really walked out to start middle school track and it went bang that concludes the first day of middle school wow yep spring training here you are okay you're good to go whenever you want to get started she who am we missing is ben attending tonight i haven't heard from anyone so kim here's ben where's ben i'll check the attendees to see if maybe she was in the wrong spot okay well we'll go ahead we have a quorum so we'll go ahead and start kim may join us a little bit later so i just got in from shoveling my driveway oh there's marcella um we're going to call the hanover school board meeting to order at at this time i'd like to do an agenda review does anyone have anything they need to add remove or
change on our agenda for tonight jay uh yes rick uh we have um need to add an additional um teacher hire to our business require our non-public session and then ultimately to the public again okay is that already added in there or is there it hasn't been it's it's i currently have it in administrative content under agenda review i wanted to wait until the board gave me the nod and then i can add it um right away does anyone have a problem with adding it okay let's go ahead and add it into the non-public thanks jay thanks very much let me um trying to get open the board docks again hold on got it okay so um at this point uh i'll open it up for the public to address the uh the board if
it's uh regarding anything that's on our agenda if you could hold your comments until that point if you have any comments you'd like to make now please limit it to no more than two minutes thank you okay dan uh richards i'm gonna allow you to talk hi can you hear me got you loud and clear great thanks i've got two questions um number one i understand there's a curriculum review that's occurring and would love an update on what the status is of that review number two i understand from the last pto meeting that colonial days is being recast as colonization days and that there have been curriculum changes associated with that so we'd love to know when you're going to release the results of those curriculum changes and make that public thank you so lauren
do you want to take the first or the second question first the second grade team has been working diligently on a letter that explains the very incremental changes that they've made to the upcoming spring unit and that should be arriving in parents email boxes very soon certainly by the end of next week thank you and jay curriculum review where are we uh i know it's kind of a all the districts are going through it where are we right now well in terms of curriculum review the the race school's been busy all year long um working on on curriculum and as far as the district's level level curriculum review or curriculum process robin has only just begun doing some of that initial work and we won't be really embarking on a major curriculum endeavor until later
most likely this summer great thank you are there any other comments or questions okay great um so we're going to move on to the april principles report lauren happy winter everybody just kidding just send a little uh picture to my family down in virginia and let them know that we were in some sort of like maybe fourth iteration of spring of deception so here we are it's great to see you all on the screen thankfully hopefully none of us had to drive to be at this meeting which is one of those other benefits of zoom um i know we have a lot on our agenda i also have a lot that i'm going to try to cover usually i say i'll keep it short no promises tonight i'll start with enrollment uh we are holding
steady at enrollment here at the ray school 462 students which is what i reported back at our last meeting as well before our april break i sent a survey to all of our remote learning families to better understand the families who given the option to be able to return would choose to do that here at this point in the year and commit to that for the remainder of the year i received 28 responses from our 41 remote student learners um and uh we welcome back five students from remote learning into in-person learning three of them started with us on tuesday and we have two more starting with us next monday so we welcome back um a two second graders one third grader a fourth grader and a fifth grader so just in terms of class
sizes right now for in person for our kindergarten classes we're at 16 or 17 in each class for first grade we're at 16 or 17 in each class for second grade we're in 17 or 18 for each classroom third grade has 19 across the board fourth grade we have 19 or 20 with the exception of the class that we divided into two and those two classes have 10 or 12 students in the class and 18 5th graders in each of our fifth grade classes for our remote learning classrooms then we have 10 students that are in our remote k1 class 10 students in our remote second third grade class and 14 students in our remaining fourth and fifth grade remote classroom so we are holding steady excited to welcome back those remote learners look forward
to having everybody back in the fall for sure for the next part i'm going to update you on our latest session with groundswell change we were able to take a deeper dive looking into applying social emotional learning into our teaching both in moments of bias or stereotyping as well as throughout our school day and as the board probably knows and remembers um we're implementing here at the ray school responsive classroom practices and we've been doing so over the past several years here at the rey school as an entire school and it was um implemented by individuals even before that so this responsive classroom is not new to the race school um diving deeper today into our social emotional learning was beneficial because we were able to continue to support each other in social emotional learning
as colleagues and then also continue to support our students with the work that we're doing we examined in our session the social emotional competencies those include self-awareness social awareness responsible decision-making self-management and relationship skills in breakout rooms for this session we researched those competencies and created activities that could be used to develop those competencies in students and in each other in various scenarios that we were asked to talk about we then shared out in a whole group setting and this session created rich dialogue and conversation while also amplifying practices that we have already been using through our use of responsive classrooms so it was a fabulous session with groundswell change i'm able to report that we did have a kindergarten uh question and answer session as you know we usually have a great kindergarten registration
event in the spring we were not able to do that last year and unfortunately not able to do that this spring either so in place of the usual kindergarten registration event our kindergarten teachers hosted a zoom presentation along with a short q a moment and we will see and continue to re-evaluate what might be possible come late summer as we head into the new year because obviously we want to set up our new kindergarten students for the greatest success possible when they come to us in the fall a quick welcome back to you all and to all of our staff and students first from our school vacation it was a very positive re-entry very few absences after the break due to travel and just a continued thank you to our community and to our staff
and to our students for being vigilant being diligent and helping us remain open with that remote learning option we're doing it and i think this morning in our daily bulletin we're at something like maybe 36 more school days left we're doing it we're doing it so it's very exciting and we were happy to be able to come back refresh from our april break in terms of end of year events now that i mentioned it's coming so quickly we are doing some planning with consideration around covid restrictions and as things um come to a sort of a final iteration of how we're gonna celebrate the end of the year we'll certainly let the community know uh report out from the pto meeting uh we had two additional grants funded through our generous pto uh one was
put forth by russell ward who works in our student support center and it was for a build and take apart station so some of our students need a little bit of a distraction or a break or just really enjoy building things and taking things apart he now has a station in his room that allows students to explore some of the engineering pieces and take a nice break from what they're doing in the classroom or other moments when they just need some time away to be a little bit creative tara stone also put forth a pto grant on behalf of our academic support program to fund some student texts for their program as they work with students building strengths in reading so thank you again to our generous pto for continuing to fund these wonderful initiatives
that our staff are putting forward we had a great remote math night who would have thought it'd be possible but our pto is amazing a huge thanks to the whole pto but especially robert crockett irina perriard and sylvia holman who coordinated this event on zoom they created all of these material bags for students and sent home various materials that students would need to create a model uh that would be able to potentially someday maybe land on some extraterrestrial planet so all materials in this paper bag there was this amazing presentation by a spacex employee who talked about everything relating to satellites to the mars landing connected it to science standards and being a scientist in your everyday life students were able to observe a phenomenon this landing on mars create a hypothesis of a model
that might be able to work if you needed to land something on a different planet they created their models they tested their models they revised those models repeated their experiments um it was an amazing math night put together um just seamlessly and executed brilliantly uh by these by these folks and we were so grateful that we still were able to have a math night or a stem night here at the race school it was a blast and then i'm sure that robin will be touching on this as well but our staff here at the ray school most of our staff have received or are about to receive their second or first johnson johnson um shot so we're getting very close to having our staff vaccinated here and we're really grateful for that extra layer of
protection as we continue to do the jobs that we love and that concludes my report thank you thank you lauren um i may have missed it you talk really fast um did how do we do we have a sense of what the incoming size of the kindergarten class is going to be how do we actually determine that well we see how many people are registered when we open the doors and sometimes on the second day in the third day but as a sort of a data point um our registrar gwen dessert sends out um a just an all call for anybody that needs to be signing up their child for uh public education here in hanover and we do put ads in local papal papers as well i'm going to try to slow down now
sorry ads and local papers as well um and we have right now 72 kindergarteners already registered for the fall and we typically will see some movement over the summer as we head into the summer we did a little data analysis and typically what we see at the end of the school year and then the beginning of the next school year tends to hold in terms of numbers give or take a couple we don't usually see big swings over the summer so we can be looking at probably a class size for total kindergarten of around 72 students coming in to us in the fall and is that an average number or is that above average or that is it's right on target in terms of our projections yes okay great kim thanks lauren um so kind
of picking back on that i just was wondering if you had any insight on the rest of the enrollment right so the other grades particularly um we knew students who went to crossroads or homeschool or other private schools um if you have heard of them coming back or i guess any difference from what our budgeted enrollment numbers would be for the rest of the grades i'll be sure sure i'll be sure to update the board in our next meeting in the last several rays of sunshine we have included a link for parents of our current students and sent this also to students who were ours but are currently at crossroads to have them indicate what they believe their plan will be for next year i have not looked at those numbers yet we'll probably send
it out a couple more times to capture as many as we can but i'll certainly bring some preliminary numbers to the next board meeting any other comments or questions for lauren thank you lauren okay turning to business requiring discussion so uh first up is a discussion on the tuition rate for next year and then we'll we'll prove it in a few minutes so um jamie did you want to lead this sure um every i don't know if we do this every year i think we do it every year um so because we don't often have folks who pay tuition for race school uh it happens on occasion uh and sometimes it only happens for a partial year so uh the rate is figured very similar to all the other tuition rates that we do whereby
we take the 2021 fiscal year and we back out certain expenditures that would be ours regardless of whether or not we had tuition kiddos and then we use the um enrollment numbers and we come out with a tuition rate and so there that's what you have listed here so 23 6464 dollars how's that how's that compared to last year after adjustments i honestly don't know i didn't go back and look is it higher lower or about the same higher i think it's higher yes okay yeah does anyone have any questions or comments about the rape i can go look at last year's while you're doing that i'll move on okay so uh the retreat date topics and location the four chairs have been talking about this and have we i think we've the four chairs
think a meeting during a week night makes sense this year is that am i stating that right kelly yeah and i apologize right ryan had asked me to to give her some more details before she surveyed everybody and i just didn't get a chance to do that today so i apologize um but we will be asking for availability um i had just mentioned my weekends or bunkers are we are we thinking are we thinking may june or later in the summer okay jay i think we're still hoping um to hold it in may okay so if everyone just keeps an eye on their emails uh we'll probably send out a surveymonkey to figure out availability but it'll probably be during a week night and then um we'll also share with you the topics at a
at a later date kelly one of the other things that she had asked about um was in person versus remote that ryan had asked about and i think we'll include that sir as well just to ask people what they're comfortable with um at this point so if we did it in person which i'm not advocating one way or the other would we do it at like the high school in the library are we allowed in there now or yes uh as as the board we haven't made we haven't had a discussion about that about relaxing our visitor policy in our protocol okay we probably need to have that conversation prior to may but um i i would anticipate that we'll be able to do that just like we did for the for the annual meeting
okay so just keep an eye on your emails moving on to school calendar uh i know there was some edits last time is there anything major that needs to be discussed on the calendar i think we had some questions about uh the jewish holidays and [Music] the what was it the march date um teacher and service day so someone want to talk about what was resolved on that jay yeah i just my uh my uh understanding is that we've made all those verifications and that the calendar is ready for your approval okay does anyone have any comments or questions about the proposed calendar kelly jay what was i decided about the voting day that's i i meant voting day not in service um yeah yeah as far as far as the voting day goes we
we hadn't we haven't made a decision at the high school about that so we're anticipating that the calendar will remain the same unless there's a revision in the future okay thanks any other comments or questions about the calendar board survey results so we had it looks like six members did their board survey results i didn't see any really glaring issues other than the where was it uh non-share work is not shared equitably there's a mixed review on that um there was a comment about seeking stakeholder input before making significant policy decisions someone had mentioned they sometimes that happens sometimes it didn't and then training for all our duties that we have as a school board member um does anyone have any comments or issues i'd like to discuss about the survey or what we should
be working on in the next year kelly i just out of curiosity and board docs pulled up the survey from last year just to kind of see how it compared and um generally we made progress so there was a lot less in the orange and yellow this time around so um so that's good news i think that means that you know people are especially like a meeting attendance has been up um at least according to this survey so um that's i just want to let people know that and i did forward that to um jay and jamie and others who have access so we could probably upload that if people are curious and want to see it so i'd be curious i i know this is anonymous so but apparently some people felt like they
have not had adequate training um is there something we could do to help or or is it just a time crunch where people can't attend some of the nh nhsba training events so i'll just point out that it could be that people think others haven't had enough training as well it's not necessarily the person answering feels they haven't enough training um i don't i don't know that's the case but that certainly could be a possibility right um well if someone uh ben go ahead yeah um i don't recall being the person to make that comment but what i remember when i first when i first joined the board all the new hampshire school board association emails that i started getting i thought was junk mail and never opened them because i don't think i was
directly told look for training from this email to show up so eventually i caught on but that might be something for future board members okay so if anyone feels like they need additional training or they want to take advantage of it and uh please let me know and i'll coordinate with our uh with brittany who's our nhsba to figure out what's going on uh for training coming up uh someone had their hand up who was it oh kim you keep on shifting around on my screen sorry about that um so i also know that i think it was bruce duncan or someone made a kind of you know portfolio a binder of kind of an onboarding document and i remember receiving it i am sure i could dig it out in my email or or
maybe it was a physical copy i don't even really remember um and i just want to make sure that britney has it and any other new members i don't want it to get lost in the transition jamie do you have a copy of that i do have that thanks for bringing that up kim because i was thinking about that as you guys are having the discussion um and i'm sure that pulled up now i can send it to brittany or whoever thanks ben and i'm sure we should i'll share it with ryan because i'm i'm sure with all the transition she probably didn't you know didn't either get it or doesn't make me realize what it was so marcella do you did you get a copy last year i did yeah okay okay sorry about
that brittany i i think we'll just need to put together a turnover jacket for new board members um that fell through the cracks uh and i have a my sense now is because we're gonna talk about this in a bit is the committee assignments i have a feeling that some of the concern that some people were pulling more of the weight than others may have been fixed this go around when we talk about committee assignments any other comments or questions about the school board survey kim yeah i noticed um you know and i know it's anonymous but it was not me um but i wanted to make sure that this voice was heard um at the bottom where it says kind of other responses and just making sure that our um buildings and grounds or
you know our facilities level is at the right level and um whether we should contemplate um that being either an agenda item in a subsequent meeting um just to kind of unpack that comment yeah i noticed that too and i think it's i think the concern was that during our reports were you know either adequate or above adequate for all our facilities but then we have some issues that pop up and does it is it because we're looking at different items or we're viewing it using different criteria and whether it would make sense to have an outside agency do a facility audit jamie i figured you would have a comment yeah well it's one of my departments so um we had discussed doing a facilities condition audit a couple years ago in conjunction with the
strategic planning uh because tony and i we didn't have a strategic plan when we got here four and a half years ago so we did you know after the first year did a brief one on our own you know and and admittedly we're not experts in every realm that you know obviously it can't be uh and so i think we should do that if it's a facilities condition audit i have contacted a couple of different companies about that um so yeah and i know uh i had volunteered to be on the facility's strategic committee or whatever we're calling it and that everything came to a creature screeching halt with covid so i assume jay if and when things get back to a more normal status we'll start the strat strategy and maybe that's when the
we can do the audit if the committee members think it makes sense [Music] i'm sorry rick was that a question for me well i just i've just like i had head nod or a thumbnail oh yeah absolutely it's also going to be agenda item number one for our board retreat i'm sure okay that sounds good thank you kim okay moving to committee assignments so tom uh camden created a spreadsheet to help us track across all the different boards uh i don't have the most up-to-date one i can tell you for hanover's hanover school board uh i've got me as chair uh marcella as vice britney as secretary hanover budget is me and kim four chairs is me teacher negotiation and support staff negotiation is ben kim is our liaison to finance and brittany is our
nhsba delegate did i misstate any of that or miss anyone okay did you mention budget i'm sorry yeah so kim and kim and me on budget and then kim is our finance liaison thank you okay so is everyone good with our committee assignments we'll move on to requiring items requiring actions so can i have a consent motion to approve uh items b through [Music] k john rick i was just going to ask if it do should we um discuss the hanover friends grants and the bridgeman grants before approving everything or do we do that after um because there's quite a yeah actually why don't we uh lauren did you just quickly want to talk about the the four grants and then we'll do it as a consent um and then i i will note there
was another grant that we tried to get onto the agenda but we need to notice it so we may need to have a hanover school board special meeting either next week or the week after uh so we can uh accept the gift but if you wanted to quickly just talk about the the four grants do you want me to start it jay did you want to say something first all i wanted to suggest is that we could if there if the timing is okay we could tack it on probably to the dresden meeting on the 27th uh so we need apparently seven days um so i don't know if that's gonna work okay is it lauren isn't that what rhiann said it was seven days yeah i think we missed the the window so we
may want to do it the following week what is that may 2nd or something like that just it'll be a five minute call five minute call okay so i will briefly review you have the documents in front of you so hopefully you had a chance to look at them in in more depth so the friends grant we are always grateful to the friends of hanover norwich schools for providing opportunities for larger grant funding for some of the projects that we're doing here at the ray school this particular grant it was it was pretty awesome it was submitted by a former graceful student who is now at hanover high school um in collaboration with her advisor hannah rammer this is caroline loscher is a former race school student uh hannah romer the advisor nan and the
fourth grade team backed this proposal and the idea was to bring some other resources and primary sources here to race school for our native american unit in the fourth grade um for this year it means that 80 4th graders will be able to benefit from what is going to be the funds that are going to be used in this grant the itemized budget includes having a speaker come in and speak to the fourth graders as well as the purchase of several new texts for students to be able to read it was really great to see caroline present to the friends group she was quite impressive and having the support and backing from the fourth grade teachers was fabulous as well we of course fully support this as the friends did as well and we would
if chosen to be approved except this with much gratitude uh the next three are bridgman grant proposals um and i'll just do a like a quick overview of bridgeman i think we've all heard bits and pieces of it but um every year we have up to forty thousand dollars through this bridgeman trust here in hanover the process is that typically two times a year and the process is developed here at the race pool so it has been adjusted here and there as needed but typically the administration so nan and i receive two times a year proposals for bridgeman trust funding we take a look at the proposals that are submitted as the administration um and make sure that they check the boxes um under the guidelines for bridgeman proposals and those include include that the
project should have a clear positive purpose that the funds can't be used to reduce taxes that bridgeman funds must only benefit hanover students but that goes through grade six as it currently stands and that the hanover school board should use these parameters to determine if the bridgeman funding is appropriate and these funds have to be approved by the school board before we request them from the bridgeman trust so what you have in front of you are three different proposals three very different proposals the first one is to update the sound system overall system in our multi-purpose room our multi is this big awesome area in the middle of the school where all grade levels host a variety events of events in normal years that include you know small group work presenters that come in we
have a presentations that occur from community members there it's also an area that's used for showcasing big projects that students have been completing it's it's used for a variety of purposes and the system itself is outdated i can attest to that as i've tried to do presentations in the multi to third graders and others and it's just it's a real process to get everything up and running including the lights and the sound and the projector make sure everything's running well so bob stone put forth a proposal to update what we have and repurpose some of the items that we actually already have here at the ray school to provide a more user-friendly way to present in the multi-purpose room the steam backpack kits this is pretty neat too because it was submitted by both a
community member and a race school sponsor and so these were modeled after some backpacks that you can see if you visit the howe library and provide sort of an immersive experience around particular things of interest so the idea for these backpacks is that students would be able to check them out and families would be able to check them out bring them home have a really cool experience around a topic and then be able to return those backpacks for other students to use in the future really neat innovative idea and we're grateful for this one as well to be put forth the final one is from becky loose our music teacher she mentions in her grant that a while back we were able to use some bridgeman funds to purchase these great orf instruments um and
i can again i can kind of attest to the the um the need for this that would be really wonderful to have as i myself and have also watched becky uh go to students pick up these very large orf instruments try to load them on moving carts one at a time very carefully to clear out for the next class it would be just a great and super accessible way for students to be able to access these instruments keep them in tip-top shape and just continue the wonderful use of these instruments in the music class happy to answer any questions or clarify so what is an orf instrument i have never heard that term before is that a manufacturer or is that a type of instrument so i so if you if you came have you
ever come to um the japanese festival for third grade and seen students playing on the the instruments those are orf instruments and so becky luce is um in the participants room so she would be able to say whether it's specifically a brand or a type and maybe it's both um but those are the orf instruments they're used in a variety of grade levels but you may have seen them in sort of the community presentation as students are doing um music for the japanese festival got it thank you any other uh ben thanks lauren um does the sound stuff for the multi require any sort of specialization or can our in-house staff install it the plan would be for the in-house staff to be able to do this there's not there's not any like huge electrical
work but we would not do anything without consulting with our buildings and grounds folks first um but there's not a large amount of money that we would be needing to have these repairs done like what you see in the grant represents the work that would need to be done and and folks that would be able to do it we wouldn't do it without buildings and grounds but we also have some folks here that are pretty expert in the sound systems that we have any other questions or comments uh we gotta oh kim so lauren um i have to admit i have definitely checked out those how library backpacks and i know that sometimes some of those things get lost um or hard to find and for replacement value i guess any way to to think
about how do we use bridgman funds to kind of replace those that get lost or i guess um just in a way that seems manageable any thought to that yes absolutely so one of the another constraint around bridgeman is that if we embark on a bridgeman opportunity we're also committing to using future budgetary funds for the upkeep replacement or other so one of the things that would need to be done through our library media budget is that we would need to account for the replacement of items as needed moving forward and that's something that those folks would need to consider um and uh because they submitted this grant that is the understanding that that would be part of the budget moving forward sorry just just to clarify um so you said it the replacement would
be in our town in our school budget or in the bridgeman budget i didn't it would mean yeah it would need to be funded in the school budget but don let's say let's say a backpack goes missing we don't necessarily have to replace that backpack right it's not once we buy it we're now in perpetuity managing 40 backpacks that's right we would not we would not have to replace it but it's an important question kim as the board decides whether we would want to embark on this shall we well so just to clarify an answer to kim's question we're not permitted to use bridgeman funds for ongoing funding of something so once for example i think we've bought um robotics materials i think for the fifth grade classroom in the past and once we've purchased
those materials the upkeep of those materials has to be the responsibility of the school and the taxpayer on an ongoing this initially first thing had the same sort of discussion around microscopes i think so it is something that the board has to accept when we when we agree to put this money out that if there is any kind of maintenance expense that has to be incorporated into the school budgets going forward it cannot be bridgman funds in future years john so my understanding is it would be pretty similar to like a library book being checked out and lost that would have to be replaced by someone um so would it be kind of on the person who checked out the bag is that correct i did not get into that deep of a discussion actually
i had sort of um mentioned that it would just need to be funded out of the school budget i think that that is one way that we could move forward though as needed any other comments or questions okay so actually yeah question generally good sorry um you know i i think we probably someone i'm not sure exactly who needs to have a discussion with the trustees at bridgeman um as we are going to be moving sixth grade into dresden and um clarifying what that legal change means and um hopefully we can come to a mutual agreement so sixth graders can be supported um so i just wanted to make sure that we can kind of clarify that and then if we're i guess if we're already having a discussion kind of clarifying some of these
maintenance versus one-time costs at least for me i won't want to make sure and and you know i i think that that would be helpful to have as well so who actually interacts with the trustees is that you jamie or i interact with the town of hanover to secure um financial documents from the trustees i don't necessarily interact with them directly uh i think it used to be the superintendent's office that used to interact with them but i don't mind reaching out to them because i know who they are so i can reach out to them and ask to have a discussion about that yeah i just uh i think just a to let them know that what what we're going to be doing with the sixth grade yeah and uh just feel them out
whether that needs to be any changes in the documents or whether it's a no-go or whether they're fine with it so we can plan for next year yeah i was just making a note so i'll follow up on that and rick uh just to kind of clarify i mean part of my i i want to make sure we're not limiting ourselves but based upon our understanding we're kind of being maybe a little bit too conservative with how we're kind of choosing to apply for these funds because we typically don't ever reach that 40 000 which is a very comfortable run rate you know we always um you know we always have extra funds available essentially and so i just want to make sure um if we're talking about a sixth grade change and if anything
needs to be changed just making sure maybe that's a good opportunity to to address maybe how a replacement for a muffin tin you know would have to be back to the school if it's part of the initial fund i just want to make sure okay [Music] thank you ken um so okay at this point if uh someone would like to make a consent motion for approval of be through kilo wow go ahead hey britney go okay um let me get back there apologies so i move to approve items b c d e f g h i j and k by consent do i have a second ben any comments or questions uh do you have a question john are you second here yeah no you already got a second um um on the only change
would be on um the non-public minutes approval of them i was not present for that non-public but i'm listed as being a part of it but in the minutes portion in the regular minutes portion it says that i was not there so just taking me off the non-public part okay so other than that i'm ready to go uh brittany would you like to change your uh your motion to as amended yes i move to approve items b through k by consent as amended do we have a second ben any comments questions going around the horn john hunt yes brittany joyce yes kelly mcconnell yes ben keaney yes kim yes marcelo you can whisper bossy yes unfortunately there's no need to whisper yet and i think that's it okay moving on to uh communications and reports
so as i mentioned uh we may need a special meeting probably the the week after next to approve another uh grant it'll be a short one so you'll probably see a survey going at your availability um and just keep an eye on your emails for the coordination of the uh annual um annual what do we call it um retreat so uh that'll probably go the second or third or fourth week in may so just keep your eye out for that uh i'm gonna turn over to jay for superintendent's report thanks rick um there's there's a lot going on throughout the sau right now um and uh as you heard from lauren's report things are it's a very busy time of the year uh in a normal year and it hasn't changed at all since we're
so fortunate to be imported in person during this coveted year right now the things that are keeping us busy here are important and probably of interest to the hanover board the hanover high school principal search is well underway we conducted interviews today uh we interviewed three candidates and um we'll continue with that process um it's it's a it's a obviously a vital leadership position that impacts everyone and we're going to make sure we do a good job on that the other thing that's that's underway and we're making good progress on um is the evaluation committee and kelly and ben help us with that and we are moving forward we've already made the determination that we'll be um recommending alignment of our overall supervision evaluation process with um the charlotte danielson um uh rubric that that
uh is in wide use throughout the country and and it interestingly is is uh under uh it's currently being adopted by marion cross and they're they're doing some really interesting training right now which i'm hoping we can borrow from the the vermont nea has a trained uh person who is familiar with the danielson all the danielson work the framework for teaching and they're going through a sustained series of professional development sessions that tie together uh enhancing teacher practice with equity and it's a really neat training uh both robin and i have been able to participate in in two sessions so far and the new hampshire uh counterpart to the person doing the training in vermont is supposed to be outstanding and i'm thinking that down the road uh might be a neat opportunity for us
to um to sort of combine forces across the river and do this really important work the other thing is that this that we keep on throwing it out there on the horizon but it's strategic planning um is taking on much more more importance as the days go by um one of the things i wanted to address tonight just just very superficially is that we continue to work with the equity committee and the seo sau board will be working with the equity committee to figure out governance structures to sort of build the foundation under uh the building that's been created by that that uh committee um and to figure out what's the best way to generate board involvement and and share in the governance of that of that committee um the board has indicated that that
work is of high priority and so should be involved and that's that's work that's really something for the sau board to undertake but you all as members of that component board should be aware um and i think one of the first things we need to address is to communicate clearly with the community what our dei work is and what it is not there seemed to be some um concern and and uh some misunderstanding of exactly what's going on with our uh ongoing work with diversity equity and inclusion and we want to be very transparent about it and i think uh down the road we will come out with a district-wide statement that we can refer to that'll be make that all very clear especially in the wake of the um the verdict in the derek
chauvin trial um that one sort of seminal moment that really catalyzed the nation around the idea of making some real progress on racial justice it's just another occasion that sort of just keeps this on the forefront of importance for us we we need to be ensuring that we're doing our part and the controversy that sort of swirls around a lot of those efforts needs to be allayed there are people that are quite concerned and there are some misinformation we have made no large-scale district-wide curriculum changes we are working with our teachers are all working with information that they're learning on in the dei training uh to make sure that we're sensitive to the um concerns of of our students and our community and and that we're they're following we're following best practices and so we
need to be very as i said transparent about what what that work is and again what it is not so um that's all i have for tonight um i i want to again applaud uh lauren and nan and the entire race staff for such outstanding work this year in keeping us in person keeping our kids learning and um and i know that comes at the cost of a lot of extra effort this year and we're all very grateful to you for that work thank you jay and i uh also want to echo your sentiments so thank you and man what's your dog's name i'm sorry could you say that again what's your dog's name his name is charlie okay and he's a frequent visitor into into zoom meetings and i'm uh pass it off to
robin thank you hello everyone i have good news tonight we have our second vaccination clinic scheduled for this saturday very exciting so now we're preparing in case we have a significant number of staff that end up having side effects i'm hoping that's not the case but i've asked everyone to call in for subs by three o'clock on sunday so we'll have a good idea of how many staff will need to be out hopefully none i've told everyone to hydrate and drink lots of water before and after the vaccinations um and on top of that i'm actually moving towards some curriculum work which is very exciting i put out a call last week for volunteers to work during some weeks of summer so we can start documenting some of the curriculum some of it has already
been done at three schools they have a great start and so hopefully we'll be continuing with that over a few weeks this summer so that's very exciting thank you any questions or comments uh ben thanks robin i'm sure a lot of us a lot of parents got nervous when they saw that lebanon closed some schools as a result of their clinic a few days ago do we have a sense of what proportion of uh teachers from lebanon were not able to go on monday and can if that same proportion happens to us can we survive that day i think that we actually may be in a better situation than lebanon lebanon did not have to close all of their schools but we've had so many people vaccinated outside of the clinic at this point that
i'm hoping that it will not have a major effect on our school and we will not have to close any other comments or questions for robin jamie good evening everybody's doing well a little bit of snow out there tonight my mother used to say or my grandmother would say that's poor man's fertilizer right at this time of year it's a welcome sight for all of our fields um so there's a lot of information posted in my section for you based on financials tonight we're doing um i've run off reports that show the quarterly the actual quarterly expenditures but also show you uh year-to-date expenditures in the column just to the right of the range to date column so you can take a look at those at your leisure i've taken the information and done an
unaudited uh projection for year end so that's probably the um document that i would want to to speak to tonight uh for the may meeting i will do a write-up on where all the um savings uh came from um so we do have some revenue um i don't like the word issues but it's probably revenue shortfalls due mostly and totally to the covid pandemic we're right now projecting that we'd be a hundred and one thousand two hundred and fifty nine dollars short the variance projected um predominantly due to we had no summer school tuition last summer uh because we didn't run any of our summer camps uh interest in checking in investment accounts is way down everybody knows it's pretty much non-existent we had no rental revenue which would represent twenty thousand dollars of income
uh the summer school tuesday tuition was six thousand dollars um our adequacy aid is five percent lower than originally budgeted uh which is a difference of about seven thousand dollars um and and they have they tell you that you know at the beginning of the year we won't have adequacy aid next year i doubt i don't it goes away um building aid is right on catastrophic aid actually came in 49 600 higher they do an adjustment after everybody has filed for reimbursables um and depending on the percentage of the whole your your your your percentage of the pot can go up if other people's um filings are disallowed so that was good news medicaid will be way off this year um there's a lot of reasons for that there were changes in the legislation but
also because we had so many um you know kiddos that pulled and went to different areas or did homeschooling some of our services are down for medicaid reimbursables um and so we're we're speculating another 35 000 in that realm that's in the federal reimbursements and grants section um and then the fund transfers so when you put all of the variances together we're we're looking at a revenue variance shortfall of 101 259 so then we take a look at the expenditures at this point in time and i'm looking at expenditures year to date and then all encumbrances and then i add to the encumbrances the projection based on spending habits um and the cyclical spending that i that i know that we normally do so when you look at the regular instructional programming uh section that's
going to show encumbrance higher than the report that's printed and posted um it's increased by um probably let's see about about 160 170 000 uh and that's because i've i've increased it to uh spend out the substitute line uh to spend out more money in contracted services for music because of uh some of the end of year events that occur to spend out more of the general teaching supplies because remember this is at 3 31 so we have april may and june to go and while they're very good at encumbering funds we hadn't shut them down until uh like april 19th so when we do this again for may we'll have uh more you know more actual year-to-date expenditures and the encumbrances will then adjust also included general school equipment some more expenditures in that
area the coordinator and volunteer is right on in the technology i've included uh more projection of expenditures for the building-wide technology line um of about another 6700 dollars there are in the special education i've included more expenses in some of the teaching supplies other equipment maintenance and other services lines let's um preschool lines are pretty much uh right on i've included about a thousand dollars more in projected expenditures just to cover the supply textbook dues and fees lines these are lines that are discretionary expenditure lines for the folks on site at the schools the esri extended school year is done that would have been from last year and as you can see we didn't spend much because we didn't hold our camps the esl and bilingual i've included a little bit more than what's already
encumbered to cover supplies and textbooks and i carry that through for projected encumbrance increases for also in the guidance lines in the nursing lines um they're not large amounts 600 1900 in the staff development lines um the 22 12 and 22-13 i have included spending out the bulk of the sdc which is staff development available funds because you know a lot of that comes in towards the end of the year and they have through i think may to be sure that the purchase orders are on and then they have through october to complete um getting their receipts in for reimbursables so i've increased uh the projection in in the encumbrance section on that on that line for media salary i've included some more projections for they sold monies remaining in supply lines books magazines repairs
and online database which can come up for use during the normal course of the educational programming that's remaining for the fiscal year um in the school board services and superintendent service lines um i've increased that by approximately let's see forty seven hundred dollars to cover uh for recruitment and advertising costs um if you know as we have some more turnover as we get in towards the end of the fiscal year um we may have some more need for that also some legal fees in the legal fee lines i know we're already over in those lines a little bit in the um let's see school administration and principal's office that has more monies added to the projection in the encumbrance section which is historically spent towards the end of the fiscal year for admin and staff
development as we get to the end of the fiscal year we have the additional days between the closing date and july 1 they do some curriculum work and a lot of the monies are spent out at that point in time um also pre-employment cost assemblies some contracted services um and some potential for a little bit of administrative local travel um although that i probably over i probably over-encumbered there a little bit um they also because it's towards the graduation time for families and the kiddos and they get all excited uh we do a lot more printing uh maybe some more expenditures on office supplies uh and publications and postage lines so that's all been included in there for plant maintenance as we're going down through um i've included this the expenditure of the other maintenance
services because we have ongoing um you know contractual obligations to take care of our equipment uh in the custodial services line i have encumbered fully the carpet tile repair and replacement line of 21 000. the bid has been awarded for the carpet for the music room so that will uh yes very good great news we'll be getting that done um i told i met with tony yesterday the director of um plant and yes i made sure that we have gotten through that got our quotes and picked a vendor um let's see grounds maintenance we're pretty much on there we're a little bit over on the one line probably due to all the removal and of snow student transportation i've made a um adjustment there due to the ever changing transportation routes that we embarked on
this year um there should be credit back for about a half a route plus or minus a little bit because we had to add some secondary runs in order to socially distance children properly on the buses um so you're going to look at the actual report coming off the system and it's going to say it's encumbered for more and we've overspent the line but it's in the at the end of the year we're not going to overspend the line there'll be a balance left um let's see special education transportation is right on that's uh actual uh field trip transportation i've not encumbered anything nor has the school district um i don't believe we're going to be going anywhere off site at this point nor nor are we allowing any of our staffers to go to
in-person training so i have fully encumbered the site improvement line and the building improvement line i've met with the director of plant he's been following up with lauren about some of the projects that we still have remaining and we should be getting those scheduled shortly if not already we're right on on expansion principle and interest you can see fund transfers that's an in and out so um we haven't expended that yet because it's just been that's bridgman on that forty thousand because we've just um discussed approval and they'll move those lines in and out and then transfer for free and reduce lunches i've earmarked another thousand dollars here in that line uh due to a couple of accounts that i'm discussing with parents right now so at the end of that day we're looking at
a balance of approximately 728 206. bring that up here offset from the revenue variance we've promised 600 back against taxation and i think we're going to hit our target based on projections right now we'll true this up a little bit more in may um and so that's the general fund budget there are four other i think i've shared four other yes four other budgets with you which i'm happy to go over quickly or do we probably want to ask if there's questions on this one first kim jamie thanks for the update i have i think three questions and one you may have answered and i might have missed it as i was looking for my notes um was we we talked about you know during the budget cycle that the music room carpet stairs was
that included in these projections or was that expected to be covered with the 26 additional no that's included in these projections okay sorry i think i missed that okay perfect um and then um my other question was about food service which is i know on another fund um and we can maybe get to that um and then kind of an overall question with the federal fund relief do we know yet how much the hanover school district is going to receive from um federal grants due to coven yes one second i just was working through that earlier sorry one second i had that in my hot little hand oh i was working on dressing okay so um hanover for hanover so the sr1 allocation sorry about that uh we received and spent out 5939 dollars it
was used for technology for the early part of the technology upgrade the spsrf allocation was the one where we compiled all the information and we had to do it through december 31st and so we did that and hit our target of 600 that was the uh 200 per child um allocation so that's been spent and moved you'll see that on the grant fund report uh so the draft sr2 allocation for hanover at this point in time is twenty thousand eight hundred and forty three dollars i have been told by my counterparts in vermont that and i don't know if this will carry true for new hampshire or not i haven't heard much yet about sr3 they're just barely starting to chat about that and it hasn't been released in vermont we're being told by the
aoe that whatever you got in s or 2 you'll probably get double that for s or 3. so if that held true kim that would mean that we would have approximately 41 000 in uh in sr3 i have not had discussions because i think they just opened that up for us to um apply them to different areas that are allowed expenditures so we've not had a discussion uh with jay and ryan and lauren and robin about you know the best place to direct those funds um so for the sr3 is is there a time so i know sr1 right was or yeah it was through december 31st then sr2 is for the rest and then is sr3 i guess can go into next year as well yes they actually they spsrf allocation which was the
governor's fund discretionary fund was through december 31st the sr1 allocation actually i believe initially went through june 30 june 30 of this year you could spend through that six grand that we got and they might have they might have extended that but the sr3 they haven't even released it yet and i believe it's due to go through because there's a lot of people getting really big dollars in the more empowered locations and so they're looking at using it for very large capital expenditures on the buildings thanks sure any other questions or comments so uh you had mentioned three other budgets jamie yeah three other um funds yeah so let me just squish this down and then i'll bring those up real quick can we get a wave top unless there's something that you need to
dive into [Music] you mean you want me to share my screen no no okay yeah quickly um so correct so we have grant funds uh that are extended to us those are that's again the srsa title one title three idea b preschool remote learning title four um and the essers so we had total dollar amount available so far this year of two hundred and eight thousand six hundred and seventy three dollars um of that dollar amount available to us year to date we have spent a hundred and eighty thousand eighty eight dollars fifty 52 cents we have 9 000 encumbered and we have budget balances of 19 585 dollars and three cents and you can take a look at that report it is listed the revenues and expenditures so that sounds like we're on track
yes you can only spend what you receive exactly and then the food service fund which kim was chatting about earlier uh this is through march 31st we had a very slow start to our food service program this year not unusual happened many different locations across all of the state of new hampshire right now based on uh revenues and expenditures we are in a deficit situation of 21 704.70 i expect that to get better uh as we go we have april may and a half a month of june left i do i don't expect it to be that high when we end the fiscal year so why is this report show month to date and year to date and they're both the same numbers because it's the way that they're entered okay okay so i'll fix
that i i didn't have time i'm sorry i usually give you a different report yeah yeah so the year-to-date numbers are correct yes yes absolutely um and i want it broken i usually give you a report where it's broken down more so that you know how much is food and how much is contracted services i'm sorry my my finance director's been out sick um she had her yeah anyway uh let's see and then special gifts uh which is our donations fund um and grants you know private grants there are two reports here the easier one to look at is the trial balance report which you can see the opening balances and then how much we've spent and how much we've taken in and it shows you all of the different funds um and currently at
the end of the day here we have spent this year so far sixty eight thousand twenty one dollars and twelve cents and we've taken in 65 482 dollars and 77 cents so we're kind of in and out almost evenly and i believe we're awaiting uh reimbursement from one of the from one of the pto grants um how do we have like negative balances on like the kelly's nation because credit balances on a balance sheet are a negative oh okay it's opposite of what a bank would show so those are actually monies to the good aren't you all glad that i'm on the budget committee you're fine um that's why we usually we usually restate it on the other balance report if you look at that one so and it shows you the inter fund payables
we need to re-set this up and it's one of the things that the auditors had pointed out that they would like us to have both stats historically they've run the debits and credits through the same line not separated them into revenue and expenditures that's why i go to the trial balance to tell you you know what the activity has been because if you look at the at the report that you're normally used to seeing it's not going to show you revenues against expenditures but we're fixing that for next fiscal year got it okay and then we have an audit posted that was posted last month late um but kim i'll let you go for it thanks i i was just trying to beef up on my um you know kind of new hampshire bills that
have been going on going through and i just remember in the valley news there was something about um using kind of the school lunch leftovers and that's also why i was just wondering if any thought had been um given to how that would impact our food service line and how that you know how if we would do that or not i i don't i actually am not familiar exactly with what's um being proposed but i just i um any thoughts um i believe what they're discussing has to do with national school lunch program yeah so we don't participate um and they were discussing it because some of the folks embarked i think on the cep which is the community eligibility provision or the what we did in norwich which was the summer food service programming
uh that the state over there made available because of a waiver um so some of the districts are are going to come out you know with leftover with a profit basically right and you're and when you participate in national school lunch program you're not supposed to have a profit in your food service it's really not allowed because they consider supplanting so they're making special arrangements i think this year to allow for the school districts if they find themselves in that situation to use the money to upgrade equipment or to do free programs through the summer no i just want to break even i'll be happy any other comments or questions for jamie thank you jamie okay the only other thing i would say rick is that i know that the hanover finance committee normally likes
to have a discussion with our auditors at the same time that the town of hanover auditors come so as long as the school board doesn't have uh any issue with that i will um happily help arrange that and let you all know when it's going to occur sure anyone have any concerns nope okay and just uh since i was on i still am on the finance committee we did that last year as well um so for i guess maybe two years i don't think we did it during copen now that i think about it but that was last year in my mind so jamie do i need to come in and sign that audited report no we're we're all set uh they make jay and myself sign it good yeah any other comments or questions
okay moving on to committee reports do any of the committees meet over the last month and have anything to report kim i do and um i think just basically two items to note um uh kind of real quick the hanover finance committee uh did kind of a debrief the budget kind of how did things go from a finance committee's perspective um kind of where to improve and really you know finance committee members had really strong things to say really positive you know kind of things on how our budget went this year and that they were able to contribute and felt listened to in the sixth grade um tuition working was really um strong so i just want to kind of relay that that's um kind of the sentiment of how the things went um of
course you know a couple items to um to work on and i would say this is more just notes for me um you know kind of for when we give the uh public presentation uh before the vote to make sure we include some actuals in comparison and it's not just budget to budget and you know i'll work to incorporate a slide or two or however way to think about that for for next year um and so that's just kind of how the debrief went um the other item i wanted to talk about was uh the finance committee members wanted to support the negot the school negotiations effort this year as we will be all of our boards will be engaging in that process and um finance committee members had some ideas on how to support
with some financial analysis and whatnot there is a subcommittee that has um i guess very early stages kicked off um what what that research could look like um some of the discussion was around um kind of understanding what this retirement um kind of so the state of new hampshire in our retirement system um for decades has been pretty underfunded and so as we've seen in our budget this past year we had that 25 or so you know increase in the rate and that kind of happens every two years is kind of what we're learning to expect um maybe not necessarily that large of a rate but um the finance committee um was trying to understand or wrap its head around um what if uh the schools decided to start reserving for some of those fluctuations
to kind of smooth it out and understanding how much of an impact that would be because this is something we can't control i mean whatever the state retirement system says we have to do we have to do it that year so um just to kind of understanding what that um kind of situation were in um and have some financial background and perhaps that would get fed to a negotiation committee but would likely be presented in a open you know in a school board uh meeting forum so um if anybody is interested in joining that effort i think i got um to be signed up for that um in the subcommittee but um you know i just wanna and since i'm not on the negotiations committee i i also got that um so i uh just
wanted to kind of share those those two updates and any questions happy to answer them any comments or questions for kim jamie so i would just make a couple of my sorry my phone keeps going off i'm playing with transportation things um for tomorrow morning we're gonna have perfect weather tomorrow morning and it's not going to be any issues um so a couple of thoughts on that uh for the school board to think about um you can assign people who are not board members to a negotiation committee team if they have expertise in an area that you think will behoove the situation okay so um keep that in mind um that may be a way if you if you're comfortable or want to for you know maybe one of your past board members to you
know help in the committee work or or what have you who may have an expertise in finance or or whatever you can do that um secondly we want to i understand their concern about the retirement system being underfunded and the state of new hampshire pushing the liabilities on to the school districts every two years because it's been happening now for 10 or 12 years i i think we need to i would caution us on setting up more reserve funds in that area um just because the dra gets a little bit the department of revenue administration who oversees some of the management of trust not management but approval processes for trusts and reserves they get a little bit wonky they really didn't like our sixth grade reserve fund i was told a few years ago that
we we really shouldn't be doing it and it should have never been approved and all of those things and well too bad it's been going on so we're just going to continue so um but i would keep that in mind that we may want to have a discussion about if we want to try to help offset costs like that um you know to try to keep the budget neutral when those things occur um on how to do that we might want to have a conversation with the trust folks um either at the town or at the state level can i reply to jamie if you don't mind rick go ahead um so yeah and i just want to maybe clarify i didn't necessarily saying that you know there was any sort of consensus that setting
up a reserve fund was even what was the intended of the i was just trying to internalize what was being proposed as uh what the financial analysis would reveal so you know we'd have to every two years we have to kind of do what what they say if we were to if we were to kind of assume this is a year by year growth what would that look like so that that kind of more approximates what a kind of our compensation hit is if you call it that way you know every year what it would drive each year out yeah exactly so yeah so whether it's an actual reserve fund or not i mean i i think that's kind of less of an issue is just more kind of what is that number because it's
to be so it's less of a surprise every year you you can actually kim reserve for uh internal retirement um you know like like the early retirement that we offer it in the teacher realm you can do reserves for those for early retirement costs for liabilities early retirement liabilities many districts have trust for those ben thanks jamie um your question about your comment about community members on committees do you know would that be a board decision or is that a committee decision to add someone i believe ben i will double check but i believe it's usually a board decision okay thanks any other comments or questions so kim just a question on the sense of the town-wide assessment that i just got noticed that my house is going to be visited soon what are they
thinking is it going to be a major surprise like two years ago or that is a great question in fact i actually emailed kari about that a couple of days ago um because one of the other um pieces that the finance committee tends to kind of you know i guess in this case it's more of a watch than necessarily an opine like a born article necessarily would be um but from what i understand is that the finance committee will be meeting with the assessor shortly after uh the new assessments are released which i believe it's in june don't don't hold me on that um and so at that point the finance committee is expected to you know kind of go through the details and and see if there's any significant changes in what those changes
are be and why um i think i got a uh uh received you know an email back from kari who had had a discussion with our assessor um and it seems just from an early highlight days it seems you know i think it's not so surprised to anybody that you know our commercial property valuations are less valuable um you know generally than than than elsewhere and our residential values are more valuable um and so uh that general swift you know kind of switched from commercial to residential is likely going to be expected and that um you know we'll other than that there wasn't any sort of guidance and even that respect was just more of a discussion you know i've had with but will that assessment hit us in the next budget or the following
year the the upcoming budget cycle so uh so essentially the that would be for the october okay or starting process okay exactly yeah i believe i'm not i'm not the expert on the town i think it's a one-year lag when you do an assessment because you have to have a period where people can file um uh adjustments can file appeals appeals yeah not the appeal pro they already do the assessment no they're just they're just starting them now so we'll affect our tax our our tax rate setting for the 2223 fiscal year i don't think it will affect the 2122. we'll double check we double check thanks okay at this point we're going to move into non-public for personnel so would someone like to make a motion hello ben move to enter to non-public session
