any other reports and I do have a cvcc report um first the end of the add drop period for programs at cvcc ended on September 24th and as of that date there are 89 Juniors make let me double check this first year yes a total of 89 Juniors from Garfield Heights that are attending cbcc and we have 97 seniors that are attending the various programs at cbcc this is for the high school um initially when covid hit Mr Mangus had thought that we would have a 25% drop in enrollment but actually we only have a 10% drop as compared to last year um 10 graders usually come up to cbcc to do tours of all the facilities and the programs that is not happening this year so do Mr Mangus and his team are working

on creative ways to provide the information to the um 10th grade um group the 10th grade students to see if they're interested in some of the classes at cvcc for their Junior and Senior year there is a college night and it will virtually be held there was actually two one is passed already um the second one is scheduled from October 26th through November 1st there will be 200 institutions participating and organiz or enrollment is available on the cbcc website um for students and parents that that are interested in that um two other things each year ever since I've been on the cbcc board this has happened there's been $30 of partnership dollars that are available to each of the districts that um each of the eight districts that are part of cbcc and these dollars

are can be applied for from the local district and used for any kind of career tuck related expenses and the board did approve that $30 $30,000 stien so um I'm sure that there our district will find a use for those dollars and um information regarding the application in that um is available for Mr sluka and Mr Hanky and finally this is finally two things uh in October we also usually have an all board dinner held at cbcc where all board members and administration is invited and The Culinary Arts students make dinner for us and um afterwards is followed by cbcc board meeting that is not taking place this year um that is cancelled due to covid so we will just have our scheduled a regularly scheduled meeting and that will be October 29th at 6:30

and that will be remote and finally um there are no report reported positive covid cases at cvcc for the high school students the staff or adult I'm sorry question sounds like I think Mallette is reconnecting okay all right and that's the end of my report thank you miss kitson any other reports if I could ask each one of you if you could email me your report for the minutes that'd be great thank you okay moving on uh recommendations accommodations anything Mr Hanky no president president juie superintendent report uh thank you Mr President the Garfield height City Schools Community should take note that the district will be returning to a hybrid model of in-person learning beginning on Monday November 9th uh students will attend school iners one week and then remote the next week and then

follow this rotation until we are able to have all students attend school together safely the idea behind this particular hybrid learning model is to keep students together in their respective grades while minimizing the total number of students at any one time in the buildings this decision is predicated upon the parents support of such a hybrid return to in-person learning approach based on the parents survey that was conducted a majority of parents support the return to hybrid learning as always we appreciate the feedback support and input from parents and this is a perfect example of how your feedback is incorporated into our decision making on October 19th the district will begin a phase in plan to prepare students and parents to return in this hybrid model please be on the look out for more information this

week uh regarding the phase in Logistics in other news the Garfield height City Schools expresses gratitude to the approximately 41 participants who officially kicked off the process of planning for the district's future as part of the Strategic plan steering committee last week on October 7th this meeting took the meeting took place via Zoom as led by our facilitators of OEM strategies from their breakout sessions then took place in which participants individually brainstormed characteristics of what a portrait of a Garfield height high school graduate will possess possess upon graduation five important pillars were discussed that will shape the overall focus of the district in the long term including diversity equity and inclusion family engagement facilities and resource leveraging teaching and learning and achievement and Student Success the meeting was exciting and positive the next steps will

be shared in the near future and will likely include the analysis of data from this meeting focus groups with stakeholders and a follow-up steering committee meeting before the end of the year thank you to the participants for sharing many ideas in a collaborative setting finally as we March toward the transition for a return to in-person learning through the hybrid model please take time to inquire with your students about their academic progress ensure they are attending their classes remotely this way we all can ensure that this unprecedented period of online learning is Meaningful and as successful as possible thank you Mr President that's the end of my report thank you any questions for Mr Hanky so starting November 9th you said we'll going back week on week off uh week a week B through for K

through 8 uh the the high school plan is still being worked out uh we've had enough students that have been uh uh taken into the Bulldog Digital Academy at the high school where we may be able to have all of the grade levels at the high school at the same time we are below a th students at the high school and and that that that could be uh even less the building is such that uh it allows for uh uh you know a good amount of social distancing um you know we're still looking at current numbers on that any other questions remarks from the public regaring agenda items no one signed up for agenda items Mr juie thank you uh reports are recommendations Treasures recommend the board approve financials for September 2020 as presented in

exhibit a move and wave items two and three so moved that was a second L I got you I have it yes okay discussion just to follow up on item three after the presentations and uh going back too uh with Mr Hanky and Mr Patton we feel that the um requests here and the money that the board will be contributed to each group will fit within our financial parameters and we can make that work and I think it'll help out these uh three groups is this an item that we will revisit every year absolutely it is yes yes this is just for this year yeah if you don't mind me chiming into uh Mr President and for Miss Thomas uh you know I think this gives us for this year especially and one of my

as I said at the work session for music express this is going to make this a lot more affordable for our students uh uh for music express and it'll really help that program which has been incredibly successful and um uh the the B the band fund I think aligns with our objectives uh for now but we're going to have to look at that uh down the road because of instruments you know as they as they Agee and things of that nature and do we know if the has the music express season already began they they uh asked me if they could start practice I told them they can they have parameters they're they're they're practicing in the PAC socially distan only 30 minutes of singing before they have to rotate I don't mean to chuckle

but it really is I mean it's it's it's it's it's really a a process because they have to come in they have to disinfect then bring the other group in um you know the PAC is great because it's a big space it's got a lot of um uh uh the the HVAC there's good uh for ventilation and things of that nature so as of now they are trying to work out if they're moving forward with a season it's not Garfield Heights issue this is just music show choirs in general but they are trying to prepare so the money that we've um that we will be providing is if they have a full season correct with competitions hotels bus Etc well I think and Mr sluka correct me if I'm wrong if the if if the

board approves the transfer it's it's for the transfer but I believe we can revisit and see what carries forward for the next year if it's not used um this so for example this particular dollar amount um we had them look at very closely based on some overnight trips that will certainly not happening this year uh uh but um I think moving forward that you know we can we can look at what was spent and what wasn't Mr saluka I talking out of pocket or no you're you're absolutely right I think the their issue right now is a season a not season they still have to order costumes they still have to get their sets made they incur those costs but if there is no season that all that would carry over and if there's any

left over from that that would play into what the board would want to allocate for the next year and they would I Envision them coming again miss um and saying this is what we spent and this is what we have left over and this is what we need for the coming year absolutely just like the athletic director does all right and 25,000 is enough for band that for this year one of the issues go ahead Miss Thomas yeah just because I've I've been there um I did reach out and get some some more details about that number for band um and we talked about you know what would happen if if the board would continue to support um the band and we looked at some of the instruments um that we do have and the

instruments that we do need replaced um and I think that the instruments that we are preparing to purchase currently are some of the more expensive instruments that we need for the band yeah I I would like to get the band on a uh instrument replacement schedule like anything else we do um with facilities as replacement schedule Sherry has her technology replacement schedule I think the band needs to get on a replacement schedule so their instruments just don't lag behind and get old and all of a sudden they need a a whole bunch all at the same time and that's where we kind of come into a crunch of buying them all at once is where we can't afford it if they get on a schedule it' be great then we could plan for it any

other questions roll call Mr juie yes Miss King yes Mrs Daniels yes Mrs kitson yes Mr J or um I'm Sorry Miss Thomas yes Mo recomend recommendations of the superintendent to the board is recommended board approve and play leads as exhibit and exhibit B moving W items 4 through eight second discussion roll call Mr juie yes Miss Thomas yes Mrs Daniels yes Mrs kitson yes Miss King yes item nine is recommend the board approve the administrative salaries I like to make Amendment if I can get a motion in second first Joe and then we could make a motion to amend is recommended board approve the administrative salaries for the 2020 2021 school year as presented in Exhibit C so move second I'd like to make an amendment to item nine shall read has recommended board

approve a 2% administrative salary increase not including the superintendent treasure or those administrators who change position so mov second discussion roll call Mr juie yes Mrs Daniels yes Mrs kitson yes Miss King yes Miss Thomas yes item 10 is recom recommend the board approve Terrence Kowalski as a substitute assistant principal for the district to be paid at a per DM rate of $300 moving waves items 10 through 20 don't move second nice I'm sorry uh roll call discussion rather I'm sorry again roll call Mr juy yes Mrs Daniels yes Mrs kitson yes Miss King yes Miss Thomas yes under contracts has recommended board approve a service agreement between Garfield Heights City Schools and PSI Associates Inc for the 2020 2021 school year for remedial title one teacher services for nonpublic school to be paid from

Title One funds I'm sorry title funds so moved second discussion roll call Mrs Daniels yes Mrs kitson yes Miss King yes Miss Thomas yes Mr juie yes it is recommend recommended the board approve a contract with Monarch Center for Autism for Garfield L school student to receive special education services for the 2020 21 school year SL move second discussion roll call M Thomas yes Mrs Daniels yes Mrs kitson yes Miss King yes Mr tuie yes item 23 has recommend a board approve the contract between Garfield Heights City Schools and diligent Corporation to purchase board docks for the 2020 20 2020 2020 H school year so moved second discussion roll call Mrs Daniels yes Miss King yes Mrs kisson yes Miss Thomas yes Mr juie yes uh remarks from the public regarding miscellaneous School items we

have three people who have signed up and I think uh Miss Bailey will be calling them um each person and put on speaker so the board can hear um for those people that are uh going to be participating they have three minutes uh to comment under the board policy and I think the um first person would be Miz alashia Brown is that correct okay and while Sherry is uh getting that person on the phone you also have uh Miss Teresa lelli and Mrs Renee Bolton who want to address the board next so those three muting myself right now okay okay go ahead please okay my address is 4964 East 110 Street G Ohio I question about um my son is in the digital academy but I want to see if I can take him off

because he's not learning so well on there me and the teacher already had a conversation she thinks it's best for him to be in school as well [Music] are you able to hear that okay all right um uh let me read her email to the board and and hopefully I capture it she wants to know if her son can opt out of the digital Bulldog Digital Academy because he is not doing so well with the online learning he's falling behind and his grade is low and he needs extra help that's her I think that was her question is that right Miss Bailey yes still have her on the phone yes that's my question okay okay Mr Hanky could you look into that matter yes so Miss Brown I'm gonna give you a call tomorrow okay

thank you so much you're welcome goodbye he go ahead thank you hi this is Theresa lell ghta president and teacher at Elmwood I appreciate and recognize the effort the staff has given so far to keep our staff and students safe our teachers want to be back in the classroom with our students my question is why are we returning now at a time when other districts are remaining closed backing off face to face and shutting down and going fully remote that list of schools is growing longer every day if our new school our new plan brings back all of the students my 19 students will be less than two feet apart in my classroom a class with 26 students will be even closer we have classes of 30 students how do our teachers have a chance

of providing physical distance that's safe in any of those situations to place the students and staff in the same classroom for over six hours a day is the worst possible scenario according to the CDC why are we returning now according to Mr Hanky at the board ofed work session last Monday only 50% of our parents went through children return what happens to the rest of the students the parents at Thursday's Town Hall aren't satisfied with what they're hearing either why are we returning now while I recognize and appreciate the efforts the district has made so far I believe it's time to involve others teachers and staff members that are doing the work Berea and other districts have formed groups of 20 certified staff members or more several teachers from each building remote learning is time

consuming from start to finish for both our staff and students we shouldn't expect staff and students to be on Zoom from bell-to-bell with teachers attending meetings before and after we should allow a day for planning grading meeting and makeup work our students and staff in garford Heights deserve the best we must all be a part of the conversation to make that happen thank you I appreciate your time thank you would you like me to call the next person yes yes okay I take it sh just say Miss Bal yes okay go ahead good afternoon this is Renee Bolton I am at 5749 chy Road um I am reaching out um basically regarding an email that I sent last week um the email was specifically regarding the Bulldog Digital Academy I was surprised to find out

that um the um the principal for the Bulldog Digital Academy is now miss Hagar um my issue is not who the principal is my issue is that in an effort to as you say provide more transparency from the district to the community um this is yet another one of those instances where there is no full transparency my issue is that were we in the building and the principal change occurred everyone in the building would know that the principal change occurred um I don't understand why we were told that U Bren Morris was going to be the principal of the buldog Academy and then it took an event of receiving a newsletter in order for me to figure out that Bren was not um I'm Sorry Miss Morris was not the principal of the digital academy

I shouldn't have to flu to find out who my children's principles are I shouldn't have to figure it out what's going on with the digital academy and you know I I do want to say that although I feel the staff has done a really good job as far as getting things set up for the digital academy um making sure that students for the most part um the staff has made sure that students have what they need for the digital academy there's still this is a prime example that there is still a ways to go to promote the transparency that you say you want to have within our district the other thing that really bothered me was that I sent an email last week about this and not one person said anything to me about it

I feel that if this were any of your children would not hesitate to find out what's going on and you would expect an answer you would expect a response but we are not being pro uh afforded that same opportunity of a response in a timely manner I shouldn't have to call into theard meeting to respond to me thank you Miss Bolton anybody alel that is it Mr juy can I can I ask a few questions relative to the um comments that were made today um when the students return um to the building how would would it would they be what is the placement of their desk would it be six feet apart how how are we going to practice social distancing in the classroom Al you want to absolutely what we were doing is we're

walking the buildings tomorrow and we are trying to get actual class sizes for each one and then we will be placing the desks in for the actual class size um depending on the classes anywhere I I don't expect 30 per per classroom I don't even expect more than some classrooms having 23 it's all depends on the size of the room I think most will be 15 to 18 which is more than this the this the three to six foot social distancing so that's that's our plan moving forward so so the students will be desk will be at least three to six feet Yes yes and if if I may per um the County Board of Health and CDC the these are these are guidelines we're also looking at the data from around the county uh

which is a little bit different from the state of Ohio it's um trending uh even or downward since August 21st uh we are at the orange level uh our ZIP code uh in particular is the board uh uh as we looked at last week had a high rate of covid infection since March um uh however um infections for the first time uh uh since the onset of the uh of of the pandemic have dropped in this County um we had an uptick in positive tests of point I and don't I've got to look at the data again I think about 0 4% hospitalizations are down and remain down uh within the county um the the districts that have gone back uh to iners learning um have faced a couple of challenges uh but by and

large they've been able to do so safely using the same types of practices we're we're going to deploy so we're going to at least be three to three to six feet and the further the better it's our goal yes um so as we're as we're setting these classrooms up and stuff like that um I don't remember what we indicated before I know we had this discussion so I just kind of need my memory Revisited on our task force um do we have anybody with medical background to kind of advise the district I know what to see because some of these CDC and the County Board of Health there's some conflicting sometimes messages and is there anybody advising us how to keep our students and our staff the safest our district we don't have anybody of

medical background I meet with the the Board of Health um most Fridays I meet with the Board of Health leadership with area superintendant um and we also have our contact at the County Board of Health that that that's our main contact his name Matt Al I think yes um and uh we do we do uh umh work with them um quite frankly uh you know we we keep saying unprecedented and uh uh you know just overall in this country unprecedented in uh um uh you know uh New Normal um yeah we but one thing I will say and and I said it and I think I I may have mentioned it during the work session I truly believe that our children deserve um all the opportunities we can do so as safely as possible um

a lot of districts have started to return um within the first ring a lot of districts have started to return the districts that are adjacent to us are planning Bedford um uh Maple Heights uh Warrenville are planning to return within the near future if not around this exact same date as us um we we believe that we can do so safely uh we also know that if there is an issue because of of of our uh the technology that we have deployed to students if we do need to Pivot back to online learning we can do that um and um you know but um if we put in our practices I think I think you know our students will remain as safe as we can possibly have them within person learning and I think it's

it is important that they do come back if we can do so safely and I think we have a good plan for that I just want to make sure that you know um that we're not pushing an envelope as far as trying to get as many kids in a room as poss possible and I just want to make sure that we're clear to the public that you guys are keeping to what you originally um stated because you know just saying less than that the statement being made less than two feet I think we we shouldn't we can't just leave that out there um unaddressed um because just even me being a parent that that draws a little bit of concern and then I just have one more question as we to the Bulldog Academy principal

I almost got this question as a parent is Miss Hager the um principal for all um the students that are in high school for the Bulldog Academy or are they assigned to their particular graded principles so miss Hagar is the principal of the high school and what we had to do I will take this on in terms of communication we we I will uh we had we had to make a quick pivot uh because of high school classes and the and the way the Staffing work there where we had to have them uh be the administrator uh for those classes in term because the teachers are are are are at the high school are teaching both regular courses and Academy courses so they they will they will teach both and so we had we had

to have her be the Principal there I will take that on in ter in terms of a communication issue and we and you know and I learn as I go forward and and and we'll correct that so miss Hager so I have a 10th I have a 10th grader Miss Hager is my digital Academy's um 10th grader principal yes she is okay thank you that was a lot of questions I had any other questions announcement of next board meetings our board work session 10 Le scheduled for 6 PM November 9th 2020 next Board of Education regular meeting 6m November 16 2020 and our board retreat uh October 30th and 31st and Al could you put out what the time in place it's going to take place at exactly right yes I'm I'm going to work

on um trying to get the county I'm not sure if they're letting people in but I will work on doing something there if that doesn't work then we'll go to plan B okay sounds good we'll figure it out thank you do you have a time for those Retreats yeah I think it's um I think we're starting at 8 in the morning and going all day Friday and I'm not sure about Saturday schedule I think it goes to 8 in the morning to early afternoon okay I didn't I thought it was after work hours okay I'll see what I can do I will uh two days all day but we let me double check with her I could be wrong and sounds good thank you time yes okay motion to adjourn at 7:09 second I'm sorry

I didn't hear who motioned I thought Mr motion I'll motion to adjourn at 79 okay thank you Miss King second M Daniel second thank you roll call Miss King yes Mrs Daniels yes Mrs kitson yes M Thomas yes Mr juie yes
