001mother oh fun and so my roommate bought one for my mom and brought it to [Music] life of class of 59 mom of class of 1985 grandmother of classes 23. oh that's so fun she looks like she looks like a soviet war hero with everything all the way down here [Laughter] [Music] [Laughter] [Music] kind of like the stuff that goes on russian aircraft [Music] he wants to stay in the attendees he's feeling under the weather [Music] this is happening as we're trying to do the resolutions and she was sort of like i'm they were picking me up to go to the emergency room i'm like hi dad how are you feeling oh fine well i'm feeling better as long as i'm not looking at a computer too long oh my goodness you must have gotten
002such a terrible concussion you rattled things around a bit i'm sorry i mean it was definitely that night it wasn't just you it was like it was ice skating like well if anybody wants to know what it's like to have staples in their head if we don't the resolutions and we're going with them i mean there wasn't you did such a great job there wasn't that much work to do apparently the table thank you can't remember yeah that's what she said to me still pregnant and frustrated yeah thank you this week and so i was supposed to be over there so we're gonna go ahead we're gonna go [Music] looks like if you look at this screen it looks like you need to accept it but i don't know how oh more okay so do
003we have anyone in the audience yes i'm moving rhett uh kate killed my computer okay so are we ready tom yes ready to make sure you're ready okay i am gonna go ahead and call the dresden school board meeting to order at 703 we have a quorum we have several members zooming in so right now we're going to do agenda review does anyone have any items they want changed altered or added um lisa i just have a question for deb um do we need to discuss the resolutions tonight or can it wait until our meeting on the 23rd 26th 25th so hb 607 we can wait on that's the local voucher but i think we should discuss the resolution for 12.55 because the education committee has it on their schedule for the 20th and so
004i think it would be prudent for us if we are going to pass that resolution to discuss it this evening so that it can be shared with the committee okay so we're in the first part and the first part of our meeting is a budget hearing so we'll have to close the budget hearing and then open up the public session to talk about the hp whatever 1255 1255 but not 607. does anyone have an issue with doing that okay thank you dad so at this point i would like to go ahead and start the public budget hearing um so item 3a [Music] we'll talk about the 2223 budget so does anyone know are you presenting jamie i am okay don't think that we want to go through the entire proposed 2223 budget again it was
005presented um in december and it has not changed um a lot since the december presentation so i would just go through high view until we get to the sections that have changed i'm looking at the uh resin 2223 presentation updated january 7th it's also up on the big screen um in case folks are wondering where i'm at when we get to some of the numbers so the budget guideline has not changed that came out in september i'm just going to hide you um review that it came out with a 2.5 or less guideline early on we realized that there were some um assumptions that we did not know about changes we did not know about the overview of those changes and items that we brought to the board's attention the committee budget committee's attention can
006be found in the board budget book as exhibit 1b and 1c for each of the schools it has to do with new employees changing their elections on health insurance and new hampshire retirement system uh plan versus remarkable system we then brought that to the budget committee they looked at the dollar amount of those changes and sent us back to look at building a budget about a four percent cap the slide number four as you can see shows you the different iterations of the budgets from when we started at version three show you version three four and five um we discussed earlier about the revenue enrollment exchange for the sixth grade and the fact that that has a two million dollar revenue decrease attached to it within the dresden budget as the sixth graders from hannah
007will become part of the dresden enrollment so that's a review of warrant articles that were passed last year kim if i miss anything please feel free to jump right in okay we also then went over as you know dresden has three distinct budgets the first one is district wide and that's predominantly where most of our debt service lives for the entire dresden district as well as shared buildings and grounds maintenance custodial operations and the sau office operations some of the major changes are listed there basically the district alive increase is 34 410 above last year's budget uh we discussed the enrollment forecast uh based on actuals of october 1st pushed forward there is narrative down here in the bottom of the enrollment forecast which explains what's going on with some of the outlying years we
008discussed the rms staffing and what the changes are the richmond middle school provided narrative which you can see on the left some of the changes were affected within this budget year and are being carried forward total overall staffing change at richmond middle school is 2.72 fpe increase uh we discussed their fte breakdown and why they're increasing teacher fte and there is narrative again on slide nine we discussed uh changes year over year to their budget and they also gave us uh spending highlights regarding what they're doing with technology and the fact that this is an equipment or replacement year so year one of a three year lease that we've historically have done with um apple and last year we suspended all leases all new lease agreements that we would have normally triggered last year we
009waited another year out the spending adjustments are shown here on slide 12 for listening middle school and then it shows a budget summer so richmond middle school's increase was projected at 476 560 over last year's budget uh we then discussed hanover high school staffing uh and you can see the ftes are up by 4.38 we are down in regular ed teachers 1.27 but we are increasing in special education aids by five fpes there's also another um administrative level uh assistant um athletic director added to this budget and there is narrative regarding the need for that which is included in the dresden school board budget book and exhibits it's in the back of the book uh it's the last section of the exhibit so overall with the uh addition and reductions we're at 4.38 uh the
010hanover high school discussed their budget process and the highlights of what occurred throughout the build um that they had initially built it larger and cut it before it got to this stage um more highlights and budget process again i'm not going to go word for word because we haven't reviewed all of this already the budget process and highlights continued and then they showed what some of the budget reductions were from the different versions that we showed before from version three to four to five there were reductions at each of the locations so this is the hannover high school and the reductions they made in the amount of two hundred thousand dollars from the version of four at the hanover high school budget summary shows an increase of six hundred and twenty seven thousand six hundred
011and twenty four dollars or four point one nine percent over their last year's budget so when we pull it all together it becomes a much larger number um and it is 138 594 over the prior year's budget adjusted without the technology warrant article included okay so you can look at it apples to apples if we include the warrant article for the technology project this year's budget 2122 would be higher by 842 764 dollars and it would so increase apples to apples for just normal operating procedures is 4.04 then we discuss revenues and net assessments as was mentioned earlier with the sixth grade joining the dresden school district it makes the assessment breakdown the percentages of assessment swing okay larger through the handover smaller to mortgage before we get to the though i should point out
012that on this slide it does show the effect of the changes in revenues in the middle box section and that's where we discussed prior the sixth grade tuition that we used to receive from hanover school district is now going away in the amount of 1.89 million dollars almost two million dollars we are projecting a decrease in tuition students of 90 000 other local sources of 10 000 predominantly there it has to do with interest that we project as everybody knows the interest rates are very low basically non-existent uh and then state sources that is the building aid that comes in to offset the debt that was written 20 years ago 25 years ago so when all is said and done our resources available to offset appropriations for revenues have decreased by 2.3 million dollars that
013brings our net assessment up by almost 16 and so our net assessment was increasing from 21 million 936 to 30 to 25 396 614 the breakdown is below that and assessed to hannover would be 17 192 476 dollars i'm right here at the bottom and assessed to know which is eight million two hundred and four 139 this is also expressed on slide 22 so you can see where the percentages of the share breaks down so hanover almost goes up by one whole percentage on assessment we'll know which drops by one full percentage for the folks who live in norwich if you're interested um at our last meeting i believe on both real agendas then we showed what the effect would have been with the disbursement of the assessment or the sharing of the assessment had
014that sixth grade not changed in the assessment to know which would have been a bit higher um this shows your breakdown based on average daily membership adm in the bottom chart is actually counted people usually say how do you get a 0.7 of a child this is actually counted by how many days the students are actually attending school okay so that's why we have fractions okay so here's an assessment change this is an additional slide from our presentation in december we have two union article articles uh for the hea union agreement and the hss which is he's your teachers and your hss is your support staff the board has a tentative agreement and if ratified the dollar amounts of the breakdown for the dresden school district would follow okay so if you look at the
015very bottom of the slide the hanover assessment increase for hea would be 268 thousand 212 and for the hanover supports up for the um canada dresden support staff it would be 39 forty nine for the knowledge assessment it would increase for the aga by a hundred and twenty five thousand seven ninety five and for the support staff that will be eighteen thousand five hundred ninety seven these numbers on the bottom are now driven up into these assessments so you can see what the total change in the district share will be if you would like to look at the breakdowns of those tentative agreements they are posted in board docs tonight under section c with the warrant article information i should say the uh the net effect and or tax rate projection for these assessments are
016included in the hanover district budget build and the norwich district budget bills resident does not have its own tax rate okay it only has an assessment that then goes to each of its partner towns other warrant articles as mentioned and we'll discuss them tonight is the dresden hanover support staff and teachers agreements um also potential athletic facility upgrades we've got projected costs for each of the two different projects um we've shown uh that there is can be wording for those projects either together or separately um or not at all depending on the will of the board um so that's shown in the warrant article the wording in that warn article if you were to break it out into two it would be exactly the same it would just be specific for the dollar amount and
017the purpose the facilities condition assessment we are still working on information for that project we do not have it as a warrant article at this point in time and i have some thoughts on that a little bit later and i'm sure my board members do as well i wanted to point out jamie yes just the other warren article that the budget committee discussed was the five percent yes and it is included and i'm sorry i didn't put it on the slide yeah i just think that there we'll be talking about it when we talk about it thank you the dresden school district has uh the ability to retain now up to two and a half percent of the hanover assessment which is very important because uh dresden school district should um cannot have reserve funds
018for for emergency purposes or rainy days or you know building projects that's why we carry that instead but thank you ken yes that's important um we do deal with other special revenue funds at dresden and it's been pointed out that it's important for us to discuss these as part of the budget process even though these are totally revenue neutral special revenue funds federal grants are shown here you only spend what you receive okay i've broken them down into their different titles based on this year and projected forward because your award numbers for your 22-23 fiscal year will not come out until next summer okay but based on what we know now okay these are the numbers that we would be dealing with for special revenue funds from federal grants and historically on the right side
019the bottom and the right side these are the expenditure areas that those grants will be used for so these dollar amounts of expenses are not included in the general fund budget it is a separate budget also we have other special revenue funds in food operations food operations other than the cost of freedom reduced student coverage is not included in the general fund budget these are separate funds so other special revenue funds for the hanover high school run approximately 376 thousand dollars for the annual operation and for the richmond middle school run about 221 000 okay if a food service operation does not break even then the general fund at the end of the fiscal year will fund that program in order to bring it to zero from surplus money from unallocated okay so that concludes
020the updated budget presentation for fy2223 and i'm sure we are all my fellow administrators who are involved in the building of the process of the budget and my board members who served on the committee are happy to answer questions so at this point i'd like to open it up to the board for any questions or comments yep um just for benefit of other board members it was a question that i actually raised earlier today email so there was a um an increase of uh special ed aids at the high school um 5.0 fpe increase and the explanation behind that was some increased student need due to a cohort of students in eighth grade coming from the middle school in um and my question related to that was could have there been uh sort of a
021bit of a corresponding an offset in the special ed needs at the middle school but i did exchange emails with julie and with tim and i know rhett was also doing some analysis on that um bottom line answer was it looks like um some of the need that the middle school have increased even in the year that we're in right now and projected for next year such that some offsetting cuts in that in that area weren't deemed appropriate at that but i don't know if it's important to have is wrecked with us online yes and i don't know right i think he might have been working on some stuff and i don't know if it would be appropriate for him to maybe add a little bit more context to that [Music] what are you i
022i can i can speak to that a little bit and neil i apologize i didn't include you in my email response so i just forwarded to you uh so the increase in high school is resulting the increase in the at assistance of the high school is due to rising eighth graders who have some significant needs for support throughout the day and the addition of a student who's placed out of district that we project will be returning to the high school and require the one-on-one support that the student had previous to being placed out of district part of the budget process that that i go through with the the school administrators and the special education staff at the middle school in high school involves looking at the students we currently have with ieps and what their
023needs are and also looking at the incoming students from you know for the middle school coming from marion cross and the right school and really breaking down what their support needs are for at a system time and so we kind of do calculations based on the students current ieps and knowing that there's going to be you know a different schedule at the middle school which may present needs differently for the level of support that students may need and then we take all those hours of at assistant time and student needs and build the total fte projection for each school any other questions or comments from the board i'm going to open it up to the audience i see car he's got her hand raised hari smith aetna and i'm the chair of the hanover finance
024committee um i was gonna say it was great to to hear some information on on the special ed um part of the budget uh those of you who are at handover know that we'd already said how we missed the annual presentations on on special ed because that really helps i can give insight to the public about the challenges the trends the pressure points that are felt and sometimes in the past two there's been discussion about different um service delivery models different things that have been considered that would bring some efficiencies perhaps but also meet the needs of the students as they age and so on so i just wanted to say that i've we've missed uh hearing that background and that this has been helpful uh tonight but any more uh discussion about um you
025know different delivery models that neither you're thinking about now or in the future uh you know would be of of interest so um that was just you know just on this special end part since since uh since since we were on that i don't know if there is anything more that could be added at this point before i make more general comments so right maybe at a future meeting we can maybe put a presentation again together what you're thinking and what other options are out there yes and i i believe i'm on the schedule for hanover's meeting next week um to do exactly what uh kari is mentioning an update on special education kind of trends and data for the hanover school board meeting okay but i would be happy to uh mirror that uh
026in the judges meeting as well if i don't think we need it twice we could just post the presentation into the dresden school board okay there are issues that pertain to justin that aren't covered in hand or you know and i don't know how people in norwich are doing so anyway um so i guess if there's not anything more right now on on that topic um the finance committee uh met last night and went back through the budget although there weren't a lot of changes as they pertain to resident um especially our last meeting the biggest development would be that the details of the two settlements are now known and after we sort of went through everything and you know we found a lot of the increases to be kind of commensurate with the inflationary
027environment that we're in um you know i asked one uh committee member in particular who had to leave you know what his reaction was and he said well he thought that the board had hit the ball down the middle of the fairway not being a golfer i i don't really know what that looks like but it sounded pretty good um you know on the other hand you know as we did go into more detail and you know this is part of being a finance committee member is you look at the horizon you look out of it and we often find you know some clouds that are are gathering um and for hanover members you already know that we have this 1.3 million uh revenue that we think is one year from from the state and
028so if um you know if if it weren't for that amount our tax increase we'd see another 48 cents which is a lot for us um so when we look at things like um the and and i don't know as carrie um is he in line to set up i will let him you know talk about some of the uh enrollment changes and and staffing um that's that's been an issue we did have more i desire for more information about how uh the special ed was shaking out um but um you know basically it is it was a little bit although it things are looking good um just a little bit of a sense that we were kicking a can down the road and that you know things are going to be a little bit
029tighter or a lot tighter next year and that you know that that needs to start to be part of the mindset now but i'll let kerry speak as well um but thanks for for hearing me does anyone else uh before i go to the zoom attendees anyone else here have any comments or questions okay carrie yeah thanks rick um and and let me just say um thank you all for the work that goes into this budget you know it seems like every year it gets more complicated and that was probably the case this year too so um thanks for everyone's um work so i think you know um thank you for the detail rhett um um on the um special ed needs and i think um i i think i get that now i think
030just optically though um just in terms of sort of selling the budget to the public i think it's important to note because optically you know the enrollment is down particularly the high school as much as you know 44 uh and yet you're adding staff and and rms enrollment is up but on balance you're down kind of you know 15 students and you're adding seven staff so it just i think you just need to explain that need um and um just make the case for it and then you know again for next year with the loss of one-time factors in on the new hampshire side and it sounds like maybe on the vermont side too you know there is a headwind out there to just kind of think about in terms of longer term staffing okay
031thank you thank you anyone else at home have any comments or questions uh this this is rat um just wondering if carrie wants me to address those now or at the future meeting jerry i know right i'm actually happy with what you went through so i'm all set thank you thank you so seeing no more comments or questions at this point we're going to move on to budget adoption so would someone like to make a motion as presented lisa move to approve the 2223 budget and the amount of 29 million three hundred thirty one thousand two hundred and eighty eight dollars who are you looking for no it's not there yeah isn't that right okay sorry john okay uh since we got some people at zoom we're gonna go around the horn john yes neil
032yeah tom candy yes kim kart minion kevin keaney yes lisa christie yes luke chairman yes kevin community yes marcella de blasio yes nelson yes johnson yes it passes unanimously um i will note on the jamie just when i was looking at the budget book uh title page ben's name got smushed with kevin's bikini kevin kennedy [Laughter] okay and do we want interim by liz murray for associate principal liz murray interim liz murray i think is listed but she's not listed as if you want interim okay so moving moving on to the warrant articles for 2022 2023 how do you want to do this um do we want to like before we actually vote on the warrants or approve the warrants you want to start with the athletic fields it might be easier you want to
033do those first you want to go through the rest of them and then come back for those oh i was just going to say let's go one time okay just read them off and then got it okay i'm just thinking that [Music] standard may not require a lot of discussion yeah okay so everyone if you can open up the first tab so for the new members a lot of these articles are by law that they and the way that they're ordered is by law so article one is to elect by written ballot for one year terms a moderator a clerk a treasurer an auditor for a two-year term and an auditor for a one-year term anyone have any issues with that ready to take a vote individually um you can if you want um okay
034uh for article one john we're voting yes um odell yes but you should take a moment yeah john would you like to make a motion move to approve article one second is kim okay john yes neil yeah tom candy jim parmini ben keane yes lisa christie yes kevin [Music] and did you say deb nelson yes johnson yes okay moving on to skip article 2 for right now or talk about it right now kim what do you think um i think we could just address it and maybe not take a motion okay so article two is with regards to um the athletic fields so we have two potential projects one is the track and one is the baseball fields so who's going to present to the can i speak to that yes thank you so let's
035um if you look at the public content section you will see that there are uh three four six seven eight postings uh addressing both the baseball field proposal and the track replacement proposal the track also uh added later is the bond project financial overview which i'm going to pull up and hopefully share my stream with you because i think this may help so basically there are what we see as five options in speaking with um the director of facilities and maintenance uh also discussing with uh megan and knowing and discussing with some of the folks who are on the committee tim um the folks from the baseball area as well as the trap so as we see it from a maintenance and building standpoint we have five different options here that can be split out
036if you want i've shown them here projected together okay so project a would be the track with the turf field in the middle you can go out 10 years because the life of a turf field is only warranted for 10 years that shows is project a across here um in dealing with our bank that's at 2.10 percent interest then you could look at the trap without turf and just replace the middle section with regular grass the way it is now um and that is referenced at 1.5 million um and that is at 2.10 as well because of the length of the terms 10 years then you can look at the track without the turf and you can go 15 years because the life of the track if you're taking care of it appropriately and dominary
037overlays will go out 15 years um the turf will go up we can't do it for phoenix so project c then would be 1.5 million but you would spread it out over 15 years okay and then we could look at project d which would be the track without any turf putting the grass back in the middle and then adding the baseball field with drainage which was the initial original engineered design that was brought to us in november of 19. so that you're you're affecting what some of the original initial issues were that had to do with drainage underneath that's been updated okay um not in written form but through discussions late this afternoon on what the different rates are looking at because a lot of the work that would need to be done for the
038track which is moving earth putting in the right drainage relaying stuff is similar to the work that would have to be done for the baseball field if we decide to invent that um so it was pretty quick and easy to look at what the difference is in the process but i've asked pathways to please update that formally from 2019. um i have moved forward so that you would have this for tonight and projected that out with an updated the original projection on that was 276 um and we're predicting that it would go to and so i projected that at 1.8 million 37 000 over 15 years because those types of repairs could go out 15 years and then you could project your project e and look at the track without the turf and add the
039baseball field with inlaying relaying the infield only okay and you could go out 15 years on that um the numbers for that came out of the write-up that was done for the um committee showing approximately a 100 to 120 for the earthwork right and then a potential of 25 to 50 to have true removal done so i put in the 175. we did uh receive a quote from not an engineering firm but from a construction slash person mr holmes who takes care of and helps folks to redo fields athletic fields he did give us a quote and it has been attached today um and that i think is coming in at 134 so that would be in that ballpark um and so you could project that out over 15 years and it's shown what that
040would look like i will say that c v and e are projected at two and a quarter percent there are no prepayment penalties for any of these if we go through our local bank we've gone out to bid on multiple times and we only ever get two banks that send us a full okay and our bank is so large that it doesn't seem like any of the other ones can compete with rate so those are the rates i'm using um i have included on the bottom left here for your review in an effort to try to make this a little easier for everybody um where the district debt schedule is at okay so in the yellow that is our that is the year of the budget that we are projecting okay that we will be
041paying uh three million six hundred nineteen thousand seven hundred and eighty eight dollars worth of debt in that next budget next year the budget in 2324 goes up a little bit because when those were uh initially um i don't know it goes down i'm sorry i presented that on interest so i need to fix that so so ignore that 58 pounds in there i think i did that backwards it should go down by 7 000. um i'll fix that and repost it that's what happens when you're rushing to get this one um so if we were to embark on abcd or e for the 2324 year there would be a payment that would be added to the budget because we've not paid off that large chunk of debt that's going to come off in the
04224 25 um budget year okay which you can see if you look at the one in green so if you look across the second box on your right if you chose a you would be adding 325 right to that budget here based on the parameters of the assessment and the nav and all of what's in place now i've shown you at the bottom that that would result in an eight cent increase on the hanover tax rate and a one and a half cent increase on the knowledge tax rate okay and i know i'm going out two years and this is dangerous but i'm giving you some idea of what it might look like okay if you added b same thing the information below is showing you that first year that a payment would come due
043between 23 24. what i've tried to show you in the green line is in 2425 even with the other projects that we've added including the tech project and the turf field that we completed i think three years ago in like five years um even with all of that in 2425 if you chose bcd or e you could pay this off completely and there and the differences of the increase or decrease with bcd or e it would be a decrease still in the budget for this portion right for the deposition of those dollar amounts increased by 58 grams and made that um so in a because it's such a large number that would not occur okay um at the risk of putting my neck out after speaking to tony as your business administrator and a person
044that oversees your buildings and ground and maintenance my suggestion to the board is asked or my opinion to the board if asked would be to embark on d and fix the fix the track do not put turf in the middle of it i think that is a wrong idea because anybody walking across that track going to that field with cleats on wrecks the trap they damage the trap and if you're going to embark on fixing the baseball field i would say that we need to do it with the drainage that's underneath okay you can dig up the infield and you can fix it and and mr holmes who does valley truff is very knowledgeable man he does a great job okay that's well known throughout the whole industry okay but we've had engineers who know
045our land look at what's going on here and they've given us their opinion two years ago um so that's just my opinion for what it's worth and ultimately it's up to all of you and i just wanted to share all this data thank you so a couple of things so jamie and i talked today i i agree i don't think trusting the inside of the track makes sense there's only one team that uses it it's the jv football team and if we were going to do additional turf at some point i would say the hubby lane field where all the jv teams work but john is shaking his head now so so so i just want to throw that out there second of all uh i wanted to ask what is the what's negan's position
046and what is um the athletic committee's position or recommendation is okay [Music] am i here sorry was it my chair to speak yes please okay sorry um so i guess a couple a couple of thoughts um i think the the thought you know and we've had multiple discussions with the advisory committee about this um in terms of turfing the inside of the track um the thought is that more teams would then be able to use the field the only team that presently uses that field is football and that's because of the condition of the field and the usability it's a really muddy field so it can't be used for field hockey or soccer or lacrosse or any of those other sports um with a turf in the middle of that field it would be able
047to be used by those sports as well as potential potential intramural use and other use so those are the reasons why we talked about the turf on that field because right now it is not a very usable field um so in terms of jamie's point about the cleats um that's an issue either way with the new track with a field in the middle grass or turf they do make things that go over and protect the track which certainly we should be doing when you know if and when we invest in a new track whether it's grass or turf we need to protect that surface um better than what we have been doing um in terms of of the baseball i think or you know the the advisory committee decided that track was the highest priority
048followed by more availability of turf followed by baseball i think that obviously baseball is a you know lesser expense i just want to make sure uh if and when we do that we do it correctly and there's been you know some difference in cost and what exactly needs to be done so um i think that's been sort of the biggest sticking point with baseball um additionally i think with baseball the data goes back a few years you know last year was very dry the field was completely playable the year before that was coved but it was a very dry spring the previous year that's where we have the data from you know i think they had maybe a couple practices on the field it was pretty terrible so that's when this really started to come
049up more and and the discussions began but you know i think that obviously there's a drainage issue on that field i i don't have a good enough handle on what exactly that is and what needs to be done so i think that that's those are my thoughts i think john can um articulate on what the advisory committee discussed um i think it was pretty much in line with that as well thank you again any questions for reagan i guess maybe later on too though but it looks like the drainage for a grass field is built into this proposal for the track wouldn't that enable more use of the field as well i don't know the answer to that um tony may be able to answer that i mean i think um potentially yes but the
050grass is not good there i know we've worked on the jv soccer field the next hubby lane for a couple years and that grass has improved tremendously and that's a much more playable field now i don't know if a similar thing could be done in terms of the track field um i think part of the issue is a lot of it we have the trees and the issues in terms of shade and that kind of stuff as well and can anyone answer this question if we decided not to do the turf inside the track at this point and just did the track are we throwing good money after bad if we decide to do the turf later do we have to tear up the track or um i believe that tony when he was getting
051the estimates for you know discussions about the track they can put in whatever it is they need that would allow us to turf it at a later point and not tear up the track i forget what the terminology is for that but i think that i believe that was an option and i think that was what he was talking about doing if we do the track okay thank you uh john you had comments i was actually just going to say almost exactly what megan just said about you you could put in the terp later um i think one question i did have is in the in the turf or i'm sorry the track without the turf did you say we'd also tear up the field and resurface with grass or is it just just the
052track leaving the field alone no no no the quote that you all asked for for the track without the terror includes putting back the new field in the middle right thank you restoration of lawns seeds restoration pavement yeah because they're going to be redoing the pieces that are in the very middle of that field down at the very end yeah it's a special track specialty item on the infield of the track is there pieces that can't be used for other sports because of the pole vault kit or the high jumping pit or is that all off of the playing surface it could get walked it you'd walk across the track i think make it right in that every every turf field in america that has a track like every track in america at the collegiate
053level pretty much has a turf in the middle at this point or is going in that direction um so i wouldn't be concerned about that i think our committee meetings and negan summarized it really well you know we came up with what's the priority right now if we could only do one or if we could do one and two or one two and three and it was that the track is indeed the turfing the field came up kind of later in the game because we recognized as we're bringing in potentially a new assistant athletic director there are more opportunities to engage a whole larger um group of the student body in intramurals and also bringing giving more teams an opportunity to practice on a playable surface um there's also the recognition that clearly something has
054to be done with the baseball field um and i think there's you know is it something that needs to be done right now or do we need more data um i think that was kind of a question we all kept coming back to and that's why it kind of dropped into that second or third kind of level in the depth chart of this um you know personally not on the committee i would say i i'd love to take a look at and this is going to make the budget votes go crazy and not a project f that is turf track and doing the work to the baseball field because that solves all of the intermediate the all of the immediate problems of our athletic facilities um i mean i think kind of piecing it together
055is like fixing it with duct tape and chicken wire like i i feel like there's if we have an opportunity and it only raises it only only raises it by a couple hundred grand to do all of it i think that should be considered so if you did if you did a project f that would be twenty two point six million plus thirty right so roughly 3 million yeah coach work on those numbers so i can speak to the data aspect because i kind of had a feeling this might come up tonight so i'm back and i've been coach here since 2016. that's as far back as i can go um and our game season is six weeks so we play 16 games over six weeks that's roughly two to three games a week um
056and generally what has happened in the past until last year granted we had less games last year is we play over half of our season in the last two weeks because of the playability of the field so we played eight games in 12 days the last 12 days of the 2016 season nine games in 14 2017 nine games and 14 2018 um and then eight games in 12 in 2019 and five of those were home games and that that was the season that was exceptionally bad we were on the field for eight days total in the whole season so i even went further and looked up the rainfall data and 2019 was an insane year as far as rainfall goes but since 2000 we've gotten an average of six and a half inches of rain
057over those two months and 2019 and 2017 were almost 10. 2019 was over 10 2017 was almost 10 and the rest of them were over five so it's not like where those two may be outliers but even the years where we're at average we're still struggling we're still putting all of our gains at the end of the season and a lot of it you know a lot of it comes down to the timing of the rain where last year it did rain it wasn't like we had no rain but it didn't rain the day before we had games and that was the key um the field doesn't recover from water and quite honestly if i wasn't taking half days off of work to go work in the field or spending 800 to a thousand bucks
058out of my friends and handle the baseball budget every year on field material we probably wouldn't even even have gotten what we got so and a lot of you guys weren't here when i made my spiel in 2019 so i just want to make sure that the you know it's not something if we just keep kicking it down the road it's not going to get better it's just going to be more of the same eight nine games in the last two weeks and i'd be happy to field any questions if you don't have any questions here i'm so just up i love it so we've got 175 for the infield 337 for the whole field so what's yeah that would have been if you look at the 2019 garrett the one that's posted there that
059was authentic 2019 that would include the drainage in the infield so that would be a herringbone kind of drainage system that you usually see in newly built athletic fields and thank jeff goodrich from pathway so that's what they did on the turf it's what they did with the dartmouth grass fields um i've seen a picture of fenway park with the same pattern over it and then the one the belly turf services quote was to just replace the material with four to six inches of gravel four to six inches of sand and then loam and then your field material your side on top of that um so that would basically be without that pairing bone in your system okay so i guess i'm just wondering so if you did the infield only versus the drainage what's
060the confused i mean there are uh the herringbone works here we know that but my concern is i read the proposal from here that we came up he was very and i listened to the presentation before a couple weeks ago whatever a month ago decided you needed drainage then the proposals that are in here for reading for this reason say you don't need trainers so you look down you're re-evaluating you don't need drainage it's watercolor that's what it says well i've got 15 documents on it which one it is but but there's two of them that are baseball and one of them says enough need drainage so you don't need it because you've evaluated so there's water flowing out of the pipe in the outfield water flowing out of the pipe on the infield you
061don't need drainage so they think they can do this with just the infield modification shifting the outfield fence and location of the enfield so i'm not confident that it's a clear understanding of what's actually necessary well looking at the trees they're looking at the trees and saying they they shade the infield i get to crochet the infield but it's very simple to get someone to go out with a bubble and look at it and say what percent of the time you're going to get shade on what months or a day of the year to figure out how much that's actually it dries out if if we're not sure what we need to do then doing a dreams project that may not be necessary is an expensive thing to do and they provide zero hanover high
062school baseball field proposal it's number four on our list near the bottom of page one so i think i understand drainage issues on fields and stuff like that and i just it just doesn't seem to me that this and the trap i'm concerned about that as well have been looked at in a systematic way to figure out what the actual problem is maybe i think the turf guy was probably the guy that i would trust already but i don't know who the engineer in front was that's great i understand we have a problem whatever we get it fixed i think [Music] i mean so i worked in turf management for six years in a golf course and then i've been taking care of baseball fields for the last 20 years almost this field is definitely
063flawed and regardless of why you know we know that the um we know that the herringbone drainage is gonna solve the problem um with the proper material put back in to build the field back out there's surface drainage all over new england and a lot of the fields i've been on that have that they're usually not the best so pathways consulting is the same firm i believe jamie you could probably speak to this that did the engineering for the turf yes and they did the track track and they did ours and they did i believe the dartmouth grass soccer and lacrosse fields so that was their recommendation that was pathway's recommendations that was from that doctrine and fair it was not done by an engineer it was done i think by um the friends of
064hannah with baseball in conversation with mr holmes and tony kind of a what all right if we can't do the pathways project what can we do but but what it says is you don't need the athlete's project that's what it says because you don't need drainage or under surface transition that's what it says it does have a bullet point saying that the drainage was working as water was flowing out but then it goes on to talk about how the field was unplayable still so even though it was working it wasn't playable you could that save things as you can fix it by fixing the shape moving out fuel effects that took place in late august yeah which is different than april pathways did a aerial view of the field and you can see where the
065drainage is going across the outfield grass there's about a 12-inch section that goes all the way across that's dry and a little burnt and everything else is lush and you can see the pipes and when we went out there originally there was nothing after a rain there was nothing coming out of those pipes when you followed them so there's an inherent issue with whatever was there was not engineered effectively at least to today's standard strategies um i was out there in august when we did that initial reviews can you identify yourself i'm sorry i'm a community member um my son's a sophomore at the school and i also oversee the third baseball program which is all coach and i have connected um so we were out there in august um it was it was actually
066perfect conditions in some ways because it was pouring out um so todd holmes was there with us um tony was there and then john lobb was a norwich resident and also a baseball aficionado in the community and the drainage was working but not to full capacity i mean to the extent that it was it was downplaying that day there was water coming out of the pipes we walked through all this all grass and found it um so i think again this is not my area of expertise at all but todd's recommendation was um if you want to create a feasible plan b we would we would replace the entire infield that alone would be an improvement but certainly improving the drainage and bringing the herringbone going in and engineered properly would be the ultimate fix
067so the so analogy would be i guess you know it was working but there's a clog in the pipe somewhere but water was coming out but not consistent with the level of rainfall that day it was playable the next day the following afternoon following the day at [Music] that's the day after the day of heavy rain in august when it was unplayable we discovered that for the most part the james was working as water was flowing out of the fights behind home plate and left field right but unfortunately the high school baseball season is not in august it doesn't matter when it is if if it was a heavy rain that day and then it's flowing out of the fight the next day and the ground was saturated and the ground is saturated but i
068think the issue is that that's not the case when we're trying to play the engineer so it drains in august but doesn't feel unrealistical but it's playable in all this because we've had warner temperatures and dry conditions leading up to that rainfall but that's not the opportunity or the case of the conditions that they have in august and may and the games need to be played so from an engineering perspective which is my background okay so okay so um rick can i jump in uh tim go ahead i was gonna say that uh because i was at the initial discussion of this with tony and with other people at the committee when they went in august the first question was there is some sort of existent drainage process at the baseball field so the first
069question was is it working so or in other words is the are the pipes just plugged up or something if we fix that might that work so they established yes the pipes are draining but the existing pipes aren't sufficient to actually drain the infield fast enough to be able to play uh in march april and may that was the sort of the assumption or the the conclusion that people reached so we had to first figure out hey they built this field there's drainage in it does that drainage function yes it functions but it doesn't work it doesn't get to the point where the field is safe to be able to play and that's where the recommendations came with we probably need more because what they established was the original drainage is probably too deep um
070and therefore the soil on i don't know i'm not an engineer but i do know that trying to play baseball on a wet field is not safe okay um you had it you were starting to say something before well i just want to make sure with one person out of 12 dominating the conversation here to be like you're acknowledging that there's a problem but i haven't seen it i believe right so i'm trying to figure out what kind of questions can i answer you right now because i feel like there's still a lot of uncertainty in the air about this the uncertainty i have is that i don't think what i've read it does not appear that the area is did you read the pathways yeah stuff sent out today i up to you where'd
071you see it from november of 2019. i read everything that was posted okay so um i'll let ben make a comment and then i think we're going to need to move on and have a discussion of how we want to proceed with the um okay hold on go ahead general's comment both for for baseball somebody knows nothing about anything you mentioned six weeks for the baseball season what happens to this field the other 46 weeks like what else is it used for if anything and same question for track i could so uh the field hockey team uses the outfield during the fall the baseball field that outfield in the baseball game i think there were soccer practices there too and then the track is used by probably every team at some point probably every phys
072ed class and the community so what do i understand so then the baseball field will be used significantly in the spring often in the fall and the track field is used pretty much the entire school year in one way or another right now there's no snow based activities on them you'd have youth baseball teams on that field also we've had youth baseball teams only in the past but the playability is quite poor um so generally they end up coming in so yeah so that was one thing on a second so if we improve the fields is there an opportunity to generate revenue for renting it to the rec leagues or sure the better your facilities the more people want to use it i mean it's not going to pay for the project it might make
073a few hundred bucks i'm not sure tom had a comment i have a question but i don't know so it's probably easy but it's pathways has about 270k estimate which is for the infield right the 304 years so it's saying is it simply just 7k for the outfield no that um the update on the project price was because that was 2019 and it's now 2022 and the cost of everything has gone up so 337 was just for input you need drainage the cost of that was i think almost 700 000 to the whole field at that point in time there was zero support at any level for that bigger project so that's why we pulled it back to just the into it you can play baseball with a wet outfield and the balls plug when
074they get hit out there and it is what it is and the outfielder's shoes come back wet but when you have a wet in field and you got kids bunting and people sliding around and it's just not safe so i i know the rationale i just i'm just confused because i'm sorry the project d is listed as track workout for bad baseball field with drainage private key is mr holmes had written up in conjunction with the folks this year so it's going down roughly 18 ish inches putting in four to six inches of gravel four to six inches of sand that's four inches or so of loam then sod and then four inches of dirt where there's dirt so it's a similar scope without the drainage so you have nothing that's actually pulling that water
075away from the middle of the field it should flow downhill into the gravel and then out but there's no reason so marcelo you had your handwriting yes um so i really appreciate this discussion and i'm i'm learning a lot but if i could ask jonathan or john and pardon you an engineer but if i could just ask john and megan to sort of distill their recommendations into one of the choices on the menu of options that jamie gave us that would be helpful for me to like have a a sense of people who are in the weeds and where like where their heads are on this good do you want me to answer that john are you gonna answer it uh you go ahead i'll follow thank you well i don't um i'm on a
076different screen than the letter choices um so i think um the track is our absolutely top priority that needs to be done something needs to be done um thanks jamie that's great um so helpful um so i i do think something needs to be done with baseball i understand it's confusing um i'm confused and i've been in the meetings you know for three years talking about it um obviously there's an issue with the field there's also an issue that we live in new hampshire and the baseball season is in april um and may and it's problematic and it's problematic for many places um that said if we're gonna offer baseball then we need to have a safe playable field um i think that a viable option is doing the infield only at this point um
077you can play safely with a dry infield um as john said they'll have wet cleats or i think it was john whoever in the outfield but it's not unsafe so i think that's a good option i think in terms of you know the decision is whether we want to look longer term um in terms of a turf field we need more turf availability we live in a climate that it's very hard in the spring and in the fall we're using the one turf field that we have until 9 30 at night with many many teams practicing on it and athletes having practice from after school hours until 9 30 in the evening because we don't have other places to put them if we had an additional turf field that would give us the option to
078have practices after school on the track field which we currently do not do because the only team that uses it is football and they practice you know starting at 4 30 or 5. so it would give us room to move field hockey or soccer or someone else onto that space it would also give us the option to have intramurals and other things there would be an opportunity i believe to rent that space as well and use it for youth teams and the community um we need more turf now whether we do it now whether we do it in five years whether we do it in 20 years like we're we need more turf um so i think that those are the um looking at the letters um i think that well that puts us at
079f i think um sorry um but again i mean well f minus the outfield right f minus the outfield yes i think that we could get by by just doing the in field for that i mean the hope is also that um that more turf would also allow baseball and softball to get out earlier onto the turf fields it's not their field but it's an opportunity to practice outdoors instead of in the gym where they spend a lot of their time i'll also say in terms of the baseball outfield field hockey does use that um not a ton so you know their primary field and they primarily play on turf um it's a very different game on grass so you know anything that we're doing to baseball i mean yes we need to take field
080hockey in because consideration but that is not the primary use of that field or you know even the secondary probably 10 times a year they're out there total and a lot of times that's just jb again if we had another turf field that use would be even more limited thank you john or did megan capture everything you're gonna say she uh she captured i think the one comment i would make um and uh you know i think we we talk all the time about how great the town is how great the community is how great our academics are how great our um all of our extracurricular activities are our athletics are really good but our facilities are not and i think that's a really important piece of this if we really want to compete in
081everything we do at the highest level i think this is a worthwhile investment and i recognize that i'm probably going to get voted out of here in a month but i think i would be really upset if i didn't say that because i do think that our athletic facilities across the border and this is an opportunity for us to really enhance them thank you john thank you i just wanted to comment as a former high school teacher on the impact of a sports season whatever it is that is condensed into two weeks it takes an enormous toll on students who are also athletes it messes up projects in class it messes up assignments they have the time to do and so we we are quite rightfully spending a lot of time talking about the costs
082as we should um the dollar costs and the facilities themselves but i think it's really important to talk about the students when they are facing that kind of condensed schedule and you know i question my children did not play baseball but i just question what that's like the toll it takes on young pitchers on other baseball positions again i don't know what i'm talking about but i do know i think that a condensed season is really against what we want in terms of academic excellence are you making comments to deb or questions i have a question okay so lisa okay um a couple of things one i'm i was fine until tom asked his question and then i got completely confused because it looked like according to that chart that the difference is about 150
083k between doing just the infield and doing the drainage which i understand the drainage would be for the entire field no so it's you fix any infield without drainage or fixing the infield with drainage it's only the input we're talking about thank you that is very very helpful um let's just be clear in field means you're just putting your dirt down and then drainage means you're actually doing the infield with proper drainage exactly the infield means we might just put dirt down and just keep our fingers crossed that that dirt helps but it may or may not yeah but drainage is actually doing it from reviewing it properly right and it looks like that costs that difference is about 150 k correct so like to do the infield with drainage and new dirt the difference
084is about 150k got it my next point i will say and i'm saying this is a mom of a former baseball player until we move the baseball season to fall which i suggested to negan over and over and over again and i keep getting shot down the problem is is our field was covered in snow until the middle of march or the beginning of april and that snow has to melt it has to go somewhere then april is usually rainy and the i can tell you i don't even care about the games to be quite honest the problem is is that the teams don't even get to practice and the jv teen in particular does not get to practice on the field and if we are treating all of our student athletes as student athletes
085i think we need to start to treat them as such and if you have a jv team they need access to the field and they need to have a chance to play on it and currently that is not possible i don't know why i get that the pipes are flowing but it's the field doesn't work and somehow we have to fix this and this conversation's been happening for at least five years that i've been involved in it and so i don't want to spend any more money i'm not up for re-election for another 14 months so i might have a chance um to get reelected if i vote to spend more money but i just um i don't know and i also understand the argument that this only really probably affects 24 kids but i
086don't know whether that's a valid argument because as deb said if we're doing this we should do it and we should treat the kids as we would like to be treated so thank you so two questions one and at the my first question is that the risk of any engineers in the audience that are going to tell me that this is not a comparable way to look at things um was the softball field constructed with drainage and does it have playability issues in this great that's my first question megan or john do you answer that question or he gets the professional answer totally professional i did play college softball so i can speak to that part the softball field does drain um it was built better than the baseball field and is much more playable
087was it built with drainage you know i don't know the answer to that i i'm going to guess yes but i don't know the answer to that my second question is have we have we've been presented with any title ix related complaints associated with the condition of the baseball field with the condition of the baseball field or the softball field baseball i already know the answer to the softball field i don't know the answer to that this is rat i'm sorry uh i'm the title ix coordinator and i have not received any complaints thank you thank you right so john you were next from what tony had said and i think you're getting some more information start digging on it but i think tony had presented to our group that the software was built directly
088not perfectly correct i just want um come on gareth question about the drainage so if you build it the way they said with the infield replacement gravel stand alone radiation you have the proper creation of that it will drain and whether or not it will drain after it gets down to the gravel is the issue that's that's the typical drainage approach now he'll certainly bring back this pipeline he'll always bring that up but if the material underneath that is sufficient to accept that water drain from the whole system to that and the blind space to take all that water it's more to the fact that we're eventually going to get into a strategic planning process and i'm i'm weary of tacking on fully what our entire facilities need i mean i recognize this track with
089near decertification there i recognize the baseball's got you know five to eight days a year that they're able to use it i'm not convinced at this point in time that the next thing on a priority list is a turf field in the middle of a track when there's i understand the need i understand the desire for it and understand that i agree with john with our facilities uh in the athletics on this are lacking but to make the leap from uh grassville to 1.15 million dollar tractor without a fuller and frankly one evening uh overview of those facilities is not the best time for it great i guess on that question to meegan i think is my question and i know she turned off her camera but she comes back um i guess to her
090is um if you could put a turf field anywhere would you put it in the middle of the track i guess is what i'm saying yeah and then i have a couple other questions but that's just my to me um if yeah i would say i would put a turf baseball field in as well as a hubby lane field as well as a track field but um i mean i think our thinking was we discussed this at the advisory board meeting um several times and i think our thinking was that first of all when we were doing the track project that would be the time to do it um and that that field which is only now playable for football would expand the use of it way more than maybe the hubby lane field which
091is already used for soccer and lacrosse and has been been significantly upgraded over the past two years um with the new grounds person um so yes i think that was the conclusion that we came to that that would be the field to turf that would give the most use at this point and so my other two questions um so they're actually a little bit more on the financing of it i'm surprised um so so one i guess i'm kind of still i scratch my head over you know if we kind of go big with turfing we we can't extend it to 15 years and i'm i'm just kind of and i understand that the life of the turf is one thing but the track still has a longer life so i'm just trying to figure
092out what's the rationale of is it the limiting reagent and what what makes that kind of stop right because the track is pretty substantial in and of itself of the project and that can go to 15. so i guess what if jamie maybe you can talk more about why one has specifically yeah it has to do with bonding requirements for the state of new hampshire and you're you can't bond an asset past its useful life right but we're kind of we're doing multiple projects right so i mean there are lots of lives that when we buy a project right so i'm just trying to figure out if if either they can be separated into two branches yeah exactly yeah so that's so that's what i'm saying it's like doing your trunks is there any sort
093of way to think about that yes you could you could you could break it into break it i guess into two pieces for the track slash turf yeah and take out two separate bonds with one being ten and one being fifteen and then you know merge them together um i have other comments i'd like to share [Laughter] um and then the other is um a question so i think and what i'm you know we're hearing from the finance committee and what we've talked about in the hanover site you know we're kind of concerned about next year's budget right this year might be in the fairway next year's budget may be ballooning for a variety of reasons this is which carry sense it gets complicated um but then the year after that the address the debt
094rolls off right so we're kind of seeing like next year is going to be kind of a challenging year and so when i'm looking at you know kind of this red line in in the report kind of just looking at any of these right there you know hundreds of thousand dollars plus um of a potential increase and so i'm just trying to figure out if there's a way that you can think creatively on lessening that load for just next year and if it's a question of like do we put a warrant article this year to ask if we can start pre-paying a bond with and i don't know what the answer is a lot of logistics but if we can somehow reclaim if we have any surplus address in this year if we can you
095know basically even prepay that or somehow plan to do that in a way that is more comfortable than in the next year but i just i want to i don't know if there's an answer to that but i was just trying to bring that up as a as something you can think about so that's it so before jamie i just had a question too so it sounds like one of the concerns that and maybe between words in kevin's mouth is the feeling that there may need to be more investigation engineering-wise to actually nail down a is drainage the problem and b will drainage fix the problem so is there a way to create a warrant where you up to a certain limit and that we do the investigation if they come back and say yeah
096we need to do the drainage then we already have the money in the warrant if they come back and say you know it's it's not the drainage we don't have to spend all that money or take all that money out can we craft a warrant like that so so in effect if you crafted a separate baseball article and start nesting it which is kind of probably where you're going to go that could go down that road it's probably better to craft them in separate pieces one problem you do that you run the risk of having one or two of them whatever all of them anyway um you so if you're going to do something like that you would do it to the to the highest amount that you think you may need because if under
097more investigation you find that it was unnecessary the proceeds of that bond would go back against the debt yeah so if we're if we're making the assumption that the drainage and the infield is what 337 37 we do a warrant but with the understanding that before they start laying pipe they're actually going to determine that that's going to solve the problem sure i i personally think we already did that back in 19. well yeah i'm just saying if if right if there's you know i don't know that you wouldn't write that into them right but you know you would you would write absolutely that anything that's not necessary for the project would be returned yes my concern is what is the appropriate solution so so unfortunately uh to kevin's point i love not to exceed
098articles but the department of revenue administration hates them and when it comes to bonds they give you a really hard time with that and you can disallow your article which negates it so did i try that once and you got it passed and they let us do it but they said don't do that again um so um my comment is this and it's i'm not i'm i'm not i'm probably not completely qualified to make it where i'm going to just like the rest of us exactly because uh tony's not able to be here because he's dealing with a family commitment but in speaking to tony he had expressed serious concerns about putting turf in the middle of the trap um you know and being able to protect the trap enough with an uptick of usage
099in the middle of it there are two things i think that we say oh yeah we can protect it we can lay down coverage and we can do all these things yes we can that's another expense because you have to buy the appropriate covers for that new track which we do not own and you have to have the manpower to put it out and pull it back in if people are going to try to run on that trap at the same point in time that people are trying to you see what i'm saying so there's a logistical challenge okay i'm not anti-turf i don't want people to think that you know i freaked out when we did the one down behind the top and i watched somebody let a dog poop on it so my
100question though would be and i get that huggy field is already being used a ton by a bunch of things and they've done a great job mr holmes who's actually rallied turf we took it over has brought it up to a good condition but it almost would make sense to me and i think this is what maybe kim was trying to ask would it not make more sense to potentially lay turf on the hubby field instead of um i do have a comment so a i want to appreciate what tom said earlier because he was much more articulate what i was thinking i do have some great concerns about the tax implications in norwich actually over the next five days related to the possible implementation of the people waiting factors report for those folks that
101might be following norwich i also don't i i do believe that there is a need for additional church for our school district i'm not sure that i'm in i'm personally in the position to be able to approve something like that this evening um that being said and not to annoy the chair but i'm going to make a motion to move this discussion forward at this moment i'm going to move that we approve article 2 with the amount corresponding to item d which is one million eight hundred and thirty seven thousand dollars what she made 10 seconds i will second this you know no so now there can be discussion okay so you said d or e d i said d d okay track without turf additional baseball field so there's a motion on the table
102and there's a second so we have a discussion on that motion i have a question so one of the documents that was in the um the agenda attached to the high school track evaluation by firefly sports um [Music] deviations i get that we heard that from the student last meeting in repair locations and they said it's in um you know it's in a good position for an overspray application i saw this for several years or what jamie i know what they were doing kevin and i'm sorry that's misleading um they were saying that on normal tracks if they've been maintained appropriately you can put two track surface applications over it over its lifetime okay because i asked tony about this and so i believe it's beyond the point where you can do a resurfacing because
103of resurfacing that they're talking about that's like we're gonna talk about that too but um that's like 125 000 um and you usually do it every three to five years depending on what the usage of your track is i put a new track in and fall back and some movement um it used to be 125. it's fine now i'm maybe um but i don't believe that as a condition our track is currently in that it can support an overload so so this was six months ago our evaluation and they said so did they misstate this when they said it's in a good position for an overspray application i know they evaluated it in august first of all i don't believe that it's able to be done at that point because i spoke to tony so
104my problem is yeah i trust the committees and people who say they need separate students when the documents i have to reference are all i have to go on and there's conflicting information in them it makes me uncertain agree that something is absolutely necessary yeah this first page yeah who wrote that is that tony's notes or is that fireflies i believe it's the from the firefly sports testing i don't know if tony wrote if you summarize that or not let me see if i can get a little bit okay because they're saying if asphalt was properly installed then the track surface can be replaced twice john john if you could correct me on this but i think the feeling that we had was that if you resurface the track the life of a resurfaced track
105is not nearly 15 years and this would be our second time so we'd basically be buying five years with the whatever 100 and some thousand dollars it was and then we'd be forced to have to redo it all in five years anyway because that's we would be at the the end of the life of the track i think it that's what we basically came down to is that we're gonna have to redo it at some point in the next five to seven years anyway seem to make more sense to go ahead and do it now any other questions or discussion regarding the track you're trying to reach tommy right now curry going so the finance committee did not really have a chance to discuss this uh yesterday because we didn't have any of this information
106about costs or breakdown or anything like that so i'm just relying sort of back on some prior conversations and again this is really a great time to bond um but on the other hand um i think it's important to differentiate between maintenance of current program and to me that would be serve the track and the baseball and expansion of program and that would be an additional uh turf facility when it comes to extension or expansion of program you know that's really when you want to start thinking about is this if you have one dollar more is this where you want to spend it and you know i know that you could talk to any staff member anywhere in any of our schools and have you know other things that could be equally or more important
107so i would really say when you're talking about expansion of programs to really take your time especially when it's a big dollar amount and see that really is you know where the most value is going to be added uh yep to this system-wide education that we provide to our community thank you card any luck jimmy you're working [Laughter] while we're waiting for jimmy i mean again this is my mantra here and brought me bananas and now where's the town doesn't do this either but again it's like tom said this isn't like a reminder of our need for a long-term plan absolutely this is even just for the track maintenance and stuff right all people want to know is what's coming down the bike for the next 10 years because if this was part of the
108plan 10 years ago they're probably sitting here tonight i mean here because we already know do we want to give so we got motion on the table do we need to give jamie a second to see if we can get [Music] so and we looked at the timing of this okay the timing of this is the only one article that requires if you if you um move forward or one two three no um that will require a volunteering because we're not going to drive it into the regular budget and so the timing of that if you feel the need to have more time i think you could postpone this decision on this one article until monday okay because we have to have um you know if we want to do it for the on the
10925th if you want to try and do them on here i thought rhian said she had to have it posted to the post to the newspaper by friday if we want to do it on the 25th if you hadn't can postpone that one here until after your tuesday meeting wednesday or thursday and it will give you more time to make a decision on this one yeah for their services is written in a way that i would never accept it would never expend accepting it's bad for the district and good for them and it's an opportunity for significant cost estimation and having written and reviewed and funded hundreds of them i would never accept the contract donations so so this is not a we're just talking about the the money right now we still have to
110kick the contractors and everything else and then go through the whole contract no it's just right now we are deciding how much money we're going to ask the taxpayers to approve for the different ones right so historically after going out for request for qualifications our place is our engineering firm for our larger program okay so if we're going to deviate from that and that creates a different question they have overseen not only our turf project that was brought in on time and under budget um but a couple of the other ones so most all of the costs that we're looking at are based on their eopcs i'm not saying don't go with pathways i'm saying revise yeah this is kind of off topic for right now i think kevin brings up some good points that
111maybe we take a look at you know contract language going forward but right now we're trying to get a warrant approved so kim um so just just so we all understand and maybe this will help kind of the concern since we learned you know we can't write up two language right but anything in that warn article that we raise has to be spent on the exact language of that we have in the world so i just want to solve so we if we start dividing out i just want to make sure that anything excess can't be much moved and we'll have to be returned back to the taxpayers so in a sense it's the up two right but then if we learn that you know baseball needs whatever or something less you know then it
112can kind of be um you know given back to the taxpayer and look at excess eventually so just to kind of clarify that and also as we think about what the language very specific articles are you know there's some benefit in combining it and there's also some benefit in separating it so we have a motion on the table do we if someone will make a motion to close discussion john second time okay john yes neil tom alias kim ben lisa christie yes there it is uh let's see marcelo de blasio yes did he say me nelson okay so we now have a motion on the table for warrants uh for option d and let me pull up how the warrant's going to read so does someone want to take option d and try to fit
113that into article 2 of the draft awards so that essentially was my motion my motion was to approve article number two substituting the amount of 137 god so that was that was okay that was yours okay so and we have a second so going around the table john yes neil odelia tom yes kim kart venus lisa christie yes lily kevin yes kevin nelson yes johnson yes so moving on to article 3 shall the district determine and fix the salaries of school district officers as follows school board members 700 per member with an additional three hundred dollars for school board chair school district treasurer two thousand five hundred sixty seven dollars school district clerk five hundred dollars and school district moderator two hundred dollars in accordance with article 5a of the new hampshire vermont interstate school
114compact and further raise and appropriate the amount of 11 to fund these salaries christie yes yes moving on to article four shall the district vote to approve the cost items in the two-year collective bargaining agreement reached between the dresden school board and the hanover education association neanh which calls for the following increases in teacher salaries and benefits year 2022 to 2023 estimated increase over status quo budget of 394 dollars and seven or 394 thousand and seven dollars 2023 and 2024 and further shall the district raise and appropriate the sum of 394 thousand seven dollars such some representing the estimated increase in teacher salaries and benefits for the 2022-2023 fiscal year brought by this collective bargain agreement note the sum note one the sum necessary to pay the so-called status quo salaries and benefits for teachers
115if this article is defeated is included in the operating budget in article six note two a favorable vote on this article shall be considered the approval of the cost items in all two years of the proposed collective parting agreement i have a motion lisa move to approve article 4 as presented second ben john hunter hughes neil yes department yes yes christie s hughes yes nelson yes yes moving on to article five shall the district vote to approve the cost items in the three-year collective bargaining agreement reach between the dresden school board and hanover support staff any uh it says n-e-a-n-h shouldn't that be [Laughter] the hanover support staff and then you have the acronym n e a dash n h from that b oh i'm sorry it should be hss so strike hss nh which
116calls for the following increases and support staff salaries and benefits year 2022 to 2023 estimated increase over status quo budget of fifty eight thousand two hundred forty six dollars twenty twenty three to twenty twenty four forty seven thousand and twenty nine hundred and twenty dollars twenty twenty four to twenty twenty five fifty nine thousand two hundred ninety nine dollars and further shall the district raise and appropriate the sum of fifty eight thousand two hundred and forty six dollars such some representing estimated increase in support staff salaries and benefits for the 2023 20 2022 fiscal year brought by this collective bargaining ingredient the sum note one the sum necessary to pay the so-called status quo salaries and benefits for support staff if this article is defeated is included in the operating budget in article six no
117two a favorable vote on this article shall be considered the approval of the cost items in all three years of the proposed collective bargaining agreement by the motion of as okay it should remain in you sorry got it okay so then there is no correction so do i have a motion to approve one of the five yes nelson yes johnson yes article 6 shall the district raise and appropriate the amount of 29 million 331 for the support of schools for the payment of salaries for the teachers and other supported school employees school district officials and agents and for the payment of the statuary obligations of the district for the 2022-2023 fiscal year this sum does not include the sums appropriated in any of the other articles okay article seven to see if the school district
118will vote to authorize indefinitely until rescinded to retain year end unassigned general funds in an amount not to exceed in any fiscal year five percent of the current fiscal year's net assessment in accordance with rsa 198 colon 4-b 2. there's a question about maturity vote required is that majority vote of the school board or majority vote of the town okay so do i have a motion can we amend the two percents there so it's five percent percent oh yeah it says it's got the symbol and the word spelled out we did not discuss this in depth either because we didn't have a lot of background about the need um i guess i was wondering um i know that the rsa previously allowed the limit of two and a half percent and now it's up to
119five so you talked about five um but if it goes up to five that means that you can retain up to in in this year's budget it would be 875 000 if it were three uh point seven five percent that would be more like 650. so i guess i was just wondering if there had been any consideration about how much you think is prudent to have in retainage i mean we have to talk about how dresden can't have reserve funds but one of the advantages that you have that hanover does not have is that if you have an emergency you can call a special meeting just by the decision of you all sitting around the table as opposed to having to go to a court so i guess again um it would be easier for
120the finance committee to support this if we understood what your rationale was for the amount that you fail is needed is prudent so i i would just like to hear that a little bit of that so i can start i was on the direction budget and with kim and ben there's no king and someone um and we did have a discussion about the five percent and whether right that's all i'm talking about if i understand like the difference between two and a half percent five percent but why not like stack up something in the middle uh you know three point seven well nine percent yeah my thinking was if they're giving us the option to take we don't have to take it every year but if they're giving it to us why why have something
121in your rear view mirror that you can't use so that was my thinking can well and also keep in mind that this five percent um the way that i understand that it's red and and how we have used our two and a half percent before it's the two and a half percent but then we take only the 66 the hanover share which is like two-thirds of the two and a half percent over g so we're not even taking the two two and a half percent as it is so if we take the five percent right so now we're really talking about three percent in general that we're taking and um you know and ways that we can use it right is exactly what we're talking about with kind of how do we leak one year
122as well so like it's not necessarily how would we use it in that year but we could decide as a board but that we want to release some of those funds and if we basically have more of a top we get that extra you know let's call it two and a half percent but we know it's not that but the difference between two and a half percent and the five percent right so if we take that part we could have a little bit more flexibility than basically what we have right now which is that two and a half percent which is really just our like emergency routine which i understand because there are other options that we could do like having an emergency meeting however there is a process and if it really is an
123emergency you know we probably could do it in that a little bit easier way and this is just one of those levers that we thought we should um you know use and kind of give us a little bit more flexibility in that exactly and so and i just also want to say that in hanover also um asked this question um to the to the voters um basically saying at two and a half percent because in consultation with the hanover finance committee they thought the five percent may have been a bit rich but it was a full two and a half percent not a sixty percent of two and a half percent and so um and so just to keep in mind that that was presented to the voters and it was passed last year um
124at like 96 support so or 94 in that high like 90 so i just want to kind of give you a sense that really what we're asking dresden to do is not too dissimilar when you think about the actual math when we think about five percent we're taking two thirds of that versus kind of what's happening in hanover already and hanover has reserved funds and other kinds of letters as well so just want to kind of give you a sense for some of that guys did you have anything bad okay so perfect so but you you've perceived that it would be useful to retain up to say nine hundred thousand dollars into wrestling because that's if you went through the five percent that's about how much you could retain which would be two thirds right
125so the two deserves comes out to about nine hundred thousand dollars right yeah yeah so that yeah so it's it's the two-thirds of that yeah so that's what i really would just like to hear is do you feel or believe or think that 900 000 is uh you know something that that you feel is justifiable or would a lesser retainage also do it but still then um you know ensure that you're handing back you know more to the taxpayer i'm just really wanting to make sure that this is uh there's due diligence in this discussion and that it hasn't just been five percent is what you can do so we want to do it okay so um to answer carly's question uh i think and what i think the conversation was or boiled down to
126and they eloquently said so um is the fact that to pass it in a warrant article it's more like think of it up to five percent i don't think that the board members who brought forth the thought of changing 85 are planning to actually hold back the whole 5 every single year but to be able to have that ability to do it if and when it made sense if you know knowing you had something coming up or you were sitting on a huge surplus for some odd reason that you didn't receive coming um you know such as sometimes unanticipated monies that are shipped in right from whoever goes um but it doesn't require you to withhold you have to put routine five percent every year the school board would have to take a vote on
127texas yes yeah and so you know one year it might only be two percent like this year it wasn't english by two and a half percent because that amount of money was not left available with what we promised to give back against you know the assessment so i think it's just to be able to have the flexibility if you know different scenarios present themselves that don't negatively impact either the tax rates or you know what's being focused on yes so thank you so couple things the one the historical so we have done this because under the governor's border uh executive order in the state of new hampshire you know a couple years ago during coven we increased it to the five percent and we didn't need to have voter approval for it we have voter
128approval for two and a half percent already just so to be clear we don't have it to the new five percent which is the state new state law so in the executive order we were able to do that and we needed to do that we found that in dresden we were able to use that um and we didn't go up to the full five percent we looked at our covet expenditures we prepared kind of a proven budget in that march to the beginning of the school year and we decided that we needed to reserve the retain and we had it's another point too you can only retain what you have right so the amount of having a surplus you need to have it so so this we had a large surplus because we closed schools
129in march 2020 and so we had this interesting situation that we had a large surplus but we were going to need probably more money than we were expecting in the budget and so and we were already we already had a budget passed in march but everything dissolved after we approved our budget so we used that we only held about 4.62 for a very long time we didn't know if those federal funds were going to come at all if at all thankfully they did and so then therefore the following year which is the current year that we are in um and actually why you would see kind of a part of our reason for the tax rate to be lower than what we were expecting when we proposed it was because we were able to give
130that money back and we actually released those funds from that four point six two percent in the next following year down back down to that two and a half percent which is what um you know we had voter approval and it was no longer under emergency governor so i just wanted to say that that's what what has happened how we've used it in the past um and and actually how could we use it in the future right so what i just was talking about in next year being kind of concerning if we had another lever to potentially preserve and then and then release is just another way that we can think about it um because that could basically kind of smooth out some of the lumpiness in what we're expecting um you know so do
131i have a motion to uh please as amended i need to prove more than any discussion okay john yes amelia and yes christie yes yes marcella bible yes nelson yes yes article eight to transact any nonsensitive business that may legally come before the discussion phase of this meeting we're gonna have to afford that [Laughter] sorry he was thriving he wrote those notes out from the phone conversation with the folks who uh looked at those uh and he said they were saying that if your sex surface is in perfect condition they firefly think a second surface could be applied ours is not in perfect condition so that was for that um and the softball field according i don't have as built designs according to the original design and i wasn't here when it was completed i
132inherited it when i got there it was a lot of fun um it does show uh drainage and piping and modified carrying them thank you jamie so at this point uh we have public comment is anyone in the audience or on zoom want to comment uh yes you just introduce yourself in what time you're from my name in is and i came here tonight to give you this notice that you're he will always reach through your email it's called i don't have time to read it all in my two minutes but you and me notice of that administration knowledge and malfeasance by sau suddenly school board officials and new hampshire government servants persons are in release notice the agent is known as the principal and notice the principle with medical agent hi stephanie durano the

135two minutes are up so uh okay one more minute sorry you have shared rsa forty two one vote regard every town officer shall make and subscribe the older declaration as prescribed by part two article 84 of the constitution of new hampshire and any such personal person who violates said oh after taking the time they think the same shall be worked with business from the office involved as new hampshire is not a whole new state no luck in government well non-government agents may enact legislation and mandate which conflict with those of the states since neither the general court of new hampshire the superior court the governor the attorney general the health director or any other state office as the constitutional authority to mandate health choices school boards are clearly barred from when dating health choices this
136is especially illegal if as stipulated in dylan's word those requirements were not in keeping with the laws of the state of new hampshire i served therefore that the governor and appropriate state authorities must immediately restrict or prohibit the actions of any entity elected body or official in the state participating in enforcement of any mask for the vaccine order the constitution gives this enforcement power to governor's office new hampshire constitution part two article 41. so okay so that's strange so thank you uh we i i just checked my email i did receive it so um we will respond as appropriate who is megan noyes it says it's coming from megan noyes there's a lot of fun what's that is that i don't know do you know who megan noise is mister and the email we got
137came from a megan noyes yeah yeah n-o-y yes okay thank you is there any other comments from the audience yes hi i'm alison cacao i'm an emergency medicine doctor and i live in hanover so first i just want to say thank you to the school board members school administrators teachers and staff for all of your continued work you're not just keeping our schools open but your unmajored dedication to excellence our school district stands out in so many ways and it is due to all of your childhood efforts given you're discussing the budget tonight i want to make sure our community members know about the financial costs of diversity equity and inclusion work to date dr baden's recently provided the sau 70 equity committee with a summary of the money spent on dei work in the
138district as a member of that committee i received that information there were two take homes from the information that dr adams provided the first is that the vast majority of money directly related to dbi work from 2019 to 2022 was funded through federal or private grants of the close to 94 000 only 2 500 was from the school budget in other words local taxpayer money was not a primary source of funding second taxpayers have been forced to find 18 000 of indirect that cover quote administrative staff time and attorney fees associated with right to know requests and threat of lawsuits pertaining to dbi and pro let me repeat that the ddi work has a 98 non-taxpayer money justifying the work to one or two local families has cost our taxpayers eighteen thousand dollars that's money
139we could have spent elsewhere these time-consuming right-to-know requests and threats of lawsuits are partial well-articulated and widely publicized national strategy aimed at exhausting the time and efforts of our school boards teachers and community members i doubt these efforts will abate until the national politics change in fact the threat of a lawsuit was brought up again recently at the last policy committee meeting once this pending lawsuit is filed if it is the district and its taxpayers will have to cover legal fees that could cost many times the eighteen thousand dollars already sent therefore i encourage this school board as well as the other ones to build money into the budget that five percent they were talking about to pay for this strategic behavior that is directed at slowing or stopping equity work which is simply worth
140paying that making this district a place where all children can thrive in addition i would like to request that the board make public the dei related right-to-know requests that have incurred such a terrific cost to our school district at the next dresden board meeting it would help taxpayers to understand the actual source of these costs how many right to know requests have been made was the context of the request who is making them as robot stated purpose please make them public in addition to being a budgetary issue we may also have implications for the upcoming board elections in conclusion i want to express gratitude to the teachers and staff who are continuing to have difficult kind and nuanced conversations with all students about topics related to diversity and equity they are truly the heroes they
141shouldn't have to be brave to teach the truth but i appreciate that today was often required thank you thank you so um anyone else in the audience or on zoom who wants to make a comment seeing none we're moving on so we're going to go ahead and close the budget here do i have to make a motion to close uh someone might want to make a motion to close the budget here second is tom john my guest yes kim kartman so we did have a request at the beginning to talk about um the proposed resolution for the nhsba i do not i thought we had asked them to include it in the we had and ryan included it on the january um 26th meeting instead of this meeting i can forward it to everyone is
142that appropriate but i don't know if that's appropriate because it wouldn't have been worn publicly well so deb do you want to talk about the timing of this there's two resolutions one of them dead reported that you don't think the vote's going to happen until later in january beginning of february but the vote on this one is scheduled the vote on this one is scheduled for january january 20th the vote on the local vouchers could happen anytime up to the 15th of march approximately and it was tabled last week because there was so much sentiment against it in its hearing a year ago the hearing for the loyalty oath this is the old cold war era can't teach and advocate for communism that's now been it never came off the books it's now been embellished
143to include marxism you can't advocate for um [Music] you know various theories but in general this the the part of it that is of concern is that you cannot it's now added language and i don't know if lisa has um included it but it now says um sorry i'm just opening my document at home it so it says no teacher shall advocate communism socialism or marxism but they've added a part that says no teacher shall advocate any doctrine or theory promoting a negative account or representation of the founding and history of the united states of america and the the question that i have is as a former american studies teacher the degree to which negative representation of of history could be construed by some parents or a teacher to um include talking about the chinese
144exclusion act or talking about ulysses dis grant's corrupt presidential cabinet or talking about the fact that the jungle was originally published in a socialist magazine before it led to the meat inspection act i mean i think there are a lot of nuances and so what lisa and marcela and i did was put together a really simple resolution that actually leaned on a couple of the pieces that the board did last year relative to hb and it basically emphasizes the importance of local control but also the second piece of it again lisa i don't know if you have that up yet um i haven't put anything up because i wasn't sure whether we are allowed to or not so the question is are we out of order now because right right so we were just so
145the the i guess the point was just whether we were in a position to make that resolution before the january 20th general court meeting amy do you have a solution well i don't know that i have a solution but this was worn as a budget hearing yeah so well but there was a there was a there was a time in there for public hearing too at the end yeah there it is so neil yeah so so the massive fighter i could be wrong yeah it you know we if we're going to talk about stuff like this we really should have included it in the agenda um so that at least board members could have had advanced notice of this being discussed and a chance to review it as well well that was the thinking why
146we put it on the 25th board meeting but then i guess this is the time is of the essence type of thing but i agree with neil i think we i don't think we can address this one but we can add well let's do both of them anyways at the 21st but you don't you don't know what's going to happen yeah we should definitely do both of them i'm sorry this is marcella speaking just because um yes the vote is happening you know on the 20th but at the same time uh our impact in terms of voting on this wouldn't really come up until then it was like processed by the nhsba if we like sent it on to them right that would make the maximum impact and so it could still be worth it
147to go through the process submit it to nhsba and sort of continue along right i think also that um to be frank regardless of whether we do a resolution or not the committee is likely to think this is the best thing since chocolate cookies um and so whether our resolution has been passed by the time they have their hearing on the bill or not i think is less important than that we go on record with a statement if the board so chooses about the language of this and the impact on teaching and on our curriculum and our schools so i think it makes complete sense to wait until everybody has looked at the language to wait until rick has changed it from the wording we used to his preference for whereases and resolutions um and
148i'm fine with that if you want to wait until the next resident meeting okay neil um so i just want to clarify because it sounds like there might have been some confusion on the process here what i was recommending at the last meeting was that this body developed if they just so desired a resolution that resolution would not get passed to nhsba for any action by the new hampshire school board association rather i would want to take that resolution and and share it with our local legislators and or the committees that are entertaining um these bills that are in consideration right nhsba because this is outside of the normal resolutions process for them any effort to send it to them i don't think would have much benefit at this stage so last last year or
149two years ago when we did the resolution with regards to 544 544 and then the guns of the school we did share those resolutions with our legislators and did we post it in the newspaper too i think yeah yeah so yeah that's what i was thinking we were going to be doing here so people that were working this effort sort of if i was unclear the last time i wanted to figure that up so if in the next couple weeks before our 25th meeting if you can go to take a look at the draft agenda you'll see the two revolutions posted there and feel free to she said next friday so jamie sorry [Laughter] hannover okay yet um you know you could you could post this and have the knowledge folks that they so desire
150or want to zoom in to your hanover coordinating yeah you guys want to do that oh seriously okay so wait but hanover's meeting is isn't there [Laughter] so lisa marcel and deb can you get with me and we'll try to figure out how we can logistically get it or share it to the hanover school board meeting and work with getting norwich to maybe join today and have them zoom in on the fun part would just make this quick um would it be helpful if i just shared the document that we prepared to you too and let you guys do with it what you wish oh i already have it right so i can just send it with ben who's in charge of the hand i mean i'm just trying to i'm trying to avoid another
151step like if i just zip it to you can you send it to send it to ben and send it to rhianne and ask her to post it to the norfolk the hanover the hanover meeting january 19th that good with youtube oh yeah okay thank you so um our next meeting is scheduled for tuesday the 26th is that right so that's the type of the 25th so uh next meeting is tuesday the 25th we have a hanover school board meeting tomorrow night another one with hannover on the 19th and then our second direction meeting is there any sau meetings coming up not till march march yeah so at this point uh john what would you like to say move to adjourn the meeting at 9 30 pm you're the man uh do i have a
