Al to United States of America to the IND thank you so much another round of applause for Horizon choir truly is one of the things I look forward to every year way to go may I have roll call please Mrs Baker here Mrs Greenberg here Mrs Christensen here Mrs case here Mr panta here next on the agenda is approval of agenda Dr Bells thank you president Cas items approved by consent will not come up for discussion during the meeting but will be approved when the agenda is adopted this is possible since members of the governing board received the agenda along with backup materials at least 24 hours prior to the meeting have had time to review and consider all items prior to the agenda being adopted members of the governing board may ask that an

item be removed from the consent agenda and brought to the floor for discussion at the appropriate place on the agenda any member of the audience who submitted a blue card blue public comment card prior to the start of the meeting will be recognized to speak on that agenda item under items for approval I would like to offer the agenda as posted thank you um we have no blue um public comment cards tonight um does any of the member of the governing board wish to have an item removed from the consent agenda Mrs Christenson item f11 L1 um Mr Pantera may I have a motion to approve the meeting agenda and and recommended cend aums minus uh item 11 so moved all those in favor say I I I all those opposed say nay motion passes

unanimously next on the agenda is governing board statements uh Mr panta may we start with you sure yeah good evening everyone I'm glad you're all here I'm glad to be here also I had a wonderful uh time between the last meeting and this I've been to some events here I went to um Pinnacle high school they had this wonderful U dinner theater a collaboration between their culinary school and the drama Department like a murder mystery sort of thing uh my wife and I really enjoyed it we did solve it by the way okay our table didn't agree with us but we had it okay again this collaboration different departments working together produce this wonderful thing uh where people enjoy themselves and got to know each other I also volunteered at Boulder Creek because that's my

neighborhood School uh they had this event uh moving up moving on some kind of thing fundraiser and they needed people to help for this culmination activity a lot of bouncy house kind of activities yeah I'll do that I'll I'll show up in the morning I I walk there and I thought it's going to be pretty cushy you know see the fun little kids and they' have all these Inflatables all I had to do is watch somebody you know get our honor off the Inflatables but no I got assigned um this basketball throw this football throw thing uh this which is good enough but they're all these kindergarteners and there's this barrier and so they couldn't reach over the barrier to get the footballs out or to get the basketballs out so there I am reaching

over reaching over getting I I got a pretty good workout for those couple hours I was there I mean I really enjoyed it but it was more of a workout than I thought it was going to be the only picture they have of me there is reaching over to pick out some footballs not exactly my best side if you might imagine with that picture but it was great and the thing I love so much about those events not the money raised is the fact that there's all these different people in the community there volunteering and getting to know each other helping each other out it's just another stitch in the fabric of our community Stitch after Stitch at these events we get to know each other and build That's The Power of public schools and

that's why I'm so proud to be your board member so please if you get a chance volunteer for one of these things oh by the way I'm going to the bizarre thing uh I've got my tickets already so I'm there so go there if you can as well thank you thank you Mrs Greenberg yes thank you and welcome it's quite a nice packed house tonight um uh since our last board meeting um we've held a couple different um meetings we had our first student voice Gathering of the Year and thank you to Mr Dennis and pey for hosting um for those of you who don't know we meet quarterly with uh students from each High School freshman sophomore junior senior and and um we broke into different uh groupings um to answer a few questions

and we were focused somewhat on safety in our schools and the table I happened to be at uh somehow turned out to be mostly freshman um one thing I want to say is despite the fact it was mostly freshman the students were really comfortable not just talking about you know the questions that we were asking looking sa but it was very obvious that they were already very comfortable as students in their schools that their scho they knew what their schools they you know they had friends they had and and I really want to do a shout out to our high school principls and admin staff and our teachers because you know too often our freshmen are kind of like in the corner not knowing what they want to do because they're still you know they're

still making that transition to a high school and it was very obvious that these students were very comfortable in these roles and um and you know already looked at as leaders in their their communities so it was a it was a really valuable discussion um and I appreciate that we had it um we also had donuts with the district last week and um it was incredibly well attended again want to thank Mr cell and Sky Crossing for hosting I don't know how many doden actually got eaten but we had quite a number of parents from different schools um some different questions were asked I know Dr Bales likes to to lead off with a question and um this was kind of I'm going to paraphrase because I don't have it in front of me but

you know how as parents do you judge you know whether your student is achieving in school is that close enough um and I thought it was very interesting that for the most part although there were certainly some parents who were like you know I do want know what test scores and I do want to know grades and that sort of thing but most of the parents there were very much into I want to know that my students engag you know I want to know that my when my student comes home and they want to talk about what happened or they you know they they're working on a project and they're very excited about it Etc and so um and and most of the parents there really felt that they were getting that from their students

and that's that's always a a really um positive uh support that we hear for the district and then just finally um United parent Council had a lunch in for its new reps and um Mr pant and I were um fortunate to have time to be able to join them and um I was able to provide some more well not more but some insight on you know the relationship of what the role of the governing board is quite um uh for some of the the folks who had not served in UPC before and I just want to thank um M crane I don't know if she's here I don't my classes sorry um and United parents Council for putting on that luncheon and um providing their reps with more resources and information thank you thank you

Mrs Baker thank you um welcome everyone it's good to see so many people here tonight um also shout out to the Horizon choir that performance was amazing I'm so excited to go see um bizar in a couple weeks uh I Echo a lot of what Mrs Greenberg said about student voice and donuts with the district um we did have a really good turnout on donuts with the district and I was really glad to see so many parents there willing to engage with us in some really good conversation about things that are happening um I love student voice it is one of my favorite parts of being a governing board member all of our stakeholder voices are important but listening to what the students have to say the ones who come to school here every day

is um just it's really remarkable to have that opportunity we hear a lot from the adults about what the kids are thinking or doing or saying and as adults we need to also be listening to the students and in a way where they feel heard not just like a token oh yeah the adults in the room are listening the fact that we get to sit with them answer questions and they feel so comfortable talking to us just makes me so glad to be part of the school district and part of those conversations I mean these kids are doing well the kids are all right they are smart and compassionate and empathetic and willing to talk to us about what's going on in the schools and so I applaud parents and teachers and community members for

providing such a supportive place for these students to come and feel heard so thank you thank you Mrs Christensen I would like to thank all the members in the audience today for for coming um it's it's important to um keep us as your elected officials accountable so we thank you all for participating in this meeting today I would like to give also give um Horizon choir a shout out for that little teaser that we saw um they are amazing and um I'm proud to say that my son is a senior this year and he he was one of the individuals that was sitting on the on the on the side over here um and so shout out to Horizon choir there's still plenty of tickets available they have four performances um the 19th 2021 yes

four four performances from Thursday to um Sunday after fall break um so just go to the horison choir website and you can get tickets to see the whole show um I would like to uh recognize some principles too uh principal CLE for hosting with the district as um my uh fellow board members had discussed also um I would like to say thank you to I see principal Cunningham over there for giving me a wonderful tour of Desert Shadows Elementary School um principal Cana she might be here waving back there thank you for the tour of Desert Shadows and I and I apologize for running late but it was nice because they the schools were right next to each other so I didn't even have to move my car out of the park said that um

and then again as um Mrs Baker noted the student voice was amazing and so principal Dennis I just wanted to thank him as well uh for hosting that at PV high school thank you thank you so much as usually is the case as you go last as board president and ditos to what they have said everyone else has said I uh particularly love student voice and it is um so refreshing to hear students and from students who aren't necessarily the ones who normally you'd hear from either so we get a variety of students there and I really appreciate that and we are there to listen to them and it's really amazing it's it's truly one of my favorite things we've ever done in the district um as a Schoolboard member and we did donuts with

the district at Sky Crossing and Shout out and thank you to Sky Crossing for we had a wonderful turnout there of parents and we want parents to be engaged in this District the next one will be at Indian Ben I don't remember the date but it's coming up and schools will be told about that for the next donuts with the district will be at Indian B so um thank you and I cannot wait to go to the horisan choir's performance it's going to be excellent so get your tickets um next on the agenda is Awards and recognitions Dr Bells thank you president case it's always a pleasure to highlight our students and staff for awards and recognitions tonight Mr drogy will MC our honor so at this time I'd like to invite the governing board

students and staff that highlight many journeys of Excellence found on the campuses within PB schools and those are my comments president case thank you Dr Bells next on the agenda is items for approval Dr Bells thank you president case governing board members cabinet and guests and tonight with very late release of forms from the state in less than half the days to complete them uh than compared to last year we present for approval the annual financial report for fiscal year 2223 Miss baragan please continue thank you Dr Bales and president case and governing board members uh I'm going to be very specific last year we had 48 days to complete the AFR this year we had 23 so as Dr Bale uh mentioned less than half uh part of that was due to our board

meeting moved a little bit forward but the bulk of that was due to a very late release of forms um and in addition to that after the release of forms there have been 120 plus corrections to those forms and so they keep releasing um new versions of it and uh they didn't have an opportunity normally a school district person reviews them ahead of time along with somebody from an auditing firm and that didn't get to happen either so uh a little bit more of a hectic AFR season so I cannot thank uh our internal auditor Kathy DeStefano and uh our former uh director of budget and finance Vanessa Shapiro has still supported us through this process um they do the bulk of the work and they did a beautiful job getting it done this quickly

I was punting to for the presentation to come up I can punt longer if I need to I think he's working on it there we go thank you uh so just want to start with a basic financial reporting timeline we actually have a more detailed timeline that we have on uh the act action agenda next uh that talks about a timeline but just to kind of show that our folks are really working three years at a time that's why some of the lines are in purple some are in green some are in blue because we're uh throughout the year dealing with three different years but this is a school district timeline that would run from like a July 1st to June 30th of 2023 for example in January of 2023 all the way up to

April May or like this year June of 2023 the legislator's in session and they determine our budget capacity for the 2324 school year by June of 2023 again a very short timeline uh districts propose their budget and no later than July 15th we have to adopt the budget we don't have a July meeting here in PV so we both propose and adopt at two separate meetings in the June time frame by October 15th we're back in the old fiscal year 2223 that's where we're at now or before that for us today is October 5th and that's when the annual financial report is uh going before the board and being approved then in December we're back into the current fiscal year 2324 for our first budget revision and by January 2024 through April May or June

of 2024 we're starting to deal with next uh fiscal year fiscal year 2425 the legislature is determining our our budget capacity for February and March we then have the release of the annual comprehensive financial report that's your favorite thing to read it's the 170 page report rep that you all love uh and then by March 1st the auditor general School District spending report comes out and then by May 15th we're doing a final budget revision so just kind of a glimpse of how we're dealing with multiple years at one time uh if you hear me say current year or prior year you may want to clarify which current year or prior year I mean uh but this is just a sample of of some of the pieces of that timeline so moving into the annual

financial report the purpose is uh or just reviewing some of the purp purpose we're required uh as school districts to approve and submit an AFR by October 15th of each year it gives our policy makers as well as our taxpayers some detailed information on revenues and expenditures it's reviewed by the state to ensure that we're in compliance with our budget limits and that we don't exceed any of those adopted budget limits uh it's then used to develop that annual comprehensive financial report and required to be approved by the governing board also there's some Financial transparency pieces it's published on the Arizona Department of education's website as well as a link on our website uh pointing to that posting so that there is transparency and anybody can go and see that report at any time as

well as prior your reports uh just a few pieces on some uh quick facts that I thought were interesting I did quick facts in uh the bond presentations that Dr Bales and I did throughout the district and I thought that that might be interesting too for some of these financial pieces our average daily membership for the year was uh 26 , 606 as a reminder average daily membership isn't our uh enrollment but the average number of days over the F first 100 days of school that students are enrolled with us so if a student enrolls with us after day 100 we actually don't get to count them in our ADM at all our base support level or the amount of funding per pupil we got for M last year was $477 127 we had 4,86

lines of accounting data uh so that's a lot of things processed I would just add to that we had uh issued just under 177,000 checks and processed almost 34,000 invoices so the accounting folks are very very busy at all times uh for our M budget balance our budgeted budgeted expenditures were just over $258 million our actual expenditures were just over $238 million and the ending budget balance or what I refer to as the budget balance carry forward is uh 9,839 th000 um I just want to remind everybody that a budget balance is different than what's referred to as a fund balance there's a new fund balance page in the AFR if you haven't had a chance to look at it yet I believe it's page 10 fund balance actually refers to the cash that exists

for a particular fund and that can be more or less than the budget balance um the actual cash that's in the account or our account for any given fund is more of a function of tax collection than what our actual budget balances there are some districts who often have negative cash uh but because they have the budget capacity they're allowed to spend that budget capacity it's not a situation we're in we have pretty consistent tax collections so our M um cash is actually a little bit more than the budget balance we can't spend that though even if we had a $100 million in budget balance carry forward we could only spend what we actually have in budget capacity that is our limit just for a little bit of summary of revenues our local revenues were

the largest portion at about 70 a half% uh followed by state revenues at just over 29% and some federal revenues less than half of a percent uh followed by the county very small amount this year it was more last year there's been a change and there's no longer uh a county portion of the state Equalization um so the reason there were some collections here is those are just delinquent collections from prior years and we may have those for a few years moving forward but that piece of the pie that count piece of the pi is going to stay very small um just as uh revenues for M unrestricted Capital adjacent ways Bond and Debt Service are the largest portion of that local piece there that includes our emino Equalization as well as our &o override

and our daa override um and our bond Revenue that's all completely uh local uh locally funded but just as a reminder every District in the state has a portion of the the equalization for formula which is essentially that per people amount times the number of ADM or student enrollment that we have that they pick up the local taxpayer picks up and then a portion that's picked up by the state and that's why it's called an equalization formula so that a tax burden in a district that doesn't have a large tax base isn't burdened by a larger portion of their Equalization formula um in this District this year uh the local taxpayers covered 69% of that we have a fairly High property wealth District compared to most districts in the state of Arizona and then the

state covered about 31% and that goes back and forth usually we're around the 7525 split just for a summary of the expenditures our M budget is our largest portion of our budget we spent the $238.22 A5 million Bond building of 50.1 federal and state grants totaling 42.9 we'll continue to see that go down quite a bit more as we uh finish out spending in this current fiscal year 23 24 and then 21.3 million in classroom site fund this is just a pie chart that we put together for the expenditures by object code and object code really tells us what the function of that expenditure is supposed to be the bulk is salaries and benefits and in general we can always expect the two together to be at about 85% uh as it is this year

the salaries and benefit percentages together total 85% uh purchased Services is next at 11% purchase Services the largest portion of that is going to be our custodial costs um in addition to that we do a uh a lot of work with contracted Services when we can't find people um to hire within we might contract out for special education services uh and any of our staff that are on ESI are in that purchased Service uh portion of the p as well we're Then followed by supplies at at 4% and then just other minor expenditures at 0.1% um before I go into questions I do just want to reiterate some pieces of transparency and accountability the AFR is used for some additional pieces one is included as the Arizona Department of Education superintendent annual financial report all

of the school district and Charter School data is put together in um a report that's put out by ad the information also goes to the National Center for Education statistics which is a federal um sub agency of the Department of Education the Federal Department of Education we have a school uh Finance transparency portal that our information is posted on as I mentioned there's also the Arizona School District classroom spending report and the information is also used for school report cards in addition to being posted on ad's website and the link on our website we also post uh our AFR to the open books.google.com towns and political subdivisions so there are lots of places where you can find our our information and lots of places where our information is used for other data so it's very

important with that I'm happy to answer any questions that anyone may have we have no public comment cards um may I have a motion to approve the annual financial report for fiscal year 2223 per ARS 15-9 04 as submitted so moved any board members wishing to make a comment I have a question about the carry forward monies the 19 million of course we can't spend it because but uh is that something we use in the next budget for next year right yeah the the cycle that school districts get in is once you have that carry forward if you use that carry forward it it's really only onetime money so you can use that just the one time but it does carry forward and add to next year's budget absolutely right now it's about 19 million

from 2223 moving into 2324 was the $19 million budget balance carry forward thank you yep you're welcome any other comments Mrs Baker I just want to say thank you you're welcome I know it's a lot of work I've spent more time in our finance department than I ever thought I would I spent a lot of time with Vanessa before she left and I just appreciate all the hard work that goes into your job and their jobs so thank you thank you for saying that any other Mrs Greenberg yeah I wanted to also say thank you um I mean I don't I know that M span you know gave us a great report but people really need to realize these are extremely detailed forms that have to be completed and they had to do it in

less than basically half the time they normally would and still get it right still still get all the numbers where they need to be and um you know we're actually looking at at the the report it's it's a lot of work and um I just want to thank you and and your professional staff and um just Kudos Bravo thank you thank you thank you any other comments Mrs Christensen yeah thank thank you for the presentation and um I think this is the finances are one of the most challenging parts of of being on the board uh there's so much detail that goes into all of this so many different components um the funding is very complex as well as um we get some from the federal some from the state and then different grants um

so my my question is in terms of the the portion that is coming from the the property and taxes we're going to talk a little bit more about bonds later right um I I just want to make sure that um as our taxpayers are you cutting back that we're not necessarily cutting things that are very important but that we just really look at the budget overall because um it we are in Changing Times now and um as Dr Bells mentioned our our enrollment continues to tick down and so I just um I'm so grateful that that the taxpayers are so um I I forgot the term you used property property strong or property I don't remember the term for the for the taxes but um I just really as a board I would like and

the finance group I would really like us to start having some more discussions on um contingency plans and how um how we can how we can can better manage our funds going forward if if our enrollment continues to go down um I know that that's not anything that you can really um reply to at this time but I just you know I just wanted to discuss my concerns going forward because I I do home through these numbers and I I can't imagine how much time that your um organization has to go through pulling pulling all these together and I'm you know still trying to get a WRA wrap our head around a lot of these um at some point um maybe president case we can do one of a study session just to help us

understand how all these come together because it is our responsibility to be able to approve this these items and and the finances so that's all I have to say thank you thank you um I just I want to tell you how much I love the pie charts just I I want to get it down to something simple that I can read and understand you know and I can add the 61 and that and come up with 85 and I can I it's or 64 but I this is there's so much detail in this and so much work and to do it in 23 days so I just have a question who set those dates and what happened to give you less time explain that again um so one of those functions was last year our

board meeting was October 13th this year because we have a fall break the meeting is October 5th so it's just a function of timing so that was eight days that we knew well ahead of time and had plans and preparation for what we didn't expect is that last year forms were released on August 26 from ad and the office of the auditor general they work in conjunction on those forms this year the forms weren't released until September 12th um and in addition to that it just it was a tougher year with all of the revisions that came out afterwards um as I mentioned they didn't have a school district person who was reviewing the detailed forms as well as an auditing uh person that they generally usually have I don't know their reasons for that

I'm sure that there're good reasons my hope is that we can get back to that for a smoother process next year wow and I would just add president case that Miss beran and her team have to double check those forms for accuracy the formulas that they put in those forms may not always be right and if we don't check it and catch it and correct it then we're ni have a little Mark on our audit uh so even if they send it to us wrong we have to correct that so and that has happened numerous times yes so even when you get the form wrong from the state you have to fix it and the percentages and make it correct correct and we we or other districts will notify them as soon as they catch

uh any of those errors so that they can fix them for subsequent districts and therefore that's why there have been numerous releases um since since September 12th even 12 plus 120 plus they they didn't release in 120 but in all of the various releases there have been 120 Plus either formula errors or um sometimes they're pulling from other sheets and that may have not been the right poll so various things of that nature wow that's a lot of complex oh wow did did you have another comment no okay um so all those um in favor say I hi I all those uh oppose say nay any extensions motion passes unanimously thank you for your hard work next on the agenda Dr Bells thank you president case comy board members cabinet and guests and tonight we

present for consideration and approval of our proposed budget development calendar for fiscal year 2324 uh this calendar is a flexible calendar with uh opportunity for revisions gives our community a snapshot of the timeline that we will use in developing the budget for 2425 Miss beran would you explain a little bit more absolutely thank you Dr Bales president case and governing board members uh you have before you the budget development calendar for 2425 when we develop a budget we are working in the year that we're in for a future year so all of these dates are the 2324 school year to develop the 2425 budget normally we put this just on consent agenda but with more new board members than former board members um we thought we'd go ahead and put this uh on as an

action item in case there are any questions or uh comments about about the schedule so with that I'm happy to answer any questions you have um we have no public comment may I have a motion to approve the proposed budget development calendar for the fiscal year 2024 budget as presented so moved oh and I guess it's the 2024 4 25 budget correct okay it has both there so moved with the correction thank you any board member wishing to make a comment no okay um I I I I have a comment so the proposed budget developmental calendar are those dates given to you by the state I mean are you how are you doing all that yes good question president Cas so not all of these are given to us by the state but a lot

of them are driven by some of our state deadlines some of which I mentioned in that first slide in the AFR presentation the June and July adopted and or proposed and adopted budgets the December 15th budget revision um October 15th annual financial report 40th Day that's determined every school district has their own 40th Day determined based on when they they start school and whatever days off they may have in between now and then same with 100th day of school um the reports being available for those are determined just kind of by the calendar and when ad runs those ADM reports um so they're not they're not they're not all given to us but we get a a deadline and we work sort of backwards from that thank you for that explanation so um all those

in favor say I I all those opposed say n any extensions motion passes unanimously thank you next on the agenda is gifts and donations um I would like to review a few of the donations and we appreciate all donations whether I mention them or not so at Desert Trails Elementary School their PTO gave $122,000 toward an outdoor musical instrument for the kindergarten playground point of clarification point point of information um I had pulled something out of consent and wouldn't that we can do it next okay yeah all right thank you um at Quil Run Elementary School Google um gave $1,100 of cash toward the site discretionary fund at sonor and Sky Elementary School their PTO donated $2,100 for substitutes at Wildfire Elementary School their PTO donated $1,500 for substitutes so we appreciate all of these

donations and the ones I didn't mention so um any board member wishing to make a comment all those in favor say I I oh wait I did not have a motion excuse me may I have a motion Mr panta so move thank you any board member wishing to make a comment all those in favor say I I all those opposed say nay motion P passes unanimous unanimously now we're going to do f11 um Dr Bells thank you president case comy board members cabinet and guests tonight we present for consideration and approval Capital plan submitted to the Arizona school facilities oversight board by school districts in the state as required to have the approval of the district's governing board this report is completed annually and electronically uh through the sfob reporting website Miss Baran is happy

to answer any questions um may I have a motion please so moved are there any questions from the board Mrs Christensen um I did that I know this was in a consent agenda but I this is the first time I'm seeing this uh school facilities oversight board and I read through it several times last night and so I just kind of would love for you to explain what is the board facilities oversight board and so basically an explanation of of let me get the term correct school facilities oversight board um yeah if you can explain what that is absolutely abolutely Mrs Christensen and uh governing board the school facilities oversight board you maybe know it as the school facilities board or maybe you haven't heard of that either uh but it was created as a

result of a lawsuit back in the late 90s called Roosevelt V Bishop which you've probably heard of Roosevelt is the Roosevelt School District and they sued the state to say there are discrepancies in state funding that um make it so that districts with poor property tax wealth or those that have difficulty passing bonds um can't correct the deficiencies that they have with their school buildings and that there wasn't any funding from the state to provide them to do that um so the school facilities oversight board was created along with a remedy to uh one billion plus dollars in deficiency Corrections that were funded by the state at that point in time um to be able to address that uh the board is made up of a group of people they there are considerations in statute

there needs to be an architect on the board there needs to be a Contractor on the board and actually uh one of your co-workers the the uh State superintendent of Public Instruction gets to appoint one person the other people are appointed by the governor but your uh co-worker art Harding and I worked with him at ad ad he's an excellent asset for the school facilities board and uh you should ask him many many questions about school facilities oversight board I'm sure he'd be happy to answer them uh so those are some of the members various members throughout the state who make up that board um it was its own agency a few years ago it became sort of a subdivision of the Arizona Department of administration I don't know if yeah that yeah that helps

me a lot because I when I read through the title I thought it was just for us so it's the oversight board for the State of Arizona all School District okay that that clears up a lot because when when I was looking at it it had the title and then Paradise Valley Unified School District so I thought we had us only for us I thought no that's our Capital plan every school district submits a capital plan to the sfob every year okay and um how many members did you say are on that board I don't know if it's seven or nine I always thought that it was nine sometimes statute changes things when I went to their website I saw only seven members um but um you can you know their website and and statutes

dictate that okay and then and this oversight board reports to whom adoa that's when I that's what I had mentioned that they were their own agency and now they rep report to Arizona Department of administration or they're a subdivision of Arizona Department of administration but the board members are appointed by the governor most of the members that are on the board currently were appointed by Governor Ducey um other than uh art Harding who's appointed by the superintendent there may be one other new pointy okay um as I look through the through the data um there is um it it looks like the our demographer provided information for our district and there was no percentage change in ADM and it goes out several years right is it can you explain that and why there would be

no change there should be a change there should be a decrease based off of our demography R's report and we'll re we'll revise that for future years um I would say unfortunate the data does matter it's not used for anything that data is used for school districts that are in need of new school facilities uh so for growing school districts uh so it doesn't harm anything because we don't in foresee any growth in our district uh Beyond where we're at thank you very much I just um I had never seen this before so I I appreciate you answering all my questions much thank you are there any other questions seeing none all those in favor of approving this say I I I all those opposed say nay any abstentions motion passes unanimously um next items

of oh excuse me call to the public is next I have four first first we're going to watch the video of the rules call to the public is about to convene this portion of today's meeting allows the public the opportunity to address the governing board although state law does not require that the governing board hold a call to the public The Paradise Valley Unified School District and its board have chosen to do so because we believe it's important to hear about about concerns and issues from our community while call to the public is not designed to be a discussion the board is here to listen due to Arizona open meeting law the governing board cannot respond to discuss or take any action on items brought up during this time however staff members may be directed

to get back to you and address individual concerns as a reminder the point of this and every board meeting is to accomplish the business at hand and to be able to do so in an open and collaborative way all in attendance are expected to observe meeting rules as well as rules of politeness and decorum so that we may serve as an example to our students that issues can be discussed in a respectful and civil manner tonight we have four people who have submitted comment card cards prior to the start of the meeting each speaker will have three minutes for remarks as a reminder we ask that you please direct your comments to the board uh please state your first and last name when you come to the podium our first speaker is Annette economides I

believe following is Susan wer um I I this the way that we're doing it I'm sorry good evening my name is Annette economus and I have lived in the Paradise Valley School District for over 40 years I have five children I've spoken before um I've been a foster parent and a adoptive parent of special needs kids I'm the mother of five and I have been active in this community my whole life um I just want to ask h a question that I know you can't answer but I just want to ask um you all have been elected to represent the taxpayers in your district and so I just want to ask are you aware of what your taxpayers are thinking what they're wanting um what they're needing are you I mean I know you have

this meeting and you have public comment but is there another way for you to interface with the taxpayers besides Donuts at the schools to know exactly what the taxpayers are thinking in your district and it was great to see that financial report and all the work that went into it are you being so my question is are you being transparent in all the different things are you working really hard to be transparent about everything that you do with all the taxpayers in your district and some of that logistically may not be possible but are you working towards that is that a goal to be transparent um and I just wanted to say because the meeting I was at a couple of Cycles back got a little bit heated and um I appreciate the video that

y'all created to give to us but I just wanted to let you know that the true Patriots of America are dismayed at what is going on on on every level every level in our government and in our society so no matter what time you start the meetings no matter when you allow the public comments to happen there's going to be Patriots showing up don't mistake us for anybody like antifa or BLM we're not violent but we do want to exercise our first amendment rights and just ask question questions and that's all I have to share thank you next is Susan wender followed by Gina Griffins good evening Dr Bales and board members my name is Susan wer and I'm a taxpayer in the PV school district at the board meeting on 824 23 discussion was

held regarding moving public comment from the beginning of the meeting to the end of the meeting at that time three board members stated that they had received emails supporting that move of public content to the EV or public comment to the end of the meeting to be very honest um I wasn't sure I believed them so I made a public records request for those emails when 92723 I received about 24 copies of 24 emails within those emails there were no comments in support of moving it and only emails not supporting that move it has come to my attention that school boards generally have the secretary put all the me emails in a spreadsheet and send it to all the board members what I got from my public records request was not a spreadsheet but a

list of 24 emails concerning many topics and only five concerning the topic of moving public content to the end of the meeting in talking with the family attorney I was made aware that you are in violation of my public records request when you didn't send the official record of the comments I requested and you chose to only copy a few to include in my my request were I a wealthy person I would hire that attorney and sue you you work for us the taxpayers and it is your job to be transparent with exception of expulsion of students you are spending our money that we give you for schools this violation of my rights will keep me from voting yes on your ridiculous total amount Bond request thank you Gina griffon's followed by Lon olers good

evening president case members of the governing board Dr Bales and member of the cabinet my name is Gina Griffiths I'm the parent of three students who actually attend PV schools I'm sorry two do one's a graduate I have a senior at PV High we just bought the cap and gown I have a seventh grader at Sunrise and I have a graduate from PV High um we love PV schools and I'm here to say thank you I all I I I want want to say thank you for being an inclusive School District that educates all students since this is a public school district and I specifically want to talk about the lgbtq community a little bit tonight I'm not a member I'm a CIS hetero woman but I have a transgender child and I appreciate the

quality accepting inclusive education my child has received and I want to talk a little bit about in general the lgbtq community so I did some research and this year according to polling 10% of adults identify as lgbtq one in 10 if you think about how many people have been in this room tonight that's a large representation of the community a decade ago it was half that many I I don't think there's suddenly twice as many people who are gay I think there's suddenly people who are more comfortable self-identifying because most folks are accepting at the high school level 25% of high school students I'm sure many of you have read this identify as somewhere on the lgbtq Spectrum one in for students that's why it is so important for the district to continue the wonderful

inclusive policies that have happened and I know people I hear it in other districts and people come to these meetings and there's a loud minority of people who rant and Rail and talk about just say horrible things about my child but 70 % of Americans are supportive of inclusive and Equitable policies for the lgbtq community 70% often we're not the folks coming out and talking it's the angry hate-filled minority that's coming out and saying horrible things about my kiddo but I'm GNA just keep coming and telling you that I'm grateful you're doing right by the students you're doing right by your teachers and staff you're doing right by the families that don't fit into that box that Society is traditionally accepted but they all have a right to an inclusive safe quality education and you're

giving it to them so thank you for that next is Clayton alare good evening governing board superintendent PV families and staff my name is Clayton alers and I'm a bilingual school psychologist for sun kids preschool Sun meaning serving unique needs we work with our little kiddos with special needs uh I've been a school psychologist in the district for over 20 years a part of sun kids for nearly all that time and a parent of a total of six PV students I'm speaking to you tonight to share how much I love the sunkids program with sunkids I'm honored to be working with educator ERS who help children combine their first words make their first friend and sometimes even take their first steps it's such a privilege to share these Precious Moments with our PV families unfortunately

the James P Lee Center alone which is only about half of the sunkid staff has 21 out of 32 FTE or 65% um instructional Aid positions that sit vacant 65% that are vacant now only does that mean that teachers don't have the support they need but that means that there are at least 21 members of our community that don't get to share these amazing accomplishments with our students so the question seems obvious if sunkids is so great how come we have all these vacancies in my opinion the answer is simple it's pay some may say the pay isn't the core issue and in response I offer the following personal story my niece is a natural with kids always has been uh she worked in a local preschool for a few years years where she earned

more than we pay and loved her experience with the kids recently she parted ways with that preschool and was looking at other options she considered the sunkids program at our neighborhood school and was interested in applying except it paid $2 an hour less than her uh job at Target therefore I asked the governing board and cabinet to find some way maybe it's the 19 million doll to provide a stipend or some other additional compensation for instructional AIDS in our uh specialized programs actually in all specialized programs serving kids with special needs they work really hard it's one of the toughest jobs around Not only would that show our current instructional AIDS the value they provide the district but it encourages more people who are Educators by heart to join PV and have a positive impact

on PV students and the communities they live in in closing I just want to thank each of you for being part of the board and for your time and efforts to support our students thanks for the chance to speak thank you next on the agenda is items for discussion Dr Bells thank you president case Gover board members cabinet and guests and tonight miss beran Will present an update on Bond and budget override programs and capital Improvement projects Miss beran thank you again Dr Bales president case and governing board members do have a brief presentation for you tonight I'll talk a little bit more about the Financial perspective of this and I will be followed by Dr Drew Davis this year who will be presenting um as I refer to it all of the pretty pictures

of of the uh projects that we were able to complete um so you won't have to listen to me for two more presentations just one more presentation so the purpose of this presentation we have a requirement by Statute in 15491 K and 15481 Y to provide updates on bonds and overrides and it's an opportunity for us to provide provide information to our community and voters regarding our voter approved initiative so another opportunity for us to uh do some transparency uh just as a reminder our voter approved initiatives in PV schools is a 15% uh maintenance and operation override that's 15% of the RCL or the revenue control limit which just as a reminder it's that basically that per pupil amount that we get for M times the ADM or enrollment that we have for students

that's a simplistic version of that the district additional assistance override is $6,400 th000 annually uh this was formerly known as capital outlay override and sometimes people still refer to it as such and then currently the bonds we have completed the spending of the 2015 bond for $228 million and we're still working on the spending for the 2019 Bond of $236 million starting with the maintenance and operation override that was passed by our voters in no November of 2017 uh for the 2223 year we've since passed the new one but for this report it's uh referencing the November 2017 uh approval that's again the 15% of the revenue control limit so last fiscal year 2223 that was 29,6 48,1 186 additional for our district and again with all of M the bulk of that goes to

staff salaries and benefits approximately 85% the M over is good and full for 5 years so that was through the 2223 school year it phases down then by a third for the final two years of authorization uh but we did put that on the ballot last November November of 2022 and our wonderful PV Community uh continues to be supportive of that and passed that override so we began a new M override cycle for this current fiscal year fiscal year 2324 in our voter pamphlet the purpose of the maintenance and operation override is listed it includes these item here items here ensuring the academic programming remains in place providing comp competitive salaries continuing instruction for special areas and promoting safety and healthy school environments the 2017 maintenance and operation override allowed US 20 uh 29,6 48,000

as I had mentioned in expenditures which matched the budget for that year we spend the M override in full each year moving on to the district add assistance override that was last passed by voters in November of 2019 as mentioned it's the $6.4 million annually and that is good in full for seven years that would bring us through fiscal year 2627 and that would need to go to the ballot again no later than November of 2026 for continuation without any pause in that funding the district additional assistance override if you look back to that voter pamphlet there were specific items that we uh asked our community to approve and that's for instructional materials at $ 5,960 th000 annually and support vehicles of $450,000 we have our yellow school buses in our bond but we also

have support Vehicles throughout the district or what we refer to as our White Fleet and that includes our uh maintenance vehicles and includes our uh activity buses and things of that nature as well so for the total seven-year amount um over the 7-year time frame we'll get almost $45 million again from our extremely supportive PV Community which we very much appreciate oops I went backwards um the budget for this year as mentioned is a 6.4 million expenditures we spent just under six million uh with a daa override you don't have to spend it in full each year that money can carry over and sometimes there are years where we need more in particular for those instructional materials if we have large adoptions or multiple adoptions happening in one year and then finally for our bond

that was also passed by our voters in November of 2019 for $236 million bonds must be sold within 10 years of the voter approval we generally sell on a four-year time frame and um again that's on the November 2023 ballot this coming November next month actually about a month away um so as mentioned we still had a little bit of our 2015 Bond authorization in the voter pamphlet this is how it was delineated for non-admin ative as well as administrative purposes and for our final expenditures we did about 5.7 million on some facilities buildings and grounds non-administrative when it says non-administrative that really means our school sites uh about 2.2 million in Furniture equipment for our school sites and then spending out the final furniture and Equipment piece for the administrative portion totaling a little

over $8 million the 2015 Bond authorization summary the 228 million authorization the $8 million that we spent this year added to the prior year expenditures of almost $220 million and that means the remaining balance is zero that bond is all spent this delineates the uh purposes outlined in the voter approve or the voter information pamphlet for the 2019 Bond again split out pretty much the same for non-administrative and administrative and those are the totals that we can spend in those areas uh so if we were to spend all of our facilities buildings and grounds all $52 million we couldn't then take pieces from technology and furniture and Equipment there is a a flexibility of 10% but we generally try and stay within uh those categories the this is the spending for the 2019 Bond expenditures

that occurred in 2223 you can see between the non-administrative and administrative there was a little over $42 million spent this is the 2019 Bond authorization summary the authorization is for the 23 36,40 th000 this year's expenditures a little over 42 million added to the prior Year's expenditures of a little over 71 million uh leave us with the remaining balance of a uh almost 123 million additionally we uh take this opportunity to talk about any uh Arizona school facilities board or school facilities oversight board funding for 2223 we did get some building renewal grants and that total was about $1.3 million that's money that comes from the state they are uh very there are very limited amounts of funding provided from the sfob and it is a grant process that we have to do um Dr

Davis has uh upped that this year I think we've already done six applications um that have come through and he's working hard to try and get more money from the state that means less that has to come out of the local taxpayer pocket um additionally for new school facilities we didn't expend anything because we didn't have any new school facilities but we do have a small remaining balance in there of $16 million should we need a new school facility at some point uh this is a breakdown of the capital fund expenditures uh the bulk obviously being in the bond renovation piece at 59% followed by uh Bond other and then Bond or excuse me the daa spending Bond new construction um that was the close out of the um Palamino Remodel and then some school

facilities board funding um in that Bond other just because it's a a large number $15 million I just want to talk a little bit about what some of that is made up of there's non-admin technology in there of almost $6 million meaning School site uh technology um non non-administrative or School site furniture and Equipment of $4 million uh buses of about 2.6 million that's a little bit more than we normally do but we had a delay in receiving buses in fiscal year 22 so we ended up receiving more buses in fiscal year 23 and spent a little bit more but it was it was from the 22 amount so no change to the dollar amount there and then there was some admin technology of 1.5 million uh there are a lot of Technology pieces that

we do at the school district that support everything we're doing out of the schools but it's considered and classified as asmin as admin technology a lot of that's the security pieces that we put in um servers and things of that nature and as I had mentioned before when when Dr Bales and I did our bond Community forums people seemed to like the statistics so wanted to provide just some statistics to give us a scope of what we have going on in PB schools we have 49 sites with a total of 258 buildings cumulatively across those sites more than 835 acres of land and more than 5.2 million square footage of internal square footage um when I consider everything in the state and how many school districts and school sites that there are I believe that

school districts hold the largest taxpayer asset in the state of Arizona I personally take that responsibility very seriously I know that Dr Davis and his team do as well maintaining those School sites um seems to have been very important to our school district as they've continued to pass daa and bond with that I'm happy to answer any questions that you may have but I want to say personally a very sincere thank you to our PV voter um and I know that the district feels the same happy to answer any questions thank you um are there any questions uh we have no public comment but are do any board members want to make a comment Mrs Christensen yes thank you for the pr thank you for the presentation um so um a couple of months ago

we um it was brought to our board uh a we had a committee a bond committee that brought information to our board and we voted as a board to to pass this Bond um I tried to bring up a amendment to maybe perhaps consider a lower dollar amount for the bond and my reasoning was not because I don't support PV schools but BEC because um with declining enrollment in our district and the comparison between past of 240 million versus 3 and I can't remember the 340 million that were coming to to I just I felt it was too much for this time because people taxpayers are hurting um I personally you know my my spouse lost his job this year so you know fact me I've had three three of my very close friends um

file for bankruptcy within the past year um I go around when I walk my dogs I talk to my neighbors and I'm in an older area of the district with um bigger lots and most of those people are retired they property taxes are skyrocketing that they're because the values of their property are going up these individuals that are retired they don't have income that's going up they're on a fixed income and they talk to me they see me with my dog and like I had one lady crying um showing me her tax bill and it was a a tax bill that had um I think she had the the total was $8 ,000 for her to pay her ta property taxes and 5,000 went to PV schools and um you know I try to you

know just listen to her I you know I didn't know what to say we we could have we had the opportunity to pick a lower dollar amount we could have had a win-win opportunity and I I just I'm a little bit um saddened that we didn't even entertained the idea of of looking at something at a lower dollar amount because we could have had more money we could have pass a bond and we could have um given taxpayers some relief because people people are I mean I work downtown and I I see so many more and more people that are homeless coming through and just living on the streets and um I'm looking at some of the information on our on our district website what happens if the bond is not approved and I've asked

this question before and the second sentence say cuts to operation budget could come from increasing class size reducing or eliminating special programs layoffs reducing school suppies we don't pay teachers out of bonds and so it this information is kind of misleading and I'm just very disappointed um that that we would put something on our district website to say what happens that's kind of emotionally blackmailing our taxpayers and um it I'm not finished yet I'm almost finished but I I just I love this District I love this school I I went to public school my husband did my son's a senior here and um we just really need to listen to the people we need to listen to the taxpayers and I I feel like there's some compromises that we can do to maybe you know

still say yes we love PB schools and we want to support them but maybe you know just not to the amount of a $340 million Bond Mrs Greenberg well I was I don't know Mrs Beren do you want to respond um I would just say I I don't think that the district is ever intentionally misleading I apologize if that information on the bond website came across that way um but I would like to clarify that because you're absolutely right and I've never said anything but the fact that we can't pay staff salaries out of bond um so those words have never uh come out of my mouth what that is saying is that if we don't pass a bond in PV schools we use 90% of our district additional assistance to go towards our M

and so we can pay our staff more or pay more staff based off of that decision if we no longer have a bond in the future we may have to make different decisions about how we use that District additional assistance so that we can maintain our school facilities instead of paying staff that is where that statement comes from thank you for the clarification but um and I it's word for word on here and I understand everybody on this board understands that we don't pay teachers but from the from Bond money but if we have to use M and I understand that everybody here but when it's on our bond information it's very misleading and that's my point and um there were some others who case there's a lot of comments from the a me this

is this is our board meeting and we can't have comments from the floor did you have something to say other than that anything no I just wanted toop thank um U let me make a comment was it last week my my weeks run into each other we had notices is that one of our schools air conditioning was out and they were waiting I think it's for a chiller it has to do with the air conditioning a chiller and they had to get it and they it was luckily a day where it wasn't going to be 110 that day and they had to wait it didn't come on promise but that that was paid out of the bond wasn't it is that specifically is a rental of a chiller to get them going but the repair

piece the technology piece that we need to get their actual Chiller up and running will be paid for out of the bond will be paid for out of bond so let me just say my understanding of the bond and maybe this is what there's some misunderstanding in the public is that we want the rooms to be air conditioning in Arizona we don't worry so much about heating we were about air conditioning and so the kids at that school had it to be dismissed at 1:00 instead of later in their day they normal dismissal because it was going to get too hot in the classrooms and and so in Arizona it's really important that we have running air conditioning in our buildings and so you say uh people get confused yes it's true m&o pays for

teachers and bond pays for the other but if we don't have a bond you can't pay for the repairs and it has to come from somewhere and that changes M but let me just go on to say I have a question about the reason that you gave the report right now may I just have some history why do you give this report right now is it by Statute or why there is a statutory requirement for both that uh I did mention that on the first slide um I I would say though that even if there wasn't a statutory requirement I would have happily provide this information I'm a taxpayer in the district where I live and this information is important to me I would provide that to our taxpayers in pvusd and and is there

a timing on that when you're supposed to do it it's supposed to be done before October 30th I believe is the deadline so you have to give this report right now because it's by Statute corre that you have to okay I just wanted that clarified and the history of that um so it's an annual thing correct this time of year by October 31st and I think be between September 1st and October 30th that's the 31st okay y um and we don't have a lot of bond board meetings so this is one this is the one okay um I appreciate all that you explained of where the money goes and the buses and all those kinds of things um thank you for your explanations I really appreciate it any other comments from board member well yes

um again I do like this report these these are all the bonds that people voted for previously and District assistant all the things that people voted for and this report shows how the monies were indeed used for what they voted for correct and I I really like seeing it because yeah sometimes people say we voted for but what happened here it is in black and white this is where the money went that you said it should go and that's where it went uh it gives me great confidence because I voted for every Bond I've ever been in because I lived in the district all this time I'm re tired now myself by the way I'm glad my property values are going up if I sell the house I can make some money on it um

but that's not important what's important is that it gives me confidence it to fote one way or the other on a bond when I see that the money is being spent where we said it was going to go originally so thank you for that you're very welcome Mrs Greenberg did you say you had a comment yeah I had a yes um thank you m span thank you for uh the explanations um the information you gave focuses on our current here and now and where we are with that and um I'm not sure legally we can even talk about the current issue can we you cannot advocate for or against the bond and um what I would say is um I would be very careful about what may be perceived as advocating for against the bond

in a public meeting okay so um and president case Mrs Greenberg it's posted uh regarding current bonds not future bonds right then I will leave it at that and just say thank you for the report thank you thank you for the report thank you very much um next on question um I yes okay so the the 2019 Bond authorization summary we still have a remaining balance of 122 million correct that's for everything that the the outstanding ones that's what that is correct right and we and and I've you know been happy to support Bonds in the past and um you know I I just get a little bit from frustrated when you use the teachers to you know almost emotionally blackmail people on this sub this topic because um we we still cons we still

have teachers that are unsatisfied with their salaries even after passing many many many bonds um I think we need to focus on you know I just feel that we should focus on how we can cut expenditures and other places to to quit having to ask taxpayers was for so much um Mrs Greenberg I'm not exactly sure why you are referring to it as emotional blackmail the reality is as everybody has said now and in the past is that if we have to address um an expenditure that that we would be able to use Bond money that we have been able to use Bond money for um if we did not have that Bond money that would be coming out of M and 85% of M goes to salaries period That's the reality of it um

so it is a whether you want to call it a fact it is a likelihood that that is exactly what would happen it our our staff salaries would be impacted in some way shape or form we had several projects this Summer that we used Bond money for where we ripped up parking lots to the dirt and then repaved them and so I'm what I'm saying my point is we need to maybe choose better projects to choose the the money yes the taxpayers are giving are giving us this money but we what I'm saying is to choose projects more wisely and just overall have better fiscal responsibility whether it doesn't matter if it's Bond money doesn't matter if it's override um Federal monies grants just we as a district times are different now and we people

are hurting and we just need to be more fiscally responsible is my point well as someone who has sat on this board since 2000 well since 2004 and de with the 2008 cuts that school districts still have not recovered from because legislature has not yet even gotten us to the 2008 levels um I would have to say I believe that this district is fiscally responsible and has always shown to be a good Steward of that more than most districts I'm aware of and I've dealt with a lot of districts in this state in the state in terms of you know talking and working with Schoolboard members um we have a you know we have very specific plans for how we will use our money and we are fiscally responsible you individually may have certain concerns

or issues about specific you know uses of the money as we may all but in the end when you know a decision's made we go forward with it and we have supported and you know I'm we'll stop after that and we'll look at some of you know where and how our money is being used but I believe we are being fiscally responsible because you know if you don't maintain chances are you're going to have greater problems that will cost more um you mentioned the um Paving of uh at some schools over the summer and I checked into that and it's 25 years it was put in originally when my son started at the school in kindergarten and he's now 33 and that had been in since that time and that was the first time of

a replacement and it was cheaper to replace it than keep patching it and they had gone through those patching over and over again because I checked into that because my kids went there and um and my husband's in construction and I asked him about it and he said you can patch and patch and it ends up costing more than if you repair the right way so I did check into that um I would like to move on to the next agenda on the item for discussion Dr Bells thank you president K's govern board members cabinet guest uh we're g to give Miss Baran a little break on her presentation so we'll just flip it right to Dr Davis and I'll invite him up to the mic uh Dr Davis is our new director of facilities

construction maintenance and he's going to share with us a summary of the projects completed this past summer so Dr Davis right here here's my remote president in case governing board members cabinet and guests thank you for this opportunity to share with you our summer 2023 Bond projects uh a few notes about our projects uh these projects were approved in the winter and spring of 2223 uh projects were considered UTI utilizing several factors uh including School input safety security condition and life expectancy over 175 projects were completed and every school campus benefited from a bond project this year we're going to start this presentation looking at the Interiors uh that we worked on and then we're going to go into the interior of the Interiors for a little bit and then we'll take a look at

some of the work on the outside of our buildings so our first project uh The Horizon kitchen and cafeteria remodel this project included a renovation in the kitchen that included configuration changes new lighting wall painting and surfacing and plumbing upgrades in the cafeteria we installed polished concrete lvt ceiling tiles paint lighting and refurbish the elevated space we also modified electrical to power a Genius bar for student technology use and charging uh we had many flooring upgrades throughout the district flooring upgrades included polished concrete carpet burnish and lvt that's a a vinyl tile a type of vinyl tile uh there are distinct advantages to these Bond projects uh polished concrete with burnish and the lvt uh requires significantly less maintenance than uh traditional vinyl flooring that you'll see in schools and uh carpent carpet squares uh

that we use enable replacement of stained or damaged areas without replacing an entire room and of course it's amazing the response that you see when you walk into a school uh with a new floor I happen to be at Shadow Mountain on the first day of school and got to hear students audibly gasp uh as they walked into the academic building and whoa this is incredible so uh it's always exciting to see students uh enjoy uh the the upgrades and here's some uh Cactus View carpet and some of that vinyl tile at Liberty interior paint uh in a school uh maintains cleanliness and a fresh appearance and if anyone has been in an ele Elementary School everyone knows that everyone loves to touch the walls uh we had three milw work upgrade projects uh milw

work projects include replacing outdated laminate type countertops that damage easily with age and uh We've replaced those with a durable solid surface material and this is at Sandpiper and here is is the Vista verie science lab a complete makeover so now we're going to journey into the interior of the interior and take a look at some Plumbing upgrades um as schools age pipes and valves deteriorate by identifying key lines of Plumbing in schools for repair and replacement we avoid catastrophic flooding incidents uh and we are seeing a Wastewater pipe in between the first and second story at North Canyon which is now brand new our HVAC or air conditioning upgrades uh as a majority of our schools will be entering their third decade in the coming years if they haven't already far past that uh

original build HVAC systems have surpassed life expectancy in the desert climate problematic HVAC units impact safety comfort and the learning environment and are more costly to use maintain and repair so this is the inside of some brand new HVAC units at Copper Canyon all right uh some exterior painting projects now going to the outside uh exterior ceiling and paint which is also referred to as weatherization extends the life of the building envelope inhibits insects and pests from entering the building and makes a building more energy efficient so there's some work done at Fireside uh Vista verie we painted the Portico and Echo Mountain Primary we had uh eight parking lot Replacements uh parking lots are replaced after attempts to seal and repair cracks are made expanding cracks uneven pavement and general deterioration presents hazards and

safety concerns uh additionally this work provides us an opportunity to update Ada accessibility we also took the advantage of uh the construction uh to address some ongoing draining and flooding issues at Desert Springs uh by installing a drywell at the base of that uh parking lot so many playground upgrades throughout the district playground upgrades include play surface improvements for student safety and appropriate Ada accessibility uh replacing outdated playgrounds with both elevated and ground level play components uh improve safety and provides multiple engagement and play opportunities during recess for our students Liberty and Echo Mountain and Mercury mind some playground upgrades and swings restroom remodels include updated surfaces that are easy to clean and sanitize uh updated fixtures are of course less likely to fail conserving water cactus view is one of our [Music] schools and

the Road Runner Fieldhouse 11 lighting projects uh these are both interior and exterior LED lighting is uh which we installed is brighter and significantly more energy efficient in comparison to fluorescent and incandescent lighting this provides a safer environment for events at night and a better experience for athletes and fans in the stands we also replaced four artificial turf fields as our prior Fields had met their life expectancy we took the opportunity uh to set a new standard to include a cushioned underlayment uh to provide greater shock absorption this durable Turf is easy to maintain and designed for year round use so here you see the North Canyon Rattler field Pinnacle shadow Mountain rizon husky field we also had some entry upgrade projects uh these uh project projects improved wayf finding uh removed some hazards and

updated and improved the presentation of the schools to the community North Ranch in Quail Run it's amazing what many many tons of granite can do to the appearance of a school here you'll see the uh other projects that we accomplished over the summer a uh few notes um that we still do have actually some of these summer projects still in progress uh we're installing new Transformers at four sites installing new Roofing at two sites installing emergency power at two other sites and working on uh upgrading the Desert Shadows cooling tower um and there's the breakdown on uh the other types of projects that we had and just like to thank you for your time tonight and of course uh the uh Paradise Valley Unified School District voters and supporters and now any questions I just

a comment uh thank you for that presentation I know it's so important you know we want to get more students in our district you know more people attending our schools nothing says um success like when the parent comes for a tour And when they see the building just visually right away the they're attracted to the building it makes them more amenable and and willing to listen to the tour when the principal or whoever is the administrator is taking them around to show them the staff the curriculum but that first impression is huge and um you know that's one thing we don't think about you mentioned all the other safety uh U energy efficient ways we saved money Etc maintenance ways but another way to help us with the is more students more revenue and a

great school a safe school one that looks wellmaintained is going to attract more more more students and um thank you for the visuals on that appreciate it thank you any other comments Mrs Greenberg um thank you Dr Davis I did notice um in your presentation about parking lot Replacements that um I almost we used one .3 million in bond money but we used a little over 4 million in adjacent weight funds so can you discuss that or Mrs you yeah happy to answer that question uh the adjacent ways primarily each year which is part of the budget approval process when you guys approve the budget in the June time frame uh we provide a hearing on adjacent ways another opportunity for us to be fiscally transparent and uh those projects were approved for adjacent Ways

by the board combo of this past summer or the the summer of 20202 and 2021 spent in the 2223 school year uh there were some additional projects that were identified as needs in the interim and so we used some bond funds to be able to support that as well um and if I could just take a quick opportunity to maybe dot the eye on on Mr panta statement which were two things that were on my mind the the um appeal for for families when they see schools that are well taken care of but also the opportunities we take in particular with the lighting with the HV HVAC and Polished concrete when we do those types of upgrades they do exactly what we desire which is to reduce our m&o expenditures um we do look for

places not just to cut m&o expenditures but also to reduce them and when we do these projects we're able to reduce those m&o expenditures and able to keep salaries and benefits at that 85% rate thank you any other comments Mrs Baker I just wanted to also say thank you Dr Davis for that information and the way you delivered it you made it entertaining uh as a as a parent in the district I really appreciate the upkeep on these schools uh my son goes to Explorer and uh he was part of that air conditioner breakage and they were they were sweating still by 11:00 begging to come home and so I really just appreciate how well we care for our schools and thank you for this presentation and your hard work um I love the pictures
