001yeah um it totally goes slower did you guys move the amount yeah we did okay so I was just so happy they got six seconds I saw him pick up Holden I was like that's just me because I was friendly I'll take it I'll take the hit okay I'm gonna go ahead and call our Dresden School Board regular meeting and public hearing to order at uh right now we're gonna move into a public hearing regarding a donation from Hanover or joining exchange who's talking about that I'm the Dan Beaton I'm the president and this is where I'm supposed to sit yeah you can stand or you can sit wherever you're in front of the owl do you want me to hold things for you without them yeah okay great thanks uh so again I'm lizanne

002Peach and I'm the president of the exchange and um as he will have read we are closing down the organization because change happens over time um we have about 9 600 left in the bank account much of which is uh part of a grant that Mrs burn gave and they talked a lot about where she would want the money to go as well as we where we would and so as you'll see in the language we've worked with Brian Glenny and Thomas cochburn and our board all very uncomfortable with the language knowing that things change here and I just wanted to kind of two things one is just say a couple of very brief things about the exchange in the system City relationship and then see what questions so one of the things that I

003have found very important and didn't know about when we moved here is that Hanover has a sister-centered relationship didn't know what a sister city was I knew that places had about England and Germany after World War II um and we found out about it because our family wanted to live in France for three months with our children in 2002 and you know you need to get on Parisian school waitlist about 12 years in advance uh housing's expensive I wouldn't know anyone so we asked the French teacher at Marion cross and she said both do you know we have a sister sitting but no we arrange house home stays and visits both ways let me put an email in and tell me what you want 48 hours later the coordinator of the exchange that you want

004to emailed back to say I've got a department your kids are enrolled in school what train are you coming on so we can pick you up and to find out they know us we know them people over there have been to Hanover people here and the relationship that we can have with an on-site Town similar to ours is one of the very special things about living in this area and we're very grateful for the work that the challenge did to establish these relationships 1993 sign English money 1994 signing here we and they have come back and forth every five years for exchange anniversaries and everyone has loved as an adult making this work the children students have gone on exchanges that began with maybe about 20 to 24 students in the early years decline to

005sort of maybe 12 to 11 students in the around 2010 because there are suddenly a lot more options for students families are able to travel on vacations large intensive came forward Spanish is being taught languages that they may also want to explore and so what I just wanted to say is a couple of things about the Homestay model in order to encourage the high school and the um the school board to support that model where possible our students with Stage money homes for two weeks they would stay in our homes for two weeks in two weeks you get to know a lot about how family works and how parents and their kids communicate and expectations in the school and what kids do for fun and how they relate to each other and I thought I

006would just share a couple quick stories about here when did Ronnie's students come here they get a day at Hanover High School they are stunned to learn that you can eat in the classroom that the tables and groups not rows that you can challenge the teacher it's okay and when the teacher has to go to the office all the teams keep their work on it in France it's very different there's a more of a an USB relationship with teachers that our kids discover and when we lived in Juani my daughter in fifth grade learned that one of the things you have to do is learn how to write your zeros the right way you also in the right direction you have to start at the right place and so there's a beauty in some of

007the things that they do it's just different and the students who've gone over this said we never knew we were this much alike people around the world are not actually that different than we are we have different customs and we need to know what's okay or not what's respectful of it they also speak only French when they're over there and only English when they came here so they came away with a huge degree of comfort from having two weeks there in interacting with kids their own age and family life and by the time they left each had an incredible degree of confidence in their ability to travel the world also and of curiosity so that's been a real gifted exchange and I think that the main issue for us is that this kind of volunteer

008work is harder these days because people have so many volunteer opportunities and because the founders of the exchange had very strong roots there they have moved retired died off and there's not a cluster of new people who have spent time this morning those people had spent visits of Their Own and so if there's anything that the school district in the town can do to encourage understanding of the sister city relationship I would just say the concept of sister studio is really important for kids too um our donation can be finalized once we pay the final fees to the state of New Hampshire priority solution paperwork but it's pretty close to the 9 600. so I'm wondering if you have questions so I noticed it in a letter that part of it is the from the

009burn Foundation is it are you going to be able to tell us what portion of the 9600 is it's it's all yours um well it's no I'm not what you think the donation was a grant made to the new to the Hanover Juani if like anyone donates to a non-profits so that's money in our control so all of it is in the uh the exchange of control okay right anyone have any questions does the concept of a sister city still remain it does and we just celebrated uh the 30th well this year is the 30th anniversary of the twinning in the past we've had people come back and forth I went with Julia Griffin and Alice gracias who brought his son to the 25th and there is not a strong um sense of relationship with

010an individual person in the in the Germany County government because the person who was the leader of that conversation died suddenly in 2020 and so I think it would be helpful for the town to think about how it wants to keep our relationship alive and if there's anything that we as a community can do to support those conversations we will the other thing that we're going to do is talk with the town about establishing a link on the town website for an archive information about the sister city relationship because we will not be maintaining our own website yes when you go it come into town at least from that direction when it says welcome to the town of Hanover and identifies both of the city sister cities I'm watching the road anyone else have any

011comments or questions so thank you very much well at this point somebody would like to make a motion Neo moved to approve with sincere gratitude the donation from the Hanover genre exchange for the World Language Department's French program as presented do you have a second Ben since we have people on the line we're going to go around Neil Odell yes hello yes various costillas Johnson yes Nelson yes Christie yes McConnell yes they're muted Hartman yes Lily german yes and Derek um I don't vote but [Laughter] thank you good idea okay thank you all also and we'll follow up on the mechanics of getting to you perfect thank you thank you so much so moving on to a gender review um I would like to propose that we move the prageru financial literacy to the first

012discussion so your name is my name is Tia winter um I'm here with the Lebanon School Board um our chair Lil Morgan wanted to be here and she regrets not being able to be here but we wanted to express our gratitude for you guys to um consider supporting the statement we made so right now we're just doing agenda review so I just wanted to okay all the other stuff next we'll be right back anyone else have any changes additions removals seeing them we're moving on the public May address the board the chair will give members of the public three minutes each to comment on items that are not on the agenda the board respectfully has members of the public to State their name and address before commenting on agenda comics not seeing anyone in the

013public we're moving on to reports yes you moved so quickly I didn't see the item of the donation to the Richmond schools listed on their agenda review I don't know if we need to go over that now so it doesn't require a hearing because it's under the limit right but I found that on Ryan and she said that we should put it out there so I don't know where it goes or um delivered on Thursday I'm gonna go back and open up a gender review why don't we drop that okay photography equipment down into the discussion item perfect great thank you thank you okay moving on to Josh sure okay to to everybody who it does not know me my name is Josh Stearns and I'm a senior at Hanover High School and I am

014the HHS council rep this year um so Council has had three meetings I believe since the beginning of the school year in August um so mainly we've been like getting to know each other and um when we had a retreat one of our meetings um but there are two main things I want to talk about the first is the town hall motion um which councilman has last year um which I basically requires us to hold quarterly Town Hall meetings uh to intentionally include all students in our Democratic process um so during our first meeting I believe Council discussed what these Town Halls will look like and the first one I the ninth grade class town hall is happening next week next Thursday I believe and then the rest of the town halls for 10 or

01511th and 12th grade will be happening between October um so that's one big thing that's happening this year and one thing that Council has been spending a lot of time looking at and will be spending a lot of time with in the coming year um and then the other thing I wanted to do was just uh shout out the social studies department at Hanover um this year I think there has been a tangible change or at least from my perspective in the level of involvement in freshmen um and that I think is largely due to the uh the Hanover high social studies Department um in the cwmh curriculum I the social study of teachers have been talking a lot about Counseling in class um and also in Bear Camp this year there was there were

016a few people from Council who went and talked to freshmen about the council process and freshmen are even bringing uh their own motion which is I would say in my experience unprecedented so early in the year um so that's really exciting great and did you want to talk about being Gregor now or okay yeah so moving on to RMS principles report Tim good evening uh just a couple updates first I wanted to thank our PTO for our fancy new logo that you see at the top of the report so we had a parent this year who does a lot of graphic designed it up so we're very thankful for that um you'll see sort of it's been a very busy as one I would expect starts the fall I uh did jinx myself um and

017then we've worked fully staffed for about a week and now we are not um we have some interviews lined up so hopefully we'll be back to fully staff by next week but as it stands right now we're still sort of in that situation where we're covering EA situations but I know that there has been some discussion about that we were able to maneuver some people from different Learning Centers and make use of some of the other people on staff who have stepped up so we actually have everything covered so we had guidance counselors and speech therapists and other people who are serving as at assistance in class obviously a short-term fix but that's what we have so far so uh we had our first family round table last week we talked about homework expectations and

018how to use Schoology which is generally one of the biggest things that people are nervous about uh in terms of making it work as new sixth and seventh period families but I think we've got a lot of that anxiety out of the way and we have two more scheduled one in October which is the ever popular device social media and internet um what the parents can talk about how difficult it is to monitor that and then in November actually we're gonna partner with a group from Connor spline to do an Outreach into the community on teen suicide prevention which is a lot of smiley happy topic but it's probably something that's pertinent and moving forward so um put in there that are 8th grade math metrics I know that uh Hannah's out there somewhere in

019the owl had asked for the October meeting to sort of see how our new structure in eighth grade math seems to be working I was in there last week so far it seems to be working great a number of different students working in a number of different ways individually watching videos that the teachers spent all summer making and then going and talking to the teacher if they have any questions it's remarkable to see 28th graders in class all working quietly on their own stuff so I was that's really nice and that's about it we're in the midst of planning our PD for a couple weeks we're going to do our Suicide Prevention there we also set up for non-violent Crisis Intervention for all of our Ed assistants um it's sometimes planning a professional development is

020difficult because things that classroom teachers do don't necessarily translate bread assistance so we've been trying to make sure that we have viable and important things for everybody on the staff to do that at that time who is providing the training for suicide prevention is that coming from an awesome response okay and it's uh it's all run through the state and it's basically we do through the SAU every year this is sort of it's called the next it's like I think they call it not for beginners so it's people and we have a number of people on the staff who have watched that video for 14 18 20 years in a row so it's sort of the next step and what we're talking about is ways in which that you can ways in which you can

021keep students safe through connectedness and so that's the next step and we thought that that would be more helpful and it's always people find it better to do it together so you're not just sitting alone thinking about these things by yourself any questions or comments for Tim thank you on the social well went great um social went uh we probably had we have to madly do math which we don't do very well I think we probably had over 250 students there which is a huge number for us the first one is always the you know the biggest um but yeah it was a lot of fun so a lot of sixth graders I again managed to stay out of the music room so that was good that's one of the main things that I try

022to do with stay outside and do everything else but yeah it went really well and there was a lot of dance I that's what I heard as well except when they played the one slow song then there were a lot of people that ran from one room into the gym so at least that apartment thank you Tim thank you next up Hanover High School Julie um we have 689 students that's where we bounced out which is 20 more over budget about 30 plus more than last year so our pinch points are really our in our science seniors in physics and methods with the ninth graders but we're working it out so that parts going well and we're happy to be being a little bit bigger um I mean it helps in a lot of areas

023in terms of especially with extracurricular and co-curricular activities the co-ops are more full and that's makes the hustle and bustle fun um we're doing some data analysis surrounding student outcomes part of it is looking at we have um we have a number of goals from our me ask report last year we created it opens an improvement plan and two of those will two of them are Robin centered with around the curriculum and then two of them the last two ones about Wellness of students and staff and so we've been doing some data crunching surrounding different groups of students and how they might be doing in terms of GPA and then we had an equity audit and we're looking at that and seeing how those different groups of students are faring in terms of their social

024Wellness um we're also looking at staff wellness and then the other goal is around the vision statement portrait of our graduate strategic plan and that's our goal three that Deb had to suffer through the other day but our leadership group is working on wrapping our brain around those documents looking at how we're doing for those documents and whether they're gaps and in March we're presenting to the staff how we might address those gaps or what's the process to address those gaps so that's kind of where we are there but interesting data at some point you know maybe we share that more publicly but right now we're looking at it inside the next time you hear from us you're going to see some March intensive proposals are underway and we look today at some of the

025farther we tried to get those earlier the ones that are going on planes anywhere just to because we wanted to have them face a little bit more scrutiny than the other ones and so we've asked for those last week and we were looking at them today as a group and all kinds of interesting things going on at Hanover High School I can answer any questions you have the sports electronic department piece 21 additional students any sense where they came from were they moving into the area or we have more tuition students um you know for sure um we have a number of students who have come back from private school and then just people who moved into the area and some people who were tuition students that moved into the area right and became Hanover

026Norwich students and then yeah so then and also I just you noted uh there's issues with buses for the teams is that just our local problem or is it Statewide do you know it sounds like it's Statewide um yeah right we're just so we you know Negan has made you know requirements of some teams to have a certain number so that they could fit two teams on a bus and those teams would prefer to be bigger but we we really can always send out it seems like four buses a day at most before they go you know so yeah I think it's been a problem I mean it seems like everywhere definitely in New Hampshire if not everywhere yeah you refresh my memory again the council take away like flying her school purposes or something

027yeah no they they change the teacher brought that up brought it to council now it's in a committee to see is you know to make sure there's an educational purpose to make sure it more you know when you go to buy a airline ticket it tells you what the of that ticket versus the other ticket right that we might make people more educated consumers that's kind of where it ended up right no longer no flights random it's not a no flights for anyone yeah um would it be possible to get the results of the academic outcoming data analysis to students privacy no it wouldn't be I mean there are some subgroups that are smaller but I think the student privacy is pretty well protected in it um you know the only dilemma is which is

028that you could pretty quickly jump to conclusions of what we should be doing and it might be too simple you know in terms of certain groups um so but I you know I um I trust I would trust this group with that information right just wouldn't necessarily be ready for the Valley News to bat it around well or alternatively I would just turn to the chair and see if we could have a curated presentation of the material so that you could address those yeah it's super interesting to the board it's super interesting yeah and the and the um information that we're going to hear this week is going to be interesting in a different way like groups that have are doing well gpa-wise are not necessarily doing as well socially right and so it's like

029how do you make sense of that if you just see the GPA piece you might storm in there and decide this is the program we need but then you look at the other I mean it's very interesting it was broken down even tuition students how are tuition students doing how are the tuition lime students doing versus everybody else right like those are some of the categories that were broken down which is really interesting in terms of do you create programs for students coming from different schools in the summer before they come here the level the playing field I mean it's right but then socially they might be doing fine but I would argue to our chair that like this is the thing that we should be looking at is important yeah do you think you

030can have I'm guessing October is probably a little too short November oh Jay go ahead so the su-70 equity policy requires me to report out and plan to include that in the October agenda and this will be part of what I'll probably report out on yeah our status right now what do you sorry to be clear because there's two there's the academic outcome thing and then there's also the equity audience both of those things will get reported out get it all in there because a lot of the academic outcomes piece broke groups down into um marginalized groups and how they're doing you know in terms of GPA so it all sort of fits under the equity question and then we're kind of broadening that out to equity equals Wellness right right so if we're looking

031at student and staff Wellness how well are we doing based on the data yeah and let us know that the strategic planning component the academics we've been asking for this information for Hawaii completely I mean I sent the whole slideshow to the staff so there's no I know there are no secrets at Hanover High School I just want to make sure that it's used [Laughter] moving on to visit your wiring discussion so first up uh We've reordered it so we're going to talk about the Lebanon school districts our school boards resolution regarding the Prager U H all right you ready partially made to right um so until winter I'm here um I'm part of the Lebanon School Board um and right before the hearing on accepting um or treasure you as um acceptable financial literacy

032curriculum we were able to pull together um making a statement as a board in opposition to trigger you being accepted on their cash Force I'm sure you guys are very well familiar with this and um so we just you know are hoping that we can have some collaboration in the future if it's wanted needed um build some Community um because we are a community um and so yes I am mostly here if you guys have any questions um I did do a lot of the writing up of this statement um and the board shared will wanted to be here but she couldn't Lisa but I am here kind of in place um so if you guys have any questions that's mostly what I'm here for so the resolution I assume you're going to send it

033off to nhsba yeah um we we may we are also just hoping on basically creating a statement resolution letter and also just to send to our legislatures of our priorities what we would like to see what we um oppose anything we would like them to um bring up uh in future legislative sessions any interest in setting up to the newspapers like Valley news or Concord times potentially yes yeah yeah um and and we are open to any sort of collaboration we're hoping that members of Lebanon um and constituents can also just start attending meetings letting us know what their priorities are and hopefully creating a dialogue just within the community and the legislatures in general and making more formal statements and stronger stances from the Lebanon School District than Lebanon School Board in general so

034any questions or comments yeah comment and a question um did was the resolution written prior to the State Board passing yes it was okay have you guys considered any modifications to this resolution since that event we have not um met and discussed it yet as a board um so potentially in the future they're going to be um but we've not discussed it yet yeah um chair I might recommend so I I mean I I like the resolution as it stands I don't think though that I'd want to move on to this board's supportive tonight only because I personally have not had a chance to watch the videos okay and so I don't want to give myself something that I have not yet done um the second thing that I have a question about and it's

035actually more of a legal question maybe it turned to Jay can we actually dissuade students from taking the course we have we need to make it available and we say that we recommend that you choose other courses and not this one we just had a lecture about the First Amendment today depend on whether that's done in my official capacity or not um but uh I'll have to look into that further and get back to you but there's nothing that prevents us from letting the parents know I was gonna ask if there's a legal standing on could we make a recommendation of the board to parents so I would I would say we can but if there is a family out there that really wants their child to experience this program will then be in a

036situation of conflict where we'll have to abide by the established a recommendation is not an impediment no as long as we're not saying you can't access it right yeah um I think that we have an obligation to parents and to students to warn them that once they sign in to prageru they will start receiving an average of one or more emails a day because I did that in order to see what is sent out and I've received emails about um a book I taught in atlab The Scarlet Letter which was really quite an interesting take on the book I have received emails about how terrible transgender students of lgbtq students are I have received multiple requests for money I have received a lot of uncomfortable emails so I think we have an obligation to make

037sure parents know that they should might want to be guiding their kids away from some of what they might perceive or at least be aware that they might receive it I also want to say that I was president of the Board of Education hearing and it was after this was read it was quite a remarkable morning because I was not the only member of a school board who stood up and said I'm here I'm a member of a school board I'm not speaking on behalf of a board and then when you stood up and said I'm here from the Lebanon school board and I am speaking of that before the whole room here so I really appreciate Beyond this particular statement I really appreciate the opportunity to work as school boards in neighboring communities with

038common concerns about the quality of Education about the experiences students have and what students are asked to do in order to graduate or receive a diploma so and a big goal of this statement was to focus on the quality of Education not necessarily political stance um but we have some Educators on our board also and there's some pretty big concern Beyond political being conservative or not just the quality of the education and needing to accept that um on the schools we have as credits and so first I just want to say I wrote a statement um on like the student perspective I'm not going to read the entire thing but I I'll try to I'll email it to where I am to try to get it on uh or dogs tomorrow um but I wanted

039to just split summarize it basically um so today I did a small poll of students and I wanted to read some of the quotes from their responses um I believe that the acceptance of this court of this course was in the interest of politics not any New Hampshire students prageru is bad because it is not a certified instructor I think that this is a terrible decision to include a clearly biased unaccredited education resource I worry that the use of breaker use course will illegit students to make smart financial decisions given the course is brevity I also worry that this decision could set a precedent for allowing other courses to be drastically shortened thereby further harming student learning I don't think Finance glasses should have anything to do with politics it seems odd to me that

040the state would pass an unaccredited course in something as important as financial literacy a skill that is hugely important throughout a person's life not just a courses not just the course students need to take in order to graduate Gregory who has no connections to actual professors or teachers prageru is an unaccredited com unaccredited company that profits off propagating false information a very important part of giving students an education at least in America is is to teach them the truth so that they can go out into the world with clear eyes while this financial literacy course may may or may not include false information approving it still sets a precedent that those types of Education are acceptable which they should not be prageru states that my personal identity and sexuality are are unnatural and twisted so

041these are just a few of many voices at Hanover high but I think it's quite clear that the students of Hanover Hyde stand strongly opposed to what the state board of education has okayed um so as a student and I think I we speak on behalf of most students at Hanover High We strongly encourage the award to either draft their own statement rebutting this uh the the state board's decision or work with the Lebanon board to do so because if we do nothing our they will take our complacency as indifference and it will be an indication by that future actions which will be even more harmful can can be approved and we will do nothing um so we owe it to not only the students of this District but the students of New Hampshire and

042the students of this entire country um to stand against hate and lies that trigger you spreads I also want to say that today I I was talking to students and I was surprised that not and all of them knew what prageru was um and so I think it's also in the district's responsibility to responsibility to educate students and families what Craig are you is um because I think a lot of students quite frankly will see this as just an opportunity to get out of personal finance and there's been lots of annoyment especially I would say in the senior class regarding it so I think we need to be Crystal Clear when we speak to students about this and really tell them what this means and tell them what trigger you is and why this course

043should not be taken by anybody in this District well thank you Josh Lisa yeah just a quick clarification um the financial literacy course is still offered and meets the like if the kids take it it it takes that box okay you don't want to hear it yeah the one here yeah which is amazing right okay um is there any time sensitivity to acting on this one I was going to suggest we table the vote until uh next board meeting hopefully by that we'll send out an email with the links of how you can look at the videos by that time Josh will be able to post the student councils documented we'll discuss that at uh the October and vote on it then yeah it's that old but also in terms of affirming our support as

044a separate District as well so we can add that to agenda for the Handler for reading as well yeah um I I think we might also want to consider um using the Lebanon resolutions basis you're feeling it's great but I think that there's a couple of things that maybe we might want to entertain some changes to just to make it a little bit I mean obviously it's Lebanon right we need to make it safe interesting but beyond that I think that there are some other things in there that I think would be that might make sense now that we're in this environment where it's POST Board of Education passing this the other thing that I want to ask though is that it so I'm reading the first sentence at that last paragraph are there really

045different requirements that need to be met to gain the the um literacy requirement whether you would take the course offered through Hanover High versus taking this course versus taking vlax right because this one indicates that all you need to do is complete a worksheet what does the velax course require in order to meet this requirement versus what does our own internal course required obviously that that worksheet is specifically for you um if Deb wants to speak on anything you can well the worksheet you have to get 30 of 45 multiple choice questions correct and then you pass the course that's the one worksheet there are no other worksheets there are no teachers involved there are no questions meaning that you've now satisfied that requirement for graduation correct and watch that is the and I guess

046my my question is is the criteria different than if you take the Hanover heights yeah and and is that is that like you've got three different ways to satisfy the same requirement all three of which have different criteria for doing so and that's that that's just how it works is an 18-week course and you have a teacher who answers questions who meets with you regularly and it's it's accredited and it's it covers the you know a lot of content right yeah right right but essentially you're telling what sorry what we're saying is that a group of five minute videos is the equivalent of a the Board of Education which propose the half credit Standalone financial literacy course it couldn't be integrated into current social studies they passed a law last year saying it has to

047be a standalone course and they gave us three months to you know they required it starting this year for seniors and they past the unanimously well the chair um didn't vote but they passed the unanimously letting Prager you be an alternative Choice hence Josh is concerned that seniors who don't want to sit through 18 weeks right we'll just do this to get the check in the block yeah and I guess I'm just wondering is there um I assume it's an either a law or an ed statute like a 300 rule that says what the course needs to be able to cover and the criteria that a student needs to meet in order to get the credit and was this did this course meet their very own criteria or was it Exempted from that crate like

048I just I think there's some more analysis and some more homework that we could do on our ends to maybe dig into this a little bit more okay so there are a variety of policies that exist on alternative credit options for example is one of our policies that allows us to Grant credit for things that aren't our traditional courses the State Board itself though sets those regulations and they said this is acceptable and so it there's there's also a law a program that was approved that big three or four years ago now called learn everywhere where all virtually any entity that has some educational purpose can apply to have their their content um approved for credit if the doe approves them we're to Grant credit so it could be um could be something fairly rigorous

049like the the science uh program up the road here uh is one of them but there are others that are probably more on the order of a prageru um that uh that have also been approved and so the State Board is approving these different alternative programs despite the requirements that we have in in code okay yeah I have one last question I'm just wondering it will show up on somebody's trip that they satisfied this half credit by taking a course from prageru correct I'm sorry generic titles such as financial literacy of course we're going to say Prager U yeah I mean it said like when it's a velox course it says you know be last so I think it would say Gregory you so there may be a conversation some seniors want to have with

050their guidance counselors without whether they want to convey to colleges that they've taken prageru courses you're very strategic former admission officer here and I think that I just feel that I think it's interesting is that this was the fastest it felt like you know we were warned by Robin that this might be coming but the ramming end of a requirement that would stand alone and I don't even know how we did it because it was past budgets being passed and everything suddenly all your seniors have to take a course they weren't planning on do you have the staff to do it it was like playing Houdini to make it work with this budget that we had most districts can't do that and so my guess is like I feel like our students aren't as much

051Peril as other districts where they probably didn't have the staff and couldn't do it so they have to send the kids to something else to do and yeah vlax is a good option but right if you're not so I'm you know I feel like our kids most likely will not be taking this course in this community but I I would think that in other communities they're going to be in a yes because because the what they did and leaving schools with a requirement and we really didn't know until spring but it was a requirement after every budget had passed and students are already wanting to take calculus or something else so now they're doubling up on that and having to have the staff to do that yeah there's something it's a little bizarre okay so

052and this course costs money that's real good spirit and blax is free also if you're a New Hampshire student so what's a Prager use a trojan horse I mean it just sounds like something [Music] important or at the state level is there anything that Vermont could pitch in on uh well to be clear I mean I have a member of the State Board of Education in Vermont has reached out to me saying what the hell's going on sorry with prageru in New Hampshire and how does that impact the Vermont kids so it's trip their radar right um you know the the thing is at this point all I can say is um you know we operate under New Hampshire a lot because even though they're a Vermont students so um yeah I just think I

053mean I a little bit more homework I think I greatly appreciate the work that ledge has done on us already and would like to continue to partner with them going forward but um I think that there's some uh things that we might want to tweak that would suit Dresden a little bit better and maybe even would ultimately benefit to Lebanon or any other school districts around it you know and let's keep the relationship going but uh tweak this to the residence yeah just two questions um just on that would it be helpful to to it and it is full board I mean with New Hampshire look at a resolution from the northern school board and support talking about our students are part of New Hampshire I don't know they don't care okay so that so

054forget that and then my other and this is kind of tongue-in-cheek but also very seriously can we set up a special email account for us to use to watch these videos so that we're all not getting spammed I mean like just give you an option to hop out or unsubscribe so thank you Dad just likes doing it because I'm doing it for the students to be honest if you're making a statement though would it would the board be interested in us taking a look at what could be done either through legislative advocacy or petitioning the State Board to rescind this I mean it's one thing to say you're opposed to this and it looks like our students aren't going to be fooled anyway but but we could do whatever we want to to sort of

055warn them but the State Board active and right now if we do have a family that does maybe they do all the prayer courses and they want to do this for their family we can't say no right so if we want to if we want to reverse this or try to reverse it we need to I would assume consult with our attorney and figure out what process processes we could use to to try to fight this Neil not against that idea I think that the way that it succeeds though is getting more than just Lebanon and Hanover to agree on this um and understanding that we are talking about New Hampshire here right so um yeah I mean I think a handful great but a handful is not going to cause the State Board to

056rescind the decision okay um somebody at Oyster River is interested in joining in also yeah impacts my question running out of time of course is if we want if there's any Merit to having a conversation at the October meeting of the New Hampshire School Board Association and I think there is but I don't know that any of us either Lebanon or Dresden have the time to craft something as an active effect resolution but I don't know that it's going to have much because it's not on the agenda right now it's not on the agenda because it came up so quickly it came up in August yeah my only thought to that is if there's an item on the agenda for like new business it might just be worthwhile getting a temperature from the room by

057just saying hey we've got this concern if you do too come see me after the meeting and see what kind of response you get good idea there was something that had come up that was after like this sort of thing where the state had done something in between the due date the resolutions and the meeting itself and people were willing to have a conversation it was something around lunch you know cutting lunch money or something like that that really affected everybody um and I think because of the timing of this they might be willing to have the entertain that conversation are you the for the nhsba meeting yes uh me and Stephen Cantor will be going down together we can sit together walking the person from Oyster River yes we'll see what we can do

058so um thank you very much for having me we are we are going to talk about our positions on the nhsda resolutions in a few minutes so I don't know if you're interested to see yeah I can I can stick around that's going to walk us through it all right can I ask we we're we're not moving forward on this statement but do we want anybody to be working on Crafting statement before our next meeting you know I would offer that I will work with Deb who will take the lead on this thank you so much again sometimes she's going to be the first one of the party Ken or Jamie hey Rick can you hear me can you hear me better now yep okay so uh this is a second reading of the budget

059guidelines I presented the budget guidelines for the first reading last month so I don't anticipate recapping as I have nothing new to add but if anybody has any comments or questions please let me know and actually shortly after this discussion I'll need to drop off the meeting and I'll hope to rejoin as soon as I can um but sorry for joining um remotely today I'll be with you for the rest of the meeting so if anything happens um come on up and say hello we're okay but I think I'm going to follow the same ones uh but I think sitting here instead of standing uh is really appealing so um my name is Kari asmus I'm the chair of the Hanover uh sort of Slash resident finance committee and for those of you who aren't

060aware um what part of our job is to sort of every step in the budget process to give feedback because as you can see there aren't hordes of other members of the public who busy themselves with reading things like draft budget guidelines so um we met on August 31st and had both the quick model which I don't know if you've seen that or not but it sort of gives a sort of early warning detection system for the direction that the budget is uh headed and then we also had the draft budget guidelines for Dresden um and I guess maybe if Kim is um is is listening um one of the things that wasn't completely clear there are two paragraphs that have some bold and one um directs um you know a targeted increase of three

061percent or less and then the next paragraph um sort of gives a bifurcated option where two budgets should be presented and what I have to say would sort of depend on how to interpret those two options emular sorry it's a little busy here um can you just repeat the question there was a question about two bolded items yes so hi Kim uh this is Kari um so the one paragraph that's in bold um says that the Dresden School Board uh recommends The Dresden School District to manage the budget uh so there would be a targeted increase in the budget of three percent or less and then the next uh paragraph um says that the Dresden School Board requested the Dresden budget committee developed two versions of the draft uh budget uh for committee review and

062one version would be the 1.19 increase and the other one would be a three percent increase and so I was wondering uh sort of which of those two tracks um I mean are you going to is the idea that the board would continue to consider uh of essentially a 1.2 increase as well as a three percent increase or are we really just looking at the three percent increase in terms of of a guideline last last month so it's kind of why I went a little quickly this time but the way that the the nature of the discussion occurred during the budget committee was that um because this is the first year that Norwich is seeing um the impact of the state law change for student pupil waiting um there seemed to be a greater uncertainty

063amongst the committee about what's the the kind of direction we should go and so as a result of the discussion we had both of those targets so they both do make sense because neither one of those options is more than a three percent increase but it might make sense if we're feeling uh feedback from the community that um we need to look at something less than three percent um that we want to be able to be in a position to have a ready-made option or at least A View to see what the world would look like if we had to be a little bit more conservative of an increase and so that's why we kind of had and I wouldn't say A or B because that says that like there's one or the other but

064we just wanted to have kind of two options um and that kind of seemed to have some comfort amongst the budget committee at least in being prepared to have that decision or be able to make a better recommendation to the board as we kind of continue on and having these budget discussions yeah and then I'll just add to that so one of the reasons for um making this recommendation up front at this early stage of the budget development process is that the the funding formula change in Norwich we're not going to know the real impacts until likely mid-December and at that point I think the thinking at least in my head was that's pretty late in the budget process to then tell these folks to go back and do something else so it's this idea

065that if we do the work up front and have it ready to go in case the numbers turn out really really bad on the mortgage side we've got something we don't have to ask people to like run off and scramble and do stuff we've done the work ahead of time right okay thank you well so that knowing in the committee how to read that exactly we did focus on the three percent option um and what we noted there that if the budget were to increase by three percent um that that would add uh another 934 thousand dollars to the budget close to a million um and that if you just look at the difference between what you need to carry things forward and the additional amount that would be basically you're adding 565 five thousand

066dollars to the budget um for new initiatives essentially reading the the uh the the guidelines um six five hundred and sixty five thousand dollars sounded like a big ad um we know that um I don't know if those of you who were around during the Cold War we talked about the peace dividend you know the money that we were going to spend on the military was not going to when not needed was not going to go back to the taxpayers but it's going to be redeployed to things like education and health and so I have to say I'm sort of thinking of this as the debt uh dividend we've been paying uh towards The Debt Service payments and um I've been getting the sense over the past several years that the idea was that when

067that that rolled off and in the in the quick model we see that 322 thousand dollars is rolling off that that wasn't necessarily going to be providing debt or um tax relief to people but rather that it could be used as seed money for new initiatives um so I think that there was sort of an unders or thought that maybe we would see the money go from one place to another place but with the three percent what you're seeing is that you're going to be having like that 322 thousand dollars to spend on new initiatives but then you're adding another quarter million um and I think that it just seemed that at this time that um to when you're sort of already experiencing a a debt dividend to then say and we want to put

068another quarter million of new spending on top of that it seemed untypical for the board and although the finance committee as I pointed out at our last uh district meeting for Hanover and it's been the longest time since finance committee hasn't supported a board budget this seems like something in a different route should you go with the three percent and I would just say that going forward it would be very important that we have very good communication about exactly why we are needing to see you know essentially a quarter million dollar Rock check so Harry I'll just note that our strategic planning process is we're getting to the point where we're going to be able to put together some plans plus we just did the facility audits at all the schools and we do have

069a laundry list of repairs we know are coming and all that so I don't know if those numbers that are from this strategy and from the audit are in being incorporated into this budget but I just say that so I mean that would be the thing that would be very important to communicate we did also um look very briefly at the building audits um and I realized from the SAU presentation that there was a sense that maybe each district was going to look more in depth um and we have not had as a finance committee a lot of time to look at it but I mean there were things in it like uh you know in the Hanover High School at one point it talks about needing to replace 99 999 lab sinks for a

070very large amount um and like it at the middle school I mean this chart it looks like if we deferred all uh improvements to the facility that you know in short order we'd be up near four but you know if poor is 30 of the uh rebuild value that's not 6 million that's more like 13.5 million so just going through this there there are many many questions um there's two versions of the same slide for the ray School in one place that says that the average cost per year will be six hundred thousand dollars in another place it's three hundred thousand dollars so uh what what slide is that is that on the facility it's it's it's this one that is for the ray school and there's one that's in the summary and there's one

071in the full report foreign good yes then that there really needs to be further examination of it and not just accepting what's there because I mean when you have sort of Errors of that magnitude it's hard to know where else it might be problems I think um are you the same to the woman that presented this at our last meeting yeah I'm pretty sure those ear graphs look crazy because it assumes that we just stop and that's what happens I know but it's it's like this number should be 13 million not 6 million and if it were 13 million it it would it would look very different um so yeah I don't think that was out here graphs meaning I think because it's she told us we'd have to dig into it but she gave

072a fairly good estimation of why those graphs they're crazy and numbers all right I I did I did watch that particular meeting uh so anyway it's we understand and I'm sure the the bunch of go ahead then oh no I'm sorry baby the Jamie I mean but I will note that Jamie has updated the board doctor to Quick model and the projected guidelines that folks want to refresh your screens and secondly trying to find documents because it wasn't yeah yeah okay uh yes it wasn't um it wasn't on tonight but if you look at the quick uh model uh or you will see that there's the 322 000 in red that's what's rolling off and so um that's you know with that amount rolling off that's why the carry forward is only 1.19 increase in

073the budget um and again um having followed board discussions we have some new members but a number of us understand that there are a number of initiatives that people have been you know wanting to um wanting to see move forward um but I think that it's a again a matter of what what is prudent at any given time especially given what Norwich is potentially uh facing but even if even if that doesn't happen what what um is reasonable for this year and then when you see more debt rolling off next year what is the best timing so these are the sorts of things that we're going to be wanting to to learn more about as we go forward uh Jayden thank you yes Carrie um had brought to my attention some of their questions from

074the meeting regarding the um Audits and we are aware that there are some inaccuracies in there they did give us access to all of the databases so that we can understand and run our own uh reporting modules Tony and I have met with a company that we've worked with in two of our districts Norwich and Hanover about the audit reports and some of the difference in the numbers the dollar amounts and the numbers so we will be bringing you more information we do understand that there are some inaccuracies that we did speak with them about um and they had some explanations but I don't want to beleaguered tonight's meeting with that because we'll have a special meeting um that we'll talk about all of those pieces but I did want to address that um and

075I did I did post uh the information like Ben said for so that you could look at it before you vote that through tonight um and I also wanted to let you know that I posted late tonight sorry I had other meetings um I did post an end of year projection for Dresden as well thank you I just um I guess I did do one quick calculation that should uh you just add that 322 000 sort of back into the budget to seed new initiatives that would be a 2.2 increase in uh in the budget so you have the 1.19 it's a straight carry forward 2.2 is using the debt capacity on new programs and then the three percent represents what you've been paying on The Debt Service plus an additional quarter million approximately thank

076you sir and maybe I'm wrong here but we're talking 24 25 right yeah I think the document that just got added was 23.24. oh and maybe I'm being sorry Kelly I I'll grab the right one if I put the wrong one I'm hungry so okay thanks Jimmy yeah that's yeah that's that was last year's okay the guideline we were talking about is in the August yes okay yeah sure I have a question here um the 322 000 that you mentioned um I'm just curious if that is um adjusted or for the um income changes that are projected to occurring once the debt surface rolls off so I'm sorry I'm not sure I understand it so you mentioned the 322 000 that would be carried forward from the change in The Debt Service so yeah and

077using that to offset any any additional increases so I'm asking if that's just a straight carried forward of the actual debt payments or if that is the actual adjusted amount um that will be realized after the income adjustments are also weighed down okay once yes no it does not it does not this is only the quick model is only looking at the expenses okay so um so those income adjustments right to the address right um I'll however one of the big um one of the big adjustments uh which is affects New Hampshire um that will not take effect until the next budget um and because um um because of of something that Jamie has done which is a very good idea which is the the most recent bond for the athletic fields is probably going

078to be all paid in this coming fiscal year there won't be as much of a loss of tuition income um as otherwise would be so my understanding from Jamie and if Jamie is listening is she can correct me perhaps but my impression is that for the fiscal year 25 budget that it will not be as much of a loss of the income you know that's generated by having that debt as will happen in the next year so soon yeah but that is um that is definitely a consideration that we think that all this money is coming off we're losing a lot of Revenue this is very hard to to analyze and to say that there will be 322 000 Loan in fact that is only one piece of the puzzle and there are other adjustments

079that are going to offset that number so so it's it's not really a 2.2 percent necessarily until all those other adjusting that's right that is always the case with the quick model um and um but if it's if it's sort of worth even less then you could say that if you were going to just sort of a level fund but it would be less than 2.2 percent but my assumption is it's going to be less than 32 000 and I just wanted to make sure that I understood was that the firm only addressed the Amber's address yeah yes and I do have one copy of different model but maybe it's uh now what function the revenues will be adjusted when you see the budget projection in December um if I can do them sooner you

080know if the state gets their information out sooner I can try to do them sooner but if not they're definitely um Tara you would see them in the December uh budget documents and and actually if you go to the November meeting with the finance committee folks they'll probably be unveiled there the early version and I also have another question that is very much budget related in my mind um as a result of the audit do we have a high priority list of items that need to from a regulatory respect for perspective interest the fat uh facility that we're working on because I remember on one of the meetings that we discussed that there was a non-compliance issue with science classrooms in high school so I wanted to make sure that we had that you know

081sort of Quantified to say when there is a you know a budget in a item that's going to carry through um when The Debt Service rolls off that we have that adjusted for and we must queue items from the facilities audit Jamie so we already have that underway Terror we've already contracted with a um with a uh not an engineer but an architect who's already looking at um bringing us up to speed with the science classes I don't believe it was a finding of non-compliance that I remember but um it was a concern that was brought up I I don't think it was from that audit I think it was from the the niask visit actually but Julie can correct me so we're already just the limitation I think I I mean younger students we're

082already working with an architect and we should actually hopefully be able to have some numbers for you folks um by the either December or January meeting on on how we could maybe um handle that earlier than later thank you so much thank you Gary I'm just a quick question preparation all right so that you're saying so the quick model is saying a 650 000 reflect is what gets to the two and a half percent um and you're saying that had over yes folks have said that should look more like two or three hundred thousand okay so the the just to carry forward uh we would need 360 um nine thousand and then if you took that 322 000 that's rolling off yeah yes let me see if it's if it's it looks I'm just saying

083one because last year I mean the high school was up as I recall I mean Richmond Middle School was up like 450 a high score is up like 700. so now you're saying a budget should only be up a couple hundred thousand so what um so I'm just having a it's like an order so the the um quick model that was prepared by um Jamie shows that the budget um should just for a carry forward um carry forward type of uh program um would the it would need to go up by um 300 oh wait three hundred and forty four thousand dollars yeah I thought it was 369 so oh you know what I just looked at Hanover I'm on the wrong quick model here we go so according to Jamie that to have a

084carry forward program would require an additional 369 thousand dollars and that's uh the 1.19 that's in the one uh paragraph in the budget guidelines um I went up and I took the 322 thousand dollars it's rolling off and out of the budget and said well if that were to be kept in the budget and used to um fun some of the the things that are on the list in the uh in the draft guidelines the 322 plus the 369 equals uh 691 000 and that's a 2.22 increase on the budget um whereas if you take it all the way up to three percent uh you know then you're adding yet another um if I have that number written some books yeah um so that basically you're kind of keeping the taxing capacity even as opposed

085to ramping it up and I have to say I think that uh in fiscal year 26 uh more debt will be coming off and that would be a time to again think about um programming needs um you know at a time that would not feel like such an ad not knowing what what is happening so I mean it was just uh that three percent I just have to say really caught the attention of the finance committee um and um again we saw the the different language didn't know really quite how to interpret it um so yeah so what heard and understood and again it's just a guideline for right now for planning purposes so this does not mean we are coming in at three percent no right in advance we're going to need a lot

086more information on that Kim so actually Rick had my hand raised to basically say what you just said Rick um can everyone hear me I heard I'm quiet yeah that was on all right can we fix it okay thank you um so yeah obviously these this is just a healing threshold for eign first first draft budgets of course the budget committee will take a look at everything particularly when we have Revenue that is always something that Wags the tax rates and so you know we'll take a look and see what's going on but I also want to keep in mind that we are um didn't want to completely flat line all options um knowing that we have a strategic plan that we're really encouraging Administration to move forward with and propose options I mean I

087don't know if it's reassuring or not but I mean it's not inconceivable to have some strategic plans initiatives that would require potentially an additional debt project which may not get paid in the 24-25 year and then therefore that smoothing would occur almost naturally but the planning as far as what projects do we want to do we kind of have to kick that down the road and basically putting too much of a tight belt on an initial plan at this stage for to develop our ceiling which is of course not necessarily the budget we're proposing just felt a little bit too premature and a little bit too restricting for what we're kind of asking uh Administration to do and developing and executing the Strategic plan so we just we wanted to be able to have enough

088options in both the execution of the Strategic plan but then also have an option that is a little bit more fiscally conservative in case we need to be a little bit more fiscally conservative in 24 and 25 and then maybe develop kind of in a stepwise function the Strategic plan so that's kind of why you see these two options and and you know I really hope maybe at that August meeting we can kind of um at the finance committee you know you can have a school board member presence to maybe help explain um this and so it's a little bit less clear you know it seems like maybe there's a little bit of confusion this time and we really hope to kind of fix that going forward that sounds great all right real great nice

089I've been the opinion at the finance committee did that increase was that inclusive of any negotiated settlement with the teachers or not no we understood that it did not um I mean it includes um steps for all the teachers but that we understood that it was three percent plus whatever is negotiated in terms of an increase on the base so we understood that it was going to be okay so then your response to that is just budget increase exclusive of any negotiated settlements I mean uh yes that is right so we're talking apples yes we're talking apples yes yes we are thank you card okay um uh Hanover dress intuition is this Jamie are you um wanted to give you an update we usually have a discussion of an update about where we are um

090at this point in time when because we'll be getting ready to set the tax rates here shortly and so you know it the last couple of years we have over projected uh tuition revenue and had to make changes um I'm cautiously happy to note uh that that should not be the case this year um I did post and again forgive me because I was running uh late today but I did post a document for folks that they could take a look at and see uh what our numbers look like these were as of nine seven I'll get an updated report here in the next week there is sometimes a lot of changes within the first month of the fiscal year um but at this point in time for New Hampshire sending schools we picked up

09117 freshmen 21 and a half sophomores 16 and a half Juniors and 24 seniors those are ftes for a total from New Hampshire or 79 that would be lime and Cornish Cornish is sending five lime is sending 70 four plus two because the halves are because they go to vocational and they pay directly to the Vocational Center for the Vermont sending schools um we had a wonderful uh year for freshmen we picked up 22 new freshmen coming in with 13 coming in from Heartland which was a big bump over the prior year of only four uh we have eight sophomores coming in we or or remaining with us seven Juniors and seven seniors so total uh sending in from Vermont is 44 and private paid tuition students we have uh one in seventh one in

09211th and six and Twelfth uh they're coming into us from uh quiche let's see uh some of these had moved into Thetford um Kanan um you'll see in the private parents section there's some that say don't be confused some say Hanover lime Norwich Aetna and then there's another lime those are our five um foreign exchange students that are just nested in that area um and they haven't been included in the counts so I should say we do have five foreign exchange students that aren't in those numbers but those are not paid students um we allow for up to five uh to come in so all totaled ftes for the high school um high school and middle school actually would be uh for paid ftes is 131 as Julie mentioned if you're counting a student body

093count it would actually be um 139 I believe um just because again in my calculations up here we we lowered you can see where it said where the blue ones are we've lowered those to half because they're only with us half time um so the projection for total receipts as of uh this date that we received the information is three million ninety thousand two hundred fifty Seven dollars we budgeted three million forty two thousand three hundred and two dollars so right now we have a little bit of wiggle room of forty seven thousand nine hundred and fifty five dollars I'll update this again at the next meeting uh if there are changes so that's where we're State that's where we're sitting for tuition students many of the tuition students that were um projected for the

094Middle School moved into our our towns so that number went down considerably at the middle school level we only have one left now we had uh I believe we had six so um which is great because they found how houses to buy and purchase in Norwich and Hanover and so they're settling in nicely and we also had I think two private pay uh students that we had in oh those were middle schoolers yep that moved into our race so so that's where we're at um so far any comments or questions for Jamie Kelly more comment for I think it's um for Budget meetings and and strategic planning as much anything else but um I know we've looked at this before but I think it would be helpful to keep in mind the total number that

095we might have been able to get saved from lime or Heartland um just to understand if our percentages are you know how they're changing over time if we're going out provide that happening attacking some of that stuff I know we've done on the past but just to keep track of that going forward um and then the other question I had um again probably more about budget standpoint but I mentioned it last time I think um just those pressure points that Billy's talking about and I imagine that I think you said 139 um those kids that really have part time I imagine they're all taking English here they're all taking there are certain things they're all taking here so just kind of keeping an eye on those pressure points and and making sure we understand kind

096of where our trip point is for who we have to look at additional Staffing um because we need to keep an eye on that in terms of accepting um students tuition students while they are wonderful and return community and work well to happen okay we did actually discuss that Kelly um when we met with Julie um to discuss enrollment when we met with we meet as Administration me Jay Julie Rhett um and to discuss that and so we did take a look at what the projected sizes of the classes were to be um and discussed you know if we had to add ftes what it would look like it might not necessarily be a full FTE it might be partial pieces um but yeah we are conscious of that and I and I'm sorry I

097will try to petition the other um the other districts to see how what the sizes of those actual classes were and how many didn't come that's awesome thank you any other kind of equations for winning yeah just along those lines it might also be helpful to know what our retention rate is year to year like if we have a bunch of freshmen that they don't we're sincerely with us it would be helpful to know why exit interviews maybe good point my board docs is Crash so is mine I'm getting a diligent message yeah uh so I did that it didn't do anything standardized assessment schedule yep uh the high school and middle school principals will provide an update on the standardized assessments here Julie you're up first today uh we're actually looking at the state

098is mandated in the eighth grade written test the now given within a two-week window in March um longer to grade it so uh we'll end up giving it the week before March intensive because the other week is during March intensive which doesn't seem like a good plan if we have a lot of high species in the building so the question that we're dealing with right now is whether it makes sense to give all of the tests at the same time so we must already intensify the disruption of testing in the school during one week or if we wait in the eighth grade written test at that time and then do tests so we're putting that forward to teams um we started it this week the stories we have been thinking about what would seem to

099make the most sense obviously the testing is a little bit better the later we do when we hear the her test numbers aren't that horrible to begin with so uh we're sort of trying to figure out what the best case scenarios so that's where we are we will have a plan currently if you don't thank you Tim and we do the psat's October 11th the fxds in the spring are two standardized tests and we do the science Testing also in the spring I cannot give you the exact items for anyone AP is North 27. okay and science they only have a window and they're working with that windows I'm sorry thank you it's gonna happen yeah in that winter is um moving on to the next uh NHS would be a resolution so we went

100through these at the Hanover board meeting two weeks ago and I suggest we do the exact same format for our Norwich colleagues do you have that recommendations so there are 12 regulations the resolutions that have been proposed um and the ones that most of the ones where they've tweaked the language a little bit and support it we I think are in a good position to Simply do the same thing but there were a couple that we wanted to talk about the 2013 right one through seven are continuing resolutions and so number eight is the first one to discuss and this one clearly came out of legislation last year with hb2 and it's from Oyster River and it is trying to get the nhsba to take a position on um The increased political pressure on the

101board of education and legislators and I completely disagree with the board of directors recommendation not to support the Oyster River resolution I think that it's critical that we will guess on this one if you have any questions my plan was just keep going through them um your decision was yes the Handover decision was unanimous to vote Yes in support of the Oyster River resolution yeah um I love my colleague Deb bacon I have a little bit of a different position on this one and it comes from some experience working at the state level on some of this I actually agree with the nhsba's recommendation on this one this is wearing a state level hat this one would be pretty hard to advocate for because as it's written the State Association would need to be familiar

102with local board policies that exists throughout the state and to be able to do that in a comprehensive fashion and get it right every time would be difficult at best and so I can understand the position that that board took in this one I I agree with the sentiment and the reasoning that Oyster River was going for here I just am not convinced that the language that they propose in this resolution um is the best way to do it I think it's unfortunate that the board didn't come up with alternate language which they were equipped to do with others that were less politically intense yeah which annoys me because they had plenty of time and they could have crafted an alternative if they had so chosen and so I'm less inclined to give them an

103out I don't disagree with your assessments and thank you for calling me Debbie bacon people rarely do it I would yeah I'm scrolling um so the second one is a support alternative language the hanoverboard voted unanimously to support the alternative language just holler if you have a question number 10 about food service the important the recommendation was not to support and the Hanover board unanimously agreed with that resolution but no number 11 the monadnaught board about recruiting and credentialing and hiring we unanimously voted to support the alternative language on 12 we unanimously voted to agree with the alternative language on 13 we about moderators being able to be flexible with weather we agreed with the support unanimously 14 Manchester had a resolution about building Aid and we unanimously agreed with that recommendation 15 Manchester again

104proposed the nhsba supported alternative language we voted unanimously to support the alternative language was a resolution about supporting State sustainability incentives and opportunities this board said this is not really directly to education and when we were talking about it in Hanover it was during the first week of school where temperatures were extraordinarily High some school districts in New Hampshire closed and we thought that this was uh an example of the board of directors being reluctant again to take a position and we Advocate we voted unanimously to support this resolution and then that brings me to 17 which is about uh Medicaid I know I wrote it I underlined it um and there was alternate language which we voted unanimously to support in terms of calculating for free lunches and the final one this is about

105deleting the resolution from the board manual or whatever and we voted unanimously not to the board of removing it because we as award a year ago did not agree with the withdrawal from the national school boards Association and so we got it was consistent I'll be a bit ornery to vote no on that and we unanimously voted no and then there was one additional resolution number 19 that came in after the deadline about a universal and subsidized meal program for New Hampshire Public School students and there were two votes that needed to be decided one was whether or not the group present was willing to consider the proposal and we have voted unanimously yes we fought we should and then we voted unanimously to support the proposal thank you oh and then there was one

106addition made that as the board member from the Henry School Board in this case from The Dresden board member that I have the authority to vote on other things that come on up any comments or questions so my suggestion it sounds like we let me let me get a head nod so my first resolution the one that Neil is concerned about we could cut that out we can do a separate vote on that is everyone else in agreement with the remaining resolutions in the way Hanover loaded okay so we only have to do two broke all those so with regards to resolution number eight the uh the Oyster River School Board resolution um can I have a motion to support before you do that I want to note and annotate will not be doing this

107photo thank you someone want to make a motion to support this resolution no well you made me move them before okay okay um I moved to authorize the Rebecca Nelson to vote Yes for nhsba resolution number eight regarding uh curriculum as presented second is Ben uh roll call any discussion no [Music] yes various Johnson yes Nelson yes there's CS McCall yes and a little either yeah can you hear me yep you try me yes thank you so for the remaining resolutions can we get a motion basically saying that the Dresden School Board um concurs with the heart the Hanover vote Yes but I moved to authorized Dr Baker Nelson to vote Yes or to vote in accordance with the Hanover School Board voting on resolutions 9 through 19. uh Lisa second Neil yes yes Johnson

108yes Nelson yes oh yes Lily Carmen yes great thank you we actually did the vote on those resolutions but um so now we're going to move into business requirement requiring action uh so we're going to remove [Music] so we need to address the um donation or credits that RMS okay anyone have any comments for Terry I think it might be answered the new threshold that we agreed to for acceptance and Gifts um but I think it's under yeah but I think it's important to acknowledge yeah some more budgeting meetings coming up in the near future um I did talk to the guys working on the track today they explained to me the whole process I think they thought it was a pain in the neck but uh it sounds like it's going to be done

109quickly and I saw Julia comment about the baseball diamonds because of the rain are a little delayed but if they're back on track now hey thanks they're hopeful okay um um boats and I just thought that was really exciting and I was writing that Josh because he had to leave but I said I think this is a real opportunity for our ability Club to know more about what's happening at the low tech center and maybe working together with them and so I just wanted I wanted to share that they are our numbers are full over there I think we have our our full complement of students and they're considering adding another teacher n section that will do more with renovation as well as Building Trades because there's so much demand so I thought that was

110really cool and the one other thing I wanted to say was that um a committee is starting to work on and I think this is really Julie's bailiwick but Suzanne reported it to council that they're working on the part of the handbook that addresses plagiarism specifically as it has to do with AI so that's going to be unfolding and the other little piece I'm sorry left of the Year 2021 all of the Chromebooks that was a school will be able the next 10 years so we won't be rid of them and buy a new one which is a huge financial savings my reports good news this fall um for sports but there's been I've heard a lot of parents who are very eager to learn more about our work towards getting a lot of them

111and they're just wondering where to go with just like you know where it can direct them because it's not so it's not a Dresden that's a I don't know oh no well we could I mean we can make it so those projects to take and then to answer your question we actually spent a lot of time over the past year and I mean in English it was pretty much our meeting Tim was there as well it's pretty much our sole purpose for seven meetings and we kind of started with you know take on how the budget look like [Music] budget numbers um I could take a lot of that probably third um and then frankly it comes down to anything in this community isn't going to take us 20 years to do it probably so

112I'll know one thing Megan is the High School athletic director so either we need to talk Hispanic or start looking at it again at the Richmond Middle School because again me it was part of it me was going to be very involved with it and Tim Allison would be a part of the discussion was is if we were going to do it from the athletic committee would be is that it would be very clearly we need to be hiring a middle school curricular I guess so all the other great beneficials for us the budgetary process because you're sort of asked to look at uh just this year that's sort of a long-term prospect that there are problems we're trying to examine what it would cost Asian upgrading facilities anybody who's been in the ocean Schools

113gym it looks great but you can't put anything so for one road you can vote one row of Grants and then you know if you're going to have soft well I guess I don't soccer you have fields that you could have a field that would be just barely regulations on what programs to start is kind of the view of those of us meetings who would be you know Not only would we work from a budgetary standpoint also just currently out there in the community for all of the different clubs and affairs it was pretty interesting too that the same as well divides the consistency between the programs because part of the whole idea is it's speeding the high school sports right so and yeah well we were kind of I mean I sent an email

114that does not like and me just letting them know that we weren't going to be meeting anymore is the little premature on the chairs I think I asked vegan about any talk too about hey is it helpful because it does take one question they need our first meeting right and we said um you know the buildings the fields that kind of thing but the athletic Middle School sports is really hard so we have a lot of information right frankly that's why I need to pull together into a better slide that for people with you know you know an athletic director director which I think would be quite different it was going to cost a couple hundred grand in the budget though right um and I assume that like Norwich sixth grade would be allowed because

115they're in that program or is that is there a law against that I honestly don't know but New Hampshire Middle School sports Association rules would be okay uh something to explore uh Kim had her hand up for the last 20 minutes thank you well I was going to talk about something else but then now I want to chime in related to this issue about Middle School sports I mean I think where this is a particular initiative that has been discussed um in the board um for a couple of years um but I think what I think would be most helpful for me um to kind of before wrapping my head around supporting a lot of work around this is understanding where the district is kind of on a health chart and I know I've explained

116this before a red light green light about where we are in our total strategic plan to understand where this issue would fit into the broader context like if this is the red zone issue you know I would feel more comfortable being like full steam ahead to understand is it in that social um kind of aspect or are there other issues that we should you know have more of a focus and I feel like I'm missing a little bit of that overview and maybe my recommendation is um you know to Jay is if the board can see kind of that that health chart sooner than later because we're going to be having budget discussions um kind of understanding where each of our strategic plan objectives are and how far are we from our end goal so

117I think the and I really do mean like a red light green light because I think that's easy or yellow light it's easy for the board to kind of digest that kind of information um so that we kind of know where each of these initiatives stand so I I it's not that that I that I think this is a terrible idea I actually I don't but I just I'm I'm pausing because we have limited bandwidth and I just I'm really hoping that we can have that big picture discussion first and then you know I feel easier to support it within a budget and committees and all that stuff so that's what I was going to say about Middle School sports I have a completely separate topic that I can save if we want to keep

118talking about Middle School sports well yeah let's finish this one episode just that as you heard in Julie's report earlier we had throughout the district and you'll probably hear more about this than Robin there are groups in each school that are working on various settlements of the plan and linking the initiatives that we got on on our planning template for um where they fit uh what year they fit into and what the potential costs are great thank you so on this just I I don't know how to answer Kim's question a little bit as far as how how it gets to be a red light versus a green light in our community I guess just knowing I was the chair of the athletic committee by default I would get a lot of people who knows

119some parents and people won't be talking inside you think for better for worse it looks like I mean the Hanover rec department has been challenged over the past couple of years to deliver a seventh and 8th grade programming um for teams in particularly for both sexes I know there's been for example you know basketball for girls just because we've been coaches and there's always problems with parents I'm moving through the system or coaches and then I know there's also been problems with his boss saying and getting you know just an equity thing of getting kids when it's all done through a recording you're driving your acoustic bearing hot water all the Claremont kids got on the school bus it is something that every other school in the area offers which is I think why some

120parents are coming closer to this question wondering why are they not doing this at this level because there's some dysfunction um down I'm not quite sure why thank you um are there any comments on both surveys in recent years about wondering why we don't have an environment of the equity components of this design uh Kim did you have another committee comment yes and for those in Hanover sorry this is a repeat but I just wanted to make sure everyone is aware um the town of Hanover is currently uh kicking off a new long-term capital asset planning committee and as Ben said it at the last Hanover meeting he said probably rightly that I was voluntold to be on this committee so I am the representative for the town of Hanover uh committee but representing um

121basically the the school districts and the idea is that you know we're trying to smooth um kind of the tax burden and and so anyways I I am not sure exactly what my role is currently as we have yet to form but I just wanted to let you know that at least from the Hanover side um that I will be uh representing that and I'm happy to report back or not at all um based upon this group's interest um but that that is occurring thanks thank you Kimmy I would say if it has any impact on us uh we definitely want to hear a report um are they actually looking at capital structures such as the schools are they focus more on more of the Town offerings or do you know yet based on the

122town um I I'm going to go out on a limb and guess that they're going to ask what are the you know 10-year large Capital purchases that the school will be planning on doing so um just lagging that as from a data perspective but um you know I yeah so happy to be liaison either way perfect thank you Kim for volunteering you're welcome uh moving on to Jay all right uh two two things I'd like to report on just to Echo uh what Julie mentioned in her principal report uh the naturalization ceremony last week was awesome uh with uh chief judge McCafferty U.S District Court and uh chief justice Courtney McDonald Hannah o'hylum um presided over that ceremony or people from I think 40 different you know 24 different countries 40 people uh it was

123it's always it really is a an impressive event and we're really lucky to be hosting it now every year it's three years in a row now yeah awesome and then today um I had the privilege of sitting in on um a guest lecture from uh Vermont law graduate school president Rodney swan um he did he did an outstanding presentation and basically simulate simulating a supreme court argument um involving student expression uh that really kind of pulled the kids in it was very interactive and and left us all with a whole bunch of questions we ran out of time ultimately but um as always I was I was so impressed by the depth of uh thinking that the kids exhibited in the questions that they asked and their insight and uh kind of felt like I

124was in a law school class um and uh again it was it was great Crystal Ali and Hannah Custer did a nice job organizing it and it was a pleasure to attend so that's a lot of work thank you Jay any comments or questions I would just know I'm On The Board of Trustees for the long graduate school it's a untapped resource that I think Hanover would benefit by reaching out because they have they're nationally renowned for energy policy agriculture environmental so I I you know maybe explore some potential classes or more interaction yesterday I would just add um they um your law school has been for quite some time helping out with with our our environmental work that we've been doing so great I just want to say thank you to Jay for getting

125that in the classrooms too I hope you're having fun I'm glad you're getting out of your office yeah it's a good sanity check next up I just have a couple of things to prevent fun tonight we had our first K through 12 meetings last week that went really well we had administrators from each of the buildings leading those groups and we started by having the groups to meet introduce themselves talk about what has been going well for the different departments and then looking at the Strategic plan so we've set up a Google Drive all of the information is being held in that um we had Leonard stakon and notes on ideas related to the Strategic plan so that will continue and then the groups are developing at agendas for the year looking at things like

126different groups K through two meetings three through five you know things like that so those will happen every month the third Wednesday of each one and it's a nice tie in the work that we're doing in science this year as well that's the other thing I just want to talk a little bit about we are doing our K through six science curriculum work this year and I have a consultant coming in they're coming in next Friday and then she'll be working with us for two full release days as well as some of the early release days on Wednesdays and they're working on really digging into the ngss standards aligning the science curriculum with both the elementary schools so that is a lot of work that we're looking forward to making progress in over the year

127I've also invited the middle and the high school teachers to attend that Workshop because again she's digging in some of the standard work and the more information that we have across the board game through all the more helpful it's going to be so I'm excited to hear from the consultant she's working schools all over the world she was just in Egypt recently working with schools there and schools as close wise Menards so she's really um highly recommended so hopefully she yeah so we've got a lot of curriculum work that continues to move forward thank you very much thanks Robin so I um I think it would be helpful for the board to have an understanding of when we're going to get strategic plan updates um so for instance you know of course as I just

128said I'm interested in kind of seeing where Administration and Staff feel we are compared to our goals um you know as maybe like the first update um and you know maybe the plans to get there might take a little bit of time I understand that um I guess what is the timeline this is either for Jay or Robin on what should we do and maybe do we as a board kind of turning to the board do we need to start setting some of those Milestones or I don't know maybe it's already there so yeah can Lisa's got her hand up um yeah I think you may have been off when we discussed this earlier Kim but um Jay is planning to um update US during the October SAU board meeting and he will at every

129SAU board meeting give a strategic Plan update of some sort all right sorry any other accomplishment questions for Robin thank you bro okay you're welcome Jamie Europe hi there again how are you all good good let me just get back to my board doc screen so I know what I'm doing here um okay so as you may have seen if you've driven down around by Rick's house uh there's been there's been a whole lot of progress going on out back at the high school here on the track um they have hydroseeded it and the grass is coming in quite nicely in the middle um and our record tan I hope I said that correctly are the folks who will be doing the finest final surfacing over the asphalt that was laid for the new track

130base um and they are on site um you'll see their truck is out back with a lot of pounds of uh product that will be um transformed and laid on all the track surfaces um for everybody to run around on after it's sealed and and cured which I think I believe I was told takes 30 days so uh we'll keep you everybody apprised of that through um emails and information from both the high school and probably my office um but they're busy out there over at the baseball field they were due to start hydro seeding The Outfield uh this week and then I believe sod will start being laid on the infield um so that should be nearing completion and then after all that is done I believe they'll be putting up the fence the

131fences along the outside perimeter uh we did find a little bit of ledge outcropping there on the outside perimeter where there hadn't been fenced before and so we might have to just do some special uh drilling to get the fence posts down but um it won't be it won't be a huge change um I have posted again if you refresh sorry I don't know you know when you logged on or didn't log on um I have reposted in my section under business administrators report oh I should mention uh Tony um Daigle who's our facilities director met with the Hanover finance I'm sorry the Hanover fire chief uh today and was touring our Hanover schools so the the fire uh the ahj authority having jurisdiction which I believe is our Hanover fire chief unless he vests

132that in the assistant chief um we should have those reports within hopefully 30 or 60 days to bring to you um okay what else is going on Transportation knock on wood seems to be going okay I did hear um earlier that there's been some um problems in getting buses for sporting a sporting trip that is uh New Hampshire Statewide there are many schools that have been having problems um that I've heard of I didn't think we'd had a lot of problems happening I do know that the um athletic department did run another program for our coaches if they wanted to be to be certified to drive the small white activity bus that we own if they have a team that's 12 or smaller um so we were doing that also as a as to try

133to help and fix that if there's an issue there um Food Service we're rolling along in the uh Hanover High School in Richmond Middle School we were lucky enough to find an amazing person to work with Austin Jacobs over at the middle school um so they have a full compliment and I think we have a full compliment here at the high school now so food Transportation maintenance is cruising along you've probably seen them all over the place uh trying to get everything fixed and fired off and buttoned up before um before winter comes I hate to say that anyway I did do a projection of end of fiscal year we are wrapping up all of the different journal entries this week the doe 25s are due the first which means they'll get them on the

134second because I'll probably be finishing them this weekend um for Hanover and dressing so this is dresden's projection it may move a little bit um there's a couple of line items I do want to investigate still um it won't make the projected Surplus go down it might go up a little bit so I've posted all the reports you can take a look at them if you have any questions give me a ring and I will happily answer them right now the projected uh unofficial unaudited numbers are from um balance remaining from expenditures is 406 427 projected variants in revenue is 225 613 to the positive which would bring us out to an operational fund balance is six hundred and thirty two thousand and forty dollars we retain thirty seven thousand six hundred and twenty three

135last year bringing projected fund balance available to 669 663 dollars we projected or promised uh four hundred thousand dollars against um New Year assessments which when we set the tax rate it'll happen at probably right around October 20th we usually try to do that with the town and then that would leave a projected total unassigned surplus of 269 663 which is the dollar amount that would be available for us to retain and we could retain the whole amount it's well underneath the ceiling of what we would be able to retain um there's expenditure report overview as well you can take a look at all the line items we did talk about them briefly in April I will probably work to do um a narrative to go along with that for the next meeting I didn't

136have time for this one sorry thank you Jamie any comments or questions for Jim Kim does yeah thanks Jamie so for next month then we'll probably have a agenda item to vote to retain a number that you feel comfortable with yes ma'am okay somewhere in that 270 range yes ma'am okay and then my other question because I I'm kind of just curious is um the March intensive spreadsheet one for those following along um like the Surplus in March intensive like how how does that get um it stays it stays within the March intensive fund it's a it's considered one of the special Revenue funds so the money carries over from year to year okay and is that and if you can is that Surplus in the ballpark that we typically see sorry I didn't do

137the research on that one yes it is yeah usually it runs anywhere from I think I've seen it as low as maybe 12 and as high as I don't know maybe 26 or 27 000. 15 16 000. okay yeah and and we do refund um usually that money as it rolls over is usually from donations um because we do refund the students back their families back money if there's if they haven't spent it all on any of the ones where the students families pay for them so so we have already uh paid back obviously it's September and that ended in March um so if there's any funds due back to people we send them back okay great thank you and then my last is is probably for next month um but just to kind of

138get a projection because what we're hearing from the enrollment side is that tuition is up for this year um just to kind of get a sense of where we're at as far as update which I know revenue is right get finalized in October um but I just wanted to to throw that out there that I think would be helpful for the board to see kind of where we're at um I think you missed that presentation earlier oh no I'm sorry that's okay there is a spreadsheet that I posted under the tuition and the good news knock on wood right now although it is early and a lot changes in September uh we're we are above projected tuition receivables by about I think it was 45 or 49 000. not a great day for me thank

139you it's okay again you're here anything else for Jamie saying nothing we'll move on we do have a need for a non-public uh equipment yes uh personal uh discussions or could someone move us into then entered on public session at 9 16 PM under RSA 91-8 colon 32c personnel second Lisa oh yes yes Hartman yes and how would we join um uh we're gonna drop my cell phone number yeah you guys both call in I'll just merge the call I'm pretty sure your address um in and uh close it up um at this point uh if anyone has any agenda topics they want added please let me know our next meeting is October 24th so I assume my planning meeting will be probably around the 14th so get just get me your ideas before then

140and at this point would someone like to make a motion no joke oh wait a minute I just need to know who made the motion to exit uh yeah yeah wait a second Michael yeah yes yes Christy yes I'm sorry yes yes uh really let's see what this is okay Kim thank you
