001likely I just gotta double check hold on Neil I add I I I enjoyed your um your address in the news the um vsba newsletter that was uh thank you okay we are good to go recording and YouTube streaming is activated and we have looks like four attendees right now so you guys are good to go whenever you want to get started thanks I'm going to give it just a couple minutes to see if uh Lisa and Garrett joins there's Lisa yes that's him that's our engineer okay all their last names off top all right well James uh I think you can hear us I see you there we'll pull you into the meeting when that agenda item comes up thank you I really do think we need theme music for this period of time

002sounds like you're like peaceful quiet music in in the forest so that Rocky knew that everything was okay or like dramatic intense music feeling the dramatic intense Vibe right now but um that could just be me maybe some survivalist stuff or like was there theme music for like the $10,000 question or whatever that million dollar pyramid there was so we could talk money like you know it could depend on what the subject is take nomination every week exactly well we do have a bit of an agenda tonight so I'm going to get started um here and uh I would like to uh call to order the norch regular meeting and budget presentation of December 2nd 2020 and uh get right into our agenda um the first item uh for tonight is a public input and

003as Josh referenced we do have about four attendees right now um now is a chance to ask any questions or provide any excuse me provide any comments on anything that's not currently on this evening's agenda and U to do that I would just ask uh our attendees to raise the uh blue hand um if they have anything they'd like to say at this time if not um that's how we'll take questions throughout the rest of the meeting okay not seeing any uh let's move down to the agenda review and I'll ask uh my fellow board members and administrators if there's any wishes to uh move around the agenda or have any amendments to the agenda okay not see I do think um Jay did we decide we're going to push all of the policies to

004the uh next regular meeting um just to make sure we get the Vermont uh legal references in there yes I think that was what our plan was I'm actually looking on here right now and that's item G that is item seven so yes if we could table item G till the next meeting we'll make sure that those are all properly edited okay and that's that's all of the policies that are listed all five of them okay all right so uh board members we'll have that uh come back before us on um at the January meeting uh were there any other uh wishes to amend or edit anything on our agenda this evening okay not seeing any let's move down our list and the uh first item up is a PTO report and I do see

005Alexa is with us tonight and uh Alexa I'm not going to ask I'm just going to allow you to talk and you can tell us if you've got an update you should be able to now if you just want to unmute yourself can you hear me we can just a little bit Qui quiet okay um that's better rely do I have anyone to speak louder um all right let's see um well uh I'll just give you a quick update on what we've been up to in the last month or so um and Alexa I should have mentioned your full name this Alexa Manning our PTO president thank you Tom um we have uh just recently closed our fall all winter Spirit Weare MCS Spirit Weare store and we've been working on U building Spirit Weare

006both in terms of offerings and also in terms of um what it brings in for fundraising over the last couple of years and so I'm sort of happy to announce that we have had our largest store to date both in terms of the number of orders that were placed and the number of items that were ordered and also in terms of the amount of fundraising it brought in um so that's uh definitely a positive and we're very happy about that we've also had inquiries from um the Richmond Middle School and actually Hanover High School pto's sort of talking with us about what we're doing with fund with um Spirit Weare and getting some ideas of things that they might do to uh work on their spiritwear um systems as well so kind of excited about

007that um another nice thing we were able to do this year is we put together a proposal to the PTO finance committee to offer a spiritwear item to every single member of the staff at the marry and cross school and um little bit of back and forth conversation but eventually that was approved as something for us to do so uh everybody was able all of the staff and that's not only teachers but teachers administrators custodians um Everybody in the school had the opportunity to order order themselves a spirit Weare item and that seems to have been very well received so that was uh nice to see um any little things we can do to uh help out the folks who are working so very very hard in keeping our schools open this fall and winter

008and all year is certainly appreciated um we had one of uh our fall uh PTO Grant Cycles uh we do one in the fall and one in the spring and that's the way we spend the majority of our money that we rais through our fundraising efforts and we had a very successful Grant cycle we actually uh did some bigger grants than we normally do normally we max out around ,000 but we had um some some PTO funds that had been fundraised over sort of multiple years going back and we had raised more money than we spent and we had a conversation as a finance committee about sort of why we had these extra funds sitting around um and it was a it was a bit of a complicated ongoing conversation but at the end we

009agreed to spend some of those funds this year so we were able to issue some larger grants and our two largest grants actually came from uh brand new staff at Marian cross this year so that's always exciting to to see uh one of them came from Kelly Grace who is a new sixth grade teacher at Marian cross and she put in a grant request for a h software program from Explore Learning which will work for our 3rd through sixth grade students at the school and she actually got buyin from the entire uh third through sixth grade teaching team so that was kind of exciting and this is a math and simulation Math and Science simulation site and um science labs as you can imagine have been difficult to do this year because of all the

010various covid safety requirements and this software allows um I'll sort of use her quote allows students to engage in Virtual engaging labs and simulations and will be a nice supplement to our curriculum when we cannot engage with Hands-On materials and manipulatives I believe it is the next best thing um so we're excited to move forward with that and it also may be something they may want on an ongoing basis in future years but this year will be a trial year for that software um the other large Grant we um did was for Nikki Oni who is the new educational technology special specialist at Maran Cross School and this was for something called the Sphero little bits technology kits um some of those kits had been used in the technology classes for the fifth and sixth

011graders uh these particular kits are for coding um and they're physical kits they're physical things and the current situation had had um too many kids sharing far too few kits and Nikki put in a pretty compelling uh Grant proposal for why more kits were needed um both from a covid safety standpoint in terms of sharing of physical materials and also just from a learning outcome standpoint um so those kits were granted and will be used by both the fifth and sixth graders for coding and then Leslie Dustin who is the uh remote K through three teacher this year had put in a request for pattern blocks so that she can provide pattern blocks to all of the um kids she is teaching remotely so that they can do some Hands-On manipulative math work at home

012and then assuming that we are back in person in our regular way next year those pattern blocks will just um become integrated into the regular marry and cross curriculum so uh they'll have a nice long life at the school um so moving on from that um we continue to sort of be delving into Tom you know um resolving issues related to the PTO accepting tax deductible donations being able to give an EIN number to donors um we did find a 1999 agreement between the PTO and the norch school board that hopefully will help us move things forward it indicated that um we were able to use that Ein um and we were able to sort of share in that tax exempt status so we'll we'll see where that goes but that's an ongoing thing that

013we are looking into uh coming up in the next couple of months we have our uh Giving Tree program which is the opportunity for teachers to um put in requests and links to items that will help them in their classroom and help them with their students and then parents are able to purchase items off of that list um we also have our PTO room reps working on teacher gifts for the teachers in the classroom and then our 19 days our participation in the 19 days of Norwich as we've done the past few years we are collecting canned tomatoes and that just kicked off today and there are boxes for the canned tomato collection at each of the entrances to the school and um that is what I have unless anyone has any questions that's great

014thanks very much Alexa for the uh as always amazing work and for the um amount that you're contributing through these Awards to the uh teaching staff uh as well as the gifts of the Maran cross Spirit Weare so thanks very much um thanks too for bringing up the PTO um agreement from 99 I think um I would like to return to that sometime after the budget season's over we can we can talk about it then you should be able to though uh Jamie said you should I think I'll let Jamie speak for herself but I think you can use the E and now uh to provide that uh tax exempt St for the people who are providing the donations is that what you're looking for is just the letters for those whove provided the do

015donations that's certainly one of that that's kind of one of the main things and we hadn't gotten a specific answer on whether we were free to give that EIN number as part of a letter to the to people who had made contributions either businesses or individuals okay Jamie I'm sorry Alexa I actually did up a letter with my signature on it and I probably neglected to send it to you I will do it right now it's in my saved on my computer somewhere I'll grab it and send it off to you well fantastic isn't it great we were both at this meeting so that we could solve this problem I'm sorry it's been crazy I actually did it a while ago so after the last meeting so I'll go grab it and send it over

016to you wonderful thank you so much Jamie and thank you great thanks Jamie yeah and Alexa let's return to that discussion after a budget season too so that' be great but thanks for everything else thank you you're welc does anyone else have questions for Alexa this time okay well thank you again and thank you to all of your colleagues on the PTO thank you you're welcome all right and our next agenda item up is the principal report so I'll turn it over to Mr G right please ignore the Barking I'll say that the staff members are certainly appreciating their spirit wear from the PTO it's coming in and put smiles on people's faces uh I also got a smile on my face thinking about those pattern blocks living out their life happily at the mar

017and cross school and uh so it's kind of fun um let's see we'll start with enrollment we are up to 276 students in person and remote um over the last month we gained four students one in prek one in K one in first grade and one in third grade and between now and February 1st we have nine students enrolled to start um between those dates just an interesting tidbit we've had 31 students enroll between the summer and now 10 students enroll from the first day of school up until wait let me say that 31 students enroll over the summer 10 students who enrolled from the beginning of school until December 1st and nine that are scheduled to come between December 1st and February 1st so our our population is staying healthy uh which is great

018we are starting to run into a little bit of a um tricky places in a couple of classrooms where the space is getting a little limited so we're working on some Creative Solutions to that piece I wanted to just give an update about PBIS we did our first whole school celebration which was uh challenging for us to decide what can we do as a whole school and stay socially distanced and have our masks on and not mingle between grade levels so we decided that we would do time in the forest where we could all go out um in the forest together but not necessarily close together and that was a lot of fun we've worked as a committee to come up with a goal for this year for PBIS and that is to promote a

019positive Community by reinforcing expectations and celebrating as a class as a grade and as a school uh we thought it was really important given this year that we work on that sense of community and look for opportunities to keep the sense of community even though we're split apart and um some kids never see others many kids don't see others through throughout the building um wanted to give a CO update I feel like we're doing a great job at Maran Cross School following all of our procedures and guidelines I think we are blessed that we have such a great community in Norwich who's willing to also follow those guidelines um we had some extra questions added over break for screening questions so every morning as you know we have a team that greets every student and

020we ask families now five questions we ask if they have any symptoms of covid their temperatur is below 100.4 if they travel outside of Vermont if they've been part of any multif family gatherings and if they've been on any play dates or social situations um really discouraging all the things that we typically would encourage but I'm really pleased with the response we haven't had any families that are upset with us for uh trying into their personal life and asking if their kids have playdates or if they're associating with other families and we've had uh I feel like great honesty from families some called and said hey the rules changed halfway during break we had family that were here what do we have to do and we said we you have to quarantine for 14 days

021and they willingly have um which isn't the case I think in all Vermont schools so we're super fortunate and I just wanted to give a shout out to our staff because I think on a daily basis we have a staff that's willing to take whatever comes our way and uh pivot however we need to and run with it and do what's best for kids I've made it a goal this year to be in at least 10 classrooms a week to do observations and see what's going on and um every time I'm in a classroom I'm just amazed with how we're still able to do quality teaching even though we're keeping kids distance we're not doing all the things we would having them work in small groups having them work well together having them Talk Amongst

022each other but still are finding ways to make education meaningful and I think that's that's a great um compliment the Maran cross staff so that's what I have for you you have any questions be happy to take them great Sean thanks very much any questions for Sean at this time okay well thank you to you and to uh the teachers and staff at Maran cross too for uh the continued effort we know it's not easy and it's great that we're still in person so thank you for that and thanks to the MCS community members as well for keeping it safe um let's keep moving down our agenda because we do have a busy one tonight especially with this next item up and that is the 2021 2022 board budget presentation and uh I'm going to

023turn it over Neil is the budget chair do you want to kick it off or let Jamie take it from here um I guess I will let Jamie take it from here okay could I Ask Josh if you could allow me to share just so I can point through what I'm talking about on the screen I just did it Jamie you should be okay oh you did okay great so me open this okay I'm in the wrong one hold on here we go all right oh I didn't realize you were in control of the things here well I saw Josh I think had already done it so my Mist okay thanks all right so everybody can see um what I'm talking about because I think you can see my pointer on the screen yes um

024so this is a an overview of where we are with the 2122 proposed uh budget draft um it has been in draft form now for quite some time as uh the marry and cross Administration uh did a really great job at bringing the budget in uh lower than level funded um this just explains everyone who is involved and talks about our Schoolboard members here uh so I'll just keep going our mission to my knowledge has not changed so this would be a review of the mission statement with a really great picture um that I think am a cottage provided um of everybody socially distancing a bit and wearing their masks with their family members uh which is really a part of the marry and cross mission statement about partnering with families in the community um

025you know to develop great citizens who can adapt and man we know we've been adapting a lot this year so we're doing a good job um then just a quick review of the Norwich budget guidelines um we had looked at a quick model early on projecting a budget increase of about 2.73% based on the parameters that we knew at that point in time some of those changed including the increase in the uh health insurance projection came in lower than expected it was originally driven in at 13.6 came in at 9.6 um so knowing that we went into the Budget Building module and also knew that we'd had a lot of turnover um some of it because of covid some just from you know normal folks moving in out and going on to new adventures uh

026so you can review the guidelines we took a look at the projected enrollment and I'm going to move along pretty quick because we have a lot to discuss tonight uh the projected enrollment done historically is here on the top what you'll notice is there's a difference between the chart on the top and the chart on the bottom that's because the chart on the bottom we chose to also project including the students who had pulled out for H schooling this year because they are not reflected in our actual numbers when they're pulled out for homeschool um it's a really J Jamie sorry to cut you off would you mind just blowing the screen up a little bit oh sure I'm sorry yeah is that better that's great thanks okay sure um so you can see that

027that are actuals with students on October 1 as Sean mentioned he's picking up uh more students seems like every week uh was at 264 when we included the students we knew that had pulled for home schooling at that point in time it brought our number up to 280 so when we project forward for next year that makes the change from a 286 projection to a 302 projection and that's based on a CO survival method where we average out the past five years changes between the uh classes moving up into their next grade levels which is shown over here to the right side uh prek at this point in time was a halfday program we'll talk about that really quickly um as we move on then we took a look at the proposed personnel and the

028FTE I'm just going to move this a little bit down um and and we look at three years worth because obviously we have had some changes occurring o year overy year things change we we project about almost a year in advance of the school kicking off and so we've had some changes within our year right now um and we're proposing some changes uh for the 2122 year including um an increase of of one and a half FTE in our regular Ed teachers and I'll let Sean speak to that um a 0 42 in our regular Ed assistance but as you can see we have our technology teacher sitting at a 0 60 so this 04 uh decrease is really funding the regular Ed assistant up here at a 042 uh and then in our special

029education assistant realm we're projecting uh a decrease of four and a half FTE for a net overall difference of just about three FTE Sean did you want to speak to your regular ed teacher increase yeah and that that reflects the staff that we currently have the teaching staff uh so looking at the numbers for next year and where we're projecting they're going to fall out um I believe we're going to need to increase a section in fifth grade and one in fourth grade um so keeping the current staff that we have increases this because we hired the remote teacher at the beginning of the year and we've hired a halftime so that increases that piece but it also includes our half of FTE for prek it does yeah okay um that's in that mix right

030okay all right so those are the changes for our FTE um significant changes this is a quick overview there is an expanded document um that I've not updated there's been a couple of small changes uh but it's in a a more of a um written you know um report if you will uh we'll also do a written report after dresden's budget is is finalized because it drives into this so I haven't done the full written report for the books that will also be posted online probably next Tuesday so the medical insurance rate I mentioned uh even though it's got 99.6% rate increase our current census left less the FTE is actually leaving our budget with a decrease of $1,983 in this realm the net total salary changes is a decrease as well of $50,500 ,

031588 uh that's made up of two lines one is um a an equipment line that is down and the other is a lease uh line which is up so the net of the two when you take a look at it in the uh 1120 realm it will net to that number so we're down 384 in the Tech equipment line but we're up 22812 in the lease line uh tuition changes we have an added District increase of 28,700 that's a combination of three lines we have a pre decrease uh projected of 17,682 as one of our folks uh who had retired about five years ago um is coming five or six years is coming off the SAU increase is currently projected at a dollar amount a $ 7,837 we ratified the SAU budget in early November

032you can go back and take a look at that on the board docks that does include at the SAU level changes in technology Staffing facilities and maintenance and purchase Services we have increases of about $ 36,44 um those are spread out amongst a few different lines when you take a look at the expans Ed line item budget uh and they include some of what we perceive to be um an uping cost for um an increase in filter changes and cleaning of HVAC uh systems um as well as an increase in cleaning supplies uh depending on where we find ourselves going into the next school year um there's also some contractual increases and decreases you can take a look at the line item maintenance budget it's also attached here tonight there's a bunch of attachments which

033back up all this information so you can take a look at that at your own Leisure uh Transportation changes we have a special education decrease of 29,000 and a regular education increase of 5463 um in discussing this with our school board and budget committee members because we find ourselves in this pandemic strange time we have decided not to go out to bid this is this would be a bid year for our transportation services and to do a full RFP we thought we would it would be more prudent because our transportation provider has been able to provide drivers uh throughout this whole ordeal uh to ask them for a oneyear uh extension on the current plan uh and that's the projected uh increase the building and sight improvements which is a bit discretionary uh in its

034expenditure as are some of the other line items um we have a decrease in the building uh in the building Improvement line of 10,900 and we're showing an increase in the site Improvement line of 43,000 um a portion of the site Improvement line would be um let me think about this hold on I gotta pull my and I looked at it earlier but I have to pull my little notes here um there's $335,000 increase included for uh pumping of our septic system there's also some monies that has been reintroduced in there to take care of um mowing the greens and the um additional spaces um which we're not sure if we could pull that back out that's the uh $ 12,500 that was initially taken out last year because the town of Norwich was handling

035the mowing of our greens and and our shared spaces um Tony wasn't uh perfectly sure of how we stood with that uh after the the recent mou that was done with the town so we need to go back and look at that there's a potential uh change there $12,500 um let's see and the other line item that we're carrying again which could be a potential uh we could push it off another year although the system is aging it's still working and that is our fire alarm panel um and the the other devices that attach to that and that is included in this um complete budget of $50,000 it was also included in our present budget and we have not embarked on that at this point in time um we want to see what the costs

036come out to for the pumping of the septic system so we're somewhat redirecting the dollars from that to cover that cost um so we're carrying that in the subsequent year which it would have been taken out had we embarked on the project also very difficult right now during uh pandemic times uh to get some of the vendors and get them lined up so um we've held off on a few projects not included in the budget as built our negotiated wage increases for both unions um what everybody needs to understand in this area is that we are currently in the 2021 budget year and do not have any negotiated wage increases um this we're building is the 2122 year and there are still no negotiated wage increases other than steps so there may be a compound

037unbudgeted cost that will hit this budget because it's going it's going to reflect two years of potential negotiated increases um and I have no idea what that looks like at this point in time currently we will be uh heading into um uh mediation with the teachers union anyway not the support staff Union we're just starting uh renewing re restarting negotiations with them here in the next week it also does not have any non-union wage increases however uh there's only three people who fall under that line item um moving forward this is just another way to look at the budget um it's called looking at the budget by function which is kind of like looking at the budget by Department as you can see this gives you a different view of where the increases and decreases

038are um I'm not going to beler it you can take a look at that and see where you're up and down um moving on this is the projected budget overview by object um object is kind of like cost center maybe for the different items so salaries as you know are all 100s um and we always break out teacher salaries from other salaries most of this change and difference in the other salaries are the FTE from the AIDS um payroll and taxes as I mentioned are down retire wages are down uh staff development you can take a look at that uh purchase proper Property Services would be up because those uh usually occur within special education realm uh like the the tuition also um any of the maintenance and custodial increases can sit in in the

039400 lines um tuition is also here or all the tuitions actually we broke out they're in the 500s supply lines up a little bit that's um probably mostly custodial supplies you can take a look at that in your line item breakdowns um and then moving along this is a very very very I'm gonna say this 16 times no I'm only kidding a early early view at um what the Appropriations and assessments and tax rates might look like and I say that because I've also put this disclaimer here that says the Dresden budget and assess is in review The Dresden budget is going to be um reviewed again on next Monday by The Dresden budget committee along with the administration because at the Dresden level the assessments are coming out really high due to a loss

040in revenue and an increase in expenditure um so keep in mind this number most probably will not be the number we end up with okay I hesitate to make a guess there um for our own direct revenues we are down a bit um I had to make there are some corrections to this from yesterday's meeting quite a few actually um I had to make a correction here to the transfer from construction fund I had initially carried it Forward at the 3:30 and it needs to be brought back down to where we were historically um it doesn't have to be but I felt that it should be for this point in time um there is quite a bit of money still remaining there and that is to match up with the payments that Dresden make for

041that Dresden makes on all of the updates that were done on the big projects from 2003 2004 um when the renovations happened um and I believe I'm going to go back and look at it I didn't have time I believe we could potentially increase this dollar amount in the revenue line again um because we only have three more years left of payments on on those um on those loan on those loans so I can reconfigure that and figure out what it would look like so that it would All the Monies would be spent out at the same time that the last loan payment is made uh we've been earning interest on that account so um and then prior year fund balance I'm I'm specking it right now early at 250,000 uh it seems we end

042up there quite often right now with our covid expenditures and I'll I'll bring you that as soon as I can after the probably the first of the year um our expenditures are in line with the amount of money that we're going to get through the um I think it's called CFR funding from the state um they're still working through that they haven't started uh letting out the payments yet they're still reviewing it ours ours is in it's been accepted uh so at the end of the day we bring that down to all the calculation page which as you know uh can change all the way up through next April right now the estimated equalized pupil count I'm pushing forward at the number that we ended with last year that was r ified at 63.2 um

043again this adjusted equalized pupil number on line six is most likely going to change because the dresen assessment is most likely going to change um the ex we the excess spending threshold right here uh is at 18789 um with the change I made on the $100,000 it has us sitting at $151 over threshold uh but again that should come down um the base amount the December numbers came out of the Vermont agency of Education uh they ratified it I guess yesterday it was actually in my inbox and thank you Neil for sending it to me as well so the new base amount is here at 10763 um equalize homestead tax ta then comes out uh after the CLA change at a projection of $23 C uh which is almost a 22 Cent increase so there

044were some changes from it from yesterday because all these numbers uh have been changed all the ones in green over here have been updated in line with where we are this year when the tax bills and everything rolled out uh the non-residential tax rate right now is projected at 173 um well actually ours would be 18373 because of the CLA the CLA is kind of like our property values and we're undervalued right now so it has a negative impact on our tax rate that's um out of our control that's something the town has to embark on um then the tax the the preliminary tax info is down here um it's not a Rosie picture picture um I will update all of this after the Dresden information goes to the Dresden School Board additional thoughts other

045potential warrant articles just restates what's going on with some of the information um we're looking at a technology infrastructure upgrade norwich's portion of that would be $ 26,22256 if you follow this link that is a link on board docs to the meeting yesterday which has it posted along with what a potential uh yearly um payment might be on that if we went out 10 years at 2% um so that's it for now kind of quick Fast and Furious thanks Jamie um I don't know if uh Sean did you wanna add anything at this point in time I think Jamie did a stellar job thanks I agree and I think I know Rhett's on too Rett did you have anything you wanted to add from a special ed perspective or um I don't there are specific

046questions I'm happy to to answer any but this point I don't have any great well thanks for being here uh Jamie I I could just add and I don't want to go too deep but I will add that the Revenue shortfall in Dresden um is um a direct uh uh correlation to the tuition swings up and down from predominantly from the sixth grade uh that is sent in to us from hover uh so it was up about a million dollars last year and so coming into this year we're building for 2122 it will be down approximately 7 $70,000 so uh that coupled with some of our other tuition numbers that are off is driving a portion of this dresed in um assessment um and also the as Sean has mentioned we're picking up more students

047uh that are moving up in ranks and Hanover's had a couple of smaller class sizes going up into the Dresden District so the assessment percentage for Dresden has swung about a percent and a half back towards Norwich away from Hanover which also complicates that assessment but we can get into that at the Dresden meeting thanks Jamie uh any questions from board members at this point Neil not a question Tom but maybe just a comment because um you know I think it's important to sort of keep this um maintain context here so I think for some people taking look at this might be a little confused as to why we're looking at a Maran cross budget that's actually down but a tax rate that's up significantly um and I think it highlights a lot of the

048intricacies both of the interstate School District but also of Education financing um in the state of Vermont and so folks need to understand that it's a combination of the Mary and cross budget plus the addess in assessment um that drives uh the total expenditure of things for us um taking into account than any revenues it's really that um Ed spending per equalized people number that um uh is the is the one of the things that that drives very much the the tax rate um the other thing to keep in mind too is that uh the the yield numbers that was released by The Tax Commissioner today those are uh estimates so those are not guaranteed um and they're based on a set of assumptions I think all of us knew coming into this year because

049of uh the pandemic and the shortfall in the Ed fund because it is primarily sourced through uh consumption based taxes um was going to uh have some difficulty um you know a couple of good things to keep in mind one is that the legislature last year froze um the equalized people numbers for districts across the state um which means that the number that we had from last year would carry forward to this year so that's a very good thing especially if you take a look at um you know in our case the number of uh students that switch to homeschooling um or otherwise maybe we're not present um for this year that loss in numbers doesn't uh doesn't affect us for the upcoming budget that we're working on right now um and the other thing

050that I will uh just point out too is that um every year at this time we sort of find ourselves in a scenario where the numbers look really bad um and uh it's really just the beginning of the process by the time we get to town meeting day a lot of this information will have changed the numbers will look different um and uh you know the picture while it looks uh very Grim right now may not be uh so bad by the time that we get to town meeting day so um cause for concern um I guess I'm just trying to say maybe not necessarily cause for alarm just yet well thank you for that context and that glass half full conclusion NE much appreciate uh any other board members with uh questions at this

051point in time and uh just to reiterate what Jamie said earlier so Dresden budget committee is meeting next week is that right Jamie and then yeah and that that'll be up on the website and then the Dresden board is meeting later in the month uh there is a potential that it'll change from the December 22nd date to potentially December 15th but that should be resolved in the next a few days here too and it's at that meeting where we would discuss the uh dresen budget and um that assessment number there too um okay if there are no questions from the board at this time I'll ask our public uh if there are any questions and again if you do have a question please feel free to raise your blue Zoom hand and I will uh

052open it up for you to speak okay uh not seeing any Jamie was there anything else you wanted to conclude with there are we all set no I just say thank you to Neil for you know pointing all of that out it's very true it will probably change multiple times yes well thank you uh thank you for all the work that you put into this as always it's a a huge lift because it's not just this budget you're working on it's uh three others in addition to this budget so thank you uh for that Jamie then thanks to uh all of our administrators and staff at Marian cross and uh Jay Rhett Robin and everyone else who contributed to this uh budget as well so uh as everyone has mentioned we are seeing it early

053stages and we'll have uh many more conversations over the coming uh couple of months before this goes to a press as you will for a town meeting um at by the end of January okay and um moving down our agenda items um we are at our business requiring discussion and the first item there as it has been for many months now is the covid update and uh Jay will you be taking that or was that Robin for the that's uh that's Robin's area of expertise so I'm gonna defer to her okay thank you thanks Robin I'm happy to report I do not have much to report on tonight we did not have a meeting this week and PRI prior to our break we had zero cases Norwich continues to remain without any cases at the

054marry and cross school so they've done an amazing job and Sean updated you on the additional questions that are being asked at the school at this point and I'm hoping that Friday is normally our exciting day so I'm hoping for a quiet week thanks very much Robin thanks uh for all that you and the task force are putting into these uh efforts um and to Maran cross as well does anyone have any questions for Robin at this point in time all right thank you again for all of the effort that's going into this thank you as well Jay um let's move along and uh actually our next item up I think is tied to this as well so it's a HVAC update and uh Jamie would you like me to bring in James now sure

055why don't we just in case folks have direct questions uh for him okay Jam and James I'm going to promote you to panelist so okay so James if you want you can just unmute now and if you want to use your camera you're welcome to do so so I'll I'll kick this off with h an update of where we are um we've been speaking about this uh quite often um I want to there's James hi James thanks for there um as you know the state of Vermont uh back to school updates their uh parameters and guidelines um quite often usually once a month or sometimes more frequent if necessary so as we mentioned back I think it was in the November meeting yeah it had to be the November meeting um on October 26th they

056updated their recommendations uh regarding uh HVAC and the treatment of systems uh in our schools which uh came out on October 26th and they were hoping for everybody to try to put changes into place uh by November 16th um as you can imagine that created a bit of pan pandemonium uh through some of the schools in Vermont who were you know operating under the other set of guidelines and or recommendations uh that had come out uh late in August um so up until the point that the changes in the recommendations were levied um we were doing pretty good um we had had a I'll just give you a quick history on here in August we had had um energy efficient Investments uh Corporation perform a survey of all of the Maran cross school as well

057as all of our other uh district schools to review the heating ventilation and air conditioning system uh in preparation for the reopening of our schools um we were using as a guideline at that point in time the recommendations from the state of Vermont uh and they were basing their recommendation on the CDC guidelines and also other expanded recommendations from ashra uh as HR AE um I can't off the top of my head remember exactly what it stands for I'm sure James can tell you if it's relevant anyway I'll move on because we're got a lot to go through um at that point in time all of our marry and cross uh interior locations are were V are are and were ventilated okay so we have uh full coverage across all of our spaces within the

058school we do have air exchanging air exchanges occurring um as part of the reopening plan all of the runtime hours on the ventilation equipment were extended okay and reprogrammed uh and in addition to that because we knew after our report came in that our ventilation system and duct worked had been designed in 1987 uh and they were not sized to meet current recommendations for exhausting bringing in fresh air they're fine it's the exhaust side that was somewhat undersized okay so knowing that at that point in time we decided to be um proactive and follow the other recommendations that were put out by both um entities and we purchased air purif Fires for every nook and cranny and space within the school we have HEPA filter 13 metap air filter units air filtration units in every

059single room the classrooms have metap 40s and all the other locations have medify 13s actually 14s or 15s uh we didn't buy 13 they were smaller um and all of all of that that and our mitigation uh procedures uh kept us within the recommendations um most class rooms have unit ventilators and they Supply air into the into the areas and then we use ervs which are on the rooftops uh to exhaust um let's see so knowing this and then having the recommendations on October 26th come out we met as a team and we discussed what some of our options were to try to meet the four to six air air exchanges per hour that the new recommendations were asking for um I want to note here that the other recommendation they made at that point

060in time was that if you couldn't get the four to six a exchanges per hour within the room in addition to using uh filtration units it would be a good idea to keep the room windows open uh for additional airf flow and we've been doing that um so we applied with help from uh Energy Efficiency Investments uh for monies from the uh Energy Vermont who is handling the money that has come out of the federal government in order to help school districts comply with recommendations we applied for a grant uh and initially had been approved I think it was for I and I can't find the initial paper I think it was $130,000 and we were going to put in um fan ventilation uh in the windows for the rooms to increase the flow since

061then we've had the opportunity to go they notified us that there was additional funds available so we took that opportunity uh to rewrite the Grant and we were approved for $291,000 uh to replace all of the pneumatic controls to add CO2 air monitoring to the rooms and to replace two of the undersized ervs that are currently on the building's uh rooftop uh with correct sized units um we are going we're going to be starting this work um on I believe the 14th of December with completion uh during the weeks of school break for Christmas um we decided that it would be in the best interest of the district with your approval hopefully later tonight uh to purchase an additional rooftop unit so that we could cover more area of the school this will help us

062by by by putting on larger units on the roof it will help us plan for the future as we go through the building and make updates to the duct work um and any other you know heating or ventilation or air conditioning uh parts of our operations and systems um in the future because these will be able to handle much more um a much larger volume of airf flow uh once we can upssize some of the duct work um I also shared with everybody here um let just push that down for one second um a copy of uh what appears to be James really great handiwork here um and it's the just pull us back up so I can share it it's the overview of what is planned and um somewhat aggressively uh but we're confident

063we'll be able to handle it here so this is if you look down in this little right hand corner this is the plan of the footprint of the school okay and this is the section here that we are looking at when we're talking about this project that we're embarking on and the three Yellow Boxes are the new rooftop units referred to as four five and six we'll be starting on number four first uh which it's showing here the two up upstairs classroom second floor classrooms um and I know it's kind of small sorry there you go uh 212 213 also takes into uh consideration Greg's uh Greg B 's office some storage space and some Supply areas and down below it picks up the library area as well so we'll be starting that first and

064then the minute that everybody vacates the building uh for break we'll be moving on to five uh and six over here with this upgrade I I need to say first of all the older part of the building is is uh fully serviced but a larger unit that is housed in the basement um and the air flows on that whole system in section appear to be um appropriate and we'll be doing an expanded testing on that um these three units will pick up most all of the newer parts of the building um other than eight classrooms um four classrooms in the fourth grade wing and four classrooms in what we call the art Wing uh those rooms we will be looking to uh put in um the quicker um window air venting units okay so and

065that's not included on the schematic okay so that's as much as I have to share and I'm happy to uh field some questions and turn it over to um Mr Harrington uh for expanded information from an engineering standpoint if anybody uh has questions like that we have also I'll just say quickly we have also um shared uh with all the teachers and the folks at the school the different information on the metaphy units themselves that are in all the classrooms so that's it for me okay well thank you very much that was very thorough so um I don't James did you have anything you wanted to add on to uh what Jamie just uh spoke about yeah that that was that was a good synopsis of uh what we're doing and uh it's based on

066ashray which is American uh Society heating air conditioning and Refrigeration engineering so if there's any interest in that so uh basically just a little more detail on why we're looking at these units um originally they had some kind of design scheme it was a uh doesn't really match well for the current airflow rates for exhaust so even though the unit ventilators can bring in air the incoming air has to push the existing room air somewhere and if there's no exhaust it can't bring in required outside air so that's kind of why um we're looking at these uh new units and it's definitely something that's a better upgrade and uh it's they're larger than what's there so in addition to that uh the controls are going to be upgraded and the electrical is going to be

067upgraded so we're actually uh uh providing a better electrical service and control of the of the system compared to what's there So eventually um what this will help you folks to do is to get rid of the unit ventilators so uh I was kind of hoping we could get rid of a couple unit ventilators but it depends on um the scheduling because it's pretty tight and to get everything accomplished during this short time period it's it really uh focused on getting the equipment on the roof and sealing the roof up and wiring everything so um hopefully this puts us on a path where uh everything is upgraded and you step away from unit ventilators because the new designs that we're dealing with throughout New England with schools uh we've done a lot of projects like

068in Bennington and other schools in New Hampshire where they're removing unit ventilators because they're not efficient um they're noisy and they're just hard to find parts for and it's kind of frustrating for me mainten staff to deal with them and in addition uh I think everybody's finding if we want enhanced uh filtration for like Mir 13 which is a better filtration uh over the standard filters that are in there you cannot put those in those unit ventilators so it puts you at a disadvantage to stick with that old technology that was based around the 1940s and 1950s so it puts us in a directional we can control our air quality and the filtration which besides the co stuff that we're dealing with now I was I was an opponent of better cleaner air for pH

069uh schools and offices and it's something that ashray is always opponent for these standards because it provides a better environment for individuals that for oxygen and just for all the dust particles and stuff like that so this is a better Direction than uh dealing with old technology thank you James yeah thanks James thanks for being here too James um I have one question before we move along though too and uh so it is a very aggressive timeline so thank you for making sure that's going to happen uh my question is uh it's starting December 14th so that would mean you'd have about a week where we're still in session and I see it's over a number of the classrooms is that going to be any problem I guess the question is both you James and

070Jamie and Shawn with regard to classes that are taking place in terms of noise and yeah um actually James we've already oh hold on one second we've had the conversation with um Sean and Tony and so we'll be moving um we've already and James may not have had the update on this because it was no it was just this week that we had the conversation um so we've had the conversation with Shan and Tony and Mike um who's the other engineer who's um in charge of all the different projects um that we're going to be relocating uh those two classrooms up there and uh Greg is going to be relocating and then we'll be meeting this week this week no next week I think it's Wednesday um to go through the schedule of what if

071anything we need to uh close down or um you know cordon off if you will for the outside because we will be using you know cranes we'll have a crane there that will need to be moving the equipment up and down so yeah and there's a there'll be some demo there previous to that Jamie so it's gonna be very loud yeah espe with the roofing yeah so so but we'll be maintaining it over by that one section which which is number four instead of five and six and so those classrooms are going to be moved over to the other Far Side um and I think Sean also had a plan if we needed to there's some space I believe in the actual 18 is it 1898 right that's what we call it building yeah we're

072we're looking the fifth grade team looked today at some possibilities and keeping with our theme of the year that we're just going to take what comes our way and if it with it um they're showing some huge flexibility of moving relocating for a week um but we we'll do what we need to do to to make this work because we know this is a project that's going to benefit us all yeah it could be exciting to have cranes around the school for a while yeah so we are working through that and we'll have a we'll have a time frame and a timeline uh coming out the other thing to keep in mind is uh if Andor when you folks approve of us on the third unit um we would work on the two units immediately

073first with the grant monies uh in case we do have to roll into the first week of January with any other portions on the third unit that we're paying for um then it's you know then we're okay because we're the one we're paying for doesn't have have the same time when ation yeah and we're actually uh doing five and six Jamie because it has the biggest area right the four the a24 is the third one that we were looking at right yep John uh the other impact that this will have on the program is we've talked about the days leading up to the holiday break um we're most likely going to have a couple of remote days which we've talked as a staff that we're going to call those practice remote days so that we

074can we've been working on a schedule if we have to go remote and what instruction would look like so I think it actually could be a benefit to us to try that out and have two days where it's pretty low stress that we can um just see how our schedule would work and be able to make any tweaks if we need to for the event that we do need to go remote so I I wasn't sure if you'd shared that yet so right the 22nd uh I think it's the 22nd and 3D 21st and second first and second yeah 21st and 22nd so um we'll be able to start right in on the other units uh right after the doors Clos basically on the 18th over that first weekend which probably James may not have

075heard about either yet so because we'll be having our meeting about all the timeline uh this coming week uh providing good weather yes yep uh Lisa oh um basically Sean just answered my question I was wondering if this would be a good opportunity to have a couple of remote days and practice um and I forgot that I kept my hand up um so so thank you um and also it it sounds like maybe something good came out of covid in this particular instance so that's where I'm going to land on this so thank you all right thank you Neil awesome um are we uh during this agenda item are we talking about the financing of this as well too or did you want to save that for later on no we're gonna Circle back around

076to that because this is H we're gonna we've got a corresponding action item that would approve of uh that is asking the board to approve of withdrawing funds from our uh maintenance Reserve to put towards covering that last unit Jamie's been talking about I guess I was just curious because I know we don't have the full amount in reserve to be able to cover this so I was wondering what the thoughts were there well we we do have the full amount but we're only asking for a 50 well 75,000 but I think Jamie was thinking we'd only need 50 to be withdrawn and the rest of it's Grant uh funded correct correct so the rest of it's Grant funded Neil and we have 146k in the maintenance Reserve currently oh so so the the S

077what was it 336 total corre so we're getting 291,000 in Grant funds and we actually may be able to um apply for the balance uh but the young lady at uh Energy Vermont was not sure what was going to be left over after December 30 so after December 30 when everybody files their documents or you know the 30 days thereafter you're going to file all your documents in for your actual expenditures um whatever monies is left over then they're going to take and disperse it to anybody who had additional costs that they covered themselves because we went back and asked uh about the third unit and she said that we could apply for um potential more money uh after everybody puts in all of their information files all their documents okay anything else Neil okay

078uh other questions from the board all right not see any I'll see if there are any questions from the public and as before just raise your blue hand if you have any and I would say that once we have a schedule from next week what we what we will'll work with Sean and make sure that we let everybody know we're doing to Alexa's point that you know folks have questions and so if we can put it all in writing and explain it you know all of what we'll be covering and doing then we'll put it out to everybody so they have a good idea what's going on thanks very much uh I do see a question from the attendees so order there and it's Matt Buck or teacher and Matt I'm going to give you

079permission to talk thank you Tom hey I just had a question I'm on staff at Maring cross in fifth grade and also a parent of a kindergartener and uh I know James mentioned that there' be some deconstruction or um demolition is that anything with how important outdoor space is to us this year and utilizing it is it going to affect spaces that kids are going to utilize or play equipment anything like that that my I don't believe so because um it'll be localized to certain areas we kind of spoke to Michael about that um it's it's it's isolated to the roof to take the old units off gotta and and and usually the only place on the ground that we are dealing with is where the crane is and where there's a a truck or

080a dumpster to take stuff away gotcha thank you thanks James thanks Matt okay uh let's see any other questions okay not seeing any so yes just to um clarify again we do have an action item coming up uh as um 7h where you see approved withdrawal from maintenance Reserve fund for HVAC upgrade um which is when we'll be asking you as board members to approve of the additional funds to uh cover the costs of that last um unit there that we just discussed I'm sorry Garrett do you have a question yeah sorry maybe just this may be a a stupid question James but um do does this enable us to at some point add some air conditioning to the building did you say with it or is that not right now uh currently uh there's

081no requirement for Air Conditioning um the units uh are not designed for them uh one of the things that uh we have to be careful of is the existing duct work that we're utilizing now if I'm not if I can't remember correctly I don't think it's all insulated meaning so if we had to put air conditioning in the system we have to insulate the the supply duct work or it'll condense and and you know you'll have a rainforce in the ceiling so but down the road uh that is something that could be added to those units so these units that we're putting in could if you do the do do some additions you know just thinking ahead right because this area is the upstairs are there I think it does get hot for a few

082days of the year so it was just kind of a yeah well ir and I think Tony had asked the same question Garrett yeah that down the road if we made the upgrades if if they could be retro there is a part that you can retrofit them to do air conditioning yeah and the nice thing about that just your electrical service does have some capacity to um provide that like dehumidification ation is a big thing that we're dealing with now because that's part of the Coit requirement is maintaining humidity um in the spaces so it it's something that's available down the road okay and actually that dehumidifying aspect could probably cool a little bit too right so absolutely that could be good okay great thanks yep thanks for the question G um I don't see

083any other questions so as I said we'll return to this as a 7h in the business requir action uh James just want to thank you for taking the time tonight to uh come out and well not come out but to to zoom in and join us online here and uh we'll let you go so you can enjoy the rest of your evening but thank you and thanks for putting the rush job on this too we appreciate been a pleasure thank you you too and I'll move you back over in a second James but next item of business I think Jamie's still up with EC Fiber remote Hub agreement Jamie along with help from Josh because Josh uh worked on this work through this uh with our attorney it has been uh vetted by our attorneys

084um this is uh an interesting um marriage if you will between the marry and cross school and EC fiber um which has actually been going on for quite some time they are actually already in our building and providing service to us in lie of their um area that they're occupying um they want they approached us back in oh my God it must have been July Sean I think or August it was quite a while ago and um Wanted to sign uh an updated lease agreement at which point I said okay where's the other where's the old one because I wanted to read it and see what the changes were and lo and behold we didn't have an old one we could not locate one um so I think it might have been a gentleman's handshake

085which is fun fine um so now we're making it a more formal uh arrangement with a leas agreement um and also um they're going to file documents with the town for right of way across the property for the cabling um and all of that like I said uh was checked out looked at read through um multiple discussions with Josh uh who's our director technology along with Shan and Tony about location and actually it's a better location where they're going to be moving it too um and our attorneys went through the whole process with us so um it should be good to go Josh you have anything to add no thank you Josh uh any questions for Jamie or Josh at this time as you'll see this is also uh an item we have a corresponding

086uh business quiring action for at 7f um I do see Lisa's got her hand up or blue hand up um yeah just a quick question I was wondering if in addition to the internet service um they were going to be providing phone service as well because I know EC fiber does both and I I didn't see it in the agreement but I also quickly perused it so I just wondered if you all had thought about that I don't know that I caught the second part of that I'm sorry I just know that EC fiber can um buckle your phone service to the Wi-Fi service and I didn't see it in the agreement but I looked at it really quickly and I just wondered if if the district had given any thought to having EC fivr

087also be the phone provider and if that would save money and if it doesn't it doesn't matter but it just occurred to me while we're doing this lease it was a question that I had it's a good question and I honestly don't have the answer but Josh had there he is yeah we did we did look into it um and we just got the phone system that we have right now um so we just barely got into um the agreement that we have the way that they do things and I actually had a conversation with them um um with EC fiber about this too um and because we do the e911 the extended 911 service um through the school along with just some other some other details as far as the technical aspects of um

088providing the the security and the the safety protocols and stuff like that that we do um we're it wound up making more sense to stick with the company that we have right now um and but we did it is something I think I don't know if it was you but somebody brought that up um as we were going through the process um just to just to consider and check on that so we did but um found that it was better to stick with what we have okay thanks yeah we just went to we just went away from um conventional uh phone supplier uh yeah and it worked well the e911 by the way we did have an incident and it worked it did what it was supposed to do and it notified everybody it was

089supposed to and uh it worked very well uh other questions I I've got one that's probably kind of stupid just since I'm signing here a tenant will have access to the location 24 hours a day but then we seem to have offset that by saying they'd have to follow policy kir so I guess we're not concerned about providing access 24 hours a day because where they're moving to we'll have an external door ah okay good and then um and you said we've had legal already review this contract to yes we did Chris Leopold's office uh reviewed it uh one of his um his um I think it's actually um one of the sons of the owners of the firm he works at but he's not he's a he's not a you know he's not at

090Chris's level he did work with us okay great thank you uh other questions and I'll open up to any part uh public questions too if anyone wants to raise a hand okay uh not seeing any uh thanks to uh Jamie and Josh for uh getting this down on paper and uh working through this agreement I look forward to uh returning to this later and signing off on it soon too so let's keep moving down our agenda items and next up is a septic update as we have had um I I'll probably turn over to Jamie for some of this um because there was a meeting that uh she and Tony and I think Sean and Jeff goodr participated in a while ago to talk about um options moving forward I believe today uh we in

091order to try and get away from having to uh fence off the entire green and to avoid any other issues we have begun uh pumping was my understanding as of today and we'll do so every week uh through till about March depending upon weather conditions and um hopefully that will uh get us through the winter season the cold weather season without um any issues arising and uh I don't Jamie do you want toh talk about some of the recent discussions on next steps or sure I can do that um we're looking for an we're we're going to be having an updated meeting and we weren't able to fit it in with all the budget uh committee meetings that have been occurring uh we're looking for an updated meeting I think either sometime the end of

092this week or the middle of next week um with Jeff gridr from Pathways uh and all of us um to come up with the timeline on our next steps uh he has been in contact with um Lincoln applied engineering um Steve rll and they would um like to start doing some some test pit analysis on some of the alternative locations that we've been discussing um which included you know the Dresden fields which is our sister uh District pich property French Farm Road uh River Road formerly uh the the cooker LM L&M property um potentially Huntley Meadow as I believe we have right of way our ownership of a per of the section down there and the pepper property or adjacent to it uh down near Elm Street um we need to do a pros and

093cons list on all of those areas and I know they've been working on that I've not had an update on it because I haven't had a chance to meet with Tony and and everybody uh regarding that before we start digging holes although I know the town in the past worked with us on digging the holes they provided um you know the man and the uh Machinery uh and then the engineers met them out there to take a look a precursor look at some of the soils and then do some of the data mining of of uh information that exists from prior looks at some of these properties for different reasons uh there somebody did bring up the suggestion um about one of the conservation easements on one of the property that May limit its ability

094to be used for specifically a septic field um so we're following up on that information as well um we did start pumping today um we are pumping um we're going to start by pumping approximately 500 gallons per week uh we have capacity to hold 18,000 in our tanks and so it's our thought that if we can continue to mitigate the the volume there that we might not have to pump everything out clean and just open it up in the spring and let it do its normal job I know that was one of Tony's thoughts on perhaps um you know saving some money so that so that we're not spending the whole potential 35,000 that we initially thought we might need to I don't believe it's going to be that high he was working through some

095of the numbers uh with the gentleman today um we're still in con was still in uh contact with uh the town of Hartford um about where they're at with one of their uh report projects that they have to do for the state of Vermont um what else do I know hold on one second I'm reading my notes um I think that pretty much covered it I I think that some of those properties you discussed earlier the the owners are overseers of the property may not have been um contacted yet either so that may still be on our list too and something Jeff was GNA and his firm were going to help out with uh as you mentioned I did reach out to Harford and have been for the past few weeks and did hear back

096from their uh Public Works director last week or the week before because I was interested in hearing about um where they are with the the study Jamie mentioned which I I think is a state mandated study CSO study um they had initially thought when uh they were going to embark on it was going to be uh January of this year finishing around January of next year 2021 obviously with covid and number of other things that got pushed back a bit um last um last I heard U from Harford Public Works director was that they're anticipating an April uh completion of that study um with regard to that um as you may recall last fall we had begun to look into anou with them to uh pay for an analysis of what connction C of MCS

097plus the three area businesses along Route five would um do for the capacity of Hartford septic system and um I think uh we'll return to looking at that but the decision uh we had made was that it didn't make sense to sue theou until we heard whether or not the CSO study uh was I'll call it a positive result that uh would make Hartford interested in providing access to their systems so um we'll return to that soon and see about moving for with thatou as well and hope to have an update in the coming month or two on on that as well as well as these other things that Jamie mentioned that we're working on with Pathways and Lincoln applied for the hydrology reports I think that was it uh any board member questions Kelly

098um yeah I know that you said some of the property owners hadn't been contacted yet but I was just curious when um Jamie Breeze threw the list of of properties being considered there was a mention of Elm Street what property is that Elm Street was raised maybe it was I think I think there's some um again land um land there that might be someone's property Pepper's property potentially that is in the um land truck I I don't know all the specifics to it and again I don't know that he has been approached yet either I just think that based on location the possibility of it being in the land trust that there might be options there but again uh yeah haven't uh pursued uh much further than that thank you the peppers also just recently

099moved I don't know whether they sold their nor property but they now live in Hanover so good to know all right so it's just uh looking at several options obviously and as always trying to keep everything on the plate but uh again early stages in some of these in some cases here uh question any other questions from board members okay not seeing any I see uh Stuart Richards is with us and Stuart I'm going to allow you to talk so you just need to unmute and ask your question after you've uh identified yourself Stuart Richards 82 Elm Street and across the street from the property that you were just referencing which was owned previously by Betty Booth the um the restrictions on that property are pretty stringent um and I I can't tell you whether

100they would be released um in whatever circumstances uh we would hope to use the property you know certainly worth asking certainly worth asking about but um you know I I guess I wouldn't hold out much hope but certainly worth asking about um the uh other thing that I was I was hoping that you could uh um just reiterate if you've already talked about it um is I I see absolutely no harm in sending somebody out with a uh uh just doing a hand orer study of some of the properties that are being considered it's very low cost cost and it could be very informative could be very informative so that you don't waste time on spending a lot of money on something that doesn't have any potential and I just wonder I mean you still

101even have time now before the ground is frozen to do that with some of the properties that you're under that you have under consideration I would I would hope that you would follow up on that and you know try and narrow down those properties that have some potential for further study real study um and eliminate those that do not so just one man's opinion here all right thank you s as Jamie mentioned we do have a upcoming or planning to schedule very soon within the next days or week to so we'll raise that as well thank you Stuart that's a great Point Stuart thank you and we had discussed that with Tony I know that's on his uh radar to get done um as you can imagine the maintenance uh departments have been uh supremely

102busy with the pandemic going on um and we've been trying not to spend a lot of money by having other people do it so um but that is on our list of things to do because I do believe that you had mentioned it as a pretty good idea last time so thanks for reminding us okay thank any other questions before we move on here okay thank you all uh next item up uh in the business requiring discussion is the uh Child Care committee um I'll try to unmute myself I provide a little bit of background on this uh previously to the board but probably should have included some in the uh board docs as well but uh by way of background the childcare committee uh is being set up by the select board um Mary

103Leighton is taking lead on it for the select board and uh What uh my understanding is that they're hoping to achieve is to um uh do a a bit of a study through a survey of uh Town members uh with regard to the possibility of looking into Child Care uh options and what you know what's available now and what could be made available because uh I think as we've all known and all of us uh on the board at least have had Kids Go through the districts here and uh have found challenges in finding child care as well and uh this is something that they uh are going to uh take a look at in town here I know it was a topic of discussion when the uh Planning Commission was pulling together their report

104uh earlier in the year last year as well uh the reason I'm bringing it up at the meeting tonight is that uh there's um potential interest in including someone uh from the school board or the school district if we are interested participating uh the idea is that there will be seven members of the committee there are already four members of the committee um with Mary Leighton Rebecca hulc um Brian L who was on the Planning Commission and uh Jamie I'm forgetting Jamie's last name right now but a Community member uh who is already on the board as well uh the select board has solicited um the public for applications to fill those other uh three positions and has asked uh if or I have had discussions with Mary about a potential spot for a board

105member to so uh my question to the board is to whether or not uh we would like to participate in the uh committee and if so if we have any board members who would be interested in doing so um so with that background let me know if you want any additional background and or have any questions and there was an article in the Valley news earlier this week about the uh the establishment of the committee too any questions Neo um so at the risk of chiming in with with uh with my opinion on this and then immediately being tagged as possibly the person that might serve on said committee um I actually think it's it is worthwhile for us to have a school board member on the committee I I think that the the topics

106that are being discussed um you know uh uh have potential overlap or impact on the school district um you know and because of that I think that we should be uh involved in the conversations thank you uh Kelly have we heard from anyone yet or is it um too early um a point to know whether people have a sense of how often they want to convene the committee I I do not have a sense of how often it does seem like an aggressive uh timeline because uh as Mary laid out uh in her message that I also should have referenced Sean was good enough to include in his uh um crosswords update last week uh I it was last week right before the holiday break um the announcement that they were looking for members that

107they're trying to wrap this up by February 10th I believe it was so I think they're only talking about about a two Monon uh time frame with regard to meetings I assume it would be as as many as one a week I I don't know about more than that they did reference in the Valley news article that there was a lot of data to go over and then of course the uh effort of sending out a survey and and then going through the responses to that would be uh I would think a good bit of a lift as well um that said uh the timeline I think Mary stated that uh is not a hard finish so it could go on longer if that was necessary thank you Garrett sorry just I'm clear so reading

108our letter so is the proposal that this is going to be I think it's said Municipal funded so this would be a town funded thing or is this is this also just looking at like all child care options even for private funding I mean this seems to be something that would basically be what attached to the school or were you is taxpayers be paying for child care for people in town is that the I think that's part of I think that's part of the question that they're uh putting to the committee and then that obviously they would put to the the town as well through surveys to get a um a sense of the town's feelings about child care I would assume availability of it currently and interest in finding ways to provide more availability

109for it and and further interest in finding ways to fund publicly or not or just find ways to support somehow and I think I saw reference somewhere to even finding spaces to provide for that type of thing so I think it I think they've left it pretty wide open um in terms of uh What uh what they're going to address but I I think it is uh largely to uh get a sense of the current state of child care in Norwich accessibility to it and uh and town um uh citizenry interest in potentially pursuing okay any other questions from the board okay I do see that uh Alexa has her hand up on the public side so Alexa I'm allowing you to talk now thank you Tom um to be clear I am not in

110any way trying to advocate for for for being on the committee I have no time for that and you're looking for board members but my question um actually was just a comment related to um Garrett's question um I uh a couple of friends of mine who work in um daycare in the area and so are pretty aware of what's going on with this committee um have mentioned and I'm sure Sean could obviously speak to that that um yeah a big a big Topic in this committee is the discussion of potentially um full day um prek at um Marian cross if I'm not mistaken Sean and that that would be a municipally funded um Endeavor so that it would certainly have an impact on um tax rates and um taxes Municipal Taxes in the town and

111that that that is a significant um piece of the discussion of this Committee just for what it's worth in case anybody on the board is thinking about whether or not they would want to be on this committee that apparently is a big um focus of discussion from what I know and um Sean correct me if I'm wrong I know nothing of the actual intent of the committee um I do know that we are looking at a full day preschool at Mary Cross School right and yeah I was not under the impression that was part of the committee's drive either since it is a select board driven committee there is of course uh Public Funding currently for uh prek uh three and four year olds that uh I'm forgetting the exact dollar not right now that

112goes towards funding for um uh Nursery schools at 10 hours a week I think it's in the range it's Neil do you know is it 3500 or so now say between three and 4,000 yeah um so that is currently uh available um as well but sorry Neil go ahead did you have something else um no I guess the uh my only point was is that I would um guess if the board chose to to place a member of the board on that committee I think that that um board member's role would be as a um a to report back to this board um what's going on in that committee and then B um uh carry forward the points of view from this board to that committee yeah I should have mentioned I would see this

113as a what I think you're describing as more of a liaison role as well is that what you're thinking or describing uh it is yeah I think just you know highlighting the idea that it's less about um certainly would uh if it were me it would certainly not be about my personal viewpoint on whether or not this is a good idea or a bad idea but uh representing this board's position um on that committee and then relaying that committee's work back to this board thank you Lisa sorry not very quick on the unmute tonight um that was going to be my question is was is this a liaison role or a more active role that was envisioned so that was good and then I'm wondering are members of the norch nursery school and the nor

114Child Care Center or the other current child care providers part of this effort or do we know like I just I yeah it I would just want to make sure that everyone's talking to everyone because this affects a lot of people so yeah I I can't answer uh for the current makeup of the committee right now but I I do believe that they would uh obviously be reaching out to those uh to those uh schools and organizations to get their input I do believe they were referenced in the Valley news article as well if I'm remembering correctly okay and if we have aais on we could certainly add that to the I think they should be included okay thank you exactly okay so with that um do I have a sense that the board is

115in favor of including a board member in a leison role should the select board uh um be in favor or allow that type of role we don't need a vote just kind of a head no against Garett again I mean unfortunately they're taking this on at like the worst time right and it's so again it's probably a good idea to do it but unfortunately you know everyone's got their hands full with a million other things going on so yeah it's just an annoying request at this point in time in our lives well I think they're addressing the concerns that have been raised many times over the past couple years it's it's a challenging time given where we are with the budget season I think and Co and all that sort of thing too but it's

116something that uh I think they want to move forward with um for all the right reasons it's just that yeah I I agree that timing wise with scheduling it is a challenge uh but I do think it would be worth while to um be a participant in those uh conversations and in terms of budgeting too that's as we've seen with our own budget heard from the town side of the budget too that is another challenge uh in terms of adding on potentially adding on things um but that I'm sure we would hear back from the Town members who responded to any surveys as well and it also doesn't need we can't be taken up in in a town budget this year if they're planning on going through till February 10th anyways but it would be

117informational for future Year's budgets is is my perspective on that so um with that I I think that uh we seem to be an agreement that ala on is makes sense um I will reach out to uh Mary and the committee to let them know that's the case uh I know you weren't really volunteering Neil but if you uh want to take that on I'm willing to accept it and I will be I will happily offer myself as a backup uh so that uh as needed we could uh um go back and forth between U meetings uh uh I'm gonna uh stand where I I'm right now and if anybody else wants to rush for the door um uh that's okay okay why don't I put a 12h hour period on this and uh you

118can be first I'll be second and then if anyone jumps in I'll I'll be the first to let you know and Lisa did you have something yeah I I I'm not running for the door for this um but I do feel that you and Neil are already doing a lot of heavy lifting with all the budget stuff so I feel that I should be running for the door um unless you feel that the person that we send to this committee needs to have a budgetary hat and then I probably am not the best person for that so I don't I'm not volunteering right now I'll do an offline with you but those are my two thoughts is it just feels like you and that Tom and Neil are doing a lot of heavy lifting with

119budget stuff and um that seems to be a good place for you all to put your efforts so unless you felt that you guys needed to do this because of the budgetary aspects of preschool um yeah I just said a circular thing so I'll shut up now but that's where I am okay well thank you uh for that too and uh let yeah let's let's do that let's consider it offline I do not think that uh a budgetary expertise is required for this purpose um so uh let's let's talk it over over the next 12 hours or so and I'll be able to reach out with h someone it's just good to know that we will uh consider A's on the spot but Kelly are you raising your hand I'm raising my hand to suggest

120that um I completely second Le's comments about you and Neil and the budget concerns um but maybe we could um consider and we can take it offline but con consider a rotating liaison situation and that would be a happy thing for me I I'm not rushing for the door to volunteer for it every week until February but um but I would be happy to support and back up or take a role whenever on an occasional basis so okay well I'll tell you what I'll get a better sense from Mary as to the number of meetings per week that they're thinking of I'm not sure that a rotating role would make much sense Beyond a couple given that it's only a two-month uh period and there some consistency would make more sense but let me I'll

121check in first thing in the morning with Mary uh to see what they're thinking in terms of uh number of meetings over the course of those two months and then we can figure out who uh who Goes Forth as I I think I referenced earlier I think they're shooting for their first meeting to be on December 7th so we've got a couple days here to figure out um who who can uh who can go can I add one more Point Tom and that is that um especially since this is now a topic on the Forefront of people's minds could we would it be sensible to for us to have this topic remain on our agenda sorry they're getting excited downstairs the way that we're doing with the septic so that we as a board are

122talking about specifically marry and cross's concerns of about space and programmatic requirements while this is going on could we put that as a regular topic if it seems so the regular topic being updated about the child care committee's work I'm sorry updated about maryan cross's concerns regarding our ability to handle full day um prek as Alexa was talking about a lot of members a lot of people buzzing about that need and wanting to see it show up at Maran cross's door well so Sean has in the budget this year proposal for full day prek but it is at a 14 child uh limit right now so but that is in there is and I'm is that what you're looking for I guess um no I'm I'm really just looking to make sure that we are

123keeping in mind well Sean you are already so I'm not double guessing what's already in the budget but I'm saying it would I think it would help us as a board to continue to look at um whether all concerns and all constituents involved are um happy with the way things are progressing that's all with the prek program okay so maybe Sean what we could do is uh would you mind as part of your principal report including updates on prek um as we move into next year yeah can do that okay great thank you all right um with that uh as I said I'll follow up uh with Mary and I'll be in touch with those who are racing to the door um and we'll have a member at their first meet um anything else okay

124not seeing any let's move on that was our last item of business requiring discussion so we're moving on to business requiring action and we do have a proposed uh consent agenda for the first uh few action items here um I had just pulled one out in case we needed any additional questions on the uh HVAC upgrade but I do think we covered that fairly well before but um if someone would be willing to make a motion to approve of the items for a consent agenda that would be great uh just as a reminder um actually doesn't matter for the consent agenda but we did drop the approval of policies from tonight's action items Neil move to approve items B through F by consent thank you do have a second Kelly and I'll go around the

125for roll call Garrett Garrett yes Neil Odell yes Kelly Ry yes Lisa christe yes and Candon yes thank you so as I just mentioned um no approval of policies tonight we'll move that to the January meeting uh and then the last agenda item there is the approved withdrawal from the maintenance Reserve fund for the HVAC upgrade um as we mentioned earlier the I think the maximum amount we'd be looking to withdraw is the 75,000 that was referenced earlier I think uh I'll let jimie speak to it but there may be a chance to lower that dollar amount as well potentially as low as 50,000 50,000 um there is 146,000 currently in the uh maintenance reserves I cover that all right Jamie or is there anything else you want to add no that that covers it

126I'm really hoping that we wouldn't need to take 75 out I really only want to to have to take 50 so um and I'm really that they have extra money left over and we don't have to take any so you know okay but in terms of the motion we should uh ask the board to approve of a withdrawal of $75,000 from the maintenance Reserve up two could we say up to yeah that'd be fine Jay did you have something down that was just my question Tom if we're going to put a dollar value in there okay so with that if someone would make a motion uh that asks the board to approve of up to $775,000 uh from the maintenance Reserve to uh provide for the new HVAC system upgrade that would be great Kelly

127um move to approve the withdrawal of up to $75,000 from the maintenance Reserve fund for the HVAC system upgrades thank you do I have a second Lisa and roll call uh all in favor Garrett Palm yes Neil roell yes Kelly Percy yes Lisa Christie yes and Candon yes so that's unanimous thank you thank you for your work on that uh Jamie and Tony and James everyone else um glad we can get that done um with that let's move move into Communications and reports and by the time we get here I always felt like I've talked plenty so I will not add much more other than my continued thanks to all of our administrators uh uh teachers staff everyone who's uh getting us through um these days it's uh it's been inspiring to see um and

128our next uh scheduled meeting is uh is in January January 6 and we'll have a couple of at least a couple of meetings in January because it is our budget Focus month as well um I do not think I have anything else to add at this time though I usually recall it after Jay has given his update so I'll give it to Jay now for his uh superintendent report right thanks Tom and I'm going to um invite uh let's see um Sean Lisa and or Robin to chime in at any point because I'll be talking about the work of the equity committee right now and um they have um more direct involvement than I do um but we we had our Norwich budget committee discussion during which uh the question of funding for ongoing Equity

129work uh came up and and that was prompted in in some measure by the fact that the equity committee has has forecasted um needing a substantial amount of money to fund ongoing efforts uh that they've identified for us and that right now District SAU wide is $110,000 and we had a great conversation today um with with the leadership of the equity committee um and they like many of us face the Cal the budget calendar and that it it it can be somewhat restrictive and that you have to really plan two years ahead um for any substantial initiative and so there that figure that they gave us that 110 was really their best guess in order to essentially hold a place to make sure that we're going to maintain our commitment to equity um across the

130board in in many in The Six Dimensions that were identified in the equity audit and the uh the the subcommittees that they have right now are are actively engaged in work above and beyond the staff development that is sort of taking the Lion Share of the attention right now um professional development was identified as their really the most pressing need and is pro is proving even um as recently as this this afternoon's training session to be a real need um but we've got a whole year of of essentially double sessions planned where there are two sessions each month and uh this afternoon um the the folks from ground spell change shared an evaluation instrument they'll give us some data about um how our staff are experiencing that training and and both um Brian and Theodosia

131cook have been very open to feedback from the folks that are involved in this training you know against pretty tough odds when you're trying to do uh that important and that um that high level of Engagement in that sort of training via Zoom um poses some real challenges nevertheless it's it's it's going it's it's going I think it's going well um but we don't really know what the needs going to be after the training is completed this year hopefully will'll have a much higher level of understanding of the issues of diversity equity and inclusion um by the time spring gets here and so things might change and so what uh what we agreed is that they're going to pair back their budgetary request and they're going to change it in a way that stretches the

132training out over a longer period um and and also looks at the other six the other five items that were recommendations of the um of the audit itself and corresponds roughly with the subcommittees that they've gotten U one of the things that they're trying to work on is is a what they're calling a deeper dive on the data to identify where our needs are with regard to um with equity and and those can be far- ranging it's not simply uh matters of of uh race and cultural awareness and competency there there are a lot of things how do our discipline statistics look um whether whether we disaggregate that database on race or whether or not students are eligible for IEPs or other special services you know and and our our subgroups tend to be so

133small proportionally that it's really easy for them to be papered over and and and missed and so that sort of a deeper dive is really important and should be part of that uh commitment that we make to the ongoing work um the other thing that we really need to be looking at is curriculum and that keeps coming back to this whole notion of where are we with this strategic plan where are we with curriculum and uh everything that I've encountered in my own uh research around equity and curriculum is um is that sort of analysis is very dependent upon having a written curriculum and as we've we found in our preliminary work that we've done already with our curriculum audit we have very little by way of of written curriculum so so that's a that's

134a hurdle um and so we talked a lot today about making sure that the Equity committee is is working closely with Robin and um and so for her part Robin has sort of Taken on the uh the the curriculum um Embrace of the equity committee and and I offered to help with the data analysis I've done that in another life um to a pretty large extent and would love to help them because sometimes we don't we're not even asking the proper questions uh we look at a data set and like just just limiting ourselves to discipline is probably not the the best to do that analysis what about course taking um if we disaggregate the kids that are taking our highest level honors courses what's it what does that look like um kids that are

135being routed into courses that are more remedial in nature what does that look like and then then the practices themselves um are we tracking in our in our um course assignment and if we are um how's that compare with best practices in equity with regard to access to curriculum so these are all questions that I don't even know that we've been we've been asking yet and that we probably need to so so so the ask is is broader and deeper than simply providing professional development for our staff the other big thing that was a finding across both both halves of the equity audit both the equity audit that was conducted by members of the committee as well as the um the pretty well well um uh respon responded to uh climate inventories that were done

136um Everybody sort of agreed that we we have a lot of room for growth in communication and engagement with the the broader Community including our parents and so that's something that needs to be part of that ongoing work and and those all those different analyses that were that were findings of the audit um I posed as things to include in that conceptualization of what the budget looks like so um what I what I told Nicole this evening is that if they were able to pair that down given the pressures we have on the dresen budget to about half of what they've asked for um I will commit um title two funding to the professional development requirements and right now that's that's G to be tricky on the Norwich side um but on the on the

137Handover and dresen side will be about $39,000 of of the total need could be accommodated within title 2 so we to look at other other sources of of support for uh for that work on the Norwich side um but but we made some great progress today Nicole Hansen and her two co-leaders will be um giving me a revised proposal on Friday after they consult with Brian and Theodosia um and and and we also need to have a larger conversation about what does think what do what does this all look like outside of that particular engagement with with that particular consulting firm um because because we have we have to be sustainable so they're going to be looking at um engaging them in more of a train the trainer sort of model on the professional development

138side um and and we'll be looking at resources that we can bring to bear on the curriculum development side um so that's that's sort of the State of Affairs right now with regard to the not just the equity training but the entire the work of the equity committee which is much broader than simply training and and really Lisa Sean Robin if you want to add anything feel free um thank you ly right yeah I just thank you Jay I know you have 5,000 things to do so thanks for taking the time um to sit down with the leadership for the equity team because I think that was a really important conversation to have um and just a quick update for the public in general is Lee Co and I who is a parent at Marian

139cross and part of the equity committee are part we the parent engagement heads so we're the committee we're the subcommittee of the equity committee that is involved in parent and guardian engagement around all these issues and we had conversations with the pto's at Maran cross the ray school and um RMS about doing parent and guardian workshops in the spring to sort of um inform people about what the teachers have been hearing so that what's happening in the classroom is also happening at home or at least everyone has the same language to talk about things um and the pto's um for the ray school have some money to do that the norch we're going to approach the Norwich Women's Club to help fund some of it and RMS has a little bit of money and so

140um we hope to have two workshops in late January and late March to let community members be part of this discussion as well so that it won't just be the teachers having these discussions everybody will have a chance um to hear what's going on so stay tuned for information about that but that but that is going forward and hopefully being funded through the great generosity of our PTO people right Thank you Lisa and thank you Jay for that update and for uh working hard to make this uh sustainable um effort too because that is obviously very important here too um did you have uh anything else to to add Jay to the superintendent report not that that was not a lot so and thank you as Lisa said for taking this on in addition to

141everything else sure no no I just I would Echo what you said Tom about just being you know in awe of the great job everyone's doing to keep our schools open and and and just the uh the very consistent um reinforcement that that decision and that that hard work is getting uh when you look at all the things that are being written Nationwide and actually internationally about how important it's been to keep our schools open and and uh you know and my my hats off to Robin too for uh being the tip of the spear um on our uh on our work that way and like like she already said always being fearful of Fridays it just seems to seems to be when everything happens but we we'll get through it we'll get to another

142weekend hopefully well that thank you and thank you Robin uh I'm sure you didn't have this in mind when you first accepted the job here did you well next up uh as if she hasn't had enough time this evening is the business administrator report so do you want more time Jamie I'm willing to move on if you think you've updated enough this you are muted though no I actually have a couple other departments that I haven't uh talked all right uh we only touched upon maintenance and all of that stuff all night um I would like to thank all of the bus monitors who have been doing a fantastic job every single morning for us to keep everybody safe on their trips in I will say I can still use bus monitor Subs so if

143anybody's looking uh to make some uh extra dollars Before Christmas maybe after Christmas to pay off bills um you know we still can use some subs because the sub that we had which was great she was from Norwich uh took an actual route position uh so she's on call every day and Shannon and myself are on call for substituting so um that would be awesome the other thing um at the risk of getting ahead of anybody we had a conversation today U myself and Greg Bado along with Cafe Services um regarding some positive changes that may be coming our way uh effective January when we come back to school um with regards to food service and um what we might be able to offer for folks um with uh with the help of the state

144of Vermont and the federal programming um initially you know I know a lot of folks out their parents uh in Norwich had questions uh when the state had sent out information and I think it was also maybe in Vermont Digger and and in the newspaper about the summer Foods programming um and people being able to get free meals um initially we were told that we couldn't participate because we hadn't been signed up for national school lunch program we don't we don't utilize that Federal programming um but after many conversations uh initiated first by Greg and Then followed through on by uh Karen here in my office uh and then myself um we've been in contact actually Cafe Services uh fresh piic who does the food out of the Hanover High School for the marry and
