001I feel like you should be our camp counselor and give us all a number that we recite every time we come together it's a great idea [Laughter] so Kelly under the agenda review it has mention of the of the consent agenda items hmm it's in public content sorry what do you mean has mention of thee it just explains that we'll be considering items a through E as a consent agenda okay okay I have B through G oh you B to G yeah I mean sure I'm on the right Dresden agenda I said join the meeting I'm looking at a through e on my board okay that's weird I just I just signed into board ducks CY I did too and mine says B through G agenda B through G are you on June 23rd yeah
002you through G also are you looking at handovers or Dresden's mine also says B through G your G for Dresden tonight Sergi ones oh you know what it says B through G on the agenda under action item a mm-hmm but it says a through e in the public content interesting I'm just gonna give you a heads up you are recording and you are live on YouTube so you're good to go whenever you want to start the meeting all right thanks guys we'll go ahead and call to order and sort out our agenda confusions in a moment are there any members of the public who would like to address the board okay see no hands being raised no comments no okay super does anyone need to reorder anything in the agenda make changes we'll get the
003consent agenda sorted at some point just as a heads up since we were talking about it a consent agenda is simply a way for us to vote a little more efficiently on items that we can certainly discuss it's not to say we won't discuss them if they require discussion but since we have to do roll call votes for every single thing it's just a way to speed that process along any other agenda items yeah J I just corrected the public content to reflect items B through G great thank you sure you only see that if you refresh though okay super all right Casey we will move right along to you then thank you so much for joining us hope you've enjoyed the start of summer so far thank you okay so for council we had
004very few meetings considering that we've been in summer now but we actually did on June 3rd create the anti-racism and inclusivity ad-hoc committee which is charged with addressing the issues of racism and inequality that have been highlighted by recent events and this committee is open to all interested individuals in the Upper Valley including Hanover high school students and staff as well as any community members so if anyone on the board or listening to this is interested in joining you can reach out to Ellie standard rally Urich or Julia cook as they're chairing the committee also we discussed the advisory proposal by miss agate at miss agate and miss Polk and they're looking at kind of having smaller groups instead of having larger common ground common grounds each week and so we give them some student
005feedback on what we thought of their proposal and lastly we created the sky ad hoc committee which is men made up of students and it's meant to address or solicit student feedback on the schedule at HHS and then also act as a sounding board for the two student representatives that we have on the committee that's made up of mostly teachers from each of the departments great Thank You Casey what I'm I'm just curious what was sort of the high level student feedback on the advisory group the smaller group proposals was it sort overwhelmingly positive or I think for the most part is very overwhelmingly positive it was different based on people who had kind of been in an in a different environment besides HHS with an advisory program because I think that for a lot
006of students the common ground was their main impression of systems like these where as people would outside experience kind of saw it as a more positive thing but I think a lot of people were more in favor of having the smaller groups because you would build better connections with that teacher that you're assigned and with those students I read awesome thank you other questions for Casey okay see none thank you so much Casey and enjoy your summer we may not see you until August but we will definitely let you know if there are any special meetings coming up okay yeah all right moving on to the principal's report to be principals ' report but who wants to go first you want to go Justin or you want to ring I guess we'll bring you in
007as the closer okay yeah so since our last meeting we had at the Richmond middle school we had lots of activity which was kind of cool because we'd had so long without activity so we had two separate celebratory parades one on the last day of school for students which was June 5th so six and seventh graders were able to come by and drive by the school rms is set up very well for that because we have the two roundabouts at either end and teachers were out celebrating with lots of signs and Mike Lapine had a few water rockets and some other I think there were there was some mentos and some coca-cola shot all in the street as well which we cleaned up so it was very well received and then we did the same
008thing again for eighth grade night which was on the 12th and we did for between 6 and 7 and then we had sort of a live stream broadcast of graduation from 8 until about 8:30 which was a combination of some live things and some tape things that John lacrosse put together it was pretty phenomenal it's on it's on the celebrations page karen was nice enough to put together a celebrations page on the richmond website so you can see the eighth grade celebration and pictures of the sixth and seventh grade parade as well as a really neat singing compilation that josh hall put together with a bunch of people in the senior chorus and it was kind of a really neat end to the year and we had a but we haven't had a number of
009other end of year things that were pretty cool we had an end of year we couldn't do the play obviously so everybody who did the play got together remotely and read some scenes from Peter and the Starcatcher and then Amanda Emerton went through and created animation for all of them so had little kids on the outside you could see who the students were and then animated mermaids running around on the screen so it was really neat just to see all kinds of creativity that people had we then undertook two weeks of planning we sort of look back on what we had done what we did well and what we needed to do better and we created a number of different committees and they sort of all came to the same conclusion which was nice in
010that we need more structure and so we have a number of different committees that are putting together both structure in terms of how assignments will be presented on oh gee how many assignments there will be what the expectations will be so we will have if we do end up going remotely again we will have a very structured expectation for students for teachers for administrators for parents all the way through so that was nice as well and it was it was nice to see everybody having enough energy to do all that planning at the end of the year we have interviews tomorrow for our administrative assistant that move is o has is moving on to Lebanon High School has actually started she started there today so she had a grand total of about one day off
011but she's working there over the summer we'll miss her but I think we have some good candidates in line for that we also did a number of transition meetings zoom wise with sixth graders from Marion Cross and fifth graders from the REA school our guidance Department did that and we've been trying to work to make that work even easier and that's one of the things I know everybody at this point is sort of zoomed out but we have a number of us have discussed that just the ease with which you can meet with people on zoom' so that we don't have to have people driving all over the place and that probably will be something that will try to make use of next year so that you know you don't have to have everybody be
012free at one time in order to get the information so and that's where we are we had our retirement celebrations last Wednesday for people we have who are moving on ginger Wallace Joe and Elora and Ken Thompson are retiring so had sort of a not as nicest send-off as we would have liked but hopefully will they'll still be around and we can continue to show them how much we appreciated that was that was our rather full May and June great thanks Tim let's go on to Justin and then if we have questions we can come back oh did we lose Justin where's Justin let's see Justin here anymore Oh does anyone have questions for Tim yeah Dan Tim thanks for that I have two kinds of questions oh no do him in the reverse order
013so one is that we had talked a little bit least on the education committee about or maybe even among us was there any discussion of maybe some kind of in-person things socially distance on the field to help with the transition just so that the kids what might actually see in person their teacher to at least try to build some sense of a connection with the teacher that they've never met and so that's so that's one question and then the other question is just about curricular alignment kind of vertical integration since and focused particularly on math and the languages which have a pretty acute dependence relation from one year to another and given what happened in the spring and students potentially not learning as much as they would have and so expectations for what they know
014in the fall might have to be rejiggered a bit or where different classes are beginning so and how is that addressed and then maybe just sorry one more do you feel like you had enough time generally to really be prepared to start day one so thanks yeah I'll sort of go in the order that that they came up there has been a pretty serious discussion about trying to have some sort of a some sort of a meeting at the beginning of the year whether it be socially just in-store or what it would be we sort of we stressed really really stressed in the two weeks that we were doing that we were gonna try to plan for things that we could be sure of and knowing come August first we would probably have we would
015have a lot more information and then we would be able to put plans in place so we didn't know what was going to be possible in mid-august in terms of meeting with students but we do have a number of people who are committed to when that you know when it becomes clear what the state and what we want to do is a district then will definitely put that in place and we've been talking to the PTO about that we've been talking to all of the people at the different schools about how we would be able to do that and we're also planning to have a lot of our sort of cyber stuff up earlier than we usually do so they're probably emails going out to parents starting you know I guess whereas before it would
016probably wait until school it actually started but I think we're gonna try to do that in terms of where we are and what's missing and aligning curriculum we did have a fair amount of time within the middle school to talk within departments to especially in the math and the language departments met I think every other day we set up Department time so that they could talk about where people were in terms of what was missed and what was going to be needed next year I know that we met some with the high school math department and I know that we also met with some of them elementary schools to sort of see what was there in terms of what had been done part of the issue is that we're all a little bit worried about
017what the next 12 or 10 weeks are gonna bring there tends to be a little bit of backsliding in the summer and we don't know if that's gonna be accelerated because of the nature of school in the last 12 weeks so I think we're really planning on doing a lot of fairly strong assessment right at the beginning of school to see where students are at that time to sort of make sure so we have everybody grouped correctly and to know that they might not be in the same place because we've had a number of students and I'm sure this is across the board who have taken independent learning and run with it yeah not necessarily ones that you would predict right so these are not necessarily the students who were at the top of the
018class when we went remotely have now found something that they love and have just gone with it and other students who were doing very well did not respond as well to remote learning so it's a little bit I think we're gonna have to do it on a much more individual basis in terms of where people are and what they're doing and I know that from Carla's had discussions in the high school in the math department that they're pretty much planning on just trying to figure out where people are when they walk in the door and go from there so yeah we are gonna have a more I think more students who are going to take the placement tests that we're going to give in August usually we have just a handful of students who didn't
019in the middle school didn't necessarily agree with their math placement and so wanted to study over the summer and take a placement test and see if they could test into algebra where they were not necessarily recommended and I think that that number has gone up from past years so that is another way that we're gonna try to address that Kelly can I ask just one follow-up to that so okay I mean and the minutes are all online in the ed committee we we did actually wonder if there might be I think that there are always materials for kids to look at over the summer but this summer in particular with so many kids I mean on the one hand they might be totally burnt out but on the other hand a lot of kids have
020had their plan totally destroyed over the summer and I mean it might not be the first thing they look to but if they get bored enough where the parents get antsy enough just them having the materials there to look at now and and and I'm sure that they do exist but just to say that out loud the other is that at least in math anyway there are differently we have levels and and I do wonder if this is an opportunity actually to find a slightly perhaps a slightly finer striation of abilities so that you know if there are kids who really ran with it there are kids who ran with it and kids who walked with it that there might be more opportunity you know in the in the curriculum in the fall for finding
021ways to meet whatever to meet smaller subsets of kids at their at their ability so and and and I just want to say thanks for everything you did thank you yeah we're looking at try and we tried to create the schedule as well with as much flexibility as we could so that students could sort of move around and not be locked in and I know that we do have we haven't published it but there is a fairly standard sort of curriculum for people who want to continue to run John Kitzmiller puts it together every year so and it's a pretty standard set up so we can definitely get that out to people within you thank you Justin thank you sorry I disappeared for a bit my internet at the moment there was a thunderstorm nearby
022but so for my report I would just like to thank our entire staff really for all the extra effort during this this crazy time you know I caught the tail end of what of what Tim was saying but I think the the preparation time that I'd like to thank the board and dr. badams for helping get us the preparation time that we've had the last couple of weeks I think that's going to be some some critical time and I was really impressed with the work that that staff did during that time I'd also like to thank everyone involved with graduation so our graduation this year was obviously wildly different than normal but it was it was really I think a pretty wonderful success our students and their families came in the hubby lane entrance and
023many of our staff obviously in socially distance mask-wearing fashion our staff were spread out through the back parking lot different departments decorated we you know we had we had signs for all the graduates we gave them their supplies there was music playing was really a festive atmosphere and it was it was a great time for you know the the staff members who've worked with these students for a long time to both see them again and recognize their accomplishments so there were a lot of tears shed on both sides a lot of dancing and celebrating and it really turned out to be a wonderful event and I think some aspects of our unique kind of kovat graduation might might live on the notes that the personal letters that staff wrote to particular students you know that
024might be a tradition that lives on beyond this year so just thank you to everyone for the extra effort this spring I think a lot of good things happened educationally and it was tough circumstances all around so with that I'm happy to field any questions that there are out there you any questions from board members sorry Dan hi Justin thanks for that and thanks for all you've done um I just I don't know if you caught my questions to Tim but at anyway I have the analogous ones which I'll just do briefly of the first is any thoughts about some kind of in person get together socially distance on the fields for the rising first-years who you know this is some of them might be scared some of them it's just business as usual but
025just a way to see a face before they enter the building later in the summer the other question about for the for the departments or subjects which have significant dependence one one year to another like mathematics they all do I'll be clear about that but but significant dependence curricularly in mathematics and foreign languages especially honors classes expectations you know visa vie one year to another the languages students haven't really been speaking of the language so what was over the two weeks um what kinds of discussions you had about vertical alignment in that way and then the last question do you feel like do departments feel like they had enough time and did do you think that they would benefit we had discussions from finding resources for cert I mean there might be particular departments might
026be all departments I don't know but particular cases such that on the first day everybody can get back to work so those are those are my questions yeah thank you Dan for reiterating I came in at the tail end so I so more information coming about the ninth grade orientation we have a number of different ideas ranging from in person to you know I you know as the virus progresses we could have there are various remote options that could be useful well to lessen that concern you know we typically have the step up days in the spring and we haven't had that experience this year and we we always have our ninth grade orientation so I think in one way or another over the summer and or to start the school year absolutely ninth grade
027orientations are coming and students and their families will be receiving more information about that our ninth grade counseling team we have two counselors who work exclusively with with ninth and 10th graders and really to start the year focused on the ninth grade cohort this year even much even more than most yeah so I think that what I know that will be a focus going forward i you know i jumping to your third question i think our staff very much appreciates the time and i i've received more requests for summer work than normal there's there's always folks who want to do some summer work of one sort or another and i think that that is definitely heightened this year as Tim was saying again I I might be repeating him because I I missed a little
028bit of it you know I think we're in a phase right now where we've done a lot of good work and now we we need to kind of know what's next nothing certain but I think we definitely want to hear back from the state at the end of June and kind of you know really focus in on making sure we're pointing we're putting our work in the in the right-pointing our work in the right direction but but I know that our staff are are wanting more time so I think we really have I don't want to undersell the amount of appreciation we feel for that for the the time we were the planning time that we've had already but I think I think more later in the summer would be would be useful you know
029a lot of work was done with with vertical alignment I think that was one of our main concerns probably across all areas you know you can imagine even in other areas and you've mentioned even in art classes for example the typical media the typical supplies that were available were just not available so the students are in a very different place than they would have been had we were we inset were we in person and certainly math and foreign language I would say are the departments that are probably the most sequential in that way and for we're probably doing the spending the greatest amount of time in that area so a lot a lot of focus a lot of work was done to make sure we know the best of our ability where we were Endor
030ending up and and what work needs to happen and be a prioritized in the fall so I'm happy to happy to delve more deeply into that I mean thanks for that and Kelly can I ask one follow-up I mean let me ask the direct question about the languages for example I mean so there are honors tracts and so the honors tracts whatever they have certain expectations year-to-year the students have not I mean basically many students have basically not been speaking the language that they were for for several months and then they're not going to speak that language I mean some will they're in bilingual houses I mean whatever people have arrangements but your average student in a language class will not have been speaking that language are the are that are you just going to
031retest in the fall and then reassign students to honors classes and to non honors tracks are the expectations and honors tracks and non honors tracks changing now I think all of our courses especially are sequential courses and I I don't really see a distinction honors versus non honors I mean the students are going to be in different places your your point is is spot-on and we're going to need to adjust in extreme cases that might be moving students but I think more typically it's it's going to be adjusting our curricula because we're gonna have groups of students who have a different experience than they would have in person and so our curricula will need to adjust we'll need to prune certain things out focus in different areas maybe do review differently than we would have
032in a typical semester oh okay all right thanks John thanks Kelly um I guess my question is sort of to Tim and Justin you know I appreciate the updates on kind of how it's been going and that the teachers appreciated the the two weeks of planning but I know one of the things we discussed as a board was this meeting - tonight so we it could be after the two weeks um so I was hoping you guys could kind of give us at least a highlight of some of the things that have been discussed kind of the planning for next year that have kind of taken place over the last two weeks that are gonna help prepare us for whatever the options are you know with a lot of unknown coming in the fall I
033can tell you a little bit about what we've done sort of in terms of our action groups I tried to I didn't know how much detail you wanted me to go in in terms of what we looked at we spent a lot of time again like I said trying to Fitbit mostly focus on things that we can control and then we knew how to do so we didn't spend a whole lot of time thinking about various different hybrid models we put forward a couple different [Music] thoughts of hybrid models and sort of waited to see because there are lots of things outside of what teachers can do that would affect what they're able to do how many people are coming into class when they're doing etc etc so we've mostly focused on remote options that
034we had and we came up with a number of different schedules that we thought about and we basically have latched on to one so that we would have a set schedule in place for students if we went remotely that would be basically a sort of a rotating schedule so we have 8:00 class periods in the day you would take odd classes on one day even classes the next so you take one three five seven one day and we would schedule them in our blocks not necessarily that we would have our long zoom sessions per class but there would be check-ins for each of those classes during the day and then there would be time for the rest of the day to schedule individual meetings when students who might need it time for students who have
035Learning Center and that would keep our electives intact as well so students would continue to have electives languages and everything else and it just seemed to be the schedule that made the most sense to everyone we talked very much about exactly we're gonna have a template in terms of what Schoology will look like we're creating all through tech mock to technology we're creating screencasts of how to work the platform so that the students who are coming in from the fifth grade and the students who are coming from Marion Cross who have not yet used Schoology their parents especially will know what is to be done we're gonna have homeroom meetings every day for each of the students check-in so it'll be a much more structured setup that we have going and then the individual teachers
036have sort of planned their curriculum with that structure in mind so again that sort of the lessons that they learned this time around in terms of more independent work how to monitor that work how to do those things again with the idea that the specifics of the curriculum are not really that important right now because while I think most of us have this sneaking suspicion that we might be going remote at some point it may not be the first two weeks of school it might be in October so the specific planning of exactly how I'm going to do this lesson remotely is is not going to be that helpful if you know we come back and pay you're in school again so those are really that most of the specifics that we talked about in
037terms of structure what we needed there was a long discussion of how to communicate with parents from one of our action groups there was a long discussion that we have with an assessment group that was talking about the best way to do assessments remotely and then also sort of a remote learning handbook that would go out to students so the expectations about what they were supposed to do was made a little bit more clear all of the sorts of things that we had to do on the fly because we went in emergency those are the things that we're gonna try to make sure that we structure and move forward but and so I think that's I yeah at the high school we we broke our staff into a number of sub committees we had a
038safety and hygiene committee chaired by our nursing staff and representative from building and grounds and they were looking at PPE requirements occupancy levels etc across the building we had a pedagogue group looking chaired by a couple of our department coordinators looking at everything from revising a schedule to flip classroom models synchronous learning versus asynchronous learning we had an assessment group looking at everything ranging from academic integrity to basically how we assess what our students know if we're in anything other than our regular scenario so if we're if we're seeing our students last some online some in-person or online we had a technology committee that's almost self-explanatory but looking at our what professional development we need what are our best resources in that area we had a communication committee looking at how we communicate within the
039building within our staff and and externally about what we're doing we had a group looking at academic supports a lot of focus on how ie PS and 504s are handled in these in this remote time we had another group looking at social emotional supports and that was really looking broadly at all students as Casey mentioned earlier one one aspect there that they were looking at a specific advisory model you know smaller smaller groups given them more versus are larger common ground groups given the the remote nature of what we've been doing we had a co-curricular group looking you know what do WebEx theater things like that look like clubs and other activities what do those look like if we're remote or if we're back a bit but still not in the normal sort of situation
040we had a team gathering data so we did some serve of students and parents we had a group looking specifically at building and campus use and lastly we had a group looking led by the HEA looking at how we support our staff and this time each of those subgroups reported back to CPP so CPP you'll recall as our typical Committee on policy and procedure so we had one of our chairs from in each of those subgroups was from CBP and we would meet regularly throughout the week and and and both kind of hear general updates and each subgroup brought forward I'd be happy to share documents with the board after this after this meeting brought forward you know a small number of recommended changes to our to our typical program for next year and we
041were also very clear that all these changes we are considering as one year so lots of changes to advisory lots of changes to process those may live on but we were really clear that these these are for one year and then we'll revisit it to see you know when when the future is upon us we'll revisit it to see if this is something we want to stay with but we're moving really kind of fast and furious right now and so we we committed to a number of changes all of which are one year so I'd be happy to share those Jonathan with with the board excellent yeah I just I think and I think Justin and I we've sort of been in it so I was only going back and looking at my schedule that
042there was a considerable amount of time spent by our staff to discussing the recent equity audit that came out of the high school and also planning for curriculum and social-emotional work next year based on the findings and based on the movement from within the staff that this is something that's important and we want to continue to work on so that was I we basically had the same structural committees that Justin did we didn't have a we didn't have the PPE people we're letting you ably handle that but it's a much smaller school as well so it's easier to do J sorry just so the board knows the administration's of meeting weekly on this I actually attended the Hanover high school faculty meeting where several aspects of this sort of planning were discussed one one thing
043in particular was was grading just there really the sentiment of the teachers was that if we restore normal grading and those sorts of expectations it makes it much easier to structure their courses whether the remote or alive again so that was the the general feeling there that that's that that that sort of extrinsic motivation for students to get back on track and worry about their their overall achievement is important so that that was good our teams have been meeting like our principals of meeting with their own staffs they've also been meeting with each other no no Justin and Tim have had like Anissa and Julie involved in meetings where they're trying to coordinate and Shawn and Lauren have been meeting between the elementary schools doing the same sort of coordination working on planning and and
044Jamie and I are looking at things from a macro level looking at all those different elements of planning like PPE that hopefully will be uniform across the SAU and as I mentioned in the SAU meeting earlier Tim and Justin you weren't there but we we talked about a meeting we just had with the nurses and with Michael Hensley about those sorts of planning considerations and then finally the whole issue of transportation is a huge question mark for us right now that jamie is probably developing a bleeding ulcer over right now but but we're working through that and and hopefully we'll have answers again there still is a pretty big degree of uncertainty that won't really become clearer until we get a read from the governor and the DHHS and New Hampshire Vermont has already committed
045to a live opening but with lots of caveats even getting to the level of excluding certain curricular or co-curricular activities and all that stuff is subject to change so we you're gonna need to monitor we're looking at like August first as sort of a you know when things are really gonna start to intensify and we're gonna need to make sure that that we have access to our folks for conversations around what to expect when they come back and to our families for the same reason we talked with the nurses about some sort of training whether that training ends up being within that first week of school alive or whether there's some sort of period of time where we have a remote preparation for how we're going to do is school we may need that and
046one one idea that's been floated that may end up being a good one is that it's the the HEA and the NEA are amenable to potentially starting early or starting on time but having the kids start remotely for the first few days do a bunch of like instruction that's very carefully structured from our nurses again all dependent on what the what the restrictions are going to be but actually have remote instruction which would then give our teachers some planning time that first week to sort of make sure we've got all this assessment work any sort of implementation questions able to be done during that first three to five day so so again those are all just at this point brainstorms but that's just this that's one one thing we're thinking might be useful yeah okay
047so thanks I know you've been working hard on this with everyone I I guess I just want to say that actually given what we heard at the SAU meeting parents concerns already that they know that their kids aren't returning to school I think it's fair to say that there will be some subset of students and it'll be it's going to be more than one my you know might be on the order of a hundred I have no idea it's already at least two yeah all right so I mean they're there okay so there will be a lot of students who will have to learn remotely though regardless of whether or not we're anticipating a full remote or something that I would imagine I mean whatever for equity reasons I mean probably legal reasons actually I'm
048pretty sure that we will have to be doing in some sense both things in some in some fashion so you know I so I don't I mean I know you're sensitive to this but but just to say out loud I we we will have to be prepared to go remote regardless of what other kinds of things are at play because there will be a lot of students who will not show up at school we need I think I think Kelly acknowledged me we we are doing that planning and I think every single school has acknowledged that we need to be much tighter and more rigorous in what we offer remotely we're also going to for equity reasons going to need need to make sure that it parallels what we're doing in the actual classrooms the
049other thing I didn't even mention is that we know are going to have staff the some who are gonna have some restrictions that that they may have medically there may be some complications with child care depending on what other school districts do and we are going to be surveying as I mentioned in the SAU meeting we'd be surveying our staff and our our families to see what what sorts of considerations are out there that we need to plan around and we hope to have that done by mid-july Justin I just wanted to point out that I one other thing that came up in our planning is that we have especially I think I heard correctly that it was especially true at the high school we have significant technology limitations that we're dealing with and we
050we simply don't you know as as Dan was talking I was imagining what might be running through his head of you know kind of a video taped or streamed classroom lesson in every classroom and we do know I just want to be really clear that we do not currently have that capability just you know due to bandwidth and switches and other things so I agree wholeheartedly dan I think I think a Mick or blended model of some sort or you know remote for some and and in person for some is likely where we're heading but I just want to be clear that there's there's a tech infrastructure needs there as well yeah and so Kelly can I just make one one comment on that I mean so I I mean absolutely everything you said is
051true but what this does speak to is the necessity even though this might not be comfortable for some people this does speak to the necessity of actually having materials online in some fairly detailed and rigorous fashion and done proactively and you know just prepared kind of from day one and that's not I think what we've been doing generally but it is just what we're going to have to do now and the other at least there's some reasonable probability I mean absent some discovery of a vaccine in the first three months most people are predicting some kind of second wave come late fall early winter which would probably precipitate some kind of return to some remote learning and so rather than I mean we don't want to be in a business of scrambling again on November
0521st because there's been a huge outbreak and this is our time to a heads-up on this now and I should say that this will serve us in the future every year it's always a pain in the neck to get stuff online to organize things in a different way but once it's done it's easy to update it and and I just think that with high probability what we're expecting next year will require this so that's and that's exactly what we're planning for I I couldn't agree more and I think the emergency transition we went through this spring is going to be completely different than than the fall we're much more skilled and prepared now Jamie I saw your hand up I'm mindful of time and I want to move us ahead a little bit that being
053said I think we were actually covering some of the superintendent updates that would have happened later on so I think we were just rearranging a bit so Jamie yeah just quickly what we discussed would be we call them the task force the nurses and other folks that were there and we just invited the principal's to come to the next round of meetings we discussed getting the survey questions together by the 8th of July vetting them with the task force by the 9th and sending them out by the 10th to families and staff with hopefully a very quick turnaround so we could have the data back by the following Friday which would be the 17th of July because we're gonna need to make some really big decisions very quickly and we need to know what kind
054of numbers were looking at that's great so that that would be a comfort or or plans in terms of sending students back to school sending staff back to school that kind of comfort level those questions a lot of different questions surrounding transportation surrounding you know special requirements request needs surrounding there was a bunch of different questions that were discussed great great thank you guys ok any other last questions on this and I know these things are gonna come up again so ok super just needed myself I am moving on ahead to farewell to administrators we have one administrator I hope Justin's still there so one administrator leaving us and it's been our tradition on The Dresden Board to do a resolution so we have a resolution and I'm just going to read it quickly whereas
055one person can make it is a resolution of The Dresden School Board whereas one person can make a difference through service to one's community and whereas Justin Campbell served as principal of Hanover high school for eight years from 2012 through 2020 and whereas Justin Campbell fostered a climate of respect and collegiality amongst both staff and students and consistently supported the principles of a democratic school community and whereas Justin Campbell served as a role model for physical fitness and mental health through many initiatives including the establishment of the response to need program enthusiastic support of student participation extracurricular clubs sports performances and community engagement and personal participation in the administrators wellness challenge program and whereas Justin consistently advocated for the balance of schoolwork extracurriculars and family by supporting homework free and practice free breaks and whereas
056justin patiently oversaw many improvement projects at the high school including the upgrading of the turf field and the long overdue installation of air conditioning on the third floor ensuring that all students and staff remain safe and comfortable in the building and whereas justin was a tireless advocate for social responsibility cultivating socially responsible students and staff through a variety of initiatives including the student driven restorative justice initiative and whereas justin recently led the Hanover high school community through an unprecedented time of educational medical and social upheaval while maintaining a calm measured and democratic approach to the many difficult decisions facing the school community we the undersigned declare that Justin Campbell has made a deep and enduring contribution to the students the families and the communities of Norwich Vermont and Hanover New Hampshire and Norwich Vermont and
057Hanover New Hampshire as well as to the staff of Hanover high school and we extend our heartfelt gratitude and appreciation for the difference that he has made during his years of dedicated service and then it's signed underneath by all of us so thank you Justin for all of your years of dedication to us and I don't know if any other board members wanted to say something or if Justin wanted to say something any parting words I I would just like to say that I'm so grateful to have been part of this this community this this school for the last eight years so thank you to the entire board to Jamie Teague jabe Adams the whole Hanover high school staff it's been wonderful and I think of you all fondly and hope that our paths cross
058again someday thank you and I'll make sure you get a copy of that resolution thank you very much awesome all right Thank You Justin for everything yes Karen yes I see that definitely so moving on and now I've lost my agenda where are you there you are end of budget a little less end of your budget production projection and fund balance outlook Jamie yeah Kelly hi good how are you doing I'm a little bit of a rough couple of days we did a software conversion and it didn't go as swimmingly as we had hoped which put us all very far behind in the finance office so I do not have an updated I have one I haven't had a chance to vet all the numbers in it so I don't feel comfortable sharing it tonight
059with everybody I will say that everyone's been doing a great job wrapping up purchase orders we did just issue the last payroll run of this fiscal year last Friday so we need to do some encumbrance releases it looks as if the revenue is going to come in a little higher but I think the expenditures are also going to come in a little higher so I really need to be able to have the time to sit down and my financial services manager and follow up on just about four lines that um that are different and they're significantly different may need to make sure that I understand why I have a pretty good idea of the time to vet that with her that being said I don't think it's going to be hugely different maybe a $30,000
060swing in the end so I did repost what we had shared in May just to give you folks you know a conversation piece when we discuss the other part to this that that Kim would like us to have a discussion about you know being the chair of the budget committees for Dresden and Hannover dressin has the ability to do a retainage because you know we don't have trust that we can draw upon in rainy day or emergency purpose so you can retain up to two and a half percent of fund balance that has me that has not been assigned which we have done in the past since I got here actually four years and so it's two and a half percent you can retain based on handovers portion because it's a new hampshire law and
061not a Vermont law you can't touch the Vermont portion of the of the assessment piece that being said it would be about three hundred and fifty seven thousand six hundred and twenty seven dollars that could be retained the Senate in the state of New Hampshire was taking up a bill part of an omnibus bill where they wanted to change the two and a half percent retainage to five percent in light of what we're dealing with you know with the Cova 19 issues and potential emergency expenditures that might need to be made for the 2021 year which is where this money if we decide to retain it would be available for Kim helped me out what am I missing did you want to talk about special education at all yes thank you there's another part of
062the some of the Senate bills that they've been discussing um I have not been notified that they've passed and I honestly haven't had a chance to go back out and look them up um there was a change they were contemplating to the special education requirement for educational purposes right now you're required to take care of the students through when they reach the age of 21 so through their 20th birthday year but when they reach the age of 21 they are normally released from school either into another program or you know with their degree they're looking to adjust that and have it carry through the 21st birthday err not end at the not end when you become 21 but it would end when you become 22 so I've asked threat Derrick to take a look at
063the folks we have in the systems and at what point they are and their educational attainment and whether or not that would have any effect on any of our different expenditures as we budget forward he's not gotten back to me yet but I asked them to do that so that we can have that for discussion at the budget meeting that we're trying to do we're trying to set up a another budget get-together meeting about where we're ending up for this year and what next year looks like with what we know right now so I kind of summarized Jamie's first point I believe on the retainage essentially we just have a decision to make as a board we do it every year and we typically vote to retain the maximum allowed just kind of it rolls
064over from year to year I think typically we do this in June this meet our dua we yeah we usually discuss it early and then we actually vote in August once we get an audit UD's you know an early audited number great but and I think the question is I think we can wait longer than we typically do and there might be some rationale and we can discuss this in the budget committee and and in this form as well whether we should push as late as possible so we know kind of the potential impacts and basically I personally think that there's some value and basically making the decision as late as possible particularly in this year but we can discuss more about that later it's just kind of advising the board that we will be
065making a decision about what to do with this retainage and whether it's five percent or not will kind of come to learn about that later you can vote canvas correct you can vote on this to retain up through the time we set tax rate in New Hampshire which is historically depending on what issues New Hampshire is having historically is right around October 10th yeah so it would be the board meeting because it's Dresden it would have to be the the last the late meeting in September any other questions for Jamie at this point what I know there's lots of questions Jamie thanks so much I know you guys are flat out trying to get this stuff together for us with all the question marks looming so thank you I would just add that if if
066I have a chance to that these numbers then and I will have Hanover's done for Thursday night you know I'll bring them so that I'll bring them and then I'll send them to Norwich and I'll bring them to the early knowledge board meeting as well so because you know they dovetail to both hims super sorry window issues all right excellent thank you so much moving on to business requiring action so we have a whole slate of items and I think someone correct me if I have my Procedure wrong but I think I take a motion to approve the items and then a second and then we can discuss any items that people have questions on that correct you're not seeing any dissent so okay so I will take a motion to approve these as a
067consent agenda Kelly Oh Kelly you're muted because I had my other sheet in front of it sorry move to approve action items B through G as presented thank you is there a second John excellent any discussion on any of these items and I'll just I'll just call out that there is a whole slate of policies but we just approved them at the previous meeting so for anyone who's looking at this and going wait why are there so many yes Tom I was just wondering if Tim could let us know that there any significant changes of the RMS handbook there are not any there's one change I think it's fairly significant it's actually just small we had our sage group this year write something that's equivalent to our mission statement for RMS being a gender affirming
068school and that's something that we're striving to do that will now be put in the handbook as well and we're going to have that actually created and put in the front of the school part of the reason was that they had come to us as an administration saying that some of the adults substitutes who come into the school are not necessarily clear that that's something that is important at RMS so we've taken the steps to make sure that it's in the handbook which will be in the planners which will be and it will also be public but that's the main thing that we updated the rest of it was trying to make it read more consistently and making sure all the links were you know up-to-date but that was the main the main change that
069we made thanks to I saw Neil's hand Neil was that your question as well yes okay Ben and the same thing for Justin I guess I'm assuming also the updates related to Coe bid later that would be reflected somehow in this so will we be looking at this again in a couple months presumably I'm thinking that probably from us any relates in terms of kovat would be sort of a separate entity sort of a coded handbook or a remote handbook that we would have just because I put it in and then take it out and I'm not sure if it we may have to have two different handbooks I'm not sure but there definitely will be updates in terms of like we were talking about before what's to be expected from students from staff from
070parents from everybody else sort of in terms of what's going on okay Lisa I meet myself just to follow up on the gender question in the handbook um just in light of the equity works that's going on is there a reason why there wasn't focus on gender inclusivity versus other types of groups this was something that was basically brought to us from the sage group and it there's all obviously already language in the handbook about equity and about inclusivity this is a very specific it's probably about three or four lines long about gender affirmation and an understanding of you know that there are more than one the two genders I can if you give me a second I can actually find it yeah no I yes and I understand and we definitely sort of more
071recent events and I have a note to myself that we definitely need to look at other places that we would put affirmations in there it exists in student group that brought it to us and that's one of the reasons why it was no I I think it's great that sage brought I think this is really good language and I appreciated seeing it in the handbook I just it stood out rather than it and because it stood out it felt it was just it struck me um in light of everything else that's going on why that focus and I just I I feel like you might based upon the apparent focus group we just haven't there might be some pushback because of that and I am more than more than willing to open it up and
072say that you know we need to do more but like I said this this is one of those times when there's a significant lag like you know we're working on on reworking the handbook and we started on that would sage in February and really had foreseen none of what was coming and you know recently since then I think that there probably will be lots of changes made to the handbook and in some ways I would like to I'm wondering if that will come also from a district level in terms of something that is going to be stressed in all of the schools so ok that was another thing that I think we were thinking about in terms of that thank you I just it I didn't know the history of why it was in there
073so it just stood out so thank you I appreciate that I thought Rick Jamie and geo something directly related to this yeah go ahead well first okay Rick yeah with regards to the Friends of Hanover Norwich school the proposals I don't know if we can tack to this so one question is the social-emotional curriculum development conditional on sa u7t principle being able to fund summer stipends could someone talk about that program and then I noticed there's a request from Marian cross for a responsive classroom workshop and the question I have is why aren't we trying to standardize across the two elementary schools and why wouldn't this also be appropriate for the ray school I can take the last the last part of that and that will make us consistent right now they already did it
074across unresponsive classroom and so there they're catching out okay and and and keep in mind these are all these are all listed on the same table I've already been a perfect district yeah Jamie yeah so I have something on the handbook I want to go back to you but to Rick's other part of this question on the social emotional curriculum development what that meant Rick was because normally stipend salaries are not paid out of friends grants they're usually used for you know either purchasing of stuff or paying for vendors to come in and deliver content so we have the SAU level had to have a conversation about how to affect that to allow it and we just wrapped that up it's kind of been a hit and miss with all of us being able to
075get together but myself April J Amy we all had conversations surrounding it I last I think it was would have been mid I don't know Tuesday maybe and then I took three days off so I have been in contact with everybody multiple times about miss one and I believe we have finally figured out all of the nuances in order to allow them to you know undertake that and they'll have to be run through the system no this will be remote training or remote development no there there there it's Devon VOC and Devon agate and they are going to both spend the original what am I going to say the original discussion of what the project would look like was going to have them writing up a curriculum to be used surrounding the hearts and minds
076section of the charge in our high school I believe and they were each going to spend I think it was 16 days they have a whole outline that's written on what they're working on um I can repost it here if you'd like to see it and we ran the numbers because when they originally asked for the grant monies they didn't realize that you know there are there are it's not just base salary cost there are other additional costs that go with it so we just had to run the numbers so that we could be sure to cover all of the costs which we've done and I shared that with them it just means that the number of days they originally wanted we just have to lower it a little bit by day and a half
077we can fund 14 and a half days for each of them but that was approved by the board you did review it and approve it back on March 5th right so that that's what I wanted to say it was a little the wording on this agenda and was a little strange to me because there was nothing for the principal to fund and the the Friends grant I believe was already approved in March so the question was really could this Friends grant money that was already approved by the friends and by the board be used to pay staff and so that was the outstanding lingering question that why it's on the agenda again I I don't know why it ended on the agenda where you ended up on the agenda again yeah I don't either I
078didn't put it on but anyway it's been resolved yeah just to be clear the heading for the topic on there is only referencing the digital citizenship piece out of the grants okay yeah well so that's the top one okay it looks like the rest of it has gone through it just all came to us on this chart I see sorry I hadn't realized that things yeah so that makes more sense okay I was looking over proving in Jamie you said you had something on the handbook yeah page 20 on the handbook Tim if we could just and I don't think it would affect you you folks saying okay to it tonight but on page 20 that's not all-inclusive of the behaviors that are expected so if we could like we did in the beginning of
079the book under about the transportation just reference where they find the whole content on what's expected which is on the SAU seventy site under the transportation tab okay yeah that's it just add that little blurb there thank you alrighty any other questions on any of these items minutes or anything else okay seeing none we have a motion so I guess and I don't see any amendments just pointing out that the Friends of Hanover no which grant is just that one that has yet to be approved so just to make sure everyone knows what we're voting on and I will take a roll call vote starting with Rick sorry Ben did you have a last discussion question no just whether there was a move or not there was already a motion in a second on the
080floor all right are they gonna know that's okay Rick yes Kim min-jung Dan yes Tom Karen yes Neil no yes John one yes Marcella oh I see yes Lisa Christie yes Ben Dini yes Kelly perseus and McConnell yes all right moving on to thank you everyone moving on to the committee reports let's go ahead and start with budget there are any additional reports and we had quite a bit of it there but so no specific since we did not meet since our last meeting we will we're sending out calendar invites right now trying to figure out when it's the best time for our next budget committee meeting we'll be talking about the updated forecast for this year how we ended up talked about kind of those hybrid scenarios and any sort of cost impact for
081kovat related measures especially now that the schools have had their two weeks to do some planning and maybe some things might kind of crystallized in number form for us to look at and we'll also be talking about public communications in this next update so kind of what should we be communicating about the budget and to whom so that's kind of what's on the docket and that also concludes my Finance Committee update as well appreciate the efficiency Kim thank you very much CSD C that's Dan anything to report Daniel muted if you're talking I had a conflict this week so I wasn't able to attend that there was one item on the agenda sorry that's okay J the only thing I would offer is that we we had a changeover to of the teacher representatives vacated
082their positions and now we have Penelope Prendergast and Marita Matta who joined CSD C and for those who don't know that's the central staff development committee and they look at grant approvals primarily and I think a couple other things there okay HS high school principals search did you want to do that update now or did you want to make it part of your report J well I I think it's it's fair to say that we as a committee in fact I would actually defer to Rick and Kelly we decided to go with an interim as you're aware but I think the public needs to know that the committee gave it their best shot and felt that the limitations of running a process like that completely through zoom with very limited ability to set up any
083sort of in-person meetings or to visit candidates existing schools really made them uncomfortable about about bringing forward finalists for the position and so at the last meeting of the committee a vote was taken and the majority of the folks felt that we should go with an interim appointment and I believe that Jim Logan is with us as an attendee Jim has most recently served as superintendent in Keene the committee was very strongly in favor of his candidacy and we're gonna be presenting him to you we're gonna have that discussion in non-public in a short while and and then we'll be making that recommendation great thanks very much and thanks to everyone who served on that committee who am I missing the career-tech Center Kelly correct yeah we haven't had a meeting since the last time
084I report okay super and then the only other committee that our liaison that I can think of that didn't make it on here would be the CPP but we got a pretty thorough update on that from Justin's so I think we're probably good on that Lisa are there any committees that I have missed yep Rick I think Casey gave us a pretty good overview on that one so awesome thank you Andy and I said one other hand yeah John we have not had an athletics meeting there have not been any athletics but I think we're considering pulling something together just to discuss potential impacts this fall and I'm moving forward so yeah yeah and facilities use as well as that pertains to athletics over the summer I don't know if there's gonna be requests and
085such so that would be worth yeah Neil the last time we got together there was some possibility of getting together with the HEA over some negotiations rather the materials but I'm guessing that that did not pan out uh I believe not Jeremy no obviously we did not get together but J did you want to comment on that much what they wanted to do in their MOU related to the end of the school year and so that came and went before we were able to get together and the HEA had expressed to us that well actually had something that probably covered in non public really as a matter of negotiation but it was rendered moot by the passage of time and I think just we can probably say publicly it was also a question of time
086constraints for for board members and administration the turnaround was just very very short at a very busy time so I think that was part of what happened there okay I'm not just forgetting any other committees correct no awesome okay moving on to report of chair so our next meeting will hopefully be August 18th though as as John warned I think there's a a likelihood we may be getting together for something before that I also did just want to say and I thought it's gonna be a touch long but I just wanted to say a final thank you to all of our dedicated administrators teachers and staff across the district who really flipped their classrooms with no warning made constant adjustments in response to ongoing feedback and they everyone was just super responsive throughout this spring
087and I know there's a lot of work to do so but I wanted to acknowledge all of the work that was done this spring and all in order to serve our kids and then even as students throughout the district we're starting their summers our teachers staff and administrators have dug in to plan for an endless list of contingencies for next year so we are we are truly grateful grateful for all of that I also wanted to say thank you to the board all of you particularly those who have recently worked so hard on the equity committee the ad committee the spec committee the various budget negotiations committee and the principal search committee a lot of these are committees that don't meet at this time of year and you're not supposed to have to work so
088hard this time here on some of these and a lot of you have served on more than one of those and I'm just very grateful for those extra hours and finally a special thank you to Jay and Jamie and the rest of the SAU staff who've participated in everything I just listed in addition to all of the many new responsibilities that were added to they're already very full plates so thank you guys we truly do recognize all of the time that you are doing at the putting into this and it does not go unnoticed so thank you all of you for that that is the end of my report Jay okay so as promised the second half of my update on and where we are with kovat so in Vermont the governor made a pretty
089bold declaration saying that Vermont's planning to return to school live this year there are a lot of they've given out guidance since then it's pretty restrictive and it's a bit too change so we'll keep monitoring that and again we have the option to take advantage of a promise of a waiver to follow one state or the other by both the secretary and the commissioner I don't think we're gonna end up needing it I think ultimately they're gonna probably end up in roughly the same place because the guidance will be coming from the federal government and the states will be somewhat aligned so that said we have every Wednesday now we have our meeting with the state and so that's that next meeting is this coming when tomorrow the Commissioner has teased us and he won't
090he won't tell us what the recommendations are gonna be of the start task force it's been meeting they're supposed to they're due out with their recommendations at the very end of the month but he did say that those will be recommendations that will be to superintendents and school boards and the governor and that they'll likely leave it to us locally to make the decision about how we start school whether it's live or remote or some hybrid and the commissioner said the only real limitation on us will be coming from either the governor well governor and or DHHS so so again we're still in that kind of holding pattern but there's been a lot of movement or some kind of a live start and and that push I think has been a little bit slowed by
091the resurgence of the disease in some parts of the country so we'll keep our eye on it and we we know that that timing that the end of June timing is when we should have some clear guidance great thank you very much any questions for Jay and no we talked about this quite a bit earlier so super all right we're all staying tuned thank you all right Jamie okay so you got a financial kind of update sorry about that earlier so I'm going to take this opportunity and I wrote it down sold to stay on task here I'd like to first thank the finance department the HR staff the financial folks both at the SAU and all the school district buildings they have been supremely busy opening a new year closing an old year dealing
092with limitations on what they can order when they can order how they can order who's going to be there it's been difficult and they've been troopers really amazing work I'd like to thank all the transportation folks from FTA and volunteers as well from all the different schools as well as the food service staff who worked through June 12th delivering food and support to our families in need I'd also like to again recognize Pete and Jerry's organic eggs for their amazing donation to our people in need I will as soon as they give me the dollar amount of all that they donated bring it to you for formal recognition also ramon toes who was involved with a private donor to pass out special treats for these folks and and at the very least i'd love to
093thank the maintenance of kosoul's custodial staffers tony matt they've been working amazing amounts of hours they're on call 24/7 you know for their unwavering commitment to getting our schools ready for summer occupancy by two of our clubs not clubs but our summer camps and also getting ready for fall opening when they have absolutely no idea what that's gonna look like and and they're all embarking on the journey you know with a smile on their face and they've been really great they've really stepped up we're very fortunate we have some really amazing support staff in the operations of the districts thank you and my boards and my committees you've been great thanks Jamie questions for Jamie I want to acknowledge before moving to non-public I just want to know John Catherine's question that you guys may
094have seen in there I don't know I was not able to attend the meeting today Katherine asked if we have any thoughts about the recommendations that the St the taskforce basically in New Hampshire discussed today in their public meaning they've started looking at them so they've looked at five of out of ten of them today I don't know if anyone had thoughts on that I just say I did look at the results of the survey which is public and if we haven't made that accessible to people we can probably add it to the minutes of this meeting and hopefully get it posted on any website at some point but the results of that massive survey that they put out those are available to the public now and I will say I was personally struck by
095how consistent the various stakeholders were in their preferences and in their concerns there was not you know a concerning lack of alignment between what the you know what the with the students or the parents wanted and what the teachers wanted or or you know what parents felt safe about and what teachers felt safe about it was it was very remarkably aligned in terms of here's what we're worried about here's what we want to see and here's how we think that might be able to happen so that to me was encouraging that's not to say there's not a lot of things to figure out there's a ton of things to figure out but at least everyone's sort of heading in that same direction all the stakeholders are having sort of the same focus so I found
096that encouraging when I looked at the results myself I don't know if anyone else had anything to say yeah Kim I can't yeah I was actually able to join the meeting today it was held I think from 10:00 to 11:00 this morning I could only join for a little bit what I took away from that and I think Jay mentioned this already but just to emphasize the word these are going to be recommendations underlying bolded there was quite a bit of emphasis on the call that there are local conditions that are subject to change and that school boards administrators may have the ability to make decisions as needed so while I think prior I was hoping that there would be some working group that would give us all the answers on June 30th I think
097at least in the first 20 minutes that I was able to join I think I was coming to realize that that you know I think we will kind of for better or worse be able to have a little bit more autonomy on on that route at least maybe not through the start committee and Jay feel free to disagree if your takeaway was different and they changed the last 40 minutes of it so you know I just I just wanted to make sure that we were aware that on come June 30th I don't think it's realistic to assume from that committee that there'll be a crystallized plan I actually screenshotted a couple of and I'm happy to share it too what the kind of summarize the recommendations on this meeting right now but I think just
098just to say that these are really more recommendations and they're kind of formalizing what would be a great structure to have come great thank you Kevin I did just kind of scroll through the if you guys that that link that Kim sent us thank you for that you can actually just scroll through sort of the slideshow and and their last point is exactly what Dan was saying earlier that we really need to be prepared for hybridity in whatever you know however many of our students are not able to attend school there will be some portion that is not so that that's something we have to prepare for and I think from what our superintendent and our principals have said that's very much on everyone's radar at this point so yeah J yeah and I guess
099just to add to that one thing that the Commissioner did share is that to that point about being prepared the state is negotiating with some of the top learning management system providers to have a uniform LMS for the entire state of New Hampshire from the state higher education system through pre-k we it's an option but we're gonna pay attention to it and see what they come up with we're already working with the ones that we currently are familiar with if something newer and better is presented to us we'll have to take a look at and evaluate whether it makes sense to do that great thank you all right I would love to take a motion to enter now in public we have I don't know how lengthy we have a lot of items on our
