004agenda items so move all those in favor please say I I I those opposed say nay any exensions motion passes um unanimously thank you next on the agenda is governing board statements um Mrs Christensen and going to be very py we have a full agenda tonight just want to welcome every everybody today and um I know a few people are going to be talking about what I participated in so I'm just going to um pass and let them have their day Miss Monty um thank you for giving me your time there governing Bor Christensen because I have lots of things I want to share um so um I I I had such a fun last couple of days doing all kinds of cool things at many of our schools um there was the sights and

005sounds uh steam posium at Shadow Mountain which was fabulous and so much fun and I actually had family in town and so we all went together and I got to kind of show off um all the wonderful students and art and I got to see lots of friendly faces and I even brought one of the amazing empty bowls this is one of like six because I couldn't pick just won because they were so incredible and so impressive so um I am not an artist so I'm very very very impressed when I go and see the amazing um products that our students are able to produce um in uh as part of their day and part of their art um throughout the district so that was amazing I also had an opportunity to go see Legally

006Blonde over at um Horizon High School which was just unbelievable and there are no words um so incredibly impressed I have to say it was probably one of the best performances I've ever seen professional student doesn't matter just period end of story what a talented group of kids kids um and just really really proud of everybody over there who was part of that production um and then finally I know a lot of us got to go hang out at Indian Ben elementary school so I just want to say thank you for the staff and the students for being just so welcoming and professional and we even had a little esort who walked us from place which thank goodness because I wouldn't have known where I was going um and it was just really really wonderful

007I got to read um Memoirs of a goldfish which doesn't sound like it would be suspenseful but it really really really was I highly recommend it um so fourth graders and sixth graders and they just warmed my heart it was really just a wonderful wonderful experience and also had an opportunity to walk around the grounds um ask lots of questions and um really kind of spend a lot of time on that campus and I'm really really grateful um to everyone who spent the time with me answered questions for me hung out with me um yesterday I I can't I know everybody's so busy and has so much to do and I just feel really really grateful that we've got staff and directors and people that are just willing to take the time um to answer

008all the questions and really walk me through it all so I can really understand and feel like I'm educated and informed when I come up here because it is something I take very seriously so um all in all just major shout out to so many of our schools across our district and I promise I won't always have so many things to talk about up here but I had to take the opportunity because I was just so blown away by all of the um talents from staff and students at all the events I mentioned and that'll be all thank than you thank you Miss wanie uh Dr Lim all right so I am G to follow up uh miss wanie talking about the same opportunities that I got to attend but from a different lens so

009I went to Sight and Sounds and as many of you know my daughter's been in the hospital she came home last Thursday and we got to go out to Sight and Sounds um and the stem Symposium it was an absolutely amazing opportunity not just to see the amazing artwork but to see the community come together the Shadow Mountain Community is amazing about about hosting an art space having live music having different opportunities for all the Learners to come together to do things while they're on the Shadow Mountain campus and that's all driven by student volunteers and their parents helping support these opportunities so the fact that that school comes together and hosts these opportunities and hosts face painting every time there's an opportunity at Shadow Mountain it's just great to see the community come together

010and make that happen and then I got to take part in read Across America this week um going to different School schols to read and it was really amazing to see all the other community members coming out to do the exact same thing and take the time out of off in their workday to go visit schools and I visited two schools already so far this week I'll Vis be visiting two more as well this week and it's been great to see the community come together to reinforce the value of reading and really be there for the students at these community events so thank you so much for our community and the volunteers that come out and support these type of opportunities without you taking the time to be there things like those would not happen

011and our students would not know we valued them so much so thank you so much to everyone who volunteered their time at sits and sounds and have been reading across the district all week thank you Dr Lim Mr panta thank you welcome everyone um I was not able to go to some of these things but I did do some other exciting uh visits I went to Boulder Creek maybe you remember me saying I was going to go to the globe party last week well I found out what that is it's pretty cool it's a it's a dance where they had the lights are turned down low and everybody got all these glow sticks and the PTSA did a great job there all the kids got free popcorn they got free snow cones they they the

012parents were all there um my granddaughter and her friend from a different school got to meet people in the neighborhood that's the kind of thing i' like us to see our communities reaching out to each other even though it may be at different schools we do have these events that everybody can go to like the sights and sounds that's for the whole District uh and again I love the the music we had here today it was awesome um my granddaughter the same one go say she plays the vile I gotta say it right or she'll she'll get on me for saying it incorrectly at the orchestra of fet sand pipe these all these many opportunities we have only because we have a lot of teachers that want to teach these things kids that want to

013uh step up and take a chance and try some of these different type of um activities and I'm very proud to be part of this District because of that and some of the things that my colleagues have said that have been going on in the district thank you thank you Mr panta um also want to uh congratulate uh Miss Minik and everybody who was involved with sights and sounds and the steam posium it was amazing as always um truly one of the highlights of the Year I hope everybody here had a chance to attend and if not mark your calendars for next year um also had the opportunity um to attend student Voice last week this was our third meeting of the year uh we are focusing on artificial intelligence and working towards um updating

014policies and and other pieces around Ai and it's it's always eye openening to listen to the students and hear their perspectives and get their um input on some you know potential changes um and also had the opportunity to be at Indian Ben to read yesterday uh brand new book to me I highly recommend it for pretty much everybody called the legend of rock paper scissors um if you haven't write it it's hysterical so just keep it in mind um anytime you want to want a quick read uh and with that we uh go to the next item on the agenda which is Awards and recognitions Dr Reynolds thank you president Greenberg at this time I'd like to invite the governing board to join me in front of the dis good evening president Greenberg governing board

018recognizing Stacy Hughes and she is a bus driver in transportation and I have letters from multiple schools that she drives for and they all say the same thing you know that she's on time she's always there she's always willing to do things but the things that stand out to me is at one of the schools there was a student she did what she was supposed to She Wrote referral she wrote another referral then she had a conversation with some employees there and she changed her tactics when she didn't have to she gave him a special seat she built a relationship with him and they noticed oo couple days no referrals a week no referrals after a month they realized she had had built a relationship with that student to make his bus experience perfect one

019of her other Schools she's always willing to jump in when there's a shortage sure I'll take the other route she knows when she gets back there these kids have been sitting for an extra 15 20 30 minutes she always meets them with a smile and a great attitude no matter how snarky they are and it changes the way they see going home on that bus or getting to school so it is with great honor that we recognize Stacy Hughes one of our fabulous superhero bus drivers this month as ESP of the month do do you have any family Jerry would you come up here my this is my husband our last recognition this evening is the recipient of the Paradise Valley education association's recognition of Professional Standards award for teachers this honory will be introduced

032lighting will replace existing features this construction will bring restrooms to Ada standards and address city code deficiencies this project will address a significant need on the Shadow Mountain campus and we recommend approval thank you thank you Mr panta may I please have a motion to approve the purchase from current District contract 2315 pvj for restom renovations at Shadow Mountain High School as presented so moved does any board member have any questions or comments Mrs Christensen thank you Dr Davis is my understanding that this was built in about 1974 these um what do we doing to ensure safety for um for asbestos or anything um that would be harmful for the to the community great great question um our contractors prior to beginning work on any project of the scale and scope uh at a building

033that is 50 years old uh have inspectors come out to look for uh material that might need to be Abad before we even start construction and so that uh that material or those areas are inspected uh and then if it's determined that a batement needs to take place uh that takes place prior to construction thank you we app we appreciate the that response and just acting on that um last year or the year before we we did have some questions with other bathroom remodels and I was just curious as to why we're only looking at adaa and not other changes to restrooms that was my understanding that um I know that in some of the other high schools there was concerns PE um high schoolers did not want to use restrooms for safety reasons and

034they um we were getting reports of individuals not using the restroom all day long so were there any considerations with making them safer um drugs Etc just any type of safety concerns in bathrooms well certainly the one of the main drivers of this project um was to utilize the existing footprint um for cost reasons and to address city code issues um but regarding um uh privacy and and other um spaces that the school has uh for students um uh to to use uh a restroom in private um Shadow Mountain does have those spaces designated and uh and certainly um you know allow students to uh to to utilize those uh those restrooms if necessary okay thank you and I guess just one more thing about the uh about security and and and safety one of

035the things that um Ada access does is actually um you know expands doorways it uh creates um appropriate uh access and uh and and U and and supervision as as needed thank you I appreciate that does anybody else have any Dr LM so I just want to make a comment so it's no small thing to not to know that I went to Shadow Mountain High School and last time I was probably on that campus um was when they did their repaint probably in 2010 when my brother graduated high school and when I walked into the bathroom with my little one I was like this is the exact same space I've walked into a many of times that I went to high school and my brothers went to high school there other than the paint has

036changed so those those bathrooms are definitely due for an upgrade considering I walked in and felt like I was 16 all over again so I I appreciate that we're moving towards that and working on r ing that space for that school thank you Dr Li does anybody else have any excuse me questions or comments seeing none excuse me um all those in favor please say I I I all those opposed say nay any extensions motion passes unanimously thank you Dr Davis uh next on the agenda we actually have two items are we going to take them together yeah we won't got them separated um we have two items regarding Furniture so next on the agenda is consideration to approve purchase from current District contract 2316 PV for furniture for Eagle Ridge Elementary Dr Reynolds thank

037you president Greenberg governing board and our cabinet and guests uh we are excited to bring to the board this evening a proposal to get some brand new furniture uh for Eagle Ridge Elementary School uh for our students and our staff teachers to be able to utilize we're excited to be able to provide this new uh opportunity for our our students and we have uh building principles here as well as members of our purchasing department uh and um finance department to answer any questions you may have thank you Mr panta may please have a motion to approve the purchase from dis current District contract 2316 PV for furniture for Eagle Ridge Elementary as presented so moved does anybody have any comments or questions I have a question about Does it include a teacher desk at Eagle

038Ridge yes sir oh yeah because when I was Eagle Ridge I had to bring my own desk in I just didn't like the one they had there these are they're new improvements okay good good you're welcome um I just want to make a quick comment the reason we have this separated from the next next agenda item it looks very similar and it is very similar but we wanted to point out the fact that Eagle Ridge uh the vendor that Eagle Ridge is going with is different than the vendors that the other schools are going with and just to you know point out that our that we really do um provide that flexibility when we have multiple vendors that that our different schools or departments or whatever do have that flexibility to find what fits their

039needs the best and in this case eagle has has decided that a different vendor better fits their needs and so you know I appreciate again we're able to do much of this through through the generosity of our voters via Von measures Etc but also that we are able to provide that um flexibility to our schools and our our staff um does anybody else have any other questions or comments seeing none all those in favor please say I I any opposed say nay any extensions motion passes unanimously next on the agenda is consideration to approve purchase from current contract uh uh excuse me approved purchase from current District contract 2316 PB for furniture for various sites Dr Reynolds thank you president Greenberg as you just mentioned uh this is a separate item because we're using a

040separate uh vendor to bring brand new furniture to North Ranch Elementary School Shea Middle School sonor and Sky Elementary School Sunrise Middle School and Whispering Wind Academy we recommend your approval thank you Mr panta may please have a motion to approve the purchase from current District contract 2316 PV for furniture for various sites as presented so moved does anybody have any comments or questions Mrs juie I just want to make a comment um you know as a as a parent with two fairly you know young kiddos and PB um you know been in a lot of different classrooms and I I just want to say you know reiterate um what president Greenberg said you know thank you to voters and thank you to our community for supporting um Bond measures um because right it it

041is it goes a long way it might not seem like such a big deal but to be able to provide like the community and students and staff with just some you know fresh new and a lot of times really more like modern um furniture and supplies and things in the classroom like it can really go a long way and so we can't necessarily go around and you know build all the new shiny things in all the places but it feels really good to give a refresh and to and to be able to spread right um this opportunity you know amongst one two three four five at least six schools um that that that that feels really great and wonderful so I just want to recognize and thank our voters and thank our community because I

042really do think it it makes a big difference and it feels really good to walk into a campus that feels like it's there's love and people care about it and pay attention to it but thank you Miss wnie anybody else have any questions comments seeing none all those in favor please say I I all those opposed say nay any extensions motion passes unanimously next on the agenda is consideration to approve purchase from current 1gpa Cooperative contract 2318 p09 for selection of architect and architectural services B for Indian Bend Elementary School rebuild Dr Reynolds thank you president Greenberg I'd like to invite Dr Drew Davis back to the podium to share some the exciting next step in the rebuilding of Indian Bend Elementary School president Greenberg governing board superintendent Reynolds cabinet and guests GHC orcut Winslow

043is recommended to serve as the architect of record for the Indian Bend Elementary School rebuild the ow team brings a wealth of experience designing schools that positively impact the teaching and learning environment and keep the community at the center of the school successful experience in our district and multiple Accola School designs from across the valley will serve as the starting point of the Indian Bend rebuild ow brings Community engagement to the Forefront and they will be dynamic partners with school Community stakeholders as they provide input and inspiration to the building design lastly ow is no stranger to Elementary builds with construction budgets and timelines similar to Indian Ben this expertise experience and engagement will help the Indian Ben Community create a school that will serve and Inspire the students staff and surrounding Community for another

04450 years and we recommend approval thank you Dr Davis uh Mr panta may I please have a motion to approve the purchase from current 1gpa Cooperative contract 2318 P9 for selection of architect and Architectural service Services B for Indian Bend Elementary School rebuild as presented so moved does anybody have any questions or comments for M Christensen hi um so I was just curious what other vendors did we look at for this architectural bin the uh selection process uh started with uh six qualified Architects uh we uh asked them to complete a brief questionnaire five of the six uh ret returned those those questioners to us um the answers and submissions were reviewed by myself the director or the supervisor of facilities and the supervisor of construction uh and then we rank ordered our uh the

045submissions and uh orcut Winslow was the first uh in that list so um what are some of the factors that you looked at besides cost absolutely so um as as I mentioned um you know one of the things that orcut demonstrated in their uh answers and response was um invol ment and engagement with the community um which I think is very important um because Indian Bend has a a story history in our district and and so we need to honor that and and consider it and the community um as we are developing what the program is going to be there um and uh they also have had some very recent experience um with some of the construction um in some of our neighboring school districts uh that have taken um buildings who are on on

046on the more experienced side and uh have have really uh revitalized them and created um uh just really impressive learning spaces that I know that our Indian Ben students deserve and so uh those were some of the uh the exciting factors uh from from their proposal what is the timeline for doing the architectural design because it this is just for the design correct it's Notre yeah Demolition and all of that so that's what we're going to we're going to jump right into uh pending the pending the approval of this item um but uh obviously we have a lot of exciting work ahead of us if uh if uh this this item does uh is approved tonight um starting with Community engagement uh with our stakeholders our teachers our students and our our community Miss W

047thank you because that was actually kind of the where my mind was going is you know what level of involvement and and what kind like how much input you know does does the district get to have does the community get to have um you know as as far as you know design and spaces and then also right like for for building a new building let's like be thinking about right ventilation and interair quality and right because what we use how we used to do things is we know a lot more now let's let's kind of like take advantage of that and so this it sounds like part of the criteria with this firm is that they're they're flexible and they're they're gonna you're going to be very involved I I hope in in this process

048and the community will be yes and then I did have an opportunity to chat with you a little bit um before today but um you know one thing we sort of talked about was you know there some of the newer um developments on the Indie men campus um for example like the um solar panels and things like that so also working with the architectural firm to sort of go through and decide are there right are there things that can be salvaged repurposed right without compromising right like safety design and like you know the ultimate you know build of the school and it sounds like that is also absolutely on the table to to look at those kinds of things AB absolutely a feasibility analysis some things are worth saving and some things are not and

049we allow the experts to go in and and and help us uh determine that well thank you I will be adding feasibility and Anis to my list of terms to remember because that's a good one thank you Mr Pantera yeah just a quick comment when I did the read we all did the read it across America Indian B but I talked I made a point of asking staff and students and everyone I could talk to there about how they felt about this building they're all very excited I I got I didn't receive any negative comments from anybody and you know preschoolers can be pretty blunt that's what I read so it was really good thank you Mr Pantera Dr l no um I just want to say thank you um I I your last comments

050about looking at what what we have and what can be used well I think workout winsell gave us a great example of that at Campa Bella which if I recall was the last time we worked with them and so I have every confidence that you know you're working with them will produce similar results to see what what's a keeper if if anything um and also the you know the last time we rebuilt schools which would have been roadrunner and um Palamino primary I know that you know our communities were very involved in both of those and I'm looking forward to seeing you know that same level with Indian Bend um I every time go in there you kind of go yeah it's about time and the footprint needs to change we know that it's very

051old footprint we have other schools kind of reaching that point so I'm excited for this opportunity I'm excited for those students um they're in a great place and quite honestly you know I know we've talked about this a little bit but there are brand new schools Charter Schools right around that that um poor little Indian Ben sitting there on Thunderbird and I think you know that Community deserves a brand new school to compete so um very excited that we can do this oh anybody else Dr LM I do have one question as you were talking it made me think of it so obviously we've done quite a few builds in that area larksburg Campa Bella is not too far out we've done quite a few rebuilds in that area are we going to be doing

052community engagement just to understand what has worked at those schools and maybe what hasn't worked at those schools so that that we don't repeat some of the things that maybe might not have worked perfectly at those rebuilds I know it's going to be a whole new design most likely but are we going to learn from our past rebuilds as we improve and kind of work towards the best elementary school absolutely you never build the perfect building no that would be the next one right but uh no we will uh certainly be taking all kinds of input and uh the expertise uh to to build the the perfect school for the the community thank you anybody else have any other questions comments seeing none all those in favor please say I I I I all those

053oppose say nay any extensions motion passes unanimously can't wait to get the next report Dr Davis so we moved one item from the consent agenda to the approval agenda so that's consideration to approve purchase from current 1 GPA Cooperative contract 216p for roofing upgrades at Paradise Valley High Schools excuse me high school I'll turn over to Dr Reynolds uh we're here to answer any questions that the board may have okay actually so let me call for uh a motion to approve consideration to approve purchase from current 1 GPA Cooperative contract contract 216p for roofing upgrades at Paradise Valley High School Mr panta so move does any member of the board have any questions or comments Miss Christensen yes I would like to invite my friend Dr Davis to come back up to the podium I

054hope you have your Fitbit on you so one of the reasons I I pulled this particular one is um I am a recent board member I um started on the board in January 2023 and I don't recall any other roofing companies that are um working on our roofs and so I was just wondering um if there were any other roofing companies that were considered for this and since January 2023 how many other roofing companies have we used to have these types of services provided to pbd at this date from January 23 um we have been working with Progressive exclusively um for this particular project um we did uh request proposals from uh from a total of three roofing companies and uh analyze those proposals and Progressive uh had the best cost the lowest cost for

055the district and so uh we selected uh them for this project um H approximately how many projects have they done since I actually know the number but I'm asking the question out loud if you need help around 16 yeah yeah I just you know I I was listening to other comments from our other board members on how much they appreciate the um the bonds and overrides and the money that we get which I also do too but I would really like to see some new companies um and I do understand that we we use one GPA and we do use a job order con a job order contract rather than competitive bids but um just in in this time I I would really like to see some variety in some of the vendors and so

056I do appreciate the fact that you you indicated you did look at other vendors so thank you for that clarification does anybody else have any questions comments um I actually do uh obviously I've served on the board a little bit longer and I know in the past we've used other companies but realistically how many local companies I presume you the bids were from local Pres presumably local companies or local in a less Global sense how many companies are there out there that really provide the roofing services that a district are size or a school district needs well I don't know the exact number off the top of my head but uh I believe there are between 8 to 12 uh roofing companies um on the uh 1 GPA contract however um a lot of those

057roof those roofing companies don't do the this same scale and scope that a school roof requires um we have a very you know it's it's a special roof um a builtup roof with uh multiple membranes um it's a um because what's in the building is so precious um it's it's it's designed um to be uh safe and secure and and last for the school district so so I guess to answer your question there are a few out there um and but not a lot fit our niche of of the type of roof roof that we do but then also the the scale there are big companies out there who would be happy to come and re-roof our entire District um but since that's not our objective um you know we we find that uh there

058are just a few smaller companies that uh are able to u to be a part of our selection process right so if we had like a smaller building it's conceivable that a different company might come in with a better bid depending on the type of roof we needed etc etc absolutely yeah and you know we we say Roofing um but really Roofing includes awnings uh sometimes we'll be we'll build metal shade structures which fall under the roofing category uh so um not all the work is Roofing specifically um but uh but but yeah there there are other opportunities for other vendors to to uh participate in that selection process thank you does anybody else have any questions or comments seeing none all those in favor please say I I I any opposed say nay any

059absten s motion passes unanimously thank you very much Dr Davis next on the agenda is call to the public so I'd ask that you please turn your attention to the video monitors for the next SE section excuse call to the public is about to convene this portion of today's meeting allows the public the opportunity to address the governing board although state law does not require that the governing board hold a call to the public The Paradise Valley Unified School District and its board have chosen to do so because we believe it's important to hear about concerns and issues from our community while call to the public is not designed to be a discussion the board is here to listen due to Arizona open meeting law the governing board cannot respond to discuss or take any

060action on items brought up during this time however staff members may be directed to get back to you and address individual concerns as a reminder the point of this and every board meeting is to accomplish the business at hand and to be able to do so in an open and collaborative way all in attendance are expected to observe meeting rules as well as rules of politeness and decorum so that we may serve as an example to our students that issues can be discussed in a respectful and civil [Music] manner thank you tonight we have five people who have submitted comment cards prior to the start of the meeting so each speaker will have three minutes for remarks as a reminder we ask that you please direct your comments to the board please State your first

061and last name when you come to the podium our first speaker is Susan wer and next will be Eric uh Brohard good evening uh Dr Reynolds board members and cabinet members my purpose of addressing the board tonight is to draw close attention to president Trump's executive order stating that there will be no Dei or CRT in any public or charter school in the United States of America he has given school districts 90 days to comply with this executive or order over the past several years I have been involved with pvusd school district because that's where I live and pay taxes and also susd because my grandchildren attend there I started my research on Dei and CRT in both districts by looking at the mission statements and value I was pleased to see that your mission

062statement and values in no way reflect Dei or CRT topics in fact I was very pleased to see that it focuses on student achievement and a variety of programs that reflect student interest unfortunately that was not the case for US USD you work for the public who taxpayers of pvusd and as such it's really imperative that you address this topic at some time please know that Dei and CRT can exist in curriculum hiring procedures Financial topics teacher training Etc it would be a mistake to assume that Dei and CRT don't exist in PB USD it must be checked out Pax and other National groups are suggesting that the districts do an internal audit of every Department within a school district to ensure no Dei or CRT is reflected you are fortunate that one of your

063board members is an attorney and could be very helpful in this process process seal is closely related to Dei and as such could come under the executive order so it' be prudent if you not only removed any Dei from the district but seal as well I do know that the new social studies curriculum adopted last year at the elementary level and maybe the Middle School level has a full page in the front of the teachers manual instructing the teachers in how to include in this teaching this page should be torn out in inclusion I am sure you are aware that the federal department of education has created a website where individuals can report districts that have not complied with this executive order which could result in losing Federal money I don't want this to be

064an issue for pvusd thank you next is Eric brart and I apologize if I'm mispronouncing that uh follow no one ever gets it right my mom says it differently is that like Co bear and Bert followed by Michelle love it thank you sir start my timer um my name is Eric Broward I am so grateful for all of you and for the administ I'm I'm only addressing the board but I know their administrators and workers behind me that I need to be grateful to as well I am here uh after 25 years of working living in this District um because of some chatter I saw on next door but first there well there's really a couple two topics that are really important to me but first of all I want to say pvusd is absolutely

065awesome as a gen xer this school district is totally rad and I'm not being silly about that but you know in a world where the value of public schools especially in our state is hotly debated pvusd has remained for the last 25 years a beacon of excellence and a role model for other districts in the state it is impressive to me and it is proud I've stayed in this district and I've moved from neighborhood to Neighborhood to Neighborhood when I relocated back to Arizona 25 years ago I specifically chose this area because of this school district and in the three neighborhoods I've lived in in this District every neighborhood the center of that community and that neighborhood was the school so now my humans are adults um and they're awesome adults and I'm so grateful

066to all of you on the board and the administration of this great District because you helped me do that now as I was looking as I Was preparing to come here and I was looking over the board minutes and some old minutes and some other stuff that had come up I was reminded of the time I was on the student Advisory board at Scottsdale schools in 1988 and um these these meetings are just as fascinating as they were back then back then we were talking about closing schools and sex education so not much's happened in that time it's all the same but I am impressed by um what you do to create Community for us and I'm so grateful to the schools in the district what I'm here to ask what I'm here to beg

067is that this be this board continues to behave independently in a nonpartisan way I know it sounds naive but we really need to cry when there are issues in our district we need to pick up the phone we need to collect information we need to propose Solutions we need to seek Common Ground if we adopt press conferences and negative media as our primary means of affecting change everything we have created in this district will be ruined there is nothing going to be more detrimental to our local nonpartisan School District than us allowing external politics and gotcha and you name it to come into what we need to do to just is that my time oh it is to take care of our kids so summary PV schools rocks thank you I'm ATT thank you thank

078member brought their own individual experiences and insights providing us with a comprehensive evaluation for the 712 World Language curriculum being considered this process started in September of this school year and recently concluded we truly appreciate this group and their work if you participated on this committee and are in the audience please give a wave the purpose of this committee was to research 712 World Language curricula and make a recommendation for adopting the materials that best meet the needs of PV students and teachers the committee reviewed 712 Core Curriculum honors advanced placement also known as as AP and international borate also known as IB materials in addition we we reviewed materials to support the seventh grade intro to Spanish course and courses for Spanish Heritage speakers during this process the committee was committed to incorporating a

079wide range of stakeholder voices and perspectives recognizing that this would enhance our recommendations the committee followed a structured process outlined in this table to engage stakeholders and adhere to open meeting laws in August of 2024 we submitted a call to committee to pvea UPC and PVP our committee was formed and the stakeholders represented various grade levels title and non-title one schools and various programs including honors advanced placement International baloria and Spanish Immersion the committee met for five months and followed open meeting me guidelines with agendas and notices posted physically and online at least 24 hours before the meeting me meeting minutes were promptly posted online within three days of each meeting additionally committee meetings were open to public attendance each meeting included dedicated time for community members to express their thoughts to the committee this

080inclusive approach aimed to involve the broader community in the decision-making process to reach out to the larger Community several events were planned this year while the final four selected vendors have been on 60-day display we hosted openhouse nights where the lobby was open for extended hours on two board meeting evenings a vendor fair was hosted for 7 through 12th grade teachers on the January 14th early release day that allowed teachers to review the materials and to talk directly to the vendors the teachers were then able to provide feedback to the committee using the feedback form in addition to being posted on the district website Flyers were distributed to all schools to increase parent access to the adoption these flyers contained a digital access code to each vendor's curriculum as well as a link and a

081QR code to provide feedback for each vendor the QR code made the information available with cell phones materials were on display in the lobby and accessible online for 60 days from November to February and feedback forms were available through these efforts the committee received 19 pieces of feedback to consider all feedback received were from teachers that did not serve on the committee the final steps of the committee work was to construct a recommendation for the governing board we are hopeful to present the second read for approval on April 3rd this approval date will allow for materials to be ordered and we are hopeful that we can provide teacher manuals by the end of May the World Language committee conducted a thorough review process to select highquality curriculum resources aligned with Arizona state standards and act

082full proficiency guidelines which ensuring compliance with governing board policy key steps in the process included initial research and selection this included identified potential vendors and created a userfriendly rubric for evaluation requests for proposals these were sent to seven vendors all of whom submitted proposals there is a link provided on the slide if you would like to review the seven initial submissions review and refinement Comm the committee carefully analyzed each curriculum narrowing selections from 7 to 6 vendor presentations publicly held virtual Pres presentations helped to refine choices from 6 to 4 District data review the committee considered student demographics to ensure alignment with District needs final curriculum Review Committee conducted an in-depth evaluation of the remaining options the committee also reviewed each vendor's best and final cost proposals this process ensured a transparent and data-driven selection

083of World Language resources to best support student learning to ensure our word language curriculum adoption was grounded in research-based practices we aligned our evaluation criteria with the Act full proficiency guidelines which Define language proficiency based on real world communication tasks these guidelines are backed by extensive research in second language acquisition and emphasize meaningful authentic language use through the fact framework meaning functions and tasks accuracy context and content and text type by using aul as our foundation we ensure that selected materials support effective language acquisition promote proficiency growth and reflect best instructional practices aligned with standards if you would like to review the committee's full evaluation rubric there is a link on this slide the committee recognized four exceptional candidates Vistas in quantos curriculum as a possibility for the intros Spanish course at the middle school

084level Carnegie learning learning clut World Language and Wayside publishing these finalists were selected based on their alignment with the committee's standards and priorities demonstrating exceptional potential to meet the diverse needs of the district and facilitate effective World Language instr instruction we would like to share highlights from each of the recommended curricula for the seventh grade Spanish intro course we are recommending vista's Higher Learning in quantos this curriculum has a comprehensive and engaging approach in quantos is designed to Foster early language acquisition through a blend of interactive digital resources culturally relevant content and structured gram instruction it's focus on communicative competence ensures students not only learn vocabulary and grammar but also develop the ability to use Spanish in in real world context this com this curriculum offers differentiation between the introductory course and the level one

085two course at the eth grade level for grades 8 through 12 Spanish and French lower level courses we are recommending Wayside publishing Wayside publishing is also being recommended for upper level Spanish courses including honors AP IB and dual enrollment Wayside has a strong alignment to the Arizona State Standards and aul's proficiency based learning focusing on what students can do with the language not just what they know about it this approach ensures practical application in all three modes of communication including interpersonal interpretive and presentational Wayside incorporates authentic texts videos and cultural materials immersing students in the targeted language and fostering a deep understanding of the culture Wayside offers a rigorous and comprehensive curriculum for the upper level Spanish courses including honors AP IB and dual enrollment this curriculum will also ensure our students are well prepared

086to pursue the Seal of biliteracy choosing a single vendor for so many course offerings will make it easier for our teachers to learn one digital plat platform rather than multiple clut World languages is recommended for grades 9 through 12 upper level French courses including honors AP IB and dual enrollment cl's curriculum is rigorous comprehensive and has a culturally Rich approach which is perfect suited for advanced language Learners clutz materials are designed to elevate students proficiency and prepare them for higher education in real world application of French this curriculum will also ensure our students are well prepared to pursue the Seal of biliteracy the World Language committee reached a consensus on the recommended curriculum resources the best support student achievement in align with research-based Pro practices after thorough evaluation the cabinet reviewed and supports the committee's

087recommendation several key factors influenced the final selection including stakeholder feedback which provided valuable Insight that both validated and challenged our thinking throughout this process the committee carefully considered the best and final offers from vendors with minimal variance among them the selected curricula are competitively priced with a total cost of approximately 1 million for a 7-year contract covering 712 and honors AP IB dual enrollment materials student consumables and licenses for online platforms this adoption is made possible through District additional assistance override funds which are specifically designated for curriculum we sincerely thank our voters for their continued support in providing high quality instructional materials for our students I will pause here to answer any questions about this first item of the adoption does anybody have any questions or comments from Miss Sheran Miss wanie well first of

088all thank you so much I can't even imagine how much work went into the presentation and never mind like the whole span of that committee I've sat on a committee or two and I know it's it's such a great opportunity but it's it's a big responsibility and so thank thank you to each and every single person who volunteers their time to do this work um I just I'm just could you speak to sort of generally about um you know the what sort of different modes or right I mean like we have digital and we have like inter like they're all the things right with technology it's not just like a textbook anymore like audio video like can you just give a sense of like what different options depending on you know how how especially a

089second language um right we have very different ways of learning and ways of immersing ourselves in these things and just do you know the students have many different opportunities to engage with the material if you could just I'm just curious to hear a little bit about that sure absolutely with all the vendors being recommended they all offer a print uh textbook which we will have one textbook in each classroom and then there's a variety of uh digital aspects to their online platforms including um audio speaking writing the listen in um there's videos there's um opportunities to type there's also uh workbooks that are considered consumable so students have that opportunity to to write the language as well and and so will each for the the consumables is that something that's included for like every year

090the students will have a workbook that they can use and it's there it's that it's that students right at the yes it doesn't get repurposed right okay part of the seven-year contract okay wonderful thank you does anybody else have any other question I've got a quick question um I don't know that it's a huge question but obviously we're using way or you're recommending Wayside for quite a number of uh levels but when it comes to French the recommendation is clut is there maybe can you sort of describe the difference in terms of why you felt clut was the better vendor for French for French uh clet has a newer if you will publication date compared to wayside's publication date for French On and On The W side so the committee felt that going with a

091newer uh publication date was a better choice with clet in regards to French thank you anybody else on to the next the second item of the adoption for your consideration is 712 World Language supplemental materials a subcommittee of the World Language committee was formed to recommend a list of supplemental resources for governing board approval ensuring alignment with Arizona revised statutes and governing board policies Beyond compliance with state law and policy there are two key reasons for this approval process the first being supporting mtss multi-tiered systems of support supplemental resources play a vital role in tier two and tier three interventions providing additional support for students who need extra practice listening and speaking activities or targeted instructional tools to ensure Effectiveness these materials must be evidence-based standards aligned and complimentary to the adopted curriculum the second

092ensuring data privacy and security many supplemental resour ources include online components making it critical that they meet the district's privacy and security standards as established by Our IT department by following this structured process we ensure that all supplemental materials are high quality aligned with District initiatives and secure and are secure for student use I would like to take a moment to introduce the dedicated individuals that served on the subcommittee in addition to serving on the World Language committee these individuals gave extra time to review and vet supplementary materials for our world language teachers the process for reviewing supplemental materials mirrored the World Language adoption process adhering to all open meeting requirements and allowing for a 60-day community review period the selection process for supplemental materials was thorough and collaborative ensuring that all resources met District

093standards for Quality Security and instructional alignment Department leads conducted an inventory of supplemental materials currently in use across classrooms during the initial vetting phase the IT department reviewed materials for privacy and security compliance while I used a structured rubric to evaluate instructional alignment only materials that met all established criteria advance to communic review schools were invited to provide input on these materials offering explanations or advocacy for resources they found valuable lastly the subcommittee brought these recommendations back to the World Language committee to review the committee reached consensus to move the recommended supplements forward to the 60-day review process once the final list was complete it was posted on the district website for 60-day Community review a poster with a QR code was posted inside and outside the district office lobby where it was displayed with

094other curricular adoption materials and flyers with a QR code were sent to schools to be displayed in their lobbies with the number of resources being reviewed organization was key to allow community members to engage in the review as stakeholders entered the site they received information about supplemental materials and a link to provide feedback the committee's recommendation to the governing board is to approve the recommended list of supplemental resources listed within the link I will pause here to answer any questions about the second item of the adoption does anybody have any excuse me questions or comments regarding the supplemental adoption seeing none take it away the third item of the adoption for your consideration is k6 Mandarin language arts curriculum for Whispering Wind Academy's dual language immersion program the purpose of this committee was to research

095a k6 Mandarin language arts curriculum for Whispering Wind Academy for their dual language immersion program and to make a recommendation for adopting the materials that best meet the needs of PV students and teachers this committee was school-based focused on the unique needs of Whispering Wind Academy and I would like to take a moment to recognize the dedicated individuals who served on the committee our members were deeply passionate about the importance of Mandarin language arts and its role in shaping stud Student Success if we have members in the audience please wave again this committee followed the same processes for call to committee open meeting law and Community review the team began their work in September and concluded in February the mandrin language arts committee conducted a review to select curriculum resources aligned with Arizona World Language

096standards and actal proficiency guidelines the process began with the selection of initial vendors followed by the creation of a rubric for evaluation request for proposals were sent to seven vendors and four companies submitted proposals the committee carefully examined each proposal and its curriculum components but chose not to narrow the list further at this stage next each vendor presented their curiculum virtually to the committee in public meetings which allowed for further discussion the following vendors were finalists for a comprehensive mandin language arts curriculum better Chinese level learning Mandarin Matrix and Chairman's bow for grades 3 through eight as a supplemental we would like to share highlights from each of the recommended curricula we recommend level learning for the k6 mandrin language arts dual immersion program this curriculum offers a comprehensive engaging and developmentally appropriate approach focusing

097on building strong foundational literacy through pinion and simplified characters it integrates Reading Writing listening and speaking skills with interactive activities and culturally relevant materials Sandpiper elementary school adopted level learning as their curriculum for Spanish language arts to support their DLI program and their students are finding great success Chairman's vow is recommended as a supplemental material for grades 3 through 8 the committee is recommending Chairman's bow as a supplement for informational text lessons and interactive features including reading and listening exercises making it an effective tool for reinforcing Mandarin language skills the supplement has already been approved for high school use and to create Connections in the mangion program the committee found this resource to be valuable the mandrin committee reached a consensus on the recommended curriculum resources that most effectively support student achievement in align with

098research based practices after a thorough evaluation the cabinet reviewed and fully supports the committee's recommendation several important factors influenced the final decision including stakeholder feedback the feedb the committee carefully reviewed the best and final offers from vendors noting minimal variance among them the selected curriculum and supplement is competitively priced with a total cost of approximately $76,000 for a 7-year contract covering consumable workbooks and digital licenses again these materials are made possible through daa funding and we are appreciative of our voters for these resources the recommendation to the governing board is to adopt level learning as the tier one curriculum Chairman's bow as a supplemental resource for perod 3 through 8 for a period of 7 years we appreciate your attention to this presentation the second reading of this adoption is scheduled for April 3rd I

099am happy to address any questions you may have about this last item does anybody have any questions or comments Dr Lim so I would like to start by making a comment so I did sit on the selection committee for Whispering wins though I did uh step off the committee when I became a board member M um so I was not involved in the selection of the committee but I was hoping you could talk a little bit about the challenges of a curriculum as you get to those last few years and why this process is important to go through every seven years for these languages first of all as Miss wani mentioned earlier technology has changed um so much is now offered digitally so the vendors being recommended all have extensive uh digital platforms for our

100students to engage with um focusing on the reading the writing the speaking um and the listening components that are so important when learning a language um and then especially the writing component Whispering Wind um was looking for a curriculum that really could help focus on a writing component and they the committee found that level learning really did provide that thank you does anybody else have any questions or comments seeing none thank you yet again for another incredibly thorough presentation Mrs Sheridan uh we appreciate it thank you Miss copen um and as was noted this is first read second read will be at our next meeting on April 3 next on the agenda uh we have an update um from Dr Ogle regarding our superintendent search Dr Ogle members of members of the board good evening

101Madame President members of the cabinet I'm uh really happy to be here tonight to talk about this exciting process and the progress that we've made so far and uh uh we have several things to talk about tonight uh um before we uh begin to screen applicants in executive session so let's talk first of all a little bit about the community survey and I and I see on the board agenda I have several things to cover and I'm not going to take them necessarily in the order that they're there but um I do want to talk about the survey because it's very revealing and uh you should be honored that um 1540 some odd people took time to write information for us to digest and and uh and go through with regards to your next um

102superintendent in school leadership so if we go back to our goal our guideline so to speak of how we get from beginning to end to get you where you need to be to have a superintendent seated uh ready to go July 1 and if you look at phase one you see that we started in um we started in mid January um and when the board selected me to be your consultant to lead to guide you through this process that's when we began and we spent the last part of January facilitating uh board approval of the guidance document the posting that went National and uh um solicited the applications so phase two occurred during the month of February and uh where the advertisement was posted and sent out to our national network um and uh all

103of the administrators in our state um phase three now we reach tonight and phase three is where the board um will screen applicants and um uh that's as the board knows members of the board just to remind you that's done an executive session and is confidential um and then that leads us into phase four where we will bring a selected number of candidates in to interview with the board board um in executive session um that night and so that is we've advertised three nights to give us flexibility with the candidates um and we'll see uh once we kind of get to that decision Point um if we need all that time um and we're right now scheduled to have that occur on March 18 19 and 20 um should the board elect to follow through

104that way from that period of time time then the board will name finalists and the finalists are the individuals that whose names will become public and that will occur um sometime after the 18th or after that first round interview when candidates are notified that they would be named as finalists um and then the district then can do media releases and information regarding those those particular individuals who are advanced to that to that Final Phase that final interview is scheduled on March 25th and uh we anticipate uh working with the board to create a process for input I understand we have a committee um of employees and Community folks that will be helping us um and we'll create some kind of a format for inter for interaction because I know transparency is a very important issue

105for each of you so that leads us then to ident ify the candidate who would enter into contract negotiations with the board soon after that um when we initially got to know each other you were hoping for an early April decision and we're right on track so that's a good thing so so far so good so we did uh uh have a survey open almost four weeks and the results um are very revealing and very informative of the board and I know members of the public will have a hard time seeing this um but but I'll I'll do some summary comments about it I have read all 1541 surveys and uh it's fascinating work uh if you're missing a chromosome like some of us are toh do that kind of thing but nonetheless uh 61%

106of the respondents were parents in the district so that's a very strong showing in my experience um in that you have a lot of folks very invested in this process um another 28% were certified employees 9% were esps and interesting enough interestingly enough you had 126 PV students fill out the survey so there's uh plenty of student representation in the data um so we'll Advance on this is just a a summary of the respondents who they identified with um and I and I highlighted for the board the the major categories so here you have a chart that that shows um the characteristics that were identified as most important and this is a culmination of all the data in chart form and I'll I'll show you the the oh there let's see we got to go

107back here you'll see that um scale shows that the orange color um is an area that your patrons identified as very important um the blue is the the blue green there that is important and then the the uh yellow is is less so and then the other two categories are down there they were asked to separate into five categories so you'll see there that it's clearly um that that you have some clear marching orders with regards to what the patrons have told you let me put my glasses on because my print is also small but um there you'll see the vision and strategic planning is rated very high as is educ at leadership but communication and transparency clearly uh was a very important issue to the patrons of your school district um if we advance

108on you'll see uh collaboration rated very high experience um less so but was up there and a strong showing for fiscal responsibility and experience in school Finance um less so um are some Community engagement questions your Patron saw that as a secondary consideration um but teacher and staff support on the left there um I got a lot of interest from parents and employees uh support for your teaching staff um student centered approach is next um knowledge of local um uh local politics local needs um is there um and demonstrated success in raising student achievement so last on the list was operational as you'll see um the people that answered this survey figured that this district is large enough and complex enough that that operational kinds of things is something that can be handled by other

109folks um so the charts are in interesting but what's really informative is the data the data charts and members of the board at your place I know you can see this um you know in Greater detail but I took the liberty of uh marking up the data files to help you uh kind of crystallize the kind of things that your patrons are telling you and OB a clear number one in this first chart was communication and transparency um closely followed by teacher and staff support staff development um and also closely followed by fiscal responsibility those three Far and Away became uh the critical elements with regards to your patrons followed uh next was educational leadership and then the student centered approach to leadership followed by some vision and strategic planning um and then it tails

110off from there the next the next uh chart is one I want to spend a little bit more time on because here your your 1540 some odd patrons were asked to uh they had five votes to identify five characteristics that they considered very important out of a list of characteristics and so you'll see here that that you have clear marching orders that um a thousand of the votes went to teacher and staff support development teacher development teacher and staff support and staff development uh that's that's uh a real uh a real signal to you secondly was communication and transparency once again so you'll see that in in our surveying we back check our own data to make sure that it's more reliable um thirdly student centered approach rated very highly um and then after fiscal

111responsibility which is number four there in your chart it tends to drop off uh with the number of votes that these particular characteristics got Ed leadership is there next uh followed by um an experienced um educational leader and collaboration is on down the list so that's the summary of uh that the best job I can do to summarize for you lots of information um and I'm happy to answer any questions about the survey uh but clearly as we move into the next phases of the search um we can all refer back to this data as um informative um and certainly valuable in the decision-making process as we move through the through the steps of the search so any question questions before I move on does anybody have any comments or welcome this is open discussion

112conversation with the board looks like you covered it I hope so I hope so um I want to talk a little bit also about um uh the process that we go from here um and um I will tell you that um uh we have uh you should feel really blessed um and I've I've had the opportunity to talk to somewhere between 15 and 20 candidates um in personally in my work in recruiting and informing individuals of the pro of the of the opening and the opportunity and the process um what but what the board will see once we begin to screen the applicants is we have seven experienced superintendents and we have uh in individuals from six different states being represented in the talent pool that you'll be evaluating so you should feel real proud

113um and if you think of the metaphor of a pyramid in the world of Education leadership if you picture the metaphor of of of the of a triangle or a pyramid you think about the most sophisticated and complicated and prestigious school districts and Par Paradise Valley Unified is one of those and so there are only uh a small percentage of educational leaders that have the kind of qualifications and experience that could come in and be successful and support the culture that you folks have created so compliment to you um and um we will have some very difficult and challenging discussions I'm sure with regards to these talented individuals that you'll uh get to act with soon um process-wise um as I intimated at the beginning um once we get through the confidential part which includes

114tonight and then once again on Tuesday the 18th um then um I will entertain discussions with the board actually um on the 18th once we identify who the finalists are I'll entertain discussions with the board about how we do um that final interview round and let people kind of get to know the final candidates so uh any questions or comments about that part of it anybody seeing none okay super um we had a request from one of the candidates uh to have his credentials reviewed in public um and um uh so I want to do that with you members of the board I provided for for you um the position requirements that you approved uh and the advertisement and so I provided a copy of that because Dr Desmond Molton um has asked that his

115credentials be discussed in an open meeting and so um I've provided you a copy of his resume um and I know that you haven't had a lot of time to go through it but I will highlight the fact that I have gone through his uh credentials in detail and out of your required required characteristics preferred attributes and and desired knowledge skills and characteristics um um he does not meet eight of those so um uh two of the requirements of applicants um are not met by Dr Molton uh three of the preferred attributes are not met and three of the desired characteristics are not met so um that resume is there for your review I'm happy to answer any questions about his his uh credential packet I noticed right away that he's never been a superintendent

116right he's never been a superintendent he's never been a principal right and he's never in been in a district leadership position which was one of your required characteristics right he is a doctor in musical arts other questions do anybody else have any other thank you no action is required but Arizona open Mrs Christenson so I'm a little bit confused about the process here so I was um I had a several questions but not necessarily for this candidate are we only asking about this candidate right now yes this is the only candidate who requests that um their application be discussed in person okay um I my assessment was similar to yours and um we have several principles that are currently in our district that are more qualified than this particular candidate thank you um no action

117is required but Arizona open meeting law allows a potential appointee to be reviewed vied in public so no action required and um uh if there's no further discussion president Greenberg that completes my report thank you Dr oal does any member of the board have any last questions for Dr ogul Miss Christensen yes I was trying to write down the number of applicants and I'm not sure if I um if I got that correctly can you remind me how many applicants we did receive uh we have 12 current applications that you will be reviewing in executive session um and um that's not reflective of the number of folks that I have talked to personally and elected it for whatever reason at the last minute to not for personal reasons so you you did screen out certain

118individuals is that um I will share that information with the board in executive session okay I will hold my other questions for later of course okay so does anybody else have any other questions seeing none next on the agenda is call for executive session in accordance with Arizona revised statutes 38 43103 A1 for the purpose of discussing components of the superintendent search process and timeline and screening applications for the position of superintendent of the Paradise Valley Unified School District Mr panta may I have a motion please thank you I move that the governing board call for an executive session accordance with Arizona revised statutes 38-43 1.03 A1 which reads as follows discussion or consideration of employment assignment appointment promotion demotion dismissal salary iies disciplining or resignation of a public officer appointee or employee of any
