001okay you're all set thanks josh all right and i got myself back in the right board docs here so um i will call us to order it's 701 and we will start with agenda review um i know we have a few items to add as for those of you who are on the sau meeting we had a request to discuss our meeting format going forward and since the order is expiring on friday it does make sense to me to at least have the conversation so that we're ready for um for the august meeting i don't think we need to set a final decision but i think it would be good to just hear general board input ah welcome pierce this is your first new meeting i just saw you there um i think there are
002a couple other items to add so um jay first go ahead thanks kelly um we had a hire that happened after we we made the agenda public we'd like to add one additional hire for a 1.0 fte hanover high school counselor to the agenda for non-public and then for the public session once we return okay and then the second item i have is i'd like to discuss and non-public our hanover high interim principle situation all right and sorry we'll add the item about meetings as i guess item d under business requiring discussion if somebody can remind me to actually do that when we get there that would be great um yeah jay i'll i'll add it oh thank you okay and then you'll just you'll refresh and you'll see it perfect uh ben yes um
003i'd like to remove the second reading of policies and the approval policies that's uh 5b and 6f for the same reasons we discussed at the sau meeting excellent thank you ben and rick yeah this should maybe go into discussion very short just uh observation of the parade on sunday and some discussion of going forward if we're going to continue the parade how we should uh structure it um i just as a lawyer and a debbie downer i'm just a little nervous so and it's really just to remind us later next year as they start preparing whether you know whether we're going to do the parade what we need to kind of consider okay so should that be a conversation for tonight or should we make a note that we want to add that to the
004agenda for next year for ryan either is fine with me just okay okay i think it probably actually is a good idea to have some sort of placeholder of um you know graduation plan updates um and and we can figure out when that would be appropriate maybe i don't know march time frame february something like that um so i'll work with um ryan and jay on figuring out where we have the best room for that thanks rick for bringing that up lisa yeah i just wanted to comment on that and the planet the senior celebration planning committee has sort of already had discussions about sloughing some of the senior celebration things that happened last year and this year for next year because we are hoping knocking lots of wood that next year will be a
005regular year and some of these extra things may not need to happen so um just wanted to put that out there that those discussions are already happening with miss murray who i think is in the participant room um and other people on the planning team yeah i just i don't i'm not arguing to stop the parade i think the kids absolutely loved it i was grinning from ear to ear driving but just we just maybe need to tighten up some of the procedures they can walk all right so we'll put this on the agenda for next spring um thank you guys ben and for those who have no clue what is being discussed can we get some context too oh yes so as part of the graduation celebrations last year and this year there was
006a senior parade through norwich a car parade through norwich so i think it's just comments on that it's one of the graduation activities that they are doing and i'm sure we'll hear a little bit more about that from our principles and their updates so all right any other items to add or remove or juggle around okay are there any members of the public who would like to address the board at this time seeing none i will move us on to reports mr singh hi i'm here today uh in place of uh dressed in school with rep kate mccall because she couldn't make it to this meeting so uh i'm here as a council representative i'm the moderator um not the dresden school board rep uh i'm just here to say uh we didn't meet uh
007last week because of memorial day we didn't have wednesday uh remote so we we didn't meet then we're not gonna meet this week because of senior celebrations so uh no report thanks for being here pierce i'll assume that we don't have questions for pierce on that report all right thank you very much for being here oh lisa does have a question i just want to recognize pierce for his very fast running as part of the very fast track team this weekend thank you and my apologies to kate for getting you guys mixed up i'll get it all sorted out eventually so thanks again pierce um and moving on to our high school principles report oh jim you're muted for your final principles report you're muted on us yeah i'm going to keep this brief uh
008my you can see my report um in the attachment we're busy at hanover high school with our last few days wrapping things up i can't thank the staff enough for keeping the train on the tracks the students have been great they've been respectful with everything going on um and there's a lot going on i think pierce was just talking about the senior activities taking place this is a busy week for them and i that the parents everybody's been great um and so i i expect that's going to continue right through the week to our culminating experience of the commencement ceremony on friday um there's been a lot of work taking place for that um everything is in the report the the vimeo everything's going to be live streamed we had a our underclass award ceremony
009on friday and that went really well that was live streamed also it's going to be the same type of format for our senior for our class day tomorrow and our our commencement ceremony on friday besides from that everybody is just staying focused on the on the end of school um we're going to be wrapping things up we're going to have a staff meeting on tuesday just talking about goals and things like that for the following year and some other curricular issues that we're working on but i can't thank the teachers enough for everything they're doing um and i'd also like to thank the central office staff and the school board for all their support this year this has been a really uh you know trying year for us it started out tough and i'm just
010thankful that we got through it we should all be grateful um having you know had school all year long um and i think it's it's gonna pay big dividends for all of our students in the long run um so i'd just like to thank everybody for everything they've done uh hanover high school is a great school um and it's a great community and there's a lot to be thankful for so that's my report in a nutshell if there's any questions i've been happy to answer any questions um i would suggest you look at the report um in the attachment um with sports sports is all wrapped up in fact the banquets are taking place right now um i can't thank the coaches enough and meegan for all her hard work with everything that's taken place
011on the athletic fields this year so i'm signing off thank you thanks jim and i know i've said it 100 times but i'm going to keep saying it thank you for all you did this year um in in an absolutely unbelievable year to come in as a new principal in a building um we we really want to recognize everything that you did to get our our school through this year um so successfully so thank you for that rick you stole my thunder i just wanted to echo what kelly said jimmy you came in in a horrible situation we put you in a tough position as the interim and i thought you did a wonderful job graceful and got us through a very tough school year so thank you thank you thanks for the echo rick
012uh any any other questions or comments all right and of course a huge congratulations to all of our seniors who are graduating this week um some of their parents are on this very zoom so congratulations to the parents as well and pray for sunshine on friday yes but maybe not too much sunshine well the weather's gonna be cool that they say that the temperature's gonna be dropping tomorrow so that's a good thing um you know b and g has been doing a great job of getting everything ready to go so i you know all systems are go and it's going to be a great great um ceremony for the students so everything's working out excellent thank you tim hey um so i'm gonna echo what jim said i think uh we're trying to shorten things
013up a little bit so a lot of what i have to say was in the report which is in board docs but we just wanted to thank everybody the staff the students the community for the dedication that we had this year we have 18 people who are moving on this year whether retiring or moving on to bigger and better things uh including four people who we hired specifically for uh the remote learning academy whose uh effort has been absolutely phenomenal this year and two people we have who are going on the absence um who we hope will be coming back next year we're in a very busy part of the year as well we have bridge week started for our sixth graders today so we had people all over the school i think in in
014sort of a funny story that shows what we've dealt with this year and how we've sort of managed to move forward we came in on monday and all of the hallway lights were off as well as the lights in the central office because they basically are set on timer by computer and they hadn't been reset after the memorial day holiday uh we sort of looked around and if you recall yesterday was a little bit warm so we sort of i called tony and i said just tony daigle and i said just leave it it makes it feel cooler in the building and it makes everybody calm down a little bit so i think we have uncovered something that we're going to use going forward whenever it gets hot because it has been a little bit
015nicer it's not really cooler but it looks cooler which i think helps uh in a way so again we sort of took something that was a little bit different ran with it and i think that's what we're gonna continue to do so we have a lot of things going on we have our we are also going to live stream our eighth grade celebration on friday um we have sixth and seventh grade celebrations that are going on june 14th we had kind of a neat thing happened today that was again all brought forward by community members we had a parent call up and say hey can we do anything for doug lance who is our crossing guard who has been there in just a phenomenal resource for us talks to the kids every morning so we
016had sort of a thank you parade for him this morning he's like great now everybody thinks i'm retiring but it was just kind of a nice way to say thank you to everybody who's been doing all sorts of great things we're looking forward to our ice cream sundae bar on tuesday we're doing one full day of pretty heavy-duty professional development around non-ver or verbal de-escalation of students but we think that we sort of want to strike while our inertia is moving forward rather than try to do a lot of stuff when we get back in the fall but uh and we just wanted to thank everybody that the board the community the leadership that's been shown here which has been absolutely phenomenal and i think come august we'll probably have a much a little bit
017more distance on it and can reflect on how amazing this year has been because to be perfectly honest right now we got four days left with students and i think everyone is just hanging on and and we're gonna make it till monday at noon uh and then we'll sort of reconfigure from there thanks tim um tom questions for tim uh not a question but as a parent of an eighth grader just wanted to uh pass along both my thanks as a school remember and an eighth grade parent for all you did tim uh as well as the rest of your staff there was an extraordinary year everything was just handled uh impeccably right down to your traffic control after school so well done from beginning to end there i really appreciate everything you did as
018did my daughter so thanks much thank you thanks tom kelly uh i would just like to as the parent of a seventh grader express similar uh gratitude tim for all that your staff has done um for us as parents and for our son going through the seventh grade it's been a really challenging year and i can't say enough for how flexible your team has been in every way at every turn with every request that's come your way at least from this family so and i've heard it from so many others thank you so much it's been a phenomenally successful year thank you thanks kelly any other questions or comments for tim tim i'm just curious what percentage of your staff is 18 uh people moving on that sounds like a lot uh i was told
019there'd be no math so um it's a pretty significant number and it involves but some of those numbers are uh two of those are actually uh ed assistants that we hired in the middle of the year um who were phenomenal fines um this is like one of those things where uh kovid was actually really helpful and he's no longer here it doesn't look like but one was pierce's older sister who had returned from russia from a fulbright so we hired her amazing and we had another student who took the year off um who had been playing basketball at st lawrence and came and was an ed assistant for us so obviously they're going back to you know things that are really cool for them um but it is significant and like i said we did
020hire for sort of four new people specifically for the remote academy including rick schluntz who i think is this is like his third retirement um so um it's significant but not uh and you know it's not going to hurt us too badly and we've got most of the people hired so to replace awesome just wanted to acknowledge that's a lot of work for all of you guys too so thank you for that all right if there are no other questions we will move on to business requiring discussion and the first item is our nhsba resolution so thank you to marcela for taking a crack at um getting us a rough draft of this while she's on vacation clearly that's uh thank you so much we appreciate that very much marsala clearly she had assistance so
021you know that's probably been helpful too so i don't know i hope board members had a chance to look at it i know it was uploaded um a little bit late um but again we do time wise have to accept this tonight or or endorse it tonight uh so that we can submit it to nhsba before the deadline um so again i apologize for that shorter turnaround we did discuss the last couple meetings so i'll just open it up if people have comments or thoughts at this point yeah marcella um i was just wondering if it might be helpful for me to talk a little bit about the changes that i made and relative to the changes in the language of the bill itself as it exists now absolutely so thank you um yeah no
022so the hp 544 that we passed a resolution on effectively doesn't exist anymore um it was absorbed into hb2 which is the budget trailer for the state's budget and the senate committee changed it and recently voted to include it as part of the budget with very different language so they're not calling it um the divisive concept spill anymore it's being referred to as the anti-discrimination bill and it was made much more expansive including a lot of new categories um and you know i'm totally on board with thinking intersectionally about different ways that we identify and different ways of discriminating um but really um when i was looking at the resolution that we passed it is almost all still relevant because at its core the language still um how did i say this so in in
023544 things were expressly prohibited like certain kinds of dei trainings were prohibited in the version now um it's not that they're prohibited but it's so unclear what breaking the law would look like that it's effectively kind of like a gag it would prevent um it would prevent us from thinking that we could have equity trainings because we wouldn't be sure what would be in violation of this law so examples could be like if a police manager decided to have a training about equity in policing they would be able to talk about racism and equity but they wouldn't be able to talk about implicit bias because the bill's language is very focused on um the fact that no one because of anything inherently about them makes them an oppressor um so you know it sort of
024i mean it's indecipherable largely as a though um another example is like a professor could teach about history of racism um but they couldn't necessarily teach about um you know privilege as having uh an effect on a person's life today so you know there's just i guess in the end the core of what we had in the original resolution is almost all still relevant i took out the section about you know being an interstate district because that's not relevant to the new hampshire school board i changed the trainings to effective training in dei i added a word there because it doesn't prevent us from doing the ei trainings it just sort of hamstrings us a little bit and how we get them done um and then i changed you know that it's clunky but i
025changed in every whereas you know the every reference to hp544 i kept hp 544 because i do think it matters that the germ of this spill was in this divisive concepts rhetoric um but i do specify that this is now hb2 part of the state's budget those are all the all the major things thanks marcella yeah so looking i i i support the bill the only there's a typo in line two budget trailer and then the question i have is we're asking the new hampshire school board association to affirm our commitment or affirm their commitment it would be their commitment um and that's i think that's some wordsmithing that we could could probably do to make sure that that's that's clear um the other question that i had um uh for everyone is um this
026this with this wording with hp 544 and hb2 this is a very sort of time specific resolution and typically the resolutions that are adopted by nhsba tend to be more um long-term ongoing so they're in my very limited experience they've been pretty quick to table um something or to not accept something that says or that they think will not be relevant next year basically that that's not general enough to be sort of a philosophical resolution um and so i wondered if we wanted to look at the wording in a way that um uses those as sort of um an example right such as the language in these but but broadens it a bit more um to to talk more generally about legislation that pertains to um divisive the limiting of divisive concepts or something like
027that i'm sorry neil um actually into piggyback off of what you just said kelly i think i want to make sure that i understand is this intended for the delegate assembly that's scheduled in october what's that so what's the timeline on hb2 like is that going to come up for a vote long before we get to october yes i think so so yeah so it's um yeah it left the committee and so it's going to be voted on by the senate and all signs suggest that the senate's going to vote it um forward um and then it'll just be a matter of whether or not the governor vetoes yeah so i well and uh and how much time does he have to veto after the bill's been passed is it i don't know that answer
028yeah there's typically a window of time in there where he either lets it become law through signature he let's become love by not signing it at all or he vetoes it but there's typically a so i guess my point being right is that if this is intended for delegate assembly in october i think we're going to miss our window of opportunity here right and so what i'm and i don't believe that there's another avenue to bring this before the full nhsba membership outside of the delegate assembly so um two options come to mind one is you revise the language in the resolution so that this is just a resolution of the dresden school board and then just you know get it out there that way second is is that you modify it so it's not
029specific to hb2 or to you know to what kelly was saying before but make it more generic in the event that this issue is going to come up again or we're going to see it in a different format or a different version in some future legislation because typically what will happen is like kelly said if you pass it the way that it is now at delegate assembly it will quickly become out of date because there is no you know those build numbers are going to change and things like that and so it won't be as effective right yeah so i mean we already have our resolution on hb544 so i don't know if we need to re-release one or update ours we i guess we could do that i don't know if we if that's
030necessary um i think the goal of this was specifically to get it before the nhsba you know more more as a concept resolution right that kind of as they've done with so for example we had a bunch of gun bills that came through and nhsba just two years ago adopted a resolution that supports removing firearms from school campuses and that was that was huge that was a big um sea change for that for that organization um but that's sort of an example of how there was legislation specific legislation that then led to a general statement of um opposing firearms on school grounds i'm sorry i saw lisa and then marcelo and then rick um i'm just wondering if we could do both of neil's points because i feel that the general is important just for
031the reason that you decided for the gun i'm sorry i seem to have lost my voice um the gun violence aspect of it or the guns on campus aspect and just a more general statement but i also believe it can't hurt to update our existing resolutions and make it about hb2 and get it in front of as whoever it needs to get in front of i just don't think like the gov you know getting that in front of the governor that like hey we're still here we're still opposed to this even though it's under a different name um feels really important to me as well even if it you know ultimately doesn't change the course of it i just think it again i'd like to give the governor as many reasons as possible to veto
032so thanks thanks lisa um sorry marcel is now a good time i can go to rick if it's not you good yeah go to rick get his hand up first okay go ahead rick yeah so when we did the hb 544 resolution if you actually did a search in new hampshire uh of the other school districts we were the only one that actually did a resolution a number of other ones came out with public statements so maybe instead of this resolution or we can still do it as a resolution i would suggest we see if valley news would publish something and the letters to the editor because that's really um it may be too late for the delegation but at least we can get uh some public um response to a resolution or a statement
033i guess yeah no i don't think i mean the the nhsba delegation isn't happening until october we just have to get something in for them to consider um by brittany do you have to remember the date it's soon it's like beginning of july i think yeah something like that um so that's the that's so those are two separate things um and and to lisa's point i think we certainly could do both but yeah thanks rick that's a good point marcela um so i'm i'm trying to think like thematically like about the guns um resolution and i'm wondering it's so tricky because it's been renamed like this anti-discrimination bill so like what do we what would it mean to be opposed to an anti-discrimination bill um like the rhetoric is really tricky um and so i
034feel like one of the one of the assumptions in the bill is that there is such a thing as a neutral education right um that there's you know two equally valid sides to everything that have to be presented um in order for education to be you know valid and not indoctrination and um i'm wondering i guess i'm feeling torn between wanting to keep the resolution the way we wrote it originally to capture sort of trajectory of this kind of bill like where it's coming from matters because that's what they're trying to you know maintain in in the changing language um and sort of just drafting something new that sort of speaks to that core um about you know being able to you know have local control free speech issues um you know that there is
035no such thing as a neutral education um and then the other thing that's concerning that i don't know if there'd be like a thematic way of bringing it in would be like uh grievances right how grievances are in the new bill grievances would go through the new hampshire um commission for human something i'm sorry i have this written down it's a different grievance system that could um the human rights commission um and so and this is the same body that's investigating discrimination in housing employment and businesses right and so it's already backlogged they're already working really hard in addition to that it could result in really material damages for any educator any administrator the whole district any public agent right like the um so i'm wondering if there's a way of capturing that kind of
036broad concern that like the stakes are pretty high they're threatening to punish educators for speaking about um structural inequity thanks marcella i'm gonna let see if jay has has suggestions or thoughts oh thanks kelly um yeah i i like the idea if the board wants to put its position out there uh locally i think the the opinion page is is a good place to do it uh as far as updating the existing resolution i think that's also a good idea um and as far as it receiving any attention we've been covered in the press already and just this afternoon i was approached by the new hampshire aclu who was working on efforts to essentially expose the the changed sort of appearance of this this legislation um and it wasn't they're interested in speaking with us
037about our position and um deciding whether or not we'd like to join them in their efforts so i'll be communicating with them tomorrow so um so we're definitely you know it does matter that you express your opinion and so far uh that has had an effect thanks jay i'm sorry brittany did you have like a clarification it looked like you were trying to jump in you're muted sorry goodness you would think i'd learn by now um so just gonna add some dates for context so um yes for the the call for um resolutions proposals are due by friday july the 9th so um we are on a clock there the end of the legislative session here in the state is june the 30th so we're on a clock there um and then the the other
038piece um i mean much to to rick's point to jay's point um another opportunity for visibility for us and i don't know what that looks like um as a new board member so i'm looking forward advice or direction here but there is an in-person demonstration that has been planned um for this saturday at 4 00 p.m at the state capitol building specifically for hb 544 now hb2 so i i don't know what that looks like publicly for us if we can i was planning on going just as a a private citizen but um you know if there's something that the board would like for me to do like a poster or something that might also get picked up in the press i am glad to do that but i i don't i don't know what
039that looks like so for what that's worth there's another opportunity there thank you for those details bernie yeah that would be i've never never heard of the in person piece so that um i want to let liz murray make a comment um and then just so board member members know we do need to kind of come to some sort of plan decision um so please think about that um and i think do we have a motion i think we do right in the um decision uh part of things um yeah sorry neil are you gonna help me out with that before i ask liz to talk yeah uh nope i'm going to do it after you ask liz to talk okay sounds great thank you all right liz you should be able to unmute can
040you guys hear me yes we can hi this is liz murray i'm the hea president and also a social science teacher at hanover high school and i just want to say thank you beyond measure for your action as a board to work on a resolution um as a social studies teacher this bill will could dramatically impact what i do every day in the classroom um and so i i cannot express enough how important it is uh that you guys are doing this and how much we appreciate that you're doing this so thank you so much thanks very much for that liz that's appreciated um all right neil yep sorry so writing a few things down um so uh suggestion for the board um number one um i would suggest modifying the resolution tonight so that
041this resolution actually comes from the dresden school board so just modify it slightly second and these are just suggestions right the second thing you could do is you could authorize the chair this evening to send a letter to the valley news that essentially highlights the resolution that was passed so if i were to do that i would be very terse in the letter piece of it and just pass along the resolution piece to the valley news because that's the piece that the board actually would vote on tonight the third thing is if folks want to attend the in-person event you just need to be careful that you don't accidentally create a quorum right if you if we're going to have more than a quorum of the board members attend i would argue that that is
042no longer a chance encounter and so it ought to be warned as a board meeting if you're going to hold up a sign that says that this is the dresden's boar's position then i would want to take a motion tonight that that's okay with this body to do so so four recommendations for the board thanks neil and i would just add that the dresden chair may work with the dresden vice chair to craft such a letter so i will throw that out there brittany i was just going to assure neil that i have no plans to represent any of our boards without the express permission of these boards planning on attending as a private citizen thanks brittany um okay so are there any is there any further discussion so do we need to recraft this
043now neil is that what you're telling me um i think if we if if we want to execute on something within the next week or so i think you at the very least you want to make those minor minor modifications to the resolution as presented this evening so it doesn't read as it's coming from the new hampshire school boards association for its membership but it's coming from the dresden school board make that modification and then take a vote on that resolution this evening so that you can you know determine whether or not this board approves that that's that's the minimum that i would do tonight if you're looking for okay so here's my suggestion when we get to the business requiring action um if somebody can work on some motion language that was for kind
044of four separate things um so if if i'm recapping the motions that would need to be made would be to draft a letter from the dresden school board to the valley news the second thing would be to reword this document so that it is a revised resolution from the dresden board or of the dresden board for our own our own resolution the third thing would be to redraft it such that it is um perhaps an ongoing resolution to be considered by nhsba for their adoption in october pertaining to um the protection of free teaching of of divisive concepts i'm not worried that well but um something along those lines is that fair those are the sort of the three things that we would be looking to consider um i think so i just think that
045item number three is is certainly going to require you to call another justin board meeting and you would need to do that prior to the deadline for the nhsva resolutions okay and for uh number because it was number two for changing the existing resolution um i believe that it may be as simple as striking new hampshire school board association and substituting the dresden school board in that resolved line okay okay and perhaps if we if it makes sense to reinserting the dual state school district if that makes sense to do since we had that in the original language okay all right i'm gonna move us forward now for discussion um but we will come back to that and i will look for emotions if any um board members feel inclined to make them at that
046time so uh trying to get back to the right spot here i apologize second reading policies we're skipping um technology project discussion jamie i suspect this is in your realm oh jamie or jeff yes it is hold on one second sorry i don't know some policies i'm working on the attachments for the hanover board maybe tomorrow night uh okay hi everybody um let me just get out of my hanover board meeting and back to the dresden one sorry multitasking here okay so exciting news as was also discussed earlier briefly at the hanover meeting last month um sorry for the late post things it's been crazy busy in our world at the sau um so what i've done is i've shown you an overview of the dresden total costs of what was initially projected and then
047where we have come in with the multiple bids that we've received on the three different uh proposal requests we put out um and you can see there's a a wonderful difference projected of 250 806 dollars less than initially uh thought it would cost right so that's great news we have notified the award-winning bidders we are not making that public yet until the documents are fully executed at which time we will post all of the information on our website in the area where the initial request for proposals were posted um so we hope to have they have 10 days from uh monday to respond 10 working days to get all of those executed because they we have um performance and payment bonds that have to be issued on them so that takes a few days right
048and insurance certificates and all of that but we did post the information for you in the administrative content if you want to just review what's been issued awaiting signature um let's see what else do we have posted i've also we had put out a request for proposal for financial um services um and we were we put it out to seven different banks um i worked with our treasurers for all four districts um cheryl lindbergh and dan stannard and we heard back from three we also posted the request for proposal on our website um the results of that are posted here we got results from mascoma bank clermont savings bank and ledger bank sent their regrets um so the information is there and we will probably need to hold another meeting to make a decision on
049how we want to move forward as this came in too late to post an action item uh but that i think could maybe be a you know a noontime meeting for this board um so but there's some really good there two and a half percent excuse me for a five year with mascoma is the lowest just reminding the board i also just barely put up just for your review so you probably can't see it a copy of the dresden debt schedule so you can see when the other large bond payments are rolling off so in the 2024-25 school year we would conceivably have room to pay off the balance of the bond either one whether you go five year or ten year we would have room to pay it off so just keep that in
050the back of your mind as you as you you look through everything process it and then we come back to make a decision um so other than that um i think we can entertain questions on that we're still working through the calendar of events okay i know josh malloy the director of technology put out information to the principals and directors at all the school districts letting them know who had been notified with the notice of award and trying to set up some meetings to move forward on timing so that's where we're at i'm sorry i did also reach out to the bond bank um i do have information which i didn't post here because we really i thought after all of our discussions really wanted the ability to uh pay off the loan early and
051the bond bank wouldn't allow for that great thanks jamie um and good news that things came in lower than expected that's always good news um just a quick question on that i know with construction projects for example you often encounter oh we didn't expect x y and z and so it's actually going to be a little more than we thought is that something that we expect might happen with this project or is it pretty fixed that this is what it's going to cost so i'll ask josh to unmute um i don't believe that's a pot a possibility as the pricing needs to be held due to the fact that it's an e-rate bid but um i'd welcome josh's feedback because he dealt more directly with the vendors so that's right on the e-rate stuff um
052we need to maintain the same pricing um but we do have if there were to be any change orders um for any of the other work that's not specifically e-rate related so for example if um if we wanted a phone in an area where we hadn't thought there was going to be a phone that's something that could be a change order that could be something that would be added into it but that's that would be a change in scope and so that would have to go through an approval process and that's something that it's it's a process so in general we try to keep it at the same level in fact for the e-rate stuff unfortunately if um if the prices change too much we run into a problem i'd have to work with our
053with our consultant on that that's never happened before but already have had somebody tell me that due to chip shortages um some of the electronics might run uh more expensive than was originally um quoted so that's i'm gonna wait till we get to that point but um i hope that kind of answers your question yeah no that's great thank you there is a provision in the contract for change orders and how it has to be handled okay super thank you kim just a question on timing for e-rate when what year would we expect those refunds to be available anywhere between now and three years i wish i could give you a better number but it's i mean maybe two maybe i should say one to two um but i've had that happen before it kind
054of depends entirely on how quickly usac gets the data processes it um currently it's still in review so um that's where we're at right now thanks josh all right uh and we don't need any approvals on this later right this is just an update okay super uh and then finally item i guess c technically on our agenda uh a proposal to change the scheduling of sau and dresden meetings um it's not really a proposal it's more of a necessity i think so we'll we'll see um i guess what our abilities are what our requirements are i think some of that we still have to figure out but i guess the purpose of this disaster quick discussion as i understand it is to get a sense from board members for um what we would like to
055see happen as we head into um head back into in-person meetings um yeah kim yeah i just wanted to clarify that um you know as of friday essentially all the rules would revert back to our normal um so if that is helpful background that's all i wanted to say for sure and i think just so people understand because i know there have been a people who said you know for and to be clear not not just for board members i think for members of our community we've had a lot more participation this year um in part because it is much easier to jump on for a few minutes or for a half hour or you know with kids running around in the background whatever than it is to physically come to the library to participate
056in a meeting and so um you know i think we want to have this conversation but i think it's important to recognize if we go back to exactly how it was pre-pandemic there are far fewer hoops to jump through right um if we want to try to maintain some sort of zoom capability or phoning capability or whatever that's going to require um quite a bit of technological hoop jumping for josh among others neil yeah so i think so how i understand that there were two changes essentially two changes that were made to open meeting law during this state of emergency that are about to then i believe expire one was is that they waived the requirement that a quorum of the public body needed to convene in person for a meeting and the second one
057is that you needed to provide a public location for members of the public to join the meeting so what this means right is that on friday when this stuff stops any board meeting that's been warned after friday a quorum of the public body needs to meet in person that's required and if we don't do that then we're violating open meeting law and so i just want to make sure that when if we say we want to discuss how we're going to handle this at the next meeting that next meeting actually needs to include a quorum of us physically together in a single space where the public can attend exactly yeah so um yeah kim yeah just to kind of reiterate kind of what the boundaries are for the discussion and this is kind of a
058note from our nhsva um thank you for very helpful emails nhsba but just know that um it says that we the school boards will still be allowed to provide virtual access to public meetings if the board chooses and likewise school board members with health concerns are still able to attend the meeting via electronic means but as long as it's consistent with the rsa 91-a to roman numeral iii so just to kind of give some parameters thanks kim yeah lisa um yes i must confess i never attended a school board committee meeting before being on the school board so do these open meeting laws also they also apply to all committees okay just wanted to be clear thank you yes so um i guess all i would like to know from the board at this point
059so to be clear we will be meeting in person um starting next i guess monday since we don't have weekend meetings um so that that is the expectation um i guess the the question i would have for the board is is there appetite to try to figure out some sort of ongoing virtual digital um engagement for the public and potentially for board members who may not be able to attend in person provided that we do have a quorum present in person jamie yeah and i just want to remind everybody that um while it is uh labor-intensive and a little bit more difficult to be able to um handle that type of dual meeting platform um the catv people who did our uh dresden and hanover um annual meetings they do have the capacity uh to
060handle that um you know if if we if we don't have i mean obviously we've got tech projects coming up and josh is going to be you know right out straight so if if we didn't have the capacity to handle that i'm sure that we could make arrangements probably through or with ca tv to be able to uh bring a dual type of platform forward um with a little bit of work yeah i know josh had mentioned outsourcing might make sense and i think also had mentioned um that it might be beneficial for us to consider holding all of our meetings then in the same location so that that setup could be perhaps in one centralized location so that's something just to think about um acknowledging that that's a little more travel for some people
061who want to be there in person but yes sorry kelly yeah does anyone know whether the new requirements will include the in-person meeting participants to be masked uh in new hampshire i would suspect not but i don't know that for sure kim thanks yeah so we actually have a hanover finance committee meeting on monday which is partly why i'm familiar with a lot of these kind of situations um based on guidance that that we've received from select board that the indoor mask requirements are still recommended and courage i don't even know what the but basically we were told if we're going to have an indoor meeting we need to be masks just at least for monday um and so you know i think that's on the town's building grounds i don't know if that necessarily
062relates to indoor school grounds and whether that's more on us um because they also stated that businesses are still able well the outdoor mask requirement is being rescinded um businesses can still require um customers to wear masks so i don't know if that applies that the school would have our own same flexibility or not yeah i guess i was thinking for the fall sorry not not in the immediate time period um yeah i think a lot of those questions will be answered at the state level right what you can require what you're allowed to require what you're expressly not allowed to require ben thanks kelly um one thing from my understanding as well something for us to consider is that from what you mentioned of josh's asks on this where we want to be in
063the same room each time for technological reasons is a lot of these committee meetings are going to be very small two or three people typically with public presence being very rare so would we be asking then most of the big meetings are either the high school library or the high school auditorium and there are a number of public meetings that take place during school hours during the day so would we want to have all those including those that could be disruptive to high school events i'll still be in that same room well we can certainly talk about it just to answer we're not required to have any of those meetings accessible virtually right we are required to provide a physical location we are not required to provide a virtual dual access platform for those yeah
064ben i understand i mean that if we are going to offer a virtual thing where josh says he wants it to be in that same room every time it's do we have to offer it virtually for all individual meetings can we selectively offer it for just the biggies you know or does it have to be all in or all out i think we certainly could say it will just be for the um normal or the general interested in board meeting or the general i can't think of the word regular that's the word the regular board meetings for example so we do have clarification in the emergency authorization that if we're going to allow it virtually we can decide which ones we allow virtually so this is not um emergency authorization this the the emergency authorization
065is expiring so we are back to officially the rules that were in place before the pandemic and one of those is that you certainly can provide access but you are accessed virtually but you are not required to provide that access okay thanks right um so i think just to to wrap that up i get the sense that we do want to investigate the possibility for all of the reasons that we've talked about for for the public for board members etc um but that we all recognize that starting monday we need to expect to have a quorum of any committee or any uh board meeting in person at the location that we provide on um our website brittany so what if the um one of the extra notes in the nhsba update email that we received
066says that school board members with health concerns are still able to attend meetings via electronic means but i'm assuming since this order is in place still and we don't have clear direction from the state or other we we don't have any idea how that will work moving forward if some people are in person and some people need to be electronic i don't think that i could be wrong and if anyone knows certainly correct me my my understanding personally right now is that um as as was the case in the past we had board members call in um if they could not be present we had to have a physical quorum present but we did have board members participate via phone and we had to do voice votes to allow that to happen so i think
067that there are some rules around that but i don't think that the state is going to specify you know you have to use zoom they have to be visible or versus they have to phone in i think there are rules about how voting has to take place if you are not all physically present just as we have to do voice votes on zoom but i think some of that and they may make more precise declarations as we go forward out of this you know zoom medium they may start making more clear rules around that so all good questions and we'll keep an eye on it all right i'm going to go ahead and move us forward if you have any individual questions or concerns about meetings please feel free to send that to one of
068the chairs and we will certainly see if we can address those concerns okay moving on to business requiring action um so we have expenditures minutes non-public minutes uh and then the nhsba resolution so um i think we're going to need some tweaking um on e and i will need somebody to make some resolutions so i'll propose that we do quickly b through d by consent we are not doing f because we're not doing the policies tonight so i'll take a motion for b through d by consent move to approve items b through d by consent thank you neil is there a second kelly thank you and roll call vote starting with brittany joyce yes kelly hersey yes neil dale rick johnson yes um yes marcella de blasios lisa christian ben heaney yes and mcconnell yes
069all right nhsba resolution slash revising the dresden resolution slash letter to the editor do i have any motion makers neil all right one second let me pull it up the first one is the long one move to amend the proposed resolution by adding a t to the word budget in the first paragraph and striking the language in the sentence that reads resolved the members of the new hampshire school board association and replace it with resolved the members of the dresden interstate school district representing the communities of hanover new hampshire and norwich vermont is there a second ben thank you uh and i will take roll call vote for that one starting with brittany joyce yes kelly percy yes neil oh dale yes kim maniac rick yes tom candy yes marcella de glassie yes lisa christian
070ben and mcconnell yes thank you neil for that motion do you have any other motions to make neil i could present one other for the board's consideration this evening and that is move to authorize the dresden chair to write and distribute a letter to the valley news referencing the board's deliberation and approval of the resolution passed at their meeting of june 8 2021. is there a second brittany and i'll start with brittany joyce yes kelly mercy yes neil odell yes kim hartman yes rick johnson yes tom candy marcella iblassie yes lisa christian ben yes and mcconnell yes are there any other motions this evening my sense was that if we want to propose this for nhsba we need to revise it and i i will i can take that on with the board's head nod
071and if it's something that we want to do we can convene a special meeting to look at that prior to the deadline of july 9th okay all right we will move on to reports and communications so committee reports i will share on john's behalf i know that there is an athletic advisory committee meeting on thursday morning so that is coming up any other yes lisa i can quickly share that the high school cpp met earlier this week and spent a significant amount of time talking about whether to carry um forward the template that they were using during covid to help students keep track of their assignments versus how to use schoology versus how to use the calendar no conclusions were met in the meeting this week but they hope to have a resolution by the
072time everyone sort of disbands um for summer so they're looking at best practices and are working from there thank you lisa any other committee reports neil uh i can report that the evaluation committee met last week to continue some work and that that work continues and if you want to know more details robin probably knows better than i do thank you for that report neil uh any other committee reports at this time all right so moving on to report of the chair i typically just announce the next meeting but since it's the last meeting of this school year i did want to say just a few words so i just wanted to point out uh it's written out so i apologize but this time last year we were busily trying to figure out how to
073decide what to do about the 20 20 21 school year and then we moved into our mega five hour 300 person meetings to try to figure out what to do about the 2020-21 school year and once we made all those decisions our custodians bus drivers food service providers teachers ed assistants support staff and administrators started the real work of actually making this year possible for all of us they worked tirelessly took on multiple extra tasks and duties and bore the burden of worrying not just about their own families but about every student and staff member they encountered each day i know i've said it a hundred times but i don't think we can say it enough how grateful we all are to every single one of you and i just wanted to remind everyone of
074this as we head into graduation end of year celebrations and decision making for next year there are still many unknowns and about next year about going forward not everyone's going to be happy with every decision that we make and every outcome of those decisions and we genuinely appreciate the community input involvement that we have had this year as we've said it's been far higher this year than ever before and that has been wonderful we genuinely do appreciate it most of it has been very respectful even in disagreement but not all of it and i just wanted to say as we move forward i want to remind everyone of the tremendous hard work that everyone has put into this year and will continue to put into next year often volunteering free time outside of their work
075day and outside of their typical work responsibilities we are very fortunate to have a staff that genuinely cares about our families and the work that they do to serve our children so i want to ask everyone in our school community to please continue sharing your concerns sharing your feedback in the positive and respectful way that our wonderful staff teachers and administrators deserve so with that i will jump off of my soapbox and pass it on to i believe robin is next is that right yes neil provided me with a good segue into the evaluation committee we did meet recently and we've been working on an updated evaluation plan for almost this entire year we now have a written overview and a chart and that was presented by the teacher representatives to the staff recently we
076did get some feedback about that they said mostly positive feedback so now i'm working to develop a timeline for potential implementation we'll look at the policies and what needs to be changed in those and work over the summer with a few meetings to get some further feedback i'm also working on planning some potential pd for the leadership team upon implementation with the danielson framework and i think that's about it for the evaluation committee i've also started working on some of the title grants with the high school and middle school principals and looking into those this is really the first opportunity that i've had to do that so that will start taking up quite a bit of time as well thanks robin you're welcome jay thanks kelly all right so one of one thing that may
077or may not have come to your attention is that um at the end of last week we we celebrated the folks who will be departing this is a joint celebration that we typically host with the hea and the sau sharing and the cost and so forth but we did it started out with a virtual kickoff and then we had get-togethers at each school each each hanover and dresden school um catered by jesse so we had food for them as well one of the the surprises that we had was recognition of of bill murphy and bill has been teaching for our district for 60 years which it's easy i say that it's really hard to think about because for many teachers 30 years as a career he's he has taught multiple generations of of hanover and
078norwich kids and it was it was really touching um commissioner edelblut actually wrote a very nice letter that was read to the to the group that was assembled at the high school um a number of former students spanning just decades and decades made a quick video to share with him and um i was able to dig up his uh his yearbook from 1956 when he graduated from academy high school in erie the same place my kids went to school incidentally and uh we shared that as well so it was uh it was really nice and um the math tim is 37. there where there were 37 uh people on that list who were departing from um from rms ray in the high school and so our hr department has been really busy our principals and
079our school-based interview teams have been really busy and you've been busy approving these rosters of of new candidates but i do have to say as we say goodbye to highly valued and experienced talented teachers and support staff our teams in the schools are doing an outstanding job finding replacements and i've had a chance to interview some really exciting candidates who are bringing more than just their professional credentials their other experiences are really going to enhance what we're able to provide for our kids in terms of overall experience um the other thing i i held off when when jim gave his report earlier i wanted to i wanted to say uh some kind words about jim logan it's it's they have already been said and he's no longer with us but i will say while we're
080still being recorded that when we decided to hire jim logan as an interim principal um we knew that he was going to face a really really challenging year and that he did and he did it really well he did it to the exact sort of expectations that i think we had when we offered him the job we he seemed like a very um experienced level-headed thoughtful principal we needed somebody who could shepherd the school through this really disruptive year and he did so and he did so with grace and i am i'm deeply uh grateful for the work that he did and wish him nothing but the best as he moves on to a new adventure with his family so um that's uh i wanted to make sure it said that as well and as
081far as the work we have ahead of us as a board we are kicking off the strategic re-kicking off the strategic planning process tomorrow with a meeting of the initial steering committee and i really look forward to that work robin's already begun begun doing elements of that work in the area of curriculum that we know is going to be a central focus for part of that strategic plan and the equity committee is meeting again really its first sort of operational meeting tomorrow and that's and again also related to the ongoing strategic planning work that we'll have so we're getting down to to business here uh even as the pandemic hopefully is subsiding thing that many of the things that we had to put aside during that period of time are coming back and it's time
082to make them happen so i'm looking forward to working with all of you on those projects they're big they're important and they're going to set us on a course for the next five years that are going to really help us direct the future of the of the school system and inform us as we go through our budget processes and and carry out the operations of the schools so so that's going to be exciting and with that i am done for the evening at least for my report thanks jay don't go anywhere all right thank you very much uh jamie good evening again and this is the longer portion of my um my sharing of information right so i'm going to share my screen here we go so everybody can see what i'm talking about um
083so we've done a financial uh report a narrative that we used to do every you know three or four months but it's been so busy in the last year and a half that we haven't done that uh so this is an end of year financial report um and i don't need to read it but i really wanted to read this because i wrote it today very heartfelt that i want people to understand that the administrators and their employees management of the 2021 20 budget 2020 21 budgets this past year are nothing short of a miraculous great job with a multitude of changes in every realm due to the covet 19 pandemic and its ever-changing regulations and guidelines we navigated through each decision both carefully and thoughtfully ingenuity was present at every turn as we looked
084for out-of-the-box solutions we strive to provide all of our students with a quality social emotional and educational experience whether they were in person with us or working with our remote guidance so as you take a look at the expenditures tonight and where we're expecting to end up keep that in mind because it's not been an easy year and i truly believe that we've done an amazing job at making sure that we've been good stewards of the public's funding of our school districts um so i'm gonna close this down you can take a look at it it's broken down into sections uh along with all of the other funds grant funds food service funds uh may intensive fund sounds funny and special revenue and donation gifts instead i'm gonna go to the overview of where i
085believe the end of the fiscal year is going to shake out so give me one second and i'll go there okay all right okay so um there is another report that's also attached which flows into this one and it takes all of the expenditures and information from the top of this report and breaks it down by departmental or what we call function costs so you can take a look at that as well with all the other lengthy reports that filter into that one so this shows our budgets for each section of the dresden district budget it's broken into three pieces district-wide uh richmond middle school and hanover high school um as you can see we're going to project a budget balance um deficit for district-wide the largest reason for that this year is two-fold uh
086legal fees um have been larger than i've ever seen in the five years i've been here uh we'll probably end up with a deficit in legal fees somewhere around 47 000 um or less we've encumbered a bit more as we've got a lot going on there are many different reasons for that and you can read about it um you know a lot of employment reasons due to the covid challenges that we were faced with some employee decisions that we needed to deal with with legal advice also you know just in the normal course of our school district years in special education realm um you know we need legal advice with uh certain questions that parents and students bring up so there's many different reasons why and the other one is uh you will see in
087the district wide it's 38 000 and it was uh due to the final payment of the richmond middle school lighting project which we had initially were going to pay off last year we chose not to do that because of the pandemic we wanted to be able to roll forward more funds we weren't sure where we're going to end up so you'll see that in in in the results of the line item budget if you take a look at that richmond middle school budget the projected budget balance expenditure balance is going to be about two hundred and eight thousand dollars many different reasons for that two the largest ones are benefits and travel because we couldn't do any also at hanover high school we're projecting a budget balance surplus from expenditures of 455 when you look
088at the encumbrance lines they're not going to match up to these numbers exactly because i've also included projections based on um encumbrances that will still be put on through the next two weeks as we wrap up the fiscal year so overall in the expenditure realm we sh and and this is very uh cautious i'm very cautious when i project these uh it may come in higher okay but right now i'm projecting 634 388 revenues we knew we were going to have some problems in revenues um early on we've been discussing it um you know since last july really the assessments are on target as they should be those are assessments out to each of our towns uh tuition really was um a fickle situation i guess is a good word uh we're we this is
089pretty much set in stone we've we've pretty much received all tuition amounts that were due we had a lot of changes that occurred not only at the beginning of the year but all the way throughout the fiscal year for the school district we had students coming and going and moving and you know so it as everything it was in flux this year right so at the end of the day the tuition um projected variance for revenue is 310.75 five dollars uh lower than what we had initially budgeted the other local revenue uh streams are going to come in lower too that's predominantly due to two reasons one is that interest rates are pretty much non-existent and so we're not going to make our targ target uh that we normally would when interest rates were good
090uh the other piece is rental revenue we normally take in usually right around 29 000 in rental revenue and we had zero rental revenue this year as our buildings were closed down to any outsiders so at the end of the day with revenues we're projecting the variance at 360 2 341. there is expanded write up on this in the narrative if you'd like to take a look um so our operational fund balance would be projected at 272 272 048 remember last year we had a fund balance retainage of 661 thousand dollars we're fortunate in that we took in 301 to offset many of our covet expenditures for the dresden school district uh so we didn't have to dip into retainage um and we are so that brings it to 933 000 of uh available fund
091balance we promised 700 000 of that uh towards the 21 22 budget as um surplus offset to taxation and assessments uh and so that would leave us with projected total unassigned surplus of about 233 000 uh this does not take into consideration any food service food service deficits that we may have um but again i will i'll say again i i expect this may come in a bit higher um because i'm very conservative when i project expenditure budget balance variances um so that's good news we're hitting our targets here we'll have something available for retainage um the other there's a whole host of other reports available here and there's also narrative on all of the different funds don't let the food service reports frighten you the narrative speaks to where i believe we're going to
092end up and it's not going to be as bad as the food service reports look we've just not booked some revenues yet because we've not received uh the reports from our vendor for the high school um and a lot of what we encumber will be adjusted to actual on the final bill um may intensive will have rollover student activity accounts and um special gifts and donations we'll have rollovers those are all allowed and the final thing in my financial section tonight is the audit engagement letter this is um from plazik and sanderson and it requires two signatures normally the signatures that go on it are mine and the board chair so that would require it's there for you to review and read that would require kelly mcconnell to come in and sign so we can
093send it back to the auditors so they can get started they're actually already um sending us requests for information so we've actually we've actually already started engaging in audit work we've not sent them anything yet until the engagement letters are in place um phew i think that was my quick two minutes thanks jamie i always love this visual representation of all the incredible work that you do at the end of the year so thank you for that um rick question you know jamie you mentioned the increase in legal fees how much is that attributable to all the right to know requests that we've been receiving regarding diversity equity and inclusion or is that have we not been billed for that massive amount of work some of it is attributable attributable to that i have not
094done a breakdown on all of the different uh sections of what we've been billed for we can go back and do that if you like um what i'll do rick is when we do the wrap up of actual um in august i can bring that information back to you in breakdowns that would be great i i'm i'm interested in the amount of uh extra work that the district's been having to do and the extra cost this is being put on our districts thanks sure thank you thanks rick uh garrett i mean to rick's point do we do we know kind of what the number is i mean are we talking a few thousand are we talking tens of thousands uh estimates that we're setting aside for uh the right to know requests i honestly don't
095know off the top of my head i don't process the bills the bills for that are processed in the superintendent's office um so i can go back and pull the information down yeah i was just wondering if even if we just had a ballpark i mean is it thousands and thousands or is it you know something smaller because obviously i'm assuming we're up to budget for that right somehow so it's it's covered through uh surplus from other lines um i don't honestly have even a guesstimate jay may have garrett because he signs off on the bills um but i don't but i'm absolutely happy to go back and have it broken down for the august meeting so we have actual numbers i i would i would hate to hazard a guess and be wrong cool
096i see jay's hand up jay do you have a ballpark yeah i'd say as far as right to know requests and legal advice on those were definitely on the low side of the thousands uh we're not definitely not in the into into tens of thousands um but we can we we can definitely detail that out thanks jay and and and as far as reimbursement for that we can charge uh for the production of documents that is a copying costs and so forth but we can't bill back the um uh legal fees thanks for the clarification kim jamie um i hate to put you on the spot with a map number but um do you remember what our uh two and a half percent retainage maximum number is for this year because i know it's two
