001I'd like to call to order the co-op school board meeting today, April 8th at 6:00 p.m. >> It's my meeting, so I'm going to stall a little bit. Um, all right. So, I'd like to start with the election of a chair. Do I have a nomination for chair of the co-op school board? >> One. I would nominate Holly Babcock. I think she has done a great job and um would like to see the consistency continue. >> Is there a second? >> I would enthusiastically second that. >> Okay. >> Thank you. >> Do we have any other nominations for chair? >> Seeing none, um let's take a vote. All in favor of nominating Holly for chair has to be electing. >> Sorry. >> All those in favor of Holly for chair. >> Yeah. >> Opposed vote
002yourself. >> Okay. >> All right. Congratulations this year because I am going to take the opportunity to do that. So um and I'll talk about that later. So um all in favor >> 5. Okay. Then we have uh secretary. Right. I is there a list here? >> Okay. here. >> Somebody was not here. >> Secretary, has Cindy been doing it? >> No, it's been me. >> Okay. >> The new member. >> Yeah. So, we don't have a new member anymore. Okay. So, would someone like to nom I I'll nominate Amy for the position of secretary for the co-op school board for 2627. >> Is there a second? >> I would second that. >> Second, Kate. Um Amy, thank you very much for doing that. All in favor? 5. Okay. Um, so I actually forgot to
003I had a list I did a scratch sheet of all of the appointments. We're going to try to do committee appointments. It says on our agenda to do them in April. We have in the past waited till May, but I feel like some of them really just need to keep going and I'd rather just do it if we can. If we can't, if there's some committee that we can't, I will. But I'm going to pull up on my phone who's doing what right now so that I have it in front of me. Um, if you will just bear with me for a second. I mean, I know you all know what you're doing, but there's some committees on this list that and that's something I was going to talk to um >> that haven't met
004in a long time. So, first we need manifest signers. That's the most important thing. We've had in the past two years um Kate has been doing it and Rob has been doing it. Rob's an alternate and then >> Cindy is doing it. So, is that okay? I'm sure Cindy will still do it. Is there someone who really wants to do it or are we good with that? >> I like to do >> You liked doing it? Do you want to do it for the SAU? >> Sure. >> Is this for what manifest? >> Manifest. Yeah. >> Who's currently doing it? So we have um Cindy's doing it for SAU >> and Cindy's doing it for the >> I thought there were two >> for the So Cindy and Kate are doing it for um >>
005here >> for here and then uh Rob is the alternate. So we just whoever does it needs to really do it. That's the thing. >> If Beth wants to do it and Cindy's not here. >> Okay, we'll flip it um and see how it goes. That sounds good. So Beth can do signing of the manifest and Kate can do signing of the manifest and Rob will continue on his alternate. I think he'll be fine with that. Like he he really wanted to be here. He had a last minute thing. >> And you're going to do the SAOU appointment too. >> Um yeah. So the SAU appointment has been Cindy. I'll keep her on that so that she can stay on that. Does that make sense? >> If she wants it. I just >> I think
006she'll take it. I think she'll do it. I'm doing it. I'm appointing it to her and I'm pointing that and that's it. Okay. So then I just want to get through a few of these. Budcom. Tom, are you willing to keep doing BudCom? Is there anyone here who wants to do BudCom? >> Okay. So Tom will do BudCom. >> Um I'm going to have to make a motion for all these. Are you keeping track of it? Okay. Um and then or just appointment of and then facilities. You and Rob have been doing it. I'm going to assume you're fine with that. >> Are we still is that continuing? >> It is a it is a standing committee. It doesn't have to meet monthly. It can meet quarterly. >> Yeah. Is it going to even meet
007quarterly, I guess, is the question. Are we going to continue? >> I would like there to be regular meetings. >> So, I'm going to appoint you and Rob to that as well. >> Somebody can always resign from an appointment if they don't like it at the end of the day. All right. Um, building administrative compensation is not a committee anymore, right? That was a short-term thing. >> CTE regional advisory, we have that as underneath your name, Tom. Um, Okay. >> Do you mind doing that? >> No, I just >> I don't know if it's an appointment. >> Don't really hear about anything other than that thing that you sent me. >> I've been sending it to you because I don't really want to do it. >> The problem is they're not sending it to me
008even when I say I send stuff to them. >> So, I'll try communicating to them again and say um I'm designating Tom Solen on this >> because I haven't gotten the invite. Have you gotten the invite to the most recent thing? >> Um I there was one meeting last summer. Um >> there's something coming up. >> Yeah, there's something coming up. >> There was one meeting last summer with Nasha. Hudson has put out something for something in the next month or so. So that has come out. >> But do they allow I thought from the wording that it allows remote participation. Does it? >> I have no idea. I'll look into it. >> I'm going to keep you on the loop on that, but we won't official that call that an official appointment, but it's
009on this list of things. So, policy, that's the other one I really wanted to do tonight. Um, Amy and I have been on policy. We'd both like to stay on policy. I know that because I've spoken to Amy. Um, policy has the ability to have three people on it. It um, and Beth, you've done a great job on it. I just know it's really We do meet at 8:00 on Mondays. We could change that to 8:30 on Mondays. It's not Mondays. Sorry. You guys all know it's like the Monday before the meeting, but not the Monday of the same week of the meeting. the Monday before the Monday of the week meeting 10 days >> 10 days before right so we meet that day except this month we we met right on the same day
010which is weird but that's okay we had to do it um so is there anyone who'd like to be added to that committee >> where do you meet >> at the at the high school >> at the high school >> yeah unfortunately that's a day that I'm >> yeah it's one I would like it's like a half hour off like it would be hard for me to make everyone I could make some but it just >> there's nothing restricting ing a third person of attending. It's just you don't want four people there. >> Right. >> True. >> Right. >> So, why don't we keep it with Amy and I and then Beth if you want to think about it a little bit. >> You can always put me on like especially if you know in
011advance you're not going to be there. I can make her but it's just it's a little bit tricky. >> How about we put you on as Can we have her as an alternate? Are we allowed to do that? >> I thought you did have an alternate. >> Yeah. So, we'll put Beth on as an alternate to policy and that way she you can come and you can participate and then if you can't do an agenda for her. Mhm. >> We do do an agenda for it and it's it's posted like a week ahead. >> Can you can you have any email? >> You could sign up for notifications. >> Yeah, I mean you'll be notified the ones that's on the list. >> Yep. Yeah, you can be notified. >> Oh, maybe that's why I didn't.
012>> Yeah, I I signed up for everything, so now I'm getting everything. >> I was getting all sorts of stuff, so I thought it was just preserved that I didn't have to sign up, but I didn't know that that one was. Okay. I think we'll keep Rob on as the capital improvement pan. The one committee I'm not going to talk about today because uh Jake and Patrick aren't here, but the instructional practices committee, I'd like to appoint that next month and and the and the grading and assessing subcommittee and the way all those subcommittees because I talked to Jake on >> at policy and explained to him that that's sort of principal driven like what he thinks might be topics that could create committees. So getting the instructional practices steering committee up and running so
013that we can talk about what committees need to run from that are the is the next step I think the first step to get everything back in in motion. >> Definitely. And I know there's um there's some underground movements that we would like to hear from some students. >> Yeah, I think that we've had students on the steering committee before and we had students on the >> I know we had students on the waiting committee and on the um >> I think we've had students on the steering committee. Not on the steering committee. Okay. >> Okay. But we definitely >> believe my daughter was on the >> on the steering committee. >> I thought so. >> Not when I was on it. >> Okay. >> So steering is the one that just kind of generally
014and then grading and the grading and assessment subcommittee is probably one that we definitely need to get going. But >> I was that one just because I really um I enjoyed being on that one. I felt like we were making really good progress and then it just stopped. >> I think with the transition, >> but that's something that would be neat because I was part of that but then it just stopped. >> Yeah. So, we'll keep most likely and then um we can talk about SAU41 uh governing board ones in May just to get through. >> The only question I have um about those are are we no longer rotating our se? No, RS's now being appointed from the SAU governing board and you're appointed. So that appointment will happen in May at the SAU
015governing board reorg. So RSC's no longer that. So we can talk. We just need to have we need to know who from this board will be on the SAU policies by May. So we SAU committees by May. So we'll do that. All right. Would you be interested in having someone from the um co-op policy committee be a representative for the SAU policy committee which needs to meet before the May meeting to review the superintendent evaluation policy >> and that would have been um last year that was Amy I think. >> Sure. >> Is that okay? >> So do we keep track of all that? So let me sum can I can >> Do you need a well sorry do you need a wellness? I do actually because we're working on some wellness policy. >> You
016want to point that as well? >> Yeah, that was has been it was Kate or Beth. Who is it? >> No, it was me. >> It was on on this it says Beth. >> Oh, >> but I don't know why. >> I think this is like out of date. So, it was you got >> it was me and I would but I'm need to request a day change because it happens. >> When does it happen? >> On like a Thursday at 3:30. It's just a little It's a day two days I'm in exit. Mondays and Thursdays. >> Okay. Okay. I'm off on Thursdays, but and I've done wellness in the past, but if you can make a change, >> how often do they meet? >> Every >> I think there was maybe like >> Yeah,
017>> they require maybe once a month. >> Required three times. I'm just >> I thought it was quarterly, but I could be wrong. >> It was more It's more than >> every other month maybe. >> Can we as Can we both sounds about right? >> Can we appoint both of them? >> If that's more the marrier. >> If that's a problem, then we'll appoint both of you since you both have an interest in it. We may as well both do it and you're not a corn well. >> We'll be super well. Right. Okay. So, so in summary. >> All right. We have >> Could you read that please? >> Yes. Tom is CTE regional advisory committee facilities Tom and Rob budget committee Tom policy Amy Holly with Beth as an alternate manifest signing Beth and
018Kate with Rob as the alternate SAU manifest Cindy. Um, capital improvement, Rob. Instructional practice committee will do in May, but likely Beth will be part of grading and assessment again. SAU policy Amy and wellness committee Beth and Kate. >> Thank you. So, can we can a motion to approve those appointments? >> So, moved. >> Moved by Beth. >> Second by Kate. Any discussion? >> All those in favor? 5. Okay. So, I think we've got everything. Committee appointments. Um, so we were supposed to go into um non-public right away, but we have our students here and I think our non-public could take a little while. So, um, we haven't even gotten to agenda adjustments, have we? >> We have not, but let's go for >> like like is it okay with everyone if we let the
019students report out first and then we go into non-public? That'd >> be great. >> So, um, this is Sam and Ella, right? No, this is Ashley. Ashley's old Ashley's little sister. The older sister. You're the older one. Okay. Ashley's sister Sam has been here, too. This is Ashley and Ella. >> So, go ahead, girl. >> Um, so spring sports just started this week. So, um, or last week they had their tryyouts and this week they have like their first game. So, we're excited to see like how our teams do this season. Um, the spring musical was a success. Um, they put on four productions of the Rock of Ages for the last two weekends. And then the junior class is putting on a spring playing um next Saturday on the 18th. >> Oh wow. >>
020Um the juniors also took the SAT today. So hopefully that went well. >> Um and then student council is still working on a policy that they're hoping to present in May. >> So Ashley, what year are you? >> I'm a senior. >> Okay. So will you join us, you think, for the May meeting? >> Yes. >> Okay, that would be great because we like to, you know, at least thank our seniors and wish you well. Um, you won't be here for the June meeting because you will be a graduate. >> But you're always welcome. >> You are always welcome. You can be a member of the public. We love that. So, >> okay, Ella, do you have something else to add? >> Um, no. Ashley covered it. >> Okay. And what is your position right
021now, Ella? >> I'm the student. I'm sorry. I'm the senior class president. >> So, you're the senior class president now. So, you're also graduating. >> Yes. >> Oh, wow. Well, congratulations to you, too. Congratulations. Well, I assume you're graduating. have to complete your coursework and you'll be able to graduate. Thank you very much for that. Does anyone have any questions for them about the senior class? >> I was just curious, do we have the ability to have student input at a a little bit higher level when we start talking about course offerings and things like that. this coming. >> So when we do um program of studies conversations, when do we do that? That that's in the summer, isn't it? >> We start the conversation about new courses potentially June, but usually that's a July
022August conversation and then then those go get into the budget. Um >> when when does the student member get appointed or >> in the fall? Well, it's sort of by position, right? So you get elected in the spring. It's in June, you find out before the next school year. >> So, I don't want to put you on the spot, but I'm going to put you on the spot. >> So, as you look back on your time here, I don't want you to think about teachers because teachers do make a huge difference in courses, but just specifically in terms of the courses that you've taken, the the subjects. What have been some that have really stood out to you as being um of value that you really enjoyed? >> Do you want to go first? >>
023Um, you go first. >> Okay. Um, two of my favorite classes. I mean, I've always loved the language department, but that's mostly cuz I formed like a good connection with the teachers, but I think they do a very good job like engaging their students, like also teaching in a way that applies to all students and like making sure you get one-on-one teaching for if you need help. So, I very enjoyed my Spanish classes. Another one is I took honors physics last year. Um, and I just thought we did a bunch of cool experiments to show how certain things work more than just being like told all the equations. So, I thought that last year it was the curriculum like was very well put together. Um, this year I'm taking AP Chem and I want to
024go into pharmacy. So, that's something that like applies to my major a lot. And >> oh my gosh, the the superintendent is just beaming the best course ever. Um so as something like I'm interested like in my future of course I'm going to like enjoy the course more than some other students may but I think that um getting the background knowledge and like I think my teacher structures the AP class like um in a way that um makes it easy to understand but also challenging in a way. >> Great. Thank you. But you do you want to have any input on that? >> Yeah. Um I definitely agree with the language department. I think their curriculum is set up really nicely and also I think the English department has really helped me in a lot
025of aspects of my life. I think they teach how to write very well. Um I've taken AP literature and AP language and I think that that kind of helped me set up to apply to college and different scholarships the way that that writing and analyzing. >> Thank you. >> The skills. Yeah. >> I know >> a bunch of questions. I know you have a I know you have a like you want a higher level conversation but I just thought >> I just have I have one more question on I have a question on their report actually like >> so it's not in your report but it's in the principal's report. So is it my understanding that you guys are wishing to go on an overnight whitewater rafting trip again because I think this was an
026old senior trip from many years ago. So you're re um >> reintroducing it. >> Thank you. And so is the senior class on board with this or in the paddles? >> Yes. Um that's also why I brought her to this meeting just if you guys had questions about it. But um it's something that we were interested in cuz we're one of the classes that didn't get a DC trip so we never had that overnight experience together. >> That's right. >> Um also I thought we thought about other trips but we thought that this kind of applied to a lot of people like we mentioned going to a Red Sox game but really applies to more sports people. And then we mentioned um the dinner cruise, but from what I've heard, like it's definitely overused and
027not as fun as people probably think it is in my opinion. Um so we thought this would be like a way to get a bunch of people together and I feel like no one's like super it's not like um like specialized like a certain group of people. It's like kind of for everyone. >> So pretty much everyone. And there's an alternate activity if if you can't white water raft for some reason. How about you Ella? What are your thoughts on this? >> I agree with Ashley. I think that the overnight aspect is definitely something a lot of students are looking for as well as um yeah, just what kind of she said about the togetherness and it's not as clicky in a way. So, I think >> how are you finding that you have um
028what's the word I'm trying to use like chaperones that are willing to do this? >> Yeah, before we um brought the idea up to Mr. us. We went around the building cuz to prove that um we had some type of interest. We had like 17 say like they were interested in going. We didn't have like because we don't know if the trip's like definitely going to happen. We didn't ask for like a complete yes or no answer, but we got 17 babies. >> Okay, that's great. >> Okay. Do you have any other You have Does anyone else have questions on the trip? Because Ella is here to answer those questions. >> I'm assuming it's a guided trip. >> Yeah. >> And it looks like cabins, >> correct? You know what I mean? >> And it's
029a one. It's one night. >> One night. >> Yeah. >> Anyone else have a question? >> I might record like long long long time ago, my senior trip. So, I think that sounds like a great idea. >> I think it's a great idea. >> So, yes, I would chaperone, but my child would never let me. >> So, Tom, we do have a long probably potentially long nonpublic, but please feel free to ask a few questions. >> Thank you. Uh, one of the questions I have is when when you look at AP classes and what's the what's the the dual enrollment classes college >> potentially get your credit? Do you view them as similar when you were looking at course selections where you're looking more at the content or do are they treated differently in your
030mind as far as their benefit to you relating to your college careers? >> Um I've taken two dual enrollment classes and a few APs and I think that the dual enrollment is easier I would say. Um, and also with the dual enrollment, you don't have to take the test at the end to get the credit. You just need to get a high enough grade, which is definitely a big difference there. But >> I would say that um, the dual enrollment classes aren't advertised as much as the AP classes. Um, it's almost seems that like AP is like the top tier and then it's like the regular classes and then dual enrollment is like almost seen as beneath just the way it's represented. But I think it should be advertised more as like for the college
031credit because I feel like most um most students don't like look at it in that way. >> A little bit of marketing. >> Yeah, >> 100%. I agree. >> The other question I have is it was in the principal's report. they they reported out on the uh what's going on with the cell phone issues and that I'm just curious what your impressions are as far as number one the value or effectiveness of it and the other is what the student population's acceptance of it is. >> Um I think it definitely depends on the student like they're going to choose to accept it if they want to or not. Um, I definitely think I've made a lot more connections with people because I don't have access to my cell phone. Um, I would say like in
032classes, like if there's like time left, like 5 minutes left in class, you're not just going to reach out and like play a game on your phone. You're like going to look around and talk to your friends and like new people. Especially during lunch, I've noticed that because I don't have access to my cell phone, like I sit with a bunch of more people and like we actually have like conversations and like also I feel like senior year like I'm open to like talking to everyone so that also could be a part of it. But I know some students like they leave and like they use it in the bathroom. Like you can't do anything about that. If they don't want to accept it, they're not going to. But as someone that does accept it,
033I think it makes a positive impact on the school for sure. >> Yeah, I agree. I would say it's been an adjustment for a lot of students, but in the long run, it is good for us to connect socially. >> Have has it hurt you at all in terms of your ability to complete your coursework or or do anything like that? as far as it >> like being able to get information >> whatever whatever the task that you might wish you had it for is are there any obvious drawbacks to it for you academically >> definitely depends on the class I mean I take yearbooks so taking pictures around the school and like that would be helpful to be able to use my cell phone for that reason we have cameras but like if you're
034have take or if you're doing a lab you're not going to run downstairs to grab a camera and then come back and then take pictures of the it's more like in the moment thing. So, I would say like especially in that class it's more of a drawback and like in some um classes they definitely had to adjust how like students upload their work. I know in the past like people like taking pictures of their work and then there's student or the teacher is able to grade it later. Um they've definitely adjusted to that. So, I'm not really sure how that's going. I don't take a class that's like that anymore. But, I'd say yearbooks is definitely like my biggest challenge with it. >> Great. Anybody else have any questions? >> Well, that's that that's really
035helpful because you you see the headlines >> and the headlines are never written by the people who are impacted by it. >> It's true. So, >> it's really great to go through. Thank you. >> So, thank you very much. We um we are going to go into nonpublic and we're be in nonpublic for a while. So, you guys really do not need to stay for the rest of this and we actually our agenda is not jam-packed full of stuff that you would want to weigh in on anyway. So, I mean it might be stuff I'm not going to say you wouldn't, but you know. All right. So, thanks so much, ladies. >> Thank you. >> Um, I need a motion that the board by roll call go into non-public session pursuant to RSA 91- A3
036part 2A dismissal, promotion or compensation of any public employee >> and to discuss a matter which discuss public would likely adversely affect the reputation of a person other than a member of the body or agency itself. So moved by Beth, seconded by Kate, or it was moved by Kate and seconded by Beth. Which what was it? >> Beth was first. >> Beth Beth moved to Kate, seconded. So I need a roll call for this. I'm going to start with Tom. I >> Amy I. >> Holly I. >> Kate I Beth I. >> Okay. So 5. We are now in non-public and we will be there for a while. Is it on? If I refresh my agenda, >> it should be there. Hold on. Refresh. Say by a Yeti. My tea is still hot after all
037these hours. Here we go. Where is it? >> Um, scroll up. >> Consent agenda. >> Okay, thank you. Okay. Okay. Um, all right. So, are there any agenda adjustments, notifications, nominations? >> Yes. >> And res. We better wait for Tom for different consent agenda. >> Well, I was just going to ask for an agenda adjustment. Okay. >> Um to add a deliberative item to accept a donation. >> Okay. Yeah, let's do that. So, we'll Is that okay with everyone? There's a donation. So, we'd like to and that was mentioned in the principal's report. So, we just need to deliberate on it. So, that would be number eight or Yeah, eight. We'll do it after um accept donation. >> Never that work. >> Yeah. No, I was just thinking I was like we haven't opened non
038public or haven't opened public input yet, but we fast. >> Oh, so people have that. >> No, I was just thinking because it's getting later so to start that sooner. Not that there's people here, but we're only a couple items away so it's not >> Okay. And then um so are there any other agenda adjustments? >> No. >> Okay. So in terms of is there any correspondence? So in terms of um nominations and resignations, we're going to use this consent agenda for that. Okay. So um why don't we just go through that? So can everybody see the consent agenda now on their laptops or whatever? All right. So, how does this work? Because we haven't done this before, >> right? So, you accept the >> I opened it. Yes. >> You make a motion to
039accept the consent agenda as presented. >> Are you going to present it? >> I mean, as as posted. >> As posted. Okay. So, I'm going to need a motion to accept the um consent agenda as posted. >> So, moved. >> And I need a second. >> Second. >> Okay. And then do we read off any of this or no? Okay. >> All right. So, does anyone have any questions on this? >> Yeah, I haven't seen it. >> Yeah. Take a look at it. >> These are the people who are >> So, the first part is people who Can I just talk to it and speak to it? So, the first part of it is nominations. Those are three positions that have been nominated. And then you can look at the postings and the um salaries
040and then the um resignations and retirements are on the bottom. Thank you. >> Can we come back just to refresh the agenda? Yeah. Connected to the internet. I thought it was open but >> I do like that it's in front of us. >> So, can we can someone make a motion to table the amen the motion? >> Second. >> Okay. Thank you. >> All in favor of tableabling this for now and we'll come back to it in a few minutes. Okay. >> Sure. of 2016. All right. So, we'll come back to that in a few minutes. Okay. Moving forward. Um, don't let me forget to do that. Okay. I'm keeping an appointment of a process observer. Do we really need one tonight? I feel like the process we're going to be a long night. >>
041I'll be the process observer. I'll just comment at the end. No, I'm kidding. I can't do that. Anybody want to be the process observer? >> No. Okay. Kate, can you do this? Sure. Kate will do it. Okay. >> What? So, it's on the agenda. Just refresh your agenda. Yeah, >> I I get the agenda. >> Good. >> We'll make sure that it's up and running next month. >> Our internet was down on the thing. Okay. So, let's approve some minutes. How about that? We can handle that. All right. So, um Oh, there's the consent judge motion. All right. So, Kate is this process observer. I need to approve the minutes from we're going to approve the minutes from the cooperative school board and co-op budget meeting committee meeting on February 19th. So I the following
042amendments are offered. Page six page three line 20 42 replace if with is. Page six line 47 replace 48 comma 0 with 480. Page 10 line 44 replace completed with completed. And page 12 line 32 correct the spacing of goto. So, we need a motion to accept as amended the minutes of February 19th, 2026. >> So, moved. >> Moved by Kate, second. >> Second by Beth. So, these were the um combined the the meeting, the joint meeting. Any questions? All those in favor? That's 50. Motion carries. Then we also had the public hearing on the FY27 budget from February 19th, 2026. And we just had one amendment, correct? Page numbering. Oh, two amendments. and page two, line 30, insert the word took before place. So, I need a motion to accept as amended. >> So,
043moved. Second. >> Moved by Kate and seconded by Beth. >> Kate, you weren't here, but you don't have to say. Okay. All those in favor, are there any questions? Sorry. Comments. All those in favor? >> 5. All right. And then we had the public hearing petition articles on February 19th and there were um a few amendments. Correct. Page numbering consistently spelled gray throughout. Gray. >> Why was the word gray in there? I remember that. Page four, line 44. Districts should be singular. >> Okay. So, I need a motion to accept as amended. >> So, move to second. >> Moved by Kate and seconded by Beth. I think I might have done that backwards, but it's okay. All right. So, that was the public hearing petition articles here on the 19th. All those in favor? That's
04450. Okay. So the um I looked at these minutes but no one was there at the petition. Okay. So petition hearing public hearing petition articles February 20th 2026. Um we were all absent. I need a motion to accept as presented. >> It's moved. >> Second. >> Moved by Kate and seconded by Beth. Um >> I believe the minutes just reflect the reading of the because that's all that because no one was there. So, um I need a motion. I need you to vote. All those in favor. Okay. And then we are not going to do the annual meeting tonight as thank thankfully um Dawn did send them today though. So um we will do those for next week. All right. That moving on. I'm going to do open the floor for public input and then
045we can do consent agenda. >> Okay. Um, so at this point, at the time being 8:32, we will open the floor for public input. Um, and we will keep the floor open until 9:02. If someone could just set a timer that beeps at 9:02, that would be really helpful. Got it. >> Um, I want it to actually beep. Okay. Um, not a silent timer. So, um, and at 9:02 we will be closing it. So, if there's a member of the public who wants to make a comment, you have a half an hour to get to come down and make a comment. Um, I don't see any members of the public yet. So, that's where we are. Okay. >> Don reminded us we have one more agenda adjustment to approve the calendar. >> Oh, okay. Is
046it not on me? >> She just sent me a text. >> Oh, okay. So, number nine will be approved the calendar. Yeah, you talk about it. It's in discussion, but it's not. So, we're adding approved calendar. >> It is on there. >> Deliberative item. >> It's not on there as a deliberative item. Okay. >> So, we have a lot of deliberations tonight. Um, okay. Thank you, John. So, moving back to the consent agenda. Can we take this motion off the table? Someone want to move to take it off the table? Amy moves to take it off the table. Anybody second by Kate. So, it's now off the table. Do >> we have to vote on that? >> Vote on it. Sorry. >> Oh, sorry. We should all vote on that. Um, all those in favor
047of removing it from the table or putting it back on the table or doing something, not tableabling it. Putting it back on the floor. So that would be 50. So Don, I apologize. >> And so it's no. So the consent agenda is a list of three nominations for um two for math and one for health with their um lane and step salary and degree in education. And then we have um >> can we read through the names? Is that all right? Or you want to just just do it like this? Just do it like this. >> Sort of save the time. >> Yeah. Okay. Okay. >> Just discussion. >> Is there a discussion or questions on any of these? >> Yeah, I have just a couple. Um, in parentheses where you list what it says
048pre-all to AP, does that mean that the person has AP certification? that means that they hold the certification with the state to teach all the way up through that doesn't necessarily mean that they have um been approved by the college board with their auditing process. >> Okay. So there there may be another step involved in order to have them teach me that class. >> Uh yeah, a pretty simple step but yes. Okay. >> Okay. And um on the one where it's certification pending, >> how much time does the person have to achieve that under current New Hampshire >> one year? >> Um that individual is graduating. The health teacher is graduating I believe in May. Yeah. >> So um it's actually pending and in process. >> So certification happens upon graduation. They don't have to
049be in practice for a period. >> Correct. Yeah. Do they take a test? >> Uh, you have to take a practice test. Yeah. >> Okay. >> And um on the resignations and retirements >> where it doesn't say ineligible, >> does that mean by default all the all the others are eligible? >> So there's one retirement >> that's just retirement, >> but it's a retirement that's not eligible for the retirement incentive. Y >> got it. >> Okay. Are there any other questions on this? All those in favor? 5. Okay. Can I just ask ask a question about the it's related to this. Do we have current positions being advertised >> um in the co-op? >> Yeah, because we >> So, we have um >> yes, we have a math >> okay >> we have a math
050position two math positions open. >> Okay. I don't know if there was a middle middle school science too. No, >> middle school science um will be posted. >> Okay. >> After tonight. >> Okay, great. Thank you so much. So, moving on to principal reports. I think you don't have um just so the public knows principles all one of our principles Patrick is in DC and Jake is at a certification type thing or >> professional development and then um that's why Gina and Dot are filling in yeah filling in so athletic report as you heard at um annual meeting we have a state champion uh basketball team at the high school for boys basketball. That's exciting. Um, we had quite a bit of success in our winter sports with several student athletes qualifying for New England
051tournaments, including Kai Swart and Gymnastics, indoor track athlete Grace Dao, wrestler Jake um, Critfield, and um, very successful uh, high school athletics have started. Games and matches begin, I believe, next week >> for spring sports. Um, middle school sports just started with tryyouts on March 30th. Um, the weather has not been great. Um, but regular season kickoff starts on April 14th with boys and girls lacrosse going to Mountain View Middle School. For the first time ever, the middle school ran a co- co-ed volleyball team between winter and spring seasons with a great opportunity for these students to continue to build their volleyball skills and stay active in winter break. So, that was great fun. you have our participation numbers below in the tables for for high school and middle school. You can see that um
052track just continues to be um really popular amongst our students which is great. Um a couple new coaches that we've brought on board and we have some openings at the high school for softball assistant coach and then girls and boys outdoor track assistants. >> Are there any questions? >> Yep. >> Sure. A couple of quick ones. >> Go easy on me. >> I'm I'm seeing a a steady or a slope of declining participation both schools. Is that how does that match up with actual enrollment? Is it proportional or is it faster than decline in enrollment? >> I mean just gut feel. um my gut is that it's a little bit um more than representing the enrollment. >> Is any thoughts behind what's driving that? Are we seeing increase in other activities? >> I just want
053to remind you that this is just spring. These are not >> all this is just spring. So I think it's more important to see the whole year. >> Yeah. >> Thank you. >> But I'll have Brian look into that. And >> and then the only other question I think we can answer this. Who did they play for the championship? >> Uh Pelum. >> Okay. I was I was hoping it was somebody that we like to beat. >> Oh, we like to beat Palum. >> I know it's not it's not as much fun as some of the closer neighbors. >> So, any other comments on the athletic court? Um just congratulations obviously to um all of the teams that had success and the kids who had success in lots of ways not just in winning championships
054which of course those deserve congratulations but also kids who maybe just did a little bit better in something that they have been training to do. So um congratulations to all of them >> playing tennis this this season. You know >> it's a really good question. >> Is it in Long Meadow? The place that used to be Long Meadow. It's all the way when my son played it was all the way in Nasha. You go underneath that weird bridge. It's a little country. It was an old It's an old tennis. >> Do you talk about the old National Swim and Tennis Club down? >> I think that's what it I don't know. I'm not from National. >> Yes. >> So, we are currently looking for a new home for >> Is that where they are? >>
055Uh yeah. Uh not completely because we don't have enough courts to actually run a match. So, we're looking for a new home for our tennis team. If uh we have tennis courts, that would be a great benefit to the community. Have we talked about the school helping the town of Brooklyn do it? >> Um, we have engaged in conversation with the Hollis Capital Advisory Expenditure Committee, whichever way that those letters work. Uh, because I know the town is looking at right across the street um long-term plans of tennis courts. We have not engaged in a conversation with Brooklyn. However, I do have a facilities committee meeting for Brookline um coming up where I've invited just about everyone that I can think of in Brooklyn to have a larger conversation with the community about um the
056needs for the whole community. Um >> I think it would make a lot more sense for the school to support the town having the capability than to have it be a a school facility >> and having traveled to a few tennis matches. A lot of times they're on like town courts um where the schools use them and I assume there's a reciprocal arrangement of some sort but the towns have good nice courts and yeah so >> that's a good idea Tom. >> Okay. Are we good with athletics? Thank you so much. Moving on to um Thanks so much Brian. >> Yes. >> Okay. So now can you be Patrick? >> Absolutely. >> So the middle school principal report with his supporting documents. >> Yes. So, um, this seems to be annual where we read A
057Long Walk to Water and then we have the guest speaker come in, um, one of the original Lost Boys of Sudan sharing a very powerful message that was wellreceived by by the students and staff. Um, so that was a great experience on March 9th. Right now, 168 eighth graders are in Washington DC. They're actually at their dance, which is about to end, only it goes until 9. Was a tough one. We've outlived the teenagers. Uh but they are having prior to uh leaving for the trip, they spent uh time with veterans here at the middle school and that was it's always a um a great time, a great connection with community members. Um we've had a ton of great pictures we've seen from from the trip. >> Good weather. >> They've had some decent weather.
058A little bit chilly, but um clear skies. Um, the trip from what I hear is going incredibly smoothly. Um, the cherry blossoms are in bloom. Yeah, that's awesome. >> Quick question. What's the policy of them having their cell phones during the trip? >> So, they can have their phones during the trip >> again. >> Yes. >> For parts of the trip >> with the way the state word ordered it. Um there was a little bit of flexibility with that, but with going away for 4 days, we felt it made most sense for children to have access. >> I was just curious how that mapped out because I remember in the discussion of the policy, there was uncertainty as to what was permissible. >> Yeah. Uh those eighth graders who um are not on the trip
059have been participating in day trips such as the Freedom Trail, Stone Zoo, etc. So those are going on tomorrow. They go to Parker's Maple Bar. Maybe I'll join them. Um, get some pancakes. >> Um, we had the >> chapron. >> I think they need some more chaperones. Um, the middle school band performs at the large group festival. 31 of our students participated and represented our school. So, that was great. Um, large numbers in band. And then the drama club performed the day the internet died. So that showcased students talent, student talent and students talent that was maybe unknown to others prior to that experience. Um we really thank the drama club, Miss Delaney, Miss Kenny and Miss Costa for working hard with all of our students who participated. Um C Perch 2026 was great. It
060continues to be just a wonderful opportunity for the eighth graders to work together on a STEM project uh and then go to UNH, spend the day there and draw test out their robots underwater. Um looking at um policy JICJ. So, we shared that we were going to report out around this time of year so that in May um we could do our annual review of the policy to see if any um potential changes would need to be put forward or if we want to read as is. So, here at the middle school, if you recall, this is really year uh two of their uh bell-to-bell ban. They had that in place prior to the law, so they were a little bit more used to it. But we had 40 first offenses. of those, six went
061on to a second offense and then two two two and then one with a sixth offense. So, um I think that is um pretty impressive for the the student body. >> Do you know what the what the strategy was once you got past first offense as far as how they chose to try and uh discourage future offenses? Do you know what the stick was? >> Uh, I don't. That's a great question for Patrick next week or next month. >> Yeah, we'll talk >> and um I'm sure that will be part of the conversation in policy. >> Okay. Thank you so much. Um, I just want to say that this is a very impressive list of, you know, really interesting things that are happening at the middle school and it seems like this is the time
062of year where they really get to see that. like um the Lost Boys thing. Obviously, the DC trip is something that people look forward to, but they also provide such a nice opportunity for kids who decide to stay home. Band activities, drama performances. We've just heard of um sports and now Sea Perch, which has was, you know, it's been like six or eight years that we've been doing it. And >> so, um it's impressive and congratulations to all of the kids who are involved, but also there's a lot of really great staff members who are making these things happen. So, thank you to them. Anybody else? >> Okay. And we got um just in case you're in the public, there's um information where you can see the Washington DC itinerary in there and also a
063brochure about um the Sudin gentleman who spoke. >> Moving on to the board report from high school, the high school which now you are Jacob. >> Okay. So um >> he starts right out with the good news. He like boom, let's have the good news. >> Yes. reporting out on the JC uh whichever way the letters go. Um unauthorized communication offenders, 245 first offenders, 125 second offenses, 58 and then 20. Um so keeping in mind that these are older students who are more familiar with um some freedoms, it's going to be a little bit of a different approach. It's also their first year where this is implemented. So a little bit of is a little little bit of it is a culture shift and as um it just becomes more of a way of life
064as um the students metriculate up I think we'll see continued success. All right we had four performances of Rock of Ages which was um just a fantastic show. Really fun. Um I'm proud to say that I knew all the songs and it was a great performance. Um I did I was concerned that um two of our students rode a motorcycle without a helmet and I know you can do that in New Hampshire but I was concerned they've had a motorcycle instate. >> Um thank you very much to this exciting pieces we have New Hampshire local artifact boxes. So, the library and the historical society, um, they are collaborating together, coordinated by Christine Heaton, our our library media specialist at the high school, encourages school librarians to provide students with hands-on historical experiences. Um, so we've
065curated physical boxes containing copies of artifacts like town charters, antique maps, oral histories that reflect our own community's unique identity. and they're designed to circulate through interl loans allowing students across New Hampshire to examine authentic primary re uh sources from diverse regions. Um and so with that the um Hollis Historical Society has um donated a check in the amount of $600 to the high school with the directive that these funds should be designated and used for boxes and supplies for the library artifact boxes. So, I thank um the historical society for their contributions and I thank Christine Heaton for um taking a lead with this great work >> and that's an amount of money that we don't need to approve it. >> Correct. The principal can um approve it but I just thought it was
066important to share so much for doing that. That's amazing. >> Do school libraries participate in the state inter library loan program or is that just for public libraries? >> I believe it's just for public libraries. So, does the school if students want access to the information, they would get it through the their town libraries? >> I assumed I'm not sure. That's a really good question. >> I think that that's one of the >> it's one of those things where if you I'm just going to assume this. I have no idea. I'm not an expert in this, but um the inter library loan system would let your kids access let students access a lot that we wouldn't be able to know what they're accessing. So that's why they can go to their town library to do
067that. But not >> I know. But my my point is that although this is being >> curated by the school, we don't have the work products available in the school. >> Oh, I don't know about that. Let me ask uh I spent some time discussing how we were curating the samples uh but I didn't ask that specific question. So >> um I think I still think it's a worthwhile project and all that. I just want don't want people to think that they should come to the school to be able to access these things. >> Okay. >> Yep. I will get that answer for you. Uh, general celebration. Science Olympiad participated March 28th in the state competition. High school had a great day placing seventh overall in the state with some standouts in anatomy and physiology,
068code craze, helicopter, remote sensing, and electric vehicle. So, great job all around. Um the New Hampshire Science and Engineering Expo on Friday, March 20th, three honors biotech and biomedical science student complete competed in this presenting their independent scientific research capstone project. And so Neil received second place category award in biology and society for invitro biology special award and United States Air Force award for his project titled multistressor analysis of E.coli linking environmental stress to growth pattern. So congratulations fantastic job. Um I shared the math team at the annual meeting but the math team competed in the state competition. The te the team took home second place and sophomore Migo J took home a high score award. So great job. Um we the people uh as we mentioned are going to compete at the national level.
069Both the Hollis BFW and the Brooklyn American Legion Post each donated $6,350 for a grand total of $12,700 which essentially covers the cost for students to attend the We the People finals in Washington DC. So that is a deliberative item to accept later on. So thank you very much for that generous donation. Um we already heard about the senior class overnight trip request before they got all the details. They wanted to make sure that there would be general support for the concept because it is an overnight trip. And finally, there is a request for a band trip for April 2027 to attend um the um there's a trip rationale and tour outline linked in here and it's to uh go to Nashville on the Monday of April break, 2027. So the the itinerary links the
070wrong week, but it is um able to be adjusted to our April break week. And >> so it's the beginning or the end of the break. >> I believe it's like third the beginning >> of the break. >> What it showed? I thought it's the Thursday and Friday before the break and the Monday and Tuesday after the of the break. >> It has the wrong dates, but yes, it would be I think it's the Thursday and Friday prior to April break >> and then um going into break and coming back Monday or Tuesday. >> Um and the tour proposal that's linked on the agenda is just the proposal. You have to go into the principal's report to find the um the actual form that our staff fills out that correct like I forget what that's
071called. >> The field trip request form. >> The field of request form. Yeah. So, >> okay. >> Something's not on not on the report, but >> between our last real meeting and this one, did they have that um college fair? >> I thought they did it was upcoming. I'm just curious how that went. >> I seems like ages ago. So, I'm trying to figure out if I'm thinking of the right one. Um, >> maybe we should make a note to ask. >> Yeah, I'll ask put that in the report. So, are there any questions or other comments on the principles on this report? Um, again, congratulations. First of all, thank you to the historical society and to the um for their support of the library and to the BFW and the Brooklyn American Legion Post
072for their generous donation. And then obviously um all these kids doing such great work in science olympia, the NHCE competition and math team um is all great. I think if we have any feedback on the whitewater rafting trip, we should give it now. Um because it's not a deliberative item or a discussion item. So if there's anyone who feels like they won't be able to support it, I think the seniors need to know that because they only have a certain amount of time to come up with an alternative plan. So >> I think it's a great uh solution opportunity for these kids especially as they said they were did not get to do the DC trip and um >> it's I mean the cost is nominal. It sounds like they've thought of all the things
073chaperoons and yeah >> I just wish more somehow more kids would be involved in the small number that have expressed maybe interest so far. >> No that's 17 chaperones. >> Shaper. >> Oh that wasn't interesting kids. I asked about shap roads and they asked if they could get and they have 17 may. Yeah. >> Um I don't want to >> No, I are you is there anything else on on the whitewater rafting trip? I just want to to them to know that like they'll get their g that they'll get their our support when we have because we have to vote on it next month. >> Yeah. >> And if not they'd have to replant. So, um, is there something else that you wanted to comment on the >> just in general between the the or
074among the several reports that we've seen tonight? There's a lot of pretty significant accomplishments and leveraging off the discussions that we had during district meeting. Uh, these are some of the things that I think we should be publicizing more widely. the homepage of the you know this should be in the header of every page on our website. Um but also getting getting the information out to the Holl Brook line news online place and some so this is some of the stuff that is I think they send links to it but I think we have to do something a little bit easier to process in terms of almost like a press release. So I do believe that Julie gets Juliana Roland who does the Hollis Brookline online news. I believe that she's on their list and
075gets the distribution of of the of the newsletters that go out the weekly newsletters and I believe much of what's in our report is also in the weekly newsletters from the principles. >> They are but what happens with that is >> just they post the link. >> Okay. Whereas if we if someone gives them an actual article y >> they will post the article so that doesn't require someone to be curious enough to press the link and follow it. >> Yeah, I think that's a really great point and we've been talking about that a lot. I mean we had this conversation is whether the board could write a press release and >> or could could they be curated by >> right and we got push back from at that time Tom Emight was on the
076board and said that wasn't really the role of the board to write press releases. So we do have a communication. >> Yes, we did have Emmy. >> Does Capron still exist? >> So Capcom does work doesn't she work with them a little bit? C or Capron works with uh Positively Hollow. So >> but does it exist? >> Yeah, we have a journalist. >> So if if so, if that's an to get the stuff consolidated, >> right? >> It's a great list of things. Okay. All right. Moving on. >> Um I think we're done with principal reports. Um and at this point we're at the discussion portion of our meeting. Um uh would the debrief of annual meeting I assume it's just an opportunity for us to share our thoughts and comments. Do you have something
077you wanted to share Gina dot? Anybody? >> No. So that was a bigger item in our other boards just given some decisions we had to make based on budgets and projects not passing. But um does anybody have a comment? >> Sure. Tom. Um, first of all, I want to thank the people who presented and the preparation. I think that the information put forward was really good. Um, it was it was a unusual audience uh compared to what I think we're used to and there was some passionate concerns expressed that think we need to take to heart. This is the first first year in my memory that the SAU budget did not pass. It was it. >> Huh. >> It is. I did a Well, actually I the SU budget's harder to find, but yes, I
078did do an analysis of that. >> It was close on our budget and a number of proposals throughout SAU41 were um were denied by the voters. And I think that's a clear message to all of us that we either understand where the sentiment is or make a concerted effort to provide information to defend what it is we're we're putting forward and u we need to think about it. But I I thought the meeting was conducted really well. I thought that the terms of both the way the the audience handled it and the way that the information was was presented given the amount of emotion that was in that room. I think it went really well. >> Yeah, I would agree. Anybody else? >> I'm just going to say that I I did go through um
079like I think I told you guys earlier um like 10 years of our voting history. I went through every single annual report that I had. Um the SEU budget is harder to capture because I was just looking at the co-op vote and if we are last then you the number was right there. So I have to go back and look. But for the years that I have where it was counted and processed um in 2016 it passed with 81% then it went down to 68% in 2018 down to 65% in 2020. 2021 it was 65% in 2022 it was 58%. I don't have 2023. 2024 it was 53% and this year it got 46%. Interestingly though I think the difference and I wanted to do this the difference in the percentage and the the the
080amount of money the default has also gone down. So I think what we're trying to control is like you know we're get we're we're going closer and closer to the default budget. We're keeping that budget as tight as we can and yet the number is going we're having a harder time passing it. So, I don't think it's that we're not listening. I think we're trying to make that we're aware that people struggle with that budget. Um, but there's only we had a $20,000 difference between default and and the budget. But I do think as an SAU board, and I'll bring this up in SAU, it's we could talk more about um kind of using some of our reserves because we can't give the money back. So, >> and you have to we have to recognize
081that a lot of that decline has been since uh Brookline School District went to SB2 and >> that's changed. >> The turnout there has becomes essentially the overwhelming vote within the within the overall voting on SA budget. >> The other thing I wanted I'm not going to talk about all this, but I did go through every I got I went through Oh, thank you. I'm closing public input. Thank you. Public input is closing at 902. Um I did look at um our specific things. Our budget I looked at Hessa. I looked at um HA contracts. I looked at Hessa contracts. I looked at um the bond bonds which is very confusing and too hard to really I won't talk about that SB2. And then I also looked at aortionment and the percentages on that and
082popular petition warrant not popular common petition warrant articles like the tax cap tax impact and budget cap. But I'm not going to talk about all that. I have all that. But the budget this year was so tight at 51%. But any other year that we've had it. It's passed at 72% 73%. and 72% was in the 2020 year, which I think for those members of the community that think we that SB2 will will make it so the budgets don't pass. That was the year that people just had to drive through and vote. I mean, you couldn't get a more convenient way of voting. And it passed at 72%, 61% in 2019, 79% in 2018, and then all the other years have passed with a card vote. Um, I will say publicly that I've asked Drew
083to count that from now on. I think that when you're passing a $30 million budget, you should have the numbers. Like, it's just not a card vote is not a legitimate way to pass that budget. And I I don't It's legitimate. It's legal, but I think it's better to count it. And then >> us understand better, too. Like a lot clearer. Yeah. >> And just for those I don't want to take I know we're late and everything, but um I do think SP2 is another really interesting thing to look at. um because folks keep getting up saying that, you know, we're not listening, that this is the way to go. Um for f for the first five years that SP2 was voted on, it was voted on in the ballot. It was not always in
084the meeting. It was voted on the ballot. It was the very first year, as many of you know, it failed by two votes. It was got 59.94%. It needs 60%. In the following years, it went down to 49.64% 44% 49% 54%. So it never even came it didn't come close re it was closer than it is now but in that year of 2020 it was actually on the warrant um it got switched legally it got switched to the warrant in 2020 and that again a driveth through vote where we probably had one of our highest participations it was hold on let me go back it got oh gosh I just lost um 42.93% and now it's at there have been years where it's gotten 13% 37% now that it's in the meeting it gets really
085low numbers 40% and 48% this year. So um it's been a petition warrant article basically eight or nine times in the last 10 years and except for the very first year when people didn't when it was new to people. Um, and I will say it if you look at the numbers, the numbers, it often will pass in Brookline, but not necessarily get 60% in Brooklyn, but it'll get more numbers in Brooklyn than it does in Holl. So, there's that. And then I have others, but um I just wanted to kind of say that we we are responding like we don't support SP2, but the majority of our community doesn't either. So, um we generally haven't supported SB2. Yeah. The other comment I've heard is that some of the people were very upset that items got
086passed over. A small a small group of people have been quite vocal about it saying that it's not even being they don't even have the chance to vote on it. My view is that the vote to pass over something which requires is it 2/3 or three-fifths? two I believe I think it was two >> I don't remember two but my point is whether it was that is a vote >> right >> and that that is an opportunity where if there is if if you do in the I'll call it the SB2 mentality say that people do have the ability to research things and understand it that's a vote it's just a vote saying we know what this is we understand the pros and cons as they are communicated. We're ready to vote now and our
087vote is let's move on, >> right? And that's what people say they want for SB2. People who want SP2 say they just want to vote. So sometimes it's how it goes. So yeah. No. So I just thought I would share some of that. I've been looking more into it. I'm going to go back and look some more into different things, but um I think it's important to kind of know because we definitely hear people at the mic and we listen to that and that's important, but the way people vote is also important. and our budget, which was um our superintendent brought a budget in that was um almost $400,000 under guidance. I would not call our budget committee frivolous. I would call them incredibly fiscally responsible and fiscally conservative. They asked for a certain number.
088Our superintendent brought in a guidance, a budget under guidance. And the main drivers of our budget increase were one uh our first payment on our bond, the two bonds that were combined into one bond, one was approved at 67% and the other was approved at 72 or 73%. So there's a significant majorities of people who felt like it was important to maintain our buildings, you know, put in propane and people supported the solar project a little bit less than they supported the other project. And then the other main driver of our budget increase was our health care costs which are part of our contract but obviously we do not control health care costs but our contract which was up for a vote three years ago got 75%. So you know folks are telling us what
089they want us to do and we're doing right by them but yes folks are really frustrated with their property taxes and I'm not going to tell people to go to the state. I'm just going to say this is the system that New Hampshire has. New Hampshire has a belief system right now. whether you believe it or not that we pay our we pay for schools through our property taxes and we pay property taxes. We have the highest some of the highest property taxes in the country. We have some of the lowest tax burden in the country overall. So, you know, at the at the end of the day, this is the system that people want. Local property taxes pay for local schools and you get to come in and vote locally on your budgets and
090on your contracts. And that's how it works. And so, we we're heard them. Um that 51% was not the best number. Um, and we're talking about things that we can do to make changes. So, >> but we do appreciate that 51%. >> We certainly do. We certainly do. Thank you, Tom. Anybody else? >> Okay, I'm off my soft box, so thank you for giving me a moment or two or 10. Thanks. Okay, moving on. Academic calendar. This is such a Thank you. Yeah, go ahead, Dot. >> Um, this you received this for the first time at the last meeting. Um it has um passed in both Hollis and Brookline and as we had shared at the last meeting um we know it's a late end time uh in June. We can keep our fingers crossed
091for no snow um which will help um but we did try to start the year earlier um but that was to no avail. So we are really kind of locked in um as to when our start date is and that has a direct impact on when the year can end. >> Are there any questions on this? >> I will add that there are some um silver lining to that that gives us extra time to complete all of the major work that's going to be taking place here at the middle school for the HVAC project removing ceilings and adding duct work. >> Thank you for finding that silver lining. >> Is there anybody else? Yeah, >> I had one question. I can't remember if we talked about it um last month, but the Tuesday after Labor
092Day having that off. Is that new? >> Primary. >> Um that's the primary election. >> So, it's a teacher work day. >> So, it's a primary election and CSDA has to I don't know if the primary will be >> It will be at the high school at the high school. Yeah. >> Because they don't want to use the Lawrence Barn. >> Yeah. But it's actually CSDA is already using the um >> for Brooklyn, >> look using it for Brooklyn and and trying to keep everybody sort of in the same. >> Got it. >> Yeah. >> Thank you. Sorry I missed that. >> It's okay. >> What um I know some districts >> utilize uh snow I don't know what they call them, but they had they >> Oh, snow like snows. >> Snow bags. >>
093Blizzard bags. Please no. I mean, I'm not I' I've heard people say, you know, a lot it's a lot to put together something that's meaningful for for those days that's useful. But if people are really concerned about the end day, that could be a mechanism to reduce the end if it's being driven by snow events. >> I I think it's a possibility. So, some concerns that have been brought forward with our district is um that if we have a snow day, often times there are areas without power and so then there are areas without internet access to utilize the blizzard black bag assignment. Um and so we also heard from some community members that they like a good snow day. >> Oh, no. I understand and I'm not advocating that that become a policy, but
094if the anomalous calendar this year >> swings the pendulum, >> that's a that's a potential tool. >> I think it's also like >> we can't have to change. >> Yeah. So, I think it's interesting and I said this recently. Um, so where I grew up, we always started after Labor Day and I graduated from high school on June 25th. So, I think it it's folks who come from different parts of the country or maybe people even in New England who are used to getting out a little bit earlier. To me, this is not a late end at all. >> I got out in May. >> Yeah. So, yeah. So, you're from started at the beginning of August. >> So, it's like it's just it's where what you're used to and where you're from. I would
095have been a person when I first started on the school board that would have advocated for starting after Labor Day. And then I've learned about AP tests and the AP test of May and I've learned but honestly I always feel like why do we start before Labor Day? >> I I'm I'm in agreement with you, Holly. >> Right. So >> hopefully this won't jinx it, but this was a pretty snowy winter and we only used three days. >> Yeah. So, I feel badly for the kids and I know it pushes the the envelope of close to like the end of June for the teachers, but we also have the ability um when it comes to counting hours to make changes towards the end of the year if for something something crazy happened like we ended
096up with 10 snow days, we can forgive snow days. So, >> that was my only question is like I just really struggled with this because this is so late and it's going to like this is going to be like I don't know. I just already have heard complaints about it. Well, yeah, because it impacts like being able to work in Hampshire Hills. Yeah, there's a lot of things it impacts. I understand that we're leaving districts. >> Yeah, but even just like mental health wise, like it's a lot like to get to the end of the year. So, I just like But if we can be forgiving of ours at the end of the year, like I just I don't >> we can we can have that conversation closer to the end of the year. But
097that being said, without jinxing it, um what would the end of the school year be this year? >> So, we had three snow days. That would put our last student day at Tuesday, June 16th. Okay. >> Yeah. >> But it snowed yesterday. Snowed yesterday. >> I'm I'm with you that I always thought of July and August was school vacation. >> I I never considered June part of >> June and July school vacation. >> See, it just depends on where you're from, right? Like it does. And so I think a lot of people who But I do understand like certain camp programs are starting in the middle of June and and students want to go to work and Yeah. because other districts actually end use the hours and and end really early and I think what
098they must do is have their staff come back for like a week or something but >> they start in the middle of August. No, they they just end they just end like Ammerst ends early, but I don't know I don't know how they do that but we have a contract >> pay out of days but um >> do they add what do they >> we are an anomaly in this area for the >> 26 27 school year most districts in our surrounding area just start the week before we do >> okay but >> so we're going to be staying in longer >> okay >> but Amarcs has added dates to their calendar >> stay later not longer >> all right that moving on we're going to have to approve that um educational assistance program section
099127. This is all on you, Gina. >> Yep. Okay. So, um, in the collective bargaining agreement, we added an educational assistance program where teachers in the first five years, so they're on steps one through five, they would be eligible for a $1,000 um um contribution uh reimbursement to a school loan uh if they applied. So, so this if we agree to this, which we've agreed to in the other two districts, that would make that um a tax-free benefit. And the intention, I believe, was for it to be a tax-free benefit where the thousands went directly to the loan um as opposed to >> doesn't have any impact on the cost to us. It just puts it in a category that gives maximum benefit to recipient. >> Okay. How many do we have? Anyone taking or
100can you talk about that? Like do we have anyone? >> We totally have have had one. >> Uh so I think in total we've had three. >> Okay. And it's up to a thousand but >> it's not to exceed a certain amount. So 20,000. So if we had 40 people apply for it, they would get 500 the 500. Right. >> Correct. >> Right. It's Thank you. >> Is it that or that some of them would get it? I I thought it could have been divided if we had over 20, but yeah, I thought it was like that. It was >> I'd have to read it in the contract. Okay. Thank you. So, we have to approve that during deliberations. Okay. General asurances. Um, so there aren't uh too many changes here for general asurances, but
101as every time every year, this time of year, we uh ask you to authorize the school board chair to sign the general asurances so that we could access federal funding. This is just saying that we're going to follow all the rules and regulations associated with federal funding and have a ton of policies, which we do. Great. >> All right. So that we'll vote on again in Okay. And then next is the revenue expense report. Oh, wow. This is something new. All right. Revenue and expense report. Okay. Um so um I'm going to share the revenue expense report. You typically hear from our assistant business administrator um Linda Sherwood who has announced her retirement effective um June 3rd. Yeah. >> Uh and so that position is posted. Uh and we're very excited for her um >>
102to spend uh full-time as a grandmother. And so we're very excited for her. Uh but I won't do the same job as she will, but I will do my best here. Looking at our um uh revenue and expense report, we have underspent in regular education. We have underspent um in special education. For regular education, we had um some hiring savings. So, we budgeted for a teacher that was more expensive than what we've hired. Um, we also had fewer lane changes than what we budgeted for. We budget based on what teachers say that they're going to um attain a new degree. Um, but then that doesn't necessarily happen. We have um underspent in special education and that is due to savings in out of district tuition and contracted services. Uh, this is great news. we have
103over spent in vocational because more of our students uh were able to have access to CTE programming. And so that is great to see. Um with our co-curricular programming, we had some savings in um coaching stipens and extracurricular stipens due to um that tiered approach where if a coach stays on for year four or year five, the stipen went up. Um and so we saw some turnover in coaching. So, we budgeted a higher amount and then ended up saving money. Um, student support services, we had some savings in special education contracted services, uh, instructional staff support, we had fewer hours and hiring changes in our IT department, and we had, um, fewer professional development reimbursements. The 102,810 is our contingency that we haven't used yet. um >> that gets returned back. >> So that gets
104returned. Yeah. Our transportation line we've underspent by 142,000 and that has to do with savings in vocational ed and special ed transportation. So if you recall we have the vans um and where our students are going. We're better able to use our vans because we're not go going also to Milford. So we're not splitting we're sending more students and we're not spending as much transporting them. Did we work through that number and change it for the I I don't have the new budget. So, but >> yes. >> So, like did we adjust for this the next year because we're using the vans more and that's not going to change. >> Correct. >> All right. For benefits, um we had some savings in taxes in retirement because we had hired at lower. So then we pay
105fewer in taxes in retirement. Um and then we also had some vacancies and hiring savings. So that's what we look like for expenses. So we are under spending 1,492,372. We are revenue is higher than expected and then we have a transfer to for food service. So at the end of the day we um are looking at a fund balance of $1,547,159. Um, at the annual meeting, the voters approved the transfer of $300,000 to the maintenance trust, they approved $125,000 contingency fund. Um, if we, and you can choose to do this in our August or September meeting, retain uh keep a retained fund balance. Last year we had 376,443 but just putting that there as a placeholder. Our total reductions would be $81,443 leaving us with a projected fund balance to return to the taxpayers of
106745,716 >> and we're expecting that number to grow. >> That typically grows between now and June 30th. >> The 376443 is that the one and a half%. So last year we requested an odd number. Uh it wasn't a direct percentage. >> Okay. Do you know what what what's being used >> this in this calcul? >> What's being used is what we retained last year. >> Okay. >> As just a placeholder. >> Um uh when we come back in August or September depending on when the audit finishes out, I'll give you a range of what we can uh retain based on what we've approved. What's the uh what is the base number from which that is calculated? Do you mean >> when you say percentage? >> Yeah. So, it's not just of like the budget. It's
107um has to do with some revenue sources removed. >> Do you have any idea what the approximate number is? >> Nope. >> Okay. >> So, be honest. So, first of all, you mentioned Linda's retiring and you know, we want to congratulate her on that and obviously she works for the SAU, not for the co-op. So, um, that would be an SAU conversation if we were to accept her retirement, right? That would do that. But she has been such a, you know, uh, just has brought so much information and she seems to enjoy our meetings, which I don't understand why. I, um, I hope I know she hasn't been able to come for the last couple of months, but I hope she does come at least, you know, in May or June so that we can
108at least like thank her for her time in person and also ask that question that Tom has. >> Yeah. >> Um, who is the next in line after Linda that has exper significant experience with our audit process. >> So Donna Smith is our assistant business administrator who covers Brookline and Hollos. So she participates fully in the audit. >> She's the one who shares the office with >> Okay. All right. Moving on. Any other questions on that? Okay. Facilities committee update. You guys haven't met, have you? We met once. We um provided the timeline for the events to take place this summer. >> When was that? Was that March? >> I think it was March. >> Okay. Okay. So, it was after the last meeting. >> Mhm. >> Yeah. basically and I think it got reported
109to some degree at the at the annual meeting that we now have all of the items on site in storage which will qualify us >> okay >> for u for the the rebates. Were you able to get any information >> on the rebates come in and how we're going to do how we are going to uh apply them? >> Yep. So, one thing that um that after that meeting, I asked Tom a question about what exactly what did we say publicly about the rebates? I we knew that they were sort of up in the air and we weren't sure if we were going to have them uh be eligible for them or not. We were able to safe harbor the project. We will be eligible for the rebates. The solar is going up the high
110school this summer. So the the rebate for that will come to us in um my assumption is during FY27. The solar for the middle school will go up the summer after because we're redoing the roof first and we're doing all the duck work for the HVAC work here this summer um for the north end. >> There are some rebates for the HVAC, right? >> Yeah. Much smaller though. Uh I want to say it was like 40,000 as opposed to hundreds of thousand. So the question is what do we do with that? And so I rewatched the annual meeting from last year. >> Well, that must have been fun. >> And I rewatched the public hearing from last year. M and I rewatched the bond hearing to to really figure out what was said, what was
111promised and um it was it it was unclear. Um it was stated that the rebates would be applied. >> Okay. So >> um in a and then there was a slide that was provided by EI that showed what would happen over time with the solar. And so in his slide it showed that we were going to pay principal only. I'm sorry, interest only and then principal and interest and then we would pay nothing and then we would um >> start paying again and then all of a sudden we would um end up making a profit based on not having the electrical electric bill. So with that model, if we apply the rebate 100% um to as revenue, that would simply kind of cause a dip in the um tax effort and then it would go
112back up. it would artificially kind of mess up with the budget. So that in my opinion doesn't it's not ideal because we have um an understanding of our our debt schedule and it just sort of slowly drops over time. So what I've been working on with legal counsel is opportunities to utilize the rebate into in one of two ways. One possibility is create a um a new fund that we put the money into the trust >> and then we pay it off >> and then we pay and apply it at a prrated amount over the life of either the life of the bond or or over a period of time. So it's a um more of a gradual approach that would require a warrant article. The other option would be the same thing but put
113it into the maintenance trust. though um into a warn article that already exists and we could either earmark it for something specific from the facilities committee or we could also apply it back to um the principal but because it's a bond we cannot prepay it or refinance it if it was a lease. That's what we were planning on doing. That slide was created when we were proposing a lease and it allowed us to prepay the the uh principle which would have had a significant drop therefore in future uh interest payments. Um, what are is our bond percent interest rate currently better or worse than what current bond rate? >> It's about the same. >> Yeah. >> So, um, how does that decision get made? You work with legal and then you'll bring it to us.
114>> So, I'm going to bring you a proposal and, um, >> okay. >> Like I said, I think there are two avenues. Well, we there are three options for us and you can give me direction >> and that kind of be those decisions need to be made as you go through the budgeting process. >> Correct. And as we plan for the um next year's annual and this is both the both the money the rebate coming back on the high school and the rebate coming back on the middle school. It's both of those two rebates that we we would have to come up with a plan for. Okay. >> But the but it's definite there's no opportunity to refinance. >> Correct. >> Okay. to 15 or 20 year. >> Um, one was 15 and I think
115the solar was 15 and then the HVAC was 20. >> Okay. Thank you so much. Thanks for that. And then a budget committee update. >> We didn't meet the last meeting we had was the joint meeting. >> You're exhausted by it all. That's okay. Okay. Moving on to the deliberative items. Let me get my outline. Hold on. Because that's how I that's how I help. Okay. I need a motion. I need to see what action the board will take regarding teacher nominations. I need a motion by the member to accept the superintendent's recommendations for teacher nominations as presented in our nonpublic. >> So moved by Beth, >> second by Kate. Are there any questions on these? >> Okay. Seeing none, all in favor? >> 5-0. All right. Um I need this is regarding the um
116educational assistant program section 121. A motion to approve the SAU41 educational assistant assistance program as presented. >> So moved. >> Moved by Kate and seconded by Beth. Are there any questions or comments on this? I I can't see. I I need to get progressives and I hate them. All those in favor 50. I really this meeting makes me think I made a mistake and should have gotten them. Okay. I've had them but I didn't like them. Okay. I need a motion by member to authorize the board chairperson to represent the school board and acknowledge that the superintendent has consulted with all members of the school board in furtherance of the school board's obligations including those enumerated in RSA 189 col1- pursuant to the school board's oversight of federal funds the district will be receiving and
117the general insuranceances requirements and definitions for participation in said federal programs. I need a motion. Motion by Beth. Second by Kate. >> Discussion. >> I I know this discussion. I know >> it's different than in the past. >> Oh, really? Okay. >> In my discussion. >> Who read it? >> I'll read it before I sign it. >> You But you're not reading it before you vote on it. >> No. >> Okay. >> But I've read it before. >> Just curious. >> Yeah. All right. All those in favor? >> 5. For what it's worth, they it has changed again and it doesn't have the owner's language. So, just looking out for you about >> what >> I'm looking out for you cuz cuz >> I know you are. >> Last year there was a shift in
118some of the language that was pretty um there was some opposition to it. >> Yeah. All right. Um to see what action the board will take regarding the proposed facilities use. Oh, shoot. I was going to say >> we didn't talk about this. >> Okay. >> Talked about last month. >> We did. So I need to we'll put a motion. We'll talk about it. So to see what action the board will take regarding the proposed facilities use for the driver's ed course. Um >> so I need a motion by member to approve a reduction of Do we have to make it up? >> I mean I can speak to it. >> Is there what did she have a motion? >> Okay. How about you speak to it first and then we'll put the motion up
119cuz I I >> So um I asked for um as you requested I asked for a final specific request and it would be to utilize a classroom designated by the high school um at low to no cost. So, um, basically requesting to wave the fee, um, for after school driver's ed classes, um, and as a result reduce the cost to Hollis, Brooklyn High School students you, um, enrolled in that class by $30. >> From what to what? Um, so right now, uh, the class is in the order of like $850 and they want to reduce it by apply a $30 discount for our students. So, um, we would not be required to only offer this to one school. Um, but I think it would be, um, appreciated by families. They would also offer um the
120option for our own teachers to become instructors for the course and they would be paid. >> What what's the amount that's being waved? >> Um >> what would be the what would be the full burden? >> I believe it's $2,000 for the total course. >> And how many kids will take the class? About >> you don't know. >> Per section is about 15. So, >> and they would run multiple probably two probably five or so. >> So, 2,000 per per se sec per section >> per session. Yeah. >> So, cuts their cost by 2,000 and they're potentially offering a savings of >> three50 >> $450. >> Well, it's 2,000 per section. So, times five, >> right? But then you would multiply. >> So if we were getting the money, it would be $10,000. >> And
121what time? >> It's quite a deal for them. >> What time of day is the classroom? >> Immediately after school. >> And do HP students get priority? >> Yes. >> Um the assumption was that it would only be Hollis Brookline High School students or residents who would prefer to come here? >> So here's the deal. At the end of the day, it's not a great reduction and I we would love to negotiate more with them obviously, but um if the student if they don't teach it in at the Hollis Brookline High School, then you have to take your kid as a parent and a to another facility and still pay the full rate of $850. So, this provides a a slight discount and a more local place for kids to take driver's ed. And as
122I've said, it was a topic at Project Citizen that the kids, you know, brought up and researched, and it's something that they're frustrated that they don't have an opportunity to take closer in in our district. So, >> would would the pickup and drop offs for all driving be here at HP? >> Um, I think it depends. Right now they do they do pick up at Hallsbrook line if the driving hour is at >> right >> 2:30 or whatever it is 3 >> o'clock >> but you know how like there's obviously a huge window would the students who take the class do we know would the students who take the class here at HB also regardless of time be able to drive from HB because it's a pretty big difference from driving from here than driving
123from where their local is >> that I don't know to be honest. Um >> I think a lot will depend on the schedule because unless unless they're actually already here, you don't necessarily even want to have to bring the kids here to have them picked up. >> And is this just being proposed for next year? Like I didn't catch the timeline on it like if we were >> I think you could so I think it they're asking >> like it could start anytime. >> Okay. >> So could start for next school year >> but not but you could probably say you could trial. >> That's what I was wondering. Isn't trial. So, let's um Can you make The motion is to approve? Okay, this says to approve a reduction of I guess it would be
124100%. >> I'm going to propose 50%. >> Okay, so to approve a reduction of 50% to the facilities use fee for the what's the name of the year or do we just want to do for driver's education program for AI driver's education program? for. >> Okay. So, a motion to approve the reduction of 50% to the facility's use fee for the for a driver's education program >> contingent upon a $30 discounted program cost for Holl Brookline participants >> and >> prioritization of of enrollment to HP students. >> Okay, I think D will get that. and prioritization of HB students in enrollment >> or enrollment of HB student moved by Tom seconded by Beth and >> just to speak to it here's my gives them a substantial savings and it also gives some uh offsetting revenue
125to the school and independent of this actual motion If we wanted to, we could take that money that comes in and use that as perhaps scholarship money for the class so that students who who needed who needed financial assistance to take the class could apply for financial assistance out of that fund those funds. >> Could we Okay. Well, that's a separate motion. That would be separate. But that's my idea is to to get some revenue since the $30 isn't going to be a isn't going to be the facilitating part. But maybe >> so >> I say we vote on this and pass it and if they don't like it and they don't want to do it, then maybe they'll come back to us with a different number. Okay. >> But I think honestly I would
126go for 100% if the discount was like $100 a kid. >> Um I feel like you got to be giving me a discount than giving these kids a discount that's closer. But I I'll go with what Tom's saying. That sounds great to me. >> Um, and I don't know if they'll go for it, but you know, we'd like I really would like to see drivers at back in Hollisburg line. Like, I really would like to see us have something there. So, um, but I agree. I do want to remind everybody, but the facility use fee is just from policy. It's not it doesn't cost us anything to except for custodial fees, um, to have somebody in the building. >> And if it's right after school, that's >> right after school. There there are there are
127additional costs beyond just the time they're in here because there is just like here there's prep before >> right right there's a little bit yeah I would say that custodial fees okay all those in favor of the motion 50 okay moving on uh board member code of ethics >> can I ask something real quick we voting on this the calendar today >> yes it's a it's number nine >> oh I'm sorry I don't see that on >> it's not on here we did agenda earlier. So it's number nine. Um >> uh so to see what action Oh, wait. I have to read the measure. Okay. So to see what action the board will take regarding BCA board member code of ethics note and policy, BCA states in part the school board will review and vote
128to adhere to the following board member code of ethics at the board organizational meeting each year. To tell you the truth, Tom, I did not read it this year, but I did read it all the other years. Um so >> I've I've gotten no indication that it's been changed. >> It hasn't been. There's been no changes. Um, so I need a motion to that the board I need a motion by member that the board by roll call state agreement to adhere policy BCA board member code of ethics. Before we do that, >> we have two boarding members missing. Are we going to have to redo this again next month? >> Yes, we should do it anyways just in case one goes missing. >> Yeah. >> So motion by member that the board by roll call
129state agreement. I need that >> to adhere to policy BCA board member code. >> So moved. >> Moved by Kate. >> Second by Beth. >> Okay. Is there any questions or comments on this? >> Um Tom, could you vote? >> It's hard. >> I'm taking the vote now. >> I Holly I >> K I. So we were all on the record of saying I to that. Okay. So 5. Motion carries and we will redo it. Okay. Um we also have the DFA investments policy. Note the RSA 197 col23- A part 4 reads in part at least yearly the school board shall review and adopt an investment policy for the investments of public funds in conformance with the provisions of applicable status. The board was informed of the state requirement to review the policy on a
130yearly basis. The intent is to provide an opportunity at least yearly to consider investments in large district that receive tax dollars in the single transfer. There may be a decision to invest as a means of generating revenue as identified within the current policy. the school district treasurer working in conjunction with the superintendent the school district oh that's um to frame right treasurer who's our treasurer >> um Karen Jim >> is it Karen thank you um in working with conjunction with the superintendent and their design and pursuant to RSA 197 colon 23-a is authorized to invest the funds of the district subject to specified objectives and standards of care I need a motion to adopt policy DFA investments move >> moved by Beth >> second >> by Kate and there have been no changes to this
131either Okay. All those in favor. Oh, Tom, do you have a question? >> What did you say to treasures now? >> Karen J. >> Um, are we um following objective three? Have we moved uh savings into a yielding account, which we weren't previously in, but interest rates are high and we talked about it last year of trying to get the money into something where it's running 3 to 4% on average for a >> high yielding savings account. >> I will have to answer that for you. Objective three, the yield. >> Yeah, >> but we can still approve this, right? >> I understand. I just This is the opportunity to ask the question again. >> I understand. That's fine. We will check into it all. It's It's late. I'm sorry. All those in favor? >> 5.
132Okay. Moving on. >> Just Just if we are not >> Yep. >> then we are in my opinion violating policy. >> Okay. >> Oh, look at this. There is a motion to approve the approve the um I guess it just didn't get on the agenda. So, um I've got the calendar here. So, can I do that now? Can I just move that up to six or whatever? Um, so it's actually going to be item seven. Now I need a motion to approve the 2026 2027 school calendar as presented. >> Second. >> I was just waiting to see. >> I got like a very very moved quietly by that >> under duress. Very much. >> Okay. Any more comments on the calendar? Oh god. Okay. >> Whose picture is going to be at the top of
133it? All those in favor. >> Oh, you don't have to vote. I know. I know. That's fine. >> Four. Yeah. Eyes. All those opposed. One. Okay. 41. >> 410. Motion carries, but it was not unanimous. And we need to go to Okay. All right. All right. Um, it's the first year in 12 years that the calendar will not affect anybody in my family. >> I know. It's very weird. Do you want to just um make a note to the line before? >> Yes. >> 43 left. Okay. Now we're moving on to the policy memo. Um most of this are like I don't think well we have a few adopts. So uh so I need a motion to approve the recommendations identified in the policy memo as presented and then we will present it. >> So
134moved. >> Moved by Kate. Second. >> Somebody else has to be Beth. She left. >> So a second. I'll second >> Amy. Okay. Okay. So, um I'm going to let D dot lead us through this. Is that okay, Dot? Yeah. >> All right. Uh first policy JLCEBBC. This is for coming forward for a third read. It has one minor change um in the last paragraph. Um due uh came about at conversations at the last meeting. We've added in the one phrase within 24 hours unless already responding to the emergency and that was notifying law enforcement. >> So we're looking for a motion for this to um >> No, you're not. >> No, we're not looking for a motion. We'll be just moving on with that. But yeah, third third reading and adopt. Are there any
135questions on that one? >> Okay. No, go ahead. >> Uh our next one is JLCD. This is a third read with no additional changes. >> Unfortunately, the person who's probably most likely to comment has just departed. >> Right. I know. But, you know, we we took her changes into to impact and we we definitely um the only thing that >> the changes that she requested that are not incorporated. >> So, what she requested was a little bit about how to store Narcan and how our storage was going to be. And um we it's not in policy. It just says we keep it in a secure space. She was concerned it would be too secure like and and so we we followed up with some questions about how to do that, but that's much more procedural
136than it is when it's in policy. And then we we added the 24-hour notification because she asked for that to be more specific because >> normally if something like that happens, like you're going to call an ambulance and the notification's there. But if for some reason you didn't have to, we would notify in 24 hours. in seeing we're not currently storing it. Um we will bring that back to the board when we determine where it would be we're going to start. >> Okay. Okay. Um so yeah and I don't think she had any comments on the administering medication to students. This one's been around for a while actually. >> Yes. >> Okay. Go ahead. >> Um JLA supervision of students. This is coming forward for a second read with minor changes. um and looking to
137either do second read, wave third, and adopt or move it to a third read. But there's only one phrase that was um added in to clarify that we're talking about loading and unloading of buses on school property or during school sponsored events. >> So that one is being presented for second and wave third. >> I think there's a I'll call a typo on in it >> in the memo. >> No, in the policy. Oh, okay. >> Um, do you have it open? >> I don't, but Amy does. >> Second paragraph starting the building principal. >> Um, it says, uh, the building principal is responsible for promoting and providing for student safety on all school property. And it currently says, comma, both on school property and during school sponsored. I think that, both on school property,
138it should be deleted. It was it was not present below because it's school property and during school sponsored events we've got a duplication of saying on school property there. I think that's just a typo. >> So are you okay with adopting it with minor with um adopting it with that minor change as long as we make that change? >> Consider that. >> Yeah, we'll change that. Yep. >> Um okay. So that'll go get adopted. >> So we're doing second >> reading waving third. The memo says second reading and adopt but we are waving a third reading as well. >> Okay go ahead. >> Um now we have be DG which is meeting minutes. This is coming forward for a second read um and adopt with minor changes. >> Actually I think it says major changes
139>> major changes major changes and the wrong one major changes. This is just presenting for a second reading, right? Major changes, but they're all with located within the ceiling of non-public minutes, which we are already following what is um being recommended. >> So, if you want to know the first reading of this, we go back to November of 12, 2025 and then um so it's been months since we've looked at it. So, we've made more changes that have come through because new laws have come through since we're our first reading or not new laws, but we I don't know if there's new laws, but we had to change it again. I think we had a I think we had two um like information things from NHSBA and we made the changes in November and then
140there were new changes that were recommended. So everything that we're doing in there >> there's a typo under B just that space not a typo but the formatting space between three and four >> in B you said >> in B under B um >> the formatting between three and four is that >> oh yeah there's an extra line in between all the way back under B like this >> just >> oh that didn't show up on mine Yeah. Okay. >> Oh, how weird. >> It's only It looks like it's only on >> That's weird. On the printed one. >> Yeah, >> it may it may be a byproduct of Google Docs as opposed to Word. >> Okay, great. >> Is there anything in the underline section? That's the language that would be new. >> So,
141I thought that the law, the RSA did not delineate how far back to go in unsealing review and unsealing minutes. And this seems to refer to it being since 2021. >> So the law was changed in 2021 and that and when they changed it, they um said like from now on and so that's why >> they say you have to go backwards. >> I don't remember. We can double check that. We'll double check it because I don't remember. I do remember we worked on this like two months ago. So >> when it first appeared, we were concerned that we didn't even know what you know, someone's going to have to go through an inventory. >> And I have to say, we need to do this, too. Like, it's something we need to do. You need
142to do it at the SAU level. I need to do it for us. So, >> do it at the SA level. >> You don't need to do it at the SA level. Well, >> we don't have to. >> The the new chair will have to maybe >> um right. And so, if you look at number five, it says reviewing and unsealing previously sealed minutes. So, starting on October 3rd, 2023, you you have to go back to ones that were previously sealed. So, we had to keep a list as of 2021, but then once 2023 hit, we had to then go back to all the minutes, >> okay? >> And review them um at least every 10 years or they would become unsealed. So, there were like two different changes there. >> So, what what do
143we have to do with stuff that's older? >> We So, we have to figure out a mechanism to review them. So it would make sense if each board directed the chair to review the minutes that have been sealed or review with a super or some process by which all those prior sealed minutes are reviewed to see if they need to be resealed or >> so if they get resealed that now puts it on the post2021 list. >> Correct. >> Okay. That that that clarifies it because I I was afraid that even if you receal them, they wouldn't make it to the list. >> No, they go to the list and then you have to review them at a minimum every 10 years. But um I think what would be helpful is if better notations are
144made on the envelope. >> So what we'll have to do is bring this back for final approval and maybe at the time we'll have a plan. >> Okay. >> So that how we do that, >> but we we we still have to put it on the worklist that >> Right. So far back we go >> before I was in central office. >> I know that but I I think before I've been on the board. So probably 18 years. >> So we need a process. So we'll we'll in policy we'll work on cleaning up or whatever doing any changes that we need to do to this. It doesn't sound like there's much to do except for that one thing. Um, and then we'll talk a little bit about maybe how best to proceed with that and
145like what the process would be because it sounds like it's a big job and whether or not we're going to designate the board chair to do that. >> Yeah. I'm not even sure. >> Yay. >> Whether can it Well, we'll have to look and see. >> Let's talk about it. Like let's let's talk about it. We have to pass the policy first. >> Who can open who can open them up? >> Okay. Yeah. Well, that's kind of the question. like what's the process like who opens them up and how do you know whether they're unsealed because some things get sealed forever, right? So, okay. All right. Um, that's that one. Sorry, doc. Go ahead. >> JLCF Wellness. This is in front of you for a second read. There are some minor changes on the bottom
146of page one. Um, these are all results from comments at the last meeting. um two crossroughs um in under implementation plan under A and the second bullet under C on page two and on page five under A classroom physical activity breaks there was a reference to K6 that came out and the very last line under C we struck instruct at least three instances of this activity >> and Any questions on that one? >> Yeah. >> Yes. Go ahead. >> Uh I just want number one I want to confirm we are. It says you're meeting every other month. So we're we're doing more than the three minimum. Correct. >> I think they're doing quarterly but I think >> Yeah. I mean there've already been doing at least at least >> I think there's two more than
147a minimum. >> Okay. Um on uh section two item C it says uh every three years the business administrator or their design will assess and then there's the extent the first bullet is the extent to which the SA41 schools are in compliance and a description the second bullet is a description of the progress made. Are they assessing the description or do you want them to make a description? So, you know, should the should assess be just for line one or or is line two also assess the description? >> Maybe that shouldn't be bullets. Maybe it should just all be one sentence. But I'm just trying to figure out does someone else make the description and the business administrator assesses it or are you asking the business administrator to create the description of progress? >> The
148way it's read, the business administrator would be creating the description of progress. >> The way it's written, they will not be creating. >> Yeah. I I read it as that they would be assessing a description of projects. So, someone else will have to have made the description, >> which I would assume would be the SAU wellness pol wellness. >> I don't know. I just want to make sure it's written this way by intent. >> Okay, we'll look at it. I mean, this is just second reading, right? This isn't a job. So, >> and then um >> that's a good question. You caught something. >> Section four, >> but I like both >> physical activity. I I'm just wondering what people are categorizing as students in grades 7 through 12 will be offered periodic opportunities to
149be active or stretch throughout the day. Does passing time class to class? >> It's passing time. >> Is it okay? >> Sure. >> And a lot of teachers now will do stretch breaks. >> Okay. No, I was just curious if if that met the qualification does. >> Yeah, >> it does. Unfortunately, they dance through the hallways. We play music. Okay, >> have Richard Simmons. >> Oh my god, you are so dating yourself with Richard Simmons reference. >> Okay, be uh this is the agenda preparation and dissemination. Um and based on comments at the last meeting, there are a few changes uh to the paragraph on the top of the second page. Um and it's the agenda that needs to be um posted. Um it had said seven days, this moved it to three and the
150committee decided to compromise with five, which is about what we're doing now. It's actually we post on a Thursday for a Wednesday meeting. And we also took out kind of the implication that supporting materials would were are kind of required to be posted within those five days. Like supporting materials, we we reference them as a board packet, but they're not required to be posted. What's required to be posted is the agenda. And um and that way it gives us a little flexibility to walk some things in. But yes, we definitely want the packet available to board members. Yeah, that brings up my question in par >> that sort of seemed what you were saying when we read the minutes and what you said >> but no just it says the agenda and you crossed out
151in supporting materials but left parenthetically board packets should be distributed if possible. >> Yeah, we should cross out board packets. >> Yeah, >> it's just an agenda. I think that we meant >> but where you've got the if possible I I that's what was that was the thing I was you left the the oper option for it not to be by saying if possible so I wasn't sure if you wanted to have the agenda and board >> what is it legally to be >> 48 hours >> 48 just the agenda >> I think the question is though is the wording is can you say the agenda >> should be distributed and supplemental material if possible. >> And I think that that if possible opens up if you have need to have an emergency meeting because
152you may not get the agenda. >> Okay. So So you don't want the board packets to be subject to this clause. >> Yeah, we're kind of taking the board packets out. They are mentioned later. >> So I wasn't sure if you take the parentheses off so right there >> or board packets should be taken out. >> Should be taken out. Yeah. >> Okay. >> That's what I expected. We might want to look at that last sentence. Due to board package shall not include any supporting materials presented by the board by any board member staff unless approved by the board chairperson. I actually think we could take that whole sentence out also. I mean >> which one? >> The board packet shall not include supporting materials presented to the board by any board member, staff member,
153student or any other person unless approved by the board chairperson. Like >> you want to take out all reference to board packets? >> I kind of do. And also I don't do that. >> Yeah. >> Like we don't do that. >> Like I just I just go through the agenda. I don't know if I should be doing that, but I don't. And um I guess if somebody wanted to put something >> You actually do because you've said on occasion, should this be in here? You >> Well, I have I look at it, but I don't like approve the supporting materials. Like I just look at them. Um but yeah, sometimes I'll be like, "Well, that doesn't" But I mean, honestly, if we got into a situation where I I just I think take the board
154packet record. >> I think take it out if we're not distributing them. >> You know, but I also think we should just take it out. I think we I think we distribute them as a as a courtesy in terms of posting them 3 days I 5 days I think it's the board expects to have packets yes and information but I kind of want to take all that out it's my feeling >> it if you don't distribute the meeting takes longer >> and the board will get mad at me and I don't want the board mad >> not if you're not required to do it >> no you could still get mad >> you'll just get mad at us because we ask questions >> yeah I'm already mad >> that never happens Does it? >> No,
155never met at all. >> You've only been mad like twice. Okay, go ahead. >> Not tonight. I haven't been mad at all. >> And then last, EHB-R. This is to update our um records retention schedule, and it's based on a shift in um the law that reduced the amount of time you need to keep um records from 50 to 20 years. And then it also you'll see um they're all they all have a line through, but I also highlighted if you need me to go through everything that changed specifically, but you may also see three years crossed out and increased to 20 years because those records are actually considered part of the personnel file. So they should be at the 20-year mark. So it pretty much moves anything that you see crossed out to the
15620 year mark. This is very exciting for us because it allows us to get rid of the bunker that we rent for personnel records and then we store on the SA field and we'll be able to remove records from the attic. If you recall, we have um a problem with the load in the attic. So, this is very exciting. So, it was explained to me that um the reason that you know you're crossing out the three years is that so like the W4 withholding exemption certificate, you really only have to keep that for three years. But I think Carrie just wanted to say, well, that's part of the file anyway. So, let's just keep it in as 20 years. And when we get rid of the file, we get rid of the whole file. So
157rather than having to go through files every 3 years and being like I need to pull this one paper out of the file, she just keeps she can keep it all together. So it was a consistent way of being able to say, okay, we've had this 20 years and the stuff that they're holding that are three years is not like increasing the load. >> Is that the the significance of the asterisks? >> I don't know what the asterisks were. I don't know. There was a little there was a little bit of notes that we had them take off. So, I don't know what the what are the asterisks for. >> There's there's several that have asterisks on. >> Yeah. What is the asterisk for? >> Where do you see it? Travel reimbursements, >> invoices, >>
158federal. >> So, why don't we figure So, >> they worked on this and they had a bunch of notes and the asterisk may reply may refer to notes that we had them removed. >> There's only one aster note. So, I'm wonder >> we're going to we're going to find out what that is. >> Okay. >> We'll make a note of that. Do we maintain the ones that we keep? Do we maintain the paper records or as electronic records? >> Uh both. >> Some of these are electronic records. >> Is there any requirement that retention be done in hard copy on any of these things? >> I think it might say that. >> I thought there was >> which is why they were there. >> We'll ask that question. >> But we auto yes we we've
159been spending years scanning them. If not, here is a potential place to spend some of the SAU money. >> Mhm. >> Would be to farm out um >> digitization offsite. >> It's just about all digitized at this point. Since co we've been scanning >> daily. >> Okay. >> Because that that would be a tremendous load reduction. >> Thank you, Don. >> Got rid of the paper files. >> Yeah. in the policy, electronic electronic records um and communications are no different than paper documents. But if you have um under RSA 33- A3, if something's going to be retained for more than 10 years, it shall be transferred to paper or microfilm or stored in a portable document format. >> The micro >> portable document format is PDF. Yeah. >> So it means electronic, >> right? So
160it has to be scanned. >> So but I'm I guess the point is unless you have something that you specifically want in paper that none of the old records have to be in paper. >> Good to know. But we have to we have so many old records that we'd have to pay to have them scanned in. >> Right. But we've got a money that we're wondering what would be good use of it. It's probably cheaper to to get them scanned than to provide structural support to the floors. Check. >> All right. So, all those is there any other questions on the policy memo? That's it. So, all those in favor of the policy memo >> with the with the >> with the amendments. Yeah, we made the motion. So, I just need all those in
161favor. >> 40 policy memo carries. All right. Um >> All right. So, that we did everything right the donation and then Jab. >> Yeah. And did you want to mention that? >> Yes, I do. I do want to mention that. Okay. So, um, as we've just talked about policy, I do want to put in the record and, um, in the minutes and also at the in the public, if people are listening, that next month we will be talking about our class size policy um, and um, making some changes to that. Well, we'll be suggesting changes to that. We'll be doing a first read of that. And so, um, if the public out there has any interest in reviewing that and giving us feedback, we would take it then. Um, class size is one that a
162lot of families and members of the community have opinions about. So, we would like to, you know, make it out, put it out there. Um, I have something else I have to do. I'm sorry, Jacob. >> Accept the donation. >> I have to accept the donation. I need a motion to accept the donation from the Hollis VFW and the um, Brooklyn >> American Legion. America Legion um for a total of >> $12,700. >> So moved. >> Moved by Kate, second by Tom. Is there any comments on that? Um obviously we accept with gratitude and uh you know thank them for this. It's remarkable that the we the people are going to the nationals. I do want to remind the board that you were invited I believe to see the practice round of the we the
163people um on April 9th which I >> which is tomorrow and I can't attend that but um >> it's at six o'clock tomorrow and I think it's in the auditorium right so I thought so >> yeah so you the board was invited to particip to to witness that if you can so all those in favor of accepting that donation >> or zero >> and then we had the tuition student request. >> Okay. I need a mo. Actually, Amy, can you read it? And can you make the motion? >> Um, yes. >> Because that if you read it, you're making the motion and then I don't have to. >> Okay. I'm going to motion to accept the superintendent's recommendations for two staff members to tuition in their two students >> to the co-op. >> One each
164to the co-op. >> Yeah. Okay. >> Second. >> And is there any comment on that? All those in favor 40 zero. So the motion carries. Was that JFAB? Is that why you said JFAB? Because it's that policy. Yeah. Okay. So I need a quick report out from the process observer. Oh my lord. It's 10:00. >> Well, yeah. This report out was supposed to be hour and 45 minutes ago. So that tells you how the evening's gone. But we did make up a little bit of time after our nonpublic, which was very important. >> Curious. Did someone really think that we would get that nonpublic? >> You know what, Tom? I will be completely blunt. I check the agenda every month for everything. I always forget to look at how much time we've set aside for
165things. >> Really? >> I do. I just don't pay attention to that. So, I will do a better job of that. >> Now that I'm now that it's my new year as chair for 26 27, I will pay better attention to that. It's my goal. It's my It's on my improvement. It's not so much a question of are we spending too long as why are people surprised? >> Right. Right. Um okay. Um and then I guess Thank you very much. I would entertain a motion to adjurnn. >> So moved. >> Moved by Kate. >> Is there any discussion? >> Second by Amy. All those in favor or zero. We are adjourned at 10:08. >> All right. I need some signatures.
