004be brief um just it was just January that we all got sworn in especially the the three of us that are new and and it's just gone by so fast from visiting the schools to school events from bands sporting events choir just getting to know the Educators and the faculty has just been so amazing um the graduations were a big highlight and getting to be a part of that was just so wonderful and I'm really looking forward to to working with community members and the governing board to to continue working for all of you thank you Mrs Greenberg excuse me um you know I want to thank um everyone um who we actually we had a board retreat a couple days ago and I want to thank Dr Bales and chisman and everybody who helped

005us prepare for that I think it was um it was a great Retreat we got a lot done um and when I say done we didn't vote on anything but a lot of discussion um and I think um a lot that will filter into things that we will be boating on in terms of goals and and activities for the coming year um so I just again want to say thank you to all the work that went into that um and it's interesting that yes it is the last meeting of this school year despite the fact that everybody's been out for a month and we'll be back in in less in about a month but um I hope everybody has time off and can take that time and enjoy themselves and their families and anything else

006they have planned and as everyone said look forward to seeing everybody back in August thank you um I also hope you're all going to have a wonderful rest period here and this is the last meeting of this 22-23 school year um I I have been teaching in my home for 31 years a class that I learned to teach from my two oldest children going to summer school class in this district and then they didn't offer it anymore so I made up my own and started doing it at my home and Through the Years the first week after the first week I came into a board meeting I said teachers need to be paid twice as much that was my first comment because there is so much work involved in setting up a classroom getting things

007ready for students to come and my class is only three weeks so I just push really hard really fast it's reading it's phonics and I've had between 900 and a thousand children over the 31 years I've taught so I've had experience with a variety of students and this the last two years especially I've had more variety than ever and I have come to appreciate the depth and the varied responses our teachers need to make to students from low ability to high ability to high intellect but poor skills to problems in families to hunger to all kinds of things and I just my respect for what our teachers do has just Monumental mentally increased and if I could just say thank you to the teachers in our district they're amazing and if there's some principles here

008take that message back to your teacher but I for one know just a small part and I thought okay I'm doing it for three weeks they do it for weeks and weeks and weeks how do they do this there's so much work involved with teaching and caring for all the students and the extra Communications and the extra phone calls and the extra emails whatever it takes to have our students progress and I just want to say that I understand a small portion of what teachers go through and I'm just so grateful for their love of teaching and for their desire to make a difference in a child's life so with that have a great summer there are no Awards and recognitions on the agenda and next on the agenda is call to the public and

009I would like to start with representative mattress followed by Barb Jenny oh oh excuse me we have to play the video I'm sorry I forget every time it's just a moment call to the public is about to convene this portion of today's meeting allows the public the opportunity to address the governing board although state law does not require that the governing board hold a call to the public The Paradise Valley Unified School District and its board have chosen to do so because we believe it's important to hear about concerns and issues from our community while call to the public is not designed to be a discussion the board is here to listen due to Arizona open meeting law the governing board cannot respond to discuss or take any action on items brought up during this

010time however staff members may be directed to get back to you and address individual concerns as a reminder the point of this and every board meeting is to accomplish the business at hand and to be able to do so in an open and collaborative way all in attendance are expected to observe meeting rules as well as rules of politeness and decorum so that we may serve as an example to our students that issues can be discussed in a respectful and civil manner thank you tonight we have 10 people who have submitted comment cards prior to the start of the meeting each speaker will have three minutes for remarks those who who have asked to speak on agenda items will be recognized at the appropriate time during the meeting as a reminder we ask that you

011please direct your comments to the board please State your first and last name when you come to the podium our first speaker is Matt Gross and next will be Barb Jenning so thank you madam president and members of the governing board and superintendent Bells it's a pleasure to be here tonight for the record my name is Matt Gross and I am the state representative in the Arizona legislature for legislative district four proudly serving 250 000 arizonans and the uh North Phoenix Scottsdale Paradise Valley Arcadia neighborhoods and along with most of the pvusd boundaries I'm here tonight to share a legislative update we are also on break until the end of uh until the end of July but our work continues on in the districts to serve the people of Arizona um and I want to

012also say that my door is always open uh to meet with you and hear your concerns that you have or that we collectively hear from the community from day one my North Star has been to ensure that Arizona is the best state in the country to live work recreate get an education start a business and last month we passed a bipartisan budget that gets the job done for arizonans Arizona's budget gives back it's been smart and IT addresses real issues by putting Arizona Families First protecting the vulnerable and growing opportunity and freedom K-12 education and higher education received about a billion dollars in this year's budget the single largest investment in the budget that we passed continuing the historic levels of State investment that we've seen over the last eight years for pbusd according to

013the state budget office and we'll have uh we'll see if I'm I'm corrected but we estimate that pbusd would see a year-over-year increase in a combination of ongoing and one-time funds of close to 13 million dollars with various movements above 23 levels or 6.1 percent increase we are funding our schools at the highest level ever and I think that is something we can be proud of and there's always more work we can do to improve these Investments that we've made some highlights I'd like to share in the budget we included 340 million dollars for school facilities including the building renewal grant program fully funding all of their requests as well as a new school construction at the revised per square footage rights so that they match the market levels we included 300 million in a

014one-time K-12 adjustment plus 88 million dollars in new ongoing K-12 funding 15.5 million for dual enrollment for high school students to earn college credit while they're in high school and we know that this is evidence-based that kids in the dual enrollment program have a higher likelihood to graduate we included 20 million dollars to expand the Arizona college promise program the Arizona promise bringing the total amount to 40 million this is a last dollar investment that fills the gap of the cost for low-income students tuition that they may receive and this really expands access to post-secondary education 15 million dollars in the Arizona teachers Academy program where if you agree to teach in a public school classroom each year you agree to do that we will fund the college price of your tuition so that you

015can graduate debt free and continue to serve the State of Arizona in a public school 15 million for K-12 Transportation grants to innovate around getting kids to and from school to really acknowledge the promise of choice for Arizona families and a two million dollars to expand the school Financial transparency portal so that we can ensure that we are always enhancing the accountability to taxpayers for how our dollars are spent now with the historic State investments in K-12 education over the last several years school districts have more cash than the budget Authority they have to spend it's called the aggregate expenditure limit you've heard that several years in a row it's a constitutional feature that governs the rate of growth of multi-uh agencies within government including education and for the last several years the legislature has

016allowed districts to spend beyond the aggregate exponential limit largely because we appropriated the dollars for you to spend and we should be able to allow you to spend those dollars this year the limit was waived a few weeks before the deadline and as part of the budget package this year I was proud to sponsor and secure bipartisan support to waive the aggregate expenditure limit for the next years so that you have the certainty you need to focus and really highlight the most important job which is educating our future so I'm pleased to to see that the districts get the financial certainty that they need we have the responsibility for funding all of our students whether they be in District Charter Schools or empowerment scholarship accounts so Madam president thank you again for your service members

017of the board to our students their families and the taxpayers thank you next is Barb Jenning followed by Jennifer Ariza afternoon um I want to thank our representative grass and everything that they did in the legislature for our school funding which leads me to even question more why we need another Rover ride especially when everybody's being taxed with the increase in spending for everything from food to housing everything has gone up um it's I wish I could come up here and sing praises we moved here in 2004. because it was Paradise Valley School District we moved here because we wanted a good education for our children but it's been disappointing over the past at least four years or more and I think our test scores show it our test scores are not improving they are

018getting worse the curriculum has been racist sexualized it's um an egregious use of our our spending dollars and it was just very hard after covid and everybody makes mistakes and nobody's perfect but I think it takes a lot for a person to hold themselves accountable and to say we were wrong we were wrong to put these absurd restrictions during covet we were wrong to make them wear Mass we are wrong to shut down the schools but yet I still have yet to hear an apology from any one of you and you rubber stamped view the school board is supposed to represent us and our children but all I ever see the only one who ever see objecting to any funds or curriculum is Sandra and that's a concern to me because our our curriculum is

019not making our children brighter and smarter and now we have this whole transgender ideology and kids are having a lot of serious mental issues which should not be part of the school's curriculum that is something morals and values is something that belongs to the parents and something that we instill in our children not our school district and there's always concerns with the popularity of esas well can you blame parents for pulling their kids out of public schools when they're not learning when they're being sexualized when they're being shown you know how to give oral sex instead of howling how do you do a math problem I mean these are very very strong concerns and especially if you have one young children who can't really explain everything that's going on in the classroom I mean I'm

020praying that next year that you focus on true curriculum curriculum that helps our children learn that maybe we focus on increasing our test scores I don't understand or I don't hear you explaining why our math scores which just came out again have dropped considerably why aren't we managing these issues that you are supposed to be in charge of which is helping our children learn become self-reliant individuals thank you Jennifer Ariza followed by Wendy Miller hi my name is Jennifer Ariza and I want to say thank you to each of the board members for the time that you put into your positions I know how difficult it is to come to each one of these meetings and I also want to thank each of you for your professionalism um and your conduct during the board meetings

021we truly stand out as a board here in Paradise Valley as I stand here tonight I'm a concerned parent in the Paradise Valley School District and I appreciate the opportunity to speak my concern as a parent in the district is the education and Welfare of our students as I stand here today I want to declare that pornography should not be allowed in our schools I am hopeful that in the coming 2023-2024 school year that this is going to be the year that we as a community take a stand against approving any additional pornographic material for our schools our community is concerned about the increasing sexualization of our students particularly as it is being pushed to lower and lower grades I'm going to ask you again if any of our board members have researched the effects

022of pornography on children and does anyone on the board think that pornography is helping the mental health of our students because pornography is used to train and desensitize people and increase demand for human trafficking does anyone know somebody that has been a victim of human trafficking and do you know that in our state Arizona we are home to the largest human sex trafficking recovery program and we're taking Elementary age children into this program I want to highlight this for the board and ask each of you to consider if increasing the sexualization of material is helping to protect our students do you think that continuing to add approved pornographic material and material that sexualizes children is something we should keep doing in our district or are we doing our teachers and students a disservice by allowing

023this to continue what if the Paradise Valley School Board was the school board known for putting an end to pornographic material being approved in our schools what if each of you drew a line in the sand and said no more pornographic material on your watch I would encourage you to give this serious thought as you review material to approve this coming year and the future years that you serve thank you Wendy Mahler followed by Diane Newman good afternoon president case superintendent Bales board members in cabinet my name is Wendy Muller I'm up here today just to speak in general um later on the agenda you were going to be talking about the budget um notifying the public of new taxes and I say no new taxes um it doesn't leave a very good impression right

024now with the accounting error that we just had with the bond that we just passed saying we wouldn't increase taxes but we know that with our property values our property values are going up and then our therefore our taxes will go up also we know that you're going to be going out asking for another Bond the second largest one that you've ever asked for as a district it doesn't seem like a good idea to increase our taxes right now and then you're also looking at closing schools in the future um so why in this next budget are we increasing taxes and listening to Mattress talking about the AEL I think we have some cushion there and I know you guys can I know you guys can do a good job budgeting I know you can

025do it um and I just had one question um if it could be explained maybe later on in this afternoon about the adjacent ways it says the amount budgeted on line one for the adjacent waste fund that will result in a tax levy and fiscal year 2024 is 4 million three hundred thirty four thousand hundred and eighty five dollars if you can please explain that I'd appreciate it thank you Diane Newman followed by Jeff landday an award and superintendent my biggest concern right now is uh teacher salaries and um that will not be increased if we approve of this Bond so therefore I don't I won't support the bond and the has come to my attention that other school districts do Pay More Than Paradise Valley including South Phoenix and Mesa and I think their

026standard of living is lower so I don't understand why the teachers get paid last year and I know a lot about teaching I have three children that graduated from the schools here and I am a Sunday school teacher and even just for that two-hour period that I have the kids on Sunday I spend several hours getting ready I print out um supplemental materials for them to look at I find a video for them to look at by the way one of the supplemental uh handouts that I gave them was the Ten Commandments I don't think they heard that in school did they uh so you know I feel like I'm doing my part to try to supplement what the kids are learning in school and certainly I have a diversified sexual group of kids that

027come in boys and girls and I never bring up uh sex and I never bring up the races that the different kids are I don't think that's appropriate and it certainly doesn't what God looks at God looks at every person separately and individually and they all are the same and that's the way we want to be treated we want our children to be treated we want to see that there's good uh test scores from our our um schools and that's not happening and um I I really don't feel that I think part of the problem is that the teachers are not focusing on academics that's my take on it that there's a lot of social agenda going on and that takes away from Reading Writing history I love I'm a really history buff and I

028really want them to know the founding fathers were Christians and I don't think they're going to hear that in this school but um just bringing that up uh I do want to say that um I I just feel that um the um issues that should be fundamental is each child should be separate but not divided I mean each child should be have equal value but not looked at from a social economic or racist or any other way that's how I do it as a teacher I am a teacher too it happens to be in a church but it is I am a teacher thank you foreign day followed by Thea Hassett hi good evening uh board and Dr Bales thank you for the privilege to speak my name is Jeff lande I've spoken one other

029time my wife and I have two children that attend schools and pvusd first I'd like to commend the Fantastic staff and the teachers that work in the district for the most part my kids have had wonderful teachers and very positive experiences during their time so far in pbusd second I'd like to thank Mrs Christensen on this board for critical thinking skills willingness to ask the hard questions her desire to hold the district the superintendent and the administration accountable for refocusing on academics and her dedication to better fiscal responsibility of our taxpayer-funded operation fiscal responsibility is the reason why I'm speaking you to you today I began attending school board meetings as a concerned parent during the Mayhem of the covid pandemic since then I've seen some pretty disturbing stewarding of the finances in our district

030I have seen contracts awarded to companies that have donated to board member campaigns despite a conflict of interest during a period of declining enrollment in school underperformance as we've heard about I've seen the CEO of Paradise Valley District get a better raise than the teachers well due to high inflation and costs I've seen pvusd well sorry while many small and large businesses including the company I work for are tightening the belt due to high inflation and cost I've seen the district vote to do things like remodel the kitchen at Horizon High School for almost 1.4 million dollars I've seen vacant and underutilized properties in the district be held on to well I've heard other districts are selling them off for Milling their own off for millions of dollars I've seen parking lots lease to businesses

031far below market rate and finally I've seen an unused School building lease to the Earth and space Expedition Center for the ridiculous amount of a dollar per year or so I've been told I've lived in Arizona for a long time and I hear the media the teachers and the unions that they are in complain all the time about lack of Education funding which I think education funding is important I have friends in the state legislature that continue to say they don't understand where all the funding for Education nearly half of the state's annual budget goes now I get to tell them as mentioned above that all too often too much of it goes to waste I urge and this board to Buck up and start managing taxpayer-funded education more responsibly as if it was their

032own money it will serve our families better our students better our teachers better and our community better times are tough right now as we all know and it's time to start making some tough and more efficient decisions thank you for letting me speak via Hassett followed by Eric long Loveless good afternoon I'm Thea Hassett at the last Morton board meeting there was talk about the bond proposal and how important it was to keep the facilities maintained well I can tell you that Whispering Wind Academy maintained their roadways and parking lot by tearing it all up down to the dirt and Hauling it away I asked someone who's expect inspecting the lot if there was anything wrong with it he said no they were just redoing it this is not maintenance this is wasteful and this

033is fiscally irresponsible I lived in a gated community for 20 years and we never tore up our roads the cracks were filled and the streets slurry sealed twice there was nothing wrong with that parking lot to require that level of Maintenance in fact it looked way better than the street does I would guess it had been filled and sealed in the last two to three years do you know when the last maintenance was done on that parking lot or how how much this project is costing us taxpayers pristine parking lots and beautiful lobbies will not help your declining enrollment academic achievement is where it is important this is fiscally irresponsible and you should be ashamed of yourselves if you vote for the bond pbusd should reevaluate all of its maintenance projects based on what is

034needed and necessary that parking lot did not need maintenance thank you Eric Loveless followed by Carol steins hi my name is Eric Lovelace president members of the board I think I've got an answer to part of your question or some of your issues I've lived in this neighborhood since the 70s I lived on Juniper Avenue before it was paved I went to Palomino which is one of the things I'm going to talk about at what point do you start teaching English the reason I asked is I had a concerned neighbor young Hispanic male come up to me said after two months his kid still wasn't speaking any English so he asked me he pointed to my signs on my street and said who do I vote for and I said well you've got Sandra Christensen

035Lisa Farr Eddie Jackson and Tom Horn they will fight for your kid to be educated not whatever's going on so I watched him fill out his ballot which notoriously they all threw them away so he filled out his ballot with those people luckily Sandra and Tom Horn made it I'm sorry yeah Tom Horn yeah anyway um luckily those two got in um it's just a port that we can't this is the problem we're sexualizing we're classifying we're separating categorizing you've got this color you're this color you're you're this you're this sex but you might not be it we're destroying America and I know that over half the state budget right around half the state budget goes into education and I know that through the Boys and Girls Club they give a little stipend for Palomino

036you've got the free dental they give a stipend so I know it's all about money but my question to you all of you is will the money matter when you're replaced thank you Carol Steins followed by Mariah merits Moritz my name is Carol Steins I'd like to talk about two concerns first regarding finances at PV Unified Schools Enrollment has decreased basically every year since 2005 and yet the legislature keeps giving schools more and more money as Congressman grest just mentioned I have read that overall in the State student enrollment has increased about seven percent while admin costs have increased close to 90 percent obviously admin is ballooning and money meant for students barely reaches them as a board I'm sure you would want to be fiscally responsible we need to cut out wasted expenses such

037as a social emotional learning leader honestly it's not a time for bonuses either I urge the superintendent and board to get serious about cutting waste it's maddening to me as a taxpayer to constantly hear we need more money more money for our kids it's always more more not how can we cut costs secondly about curriculum we need to stick to the basics of math Reading Writing true history and science you must be aware of the huge drop in math and English scores of our students we also could take money designated for social emotional learning or Equity or whatever cause has creeped in and put it toward things like music and art we should make a priority teaching our students to love and respect our country also the USA hasn't been perfect but it is the

038best country in the world to live in and we need to Foster patriotism about Equity the exact definition of racism is treating someone differently based on their race that's what Equity is and it has no place in our schools let's not divide kids based on race lastly talking about sex or sexual preferences should never be a part of our curriculum a person who wants to discuss sexual preference with someone else's child is a pervert why in the world would we waste precious school time on those private subjects it is harmful to kids and you probably really know that I ask you to be courageous and stand against the current toxic trends Mariah Moritz hi it's Mariah Moritz Dr Bales why did you choose Pinnacle over Horizon I am a Horizons high school graduate I want

043she'll receive salary and benefits in accordance with the PVP bargaining agreement we recommend you approve Miss Bell to be the next assistant principal at Desert Shadows Middle School may I have a motion to approve the recommendation to hire Sean Bell for the position of Desert Shadows Middle School assistant principal as presented so moved any board members wishing to make a comment all those in favor say aye aye all those opposed say nay motion passes unanimous congratulations Miss Bell congratulations would you like to stand and do you have any family members here with you foreign desert shuttles middle school that's pretty exciting that you're going to be a leader there thank you um next on the agenda Dr Bells thank you president case governing board members Captain guests and tonight we present for approval of recommendation

044of a memorandum of understanding uh between PSA Behavioral Health also doing business as resilient health and Paradise Valley Unified School District for the school year 2324 Dr Jairus president case members of the board Dr Bale's cabinet and guest tonight I present to you a memorandum of understanding with resilient Health this mou is being established in connection with SB 1523 which is also known as Jake's law this agreement will allow our schools the ability to refer students to the agency with parent permission and in accordance with the guidelines of Jake's law we recommend your approval thank you we have one public comment Catherine millward we have two we actually have more than one good evening I'm Catherine milward I just have uh some concerns and questions regarding the agreement between resilient health and pvusd my first

045area of concern is where are these sessions supposed to take place will the district have to provide rooms on campuses as well as custodial Services Security Services water power Etc will these sessions take place during school hours if so what classes will the students be missing to attend these sessions reading math writing Etc my next area of concern is that the amount of Parental involvement is not clearly stated anywhere in the agreement that I read HIPAA is mentioned over and over however minors cannot legally exercise their rights under HIPAA the miners parents or Guardians are their personal Representatives under HIPAA law the parents are to have access to all of a child's records under HIPAA law unless there is abuse domestic violence or neglect suspected parents can waive their rights to this information but they

047Neiman I am Diane Niemann and I have a personal story to tell you because my son was um very hyperactive am I my mother always said he learned to run before he learned to walk and so I knew he was very hyper but then when I was called in to Quail Run and asked uh you know your son won't stay in the circle um there were five people there the um the principal the teacher the nurse board members I believe anyway five people said if you don't take him to a psychiatrist we are going to expel him from the school this is your choice so anyway he did start um on Attention Deficit Disorder medication and a nurse would call him in at lunch and um and everything and and I the good news is

048he graduated from uh Pinnacle and went on to Arizona State University and graduated and I'm very happy however I would not have liked the fact that he might have been sent to a facility and um and evaluated because I don't think I think that this um emphasis of the board and the school should be academic not to evaluate whether they're trans or if they're hyper or they're this or they're they're that I'm against sending the kids in for any kind of medical this is not I don't think it's um appropriate for the schools to be putting taxpayer money toward that either and I without my approval and I'm still a taxpayer and I have been for 30 years in this District I would say no to any coordination with I just think that's uh that's

049all not a part of what you should be doing we when this test scores are low then that should be the um the focus is on academics not a health care or trying to find out um if kids have problems with you know being hyper or you know anything else I believe that's parents um the parents should be totally in control of that so thank you for your time next Nicole kluthwick is is on number H2 I um thank you for letting us speak um thank you all for all the time that you give donate really as a service uh really do appreciate it um I have an issue actually kind of with two three and four um which because they're all basically similar in that it appears that the district is Contracting with providers

050um in order to be a resource and and it says that parents are supposed to give permission but it is barely barely mentioned and really kind of concerning um specifically with the first memorandum it said it started May 1st I don't know how that's possible because it has to be approved by the board right so I don't I I don't understand what's going on with that another issue that I have is a lot of this um a lot of this information really should never be a partnered school thing right if me and my child's behavioral representative are working on something we should be working on it and we should bring it to the school when we figure when we decide that's necessary this like backdoor relationship is really really unsettling as a parent and then

051another thing about this one particular um one the one that's up right now it says no establishment of third party rights so there's a recipient and a provider recipient is the school or the district the provider is behavioral health this this um but but there is no establishment of third-party rights does that mean that the student the families don't have any rights I I think that's what it means so so they don't have like this cuts out the families entirely if you want to refer people to a behavioral center to psychiatrists to what have you fantastic but to have a legal agreement here which is bringing you into in a formal way into relationship into something that's not education right this is not education this is how children think and feel and identify and and

052how they deal with trauma and all of that this is not learning how to read and write um it's really really disconcerting and it seems like a slippery slope my last comment which is applies to the other two is all three of these are vastly different in terms of length of agreement one's 13 Pages one's five one's 25 which tells me this is not the district who's dictating terms right you're on you're on your heels here you're taking whatever they're giving you that's really concerning to me because it's not even it's not even consistent whatever your terms are they're not even consistent between these three anyway it seems Folly at this stage and it should I would hope that you would table it for discussion and bring it up again in August thank you foreign

053may I have a motion to approve resolution number 539 a memorandum of understanding between PSA behavioral behavioral health agency DBA resilient health and Paradise Valley Unified School District for the school year 2023-24 as presented so moved any board members wishing to make a comment Ms Baker um I do have some comments but I don't know if um if anyone wants to like Dr Bales or Dr Jess wants to give any clarification on some of the questions that were brought up there seems to be some misunderstandings that might need to be cleared up but I also have comments after that sure the this is um in in 2020 I believe it was the legislator pass and Governor Ducey signed uh what's known as Jake's law it was in response to a student who died by Suicide

054uh and part of the concern was the lack of resources that were available so as a result of Jake's Law Public funds were set aside uh for access to students who are under who are uninsured or underinsured and that is being disseminated through access and as part of this program then access has created a network of of Partnerships that schools are allowed to connect with this being one of them and as part of that as that referral piece in order for access to be able to for the agency to be able to access that funding from access the referral has to come directly from the school so in this process when we have a student who's exhibiting behaviors and we're working with families we will work with parents to identify what concerns are and many

055times we have families who have their own services and their own provider and are insured and they seek the help or they don't seek the help but they're aware that the issue in those cases where somebody who was underinsured and or does not have the access to a provider we are able to refer them with parent permission we have a referral form from the agency uh the parents sign it and it goes directly to the agency the agency then takes it directly to the parents and all future communication is is negotiated between the parents and the uh and the agency um the law also does allow services to be provided on school campuses because prior to this law some insurances would deny coverage if it did not take place in their offices and so part

056of the agreement is that if the family says this is what's best for us and we you know we can't provide we can't bring our student down to the office and uh but we would be happy to have it happen at the school if we have the location if we have a parent permission if we have the space available we would work with the family to be able to make that happen but we have not entered this and we've not experienced this yet to know how frequently that's a request honestly from most of the providers we don't believe that there's a availability event to send people out to the schools they they are short-handed as well and so to maximize their services most of the stuff we believe will either happen virtually or within the

057uh within their offices thank you for that clarification um so what I would like to say is I would like to reiterate that this is all done with parent approval everything requires a release of information that is stated several times in the agreement and the other thing I want to say about this is we hear a lot from you about finances we hear a lot about academics what we don't hear a lot of and what we are in the business of is children we don't hear a lot about the children's well-being as a district that I'm sorry it's my turn not yours excuse me it is not time for the audience to make comments please be attentive to our board member thank you the children are our number one priority and responsibility the hard truth

058is that they do often come to us not ready to learn and as a district we need to make sure that they are ready to learn we need to make sure that they're fed if they're hungry some of us some come to us with behaviors some come to us with mental health issues and we have an obligation to make sure that those kids are ready and able to learn some of our families as Dr jarra said they don't have the resources they don't have the time they don't have the insurance to get their children the help they need they rely on the school districts as they should to help meet those needs and provide those resources a hungry child can't learn a child who is trying to survive can't learn a child who is going

059through trauma can't learn I agree we need to focus on academics and be good stewards of finances however helping our kids get to that point is also our jobs if you even have taken a class on Child Development you would understand that there is a hierarchy of needs and our kids cannot learn Without Shelter without food and without their mental health being addressed I'm a special ed teacher I have seen this so we need to remember we're here for the students and to give them all the support that they need and resources like this give us those tools thank you Mrs Christensen I I don't even know what to say so initially these items were in consent agenda and I pulled them out because I I was concerned I I feel like this is a

060real slippery slope um I do understand that we that our children have um they've been through a lot and they're traumatized but we have to remember that parents have the right to direct the education upbringing health and mental health of their own children while I appreciate the district trying to solve a lot of these problems for us it it really concerns me I mean now at one point what one point do you start paying for their education for when they go to college because it seems like we are kind of Outsourcing the raising of our children and it's really concerning I think a lot of these programs can be helpful but um a comment was made about taking a child development class as a mom I know my child the best and I've been working

061really hard to hear the teachers and to understand and I think how we get to help the children is parents and teachers need to partner they we need to partner together we need to stop fighting each other but the district cannot solve every problem of the child um life is tough and sometimes there's adversity and um that that needs to be figured out yes I understand um I Mrs um Baker brought up some good points about you you cannot learn when um when a child is disruptive it's kind of disruptive for the whole community but parents you know we we need to step it up if our child our children are misbehaving we need to get a call from like like when I was a child we would get a call and that would set

062me straight if I was talking too much or if I was misbehaving um the the schools cannot solve every problem and we have to focus on what the schools are meant for it's to educate our children are there any other comments from the board I would make a comment as far as I understand no one's forced to use this program is that correct uh doctor that's correct this is uh an aid for parents who want it needed they can't afford the mental health that they need for their child the depression the things that are blocking them from getting higher test scores from being able to do better they can't afford it to this program and to uh channel into our district they can't afford what they could afford to help their children the choice they

063make for their children to get them the help they need that's the reason I'm for it you can't teach somebody who's depressed who's um uh scared who's frightened and if we can help the parents give them a tool that they can use I'm for it all the way thank you any other comments from board members um I just want to say I agree with that I um I understand that as parents we we all are um working on behalf of what we're we all work with our own students we all as Mrs Christensen know our students best that's absolutely true um but what this and the next two items do is as Mr Pantera just said provide an option and provide a choice for families and parents who would not have that otherwise it simply

064would not be available to them and as Dr jarez just confirmed no one is required to participate or or partake of these Services unless they want to so there is the and foreign I just I just feel like we need to be able to support all of our families to the best extent that we can and this provides assistance for families who can't access these Services themselves um I'd like to make a comment first I have a question for Dr Garrison sis came through your office um it is is there any way for a child to receive these services without parent permission absolutely not so there is no possibility a child could receive their services without parent permission correct and most generally because of the lack of their employees it will not be done on

065our campuses it will be done in uh their place of business or online correct and the parents would then as soon as they sign a permission slip it's a hundred percent the parents to take care of the child is that correct correct okay so let me just make a comment I just said I finished teaching by the way I'm still exhausted um I had a young man that I'd never had this before he was laying on the floor in the front of the classroom teaching stopped I only had three weeks with these kids one day could not be spoiled I when a child is taking away from teaching none of the children can learn in a classroom and then I had a conversation with the parent I resolved it then we had good times and

066bad time the pro the child was so intense if the mother didn't send the right book he didn't want to do the writing assignment then he had to have the exact book because he couldn't I mean he really had emotional problems that was not my problem my problem was trying to um teach to the other children and when someone is so disruptive then children can't learn so I want you to keep that in mind this is totally a hundred percent I've asked the question three different ways this is parent directed this is to help kids who can't get help otherwise because of insurance Dr bills do you have any comments because of your background with teen lifeline I I don't know that I draw connections to that resource at this time but I would say

067that you know many of these questions regarding the fiscal responsibility District all these agreements memorandums of understanding and mousse have been reviewed by our attorneys to protect our interests as well okay thank you so are there any other comments Mrs Christensen um Dr Jairus he you indicated that referral comes from the school parent permission I like that but you did say that Services can happen on campus and or virtually or in the office it doesn't sound like it's very well spelled out and um so just that alone it makes me uncomfortable because I work full-time and if my child needed to have this service um I wouldn't be there to hear what's going on and that's it and I get it you know if I gave permission but the the issue here goes far beyond

068that it's um parents need to be there and it doesn't sound like it's very well spelled out I see more and more organizations reaching out just to to districts and school districts um organizations like Planned Parenthood to support Women's Health and things of that nature but it's again it's a slippery slope when we invite outside organizations to come into the schools we don't know what's going on there and I I just implore parents to get more involved I think part of part of this issue is we are having lots of Behavioral issues and if we can't support our teachers with behavioral problems apparent you know we can't get in there you know I I think we we we are misguided as parents as well and we need to step it up and and support the

069teachers if our children are disrupting others having said that um I had a similar situation to one of the speakers at um one of the schools that I I was that he attended when he was in elementary school and that it was also recommended that they put him on medication Edition I said he's just a hyper boy and he likes to chat and he likes to talk and I never put him on Ritalin I never put him on that and that was my choice and I didn't get you know I kind of felt a little bit strong-armed and but I'm a pretty strong person and I pushed back and so I'm concerned about some of the families that are maybe not as strong as I am and not as involved because I was an involved

070parent I was at the schools all the time some people don't they can't they don't have those the time or resources to do that and so I'm a little bit concerned about that um and so I guess that if we could get more clarification that would help but at this point the way it's written I am really not comfortable um agreeing to this um just for point of understanding if if there if per se it did take place at the school the parent would have the same opportunity to be there as opposed to a doctor's office whether the parent worked or not so just saying it didn't make a difference Mrs Baker so also um if you if your child's been in therapy you know this you can't be in the room unless a child

071gives permission so it doesn't no it's that is a very true fact unless the child gives permission you cannot be in a room while they're receiving therapy and so I've actually had families when I was teaching who the parents either didn't have a vehicle or they worked all the time and they couldn't get their child to their counselor or their therapist and so they would come to the school and you know teachers couldn't be in the room it was between the child and the therapist just like it would be in the office and so there are families that need this opportunity because they can't and they don't have access and this gives children support even if their parents have restraints whether it be Financial or because they don't have a right or whatever their family

084any other comments let me just get a clarification on the um a little bit more information because I I was not familiar with the Head Start program before I read this okay Dr Dr Jairus do you have any you have a specific question oh just if you could give me an overview of what what the Head Start program is sure they offer uh they offer a variety of services but their primary focus in our district is offering preschool classes uh at three of our campuses for students who qualify below the federal poverty line so they offer a morning session an afternoon session um so they are at Palomino primary I believe they have four classrooms that they use there uh and that Campobello and Echo Mountain I believe they use two over there and so

085they uh through recruitment efforts find students within the community who qualify who are not in school and provide that preschool setting for them that allows them to be more kindergarten ready and and acquiring those skills that help be successful in school and and only in a few schools we only have it we only have it in the three schools yes okay and is there a reason it's only in the three schools they we Head Start approaches us with regards to what they believe is an interest within the community and where they can maximize their services and so we look at a couple of things we look out for one what their interests are and then also we look at what space capacity we have uh for example two years ago when we were Palomino they've

086been at Palomino I don't know the beginning of the history I believe it's been at least 10 years but when we moved them to air Libre for the year while we re built the Palomino campus we did not have the space to provide them for those services and so every year we also evaluate what space we have and uh what we can provide them thank you are there any other comments or questions I have a just a comment Head Start it's a great program it's got a proven track record it's been around since since the 60s 1964 65 something like that and I'm a firm believer that you get them young and you help them give them those tools to begin School correctly and they're going to be much more successful later on and again

093but I'll go into more detail related to PV with those K-12 budget highlights from the state there was the override of the Constitutional aggregate expenditure limit for next year which prevents over a billion dollars being cut to school districts and the continuing resolutions are listed there was also an increase to the base level by 2.92 percent and that means we're going from 4774 dollars per student to 4914 per student or per ADM this includes the statutory increase that's required of two percent which is the lesser of the rate of inflation or two percent but it also repeals what was known as the results-based funding program and puts that amount into the base and that's how we get to 2.92 percent uh the total Statewide amount is 6 68 million dollars and so that's how we

094get to 2.92 additionally there's an increase from a a weight of .018 to .022 for the new group we B support level weight that started this current fiscal year 2223 there's an increase for 23.24 and that's for a freight reduced lunch program support level wait for Group B students that was already expected and in the pvusd budget that we did during our budget planning with District additional assistance that will increase by 9.38 percent which is 42 million dollars Statewide and brings the amount per ADM from 502.33 per student to 549.45 for K-8 students and 628 or excuse me 626.98 to 685.79 for a 912 students we were already expecting 22 million dollars of that and there was when we did our budget planning in the spring but there was an additional 22 or excuse me

095an additional 20 million dollars that we received towards the end of the uh session when they added some money into the budget and then finally there was a basic state aid supplement of 300 million dollars in one-time funding all of the rest of that's ongoing funding but this last piece is one-time funding and that's going to be distributed using weighted student counts with our other Revenue assumptions we uh as always for our average daily membership number we uh put in the budget a little bit higher than what we were expecting we do expect a decline next year but you don't see that full full decline reflected in this current budget as we do our revisions and we get our actual ADM for the year we make those revisions to ADM we only are funded off

096of the ADM that we actually have but the budget is a projection additionally classroom site fund is an increase of 50 per weighted ADM to 758 dollars which was a nice surprise with our expenditure factors uh starting with salaries and benefits all of the furlough days for employees are eliminated because of that additional funding that we weren't expecting that includes the furlough days approved by the governing board in December of 2022 as well as those that were agreed to in the bargaining process this spring that totals about 1.9 million dollars with certified employees their base salaries are increased by one thousand nine hundred fifty dollars which is coming from classroom site fund and then performance-based pay is set at 4 925 also from classroom site fund with other expenses and you'll kind of remember some

097of these bullets I would assume from the budget presentations that I gave to the board throughout the spring we are moving that 0.17 percent of the fiscal year 23 this current fiscal year pay increase that was put into Medicaid for this year back into mno which was agreed upon in the 22 session January 1st 2023 minimum wage adjustment was estimated at a six percent increase inflation costs to goods and services of six percent that's where inflation was at that time as well as utility cost increases expected to be at approximately 10 percent and the Arizona State Retirement System increase of 0.12 percent thank you with the unexpected Revenue that the legislature added in towards the end of May ongoing for pvusd we have a little under 1.9 million dollars that comes from the 68 million

098dollars Statewide repurposing of results-based funding or what's known as RBF on this slide to the base support amount which is the amount we receive per pupil which is just under 1.5 million dollars in ongoing mno for our district and then with the 20 million dollars of additional Statewide daa that's approximately 477 thousand dollars for our district and as decided by the board 90 percent go of that is going to mno for next year which would be 430 000 additional to mno also unexpected Revenue as mentioned previously was the one-time mno money for PV USD that'll be based off of weighted student counts that was Statewide 300 million dollars for pvusd it'll be a little more than seven million dollars in one-time funding these are just some summary slides of our operating expenditure budgets or what

099we project for our budgets with maintenance and operation classroom site funds Medicaid reimbursement indirect cost and instructional Improvement fund uh just as a reminder classroom site fund is sales tax revenues as well as state land trust sales revenues and that was approved by prop 301 and then re-upped by our legislators in the 2020 legislative session instructional Improvement funds are from gaming revenues in the state and 50 of that covers teacher medical and the remainder goes towards Dropout prevention programs Medicaid is for medical services that are provided by the district and indirect costs as the overhead of running Grant programs with our Capital funds we have unrestricted Capital just over 24 million dollars we have our bond building of just over about 65 million dollars and then the adjacent ways budget which I have more slides

100on here in a few moments that District additional assistance amount or unrestricted Capital amount includes our district additional assistance override of 6.4 million dollars annually foreign with our federal and state Grant expenditure budgets we still have a little bit of extra money left over so our federal grants are a little over 42 million dollars and then our state grants uh about four and a half million dollars and some of those state grants include things like college credit exam incentives school safety and VOC Ed with our debt service we have 58 million dollars Community Education which is our before and after school programs and preschool programs approximately a 9 million dollar budget our food service budget runs around 10 million dollars we maybe have some insurance proceeds that might we might spend of two hundred thousand

101dollars and those are just refunds of insurance claims and then we may purchase items to replace whatever may have been damaged and then the other funds there's many of them totaling a little over 30 million dollars and those are all on page six of the budget if you want a detailed look at those before I go into the truth and Taxation I do want to talk about tax rates as a whole and I've talked before about and I know my predecessors talked about the fact that the truth and Taxation notice on adjacent ways gives a very small slice of the pie of what the tax rate rate is to our taxpayers and we have this required publication that we have to do and it's a little bit misleading for our taxpayers because it's just talking

102about a very small piece of the pie so I like to provide our taxpayers I'm a taxpayer myself and I want to know what the total tax rate is and so I provide this table as an additional step to provide some information and transparency to our our community The Columns show the actual tax rate for 22.23 as well as what the estimated tax rate for 23 24 is going to be and the primary tax rate will go down by a little bit and primary tax rate is really our Equalization base or what our essentially our mno and unrestricted Capital budgets are and because of the property wealth within our district the state Equalization will cover about 31 percent of that total and the tax local taxpayers will cover about 69 percent of it with our

103secondary tax rate that's split out between the mno override the capital override and our bonds and the total for that secondary tax rate is also projected to go down a little bit and you see then the final number there of the total tax rate which is the primary and the secondary tax rate combined uh decreasing from 5.8583 and 22.23 to 5.6942 estimated for 23.24. those are just estimates at this point in time the county will give us our tax rate in August and those will be updated on the budget as we update the budgets throughout the year but it's a decrease in the combined tax rate of 0.1641 so now moving into the truth and Taxation just for most people who may not know what truth in taxation it started in 1997 and school districts

104are required to share with voters the district's intents for tax expenditures that are outside of the budget established within the state formula so in this year's PB schools budget as usual adjacent ways is the only one that is outside of the limit there's a statute there's only maybe 10 items that can can be outside of the school district's budget limit and adjacent ways is one of them so as stated the adjacent ways budget is a little over 4.3 million dollars out of our total budgets of 502 million dollars that's only 0.86 percent of our total budget and so that's why I say when we provide this um truth and Taxation notice and people receive this it's a little bit misleading because it's not even one percent of our budget and that's why I provide the

105total tax rate to our taxpayers so they have a full and accurate picture of our taxes with the legal requirements first of all we have to determine if we need a truth in taxation hearing and because we have adjacent waste projects we do we publish that notice in the newspaper that includes the amount of the increase as well as the time and location of our hearing which is this evening and that was published on June 8th we hold that public hearing and then adopt the budget with a roll call vote by the board so you'll have a roll call vote this evening and then we will notify the property oversight Tax Commission of the hearing and the vote this is the exact verbiage that was in the notice in the newspaper for the truth and

106Taxation and it talks about the dollar amount and the hearing and the tax rate per hundred thousand dollars of assessed value in all of the legal requirements the notices of the one-time Levy of 4.3 million dollars and on there it's required for us to say what that increase was as if the base of our tax was zero dollars for adjacent ways which in 1997 it was um so that increase looks like a tax rate increase of 9.76 but actually in this current fiscal year for adjacent ways 22 23 adjacent ways uh the tax rate was six dollars and 30 cents on a hundred thousand dollar assessed value home so the actual increase in adjacent ways from this current year of 2223 to next year 23 24 on the hundred thousand dollars of an assessed value

107home is just 29 cents per month it's a 3.46 rate increase sorry go back one more um 15 995 is the language regarding adjacent ways and this is pieces of it and I've just put in bold there what some of the uses are for adjacent waste projects which include improving any public way adjacent to any parcel uh construction of sidewalk sewers utility lines roadways and other related improvements in or along such streets and intersections and assure the safe Ingress and egress from public school property directly adjacent to the public way for buses and Fire Equipment it's that last piece where most of our projects fall so for 2324 adjacent ways projects are all demo and Paving of uh these School sites and these are fire lane uh Properties or pieces of our property uh that

108will have these projects at these School sites I did share this last time with the transparency and accountability which we also heard representative Gus refer to and just want to make sure that we all have an accurate picture of some of the transparency and accountability within the State of Arizona and the various choices that we have for education and that's a comparison between districts Charters and now with esa's private schools who are also receiving public funds so you I I said last time I wouldn't read through the list I promise I'm really not going to read through the list this time uh but there are three slides that show some various pieces and I will highlight a few of them um and one of you know those biggest pieces to me is the annual auditor

109general classroom spending report that's a great opportunity for us to look at some data compare ourselves to other school districts if you remember from our most recent fiscal year we had a very high instructional I think we were in the top three in the state if I remember correctly Dr Bales at 74.8 percent which was an increase of 1.5 percent just in our district from the prior fiscal year as well just want to remind everybody that our admin decreased by 1.2 percent and was the lowest among our peer districts at 7.7 percent and just as a reminder to the board that information is posted on the district website so anybody can go see and see how we compare to the educational providers in our district as well as our peer-like districts as well as Statewide

110thank you and that's part of why we included that information related to some of our you know counterparts around us because only school districts are required to have the classroom spending report done on the next slide I got some additional information because I knew that Charters had an exemption to following procurement rules Arizona State procurement rules so school districts are not allowed that exemption and nor do I think we want that exemption we appreciate those rules and like to follow those rules but charter schools have the ability to get exempt based off of who their um uh Charter sponsor is and did find out that 412 of the 540 charters in the state of Arizona have been Exempted from following the procurement rules so just wanted to share that detailed information I got that from

111the charter board and then with the private schools they are doing some adhering to title 15 I had my visual aids last time that showed this significantly uh larger amount that school districts have to follow but there are five statutes for private schools to follow related to those receiving esas and then new this year the legislature did put in some new legislation related to reporting of student enrollment in attendance for esas it's not anywhere near what Charters have to do and then even further anywhere near what districts have to do but at least there will be some reporting and some transparency and accountability perhaps on on those pieces uh with that I'm happy to answer any questions that we may have and just a reminder we do have to do a roll call vote on

112this one okay we have one comment card from Anna Sanchez on h a um h8 can you get closer to the mic please sure thank you okay so um I have a couple of points to discuss um according to Arizona revised statutes 15-341 there is a criteria that must be followed in order to Grant bonuses to our administrative staff one of those three criterias is to identify the percentage of academic gain also known as Scholastic Improvement by each student who has been enrolled at the same school for at least five months and as determined by the Department of Education based on a formula excuse me this isn't on the topic that we're covering it is because I want to speak about bonus and I want to speak about um uh how that bonus was granted

113and I also want to speak about how money is being managed which impacts the budget um I don't think this is on the topic it is related to the budget because it has to do with I will not uh I don't support go ahead go ahead okay thank you so um there were three criterias mainly established by Statute to follow in granting a bonus and they were not followed the second criteria is Parental satisfaction survey score of a which is based on random sampling and I don't believe this was published in your site or provided to the Department of Education the third criteria is Teachers satisfaction survey score of a administered by an independent entity selected by the board here and I don't believe that that was either published on your site or provided to

114the Department of Education therefore my point on this is that the granting of a bonus quite substantial was done subjectively and not based on this metrics and therefore ARS was not followed we have a situation of declining enrollment due to politicized curriculums and psychological damaging affirmative action guidelines and this is also influenced by administrative staff and um given that this is another metric it was not considered either so in summary I don't agree with how the money the tax of tax money is being managed it's not being managed responsibly you have approved a bond to be put on the ballot our property taxes are already off the roof and I will not support the passing of a budget that is higher than last year when you are running at 44 capacity in eight of your

115schools these eight schools have a capacity of 900 students and you're only having attendance of 400 so that's 44 capacity therefore I urge you to consolidate facilities save on maintenance and air conditioning costs sale access space and use that money responsibly I believe that bonuses should be paid to teachers and bus drivers and um this increasing taxes caused by bonds is forcing retirees out of their homes and it is not sustainable so um I would just ask that you'll be very much aware of what this causes to her um thank you may I may I have a motion to approve the fiscal year 2024 School District annual budget and expenditure of insurance proceeds as presented so moved do any board members wish to make a comment Mrs Christensen yep yes I I just want to

116make a comment on just the budget in general and um and I I want to thank Mrs Bergen for all the work that she does putting all the numbers together and then dumping it down for us so that we can understand it there's a lot of detail that goes into the budget so I do appreciate all all the work that you do um I just um it's I was naive when I came into this thinking that we had a budget that is static because when I think of a budget it's when I do my own budget it I budget for certain items but I didn't realize how fluid things are throughout throughout the year and um and how the budget changes from time to time um one other thing that one of the items that

117I get a little bit frustrated with and it's not you know anything that's under our control as a board member but it's just the um the terms and and how it they're kind of misleading um just taxation in general it just never seems to end where we say that we're going to be taxed to a certain amount of period maybe seven years and then the next time we get either bonds override or different taxes it's just a continuation so it so it sounds great like we're doing um a good job but but it just never ends and so I think that um just people in general are kind of getting tired of being taxed and um I would just like to see us really stick to a budget when we when we put one together

118and um not have to ask the taxpayers for more money over and over and over again um just just comment some it it is a very complicated process um I don't those of us that have looked into school financing there's so many buckets and so many different things and you know I kind of wish the legislature would make it simpler it's not you you can't um move items from one place to another and and it is a complicated process but um it just as a board member I just have a hard time because we're saying we're approving this budget but I don't think any of us really know what any of these numbers really are honestly and it's it's just kind of it's almost a bit overwhelming at times too um you know as we

119come through the numbers so that's all I wanted to say I know it doesn't are there any other comments that's what it means if I could just provide a clarification I would hate for um anyone to think to have a misunderstanding about the fluidity of the budget okay uh the fluidity of the budget is not by anyone's uh wishes or whims the fluidity of the budget is because we are in current year funding which our legislature switched us to about 10 years ago now and so when we're on current year funding our student enrollment is what drives that and when that changes not even on a daily basis literally throughout every single day um then there is certainly a fluidity in our budget so I just didn't want anybody to misunderstand where that fluidity comes

120from um I'd like to make a comment um the ongoing changes that happens in a school district funding is one of the most complicated things I have ever seen and I just appreciate your ability to make it understandable and I've been listening to veggies for a long long time and you do a fabulous job thank you I do have a comment to make um I just wanted to say how happy I am that the fertile days were eliminated I just I just had to make that comment and the money that we got from the state that was uh increased that we didn't know we were going to get that's one of the things that went imported am I correct yes correct okay the ongoing money yes the ongoing up and down money it went toward

121eliminating the furlough days for all employees you are correct okay then I have another comment to make um the one-time ml for pvusd that's seven million two hundred thousand uh it's basic state aid supplement of 300 million Statewide in one-time funding distributed using weighted student counts could you just enumerate again where this is going yeah the state decided to put it in a weird little place where we get our prop 123 funding so that right now we get 70 the Statewide there's 75 million dollars annually that districts get for prop one two three there was a piece of legislation that was added to that they're going to just sneak it in with that and maybe put in another line right there and provide that one time this year a flat dollar amount and the calculation

122for it was that it was about four times the amount that we were receiving for that because that's also based based off of Total student uh total weighted student count and that's what we're using for a so many numbers lately 3.75 one-time Dr Holmes 3.75 one time to all staff in the fall so the money that we are receiving that we didn't know we were going to get correct is going directly to employees yes that's what I wanted to have you enumerate I'm sorry I'm going to no no I'm glad you did what you did I know the one two three fun and all was it a voter initiative and all that kind of stuff but that money is going directly to our employees that is correct where it should go I was just wanting

124you went through it but um why is it outside our budget and um so when they say outside of the budget they mean outside of the state Equalization formula so the state Equalization formula is the per pupil funding times the ADM or the total weighted student count and this is outside of that there's some other pieces that can be used outside of a School District budget but for us adjacent ways is the only one and we need to be able to have a mechanism to be able to fund projects that are for adjacent to school district property um one that may you know these are fire lane reduce but one that may resonate a little bit more with people was that for this past year we did a hawk light over for Shadow Mountain High

125School and Shea Middle School that will be going up this summer and we were able to use adjacent waste funds to be able to support that project and that was a partnership with the city of Phoenix so we made a contribution and they match that to get that done for our citizens and student safety down there it's just one of the complete may I make a comment it's just one of the confusing many pots so it's outside but it's not really outside it's just different definitions it's very confusing but the state legislature does that and we have no control of it and she explains it better than anyone we've ever had um are there any other comments Mrs Greenberg yeah I also want to thank Mrs Bergen and her team um you know I've looked

126at these budgets for a long time and I agree I think uh you you do an excellent job in explaining where things are and are very patient with us so I appreciate that um and I also want to thank everybody uh you know it is it is difficult with the funds we have Although our budget looks big it's not nearly um we're nowhere near the national average for example and for people funding Etc um and I appreciate that that we are recognized for the fact that we are the largest District with the highest uh you know in in class you know percentage in our budget and one of our one of the districts with the lowest admin costs so you know someone earlier made a comment about how admins going up it may be elsewhere

127but certainly not here in PB um and I um wait they can't hear you put your money I'm sorry and I you know also um I know there have been comments um regarding bonds and certainly we we have Bonds in a reminder if we don't have those and um we need to use funds that all comes out of m o which means it doesn't go to students and it doesn't go to salaries and it doesn't go to all of these things so um being able you know having our community uh approve those is is one way we we help keep money in the classroom are there any other comments Mrs Christensen yes another way of keeping money in the classroom is to not purchase curriculum every few years and change it on the teachers because

128that that's why we're we the auditor general says that we have the high instructional spending because we keep purchasing curriculum every few years and it's pretty it's very expensive and if we can kind of and I get that a lot of the stuff is online and we have to renew licensing but um that that's another thing that I would like to see this board really look into when we are when we do have things up for Renewal just to try to to cut spending on things like the high and the high curriculum costs such as that Alex um AI New Math that a lot of the children were really not fond of when we had a perfectly good um math program already so I there are ways there are ways to cut spending and it's

132that I'd be very curious on why we're doing this none of the other parking lots around it look I mean they all look brand new I don't I don't know if this is what we did to them last year too I don't know um but I've lived in the valley for a very long time for more than two decades and never has any of my streets ever been taken right the the roads that I drive on the ones that get so much more um traffic never have I seen them taken down to the dirt in the grocery stores I don't see those getting taken down to the dirt on a regular basis I it just seems super super wasteful especially when you consider that's Liberty Elementary it's on the list of of eight schools it

133has about 40 utilization it's not on the boundary of the district right it's way on the internal and it's one of the schools being considered to be closed down why would we not like even if it was in bad shape why wouldn't we patch it and and cover it why would we why would we pay for demo haul away re-grading and repaving of like three inches of asphalt it does not make any sense to me in addition to that here on here on the list is Liberty Elementary School again mill work for 1.2 million dollars which I believe is Cabinetry again we have no idea what this school is going to be used for in two years it might be a school it might be in Earthen Space Center it might be an elementary school

134a a um preschool for some kids right it might be sold it might be demo demolished why are we spending 1.2 million and just for like a a comparison I just want to remind everybody that it cost us 16 million to rebuild Palomino built a palomino building from the floor right but we're spending almost a tenth of that on Cabinetry on a school we don't know if we're going to use in two years and I don't remember you guys approving that I just don't anyway I don't understand it thank you may I have a motion for G10 so that we can then discuss it so moved on the construction update um are there any comments from the board from Dr Bells Mrs Baker if anyone Dr Bales or anyone else has any clarification on what's

137spending 21.8 thousand dollars per unit um I don't understand why it would be such a difference between the two um that's you know a 33 difference and then the other question that I have is the explanation that it needs to be done being used of first upgrade in 10 years I don't know about you but I do not upgrade my HVAC every 10 years regardless of whether it's working or not I I don't my hvacs have lasted goodness our first one lasted I think around 30 years so I like I love the fact that we're making sure that everything stays in good working order but there are boundaries to good working order and at some point it just seems wasteful to be replacing good equipment so that we can upgrade it because it's been 10

143thousand dollars for the eighth grade field trip and I thought this was really interesting Pinnacle High School received from the Shadow Mountain High School Matador parent teacher club for the FCCLA culinary arts program I thought that was fascinating anyway there are many other ones we appreciate all of our donors in this District we couldn't do that without people being so generous and uh may I have a motion for the acceptance of gifts and donations please so moved any board members wishing to make a comment all those in favor say aye aye although suppose say nay motion passes unanimously there are no items for discussion before we adjourn I would like to remind you that the next regular board meeting will be held on Thursday August 10th at 7 00 PM um is that going to
