001Hi, we're going to call um East Kingston Elementary School um school board meeting. It is now 4:32. Uh we will open up for public comment for 30 minutes. Each person will have three minutes. Um, I would ask the person um speaking to uh state who they are and their affiliation with East Kingston Elementary School. Um, approval of minutes for February 9th. Um, I didn't have any anything. >> No, there was nothing on there from my standpoint. >> So, we make a motion to approve the minutes. >> Second. >> All in favor? I >> I >> uh central office update superintendent's office. Thank you. Just a quick update on tomorrow. SAU16 has a professional development day for staff. topics include there's a wide range of topics including AI best practices in multilingual instruction, restorative classroom management,
002writing instruction, math instruction, movement breaks, as well as a number of session wellness sessions for staff and and many other um sessions. And most of these sessions are facilitated by SA16 educators. So, we're we're really excited to be able to share the expertise in the in the SAU. Uh, I also wanted to just take a moment to recognize your service to the district. Kirsten Kirsten Kirstston, who's been on the board for the past three years, has also served on the wellness committee, the policy committee. We all know her as a strong advocate for positive school and community relationships, um, and has always really made it a priority to be a source of information for the community and to strengthen the relationship between the school and community. So, we thank you. We will miss you. We
003have a certificate for you and just a just a small small token of our appreciation. So, thank you. >> Where you hanging that thing? >> Oh, you know, >> right on my desk in my office. Yeah. Well, I appreciate it. It's it's been an honor to serve on this board. Um especially as a new member of the community. Uh we've only been here five, not even five years yet. And so, it's been really really wonderful. So, thank you for having me. and certainly in in my first year in the SAU, you've been a uh source of support and and encouragement and I truly will miss you. So, thank you. >> Thank you. >> And then the last thing I do have is our um our list of staff for that I will ask that I
004I'm recommending for renewal. The superintendent's recommending for renewal. And so, um, if if you feel so moved, if you could make a motion to approve the list as recommended by the superintendent and if you have any specific questions about specific staff, we could talk about that in a non-public session. >> Okay. I just like to hold off to nonpublic. We are going to go into non-public later, so want to hold off uh if we have any questions. >> Okay, sounds good. >> Thank you. Uh, finance. Good afternoon. So in your board packs we gave you the financials. Um last meeting we had remaining expense of $171,970. This month we spent or incumbered an additional 29,86 bringing us down to a remaining expense of $142164. um with the small amount of additional unanticipated revenue that brings
005us to projected fund balance at the end of the year of 145 $685. Um the spend this month was it was a switch in what we call labor cost. So we have um we have a staff out on leave. So we took an existing staff member who was a PAR professional and she is becoming a long-term sub for that other staff member. So, you're going to see an increase in the substitute line, but then a corresponding partial decrease on the AIDS salary line. We also had some additional legal expenses and schoolboard expenses, um some mainten expenses, and uh a change in health insurance for one of our staff members. Okay. >> Does anyone have any questions? >> Oh, you do. Um >> I do. Yeah. Go ahead, >> Brandon. on the uh so Mackenzie heating
006yearly service and then the tri-state generators on there was was that >> um we have to have them maintained. >> Yeah. Okay. So that's one >> be on that list Mr. working on that list. Y >> and that's just a one time every year right? Do you have to have it certifi like do you need to like have it you know you have go in the elevator and there's a service thing that needs to be updated. Do we have to do that for >> the gener the generator? I don't believe so. Oh, okay. >> Um, >> the splits probably. >> Yeah, we have to have those every spring before them. >> Okay, >> so that's one it's one item. It's one company that came out and did the service. >> Uh, >> sorry, just the
007way I'm reading it says Mackenzie heatingly service and then tri-state generators. I just want to make sure they're one of the same >> generators. Okay, >> um, my question um, has to do with the long-term sub. Yep. >> Are we do we have a sec? I know we have one long-term sub right now and we had a substitute for that long-term sub. Do we have another long-term sub? >> No. Okay. So, it's the same long-term sub. It's the same long-term sub. We've just But if she if that if that person was who was doing the long-term sub before if we've moved them from a par profofessional to another >> she she she was the long-term sub for the reading specialist. >> Okay. >> Beginning of the year. >> Oh, okay. >> And then we we
008didn't have the par we had the par opening, so we hired her as a pair to stay on. And when >> when the reading special came back, >> when the teacher went on leave back in January, then she moved from the parable >> to the read uh the long-term sub. Yeah. >> And then we just hired another par. Okay. I'm just looking. I'm just moving the parts. I'm just moving the parts. So, it makes sense. Um but in fact, it actually saved us money >> because we because the the sub you're saying that we gained $6,000 back based upon her coming out of that power position kind of. disorder. >> Yeah. So, we we reduced her par wages but had to increase the subages, right? >> Okay. >> So, >> um Okay, just to see
00918 grand there was a little you know whatever just just making sure that each chess move makes sense. That's all. Thank you. >> Good question. Um um and I wanted to talk a little bit about the attorney fees. Um obviously for deliberative we hire an attorney every single year to do and make sure that we have um legal there for deliberative and then they must also write up the warrants um the three warrant articles that we were approved to go on to the ballot. Is that correct? Is that what this >> So this wording is is a little bit misleading because this was wording that was provided to Molly who did this top section okay at the beginning. So when she was told that the lawyer invoice was um warrant related she in her mind
010attached it to deliberative. So the invoice that we actually received and the incumbrance that we actually increased was due to the citizens petition. >> That's the cost that's reflected here. So, this increase here was for the in the invoice that we've received, a partial invoice that we've received for the citizens petition. We expect to receive at least one more. >> Okay. >> Um and for the ADA ballots. So, I'm not sure if you're familiar, but uh I think last year was our first year. It might have been our second year, but um a bill was passed that to make sure that everybody has an opportunity that may not be able to stand up and vote, they load the warrant onto a iPad or whatever. So they charge us a fee for doing that. >> Okay.
011Um and so and so I just I guess I I'd like to because we haven't talked about it a lot, but so what you're saying is that this is a partial invoice from the attorney for the hearing that we went to >> and all the all his services >> in his services for the hearing that we were we were summoned to. Correct. >> But also part of that invoice too is for the ADA stuff which is not related >> which is not related. Correct. >> Of of this amount of the 4478 3720 >> is the >> was the invoice from the lawyer. >> Okay. >> And we do expect to get at least one more invoice. >> Another invoice. >> Do you know when that might be coming? >> Um we are not expecting it
012until at least the end of March or possibly the beginning of April. >> We hope to have it before the next meeting. >> Okay. So, um I think it's important that we just say out loud that the East Kingston School Board was summoned to a hearing um based upon um timing of a warrant article not being presented effectively or on time. And therefore, um, the Kensington School Board and the East Kingston School Board was summoned to court and we needed to have legal there to make sure that we were, um, managing everything appropriately. Um, I also will say that the SAU16 superintendent were extremely supportive um through that process, but the warrant article that is be that was trying to get on the ballot was the school study. Um, and the because it was not
013on time, it's not on the warrant and we didn't have to vote for it. But one of the issues that has come up is that it wouldn't cost the taxpayers any money to do this. And now it looks like we are going to have some some point of over $7,000 in lawyers fees based upon being summoned to court um for this warrant. Um, I also want to mention that um the board because we're in a time right now where tomorrow is voting um and there will possibly or will be a new member um it's important that that board new board member gets updated. Um the the only question or second thing I want to talk about um Alice Dr. Brian is the right to know clause because part of this we were you you and
014the SA16 were asked multiple times for right to know and I I want to say out loud that the right to know is a law that at any any community member can ask the superintendents for any communications and they have to go in and actually re cross out or delete any confidential spaces and they have to do it immediately or within respectable time. How many times were you asked to do a right to know? >> Uh I don't have those numbers for you. The all the right to know requests for SA16 go directly to Dr. Andriski. Um and so I could certainly um I could come back next next board meeting with that number. Um I would hate to give the wrong >> number and part of me saying that is also taxpayers. So when
015the superintendent is asked to do a right to know the superintendent or superintendent designate has to stop what they're doing under their regular job description and do that work and so other work doesn't get focused on or intentional. And so, you know, with that, I I think I would I would have the board really think about um what this process has been and what they would like to do with it. So, >> can I ask a question? >> You can. >> Um Heather, >> can you ask? Yeah. >> Heather Allen, um I live on 76 Burn Swap. I have a child that attends the school. I'm not certain if you can speak on this as a board or not, but as a taxpayer um in the community and as someone that has a child that
016attends the school, um are you are you guys able to speak on who brought the lawsuit against you or um how we plan on not putting that tax burden back onto us? um because I think there's been a lot of information going around um about this study that wants to be done and making making promises that it's um not going to cost anyone any money. Um but that $7,000 has to be paid by someone. So either the taxpayers or can you you know can you cross sue or go back for that? Like how how do we as a community expect that to be paid? and and also are you able to speak on who who brought that um that expenditure upon upon us? >> So, um two things. One, we only have the partial bill
017right now and that we know that it costs $3,700 for the first part. We haven't received the second invoice yet. Um secondly, um the the community member that brought forth the study and the two community members, one was from East Kingston and one was from Kensington who brought the um the two boards to were summoned um to court. I will say that we won the decision and then um it was re then the the two community members asked for reconsideration so we had to go back again so it was twice um so and then we won reconsideration correct >> uh I think that's still in >> I don't believe that's happened yet >> that has not happened so we're waiting so the judge we did win the first the first round where we where we
018should not we did everything correct or appropriately and the judge felt that way but now it's under appeal or recon called reconsideration so um we still need more information on that and and I would say that the board does need to discuss how or what or what they feel is appropriate to do um once that reconsideration is is >> so is there a way to find out the information on who brought this It's It's public. It's public. >> I'm not going to tell you, but it is it's a public document. So, you could go to the courthouse and and look it up. >> Okay. And then, so as of right now, we we don't have a plan for how we're going to alleviate that expenditure on the taxpayers. >> No, because we're waiting apparently for
019reconsideration. >> Okay. >> Thank you. You're welcome. >> Alison, I got a question. Um there is a potential path I think to recoup that those funds. Is that something that's initiated by this board because it was handled more at the SAU level and with the superintendent's office? >> Is that something that would be initiated out of the superintendent's office? How how does that >> I would recommend that any further discussion be under um a non-public session? Sure. For this topic. >> Okay. >> We can do that at any time. Okay. >> That's great. >> Um any other questions, Paul? Uh, I don't believe so. >> Okay. So, my understanding, Michelle, is that as of right now, >> uh, the two warrants for us um, for the sped trust fund and the maintenance fund are on
020the ballot for tomorrow. Correct. >> And it's up to 50K for for special ed. >> Mhm. >> And it's up to 25K >> for for uh, maintenance. >> Maintenance. Correct. >> Okay. Michelle, just by simple math, the only question I do have looking at the year- end fund balance for this month at the 145. Yep. >> Um, you know, you have the total projected expense change from the previous month. So, is it fair to say that the 145 plus that 29 would be what we were at last month for the end fund balance? >> Okay. Yeah. >> I just I'm trying to get an idea where it's trending towards. >> Yeah. The ones. Okay. >> Yeah. Well, we have asked the school I mean, we're we're >> working towards the end of school and we
021have asked all the schools. We've given them a deadline for when purchase orders will close >> um and will not be accepted past that point. Um and we have basically instructed them to take a really hard look at what you need before the end of >> Yep. >> for the end of the year and hopefully in the la next meeting we'll be able to show you that. >> Okay. Thank you. >> Okay. Any financial questions? >> No. >> Okay. Um principal's report. >> Thank you. I also do uh want to recognize you for all your hard work over the last three years. Um everything you've done has been in the best interest of the students in this building and the staff that work here. So as the principal of this building, I really appreciate your
022dedication to everyone here. >> Uh last plug for Susicle Kids. March 20th, 7 p.m. is opening night here at school and March 21st at 11:00 a.m. is the matinea performance. Our enrollment numbers as of 32 uh are still at 121, 25 kindergarten, 18 first 1st grade, 18 second 2nd grade, 26 third grade, 22 4th grade, and 12 fifth grade. Uh Dr. Bryant already talked about the march in service day tomorrow for our staff. We're excited about that. We're going to do a portion of that here in the afternoon and we're going to be focusing on writing and looking at um the first half of our pilot arts and letters and reviewing proficient writing samples K to five and looking at the alignment vertically. Um so that'll be a big day for us tomorrow. Um summer
023professional learning I always talk about this in March. Uh we have our summer institute that we have every year. Uh and then new this year um uh Joe Lazier has worked effortlessly to bring um a solution tree um which is what all of our staff have gone to the solution tree um PLCA work a two-day workshop around MTSS and PLC that'll be here in the SAU it's open to anyone in the state um but because we're hosting at the SAU level uh we have a nice group going from all schools including here I I think there's five of us going to this one also. So, it's going to be a really exciting two-day workshop. And then I also wanted to highlight our PTO and uh the work that they did this morning to bring um
024our retirees in town and our seniors in town for a wonderful breakfast. Um our fifth graders uh did tours. They served. Uh they did a wonderful job leading and our kindergarters did a wonderful performance for them. We had over 30 >> Yeah, that was my question. >> It was amazing. >> 44. Wow. So, more than we've had ever been here. >> Outstanding. A lot of positive feedback from um the people that attended just they couldn't say enough about our PTO and the students that did all the work. So, >> great job. And we recognize the PTO for that. >> Do we plug Susicle there too? >> The kids did outstanding. >> Yeah. Fantastic. Well, that's wonderful. It's a probably a nice way to get uh community members into the building. Um Yep. And it was
025I mean the weather was >> perfect. Yeah. Tomorrow's going to be great, too. >> Yeah. Great. Okay. Um, next on the agenda, board uh committee reports. So, policy. Um, unfortunately, I couldn't I couldn't make the policy committee um that was scheduled. Um I was I was actually presenting to a state board in new for New Hampshire AI. So um anyway um the new policies that um are out there um are JIC which is student conduct on buses. Um we also have a revision of JLCK which is physical and emotional well-being of students. And we have JIC which is also a revision of student conduct. >> I think there's one more. >> You think there's one more? >> The first one I thought EA >> it's not yours. E E A E. >> That's the first
026one. >> And E AE which is school bus safety program. That's >> not there for some. >> Okay. And then J IC which I just said which student conduct on school buses. Yep. So there's one, two, three, four. Three of them are revisions. One is a brand new policy and they're in your board packs. So I make a motion. Was there any com before I make a motion, was there any comments um Dr. Brian about during this meeting about these policies or were they pretty straightforward? >> They were pretty straightforward. Um I'm just reviewing them quickly. >> Yep. Yeah, they were they were pretty straightforward. Um the the first one EAE um that one we are changing the name to district provided pupil transportation just to encompass more than just school buses any um transportation
027that we provide >> any buses that teachers vans. >> Yep. Yep. Okay. >> But that was probably the biggest >> Okay. >> Um change. >> Okay. So, um, a motion to approve policies. >> Second. >> All in favor? I >> I >> um safety and security. >> Yeah. No major update since the last couple meetings. I believe we'll be meeting again before the school year ends. Um, Dr. Brian, unless there's anything else that you've heard, but I I know that we're probably going to get another meeting scheduled probably May or June. So, >> I would assume our new I I should mention our new director started today. Oh, fantastic. >> Great to have him on board. Yeah. >> Who is that if you don't let me ask? >> Steve Cooper. >> So, no updates there.
028Um, >> want to do strategic plan? >> Yeah, strategic plan. Same thing. So, I know the last, um, time that we met, uh, we had talked about the strategic plan, um, being sort of set in motion. Um, I know that we had shown, uh, you know, sort of access to the back end during the last joint board meeting. Um, talked about the KPIs and all that. So, uh, I believe our next meeting again will be scheduled more towards the end of the school year, uh, once we have, um, a little bit more of those benchmarks established and some more data to report out. Uh, so I assume that meeting will happen probably at some point in the May June time frame. Okay. Um, superintendent evaluation committee. Um, Paul may or may not know this, but
029I've given him access to the superintendent evaluation. I did see an email from you. >> Um and and so that for the April meeting, um when you go in there, you'll see that each school that each board has like a color and everyone creates their own comments on the superintendent's goals. It's pretty self-explanatory. The process is really nice, so you get to see kind of where people what people are thinking. But then they will meet in May to um combine all the thoughts and evidence uh to report back to the superintendent. So um >> can you make sure that I get the invite for that April meeting? >> Yeah, I can. I can. Um and then someone will also need to be on the policy committee meeting. >> Is that in April too? >> Uh
030month, right? It will be March. March. Yep. >> Yep. So it'll be March. >> Okay. third Thursday in March. >> Third Thursday in March. >> So that would be >> and JT said that might be something he he'd do. So if you take Okay. >> take one and take the other. Um >> all right. And so after that school board goals. Um we had our update academically. So moving forward, I'm glad to hear that um the PLC work is continuing. That's where we need to be. Um, and that we're going to start work the pilot. How is the pilot? Any feedback from the pilot in the writing? >> I mean, not yet. We're still a little early tomorrow, but the new pilot fish tank started >> last week, so once we get to May, we'll
031>> have some serious decisions to make. >> Yep. Yep. Okay. Um, well, community engagement, I know JT is not here, but community engagement this morning obviously went very well. So, thank you uh to the PTO. Um hopefully uh the community park we can start working on some things now that the snow is melting. >> Um >> and and I I would like to give a it's to the PT a shout out to the PTO, but to the T-Rex that's being built. Um there was um a request to have some CTE kids and teachers build a mount for that. And so I think um the person running the T-Rex space has reached out to SST um into another high school to have welding students help actually help build it. So that's fantastic. The more kids involved
032the better. >> It's going to be at the library, too. >> It's going to be at the East Kingston Library. >> I think that's the plan. >> The plan to um put it there for a little while. Awesome. Okay, great. Um, and no updates on your your goal? >> No. Um, I know Brandon, you mentioned obviously that the spreadsheet is um continuing to be updated and obviously some new things on there. So, uh, no major updates to report out that we haven't already discussed. So, >> okay, questions, thoughts. Okay. Uh, public comment's going to close in about 3 minutes. there's anything else. Uh if there's no new business, uh I am going to close to go into non-public. Okay. So, we're back in session. Um I just have to take make a motion, right? Yep.
033Okay. So, I'd like to make a motion to accept both superintendent recommendations on personnel. >> Second. All in favor? >> I >> Okay, thank you. The close of the meeting will be at 5:14. Um, thank you everybody for having
