and i don't know uh jay or who uh if someone could start the board doc so we can have the uh join feature i just was able to join rick could okay bring over my colleague nan parsons okay we are recording and streaming so you are good to go whenever you want okay let's see if we're all here all right and we are recording so it is it is my pleasure to um initiate the uh march 10th meeting of the hanover school board this is our regular meeting and our reorganization and the way this will work this evening is i'll kick off the meeting and then we will elect a chair and then i will hand over the meeting to that uh that chair before i do that though i'll take this opportunity to again

welcome brittany joyce our newest board member so thanks for joining us thanks for serving and we look forward to working with you i also want to congratulate both kelly and rick for their re-elections nice try escaping um better luck next time um and then also i really want to thank the entire hanover community for supporting both our budget and our warrant articles i know that was a big ask and i want to thank the administration who made a very compelling case for things like our technology needs and it just again shows how very much our hanover community supports education and values the work that all of you do um so uh with that said um i at this time would entertain um nominations for the position of chair of the hanover school board kelly i

nominate rick johnson all right are there any other nominations kim i was going to second uh really in robert's rules of order apparently we don't need a second for a nomination um are there any other nominations besides rick okay then um again per roberts rules of order we really don't even need a vote but we're going to do one as a symbolic gesture of support for rick so um all those in favor of um rick johnson as chair uh we'll go around the horn here kim hurtman yes all right john hunt yes marcella blassy yes gratefully brittany joyce yes ben amy yes and kelly mcconnell yes and rick any opposition no opposition i was going to use the lyndon b johnson quote but all right well i'm happy to turn over the chairmanship of the

meeting to you thank you jay and brittany welcome aboard uh very excited to have you and we're gonna move quickly through the agenda so um the next item is appointing a vice chair um would someone like to make a motion to appoint a vice chair for the hanover school board kelly making all the appointments here i'd like to appoint marcella as vice chair and i didn't ask her ahead of time hence the look she's giving me right now sorry any other uh nominations for vice chair marcella would you be willing to serve if you were elected okay yeah absolutely thank you great so i'm gonna go around the horn kim hartman yes john hunt yes brittany joyce yes ben any yes kelly mcconnell yes and johnson yes congratulations marcella i'll be i'll be out of

i'll be out of the country for the next four months so well then it's all just gonna fall apart okay now we have a position of secretary ben you were secretary this last year right uh not of hanover but i was of sau okay um kim were you secretary now i'm trying to remember who our secretary it was marcella we usually give it to you that's right the newest member who i might be passing the nominations so do we have a nomination for brittany from kim do we have any other nominations britney would you be willing to serve as the secretary and we'll we'll explain exactly what that means marcella can get with you i was the secretary my first year that'd be great because i just learned how to vote so if someone can

just explain to me how to do things i'm glad to do that great thank you okay we have a minutes taker so don't that was when i was made secretary i was panicking because you're not a minutes taker don't worry great uh kim voting on brittany heart menia john hunt yes marcelo blassie yes ben ginny yes kelly mcconnell yes and johnson yes welcome aboard brittany great okay and now school committees so if you look at the items we have several committees budget teacher negotiations support staff negotiations and then two liaisons one to the finance committee and one to the nhba delegate who will attend both for hanover and dresden so i'm not going to uh uh i think everyone's been on committees that are here right now if uh you want to change email me

and let me know what committees you want to be on and brittany if you can just take a look if you have any questions on what the committees do let me know what you're interested in um i will say the the one committee person that i want to stay is kim for budget and finance so but uh i will let her i'll i will let her volunteer if she wants to do that but uh the other the other two big committees this year are the negotiations we have negotiations coming up for both teachers and the support staff and those are going to be i did the supports i did the support staff this last november december with jamie and kelly hersey and it actually was very enjoyable and learned a lot so i i would

highly recommend sitting in on one of those two committees so ben i'm happy to take either or both yeah so if you can just email me which one you want or both if you want just so i i i'm not gonna take notes tonight but i'll just get a list going and then we'll share it at the next board meeting great so now we're going to move on to agenda review is there anyone that needs to remove add or change anything on our agenda tonight kelly the board survey are we doing that tonight or are we punting that to the next meeting jay jay what was your response from the board this last week do we want to do you have enough data or do you want to discuss it at the april board meeting

if it would please the the board i'd prefer to push it to april yes so um i know there was several of us that are delinquent and so that would give me an opportunity to get mine in um so if we could just remove that and put it on the the april board if you haven't done your if you have not done your survey there's three of them one for dresden one for hanover and one for the sau please get those done asap and we'll discuss it at april jay brittany you probably could be excused from completing the survey there you go great uh ben in follow-up to the special meeting we just had do we feel the need to distinguish a separate hanover school board letter so to speak or would it just be

we could be concurrently signing with the one we'd be doing at sau so we had the four chairs discussed that earlier this week and because the sau kind of encompasses both hanover and norwich and all the schools we thought it would just make sense to have one from the sau which would you know by by default would be speaking for the other school boards go ahead we're going to put our make is this sau does cross state lines and whether it might be helpful to have a new hampshire exclusive district as well so jay actually did talk to our attorneys go ahead jay yeah i would suggest uh because because our norway norwich colleagues um govern uh marion cross they're also obviously um sit on the dresden board they do have a stake in it

and they they their voice will be important but i think uh to ben's point in the wording of the resolution we can make it clear that we that we're speaking on behalf of four separate entities um so that it carries more weight yeah so actually we can put that in the resolution the signatures are all going to be the same so we'll just when the when we start drafting it we'll include the four boards does that work for you ben it does thank you any other questions changes to the agenda tonight great at this time the public can address the board basically if you can keep your comments to two minutes and if it's uh regards to something on our agenda tonight if you could hold your comments until we get to that point uh

if there's anyone in the audience that would like to make any comments please raise your hand okay not seeing anyone uh we're gonna move on to lauren to the for the march principles report good evening everyone i'm going to start with enrollment tonight um as you might recall from our last board meeting our enrollment last month was 456 students and we currently have 461 students i spoke a little bit about some incoming students from other districts moving into our district as well as some of our home education students joining us back here at the ray school that accounts for some of the ad i will note that we are anticipating two more students to join us in april i'll be sure to include that in my next enrollment report um we'd like to welcome a

new rave family member maybe in a non-traditional way i'm excited to let you know that our fourth grade teacher emily clarkson had her baby so therefore the new family member which is the perfect segue for me to talk about our two new fourth grade teachers and their transition here into the ray school as you know we welcomed tom weir and julia roy no relation to our own joy roy just in case you were wondering uh tom and julia stepped in as fourth grade teachers so that emily can have her maternity leave it was a very successful transition from all accounts we were able to have tom and julia shadow emily clarkson for one entire week followed by an additional week of co-teaching where emily took a step back to provide feedback and coaching while tom

and julia took over the class last friday was the first day of our last trimester here at the ray school and on that day we split that class into two so tom weir now has his own class and julia roy has her own class and we're excited to be celebrating this last trimester and excited to have had such generous time with emily clarkson before she left us to join uh her new family member at home and we wish her luck and we're very excited to have tom and julia on board here at ray i wanted to mention some grants that have been written and generously granted by our pto this year um we've had a the first one that i'll mention is called skulls pelts and erosion science materials this was submitted on behalf of

the second grade team by sarah vaschel for stem programming in second grade we also had grade three magiscopes approved that was submitted by margie bish on behalf of the third grade and those you may recall we've heard about them before our field microscopes that are really really neat and very um student friendly and very durable so we're excited to have our third graders be able to use those magiscopes in their stem learning as well robin henry has submitted on behalf of the entire school a grant for chalk so if you see any wonderful artwork out on our sidewalks and on the green top it's courtesy of robin henry and the pto getting students more chalk to be able to use especially as the snow is melting and the temperatures get warmer and hopefully stay warmer

mrs henry also on behalf of art is piloting a space postcards from the race school program which i'll share more details with you um we're trying to figure out the best way to do this um and i look forward to sharing what these space postcards are all about kristen olmsted on behalf of the esol department here at the ray school submitted a grant for picture writing art supplies um in a library for literacy and social awareness for our esol crew and um all of these things add to enrich the experiences of all of our students here at the ray school so a big appreciation to the teachers that are submitting these grants and the staff members that are putting forth these proposals and then to the pto for their generous support of these wonderful projects

that we have here at ray this leads me into another set of grants it's important for me to announce that the ray school or the hanover school district is now accepting bridgeman proposals bridgman proposals i'm going to talk through it just a little bit we heard about it as it was one of our warren articles for next year but the hanover school district welcomes annual bridgeman trust proposals for the purpose of enriching the lives of all students of hanover with students in kindergarten through grade six that includes our grade six students are up at rms all bridgeman trust proposals must benefit more than one classroom moreover priority will be given to proposals that benefit school-wide access if there are community members that are interested in submitting bridgeman proposals we ask that community members have a

teacher liaison who can coordinate with the school to be able to put forth these proposals and ensure that they're carried out in a way that makes sense for the school as well so we'd want to teach your sponsors but these proposals can be put forth by community members as well as teachers and staff members of the hanover school as well as teachers and staff members of our rms sixth graders as well if any of our community members are interested in hearing more please feel free to email me and i also will be putting more specific criteria including what's required on the proposals in the rays of sunshine for anybody that's interested every month i speak to what we've been working on in our diversity equity and inclusion training with groundswell change march is a bit

of a tricky month as you know here at the race school we do have half day conferences on wednesdays and wednesdays are traditionally the days that we meet with groundswell change so due to some scheduling difficulties our next session is actually scheduled for the end of march so i'll be reporting out on march sessions as we head into april and i look forward to speaking more about what the race school in the district is doing um as we come back together in april as i mentioned we have our half-day noon conferences that are happening today was our first one next wednesday will be the second and final conference day by all accounts conferences are going well we're off to a strong start having completed day one of conferences here at ray i wanted to thank

the community for the strong support of all warren articles that have passed for our next school year with a special gratitude for all of the hard work that went into drafting creating and putting forth these worn articles that included our school budget so thank you to the sau the ray school staff the fi and the finance committee for their support and thank you for the to the community for the votes that passed our school uh budget for next year as well as all of the other associated warrant articles thank you very much for your generous support and then i will end by talking a little bit more about our 100th day for those of you that weren't able to drive through the parking lot here at the race school on our 100th day some of

our second grade team as well with input from many of our other students in other grades and other staff members and other grades created a bunch of signs to celebrate the 100th day of school at ray and i stay here at ray and i'm speaking here at ray in person and here at ray remotely because we are all together here um in heart and in spirit so i wanted to read through some of the things that encompass both what's happening in the remote classroom as remote classrooms as well as in person that kids and staff members wanted to celebrate on these signs if you weren't able to drive through so i'm just going to read through there were more than 100 i'm not going to read them all but here were some of the things

that were listed flexible and kind space masks hula hoops friends pto treats laughter snow days silver linings ice sculptures and ice slides more than halfway resilience remembering heather billingham smores thank you pto space stations dancing read-alouds physical distancing rocket ship morning meetings thank you families friday dance parties air hugs feeling safe smiling with your eyes celebrations hooray for ray we did it together science baby and here in our rocket ship in the front lobby we have 100 day mission accomplished onward and upward so we're continuing on in this final third trimester here at the ray school and continued appreciation for what our community is doing to allow for our various learning options here at ray we are so grateful that concludes my principal's report happy to take any questions thank you lauren that was wonderful

i'd be interested has there been any chatter among the kids about their teachers and staff at the race school getting their vaccines coming up soon i haven't heard any chatter from students there's certainly a lot of chatter and excitement among staff members you may be hearing a bit of a more of an update with specifics when it's robin's turn uh in her report but um we are just all looking at the future with a lot of hope and a lot of optimism especially with the opportunity as school staff to be vaccinated great thank you uh kelly did you have a question uh actually a comment sorry um sort of a question and a comment um the about the um conferences that are taking place and um i've actually really enjoyed zoom conferences i think it's

efficient and it's easy for a parent to pop in and um you know be home with kids and so i think that's just one of the many things that we're going to probably be looking at as we move into next year what do we want to keep what do we you know what worked well what changes do we want to hold on to um so i was wondering if you guys have talked about that because for our family at least it's it's worked well i think that's one there's a great question and thanks for that comment i think that's one thing uh if we want to talk about silver linings that's one thing that has presented itself as a really nice opportunity for both staff and families to be able to engage a bit more

flexibly on parent conference or parent-teacher conference days as you can do them from anywhere and like you said they are very efficient so while we haven't concretely made those plans for next year about how conferences will look we've certainly felt that that's been an asset as well kim thanks mine's also kind of a comment but just to really underscore lauren's um gratitude to the community for supporting our warrant articles i mean i i did some quick math i don't know if anybody looked at the results but our lowest approval or support um it was 94 passage and that was the budget so i guess sorry for bringing down the average there but um you know so 94 um approved and we had up to 96 97 across the rest of them so i mean that

is amazing and really appreciate all the support and i also want to say we had the same turnout rate as a normal year so the number of voters were the same so thank you very much any other comments or questions for lauren thank you okay so we're going to move on to robin for a covet update anything going on oh so much and i actually have an exciting positive report tonight only a little bit of negative news but i'm going to continue with lauren's upbeat positive report um we did have a positive coven case of course on a friday last week at the high school so we had not had a case since the beginning of december so that was good news but um that's the only bad thing about copen this week the good

news as you know is that our teachers are going to be vaccinated so that's what we've been spending a lot of time preparing for we have a the upper valley public health has organized a clinic for us at dartmouth hitchcock and that's going to take place on march 27th everyone is so excited i can just see the relief when i go into schools now people are just so happy that this is happening and i've had over staff members sign up for the clinic and we actually have almost 150 staff members that have already received the vaccine or are in the process of having the vaccine so great news on that front um and really the excitement is just amazing so that's it for my coverage report so robin the 27th is a saturday so how

does how does that work with our teachers and staff yes so it actually works out well we were concerned about possible side effects and what that might the impact that that might have on the schools if we had to have a lot of substitutes especially once we go into the second possible dose um so the saturday is actually working out well for people they're happy about it being on the weekend and we don't know what type of vaccine we're going to receive and i haven't received the times yet but hopefully that will come out soon and uh jamie or jay will that how does that impact the budget is that considered a a payday or uh no rick that's it's it's not but this is a an opportunity that people take advantage of and they're

lining up and they are sending lots of emails just clarifying and making sure they're on the list to robin so people are very good vaccinated everyone's checking and checking twice all right great uh someone had their hand up ben uh hi thanks robin for all your work are you getting any pushback from staff people declining etc no not really i have not heard anyone say that they don't want the vaccine thus far great thank you and someone else had their hand up kelly yeah i think i thought it was you kelly sorry it's always me um just a very small question i've been hearing sort of that there are not not necessarily shortages overall but you know that they were expecting a certain number of johnston johnson doses and then those haven't come is there

any concern with um you know the roll out of this across the state is there any concern about not getting the vaccines that we are anticipating and hate people to be disappointed since everyone's so excited is that a concern at all no no it hasn't been a concern in fact when i first started talking to public health they talked about doing it toward the end of april so they've been able to move it up significantly great any other questions or comments for robson uh we are now going to move on to discuss the 2122 scout school calendar is there any comment there jay go ahead sure this uh this is on as a discussion item tonight and um we we typically at the race school have conversation about the timing of conference days and the

half day situation um at this point we're we're pretty comfortable with the calendar the way it's presented but i do have to offer one little potential wrinkle and it maybe more directly applies to to dresden but it would have implications for all the districts we have over the course the past couple of years run into trouble around voting day and uh this year was no exception and one so one potential solution that's been discussed numerous times never formally is the idea of perhaps having a non-attendance day on on election day um where this becomes maybe more important is in those situations where we have sports teams at the high school who are almost every single year in the playoffs every year and the new hampshire athletic association doesn't tend to make accommodations for that when

they're planning their playoff schedule so if if we had that day as a non-attendance day it would mean that we could set up as normal in the gym at the high school but if it was a non-attendance day district-wide we potentially could move voting to the middle school or we could have it in a different room other than the gymnasium if there was a playoff game and there were there were concerns um about having people in the building at the same time the students are there those are always there so that was just something i want to throw up for the board to think about and we're going to be talking about it as a leadership team next monday but but if we did decide to do that then we would alter the calendar by

attacking a day on at the end and making that a non-attendance day so you're talking the march march for next year march 1st yeah yeah so why why don't they use the black center for voting is it too small uh our turnout tends to to spread out through the course of the day i don't think it's necessarily too small and and uh this this year we couldn't do it because we've we've had to divert our our child care programs and so forth and there there just wasn't any any opportunity for them to to do that um so you know who knows what next year will bring i'm assuming things will be back to somewhat normal but if we were to just have a non-attendance day on voting day it would allow people freedom to vote

it would eliminate any potential conflicts and it would simply add a day at the end of the year it's just something for us to think about it's an idea that's been thrown around every year we just never have brought it to the board for discussion i think in the past parking has been an issue at the black center any other comments or questions the only uh thing i'll ask is the jewish holidays in the fall those been taken into account i'm not sure when they fall in october december i believe so rick but we'll review we'll we'll do that as an additional screen prior to monday okay any other comments or questions uh john uh jay is there is there um concern around the the november voting day as well or just march um i

guess you'd have you have the same potential in november uh when we have an election um but this year's 2021 is there is there i don't think there's a is there a general election in november i don't think so i don't think there's any i don't think there's any state or federal elections this year around so we may want to consider that for the next year and also primaries which is september uh ben yeah and the the last uh national elections were it were at dartmouth last november is there any reason the possibility of going there that would alleviate some of these issues will dartmouth give us a hard no for their own reasons this time around that wasn't an option for us because they had so much um they were using that facility for

a variety of purposes um related to their own covid management from what i understand and um so could it be yeah maybe we could certainly look into it and kelly i think dartmouth often has sports teams in there that weren't using it this fall so that's probably part of the problem there but um just a couple of thoughts one we probably want to keep our eye on some of this gun legislation that's going through i know that's been a concern in the past that um there have been laws in the past in new hampshire that allow people specifically to bring to cary when they come to vote and so that's been a concern that you know that means we potentially have people coming to the buildings legally bringing firearms to vote and and we don't

tend to have too much of that in hanover but it's something that we've kept our eyes on um and then uh the other question i want to ask jay and this is just an idea i'm throwing out i see the teacher in service day that is in march anyway and i wondered if we thought about moving that to the voting day because it would keep kids out of school i know it doesn't you know open teachers up to be able to go vote during school hours but i wondered if if that had been perhaps or could be considered as one of the options for that day yeah i would say we could um in fact there there was in just an informal conversation i had today there was some thought about having monday uh be

an in-service day and then tuesday another non-attendance day um two free people up to vote but we could do it that way this is part of the conversation that's all any other comments questions okay so this will come back up for a vote yay in april or yeah rick and i i guess just just so i have a sense is there anybody on the board who who is adamant that we should retain that as a as an attendance day because the reason i'm bringing it before this board is because we wouldn't simply have a non-attendance day for the high school um it would it would it would be district-wide so i just want to make sure that this board had the chance to think that over and and um i would defer to lauren i

will think a little bit more about it um i hadn't considered it uh in the context of the ray school calendar um so i don't have a an opinion at this moment on that and i will certainly um correspond with jay if i anticipate that that would cause any problems and lauren we can we can certainly discuss it at length at the leadership team meeting it's one of the only things things on the agenda so kelly is your hand up or it is sorry i'm gonna be a little bit of a wet blanket on this just because march is already pretty choppy for our parents with the um half days for student parent-teacher conferences you know all all important things all um but i'm always wary of working parents having to take one more day

off um because we have a non-attendance day for a very good reason again but um it makes me a little wary for our working parents ben yeah i'm with kelly on this one my my instinct is to push back on that a little bit so wouldn't j is there an option to make it uh uh only impact the middle school in the high school it'll be trickier but again we can talk about that monday and a proposal for you to to consider in april great thank you surveys are going to be discussed in april template for subsequent year meetings so this is what uh rhiann uses when i meet with her to go over our agenda setting um and it's pretty it it's pretty uh solid it doesn't change year to year but is there

anything we're missing here or that we think is no longer relevant or necessary so i can tell you the september hanover dresden tuition discussion will be removed from the list maybe not we have to we will have to have that discussion this september right jamie and kim no no because it will be for the following year so correct assuming that dresden allows us to send our sixth graders to dresden correct so that will go that part will go away okay um i also had updates to it as well and i can share them with her what's that to the document oh you have updates to it yes okay um and i'll just put them on record here but i'll share them with her it seems in looking at it that the quarterly reports are um

repeated like it's in october it's again in november and it really only needs to be in october so i don't know i don't know how i missed that last year okay and then in december where it says budget update i think we should just reword that because it's a it's the budget projection update means that we're discussing the budget we're building not the budget we're in yep um and then just a clarification on the june financial that that's an actual projection for year end we don't really discuss fte updates but those are all financial ones um so i can just we can just fix those and bring it back out to you great so uh jay just for general information for the rest of the board um for brittany and for folks in attendance at

the meeting um these are just template items so these are sort of things that repeat um but what the way we typically develop the agenda that's a duty of the chair and the chair meets with me and the senior administration and the principal of the building to go over each month's agenda two weeks prior to the meeting and just so people know we do have a board policy that allows board members certainly at any time can offer items for inclusion on the agenda and members of the public can recommend they certainly can recommend items for consideration of the board um and they would need to submit them to us at the sau or to a board member to be considered at that agenda planning so that's how the agenda gets made and we we typically

um we'll keep the items that have been placed on that agenda in that process in place once the meeting has been warned and the agenda's been shared but then additional items can be brought before the board during agenda review though we hesitate to bring new business without that advanced notice so that's how the agenda is prepared and how you may participate and i'll just note if you look at the march we typically talk about the friends grant and retreat topics but at our agenda setting meeting a couple weeks ago the retreat is still up in the air and the friends grants are still in process right lauren yeah so we're we're deferring those two to later but uh if anyone sees any additions or uh corrections please let uh i guess jamie know and then

jamie will give it to rhianne are you are you keeping the master sure okay great any other comments or questions so uh moving on to business requiring action can i have a consent motion to approve our minutes and our expenditures then move to approve items b and c by consent second john kelly yes apologies wrong screen kim art maniac marcella lassie yes brittany joyce yes john yes ben keaney yes rick yes great okay report of the chair so our next meeting will be uh wednesday the 21st and at the sau meeting we'll have uh the opportunity for the hanover school board to put their name on that resolution that we're going to be putting together um i don't have anything else to announce for tonight and i'll turn it over to jay for superintendent's report

thanks rick i i don't have a lot myself um but i do want to thank all the folks who came out tonight i see that we still have 23 attendees at this meeting and the over 80 members of the community who showed up for the sau meeting before this and i just want to let folks know that the the format of a board meeting a board meeting is is the opportunity for the board to transact its monthly business and it doesn't really lend itself too well to to hear a lot of commentary from from the public but one of our dresden board members had a great suggestion and we are going to follow through with it and that is to hold a community meeting um that's more of a sort of a town hall type

meeting where we'll be able to structure conversations with the community we'll start out with um with a presentation and then and then establish sort of randomly selected small groups so people can engage in a really meaningful dialogue on a lot of the issues that that were discussed this evening not just the legislation but in in general if we if we can't have civil discourse in this community i don't know where it's possible and i think it could be very productive it'll also be very informative since we're restarting our strategic planning process um we'll be uh embarking on that journey here very shortly and we'll also be doing a lot of work on documenting and um and uh renewing our curriculum and that presents all sorts of opportunities for for the school community to make sure

that its priorities and its values are um present in what we teach and how we teach it so um so that's i guess a promise of an invitation to the community to a larger more in-depth discussion than you can have in two minutes at a board meeting so um i look forward to that i find those to be really um really great opportunities for us to share ideas and and and i've seen nothing but good come of them so um that's my report rick thank you jay um kelly i just wanted to add um i know that we mentioned to people who had hoped to speak in the earlier meeting and didn't get a chance to speak that we are happy to receive emails if if those who do contact us could please be explicit

in the email about whether this is a comment to be added to the minutes or whether this is a comment to be shared with the board um no acknowledging that once something is shared with the board um it becomes a public document that is um subject to open meeting law that that can be requested so just um be you know if you're if you're sharing something personal or private with one person um that is one thing um but be explicit about the audience that you are intending your comments for please great points kelly thank you so be uh before i turn over to jamie um just want to clarify oh go ahead lauren i'd just like to add on to that uh to say that uh nan and i have received many many emails from

folks who continue to support us in our commitment to our dei work and so i wanted to publicly just express my gratitude so whether or not you were able to speak at the earlier meeting or whether or not you wanted to or chose to speak at this evening's meeting nana and i are grateful for the community's support in the dei work that we're doing thank you thank you lauren at this point i'll turn it over to jamie for business administrators good evening how is everybody good good um so quick report tonight uh we'll do quarterly's next month as everybody at the school district levels at all the school district levels are working you know to finalize their spending um and send in their requests for you know the transfers that are available um tony and

matt are working through uh getting all of the projects lined up that we want to complete this fiscal year um we're also going to be meeting here shortly with the town of hanover and sustainable hanover in order to discuss where the districts are heading relative to sustainability goals in our carbon footprint reduction we have accomplished updated lighting at the race school so that's been done with the last update approximately five six years ago we will start looking into and or investigating solar and hvac updates we had held off we looked at it once before and we'd held off because we'd want to do it sau 70 wide encompassing all the districts or or it doesn't really make sense also the audit is finalized i apologize i wanted to bring it to you tonight but they

require the superintendent and my signature on a document and if you couldn't tell i worked from home today due to some other appointments so we weren't able to hook up to get signatures on the document so we will absolutely put that on our agenda for next month to discuss we'll get it to you well ahead of time so if you have any questions we can run them through by the auditors or maybe via zoom have one of our auditors attend and also i want to work to set up a meeting uh with myself and at least my budget committee chair who's also our other financial guru uh with the actuaries uh so that we can take a look at those projections that are included in the audit busing is going well and we'll let you

know about that meeting too so if you have an interest in it and you want to attend we'll be doing it via zoom the busing seems to be going well i know lauren had a whole bunch of students returned to in-person learning and that was great so far we've been able to accommodate everyone i don't think we've turned anyone away um what else is going on maintenance is working through items uh we are in conversation with the folks at the state of new hampshire um in the grants department to see what we are able to use the second round of sr monies that are coming out um and whether or not you have to start from scratch on rfqs in order to use vendors that you've been working with it's been a question that's been

raised because they are federal monies uh so federal procurement law would say you'd have to go out to you know a request for qualification or request for proposal if you're going to spend them um you know for projects like with hvac and we've already been working with a vendor we started with last november so we've been uh having conversations with the folks at the grant department at the state of new hampshire because they have the authority to waive that if we've already been working with a vendor and i know that that's something that's really been high up on our list of priorities at the race school to get our you know duct work um checked out and and to look at some of the units and what we might be able to do uh that

will also tie into the sustainability goals um so it's a it's a busy time we're going to be starting to put together the request for proposals out to our banks uh to see what the interest rates might look like that they might be able to bring to the table for our technology um bill uh warrant article that just passed uh so that'll be exciting i know josh has been working you know on contacting vendors and getting bunches of quotes and still working through what might be offsets from grant monies from e-rate um so it's and we're wrapping up all of our paperwork uh we've seen a lot of you come into the office to sign the ms-22s and ms26s thank you if if you haven't been able to make it we have 20 days after

the voting date to get it done so you haven't technically till the 22nd of march so we'd love to see you anytime if you haven't been there so does does brittany sign does she need to come in uh no actually it would be dan rockmore's signature that would have been required because he was the board member when it all went through does he know yeah i'll contact him directly yeah to see if he can he he often goes by because he walks to work so i see him through my window um so we'll make sure to get his signature on those and that's also why tonight when you looked at the approval of expenditures it still has dan's um name on that one because all of the he would have been the reviewer in place

on those expenditures so next month when we do the april uh expenditure warrant listing it will have britney's name on it instead okay yeah so that's it for me for tonight um i think things are going well i'm excited about the sixth grade change um i'm i'm ecstatic i'm i'm appreciative of all the voters and you know their willingness to put their trust in us that that was the right thing and the best thing to do you've been trying to do this for 20 years kim joins the board and it's done in a year i know she's amazing i keep telling her that you know she ought to think about when i retire jamie you don't ever get to retire any comments or questions for jamie kelly surprisingly i have something to say um jamie

i just wanted to say we didn't talk about food service which is a surprise we usually do but i just wanted to say thank you to all of our food service personnel my kids are frequent flyers at uh the cafeteria and um i did have they they had just one tiny complaint that meatballs were served today and not yesterday on national meatball day so maybe make a note of that um no but it's been wonderful so thank you to them okay i'll pass that along to them so they'll keep track of the calendar there great thank you okay moving on to committee reports does any of the chairs of the committees have anything to report this month kim sure i mean it's a i guess it's a committee in the liaison role so as the

hanover finance committee rep so i'm the school board rep on the hanover finance committee um there's also a similar one for the town and this town select board rep um but this uh so the hanover finance committee as a matter of update voted on monday uh to support the town's budget of a three percent increase um and really the reason uh it was a uni unanimous support i guess the reason why i want to update the board today not only just for understanding kind of what's going on with our hanover taxpayers in general for what they would likely to see um but also that um you know as i contributed into kind of helping let's say shape some some of that recommendation in the fact that um the hanover select board was considering potentially um

proposing a two and a half percent rate but that would have a significant long-term impact because they're really to get that they would need to dip into undesignated fund balance for them to reach that um because they have some significant headwinds for the revenues um this year and potentially next year but what i wanted to share and also share with everyone here who's listening is that you know next you know this year you know we have a ton of support and it was great in hanover we had a decrease in budget year over year that's unlikely to continue next year and just wanted to make sure that when we think about hanover taxpayers overall pocket um that we weren't going to be cutting too close this year across the board and so that's partly why

the hanover select board considered instead of being doing the two and a half percent to do a three percent so that next year when the school budget comes in um you know it's unlikely that we'll have a point eight percent or less increase on the school side um so just wanted to kind of give you an overall picture um of what's kind of going on with the town um again the school is a majority of the local property tax bill it's roughly 60 percent or so um and the town is less than that so um just wanted to give you all an update if you have any questions happy to answer it but just um really kind of i think this kind of highlights the benefit of having a hanover finance committee and the fact

that it's kind of an intersection between the town and the schools so that we can kind of try to balance out um you know kind of taxation flux shape fluctuations across across and kind of take turns i guess for that respect thank you kim any other committee reports for tonight great okay uh at this point we're going to move into non-public so i'm just explaining to brittany i just sent you brittany to your your gmail account the non-public link so the way we usually do this is we sign out of our public discussion sign in to the non-public and then we come back here to the public to do the final voting and the close down so um john do you have a question i have a clerical question um is this the meeting that

i um remove myself from the non-public um because it's a nomination sheet that's what i thought i'll hang out here by myself that's a good question there john thank you so at this point at this point i'd like uh someone to move us into non-public don't ever jump at once you want you want me to do that sure john since you've got nothing else to do move to enter into non-public session under rsa91-a column three c personnel thank you second ben kelly mccall yes and sorry rick can you forward me that i cannot find it it's buried so i'd appreciate it thank you mcconnell yes uh kim kart minion john hunt yes maricela iblastias brittany joyce yes ben keaney yes and johnson yes and i'll send it to you right now kelly thank you we'll

see you back here in a few john hi nan how are you i don't think we've met yet we haven't officially i am well how are you i'm good thank you my wife is jessica hunt who works i knew that yes so i i think this meeting i i bow out of this non-public that makes sense yeah that makes sense it's it's funny i've i've served on the grantham school board and that wasn't a practice and i i always thought that should really be a practice i would rather just stay out just in case there was question yep absolutely but i better to be transparent right i agree with that i agree with that so yeah it's been nice to get to know everybody at the ray school and i i put the two names

together because i'd gone to a board meeting before i'd met jess and then i thought ah there must be a connection here and i asked lauren yeah is it hard for you at times to serve kind of both roles to have inside information and yet still be on the board and there have been moments of uh consternation yes i completely understand what you're saying yeah not an easy role but they thank kevin you're willing to do it i only served in the board for three years but i really enjoyed it yeah it's been good they think you know having having strong leadership uh at the administrative level has been great um yeah you know i think being able to just support that has been really fulfilling now in year two going on year three so

this is your first term yes yes yeah so my term will be up one year from now gonna run again you don't know we'll see this this past year has been um more of a challenge for obvious reasons yes yep yeah absolutely well thanks for all you do we can't can't run without a board who's willing to hear all sides i really appreciate that this board is open to hearing both sides and no one gets shut down yeah it's been it's been smooth i think the relationship between the public has been really good i think the relationship with the administration's been great yeah so i think yeah i think everyone recognizes we're all in it for what's in the best interest of the kids it's all about that's exactly right when we remember that it

makes it easier to go into professional discourse with people exactly exactly all right i'm gonna step out for a moment absolutely i'm gonna do a little do a little emailing exactly nice good opportunity nice to talk to you too john i don't see nan there lorne she did spend some time with me in the public area where we had the chance to meet for the first time it was it was quite nice nice nice that's what i do i bring people together that's what i was thinking yeah so ben did have a good comment uh john we probably should have explained why you recused yourself i haven't technically recused myself yet until the vote um and i would i would state that when we go through that process okay sounds good i was at all

the conflict of interest discussions earlier in the last couple years okay so uh we've returned to public session i don't see nan should we wait oh there she is lost in cyberspace yeah you you went wandering off there for a sec it did okay um so would someone like to move uh to approve the nomination list ben do we have a second kelly okay going around the horn ben amy yes john recusing myself due to a potential conflict of interest with my spouse working at the era school thank you marcella bossy yes kim art minion kelly connell yes brittany joyce yes and johnson yes okay uh if anyone has any agenda items they want included for our april meeting please let me know i think my agenda setting meeting will be the first week in

april so you have about a month and i will see you all next week tuesday at six for the sau and dresden at seven kim so just um to clarify any of these like legislative it sounds like we're going to be holding those at the sau 70 meetings and so we for instance wouldn't recommend an agenda topic at the hanover meeting is that correct in that if it's a legislative discussion feel free to suggest it and what typically kelly well i don't know who my other chairs are i'm really the only chair right now for the for all the districts but whoever gets nominated for the next chairs we'll have a discussion on where we think it should reside i'm actually trying to take over all four chair chairs tom cannon did get reelected game

of thrones so yeah just feel free to share it with me i and we typically discuss where we think that's kind of initially tonight's discussion was going to be a handover discussion then we just thought it made more sense to have it at the sau so and just sorry just to tag on to that to clarify that so that our norwich board members can also participate if it's a handover meeting that our norwich colleagues don't really have any standing to participate and so if we want them to participate it has to be either sau or dresden great okay uh do i have a motion to adjourn tonight's meeting kim move to adjourn at 9 28 p.m second john ben keaney yes john hunt yes marcelo lassie yes yep carter minions kelly mcconnell yes brittany joyce

yes ann johnson yes thank you everyone it was a very informative two meetings tonight i really enjoyed the discussion um and john you did a great job i was surprised um that was a joke so everyone uh have a great week uh tomorrow night thursday night seven o'clock hanover girls basketball against um uh with o'kennet for the semifinals for the state championship and it's streaming on youtube have a good day everyone thanks
