for example um okay so um yeah you're a good question um you have to click on the essay logo now manage videos I ready whatever um Therapy Center I don't know and uh let's always be here um all right hello The Dresden public hearing and budget adoption meeting to order at 703 does anyone have anything to add or remove from our agenda today okay moving on to the public budget hearing oh I do have something agenda really quickly if I can just chop it on New Hampshire legislature and then ask the question that's all okay uh it'll take five minutes so we don't have a discus Jay can you just add that into a new discussion topic sure thank you sorry okay moving on to the budget hearing is that Kim and Jamie or Kim

yes and I believe James will be joining Zoom she's on zoom zoom great so Jamie feel free to speak up whenever um I know you're feeling under the weather and we hope you get well so thanks for joining via Zoom thank you I'm glad to hear you that you're there um so this is the public hearing for for the second Republic um uh discussion of the Dresden FY 24 budget and um so we won't be representing all the information that was presented um the first go-round we're going to be presenting the changes mostly that the Dresden finding or excuse me the Dresden budget committee um discussed last week and made representation so um if you're looking for more information please check out the budget book or last in the last meeting in December I think

we had about two hour budget discussion with a bunch of slides so I'm looking forward to that so we'll be talking about a bunch of committee recommendations and there are three of them um one's going to be basically the proposal for the FY 24 budget we'll have a specific discussion about the open Staffing position and then uh substitute wages as well um so those are what we're going to be talking about and as a reminder this is our budget process uh kind of timeline January 4th is that uh final budget recommendations that the budget committee made and we'll be presenting tonight um for an expected vote to adopt the budget um what are we recommending so we made a unanimous decision at the Dr at the committee level um to uh one adopt a budget

that will be presented um in December with a 200 000 revised balance carry forward I will add that there is um a light bulb right a moment that happens between January 4th when our last budget committee meeting happened and now and so we'll talk about that but for the most part I mean this is what the budget committee at the time recommended um number two uh ask support staff negotiations uh committee to look into uh EA staffing issues user educational assistance and we'll talk more about that and then the third is to increase substitute wages um which actually um per our discussion would not need to increase the budget as we will be adopting a vacancy management assumption on that so um with all of those kind of changes and recommendations um the change budget

to budget would be a 4.48 increase or 1.3 million from the previous year uh net assessment increase um so that means what that means it's uh 3.64 and it's lower than the budget expenditures which basically means we have higher revenues coming in um and then uh when we think about the split between the Hanover share and the Norwood share we have more Hanover students coming as a percentage of the population of Dresden versus Norwich and so you'll see that Hanover will be taking on a 6.5 increase in knowledge share we'll be taking 2.34 uh decrease in the budget so my first recommendation is essentially um to adopt this budget we'll go through what the changes were um and then kind of show you what the new slides that you um that were presented in December

but you'll probably be updated first so we can kind of all get a sense of where we are so the changes that we were that were discussed um on the budget committee or um one thank you um thank you so again like I said the no budget change to increase the substitute wages uh that is a vacancy management consumption let's talk more about that when we'll talk about that recommendation um we uh had a this is the light bulb moment that I mentioned right there was a a new board option but actually we discussed about it in November but then realized it hadn't actually been executed so um we uh there's a proposal to take basically eighteen thousand um from it's really a change in how the position is funded versus a decision not to

fund it so it's really um seeing that we have these Title II Grant funds that could be eligible for the RMS instructional coach um and that what's currently in the budget is 25 000.2 FTE and so essentially all that 7 000 of that could be paid right which for us we would take it actually out of the budget operationally so um we are presenting a two hundred thousand dollar net assessment Improvement which is just that balance carry forward but um because that's what we discussed in the book at the budget committee but just keep that in mind that the board can consider also taking that 18 000 I'll present what the numbers are after that um if we choose to do so so and then on the revenue side we took a look at what

the Surplus would be from our kind of current year and um you know Jamie looked at uh the estimates and it's essentially created by assuming Staffing levels are similar to what we are experiencing now and um assuming that all the other um you know kind of discretionary accounts are fully spent um and so that's kind of how we came up with that and say two hundred thousand dollars and we're not trying to cut directly to the Bone right because they're we don't know what the future is going to lie and so they're you know it's it's a a conservative but revised instrument for that 200 000. so when we take that um the expenditures are saying no change although keep in mind that light bulb um kind of what you saw in December um but

we our Revenue did improve by two hundred thousand dollars and this is kind of where you see the waterfall of that I mean how it builds from the expenditures and the revenues that if the net assessment change um here the society would have seen in December is essentially that the balance carry forward used to be a negative number right we used to think that we didn't have as much Surplus but when you took out the numbers it's back to where we were expecting the relative Surplus in the year before so there's no net change and then this is if you're kind of wondering what are kind of drivers of a budget here's the the pie of the 951 000 uh Dresden net assessment number and you kind of see how that Revenue increase is helpful

um and same uh so the one the pie pieces that are taking out are helping the net assessment and those are the key drivers again just remember that you know salaries and benefits are contracted um and are we have a 13 health insurance increase in the budget this year too so really those are kind of the big drivers then okay um but you knew that last time so uh just this is just an updated chart of where our resident assessment is against inflation and so we're at 3.6 versus a 6.9 or six and a half um I think that's the immediate last updated number uh for November but that just kind of gives you a relative sense of where we where we have been and what the budget is today um we did finalize our

ADM adjustments just as we're kind of cleaning up the budget um we realized that you know we might have did a little typo and so we made sure to clean it up um and so uh this is now the uh real finalized EDM adjustments and it means actually it's a it was like a 11 000 spending to hand over just as we clean it up so slightly different Okay so okay so we don't typically talk about tax rates in Dresden um how are just the timing of this it's kind of challenging um to think because we're not going to talk about Hanover until uh tomorrow and I know Norwich just had a budget committee meeting a few minutes ago um and so if we're thinking you know adopting about the budget today um I just

want to make sure we had the updated tax rate information so um feel free especially the Norwich colleagues because I'm a Hanover um representative like please speak up with the Norwich tax rates but um wanted to give you the invite so uh we are looking at a Hanover education property tax rate so we're talking about it's Dresden plus Hanover plus our state education our swept amount Statewide education property tax we combine those that's where we're going to get a 6.61 and the highlighted number is just kind of where the Dresden um part of the picture is uh so we have a the Norwich nominal tax rates are preliminarily and I know they've just had a bunch of committees so I I'm sure these are already wrong um but just to kind of give you a

sense of what uh what laces built as of before an hour ago yeah just so everyone's aware that I don't wanna the 15479 the base annual if you drop that to like 15 000 the tax rate goes up substantially sucks but that went down by a thousand which actually was up by 22 so that's the highest it can possibility in the state is going to be more like the service yes and so as you can see the paragraph the caveat like there's so many different changes and there's so many different volatilities um really want to highlight preliminarily and you can't really compare the two towns because there's a lot of differences so hopefully that's what that big note explains as well but um so this was delightful moment let's um actually do what we said

we're going to do in November um and fund um that eligible position with France versus the general fund um and if we were to do that you can kind of see on the right what those updated key figures would be if we did that um which will slightly help you know it's helpful but it's pretty close right so um so and we could have two options right we could plan to Grant fund the position and remove it for them from the general fund um or we could keep it in the general fund budget and then decide to agree and fund it uh later right I mean those are the two options um so this was um we had questions about per people costs and if we could kind of like drilled down on kind of

how we are and and frankly these are the the high school high school's much cleaner right Elementary School gets mixed in with middle school and Elementary School and p through five and whatnot so just wanted to highlight um the list the data for uh fy22 and it was recently published like a week ago at early so um I want to kind of give you hot off the presses where the FY 22 cost per pupil is um and there are 73 New Hampshire High School Districts and Hanover High School has a 20th overall of that um our our per people cost is 22 000 87.41 um and this number just so you know how it's calculated uh it it does it's your current expenditures less tuition and transportation costs um and the food service revenue is

deducted from the expenditure but it does not include any capital or Debt Service in it so keep in mind that that's can be big depending if you just built a new building right so that's tries to clean out all of that um also um what I would say is um when we think about our tuition so what and so kind of comparing that to FY 22 actual costs that's what's showing here um versus what we charge for tuition uh what we charge in FY 22 is 18 000 and 17 dollars for the base tuition which is pretty similar to what this um kind of average per people cost is attempting to do right I mean there's some differences but um and just to show you that that is a difference of four thousand dollars or

four thousand seventy um and when you add in the the so what we actually charge was for tuition Was Eighteen thousand we're adding Capital costs per formula which is 3 382 um and then the final tuition cost that we charge is twenty one thousand three ninety nine so um you know just just kind of giving you a sense of what what our tuition is versus what our our actual costs are um yes so I know it on the top 33 I don't see comparable high schools like Bedford or Hollis Brookline in there how are they doing so well academically and not cracking the top 33 is it because of the Town tax base or I mean I think a lot this remember is this per people right so if you see some of these like

the enrollment is a big driver right so I mean if you have a really small District you're still have to hire a superintendent a principal you know so I think there's some fixed costs as we look at per people costs um so and some of those you know kind of have I'd say that that's probably the best answer okay um okay so therefore kind of drum roll what we would recommend is a budget warrant article um we should say uh basically we should raise 31 million 117 um and that's essentially what you see in the budget right except we're going to take out um what the elected official stipends on because that's a separate Warren article and that's what this is what the budget committee would recommend so the board has a um you know

kind of question right so do we accept the budget committee or do something different uh you know to do something different than that and then three uh you know accept that 18 000 or not so that's that part I don't know if Cam this is me this is Jamie so in preparation of that question if everybody refreshes their um screen I have put what the different number would be uh not under this item but under the next item in the board docs so you have both numbers okay if they just if they choose to take the 18 000 out I'm sure you can do the math but I did the math and I put it in the next item down in the board Docs okay thank you yeah so I guess kind of looking at

the chair I can continue with the discussion while everyone thinks about it okay um okay but feel free to stop me if there are any questions uh so our recommendation number two is uh open Staffing positions uh we took a look at this um we have we've heard from from the board um but I think what was the first time I had heard it right was it the budget committee that we are really struggling to meet our special education our IEP hours um and I I know this is not Hanover right but I just wanted to show you as I think this is something we hear across the districts um so these are our open positions for the FY 23 budget I want to say and this is what kind of is currently open of

course you know people may change or get hired in the meantime right but this is at the point in time this is what our current fy23 budget is um and we if you kind of look at these orange highlighted items you can kind of see that our special ed assistant line in particular we're having a really hard time um hiring and as you can see on the Hanover side we have budgeted like almost 21 ftes and we have 10.4 and and Dresden right that's why we're here we have special ed assistant 14.8 and we have five open but we really need three um and special assistance 15 at the high school that we need for so um just so you know that going forward we did do some reduction in both um kind of of

these open positions in general and both of the districts but in Dresden um we the budget currently um has already removed 2.8 ftvs from RMS um budget to budget change and one FTE from the high school for special ed assistant so just kind of one I want you to get a sense for for our situation and yeah so that was a concerning discussion and one that the budget committee thought would um need a recommendation um and so the budget committee made a recommendation to support as support staff negotiations committee to we'll just look into the issue like I there was not a um but one definitive answer right I mean people had ideas in the budget committee but essentially the the motion was to look into the issue um and to advise the board if

they should do anything different it wasn't recommended to produce further unfilled EA positions clearly we're we're really struggling here and um and red if he wants to elaborate any further on it um he can but I just want to share that this is what the budget committee was recommending and um and keep in mind that you know if we do have uh unfilled positions just like the rest of unused budget right it'll be Surplus next year so um yes um can you go back to that recommendation I'm trying to understand and sort of practical terms what the recommendation means specifically targeted at the negotiations committee didn't we just wrap up negotiations we've got a where we are contractually obligated there is a rift provision what types of things did we think with the the support

negotiations committee would be so we've heard it's really difficult to hire at the level that we are required to hire new staff at and so we have made offers and they have not accept so this is to look at potentially changing the agreement with the Union yeah and I and again there's I mean I think there are a lot of options that can be discussed and I I this is not my expertise but I mean you can imagine uh you know thinking this is not just a Dresden Handover issue right and there's EA shortages Nationwide and so the kind of question is do we need to think about how do we restructure is an EA different than it was previously or you know or is it pay or is it like is it something different

and um you know we weren't trying to as a budget committee trying to dictate anything just like this is an issue to correct because we need to be able to support special education thank you um the cardiasmus or the Hanover finance committee but let me try to cover Dustin as well was cooperating the knowledge perspective um I just one question about that should that recommendation gain traction over the next couple of months and that there will be changes um and if there should be additional cost items and this might actually be a question for Jamie would additional cost items require going in front of district meeting and getting those cost items adopted or could this be something that could be done um without that thank you so we have discussed a few things obviously if

it is a monetary change you either have to have it represented within this budget when it goes to the voters or yes you would have to have a meeting um you know to change anything a subsequent meeting to make any changes to like wage levels on scales um and the like the other thing that we were hearing that may not be allowing us to successfully make offers is that there is a cap in there at what point you can bring someone in which is a step you can't bring anybody in above a step five so I'm not a hundred percent positive that that change that a change there would or wouldn't require um subsequent uh uh voting um I don't believe it would require subsequent voting um because you're not changing any of the stated

amounts on the scale but we would need to check that I think with get a legal opinion on that if that was something that even the union themselves would want to um you know consider because that was not one of our conditions that was one of theirs I hope that answers your question yes it does thank you Jamie thanks Jamie so this is the last part of this section so is there any other questions um so then we also looked at substitute wages um and here is the chart of substitute wages um you see us at the top and then kind of the rest of the region um I will note so we are currently at a hundred dollars a day or 13.33 an hour for our substitute teachers um and I will know that

in Vermont the minimum wage is going or is already right this year um 13.18 um and then we kind of we had it adjusted uh substitute pain at least two years um and we kind of see what inflation has done since then um and we are struggling to find Subs right and we're using EAS as subs and it's just a little bit of a waterfall effect too so um just to kind of share that the budget committee discussed and knowing that these are current rates too not next year's rates as well so kind of keep that in mind um so we said let's uh kind of recommend the the 125 a day or 16.67 cents an hour which is what currently Rivendell two rivers and wings are Central pay um so then we also talk

about changing the support yeah so this was where my my memory lacked I think we had just talked about teachers and we had discussed about the support um do you you're on the budget committee I don't know whatever maybe I just I thought we had agreed to go to 125 for the substitutes and uh top of the block for the support also which would be the 1667 yeah it'd be the same for both um we did discuss that which is what I remember there just being the one day um and we did discuss that we have very very very few support staff Subs when we're thinking about kind of uh a dollar amount impact too when you think about it um and you know it's we're currently paying ten dollars an hour um which would

be more than three dollars below Vermont minimum wage so an adjustment there would be definitely warranted um and I forgot what I was going to say but yeah let's just have one question do we know if Rivendell or um Windsor Central have problems getting substitutes yes everyone has a problem and actually 125 maybe you know the talk here but I actually there's a if you look in the old budget committee slides I looked elsewhere to kind of around and there's 130 135 yeah so it's no Fantasia yeah we're looking at the margins so a person that lives in Lime who has a choice of going to Rivendell or to Dresden may decide that the extra 15 or 25 a day it's worth it and same with people that live in Plainfield or yeah an interesting

thing that I learned in the meeting right is is those who do substitute cancer I don't want to say often but there are people who are currently substituting for multiple districts and they kind of get to decide where do they want to go against the call and so um you know given that Dynamic too uh so this was our recommendation um Tom so have we mapped out what this increase or do the budget yeah so uh it would be uh 30 000 across the districts um change so um we felt given that that level amount when you think of it per school um reports per district for building um we also were looking at our open vacancy you know our open positions and said you know we can assume a relative vacancy management as we

um kind of put that in so it's essentially we're adding it without adding it to the budget so we're basically assuming some sort of savings from that so the number that you would be voting on tonight for the budget incorporates was I I that would be the budget committee's information so we would we would up step up some but not need to and and sorry for those in Dresden we had a a pretty good discussion in the Hanover meeting about vacancy management and so if it feels like it's a it's just basically an approach to budgeting view a budget fully 100 starting day one or do you assume there's some open position some turnover savings some something right um and so that's kind of we thought at the level of 13 000 cross SAU 70

we can just across all four schools okay that's assuming that you're hiring the same numbers um you're hiring a substance this isn't increasing them but the budget line for Subs is not being increased by 30 000. correct right yep now so this number so the dollar amount of 30 000 was not just based on uh openings that had been filled it was actually based on openings that would have required a sub if we had all of them filled so that 30 grand is not a foregone expenditure just because we already have folks on board that sum that that's projected that if we picked up more of what some of the openings were that had not been filled what it would look like does that make sense the budget didn't go quite very yeah we're not

improving no increase to our budget right we're just absorbing it in the open positions the discussion was is that we've got all these open positions can we hire raise the price a little bit of some of them you can't do that with the um other folks because that's part of the contract but you can do that with a massage so that was Leslie turning it over to you Rick thank you Kim so we're going to move on to budget adoption so uh the way I'm going to do is we'll have a motion a second and then we'll open it up for discussion and then we'll vote so motion um um well no I just realized I don't know what I'm gonna say I mean I know what I'm going to say I don't know how

to say it good question um it's it's there isn't it sorry I was all presenting okay well actually I'll see the latest structure that we have an option of either the full or or doing the reduction for grant funding and then that's a different dollar amount so I guess let's let's do the discussion first does anyone have any comments or questions here the grant funding so the funding is available it's not like we have to write a grant and we may not get the grant funding the way that this is I believe that's correct Jamie is that correct it is available and part of the reason why we hadn't cut it I'm sorry and I didn't follow up on that is because when we initially had the discussion we didn't know what the amount of

the award would be so now we have the amount of what the grant award is and it's 18 000 that's available right and there was it was sorry just to follow it was not uh there was nothing else planned for the use of it yes and Robin everyone's okay with it Lisa so it would be it seems as if there would be no reason not to make this change other than possibly if it's Grant funded budget would it be hard to put it back in are we not going to worry about that I'm just trying to think of a reason not to do it and that's the only one that I can come up with is just the grand funded positions or sometimes the one that's a good cut if there's a problem in the

following year yeah I mean I think that would be a decision for this board to make next year what's important I mean I at least the con that I was thinking about or I've heard in other Grant funded positions so keep in mind this is a point to reposition um and from what I understand the um there's no this would be kind of making somebody a 1.0 because we're not assuming any sort of benefits or as you can imagine right so this would be kind of filling a 1.0 the person may already be on stat but what I hear is a con is you know if you're trying to recruit for a grant funded position some people might not want to try to take that but if that this isn't somebody who's already here okay

yeah I mean again whoever is best qualified for the job um but just to kind of get a sense for you know it's a point to great thank you John uh it was it's important it looks like there's a discrepancy between the motion and what's in the public content there in terms of the final dollar amounts if you look at the January 10th change it suggests a higher number rather than the lower number is one second um yes so so uh let me go back so you're referring to slide 18. well I'm referring to the public concerts so if you refresh your board Docs yeah the original budget amount would have been 31 million 117 509. that is carving out Warren article two and then if you reduce it oh I'm sorry the second line

Tom Yak look up at the action look up at the action the actions correct yeah the motion is correct at 31 million 0.99 509. yeah okay sorry I typed the wrong thing in the second part I'll fix it must be the drugs so I think I have another Jamie question and this would just be um discussing this grant is there a reason why we're not showing it on a growth basis where you see it both as an expense and as um you know a grant as the revenue so we can show it um as both I know that John used to do that uh and run it through the general fund budget but recently we have been paying those positions directly out of the grants themselves instead of doing a transfer back and forth correct

okay so if you're looking for a carry in the next year out you would see it in the um in the grant funded lines it would show as a salary expenditure when we do the grant funds and we do the grant fund reports uh they have different lines directly yeah okay thank you so any other comments discussions does the Hanover finance committee want to we have another Dresden meeting January 24th is that right yeah January 24th so okay yeah we're a doctor tonight so there's no more comments or discussion Jamie what's the uh let me actually just pull everyone who here supports using the grant funding to cover that position okay so let's just do the motion so is that number there correct Jamie 31099 509 yes okay would someone like to make a motion

then move to approve the 2023-24 budget and the amount of 31 million 99 509 second bed yes Kelly oh yes Dennis Christie yes various odelia Johnson yes yes Nelson yes yes yes great great they're moving on to Warrant articles um does anyone have any we've seen these at the last meeting is that right yeah in December is there any major changes to the Warner articles number wise other than the the actual budget number forecast doesn't sound like it yeah um the the unknown numbers on the years of agreement we do know those numbers right uh we have to approve the agreement after we're going to not public thank you so does anyone have any questions about the warrants as presented meal I have no questions I just want to point out and all I think

my board members will agree the value that a board member provides to this community given the salaries that are listed in vertical news extraordinary and I commend all of my board members who are willing to put in the number of hours to pull this salary in this job it's it's an amazing amount of work that happens by board members and um would you like to make an emotion hey so what I I will I will pretend to Future and I have said this before in my last term in my last opportunity for a budget I am going to suppose that these amounts get increased I will not benefit from that but the people that come after us hopefully will if this body and the Electoral groups thank you Neil there's just too bad there's no

one leaving here okay I just want more benefits um I just have one point so one point that we will vote on the article three when we come back out if if and when you ratify uh the we wanna hold up yeah hold off on voting on The warrants until we agree on the thing yes and I have a typo in year two sorry I just saw that on article three I'll fix that should say 20 23 24 and 20 24 25. so when we come back out I'll fix all of that and repost it with the dollar amounts so we can suspend the hearing and is that the right term suspend um Okay so um so we're gonna go ahead and hold on the Warren articles where recess take a look at the uh

service staff agreement and then open up the budget hearing again to do a motion on the warrants um preparations for the annual meeting it's going to be Thursday March 2nd has everyone done the meetings before anyone new you weren't there last year okay it's in the auditorium and typically uh different board members take a different warrant they get up presented to the public answer any questions typically Jamie and Kim are there to answer any of the hard numbers um so what I would ask you all to do is take a look at the Warren articles in at the January 24th meeting I'm going to pull everyone to find out who wants to do what further Dresden Awards anything else we need to talk about organizing the only thing is that we do need people who

are not running for reelection to be available to count ballots oh that's right yeah so after the after the voting uh We've scrambled before at seven o'clock at night trying to find people because the people that are on the ballots you know cannot Camp the ballot so we may be trying to identify some people that come in at seven o'clock it doesn't take that long last year was just really complicated because with so many changes people running who couldn't count sure because we're unable yeah they have the capacity to do numbers at this point I'd like to if anyone has a motion to recess the public hearing that I moved to recess the public hearing at 7 46. second Lisa yes various Johnson yes Hartman yes Nelson yeah great okay now the uh public hearing

is in recess we're now going into our normal Dresden meeting at this point um public has a opportunity to comment um is anyone here in the audience have any comments but we have someone on Zoom can you move them over when you uh we had two people that want to make a comment so uh yes please so Judith if you'd like to introduce yourself and what town you're from hi there um my name is Judy kala I live at 31 rip Road in Hanover um I have two sons who went through the Hanover School System and now grandchildren in the at the ray school um I'm also co-chair of sustainable Hanover with Yolanda Baumgardner and as you know the town um in 2017 voted to support what we call our ready for 100 goals 100

renewable electricity by 2030 and followed by Transportation Heating and Cooling by 2050 and the town uh turned out in record numbers and voted unanimously to support that article on the warrant since that time we've made a lot of progress the town is now running nearly a hundred percent on renewable electricity locally generated and we are about to launch something called Hanover Community power uh probably the beginning of April which will be a pathway for nearly the in all residents small businesses to um also access 100 renewable electricity so um Yolanda and I have met with various constit various members of the school board and the staff and the administration over the past five years in terms of um the commitment of of Dresden and Hanover and SAU to renewable energy and supporting these goals of

the town and in generally we've received you know we've had good reception and generally this community is supportive of that um and we know that you you're making progress in terms of the um facilities work that is the audit that's being done and you're about to review the results of that and we're very heartened by that um we are thinking that it might also be helpful uh because of the competing priorities that you experience in the school district if we um worded a um an article for the warrant for the Dresden and the Hanover School boards which would uh show the commitment and and allow the town to weigh in on their support for your commitment to a hundred percent uh renewable goals that I've already mentioned and we would like to work with the

board to do that in terms of getting the the wording for that warrant of that that article for the warrant um and we just I'm just here tonight and Yolanda will be at the Hanover meeting tomorrow night to ask if if the board would be willing to work with us if we draft wording that would be acceptable to you uh to put on the the warrant for Thursday March 2nd so thank you Judy my understanding is any member of the public input put forward a warrants and then the board would either support it or not support it when we print is that right um normally uh let's see petition Warren articles I don't normally handle this Ryan does but petition Warren articles have to be in by February 1st if it's not going to be

done by petition but it's going to be written uh by somebody for the board to contemplate whether or not they want to place it then I think you could still have time to vote that at your upcoming regular meetings the January 24th meeting yes so let me get a sense from the board as everyone is everyone in favor of uh the sustainable Hanover submitting uh uh warrant for us to review in January so yes I mean just listen to this right we'd be going through the budget cycle and I'll be honest on the budget committees um we don't really think about any of this I don't think I know we're going through that but it would be I would say that anybody in the public that wants to step forward as well the board get

through this because I I don't know I know we're doing the Audits and whatnot but who knows what it's going to cost the school I mean I see a smoke stack over RMS I mean I don't even know how these schools are run as far as like yeah so Judy my understanding is you're proposing uh just kind of a sense of the community on supporting sustainable measures for the school district is that correct not asking for specific dollar commitment at this point okay yes and and we also did not ask for a dollar commitment when it was set before the town it it's it was aspirational and it was meant to Galvanize political will and it has done that and and we would like to just uh do the same thing within the school district

okay uh uh my point was it wasn't I'm fine with it being aspirational but I'm actually thinking how do we start to the next budget cycles and maybe it's important I think that I think that feeds into the strategy that he's married waiting for this strategy but I think that like it is a good idea and I'm just saying that for people you know we're so focused on you know two percent three percent this cut that cut like these big picture items are going like like yes thank you so I am I'm on the um Tom's the chair of the what are we talking about the facilities subcommittee of the strategic planning effort um and so there are four subcommittees and one is the facilities and we've had members um from sustainable Hanover attend our

meetings um we did just kind of give you history right we we gave you um we discussed with sustainable Hanover and in our committee that um because we are waiting the results of the full facility audit to kind of give us an understanding of where we are again keeping in mind that we are having some debt come off in you know the next couple of years um that you know if we're thinking about big dollar fish which is often facilities kinds of issues um you know we we had said that we were not expecting it to be in the budget this year because we're pursuing strategic planning doing the audit um you know but the following years as debt starts rolling off that's kind of when we start thinking about these types of projects in

our facilities um uh draft strategic goals which are pending the audit right um you know we have in there um some language about basically becoming more sustainable um and that being a goal and we had discussed that Hanover had already adopted goals and how that would be nice to kind of dovetail into that assuming those time frames which are stated on those Hanover goals like make sense for us to given where we are in our process and so I just wanted to give you a sense of the history of of that and that's all any other comments or questions so Judy why don't you coordinate with me if you have my email uh if you want to put together a draft and then I can help craft the the right language and then we'll plan

on presenting it at the January 24th Dresden made him nice that would be great I just want to clarify that that means that this isn't a petitioned item so they don't need to go out and gather signatures from residents of the district the central idea is the board is fine with including I just wanted to clarify that for Judy and thank you okay I would say though if you want this on the Hanover ballot too it's got to be done by earlier than that by next Wednesday on the Hanover School Board or the Hanover right unless you when you convene Dresden you convene a small meeting of Hanover at the same time or right before it uh Ben is saying that's fine so why don't we just plan on the 24th we'll do a short

Hanover meeting and then our regular dressing meeting Jamie that's two weeks away the place you need something by next week your Hanover meeting is next week though right tomorrow no no no I meant your normal regular hand over me yes yes correct okay so if you do if you wanted to have it on both of them but you could you could of course have a small meeting right before Dresden and do the same thing is that fine so Jude if you want to include Ben on there too Ben can you so Benjamin and rip correct okay great thank you very much thank you and then uh Carol if you can introduce yourself and where are you from hi uh can you hear me yep okay Carol bibo your humble Dresden School clerk just just confirming

that at the January 24th meeting you're going to finalize the warrant articles is that correct because I'm trying to plan the ballots no yeah so I think tonight we'll have the the warrants that are in front of us hopefully approved and then this potential new warrant article at the June 24th so I'd say seven out of how many we got right now um we have five there's four four actual ones just uh but then the fifth one is yeah so we'll have hopefully four warrants articles approved tonight by the board and then the fifth one uh will be by June 20 I mean by January 24th okay all right thank you and I can work I think Jamie um Jamie provides me with the final information so all right thank you so my understanding from

who I am was that we were going to try and go final from the budget for sure is that yeah are we going to have the ability to edit this much in those brochures within before the payments one of those doesn't have budget notifications so that people don't know that nobody might they show up and have something that happens so that's worse yeah I mean I don't know this that's when the first step the students who they may be able to just leave their Gap but it's something just to consider can you check with Rianne tomorrow if we extend the thing for four days 99 of it is done except for this one people today any other comments okay so um at this point if there's no more comments from the public uh so I

talked to Jay and Jamie today and said delete necessarily need to go into non-public if you've all had a look at the tentative agreements um and there's no questions or concerns or issues that we don't really need to go to non-public we just need to approve it does anyone okay so if someone would like to make a motion to go into non-public yeah move to enter into non-public session at 7 59 PM under RSA 91-a colon 3 to discuss our sort of Step agreement second then Kelly um thank you okay so for those people that are calling in uh we're gonna go take a short non-public we'll be back we'll then vote on the journalism service staff and then we'll reopen the public hearing and vote on the wars thank you so for the benefit

of the public I'll just quickly go over the the changes to the support agreement so we've added language in there I'm talking about when someone has hired what step they can uh the max step they can come into it's now been uh changed to whatever the step is of an existing employee with the same experience we also added in longevity pay so five to nine years 10 to 14 15 to 19 Etc all the way up to 30. record can I make a comment there yes so we haven't added longevity it's longevity is replacing incentive pay an incentive pay was a part of the regular hourly wage whereas the longevity pay will be paid separate from that in equal bi-weekly installments on an annual basis thank you uh the other big change was we updated

the pay scales and the steps uh they hadn't been updated in a number of years and so we brought it into line with our current economy and in our local area uh the other big change of a 70 Cent shift differential should be paid for the second and third shifts and then we've given the support staff an option on two different Health Plans the previous agreement was uh they had uh just uh Harvard Pilgrim now they have an option on two different uh plans and is there any other major changes that I missed so I'll just say the 70 Cent differential pay is not new it's just stated in a different location that's always been ongoing um we're still with Harvard Pilgrim but we're introducing um a new plan that and taking another plan that's

considered a Cadillac plan away because it's so expensive it's Out Of Reach for everybody um and that's why um it stated that they would have options between two because we're taking away the top option um but we're still with the same company Harvard Pilgrim thank you any other comments or questions so I would like to thank the negotiating committee to getting this done uh under the under the uh timeline um I appreciate all the hard work and at this point if someone would like to make a motion to approve the staff service or the service staff agreement yeah to approve the resident service staff agreement as presented Second Step Kelly oh yes yes Johnson yes keaney yes Hartman yes Nelson yes last year great so at this point uh I'm opening it back up for

public comment does anyone have any comments so this is really quick but um there is a bill being heard by the education committee on Thursday that will basically rescind the divisive Concepts bill that was passed last year and I'm going down to deliver testimony I I just have decided to do it and I simply want to find out if you guys are okay with me when I introduce myself identifying myself also as a member of the Hanover investment school boards I'm not speaking for the boards I just want to put it there as something that I am and I don't don't know that warrants discussion or clarification but I am not speaking for you but I am I'm a little concerned that if we identify you as a school board member unless you overtly say

that I'm not speaking on behalf of board yeah that's why I wanted to bring it up to ask you what you guys think kill again that said I do think that it's rather publicly known that that is a member of ours reward thing no but I just think making it clear that right yeah and also right yeah and I'm happy to do that I just wanted to get a sense from the board of what your preference is so is everyone finding the Deb going down identifying her as a school board member saying that she's not speaking on behalf of a board but she can bring up our previous resolutions and costs a little reminder okay everyone fine with that great thank you so as anyone in the public have any comments seeing nothing I'd like

at this point for someone to move to suspect or uh recess our hearing so we can move back into the budget here I can just move to resume we budget hearing hearing sure impact that's fine at least a second all in favor unanimous okay so we're moving back into the budget hearing to adopt e or to vote on the warrant article so I think you need to refresh your board docs to get the updated language for article three so is there any discussion on the warrants articles as presented so I don't see anything if anyone would someone would like to make a motion then to approve the 2023-24 warrant articles as presented second really all in favor unanimous great so at this point if someone would like to make a motion to uh close out

the public hearing yep I moved to close the public hearing at 8 21. second Lisa Kelly Kyle yes Kevin yes various okay yes Johnson yes Katie yes Hartman yes all Miss Nelson yes and so now we're back with our regular hearing again uh our next meeting is uh January 24th here at the high school and then uh if no one has any comments or questions if I can get a motion to adjourn all right [Music] Lisa Kelly natalius Christy yes Arias oh yes Johnson yes yes yes thank you everyone
