all right we're going to call open session to order first up the pledge of allegiance you'll join me in reciting the mission statement learning today leading tomorrow for recognition this evening we have youth and government presiding officers as i call your name please come to the stage the winsfield school district is proud to recognize the timberland high school students who have been elected as presiding officers after participating in the 73rd annual youth and government conference youth and government is designed to give students hands-on experience in government through legislative media and executive branches congratulations to junior kaylee linda who was elected youth governor and junior addie plum who was elected media director all right up next is public forum the board president will call speakers to the floor each speaker shall give his or her name
and address upon recognition by the president speakers will be allowed three minutes to make their presentations unless extended by the board president if more time is required for presentation the citizens should consider district policy for placement on the regular meetings agenda due to the possible number of speakers during public forum the board president may limit or extend the speaking time if a number of speakers wish to speak on the same topic the group shall select a spokesperson to present that information a speaker may address the board only once during public forum speakers may offer such objective concerns of the school operations as they deem appropriate the board will not hear personal complaints of school personnel nor against any person connected with the district in public session matters involving personnel shall be discussed by the board
and executive session an employee of the district may address the board by following the public forum guidelines regardless of whether the employee is a resident of the district up first tonight we have jenna roberson my name's jenna roberson i'm reading this on behalf of an educator lean in winsfield school district i see you all have issue with the book titled the bluest eye by the late scholar dr tony morrison put some respect on her name your school has a total of 25 ap courses i call it curriculum discrimination your children aren't brilliant bright and or overachievers they are legislated access opportunities and resources unlike our inner city schools oh yeah i know that in 64 congress passed the equal access act stating it shall be unlawful for any public secondary school which receives federal financial
assistance which has a limited open forum to deny equal access or a fair opportunity to or discriminate against any students who wish to conduct a meeting within that limited open forum on the basis of religious political philosophical or other content content of the speech at such meetings before i get to the banning of the scholarly work of dr tony morrison because as you all have framed it it has strong language and you coin it as controversial nothing is controversial it is intentionally willfully and purposefully legislated what is done today in 2022 was done back in the 1600s it is just renamed reimagined redone revisited reworded re-mobilized revised reformed recommended reviewed reconstructed remade revamped and retweeted you still reap off the backs neck shoulders blood sweat tears work ethics and death of black bodies it takes
one swipe of a pen to end all this and we all know this in 2022 we must still look this way talk that way achieve this achieve that accomplish this accomplish that act this way prepare our children for a world that does not see them hear them believe them accept them appreciate them understand them or honor them but yet need them covet them expect them profit from them in 2022 we must still move into areas where the bluest eye resides for progressive education and also opportunities and access for a better tomorrow this occurs because you de-legislate and defund it from us inner-city dwellers you see you all know better than anyone that it's not nor has it ever been about our ability it is about availability access opportunities privileges etc and america managed to disguise
it and use this justification as the reason we are perpetually generationally missing omitted and excluded but we all know that is etching the policies laws rules codes mandates and legislation in 2022 we must still travel far for supposedly greater safer and better in 2022 we must still pay astronomical prices for activities clubs hobbies etc that comes natural to us in ours and i call it a way to replace those whites only signs enough is enough as i watch the news this morning there is no need for this post really because you are a microcosm of america you ignorant ones always influence lead and think you dictate until we finally unify and snatch the ways we go you blue-eyed people can even send your children into our inner cities to hurt harm kill and rob them
of their brilliance love of learning intellect will and goals i see it daily thank you thank you up next is jen olsen hi jen olson after the last board meeting i sent a follow-up email recapping my comments during public forum i wanted to make sure you guys had the policy numbers that require revision in order to be lawful under the missouri and united states constitutions i don't see these policy revisions on the agenda for tonight's meeting and i want to ensure the board understands the importance of these revisions and the immediate attention they require in order to avoid further violations of civil rights of the citizens in this community winston school district board policy zero one two zero accurately states the people of the wenceville school district are the ultimate governors of public education in
the district and the board is directly accountable to the people i want to reiterate again when a school board reserves a public forum at an open meeting it's considered a limited public forum during which greater free speech protections apply the board may not silence speech because it criticizes them by name or because they consider the speaker to be rude or a troublemaker this is considered censorship and content-based restrictions which are unconstitutional in this forum when the board sits in a public meeting to conduct public business and hears the views of the citizens it may not discriminate based on the content of their speech this is constitutional case law via city of madison joint school district number eight the wisconsin employment relations commission similarly in leventhal v vista unified school district and bach v board of
city of virginia school board of city of virginia beach two federal courts made it clear that content-based restrictions on speech pertaining to district employees and board members by name to include personal attacks are unconstitutional you are a publicly elected body and each of you swore an oath to uphold the missouri and united states constitutions board policy does not supersede the basic fundamental rights of free speech board policies zero four one two and one four three one as they pertain to decorum individual code of conduct and law enforcement action are intimidating discriminatory and violate the citizens free speech right to free speech in limited public forums you may believe that the policy is perfectly fine because the district attorney said so or because a lot of other districts have these rules that stifle speech but rest
assured that simply because nobody has challenged the unconstitutional policies yet just because something is common does not mean it's lawful i once again implore the board to remedy the unconstitutional and unlawful policies that i've brought to your attention multiple times to the teachers employees stakeholders parents and students in this district do not allow unlawful board policy to intimidate you or hinder your constitutionally protected right for a redress of grievances and robust public discourse pertaining to school issues thank you up next is mike nickler all right you hear that mike nickler um i reside in wentzville school district uh there's an important election coming up in just a few weeks where we will have the chance to select the next two school board members and this board will be at tasked with hiring our new superintendent
so with that being said i would like to post some questions to anyone interested in the success of their students here in the wentzville school district do you want more of the failed leadership from our administration that we've seen over the past two school years with regard to this pandemic policies that have done untold damage to the growth and development of our children policies that have been based in fear not science policies that have sacrificed our kids right to a normal childhood so that some adults can feel a false sense of security do you want more covet tyranny including the charade of mask wearing and the potential forced injections of experimental drugs in our children just so they can be participating members of society do you want a school district that cares more about teachers
unions than it does are children's educations do you want a curriculum that is focused on critical race theory intersectionality theory and gender ideology or one that's focused on math science reading writing history pe do you want leaders that will work to create an environment where children are taught to be victims or one that encourages them to be strong think for themselves and overcome adversity to me the answers to these questions are very obvious and the differences among these candidates are very clear do the research find out who stands for the same values as yourself and vote accordingly and i'd like to add one more thing here there's been a lot of uproar over a recent decision by the school board to not retain a certain book the bluest eye the contents of that book dealt
with some pretty adult topics including pedophilia and which was deemed inappropriate in this school setting by this board and by many parents and so the book was not retained this is not the same as book banning if you are still able to check out a book at the public library or purchase it on amazon it's not banned if you think that constitutes book painting it's probably because you were schooled and raised in modern western society and you are privileged it's also quite disingenuous to hear this type of criticism from the side that has long attempted to remove books like the adventures of huckleberry finn um to kill a mockingbird both classic pieces of american literature this side has attempted to cancel other authors like jk rowling dr seuss of all people and the side continues
to censor anyone whose opinion differs from theirs get out and vote all right next up is vanessa hagedorn good evening since last month oh i'm vanessa hagedorn and i reside in the windsville school district since last month's board meeting i've heard feedback supporting the removal of the book the bluest eyes this has been from an immense number of parents educators librarians and adolescent therapists additionally a problematic sexual behavior therapist for children was even appalled that a book like the bluest eyes would be available in a high school library when i spoke with the public library where the book can be checked out they informed me that this book was classified in the adult fiction section where it belonged due to its content the issue many of us have with the bluest eye and with other
challenged books is related to this inappropriate sexual content it has absolutely nothing to do with the author's race nor the characters race many of those opposing it didn't even know the author's race yet were accused of being racist for asking it not to be retained this has nothing to do with skin color this has everything to do with protecting our children additionally it is disconcerting to me that some people in our district are focusing on a book removed from the high school library versus the hugely important issues facing our children like learning losses student violence staff violence i could go on and on as a former teacher i know how difficult it can be to be in the classroom in the trenches so tonight i'll be sharing a wish list from our teachers throughout the
district primarily elementary i wish there was a point in sending students to the principal's office i wish that our district gave consequences to children who made poor choices i wish i could just do what i love to do teach and teach the basics like reading writing history math and science i wish we had unlimited sick and personal days like other districts i wish we had smaller class sizes i want to be able to meet all of my students needs i wish those of us on the front lines made more money i wish there was support with unacceptable behaviors and these students really should be sent home there seems to be so much focus on the child that's struggling that those that are making good choices are left behind children are traumatized by the things they're
seeing children that are having difficulties need to be removed from the classroom as a result of the entire rest of the class evacuating this is traumatizing for these children thank you for listening to our wish list up next is amber crawford my name is amber crawford i live in the wentzville school district parents were just asked to fill out the characteristics they would like for the next once wentzville uh school superintendents by the missouri state board of education the questionnaires didn't even never mention two things that i think many parents would like in their honesty and integrity for almost three years the wentzville cabinets have denied the narcissist indoctrination sexualization perversion and grooming of our children but the truth always comes out the latest being the wentzville's partnership with missouri equity education with their diversity
inclusion and equity die initiative missouri equity vows to support teaching of criminal i'm sorry critical race theory the 1960-19 project learning for justice teaching tolerance we stories education no equity consultants eec and any other similar curriculum such as dignity and belonging they also amid the indoctrination of collective guilt and other divisive or controversial curriculum this partnership is also strongly against schools required being required to provide parents with access to all curriculum books and other materials including the ones from professional development workshops as well as the right to visit their children during school hours equity crt crt which could stand for criminal race i'm sorry critical race theory but also culturally responsive training and esel social emotional learning are all part of the marxist communist agenda we have sun shined lesson plans from desi to refer
to the above curricula we've also sunshine all the brainwashing materials from crown apple boycott the gary king eec and national conference for community and justice saint louis cohorts we also found out that missouri state board of education paid the national charter thirty four thousand dollars for annual dues over a hundred thousand dollars spends on the woke agenda each year what has that taught our children the three r's reading writing and arithmetic all fall by the wayside that's what following the money as they say along the way we sunshine the crooked dirty government officials in the government schools propped up by nea teachers union we get re retaliated against teachers or board members who don't tow the line will also threaten your time is up was job terminated to be continued thank you next up is
glenn becker how you doing my name is glenn becker i'm going to talk to you a little bit about this technology committee that you guys are refusing to start up i talked to you about it last time and i'm going to actually bring up the book issue as a solution the technology committee can provide you a solution i heard last meeting that one of you provided a solution that said why don't we have destiny set up so that parents can block the books and remove them from the library problem is destiny can't do it i want to let you guys know that i went to the group of parents last week after that board meeting i brought your problem to them and i said how many s how many book how many library systems are
there that allows automation to kick in and we'll grade a book it'll look at curse words and say okay if this curse words in a book it goes from pg rating to pg-13 if the content in a book describes a sexual act it goes from pg-13 to rated r or nc-17 you get to pick your own ratings did you know destiny can't do any of that but there are four other library solutions out there today that have the ability to rate and grade books and then parents have the ability to go in and say no i do not want my kid to read books that have this cur these curse words in it no i do not want parents my kids to check out books that are pg 13 and above no i do not
want this content to be provided to my kids instead you guys are up there acting like your i.t acting like you have the solution you're not leaning on your community you're not reaching out and setting up a committee and saying hey we have a problem how do we sol how do we solve it instead you're spending money on charter contracts which i asked you a couple meetings ago what was the benefit of that contract after a year none of you can provide that answer i've checked you're spending money on raptor systems without the data to back it up how many pedophiles do you have actually trying to enter your school today did you do you know nope we're just gonna spend money on it it sounds good you're spending money on credit card sys a
brand new credit card system great what's that solving what problem is that solving that you have today you're spending money on a lot of things but you're missing the main target that is giving parents the right to choose what curriculum their kids get to read or get from the school instead you're just going well you know what we're gonna block all the books from everybody and we're gonna keep destiny i don't think that's the solution because if you want me in your library reading every book and coming up to you with every book you're going to have a problem because you're going to have a lot of parents sit in your library invest in technology get your i.t committee together that consists of parents and start doing the right thing it's just that simple thank

classrooms uh those hand sanitizers we also moved from what the hand sanitizer was to an alcohol-based hand sanitizer to help reduce the germs and viruses we implemented a towel exchange program so that was an increase of our cleaning cloths we provided cleaning cloths throughout all of the classrooms in the schools and where the teachers could help wipe desks and things off in between classes and i obtained an msm mspma certificate in january of this year for environmental health and safety we have the one csip goal and we meet that goal and it is ongoing our future goals is to continue to meet our csip goals build a student custodial program last summer we we had 10 students join our team and five of those students stayed on or joined us throughout the year and working

pressure vessels inspections backflow repair and inspections maintenance of all athletic equipment this will include lawn care mulch as well as the contracts those are under chemical water treatment plants and that contract asphalt concrete projects flooring projects hvac and the controls electrical program plumbing carpentry doors keys locks all the kitchen appliances we do the repair on that roofing repair and the roofing contracts we do all the generators that that's been in our district uh we have an inspection on those as well district vehicle repair and the contracts sport fields this would include the tracks and the tennis courts all floors uh gym floors done yearly snow removal and equipment we repair our own snow plows playground equipment the asbestos surveillance as we do signs many of those are done in house painting and all of maintenance
training my department consists of one director one supervisor two administrative assistants thirteen maintenance specialists ten maintenance and uh four sports fields and one general maintenance we currently take care of over 3 million square feet with the equipment uh we also were involved in sneeze barriers shields for ppe the air quality we completed 9 37 work orders last year at 69 of those were completed within seven days um we completed 803 preventive work orders and those were completed within 30 days what that means in 30 days they're automatically created by the beginning of the month so they're asked to be done by the end of that current month this is a graph that will show you as our district continues to grow we're averaging from uh the school dude that we use it shows that we
went from just under 600 work orders a month to almost a thousand that we're currently receiving per month this percentage here will tell you what percentage we're at actually completing these worker work orders within one day one week we're currently running 78 efficiency this next graph will grow is an energy performance scorecard that we were given this was a building south middle school we were using 115 kb to use which left is at 11 efficiency and where we're currently at is we're using 61.7 kb to use of this building running at 63 percent efficient which is about half the gay ptu's we were using before started this program our csip is met and will continue to ongo our future is the uh our future goals and expectations is to continue meeting csip goals continuing with
building efficiencies continue building safety monitor and update hvac and the controls some bathroom renovations uh led lighting updates uh the next thing i'd really like to get more employees involved in training that aligns with our changing of our industry and decrease the efficiency of our work order completion ratio that's all i have thank you very much duane as you can see the financing facilities department i believe we've got an incredible staff they do an enormous amount of work within the district and we're the behind the scenes group that you normally don't see we're not the teachers but we're here to make sure that the teachers can get their their job done and so our kids can be educated uh now i'd like to open up for the board uh finance and facility questions and comments
and the staff will be available to answer your questions at this time i have a couple of questions uh let's start with maintaining our chillers and boilers and rooftop units uh do we have qualified people to do this job and i know in our neighboring districts they sub this out to qualified people to constantly maintain the equipment i mean these are millions of dollars worth of equipment and if we're not properly maintaining it we can't expect the life of this equipment you know to fulfill its warranty for one and um and just the years that we could potentially get out of it our current our expired we had with ifs we do need to renew a new one we do not have staff that is qualified to rebuild and maintain chillers rtus yes we do
a lot of preventive maintenance on those as well as some of the boilers we can do igniters and stuff like that but when it comes to heat exchangers and stuff like that we reach out to two other contracts that we have good rapport with um and they come out and help us on those okay and then you also said that you're updating um our controls are we what system are we going with on the controls when we update and get new controls are we sticking with ifs controls or are we trying to put in more of trains controls to where you know more people can service on those controls as opposed to ifs controls where only ifs can work on those controls we are currently we currently have five different control companies i would like
to dwindle that down i'm not saying it's ifs or one or the other but as we expand we don't get the support when we get too broad with that so we need to do look into uh lowering that number i think we should lower that number to based on a quadrant of four so having the same controls in the same areas like a high school that leads into the elementary that's on that same because i have my hvac guys currently zoned and you're asking them to know three different controls it's very difficult thank you i have a question yep that would be a maintenance as well um first of all do you do are you on a monthly routine i know you said that there are certain uh requests for on a monthly basis for
things one of the things that i'm kind of concerned about would be locks on doors do you maintain do you check those every month plus locks on student doors yes we we currently have an individual that that's all he does he does door locks and keys and as those come by each building are responsible to let us know custodial staff is great at letting us know when something doesn't work and they put a leader call us and we we go there right away or they put a work order in if it's not such emerging it's an external door they call us and we go out there as soon as we hear so do you have i guess what i was asking was that do you have on a monthly basis uh and automatically that you
go around and and you check that all of the locks work on all of the classroom doors or do you are you waiting for someone to tell you that the locks don't work we do not have a monthly program that says check every locks but because they're being used daily by individuals at those buildings we hear from them on a daily basis okay and you mentioned in your comments that the maintenance department is ever changing the requirements are ever changing what did you mean by that um as the industry grows um for one controls is changing led lighting there's different kind of controls we currently have a building that i run on a program for outside lights that's changing uh boilers are being more high efficient that's changing just the industry itself is changing around
us president bates if i may yes um i i have a question for the maintenance department and i don't know this might be a question directed at at your department and dr kane for you um first of all i just want to thank all the departments for all the hard work you put in the time spent on the presentation and that goes for you as well mister and angevine but in looking at the c sip goal that used goal three um i think it was the last slide that discussed the csip it said assess the needs of existing facilities and develop a plan for improvement i know that the board in august expressed um making some additions or had we had a conversation surrounding a comprehensive school improvement plan uh laid out and so i
know that is a csip goal i was just wondering if dr kane uh you or uh the maintenance department could speak to that timeline and when the board might expect to see something um that mirrors that yes again could you tell me which csip goal that was specifically yeah so it's in the maintenance department page 52 of the presentation of the presentation up there page 52 a 3c2 that is assess the needs of existing facilities uh we actually have i will go ahead and explain some of the things we do and then then i would like dr king as you stated uh to help and expand on anything that i had stated as far as assessing the facility needs uh one of the things that we've done we've created a safety committee that's resulted in
the implementation of visitor access system called raptor and the future implementation which we're working on right now which is a badge fob system which is going to be put in this summer for all uh entrances as best as we can to enter into uh for anybody to enter into the building it'll record who's who's going to be there another thing that we've done is we've uh we have a uh let's see uh we monitor the daily needs on our basic on a daily basis as far as assessing the needs emergency repairs are handling on a regular basis uh we constantly monitor monitor facilities needs and actually we're going to provide the board next month as we do it every march a list of specific items that we're going to work on in our next budget
areas and dr kane if you would like to add any other things that we do regarding uh monitoring our current facilities sure actually mr blanton you want to speak to we have a construction and maintenance committee that's engaged in some work that's looking not only at potential in terms of down the road for the district but also some legacy sites specifically to elementary schools that we know are going to be in need of some attention you want to speak to that in a little bit of detail yes yes uh currently we are getting ready to bid two major interior finishes projects one for boone trail elementary and one for heritage elementary where we go in and completely empty portions of the building move all the furniture out paint the walls put new ceilings where appropriate
and put new flooring in in addition to that yearly we the maintenance department the facilities department and the principals evaluate the building we make a list of projects that we would like to do those are ranked or rated however they fall as far as safety comes first and then we do as much of those as the budget allows so actually that speaks to a maintenance component that we've been engaging in for some time right the rank order of of some projects now that we've engaged in that work recently with that construction and maintenance committee i believe when we are first beginning that work so it is going to be an ongoing effort that we need to engage in we've identified two buildings there are some priority items that are going to require some substantial attention
that mr blanton explicitly called out and expressed there's a reason that those two buildings are not up in terms of being buildings are going to be used for summer school this summer because it's going to be an intensive project but this will be an ongoing effort that the district needs to to look at as important as the new construction is maintenance of not only the phys physical plant fiscal plant physical plant of the building but also the subsequent systems as well chiller boiler all of that is going to be something that needs to be revisited over time in district i think that's a really good plan moving forward i i would just like to request and i i think this would be helpful for our community and i look to my peers it's just um
to just anything that we can pass along to the community to let them know where we are on those building plans um so they so that it speaks to that we are um prioritizing our legacy buildings um and so that they can see the staff is really working hard the building administrators are addressing those issues and that you know cabinet is is taking care of those things i think that would really be a positive thing sure the components that were shared in march will be helpful but i also think some pictorial or even some brief video um would be helpful for our community to be able to see that as well just a quick comment because i know in the past we have had like a construction work session right where we you know and
i don't know if that committee will kind of come to a close and it would be appropriate time for us to review you know what new construction is on the horizon what um projects have been prioritized but it could be an opportunity for the board to to review that as a group president bates if i may curtis did you see dr king did you say that there there was something coming in march to us just before i ask a question make sure i understood that yes i can go ahead and respond to that every march we we have a preliminary board outline for our budget and in that presentation we list in the march board meeting uh the major projects that we'd like uh to do the next year and we put those in the
march board meeting and you'll be seeing that next month thanks so to maybe my question i recall i thought it was every two years we did something that summarized like each building and their like their plan for improvement that included maintenance and other specifics and i may be mixing that up with something else but i thought there was something more broad done on a routine basis than just a c-sip goal with you know kind of the pieces i feel like that's what we were talking about in the august september meeting time frame that comes in this february time it's like it was almost very specific if i remember drawing back upon the past presentations by each building what we are you know intending to do to improve based upon some assessment you know we did
in the baseline i'm getting blank stares but maybe that maybe i misinterpreted so if i may offer some help i think um you might be referring to the missouri school improvement program and dr cain when we had that discuss discussion the board had that discussion back in august um you said that was every other year and it was last completed in february 2020 so i think we were kind of looking for something like that to come this evening as part of the presentation tonight it am i summarizing what you were looking for director yeah i think that it was it was done every two years and you probably summarized it better and have a better memory than but than i but i thought that's kind of what we gathered on and i remember it being
why i bring it up is i remember it being tied we wanted to have some level of the construction and maintenance committee do work in order to inform some of those details and maybe that's what we're all saying and and that's what's coming back to some level with the march and the budget update but i think being very specific because one of the questions i was going to ask about maintenance is how do we ensure equity you know ability across buildings and how do we demonstrate that both to ourselves to make sure we're you know looking at the right things that are appropriate for each building and then to director stulley's point doing that for the community to see so this is where construction and maintenance actually begin to um head in two different directions
because those are two different projects right and deter for us construction has by enlargement shoveling ground of land that we've recently purchased and moving forward with with new construction but the maintenance projects that that both john and duane are speaking to are large lists like significant projects whether it's hvac whether it's windows whatever it happens to be building envelope whatever it happens to be those are significant projects that that you will begin to see in march um in terms of approval so that we can get going this this summer and even though we are now starting the school year later than we have because of legislation in terms of the start date of the school year it is a very very busy summer and those weeks go by very very quickly okay so maybe what
i'd add is to approve something like you just described in terms of the heritage work that we're going to do and how we're planning to do that and approve that i find it hard like to understand is that the priority how did you go through that assessment to say those are the buildings of the most need and i think that was what that deliverable a couple years ago was trying to you know give at least a framework for the next two years and how we would prioritize how we knew what we needed to do and therefore you know you as a board should approve these things because we've done that work and made that assessment so maybe that comes along with the approval and the asks well to be frank uh with president bate's request
it has been a while since we've we've had a sit-down conversation as a board and cabinet about construction um i believe in august we will not unless there's something i don't know there is no shovel going in the ground for for new construction for a building it's been a long time since that's been the case where we have had something that's been ongoing but a construction workshop makes all this sense in the world i'd like to ask a question this would be of the custodial and i know we all appreciate how well you keep the buildings clean thank you so much my question however something that you touched on in your conversation was that you include students uh some of them volunteer for the custodial service is that what what you were saying how does
that program work and what age group are we talking about of the students no they're actually hired on as a student custodial um and they are on our payroll so they clock in and out just like we do they're limited to 20 hours a week and during my interview with them i let them know that in no way shape or form do i want the job to interview with interfere with their grades and they i allow them we've got 21 um or 20 schools to go into and i pretty much work with them into the building that they'd like to go we've got staff shortages at our high schools and i have those students working most of them are working in their own high school and doing a great job for us and how how
old are they or do they have 16 they have to be 16. yes and is there any transportation provided for them i mean obviously custodial would be after school hours correct so do we provide the nutrients most of them drive themselves and those that don't they let me know that they're either within walking distance or that their parent will come and get them um again that's why we they're working in the schools that they're that they're attending thank you sounds like a good program i'm hoping to build on that yes president bates another question uh john for construction just a question on the 10 projects that we we highlighted in prop c and e and then that time period of 19 to 22 that's the same projects falling under that but those 10 projects fell
within that three-year time frame proposition e was passed in 18 i believe we completed piney ridge edition in december of probably 18. so they they it was passed in 18 we did complete one basically uh right after the proposition was passed but the majority of them fell in that time frame i appreciate that um for a different time and to be delivered just you know the email or just in in board books i i would think it'd be helpful for the board to see at least for my sake it would be on the 10 projects the dollars associated in terms of under budgetness to those projects maybe it's against you know what the original bid was or however you want to do that but just seeing a totality of those 10 projects i have that
and i can get that for you appreciate that i just had a comment for the facilities department i just wanted to congratulate everyone for completing the projects under budget and on time and and just thank you thank you any other question or discussion thank you very much for your time we appreciate it all right first up tonight in new business 13.1 2022 2023 administrator salary structure person base if i could please i asked for that to be pulled and i still have the concern on this salary structure can um secretary school can we get a motion motion in a second oh second for discussion motion in a second good to go um my question here arises here is is um on our assistants in our elementaries our assistant principals and our assistants in our high
school there's a 40 000 spread between the top and the bottom and when we get to our assistant middle school there's a 50 000 spread as well as our as our principals in our high school there's at least a 30 that we ask these people all come in and do the same job and i understand we have a salary schedule that establishes this but i never see how our bottom end catches up we go by uh percentage raises in our district and on forty thousand dollars if we would happen to give a two and a half percent raise the spread goes from forty thousand to forty one if we would give a five percent raise across our district uh now the spread goes to 42 000. i just have concerns the way this is set
up and and what drives it and there is no equity as to same job we have some form the same duties and yet there's 40. anyway and if we i guess from our high school principles 30 000 to 50 000 on our on our middle school principles i i just feel this salary schedule needs to take another look thank you any other discussion all right just a quick question maybe this is to dr hector this can and i think it's in the note in the front that this comes back to potentially for any revisions things that we've talked about in the june before the june time frame is that fair okay thank you all right motion in a second all those in favor say aye aye those opposed nay nay motion carries 13.2 2023 2024
academic calendar make a motion to approve the 23 24 academic calendar as presented second we have a motion in a second secretary shaper i believe you pulled this one as well did you have a question or comment yes i did and my concern is we're out here pretty good when we get out to 2324 we will have a change come july 1 and i don't know if this is of urgency or time is of an assassin essence here on this but uh i just think also that it's something we should take a look at and we should possibly give our superintendent might have some thoughts on this is what can drive this better possibly thank you yeah president bates and maybe it's the the further of that what is maybe this is a question for
for mr schulte what's the timing in terms of needing this approved if there is you know action to the board to table for some period of time does that cause issue so we're actually uh two months behind getting this to the board um we've worked very diligently in order to provide our community um staff and parents with a two-year calendar so they can make appropriate plans for traveling and sports athletics whatever the case may be we've also worked very hard with the other saint george county districts to try to align our spring breaks so it has taken us some time to get to a point where we are able to offer a two-year calendar because we prior to this we heard a lot from the community and from board and staff that it would definitely
benefit them to know well in advance versus hoping that when they're making plans travel plans or family coming in town hoping that it would coincide with with when we would have off based on the typical breaks so again we've worked hard to maintain the two-year calendar we typically would have this to the board in december we did hold off a little bit longer to see what was going to happen with some of the other changes but at this time i will bring it to you and asking for for approval if you wanted to hold off and wait that would sure surely be your decision to make but that would go against the practice that we have and the work that the committee has done all right any other question or discussion on this item we
have a motion in a second all those in favor say aye aye those opposed nay motion carries 13.3 sar grant and cooperative agreement i make the motion to approve the sar grant in the cooperation agreement as presented second motion in a second director garber i believe you pulled this one to new business i'm sorry i just wanted to hear more about this because it came on the addendum so can we have a discussion about what this pro what this program actually does and what is the benefit is there an academic educational benefit to this program yes so this is uh in support of our course outdoor pursuits too it's our outdoor pursuits classes at our high school level are very popular there's a hunting methods in this unit in this course and during that time
they review um obviously hunting methods and then a ton of safety surrounding the different items that they would be using when they're hunting we have this agreement here is to provide some training for our staff at north point high school um in the use of air rifles and then to provide equipment for students in that course this is something we've been doing you know for years and throughout the district and now is now the north point high school is is here and we're adding courses this is um this is just in line with what we've been doing for that curriculum is this something that is an opt-in or an opt-out i mean it's not it's not mandatory correct this is an elective course in our pe course offerings okay but it's air rifles because this
agreement is yes this agreement is specifically for air rifles this that are that are used during the hunting methods unit within the the entire course so just one portion of what they study throughout the course how long how long does this course last it is a semester-long course semester okay and uh would you there's an age limit what what age group so students have to take um a required pe course first they want to take outdoor pursuits one before they could take this so that the minimum age would be a sophomore school before they could take this course and what's the effect what is the goal of this what's the ultimate goal of this particular air rifle so the ultimate goal of the unit is to teach students different hunting methods and so they use
a variety of tools the air rifle is just one of them and the idea would be to teach students particularly safety regarding the use of um of an air rifle carrie doesn't this class also give you your hunter safety course correct okay so i took this in high school and this is a really good course i mean it just goes all over hunter safety gun safety and it gets the kids out there in a safe controlled environment to show them you know safe ways to hunt and to use weapons and uh win hunting i speak highly of this course does this need parental consent on this i mean there would be a lot of people i would under i would imagine that probably wouldn't want their child to learn anything about guns so is this
required yes so parents parents give permission to students to take their courses so parents are part of the course selection process so students this is an elective course it's not required so students who are electing to take the course the parent would be providing permission for students to take those courses do parents have to um do they attend any of this does a parent attend any of this or is this all and who is the actual trainers so the the parents do not attend no the the trainer is provided by this through this sar grant it's their trainers they train our teachers and then our teachers provide the instruction to students what kind of a teacher would be getting this training this would be a pe teacher because this falls within our pe courses okay
okay thank you any other comment all right we have motion in a second all those in favor say aye aye those opposed nay motion carries 13.4 mou with scholar path make a motion to approve the mou with scholarpath as presented second motion in a second director garber did you have questions on this one i'm sorry again this came in later so i just kind of like to know a little bit more about this one specifically um because is this an on is this something that's going on all year round uh obviously charting a course of an individual career and academic is this also would this be something as well to determine as to whether students are more suited to go on to college or more suited to go into trades so this is a tool
we don't have it yet so this is the the first time we're looking to use it starting um uh with our students going into next year and the um the purpose is to help students to um like they take an inventory to determine their interests to help them you know consider a career path for the future and then also it allows us to have students complete their icap within this program and icap is the individualized career and academic plan um students in grades 8 through 12 are going to be required by m6 to have have one of those students are encouraged to have those now so this is a tool that will help us have all of that information in one place students will take the self-assessment and then that will help them complete their
icap as um as they start eighth grade and then they would see a counselor of some sort or correct the counseling office works with the students in this yes since we haven't had this before correct yes we've used a tool like this this one is just far more robust and really will help our counselors work with all students to build to not only take the assessment to also build that at icap would the military also be involved in this i mean like recruiting because i know that that has been an issue so that would be sort of outside of this program this program is really just the tool that allows us to access the inventory and the platform for the icap but we our counselors are working with the military various colleges um and we
you know we have opportunities for students to take the asvab so we are we we work with a variety of resources to help students find the path that's best for them thank you you're welcome all right any other discussion on this item all right we have motion in a second all those in favor say aye aye those opposed nay all right motion carries 13.5 challenge materials committee recommendation gabby a girl in pieces i make the motion to approve the recommend recommendation of the committee to retain gabby a girl in pieces as presented second we have a motion and a second i'll open up discussion for this item dr skeeters can you kind of speak to the recommendation of the committee in that process certainly okay can i remember how to do this yes uh okay
so the book was uh gabby a girl in pieces by isabel quintero oh let me see can i go back yes um the um the identified objection was foul language and talk of rape so the committee um was asked to review um the book read the book in its entirety and to respond to um a survey to provide feedback prior to the meeting and then that feedback uh the committee reviewed at the meeting on january 31st seven committee members participated in the committee discussion and the vote two members provided advanced notification of their absence uh during the committee meeting the members reviewed the feedback from that survey they engaged in conversation regarding the appropriateness of the work and the purpose for the purpose intended and then following that conversation there was an anonymous vote that
the seven members participated in the two members who were unable to attend in person were provided an anonymous electronic ballot to complete the committee recommendation ultimately was to retain this title uh the vote vote breakdown was uh we had six um six in person who were uh who voted to retain uh three votes were submitted virtually because one of our attendees um at that in-person meeting was actually attending by google meet uh so that person submitted also electronically uh so we had two to retain and one to retain with restriction thank you very much so i'll open it up to the board for question or discussion on this item uh just if there's any discussion on this item i would just like to comment that i was actually on this committee and i did read
this book cover to cover i did think that it offered um some value to a teenager and i do think that there would there were some good lessons that could have been that were i'm sure that were learned would be learned and uh i appreciated being on that committee thank you for that feedback any other discussion on this item all right we have a motion in a second to approve the recommendation of the committee all those in favor say aye aye those opposed nay motion carries next up 13.6 north point high school substantial completion second motion in a second do we need to amend john this is the site package specifically right now it's correct this is for the site okay do you accept the friendly amendment to add site package to the motion yes
all right motion in a second any discussion on this item all right catherine do you have that motion just adding the site package to the so just a motion to approve the north point high school site package substantial completion we'll go ahead and vote all those in favor say aye aye those opposed nay motion carries south middle school change order 13. i make a motion to approve the south middle school change order 13 is presented second motion in a second any discussion on this item dr garber do you have something all right all those in favor say aye aye those opposed nay motion carries timberland high school change order three make the motion and approve the timberland high school change order three is presented second motion in a second any discussion on this item all
right no discussion all those in favor say aye aye those opposed nay motion carries 13.9 north point middle school change order 15. make the motion approve the north point middle school change order 15 as presented second motion in a second any discussion on this item all those in favor those opposed nay motion carries next up old business policy 7210 i believe vice president bryce asked to bring this before the board for discussion so basically i would like this is uh france's house policy you're looking at uh it supports um education it supports vocational education and training and in our schools with our schools being built um it also has in their best uh lowest best and i think that you know there's a lot to be said with the lowest best i feel is if
we get ourselves in a lot of trouble just by going with lowest um there could be you know a company that's only been in business for a year not too sure of what they're capable of um get our job because they were the lowest uh not saying that they had the best bid but they were the lowest and that's traditionally how we've taken these contracts i'm not saying it happens every time but it does happen and i think it gets us into a mess i know in the past we've had some contractors bid work and they've gone under they weren't open for long they weren't in business for long and they've left us with some problems to fix in this school and i just i think we need to do our bid process a little
bit better and i like the language francis howe has and i wanted to open up for discussion from the other board members mr schulte i'll ask a question have we by chance had had legal review to understand the the difference between the two and and if it's something that would work for us i have not uh mr anger vine and i along with dr kane have reviewed both policies just to see what the differences um are i do know that within our policy previous board boards had had a say in some of those allocations in that policy so i'm i haven't spoken with legal i would say that we probably if if it's the will of the board to look at this and try to incorporate some of their language with ours or their specific
language that we would like to incorporate we would just need direction on how to do that but i would absolutely advise that prior to anything being approved we get a solid revision to you for you to look at and make sure it's what you're looking for and and also make sure that that's vetted by legal just since you have reviewed to make sure that i'm clear from what i saw the the language differences were really that minimum expenditure value um the lowest and best language and then oh there was one more yes thank you the apprenticeship program was there anything else that i was missing as a difference between the two okay yeah i think that's how i read the three differences so to me in terms of supporting vice president bryce i think it's
fair we should look at those three places and and do as you said john uh if that's what the rest of the board wants to do as well some baits if we could please yes vice president right bryce is exactly right on some of our buildings there's no question i have seen that over the course of the years the only thing i would question in this is do we want to push us to that 50 000 is there somewhere between maybe that 15 and 50 that we could settle in for to make it as an advertised item that would be the only thing in that personal um that topic i i'm good with what is previous in our uh our policy now which i think is up to 30. i think it's 15 15. what
they're saying is yeah it's not well we could discuss the approved the board approval but i think the piece the 15 000 to be advertised right what is the threshold to be advertised um in the paper mr blanton um do you see in that proposed language anything that would tie our hands right we've we're focused on kind of the trades but is there any other work that you can think of that you know that requirement of having an apprenticeship program will kind of tie our hands to vendors or contractors that we might need to use not really if we reduce the threshold to 15 000 we do have a lot of small projects that are done by small contractors who quite honestly don't have an apprenticeship program we don't want to push that number too
low uh that may exclude some work we can get done quickly but no uh francis howe has the language it i don't see how this would tie our hands so what you're saying is that 50 000 helps with those smaller projects that need to get done and kind of alleviate that apprenticeship requirement yes yes from what i read it's my understanding that this would uh be enforced for projects 50 000 and above can you give me an example of one of those projects that you would be referring to emergency plumbing repairs we had some wood ramps built i believe at heritage several years ago just the the small wood ada accessible ramps small projects like that and all those projects would have trades that would apply to the uh apprentice program so is that the
piece you were talking to i'm talking to actually getting bids in today's market uh a lot of companies that are formal with their apprenticeship programs the bigger companies would not look at these projects for us i just don't want to uh bid items and not get bids on them because they're too small for some companies i guess my thought is if we're going to look at it we need to consider it in its entirety right because that minimum threshold may impact that language i mean vice president i mean i think having some flexibility with that dollar specifically to whether or not they have an apprenticeship program is a is a compromise i think we should consider in the language just to make sure whatever scenarios come up that we're not stuck you know in terms
of a vendor pool and so flexibility with this language would be helpful as is kind of my view yeah i have no problem with that like i said i i presented this what francis howe has been doing a our lawyers have already they're familiar with this and it has been working for them since 2001 so i thought it was just it would be a great cut and copy go right off um their policy that we know it has been working for yeah i agree with you and i think those three components you laid out to change are the relevant pieces to be different and updated in our policy our policy also further elaborates that fifteen thousand dollar threshold for going out into the paper for advertising it also delineates call it a doa threshold as
it relates to when board approval so there's do there's differences which i think we should remain unchanged specific to you know the fact that we're just looking to change those three components of this policy i think that's the direction as i understand would you prefer emotion to have legal i have a question yeah absolutely so at this particular time you would be suggesting um mr bryce dr director bryce that we would change something in terms of not necessarily taking the lowest bid i mean what are those are the changes that you're specifically speaking of you know so that we do because i happen to know right now that francis howe was really in an uproar over some uh some bid that they had that that has nothing to do with this or or the process
that has to do with the way they wrote that contract that contract wasn't their contract wasn't set up for change orders they did that and uh rick might know the language for that but it's it's a completely different setup is what they're doing so it's inflation so basically then you would like to simply modify the board policy that we have at this time and just take some of the what you think to be the better points of francis howard correct like to understand that better before i voted on it and all we're looking to do tonight director garber is just discuss and then if we want to move forward we'll have mr schulte review with legal so we're not voting to change anything tonight yeah no absolutely so i guess what i'm looking for is
their consensus to move this forward to have mr schulte review it with legal i just have a question uh should we or does the board want us to uh mesh this with our other policies for example fifteen thousand dollars is where we where we go out to the newspaper on all of our bids so we can keep that the same but at the same time have the apprentice program at at fifty thousand can we mesh this with our other policies and come back with our recommendation through legal or are you looking to just take francis i'm just looking for direction yeah i think i have what i need and we can work together to make sure that we're taken into consideration all of our policies the only question that i had um and we had
spoke about this before our current language talks about the lowest responsible bidder and um when i was first looking at the two um i was thinking that if we're if we're keeping with the lowest responsible bidder while also looking to prioritize those or give preference to bidders who use workers in a project that have gone through that apprenticeship program is that what we're looking for i would like the language to change to lowest best and maybe i'll put some non-construction layman terms to it i think i think the generals can is is flexibility within the language as we go through a bidding process that it isn't meaning we have to take the lowest dollar that comes to us only and that we can give other qualified or qualifications to the reasons why we would select
somebody above that dollar they could be for reasons of apprenticeship programs it could be you know in terms of the quality of work that vendors specifically having experiences here that have you know proved to be beneficial whatever that may be it's adding some flexibility to our language and policy that gives discretion to the board specific to those things yeah i think we can we can certainly work through that and and we will have something to you all to um look through i just wanted to make sure that you know when we're talking about spending taxpayer dollars that we're not locking something in too tight that we get into situations where either the maintenance department or someone else we we're in a bind and and we have projects that we need to complete and then we
have an issue with violating policy so we will work through that and then we will get that revised and get that sent to you so you can review it and hopefully we can do that in time for the upcoming meeting in march the regular meeting sure there has to be some delineation between lowest best and lowest most responsible that's something that we'll vet throughout this process bring it back president bates if i could please you may i believe there's also a state statute out there that says lois and our best bid that is that's statutes under uh school districts uh can accept and and we have in some cases have went higher than the lowest or reasons any other discussion all right with that we need a motion to adjourn to go back into closed
session for negotiations motion second all those in favor say aye aye those opposed nay all right and we'll take a 10 minute recess before we head back you
