a little bit about ms zio during our student activities reports as we all know she brought so much joy and order and organization um to our athletic department and we will miss her um dearly she began working for the district in 1986 and she has worked in the athletics department as our secretary since 1994. miss zeal was a dedicated and loyal employee that epitomized the true meaning of bulldog pride furthermore all winter sports are practicing and competing while following the protocols to help ensure a healthy season with limited contact and up to now there have been zero positive cases associated with any of our practices or gains and that concludes my student activities report thank you thank you madam president did you see the email from mrs kitson on her report yes i did okay

we have a um miss kitson submitted a report for cvc and it reads as follow cvcc organizational meeting was held on january 7th followed by the regular meeting jackie arnett was elected as board president and robert felber was will serve as vice president christine kittson is serving on the building and grounds committee and policy committee she is also serving as an alternate delegate for the osba at the january meeting the five-year technology plan was shared with the board in addition superintendent magus shared the upcoming career technical education week activities this report was submitted on behalf of christine kitson and that concludes her report for cvcc i do have um a short report for the policy committee um the policy committee will be meeting on january 27th at 1 pm um to discuss a plan on

structuring our policy committee and the review of policies and our goals for um this year and that concludes my report the next item on our agenda is a presentation i would like to turn it over to miss costa thank you evening nice to see all of you again um i have a powerpoint to share before i share i just want to congratulate ms king and miss daniels on your new position yeah new year to everybody um let me get that up here for you and this over wrong one okay can everyone see that okay okay great um i was going to share with you specifically about our third grade ost data in regards to the next the last three years um and as miss daniel said my name is liz costa and i'm the supervisor

of teaching and learning for those of you out there we're going to be looking at the last three years every year our third graders take just the reading test in the fall and then again in the spring but we're going to look at just our data from the fall the implement implications of our data and what are our action steps in regards to that this this data right here tells you all of our students in third grade from the last three years that performed at a level of proficiency or higher in order to become proficient students in third grade had to get a score of 700 or higher on the ohio state test and if you look at the below columns it has all of the it has the district data to your far left

and it breaks it down by building including the bda this last year in the green is the 17 of our students passed with the 700 or higher in 2018 in the blue in our district 22 passed in 2019 and in yellow that is our score from the last this last fall in 2020 with 13 percent of our students passing with the 700 or higher i wanted to include as well the third grade reading guarantee requirements where it's including those students from the previous slide but it has numbers increased because the cut score is down to 683 or higher to receive passing in the third grade reading guarantee or a sub score of 46. so if you look at the overall data again it's broken up but if specifically to the left um the district data

in 2018 in green was 48 of our students passed 43 percent um in 2019 in blue and 29 this last fall in yellow so clearly we see that there's a decline here in garfield heights research suggests that when schools are shut down for an extensive amount of time it will affect students learning this article you see here called projecting the potential impact of covid19 school closures on academic achievement was published this past november in the educational researcher researchers collected data on 5 million 3rd through 8th grade students across u.s public schools using nwa math growth scores from the 2017-18 school year and the 2018-19 school years and compared typical growth trajectories across the standard length of the school year and they included the three months students were out in the spring for the shutdown they

also used data around chronic absenteeism summerslide and weather related to school closures specifically they talked in this article about hurricane katrina and using all of that data and what they found from the research of nwa they used all of that to show how they how they affect student achievement were used to determine what learning game students are expected to make this school year they found that students learning gains are projected to be 68 in reading and only 50 in math compared in in relative to a typical school year this was not universal for the top third of students potentially gaining making gains and reading they made note of that the republicans recognize other limitations to the project that can be taken into account when looking at the projections during the shutdown last spring students may

not have had the resources to work at home virtually possibly no internet connection i know we had several situations like that here in garfield heights teachers had little experience with online instruction and this was a learning curve for many of our teachers some families may have suffered trauma due to things that may or may not be related to covid such as job loss economic uncertainty fear of the virus and civil unrest in our society as you notice the research shows math had a greater typical loss with that 50 percent students in garfield heights took a survey last month in grades 4 through 12th grade and they um and it correlates with what we see in this research document the students indicated here in garfield heights the ones that completed it that math has currently the

most difficult um subject area to them to learn in this remote setting thus far and you know just based on all this research and what it indicates missing school for a prolonged period will likely have major impacts on student achievement and we saw that looking at our third grade fall day since our concerns and garfield heights align with the research with students across the united states so will our action plan this is the recommended course of action provided in the research article in situations such as this first they said assess students early although is conducted virtually we are pleased to have administered the nwe map growth assessment for first through 10th grade in the fall and we plan on doing another round of assessments for the winter benchmark beginning next week including kindergarten this will

provide us with further data on where our students are academically we continue to progress monitor our students in grades k to three utilizing devils and we have met with teachers to assess them assist them with reading their data reports and using the data to inform their instruction the other thing they suggested is to teach grade level content standards the it suggests that there will be obviously greater variability in the student's abilities upon entering the school year because of what happened with covid and teachers will need to continue to teach the content standards and provide differentiated instruction for those students who need special support we worked with our teachers to identify critical or essential standards necessary for the grade level content and we've also as a district provided teachers with professional development and virtual teaching this

summer and are throughout the year as we get more professional development available we encourage teachers to take that pd includes how to use virtual tools and strategies on how to instruct virtually the third um suggestion that the article gave us was determine growth rates and set learning goals for our students so india nwe map has a plenty of plenty of reports and there's one that specifically provides us with the ability to create these goals for students and monitor their growth i have been working with the building principles on identifying key reports that assist us and the principals will be collaborating with teachers and utilizing these reports for planning for their students and lastly they suggested probably most importantly the social emotional support that our students will need and be provided the research article talked specifically

about hurricane katrina and when students returned back from school from that extensive time off they were having difficulties focusing and concentrating on their academics due to the social emotional impact of the event so we can't determine which students will be affected by the coveted closures and other national events that have occurred throughout the past few months but we need to prepare for it nonetheless so in doing so we're working with our teachers on you know pbis strategies specifically pacs in the elementary school our schools have been conducting home visits throughout the year to families that need support and i know that dr dupree and his team have been on here and speaking to you about the different wraparound services that are provided to our families if needed throughout the throughout garfield nights this concludes my

report and i you know open for any comments or questions at this time thank you thank you miss costa how many total third graders do we serve uh in the district oh i should know that number offhand i do not know right now um [Music] i can't think of it right now mr hanky or mr patton 232 thank you thank you that's an easy question and i should have been prepared i apologize um what type of questions are on the nwea or is it like a variety of questions or are there like four different sections what does this test it's an adaptive test so right off the gate it starts with um standards that are for that grade level and as the student responds so if they're not on grave level it's going to recognize

that pretty quickly and then it'll adapt to the level that the child is on and so the nice thing about the test because we've done it now for a couple years when they take it again in the winter if the student's already taking it in the fall it'll recognize where that child left off and it'll actually pick them up from where they left off it won't restart them on the standards and so that's why it's a really great assessment and parents should not be concerned about having to assist their child or anything because it won't if a parent determines to help their child then we really won't know where their child is it's not an assessment that is going to be used for their report card or you know we're going to be using as

a grade it's really used just to know where is their child what are their strengths what are their weaknesses and then it aligns directly to the state standards so parents can pull up something called it's called a learning continuum and then they'll be able to really know exactly what in the areas of math and reading what their child what their students know and then they'll they will then inform their instruction on that and develop their groups and things like that and those are the reports that we're working with because there's so many reports and those are the reports we're working with the teachers on understanding how to read them and then utilize them for their instruction so if a parent wants to find resources um is that something that they can find on like nwea.org

can they find that continuum there are there like tutorials or like little lessons or anything go online yes so we've actually put a link on the website it's under um i think it's just labeled map and you there's a couple things on there that give some links to for the parents if they have questions about what specifically it is and then um if there's anything that they have questions about they can always contact us at our department and we can guide them to other things because um there's actually or parents could just go to nwa um i think it's called because there's so many sites i think it's called community nwa dot community and then they would be able to find more research in regards to that as well thank you is there any more

questions i i do um have a question from you um ms costas um do the scores that were indicated um on the map testing and um i'm sorry i can't remember the other test the third grade score testing is it aligning with our student grades um so um is the actual grades our students receiving um from their teacher from day to day content is what we're seeing on the map testing and different testing we doing that we're doing is it aligning um is this what our students actually look like in the district as far as literacy um goes i think that the map data and the ost aligns very specifically on where our students are um as far as their grades i think that unless i actually look at teacher specific grade books it's difficult

to pinpoint if you know it's aligning to what we see in the map i think that map is a good indicator that tells us where our kids are there's there's a lot of correlation and there's a lot of research out there specifically with the nwa and how students perform on growth that will give us almost there's minimal variables on how the students will perform on the ost and so that's kind of a lot of the work we've been trying to do with our teachers is you know trusting the nwa math report and understanding it then how much it aligns because if they use it effectively and it takes time because we just started this last year they use it effectively it'll really help them understand what the gaps are in what their students need so

that they can hopefully drill down to that so that it will show up on our ost scores but if you do compare the ost to the map it's correlated very well and i can always sit down with all of you sometime to show you specifically those reports if you are interested in it because it's a lot i don't know if i answered your question but um yes and i did notice that the bda students scored highest pulling those bda students out of the big picture did it affect any of the other school buildings numbers as far as the performance of those schools because those those let's say if a student was in elmwood um and their students are now in the um bda um k through two elmwood has been preparing that student for this

test um which possibly would be a reflection on elmwood's growth um at the end of the day but we pulled this data out for the bd for the bda but elmwood has been kind of doing the footwork so have we looked at have you guys looked at those numbers are they fairly distributed um when you look at them in the in the students home school versus the bda and with the bda being temporary should we be pulling those numbers out separately and should we just kind of be looking at them in their home schools for now well as far as um looking at specific buildings principles we've pulled we always pull their data so that they can work with their teachers in their building but as far as like the ode they look at that

as a district so you know they're gonna judge it or whatever you want to call it based on how do we perform as a third grade as a whole but i think for us as um a district i think it's very important for each building principal to have their specific data because i think there is a significant difference between uh bva and some of the other buildings like you mentioned because it's clearly seen there and so that's good information for the principles of each of those buildings to then work with their specific teachers on how they could support them because there's going to be different ways to instruct and variables depending on how their students are performing thank you is there any more questions i do have one additional question um have we shared we

met individual map scores um with parents so that they know where their child is when they do go to the website that they can um know exactly where to look to get assistance for their student yes so after the fall um administration and once everything was collected teachers were instructed to send a report to their parents um indicating it's another great report it it actually shows you where the students first took it so if they've been with us the last two years that we've taken it it'll actually show their progression through the years and what percentile they're they're falling in which is really nice and then we will do that again after the winter benchmark we will expect teachers to send that out so parents could see the progression continue okay and um though the

parent um report is very user-friendly for parents and so that's why i wanted to make sure that that was getting into the hands of our parents so as they're supporting their scholars they have that information thank you thank you if there's no more questions i would like to thank you miss costa for your presentation it was very informative um thank you guys for the work that you're doing in the plans that you have set forth in order to improve my third grade reading in the district i look forward to um an improvement i think we helped you all right thank you very much have a good evening thank you the next order um the next item on our agenda is record recognitions accommodations and i would like to turn um this part of the agenda

over to mr hankey uh thank you madam president if i could for ms costa thank you miss costa you may log off you don't you don't have to stay uh in the corner thank you i appreciate that uh madam president uh this month is uh board of education recognition school board of education recognition month um because this is a lot different because we are we are in uh coven where our we are meeting virtually we aren't able to do what we usually do uh for board recognition month so what i've decided to do if i may i took it upon myself to have a proclamation written for us for for all of you and uh what we will do after we read the proclamation tonight we we will uh sign it and send it along

to you along with your certificates from the ohio school boards association so if i may madam president i'm going to try to do this justice proclamation honoring the board of education during board recognition month whereas each january in the state of ohio boards of education from throughout the state are honored for their service to their respective districts and communities by the ohio department of education with the annual board recognition month celebration and whereas the garfield heights city schools including its staff students and families seek to recognize the dedication time energy thought and hard work required to be a duly elected official in public servant for our district and whereas board president michelle n daniels vice president millett king m-e-d-l-s-w member joseph m jubi member christine a kitson member ashley m thomas med have been elected

to serve as the liaison between the community district administrators on a daily basis our board of education faces a variety of complex and ever-changing issues and these individuals discharge their duties with a high level of diligence the board of education has placed student and staff success and safety above all other matters and they have been truly dedicated to serving their best interests without their direction and approval we as administrators could not effectively do our jobs whereas board president michelle and daniels vice president millett king med lsw member joseph m jubi member christine a kitson and member ashley m thomas med are working hard right now to help establish a clear vision for your garfield heights city schools through the renewed effort to develop a strategic plan and portrait of a garfield heights graduate so that

students can receive a top quality education but ultimately become meaningful contributors to our society in addition to establishing the vision the garfield heights city schools board of education attend meetings focus groups public discussions many school events are responsive to the community and reply to endless strings of email and phone correspondences to promote transparency in our district and whereas the board of education are leaders in this community and the time spent at public meetings represents only a fraction of the time they invest to improve our district in a very simple but significant way this board of education has made every effort to remain highly responsive to the community while celebrating our students and staff's academic and co-curricular success therefore be it resolved the garfield heights board of education is hereby saluted and commended on their service

for board recognition month in january 2021 and thanks them for their care about education our students and staff and the future of this community thank you madam president that's the end of the resolution i'd like to thank the board of education for their their work their uh this is uh especially as we've said during combat this has been very challenging work and i we all appreciate all of your efforts we we appreciate it thank you thank you mr hankey thank you board i believe oh sorry oh i'm sorry madam president i just have one more uh proclamation to read if i may yes please this proclamation is honoring the service of marlene zeal to the garfield heights city schools whereas the garfield heights city schools board of education on behalf of the entire staff would

like to honor with the highest regard and acknowledgement the recent passing of marlene zeal devoted member of the district staff for approximately 34 years and whereas the garfield high city schools pays tribute to marlene zeal with the greatest respect for being so affectionately known to generations of bulldog high school students first becoming a dedicated part of our staff in 1986 and enriching it with her delightfulness and lively candor and whereas marlene zeal was most notably known and beloved in her role as the diligent hard-working and valued secretary of death life department excuse me since 1994 who for many years efficiently completed the vital tasks of the office including scheduling coordinating the intricacies of home and away interscholastic competitions interfacing with the community and serving as a smiling face and shoulder to lean on for countless

boys and girls student athletes for nearly three decades and whereas she served an important operational role as ticket taker during home athletic contests serving contests serving as the first face that our loyal home spectators would greet as they came to cheer on our teams and whom many guests would see as they entered our high school dispatching those duties with organization joy and tremendous sense of school spirit and whereas according to the current coordinator of athletics and student activities dale chris noeck marlene zeal was a devoted employee a friend of many and a true bulldog the entire garfield city schools family is mourning her loss she served the district with diligence sincerity and um loyalty representing what it meant to show bulldog pride and whereas our athletic booster club has also decided to rename their annual

scholarship as the marlene zeal forever a bulldog scholarship to commemorate her love and passion of the students of the garfield high city schools as a way for her legacy to benefit future student athletes and whereas the garfield heights board of education asks you to keep her husband david and son david and scott and other family members and close friends in your thoughts and prayers therefore be it resolved at the board of education of the garfield heights city schools superintendent chris hanke treasurer allen saluk and the entire staff of our district commend the service of marlene zeal and graciously thank her family for the years of service and sacrifice she made to our bulldog family and express our heartfelt condolences on her passing she will be truly missed in our school district thank you madam president

that's that's the end of of that proclamation thank you mr hankey and again um we most definitely honor lucille for her service and our prayers and thoughts continue to be with her family and just the bulldog family as a whole because this was a loss for us as a bill as the bulldog family mr henke the next item on the agenda is your superintendence report is pausing for water for a second thank you madam president after a great deal of consideration a review of the numbers listening to feedback from important stakeholders the garfield heights city schools will continue in its remote learning environment until further notice and likely until around the time of march 1st 2021 this decision does not come lightly but in the effort to maximize our student and staff safety while delivering

a quality of education the best quality of education possible make no mistake about it the educational leaders of the garfield heights city schools firmly believe that there is no substitute for in-person learning when it comes to delivering and receiving the best education however until everyone in our garfield heights city schools family can feel comfortable about safety security in the physical environment of the classrooms and hallways we will remain remote out of an abundance of caution the administration board of education will revisit the potential of in returning to in-person learning during the middle part of february in other news and as previously mentioned in our proclamation january is officially board recognition month and on behalf of everyone in the district i would like to commend board president nichelle daniels vice president millett king number joseph jubi

member christine kitson and remember ashley thomas for partnering with the district leadership team on the variety on the variety of complex and evolving issues that confront this district to advance children's education our board members have proven that they discharge our duties with a high level of diligence having placed student and staff success and safety above all other matters i want to thank them for their role in helping to establish a clear vision for the district through a renewed effort to develop a strategic plan and portrait of a garfield heights graduate which the community will learn more about in the very near future most people do not see the time and energy required for our board to attend meetings focus groups public discussions many school events remain responsive to the community and reply to emails and

phone course correspondences to promote transparency in our school district madam president did we lose someone oh mr salute mr saluk again okay i'm going to continue on with my report i apologize i just wanted to make sure we were okay yes you may continue he's back yeah i don't know what it is today with this unless my son is gaming upstairs and i got to go ahead and kick his butt and that okay sorry about that well that's public too isn't it thank you mr seleuca i'm going to try to continue on now i'm gonna take a sip of water real quick yeah there you go there we go um as i was saying most people do not see the time and energy required for our board to attend meetings focus groups public discussions many

school events remain responsive to the community reply to email phone correspondences to promote transparency in our district they are the leaders of this organization without whom none of us could effectively do our jobs continuing on uh we just heard a popu proclamation commending uh commending mrs marlene zeal who recently and suddenly passed away she served the district in our student athletes for 26 years as secretary in the high school athletic office while the proclamation communicates fully our true sentiment i can say that in knowing her personally she always advocated for our students kept the athletics office super organized was funny firm when necessary and display the candor of a true bulldog she won't be missed finally i hope everyone took advantage of the many tributes online or on television honoring and celebrating the ld the

ideals of dr martin luther king jr the garfield high city schools will continue to be an institution devoted to improving diversity equity and inclusion the type of which dr king promoted and expected from humanity all the best to everyone in the new year this concludes my report madam president thank you mr hankey for your report is there any questions i would like to if i could bring some clarity uh uh mrs daniels in addition to just reading my report um we uh we took a very hard look at the numbers of of parents as i said to the board last week that were opting into the bulldog digital academy it appeared to us that uh due to the significant amount of of parents approximately between 40 and 50 percent of total uh uh of students
