able to manage all of the you know inputs that are required to to be successful and so those are the things that we're looking at and Gathering feedback from the community whether that's our business Community whether that's the you know eventually board members whether
041that's students whether that's parents because at the end of the day those attributes that we want those students to possess will drive our mission and values and that's really what we're going to be working towards when we look at our mission and vision and values so those things are already underway um and so really that's the process that we're going to be going through any questions on that in particular okay and then so if you turn to the next page um just like Dr mcginness said um there's really four big rocks that you're looking at when you aim back at the the goal and and vision and and those those will change as we get the uh graduate profile because the graduate profile is going to is going to to inform what our mission and
042and vision will be but ultimately we're still going to have to focus on leadership and all of those bulleted items underneath that and that doesn't just it's not just academics it is it is all departments um that will be involved in that leadership including the board including you know uh operations including finances including student uh Services it's all of those components human resources um and then objective two effective teaching and learning that is our core competency and if we're not good at that then we're not going to be able to do the things that we want to do to walk kids across the stage that have the attributes that our community considers highly important for our graduates to possess and then also collaborative climate and culture that's hugely important everyone's heard the saying that culture
043eats strategy for breakfast so we have to be really intentional about that and then there's equity and access and that's hugely important as well so how do how do we in our current system or our visioned system ensure that each student has access and opportunity to the same a um opportunities that kids across you know from one neighborhood to the next have and there's multiple examples that we could give where currently that that's not the case so those are things that we need to work on and then I would draw your attention to the very bottom which talks about what the measures are so as Dr mcginness goes through the rest of this document it will draw your attention to the measure because we can always talk about the how but the more important equally
044important I'm a data person so I have to be balanced in in in this statement but just as important how do you know how do you know and for those of you that went walked through the Advent of mip 6 and went through this we have a lot of measures but one of the most important measures for our CP is our St Jose School District balance scorecard and that should be something that we're reviewing pretty consistently because we can talk about the how but we have to ask ourselves how do we know and then that points us and gives visibility to the next solvable you know uh problem that we might be facing so I'll turn it back over to Dr mcginness sure the only thing I would add to that is the feedback process
045that we're going to get from stakeholders so at the engage Summit here in September we're going to have some surveys some QR codes where we can get input from from everyone in attendance and plus our business Community that'll be at the breakfast absolutely and I would and I would add to that and we'll we'll be looking at our assessment data we'll be looking at our Employee Engagement data we'll be looking at our student uh poll data um our community survey data so it'll be informed um uh as was the original season is that the balance scorecard what's that is that the balance scorecard how often do we review that well we would like to review it uh as much as the board would would would like uh but it really is it's based on Ford
046you know areas and those that went through the CIP process um back you know a year or two ago it's really the financial department we're looking at academic achievement we're looking at climate and culture metrics and we look at Employee Engagement metrics okay and I can have an example I can give this to you if you you have you probably haven't seen it yeah would you like to go over it like the next work session yeah maybe I mean and I feel like we get a lot of that uh maybe a little bit at a time right hey today we're reviewing attendance we're so I it really does package it into one I've never just seen the whole picture which would be kind of nice well and I think you know we T we talked
047about this I can't remember what meeting it was we talked about how one of the downfalls of not having the Committees is not having academics where we got so much of the scorecard we got so much data you know I felt really confident like that I knew where we were comparative to schools our size and urban versus non you know rural Ral um and so to me if we could have some sort of data the scorecard I mean everything you're talking about I don't obviously it's going to take a long a while but if we could get some of that at our monthly work sessions I don't know how much it's going to come out each time but I just I used to feel pretty confident that I knew where we were I always just
048found Independence and I tried to always always wanted to be over inde that's kind of where I was going too me just even if it's even if it's certain things per month next month you get something different but over the course of a year you you're you're really getting the data maybe a couple of times to to see where we're at and uh you know they emphasized big time at the at the new board member training that this is this this is what this is what we need to hold uh each other accountable for yes and so I'm really glad we're getting into it sure yeah and if you guys would like to do that at the next work session we could have Kendra do the whole show you the whole big picture of it
049to where it's broken down that be a piece of it yeah sure yeah Kendra I know um being a part of the MIP process was very good and eye opening um how often would we be able to get the assessment because I know like quarterly is when teachers turn in the scores so is it realistic to expect something every month and see some type of change or is it maybe quarterly when we're supposed to actually get real data and numbers it's more likely that you'll get a more complete picture quarterly because some of our data is annual some of our data attendance is daily um some of our data is you know beginning of the year middle of the year end of the year so it it's more likely to get a a more complete
050picture from a scorecard analysis about quarter quarterly or could be a survey taken in February or a survey data but those are annual metrics because we don't survey but maybe once a year so but I do think it's it would be important to see like a preview of what where we're at and you can say you can see the way that the scor card changes from beginning of the year to middle of the year to end of the year maybe maybe it's not everything every month but but but certainly I love this idea of the board saying hey where we at on this this is what we said we were going to do where we at sorry uh how often uh does Administration and like the superintendent cabinet review these numbers is it annually quarterly
051we review I mean we review again it it kind of goes back to that you know piec Mill if beginning of the year data comes out or middle of the Year data comes out end of the year data or surveys come out but um having it in a holistic picture would be something um you know that we would probably need to improve on I would say departments probably do a better job at looking at at their pieces like Dr Krauss looks at the HR stuff we looked at at our academic Services goals today just to do a check in on where we're at so some of it's more departmentalized um than whole soup's cabinet I think it'd be good to put on the work session next month all right we're ready to go to objective
052one leadership that's where you guys fall so let's go there uh before we get into this uh all all four big rocks I just want you guys to know these strategy IES are Broad and the action steps are within those Department plans and goals um so the strategies are really about the what and the action steps are about the how so that's why they're going to be a little bit more um Broad and not measurable so strategy one under leadership that's where you guys come in with the superintendent it's all about professional learning and self-evaluation to strengthen governance practices that's something that you guys do with your msba training um and and I know you have a self evaluation measure that you all use and stop me at any time strategy two local board adops
053monitors an and annually reviews The implementation and outcomes of the CIP that focuses on District performance and Improvement so we should be looking at this at least annually um and then we will also have this on the board agenda for approval at the September meeting strategy three is all about the long range plan which we've been engaged with strategy four the school system allocates fiscal and non-fiscal resources to promote each student's academic success and well-being that means all of our resources are aligned to everything in this plan so I think that's a good thing to be mindful of strategy five is about the communications plan and that's super important that we are communicating to our stakeholders and also putting out the positive message about our district strategy six is about human resour ources the main
054focus there is Recruitment and Retention of high quality student centered staff strategy seven is about School Safety and Security Mr no's done a fabulous job with that we have the double door uh entries at each school we have safety protocols in place for our evening activities so that's a piece on under leadership again this is leadership and it goes to MIP 6 so these are all the things on MIP 6 that fall under that leadership category and then objective two effective teaching and learning this is everything in my willhouse strategy one students and identified student groups demonstrate on trck performance by meeting or exceeding State Standards or demonstrating growth um so that's something we track throughout the year through different assessments strategy two is expanding Early Learning opportunities and that's part of vision forward that's
055part of our long range plan so you'll see a lot of overlap in these strategies and but that's a huge area and a a goal for academic services this year because we know the importance of those ready to learn skills strategy three school system is intentional in providing relevant high quality Career Education exploration and exposure and some of those things are maximizing our growth at hilard and then making sure we have meaningful ey caps which if you remember starts in e8th grade and that's that plan that that students want wants to have After High scho school strategy four evidence-based practices are implemented to ensure that academic success and well-being of every student so we have two pieces there it's our mtss and plc's both of those is basically using data to to guide instruction and
056it's that intervention piece strategy five school system ures that technology effectively supports teaching and learning we intentionally underline support because we all know the teacher is the most important factor in learning and so technology does not replace that teacher it supports and I would just add to that because Dr Mna said to chime in yes at certain points but to that to that end technology is also really important on the back end I mean I think we all know that in our everyday walk is that technology is great when it works um but it's having that data in operability and for software systems to talk to each other that in a school district our size is and with the mobility rate that we have is incredibly important so that we provide fresh data to our
057teachers so that if a kid or a student moves from one dist one school to another that their data goes with them and that we have all of the capacity to communicate the best way we can with our families in whatever uh you know language that we need to talk to them with and so that's another piece is that data inoperability and that's on the that's kind of like the backside of needle point and we need to ensure that we can be the best we can be as a district with that because it's an Ever growing challenge that academic services or operations or human resources can't wage on their own but we need it um to do our jobs these days strategies six talks about School counseling and support services that improve career academic and
058social emotional development when it says support services that includes social workers nurses school psychologist so all of those roles are super important to the overall well-being of our students so they are included in that because they help us get kids ready to learn big rock number three collaborative climate and culture strategy one all staff own this one uh safe and caring environment so part of this is having responsive services and those are things like um suicide awareness and prevention practices it could be information on preventing and responding to bullying and harassment so you guys know we have sprio in place so we have some of those practices already in existence and the second bullet there consistently enforce and communicate behavioral expectations and code of contact code of conduct Mr Niti helps with that um promoting
059respect for individual differences that includes our Diversity Awareness training ensuring policies and procedures are followed as those documents really support a safe and caring environment strategy two establish a culture focused on learning through the implementation of professional learning communities if you remember back from the board retreat the plc's really has three areas of focus ensuring that students can learn having a culture of collaboration and then the focus on results so using that data to guide our instruction strategy three is about Partnerships and these really align to our learning with UVA PL and then also with the success ready students Network um so using the business partners and Industry postsecondary institutions making sure we're providing opportunities for apprenticeships job shadowing and especially Real World experience strategy four intentionally engage parents and Guardians through ongoing communication so
060Dr L spoke a little bit about that but that starts as early as parents as teachers in early learning all the way through um to high school and Beyond and we have a big focus with Communications for attendance and which is actually leading into strategy 5 that is about collaboration with parents Guardians business Community juvenile office prosecuting attorney County officials all in the effort to improve student attendance and then the last big rock is about equity and access strategy one the performance of all students I think we need to emphasize all uh students are each required assessments that meet or exceed the state standard or have the required growth um so I I think that is everyone's responsibility again it's regardless of race disability income this is very similar to strategy one on effective teaching
061and learning and then strategy two ensure all students successfully complete High School through ongoing collaboration and Data Tracking between academic Services data management High School administrators I put that in my weekly update on Friday about us tracking our cohorts um so hopefully you all know this but when a student starts n9th grade they are part of that cohort so let's say you have a student from e8th grade who rolls over into to nth grade and then this week we have a kid who transfers to St Pas well if St Pas doesn't request records that student stays on our books and so we have to be very intentional for our graduation rate because they can drop off of our attendance but we have to keep them on our radar so that we're mindful of our graduation
062rate so it's a little bit of Data Tracking that we started last year and we're going to continue that process because I think that's a big reason why a graduation rate jumped this year is because we started this tracking process can I can I just ask a question so does that mean that if um a kid doesn't finish here technically they're still being added to our graduation rate if they don't graduate here they graduate at St Pas if they graduate at St Pas and we know that now they're at St Pas then we're going to transfer them out and now they're on their books does that make sense but if we have a kid who just drops off our radar and we don't know where they're at then they are still on our books and
063it's counted us it will count against us until we find out where they're at okay yes an example of that would be the attendance interventionists have been looking from the from the start of the school year at zero they've been looking at a lot of data but they've been looking at 0% attendance hours and so we started off at 109 students with zero attendance hours and each one of them had a list their their administers administrators had a list and so we've gotten that down to 47 and so we'll continue to winnow that down because if they're not even walking through our doors but then they end up as in our 12th grade cohort then that's in our denominator but the problem is that just makes our graduation rate significantly lower so that's what we're
064trying to do with ATT tenants and it seems to we seem to be having really good results because we're almost at 86% attendance which is the highest we've been since before the pandemic um and so that's part of of it's it's kind of a dual system not only does it help our attendants but down the road it helps our graduation rate because we find out where these students are because it doesn't always work out that people you know find it in their hearts to tell us you know potentially that they that they've transferred or we get a records request so we're tracking them down and we're going to keep doing this because occasionally then you'll have a student transfer in and then they're on our book so we have a new list to track does
065that Mak sense so it's ever changing um but I think it's important that we continue to monitor that and then bring in our high school folks so they can help us track down where those students are so strategy three monitor Equity gaps between student groups and apply individualized strategies to reduce barriers some of our students may need more additional supports or tutoring or or even access to instructional materials and support so that is in sync with our plc's and our mtss process and then strategy for ensure each student regardless of background has Equitable access to qualified experience and effective teachers learning experiences academic and social supports and other resources as needed that makes me think of our academic lead lab teachers and so it's often a challenge to get high quality teachers to stay at
066some of our title schools so um that is one way that we have um had an action step to address that strategy and I think this also lends itself to our long range plan and why that is so important because it talks about Equitable access in here and you guys know right now we have more honors courses at uh one school than the other two schools um and there's just some opportunities at certain schools that aren't at others so I think it's important that we continue to look at that and look at that long range plan that was fast overall big picture but we'll take questions I have a question Dr mcness yes ma'am um I'm looking at objective number three okay and it's about the collaborative climate and the culture are the teachers in
067the the staff included in this area because it seems as if everything is about the student and that's fine you know but I also worry like about the emphasis on the teachers and the staff as well staff are on there and that's if you see the big picture of mip 6 because this is just nuggets right um it is in there and that's part of our Q our q12 uh survey that we have through the Gallup poll that we do every year and I think I've shared those 12 questions with you guys that um the staff take usually I can't remember if that's November or February usually we give it in February to you know give people enough time to have a substantive opinion on those 12 questions I could show you the whole MIP
068six criteria if you wanted to see that and part of it is things that we're already doing like we have to administer State assessments we're doing that so I'm not going to put that we're not going to add that on here right these are things that we need to have intentional focus on things that we should be looking at every day and making sure our resources all align so and then some of the action steps are probably more broken down like the academic Services goals um you guys have seen those action steps that are very specific so I'm assuming departments have a little bit more of those type things like I know Dr Krauss is working on um recruiting individuals for us that are from diverse backgrounds to match more what our student makeup is
069this is going to sound like an odd question but the steps objectives and strategies are numbered are we going one by one or is everything being implemented at the same time just broken down we're all in they're all in y everything yep okay that's right team effort but but again and and Dr L mentioned this this is all of us this is every Department we are all in on these things and so I know sometimes academic services will help with Career Fairs um you know there has to be a little overlap I think of departments and that we're all working towards the same goals which I think we do that so and really what what um the department of Elementary and secondary education is going to be looking for in cycle two is implementation because
070you can make a great plan but um they're going to be looking for implementation and by that I mean that for for example in academic Services if academic Services has goals the buildings are writing to those goals and then those plans are being implemented at a building level the same would be true of a from any Department lens whether that's operations whether that's human resources whether that's the financial office so if it's a budget to expenditure index that they're looking for at at um at the business uh office level then they would be looking for that at the the building level or the programmatic level and so those are the key things is that it's cascading from the from the board level to the district level to the building level to the programmatic level and
071so if you stop someone in the hallway and ask what is the St Joe School District's mission that they would be able to answer that and what are the key performance indicators you know that your building is working on or what are your smart goals so those are the things that they're going to be looking for and so it's just important that it's clear and um that it's cascading throughout the district and implemented with Fidelity and then at the annual review we'll be able to see if um missed the marks or if we were successful with everything yes because they will have a committee um just like they did with our original CIP we were scored from a regional committee and then a state committee so a regional committee will conduct like a probably an
072on-site visit I'll just add to that though we can make plans on paper and we can say we're implementing this on paper it's another thing to make this part of our daily work our monthly meetings our daily decisions so we feel pretty passionate about this driving uh a lot of our work um but it is easy to I would say easy to make it uh look like we are doing those things and it's another thing to actually take action that's what the board can help yes for sure with accountability yes but but you know it's very encouraging to see so many flavors of the the vision forward uh plan the long range plan I mean it's there's there's ties there strong so it all overlaps yeah that's the idea are there any additional questions thank
073you Dr L and Dr mcginness warnings for library books Kim I just have a some questions and wondering U because as I looked up one of our thanks I looked up the book crank and when it's pictured it's pictured with a Content warning so it may be just a site I used to look it up and I was wondering if those content warnings stick with them in our library or as they pass through a library checkin if if they're with them because a lot of our parents don't know what's in our library so I know we're working on getting that syllabus or that information out uh but a lot of them don't really really know that some should have warnings some need warnings or you know what is it that my child is going to
074be looking at at the library so do we do they come with this when we get them no so I don't know what that's from but I they're not on our library books in the library at this point okay well it may just be that um individually it pulls up like that it may not you know if we're buying books in bulk or if we have hey these are the new books that are out choose whatever you want but that was that's my concern is because if it shows it when I pull it up online that there's a Content warning if that content warning arrives with the book Kim I ordered one I I just pulled it up and I didn't see it well yeah so it's just just not even there but underneath it
075it has content warning so it may be the site I pulled it up um but is there a way to um help identify or is it on the parents to again to check what the books are because there I would imagine some of these books have been in there a long time our Librarians didn't choose them them but they've been in a long time some of these that we have questioned or been challenged have been a while right right so it's my understanding you know movies are categorized it's G it's PG it's PG-13 it's my understanding books are not like that that they're categorized by by genre by grade level um and so they look at those professional reviews that may have age on there but it's not but it's not like that and this
076actually um came up about a week ago I was attending a meeting of of the board of the msba and it was mentioned a few of our school districts around here were like asking about like a creation of like a book like rating or like notification system and the committee voted against a recommendation of doing that I think there's some legalities with it as well I know um Texas had House Bill 900 that had something like that it was struck down I don't know if that's um I'm not looking for a rating system just a something that says mature but I think the the problem is going to be there's going to be a handful of problems is what you feel like is mature or inappropriate content for children I may not feel like or
077another parent may not feel like um and that's why in order to do like a boarding label you would need a rating system in order to do that well just if it has graphic sex I mean we all get a picture of graphic sex no but I think the other problem with when we say graphic sex the legal definition of graphic sex is visual depiction of sex so even how we're talking about it legally def the definition legally is different because Graphics in the library read know when I read graphic sex I can I get a picture so I get we have seen the the law and those things that it typically runs to a picture if there's uh pictures in it but that's the legal definition so I think that becomes the problem is
078that if we're talking about about content labels or how mature it is like that's very objective and it's been determined not legal in other places I don't know if it's I don't know legally what it is here I'm just concerned that parents because they don't know the content of our libraries that if you know just to have something I I know we try to do it age appropriate that's the idea to keep the elementary middle school and high school sometimes it's great level we have our cataloges are open aren't they so yeah so it's my understanding if if you have a kid at a school that you can go on to your students account and view all of the books within that are available that are available now I don't know exactly what that looks
079like and I think that's I mean I think that's going to be part of the parental respons ability to say I'm concerned about what my book what my child is reading whether it's a genre or it's just I want to know what my kid reads so you can put that restriction on there and then when you know if there's titles that you're concerned about you can see all of them I mean I just the other thing I mean are you are you suggesting that that we create a system it's just difficult because it's a wide genre it could be uh because it's we're not going to have a section in the library that says graphic sex because it can come in Romance it can come in uh some of the books that are being challenged
080it can come in uh science fiction those kind of things so it's hard to real say again for the Bible but there is a warning we know that so there's no warning lab Li but how do you want us to get but it's included when people think of that and it's always brought up that I'm not I'm not trying to start anything I'm just concerned if there isn't any way to do a warning like that then um as parents they have to opt in or opt out of reading books I would encourage parents to opt into that notification system that we started I think that's step one um so that brings awareness to the parent of hey these are the titles and then any parent can Google that title just to make sure that it's
081appropriate based on their standards I would start there if they have concerns about any of the books I would encourage them to reach out to that school that librarian have that conversation because they can put restrictions on accounts so they it's all their footwork the parent yeah yes i' say for the most part question Dr M sure is a parent able to request to to approve of every book prior to their child and being able to check it out I don't know that we've ever had that request and off the top of my head I think that our Librarians would be accommodating of that because I think and you can correct me like if I'm wrong that there could be a concern of a parent um of a child already checking out a book and
082it's not approved by the parent over the parent is like well I never even knew that was in the library to even add it on the list okay but if a parents really worried about that if a parent able to pre-approve everything it would solve that wouldn't it yeah I think the librarian could just not on Alexandria um no checkouts without parent consent something of that nature if there is a concern but again I would I would encourage that parent to have that conversation with the librarian um and if they don't feel satisfied from that conversation to talk to that building principal and up the chain and I'm happy to help and get involved if I can help anyone as well that was part of because we don't always know even what's in the classroom
083um but in the library to be able to to do a general wait until I get a look at it or something um so I have a question about that then I'll do my best okay if so I'm I'm Rhonda and I'm going to the library and I pick out these three books I'm trying to think how to word this so then then a notification would go to my parent but only if I check something out is that correct no my understanding on Alexandria would be when the kid comes to check out a book once they scan the students ID that it would prompt up I'm not a librarian but that's how I think that works okay I should and then if the parents got that in place books could be just approved held at

085have this conversation it leaves out a large portion of our parents because there's a lot of um people who speak Spanish or ches and they have no idea we're talking about this you know because they're not not that they're not interested it's just they're not getting they're not reading um a lot of the stuff that is going on with us so that would be a good way for them to know that that's an option it's in their language and I mean I don't know how much work that would be for librarians or yeah Librarians but um I don't know I in all honesty I mean I think that if a parents truly concerned like at the beginning of every school year I go and I meet the library and I'm back to scho now and
086I introduce myself cuz my my kids are readers and I don't do that in order to like add like anything on my kids account I just want to build a relationship you know that I am able to like email or call if there's a question or like an issue about what my kids is checking out and so I think that rather than cuz in all honesty like on those nights parents are receiving a lot of information and we're just checking everything a lot of times in order to be able to go home and so I mean I think that if a person is truly interested in a notification like that they should take the initiative in order to reach out help themselves so what's the point of this are we talking about wanting to change
087the policy or what's the point of this information item I think think this is a point to make it probably go ahead the one talking but um to me it's about making it accessible for the parents to have a say in what their kids are reading because I mean I don't know the back to school nights that you have gone to but most of the time the teacher say take the stuff home review it and then if you want to send something back or read it um you send it back but this way you know parents can't say that we're not doing our part in kind of opening that door and saying hey if you want notification you know here's your opportunity it's as a district we're not that we're covering ourselves but we are
088giving them that resource and it's nothing but just like she um Dr Mna said is they scan something it says you know notify the parents and then the parents feel maybe that would ease some of the people that have the concerns that's why I'm saying it's it's kind of like a middle ground um because I don't think we can sit here and deliberate and come to a conclusion we're all going to be satisfied you know the point just a second the point of um having seven people that have seven different perspectives make decisions is because we have to be able to hear everyone and I think both sides are making good points and they have a right to be concerned on both sides but this sounds to me like a middle ground like we're not

091there how how is the policy and the process that we currently have in place not enough for parents that do have concerns how is it not enough um and what are we what are we trying to get at I mean I I just don't know how it's not enough and I'll tell you I I really worry about our Librarians um the added work that it puts on them the added stress that it puts on them but also the messaging that they need more oversight in doing their jobs I think the Librarians and the fact that they have bachelor's degrees and master's degrees and expertise in library Sciences if I were them I'd feel pretty dejected um because they're selecting these books they're maintaining these cataloges cataloges are open they're open to the to the parents
092there's a partical notification system there's a restriction policy um ability restrict your kids access and it's written in the handbook that everybody gets and have to sign off on so I don't I guess my I would not be one I would not be interested in any new policy in the middle of these book challenges I not interested in doing that um second of all I just don't know how all those other things aren't good enough that's why I asked about the like this said content warming just something like that so if we can't do it we can't do it but my concern is just for our kids Tim who would be the who who would be the intended audience for the content one would that be the kid the student and and then the idea

094that I do at this current time yes I I have as I have a question kind of back to what aara was saying um so F just because I'm curious because I know I had children who could speak English and their parents could not so um is this is just a general so the handbook is in all different languages then okay then but what if they get online or wherever this um the inventory of book list is that in another language or only in English I believe that would only be in English and My Librarian friends have left but my my ELD friends are not in their heads yes that's only in English just curious about that because I know sometimes that can be tricky when your child speaks English and you do not because
095I know I would have some children who would translate and I'm pretty sure what they were telling their parents was not what I was saying and then the parent is kind of at their child's discretion so I don't know if that I know that's more work too but I think that's just something first to think about how are we making sure all families get the same kind of Parental um opportunities to do whatever with the library sure and you know I meet with the library every so often um I know they have some recommendations for policy changes we're obviously going to need some of those one example is right now the way it's written it looks like if a book is challenged at Central High School and at Benton that that would be separate committies
096so we need to have language that Mak sure that that's a challenge that goes for the district so we have consistency so we have some pieces in there that we need to clean up in the policy but again Ed Council has recommended that we do not do that until we complete these challenges so I agree agree it's not the middle um has there been a complaint about a child checking out a book and the parent complained that it was inappropriate not to my knowledge okay has this been talked about enough to your or would you like to move this over to the next meeting for an action item okay I do think our current system allows parents to I mean if they want to put full restrictions no checking out books to the library they
097can do that so if there's somebody who's extremely uncomfortable I would just encourage them to do that then and then they can go to the public library and have books that route um um but I I do think that opt-in notification system um should be beneficial for parents who want to be in the know and then they can look at that on Google and see okay so they can pull it all up they can get in but they they have to go to the library you're talking about the school you're talking about all the books that are available when they no just when they want to uh opt in or opt out M they personally go into the LI to the school correct and sign up have that done mhm Y and then they'll get
098that email notification every single day of what what books your child has checked out in their name and that's just an autom automated every day okay okay if there's nothing else on the topic Dr Krauss all right thank you uh first I want to thank you for uh entertaining an action item tonight I know typically that doesn't happen at a work session this is kind of time critical um I explained as well as I could in the in the U material there with the item we have a number of teachers who um are what we call still pending certification meaning that they've completed an education degree but have not yet received their certificate from this the department of Elementary and secondary Ed state law indicates that we can't pay anyone on the teacher schedule until
099until they have a certificate in hand and so um you know the landscape has changed a lot in the last 10 years 10 years ago all the hiring was done by the middle of April and you were good to go unless something really odd happened um now with the teacher shortage uh things have gotten pushed later and later so we have a number of people who um by no fault of their own don't have their certificate yet either they were hired late or they're in a non-traditional Pro program like our Pathways to teaching or to grow your own or something like that um prior to this we were paying teachers in people in that situation as full-time Subs meaning they were making 16 1718 an hour for this for this past year we put in
100there um that we would like to pay them at $25 an hour which after the levy became $273 um and we found that we had some teachers all of our teachers are told that their minimum work day is seven and a half hours okay um the vast majority of our employees are seven and a half hours the exception to that is our operation staff is eight and then in nutrition services we have some that are a few Less hours um what the fair labor standards act says teachers are specifically U described in that act as being exempt employees meaning that they're exempt from the provisions of the fair labor standards act mainly the provision that you're to be paid uh overtime if you exceed 40 hours per week or time and a half for that
101um I've run this all by our legal I've talked to her in the last three days about this and these individuals in question are the teacher of record they're doing teacher duties and therefore by the fair labor standards act are exempt employees where we kind of got ourselves into trouble this is the no no good deed goes unpunished part of this where we got ourselves in trouble is we put an hourly rate rather than putting a daily rate hourly typically um translates to non-exempt employee and in this case they are not so what I'm asking you to do is to switch $273 per hour to $22.76 per day um which is the same amount of money actually they make a half a cent a day hopefully they won't won't be quitting us because they're too
102rich at with that um but if we change the verbiage on the very bottom line of the teacher salary schedule it was already in red and where the green 202.3673 per hour um so if we if we change this then we will have all of our teachers treat treated equally they'll be treated as exempt employees like the fair labor standards act says and the other Plus for them will be that um they will no longer have to clock in and out and so that's kind of the the background of this does anybody have any any questions for me I do have a question so would this um apply to students who are teaching under contract law doing their student teaching no because they're not the teacher of record well but we on our end Missour
