008right who would like to go first go ahead Mallette okay um I do have a um kind of lengthy report um just to update everyone um on what's been going on with um I'm the city liaison and there's been um several meetings that the city has had and the school district has been a part of those conversations so I want to bring um everyone up to date um on November 5th uh two 2020 the Garfield Heights count city council legislative committee met to discuss ordinance 136 which is the establishment of a community relations committee this ordinance ordinance was adopted in uh 2010 um but was never created because the residents have demanded the city address the racial tensions the legislative committee suggested the implementation of this community relations committee as it as it was written
009the committee is to be led by the mayor mayor and the superintendent of the school district the mayor and the superintendent will each appoint three residents to the committee after a lengthy discussion by the committee city council School Board Representatives the superintendent of the school district and residents another meeting was scheduled to review all input including whether or not it would be beneficial for the school district to assist in the formation of the committee councilwoman Shayla El Davis also introduced legislation to declare racism as a Public Health crisis in the city of Garfield Heights during the November 9th 2020 school board work session the Board of Education decided that the community relations committee should be formed solely by the mayor and we would continue our diversity equity and inclusion work and partner with the city
010where appropriate at the November 12th 2020 legislative meeting of the Garfield height city council an email from superintendent hanky was read indicating that the Board of Education determined that we would not be a part of the formation of the community relations committee but looked forward to our continued partnership several Co city council members and residents recommended that no one from the school board or any of the school district's employees should be allowed to participate on the commit and felt it would be a conflict of interest myself several council members and residents disagreed and felt that Garfield residents that happen to work for the school district should have the ability to participate on the committee because the committee would only make recommendations and the recommendations would only affect the city of Garfield Heights therefore it would
011not be a conflict of interest it was reiterated that Mr Hanky did not want the school District involved as the the school school board liaison um for the city council I shared that it was not the board's intent to disqualify every District employee from participating on the committee our intent was that as a board we did not believe that we should be part of the formation of a committee that would be created to make recommendations on the community relations of the city of Garfield height it was resolved that no school board member or administrator could be a part of the community relations committee the legisl this legislation as well as the legislation declaring racism as a Public Health crisis will be on the agenda for the upcoming council meeting on November 23rd 2020 at 7M
012please call in at 1 95000 and the code is 932 thank you that's the end of my report thank you Miss King Miss Thomas did you have a report yes uh Student Activities report so all of our winter sports teams have begun to practice um our coaches are conducting daily temperature checks and completing a covid symptom checklist prior to all practices our coaches have sent athletes home um who have failed the symptom checklist or have had a high temperature as of today none of our student athletes have tested positive for covid-19 um and this is not the same for many high schools in our area um our last girl scrimmage and our first girls basketball game have both been postponed due to other teams having ill um athletes and our major purchases include a new
013football down marker new boys and girls basketball Hockey League dues and basketball practice jerseys and I would just like to wish everyone a great Thanksgiving break um encourage everyone to stay safe and wear our mask and um happy November guys thank you that my report thank you Miss Daniels do you have anything from policy um there was no meeting for the policy committees since our last meeting so there's no report for the policy committee but I also would like to wish everyone um a Happy Thanksgiving and just encourage the community um to remain safe wear your masks social distance and um make sure and I just hope that everyone um stays in good health um so that we can hopefully get our students back to school as soon as possible thank you thank you Mr
014hany I just have a question when we have students that go home from an extracurricular with a fever or symptoms of covid do they are they getting tested do we know or is there a recommendation for them to be tested we we can only ask that we we we can't mandate It generally what we what we do though is we have we need a 72h hour symptom free period um uh for for them to come for them to come back um we yeah we we haven't as of right now uh had a positive test reported to us from an athlete okay so we do recommend that they go get testing we just yeah we can talk we can talk yeah we can talk to them about it but that that's about that's about it at
015this point all right thank you so I do have a question about that too um what is the difference in um just if a child maybe was send home with symptoms of the pink eye usually they may or other illnesses like a ringor they may have to have a medical clearance prior to um returning just if the nurse notice symptoms um is it something we maybe need to look at in our policies or something or something we may need to review for the same um stipulation for covid possibly not necessarily testing but a medical a note from the doctor for return because I do know that we do that for or other illnesses yeah I I I'd like to uh be able to speak with Dale about that to see where ohsaa is um to
016make sure that we're following you know their recommendations and then and and making sure you know on the legal front we're we're we're in good standing there but yeah absolutely that might be a good thing to look at and even if you can look into that just districtwide just not sports but just students as they return and also um um the students that we have in session now if we have to send somebody home do we possibly want to seek out them having a um a return to school slip prior to allowing them to come back and if that's possible yeah I I will look at that right now under uh the CDC and the Board of Health here in this County um it's kind of interesting uh if you're if you're quote unquote exposed
017to co it's a 14-day quarantine uh If you're diagnosed with Co it's a 10-day quarantine yeah uh yeah so um that that that's the recommendation right now um yeah but absolutely yeah I'll take a look at that Mrs Daniels absolutely apprciate that thank you and I do have a report from cvcc um as we talked I think it was two meetings ago I let everyone know that we do have partnership dollars and the partnership dollars are given to us by cvcc and they to be utilized each year for Career Tech type of educ ation that we can use in our home districts um this year we do plan to use our $30,000 and we will use $1,949 for Naviance which is a computer program that helps high school students plan for college and careers we
018will also use $5,500 to offset the salary of our career specialist specialist uh Julie regula and she helps our students mostly at the high school but actually in all the the schools um with their plans for college and careers and we will also use 11,555 $50 of that to replace outdated High School Chromebooks so thank you Mr sluka um and Mr Hanky for working to get those partnership dollars um utilized and also cvcc last week had a special meeting to review our strategic plan and the cbcc Strategic plan was implemented in two 2018 um our mission statement for cbcc is to prepare our youth and adults because we do have high school and adult education we want to prepare the youth and adults to enter compete advance and lead in an everchanging world of work
019college and careers we did have three goals that were implemented to enhance Career Technical opportunities to create clear Career Technical program Pathways and to communicate effectively and clearly and we do have three years worth of data um we have noticed an increase of um Career Technical certification opportunities for our students increased participation in our Career Technical student organizations and also increased student retention rates um last fall as far as some certifications there was a bit of a decline just because um Co hit us and some of our programs could not get the certifications they needed what we have worked through the summer to try to get those and we are still allowing um students to come back to get some of those certifications this year the focus will be on communication and marketing of cbcc
020adult and high school programs and cbcc is looking for Unique um and Innovative opportunities to promote their programs since we won't be able to have our 10th nth and 10th graders on visit cbcc this year due to covid we're looking at other ways to market the programs um that is the end of my report and now I will let's see hey Christine quick question um what was the price of the novance program hold on let me pull that paper up sorry yeah oh no no problem $2,949 thanks all right oh you're welcome okay and I believe that's the end of our committee reports and we do have presentations I will send this over to Mr sluka for our fiveyear forecast you're muted again Mr sluka all right I will get this right eventually by the
021end of the meeting about muting and non-m muting I said do we I'm sorry do we want to let the representative house go since she is here and put the 305 ahead of the forecast and she's online representative house are or would you like to hear our forecast representative house it's up to you I I'm here to serve you all so you all let me know what you want representative you're here if you'd like to go first I we appreciate thank you yes okay so hopefully everyone can hear me sometimes you know the internet don't don't work it's not my fre but hopefully today it is um I want to thank um superintendent hanky and for the board members for welcoming uh allowing me to you know come on and just talk a little bit
022about um House Bill 305 um the scare the fair school funding uh plan as has been introduced in the house um I did send everyone I literally within the last five minutes um I sent um all of the board members as well as the superintendent an email that has like probably all the information you want and a little bit more including like a six page summary um in addition to all the other documents that you all can reference to as I just do a brief overview um and I know many of you are familiar with this but I just really wanted to give a brief overview um for those who are tuning in to the Schoolboard meeting who are not familiar with House Bill 305 and then um hopefully try to answer some questions that
023you might have or if I cannot answer I will be more than happy to um get the get the uh answer for you and then present it back um to you U just sending an email or something like that if it's okay um if it's okay I'm going to do a screen share right now to kind of go through these quick uh slides is that okay yeah okay great um let me go here it is okay let me go wait a minute from okay all right so so basically like we all know what has happened with school funding um it being unconstitutional and so one of the goals um and I would say no just the goal of the fair school funding plan is to put forth a formula that would really be more reflective
024um of what it actually takes to educate a a a a child here in Ohio based on um residents income and property values and having some violence to that and so that's what the fair school funding plan um is um is seeking to seeking to do there are three main I would say buckets um or as they identify three essential steps it's the B base cost uh St state and local funding and then the categorial categor categorical Aid um that I'll go through um as we move forward um let talked about they want to know what does it actually um cost to educate a child and operate in every District um making sure really that we are really investing in our children to the best P best best to our extent regardless of what a
025child or a community may or may not have in terms of economic uh econ economics uh the other thing is making sure that there is some stability um and that the state is not really um putting it out there where there is some favorability from one District over the other um and making sure that the resources that we are investing in education go um directly to uh the places where um our young people are being educated um this is kind of a the base breakdown which is kind of like that bucket number one um as a part of this process there were several committees that were broken um that were sectioned off um made up of varying uh Educators from all walks of life throughout Ohio and this is kind of where they thought that
026the base cost breakdown should be um as you can see you know the different buckets here on the list I won't go through it but like I said this is how this is what the group came up with um and going through um how is this different from the past um um they really wanted and I would say probably the biggest thing is not really um focusing really trying to focus on what our young people what our students will know not only for today but in the future um many times that has not necessarily been the case when it look looking at our funding formula um looking at you know the social and emotional ISS career Med career Readiness um you know professional development for our Educators and so these are some of the things
027that um are trying to be attempted to be laid out in the fair school funding formula um State step two um some of the changes um right now is that um with the state and local share as you all know there's an exclusive Reliance on 100% on property taxes right property values in the state and this new Switch is trying to go to a 6040 approach where 60% uh will be relying on the property values and 40 % will be based on Resident income um and really trying to determine that to determine what truly local communities can um add to uh the funding um when it comes to educating the children in their Community when we look at that the categorial aid um we're looking at there was a breakdown again and each of these
028um each of these categories had a group that was looking at it so poverty preschool special education gifted education and English language learners um they had uh groups of people that looked at it and provided some recommendations um one of the thing on the on the poverty side um they recommended an increase from 272 to 422 um but this is also noting that um it needs to be like fully funded right um they're like when you look at the information that was send it to you they they know going into it that for when we look at poverty it can take anywhere from 25% to 60% of the base funding to educate a young person who is um uh you know uh living in poverty just doing to those things but it's not actually funded
029but this is the starting place in house bill 305 um and on the preschool side it really was um looking at making sure that at least every four-year-old um has access to one year of high quality preschool which I think is a difference um um that we have not been seeing um these are the breakdowns from uh special education um so you know I'm not gonna go into that so these are I'm just going outline these are the things for special education and kind of like I would say kind of like these niches um that we have in our educational system where we don't necessarily have currently don't have a great answer on how do we fund it fund those kind of niches that we know happen in public education um we don't have a
030good answer on how we're going to fund it and how we are going to look at it um there's also some thoughts around um transportation and um and I and I'm not sure if if you all in particular if Garfield Heights have had any input in this but um they are looking to include an additional $45 million um for bus purchases um for school districts um and then changing doing some eligibility on who's able to change or who's able to write uh public or have access to public um the school school bus transportation um um and so those were some things that went into place of this F for funding formula um I know you all were talking about um your uh uh CTE your Career Technical education there are some base fundings that will
031be looking from um the Career Technical education exp uh Career Technical education component um our Educational Services Center and um stem schools um which uh carfield doesn't have a step school but just something to know that there is something um in there for that um when we talk about our kind of Charter Community Schools and vouchers um one of the things that I know a lot of people have been talking about um is having a separate funding source for them and not coming out of um uh I would say the the budgets of our traditional public schools and so what the fair school funding um plan does is actually do a direct um I would say allocation um from the state and they will not necessarily be the the pass through that is currently happening
032through um through school districts that is what is currently being proposed um and so this is what we have in front of us um on this this sheet right here these were um a lot of the the school districts that are in uh hoga County um I did my best to try to do my little highlighting it's in the light blue um of the changes that you will see from Garfield Heights um as it is proposed right now um with this new um I would say uh Aid uh if we pass it um as it stands now gra Heights um would stand to getting I would say an additional $1 13 million um from what they currently have um and like I said you can look at the numbers you have the extensive list of
033how they got to this it's in the email that I sent you but I wanted to cover that so people can see um you know do you think you know garfi Heights or you can evaluate will you benefit from it or not um because I know um school districts all across the state are doing that um where we are uh in this process um we let last week we had um we were beginning again to talk about how those who are working on this plan have come to you know the thought process and why they feel this is the a good direction and where we should go um we will still be hearing testimony um our serve on finance where we are hearing um like the different testimony about the fair school funding plan and
034we will be hearing more testimony this week um and then we are going to you know you'll have like and it's a process because there there is the house version and then the Senate also has a version and I just want to make a note that in the summary document that I sent to you all you'll see like the differences in each of the bills so I am talking from the house perspective so I just want to make that clear um and hopefully if well if people are feeling this and they think this is the right direction um the bills will come on the floor probably the second week of uh December if this is the direction the legislature would like to go um if not um we will probably have to start this process
035all over again in the 34th General Assembly beginning next year so that's kind of the the the my summary of this um I don't know if you all have any questions right now that you would like to I'm G to stop my St School share um but um screen share and then um we can go from there thank you Miss uh representative house it was a a very thorough and concise um overview of the bill I I wondered this does have bipartisan support and I wondered how you feel um sometimes I know being a represent from the north you might not there's a difference of opinion and a difference of um from some of our um colleagues at the in this in Southern Ohio and Central Ohio and I just wondered how you feel about
036this piece of legislation so of course somebody would ask me this um okay so I mean in just full disclosure like from my while I understand people you know they think we need to make incremental change um like this has been a 20 year 20 plus year um nothingness that has come from the Ohio general assembly and I just really feel like if we are going to do something um not do something you need to do it right um we we really need to be very direct on how much is this going to actually cost um one of the fundamental things that I have yet to hear an answer to is how much does it actually cost to educate a child in in Ohio in our different district and and most people um have been
037presenting stuff based on the availab the availability of resources as it stands and that's not what that's that shouldn't be the goal like that shouldn't be our nerth store I feel like no tell us how much does it cost to educate a child and then we should be building um like funding around what it actually takes you know and I I think while and I'm not knocking everyone who has putting a lot of time work and effort into this and I know um a lot of districts are in support because you're going to you know people there are majority of districts are going to get more money my question is will it be enough will it be enough to change the trajectory of our young people um because what we know you know for those
038who are educated and Ste in this I always say one b bad year and everyone knows one bad year for a child and their educational experience is really damaging think about as we are laying out in the um Fair school funding formula it's going to be a process of about six years what happens to young people over the course of six years where you might be getting some more money in your District but it's not enough that'll truly meet their academic needs they're going to be lost and we're going to go into losing another Generation Um of young people in Ohio because we as Educators as really know politicians elect officials have not just taken the bandaid off how much is this going to cost andone the hard work to truly invest and so um
039that's me personally what I know but my responsibility is to be your voice you see what I'm saying so really based on you know what those and garville Heights think those in and Cleveland metropolitan school district thing you know I am real representative and so what you all think that's what I will do um but me personally Stephanie um that is what I'm saving and if anybody is paying attention to me in committee I ask these really which I think are basic questions and because that's where I am well sometimes you wonder where they come with up with the numbers I mean where do they come up with the numbers for how much it truly does cost to fund um an education I do like to see that it includes a social um socioeconomic or
040um emotional needs of the P of the paent of the students which is really important because you really have to look at the entire child and I'm I'm glad that um it has addressed um CER technical education because that could be a path for a lot of our students um and the preschool education I truly feel is important I think a lot of students um would benefit from that especially being an inner ring suburb I think our students would it's almost you we need to catch them early on our students um to give them that Foundation um I I've seen a lot of funding bills come and go since I've been on the school board and most of them go and but we really do need to stand up and um come up with the
041solution to address this funding because it's it hasn't been addressed by you know by our state so um thank you for your efforts and I don't know if any board members have some questions or thoughts on House Bill um representative house the only um question that I have um Miss kitson pretty much covered um my sentiments and thoughts is um if community members are um watching today what is the next step um for the community and your constituents in order to assist in um getting their voices heard as it relates to um the passage of this bill and supporting our school district getting um Fair funding so for people that are interested that have in um a thought I want to share their opinion um I need to you know what this is the easiest
042way to do it the easiest way if you would like to um give testimony you can do written testimony um and if you contact my office um the easiest way just R1 ohiooh house.gov um I will get you just connected into that process so you can be on on record um of saying you support this bill and to offer suggestions and things of that nature um again we have Finance this week um actually tomorrow and usually it's a 24hour um period And I also think a part of how they're doing these bills they have invited testimony going on but within that if people really want to be on record I can make sure that your testimony is submitted along with others um um if you are you know because most people aren't able you know
043to come down to columus and things of that nature um but I the easiest way is you you can email me or just give me a call at um 614 4661 1414 and then we can uh get get people connected to make sure their voice is documented and on the record and support or giv or have suggestions thank you are any of the school boards um doing passing resolutions would that be helpful do you think um a resolution in support or I I can give you I'll give you a response by later in I I you know the one thing we just got back and so I am like I don't know this is a new version and so thus far we have not necessarily received any um like resolutions um supporting from um boards
044Board of uh Board of educations but that's not to say that they haven't I just need to to go by because this is a new version we just got the new version last week okay and if it is something that might be helpful we could consider discussing that um as a board so okay does anyone else have any questions or Mr Hanky or but yeah yeah thanks again representative house you know you you've always been a good partner uh with with our district and providing us with great information um just you know just for the board's sake uh bass of the superintendent Association is is in support of the bill I think as written um uh you know it it's it's certainly far from perfect but it you know it it is something that is
045is different compared to what's been you know put forward in the past I suppose to Mrs kitson's point you know we've seen these things come and go over the years unfortunately but um that's where I know that's where the superintendent are generally I was on a regional call with them um there were probably 40 or 50 districts represented and they they were they were throwing their support behind the bill that's the same for the Ohio Association of school business officials it's all supporting the bill it is far from perfect representative house appreciate your efforts it's there is a piece though if we don't get a resolution there is a piece from osba and oasbo that you could sign on as a board member and support and you can be attach to the bill as a
046supporter from the school district I think osba put out a link to that but um it's it was a lot of hard work by a lot of people to try to come up with something so we'll see what's your uh representative house to put you on spot but what's your feeling on the Senate side of this would that be the stumbling block or is that kidding both Chambers I will tell you it's both Chambers you know um okay yeah yeah it's both Chambers you know I always tell people like um there's a reason why it you know we have not fixed school funding um because we just don't want to have a very direct conversation of how much money is actually going to cost right and a lot of people are having an IDE idea
047maybe they know it's a lot of money um and the appetite is not there for um the Ohio General Assembly to um do their fair share in actually funding um education to in a place that is actual actually Equitable and so that is that's where we are um Switching gears here I know the Senate is now in hearings for the Community Schools and for the Ed choice is that going to come to the house after this this is lme duck anything that anything everybody is trying to get everything I know and that's one thing too it's a lot going on at the same time right um like I said I know the hearings are going on um regarding Senate Bill 89 um you know vouchers and stuff like that and so um where that lands
048I I'm not sure okay but if I hear anything I can let you all know you know definitely uh we'll reach out to Senator appreciate that um you know to kind of get those update fishies over there and I'm over here seems like all of a sudden it came up quick at the hearings on the uh yeah the had Choice yes I mean it's just things that was an outstanding thing that should have been done of course earlier this year but then it just got away you know because now in the midst of a of a pandemic kind of people's priority have shifted and so um that's kind of where we that's where we are any other questions representative house again thank you so much you always been have been a supporter of public education
049I've always looked out for um the Bulldogs here in Garfield height so I appreciate all your efforts on behalf of the other Schoolboard members thank you so much and we hope to have you join us again in a future meeting yeah well like I said always here I was excited get the invitation so thank you all again so much for um helping me to indulge um for those out that are out looking listening or watching on YouTube um it's actually been just my honor um to represent you all and like I said just know that I'm always a phone call or email away and whatever I can do to be your voice in Columbus um just know that you have a friend in yes thank you so much let us what we to help you
050thank you again thank you bye bye bye bye all right thank you thank you Miss Daniels I believe you were the one that suggested yes thank you okay doing that um now we will have our fiveyear forecast sure um I'm gonna share a screen here if I could piggyback real quick on something that uh Steph representative house talked about so I'm gonna um jump in here uh I want to show uh the board I mean I I kind of like she had the um a lot of the components here this just has a little bit more uh analysis to it um in the past I think the biggest key to State and local sharers our wealth was based on property valuation and not income and uh so and then the enrollment um type of thing
051but I wanted to go down to her I mean Cate um to just to to point out our capacity that's why we're getting an increase our capacity per pupil is way low you can see here but this is the biggest key to the funding formula that she put in here currently Garfield Heights under the current funding formula is considered a cap District so we're capped at how much State funding we get if we were under the regular funding formula that was in place now we would be getting this amount right here we would get almost 7664 million more dollars if they were funding to their formula U that's how far under the cap we are with our funding so when you talk about changing the formula um the reason that they cannot come up with
052a funding amount for schools is because nobody really knows what that right amount is you talk to experts upon experts and nobody knows I think the biggest encouragement about this whole Hospital 305 is that there was numerous committees made up of treasurers superintendent uh State legislatures working together especially uh Representatives cup and Patterson and each one taking a segment of the funding formula and they worked over two years to try to hone this absolutely were there winners and losers yes there was but overall it's probably the most encouraging funding piece going forward for lack of a better term and knowing that the current funding one is at worth 7.66 four million under the cap and you could see all these up above and below that's how much they are under the cap and their funding
053formula so I mean that's that's the I think the biggest thing for this piece of moving some sort of funding formula forward can they fund this no it's going to take six years to fully fund what they proposed but we have to start somewhere and I I I wholeheartedly think this is a right direction because we have Educators and a vast uh plethora of people around the state that worked really hard to try to come up with something that's Equitable based on classroom teachers B based on wealth based on enrollment numbers based on what Target assistance and capacity a based on special needs and uh BAS based on economic conditions and and technology and transportation so I think it's a good thing for uh for a good start for legislature now what what they do
054with it I don't know so I I sent this to everyone if you have any questions on it let me know I do have question yes this I just want to make sure that I'm understanding it correctly so with the um payments that we make to our community Community Schools and charter schools for children that live in Garfield but attend um schools outside the district yes if this passes then we will no longer have to pay those schools the schools will get the funding directly directly from the state yes so that will help us with our well because now we aren't quite sure why we're paying as much as we're paying and you continue to fight it um and we still can't get clarification but we know we have to pay it well and that
055and that's kind of the point and then the harder part is is that since we are a cap District the community schools and Ed Choice get a per pupil amount that is more money than what we get correct so it's almost like a double whammy where we're paying them anywhere of like 5500 to 5800 per pupil where we're getting anywhere of 4,800 per pupil for our own kids it'd be nice if it was an even playing field and they paid the same amount but they don't because we're a cap District got it so and that and that's the the biggest thing and our you know like I said our capacity like this amount here that's why we're getting a big increase is because our capacity is this is what we can generate 100 100,000 some
056of these districts are pretty high so like I said we're I think the biggest thing is we're almost 7.7 million under the cap and we get cut so and or we're stagnant but that I'll go through that in the forecast here real quick so that's that's kind of the house bill 305 piece the other thing that I liked about it um is that it would fund technology for every student um absolutely so I I like that piece and I'm sure ba likes that too yeah and the other thing too is is it also transport I mean um we're not hit as hard with our buses because we only have seven square miles but there are a lot of rural districts that are driving their buses into the ground right and they can't get any money
057to get new buses neither can we so it's like you're required the transport but you can't get any money to replace buses where where are we going to get the money to replace our buses so we're driving 10y old 12y old buses so and it the big thing is it has something in there for everybody but it does have something more for the the less wealthy districts to uh deal with their issues so and it's it's kind of that's why they kind of call the fair school funding plan because they try to incorporate everything for everybody so with that I'm going to transition um away from this to the forecast so bear with me one second here we go and let's start so getting to the forecast I I did the presentation and the forecast
058uh the biggest one is in exhibit B but the forecast itself let me just go through I'm going to highlight some of the areas um of the the key things to our forecast here is that U as I break this down in the simpli simplified statement currently um for this fiscal year we're going to end the year with 3 point I'm estimating at 3.3 million balance we have a revenue Surplus deficit and the reason we're ending this year in a a nice Surplus is because we've shift some of our funding to the wellness dollars to Esser Grant but that being said that's a one-time shift for right now because I'm not assuming that we're going to get Wellness dollars under the next banian budget which I'll talk about here in a little bit but going
059into 2022 we're going to need that balance to mitigate this figure right here of a13 million Revenue deficit which will cut our balance down to two million and then you can see here to mitigate that as we move forward all things being equal with the assumptions that puts us into a ending balance of a negative 300,000 um fiscal year 24 and 25 um the hard part is it's so big because the forast has required us to carry over a negative balance which we would never do we'd have to break under law we'd have to break even with zero but that's but that's how we're required to show up but I'm going to concentrate on fiscal year 23 right now we're showing a $300,000 negative balance this is when we start looking at in two for
0602023 and then even next year what can we do to mitigate this so by doing this three-year forecast we can see that there are some things that we could do to offset that balance the good news is is we have a 2122 and and I'm gonna say 23 from out of a $49 million budget 300,000 is very insignificant so we have a chance to mitigate that and carry that out to 2024 so right now we just need to concentrate on 23 my always key here is a revenue Surplus deficit if we're spending more than we're taking in that's a sign that we need to start looking at what we're doing here like I said the big jump here is because we're bringing back salaries from wellness and Esser now if Wellness continues I'm not sure
061what the governor is going to do because we have the um state banian budget coming up right now I show our our main sources of funding our real estate uh State funding here is our uh restricted grants and Aid and our property tax allocation which is also State funding so we're heav heavily relying on the state funding and and the wealth of the state and how the state's economic impact is so we watch very closely the two-year budget which we'll be starting to look at here as representative house said coming this spring of what we're going to do what the state's going to do with their budget how it's going to affect our funding for the schools so and then we move on to the expenditure side and we can see here that our biggest
062thing is salaries benefits and purchase Services I want to say here um the key thing is our salaries and benefits is below 80% and that's where we want to be that has to provide flexibility uh we see a large purchase service amount as you said Miss King because we have a a large chunk of our money going to community schools out of District tuition and Ed choice schools and now I'll go to that a little bit later in our assumptions but that is why we have a big purchase service amount because a lot of our money is is committed to Community Schools and Ed choice and out a district tuition for special need students idealistically you'd like to have this slower and you have flexibility there to um amend programming if you can the hard
063part with these three is it's you can't the these are all pretty much set in stone based on negotiated agreements and um special needs students and Community Schools are locked in uh here here's a telling sign the revenue compared to expenditures revenue is the Blue Line always would like to have it above the expenditure line so you can see here we're breaking even once in 2022 this sign right here well sorry I'm G to go back see if I can go back here once we start breaking that line that's the sign to say that you got to start looking at your expenditures or increasing your revenues because you don't want this to widen the Gap because what it ends up doing it starts cutting into your available balance and you can see here in 220
0642022 and revenue Surplus shortfall once you start cutting into this this is a sign that uh you need to start looking at uh the direction of levies cutting cost additional revenues um how we're going to mitigate this Sur Plus shortfall usually you mitigate it schools with an available balance but that balance only lasts so long this is the uh fiveyear forecast report that I have on for exhibit B the forecast um goes into a lot more detail that I'll have that up on the website for people but if if you get a chance each area of the forecast has an assumption to it in a lot more detail uh to expl explain how I came up with the numbers and I usually you know we use historic Trends current factors multiple variables um it's the
065what we think at the time and uh moving forward key Revenue assumptions our Revenue has uh increased 2.2% annually over the past five years however it's only projected to increase 78% through 2025 um the reason being is is that um we've been collecting a lot of delinquency taxes and we've been doing well um with our state revenues however with the state the cut the way it is and the governor not really making it up this year he hasn't said anything about making it up I'm not real sure where State revenues are going I have one in here I have a one and a half percent increase and we'll get there but this is some of the things that we look at uh we look at the class run rate tax rate we look at the
066property tax valuations where they're going from reval we think there's going to be a reval but a revaluation an increased property taxes doesn't necessarily turn into more revenue for us because of House Bill 920 and and lack of inflation the biggest thing is on the state side increases in state revenue to keep things going we hav't seen increases in the commercial other um with the re reapa diesel 2 once again that's House Bill 920 and you can only get so much of an increase based on the 920 inflation rate but the big thing is we've been sold down showing reval increases is a direction for the community to show that housing market is going up commercial Market is going up that is a good sign for the community a good sign for the school district
067to see those valuations increase as we uh move forward and trying to get more property tax revenue as for the state I'm using a one and a half% increase with categorial categorical State funding based on um what we're seeing now today versus what we saw last spring versus what we're hearing um they have to make up the losses um I don't think the state could go in any directions regardless of House Bill um the encouraging news for this for us in the state is that I think their economy was starting to come back and their uh income tax was starting to come back for the state and I don't think it's as bad as we're thinking the governor has not come out and talked about additional Cuts so we're going to see where the uh
068State Legislature comes with funding for the next few years one and a half percent is pretty low um but it's better than the uh negative that I was projecting back in the spring so we're seeing a a trend of increases in state funding are they minimal absolutely they are it's just that uh I don't don't know where they're going and then the wellness funding is not included here I'm not sure if the governor is going to uh continue with Wellness funding um all indications are that they he is but I think it comes down again to the state coffers and what the legislator is going to approve for uh school funding so on the expenditure side um unfortunately inflation and everything else expenditures uh do not Flatline like the uh like the revenues do um
069the biggest thing is salaries we base salaries on the uh negotiated agreements and um Step increases I don't uh build in raises for salaries I just used the like I said the agreements and step increases um moving forward sorry okay all right jump back to here we go so the salaries represent 53% um an annual rate over is roughly about 2% in in salaries over over over the course of the forecast which has been consistent with the previous years Healthcare makes up the uh portion of the fringe benefits and the biggest thing is that this year uh we saw a no increase in our premiums which is a good thing and then I have a 8% increase in premiums uh moving forward has pretty much been the average for our Suburban Health Consortium is an
0708% increase in premiums uh this year was was a good year for us and the Consortium of a no increase so that that really helps up the bottom line too although unemployment has kicked in um we're looking like a it's going to cost us 50,000 this year in unemployment I back that down the following years because I'm hoping that the economy gets back and uh people are now back to work and working so you know we'll see what happens and if the governor doesn't shut down the state again or shut us down I don't see those Unemployment uh costs going up I see those going down for the next year here's the big one out of District tuition 68% of the purchase Services uh Community Schools add Choice private tuition excess cost and postsecondary the
071district saw these costs increase 99.4% in 2020 now you're going to say well I'm only forecasting a 1% increase and it falls in line with the state budget cuts if the if the state's going to hold the line with us they're going to have to hold the line with the funding to the Community Schools and Ed choice so that's why I only see a 1% increase here um for this year however I'm looking at the following years is 2.5% an inflationary increase um just because I I'm not sure how far that's going to go with the funding and how many more students are going to be going to Ed Choice depending on what the legislature does with the Ed Choice uh rules and regulations utility cost uh we saw a decrease doing part for our
072closure um we also have taken measures to be energy efficient with our um fighting project and I think that that's going to help save money moving forward and lastly the otpt contractual Services we're just looking at a u a slight decrease in substitute costs I'm not sure where that's going to go um we're having a hard time finding substitutes with online learning as with every other district do I think our substitute cost will be a little bit higher this year than last year absolutely since we shut down in March but not significant enough to where it's going to be a big increase but however moving forward when we fully open schools again I have that uh jumping way up in uh in 2023 so with that the overall Outlook um like I said the uh
073Revenue shortfalls we talked about um the governor Wellness funding uh 1.3 million I'm not sure whether that's going to continue the current state banian budget was passed in June 19 so that's covering two years 2021 is the end not hearing any anything of what the state's looking at for State funding beyond the end of this fiscal year and it's always um the notes and assumptions are key to this forecast and uh that's the big thing like I said there I go in more detail in the uh in the forecast itself so with that I will take any questions any questions I appreciate the um three-year forecast I know that's something the board has asked in the past because by law you have to have the five-year forecast but it's it's very difficult to project out
074five years but the three year seems more of a stot of what's happening and you'll see the threee right behind on the on the forecast of the fivey year but Mrs kidson is absolutely right I mean jumping out four year four and five it's it's um it's hard to do but three years and and the biggest thing is it lets us at least take a look forecast change because some things might come in that you know you don't know but what it does is it lets us at least Monitor and look and see that hey 2023 we might have to do something all things being equal things could change very easily when the state comes out with their banal budget and we could be in for a nice windfall is that wishful thinking absolutely it
075is but you know you know uh that's you know something that uh we'll have to uh look more for you'll have uh more detail in the spring when we get to the update because I'll have more information on where the state legislators is going with their uh with their funding piece I do just have a general question I'm just with this being um three of three of us is our first time right um participating in the fiveyear um forast so um just to get some clarity this is something that we're required to provide law annually yes oh well twice a year twice a year do one in November and one in May which is and and just a little aside to this which is funny because state legislators have forced the school district to do
076a five-year forecast we are the only public entity schools are the only public entity in the state of Ohio that has to do a forecast a fiveyear forecast and the state only does a two-year budget that being aside I think the forecast for any public entity is a great tool and all of them should be doing it and I think it's it's a good tool for on the legislative body to be able to see where where everybody is going I mean and it also a good tool to see if there's any problem areas that way you can potential problem areas you can address them in enough time to where you're not caught off guard with with a surprise and don't get me wrong the reason we have to do for the new board members the
077reason we have to do the forecast in school is because her has been treasurers that have been surprised because they didn't do one and they got to January and they ran out of money that's not a surprise a board needs to to have or the the community wants to hear that all of a sudden you have no money and you got to go for a levy right away how did you not know that if didn't if you're not planning correctly so is the forecast a great tool absolutely it is um but I like the three year better than the fivey year because going out five years is a little tough but um it is a good tool thank you any other questions and it will be posted on the website correct it'll be posted tomorrow
078morning after the board approves it that's good all right okay thank you um Mr Hanky do we have any recogn recognitions or commendations uh not this evening Mrs kitson so now we will have your superintendent report thank you Mrs kitson members of the Board of Education as many of us uh now know the Garfield height City Schools will continue in its remote learning environment until Monday January 4th thereby maintaining the current model of Education through the end of the calendar year the district arrived at this decision after serious consideration of a number of factors first the increase in positive covid incidences in and around kyoga County played a major factor for review District leaders currently monitor data and Trends on a daily basis and with such a spike in cases pragmatic thinking prevailed to keep
