001call the hanover school board meeting to order at 701 the first item is appointment of a new chair i will be stepping down as the chair of the hanover school board to take the dresden school board so i would love to control all the school boards but my wife won't let me um but before i do that this is not on the agenda i did send out an email to everyone uh actually do we have anyone on zoom tommy right yeah is marcelo there yeah can you put her into the okay um so right now uh for the committee assignments we're still needing a hanover chair which we'll decide tonight head over secretary um sau um kelly hersey stepped down this week so we'll need an sau chair at their next meeting an sau secretary
002someone to take over dresden eval which we can assign at the dresden meeting and then an sau dei member so uh but thank you everyone else for volunteering i thought that was myself marcelo but uh because kelly was on it i believe they needed a replacement for capitalism okay so does anyone have a motion to appoint a new hanover school board member or chair i make most of the point back in the chair and since marcelo is on the phone we'll have to do voice so john what yes where's uh kim brett minions ben uh uh marcella de blasio yes deb nelson yes johnson yes yes can you see her on the camera yeah she's speaking um that's got the owl [Music] congratulations ben [Music] yes thank you jay for making a beautiful gap rms
003[Music] thank you for the support everyone i appreciate it or i'm doomed we'll see how it goes at first agenda review is there anything anyone wants to add subtract or switch among board members i just want to add a quick conversation about the new hampshire school board association meeting on saturday okay so that can go in the committee's report yes i believe so okay okay remind me of that okay okay anyone else nothing at this point it's time for public comment if anyone wants to talk to us about something that's not already on the agenda feel free to come on up to the mic and let me know if anyone's on on zoom who has a handle the principles report lauren what do you have for us tonight i have so much so hold on
004tight there's a lot of stuff that's been exciting it's fun i'm gonna get the race school i'll start with just a quick enrollment update um we've stayed relatively stable in enrollment numbers over the past month since our last meeting we are currently at 498 students here at the ray schools still have several open positions so those that are interested please feel free to reach out inquire about these positions we have interventionists one-on-ones a part-time spanish teacher a pre-kindergarten two day a week educational assistant position and we would love to have the members in our ray community so please reach out with interest next update is going to be around curriculum and robin may speak to this in her report as well but i wanted to highlight the continued curriculum documentation and development efforts that the
005ray school teachers have been engaging in to date we have had a curriculum release day for first grade second grade third grade fourth grade and fifth grade tomorrow our kindergarten team will have their curriculum release day during this time teachers have worked together to revisit and revise the sequence of units for the year revisit and revise unit plans that were created and implemented last year and create slash document new unit plans for implementation this year in addition to the release days the rain school is dedicating several wednesday afternoon times the curriculum work to keep the momentum going a math resource update as noted in the budget guidelines document both the ray school and the marion frost school have joined together in a math curriculum program and resource initiative with the goal of adopting a common
006program across kindergarten through fifth grade or k through six as the cases at marion's hospital we are following the budget timeline with the intent of budgeting for the adoption of this program in the upcoming school year grade school teams spent time generating a list of things that should be present in an ideal program this list was pulled together to find themes and then representatives from both schools serving as curriculum captains met together to discuss the process and the goals our next meeting is tomorrow and curriculum captains will be using a tool to evaluate four different curriculum programs that have the highest rankings in the following following categories focus and coherence rigor and mathematical practices and usability grade levels of teachers have been hosting their annual curriculum nights on zoom for the last couple of weeks
007and all nights will be complete by the end of october a heads up coming up in november we will host our first round of parent teacher conferences there are two dedicated wednesday afternoon conference times november 3rd and november 17th both noon dismissals for the race will only so that we can hold these conferences an update about our mission vision and values work as noted in my last principles report in september the staff including educational assistants joined together to begin the important work of recalibrating our mission vision and values we ran a micro lab protocol and posed the following questions to mixed groups of staff one what do you want for our students two based on what you want for our students what are we as the race school doing well three based on what you
008want for our students what in our current practice do we need to rethink and for what are our next steps in october we took the next step the faculty which includes our certified staff met with professor paul argenti to develop draft vision statements as you might recall several years back i attended the leadership and strategic impacts course at the tuck school of business and met with professor paul argenti and found a real uh need for our school to take a look at our currently documented mission vision and values and see if we still align to those and if we needed to recalibrate professor paula denzi is donating his time to this cause and is guiding us in our work so a quick bio on mr argenti mr argenti is a pioneer in the field of
009corporate communication teaching some of the earliest courses on the subject for harvard business school columbia business school and the chuck school of business at dartmouth he also wrote corporate communication the first textbook in the field now in its eighth edition along with corporate responsibility digital strategies and powerful corporate communication the power of corporate communication and many other books and articles argenti is a frequent contributor to the harvard business review and has appeared in numerous publications including the wall street journal new york times washington post and others argentine teaches in flex mba program executive programs and master in health care delivery program he has provided insight into corporate communication leadership reputation crisis communication and corporate social responsibility through countless case studies publications and lectures and some of his specialties include communication social responsibility branding crisis communication
010and reputation management as you can see from this lengthy vaya he was quite skilled in this work so mr agenti gave us a presentation to orient us to three elements of our work mission vision and values mission is why we exist vision is what we want to be in three to five years and values are what we believe and how we will behave we examine some real examples and non-examples of mission and vision statements from various schools both in the area and across the nation during the bulk of our work time faculty worked in small groups that were mixed so different team members from various teams across the school and these groups were led by trained faculty facilitators you might recall this facilitated training initiative from several years ago that we continue to use the
011group game back together with one or two draft vision statements the next step is to hold a similar time with our educational assistants then expand this work to students in a parent working group and then to other stakeholders we'll use draft vision statements created along the way from all of these groups to create a finalized vision statement for the race school a vision statement is integral to all things ray as we plan forward in the areas of budgeting staffing hiring buildings and grounds strategic planning curriculum work and more so i referred to budget earlier quick update on budget we used some time last friday during our in-service to have an internal budget discussion with our team reps we discussed the budget guidelines and our next steps within the school representatives are meeting with their teams
012to convey all of this information and have been drafting your team budgets this week all right so fun thing nature's classroom uh in the past fifth grade has attended camp key wayden for an overnight camping trip lasting anywhere from three to five days this year operating cautiously and within the code guidelines the fifth grade team planned an amazing three days using nature's classroom and our local resources fifth grade students worked in cooperative groups to overcome team building challenges spend time exploring their local ecology and learned about ecological impacts and of course had fun the days were jam packed with science games movement and learning opportunities and then i will conclude just to let you know that we've conducted three successful fire drills so far this year with the support from our hanover fire department and
013we've also conducted our bus evacuation drills and with that i'm happy to take questions so is that usually this time of year or does it actually near the end of the year we usually do it in the spring so there's both a science element to it but then also a community building element to it so we situated at the beginning of the school year because of that team building that takes place classes as well as the entire fifth grade class together really builds their fifth grade community and sets norms and expectations for the year do you think this is going to be involved in future years or is this workbook uh it will likely continue to be in the fall location to be determined i know nature's classroom is very successful this year and so
014the fifth grade team is looking at the possibility of using nature's classroom again also balancing that with other resources like colbert as well as attending key waiting again that will show up again in the budget so you'll you'll know i would just like to say as the parent of a fifth grader uh there was a little bit of anxiety about not going to q8 in this year and i would report that it was a fantastic experience um they did a great job and stores pond was a really good setting for for that type of event so it was great this year there's something really special about learning right here in our backyard that was different than if we attended something like keywayden i'm glad to hear the report was good okay so um questions around
015the strategic planning work which of course you know we've been talking about at the sau level um with kind of more of a you know kind of a broader right across multi-district type of thinking and i guess can you speak to kind of what your thoughts are with um as you work to develop the ray school vision and how that would be either flexible or kind of thinking about how that would fit into an sau picture yeah well it's been really nice to have had you know a kickoff that has been halted around sau strategic planning because we get to talk a lot about the vision of a graduate so that ties really well into vision of a graduate and what we want to do here at the grade school and what that vision looks
016like for our kindergarten through fifth grade students so while we're continuing with our process it's going to end up running somewhat parallel to what's happening at the district level and certainly those things will be taken into consideration before we say okay we're done our vision statement is complete um we'll have to take that into account as well but we also don't want to wait to have that before we get these things kick-started because as i mentioned in the report there are so many stakeholders that need to contribute to this and we want to make sure that we're drawing all of that in and it's a very lengthy process that we don't want to be behind on at this point does that answer your question it does i mean in fact we've been having a lot
017of similar literally the same one pager you know presented in various forms of you know the mission vision values and actually having the vision of a graduate doesn't necessarily mean 12th grade it means you know vision of a learner that's to have some of those like continuous values kind of throughout the k-12 experience and so um i think you know as we develop this as all of the boards right it's not just the hanover court um i just want to make sure that we think about how it relates to both our individual districts and then also kind of having a unifying approach so that there is nice handoffs between the districts when you know that time comes absolutely and you know point well taken and that's part of the reason why i'll continue to update
018you so a month a month that's what we're talking about here so that also if you're hearing things that may be strained from what the boards envision as the process moving forward you know i'm open to that feedback okay i guess maybe in addition to updating i mean i think it would make sense to have board engagement in in the development of this um too i mean i don't know what you mean by upstate right so maybe we're saying the same thing but um i just i just want to make sure that there's kind of a continuity and i don't want to you know have you running you know kind of off course and then have to of course correct and all that stuff right which i'm not assuming you will but um i just
019wanted to make sure we could try to stop that if it can be stopped another way we'll we'll guarantee uh that these processes job is the fact that lawrence sits on the leadership team this is certainly the leadership teams involved in the planning process and that as well we we met as the last time we had a strategic planning meeting with the four chairs we agreed that we were expanding the group to include teachers and i believe robin has at least two volunteers who've stepped forward at the rey school so we'll have that representation on the larger group so we should have pretty tight communication moving right along to business requiring discussion the trust fund is that you can i can speak to the trust fund report and jamie can you also introduce it especially
020for our new members the report is from the hannover trustees of the trust fund it's done every year in connection with our audits um it's audited it's part of the audited information that's included in the schedule of funds that they report on i'm not going to read it to you but it does discuss all the different types of funds that we have almost all of them there's one endowment on the you know they will say it's not really set up as a true uh endowment fund anyway um it's more like an expendable trust fund which is what most all of the other funds are so we have um four major ones uh the reserve fund for education of persons with disabilities we have the school building maintenance fund we have a tax stabilization fund which
021i don't believe is used anymore as a zero balance yes tuition fund which we'll be addressing uh this year during our warrant article discussion and then you can see what the values of the funds are and the values show you all of what has occurred over the last 12 months and as you know our fiscal year runs july 1 through june 30. so there are after june 30 there was another hundred thousand dollars that was sent into the sixth grade uh tuition fund okay and after june 30 because we discussed it in july we withdrew 150 000 or sent notice to the town to withdraw 150 000 out of the uh maintenance fund to pay for this technology project so those would be the only changes as uh well there will be other changes probably
022other today depending on where the markets are for everybody who's unsure about the bridgeman fund i would not go through it tonight but i would refer them to a discussion where um paul garden right yep came to us i believe it was the may meeting of the hannover school board in may of 2021 and it was a great discussion and he gave us a powerpoint presentation to follow through so if you want to educate yourself more about the enrichment funding how it works and what some of the parameters were definitely it's a great uh place to help so jen do you know what this is invested in is it bombs or i don't i don't it's it's invested by the trustees the trust funds of hanover so if you go to i don't off the
023top of my head if you go to the hannover town website yeah and you you can look up on they have a very large expanded version of this on their website and there it tells you what funds i believe i assume it's not dogecoin and that management fee is typical yeah it's a shared fee yeah and they're pretty low risk and the only way to get i guess a little bit more creative is and when we ask them the question at that meeting or we also met with them as a hanover finance committee meeting and so i can't remember which way who asked what when but um i know paul answered that um if in order to kind of take on longer term or you know kind of let's call it longer maturity dates that
024kind of thing um and not have as much kind of short-term cash let's call it available is we would need to tell them that we would not be needing the funds in a certain kind of time frame and actually the school board this hanover school board did many years ago um told the uh trustees of the trust fund that um we wanted to use the bridgeman fund although it's not necessarily treated like this but we wanted to use it as an endowment type fund so we say withdrawal forty thousand dollars every year for eternity and then they kind of are able to kind of work around so while we've kind of self-imposed an investment strategy based upon that philosophy of we withdraw forty thousand a year every year um we don't have to do that
025we could withdraw more um if if we needed to or wanted to we could drop we know we obviously withdraw less than forty thousand so um it's just something that you would have to communicate to the trustees to and then that kind of interp changes their investment strategy is that is the school building miscellaneous expendable trust fund something that gets replenished um it's down to less than 90. philosophy if we withdraw 40 000 a year every year um we don't have to do that we could withdraw more [Laughter] [Music] so we would when we get to the december january meetings for the next warrant that we issue we would have the discussion on how to replenish it and we did speak about it a little bit earlier in the year about the not needing the
026sixth grade tuition fund anymore because the sixth graders have now become a part of dresden so that fund will need to be um it'll be disallowed basically and so we'll need to break it up with different warrant articles on where that money should be directed is there any concern that that maintenance fund has less than nine thousand dollars and it was most of the year remaining no because we in the five years i've been here we've never used it okay sure um the tax stabilization fund which is zeroed out but stays on the books because it was a legislative action would that be the town proposing that or the school board proposing that we would do that with a warrant article we should probably close it down because it's been dormant for many years and
027after so many years the department of revenue administration will make that suggestion to you they wanted to close our sixth grade tuition fund when i first got here but then we started using it again thank you [Music] facilities at you can you also introduce yourself to the new members of the workplace yeah sure hi folks i'm director of facilities for the sau take care of all the four schools kevin i met you the other day nice to see you again so i guess i'm just going to report on a few of the instructions we do each year so one's a survey one's an inspection um i don't know if you all had a chance to review them so feel free if you have any questions you know um so the indoor air quality survey actually
028i didn't fill it out principal lauren did this year and uh we're in pretty good shape there there's a few inaccuracies i mean on this survey i focus on ventilation and all of it's important but the ventilation and the pest control and the mold but some of the stuff that reported here for one for instance on the flushing of the building with fresh air uh we have a building automation system and we do run that uh longer in the past before coving probably tried to tighten that system up to save on energy but since since we're trying to ventilate the building more we run that approximately 16 hours a day now and the building's really only occupied for about eight to ten without the school program so we are flushing the building with fresh air
029a lot more than usual and what i've done i can manipulate that system for my team uh when the weather is really nicely we open everything up and we ventilate the building a lot of does that mean there's a discernible change in the costs of energy uh yeah i don't try to i don't do it in the wintertime when it's cold i let the system operate itself with a minimum it has some set points in there for minimum fresh air but like now in the fall the weather's beautiful today 72 degrees in the afternoon it's mainly running the fan the blowers on the equipment so yeah there's a little more electrical update on that um but but again something that's real since i have to worry about other things that's kind of important here is
030some of the hvac equipment you know there are condensing pans in there which can produce some harmful bacteria molds but they they automatically flush themselves on a daily basis where i couldn't set up and just have anybody notice that that's checked off now on that one a little things see here something else has been over yeah a few things we do struggle with humidity we don't have well to solve some of you all know or new the building is about 60 uh condition um we've done some upgrades in the past even we chose not to do the whole building so some of the parts of our building have hvac equipment that's just heat only heater ventilation but then other parts do have conditioning so there are good parts of the building we can keep the
031humidity levels down but a few classrooms if the outdoor air temperature is high and humidity is high yeah we might we might threshold so this checklist is that did you answer no you're supposed to read it or is that like the policy on chemicals from home furniture isn't that pretty easy just to create a policy for that or don't have the first section there yeah so and we do we speak to you know the principles and we speak to the folks in the classrooms and the principals speak to the folks in the classrooms on a regular basis about what's alone what's not allowed you'll see that fireworks and we've been getting better at communicating that with our teachers as they come on board or as they move as we try to see them bring in
032furniture and supplies from home we tell them that that's you know not allowed so would crafting an official policy be helpful for the administration it allows you to [Music] it can yes absolutely um the site the other side of a policy though is what's the yeah what's the process on how do you hold people accountable right so what's the it's great to have policies but if your policies that um how do you enforce it if somebody you know breaks the rule i guess that's the right question i mean all the policies in the world but there is no consequence that you can enforce due to different union agreements sorry kim i'm almost like um then you know then it can make your job more difficult than trying to just speak to them as they you
033know try to make it more home right i just want to finish saying to rick's first question um if you check the wrong answer on this one do you have to put it on a schedule and remediate no this is for the state of new hampshire to set baselines on you know where their buildings are at with with regards to each other they know that 80 of the buildings in the state of new hampshire are more than 50 years old and you know so it's for them every year to track where we're at and what types of um you know issues may be coming up as buildings age or what you're seeing in the building and i think even as a tool for us to review to review all um in case there are some
034budget information [Laughter] so do you i'm sure uh mr brass is tracking asthma i'm sure you have a lot of kids with asthma so you know steady up or down and that's a pretty good indicator here i'm not sure why there's not an answer to that question and i don't want to speak out of terms so i can get that information i think i can just report that i've checked i haven't checked our way school learned that i have the has um but i i with our other school nurses it's pretty low with the mask wearing i mean they're seeing a lot of less cases come to their offices with asthma type two related symptoms [Laughter] is there a plan for the future to upgrade to 100 because having been in the building at certain
035times early in the school year and late in the school year there is definitely a temperature differential throughout the building yes we don't have a plan for a larger tech renovation we try to initiate smaller equipment bands and that type of stuff we were thinking about portable units but again the windows in this building are not conducive for that so but but again uh this question has come up in life can you hear at least a few times in these last two years have been pretty favorable i mean if we've had more than six days that are not comfortable then i haven't happened but i can't say how mother nature's gonna be in the future right and if you're here in the summer then we probably can't use you know the building is not visible
036so so it's always from a financial standpoint and running and operations right you know that it's always our competing question and answer on do you 100 air commission your building or not because the first thing that blows efficiency right out of the water is air conditioning so you know it's a i guess it's a question we have to ask ourselves and we have tried to in many of the buildings mitigate the issue by like tony said using portable units because obviously going out and buying an eight or nine hundred dollar window unit as opposed to spending twenty thirty forty thousand dollars on you know rooftop units is more it's more cost effective right and you get it's not as nice as a rooftop unit but it will you know pull the humidity out of the
037room out of the air in the world um so you can bet we've had many conversations about this um i personally am not a proponent of air conditioning whole building because i see i've seen what it does to energy costs however that being said as we embark on a strategic plan for our buildings if we're going to look to solar wind or whatever that might be then that might be the same time as technology gets better with regards to heating and air conditioning and hvac would be the right time to look into that yeah so like that's kind of a long way around it but saying that our horizon would probably be you know as we said with most other things when the large debt rolls off of dresden we should look at you know
038an all district's wide projects for all of these things that that would make sense at that point and i i think maybe my hundred percent was maybe a uh inaccurate number i think i was more thinking of spaces where children are for long periods of time and the safety of it being 87 degrees for a long period of time which we haven't we had had times in the last four years i've been here we've just been a few days but i think the last two years we've been pretty fortunate the fall has been the falls have been nice the springs have been nice um but that's it i mean but as far as the facility goes then you're when that changes where you can't use a certain you mentioned about this summer what happens to
039the camps that are here is there air conditioning on for them or they restricted the department we run it a little bit for them yeah within the spaces they don't use the whole building and of course my team is here cleaning parts of the building and we're painting and we're doing things like that so we try to keep that all separated and they spend as much time outside as possible so they don't they're their christian is not the inside they do come in on rainy days and the spaces they use yes are they have been like conditioned areas but we do run it a little bit we do run it to keep things so i see that you know were there any complaints and the only thing that's selected here is sewage odors just can
040you like is this with an underlying issue is it fixed do we anticipate meetings um so they were from my recollection there was a few areas where we had some sewer smells which the third grade five bathrooms which i think we might have mitigated that i haven't heard about that one lately and then we had some roof leaking i believe in the fifth grade podcast one time and then we've got between a couple of classrooms there's always a vent pipe that goes up through and we had some leaking through there and there was question whether that was also sewer smell or what that smell was um but again i haven't heard about we've fixed the roof leak and i haven't heard about that complaint in a while right [Music] my earlier questions i knew i
041had it somewhere in my email i did email laura um for this answer for the indoor air quality survey and she said 1 to 25 mostly related to viruses or exercise much lower this year than previous years so i'll note that the answer is the school located near a source of pollution from the outside answer no so there's a whole corel issue resolved yeah uh that's an underground chemical issue which doesn't seem to surface into the air at least from what i understand the meetings i've been to and they have mitigated a lot of it in the last five years it actually does come into the air um but it's not an issue over the years yeah pc does get released from the year but they haven't found the testing they're doing at least in
042our first like richmond is much closer and they test over there outside all the time but you know that's always a tricky question right pollutant could be a bus run you know anything it means so you don't really have it i mean yes great could be our main source of pollution problem for many reasons and then just to allay any concerns that i did this only on my own 29 tony and i did meet and go over this survey before i hit submit um tony on the second attachment what about the fire safety yes by my read there were four items out of almost 70. yes well some of those questions in the beginning like the first tonight i really just not much questions but i guess i'd say it's about 55. well of those
04355 there are um so again i've been doing this for about four years with a different fight assisted fire chief in town and we have a new one this year's um so he came through with some fresh eyes and let's see the four main things was an egress one that we feel but there's out here by the gym there's a set of egress doors where there's a big cardboard box that's i think it's a plastic shed a bb guy ordered coach teacher order so it's leaning in a path of egress so we have to move that into storage or go put it together for one or the other so that was one of the egress issues and then well he didn't know like in the kitchen uh they had a door crop a fire drawer
044and also an ingress so that was there was a few fire door issues but mainly it was i think that was one that wrote us up on right there um i believe the next one was an emergency lighting so yeah we found out you know it's either between 90 or 110 emergency let's see about eight that didn't work and i fixed two we fixed two already that we're waiting on some batteries for the other six um these were yeah so that's that's what that one was courtesy lighting i believe that was number 27. and 16 was the egress 43 and is see where the roof rafter goes through that wall up there or that hole right there i have to fill those there i have the fire caught those this this edition's been here since
04594. no one else has ever caught that um but we actually poked our head into the story room over there which was dark the lights were on this side so we could see a little bit of light so we said you got to make a plan to get up you know either either side get up there and fire caught those with this room tractor right here there's a little roof raft that goes through that wall so that's that's what that's about um 44. yeah so with a couple things on that again that was back to the kitchen door fire doors the boiler room um the lock set has broken so we had it off so the hole where the lock set is the door handle wants me to get that fixed because now there's a
046hole you know a hole in the wall with a lock that goes and we gotta just put a new lock set on the door overall he was very uh happy with his inspection he thought we're doing a nice job uh very minor things uh as you can see i think one of his comments was he didn't need me to write up a plan for pixies he just said he'll fix you know within the next 30 to 45 days and call me back and i'll come over and we'll find off on these things so for the other very last item on our reinspection being required is that surprising are we being digged in any way or no that's not right no he just he wants to come back make sure that i take care of those
047he's actually wrote a few you know he's got him on here right he's comments yeah what is many classrooms uh yeah so there's a few housekeeping items that we have to address there's one classroom that has christmas lights hanging that's not in one of the checklist things but that was one of his comments he wants he doesn't mind uh teachers having like weekly things or seasonal and stuff but can't be up all year and this one room it looked like it was kind of permanent well obviously to the children so there's that and then emergency lighting oh yeah there was another one where the teacher had a cloth flag over the door he took it right down so that took care of that one um what does it mean but they don't have closures or
048chopped open so what he means by that is again this building was built in three phases 1970 94 and 2014. the newer sections the doors have closers on them in the classrooms and stuff because that's kind of code now back then didn't happen so we have a series of classrooms that don't have closures when you say closure like an automatic [Music] one right there yeah so some of the 94 stuff does the 2014 16 does uh 15 does the 1970 stuff doesn't and and there was also another quote so he sees they see a lot of um door stops holding the doors because they don't like that they want us to install yeah right there right right there he doesn't they don't like that and he knows everybody does i mean he's we went to
049all four schools and they're all doing it so we actually have a plan jamie and i for the marion cross school to get uh door magnets installed on the classrooms that tie into the fire field it's fairly pricey so we're going to try to move to that all schools but it's you know part of our part of our yeah we did have a nice conversation i joined briefly with the the tour on the inspection um the chief also noted that um he understands that we have the doors open for air flow too and this is kind of a different time too like we have done very well to make sure that all of our classroom doors um for safety you know we're closed at all times even locked at all times accessible by key um
050but we're we are having doors open to keep airflow at this point um but we're doing it and i think you said as long as we understand that when we train the future if there is a fire drill or a fire alarm goes out that they should kick that out and close the door on tuesday and did an excellent job with that is ray definitely demonstrably better or worse than the other schools they all kind of about the same yeah they're all kind of about the same i didn't bring the other schools with me but you'll hear about those probably it's not a competition [Laughter] um [Music] any other questions for tony or lauren or jamie on this issue thank you very much we do have the new safety door locks in stock we just
051need to get them off we did order the new safety door locks for every single door in every single class and we are going to start back within the next month and we'll see how that goes yep but there are uh yeah so you don't have to have a key and then the operator is on the inside of the classroom lockdown um so jamie wasn't paying attention apparently when she made all the uh attachments so if you do me a favor and just go to f under six [Music] so i've included here the doe 25 report and the ms 25 report those are the reports that summarize all of what occurred for the prior fiscal year okay which would be the 2020 2021 fiscal year that's relevant to our discussion um for two reasons one
052is i said i'd give you a copy of it before i nailed all the stuff and so here's the problem and secondly it reports what the um what the surplus monies are that are available that are unallocated okay so if you look at one because the ms-25 goes to the department of revenue administration and that's for them to take a look at when we set tax rates okay the hanover voe 25 is for does the department of education and you can look at it we're not going to go through the 26 pages tonight so the most important piece for you for tonight's discussion would be on page one at the bottom this is a snapshot in the first column that is our general fund okay which is our which is our regular operating fund for
053the schools the other columns that go across are special funds okay so the one that's relevant to our discussion tonight is the general fund and this is the snapshot of the balance sheet and what it tells us is as a wrap-up of all of what went on for the fiscal year that if you look under fund equity which starts on it will say 123 and then 751. 751 is just an object code for government accounting okay but one is the page number 23 is the line number and on 123 you can see this is all of our fund equity okay so this is what was basically left over and some of it is earmarked for special purposes either non-spendable restricted or committed okay and some of it is assigned so [Music] when we built the
05420 21 22 budget we said we were going to take surplus money from and we are going to use it as unassigned fund balance and carry it into as a revenue right against assessment for the year we're in right now so this is important because we said we were going to do 600 000 okay now this number is not 600 000 and there's a reason for that because in between when we built the budget a year ago and now the state of new hampshire has played with if you will or change the funding formula okay and that's another document that i've attached here so that when we built the budget nine ten months ago we didn't know that we were going to get adequacy aid from the state of new hampshire so if you would
055temporarily close this one temporarily close that one and go to the one that says can over add a chrissy aid update this is the adequacy aid formula yes that's the whole formula and i'm not going to walk you through the whole thing but if you ever want like an education on become seminal explanation the most important part of it is the bottom part in the circle where it says preliminary and final grant adequacy grant okay and what that equals is the maximum of the preliminary grant plus the stabilization grant or 95 of the november 2020 estimate okay so we are due to receive 259 000 289 95 basically an unanticipated revenue because when we built our budget we didn't know that that was going to happen so we can close this for a minute so
056that latest yep that circle what are the numbers above and beyond is that just that continuation so those are the other schools yeah can i just ask a quick question is does this um money come from the educational trust fund what's the source of that um i don't know what the answer to that is there's a there's a because it was a new act and they changed it this might be part of the what was it 21 million or 17 million that they were going to open up um so i'll get back to you okay and i'll get back to you tonight i just need to go look at what they've gotten thank you so going back to the dle report the first one we were looking at that's why so so after i spoke
057to kim because kim is our financial person that helps with all answers and questions to this right in budget um we lowered the unassigned fund balance because when we build the revenue sheets to set the tax rates we're going to recognize the 250 we're gonna 95 of that which will make our offset for assessment the six hundred thousand dollars okay and then that will allow us to retain 240 000 based on our warrant article of being able to retain up to two and a half percent okay so to partly to kevin's point and partly for the reason why we voted the warrant article for retained age is in case of emergency situations uh that might arise during the year you can't just take that 240 and go you don't put in a swimming pool right
058you have to have an emergency situation that was non-budgeted that arises otherwise that money next year flows into the unassigned fund balance and then you have to vote again whether you're going to use it to offset taxes on the assessment side or whether you're going to retain a portion of it okay so that's why the retainage amount for tonight that i would like you to contemplate is the 240 okay can you just speak to the tax rate implications if you know if anything sure um so maybe that knowing what you know right now like the math is direct sure right so the net assessed value of the properties in hanover when we built this budget nine whatever we do we project the tax rates based on the nav at the point in time that we
059build the budget plus an adder of whatever the town feels is um you know likely to occur based on the amount of permits they have okay so when we did that and we built it last year the increase in the nav we built in was eight million dollars um we're pretty confident that that number will probably be more around 15 million dollars if not higher okay the early estimates back i think in june were that it was going to be up around 15 million so yeah i thought it was 15 so right because all of our properties are being reassessed and that increased about 15 on average although that's all draft as we know because they're taking a look at the formula so um i think that's you know how that contributes to millions i
060don't i don't know off the top of my head right because our brand list is 2.2 billion okay okay so okay so anyway um the point we're trying to make and what kim is is bringing up is that the projected tax rate that we said you know we're targeting based on uh returning hundred thousand dollars against assessment for every revenue um you know rebate if you will um we should hit our targeted tax rate and if it will if it will more likely come in much lower based on the narrative change and i haven't had a chance to run whatever we need money from the state is it expiration dates on it federal monument is expiration of the state money will this money disappear a certain year or did they look at it kevin they
061run the uh that calculation across a big long calculation the state runs that every single year so so if you look at i think what was interesting uh to your to your question um the document i attached from manganella when i said listen what's this going to look like in 2023 because i don't question people basically even take it away so um he spoke to the fact that we teeter right on the edge right every time that they re-run it um the more students we add because it's based on adm the more stable it sometimes becomes the part that we can't control is the swept which is the statewide of property tax and that's because that number is based on when they value all of the properties in the entire state and then they put
062them into their grand spreadsheet and they figure out what the fund the state fund needs to fund everything they assign a dollar amount to the swept rate and when that swept rate goes up or down it affects the adequacy number i've been told by the gurus who come to the nasbo meetings that many of the uh i don't know how to say this nicely many of the towns who are on that you know balancing line when they redo the swept formula again with some of the changes that they've been talking about that it will still be favorable to us we'll have to wait and see because you know depending on who's in concord at that point in time that the vote gets taken it can be up or down this is a hot topic every
063single year so the answer is perhaps it may go away uh but for now it's given us the opportunity to retain monies in case of an emergency situation and still meet our obligation to the taxpayers on the assessment thank you any other questions by the board on the business requiring discussion at this point i'm going to give the public a chance to reply to any of the items we discussed zoom in the crowd or on zoom want to ask a question on the board about items a through d requiring action um oh you're right right president i am the chair of [Laughter] these are policy readings meaning they have already been read for the first time at the sau level um [Music] minor edits so the first one uh internet use all the violations of
064the violence is up to and including suspension or dismissal so those are terms of our dismissal for an employee and suspension for our student or all right that's kind of what that important yeah it could be it could be either we have we have suspended employees as well but this mess we would not dismiss a student so yeah that would apply for employees okay so dismissal okay so this is this apply i just want to make sure that the violations apply across [Music] section 4 network usage guidelines it says the rules that accept under the last sentence in the first paragraph the use of the rules of acceptable use which include but are not limited to the following are their rules of acceptable use in existence somewhere else that someone could refer to it's not
065and it's a big statement that they need to be clear there is an acceptable use policy that every employee is given and is required to sign off on it also has a policy uh references and a way for them to actually review the policy well i don't know here at the race going up to high school the kids will have to sign [Music] any useful political purposes is prohibited except for using the network to communicate with elected officials um i'd suggest that say in the context of one's official views people aren't doing political things that school has while not in the context of their efficiency [Music] officials so if they're writing to their their state legislator complaining about speeders through their neighborhood using a school computer that's not in their official right it's coming through
066it's coming through a school email account it looks like it gives an impression that it's a business related [Music] sure let's make that we'll talk about it next week um not all material accessible through the internet because of educational users are expected to refrain from seeking assessing let me just say users are prohibited from super accessing uploaded with downloading transfer if you say they're expected to refrain from them there isn't any truth in the policy if you don't want to do it i think the the word choice there was because what is of educational value and quotation marks um is actually an opinion statement and they can potentially argue something especially at the high school level when they're going over a certain assignment and talking to their teacher what's appropriate or not i think we
067there's there are there are multiple policies another policy called ehav and this is this is an r so this is a regulatory version of the policy so this really is administrative and not not part of the board policy per se but um there's a lot of discussion in the development of policy ehab as well as as well as these these formats that there are occasions when a teacher or an administrator might or anyone who has a computer in the building might have an emergent situation where they've got to communicate with a doctor and send over a document or it could be something just that isn't part of their business but they don't have the ability to to access the information or transmit it in another way i guess maybe they have a flip phone i'm
068not sure exactly what we're contemplating but the idea was that we had a little bit of latitude um for those situations where there was just an expedient reason for using them to their equipment the second paragraph personal social media websites talk about staff staff who choose to access personal social media content on network resources with access maybe we've done kind of damages devices i was trying to think of a reason where your staff member would need to access a personal facebook instagram linkedin or some other social media account so i would just like to speak to that because i can cite an example um following on instagram photographers or there's a person called paper boyo who does these extraordinary paper cutouts and i showed it when i was teaching in my former job to the
069art teacher who then developed a curriculum around it with his students so i don't think and that was my personal social media personal use that's work that's a school-related use right but i was accessing my personal instagram account in school using the school's network so i don't think we want to be any more prohibitive than the language here suggests can i so in a general sense if i am a teacher and i'm on my lunch break am i authorized right now to read the washington post or look at amazon to order stuff is that is that okay right now during that uh content you don't have students so are you allowed under any of these policies right now to use the internet for personalities but but i think most employees also allow their they recognize
070that i don't promise yeah personal stuff and again if it's for a school related thing i would um on occasion i've accessed my own social media accounts to check on postings that have been made in sort of public forums around school news again it's a it's a school related issue but i'm using my personal social media account to check up on something that's been reported to me so i would also and your personal social media stuff is is available people know it and sometimes you're probably contacted on it i would assume right now sometimes i don't know is that the one you put out you tell people this is your social media thing you uh i have a just a school only twitter account um and that is old for school but like a facebook
071post i don't have a grade school facebook page um to accent but i will use my own personal account to follow up on something that's been reported to me okay i don't have a problem with anything wrong at all with people using it for something that's related to school or school business i just think using it for personal use is not a good idea my read of that paragraph does not necessarily save me for personal use just saying their personal social media content which could be used for school related things and examples that lauren is providing are you suggesting a change of insulin yeah suggested change that it says for school use for school related purposes well this is the same initial policy we were talking about so we already know it's going to go
072back to the committee so we can do that then okay uh can we have any more questions on a different policy yes the meals policy that's a nice short one the second paragraph says the school board discourages breakfast and lunch meal charges but now that 99 percent of students pay for meals like by charges that means um getting food without paying for it kind of what we deny you essentially as opposed to paying for it at the time we're running out of credit yeah okay so that was how i was guessing that's how you know it is because does everybody know that is that written down somewhere so other people would understand that's what it means hey we shouldn't be paying for meals in school and then start inundating jamie with more and more so
073to clarify the content of what that means that there would be some confusion um unless someone has a has a proposed sentence to clarify that we could just amend them on the floor tonight [Music] was this the issue that was a canaan or nascoma where the food service person got released because was she in trouble for allowing someone to charge on credit or was she just giving food away for free she was giving food away but there was another case where um you know it's about having folks you know we don't have it doesn't happen here a lot on occasion it will happen here um you know but it's far too between and um the folks in my office i met here at the school you know follow up with folks when their accounts get
074in arrears and try to help out to figure out what's going on but um it's guidance from the if you ever participate in the national school lunch program you have to have a meal charging policy it's law okay so we didn't have one that was clear about what we allowed so you're allowed to be less strict but you at least have to have a policy and it sounds like we're recognizing that there may be kids that for whatever reason aren't getting food from home and we will always be a child we will always keep each other and then follow up with the parent to see what's going on very specifically that prompted some of this um kevin anything else policy the long one it's like things through pages um on the second page paragraph um
075two a five so the last one was sourced up here we have the superintendent has to approve telework when a teacher work day has been desperate under the next one three so paragraph key it says on teacher work day when students are not in school and they weren't uh tell individual mass television that could be seen as a conflicting statement so under one that's an author is a it's a that's a situation where people can be authorized to tell work and under the other one it says they shouldn't be televising the superintendent so the secretary of three says supervisors can approve that the first one says the superintendent now i think you can always go back and say well still says the superintendent has to approve this but it's just an opportunity for mister whoever
076that's intended i think that should be clarified we can certainly take it back i just don't know however you want it doesn't really matter for me but is there any time urgency on this one no under some paragraph five under that alternate work location this indicates people can file workman's comp claims if they get injured while working from home i'm just calling the federal government generally doesn't allow that so i'm not surprised to see that i am i don't know what the federal policy is i do know that dartmouth college when you signed a telework agreement they had the right to come in and inspect your house to make sure your chair was proper that you didn't have boxes piled over which because they were concerned about a worker's comp claim coming from working from
077home so i i believe most organizations can be sued for workers comp if they've authorized that person to work from home and they but that's why you have that whole checklist that you're agreeing to that you're going to work in a safe manner your workspace is clean and safe and all that stuff so it does say that in here an employee employer can inspect the work space and we certainly had that federal government as well it was more for efficiency of work to make sure people were actually going to get their work done so again i don't know there's a question but that's i would suggest in um and it says under some paragraph six there on the next page guidelines for delaware that's not a substitute for child care or other dependent care which
078is pretty standard teleworking agreements i think it ought to state that up above where it says substitute [Music] yeah um that was discussed because during covet outages we did allow for employees to work remotely and teach because of the child care situations that were occurring from other school districts closing i understood and it does this has a provision that allows the superintendent to make exceptions under certain situations like that yeah across the board and that would certainly make sense in a situation like that yeah and i mean we've had a couple of instances where we've allowed yeah so i mean i guess there have been instances where we have highly specialized people in different um job performances um and for different personal reasons that they would not be able to continue their employment if we
079didn't allow them to teleport but i mean i guess if you can make that call without having it in general i think it allows it right in this the way it is right now i didn't highlight that yeah but all of it falls under jay's discretion at the end so i think we trust our superintendent to make a logical decision in these cases does the employer supervisor may enter the employees participation and telework with a reasonable amount of notice and it might be useful to specify maximum time for that um otherwise it could be a conflict between the supervisor saying i want you to come back in the next number of days and employees that's not reasonable then you have a grievance filed i've seen that happen too specifically there's going to be so much
080variation depending on the official circumstances i think since um since kevin's a new addition to the policy committee if there are this many revisions we can't we certainly can't amend this on a fly we should we should just send it back for a further event all right are we so by my check are we maintaining the second read of g a a b r r1 and gabr request so then for eventual approvals that desire okay gabr 1 under who are eligible and then this agreement says that you can get supervisor approval to work on scheduled overtime hours which is in conflict with what the policy states however you want that to be right we wouldn't we wouldn't um again we don't typically approve our versions they're simply there for the board to see the the
081associated regulation but we wouldn't have the board nod off on gab r1 or r until we have the policies okay okay so those would be those would be considered tonight so we'll return all these policies to the committee okay so then just for the benefit just can you just describe the difference between our and board policies so in board policy the coding system you see an r after it that's a that's a regulatory policy that's the that's the purview of the administration this administration taking the policy that you've promulgated as a board and developing regulations that inform the employees people covered by the policy of how to comply and if they don't require board approval we have typically brought them to the board so the board sees them very often the policy itself instructs the
082administration to develop regulations some don't some policies are free-standing but the ones that do have our versions like this we have a history of bringing them to the board for the board review ask you to do one more clarification at least for the community that might be watching that um kind of how this process works that we had a first reading it's come to us it clearly needs to go back for another reading um that these changes aren't just happening because they were brought up here it's more for a discussion correct it could be discussed at the policy committee and then then to come back to each relevant board excellent for approval thank you yeah so kevin sorry this sort of level of nuance is often at the policy committee level which you will see
083next week in our your first meeting all right this is also looking forward to next week and i read that question again yeah kevin i always have eyes on the policies in policy development that's just we have these these discussions we'll often work by word yeah word by word we'll also often refer them to legal counsel for review um and then we do have policy within our board operations series of policies that instruct us to consult with people who are going to be effective or likely to be affected by the policy prior to us at least prior to the second reading so um so yeah this is fine we've got we've got this change over on the board we've got uh questions about the policy it's not unusual we've brought second readings in the past
084to say wait a minute we someone catches something that's different or there's a nuance of someone some of the constituents he brought to us and we send it back for further reviews so that's no problem uh kim and john if you still have something yeah and just it's completely fine but because this is the opportunity for the rest of the world who's not on the policy committee to make these nuances you know line by line so i guess don't feel bad i guess that's what you're saying i did the same thing means real quick when is the next um policy committee it is open to the public it's an sau office so they have trouble getting into stock but they're they are not on zone and yeah i would simply say the policy committee is
085one of the hardest working committees in the in the system um they're they're on a schedule to meet every two weeks now yes i would say you kind of said it at the end did you say minutes are not reported not to the specific level that's overarching board meetings okay okay so then we will take away the policies and we'll amend the business requirement action to be approving items being through the board will consider approving items b c [Music] yes thank you hey john hud yes kim hurt mania kevin movie yes rick johnson yes nelson yes yes that is unanimous thank you everyone and then the separate one for item b f rick routine crew retaining 2020 2021 unassigned fund balance in the amount not to exceed 240 thousand dollars as presented all right going
086again john books at marcelo bless yes community yes johnson nelson yes yes again unanimous report of the chair i was not the chair an hour half ago so i have nothing to report to my knowledge when someone else knows something i should report right any committees we just heard enough about policy so i won't speak up on that uh um yes i had volunteered to be the liaison to the new hampshire school board association and there's a meeting on saturday yep and uh in looking over the policies and resolutions that they've linked in an email that was sent to all of us there is a part of the program where an early proposal by keem the king school district which relates to inclusiveness and it's a it's simply a broader language than the policy that
087was submitted by the hanover jasmine school district and so the new hampshire school board association has they're in that order too king goes first and then hannover and they're proposing that the keen resolution be passed and the handover will not be because they never want specific to hb544 and so my question for the rest of the board is i assume that we want to vote yes on or you want me to vote yes on the team resolution um do we want to withdraw our more narrow resolution let's deal specifically with hb 544 which may not even be an option or should we just let it play out i just i'm not entirely sure what my role is in going down there on that one right i i'd say we just leave it there if the
088keane's going to go first and they're supporting it it's that it's going to be moved right that's what i thought too okay but i as the last chair we did have this discussion um they are seeking new resolutions from all the school boards um so could you check what the deadlines are for new resolutions i think they have to be uh the meeting is this summer it is the saturday i thought it was later in the year that the new resolutions for next year for next year [Music] is everything they do for resolution stuff that goes to the new hampshire department of education or to the legislature for recommendation what's the purpose of them passing resolutions what does that mean well hold that thought um in the reminder that they sent out in talking about
089proposals and continuing resolutions they basically say they they speak to um as i understand that kind of legislative positions that they that they take um rather than getting down into um really specifics does that makes is that accurate jane it's basically letting the legislature and the government know what the school board official position is so a couple years ago was we had a resolution about weapons and schools that we put forward um just like the business community the small business groups out of new new hampshire role say this is our position on x and it's just basically letting the community and the legislators know that you know how the wind is willing but i don't think it has any official thing the reason i was asking is when on stuff i don't i i might
090have misinterpreted that but that was my interpretation of big guy now that doesn't mean that's just their recommendation they can't control this guys in terms of whatever i don't think individual members of the school board are supposed to give their personal views but as a school board as a whole i think you can put official positions and that's why they asked for the resolutions but i couldn't go out and say hannover school board we're against uh you know where's seatbelts unless the whole screen school board does and they just did this last meeting is they they review the slate of proposed resolutions and then essentially as our delegate we are authorized to definitely vote on our behalf so they go through and vote on each one um to give the delegate the authority to vote
091so you could you could you could also look at the entire slate and say um we authorized debt to vote for all the resolutions that the nhsba supports you could do that or you can do a resolution by resolution there are one two three resolutions to vote and the board of directors supports one of them it says here this is the language i was looking for kevin it says nhsba resolutions are intended to guide nhsba's positions relative to legislative advocacy so of the three they support one the proposal from the kings school board and i don't know if anybody else looked at the email and looked at the proposals but my my assumption was that i would also vote for the one ferdinand over dresden because it seems weird to be the representative coming down
092there and voting against our own resolution so i'm inclined to vote for two of the three i think that's fine yeah do we need to have any kind of formal annoyance i think it's important to vote because you're representing the will of the board supports it formally i think make that we need to leave that as information um yeah okay the other one if you want i can read it it's a sentence it says the nhsba will advise and confirm all saus are paying and segregating dues payments to nhsba in accordance with rsa155 and it says this is law sau should be in compliance and the school board association said the board of directors believes this is inappropriate for a resolution as resolutions are intended to guide their position with legislative advocacy but they think
093it's worthy of discussing but they're not recommending it so the only one they recommend yes so could we just say with that that first one that resolution about paying dues that do we want to vote what i should vote for yeah so just say all in favor um i think this has to be voted at hanover and dresden because the board representation is from both and i think um that you have two votes one for each district out of them so i can only vote for hanover thank you i would not have so the first one is [Music] okay are we i don't have the language in front of me um and so does anyone want to say it again for the issue sure so um this the resolution is that the school board association
094will advise and confirm all saus are paying and segregating dues payments to nhsba in accordance with rsa 15-5 and the board of directors believes this is not appropriate for a resolution so should we just go around and have people vote on how i should vote so marcela not to put you on the spot yeah there's our emotional discussion yes uh what's that move to approve the resolution regarding dues second john was up here so now we're open for discussion correct so that was a motion to just approve the dude's resolution yes as stated he's not supported by a nation correct if we say no we are agreeing with nhsba's position yes i'm voting to agree with what nhsba proposed uh john i agree with marcelo johnson and nelson now also no so i believe that
095is six to one in favor of no um the second resolution is that the school board association supports diversity equity and inclusion in all aspects in our schools is committed to the concept that free and open dialogue around such concepts is racism and sexism is a vital component to education and opposes any actions which limit this free exchange of ideas and the board supports that so i guess i need a motion to support them that is the key one this is the keen one it doesn't mention hb correct it's just general how would you please read it again new hampshire school board association supports diversity and equity and inclusion in all aspects in our schools is committed to the concept that free and open dialogue around such concepts as racism and sexism is a vital
096component to education and opposes any actions which limit this free exchange of ideas and so a yes what would be an affirmation of that statement correct i knew to support this resolution do i have a second okay for the discussion marcelo your thoughts my thoughts are my vote oh i'm sorry and your thoughts should be happening um my vote is to support the resolution and then the third one is what where'd it go there it is oh no i'm sorry there's i've miscounted there before download it and just email it the fourth one is about funding a post-graduation transition program for each school district to provide a continuum of guidance for graduate transition from high school to vocation college and career and the school board association does not support they think it has merit but
097they believe that new hampshire school board resolutions relative to school funding should primarily be based on full adequacy aid funding full special education funding and full building aid funding and focus on students k-12 within their buildings so good idea but too narrowly focused sounds like they're saying but if they were to fund the postgraduate option it would take away funding for everyone else i think they're saying that until all the other stuff was fine yes i think her is absolutely right so a yes vote indicates not support or no vote and if it's not important okay we're essentially weighing in on whether you support the nhs va's recommendation or not right correct um i i think it'd be easiest for me anybody to keep track of this to really move to approve delegate deb nelson
098to vote yes on the following nhsba resolutions great and if if we just we've identified one right keane resolution yes were there any others that were i guess we could go through [Music] but if for whatever reason teams get struck down we have another bite at the apple and we spent a lot of time on that resolution yes so this big long list of resolutions backed off going up for a vote that lasts or if you refresh you'll see it in public files that came off of their website there are there were continuing resolutions and that's not what i'm talking about right now okay i'm talking about the sorry for the proposed oh shoot i have too many things open i'm sorry hold on um i'm talking about the proposals and then it said so
099we're just we're still in a different document we're in the 2021 proposed resolutions and there are four three of them are supported by three of them are not supported by the school board association one is that's king we've already agreed that i won't support the one about dues this one we haven't voted on about graduate continuity so i s the post-graduation transition program so i suppose we can vote that one and then there's the fourth one which is ours [Music] yeah oh my god can you tell i can't remember submitted by the mascot valley schools isn't that the [Music] maintain a scholarship fund for student representatives who served on their district school board during their high school career you're right you're right and the new hampshire school board board of directors recommendation is to not
100support it correct jason emotion here about a motion to approve that nelson to vote on these resolutions yes it is your is it your advice to just give deb that authority and move on [Music] recommended by the nhsba but we're not going to do that so you've already gone through the process of kind of going down through and saying yay renee on them and then i was just going to word this yeah and i think as far as taking minutes this must be like who's on first right okay since we're all looking at it not correctly all of the email all right so let's just go down the document so number eight as worded in the resolution i do not believe we've tackled yet right um so we can all look at it do i
101see a motion on this specific one about scholarship funds for student representatives such as our high school records proposed resolution number eight supported by the maximum values my question is so they say under their recommendations board director's recommendation that their resolutions are intended to direct legislative advocacy that's why they don't recognize towards them what is the mechanism to for school board association members i want you to do something like this to propose that the school board association you send their dues to fund a scholarship for high school representatives sba should establish and maintain a scholarship so what else would that come from well i guess locally each school district could decide to do their own thing but if they wanted to do a statewide um someone has asked people to speak up okay thank you
102myself for that clarification so if we as school board school boards wanted to change policy at the nhsba i guess that's a good question do we this is for this this says it's for the nhsba to establish and maintain a scholarship okay if you read down through it they're saying in its form it's not a resolution these aren't sort of directives toward policy advocacy but they said if people vote for this they will do it they will establish a it said nhsba has had this request from a handful of school boards in recent years if the delegates vote in support of this proposal nhsba will establish this continuing scholarship program without the proposal being an official resolution so thank you and i made for school board members whose children are in their senior year it's
103like a thousand dollars or something like that they submit a package and that's statewide so um at least that's my only familiarity with nhsba and maintaining a scholarship fund it might be at first so basically basically the nhsba is not supporting it however they're saying if the majority votes in favor of it they will create a scholarship fund even though it won't be a resolution so so your emotion is a yes vote indicates not supporting the resolution okay i think i'm ready to vote okay any other discussion okay seeing and hearing none marcella your vote please okay i'm going to vote to disagree with the board of directors um i think it's a good idea establishment scholarship fund no indicating support no it is unanimous that we do not no that we do not that's
104why when dead votes on saturday she's going to give a thumbs up to this yes it comes up to the resolution yes yes okay oh golly all right okay so i'm going to move yes to eight yeah and nine i think we have concluded right right okay nine are voting down on this one nine is a no and ten is it yes [Music] 11 was the funding the transition program for after 12th grade and [Music] anyone want to make a motion on them move to someone what was the wording of your motion john i moved to vote no on oh shoot is it better just to do it in the positive that's i think yeah okay thank you i moved to vote to support funding a post graduation transition program which is not the nhspa's
105position i second okay any discussion so a vote yes is agreeing to fund the program marcelo your vote please deblasi yes what yes cartman no i'm supporting the nhsba correct continuity no johnsonville nelson no he need no so that is a vote of five to two in favor of noah i believe correct and then the last one number 12 is our resolution from the dresden and the universe school boards that um it has three whereas is and then finishes with be it resolve well you can see it i'm sorry i don't know why i'm still reading it yeah so this is one that the the previous board uh wrote as a group and as unanimous at the time does anyone want to make a motion about this resolution right i moved to support this resolution
106i seconded it okay any discussion so a vote is yes for agreeing with the resolution marcella your vote please bossie yes john hi yes kim hartman kevin knew now jonathan yes nelson yes bikini yes it passes by a vote of six to one ready to move on thank you for that i'm really sorry that was a great [Music] yes can you read the resolution i'm sure i will allow that i will read that one i can share it yeah it's just okay so do we think we can get a dresden special meeting are you allowed to get just ask people for votes and then post the votes online so it's available in public to see what the votes are and do it by email is that allowable i think it has to be a public
107meeting in person yeah properly worn [Music] recently [Music] any other committee reports seeing none i believe now we're on d superintendence report jay anything going on i feel like i was responsible for that major detour um so i will uh try to keep this real brief um so i first of all want to thank lauren and ray staff not just for the above and beyond effort this school year in many ways this school year has been as challenging in some cases more challenging than last school year and that we've got staffing issues we have a number of teachers who are having to fill in for one another because we're having a very difficult time finding adequate substitute coverage and in addition to trying to get school up and running as normally as possible our staff
108has jumped in uh fully to a lot of the work that we had sidelined a lot of the work that was discussed earlier with regard to curriculum development and it's extremely admirable they're doing a wonderful job i'd say the the ray school is leading the pack in terms of sau 70 as far as far as that effort goes and um just can't thank you enough to thank your staff enough for the wonderful work and and i want to add to that thanks to robin for her hard work in leading our district-wide curriculum efforts while at the same time continuing in her role spearheading our pandemic response committee she'll get going on a curriculum project and then be called away for the random positive case that we that we have unfortunately but hopefully that's getting less
109and less and robin has stopped by repeatedly in the last couple of weeks to share the progress that's that's happening i'm really pleased to hear that um and also i wanted to thank uh the uh the fifth grade team for inviting me out to the first day of the nature's classroom program stores pond it was really cool gave me a chance to spend an entire morning uh early afternoon out at the on the pond instead of in my office which was great and it was really a wonderful program and we had this really serious threat of rain it sort of sprinkled on us the kind of time it held off and so that was that was wonderful as well so um [Music] i really want to welcome our new board members it's a quick learning
110curve and you're both jumping in both feet and i appreciate that and um again as as time goes on don't be afraid to ask questions you're going to jump in a couple of committees that i'm sure they'll take full advantage of your willingness to volunteer and um and it's good work so so thanks to youtube and uh that that concludes my report any uh questions for jane thank you jay as always uh robert okay i'll just show you so we've talked about curriculum a little bit as you know the rays fold has done curriculum work for grades one through five thus far and we have kindergarten tomorrow so it's really exciting i'm seeing so much work going into our curriculum sau 70 drive it's being filled up on a daily basis so that's really been
111a majority of my work we have had a few focus cases as you've read but still nothing to too extreme and no in-school transmission again nothing that would require any contact tracing or anything like that which has been positive we have the math committee work going on and we will meet again tomorrow for that we have narrowed down some choices we looked at all the research through edward wards we have a wonderful new um instructional specialist and matt williams feely he's been helping tremendously with that and done an amazing job and um i've been working closely with frontline to get our supervision and evaluation and professional development system up and running we have um there are a lot of pieces that are going into that so i'm trying to work on forms and a whole
112variety of things in that area and then the last thing is strategic planning i've been working on trying to find teacher representatives from each school to serve on the strategic planning steering committee and equity committee representatives so i've had several volunteers from each school which is wonderful they're willing to give their time and so we'll have some there as well any questions for robin thank you robin okay you're welcome and jamie i approached you this earlier um so i posted some quarterly reports ish that go through october 13th um there's been some outages in my department due to personal issues and so there was a if i had run it through 9 30 fall off each other like i did because there was a purchase order put on the system for special education bill and
113we had one too many zeros okay so when they fixed that purchase order they didn't go back prior to the original creation they fixed it with a date that was beyond 9 30. okay so i'd run it through 10 13 because it picks up on the correction and took the three million dollars off the line item okay but if i had won the other one uh anyway so when you're looking at i look at the consolidated appropriation before it's easier and then you can look at the expanded one of your leisure the one significant item to mention and i believe we spoke about this back in july or august probably um is the special education out-of-district tuition that was initially budgeted we are over due to changes in some placement and some iep related recessions
114we won't transfer any money now or even contemplate that we would do that until the end of the fiscal year historically you know we do run surpluses in most of our districts mostly due to turnover and employees and as you can see right now we're running on salaries and benefits lower than expected part of that is due to turnover the other part of that is due to the fact that in this in the educational assistant lines we are six six right we counted six we are six positions shortly that have not been filled okay so that takes and that takes that into consideration so you know we wouldn't have been covered for the positions because they're open um so they're early only six weeks six weeks right six weeks is it seven seven day thirty
115seven week ten okay seven weeks in and when you look at the end of the expenditure and then conferences there we are uh we have about 12 percent remaining in the london okay there's not incumbent at this point in time approximately 78 of our budget is salaries and benefits which are all fully encumbered at this point in time except for the six if there's six open aid positions and maybe one couples into their positions so um so i don't have any early concerns that will be over budget [Music] uh the revenues i posted the revenues for the general fund as well that's going to completely change because we've not posted um we've not updated the revenues to the dra to set the tax rate yet i'll be doing that probably tomorrow or friday and so
116it will change these numbers because that's how it works in new hampshire you budget early for revenues and then you true them up in early october when you set the tax rate based on refund balances and anything else that might have changed in the last nine and ten months uh we know that adequacy aid is going to change in fact you'll see already at 51 000 almost 52 000 payment in already on the first uh issuance and we initially was we're not going to transfer money to cover the technology project and we decided to do that in july so you'll see there's a hundred and fifty thousand dollars coming in with revenue on that instead of writing debt okay if we had written debt it wouldn't show up on here it would be because it
117would float with okay but because we didn't write yet we're going to keep it in general um i think i also posted and i didn't print myself a copy of the grants we're at on grant grants are in and out okay so you can't overspend what you don't get um and those are early too we probably i don't even put in for any of the reimbursables yet for the hamstrings we probably just barely started to spend that in fact i know that because we just had a meeting um lauren robin and myself um yeah last week right on where to spend brandon's okay um going back to the open positions is there anything that the board should be owner that you would recommend to help us fill those six positions i know aside from changing
118our local economy um i just is there anything we should be thinking about um doing anything you can think of that we need to i think it's a state it's actually it's more than just the state of new hampshire widespread across new england uh the you know the difficulty in filling certain positions you know we saw it with clerical we saw it with custodial you've seen it with finance we've seen it with food service and people come with you know ideas all the time and we've tried a lot of different ideas to no avail at this point but certainly if somebody comes up with an out of the box idea if you want to do something i just encourage you to recruit your friends people you meet on the street i had thought about job
119shares you know back 10 issue years ago when there was a critical shortage in some of the different areas a few of the school districts did job shares whereby if people couldn't commit to a five day a week 40 hour job they would split it you know monday tuesday wednesday or monday thursday friday and the other person would pick up on the other two days so possibly we could look at going back and advertising for you know flexible days you know part-time position and then fill it with yeah because that way you might be able to pick up some retired results who would do it if it didn't negate their retirement i think i've included some sort of flexible language you know our lists are posting but it would be wise to update the postings
120and to our other personal assistants as well jamie how many hours can a retired person work before it doesn't factor so it's different depending on which realm you're in so if they're retired from the school visitor right right so if you're non-union uh you have to be under 30. if you're a teacher you have to be under 29 i believe it's 21. you work half time yes you could you could do a job share three days two days or even you know and then do it every other week but like three two three before that yeah it could be pretty you know so so i think that you know as we get safer and safer with the vaccinations and you know the breakthroughs and we learn more about covet i think that possibly more folks
121who usually would be maybe substituting and not getting the same type of benefits as working you know part-time and um [Music] motion to adjourn the meeting at 9 09 second all right marcelo your vote blasius what yes kevin rick johnson nelson yes bikini yes it is next meeting is that wednesday november 17th here at seven o'clock personal ask him to do this oh
