001e e e like Wonder powers activate thank you and thank you all right it is like Wonder powers activate we're good thank you so much um hello everyone uh I'm Lisa Christie I am the chair of sau70 would like to welcome everyone to our August meeting it's been a while since we've met so thanks everyone um I will now almost immediately hand this meeting over to Kelly McConnell um because I have to get my 18-year-old son packed up and ready to go at 500 a.m. tomorrow morning for college so um I will stay as long as I can but to avoid confusion Kelly has graciously agreed to chair tonight's meeting um so with that I actually will hand it over to you um so uh sorry that we are getting started a little bit late

002everyone but um I will open with asking for any items that need to be reordered added or deleted from the agenda yes sir yes I would like to um ask for a deletion of current item 5f approved revision of policy jbab but we don't anticipate any revisions will we need to that policy tonight okay and additionally there are some discussion items underneath in that policy that we want to update with newer language as of this morning instead of as of last week okay andj has stuff ready to go I think on that okay so we're just removing 5A completely and yes and then um additional language under four a removing a strike from got okay all right there no objections that okay any other changes or additions all right uh moving on to members of

003the public anyone like to address the board at this time no no just and as well okay we will move right on then to reading of policies that's still me unfortunately um so as you may have seen from some of the emails going around we kind of have a lot of things to talk about tonight several of which are very timely due to changes in the title line regulation that actually were effective as of August 1st yes that is in the past so we um nhsb asked us to wave new policies requiring to multiple readings and similar and approve the following policies tonight and then as needed rescheduled to review of them if we de it necessary um so we have a lot of things to go through here and I have um some notes

004I'm going to kind of go through things a little quickly this is going to sit here for a while and um but feel free to interrupt as needed uh acting chair Kisha would you want me to go through each one and then discussion or kind of do everything and see where discussion goes um let's plan to do everything if there is pressing discussion I will glance around you guys can interrupt but I think ouro should be let's just go through so there are a number of uh a policies and a few of the r versions that are just internal regulatory stuff that I'll talk about and I'll go in order here um feel free to follow me along by I'm going summarize the additions and changes the first one policy AC and again these are

005all uh per Title Nine and all these we already have in one wage another these are changes to things we already have they're not new policies per se AC expands um the definition of harassment and includes different groups that are considered you know things that could be considered harass a particular group new groups include ethnic or uh those with specific ethnic Origins Creeds pregnancy status for veterans it adds more information and definitions to what can constitute harassment or sexual harassment as well as to whom the policy applies now it explicitly says students employees vendors several other groups it defines a District Human Rights officer which in this case will be Rett Derek it's fairly similar to other duties he already has it establishes a need for a written District anti-discrimination plan which they Administration will

006work on it prohibits discrimination and harassment for various categories I want to note including pre-existing categories of race and gender identity and it's um prot protecting harassment from quote the benef things that will not impact the benefits of educational programs or activities on the basis of any of the above classes or economic status that will come into play later there is an R verion for AC that simply provides specific name Nam contact information I.E R locally and several National groups and phone numbers and emails at Federal level moving on to the second policy which is ACAA that is harassment and sexual harassment policy specific to students that expands the definition of harassment in different categories to include the new categories of sex stereotypes sex characteristics and pregnancy or related conditions no gender identity and sexual

007orientation already present in our current policy it also expands the definition of harassment itself to include quote unwelcome offensive conduct it expands the definition of a hostile environment as well um previously all School Employees were were required to report incidents to folks like that um now there's a car about for quote confidential employees which was a term that was new to me which essentially means our staff psychologists acting in their professional duties if they hear something like within the context of a session or something like that it includes a carot for them reporting it they still can they're just not required to report information if it's received within their professional duties great ACAA has two new R versions one um so there there's some slight nuances between them but basically the first one adds various

008definitions which I really like it adds some nice context it updates the mechanisms of how to report harassment how to handle those reports the appeals process and similar um the second are to names our confidential employees I.E the four School psychologists has more definitions and it also applies specifically to sex discrimination and sex harassment while R1 is for General harassment moving on yes I would say the the difference is that before this change we had lumped both of those different types of Investigations under one R policy and of no the new style of of investigating and Reporting and stuff is all actually easier on the administration than before so process is actually kind of a win ignoring all the other stuff um moving on to number three which is acab that is similar to the

009one I just talked about which was for students this one's for employees has the same expansions of what harassment constitutes it does have additional categories that are not applicable to students but are to employees which includes discrimination based on age your status of whether you are a parent or not or any other status based on the makeup of your family and then the R1 and R2 versions of those are similar to the ones of ACA except for employees rather than students and those r1s we are hoping to retire our current R versions of those because the differences in procedures are enough that it was more effort to try to change the old one rather than just to adopt the new one and um differences in procedure I already mentioned that's it for the a ones

010that are required for Title 9 that we have to act on pretty close to immediately any questions specific to those I have one quick question um and then I'll take you guys um just wondering about the titles so the content has changed to sex based harassment or sex harassment but the titles are still saying sexual harassment so I just wondered if that was intentional or we the titles I don't think we have we we can't control the titles but I think those are the titles given to us given to you okay right um Tony yeah I'm looking at AC okay and the second paragraph talks about discrimination because of and then a long list of categor yes but on page two definitions there's discrimination is and the list of categories doesn't seem to match yeah

011I noticed that too I think that was also where nhba itself was also moving fast um and so I suspect that we'll probably find a few more of those that will be in the future revision but I'm perfectly happy to like CEST those tonight have Ryan work out the difference make sure they're consistent throughout J Ryan and I went went over these like over and over over again the difference there um was in the original documents were given by our Law Firm but the the the phrase or any other characteristic protected by law we felt at least covers Us and make sure that it applies yeah that's a great question I noticed it this afternoon see NE so it's the chair question how does this apply to Vermont well interestingly the changes to title line

012are in fact for Vermont as well and um I know that Ryan spoke to the committee this morning about how she's done that research um and we we have the same non-discrimination obligations there under law there is an interesting like we're going to get into this a lot more deeply start to think about this in terms of the context of recent Regis legislation passed at the state level in New Hampshire but as far as the AC changes we have to make the same changes in our in our our title n policies and our non-discriminatory policies in Don as well these are federal yeah I understand the fal so I think in particular I'm I'm trying to figure out from a reporting requirement standpoint these reference one of the alternate ways to report is to go

013to the New Hampshire person not R but there was another reference to a department of uh human rights or something like that in the would that not if the incident if the reporting occurred in Vermont I assume it would go to a Vermont office and then I'm also curious as to what happens when the student is a resident of Vermont but the occurrence happened in New Hampshire so the way we work work these situations out now New Hampshire law applies um we are writing a a corresponding policy for Vermont and and we'll have this essentially just the same policy only with the proper references for reporting on the other side of the river I I can certainly get clarification from our attorney about what happens from a reporting standpoint but yeah I think we just

014want to be as clear as we can with both staff and parents as to how this thing operates in an interstate School District because I think it could get pretty confusing pretty quickly unless we've got some clear guidance as to how it should happen right we we had a similar conversation around our our mandated reporting obligations uh and our practical solution to that has been reporting to both States um so I my I would think that we would do that by default anyway but reporting to both states only in the case where the student was from Vermont right or if one of the students were I mean these situations where it's more than one two so yeah okay anyone else specific to a a okay little commentary yeah please so on the whole after after

015working with our lawyers after sitting through three and a half hours of training on this um I think I can speak on behalf of the administration that we see these changes as as positive things essentially we' broadened the scope or the the number of of protected classes that are actually protected by the law and then we've we've reduced the the investigative burden on the administrators that are charged with with following up on these claims um and so and and we split out the uh the the regulatory requirements um which kind of keeps it cleaner so that if it's deemed to not be a title n case we still have a fasman obligation to investigate under the our one policy and um have a separate one for a title n investigation and that reminds you of

016note that everything I'm talking about was unanimous from a policy perspective including that so for that reminder y so is the is the timing of the approval for policies not as uh important in Vermont we're we're approving them in August we're already late unless we'd had a meeting August 1 or prior to August 1 we we're we plan to have it on the agenda for the norch meeting which would have been tomorrow okay and the other districts as well okay yeah any other questions all right then um moving on then this is not a new polies is jbab which we have discussed uh several times um at this board and this was prompted By changes in the the recent um signed uh house build 1312 from on the New Hampshire side of the river where

017jbab concerns transgender and gender non-conforming students uh we tend to look at this every couple of years or so based on information new laws and things like that it was most recently looked at in 2022 without any changes made and based on House Bill 1312 two primary points within the current policy jbg uh we want to talk about tonight and that the first one is section A and Then followed by section I and we'll do um section A first uh 1312 generally speaking and speaking very quick summary it contains a um a Prohibition this is going to confusing a Prohibition of policies that prohibit telling parents about and others about private transgender status or students having a gender non-conforming presentation at the school it does not say we are required to tell like this not

018we see something we're going to call but the law says you cannot have a policy that says you cannot tell parents just to make sure we've been clear because it's a Prohibition on a Prohibition the double name yes which kind of gets into like how well detailed this how well this was written um J you want to tag team this a little bit I can you go ahead no go right ahead the law does not require initiating contact with parents are similar but we can't restrict those thing those discussions from happening per 132 we had legal advice on this last week J mentioned the time period and we had it again this morning August 13th indicating that from the perspective of our Consulting attorney and the policy committee the current wording on that can stand

019if you look at the policy as written and I'm going to read it out loud in a second um I'm looking at guidance a privacy and um there is a clause on the fifth line that says unless legally required to do so in terms of the disclosing of information s the full sentence is school Personnel should not disclose information that may deal with students transgender status or gender non-conforming presentation to others including parents and other school Personnel unless legally required to do so or unless the student has authorized such disclosure um it is our perspective from policy that given that context the current paragraph can stand and without any changes any conversation specific to a just to rescate that that is under legal advice as well that is under legal advice that our current standing

020policy fulfs both our current needs and the F state law okay so sorry to be that's why when I looked last night that paragraph Was struck and when I looked today it was unre it was based on this morning's legal policy discussions still sh it's still there um J that up he refresh I eliminated the action item so if it was there it's not it's no longer there um and the clean version what was in the administrative contact but basically what was struck is being kept yeah specific to that item yeah Jay so I can so so the the initial legal advice we got was based on the fact that we have this Clause that that speaks to the notification of parents and without getting into the the detail of that the lawyer's advice was

021simply just strike paragraph a and you keep you rest of your policy and you're fine and you you don't have to worry about compliance with and but but upon re rereading it seeing this the clause in there that somebody was precient enough to include that said unless legally required to do so we think um actually our lawyer said yes that you're covered by that language that was this morning um and it's my understanding that this particular law um is going to be challenged if it hasn't already been filed there will there will be challenges to the to both of the laws that were recently signed and signed by Governor sen so um our our attorney feels that we're we're safe with maintaining this language uh Kim has a question thanks sorry and I I know

022I'm catching I'm running after the bus that you all have been working really hard on so sorry if this is um a little late um or inconsistent but I guess when I was reading HB 1312 um the it seemed to I guess address a different like a curriculum kind of notification and concern um is that something that the policy committee looked at or is that that not the intention of 1312 um Kim to clarify do you mean the two we thing yeah so it's so yeah and I could yeah this two weeks advaned notice of any curriculum and any was new curriculum course material used for instruction or program which is new of human sexuality human sexual education which was existing but then they added the new language of sexual orientation gender gender identity or

023gender expression and at least what I've seen from you know some of the news articles that have been coming out is school districts are struggling to understand what falls in those categories um to have you know notification two weeks in advance um I think it was kind of more around sexual education which had a little bit more of a a clear Edge and um I just I'm just trying to making sure we're um addressing that part yeah so in terms of the twoe notific ification that already is our standing practice um Jay reaffirmed that to the staff last year based on a different situation in terms of the expansion of it to include other topics uh Jay have there been discussions yet internally among the administrators not yet our most pressing we had we had

024been approached by the nhba specifically about those of us who had policy on jbab uh so we will be reviewing the twoe notice requirement but as it uh relates to the current policy discussion that's that's extra yeah thanks Kim can you move on for everyone okay then moving on to I which is the intercol inter Scholastic competitive sports teams I.E sports for shorthand this is one where there is a much more direct conflict um that the policy committee doesn't think can be rectified with both perspective um Federal Title 9 is clear that gender identity and similar is a protected class from harassment as we discussed earlier on the a items and HB 1312 specifically focuses on prohibitions from certain subgroups of that that impact these teams and the administration iej and board chairs we have

025to make regular attestations these things that Jay passed out this paper document that we follow Title 9 regulations I signed mine I think as recently as June or something around there that show that we are doing all of these things in terms of non-discrimination and that has funding and Grant implications and this if we changed the sports to what HB 1312 suggests that breaks with gender identity as a protected group preventing both harassment and a hostile environment and this dichotomy between state and federal law is is present and the policy committee unanimously unanimously believes along with other board members who were present at that meeting that we should follow the federal Title 9 regulation on this specific issue due to these implications of there's going to be legal action taken like Jay mentioned it has

026funding and Grant implications we have to attest that we're doing our best to follow it and it supersedes state I I think just to read it into the record the relevant language is on the page one of 17 under the general insurances that say that the sub recipient which would be us will comply with all federal statutes relating to non-discrimination these include but are not limited to title six of the Civil Rights Act Title Nine of the education Amendments of 1972 and Section 504 of The Rehabilitation Act um we sign off on this at the direction of the doe and the state doing right exactly and and we are uh obligated to adhere to them and so we both our our our own attorney as well as nhba has pointed out that this new law

027this aspect of the law puts us in a situation where we have to choose between either complying with the new state regulation the state law or with title n that's that's the Dilemma that that school boards would hand and um our our feeling was that based on this alone um not even getting into any of the the uh the the more fundamental arguments in in the matter but this alone we would be foregoing we believe' be forgoing our eligibility for federal funding and so like in summary with all these discussion with the jbab it turns out our suggestion is to not change anything about it just leave it as stand not only that we'd be violating the rights and harming our our transgenders the Practical effects if we try to adapt to the other law

028okay any questions on that from board members or the public so just an expression of concern that I don't think I want or need an answer to right now um and I I guess I will declare that I'm the spouse of a current coach I guess I'm just wondering what position that puts our athletic staff in when and if they go to a contest and something is challenged on the grounds that the state policy says blah blah blah so that was discussed this morning both the Practical terms of what happens if other teams agree or disagree with our approach as well as whether it's some discussion about if it came down to the individual coach level which there was some discussion about whether that can be an individual decision we did not want to put

029that burden on our coaches having to make that decision in terms of interactions with other schools it's frankly too early there haven't been any discussions among schools at the superintendent level or the nsba level about how that will work in terms of when schools interact with each other Jane we have me Megan I'm not sure if there have been other discussions at your level at nhia or um yes unfortunately there have been no discussion oh okay it's just that yeah so so I I'd be curious to know if if the board does take this this position and we decide to not modify policy jbab and to uphold title n um do you feel like our coaches will have adequate guidance I feel that we can give them adequate guidance and and and one last question

030if I may if um just to put this in perspective do you have a sense for roughly how many students were talking about potentially um me my senses we have a handful every year right um so like more than 10 or less than 10 uh less than 10 yeah um and again we don't know because right now they're able to register as the gender of their choice so um I think that you know we certainly have some that I'm aware of and we've had some questions from parents regarding this MH um but I mean I I don't think I mean again trans girls are girls and they're living as girls and I think that most people would not know um and would not see anything different if we were competing against them and I think

031um that yeah I mean I think that can give our coaches guidance um in order to make sure that they're covered and I honestly don't think there will be an issue um but again you never know thank you yeah sorry and I just listen to this conversation I think that guidance is going to be super important right because there's a student privacy issue here at play um and I can see this um applying both to when we play another team but also locally if a parent or another student is not happy with the situation internally there could be an issue there and so um like making sure that those coaches know what they can and cannot reveal regarding the status of a student on a team and sticking with that I think is going to

032be really important [Music] any other discussion thank you all we went through that I think fairly expeditiously great thanks that's my queue huh it was so fast I just okay good I gotta get my agenda no I really I want to thank I want to thank the policy committee but I I really want to thank Brian SC over that's OB was getting ready to say um who really has done a ton of work on this and I also want to thank rat Derek Who's online with us right now who um in his role as our title N9 coordinator and now our human rights officer right BR did you know that was coming um has has gone so far as to organize the training for us he's been in contact with the attorneys he came up

033with the drafts for us through the attorney's office and I really want to thank Rett for all that work D agree thank you to all of you yeah uh Jamie a yes let me get back to my agenda too listening intently of course um so we have uh the audit report from 2223 um as you can remember um that's the year that we uh lost our financial services manager so we ran a little bit behind on the audit um and they've just finalized all of them this year's the one coming off at 23 24 is going to be super quick probably have it by like December um and so not a big story to tell there were no findings um or issues foru um the most important there's a lot of information here a lot

034of it has to do with think it's gby 54 that oversees the OPB other post deployment benefits um andless an Actuarial um really uh riveting information the most important pieces are probably page 43 which is schedule schedule one and then schedule two and schedule three it really tells you the picture of the wrapup once the adjusting journal entries are made by the auditor um and so uh we obviously start with an estimated number and then there are variances up or down on the revenues uh we had variances in the positive of 114 14,1514 um on schedule two which is page 45 um they break this down into Appropriations and expenditures and there was a positive variance of 13,417 and so schedule 3 shows you the unassigned fund balance and it shows you what we what

035we began the year with that year which would have been yeah way back July of 22 we started the year with $166,800 in Surplus uh we carried in and then we used 7698 as an offset for that 23 24 we booked it and then coming forward uh it shows the differences for the 22 23 budget summary which we just discussed shows you the Surplus um they booked 2500 in nonspendable fund balance that usually means it's earmarked for uh specific purposes and so the un assigned fund balance ending for that year was um and so remember if I bought the year to tell you what the comparison was I look today we were pretty close to the number of what we pushed forward when we projected it see if I have it here I think I

036do so oh yeah very close we projected actually that was the 166 811 and then coming down off of that note we actually projected 14639 um pulling into here so this came out much higher I think that's because we had so many open positions that we carried through 22 23 um it's been so 2324 the year we just closed we have a full compliment in the SIU for the first time since I think I've almost been here for a while anyway so um which is great because we won't have these big swings and variances um but for 2324 and pulling into 2425 on the one that we just built um we had updated them because we had the early numbers of what the surpluses would look like so we knew that and it's been shwed

037up in the last set of documents that we actually voted through um so that's the audit and I'm happy if you want to look through it or theend in time and you have any questions just send me an email yeah not to be the r of sunshine but um given everything your department went through oh in 2223 oh my gosh the fact that this audit came in like this is just a testament to the hard work that your department did how everybody rallied yeah and thank you it wasn't as bad as we thought it was GNA be I think I I think I freaked the Auditors out because I kept telling them it's going to be a mess I'm really sorry but we're just paying the bills and making sure everything's good and filing the

038reports that on time and you know we're doing everything we can and you know and then they came and they were like this isn't that bad you did pretty you know and then of course Teresa came on board and you know did some other entries for the D2 do firms and got it all ready for audit so she did a Yen's work to get all four districts ready for audit thank you Teresa yeah he did it was a lot of work a lot more than you know yeah anyway audits are fun but it's a lot of work plus our auditing firm so not changing firms I know people are like should we change firms but I have to tell you every year they change the Auditors that they send in okay so it's kind of

039like having brand new ones every year um so they're full of questions and uh we usually have this you know a a seasoned head auditor but but they you know they dig through and they look at stuff and it's good and so we have to it was great for Teresa to be able to go through that because it gave her a really good understanding you know of of the districts right and a lot of the workings uh when you're getting ready for audit so it was a good exercise for both of us really because I had to you know it was a year that I actually ran through for accounting so it was a Refresh on my memory too yep so and and all of the audits have come in okay right thank you other

040questions for Jamie about the audit online Okie doie congratulations I have lost my connectivities oh here canot see what is next I apologize um the Strategic educational facility planning Services contract great 4C forc strategic educational Facility cing Services is that J jie so that's both of us so we sat down and wrote this uh request for proposals we had done a shorter version of it earlier on and only um really got it only got a response from one company and it was very short so Jay and I discussed it we expanded the scope of it and wrote a pretty um indepth uh RFQ and asked for a a quick proposal not an in-depth proposal just to see what the you know dollar amounts would come in uh we solicited five different companies um in multiple

041areas uh and I had contact with all five so two of them chose to send in um proposals I have put that in executive content just because you know we will we said in our proposal that we would reach back out to them and um start a dialogue about what services that we want to follow up on you know the breadth of the services because this was a pretty indepth ask and they've broken it into phases and then at the end of it it says that um we'll call and discuss content right we'll call and discuss contract pricing so that's why I've done that it's not to be secretive um but I can say that there is a very large range between the two uh and there are some reasons for that range and Jay

042and I will be ing back out to the different two different firms they are both in you are right they are both in Vermont I'm sorry I thought one of them was out of Texas it was probably one of the other ones that I reached out to that was Nationwide um and so that's cool because they're close by and they understand New England which is really great and so we will be uh reaching out to them to have further discussions on what they sent us theyve both been in contact with us uh and we'll bring this probably to the next uh U me meeting um if or if we need to ask for a a tag on to want to add address that once um so I think we've made good progress we have some

043really good information um and there's some more you know we're GNA have a follow-up conversation with you all well if anyone's concerned that the current budget is 50,000 on there when we when we made this decision to pursue this we thought that we might be able to split this over two budget years we knew there was going to be more than $50,000 for this kind of a consultation so yeah to F it that's why we asked for it to be WR in phases other any questions y can you describe for me how this fits in we had the Bureau of AAS facilities audit what is this doing it's different is it relying on that information is it repeating any of the same information so those are great questions and some of the questions Tony um

044we need to follow up with them I thought that when we wrote it we were we were pretty clear with the companies that we had already done those in fact when we sent out the in in uh invitation we attached all of those reports to that invitation to uh send a proposal and so when we did some review of the initial I'm sure you've looked through them if you had a chance she probably caught it too when you look through some of them I believe that's probably why they're like this right um it was on our intent that the data that was gained from the Bureau of veratos was a facilities condition audit and so all of that information we have an Excel spreadsheet we have it in a a program that Bureau Veritas shared

045with us that you can pull down into Excel spreadsheets that has it's a huge database of information and so it was our intent that they would not duplicate that effort and instead take that information that we have and then you know review it and if they felt that they needed to augment it or you know needed further discussion on it that we would discuss that as a part of the contract um but it was not to do another full-blown one to duplicate the information it's been done twice actually the state of Vermont did it once with Bureau Veritas they hired them um through the state to come in and do the Vermont schools but because we're in a state school district they actually did all four of ours again and so we have we have

046two different databases one was done and completed in 22 right 22 23 and then the last one done by the state of Vermont was done 22 well right it was a year later than the data that we had done the first time so we've got two very good extensive data yeah perfect yeah and I would say the other difference is the facility condition assessment is basically just determining what what exist now right and what we're asking them to do is a a complete Capital Improvement plan where they talk about where we what we should look like later um should we be thinking about replacing any schools consolidating changing grade configurations all those sorts of things that um are more about projecting planning going into the future right and the one one of the other things

047is that both of you these firms are fully aware of the bureau Veritas and and because that that work was undertaken under by the entire state of Vermont so every school system in Vermont had BV come in to do the same FCA that we paid for um and and so there there will be some element of them having to update the the cost assumptions that they use and figuring out what the replacement cost for things are materials and labor right but not having to get the base data okay yeah will they be establishing priorities or are we establishing priorities I mean obviously we can establish our own priorities but they will say guide okay they will facilitate all that work because there's an element in here of involving community in that decision-making process having a

048series of meetings that sort of thing they would facilitate all that right absolutely yeah yeah great question so the goal would be when this is completed that we would be ready to potentially put out wared articles and start projects or have discussions about yes right and and to Phi right absolutely to phase them with you know a five many years you want to go three five is it would should go should be a road map it be a rolling yeah road map permitting this is where we should have which we started eight years ago when I got here but Tony and I did it ourself without really huge expanded databases of every single thing that exists in conditions in the building we kind of did it you know Consolidated yep well that also include things

052I'm kind of coming to it too from the capital Improvement or Capital improve sorry what is it called it's called the capital Improvement program committee for the town of hover and um they you know are looking for school information um to feed into their modeling as well because I think that joint group has an ultimate goal of kind of having a a financial forecasting tool that can kind of more accurately reflect um tax burden ultimately which you know the school's a major piece of that and so I guess what I'm given that lens I think what I am interested in is of course the outcome of this work but then also making sure that the process is able to be handed off and can kind of occur naturally in our own systems and so you

053know looking for advice on do we have a CIP committee that will look at will routinely look at new ideas or rck or you know look at the 20 years and shift you know kind of Investments around so that we know how much we should be putting in reserve funds for instance you know I just just the the sustainability of the process I think is also important you know and and I don't I just don't want it to be too burdensome with detail and systems that it kind of gives us a one shot at it but then the world changes two years from now and we kind of don't have a system to evaluate these kinds of projects J noted yeah okay yeah great we can't be hiring a company for you know however much

064information from the teachers shared curriculum document drive and I developed a template for that and Ryan is pasting the information into the template from those documents and then I'm going through and editing all of those and then sending it back to the teachers to make sure that everything is accurate and then once that's done Karen will begin uploading those onto the public facing part of our website so that's exciting and a lot of work has gone into that this summer awesome I know we're all excited to see that thank you guys for that work any questions for Robin yeah I do have just one quick question you said Ryan was pasting the teachers work into this document right they can't do it themselves well I've been having people do so much work in the curriculum

066product and so uh once Ryan does essentially what she's doing is she's boiling it down like taking this really really detailed teacher work that they've already put in and she's she's essentially zooming out to the unit level so it's not you're not getting into the the nitty-gritty of the individual lesson but you're getting at least a unit description and so she's basically doing summarizing and then Karen's putting it on the web and right now um rather just being modest I mean we already she already has math uh loaded and Robin is it art I've I've reviewed all of art all of the Spanish one and two some of the other word language so once I've reviewed all of those I'm sending those back to the teachers just for a final check and then Karen's work

067goes into place so it's pretty extensive process but because she has to make sure that everything's ADA Compliant and so it seems like it would be an easy I thought it would be much EAS easier honestly but it's not as simple as I thought it might be okay well thank yes thank you again to Ryan again and you I want first note all the the grant money that we're going for we really need that title stuff so stuff um but also I see the thing about removing assignments test and quizzes um I obviously get why you'd want to remove test and quizzes especially if they repeat year on year but why would we want to remove assignments um I think some of the parents would actually be the stuff they want to see I don't

068think we'd want to see no work from previous years but if it's information that could be useful especially if it's already in there why are we taking it away I see Tim's hand up if you you would like Tim to weigh in Robin hi um well I can talk about one part of it for example in the art curriculum I went through all of that documentation we had actually added in the visual rubrics that they assigned for each lesson but part of that was again an ADA issue we had to there were pieces of artwork in there there were student work so it we were going to have to receive permissions for all of those pieces so again it seems like it would be an easy transfer of information but I'm trying to make it

069also barely concise so that it's not overwhelming so there are a lot of different factors I've been looking at guess my word will be I think a lot of parents are hoping to be overwhelmed with all the information yeah I think they will honestly wor we say we're pruning it now to it easier to go through then parents will say well where's the rest of it okay I don't know Tim then j i I would think what the teachers would tell you is that one of the things that they work very hard on is having one area where everybody can look um and right now that's schooly where the assignments would be and that needs to be a little bit more flexible so if there's a published document that has assignments for mid-march those May

070those will definitely change either the due dates or what the focus is or something else and what we're trying to do honestly is to train people to look at schooly and say okay here are the specific assignments that go with this outline of the unit which will outline exactly what we're going through you know we're discovering you know we're talking about the trail of tiers we're talking about these are the these are the grade level expectations we're focusing on Etc but the specifics need to be somewhere where it's a little bit more flexible otherwise it's you're going to have people preparing for things that change and I mean you look at it everything is fine until someone gets covid and is out for a week and then you have to redo the entire due dates

071and that all needs to be on Schoo I think that's what the teachers are worried about I don't want to be locked into 180 Day schedule okay so so that's why the the decision was made to for a published online curriculum to go to the unit level not the individual lesson level but when you this will all be a lot clearer for you when we make a presentation to at our next SAU meeting in October um we actually had a concern parent who's been before this board in the past who wanted a follow-up meeting with Robin and me and we met with her and showed her what's on the what's online right now not public but what we have already loaded into the system and she was overjoyed um in math in particular especially in

072our K through 8 math there are actual links that'll take you to like in this document it'll show you the unit but then we'll have a link on the resources part at the bottom of the page that will take you out to homework help um advice for what you could activities you can do to enrich your students learning at home um and write down to the individual lesson and then ultimately this isn't a secret so if someone really wanted all that really like like infinite not infinite but that that really fine detail um if they requested it we'd have to give it to them so we have Drive in which all the teachers work has already been posted which is where we're drawing it from to give the the S the the sort of cliffnotes

075you Robin thank you moving on to Dr bams all right well I know we talked about uh appending written reports and making really suent comments summarizing those reports um I did post my uh draft of my report I think last week uh I pulled it down this morning to update it I just want to really quickly go through the 13 items that I thought were important for you to be aware of um first off and again some of this is coming out of my evaluation I I got the board's feedback I was really appreciative of it and um as I was receiving it I was also really tickled to think that a lot of the stuff that were concerns of the boorder are well underway and I can give you a quick status update um

076so for the one of the things was um where are we with with security that you'd heard from the buildings that we're still trying to work our way through those those Emergency Operations plans and the various protocols um we didn't have our own Emergency Operations plan for just the SAU we have over the course of the past year not only promulgated that plan and aligned it with the buildings but we have um we've had an audit um a safety audit and then we've also had just recently had a um uh training from the HPD on on what we do in the case of an active shooter and it's a reiteration of this training called craze training um and so we just did that so we're we have the document we have vetted it against the

077eops for our schools and then we have decided to adopt something called the standard response protocol which is widely used in Vermont and around the rest of the country but varies a little bit from what typically is done in through the New Hampshire um uh Emergency Management folks I have cleared it with the New Hampshire um Emergency Management folks we've adopted this new uh protocol which we'll be sharing with parents so everyone has a familiarity with the terminology that we're using for things like lockdowns so we're all on the same page um it's simpler it's got some some really um uh easy to understand Graphics that we can all use and we'll all be speaking the same language which our Police Department was really excited about um I I shared before that we have we've

078added a lot of strategy to the Strategic plan in all four categories uh we met with each of the building principles uh I say we the administrative leads for each of the subcommittees uh have met with the principles to get all the stuff all the their plans for reaching the board's um strategic planning goals um they're in great form in a spr sheet right now and and um I'll have that ready to to share with the group after I have a chance to vet it through the Strategic plan steering committee um we have a couple new staff members of the SIU uh Cindy Valance who joined us as um rett's assistant director of student services uh she she's very familiar with us having served as a special educator at the ray school and as a

079program manager for our our Early Education students and she's going to be expanding the capacity that we have for student support as as you're aware just from what we discussed tonight R's taking on a lot um and this will be super helpful we also have Dylan gelo who's who's joined us as our Network specialist and he's he's joined us this past June and is already been invaluable he's been super helpful he's he's one of those kind of people that just um has a great demeanor but also is fully technically competent has been a great help for us in technology um start of the School prep is in high gear I recently visited Marian cross though because with all the stuff going on that we normally do stripping floors rewaxing them and all that stuff we've

080got um multiple programs or projects going on at marrying cross we have uh kitchen upgrades septic system installation Oil propane heating uh Oil propane conversion of a heating system installation of a new playground and um Jamie correct me from wrong most of these projects are nearing completion with the exception of the playground which we hope to open in early October maybe sooner as the 5:00 meeting ahead today oh all right woohoo awesome that has been the bane of our existence back it's gonna be so cool when it's done now oh my God it wouldn't be a complete meeting if we didn't mention the nor subject thank you thank you for working on soon G be I've actually seen the tanks in the ground and paved around I made that comment right six years ago I

082MCS either either for free or for greatly discount discounted tuition so I've been conducting research on that um the the guidance was it can't be any additional cost in staff um and we need to look into details like what happens with special education what happens with um daily average daily membership all those sorts of things and one of the pressures interestingly orange East is doing it in Vermont and very recently Lebanon adopted this policy they had it vetted by D Drummond Woodson but that really only Bears on New Hampshire so we I still need to have a better sense for what it means legally in um in Norwich and I have asked a lawyer from Drummond woodsom who is licensed in Vermont to to help coordinate that since both of those since they have two

083lawyers working on the same task um yes but it also has implications then if they continue the Richmond School we'd have to determine that which is exactly why I'm sharing it with this whole right because one of the things that we have to contemplate is if students are able to go to school at Mar cross until sixth grade and then all of a sudden they don't have that option anymore they've got another awkward transition so their hand up a residence and you have to go to the mar house oh interesting yeah all kinds of again just in the early stages of research but you need to know that I'm thinking about this and this is also it's a uh when we think about our strategic plan and and our HR goals under organization we're talking

084about recruit Recruitment and Retention of employees and given the pressures for housing and the pressures for child care um districts that are doing these sorts of things are gaining a compet potentially gaining a competitive Advantage when it comes to trying to hire our staff at every level definitely working this again um another question that was asked in the context of my evaluation was what are we doing with with administrator evaluation and the answer is a lot um we have chosen a new rubric that's better aligned with the Danielson rubric that we adopted for our for our teachers we used it this year uh we changed process in that we we also aligned the staff survey with the rubric and then Robin and I together since we interact with the principles differently um we're conducting those

085evaluations together so the principles are and Robin has done a nice job getting it all online so in in the same computer system we use for Teacher evaluation we now have our administrator evaluation and Robin and I uh go through the rubric together the the principles go through it and do their own self- evaluation on the same exact rubric we then sit together and go through and do our our evaluation and then we're in the process now debriefing with the principles around the survey data that we gleaned on this rubric as well as our our joint appraisal that that um the principal self- evaluation Robin and my assessment so we feel like it's a much more robust evaluation and we also feel it gives the principles a lot a lot better information than just using

086that same Survey Monkey tool that we've been using since I got it so that's where we are with it um I think a few board members in in my evaluation had wanted to know if that had been shared with the whole staff hasn't yet um we've made reference that we're doing it I've told staff where we are doing that in the context of the survey that I sent out but I guess we've never really explained exactly how administrator evaluation Works to the whole staff but if the board wants me to do that I can do it in a newsletter that I'll put out um one of the things that we really really trying hard to to get to is to use the Strategic plan in our budget formulation this year and so at our initial

087round of meetings where we go through the quick model we just sort of cherry-pick those items that we can see are going going to have a cost Associated and we're just using those conversationally at our first first round of internal administrative budget meetings we'll be being much more specific about that and we'll have an actual print out for the board that sort of details the nice todos and needs to do need to-dos um from the Strategic plan so we can make some of those decisions uh so that we can better plan tradeoffs if there are things we want to do that we simply can't afford to to devote or promise new Revenue for that might be offset by making changes elsewhere we'll be able to identify all those things and um and hopefully you have

088a a lot more data to work with as we make really tough decisions on the budgets um Jamie already talked about the RQ process um questions in my um evaluation have revolved around some communication questions and for the really for the past year it's been sort of back bured but we have been working on a Communications plan I should say we Karen right's been doing the line and share of the work our communication specialist we meet weekly and we are working on bringing that to a conclusion so we'll have a Communications plan and we also have um we're putting together a set of communications best practices to share with with our our building leadership teams so that we're more on the same page with that uh communication with all members of our community um and

089that we we hope to wrap that up by the end of September um almost there on July 30th um Our IT director Bryant Patton arranged tabletop simulation of a Cyber attack uh in conjunction with our insurance company and it was uh bral yes it was it was frightening but necessary and and um I I feel that we've made some great strides uh since Bryant has come in terms of being being as being as prepared as we can be um but still more work to be done but um but we've never done that before we've never had a simulation we've never gone through that exercise and and now our our staff did and um we'll continue to make sure we're as prepared as we can be um Robin just reported I just have to add that

090that she she's extremely humble about this but it's she she has been extremely busy working on the publishing of the curriculum um and again with the help of Ryan and Karen wri um I think You' be very pleased if you haven't had a chance to review the samples that she sent out if you take a look at those you'll see it's a full paragraph for each unit and um and I think parents will be glad to see that as well uh last two um we just talked about the revisions to Title Nine and we just discussed it so I won't I won't be labor item 12 on item 13 um I referenced it in our discussion of Title 9 changes but we had a three and a half hour training session and this is coming

091like within two years of the last Title 9 training session that we had um a three and a half hour session where the administration went through a lot of the same discussion that policy committee engaged in this morning and that you had a a taste of this evening um I feel like everybody's up to speed um we had a lot of discussions about how we will deal with these new changes pragmatically and and all with um sort of the guidance of our attorney so I feel Tim I just I hope you feel like better po now that we had that conversation definitely yeah good yeah and so it's been kind of a busy summer I left off a lot of other stuff but um that's a little taste of what we've been doing since June

092great thank you questions right there yeah just so that Norge tuition thing is just so people have background there so we lost a number of younger teachers last year it was quite painful because there's some very there's some excellent ones that have had kids young kids and they can't live in our town for one reason or another and they have little ones who they can't drop off in the morning and then get to the school on time so this really doesn't probably doesn't even need to impact like you know coming across the river because by that time when they're seventh graders they can probably be dropped off a half hour early but these are the ones and then we've got a whole Salo of young teachers who have been hired that are also excellent that

093the principal G is very worried that it's just going to continue because a number of these teachers that had babies over the past years or spouses that had babies or yeah so this is a continuing problem that he foresees is going to be an issue I would say though that that is something that's going to be it's the right convers I mean we have our staff is doesn't have a whole lot of young children just how experienced our staff is we have three or four or five people who have young children who do not live in District and definitely it's not a difficulty yet because they're one and 18 months old but I mean it is going to become an issue and I will just add that this is something that I've been on the

094board what nine years now and this is come up not the first time it's come up I think you know it's we run into it with no days we run into it with you know we don't have subs and so you know we've had days when there's a lot of illness going around where we go eek are we going to be able to have who we need to open schools today right like I mean it's it's a real issue for sure Andes it's worth also pointing out that just with one hire um in this building by hiring a newer teacher we just save $50,000 against the budgeted that the original budgetary value Val of that position save $50,000 on one Higher by being able to accommodate a younger less experienced teacher yes but often times

095but I know it gets reverse when on the next tire but like no no it's the they usually have a family and so they have a family plan which costs $32,000 okay so we still so we're still netting a $20,000 savings You Remind Me didn't we have we a at Handover recently as well I I leared the board yes okay so that will come the summary of nor will come to Handover oh I'll keep you posted as we as we go down this road and and along with things like housing like it's it's housing it's child care and we've lost teachers we've we extended offers to teachers from out of the area who were unable to find housing right and we lost the great potential hire I mean these things are real and they're happening
