001still like this is the wrong toggling back and forth. We hear that. You can start 30 seconds. Wait for Can you hear me? I pledge algiance to the flag of the United States of America and to the stands nation. Our next item is the approval of We have a second. Our next item is >> Yes. Just one moment. I can hear it. Congratulations to our next motion car. Our next item is ours. >> Thank you, Madam President. Real quick, May 6, Wednesday at 5. Pre-registration for kindergarten's been happening. Started on February 4th. So, it's been open a little over a month. last year. Looks like we're bid closed on February 25th. We actually met with them a couple hours ago and prepared us for Wednesday 11. coming to our business topics for tonight. Our first
002one Okay, perfect. Give us all just a moment. We're just going to get connected here. A lot of computers, a lot of different things going on. try again. Okay, any better. >> I can still hear you. >> Okay, lovely. Okay, so we're going to go from here. I think we can kind of see you and us and just gonna roll with it. Go for it. Hello everyone. Most of you heard my name, but I'm Angela and I'm a senior manager at Brady. I manage the fiscal year 2025 audit that we will be going over here today. Okay, so just short agenda. We're going to go over the audit opinion that we gave you. Go over financial statement highlights and then touch on the required communications that we just need to uh communicate to you guys
003as the board as part of the audit as a final wrap up of things. So for the audit opinion for our audit guidelines we do an audit in accordance with generally accepted audit standards and then government audit standards as well for our government. Our audit is designed to obtain reasonable but not absolute about whether the financial statements are a financial statement is not designed to detect fraud. Our job is also to express an opinion on whether the finan actual financial statements. You'll notice a few emphasis that matters for a few items that are that were um I guess sort of unusual for your financial statements this year, meaning they haven't in the past as often. So the first one is we implemented a new accounting principle in this financial period which was for statement number
004101 compensated absences. So every government implemented this standard This is a new thing and it was a different way of acrewing your compensated assets. So your sick leave and your vacation. The other two items were related to career and technical education academy fund. So based on discussions with Naomi and Stephanie, we changed the presentation of that fund to roll up into the school numbers as opposed to a separate fund based on the the relationship between the two. So that resulted in the prior period adjustment to the fund balance and position on the actual numbers of the financial statements. highlights. As always, you can stop me for questions or ask questions about them that are more detailed later on outside of the meeting. So, as part of the audit, we also have the back of the
005report our report on internal control over finance financial reporting in accordance with those governmental standards that I mentioned at the beginning. So we have your typical findings that we've had in the past. So this first one is financial statement. That's just because we prepare your financial statements. Uh in an ideal world, you would prepare your own financial statements and then we would audit them. But it's very typical for like 90% of my clients that we prepare the financial statements just because it's more cost effective. it wouldn't make sense for you to necessarily put in the time and effort to prepare financial statements when we just do it. So highlight this one in the past and it's not unusual for your and then we also have another report once for each major program. So we do
006a single audit every year because of the federal funding that the school receives. Uh this year you also receive an unmodified opinion on those federal awards which again is the highest level of insurance that we can provide. Uh and it's an unmodified opinion on the major programs that we tested. So the programs we tested this year were the special education cluster, your child nutrition cluster and the comprehensive literacy development uh awards as well. We did have just one finding from this on the internal control side of things. So on the special education cluster, we found one instance where the actual time and effort charged for the grant for somebody's payroll was But the documentation that was supposed to reflect the amount of time and effort that it was charged to the grant just didn't match.
007So the numbers were right but the doc didn't have to have a foricular I don't expect that next year but that was very I'll pause shortly just before I move the fin statement highlight there are any questions you might have to be my ask. >> Okay, we should be able to hear you. Can you hear me? >> Yeah, I can hear you. Are there any questions so far? >> Angela, we don't have any right now. >> Okay. Okay. So, here's your cash position based on the financial numbers that are in your audited report. obviously not the building fund has a lot of cash right now and that's because of that issuance of the refunding related to your capital project here are revenues and expenditures by fund so your general fund is pretty even it looks
008like you're just likely making more money than you're spending which is always a good sign your building fund obviously again the revenues are higher than expenses significantly because of that And then your other funds are pretty good. Here's your fund balance. So this would be your assets any liabilities your building funds again the main thing this year with your so the data but that's the biggest also a chart on balance but this is an attempt to show how it's split up so orange is for restricted amounts and amounts that have to be spent towards the speific purpose um or restricted for another reason. Pink is assigned so your food service fund that money is going to be used for serving meals and then blue is unassigned or unrestricted. So that can really choose. So your
009change in fund balance this year, this is your net income or profit. if you're a government for profit, but obviously building again the main thing is that bond issuance increase your fund balance and all that. So um we do compare it here to 2024 numbers and the one other unusual thing you'll notice is that the debt service fund in 2024 had negative amounts and that was just due to a transfer from the debt service fund to the building fund last year. 3.8 million. So had that transfer not occurred last year but this year was positive 4.5 million and then here is a graph just showing the percent of the general fund unassigned fund balance compared to your expenditures for the year. So, um, this kind of gives you an idea of if the school were
010to go out of business or not go out of business, but lose funding today, how long would you be able to keep the doors open, for lack of a better term, um, and you see that your fund balance makes up 14% of your expenses. So, if you put that into months, you would make it like one to two months. So your fund will cover one month of expenses. Here's your budget to actual for the general fund. So you guys have done a good job of keeping your actual expend as well, but you can also see that your actual revenues were still higher than expenditures even though they were below budget. So budget numbers there. And then here's a pie chart of your breakdown of your revenue sources and your general fund. So you can see
011that the large bulk of your funding comes from state sources like state aid followed by your property taxes. Your federal and other local sources are pretty much there. and your breakdown of expenditures here in this graph. The majority of your expenses is regular instruction and then that's followed by special education and districtwide services. So pretty typical breakdown of how your expenses fall here. And if you don't prefer a pigraph and you prefer a bar instead, it shows the same exact information just in a different format. There are obviously quite a bit of obviously quite a bit of debt on the books. So this is how your future payments look for going forward here for the next um about 20 years here. So it goes in one year increments from 26 to 2030. And then the
012large jump starting to 2035. So I mixed up most of the big jump there. Okay, that was financial highlights and I apologize. I know it's kind of a lot of information all at once, but um you can always contact me if you have questions or you a report question. So I'll move on to the required communications here last particularly the net pension and liabilities for your retirement plan and And there is some estimating involved in the liability of the compensated that are on that is on this position as well. So we didn't encounter this year any unusual transactions didn't have any difficulties with management nothing like that. Uh we did have a few uncorrected misments which were just some mistakes that we saw that we didn't think they were so small that we didn't think
013we actually needed to make the adjustments. financial statements, but we just kept track of them in case they accumulated to a large amount and we would have to adjust them. So, and then the last one is that management representation. So, you have a all wrapped up and everything. And here's my contact information right here if you need to get a hold of me. But ultimately, I just want to say thank you to Naomi and Stephanie for their help this year as always especially Naomi when it comes to the audit. So just want to give a shout out to them. I appreciate all their work on the audit. That's all I have. We don't have any questions. Angela, thank you for the report. Okay, no problem. Thank you. >> Our next All right. Good evening. We're
014here to show that last wanted to talk about the assessment assessment primary standards based assessment and our spring. So it's a level proficiency measures standards students are on track last year instruction. Next slide is where we are currently. So I'm actually walk through each of the levels where we are growaching students on track that's improved. Fluency skill development. In second grade in third grade follow 22% 52% more than double in second and third year transition year instructional impact in fourth grade our fall 29% so that's a positive trend upward focus on multi-step problem solving and in fifth grade 23 47% double percentage on track prep that our instructional systems are functioning effectively So just talking about what's driving that growth, we have clear priority standards focused for instruction small group math interventions regular checks with
015obviously adjustments and students using one of the really well. This isn't a program. This is about a different way. And so as a part of their work mathematics instruction levels all the time and flexible thinking while using specific diagn tools with kids to be able to figure out where it put a lot of money instruction. What are the most valable concepts for the training? Conventional when we think about how do I gank of paper and take you through an activity that our teachers did this and what I'd like you to do is to try and solve this problem right now. Not anything to do at this point in the year. So, I think you're going to pass the numberate. I want you to think about how did you solve it and what did you do
016first I wanted you to think about solut I want you to share with your partner next to how did you solve it the first time and how did it So, our schoolboard members are working together. So, now that you've shared with your partner, I want you to both of those partislact. strategies that were more efficient than others. I always think about% of my number. So that's what it really just standard sometimes don't always know all the parts of the process or parts and so one of the things because they had reverse patterning down. One of the really works on. And so that's one of the great share process, but we're moving into complex math, algebra, and don't understand that the numbers can't work a certain way for them. rather than just working to try and
017strengthen our mathematics instruction. They're asking just one part. I wasn't As you can see there are not changing All the things standards. high school questions. So those percent I know our small Construction. Fore We're not going to get to this. Sure. >> It was Sorry. Our next item is high school rebuild update. Madam President Om emergency. Yeah. Thank you, Madam President. Justational for you. As you know, a couple years ago started using our virtual days that put some of our classified staff as they do agreement for a certain amount of days for certain amount of do sometimes they're not right. And then there's other scenarios too. business manager Hunter and myself and I emphasize Hunter did a good job of let's identify who the individuals are so classified and let's break them into weather and
018then categorize them accordingly based on different scenarios. So those scenarios are early start virtual. So we go to virtual which will do that bad weather again and then where we just have a snow day which we surveyed our staff surveyed our parents and they prefer that we can't actually regul We were able to do that last night and then the rare case where maybe there's a gas leak or one building doesn't have heat or something like that. So we've uh identified those scenarios a good job of articulating what we would try and do in each situation and we get hundreds of emails anytime something happens and often times Mr. Harris and I are trying to make sure our buildings are half heat, our sidewalks are being shoveled. Is it safe or not? It's hard to
019communicate with staff. They want to know as soon as possible. So the other possible just question on March 5th and we identified quite a few things that we based on. will actually be under action topics and we already talked about the conversation about that and dive into where fund and effort that we put in place to rectify The other thing weaped on this a little bit of how our funding formula works and there's going to be this gap of dollars on the mills that we get because of the property tax that the state approved our request for that. So we were awarded $467,731 in that gap funding without the cap we would have received through property taxes. So our hope is and we're going to keep an eye on it session. We had existing valuation
020increases. So that's where the next topic that we talked about was our preliminary budget. We talked about the increase student amount that we get on what we call and it is increased by 2 and 12% next year. So we go from 11,349 student 11,633. We also talked that we are going to be putting in a 6% health insurance increase. this year and then% the reason why we were in a rate for five years. So when we were in that rate, it stayed the same rate for that period of time, but then our rate dropped off and now we went out to that another We talked about recommendations that our committee made the district and myself have met with classified quite a few times to discuss ongoing what does that look like what were their questions
021for us to answer process and what it came out to be on the base. Every staff member who was classified would take one step which is worth attendance incentive program. So if you were classified which for eligible. If you did not use any of your sickly during the month, you could be eligible for $8 in bonus. We looked at the data, we can see that 86% at one point or another. So that's number 24% of staff actually buildings from where we were at the same time last year. that there was a large change that was causing a large that was happening. And so they requested that we program and the dollar amount $850 a month for that. The last thing that we have on a salary schedule that closer to where certified administrative is going
022to experience on is going to be the 26 27 substitute handbook. So there was a committee that the district put together and there were four meetings over the first four months that we met and it was different to have conversations of what did we want to do to incentivize staff to want to sub or increase the retention of our existing sub and those were the big things that were identified for our committee that we wanted to focus on. So we did increase the daily sub rate. We increase the longterm rate for the daily amount and then the hourly rate increase. And there also was an incentive program built within that. It was $50 for every consecutive. So you could get up to $150 a month. that they for every 10 days of consecutive. The other
023thing is there was a 10day wait on your longterm substitute. So for the first 10 days that would be working in that position, they would actually get paid the daily rate and not the long So, we went and looked at many other districts and really talked about that and we are going to recommend that we move the daily sub to start on day one versus day 11. So, you would have that next reimburse for the Right now we reimburse for the license not the big pilot program we're going to try and what we certified class 27. >> Yeah, we're just asking for additional military pathway matrix that we have done a lot of work on that ready aspect also there open up some opportunities for military We did some surveys with students. We feel that
