001I hope my phone. >> All right, everyone. Um, welcome to uh the Dresden board meeting for January 27th. Uh, thank you all for attending. Um, Michael, I do see you in the attendees and I we um made an effort to push you over to the panelist, but I think you need to accept it in order to get there. So, if you can hear us and uh and respond to that. Um, we are trying to get you pushed over to panelists. And there he goes. Nope. Put his hand down. Hand back up. Can you give him the ability to talk and maybe we can find out what's going on? >> All right, you're you're permitted to talk. Michael just got unmute, I think. >> Check one. >> Yep. Uh I am participating virtually. I am on

002route and should be there shortly. >> Okay. because we were trying to push you over to panelists, but I think you need to uh accept it on your end and I don't want you to crash. >> So, just drive. >> See you soon. >> We'll do. Thank you. >> Okay. Thanks, Michael. We're just leaving out. All right. Um thank you very much, board. Um we are going to move on to our first item of business this evening which is um actually a public hearing. So um public comment's going to come but we have to do the public hearing first. Um and we have two items this evening under the public hearing. First up is the service staff contract and then second is the um 2627 warrant article. So, why don't we start first would be

003service staff contract. Um, and I think I will turn to either Amy or Teresa. Um, if you guys can just cover for us um uh the changes um what's uh changed. Um this uh agreement has been ratified by the service stack. So, it's for us this evening for ratification. board members, if you have any any questions or concerns that you think would require a non-public, we can do that after we hear um updates from from Amy or Resa. So, with that, uh Amy, you want to whoa? Amy, who >> you want me to? >> Okay. Thank you. >> All right. So, we reached an agreement with the service staff for a three-year um agreement with 5% increases for each of those three years. Um we also were able to um adjust the health insurance contributions.

004Um Brad mentioned that in handover. So the first year they'll pay 10% for their insurance. The second year they'll pay 12 and a half% and the third year year they'll pay 15%. Um we did increase agree to increase the medical insurance buyout uh for those that don't take the insurance. uh that increased by about 40% up from 1750 to now 3,000. We added um a 35-year longevity payment um though we don't have anybody close to that, so I'm not sure what their motivation was there. We also um increased the safety shoe reimbursement from $150 to $250 and added some specific criteria around those that didn't previously exist. Um, and we also put a dollar amount on the champ allowance for uniforms of $350. Previously that was silent. And we agreed to provide 10 shirts instead

005of seven that we were previously provided. Um, that's pretty much the highlights of it. Did I miss anything? Maybe a couple more. But um, yeah. And $250 for footwear that was up from 150. and they kind of got a little more specific on the types of shoes um that they will need. The other thing was that uh they reckon it um as far as their 90-day probationary period. It used to be like 16 months. So, it's gone to that the vacation time changed from being weeks as to um now it will be calculated based on hours. Um so, it really didn't it didn't really change. But the only other thing also was it used to be zero to less than 5 years. Now it's zero less than three. So um they'll reach the mark of

006120 hours a little sooner. Um and then I think that was uh oh layoffs increased from two years up to three and I think we hit it for the recall period for the recall. >> Board members, do we have any questions on this uh proposed agreements? All right, seeing none and because we are in the public hearing piece, I will look for a motion to approve that service staff agreement as presented. >> Anybody carried me? Yes. >> And I will move to approve the service staff agreement as presented. >> Awesome. Second from Deb. Any further discussion? Um, all those in favor? We are going to go with the roll call vote since we do have folks online. I will start with Gina. >> Thank you. Yes. Nelson. Yes. >> Russell. Yes. Yes. >> People have

007to be. Yes. >> Christie. Yes. >> And Odell. Yes. Uh Renee. >> Sullivan. Yes. >> And Michael. >> Costa. Yes. >> Thank you. Board service staff contract has been approved. Thank you to the negotiation team for all that hard work. We're going to move on now to the 2627 warrant articles. Um board. You will see in the packet there are three items that are attached there and I just want to make sure that we start with the right one which is the warrant article one and is that >> there are two there's warrant articles >> you want the draft >> draft warrant articles with trust >> detailed service stuff CBA not ratified or >> uh not that one the one that literally says draft ESD the warrant articles. The other ones were the other one

008was already uploaded. >> Okay. >> Yeah. The >> so draft dress school district FY267 warrant articles looks like a little uh it's a official looking page that says 2026 warrant at the top. We're just going to go through this. So article one, elect officers to the Dresden School District. Article two, approve salaries. Article three is the service staff agreement that we just discussed with the appropriate dollar amounts associated with that. Article four is the Dresden operating budget um which includes the um 33,7510 a number that this board approved at the last budget hearing. And then we have article five which is related to those um funds that we had talked about before. They all get clumped into a single article. Yes, that was okay. >> Okay. Article six is the petition warrant article that this

009board heard about at the last meeting. We did um follow up with councel to understand the petition warrant articles are advisory in nature or um so this is the request and this was what will show up on the warrant article if approved this becomes advisory to the board. So I just want to make sure that folks are aware of that. And then traditional article 7 is to transact any other non substantive business which I will admit is a little bit difficult to do with an Australian ballot. Do we have any questions about the warrant articles board? All right. Seeing none, then I will look for a motion to approve the warrant articles as presented. >> Gina, >> I move to approve the 2026 27 warrant articles as presented. >> Thank you. Is there a second?

010Seconded by Deb. Any further discussion? Actually, I did have Yeah, sorry. Um, >> I noticed on the budget article, it says the school board recommends this article in appropriation. Am I wrong in remembering that we usually get some sort of endorsement from the finance committee or is that not part of this? >> Uh, you are um you are not wrong. Um but I believe that the recommendation that comes from the finance committee is not on the warrant. Okay. >> That comes via >> something else. Okay. Thank you. >> Um but please correct me anyone if you believe that I am incorrect. >> I just saw that we had it. So I just was curious. >> I just have two quick questions. Article two says the Dresden School Board. Article three says the dre the school

011board. And then article four says the school board. And article five says the Dresden School Board. Should they all be the same? >> They should all match. >> Yeah. >> And I can fix that. I fixed it on like the mailer and stuff like that down. They're trying to put the school. >> And the very last sentence just says can be reviewed in simply in and then it meets the T on the but I just want to thought we should be consistent how we refer to ourselves. >> Thank you English teacher. I'm wishing I thought to ask this question before we vote on the hand of the one, but >> article four, tax impact. Is that something that we can actually know for sure at this point? >> Um, would still be calculated using the

012same formula on the NAV and all that. >> Um, the challenge would be is that which tax rate impact are we talking about? And I would assume that this is referencing the handover >> one >> um but it wouldn't apply to noritch because we have two different >> formulas and so I would want to go back I but I will be honest with you I don't recall as to whether or not that's been on the warrant article in the past >> something new that we're having to >> talk we're having to put that on there and a couple other things >> is this required by statute now on I don't have it memorized Okay. >> Um or say something. >> I would I would um I would suggest um Robin that we may you want

013to follow up with legal counsel on this one. >> Sure. >> Um because I'm pretty sure that whoever passed this law in New Hampshire was not thinking about an inter school district. >> That was the feedback I originally got was that we would not should not have to do that. But then >> and then did that guidance change at some point or >> I was told differently by other people. >> Okay. >> So I thought it better be safe >> and and put it there as opposed to but um even in legal council there were different opinions. >> Okay. Deb, >> should we add clarification that it the handover tax impact of this article as opposed to the >> Well, I think what we want to do is first get clarification from legal council as

014to whether or not it's even required to start and then second, if it is required, then I want to see what leeway we have in actually manipulating the language that can go there. >> We might want to get two out of three opinions on legal because two disagree. Okay, >> my concern too is that I I unless I mean I don't know how to interpret this, but I imagine handover is actually 70% of that 49 cents, right? >> So it's not I mean it's not a fair representation for anybody, right? >> Uh potentially yes. I don't know. I will admit that I wasn't fully paying attention when the handover meeting was going on and whether or not you guys had a similar >> sense. Yeah. >> Okay. I'll see what else I can find back.

015>> Impede us from voting on this. >> Um I believe it does for me. It raises certain questions that I would want answered before we get back together and uh >> approve these then perhaps. >> Oh no. What what is our hard deadline then is my >> follow to the um printers. >> When was it? >> Sorry. What was that from? >> We we've sent that we've got everything ready for the printers. >> Now when you say printers, are you talking about the brochures or we talking actually the ballots? >> Brochures. Not the ballot. We've still got time for the ballot. >> Yeah. So, and the ballot is the one that's under discussion. >> I don't think we included the tax rate in the brochure. There were different calculations on that one. That one's more

016of that was more of like a story. >> Um, but >> um, so we're still tax rates and implications, but not quite the same as what was being tagged here. >> All right. I um, Ben will love me for this board. I'm going to recommend that we defer the vote on this this evening. um get the answers to the questions that have been raised this evening. So whether or not that um tax rate impact needs to be included on the warrant and if it does are we allowed to modify the language at all so it references handover because it very well could be confusing for Norwich voters >> voters >> and handover voters >> and voters. Um, yeah. >> Which will mean another public hearing >> once we figure this out in order to approve

017this. Deb, >> I'm just wondering about the timetable then for that public hearing that they have to have this posted by February 6th. >> Well, next week. Oh, so >> is there Kelly and then Terra? Kelly. >> So, I guess this is more a note for reference. I also think since this is brand new, saying 10-centent increase doesn't mean a lot to the necessarily average voter. I think 10-centent increase on the thousand or something more specific would be more helpful. But um >> anyway, process I don't think we need the 7-day warning so long as we meeting suspended, whatever it is. So, I was going to suggest that we might want to consider as a group voting on all of the ones that we have clarity about and maybe just suspending on the final question,

018the whole tax. >> So, so we could get the majority of the work done. >> Are any lawyers in their offices right now? >> We have hacks in the act. Go ahead. >> I also think or the point I just made, I know we voted on the head of everyone, so it's done. But I I do think adding language for clarity is always good. I know. >> So I I will state my restate my suggestion as a if we're allowed to make it clearer somehow, we should do that. >> Yeah. Give me one moment, gang, as I figure out what the right way is to spend. >> Yeah. >> Or vote on what we can. So I believe we can so we would we could um all but three and four are >> that's uh

019well I hear you the issue becomes um it requires a public hearing in order to approve these things >> and if we close the public hearing tonight rather than um >> suspend or postpone >> um then we are forced to um go through the process again for um the 7-day notice. Um and so what we can do this evening is um >> saying when we're going to be meeting uh yeah so if we could postpone to a certain time >> we could do it for the annover meeting >> which is when next the 11th that's >> oh no that's the 11th sorry nor which we have on >> is there Any chance we have like legal counsel on the >> She's trying right now. >> Yeah. You know that we call them while we're doing

020other things. >> She's trying right now. >> Okay. >> Just not suspend it till the end of the SA70 in hopes that we get an answer >> and then we suspend Mark McDerman answer >> or there's Wednesday, February 4th, the nor before the Norwich meeting. Um, Robin, what do you think the likelihood is that we might get for a response this evening? >> Um, I'm not great, but I'm going to send text right now. >> Okay. Um, let's do this. >> I'm writing email. >> Yep. Appreciate it. So, board, um, I will look for a board member to make a motion that we, um, postpone the public hearing until, um, uh, this evening. at what? How long is this SAU meeting gonna go? >> Forever. >> Midnight. >> Shake in the ground. >> I think

021we're forever, are we? >> I'll make it past. >> I mean, it's call it's the it's the truest update. It's the equity report and it's Robin's staffing. So, an hour and a half at the most. That's what I'm saying. >> All right. So, I would Yeah, let's in order to um >> 8:00. >> Let's do 8 o'clock. So, I would look for a board member who is willing to make a motion um to the effect of would like to postpone the Dresden public hearing until um this evening at 8:00 p.m. Dev, >> I move to postpone the public hearing until later this evening at 8:00 p.m. or the conclusion of the state meeting, whichever comes first. >> Oh, whichever. >> Yeah, comes first. That works. >> Okay. Is there a second? >> Second by Lisa.

022Roll call vote starting with Gina, please. >> Yes. Nelson, yes. >> Russell, yes. >> Yes. McConnell, yes. Christie, yes. >> And Renee >> Sullivan, yes. >> And Odell, yes. Think I've got >> Michael. Michael, I think he must be like vehicles probably heading into the building. So all right board we have postponed discussion um uh the public hearing until this evening. Um >> suspended >> well postponed is the is the u language >> is the note it's the Robert's rules language. >> All right. Um with that I am going to move on then to agenda review. Um so for the remaining items that are on the agenda this evening board um I am going to recommend that while we do have a business requiring discussion item here for non-residents participating in RMS sports um I'm

023going to keep that very brief this evening in the sake of time knowing that we have a full SAU meeting. So um I would like that conversation basically to focus on what data items do board members need um to have a full discussion about this at a future meeting. All right. Um any other agenda items that board members um need to raise or rearrange this evening? >> Okay, seeing none, then we are finally going to move on to public comment. So, at this point in the meeting, we're happy to take comment from the public. Um all we ask is that you let us know your name, uh what town you're from, and uh you can give us some public comment. And I believe that's Yeah, this is your this is your moment. This is your

024time. >> And sorry, just I'll follow up and say we uh we give folks um three minutes for public. >> Okay. Um so my name is Adrien Flower. I'm from the town of Lime, New Hampshire. And I just heard the last um topic that you mentioned and that's why I'm here about the participation of non-resident um students in RMS sports. Um I don't know if that was on the agenda for some other reason or um I had sent an email. Anyway, um my son Henry participated in cross country um running this fall at Richmond Middle School um along with probably about 10 to 15 other line students. We don't have cross country at our school because it's a small school. We also don't have lacrosse. Um, and I know that um or um we didn't

025have enough to field a basketball team as well. And I know that students from line have participated in Richmond Middle School sports in the past. And I know for my son and for the other families, it was such a valuable experience um both uh athletically and also socially. My son Henry met a lot of great um great other like students. um SPY will go to school with in two years and hopefully be on the cross country team with them when he attends handover who's in seventh grade right now. Um, so I I'm here because I'm curious about why the shift from handover parks and recreation managing um the athletics to Richmond middle middle school and also to see if there's some way we could um like I know welcome back the line students. I know

026that families are willing to pay an extra fee or um I don't know if there's anything we can do to get um lime students back at Richmond Middle School. >> Um >> Sure. >> Thank you very much for the uh comment. Appreciate it. Okay. Um yes and it wasn't uh well I was going to say it wasn't coincidence or maybe it was coincidence that we have the agenda item on this evening and you came um uh I had actually proposed it that this board discussed that item because we had heard some uh concerns from some of the line parents um back when the sports program transitioned. Just to be clear um middle school did not previously offer a sports program. it was offered to Hanover parks and wreck. And so the agreement was is that

027the town of Hanover um provided space for those um Lime students on a space available basis. >> When and so when um this body considered offering a middle school sports program um that was in um discussion with the town of Hanover who then stopped their program because then the school was picking it up. And so the arrangement prior to this year was, you know, lime with the town of Hanover. Um and then when we moved into the school offering the sports program, that's when things changed. >> Okay. >> So >> Okay. >> Um this body will discuss this. >> Okay. >> Um briefly this evening and then the longer discussion at a future president meeting. >> Okay, that sounds great. So yeah, if you wanted to come and um hear how those discussions go or

028provide any further public comment, just keep an eye on the uh the agendas for Dresden and you're more than welcome to come and >> and add to the conversation. >> So that would be on the agenda at some future time. Um and I should just watch the >> or you could reach out to any board member and say, "Hey, when are you going to be having that discussion again? I would like to come and participate." >> Okay. and that board member would gladly get back to you. >> All right. Thank you very much. >> And if ever they don't get back to you, please send another email. It's not intentional. >> Yeah. You may have seen the agenda and I don't for a minute suggest you have to stay but there are questions listed on

029the agenda for the item that you know non-residents participating in RMS sports and it may be helpful to either come back and join the zoom if you get home okay >> and just listen to the questions that are generated in our conversation that might be helpful too >> okay >> and you're welcome to stay. >> Okay. >> Um, how sorry, just like how is that like in the next hour or the next two hours? >> I hope so. >> I'm going to do everything in my power to make it much quicker than the next hour. >> Okay. All right. Thank you. >> To be clear, you are not required to stay. >> Um, any other public comment in the room this evening? Carol, I see that you had your hand up and I apologize if

030I missed it from earlier, but if we can let um Carol in the Zoom give her ability to speak. >> Hi, can you hear me? >> Yeah. >> Hi. So, this is Carol Bibo. I'm from Norwich, Vermont, and I'm the Dresden School Clerk. So, um I know I'm going back to the warrant article stuff bec and I know I'm sorry it's out of order, but I need to we I need to get some things clarified. >> So, the there are three supporting documents on the agenda. Is the one you're using? It's the is it the draft DSD FY2627 warrant articles still under review by DRRA? >> Yes. >> Correct. >> Okay. So, that's got the correct budget amount. Um, it's got that article 7 and article six. So, I um there's a couple things. Um,

031is it still under review by DRRA? Because we have I was hoping to get the ballots to the printer on February 4th. >> As of this afternoon, it was still Yes. >> Okay. When When is that going to be completed? I don't recall this being a a time issue in in past years, so I don't know if this is new or if if I just wasn't aware of it before. >> Um I can't I can't speak to the past. Um I don't know that, but um I mean I'll be following up again tomorrow. >> Okay. Um, do they realize that our elections are a week earlier than any other in New Hampshire because of the the Vermont component of our school district? >> Again, I don't know that answer whether or not you can bring

032it up. >> Okay. All right. Um, just cuz the longer it takes to get the ballots to the printer, then we're really tight on time on sending absentee ballots to people. Um so that's why I'm so nervous about this whole thing. Um the other issue is um we and just so the board knows it's moreformational. We now are required to put some language in the warrant article about um the school budget. We have to put language in about uh school proficiency in certain um uh subjects like math and reading. I think uh I'm I'm trying to find the New Hampshire law that articulates that, but I can't find it right now. But Ryan has it. Ryanne is aware. So, I don't know if technically that should have been in >> written in the warrant article

033or if it's okay to add it um after the fact to to to the ballot, >> right? We can add it to the ballot. >> Okay. Um, there was one more thing and now I can't find it. Um, okay. I think I think those were the main things. So, again, the the goal I mean the um the handover filing period ended last week. So, in terms of any further candidates that are going to go on the ballot, that's done. The Dresden filing period ends the 3. So that's why February 4th is is the hopeful day to send both the handover and Dresden ballots to the printer. So it sounds like um if you can't get the answers tonight to the questions that were raised um and you have to do another public meeting that then

034it's obviously going to have an impact on when we can get stuff to the printer. But just just so you're aware that February 4th is the goal. Um, I mean, obviously it's not a hard stop if if things aren't ready, but I just wanted to make you guys aware. >> Thank you for that, Carol. >> All right. Thanks. Thanks a lot. >> Yep. Okay. Any other public comments? Okay. We are going to move on then to report of council. Yeah, >> in the past few weeks, council has been discussing the community service requirement, and there's a lot of good ideas on how to incorporate that. And one of them that really stuck out to me is a speaker said that maybe it's a good possibility to incorporate the community service like logging part into the

035advisor curriculum in a school. I love these reports. >> I was gonna say poor make a note on the brevity of that report. Also note that it had a lot of info in it. Any questions for EMC or council? Yeah, Gina, go ahead. >> Um, what do students think about having a community service requirement? >> Well, from what I know, I think people like students would benefit from it because or I'm not sure a lot of people like the community service requirement. like all my friends like it. I'm not sure about like other students though. But I think it'll obviously benefit the community positively >> for some of us. And I know Linda in the audience, this is deja vu all over again. Um this body had this exact discussion several years ago and I

036can remember my board colleague Bruce Duncan definitely had some opinions on that. Um that being said, uh uh student bodies change board members change um and this discussion um could be coming back to this body and if it does we look forward to that. >> So any other questions, comments for council this evening. All right, seeing none, then we're going to move on to annual meeting preparations. Uh board members that have been with us for a while, perhaps even the new ones. Um, >> I did what? >> I'm trying to get things going. >> Maybe like a trick going >> my Simy has this simply it jumps. It jumps around and so my apologies. >> Yeah, you skipped all of it. >> All right, hang on kids. Hang on, kids. How about an RMS principal

037report? >> There you go. Um, the Richmond Middle School had a fantastic day as we began our second semester. Uh, we had a slightly altered schedule, both because of the delay and because we welcomed an RMS parent, John Bagnulo, who shared an inspirational message that directly connects to our new community expectations and values. I uploaded a report at about 5:00 glance at it when you have the opportunity. >> But it was a wonderful day. Our students wanted more than the hour. They had so many questions which is what you want for any gathering. >> Any questions for our RMS principal this evening? Seeing none. Thank you so much. >> I have one. Sorry, Anessa. >> Sorry. Thank you. Thank you jumping in. Go ahead, Mel. >> Um, I just want to pick up on the

038thread of the the conversation we had around the math curriculum. I think it was in December and the question of uh you know the students that experienced the program last year that maybe didn't get along in math as far as they should have. We were thinking okay can we understand where they are now and if not just brought up to like whatever baseline but like where they should have been. So, I was curious if you had a chance to talk with any of the math department to figure out like how how we're how you're seeing those kids um and their achievement. Does that make sense? >> I so I've met a couple of times with the math seventh and eighth grade math teachers. They meet every Friday. Um I don't always get to attend that

039meeting, but I attempt to. Um, we haven't looked specifically at kids that may not have been where they wanted to be as they entered seventh grade or as they progressed through seventh grade. But I know that our eighth grade uh math teachers with that self-paced uh curriculum are really the students are find feel like they're finding success. Some of them at that learning curve that they figure out they're making great progress. So, I don't have specifics, but I can uh I'll send myself an email and put that on the agenda to text based on Friday soon. >> Thank you. >> Any other questions for this evening? Julie High School report. >> I didn't upload a report, but I can tell you what's coming at you the next meeting. Um, portrait of graduate. We did a

040survey of our student body. 100 to have answered so far and we're hoping to present that to you. Um, graduation requirement change next meeting. Diploma pathway work probably you're going to see in the February or March meeting. And then if we pass the trip thing today, I have four trips to bring for you that are going to happen before August this year. Two of them two months away in April. So, I'll bring them to you, but it's the policy hasn't been in effect, so I'll just bring them anyway. They're going to be short on time, but they've already got tickets. Sorry about that. Um, and then one for next year is already in the pipeline. So, I'll bring you a bunch of trips that you'll see next time. Um, but the portrait of a graduate

041survey is I'm glad we did it because students are really pointing out where they see the portrait of graduate being met. And they're supposed to rank from one to four. Um, four means we meet it all the time and one is not really ever. and all of the 77% of the responses were in like the three to four range for the four critical thinking um empathy like all the four so it it pointed out a lot of things that I think were good and then the room for growth so we'll see we're going to try to give that every semester >> thank you any questions for Julie this evening >> why basketball tonight. >> Okay, board. We're going to move on to reading of policy. Um, and do we have or are do we have

042board members with us this evening that are familiar with what we're that could walk us through these? >> And I and ideally I wouldn't mind starting with the first readings first and then go to the second readings. >> Okay. >> Can I start with physical activity? >> Yes. So this is from which we'll run up the boring reason. Okay. So this is coming from the state. Um there is a requirement um for more physical activity and different documentation of it. We discussed in the policy meeting whether or not we were already meeting these and we decided yes. So um yeah this is just part of that. Um what else is a first reading? >> No that's another one from the state I think which also notification. Yeah. Um yeah, I think this one was just

043coming from the state and it's just one of the new another one of the ones that are coming through that doesn't seem to change anything or doesn't seem to change very much in our state. >> Okay. For these ones that are um required by the state, where do we get the language? Is it does that come to us from the state as well too or it does? >> It comes we get it from the NHSBA. >> Okay. So language has been vetted by the school board's association. They send us draft policies and we take that information and just tweak it to make it our own. But yes, it's all been vetted. It's all written by attorneys. >> Okay, Derek. >> Uh oh. Yes. Um although we did change the language a little bit to make

044things requirement limit. So for example on the state suggested language there was things it said institute a tracking and evaluation method to ensure all students engaging in development to the appropriate daily physical activity and given the fact that the school already does a lot of these things. The policy community did not want to put more burdens on the administration to do things like instituting a tracking and evaluation method. So that's why you see what we do here as far as recommendations go. Um but I think eight out eight or nine out of the 10 suggested items we kept in. >> And do you to follow up on that point then? So that for those suggested changes did did statute require that tracking or was that um >> these were just suggestions. >> This was based

045on legal right we >> nda. >> Okay. So by removing that we're not we're still in compliance with the statutes >> right. Yeah. Okay, >> other board members question. Gina, >> I guess it's not a question, it's a comment. I hear that we have to do this. I just will say when I read this, I found it quite curious that this is something that a school board would be dictating even as someone who exercises an hour every day religiously and who supports movement. I find it out of scope for us as a school board to be telling people how much physical activity they should have. It seems like it's like are we also going to tell people how much music they should listen to or they should do? Like I think it just feels really

046heavy-handed, but I respect that we're trying to follow the law. And I just wanted to say that in case others had that reaction, that was my reaction, too. >> Thank you. Wait for the wellness finish. We >> Yeah, I know. That's >> all right. before we move on to the to the second readings. Any other questions, comments on the first readings? >> Okay, then let's move on to the second readings because gang for the second readings there'll be a motion later on to approve these. >> Oh, sorry. >> Yes. Go ahead. >> Not about the second reading. Sorry. I the the parental notification and involvement in student welfare. that one. >> This is a first reading and I realize it's required by law and I imagine perhaps the policy committee works there except >> as

047a school social worker I am incredibly uncomfortable with this law in New Hampshire and I don't know I know we can't have policies. I am concerned about this idea that this is concerning to me that um we're not protecting students privacies and issues of safety. >> Yeah. >> And I I guess I have a follow-up question um not necessarily for tonight but before the second reading >> um how we don't have a district social worker but I I'm curious about like how our counselors in particular are feeling about this. Um, so just >> does this impede them doing their jobs? I I mean I think you could read it that it doesn't. It just says that we're not going to make policies, >> but I I sort of Carrie articulated better than I could my

048uneasiness about this of just sort of the idea behind it. >> Uh, Garrett Marcel, I mean, >> you take it, Garrett. >> You talked about this at the policy meeting and unfortunately this is state law, right? >> Right. this is state law. So unfortunately I think the trying to work around this we had a lot of different opinions about how we could try to work around this and we I think we concluded that it's state law. So therefore >> trying to get cute and do things like that may or may not >> do it is not worth it. Marcel that would feel free to >> I mean I think I would describe the conversation as one that um reflects your concerns and I think that we know that this is a transphobic policy. We're aware

049of that. Um, I'm happy to say that in a schoolboard meeting and um I think that when you read the policy we already know that um our schools handle this beautifully and manage um right they manage all of this already. So I mean so the only requirement right is that they have to answer questions. >> Yeah. Well, sorry. >> Um, we're still on this topic, so I'll let you go. >> Yeah. I guess my thing is actually as I was reading, I was like, it doesn't actually say they have to answer questions. It says they can't be a policy state. They don't have to. So, I think that it's it's a little bit and I and I don't think it's about skirting the law. I think it's about the integrity of our professionals in these

050buildings. And so I think for me it's the support predominantly actually not so much for people maybe in my role or counselors who are trained in this sort of confidentiality pieces all the time but teachers are often people who get this kind of information and are not trained. Um and so just thinking about how we present this to staff as not a you have to answer the questions but we can't >> create policies that say you are not allowed to answer the qu you like I think there's some nuance in there and I wonder how we support our staff in that. um challenge like they they're the ones who will be put in precarious situations. >> Robin, you had your hand up. >> Oh, I was going to say that this is related to the

051parental bill of rights laws that have been passed this year. >> Okay, Lisa. >> Yeah, just to be clear, I'm not trying to be cute or skirting anything. I mean, we have to do this. I guess I'm more concerned about the staff and making sure that they understand what this is and what this isn't and just their comfort level. >> Um, and making sure that they stay at a place where they're comfortable with whatever is happening at the state level. Um, because you know, you hear you hear about all these laws, but you don't really know how it affects what you're doing when that student is in front of you. >> And having some conversations around that, I think would be really really helpful. Um, as a school librarian, I overhear a lot of conversations

052in the library that would fall under this. And I'm not sure if I were in a New Hampshire school that I would know what to do. So, >> um, maybe we ought to just take these one at a time. Any other questions on this one? >> All right. You want to take us to the next one? >> Sorry. Please take us to the next one. >> Um, so We're going to the first reason. Okay. So, um let's start with field trips and excursions. Mhm. >> So this was uh another of the policies that we've been working on as a part of the broader questions that were raised by um March intensives and um we're just updating and you can see what we've updated on the policy >> and sorry did this change since the first

053reading or no? >> I think so now. >> Okay. And main mainly to do with as Marcela said the grain which is the international and the shing is there was no language previously about it. >> Right. And to ensure that there's a plan detail. >> Uh board members any questions on this one? Okay, Marcelo, please take a second. >> Um, I'm looking at you, Dev. >> Yeah, >> my question about the board's involvement and concern about trips. Is it only trips that involve directly students or does it also include many other international sort of preparatory trips um that might contemplate a student excursion? And I ask this because >> yes CSDC, right? We get um grant proposals from staff who may be interested in partnering with an international school or um eventually planning an international

054trip involving students. And we as a body have to, you know, review these trips in the context of what board policy might be. And if this policy is just if a child if a student is going to be on the trip, it does not really speak necessarily to whether or not we should fund a trip for staff, which then might put us in a strange position some months later or a year later when they're like, "Okay, now we're ready to take the students." And this board might say, "No, we don't approve." When the district will have already spent funds laying the groundwork. So, I guess I'm just bringing that up because we see those kinds of requests, funding requests, and I don't want us to run a foul of >> Yeah. Um I mean, I

055think you're bringing up an issue that we previously um uh were not aware of or at least at the time that we were authoring this policy did not were not considering that piece. And so, >> right, it's come up in between. >> Yeah. I think maybe not to like put spin this upside down again that this hopefully will uh you know provide information as far as what those trips should do because they they'll need to meet this policy for the students later on right just like March intensive if they were planning an international March intensive need to meet the international requirements here right does that make sense I'm hoping >> that would I would appreciate as a person who has to vote on these things at a different committee um involving staff and expenditure on

056behalf of staff. I would appreciate if in this policy somewhere it said >> preparatory trips in that contemplate um future student travel. >> Yeah. Because otherwise we could we could be in the position of spending tens of thousands of dollars as a district in support of this this preparatory work and then disapprove of the ultimate student travel which does not seem like a coherent policy position >> necessary in some ways right like if you are going to consider having an international program there is a possibility that you won't do it right like you're you're figuring it out in good faith but it might not be appropriate right like there's a possibility I think that there's do do we want the board to act as sort of a litmus test so let's imagine travel to a

057portion of the world that the board might be generally uncomfortable with >> and then CDSC CDC might approve the trip and then the board might have some feelings um about that because you wouldn't have the visibility. >> Do you know what I'm saying? I just I want us to be able to work as a coherent group and that we support, >> you know, the ultimate goals of the board when we're funding international travel. >> I think that this is a really import Thank you for raising your hand. I think this is a really really really important policy get in place because we've been sorry very loosey goosey. I mean people kind of oh I'm going to take students here I'm going to take students there and now we're sort of saying well come and let

058us know first that's all. And I think the the situation that Tara is referencing, the the timing, you know, kind of bumped along in there and and we may well decide we want to come back to this after we put it in place and Julie has the opportunity to talk to her staff and say, "You are going to have to bring travel plans to the board." And that I think will then perhaps prompt people who you know want to go to Thailand and develop a program for students to travel to Thailand to realize that's getting ahead of the process and there really should be a conversation about whether Thailand is a place we want to send students. I I think it would be nice if we could figure out how to put that in here.

059>> An R >> or maybe in an R to Could that >> see when I um So, let me take a stab at this, right? Based on what I'm hearing tonight, right, I do think that um I'm not hearing huge opposition no to this policy as presented. What I am hearing is a scenario that we hadn't previously considered, correct? Has popped up. Should it be addressed in this policy or perhaps should it be addressed in another policy? And I think that there's a longer discussion that needs to happen there as to where what is it that we want to address and where does it where should it live that I don't think necessarily precludes us from approving this one tonight even if it were to come back at the very next meeting with some suggested

060modifications based on this other scenario that we haven't previously considered. Am I uh let me go Michael first because you haven't had a chance to speak. >> Um I I guess I have one question for our staff um which is and then I have a comment. Will this policy have a chilling effect on March intensive? >> No, I I think for I mean I don't know if it's as loosey goosey as Dev might say like people bring all these things to me and I say yes. Now you're just moving things to the at the board level, right? So now the board's going to say yes. So we'll just do that. And it I guess it depends. It will be chilling if we decide our kids shouldn't travel or whatever you guys decide. Yes, that would

061be chilling. But I don't think it would have a I think it's just that we're alerting the board. And I I would guess since I feel like I'm a reasonably prudent person most of the time that you guys will probably do the same thing I would do once actually seeing what people are saying. >> And I I think the answer to your question um perfectly aligns with just my personal concern here which is we're moving the the responsibility for the programming from the principal to the board. Um, and I'm not comfortable being the arbiter of which travel plan looks good, which travel plan looks bad. I mean, I'm sure we're capable of it as a body. Is that a reasonable governance activity compared to providing guidelines that the principal administers that doesn't seem to mean

062to strike the right governance balance? But that's just a concern I have, particularly the way in which we use board time. like a two-hour meeting on how to assess which travel plan makes more sense than the other seems like a poor use of board time. >> Thanks, Garrett. >> Well, I guess I was referring back to the C is it CDC CSC, what's it called? >> CSDC. CSBC that you know this policy I guess unless I always look at these what do you want the policy committee to do our next meeting and I guess the you know whether it's CSBC whether March intensive whether it's the French language teachers I mean everyone who is planning potential travel for you know international is I think would be aware of this policy and then structure around it

063right so I think to put just that program in place where we would then have to think about all the others I guess to add to this policy that might touch international travel. >> Yeah, I hear what you're saying Garrett. I think what I'm also hearing at the same time is we have two other board members that are serving on this CSDC committee, right? Who when presented with a proposal or like what parameters do I put around, you know, our options here to approve or not approve and especially these ones that sort of fall in this space of travel, >> right? Um international travel in particular, right? What you know, what are their what are the parameters that they're supposed to be considering when they consider approval or not approval? And so I think that

064there is potentially some overlap um here um that I do think would warrant further discussion. But uh let me do Tara and then I'm going to go to Julie. >> So my only request in this process for addition of anything or consideration of any addition is to how can we best set the expectations um and the parameters for the staff so they get it right. so they know what to expect, so they know who to check in with, so they get because they put a lot of work into this. And I want to recognize that and appreciate those efforts. And I don't want them to do the work and find out that >> they don't have any good standing to continue to build them. That's my request. Just >> Julie first and then >> I

065was just going to say that the policy committee, if you are going to go back and put something in or create a new policy, it's not just a CSDC thing. I'm not recommending doing it, but as like for me as a principal, the we saw two at CSTC, but I see them all the time because people use their SDC money that doesn't go to CSTC >> to, you know, I want to go here. I'm going to study some things and then they come back and they >> say a program would be great there. So, I approve some of the stuff. This this was just the first seen by CSDC, but SDC, which is >> me with a couple staff members, right? We're seeing it all the time. And I put money towards people exploring these

066things. >> I mean, I don't overstate it all the time. I mean, there's limited money, but >> but it's so it's not just board member, right? So, if you want a different process where before teachers go to learn something somewhere, we make sure the board's okay with it in case they come back and decide they want to do a program or if we know it's a program that they're going to explore, then I say nay no also and would bring it to the board, whichever. But just know it's not just CSC, it's FDC. >> Y >> I just want to clarify, I completely agree with you, Michael, that we do not want to add time to what the board has to decide. And I honestly think and I apologize for loosey goosey as her but

067we have traditionally had lots of experience with teachers applying for funding from various places enrichment grants staff development and going to Europe and we've had a history of exchange programs in Europe. I think the place where the brakes were applied is happened because we were suddenly going to a very different part of the world with no history really. Um, and that gave us pause. And we think that there are times where the board should know that a student group, for example, last April was going to China and we did not know that. And I continue to feel that that was the program we should have known about. Another program in Italy, I don't care. Another program in England, in Spain, in France, I don't care because we've been going that way. But I think if

068we're suddenly starting to travel to parts of the world that are more complicated, we should be thinking we should know about it as a board. >> Okay. So that's enough. >> I I I am getting a sense that collectively some further discussion about this particular whether you call it CSDC or just a trip issue deserves some further discussion. We'll see whether or not that um you know turns into a proposed policy or a change to existing policy. >> But as we look at this one here tonight, >> right, is there any other discussion on on this one for its particular focus? So >> I was just going to in further like delineating that I think um one of the things the best ways to set up staff for success in the ways that you're describing

069is to have a policy like this already in place. So this is like a lag time issue as well. and then to really sort of set up a clear framework could happen in an R which is like the implementation right and it can be much more informed by what's already happening what's already working not trying to reinvent the wheel and I'll remind us that like we decided that changes in curriculum are what we need to know about right so whether a student's going to Italy unless it's the exact same program um I think the school board and this is me personally not not policy committee Um, I think the school board should know when any child is in another country under our supervision and jurisdiction. >> Michael, anything? >> Um, I I would just observe

070that the world seems complicated whether you're in Mongolia or Minnesota and >> and so distance strikes me as not the leading indicator of complexity. Um I'm just simply saying that well notification yes I don't think we're ultimately responsible for all the school board. I just don't personally agree that the school board is in a better position than the superintendent and principal to make those decisions. Um I I get putting guard rails and and these are the seven steps you need to do to be prepared for it. Um, I just think once confronted with those decisions, we'll either end up being a rubber stamp or making very arbitrary decisions. And so that that's it. I've said in two cents here to move forward on this. I mean, so I guess to bridge the gap between Deborah

071and Michael, I mean, obviously I think this policy introduces the concept of the application, right, which is we never had. So I think that's a big one. I think I mean I guess we can talk about it tonight. We could easily bring it back to policy mark or we could just say that out of country trips require board notification you know requested through the superintendent. So at least if the you know we would be having this discussion right at the board meeting so we'd be aware of it which I think is what Deb's most concerned about and then maybe we're not necessarily approving it which Michael's having issue with. We're still getting the benefit of the application process which is probably the most important part because that's giving us the information if anything goes wrong

072that we went through a formal application process and where everyone knows right that you've got the purpose of the trip the details the cost the itinerary insurance that kind of thing >> yeah I guess to maybe try one more time here to see >> we can take I guess what I'm saying is we can take it back if I don't approve this. >> I think what I'm suggesting right is that I think the policy as it's written right now satisfies the purpose of the original intent for this policy and that if we're going to approve it tonight, we can approve it under that lens. Now, I've heard another discussion tonight about another scenario that's popped up that maybe um maybe is covered under this policy or maybe isn't, but there needs to be some discussion

073and some consideration of that and by the policy committee and maybe you all come back to the next meeting and say, "Actually, we think this is all covered under the policy that we passed last week or no, we think there's some things here that we might want to add or we might want a whole new policy focusing on this thing." And so I don't um I I want to be careful that we're not spending our time tonight trying to make adjustments to this policy to cover the scenario that was just brought up to SE. Sorry. >> I think Dav Michael's points were different than the policy that Terra brought up, the issue that Terara brought up, which is I think it really comes down to are we approval or notification from the board for international

074trips and that we move forward. Michael's probably going to vote no because he doesn't want to be approved. on our mail, but they have wants to approve of the board's perspective. We want to be approving international field trips. We want to be notified about international field trips. And we can take that back to policy and change the word from approval to notify, which I think is what Michael's asking for. No, >> thank you, Michael. Yeah, I I would with a couple small amendments to strike the I'm not going to adopt this on the fly, but Garrett has accurately captured my point of view with two small edits to the policy as presented to the board. One striking that the school board must approve it and later on where it says the school board must consider

075and has sole discretion. Um, other than that, the guard rails put around there just fine. And so I clearly, as Garrett accurately noted, signaling that I would vote no to the current policy based on those pieces. >> I don't hate the vote. So I I I'm >> All right. So I um So here's what I will say. We I do want to move on because we got a couple other ones that we still need to discuss. At the moment later on this evening when we go to take a vote on this if somebody would like to propose some sort of amendment to this what we're going to have to do is we're going to pull it out of the consent agenda so that we consider it separately and then it can be its own motion

076and that motion could get amended in theory. Okay. Any other discussion on this one right now though? You want you want that? >> Okay. Um >> what is our uh Marcel? Where are we at now? Next one. >> Let's look at um medical emergency plan for sports related injuries and additional protocols. >> And so this um we were talking about in terms of um question a few questions we had about um the deficiulator, >> right? and making sure that people felt comfortable using it and whether or not it should be included in in the language around like the trained designated professional who's there. Um and then also I think >> based on feedback from was it the nurses I believe Robin? Yeah. Um the list of of conditions that would be um relevant for the

077student medical history. questions, comments, concerns with this one for >> which we got a little way. So there was there one final one, >> two final supervision. >> Yes. >> Oh, let's do supervision. >> So yeah, this is I mean it's stating that students must be supervised appropriately which we believe there we are at public schools and it also specifies like where where that supervision is required and when >> that's and once again new to us because it is now required by law. >> Exactly. Right. >> Yes. And we usually always take the NHSBC. >> Yeah. So this is model language schools associations. >> We always stuck. >> Yes. >> Don't leave students alone. >> Questions on this one. >> It's a lot of words to say that. >> Okay. Moving right along. And then

078our last one >> physical health needs of her. Okay. Similarly, this is um new to us and everything in green to you drafted and it was based on um this also based on what the nurses advised. Robin, let's see. Are we looking at JL I now JC? Oh, sorry. Special physical multitask. >> Yes, this one is this also in the NHSVA, >> right? >> Okay. Any questions, comments, concerns on this one board? >> Yes. >> Fair policy perspective, right, Robin? We think that the school is already doing a lot of these things. These are there. I mean, I think when you talk to, you know, day folks like Dan Bourstein, the health teacher, a lot of this is covered in his classes and I think doing an excellent job. So, we're now just putting it

079in policy in place. >> Yeah, thank you. It's not and he did. We have something. >> Like I said, there's another one that's a that's a hot mess as far as the wellness one goes, but they're kind of a lot. >> It's extensive as far as coordinators, but we're still dealing with that. >> Yeah. Trying to keep the burden. >> Any other Thank you. Any other comments, questions, concerns for the second readings will be coming up uh shortly in our agenda. >> I have a question, Neil. >> Rene, go right ahead. Um the so just one a ensure access to nutritious meals. Um I'm pretty solid on the clean drinking water aspect of things, but uh do we have definitions of what nutritious means? >> As far as I understand, we were not given definitions

080of what nutritious sounds, but I'm not Nope. >> Okay. I I just say that as a as a a parent of, you know, the Ray School. Uh I know we've had conversations about food at all of the schools. And so if there is a definition of that that we could use in those conversations in the future, great. If there's not, then I don't have any problems with the language that's here. >> I think this is one of the situations. Sorry. >> No, correct. >> I think this is one of the situations where it's not totally clear if you want it to find or not. Yeah. um in terms of how this the school is functioned. >> Yeah. Lisa. >> Yeah. Um just a quick question. So I know Dan, you said Dan reviewed this. Did

081the middle school the middle school health people are fine with this too >> or do we know? >> I know that nurse Aby's looked at someone who's >> said most of these the nurses and I know to Bournestein remember the other people that reviewed it. All right. Any other Kelly? Some general blanket statement about the again we see so many underexlained underfunded mandates coming from the state. Just have to throw that in there. I said my piece. >> I really am hoping that my handover colleagues are doing what they can to reach out to their state leaders and let them know what they uh what they enjoy and what they don't enjoy. All right, we are going to move on now to draft of the 2627 school calendar which is attached to your packet. Pop

082that guy open. You can plan your vacation time for the next year. >> Ellie, for open record. So, um we had this discussion at handover as well. Um just a little plug to try to move this up a month if we can. a lot of hospitals um vacation time schedules are due at the end of January, excuse me, January. So, when we're looking at this as a draft at the end of January and not approving until February, it makes it hard for a lot of our families. Um second thought, I've probably with everything going on received more emails about the calendar than anything else. >> Um and the concern that I've heard from families is starting so early in August. um this is hard to see but um starting so early in August which I've

083heard two concerns about that one we didn't expect it because we always start the Wednesday before Labor Day so it's just unexpected there are camps for example that are running the 24th to the 28th um that people had already paid for etc. Um, so that's one issue I've heard. And then from a high school perspective, this means that our high schoolers are back with sports on like the 12th, potentially 11th, 12th. >> Um, which means they're getting, you know, less than two months of summer when we finish in late June. So um, those are some of the concerns I've heard. I will go ahead and keep talking and say that I know that our we're following the Hartford calendar. Um I again have heard push back from that about you know how many kids are

084involved in that and are we really making our decisions for the whole district based on one program. So I I'm don't shoot the messenger. I'm that is those are the questions I've heard. I can think of all kinds of other reasons other school districts are staff who you know maybe have kids who are starting at a certain date or taking the full two weeks off for the winter holiday is another concern I've heard. So, just sharing all those along. >> Kelly, >> I did find out from our pray that we could do this earlier next year if you would all like to because she said I gave her the information the earliest that she's ever had it. And she said we could continue to get the information early on, we could move it up >>

085that a month or two. >> Yeah. Uh, let me do Julie and then Garrett. And then just informationational about the sports piece. It's not two weeks before our school starts. It's based on an NHA start time. So even if we backed up to August 12th, sports might start when school starts. >> Like so our kids are here, right? Like our kids because the NHIA tells them to be. So wherever our start time is, >> it's not related to the start of sports. That's >> Jared. >> Yeah. I I guess I you I appreciate the 26th start date. I'm just confused as to why we're getting out on the 16th, which I think is about the same day we get out every year. We go for school for the exact same number of calendar days every

086year. So, what is the >> Yeah. >> issue? I mean, we never we always start the last week of August. In this case, if people are saying, "Well, I've got sports stuff going on that last week of August, then we would be starting for like the first time ever, at least I can remember, in September, as of actually September 2nd, right, to do the traditional 3, four." >> Yeah. Sorry. >> Um, as somebody who sits on a different group of people that lands the Harford calendar, um, I think all these conversations came up. idea not just about Harford but because and like the text meeting as well that we've already reported in there because we talked about calendar and not the CTC meeting but um >> because originally it was later and then lots of

087school districts contribute and to do the Harford calendar is actually or the tech center calendar is quite the headache. Um, but I think the reality is is the 26th if you think about the date is actually usually around the time that we start, right? Like this year I think we start on the 27th. The reality this year is just Labor Day. >> Like that's the like that's the big and if you move it >> to that whatever it is the second as the first day >> that really pushes the last day of school out. Um because it is almost a full week later than we typically start school. So, it's really about when Labor Day falls that it's making this year challenging and it was really tricky like >> as a tech center has to

088talk to lots of different districts like it's um so just to name that these concerns were all brought up and certainly it seems crazy when you look at it as two weeks before Labor Day but when you think about the actual date in the month of August it's the same time that we've been starting >> y >> um any other Kelly and you already talked about this once you say >> I'm gonna say the other side now because I was just presenting constituent concerns. >> She was a messenger. >> I was a messenger. I I will say um because Ben's not here and so I'll put on the survey hat and say that I know families are generally in favor of having a healthy winter break. And so while we could push that back until

089like a half day on the Wednesday or something that has not been a popular option among families overall I understand that it is hard for working parents for parents >> but super hard for working parents. >> Again survey data would suggest the majority but I recognize that it's hard for working parents. >> All right. So this is still a draft this evening. We will be approving at the February meeting. >> Okay. Any other questions, comments on the calendar? Um, in my typical role bringing everybody down, I will let you know that Vermont is considering a statewide school calendar. So, this discussion in the future could be even more complicated. >> Neil, I have a question. >> Complicated less complicated >> or well depend on who you want to direct your anger towards annual meeting preparations.

090So, folks, here was >> Neil. Sorry question. Sorry, a lot of questions. >> Um, I'm just gathering from this conversation, it feels like our calendar is is pretty set. I'm, you know, I that is that I don't know. That's just like the general sense I'm getting. Like, is that true or like what could change between now and when we actually vote? Like uprising from the constituents or like nothing because we're kind of tied to the Vermont stuff. I I am not getting a sense that a whole lot is going to change. >> Okay. >> Um but we also are not going to approve it this evening because it was not on the agenda for approval. >> Ah procedural too. >> That's where you were going with this. >> Okay. Yes. >> Yeah. No, we're not

091going to take a vote on something if it wasn't noticed in the agenda as we were going to take a vote on it. >> Okay. >> Thank you. >> All right. Now I'm going to try to move on to annual meeting preparations. Folks uh around this table know that we typically try to coersse, pick, choose or get volunteers to cover these warrant articles. Um our moderator will handle article number one, article number two which is officer stipens. Um which board member would love to advocate for the salaries then get a lot of people who are not there as well for this one. there on Saturday. So just >> I mean maybe we should start with who can be there on Saturday and then just divide it between us because I know a lot of people

092can't be. >> We honestly we probably only need three people because I was under the assumption um maybe bad um as the chair of the president budget committee that I would have to do the budget. >> Oh good. Um, so then I just need stipens, >> somebody who is on the negotiations team for the service staff agreement and then somebody who could talk to the trustee of the trust funds. >> We doesn't do because I'll be there >> and Ben was on service staff. He won't be here. >> He won't be here. >> I want to do the trust. >> Okay. Um, so yeah, for our minute taker, please put Deb on trustee of the trust funds for the warrant articles piece. Um, Neil will handle the operating budget. Who do we have that could

093talk about the service agreement? Then >> I can talk about it. >> Well, it should be member. >> We don't have button. >> We can just write up the talking points. A board member just needs to deliver them. >> I can do that one. I can transcribe what Amy said today >> and then we'll give Gina. All right. So, Deb will also cover service staff agreement and then I'll have Gina cover officer stipens. >> Sure. >> Okay. Thanks, B. That was easy. >> Um the MS26. Um is there stuff to review here, Teresa, or is this just a >> partly what I was going to do was just talk to the points of I have a question. I'm seriously breaking it up. Go ahead. >> So, um, just wanted to point out that the total

094operating budget includes the, uh, schoolboard member salaries and the clerk and all that. And I just want to make sure that's as it should be. That's my >> Which are you referring to? One of these documents that's posted under MS26 proposed budget. >> Yes. >> Which one are you? >> There's three of them um that have it. It's the three >> instead of 33705 and change. It's 3372986 does include >> includes the schoolboard numbers and the clerk salaries and such. That warrant article is included in that. I just want to make sure that's as it should be. The warrant article should not it should say 335 >> clear the warrant article does say that Kelly is referring to the attachments that are in the agenda item for MS26 proposed budget. um maybe and those I

095think are while we certainly want the numbers to be correct in there, I don't want to get confused between what's in there, what's in the warrant, and what shows up on the MS26, which is actually not >> attached. >> Correct. >> So, I believe while I haven't had a chance to dig into these individual attachments, that the attachments are correct >> and that the board members will be alerted when the MS-26 is ready for signature to come in and provide a signature on that. 26 is uploaded right there. It's It's one of the >> Which one is that one? >> Refresh. >> Says draft ESD FY2627 MS26. It's the very first one on the left. >> No, we don't. We don't have it. >> They went up together. Um >> ours will say final. It's

096under the warrant articles. >> I could not >> Oh, there we go. >> It's not available under the other section, so I had no choice but to put it under the warrant articles. >> Sorry. >> All right. Um, >> and that again says 337. >> There it is right there. >> No, it's 7059. So, >> yeah. And it should say 33 is that 705109 as the um as the base. And then for the purpose of these warrant articles and stuff um even though it's listed separately or it's listed um it's put inside the put in with the base. >> All right. Here's what I will So the MS25 doesn't require action from the board tonight. There's no motion that needs to be made. Um, the request is that we just make sure that the dollar

097amounts are all correct on that document, that it gets reviewed with the DRA by the time that you then send out the email to board members to come in and sign it. >> It has and it has done a it's been through a first review. Um, and as I said, the 33720986 does include the stipens for the board. That's just the way it goes in there, even though we have it separate. But regardless of whether that article passes or not, the salaries still get paid. >> Okay. I just want to make sure that >> Yes. Uh that was a decision that was historically made because we wanted uh the board at the time wanted the community to understand what value they were getting for their dollar um through the service of their board members and

098not because it was required. >> Thank you. >> You're welcome. Okay. Any other questions then on the items for the uh >> the MS-26? Okay, I'm going to move on to our facilities update state fire and safety report with Mr. Tony Dagel because this is a requirement. >> Yep. >> I hope you all got the right attachment. We have a Hanover High School Fire Department attachment and a Francisc Richmond Middle School 2025. >> That's correct, folks. Um, but just on a couple of facility updates. First, uh, we are testing at the Richmond Middle School tomorrow in the lower level for mold. I don't think we're going to find anything, but that's come up in some staff concerns and going to be there. uh the high school here. I mean, we're still working in our spare

099time on a science classroom, put in cabinets and hanging hanging cabinets and countertops and stuff. Um and then the rest of the challenge has been just with the weather, right? Had a pretty cold snap here since October. Um but everything seems to be holding its own here at high school and and um Richmond with a few, you know, mechanical issues now and then, but nothing we haven't been able to overcome. Um and this, you know, this week where we're getting down into the near zero, it's been kind of challenging and 18 in snow. We're ping up the snow at both schools and soon we'll have to probably cut it off. Uh, okay. So, the fire safety reports, um, I'll just preview these, but we're in good shape. Uh, there's really not We'll start with Richmond

100because there's really not a lot of, uh, or any real concerns. If you look at if you do have those reports where you know question 11 12 uh 12 and 13 where it says um uh has any items been identified during the inspection that need followup? And the answer is yes. But then is there a corrective a plan for corrective action needed? No. And reinspection no. Uh what they found, what we found over at Richmond is we had a uh one bad smoke detector, a bad strobe picture. I don't if you guys know what those are, but that that device right there on the wall. Um and uh a bad uh what they call the post valve out front. All items that are not that we can we've taken care of most of those already.

101This is that PR PIV valve we need to work on. Um, but it's not critical because it's a valve that just shuts off the main water to the school and there's a redundant valve inside with detection on it that lets us know whether there's water there or not or someone's tampered with it. So, that was the main critical one at at uh Richmond was that PIV valve indicator. The rest were small items. Um, but and this report will also talk about uh egresses and and door hardware and exiting devices which were all compliant with occupancy loads. We certain like the the media center and the the theater and the gymnasium. They're all, you know, everything. But this Richmond is um 21 years old. So, we probably will be moving. You might I don't know off

102the top of my head what this uh priority list is going to uh what we're coming up with, but you'll hear about at the SAU meeting. Maybe there's some sprinkler stuff in there that I can't recall, but um we're getting to that age where some of this stuff will need to be, you know, replaced. But nothing critical at the moment at Richmond. Um, same thing with handover high. Oh, if you wanted to if you looked back to the last question on these reports 71 where um they give you a description and relevant fire code by citations and it talks about fire alarm and fire protection reports noted some deficiencies and and those are the deficiencies I just talked about. those few wall devices ID valve out out front. But those are things we we will

103have taken care of pretty soon. If not, we've already done. And then there's one more thing here where there was a desk in the hallway that they recommended we move out. those very again my um school a few more things but also not on the critical when it comes to fire safety again if you you know went one you know you can look through all the questions there's 71 of them but if you look at the back uh the assistant fire chief notes the ones uh here at Hover High uh again it's some housekeeping stuff with related to the uh auditorium and our drama department. Um we tend to keep a lot of supplies u wood issu you know for props and stuff and and we have a very enthusiastic da children here at the

104high school and so I have to keep after them about keeping things in proper order and storage. Uh he did find that one of our custodial closets for again the high school was renovated in 2006 and 2007 for almost 20 years. They never noted it but we have a custodial closet that needs a sheetrock ceiling. And um we have a minor leak at least says leak on the the fire protection system that that monitors the back stairwell off the chorus room that there's a flow check valve that has developed a little drip which we got to take care of that. There's a few more items here about ceiling tile replacement. Um this from past roof leaks that we got with stain. is this tile there, but maybe they lose their fire retardant capabilities if they've

105been compromised by water. So, we have some of those. Um, and then improper extension cord use in a couple locations here at the high school. So, we're going to we've taking care of one of them was in a maintenance shop. We've taken care of that already. And uh the other one was in uh what's the other one? >> I guess that maybe another band room is there was some folding chairs and eless but overall I don't handle the fire assistant chief uh and the code building codes guy were here. They we're in good shape. Um no real concerns. Tony, is there any um is there any followup then from the fire department on any of these things? Do you need to correct me? >> Well, in those questions, he doesn't what he wants me to

106do is when I So, we the devices we have fixed, I will get a report from vendor and he just wants me to go toward those off to him. He will might note that on the back, right? One of these things that he wants uh wants me to let him know that we have taken care of those things. There was one at high school that was fairly important and and let me see if you on there just to clarify what how we did it. He actually didn't write it on there, but it was a fire alarm system issue which uh didn't prevent the system from notifying the fire department of a full alarm, but we had a trouble. So when say for you we did a false evac or something when the system will go

107off there would be some static in it >> or different volumes around the school which are amplifier cards in the in the device in the control panel itself. We had to have those a couple of those replaced and that was about $10,000. So it wasn't wasn't cheap and again it's a 20-year-old proprietary fire alarm system. So, >> we're getting to that point where things are failing and you have to replace them. >> Yes. Lisa. >> Yeah. Um, this might be a question for the Trux Collins update later, but um, I feel as if every time there's some sort of improper extension cord usage in almost every school when the fire department comes through. And I'm wondering if it's just that people just do and they don't think about it or whether our facilities don't have

108proper electrical outlets for the teachers to do the jobs that they need to do and we need to fix that. So just a general question because it it's one that kind of pops up all the time and I I'm just curious about is it a is it that the rooms themselves don't have the proper electrical outlets? >> A little both. Okay. Um here at the high school I believe there are most receptacles where they need them. >> Okay. >> Um some power and something light Christmas lights or something like that. >> Just trying to think of like what sort of money we might need to spend. >> Yeah. >> Talk about Bernice Ray or something then. Yeah. It is in receptacles. >> Okay. Thank you. >> Yeah. >> Or what other questions do we have

109for quick? you mentioned uh some you know aging systems. So, I guess when we're looking at budgets for NCS and others, um are those things kind of covered under what we call kind of the annual expense budgets or are you talking about something that's much more bigger capital like an entire you know >> I think what's going to what sprinkler system >> like a sprinkler system >> I think what we would need to do is first probably under our operating budget do a full inspection >> okay then whatever that inspection comes up with might be thousands of dollars, right? So that could be more capital, right? So I think yeah, we'll see see what again I haven't I didn't get a hard copy of the presentation. So I don't I I saw it once and

110then saw how they did it and I was instrumental in making the priority. So I do think sprinkler systems might have in there. So those types of things again we have to first start with you know the like we do an annual inspection on our sprinkler system but they check valves they check uh they check a few sprinkler heads and they make sure we get proper flow throughout the system they don't actually go and inspect every room and every head every piece of pipe I think that we might need that okay in the near future because we are pushing 20 years old we've had in high time we've had a couple of sprinkler leaks the piping that supplies the sprinkler head um and it depends on the location of the school like I talked about

111that one little drip on that device it's some areas of the school have a little more moisture than others um and so the pipe might rust a little faster than others you look at some it looks brand new you look at other like oh how's that so I think it's yeah soon where you should we're at that age where We could do a in the summer do a full inspection and get a report and say, "Okay, what are these deficiencies? When are they going to take now to last another 10 and 10?" Yes. >> What other questions do we have for our facilities director? >> Thank you very much. All right, moving on to the next agenda item, which is non-residents participating in RMS Sports Court. I'm hoping that you will entertain me this evening.

112We wanted to try to limit discussion of this item tonight. I'm really interested to find out what pieces of data would you like to have for this future discussion so it is productive. Kelly, >> I made a list. >> You made a list. Um, so >> you're gonna have to send that to me an email so that I can make sure that we >> we'll do go ahead. >> So, first and foremost, what are the insurance concerns of including non resident students for transportation reasons, etc. And how can we address that if there is a way to address it? Um, if there are differential or additional costs, that would be my second question. Um, my third question is basically an AB. Um, can we have a prioritization list? If we decide to embark upon this,

113what would it look like to have a prioritization list whereby there might be um different potentially different levels of inclusion for different sports, space permitting? And I've also heard questions about sixth graders being included in that as well. And putting on my track and field experience hat, I would say there is far more space on a cross country team or a track and field team for extra students, whether they're sixth graders or lime students. Um, which I will note is a sending school. So I I don't think we're opening Pandora's box to all um, you know, that's we have we have traditionally had a sending agreement with Lime. So, um, I those are some of the things I wanted I would like to understand what might that look like if there was a prioritization listing.

114Could it be different for different sports? >> Okay, I mean, again, I at first I was appreciating that. Okay, this makes a lot of sense. Someone like Lime be able to send their kids just like we used to with the um with the recck department. But as I thought about more, I think we just have to be maybe this is just going to be very s shortc circuited just by the rules with the other middle schools. And I guess if I was to elevate this to the high school like I don't see how you could have non-residents participating on our high school sports teams that don't go to the high school. The whole purpose is is that it's the Hannover High kids that are competing against the other schools. I'm just thinking now if we're

115going to take RMS, let's just go down to another school. I know it's only middle school, but it just seems like a little bit strange that if all of a sudden we're competing against other schools that we all of a sudden have just decided take in a bunch of non-residents from our team that don't attend RMS. And I'm not saying residents and not I mean I guess it's more about RMS students. And I again put this back to the high school level. I just don't see how you could have a team and I'm I'm thinking about even from a competitive team. What if all of a sudden we're camping against Exit and they got a bunch of kids coming in from I don't know >> Austin Austin >> I put in NAS included >> that

116seems to be and again I know the high school is done by NIA >> there is a middle school this might short circuit this conversation completely >> so we will try to reach out and grab what the rules and the regulations are from that governing body as well too. Um, >> right. >> Yeah. >> Uh, I'm just curious things I want to know is like how many kids are we talking about? Right. We know Lime is a big sending school. Um, somebody had put H Heartland under here and Hartland does have a rec department that um that provides middle school sports so they're not without sports. I think there is a piece for me when I think about getting to the high school. We have sending schools that truly the kids do not have an

117opportunity. like there's not there is not a le there's there's no recck department there's no place for them to do that. What does that mean in terms of equity at our high school? Does that mean that kids from that town can never get on to varsity team because there's literally never been a time for them to learn that sport? Um that feels like an equity issue from the high school and those are our kids once they're in the high school, right? So I think there are questions. I am curious about the legal implications of I mean I think those are valid questions but these are kind of the things that I think about is like how do we ensure that these are opportunities these will be our if these are kids who will be ours

118that they're getting access >> what else anything else that we would like to pepper that discussion >> I think part of the answer to Carrie's question could be how many kids were in the recck department from non on residential towns from years before just to help us get to that number. I mean, it's hard to project theoretically what it could be, but I would be curious as to what it was in the past. >> Any uh >> I wrote it down the notes, so I want to say it out loud. Um I think it listening to Carrie that also opens up a whole other question about other co-curricular after school activities that have the same question. And so before asking these questions, that's another need to consider. What what info limits is robotics open? Is

119music programs back musical? >> Yeah. >> The theater department. >> Yeah. >> All right. I think we've got a pretty good list. Um, if you can send that to me, then I will make sure that I get it to Ben so that he can lead that future discussion and not me. >> Okay. Anything else on that agenda item? >> Sorry, I'm sure this has already been asked, but I would want to know from the middle school sort of what they feel their capacity is because this is a new AED. This is a new this is a new thing. So, what do they feel they could realistically handle in your from an ad standpoint, year one, year two, year three, year four, like if they could sort of project out that would be helpful. >> Okay.

120All right. We're going to move on, gang. Yes. Deb, I move to approve. >> I'm gonna hold. I just want to make sure that we don't that we do it right from the beginning. Okay. >> But I appreciate that enthusiasm. >> We don't So, we want to pull H out and we don't really need to do G. Um, the other thing that I will say ahead of time, so go ahead. >> I thought we were approving the second read policies. We are, but I want to I think what we want to do is pull one of them out. >> Yeah. >> For a separate discussion. So it means I don't want that in the consent agenda. It doesn't mean that we're not going to do it. >> I just want to pull H I want

121to pull G and H out of the consent agenda. And before you make that, um, so gang, when it comes to minutes, I do know that there is a flub in the the minutes for the January 13th meeting. the overall budget amount that we approved. It's just got a typo in it um in in the second line there. Um the the prior um item is correct. So, I just want to make that note of a change in the minutes. Um any other minutes, modifications that board members noticed that need to be addressed. >> Yeah, I think I'm listed as being present at some meeting when I was reviewing the notes. I'm sorry. where they're like I might have been present at one of the meetings on the 21st and I was not at any meetings.

122>> Okay. >> So, uh >> right so we will make that modification as well. Kelly >> so in the minutes um under the budget adoption reading and so I think that would be from the last resin meeting when we adopted the budget um the number is just typed incorrectly. >> Yeah, that's what I just that was the you said that. Okay, thank you. I zoned out perhaps second. >> Yeah, there's an extra zero there. >> Thank you. Or the five's in the wrong spot, too. So, anyway, it should say 33,75. >> Uh, the handover school board regular meeting, a 7 p.m. meeting. I'm listed as the attendance on the 21st and it was not >> the handover. >> That's not my >> That's okay. >> But duly noted. Okay. >> Thank you for your honesty.

123>> That Deb, why don't you go ahead and make that consent agenda motion, please? Okay. I move to approve items B through F with the amendments of the meetings as of the minutes as noted. >> Thank you. I have a second for that. Lisa, any further discussion? Okay, we got a roll call vote. We'll start with Gina. >> Deina. Yes. >> Christy, yes. >> Yes. >> Renee. >> Sullivan. Yes. >> Yes. Thank you, board. All right. Um we're going to move on um to our second read policies. Is there a board member that would like to make a motion related to any of the second read policies? >> I would note that I don't think there's urgency to all the JA and so we can simply bring it back in a future month. So I'm

124not prepared to make a motion to amend at this time. >> All right. The only thing is that Julie had mentioned she was going to be coming to us with plans. >> So, >> I would suggest we actually adopt it knowing that we can do an R if necessary. >> Is that in the form of a motion or is this discussion? >> Well, I don't know. So you could So what I would suggest is that somebody should make a motion >> and then we can entertain that motion and it will either get voted up or down. >> Okay. I'm going to move to accept policy JL CJ A J L I A and JL CK. >> How's that sound? >> As presented. >> Second. Second by discussion board. >> Just the ones other than the

125field. Not >> so that was Yeah, it was the the um >> the other second >> three of the second reads excluding um JLC. No, not JLCK, but it was uh >> JA. All right. Discussion of the of the motion to approve those three policies. None. All those in favor of starina. Yes. Nelson. Yes. Russell. Yes. >> Yes. >> Right. >> Sullivan. Yes. >> And Odell. Yes. Any further motions for policies. >> I move to accept policy JA as written. >> Is there a second? Second by Jerry. Discussion on that policy. B. Derek, can you re um recap what you were saying before? I'm trying to find the wording in here. I can't. Well, again, I I was just trying to solve a problem which it seems that there's a just there's a bit of

126disagreement amongst board members or uncertainty maybe is a better way to put it whether we are seeking approval or whether we are seeking notification of international travel from our programs. I don't think from a and I am speaking for Marcel here. I'm not sure from a policy committee standpoint you care. We'll write the policy out or the board would like to do it. Um I just don't I think we just need direction from the board maybe what you'd like which is why this is probably going to be a bit of a board discussion. You guys want to notify be notified or do you want to be approving international travel? Because as it stands right now, it says that we if we approve this by vote, it's going to be that we are going to be

127approving >> international travelers presented at meetings by broad. Right, Michael? I just want to make sure are people representing that the print march intensive will be held up in some way if this policy is not adopted. >> What now? >> I thought she'll the programs were already presented to this board and the board already approved them for this year. Like we are well past that. >> So >> this has got nothing to do with cam. >> So I would just say to me I don't understand the time urgency. We can vote it up or down, but >> I I think >> Oh, hang on. Gina had her hand up first. >> I just want to add to the discussion that like Michael, I'm uncomfortable with the idea of the board being an approval um rubber

128stamper on this. I want to give the principles the um authority and superintendent to make those decisions. I think that as it's 8:10, we were supposed to start the SAU meeting at 7 o'clock. I do like the application and all of that. Um, the other thing I'll note, and I I say this respectfully, is um, and I guess you said this too, Michael, you know, the difference between Italy and China to me is like I've gone to China three times and I think it's incredible that we made that opportunity happen for our students. So like I just want to be careful about how we're thinking about to me it's is this country on a no travel or a safety warning list versus I don't want to make judgments about cultures or communities because I think

129there's some extraordinary things to be learned in a lot of places. So I will be if we do this as written I'm voting no just to communicate that the off Lisa and then >> yeah and I share the same concerns that Michael and Gina have but I wanted to answer the urgency question. I heard like Kelly did that Julie has some trips coming up that need to be approved >> um for April travel um which means people kind of you know like plans have to be made. So there there is a sense of urgency for some upcoming high school trips that don't appear to be March intensive related. So >> as someone who has a child going on one of those trips, I can't imagine how the trip isn't going to happen because we've all

130paid like a significant amount. >> She said that. She said that. Um, I think my sense of urgency at this point is I would like a clear message and clear standards to staff and to school leadership so they know what to expect from the board. I think if the board really decides, you know, uh, we're not going to do approval. We're just we want acknowledgement, then the board gives up the sort of, you know, the messaging that I had heard that there were some upset folks about some, you know, trips or some I don't know if it was the timeline or the location or the fact that they didn't know it was involving students or where it fit into the curriculum or I don't know what the issues were exactly and maybe some of them

131predated my time on the board. I just don't like to give mixed messaging to the schools and so I would love to resolve that in whichever way that the board can. >> So that's my urgency. >> Michael, just very quickly because I agree with Gina regarding scheduled time. Um my personal um opinion is that we should give the policy committee clear instruction to come back with the policy with the same gargraph rails that are here but resting the decision the approval with the superintendent and the principal. Um if the maker of the motion be willing to withdraw that's great otherwise I would make a motion to um postpone indefinitely the motion. >> Okay. Who was our original motion maker? >> Deb. >> Me. >> I believe I >> would you be Yeah. But hang on.

132So Deb, it's up to Would you be willing? Are you willing to withdraw the motion? Would you like to move forward with the >> I I think I've been pretty clear. I think that school boards should know when their kids are traveling internationally. >> Okay. >> So, I don't have a problem with a vote on this. >> Right. But so we Yep, that's fine. So the motion has been made. It has been seconded. We're having discussion right now. Michael, >> well I make a motion to indefinitely postpone the item. I would need a second for that motion. Of course. Yes. And you are testing me tonight. This is getting to the state. This is getting to the state level whereations don't know >> more well versed guy. >> Why was a majority it is debatable?

133>> Well, now we discuss do we discuss that now? >> Um, it's open for discussion or is it >> Yeah, sorry. There was you made the motion, Lisa seconded it. Is that correct? >> I'm happy to second it. >> All right. We are now talking about the motion to postpone. I think with the mixed messages that the board has sent to schools that it would be irresponsible of us to postpone it indefinitely. I think it would be it would feel like a much more positive thing just to give some clarity to the schools um rather than punting the ball. >> Yeah. I I think for me if I'm remembering and again new to this stuff but when that like I think for brand new to the board so what I'm remembering is the trip to

134China and my understanding is like some of this stuff really comes out of some concerns about how much notice was given who was able to go how much opportunity was given to everyone as a you know um just some really >> you know concerning we need some frameworks right like um how did this happen and there's a part of me that's like this is some framework is it perfect no but if we don't do this then we're going to have another how many months of trips planned without any framework versus this and then can we amend it? Yes, we can always alter it. And so I think that my understanding from this initially was how important it is I mean I'm echoing what Gina said to get something to help identify that because it was

135such a negative reaction in terms of the response to aspects of the China trip that didn't feel impaired or >> Yeah. Garrett, >> I was just say I remind everybody that there's a lot more than just the approval, right? When you read down through the third and fourth paragraphs, it talks about, you know, guided by the state department, security reasons as far as what people are bringing. So I I think we do have >> Yeah, I want to I appreciate that. I need to bring us back though to so the motion that we're considering right now is the because if we postpone this in depth, I think there is a point to like we do need to put this in place because of these reasons. Again, it's not so much China, but let's just say

136someone's proposing a trip to Argentina or Iran or some be a little more present. >> I was speaking to the reason for the motion isn't to arbitrarily delay them is to send it back to the committee to say keep the guard rails and have people be notified. It is simply my disagreement with whom should be the final decision then. Um I do recall disagreeing with my colleagues. I don't recall everything you interacting your responses and that is I just wanted to explain >> I would ask um Michael to resend your motion and then just move to send this back to the committee >> work done. Yeah, we can we can accomplish that through. So, if we're um to call the question on the motion to postpone indefinitely, if it's majority in favor of this board,

137then effectively that will signal that this policy goes back to the policy committee for further consideration. There's nothing that precludes it from coming back to us, right? So, that's essentially what would happen. >> All right. So, we have a motion on the table to postpone indefinitely. It has been seconded. Is there any further discussion on that motion? >> I just Is that does that is that code and board speak for we're sending it back to the policy committee? >> That's what that means. >> Yeah, that's that would be the effect of asking. >> I think the word indefinitely is making people uncomfortable and I think the intention of that word is simply that we don't know when the policy committee is meeting next. We don't know when it would next come back to us. But

138I think so it's open-ended simply because The motion maker doesn't know those dates. >> Just to be Yes. For those because this body doesn't typically follow Robert's rules very closely, I will just let you know that a motion to postpone indefinitely means that it can be brought up again renewed at a future meeting. Um, and if this body so decides, >> I just for for clarity sake when this goes back to them >> the questions merit a debate are notification versus approval and the implementation in consultation with the bodies that already oversee this to make that coherent whether or not it's a part of the policy or in the R. Are those the things that the policy committee is cool? Got it. >> All right. Any further discussion on the motion on the motion to

139postpone indefinitely. I'm checking Renee this time to make sure that I did not. >> Yes, sir. >> All right. All vote starting with Gina. So, post just to be clear board right. If you vote in favor of postponing this indefinitely and it passes, this will go back to the policy committee for further consideration and then this body will likely see some future version of that policy right back there. >> Okay, Gina >> Kanye, yes. Nelson, no. Russell, yes. >> No, yes. >> Okay, hold up. Hold up. Hold up. >> I need to start taking uh >> I'll do another You got it already? >> Yeah. >> Okay. And what did the bless said? Yes. Yes. I'll say yes. >> Exactly. >> I'll say yes. >> And Renee >> Sullivan. Yes. >> And Odell. Yes. Does

140that >> 82? >> Okay. >> Any guesses? >> Right. The motion passes. Has been postponed indefinitely. Policy committee. Thank you. >> Point of order. Do we go back to the first read >> or a second? >> Um, I think it would depending on uh >> depending on what comes back. Um, you know, I I think that the substance of the change is material here. I would I would My gut says second read still. >> Okay. um as long as you're not coming back with an entirely new policy. Okay. All right. Um gang, you're probably not um happy to hear this, but I do want to move us back to the postponed item from the beginning of the meeting, which was the warrant articles. And we did hear back from legal counsel >> regarding the order.

141>> I think we said after the SAU meeting on that one. >> No, we said uh >> whichever came first. possible everything. >> I am not going to recess this meeting, just open it up again later. So, >> that's fine. Thank you, Neil. Making sure we're doing it right. >> Um, so Robin, can you just let us know what we heard back from legal counsel regarding the >> We said only if in a previous annual meeting there is a warrant article requiring that you put the tax impact. Otherwise, it's totally discretionary for the board to include it. >> Okay, >> take it off. I have Yeah, I have no >> no no recollection that that was previously there. >> All right. I was going to say, Kelly, because I got the sense that you were

142about to raise your hand. >> That's not really relevant to this. Um, one thing that is relevant in looking all this up while we're in the meeting here, I did find another thing that says we are supposed to include about cost of attendance and state test results. >> Yes, we have that we talk about that. >> Thank you. >> Yeah, you're good, Kelly. You heard it already. >> And that's on the warrant. >> Okay. >> So, >> yes. So, can we >> So, it's on the ballot, not the warrant. So, we can approve the warrant without this language. Thank you. >> Just wanted to clarify. >> We have to have fines. We have to Okay. Okay. Michael, >> did you have your hand up? Are we having a open discussion of the one article? >>

143Correct. >> I I do have one question. >> Yeah. Um, in the second paragraph of article six, the junior varsity hockey item, the language, this is a question for the superintendent. It says in the second paragraph halfway down, the proposed warrant article would require SAU70, the school district and or Hanover High to endorse and support such a team such that it would be able to play other JB hockey teams under NHAA rules. Do we view this as mandatory or advisory? >> It is advisory according to our attorneys. >> I I cannot speak for the people that drafted this. They do not know that they understand that it is an advisory. >> They of course can get their own legal counsel to look that up. But if this were to um pass or receive a majority

144of the votes, I could see that being a point of contention between those families and the school district. >> Yeah, >> Eric. Well, I think people are are having served on the athletic committee for a while and having looked at this when other people had come forward at the city wrestling new sports be added. I think what people are failing to comprehend here a bit is is this not just about it's self-funded and we've got the team. It's all of the administrative of like the busing who's going to do the schedules. What happens when a game's canceled? That all falls onto our >> um you know our athletic director and assistant athletic director, right? So there's a lot more than just like because I get it selfunded. How can how can this be a problem?

145But it's actually a lot more than that because you know >> title nine >> people title nine issues come into play. That's actually a huge one. I didn't I forgot about our previous people come to us with sports requests and even just >> Yeah. Um but all good points. Um I just want to bring board members though back to so you look at article six because it was a petition or article. We don't change the language here. Um but we can certainly have administration reach out to the folks that did submit this one just letting them know um you know that based on our understanding talk council this is advisory only just so that there's hopefully no confusion heading into the vote. Um I'm going to get to you in a second Lisa. So what

146we're looking for tonight gang right is that we could approve the warrant articles um uh uh without the inclusion of the tax impact. Lisa, >> yeah, I I I honestly don't want to belabor this, but I am concerned beyond the people who wrote this that the people who vote for this think they're voting for us if this passes that we are it says that we are required >> to do it. And so it feels a little bit misleading to the voting public. So, I would want to if I don't I I don't I just I'm not really comfortable with that language in here without something. >> Can we put an advisory that this is a that could we put like we do any other >> warrants? What I would suggest is that um this body

147um send that message out through a future meeting. It could also be through postings to the list serves, posting on our website. um other methods of getting that um communication out um knowing that the language that we're looking at here is the language that we need to use for the warrant article. Good >> Lisa. >> Yeah, I'm sorry. I just again what I was what I was suggesting is that we since we're taking off the warrant article, the tax impact of article what I mean we're already modifying these warrants by taking off the tax information. Is it possible to add a line about, you know, just saying that this this this article is advisory only? >> Period. Full stop. Because we're already modifying this >> and the other articles. >> We are modifying it because

148legal counsel said that we were allowed to remove that specific line item. If you're asking whether or not we can add additional language to a petition warrant article, I'm going to have to turn back to legal counsel and get another opinion on that. I don't know the answer to that question. >> S. Yeah. I I I get that and I guess I'm not saying that legal counsel has said that this is advisory. So could we put legal counsel has said this is an advisory only article >> and you're asking a question that we don't know the answer to tonight. >> But okay but we but we do know that that was their response. We just don't know whether we can add it to the warrant article just to clarify. Correct. Okay. Thank you. Um I

149was just going to point out I think if unless I'm mistaken that someone will be speaking to this article in some capacity at the annual meeting right and I suspect the individuals who put this forth will also be at the annual meeting to speak to it. So I think there are plenty of opportunities in that space also to make sure it's clear that this is the expectation with this article. >> Yeah. >> Okay. So, what what we are looking for though at this point is a motion to approve the warrant articles removing the tax impact language. If somebody would be so willing to make that motion, >> we just did article three. Did we already do the others? >> Um, >> I thought we did. I would do all of them because I don't know

150whether or not this uh >> understood. >> Yeah. >> Move to approve the 2026 27 warrant articles as presented except for the removal of the tax rate statement. >> Uh is there second to warrant articles as amended? >> Thank you. Any further discussion? All those in favor, we'll start with Gina. >> Yes. Nelson, yes. Russell, yes. >> Yes. Mets. Christy, yes. >> Cost, yes. >> Renee >> Sullivan, yes. >> And Odell, yes. Thank you, Ford. I'm going to move on then to report of the chair. I have no report. Committee reports. Any committee reports? No committee reports. Superintendent's report. >> I will defer to the SAPE meeting. I have plenty to talk about there. >> Okay. Interim director of curriculum and instruction reports. >> I'll do the same. It's uploaded for you to view and

151I will defer to the next meeting. >> Okay. Business administrators reports. Um the only thing I wanted to report was that after Friday's meeting um and then I work with Ki um also Jamie on a couple things but uh because the question was about the FY26 whether or not which it didn't affect the FY27 obviously um assessment and stuff like that but there was that anomaly of that $12,000 that um that Tony had brought up. So I had to go back from the beginning of time and kind of come forward to that. In the end, um the numbers in that column were adjusted a little bit um to account for that and to match because when I pulled the MS 22 again and the 26 again because again all the documentation that I had been

152given and from last year's book and everything else um is what I was building off from before and stuff. And so I went back to those and then once I went ahead and made sure that those numbers tied out 100% with the MS26 and the 22 um it obviously changed the assessment with or the tax rate implications of going forward with the handover. So it actually changed it in a good way. And the change the other thing um was the fact that on the suggestion Friday we were building in like um a $10 million uh possible increase to the NAV. And so it was discussed that the better choice was to use exactly what the town and what the rest of them are using and build in that $36 million nav. Now, as soon as

153you do that, it's going to bring that nav number up, which means now we're calculating out. So, from the tax rate, we were at was it 7 where we're at at this point. And I did upload the documents that you can see that it brought it to um and again, I know this is not handover, but it's leading to the current and stuff. And it brought it down to 6.45 um increase. Can I just make a clarification about that for anyone who does not know the NAV, she's talking about the basically the tax base. So the property valuation tax base that we're calculating our tax rate off of. >> Y >> so the tow's estimating a much greater increase. >> And just to clarify, Tracy, you uploaded the documents where >> um they are listed

154under I think I put them under the budget discussion >> for this Dresden meeting tonight. Yeah, because the the um overview the net s um assessment re documents they're dresden documents and they are under their well >> under the MS6 proposed. Yeah. >> Y >> okay. All right. >> Um but just to wrap this up in a vote, the meeting on Friday, the budget review meeting on Friday was successful. Um and everyone is in agreement that the numbers and the calculations are correct. Annover Finance Committee has reviewed and is agreement with that as well too. >> With gratitude to Kari, I would >> Yeah. >> Okay. Uh anything else in business administrators reports? >> Okay. I have no need for a non-public session this evening. Any future agenda topics? Send them to Ben. I will

155look for a motion to adjourn. >> I move to adjourn the rest of the meeting at 8:32. >> Thank you. Is there a second? Seconded by Deb. Uh, roll call once again. Starting with Gina. >> Yes. Nelson. Yes. Yes. >> Yes. Yes. >> Christy, yes. >> Yes. >> Rene. >> Sullivan. Yes. >> Oh, yes. We are ajourned. Thank you. >> Um, Jan, how much time do you need to switch it over? like three minutes, five minutes. We have a five minute break, guys. and our >> No, I thought they weren't really
