004else at this point we're very proud of you congratulations and enjoy your summer guys congratulations one quick picture [Applause] all right if you'll join me in reciting our mission statement learning today leading tomorrow up next is public forum residents of the district at each regularly scheduled meeting have an opportunity to provide their points of view relating to the operation of the district during a 30-minute period referred to as public forum guidelines are as follows each resident of the district requesting to speak during public forum will register his or her name address and state the issue to be discussed with the recording secretary prior to the meeting being called to order regularly scheduled board meetings will be called to order at 6 30 unless otherwise noted on the meeting agenda the sign up sheet for public
005forum will be available one hour before the meeting and will be located at the site of the meeting the board president will call the speakers to the floor each speaker shall give his or her name and address upon recognition by the president a maximum of 10 speakers will be allowed up to three minutes for their presentations unless extended by the board president if more time is required for presentation the citizens should consider District policy replacement on the regular meetings agenda due to the possible number of speakers during public forum the board May limit or extend the speaking time if a number of speakers wish to speak on the same topic the group May select a spokesperson to present that information a speaker May address the board only once during public forum speakers may offer such
006objective concerns to the school operations as they deem appropriate the board will not hear personal complaints of school Personnel nor against any person connected with the district in public session matters involving Personnel shall be discussed by the board in executive session an employee of the Wentzville School District May address the board by following the public forum guidelines regardless of whether the employee is a resident of the district all right first up tonight we have Danielle Looney okay good evening my name is Danielle Looney I live in the Bedford Falls subdivision and currently have four students who attend the Wentzville School District um I am here tonight to discuss the plan for opening the next school year I know it was addressed at the last board meeting very vaguely discussed that we hope to have masks
007as optional as I was researching this I came across the cares act funds that I'm assuming the Wentzville School District will be receiving which is about 6 million dollars in state funds in the requirements to get these funds they must have a safe return to school plan um which much wish mutts have stakeholder input and um but it appears that the Department of Education said that the last year's plan and input from stakeholders was sufficient so we did not get input into this year's plan also in part of the requirements is they have to have mitigation strategies for the safe reopening and must follow the recommended CDC guidelines currently as of today the CDC guidelines still recommend masking social distancing contact tracing and quarantine they've also added diagnostic testing in um efforts to provide vaccines
008to Educators staff and students eligible my concern is that I know at the at this board meeting that we will get an update my concern is that the language will be very vague because they will do not know what the CDC and or local Health departments are going to do um I do not foresee the CDC changing its plans and all of a sudden saying no more quarantining no more masking um so I am here to speak out against um any of the quarantining and masking um of the school year for next year um and just to add some numbers from the CDC website um covid across the U.S for ages 0 to 17 is listed as 404 deaths total since the beginning of covid which is a 99.99 survivability rate CDC studies also show
009that kids in school with in-person learning did not increase Community transmission and show kid to kid and kid to staff transmission to be very low and not a key component to transmission foreign [Applause] thank you next up is Elena Hagedorn hi there my name is Elena egadorn and I live in Lake St Louis Missouri I am a student in the Wentzville School District this past school year could have been a fun mask free year instead it was a hard horrifying year of twists turns and difficulties my little brother didn't even get to see his own mother in his classroom on his first day of kindergarten what you have done with this school year is ridiculous forcing sweet children to wear masks due to his disease that has a death rate of 0.0004 for percent for
010kids in the U.S is outrageous immature embossing us around you cannot force me and hundreds of other kids to wear germ Fest on our faces that is our parents decision this year was horrid for me and many other children my own mother who used to be allowed at holiday parties couldn't even come down to our classroom at all no more lunches with your family members no more senior teachers smile male or frown do you know how insanely hard it is to learn phonics and reading when you can't even see your teacher's face and how many special needs kids who used to get help at their level now have lesser AIDS my mom knows a girl who has special needs and lost her special education support what you are doing is wrong and it needs to
011be changed immediately or else my parents and many others will be taking their children out of public school and into private schools so they don't have to deal with this unnecessary drama we have called many private schools and most of them are full of kids from the public schools this has to get something done about us now the public schools do not get to make Health Care choices for me my parents do you may think I'm just a kid but I have more experience than you do with what it's like to be forced to wear a mask all day for five days a week I did the math and that is 1392 hours a year that we had to wear gross grimy not factories on our faces the first migraine I ever got was because
012of a mask that I wore all day and then threw up in because of the CO2 I got in my lungs because of the stinky stench and those nasty unnecessary masks there should be removed immediately there isn't even a mask mandate in the St Charles County or in Missouri children are getting sick because they have been wearing spit covered cloths on their faces all day long I got sick on the last day of school because I was so sick and tired of wearing a mask for 1392 hours lastly children's equality with learning is not a solution if all the teachers did the same thing for every student no child would be at their level and children need to be at their level to thrive in school my mother said when she was a teacher Little
013Nicky may need 45 minutes of work to thrive but Sally Sue made only need five minutes every child needs to be treated with respectfully but what a child really needs is individuality treating all children with the same is not meeting their individual needs a good teacher gives a child what they need thank you [Applause] thank you all right next up is Lindy Williford I'm not sure I'm gonna have to go after that but good evening members of the board my name is Lindy Williford sorry good evening members of the board my name is Lindy Williford I have three children in the Wentzville School District elementary middle and high school lover level levels do you guys see all of the people here all of the speakers who have filled public forum for the second month in
014a row it would be really great if you could honor public speakers at these meetings the least you could do is not hide us on camera like you did last month or show the backs of our heads like you did all the months before like you're doing now the public funds this district and your children and our children make this District happen we have elected all of you our voices matter and they are what should be front center at these meetings despite the superintendent's feelings otherwise parents are awake and we are demanding accountability with our children and our tax dollars and do you want to know why because you have continually overstepped your boundaries you've done it with masks you've done it with quarantines you're doing it with curriculum and you're doing it with our
015money and we've had enough you have essentially declared war on parents by your choices and with your attempts to take over our role as parents it is not your place to teach my children about sex about gender about sexual orientation transgenderism or whatever other social and sexual ideology you deem as appropriate do you know whose job that is it's my job it's every parent in this District's job that's whose job it is Missouri statute 170.015 says that Missouri schools are not required to teach sex education so why are there sex education classes being held in this District that tell our children there are multiple genders why are there books in our elementary schools about girls transitioning to boys I'm here to demand that going forward if you choose to offer sex education all classes and
016all things related to sex education need to be opt in only with written parental consent required not an email that goes to a spam folder foreign not an email that goes to a spam folder to opt out like mine did my child then attended a class that was completely incongruent to our family values and beliefs and without my knowledge or consent these classes which again you are not required to offer must be opt-in only and I demanded across all grade levels you do not have permission to discuss such things with my children and I should not have to tell you that you do not have that permission you should have to ask for that permission for any topic that is not within your scope as educators and for all topics that are reserved for parents
017we are the parents we are the financers of this District we demand respect on both of these roles going forward we will continue to show up every meeting and we will continue to hold you accountable thank you [Applause] next up is Christina Thomas third time's a charm right just kidding um although I stand by my comments made during previous meetings um don't worry Presidente I will not be calling anyone by name or her asking for anyone's firing um this whole school year has been very eye-opening for many parents myself included in years past we've been very complacent and trusted that our children's best interests are at the heart of all decisions then covet happened and we learned of things taking place and decisions made that we didn't like so we sent emails started attending board
018meetings and speaking at public forum but the thing about speaking at public forum it's getting us nowhere uh we're uh when we're up here speaking sometimes I feel like we're talking at the board um unsure if anyone's even listening there's no dialogue and I really feel like we need dialogue um I so I propose to make a change to public forum or at least add in a section where there can be that dialogue where the board engages with the speakers to answer questions questions that are not submitted ahead of time uh to allow for unscripted off-the-cuff honest answers this format will free up time spent answering emails returning phone calls all answering the same questions um and then just kind of another point that I wanted to make um there are harmful divisive factually incorrect
019ideologies hidden in unassuming terms such as belonging inclusion equity and Justice to name a few or blatant terms such as the critical race Theory as a community we're not racist um unfortunately unfortunately there are a few outliers on every side and nothing in this life will ever be a 100 um let me be clear though parents of the Westfield School District do not want any curriculum like unto it taught to our kids or the teachers and staff to have to suffer through the progressive teachings of John Crown Apple um on the last point but then wnea there are poisonous organization they're just out to promote their own political agendas without regard for the teachers or students of this district and should be disregarded I hope that we can make some changes to this public forum
020and um have an engaging dialogue thank you [Applause] next up is Christina McCormick sorry I'm like shorts everything's in my face good evening my name is Christina McCormick and I actually live right down the street in Crimson Oaks I moved here in 2017 to this District I moved here um because we had a child we have a child with special needs he has a list of different things but one of them is that he is Asperger's so he's on the outside of some Spectrum spectrum and so that was a big thrive on us looking for a new school district and this fit the bill of that that's why we moved five kids from where we were to come here three of my five children whom are all in uh that were in elementary school age
021went to this school uh they have fantastic memories of this school and the staff and the teachers I don't have teachers my kids had that I didn't like that I didn't have a good relationship with that I didn't trust what they said and what they thought of what was going on with my kid with education or any of that they were with my kid all day they knew what was going on when I was not there I trusted them we made the decision to pull our kids out of school the um the year of 2021 after going to a board meeting at the beginning of June and I was waiting to hear what was going to happen with mass I have a child with um um um I can't think of what it is now
022he has asthma and so him being able to wear a mask he was very concerned about if I'm in class and I'm coughing or whatever to clear my throat are they going to make fun of me are they going to say something to me this was a big issue I moved to this district and put my kids here because I was like this is what's gonna I know nobody could the pandemic nobody can do anything with that but I sat in that meeting and was like okay we'll see what happens and I was appalled at the first board meeting I came into everybody was they looked bored nobody was paying attention I'm getting attention now I didn't get any attention then which is fine because I wasn't speaking but I could also tell that they
023weren't giving attention because they weren't looking at any of us they weren't looking at each other that were talking these people that were coming up speaking there were a few people I won't say everyone there were a few people that were engaged but I saw a lot of this and as a parent a teacher someone who works you can tell when people are not into what you're saying we know we can tell and that's how it felt and I was like stunned oh my gosh this is what's going on I can't believe this last June I sat in that meeting and watched that with shock and I couldn't believe it because the agenda that was in hand we were talking about a pandemic a worldwide pandemic that's what we were talking about and we were
024bored it appeared wasn't that just seven several members and staff Personnel was either on their phones or not actively listening to the other elected officials or speakers at the podium but it was also staring into space and they had the same look I just stated I'd rather do something else well I speak for myself and other parents that are here including teachers and other staff members that we don't want to do anything else right now this is what we want to do my kids are at home they're with their dad there's time with them I want to be with but this is important the last thing I want to say we love the teachers of Wentzville we love the staff of Wentzville we are not against them we are not against you it's not gonna
025happen okay it's just not so I understand that you'll see fresh anger we're trying to keep everybody okay thank you I'll just skip over last thing um we don't know what's going on thank you time's up foreign good evening my name is Candace door I am a mom of four of four kids at Boone Trail Elementary School I am speaking on behalf of teachers in the Wentzville School District and here are some of their direct words one thing that comes to mind is administrators at B Boone Trail Elementary ignore stress calls over the walkie-talkie it's truly crazy pass admin always came to the teacher's rescue remove the child if need be or handle the situation also teachers don't feel comfortable teaching critical race Theory or any version teachers want to quit now over this and
026maybe that's what central office wants foreign statement critical race Theory goes against my religious religious beliefs and morals I do not do not want to discuss that with my students nor do I want my own children participating in it as well education should be fact-based and focused on academics not political beliefs and opinions that goes against God's word as a teacher it is not my job to discuss this with other people's children and I'm disgusted that the Wentzville School District is even considering it my final statement our job as Educators is to give our students the skills they need to be independent thinkers and functioning adults our job is not to make social Warriors out of them we should not waste our precious few years with them teaching views that their parents should have the
027opportunity to talk to them about if they choose we cannot be arrogant enough to think that we know best for what the ways that to approach these sensitive issues and great it with schools with kids in grade school we can show them kindness and compassion for others the end our students need our guidance to know what is right and wrong that in real life there are consequences to their actions where failing miserably miserably at this violence towards teachers staff and students has grown out of control our building this year has seen more attacks on staff than ever before actions and language that we would have not tolerated years ago is commonplace now with little or no repercussion We are failing those students and our staff life won't give them candy and hugs when they attack
028another person or destroy property we know better and we must do better when a call comes in over the radio for admin they need to be the priority no meeting is more important than students or staff members the education that we all receive as children focused on Reading Writing Math Science and History most of most of us in this room became well-adjusted successful adults thank you [Applause] next up Renee Henke good evening I am here tonight to advocate for the kids that didn't have a voice this past school year and don't have a voice at one of the last board meetings it was brought up that the board members need to visit the schools I couldn't agree more and I would add they need to be not scheduled let me tell you what one of
029my sons has witnessed almost daily in his classroom kids throwing desks and chairs teachers being assaulted by students to the point of broken bones hospitalizations and surgery my sixth grader came home one day and told me that there's a teacher that has to wear a hockey mask every day what is going on at the school and it's in my opinion that the principles are covering this up never once did I get a phone call to tell me that my child had witnessed an assault almost every day my son came home and told us how T how kids beat and assaulted their teachers and nothing was done my son would ask me why it was okay for that child to harm his teacher but if he did it he would get in trouble please explain to
030me how I how I explained to my childhood hypocrisy there is nothing that allows one person to harm another without consequence nothing [Applause] furthermore how much time and education did these students lose because of these daily interruptions how long did it take the class to come themselves down from witnessing an assault to get back to learning these kids have been robbed of an education in more ways than one in a prior board meeting you all sat there talking about how students need to feel safe at school do you think these students felt safe watching their teachers being assaulted think about how scary that must have been for these six and seven-year-olds to watch an adult unable to defend themselves and shame on every single one of you for allowing this to go on all year
031long our kids are not safe at school our teachers are not safe at schools I will leave you with this you cannot put students first if you put teachers last and to the viewers the Wentzville School District parents are searching for a new superintendent if you are if you put students and teachers over your own personal and political agenda we want to [Applause] next up is Eric Williford good evening members of the board and everybody else back here I'm speaking on behalf of a particular teacher who preferred to remain anonymous she had written this she said a teacher's job is to teach Delhi communication with parents committees and planning give us a large class expecting us to constantly collect data enter the data keep up with the curriculum prepare for standardized testing and get our
032plan time taken away from meetings is extremely stressful on top of that we're given violent students who make our room unsafe when violence or extreme behaviors occur we will have to evacuate or evacuate our rooms in the middle of teaching to keep the other children safe then when we're expected to come back and continue like normal and welcome the child back she says what about the trauma this causes the teacher and the rest of the class weak folks Focus so much on trauma many teachers in regular education students are already dealing with trauma in their life divorce loss of a loved one abuse health conditions Etc the people are unaware of expecting us to deal with these extreme behaviors on top of our own stressors is unhealthy we are treated like robots who don't have
033feelings and have perfect lives guess what we all deal with trauma we're traumatized by what happens in our classrooms and what we witness in the Halls did you know the teachers cry about this but then try to hide it to stay strong for their students many teachers are already on anxiety depression medications to deal with stressors in life and at work we need compassion too many students are terrified when these behaviors happen they will often cry and ask many questions but it's all about that one child and the teacher the other students ignored we are still expected to get everything done by the deadlines and teach like nothing is happening extreme behaviors happen several times a day it's only a matter of time before a child gets sent to the hospital or worse teachers have
034been seriously injured this year but nothing has happened I've heard of at least three teachers that have gone to the hospital and several others who have been physically assaulted just this year why is this being ignored she says this is right and it needs to stop my question for the board why are there teachers in your District who feel that they need to remain anonymous to bring this to life what kind of environment have you created for our teachers thanks for wearing your masks I feel safer [Applause] next up is Amber Crawford foreign my name is Amber Crawford I live in Darden Valley Landing to continue my conversation from last I've gathered a lot of evidence of the indoctrination materials from the school scholastics and the past curriculum approved by the school board and I
035just want to go through some of them I grew up in Taiwan hearing about the hair raising Tails sheer Terror and tyranny in communist China where my parents and grandparents escaped from during the cultural revolution I've been grateful for the freedom and opportunities afforded me in America the land of the free and the home of the brave in nation under God but I've been alarmed by the heavy pushing of woke Mars's agenda from a public school that has become a indoctrination Camp by our socialist teachers principal and superintendents from the teachers union the most powerful and corrupt Union in the United States foreign there's no transparency in wsd's curriculum review for instance wsd should give ample time to parents as stakeholders than an afterthought we the parents are the voice for our children and we
036teach them values and not you we don't work for you you work for us our real estate taxes pay for your salaries remember that I have other evidence of indocination materials [Music] some of which include teachers quoting BLM antifa looting rioting arson violence and murders were mostly peaceful protests while fires ablazing in CNN reporters background the tyrannical violent antifa domestic terrorist groups say they are anti-fascists when there are the fascists critical race theorists scream at others being racist when they judge other people by their skin color and not by the content of their characteristics their character and that is another very definition of racism [Applause] there are other examples I could go on forever um when the teachers talks about Texas government mandates and overreach it became shared responsibility meritocracy is of farce capitalism also
037became a farce capitalism was a mean Earth means to want to keep more of your heart and money became greed whereas talking more taking more of other people the board meetings to come [Applause] next up is Myra wolf good evening everyone first I want to say I'm so thankful to everybody who was brave enough to step up to this Podium tonight and let their voice be heard uh I Myra wolf am a taxpayer and Wentzville citizen I'm here to address those of you on the board who support our continuing relationship with the core collaborative and John Crown Apple by continuing this relationship you are doing our community and our country a disservice you continue to deny that you're incorporating critical race theory in our curriculum but Mr Crown apple is a proponent of equity a
038foundation of critical race Theory Equity means redistribution not equality our nation was founded on the basis of all men are created equal you are also stomping on the teachings of Dr Martin Luther King who believed in equality critical race Theory teaches our children that they're either victims or privileged I say they are neither as long as they have the right to choose but you've decided to strip them of that right you have decided to without parents permission teach them propaganda instead of the fundamentals which lead to Excellence in adulthood I as a taxpayer and I'm not alone do not want my dollars spent to foment hatred for each other and our country at April's meeting you indicated you had no negative feedback from parents on this alliance with the core collaborative and since I feel
039you kind of snuck this by all of us I'd say it would be more truthful to say you had no feedback at all we we will not stand by we will not stand down you are in for a fight get ready thank you [Music] [Applause] next up we have David Lewis good evening good evening David Lewis uh Wentzville residence since 07 in Bear Creek since that whole time I've never had a child in the school district I've never experienced with things that are being talked there all I've done is paid through the nose and taxes taxes taxes taxes what I'm getting out of all of this is in April the city put out the form 65.63 percent of My overall tax bill for property taxes is because of the decisions you make where are you
040getting the I just don't understand the logic I mean how do you run a business with taking that much money from people it's theft you're stealing money from me and from the citizens because of how much you're spending and how inefficiently you're spending it over the past past two tax increases uh my my tax bill went up two hundred dollars per month twenty four hundred dollars per year after tax money how many of you have gotten a raise in the last couple years it equates that Financial strain Financial strain is the leading cause of conflict in the family and you're leading the cause of creating financial difficulties in families with your tax burden that you're putting on us when we pass bonds there's a Sunset date an end date on those those dates should be
041honored instead what we have is every time a tax bill is or a bond is rolling off you provide a no tax Bond increase right you you just roll that money back in we never get it goes up but it never goes down you know the thing that stands out to me to show that you're not really willing to address that with the citizens is you never hold the tax increases during a major election cycle you always do it in the off where you can Cobble together a small group a minority of of citizens that will vote for the increase and and that's how you get these things passed you know I challenge you to listen to the whole citizenship and and have your tax increase your bond requests on a regular cycle where there's
042the majority of the voters are there there's changes to the board this past year right one of those reasons a big reason at least for me in the activity I was involved in was to support those that realized that you just can't keep spending and taking my money school taxes are are to me are the worst because a significant significant amount of it goes to absolutely zero benefit to a lot of citizens when I pay for my property tax from the city or excuse me for the the county for the library for the ambulance District all of those that get benefit for those citizens that don't have kids and have never had kids what do I get what do I get for the money I'm spending that you're that you're taking that in spending well
043the answer typically we hear is ah but think about your your value of your home you're keeping that home value up you're increasing it that's the most ridiculous argument that you can have about taxes all you're telling me and I guess you believe it is that oh by keeping the taxes up that way [Applause] all right moving on to consent agenda please note that 12.5 extra Duty part of personnel as well as 12.22 have been moved to new business so we would need a motion to approve the consent agenda as amended I'll second and clarification the extra Duty Personnel will be in new business I'll be a new business correct secretary shaper thank you you have a motion in a second any further discussion would you please repeat um director Garber I'm having a little
044trouble hearing you oh would you please repeat thank you [Applause] would you please repeat the new number that you had indicated I had one that I was contemplating discussing and I just want to make sure that that was the one that was correctly moved so 12.5 which was Personnel the extra Duty piece was moved to new business and 12.22 which I believe was the heist high school the high school but the high school book bid those two were moved to new business 12.5 thank you correct because the files were the same from the addendum okay clarification secretary shaper you had mentioned that there were two files that were the same did you want to pull that out for a separate Vote or she had just removed the duplicate the whole personnel and we will get
045a corrected copy on the extra duty is is that what's gonna yeah it will just be the duplicate file will be removed so we'll be removing the extra Duty duplicate file and 12.22 the high school book bid has been moved to new business was there something else you needed to move director Garber I just want to make sure that this one had 12.5 has been moved to new business so it's not in there it's not showing no she just removed the duplicate so I think we need to move 12.5 that's 12 25 12.5 Personnel extra Duty to new business all right and I would also like some clarifications on a couple of things but I'm not sure if I had the right number it was 10.24 on the tablet storage cart bins I could get
046a clarification on a question I have for that and actually there's two more I'm sorry one more which number was that well I'm not sure where you've moved it um it was 10.24 tablet storage of carts foreign it looks like it's 12.23 12.23 and that'll be all I see I've done this twice thank you but all right so we have a motion a second any further discussion all those in favor say aye aye those opposed nay motion carries excuse me yeah prison plates um discussion on the one I just asked about do we do this at this particular time something I wanted a clarification on on 12.5 or on the 12.23 okay go ahead and ask her go ahead and ask her a question I thought you were just trying to clarify which one that
047was no I had a question about it so for clarification it looks like we have the bid in for storage tablet storage card bins bids where are my question was where are these where are the people who are bidding on that where where state or country are these people from and the other thing no I'm sorry there was another one there was another question I'm sorry so if anyone knows that's the answer something okay um I don't have that information with me tonight but we can put that in staying on board if you'd like to know where each bidder is located okay and I have another number but I'm sorry I don't know what it is on here apparently I've copied this incorrectly and that was about the self-servicing agreement that would come from I.T
048and I don't know what number that was yes yes what what number is that Sandy did you say apple self-servicing agreement 12.24 self-servicing agreement self-servicing agreement on the apples and what's the question my question is what are the advantages of having a self-serving agreement because what I understood was that we would be training our own people we would be able to purchase parts we would be essentially doing our own repair on these what is the advantage of doing that is it a matter of the price as compared to actually having we'll have Mr Lawrence come up okay and also I would also like to know if it's a matter of convenience and if it's a matter of Parts availability yes so the the self-servicing agreement does exactly that it allows us to access the parts
049uh directly from the company and that also allows us to receive the parts pretty much uh within 24 hours so overnight so there's there's a benefit in speed there's a benefit in efficiency but it's our our department making those repair it's just a process that allows for a little more efficiency in that I assume that we have warranty on these computers that is correct and how does that affect our warranty on those it it doesn't at all it doesn't affect it at all and that would be because they are actually doing the training that is correct of our people yes or they or we would be able to send it to them for those repairs also because they are fully under warranty okay thank you all right up next is our superintendent report and we'll
050be discussing the sr3 funding update yes thank you there's only one item that's listed under superintendent report and it's the sr3 funding um update actually the slide reads a little bit differently in terms of the title slide of the slides presentation here it's the return to school 2021 Federal stimulus safe return continuity of services and sr3 plan not exactly the shortest title but that's what you do see so the second slide here speaks to literally what was presented with the exception of the very first sub bullet this is all that was presented on June 2nd I want the board I want our community to understand we aren't looking at shifting that by any stretch of the imagination what you saw on June 2nd is what you see on this particular slide that's our primary objective
051it was as was discussed on June 2nd you can see our subsequent goals as well we've already talked about the update in terms of July 13th when we hope to know more information from a variety of sources to help us delineate what ultimately is going to be operational reality moving forward but the slide that you see there again is exactly what was presented on June 2nd so it relates to us pursuing the sr3 funds specifically the application itself there are some requirements that we want to make sure everyone is fully aware of and so you can see the mitigation strategy uh policies being won continuity of services being another a periodic revision revision so basically every six months we are going to be reviewing our work toward this particular upcoming school year understandable language and
052I'm going to click on a couple pieces as well just so you can have a greater understanding of what we're talking about and drill down and then you can see our public input process as well and we'll talk about what that survey will look like so Mr Dockett if you would actually open the very first which is our mitigation prevention strategy strategy policy and you can see what it states and how it actually aligns with what we discussed on June 2nd in terms of where we are looking to go as relates to mask physical distancing hand washing and respiratory adequate etiquette you can see all the other components as well we're this information will also be on the district website there will be an active button that will be appearing on the district website so
053that all patrons are aware of what specifically is embedded within the plan itself this will be a active button and document a repository of resources moving forward you can see the cleaning and maintaining healthy facilities and what we're looking to do there contact tracing isolation quarantine we're still working to figure out what that ultimately means in Saint Charles County but you can see the work there you can see our language specifically about screening testing and Diagnostics as well you also see our language related to vaccination efforts and then accommodation for children with specific disabilities as well all of these are specific carve outs that are asked as a result of the Esser funds in terms of the plan requirements themselves and we were responding to all of these specific pieces and requirements and so that
054is what our mitigation prevention strategy policies in fact will look like two components for continuity of services and the first speaks to student academic learning if in fact again we're preparing for a wide range of what ultimately could happen as we shared on June 2nd if something happens in a building and we have a situation where we have students that are in fact going to be out for whatever the circumstances happen to be we need to be prepared and have a plan that is in place and that is exactly what is described there in terms of the school expectations if in fact a student were to be out again this is a piece that is required as a result of the sr3 funds and this is a piece that we are going to be responding
055to and preparing for as a school district the last second is actually student staff social emotional and mental health support and we have a continuity of services document for those specific subgroups of our school district and what we're doing here is actually giving and providing a breakout in terms of what this means as it relates to staff their role in supporting the social and emotional and mental health of students and staff members as well so for our board I'll just talk through it very quickly Mr doc could you go back for a second and double click that second thing yes please thank you so we specifically spell out our school support interventionists that we have um within the elementary buildings here in the Wentzville School District what their role looks like and how they ultimately
056support the mental social uh health and well-being of students uh in our in our school district our educational support counselors we provide an overview of what they do to support our community as well our school counselors both in our elementary and our secondary buildings what their role looks like last month at the Board of Education meeting we shared the mental health hub and that is actually also going to be embedded in our work as well we shared it in May purposely because we wanted our community before the school year came to a close to be fully aware of the resources that we have again not just for students but also for our community for our parents for staff members whomever is in need of additional resources we wanted to share the resources that we in
057fact did have that was a that were available for our staff and our communities as a whole and last but certainly not least for our staff members and ability assist Counseling Services um subsection of this particular plan is also included again so our staff can be aware of additional resources that are available to them if in fact those resources are needed the Esser plan requires that school districts actually reassess progress for the school year as relates to the SR dollars how you're progressing over the course of the school year that you come back and revisit on at least a six-month basis we plan of course on doing that interestingly enough they also require for understandable language so we have a list of commonly used acronyms to help make this planning the subsequent efforts related to
058the planning more understandable for our community and so when we throw out our acronyms we want to make sure that people have a clear way of delineating and understanding the specifics as they relate to some of those terms there and there's also a requirement that translation services be available and so we will be utilizing our web browser to be able to do that by right-clicking on resources that appear on our website and last but certainly not least there is a call for public input in terms of the process and what we will be doing over the month of July is developing and ultimately Distributing a survey so that stakeholders a variety of stakeholders in the Wentzville School District will have an opportunity to provide feedback via a survey that will be distributed via email those
059are our plans for the sr3 funds moving forward thank you Dr King does anybody have any questions yes I do Dr Garber in terms of monies that's to be returned or sent to the district for that do you have a dollar figure on that I'm sorry I didn't hear the question on the amount of the ESS ER funds can you please tell me do you have a dollar figure on that amount on the sr3 or which dollars are you particularly talking about um the funds that we're just now talking about that we have to be compliant to a plan right this particular Esther group is uh 6.4 million dollars say that again 6.4 million dollars and then I have obviously we have this plan in order to obtain These funds we have to be compliant
060with a plan and as I heard earlier this evening that we are already compliant with a plan is was that something that we heard and I believe you even kind of mentioned it that we this kind of followed what we were doing even last year no so there's a compliance piece in terms of a a request to understand where districts are for the 2020-21 school year we are in compliance as it relates to that our June 2nd was actually um predated some guidance that was coming down in terms of where we are going and how we're going to get there for the 2021-2022 school year and so between those two documents we are covered at this particular point in time what we've discussed via this PowerPoint slide I'm sorry this Google Slides presentation moving forward
061will keep us in alignment with what the recommendation our requirements will be for the 2021 2022 school year for the sr3 funds so we are covered both current year and next year situation relative to the CDC standpoint information that is learned and lots of other variables that I would guess I would say would be very questionable so how come how are we in an obligation to follow um the local our Saint Charles County Health Department or are we looking at something that's maybe more at a state level with the CDC in other words how would we what options would we have because I can pretty much sense that from the emails that I've read from the very nice parents that have come here this evening I don't think mask is in the POS possibility I
062thank you we are learning every day and I'm paying attention to this as well because a very short time that I have to wear a mask it's [Music] um it's a struggle and I can't even begin to imagine our little ones wearing a mask all day long and I don't even know I mean there's so much that's coming out right now quite honestly about our children they're not even at high risk and also [Applause] well and also the fact that you know um just I believe that this just came out yesterday and it was the it was actually a a guideline that young children shouldn't have this and I I think that there's probably a lot of validity to that because of the entire components of this virus of vaccine I should say so what
063will be Our obligation [Applause] so we came out with some strong Direction on June 2nd right we haven't moved from what we talked about on June 2nd in terms of what we're preparing to do how we are trying to get back to school um and there's a departure from where we were last year because we're in a different place and we fully understand that and recognize that we are ultimately going to have to work with our Health Partners moving forward but you you understand where we're where we are looking to go and how we're looking to get there [Applause] [Music] a teacher [Music] [Applause] [Music] what I think we're gonna we're gonna have to call point of order we get some help so so can can I can I word a question I think I
064appreciate the comments I I think I have I think I have a question that may help the crowd so it could just give me a second so I think what the what the public is looking to understand is you know there's a plan and then there's steps within that plan and if we take this money if we file that application which is I understand it we file that application August 23rd so this is June 23rd requirements that we have to meet we have an application to submit for that have this clear steps there's then clear steps in delineation of what the monies can be used for much similar to what esert one and two funds were for the question is if the CDC for example requires Mass if for example the CDC requires vaccination as
065as a preventative measure is Our obligation to follow or your interpretation of the obligation to follow upon application of these funds and receipt of those funds the required guidance from those individuals whether it be CDC County Health Etc I will say the mitigation steps that were shared reflect where we are going as relates to masking as relates to quarantining as it relates to cleaning as it relates to health etiquette hand washing Etc if you look at the six if you look at the pages of the documentation that are associated with the if you look at the documentation in terms of the I believe there are eight points that you must ultimately satisfy that are Mr doctor would you pull up those mitigation strategies one more time [Applause] if you look if you look at those
066particular requirements they reflect where we are looking to go as a district there was actually the option to talk about masks in terms of mandate and all that that is not listed within what you see for our 2021 22 mitigation and prevention strategies we have reflected our goals in terms of where we are going how we are going to get there as a school district there's much more stringent language in terms of bulleted statements that districts can follow that's not what we're looking to do what we're looking to do is what's listed on that document guys guys listen [Music] hey guys like we guys we guys a lot of you guys asked us to work together on these topics and I do believe a lot of the people on the board really do have your
067backs um I we have to work through these topics but you guys yelling is not helping the situation [Applause] you guys do nothing or maybe we don't know Dr King is this [Music] any other questions yeah I I do have questions would you like me to ask them or would you like to recess I mean you want us to go to Executive session no let's go to recess we need a motion I make a motion a good recess would you like us to ask the questions there's a motion on the table ladies and gentlemen if I could have your attention please thank you if we could have a discussion would be appreciated we've heard from you this evening in the open forum and as we're trying to make some decisions so I ask that you
068show to Curtis Steed to us that we have shown to you this evening thank you we don't have a second so it does you can go and ask your question yep so so what I couldn't see the small print on quarantining and contact tracing what's what's our leanings what's the small print we don't know what St Charles County is going to tell us flat out in terms of Department of Public Health I don't say that to throw any organization under the bus that's the statement of Truth we don't know at this particular point in time so is the is the language in there to say we we will consider that or is it definitive I would like to hear the answers please I'm sorry is the language in the in the plan because because quarantining
069and contact tracing is certainly a plan are are you are we putting out on the 23rd for us to contemplate and then look for feedback in the survey is it is it to a line to whatever the county health or CDC require or mandate just trying to understand the language we're using because understanding your which is what you're telling us we won't know for some time there's a health order that extends till June 30th time after that I respect that so is the language at this point ambiguous in nature on purpose because of that unknown I'm just trying to understand how we're languaging it in that any flexibility or give that County Health provides in terms of what we can do as relates to contact tracing like we will absolutely engage in right the survey
070is specifically looking at spending priorities and thoughts in terms of what to do with the funds themselves I know there are a ton of questions public health and others relates to what county health is going to say CDC when are they going and out something like we can't definitively answer that it's not that we're trying to shirk in terms of providing answers we're trying to provide as much Clarity with what we know at this particular point in time and I want to just go back and State if I may if I may on on June 2nd we preempted all of this right we were getting ahead we were making it very clear because we wanted our community to know what our goals were what we were preparing for looking to the 21-22 school year and
071so and I think you said this but again small print on the mass portion our goals which we stated before is mask optional so that's gonna in that box mask optional there were on the guidance document itself it could have been mask mandate continue to to optionality of mass we have selected Mass being optional right that's our goal that's what we're looking at so so great so so bear with me guys so we're putting that mask optional is our is our plan in there so so let me so so I'm going I'm going there I'm going there look let me go there yeah I can go there so we have that we apply with that notion of we're going to be mask optional August 23rd CDC says it is required to mask what is our
072legal requirements against taking said funds and not requiring masks that's a whole different conversation investigation that we're honestly about [Applause] so so at that point we would need to consider signing or receiving funds if our goals are different than a potential requirement from another body I would say a game of I I understand a theoretical exercise you're trying to engage in I want us to be very Mindful and I guess we're what I'm what I'm trying to understand is the inflection points of that meaning we're putting out this plan that says that we're gonna I think the deadline to file for application is August 23rd I would presume receipt of funds is after August 23rd so along the measurement between now and probably application I would presume we would have to have this conversation more
073specifically before contractually getting us to a place that could differentiate between those bodies okay excuse me I have another question okay director Garber so in order to do in order to complete the process of which we're speaking of this evening you're actually looking from you're looking toward the State Board the state school board who would be authorizing the funds to come to us is that who's in charge of all this is the state school board this would flow through Desi the department of Elementary and secondary education which would be the State Board so how different uh and I should have read this earlier and I apologize for not because I've seen it how different is the Mandate from Desi or the guideline from Desi I should say how different is that from what we are
074looking at here today tonight as our opening plan right now those statements themselves yes there is it provides districts with some flexibility to be able to develop a plan that reflects the priorities and I guess you can say the current status in terms of where the districts want to be themselves right it is not you must you must you must you must it gives you some options some flexibility category by category for districts to be able to build a plan that reflects upon the values and the priorities of respective school districts that's why you see listed specifically when it comes to masking there's a physical distancing hand washing et cetera et cetera our plan will look different than what you will see elsewhere um in the state what so I definitely am encouraging all parents
075and people who have their children in the school district to participate in the comments that there's going to be public input to this and then will we see a summary of the public input will the board see that or will that be separate meeting at some point in time so parents can come and see about this as well so it really leans in on spending priorities and those other components right I will say this look at graduation right when we had the optionality to make masks optional for graduation that's exactly what we did right when it comes to summer school right now when students are outside we are working and have a pivot right go ahead as it relates to mass that are being optional outside we're taking steps and we're taking strides we're in
076a place that's very different than it was this time last year we fully recognize that and we understand that goes back to our primary objective we are working to get back to a normal return to the 2021-2022 school year as I said on June June 2nd right in terms of the PowerPoint presentation on June 2nd that's what I shared that's still where we are and it's still where we are proceeding can I ask just uh so I I can read this now can you delineate the reason for the mask being required on school buses is there a separate reason for that that I'm not aware of there's a conversation about public transportation that actually is as we understand a Federal piece I believe Planes Trains I'm not sure that falls under the auspices of a
077school bus I'm not sure a school bus is considered the same so Dr Kane quick question for you here is there a chance that by accepting These funds that they could be more stringent than anything that would come down from the CDC the St Charles County Health Department or the state of Missouri that is mandated 15 days to slow the spread repeat that one more time I want to make sure I'm answering your question okay correct by accepting These funds could there be um more stringent mandates by accepting These funds rather than what would be by the CDC the state of Missouri health department or St Charles County Health Department I think within the frame of the document again I'll go back to this particular mitigation and prevention strategy slide there was flexibility and we
078opted into the flexibility when it comes to masking cleaning etc etc we opted into that flexibility because we know that's where our community wants to be specifically we think that's where we need to be as a school district as well [Music] yeah the way I've read the document and the way I interpret that they give you a list of options from mandate to optional on the mask we've clearly we've clearly selected optional which which is I interpreted I've seen and talked to other districts you know just because you pick something that's on the optional side for example mask isn't going to preclude you from participating in these funds that's how I read that I would read that uh I wouldn't interpret that the same way again where we have the option to select it that's
079what you select it was optional foreign could you put this presentation as part of the board packet uh so it would be there for record what we've done with board report we will continue to do like this will this will be a push out so our community can see this and I appreciate you asking that question as well sorry secretary shaper again I do want to go back to the fact that we're going to have a tab on air on our web page as well so people can click on that and immediately Deep dive on these other components as well if you want to put it on a web page fine but if you could put the presentation in the board pack it would be appreciated also for record all right any other questions all
080right moving on to new business fiscal year 2022 budget I make a motion to approve the fiscal year 2022 budget as presented do we have a second I'll second that okay all right we have a motion in a second any questions or comment uh yes I second this for discussion uh even though the deficit is smaller for the year that we came out of and now insurance that we saw last year uh the projections it's whatever thing down to uh 12 reserves being that 20 reserves I personally do not want to see a budget with a deficit at this time thank you Dr Garber did you have something I I didn't understand everything that director shaper said could you repeat that and there thank you yes with what we experienced this last year where our
081reserves was we had a projection of being down to 12 possibly uh looks like we may finish up somewhere around around 20 we're still going to see about a five to ten percent drop in our reserves even though this is a small deficit I cannot support a negative spending Mr Andrew I I would like to make a couple comments on that first of all those numbers are incorrect we never were down to 12 Reserve uh basically to say that we cannot have a deficit uh is impossible we received 105 million dollars of uh money to build a school uh when that 105 million dollars came in we we had a uh 105 dollars put into our reserves which means in that particular year for example we had a 105 million dollars more Revenue than we
082had expenses uh according to this motion it says we can't have have uh negative dollars well we have to spend that money by law we have to build those schools we have to spend that money that means out of that 105 million dollars that we have we have 67 million dollars we still have to spend yet by law to build those schools that particular fund is called the capital fund and that has to be drawn Down By Law we have 105 million dollars we can't keep it there we have to build the school we have to go into deficit spending on the capital fund because we have to spend that money other questions you have a presentation yes I do and I think it will explain a lot of the uh the items that I'm
083discussing foreign this particular presentation is going to be given by myself and our director Ms Emily Vaughn I will be giving part of the presentation she will be giving me another part of the presentation but what I'm going to explain here is where we are this year and where we are heading next year with our budget as far as fiscal year 2021 I'm going to give a very high level summary by the way this presentation that I'm giving is a presentation I am I am required by law to present this presentation to the board and that the board uh received this budget and approve this budget the high level summary for fiscal year 21 that's from July 2020 to June 2021. our original deficit was 10 million 372 000 and that was approved by this
084board the deficit increased to 13.4 million dollars in October in the October board meeting approved by this board as of May 21 we projected a 2021 budget deficit of up to 3 million dollars that means we went from a 10 million dollar deficit to a 13 down to three or less million dollars the potential this year is that we will have a gain in our operating fund the factors of that is that we use two million dollars in federal covid-19 relief funds now that's not the yes or three funds that we're talking here that's cares fund and sr1 funds but we use two million dollars in federal funds we also kept 3.775 million dollars or our operating funds in operations rather than transferring those to The Debt Service in doing that we have an operating
085gain not an operating loss in fiscal year 21 but it's only due to the federal money as well as the classroom trust funds also we've had a lot of strategic planning by this cabinet and we've done very good in controlling expenses and when Emily gives that part of the presentation pay particular attention to a slide that she has two particular sides I'd like everyone to pay attention to these two particular slides are where our money is going and you'll see that it's that it's about 84 percent to salaries and benefits and also pay attention to how much also pay attention to how much we spend per student as far as well as what other schools in the area spend per student as far as fiscal year 2022 this is a budget for next year the
086process began in the fall of 2020 we developed calendars and deadlines in December preliminary budget plans were shared with the board and a preliminary budget was also shared with the board in March we reported the status of the budget to the board in May and this budget is required by law to be approved by June 30th or we have no we cannot spend our money by in July 1st and that was in my May presentation where I where I explain this budget totals revenues for next year are expected to be 236.6 million expenditures 307.7 million with a net deficit of 71 million dollars it's made up of the following funds the first one is called the general and Teachers Fund these are our operating funds the revenue of our operating funds is 220.3 million dollars
087our expenses are budgeted at 221.6 million dollars for a net deficit of 1.2 million dollars this leaves 51 million dollars in the general and Teachers Fund we're using 1.2 million dollars of our 51 million dollars in this fund as far as a percentage that was just mentioned up here of of a very low percentage that puts us at 23.16 at the end of next year of course this does not include uh the classroom trust fund being moved and I know director shaper is very interested in this it does not include the classroom trust fund being moved back to the to The Debt Service fund and it also includes two million dollars planned next year in covid relief specifically that is sr2 and sr3 funds the reason the deficit is so large next year is what
088I had just tried to explain just a little bit ago and I think it's very important for everybody to understand when we received 105 million dollars when we sold those bonds we are now required to spend those bonds out of that Bond money we are have Revenue excuse me this is a Debt Service fund this is actually the fund that the tax money goes in to pay for that debt we're actually balancing uh that fund and in the capital Pro something happened to my side here uh we have a 60 this is where the 70 million dollar deficit comes in is our capital projects fund we have revenue of 16 million dollars in expenditures of 86 million dollars this gives us the flexibility to spend that Bond money and of course when we spend the
089bond money naturally our fund balance goes down and we have a deficit in that particular fund it's required by law to spend that Bond money on these buildings it's required to spend that 69 million does that mean we're going in the hole no that means we're spending our money that we have over 105 million dollar Bond sale next I'm going that's the word our bond funds that's excuse me that's where our fund balances are going to be now I'd like to discuss the key Revenue factors in our budget for next year revenues are key factors are assessed values which is our property taxes which I'm going to discuss in just a little bit the state formula prop C sales tax and federal covid-19 funding which we've also mentioned which I'd like to get into assess
090values this is what we call a reassessment year uh we have a 7.97 increase in assessed values in our district the last three reassessment years average 10.64 what this is saying is taxes are going up less this year than the last three reassessment years and here's something that uh I heard tonight that I want to uh to make straight our tax rate is budgeted to be reduced 21.59 cents this year are your taxes going up no for the school district they're going down 21.59 cents the reason for that is the Consumer Price Index is 1.4 percent I want everybody to realize that the Hancock amendment requires by law that your taxes on an established home cannot go up more than 1.4 percent now when you have assessed values going up eight percent and the Consumer
091Price Index says you can only go up 1.4 percent what that tells you is we have to reduce our tax rate and the calculations that I use required by the county by law is that we reduce our taxes for the school district 21.59 cents so whatever you're hearing uh this is by law and this is required the current delinquent taxes to increase are going to increase 5.9 million dollars this year which is 4.9 percent look at this particular chart the gray lines are the reassessment years the bottom line is our estimated 2022 increase you'll see the third column over percentage increase or decrease 7.9 percent you'll also notice that the three previous reassessment years they're in gray lines starting at 2016. 8.65 2018 12.69 percent 2020 10.5 percent and guess what this year only 7.9
092percent plus our taxes for the school district are being reduced as far as the state formula that's the assessed values on your homes as far as the state formula the state actually gives us 6 375 per enrolled student uh so basically most of our state money is based on two factors the first factor is the state adequacy Target the second factor is our enrollment because our enrollment multiplied by that state average Target isn't most of the money that we receive from the state we're expecting our enrollment to be the same as the 2019-2020 enrollment and our 2020 enrollment was down to 17 million 74 000 by our September standard which is required by the district to turn into deci now the reason I use 17 327 students is no matter how many students we have
093here this year next year this is guaranteed by the state because we're allowed to use the lowest enrollment figure of the last three years so no matter how many students come next year we get the same amount of funds due to the three-year requirement clat sorry classroom trust funds per pupil are dropping from 428 dollars to 422 dollars per student which have been calculated in this budget as for other key Revenue factors by the way you hear the word prop C mentioned many times I want to remind you that there are two prop C's that we discussed the first prophecy is the one that our our district voted on recently the other prop C is a prop C sales tax which is a sales tax prophecy which has nothing to do with the first prophecy
094regarding prop C sales tax that's based on a dollar amount that we receive from the students I'm only expecting 980 dollars per student on Prop C on federal covid-19 funding several questions were asked tonight on that what I'd like to say is that sr2 and sr3 funding is anticipated uh there's a lot of sr2 and sr3 funds out there and we are anticipating spending two million dollars of the Esser money which is a very small portion of the Esser money available we will have much more available to spend on other things such as catching students up or whatever uh the requirements are that we will be going through to get obtain the rest rest of our sr2 and sr3 funds Revenue by Source yes property taxes 58.3 percent is our assessed values that local is
095mostly assessed values the state is mainly what I just discussed regarding the formula one key item to note here is that Federal has gone up to 4.4 percent generally for two reasons it's it's the coveted money that we just discussed that we're planning to spend two million dollars on next year it also consists of federal food dollars which are increasing uh for next year as far as expense factors I'd like our director miss Emily Vaughn to give the presentation regarding expenses thank you for having me um the expenses that we took into consideration for next year's budget is the salaries and benefits construction and maintenance repairs and the capital projects fund as Mr angevan has discussed purchase services and supplies in the opening of North Point High School um in terms of salaries and benefits
096we added approximately 58 positions both certified or excuse me approximately 50 positions both certified and support we offered our current staff and a pay increase of 2.52 percent and the district paid benefits are expected to increase 4.1 percent in our medical insurance rate fortunately we had no change in our retired required retirement contribution uh the key factors in terms of construction maintenance and repairs we of course as Mr Angeline discussed the bond projects consist of approximately 67 million out of next year's budget our other expenses include concrete and asphalt HVAC Roofing throughout the district in addition there are buses and vehicles purchased for um uh the excuse me the lease payments on our buses are included in that 19 million dollars we also had we reduced our purchase Services approximately four hundred thousand dollars or
0972.3 percent and our supplies were reduced approximately two million dollars in the in next year North Point High School will be opening and we were able to maintain these reductions as a reminder our capital projects fund takes up a large portion because we are currently purchasing a lot of brick and mortar through our bond funds is 26 percent of our overall budget next year and if you notice um 67 percent of our overall budget is related to the operations of the district or the general and Teachers Fund of that 67 percent over 84 percent is dedicated to over 2 400 employees salaries and benefits and as Mr antivine mentioned this slide is pretty important as you can see Wentzville School District has a lower per pupil expenditure than Missouri and the rest of Saint Charles
098County by a large margin our next District in the state or in the county is Francis Howell which spends almost a thousand dollars more per student than we do and I'll turn it back over to Mr Andrew Vine for our three-year projection as far as can we reduce uh the budget even more uh with the percentage of our budget that's going to salaries and benefits and uh how much we're spending versus the other schools I personally would not recommend that as as well as a three-year projection the budget includes a three-year forecast from 21 to 22 we have a budget then we have forecasts for fiscal years 23 24 and 5. our future goals are to increase and maintain the operating fund balance and of course to use the money in the capital fund to
099build our buildings and secondly to to move the classroom trust funds it is our goal to move the classroom trust funds back to The Debt Service fund key factors in doing that is we are confident that assessed values will increase we will be allowed to move up as much as the Hancock Amendment will allow us but this is such a fast-growing District that even with the limitations by the Hancock Amendment we are expecting key dollars in the assessed value area we're also expecting enrollment to be temporarily down that this is not a long-term issue with Wentzville regarding the enrollment those factors should allow us to bring back the operating fund balance from 23 back to 25 percent as well as move the classroom trust funds from the operating fund to The Debt Service fund as
100far as long-term planning we are always monitoring enrollment competitive pay structures legislation fund balances and assess valuations in the Consumer Price Index these are key we're working on these all the time as far as District revenues and expenses we hope that they are stabilizing we expect them to be stabilizing we never know in today's day and age whether they are stabilizing but we fully think that these are stabilizing at this particular time monitored items the district monitoring that I mentioned needs to be weighed against future District needs when will we need another Elementary School which we will eventually need another Elementary School uh how much money do we want to put in our fund balance how much are we going to give raises to our teachers and other people in the future these are all
101things that have to be weighed against each other and to do that we plan to use a team approach we plan to use a team approach to move forward with our long-term range planning process overall summary our deficit for the operating side is 1.2 million and that is supported that is due to classroom trust fund and federal covid-19 relief we are going to have a lot of capital spending which is required by law we have to spend that Bond money that that our district voted on on those schools yes that's a deficit in those funds expected to be and we will keep spending deficit until our bond fund balance is down to zero dollars as required by law revenues and enrollment are expected to stabilize expenditures are are under the con are under control as
102we open North Point High School our expenditures are well under control as you can see with us versus other school districts and where our expenditures are going as far as future plans to maintain our current strong fund balances to move the classroom trust funds back to The Debt Service fund and to strategically build for the future at this particular time I am going to open uh questions up to the board as you know I sometimes have trouble hearing I'm going to uh put my earbuds in to be able to hear uh hear your questions and uh we're open for questions for from Miss Vaughn and myself regarding anything that you may have questions um president Bates it for me absolutely Mr Andrew Vine I was just wondering you mentioned that revenues are expected to stabilize
103um how long would our current fund balance carry the district if that should change if the majority or a good portion of our revenues dry up well right now the way that we measure that is by a percentage of fund balance our fund balance percentage that fund balance percentage that we're mentioning in that and that secretary our secretary has mentioned is a percentage of our annual operating expenses if we had no Revenue at all we could go 23 to 25 well actually right now 23 percent of one year and to put it into context depending on how much was cut but right now uh our fund balance is 23 percent uh I believe and and I don't want to put words in any board member's mouth but I believe that our goal has always been
104to try to stay at 25 and we'll be at 23. and uh so I I believe it's a strong fund balance uh it's a fun balance I'm not going to try to compare us with other schools but it is a decent fund balance but by by all means uh it's not the 23 is not the standard that that we've been expected by this board another thing to remember though is that we are planning this budget based on covet expenses coming in covert release expenses Federal covert relief expenses coming in next year and not moving money from the operations to The Debt Service fund which we would like to do in the near future did I answer your question thank you thank you director Stoli any other questions yeah I've got a question could you describe
105I think the last budget update that the public had received was a range of three to five million dollars of a deficit here we're showing 1.2 million instead can you just walk you know myself the board members as well as a community Through the difference between the last update and now the submission yes in reality that's not a very high percentage of a difference but let me just tell you that a couple of things that happened is uh we we got notification of the the amount of vessel funds that were coming it did not I did not hesitate at that point to put two million dollars of the Esser funds into the budget when I found out that extra three alone was 6.4 million we moved our Esser funds up to two million dollars uh
106another thing is that we found out that we were getting more Federal relief on the uh on the uh Food Service side that Federal Leaf was built in and a third item is that we are finding out and Emily might want to talk just a little bit about this we had a much better uh reception from the ESET plan and the monies that we're saving than we had originally anticipated we were going to get and I'll let Emily tell good enough Emily okay uh Emily says good enough I explained it well enough that our our Esser funds I we did not expect them to come in as well as they did and those Esser funds are providing more uh expense relief than we expected thanks uh can I ask no uh just a continuation on
107sensitivities to the budget kind of furthering director Stoli's points uh you mentioned in there in terms of enrollment expectations coming back to you know pre-pandemic levels but then also kind of you know code or what what's you know uh allowed per state to be used and kind of a floor um if you will from a state funding perspective is that that so I I recognize the floor is there also a ceiling because of that choice you know if what I'm talking about here is if enrollment is higher than that number is that additional revenues or is that a floor and a ceiling all in one that is additional revenues I'm just making sure I'm not hogging her all the time you talk about a team approach in your slides there around a future State um
108you know for the Public's awareness right in the in the budget file there's 22 23 24 expectations with a series of assumptions that are rolled in there I've expressed in certainly several questions and endpoints to be involved in thinking through you know what that looks like for us as a district what our priorities should or shouldn't be in having the board weigh in on that can you explain kind of your vision of that team approach uh timing of that approach what it would look like and in as well as how the board gets involved and gives input to them yes as a Cabinet member responsible for several teams that Dr Keane has had me responsible for teams such as you know hiring lawyers we put teams together for that we use them for hiring our
109Architects we use them for safety concerns in in the Raptor system I would expect this team to be very similar on those particular teams we had board members on those teams I would expect this team to be the same with with board members on that team as well as the applicable and necessary people within Administration to determine not only uh long-term what buildings are needed but when these buildings are needed where should our fund balance be what are our raises in the long term if we build these buildings what does that mean to the amount of teachers that we're going to need in a particular year and what year we're going to need those yes that's the team approach uh it'll be a team that that I'm planning to be very similar to the teams
110that I've set up in those other areas that I mentioned as we think forward and encourage us on Nevada on going forward with that plan I'm just interested in definition and proper protocols it relates to the committee whether it's board committee or something else and so as you guys think through structuring that let's I just want to make sure we're filing policy and procedure there uh I've certainly already expressed interest uh obviously in participating in that you know we talk about a future potential of building more schools certainly if you look at our tax rate uh and those things it drives a big portion of uh our tax rate as it relates to the bonds and the construction I'm interested in that Financial strategic Direction down the road and choices we can make either now
111or how we do school that maybe changes the dynamic of how often we need schools how many schools that we need Etc so that we're not always having to react with building schools and out in front of that you know again getting direction from the rest of the body obviously to provide input in that but I do believe there are things that we should be talking about today that gives some direction to that in the future thank you director Goodson any other comments or questions yeah I'll leave with one comment so from my perspective My Views I know that uh secretary Schaefer is given his views on the budget uh pleased with what I had seen as it relates to expenses I know that we put a 15 you know discretionary spin hold we've held
112that constant we've looked at expenses I saw year over year from actuals from last year to what we're forecasting it's like roughly out of the 35 million dollars we're like five percent down from that while also bringing North Point online so I appreciate the effort going into squeezing that you know although that considered I still echo some of the points secretary shaver has with deficit where we should be the percentages we need to there's risk in those around Easter funds around those things and so I respect that I'm looking you know certainly for this committee and this you know next step um long-term strategic planning to be a part of you know this approval of this budget from my eye so you know contingently looking forward uh to having those discussions further may I miss
113Bates yes please Mr Enterprise president Bates yes I also make a point that uh as far as I can look back we have on the operating budget we have always budgeted a deficit this is actually a smaller deficit than we budgeted for the last several years so uh we have never uh in our past years uh required a no deficit the reason we do that is our internal controls the way that we built build them into our school is that you cannot spend a dollar unless those dollars in the budget we have a purchase order system uh that director Vaughn watches very closely and that purchase order system requires uh any purchase to be within the budget or the purchase order system does not even allow that item to go the result of that is
114is we always meet our budget and uh even in the years that we have budgeted a deficit not everybody can spend every penny in their deficit and honestly one of the reasons we intentionally ran deficits in the past is because we did not want to build our fund balance too high right now I believe our fun balance is a good point we're not a struggling District district but one thing we do have to realize is that we do have to monitor our expenses and get it back in line we're not at 25 the other thing we have to realize is that we are relying on Covert funds and we have to get off that uh get off that uh need for those covid funds uh these things all said this deficit is less than last
115year's deficit the year before that and the year before that and we've always run this way if you say no deficit we are actually going to have a major uh Fund in I will I am confident we will have a major fund increase and uh I don't want to do that uh uh to have that major fund increase and realize that uh to cut the only thing that we have 85 percent of our money in is is salaries and benefits and you can see that we have cut to the bone on our other expenses and how low they are uh compared to the other districts I just want to Echo director Goodson's comments really quick I mean you guys have done amazing work things were not looking this favorable earlier than the year and so
116I just applaud you for your hard work thank you guys any other comments or questions just one point I think it would help the public because you you know you mentioned that percentage 23 um other districts are you know uh comparatively or crosses are lower than that maybe just quickly talk about not comparing to other districts but from a state requirement perspective like what the floor is just just from The public's perspective can understand that you know we're at 23 but the floor before any actions are otherwise involvement with the state get involved the the state requirement is that we uh not go into a deficit fund balance the state does not say that in any one year you cannot budget a deficit what the state says is you cannot have a deficit fund balance
117we are not budgeting a deficit fund balance matter of fact our fund balance is planned to be right around 51 million dollars so that's the only requirement Dan thanks appreciate it all right so we have a motion and a second to approve the motion or to approve the fiscal year 2022 budget all those in favor say aye aye aye those opposed nay motion oh all right one name motion carries budget approved next up is 14.2 Teachers Fund balance and I will say too since we're on new business please make sure to refresh for those items that were pulled I make a motion to approve the teacher's fund transfer as presented because second we have a motion in a second Mr Angeline did you have a presentation on this piece no all right any any question
118or comment on that item then give me one second to get back there all right all those in favor say aye hi hi those opposed nay motion carried next up 14.3 Food Service transfer I make a motion to approve the Food Service transfer as presented second any discussion all right all those in favor say aye hi those opposed nay motion carries capital projects transfer transportation I make a motion to approve the capital projects transfer Transportation as presented second we have a motion in a second do we have any questions or comments all right all those in favor say aye aye aye those opposed nay motion carries 14.5 capital projects transfer maintenance and renovations I make a motion to approve the capital funds transfer maintenance and renovation as presented Motion in a second and questions or
119discussion uh just real quick so for just everybody's aware and I know Rick we've talked about this um you know maintenance and Renovations I I recognize that the need to move the funds and disapproval uh my expectations is when we come together this team you know discussion the prioritization of Maintenance how we think through that process I'm recognizing kind of how our financials work this is an important aspect of that where we prioritize that not just from a pure Financial perspective but thinking forward around you know what is a priority within our schools you know leaky roofs or other things that are broken you know understanding how we go through that I'm looking forward to that discussion thank you any other comment or question all right all those in favor say aye aye those opposed
120nay motion carries 14.6 bills for payment June 2021 I believe this was probably previously pulled not sure by whom I make a motion to approve the bills for payment June 2021 as presented second okay we have a motion in a second I think director Abbott had a question I don't know if we can hear if you want to type it to me I have your I have to abstain oh she just needs to abstain okay say aye those opposed nay abstentions local 4894 agreement I make a motion for 489 Force contract to um be the be as presented uh as last year to uphold their contract are you are you just I think Bryce I think you're talking about six five yeah yeah I'll do that I'll do that motion that later I'll make a
121motion to approve 489 for agreement as presented second all right Motion in a second anything to present on this Dr Hector at this time uh no I just would like to thank our support staff um all of our support staff all of our staff have worked very hard this year our support staff have done nothing less than work the extra mile in and go for all for our kids and uh the bargaining team did an excellent job representing and we had a very good negotiation with them thank you my only question is is sometimes we have low in liquidity in our agreement some of these people is going to be uh less than ten dollars a week while we'll have others in our district uh receive considerably more up to a hundred dollars a week
122so but um it's not our place thank you all right anyone else all right we have a motion to approve the 4894 agreement as presented all those in favor say aye aye those opposed all right motion carries 14.8 Transportation local 6553 agreement recommendation yeah I'd like to I'd like to make a motion to tentatively accept the two amended item items as agreed upon and then honor the Winsfield Transportation Union aft local 6553 original contract as sign and allow employees under the agreement to receive a full step in 21 and 22 school year second all right we have a motion and a second question and discussion uh yes uh Mr Goodson just uh for clarification we're honoring an agreement that was entered into in July of 20 through June of 2023 is that correct you got
123it thank you Dr Hector can you speak to how this might impact things considering it is different than what is is seeing we're is shown before us sorry sure so um I actually wanted to just make sure the motion is written correctly so um director Goodson you said you are making a motion to tentatively accept but are we making a motion to accept the tentative agreements the tentative language was what's in the board docs on those first two agreed upon pieces so I I'm making a motion to agree those two agreed upon pieces already then there was two separatives yeah right those two items and there was a separate except reject or modify my motion on my second half is to modify yeah and go with that okay um so this this motion is legal
124and um so essentially what will happen is that uh the 6553 drivers in AIDS will receive a step according to the salary schedule that is in the agreement any further question or discussion all right hang on I'm sorry can I say one more thing yeah um I do want to make a note though that at the top step that was negotiated at 2.52 so so while we're reverting everyone else to the last agreement if you if we're going to honor that piece of the agreement that we reached with them in that impasse piece that 2.52 needs to be on that TOP Step I would agree with that does that do I need to do we need to amend that motion in a second it needs to be in the motion but in terms of the
125salary schedule the salary schedule will not change but the people at the top step will get the 2.52 that's what I that's my desired outcome yes so you just need to add that piece which is um it will revert to the Uh current language and every driver and Aid will receive the step longevity drivers and AIDS will receive 2.52 percent yeah you can amend it you can imagine yeah I'll just amend that motion to include the longevity steps on both bus drivers and AIDS get the 2.52 percent director Goodson would you please repeat the initial motion so that I can record it yes uh I wanted to make a motion to tentatively accept the two no I want to accept the two previously negotiated agreed upon items and then I'd like to honor the winsfill
126transportation Union aft local 6553 agreement as originally signed in July of 2020 and allow employees under that agreement a full step in the 21 and 22 school year additionally adding 2.52 percent raised to the longevity uh buckets in both the AIDS and the drivers and your Amendment that included my Amendment okay thank you do we have it that's a very long motion tentatively accept the two previously immense and honor the contract foreign the contract as originally signed July 2020. and allow employees under that agreement a full step it's okay allow employees under that agreement a full step in the 21-22 school year additionally sorry additionally providing 2.52 raise to the longevity bucket for both drivers and aides please do obviously negotiated amendments and honor the company can you put your mic just a little closer
127it was moved by director Goodson to accept the two previously negotiated amendments and honor the contract as originally signed July 2021 and allow employees under that agreement a full step in the 21-22 school year additionally a 2.5 percent raise to the longevity for both drivers and AIDS 2.52 percent would be the edit and is well signed in July of 2020. got it 2.52 July 2020. so the board on this side were you guys able to hear do you guys hear the motion all right we have a motion and a second any other questions all right who who is the second I apologize oh secretary shaper thank you all right all those in favor say aye aye those opposed nay motion carries [Applause] 14.9 South Middle School change order four I make a motion to approve
128the South Middle School change order for as presented second Mr Bland did you have anything to present on this okay any questions all right all is in favor say aye aye aye those opposed one name motion carries District High School book bid I think director Stoli pulled out do you want would you like a motion first yep I'd like to make a motion to approve the district bookbid but we have a motion we have a second all right no discussion president batesberry absolutely so a question for teaching and learning what curriculum are these books for could you please explain therefore our high school English one two three and four classes and could you please explain what the books are going to be used for their cortex or supplemental please yeah these are all Choice novels
129so they're just additional student novels for students to utilize um they can use them for like I said additional choices for their reading as well as teachers will use them for Mentor texts or for book clubs and discussions in the classroom but they're just adding novels to the classroom are the teachers making this request for these specific texts yes yeah so our content leader who uh oversees English language arts worked with English language teachers to select the novels um one more question and do you have any example of the title that students would be reading I don't have those with me tonight but I could I could share those with you yes okay thank you that's all my questions all right any other questions all right all those in favor say aye aye those opposed
130nay nay all right motion carries 14.11 Personnel recommendations and resignations yes uh president beta I think I asked for this to be moved but we moved wrong item this was supposed to be this is the same item that we approved in the consent agenda it was supposed to be the extra Duty contracts you go ahead and ask your question to the extra Duty yeah Catherine can we move it was it was said of security is no longer on there I don't know where it went but it's not in the item either so because yeah she separated it the extra Duty was what got pulled and then Personnel was voted on in consent the two personnel attachments is there something yeah the two Personnel are now in new business and I think the other one that
131was supposed to be the same not there so we're having discussion on the one that's not it should still be in consent she just gotta flip it's not in consent no if we all refresh you should see that item there thank you foreign is there only one extra Duty was there addendum on the extra Duty we we have an extra Duty but we do not have an extra Duty addendum no that is correct because it was incorrectly scanned in so the same document was scanned twice so we're just going to hold the that addendum until the next board meeting so there was no addendum there should have been an addendum but but they was the same names in both of them I know and so we're just going to bring that addendum forward in July
132because we missed the deadline for that so we're just gonna I cannot hear you we're going to bring the addendum that addendum those addendum names forward in July there's nothing on there that was so timely that it had to go to this board meeting and the document was accidentally scanned twice so we're going to bring that addendum to you in July okay so there was no addendum of extra Duty correct that's why that okay did you have a question on the extra Duty that is listed no one yes okay now I just want clarification I mind looking at I'm sorry uh I am looking at extra Duty new hires okay which was what 12 11. what did you say it was it is now 14.11 1411 okay I have an issue with um one of
133the new hires we can't just we can't discuss Personnel by name in Open Session all right so I do not want to approve this in an open session then I don't want to approve this there is an issue that I have Dr Hector can you speak to what we can speak about in Open Session yeah we can't talk about um individual identifiable information in Open Session if there is a motion on the table then director Garber you could either vote against the motion or you would need to make a motion to vote for the personnel um recommendations without the specific position in person that you want to remove and then we would have to go into closed session and have that conversation we can't have that conversation in Open Session did you say earlier however
134that this could be could we just table this so director Garber we have a motion and a second to approve it as presented so at this point if it were voted down then another motion could be made but we have a motion and a second on the table any other questions or discussion all right all those in favor vote I I those opposed nay nay all right motion carries I'm sorry sector one abstention one abstention 15.1 student representative for the Board of Education survey update so I believe in director Abbott's absence Mr Schulte has an update for us on the survey okay thank you um so obviously we we conducted a survey of our students and staff in the age range of eighth grade through 11th grade because that would be next year's 9th through
13512th grade students and we wanted to gain their perspective on what they thought a student representative on the board of education what purpose they would serve and what kind of involvement they would have and we just kind of wanted to go through the results with you and then answer any questions that you have there but we had a really good turnout as far as the participation in the survey with over 500 responses which given the the time of the year with it being the end of the year and everything else going on that is a lot more response than what any any of us could have anticipated with 92.4 percent of those responses coming from our students and the first or the second question has to do with um selecting the most important characteristics for
136a student rep that um what what did they think they should possess in order to work alongside the Board of Education and we asked them given the the options we asked them to select as many as they thought would be relevant so that we could get a good representation of what the student rep would need to possess as far as characteristics and so you can see there where they kind of fell out with being a good communicator with peers and adults including speaking and listening skills willing to gather views from others and hit and also has ideas on how this can be accomplished and then the other of the top three was organized and responsible so that board commit so that the board commitment will not compromise school work and those three um being so
137close and the prioritized list there we would like to try to incorporate those three characteristics into what we would be looking for within a representative from from our student body there and then on the the next slide represents the next question on the survey and this had to do with the um the I guess the time frame in which our student reps would serve and the thought that we had or that director Abbott had was that if we allowed a kind of a staggered approach with a junior and a senior to serve at the same time on the board then we would always have one representative that would graduate high school as a senior and then we would elect a junior to come on so that the the junior the previous year would then be
138a senior and would have some knowledge about the process and be able to kind of Mentor that student so over time we would always have a second year representative working with the board along with a first year and you can tell by the survey results that 94 of the responses indicated that they agreed with that proposal there next question had to do with roles and responsibilities and we asked the students a variety of roles and we asked them to select which role and or responsibility they thought would be most important and 52 percent of them indicated that conveying student opinion to the board regarding items under consideration would be the top priority 46 percent indicated that representing the students of the district and communication at board meetings of the board of directors and then a
139small percentage indicating that providing a report as appropriate regarding board work and deliberations and then the last question that we had spoke to the typer participation that they felt would be most appropriate during a regularly scheduled Board of Education meeting and you can see there that over 50 percent indicated that they their feelings were that full involvement in discussions during Open Session would would be appropriate there and then you can see the 36 and the 13 and what those went with there so overall we we feel as though we gathered some very important information as we look to go forward we also are asked an open-ended question a short answer question related to what type of support the students and staff felt as though these student Representatives would require in order to be supported and
140to understand their role and the overall consensus there that there were there were a couple takeaways from those comments one being that that they absolutely want their voices heard and they want to be able to participate and the other takeaway was that they wanted the opportunity to be able to be supported as they provide students student opinions and student thoughts related to what goes on in their in their schools obviously because these are high school students there were there were some other more High School type responses such as they like tacos and school is a lot of fun so overall we think that we have collected some data that will help us move forward in in developing policies and regulations and procedures and then start this process as far as the applications in the fall
141thank you Mr Schulte and as I understand it director AB is typing me that the next step would be to then take the survey data and start to develop policy and Regulation and then bring that back to the board for consideration that is correct we need to start looking at procedures and looking at next steps related to that and then also part of that will probably at the same time we will start to have to figure out the application process and and how the Board of Education wants to go about filtering through all those applications once you receive them any questions all right thank you very much Mr Schulte and thank you director Abbott for your hard work we appreciate it before we close out I would like to make a motion uh to on
142July 13th the work session meeting to go over policy for student behavior and teacher and staff safety to review to review policy go over policy and discuss in the workshop for student Behavior teacher and staff safety all right we have a motion in a second and and then if we could add to that student discipline uh as to what the steps we take with student discipline any discussion or question on that can I have the motion repeated once more thank you can you read the motion one more time on July 13th we have the work session I would like to pull up all the policies discuss the policies on student Behavior student discipline and teacher and staff safety second yeah to review it and discuss all right did you get that Catherine all right any
143other discussion all right all those in favor say aye aye aye those opposed nay motion carries [Applause] with that we need a motion to adjourn motion second all right all those in favor aye
