individuals for volunteering and those with us in person this evening to help us with operation backpack and operation breakfast thank you all thank you so very much for your service and your partnership with the school district you truly make a difference clearly not just during the school year but obviously during holiday seasons during the start of the school year and during the summer as well it is truly appreciated i have one microphone and i am happy to hand it to anyone that would like to say anything but we as a district want to thank you so much for your partnership and your friendship as well anyone want to say anything well thank you also very much thank you all right if you'll join us in reciting our mission statement learning today leading tomorrow next up
is public forum each resident of the district requesting time to speak during public forum will register his or her name address and state the issue to be discussed to discuss with the recording secretary prior to the meeting being called to order the board president will call speakers to the floor each speaker shall give his or her name and address upon recognition by the president speakers will be allowed three minutes for their presentations unless extended by the board president if more time is required for presentation the citizens should consider district policy for placement on the regular meetings agenda due to the possible number of speakers during public forum the board president may limit or extend the speaking time if a number of speakers wish to speak on the same topic the group shall select a spokesperson
to present that information a speaker may address the board only once during public forum speakers may offer such objective concerns to of school operations as they deem appropriate the board will not hear personnel complaints personal complaints of school personnel nor against any person connected with the district in public session matters involving personnel shall be discussed by the board and executive session an employee of the principal school district may address the board by following public forum guidelines regardless of whether the employee is the resident of the district first up this evening we have amber crawford i'll keep this short because i'm only about three minutes our wsd admin and curriculum content leaders will like to deny that they're not teaching children marxist crap which stands for critical race applied practices but there are plenty of evidence
that prove otherwise it started last year when teachers at pve hung black lives matter banner in virtual classroom and telling kids through storytelling that essentially that white people are intrinsically bad and are the oppressors and black people are intrinsically good and are oppressed to this day then the kids were forced to believe the neph the leftist narrative which is only black lives matter and that results to achieve black justice or black equity is through black lives matter of movement b stands for burning looting and murders are justified and that the police brutality against black people were somehow systematic systemic this work disregarding the fact that despite only 13 percent of total u.s population black people committed 74 percent of the crime 92 percent of the murder this movement has caused crime surge in even in
san luis city which ranks in louis city as a has has the highest homicidal rates of all cities not chicago nor new york city because our democrat democratic mayor defunded police if the lives of black people matter so much how come our black retired police chief david dorm's life was never mentioned and dozens of innocent children and adults were killed because of this woke movement they are killing our police officers look at the crime written cities with the ongoing violence still to this day these masses are feeling fulfilling their goals you know what the most accurate predictors of whether a person will succeed in lives are one is finish high school two is to start a family where children were weren't born outside of wedlock three is have a job father influences paramounts to the
children that is our future before lyndon b johnson's welfare program ninety-five percent of black families are from traditional family uh structure after his plan to entrap and enslave the families under the democratic plantation today's black family 75 percent of the black children are from single mother homes lbj even boasted that he will make the n words vote for democrats for the next 200 years on blm's website about section it clearly stated that they want to disrupt the western prescribed nuclear family structures and they want the village aka government state to take control of the future generation that needs to be addressed and we don't want this kind of curriculum in our classroom that period [Applause] thank you next up and i apologize if i butcher your last name kristin haftersick good evening my name is
kristen and i live on college park drive i no longer trust this district to educate my child there's a variety of issues that are concerning me a few that i'm not willing to budge on my number one concern today is learning loss it has not been mentioned once my son is supposed to be entering the fifth grade and he's not even remotely prepared the level of regression he's experienced while learning virtually is unbelievable and he's not the only one the board knows this and yet there hasn't been a peep about it parents how many more years are we going to keep playing this coven 19 agenda game while avoiding the topics that really matter if this district wants to remain a highly sought after district then educate our children more education less indoctrination if you
think any of us parents are going to budge on vaccines or deal with quarantines again this year you're not hearing us if you think parents are going to take another year of coveted tyranny while also trying to monitor what's being taught to our kids you're creating the perfect storm everything that's been presented last month is telling me homeschool will be a far less stressful than babysitting the district for another year each of you took an oath swearing before god to uphold the constitution of the united states and of missouri abided the code of essex and demean yourselves faithfully in office i encourage each of you to look up the code of ethics i don't have time to recite all 17 because that mute button is going to come quick so here's two to ponder number
one i will be a staunch advocate of high quality free public education for all missouri children and fulfilling my responsibilities i will thank children first number 11 i will acknowledge that the board represents the entire school community and will refuse to surrender my independent judgment to special interests or partisan political groups i will never use my position on the board for the gain of myself or my friends are they holding true to this oath given the current divisive climate of our district is it even possible for any of them to abide by the code of ethics would there be this level of outrage if we all believed that every board member was demeaning themselves faithfully in office i'll let you be the judge as parents we don't have to be on one accord with the
entire agenda to come to find common ground i would hope that we could all agree that it is each individual parents right to decide what is best for their own child this includes deciding what is taught to our child and what should not be taught to our child and making decisions about our child's health and contributing factors the school is where children learn the doctor's office is where children receive health care common sense tells me that this should be fairly agreeable the school board should not be able to infringe on those rights this overreach of power can't go unchecked period and it's our duty as a community to check this we may not agree on everything and that's perfectly fine you may not agree with my words tonight but i'm i can promise you i'm
standing up here fighting for your kids just as much as i'm fighting for mine [Applause] thank you next up danielle looney good evening my name is danielle looney i am in the bedford falls subdivision and i currently have four kids attending the wentzville school district with the fifth coming up um some things that i just would like to point out i attended the workshop that was supposed to address the of this back to school plan and teacher safety i would like to point out that the teacher the workshop did not discuss teacher safety it discussed student safety and how to get them back in the classroom so they do not miss instructive learning in that same meeting questions were asked about if there was any changes to the quarantine instructional learning when kids are quarantined
there is no change from last year it had come to the attention to many of the board members via email that that was not working so why is it that the instructional loss from a student due to discipline is not as important as an instructional loss due to quarantine speaking of quarantine our back to school plan is basically the same as last year except for mass optional and no school led quarantine if you think the health department is not going to do contact tracing and quarantining you're you're living with your eyes closed because they absolutely will but because we have mass optional we will have to go back to the full 14 day quarantine of healthy students 20 percent of our esser funds must be used for learning loss i would like to know what
that is going to since we are not reevaluating quarantine instructional learning speaking of the esser funds i know our mitigation strategies currently meet those and there's still stuff up in the air there's the meeting with the health department next week which leaves us still unknown parents were forced to make the decision on virtual or in person before the end of last school is currently it was currently stated that if parents based on our back to school plan would like to switch to virtual they would contact their building administrators based on conversations i have heard that the virtual learning is closed or full or the administrators at the schools were unaware that this was going on so there needs to be clear communication on what the back to school plan is for in-person and for virtual
i believe parents should have a choice and should have all information available to them to make that choice thank you next up melissa wolfe good evening my name is melissa wolf i live in forestdell within the wentzville school district boundaries i want to talk tonight about crt influence in our professional development the director of instructional programming for our district has informed parents that crt is not in the curriculum i'm happy to hear this but some things don't add up windsville school district spent 22 000 on core collaborative professional development which is led by open advocates of crt floyd cobb and john crown apple their book belonging through diversity in their own words focuses on isolated dimensions of differences such as isolated sorry in their own words focus is on an isolated dimension of difference such
as race floyd cobb also co-authored the book interrogating whiteness and relinquishing power white faculty's commitment to racial conscience consciousness in stem classrooms politics have no place in the classroom especially when proficiency stats for math and reading are slipping as well as our rating as a school district so if onesville school district is not implementing crt why spend all that money on core collaborative professional development led by crt advocates the director the director of instructional programming's own blog references floyd cobb and joined john crown apple and a tweet from their twitter account last march sorry march of 2020 showcased a whiteboard outlining solutions to equity one of which was training and professional development this week in the news we learned about francis howe school district and dr legarrette king during a webinar last september with dr
king when asked what should be done when parents push back against white privilege dr king suggested that teachers change the wording they use so that parents will not find out that they've changed the curriculum to introduce race-based education of american history and literature our very own winsfield school district social studies and world language content leader tweeted that she was excited to attend one of dr king's seminars she also tweeted a slide titled teaching black history crt stating in a caption lots of great resources are these resources incorporated into the content she helps to create this content leader also shared cobb and crown apple's book and the book white fragility any book that groups people based solely on their skin color as promoting racism i hope to hear how wencefield school district will ensure that crt
is not in the curriculum thank you thank you all right we'll go ahead while he works on getting that fixed next up jennifer olson where's the timer just adds up we've lost power oh we have unlimited time okay sorry about that hi my name is jen olsen and one of my children is a sophomore at timberland i'd like to share a warning from a man who fled communism kgb defector yuri besmanov escaped from the soviet union in the 1970s and he warned the u.s about what he saw happening in our country ideological subversion aka psychological warfare he knew this process well due to his former operative status in the kgb ideological subversion is designed to change the perception of reality of every citizen to such an extent that despite the abundance of information no one's
able to come to sensible conclusions in the interest of defending themselves their families their communities or their country it's a brainwashing process that's divided into four basic stages stage one demoralization it takes 15 to 20 years to demoralize a nation which is the minimum number of years required to educate one generation of students and expose them to the ideology of the enemy marxist leninist ideology has been pumped into the heads of at least four generations of american students without being challenged or counter balanced by the basic values of american patriotism stage two is destabilization in this stage the subverter doesn't care about your ideals or your patterns of consumption whether you're obese do drugs or live an unhealthy life it takes about two to five years to disable destabilize a nation via the economy foreign
relations and defense systems it's abundantly clear that the influence of marxist oneness ideas are in the united states stage three is crisis this stage can take up to six weeks to bring a country to the verge of crisis as we've seen in the past in venezuela and other places across the globe stage four is the final stage in its normalization this stage comes with the abrupt change of power structure and economy this may last indefinitely normalization is a cynical expression from the soviet propaganda for instance after the soviet tanks moved into czechoslovakia in 1968 the soviets claimed that they that by doing so they had normalized the situation this is what will happen in the u.s if we continue to allow marxist leninist ideologues to bring our country to crisis and ultimately put big brother
government in charge of our everyday lives and decisions besmanov warned the united states that american educators professors and activists would be instrumental in the process of subversion only to destabilize the nation when their job was completed the enemy wouldn't need them anymore and those who don't realize their pawns may get disillusioned when marxism and leninism comes to power they'll wait impatiently for their chance to rise to power but it won't happen they'll be cast aside by the enemy the ones who do catch on will become the biggest enemies to the marxists we've seen this nicaragua grenada afghanistan bangladesh and many other post-marxist londoness countries it's time for all of us to wake up and see what's really going on in our country the division is manufactured and orchestrated by the enemy and by the looks
of things they're winning so stop falling for the divisive tactics thank you destroy the last hope for freedom on the globe all right next up amy benninghoffen well geez i wish i didn't have to follow that speech that was pretty awesome mine's going to be a little more informal um so i'm amy beninhoffen and i live in the windsville school district i'd rather not say my address on camera good evening school board members first i would like to say that i hope you are actively listening to the things parents taxpayers and this community are saying many of us have put hours upon hours reading and researching the things we bring before you please do not discount us because we are passionate about helping and protecting our children we are law abiding citizens made up of
parents grandparents etc who are extremely concerned about what is happening in this district therefore we deserve to be heard and respected by you some of the things i would like to talk about i just wrote some bullet points is i watched the i wasn't able to come on tuesday but i did watch online and i was still very concerned i think that someone did mention it but i didn't know she was going to speak about it but i had a few more questions the return to school procedures that you put in place i don't understand why the meeting with the health department did not happen before you all voted on the return to school policy i believe that was probably a pretty important piece to the puzzle and i think that we should know what
the health department is going to do before we solidify what we are going to do as a district and returning to school mainly because the biggest concern i think is contact tracing who's going to be doing it i know you said that we have to be a partner with them and obviously if they the if they say you have to quarantine a particular student of course you're going to follow what they say i understand that but that's very different than you yourselves in our district actually and our people actually doing the contact tracing and quarantining ourselves like what happened last year because i think the last thing that us parents want to see happen to our children is for hundreds upon hundreds of children being quarantined and them never getting sick because they are missing
out on weeks months of education that they need and like she was saying now they're behind and now so they're behind from when we quarantined not this last school year but the school year before that and now they got even further behind this school year because of the of the weeks and months that they spent quarantining without good education so i'm very concerned about that um the other thing is is i and you say we're going to return to school like normal but then i call my child um she's going into middle school i call them middle school this week to ask them if they would be allowed to come in and see the school and have an orientation like normal and i was told well we don't know yet and also there will be
no lockers i don't understand that that's not going back to school like normal so we have a lot of questions still that need to be answered thank you [Applause] next is christina mccormick so my name is christina mccormick i live in crimson oaks in winsville and i wanted to ask you guys to discuss openly the american rescue plan for education i know that we're telling that we were told last what two days ago that we have to wait for the health department in central county before we can finish telling you guys everything however we do know that our district did put in the application for the funds we already know some of that money has come we also know that by putting that application in that means that you have to follow with certain guidelines
none of us have heard from you guys what that means we've had to look ourselves so that's kind of concerning which is where some of the concern is with some parents the other thing is we were told that the back to school plan could not be uploaded at one point onto the website until june 23rd however they were um the reality is the elas must publish it by june 23rd but that also means that jesse at that same time once you published that that was the same day that they were going to be able to submit their application and that when they submit the application you guys won't really know anything more until august 23rd school starts i believe august 24th i know that right now we are waiting not on deci but on the
federal government to tell desi if the schools improve or the school's rescue plan has been approved everybody had to send that in jesse's already approved it i have it right here we can see anybody can go online and look at it we already know that that's been improved and that you guys have gotten some of the money from that winsville got 4268 what did we get here four million we've got another six coming i'd like to know what that stuff's coming like what is it going to that i guess will be broken down when we have um the budget in particular i know that we're also telling people that we have to follow you know wait for the health department so we can understand exactly what this is this is what we were told last
week or the other day and some of the concerns parents are having is contact racing i understand that the school is not going to lead according to this but that it says here that our um what is it our elas we're going to assist in that what does that actually look like i think we'd all like to know that oh no testing provided at the l pha within the mercy district clinic what kind of testing are we doing is that for the public is that for our students the students that come to school without a mask on that are now also a contact now by sitting by the kid next to them cdc guidelines state that if you have been vaccinated you don't have to corn team you can go on cdc right now and
look that up so if we are tied to those things these are questions we have my kids have been pulled from the district because i was refusing to let them be quarantined over and over again last year my kids were not quarantined my kids continue to get education and i would love for my oldest in particular to come back to school he will be a senior however if he's going to spend all of this time quarantined because he's not wearing a mask he is autistic he does not want to do it i'm not forcing it on him but if that means he's going to be quarantined over and over again that's a problem we want real answers and the truth whatever you know now we want to know now thank you next up is vanessa
hagedorn no okay uh glenn becker hello my name is glenn becker you all know me i have been up here many times last year talking about student data and the privacy concerns at the school four of you on that board asked me to attend your data governance meeting that was a 60-minute meeting and it occurred last week i waited all year so let me go ahead and read off some of the things i learned during this meeting your teachers are going to have to go through a security and privacy training this year the first two paragraphs state school possesses student information data that we are entrusted to keep private so that students stay safe and protected as possible student information includes name birth date grade level semester grades health ieps 504s reading levels and so
much more now you're setting up your teachers for failure and here's why during that meeting i asked your i.t department were they aware that they are sending student information out of your network unprotected the answer yes are they fixing it this year the answer no they are not going to fix it this year they do not have the resource or the money available to protect that data question number two i asked them during that meeting are they going to a closed architecture 90 of businesses today have adapted a closed architecture meaning programs cannot access information within the network if it is not approved or authorized so it's a trusted list we trust the application it gets in if it's not on our trusted list it stays out their answer no we are staying as an
open architecture their reason we don't want to hinder the education of a student and make it so that teachers have to request in order to get access to the applications they may request and we will grant it but if they don't or we're taking too long of course the teachers can still use that application so that's not protecting because we have students using applications and teachers using applications that are malicious in nature getting access to your student or our students information and they acknowledged yes that is the case now the other thing i asked them were they aware and this was in a private conversation with somebody in your it department that there was an application last year being used by students where there was an adult in another state posing as a student chatting
with them in here while on school property the answer yes their response to me after i asked for the logs they sent me the email to that app and told me to file a complaint really this is in your school on your network on devices you provide students and as a parent i discover that at adults chatting with students and i'm told go talk to the application that's an issue the other problem that we ran into during this meeting that i talked about was passwords still students can't change them so at this point the only thing i can think of is the board is neglecting to do the right thing thank you all right and our last speaker for this evening jen petrusinski wow okay so um what i'm here to say is to our
administration um maybe probably the only person is thank you um i have two kids in the district um i have one that graduated right when covet hit 2020. what i can say um is that her teachers went above and beyond to make sure that she was successful that she met her credits that she was going to graduate administration went above and beyond beyond to make sure they had graduation as a parent i at that point wasn't even worried about that and she spoke at graduation so i want to thank you you guys have a lot of difficult decisions to make all the time parents are never always going to be happy let alone in a pandemic you guys made decisions without having a whole lot of information and the only thing i can say is
the first thing you did was to keep my children safe and i thank you for that after covid came in the summer dr kane you did a tremendous amount of research collaboration due diligence and i appreciate that there was no way anybody up there could even begin to understand the ramifications of covet none of us would have thought it would have still been here now my daughter's teachers presented her with opportunities throughout her career she was able to go to wash you and do research this isn't because of a class she took this is because her teachers go above and beyond to make these opportunities possible they network on their own time they make phone calls this isn't anything that they are required to do and i don't think anybody thanks teachers or recognizes that
enough our teachers are outstanding have there been a few i wish my daughter didn't have absolutely but it's more probably a personality thing that's on me you're gonna go through life you're not gonna like everyone you meet my daughter learned that believe me because i know when she had a teacher she didn't like one of the ones that she did would be like it was just kind of written on her face so there was no helping her with that however critical thinking skills were taught when she went to college she was able to interact she was able to be successful she was able to do the things she could do because of what she was exposed to when she was in wentzval my daughter now that's currently in high school loves coming to wentzville she
was virtual she was on the computer every day she had her video on yes did she learn as well i don't know but i know she learned and i know her teachers did everything absolutely possible to make sure that she learned there is a crisis going on we have to be able as people to make concessions we have to have some understanding we have to have some compassion in regards to curriculum it is a free and public education you guys went to school you have doctorates and areas and it's not to make you rich i can tell you that because i'm in education it's because you love students and you love what you do we have to have some faith in the fact that you guys are going to make the decisions in the best
interest of our kids thank you all right next up is our consent agenda please note that the financial report personnel and bills for payment have been moved to a new business so we need a motion to approve the consent agenda as amended make the motion to approve the consent agenda as amended second any other discussion all those in favor say aye aye those opposed nay motion carries first up is old business public forum and i will open the floor to director stolle who asked to have this put on the agenda for this evening thank you president bates i just wanted to bring this item on the agenda because i really wanted to look to my peers to see if there might be an opportunity to improve this policy about how we listen to the public
um if we're getting um just a sliver of the community and what we're hearing or if we're allowing as much as opportunity to get input from the community are we comfortable with the number of speakers i think there's other considerations that could be made do we want to have a speaker card because in the past there have been there has been confusion about people crossing out their names and maybe changing their minds so a speaker card would eliminate that and again the goal here is to have more productive efficient meetings and to make sure everybody feels heard and that we're working better as a board and working doing the work that we say that we're going to do for our community and our stakeholders yeah thank you i'll open a discussion from the board i
will agree with you i do really like your idea of the speaker card i will say there has been confusion with the sheet in the past and so that might be something that we might want to consider just to make things easy and use that area of confusion did you have something yes okay um i'd i'd like to echo what director stolle said you know my my views here are is you know we are in unfamiliar times unique times there are a number of hot button issues i believe our public forum will continue to be full uh for the rest of the school year my view is we should respond to the desire for discussion the desire for a different way to make sure we understand the asks the needs and ensure the way in
which we communicate both as a district and maybe as a board is something that is resonating you know there you know my belief is that if there is a voice that feels unheard or if there are things that questions still left unanswered when we think that they should be clear that's for us to look inward to figure out a different way to do things and so i am supportive of whether it's policy edits or just clear ways that we're going to call it improve those things and show something different i'm going to be supportive of that with the details of that directive i'm flexible on i'm not going to put my stake in the ground it has to be this way or it doesn't have to be that way but whether it's special meetings specific
to a topic that is of priority there have been many that have been listed tonight and in past meetings then let's do that let's find a way that you know creates a different unique experience to do that i would say i would echo that director goodson you know just the purpose of public forum is an opportunity for the community to address the board and i think lacks that open dialogue i think that many stakeholders are seeking so if we are able to come you know to a solution in a way to have more open dialogue and communication other discussion i just wanted to add that i think i mean we're going to be discussing fairly shortly here some decorum points to public forum um so i just kind of wanted to wrap it up with
that but again i do think that the purpose of this is that you know i'm seeking feedback about how we can have meaningful communication with our stakeholders so that all of our stakeholders feel heard parents students staff taxpayers so we make sure that we have a good sounding board in the community i would like to add that we did have a work session about communication with stakeholders a while back maybe we could circle back around and continue that conversation to talk about it more any other comments on public forum before we move on to the next item okay just real quick if i may then so clearly you know i think there's some openness or willingness to look and explore this you know maybe recognizing policy 412 which has the clear public forum points um
around the limit of speakers the time etc isn't the place for this but i i believe and maybe this is direction to give to dr schulte around policy and where this may fit some language that signals our either our abilities to do that or our requirements to do that given some level of metric of you know feedback etc whatever that looks like again point of being flexible you know i would like to look at that and see if there is a place that makes sense to do that not knowing all the policies not knowing what's you know should be in this policy specifically versus somewhere else but making sure there's language that allows us the opportunity to do that i guess we can make a meeting and do anything we want however you know signaling
in a way that is showing that is also what i'm looking for so i don't know if that helps you doctor you know not surely in terms of what maybe would help uh from next steps here clearly having further discussions you know further to director abbott's point is fair but just trying to make it so this isn't just going to fall you know flat on the you know floor in front of us and we actually move something forward president bates if i may mr schulte do you feel like you have some direction some ideas enough feedback to move forward i understand what you all are sharing with me i the first question i would have is whether or not we would need a specific board policy that would enable you to be able to participate
in those types of discussions i that may be a question for msba because i'm not too sure that we actually need to develop a board policy to to provide that option it may be something that as a board if you choose to engage in in those types of discussions it would it would just be a matter of noticing the meeting and setting the agenda so i can certainly look into that and if if in fact we do need to come up with something related to a policy then i can work on um language for that okay that i mean that that helps me define my directors holy you know so it may be you might you're probably right john i mean it may be that way but maybe what um would help is what guidelines
we should have against the various scenarios of types of meetings that we could have we've talked about just having a public forum where we can hear from speakers for a you know call it an unlimited time uh but that's always that's a one-way street i think there's some need here for a two-way street and so what would that look like and do we need policy or regulation to support you know the board to make sure we're following something and i think it's probably right fair feedback from msbi on what that is and whether that lands in policy again flexible but i think it's really trying to understand what we can do and if we do something what is that supposed to look like absolutely i will work on that um thank you um tonight was
a need for more numbers and i do realize that we had a group that wanted to bring an issue forward to us tonight um but we had a full agenda and was unable to so i do thank them for coming out and plan on intending in the near future here thank you all right so next up is policy 1431 code of conduct and mr schulte has brought to us some revisions to consider um i don't know if you want to tee that up mr schulte or if if it's up for us to discuss sure so um i have brought to you both the policies and regulations related to um the code of conduct for adults as as requested so the first one is the the policy and as as we typically do we bring all
policy revisions to the board of education and ask for their their approval the second one is the regulation that corresponds with the policy related to the code of conduct and typically those revisions would just come to you as a notice and staying on board but because we were having this this discussion and because of the revisions we thought that we would bring both of those for for discussion and if you so wish you may make a motion to approve those revisions or if you have other ideas and thoughts related to those we would be open to entertaining your thoughts and considerations as well all right open that up for discussion president bates if i could lead off yes please um my question is as i questioned earlier i do not think i ask you to
define adults mr schulte i think our code of conduct does need to reach beyond that and maybe just say individuals on that possibly because we could have even though for our students we do have a code that they follow within our buildings however we could have students or or young adults that we think that are maybe not adults and may want to speak so i think we need to change the adults in both cases to individuals on policy 1431 and policy regulation 1431 also thank you all right any other discussions if not yes oh yeah yes i do on the policy 1431 uh we are in discussion only on this this evening is that correct i mean i i think that there are some enough questions myself personally that i might have but i would
like to not vote on it this evening but like i said having a discussion about it and some of this for example on policy i wrote down a note on my own and that is what is the definition of conduct of an adult reflective of a positive role model for children define positive role model so the policy is is meant to be rather broad and the regulation would then specify what that role model would be essentially we're looking for positive role models towards children but then if you refer to the regulation it further defines what those expectations would would look like do we have a state statute that covers this is there a state statute that covers this i did not list the state statutes due to the revisions not being due to a specific
state statutes i'm sure that we have state statutes related to conduct during business meetings and meetings related to the board of education so i can certainly research those for you these items were brought for discussion because the board wanted to have discussions related to those and to answer a question if the board wants to make a motion and vote on these this evening they may if they wanted to discuss them they may do that it's at the pleasure of the board okay thank you all right any other discussion or someone want to make a motion i would like to make a motion to approve regulation fourteen thirty one as presented do the policy surround the policy that's okay sorry we'll let that die start over got it you want um dale's recommendation you can make
the recommendation with that okay yeah we do the problems we do the policy first turn your mind at one pound i make a motion to approve policy 1431 as presented second okay do we want to amend that to include the name change that that director schaefer or secretary shaffer added do you want to make that amendment yeah can we make that amendment to that motion to include the uh title change from adults to individuals of policy 1431. and i'll second that amendment and then i am ended that with just the title change from adults to individuals that was seconded by secretary schaefer to the title from adults to individuals okay all right so we will vote first on the amendment so all those in favor say i i those opposed nay motion carries and then
we will vote on the motion to approve as presented all those in favor say aye aye those opposed nay all right motion carries all right are you ready okay next up is regulation 1431 code of conduct again mr schulte would you like to expand on this one sure typically regulations spell out rather detailed how to interpret the policy so that that is the intent of this regulation and again we would normally bring this just to staying on board as a notice to the board of education but because of the policy coming in the discussion that you all wanted to have we have brought this here today so this regulation um outlines the the changes that we have included to support the policy and i know that director or secretary shaper had also asked that we
consider changing this to code of conduct for individuals versus adults as well for your consideration all right any discussion on the regulation would anyone like to make a motion i'll make the motion to prove 1431 code of conduct with the amendment of adults to individuals second all right we have a motion and a second any further discussion all right all those in favor say aye aye those opposed nay motion carries next up policy 412 meetings participation by the public mr schulte you want to give us a explanation soon absolutely thank you i know that we did have a discussion related to the public forum portion of the board meeting and but attached to this as far as revisions we did add a section on rules of decorum and so i would ask you to review
those and provide some guidance there and then also as part of this items number three and four outlined here are options that that you may look at to to address the the issues related to placards banners posters and everything else while in attendance at meetings so if you could provide some direction on that we would certainly appreciate it all right i'll open it up for discussion you know when i start i have a question please dr garber there's a paragraph and here it says agenda request and the agenda request would be obviously coming from our public but there's a sentence in here it says a person desiring to be included on the agenda for the purpose of addressing the board may make his or her request to the superintendent or to the board president the
request shall be submitted in writing five days beforehand let's see and shall state the issue to be discussed the final decision to place the request as an agenda item shall be up to the superintendent and or the president of the board of education that's the part i don't like because of the situation that i would [Applause] think that's currently the policy that's not a change well it needs to be changed then [Applause] so you do you have a proposal versus a statement that we can react to you know i don't have a proposal at this particular point in time because i do believe that first amendment rights do play into this as far as i'm concerned because of the fact that you're leaving the decision for agenda items up to two people one or two
people other words if i were to come before the board and i wanted to talk about a certain thing the chances are i'd probably never get it on the agenda i think this needs to be changed i think this is uh first amendment rights so i would like for our attorneys to think about that [Applause] so just to be clear change the agenda or add agenda items can be just directed by anybody that asks or it's got to be voted on by the quorum of the board like give me something well what i've told you is that it should not be left to two people and i think again the situation would be that you know if you were to ask for a particular thing you know then i guess you stand a chance of
never getting on the agenda i think that there must be a different way about that and maybe it comes down to a board vote on certain things especially if they have to happen to be questionable or that of extreme interest at the time what's happening to us at that moment director garber would you like me to research what the the guidelines for that would be i would okay thank you president bates if i could please um and i do um somewhat if i can say agree with um director garber however we as board members who are elected by the people as we heard tonight do have the opportunity to play something on the agenda at any meaning so i think we need to open ourselves up to those people out in our community and if
we visit with them and we have an opportunity as board members decide if we want to drive that and then they always still do have the right to use this for an agenda request if we would not drive it thank you [Applause] and i have a question is it in falling in line with the fact that the board president and the superintendent set the agenda why that reasoning is in there currently i would assume so do you know mr schulte that would be my assumption my understanding is because this is a business meeting of the board of education so when it comes to setting that agenda that would be left up to the board president and the superintendent to decide what what goes on that agenda and this avenue in order for a patron to
present information to either the board president the board member the superintendent oftentimes leads to the superintendent or board president being able to direct them to the appropriate person to address the question not that they're always going to be able to satisfy that request but many times what happens is the the topic may come to one of you two and then then you send them to the appropriate department or person to have have their requests satisfied doesn't mean it always works that way but that's my understanding of the process can it can i make a comment really quick sorry okay i'm gonna i'm gonna show my newness three months on the job but i believe as we start in a meeting we open with an approval of the agenda we get a motion and we get
a second and then we go to discussion i believe at that time if any board member wants to add an agenda item at that point they could ask for a discussion around adding that for which at that time we could amend said agenda and vote on it right there so to me we have every avenue a capability to do exactly that right now my understanding i think there's a means in which that interpretation could in fact be acted upon i will say there are times and there are topics that uh the community or a community member may want to discuss and even though there's a desire for it to be discussed and open because of the nature of the request itself it would in fact be inappropriate for that conversation to occur and open that's
different than a conversation not occurring whether that's a subset of the board president uh the superintendent the board president the board vice president and the superintendent sitting and having conversation and dialogue it depends upon the nature of the the topic itself in terms of ultimately where that's going to land and how that's ultimately going to shake out this process in terms of the superintendent and the board president has been a long-standing one in district and is reflective of what happens elsewhere i'm not going to say it's universally across every single school district in the united states but for a good majority of them that's exactly what the process looks like if there are specific items that need to be discussed there are avenues for a unique inclusion and they're again topics that just are not
germane or appropriate for a discussion in an open session that's different than not having a discussion it's just not appropriate for an open session and just to piggyback you know what you said about adding it to the agenda and i think we do have that avenue but i think bringing it to the superintendent and the board president ahead of time gives us an opportunity to have a discussion around appropriate timing for the agenda item you know when it goes on what discussion maybe needs to be had so that you know cabinet administration can be prepared to answer questions and understand the concern you know for the item that is being brought forth i would agree that we need time to discuss the topics but at the end of every meeting i think the board president
should open it up for the following meeting if anyone needs anything to be added to the agenda and that's when it can be discussed and then you guys have time to plan for what we're throwing on the agenda but at that time any board member can add anything to the agenda maybe if i may i support that as well yeah maybe if i may uh vice president price maybe the easy place to do that is is at the time we do the adjourn so got an adjournment second discussion and that time we can discuss as a board next meeting agenda discussion we can then vote in that my view in that and decide what timing those discussions can have and the agenda can be said so to share the history of that we did do
that a long time ago and it worked out extremely well and there was an inclusiveness of the entire board at that point in time and we had an opportunity to to even add into a reason exactly why we may have wanted to talk about that which i thought actually was far more transparent at this point [Applause] mr schulte it's not something that's not proven because we've already done it but we haven't done it in a long time does that require a policy change i don't know if has policy been changed since that time or just operational procedure let me look into that and and see what the correct guidance would be so that whenever we do have suggestions or options for board members we do it the right way the first time and i'm happy
to bring that back with you or back to you and i'll include that when i'm looking at the guidelines for adding agenda items i'll ask where the most appropriate place for that discussion would take place during the current meeting planning for the next one okay much appreciated again the fact of the matter that you can't just necessarily put something on the on the agenda at the time that you were doing the meeting but when you have this discussion and the end of the meeting as as it used to be then you could certainly you have a full month to come up with all of the answers and all of the questions and things like that so it doesn't catch any of the administrators without the information that we are looking for and again it's already
proven that really did work dr kane you would remember that you were you were on the you were seated at this time as well just a quick note on that yes and that not only included agenda but dr kane had to extend it to you and in case there was something in the superintendent's report from staff that was the board member would like to address thank you i would like to make a motion to add rules of decorum to policy 412 with option 1 2 and 4. add rules of decorum to policy 412 with options one two and four seconds any further discussion all right so yeah just one question for clarity go ahead secretary shaper we're omitting three is that correct yes it's a oh it was a three or four and so she
was moving to include four instead of three okay yeah thank you dr goodson did you have something yeah it wasn't really a question as much as it was a comment clearly within this policy is the point that director garver made so to the extent my view you know dr schulte if you come back and this needs to be edited to reflect something because of that in this policy that's what i would expect so i'm happy to move forward with my vote here assuming that you know to the extent we need to cover that ask that we just discussed that we may have to edit this policy again all right all those in favor say i i those opposed nay motion carries if you make sure to refresh to catch those items that were moved from
consent first up is personnel recommendations and resignations i believe this was just pulled so you could abstain correct secretary shaper okay that is correct thank you all right so we need a motion to approve the personnel recommendations and resignations as presented motion second any discussion all right all those in favor say aye aye opposed say name and abstentions one abstention please next up the monthly financial report and i believe director goodson you had this one pulled yeah i'm gonna we need to i want to say we need a motion to approve the monthly financial report as presented yeah so i had this pulled so the reason i wanted to do that um and i'll encourage rick to to jump in here so um rick dr kane and betsy and myself had a discussion that's probably
been say what six weeks eight weeks ago um and it was really on two topics one was discussed at the time of the budget approval meeting was specific to financial strategy a committee around construction priorities and financial strategies which we discussed um at the budget time uh and have agreed to put you know forth that committee which i'm looking forward to in the fall the other item was additional things that we can demonstrate both you know as a board to see um as well as the public around our monthly financials um there are things that i believe are important um that could be shaped or shown differently um as well as in addition to what's in there um already and so we discussed that like i said six to eight weeks ago and rick i'd
love for you i think uh we had some follow-up on that uh via email and i think it'd be prudent to share with the rest of the board kind of your answer to that request and kind of maybe a timeline and maybe have some dialogue if there's other things that fellow board members would like to see in addition to what rick has put forward yes thank thank you director goodson uh yes i i did take to heart what you said we did meet and i i have looked into ways to improving the financials or things that could be put into the financial statements uh it is clear that we include every payment that the district makes uh in in this packet we have all the contracts and we have all revenues all expenses and all
fund balances uh listed but how could we improve that and there's always room for improvement uh areas that i believe could be improved uh are mainly in the revenue areas and the fact that if we look where we have had trouble uh meeting budget in the past and by that i mean last year those were because of key revenue items that were not keeping pace so i do think it would be a good item that we should consider for the financials would be items to to monitor those revenue factors such as budgeted versus anticipated enrollment we're finding out that and we've always known and as a matter of fact uh administration monitors these very carefully every month but but what we found is that maybe these are items we need to include in the financial
packet such as budgeted versus anticipated enrollment for year end budgeted versus anticipated sat we found out is a very important factor to monitor and that's the state accuracy targeted target which is money we receive from the state per pupil uh also budgeted versus and anticipated state proration factors this is the proration factor that the state is determining what percentage of the formula are they going to give us each year and another item that we need to be careful of because it's our our number one revenue source is assessed values and maybe we should keep track of budgeted uh versus assessed values very closely and we do but you know that you're correct though that is not included in the financials uh my idea would be to look into these and see if we could have
some type of charts or graphs included in the financials that would monitor these items so that the board would know if any of these key factors on revenue are coming off of its anticipated target so those are items that i have been anticipating those are the biggest factors that have affected us in the past and those are items that i would consider uh moving forward with on the financials okay just for a quick point for the rest of the board then i want to make sure if there's any other feedback to what rick has said makes sense uh the other thing we which rick and i quickly talked about today was uh and it may just come out of this committee discussion is specifically looking at our capital outlays how we are in total against
you know whether it's our bond funds our maintenance expenses what we plan for et cetera there's some discretion in terms of timing at a minimum there and i think tracking and making sure we're showing that picture in in a you know a way that everyone can understand is important and so that may be an outcome because there's a lot of data that does exist i think it's just an outcome probably of that committee and discussion but that was something else i added to that that list happy for other feedback president bates if i may yes so i i echo all of your comments director goodson and mr angevine i i think those are all good additions moving forward i think what would be additionally helpful is that when this information is presented to put it
in an easy to read format that also aligns with our csip goals and our action steps with that understand i guess are you do you need i feel like you have direction would you like emotion or do you feel comfortable with information you have to move forward with with that request no the motion that's on the floor i believe is to accept the financials let me say that we are only two weeks into the new fiscal year and that we will be monitoring the new fiscal year with these numbers have we come off that target yet no we're only two weeks in i hope not but we will monitor that throughout the year because let's face it as we get farther in the year uh whether we're over under budget let me just make a
comment that that expenses in this school district cannot go over over budget because we're not allowed legally to go over budget you know so budget versus actuals is not a good way to go on the expenses and it doesn't do a whole lot because we can't do over budget but on the revenue side we can we can head that direction and uh this is a good way but the motion as it stands is to approve the financials and these comments are very good or to approve the financials but these their comments are very good to improve the financials in the future please i've heard you talk about revenues and modern revenues i also think we need to tie the expenditures as coordinated to the revenues that are flowing in also thank you yes uh all
all expenses are recorded in the financials as they occur and we do have total revenues total expenses and net fund balance in our financials as they stand right now i am very open to anything that we can add on the expense side that would be helpful and i'm very open just as i am on the revenue side to include anything that would be helpful in the future any other discussion that was great all right all those in favor say aye aye those opposed nay motion carries next up bills for payment july 2021 and i'm not sure who pulled that one director abbott i pulled it to abstain okay all right so we need a motion to approve the bills for payment july 2021 as presented second any other discussion all right all those in favor
say aye aye those opposed nay abstention abstention motion carries barfield detention basin basin agreement i make a motion to approve the barfield detention basin agreement as presented second all right motion in a second any other discussion on this item all right all those in favor say aye aye those opposed nay motion carries north point high school change order 34. make a motion to approve the north point high school change order 34 as presented okay second motion in a second any discussion on this item all right all those in favor say aye aye those opposed nay all right motion carries this next one is a very exciting item north point high school substantial completion i make a motion to approve the north point high school substantial complete completion as presented second motion in a second any
discussion i don't want to ruin the excitement so i i feel really bad but i have a state i do feel bad it's not true um i trespassed last week and drove up there so i'm sorry for admitting that on public uh on the left you're like where the hell is he going on the left side as you're driving up there is a retention pond with substantial brickwork on the left side from westmeyer north to the high school and i don't know if this is on the middle school property or if it's on yeah you can come up john it's just a quick question i'm trying not to but i feel this is the best place to do it there is i think with all the rain that we've had there are stones that on
the very bottom of that wall have washed out i just want to make sure it's been captured what who who's responsible and making sure that gets covered so and i didn't know again i brought it up here just because it's i didn't know if it was the high school or the middle school so i apologize ahead of time we are we are aware of that and that is part of the middle school project i apologize we'll forgive you this time well i just want to say congratulations to the staff that's going to be starting there very soon and we wish you the best so any other discussion on this item no i look forward to the ribbon cutting yes august 5th right august 5th good all right all those in favor say aye aye all
is opposed nay motion carries winsfield middle school change order five i make a motion to approve winsfield middle school change order five as presented second any discussion on this item all right all those in favor say aye hi those who pay opposed name motion carries south middle school site package change order 2 make a motion to approve the south middle school site package change order 2 as presented second motion in a second any discussion on this item all those in favor say aye aye those opposed nay motion carries south middle school building package change order five i make the motion to approve the south middle school building package change order five as presented second motion and a second any discussion all right all those in favor say i i those opposed nay nay motion carries
south middle school building package change order six i make the motion to approve the south middle school building package change order six as presented second motion in a second any discussion on this item all those in favor say i i those opposed nay okay you got it okay new middle school change order nine i make a motion to approve the new middle school change order nine as presented second motion and a second any discussion on this item i do okay this is relevant to uh change orders uh there was an implication that um would be over budget on some some items i would like for mr blanton to when you are putting forth the change orders i would like to see that that especially when we have a contractor that has a specified amount and
we appear to be a million dollars over that was my comment but i had a conversation relative to that and i think that what i would like to see would be also reference we do show now we show as far as percentages of changes to a particular order or to a particular contract and what i would like to see is that especially when we're looking at one that seems to appear to be over budget when we we don't get to see all of the all of the bids because it would be extremely voluminous and i know that we have an indication that we can always go to the administration center to see that foolishly i thought that that was a place on the internet that we could go but it's not it's the building so
what i would like to see is that as a comparison perhaps to another into the to the closest competing bid is that a possibility mr blanton i mean because you know i mean are we being fair am i being fair when i say we're over budget but but are we because when we because some of these i did not see what we were comparing to or the the offers on the other on the other bids so please may i yes uh john and i work on this this all the time what we have always had that is on the change orders that i'd like everyone to realize what it is is that there is something called a construction contingency on every project we actually document what the construction contingency is and how much contingencies left
on that project please also note that yes there is a budget for every project do we want the contractor and that's something we can discuss do we want the contractor to know how much money is there and how much money is left on our budget when they're coming up with change orders i'm not sure we want to what we do have they do know are the construction contingency because the construction contingencies are in the contract that they sign and that's a contingency that's built into that contract i don't know if i want to discuss right now how much we want to show the contractors that we have a contingency or a budget higher and how much higher that is uh on our contracts but it's something that maybe the the board should know and maybe
we need to discuss this uh at another point in time but i do understand where you're coming from and i do have as a matter of fact right in front of me know every project every construction contingency and where the budget is but at the same time how much of that is uh information that we want to uh want to know as as a board and maybe as a cabinet without you know letting the people who are working on the project know how much money we have in the pocket to finish i think to add to that i think a good thing when we go in for another new building contract that we add in there instead of you know them giving us a price that we have nothing to compare it to for these
change orders uh do t m time and material so we we agree on a certain dollar amount that we're going to pay by hour and a 10 markup on materials so we know going into it that they're just not going to hike to hike the price up and we have nothing to compare to but we have to accept it otherwise the school can't open for kids to go into it is what is thrown at us all the time and i think they'd be a great way to handle change orders so we don't have to deal with this in the future and what i would like to make sure is that that with that any contractor who is bidding on an order um on an item on a construction that that it is a fair it's
a fair process and if you are deemed this this contract you have done it fair and square you have not done other things that would uh construe the numbers that would look different um and i just want everybody to be you know honest and fair about the whole thing and i think that we if we had a better idea about that you know as to and i'm not sure exactly if this is where you want to put that you know again i don't know you know what your thoughts are totally on that but i just want everyone to have an equal and fair and balanced opportunity to secure a contract because these are not little mini contracts thank you go ahead good quickly once again also mr angelmein as we talk about time and material
i think we need to ask the general contractor to provide a source or cost in a sense and possibly from more than one supplier of materials i i will look into all these items they're all good things to consider and nothing's off the board when it comes to and john does uh work with this with owner and others to get the best prices but but all these these comments are worthwhile we'll certainly listen to them and uh your comments uh director garber regarding the the bidding we go through this process a lot in this school district is bidding we have a lot of policies on it and they're very very specific on on when and how we open these bids and what we do with these bids and if there is anything regarding this bidding
process that you'd like to change again let's get it in before we start bidding the next uh the next school and that's a that's that is a good idea so i know that we've been in the past i know myself personally have been skeptical about so many change orders this wasn't exactly what i had seen in my previous time on the board and so it was a concern and and yet i know it's a very competitive world out there and i do want to make sure that if you're placing if you're making a bid you are you are giving an honest and fair bid and that everyone has the opportunity to bid and be competitive and which i know that they know how to do that but i just want to make sure that that
it is an honest system because there there are times when i look at this and i think okay so we're now a million dollars over and i don't think that's you know what i've discovered is that's not always a fair assessment so i apologize for that statement the last couple of months ago thank you all right any other discussion on this item all right all those in favor say aye aye those opposed nay motion carries need a motion to adjourn open session motion second any discussion all those in favor say aye aye those opposed nay meeting is adjourned you
