for the 2023 calendar year does anyone else have a nomination for the 2023 board president may I have a motion to elect Nancy case as the 2023 board president please I second the motion okay we don't second we don't second so moved all in those all those in favor say aye aye or or all those opposed say nay the motion passes an um unanimous unanimously yes thank you next on the agenda nomination and election of president pro tem for 2023. by the way we haven't always done this we just in the last eight or ten years we've started doing this Mrs Greenberg as clerk do you have a nomination for the 2023 president pro Tem yes I move that the governing board nominate and elect Carrie Baker as president pro tem to preside over any

meeting during the 2023 calendar year in the absence of the governing board president Mrs case thank you does anyone else have a nomination for the 2023 president pro tem I do I'd like to nominate Sandra Christensen for that post as well okay um we will vote on the first nomination and then on the second if needed so um on the first nomination for Carrie Baker all those in favor please say I yes yes we can aye oh and and the second um what any opposed to this nomination you can't vote for more than one so I wasn't sure who said I because I was looking at notes so any suggestions I said I we do roll call vote you know we could do a roll call vote okay let's do a roll call oh and

we have these and we don't do those legit later we'll just do roll call according to the way you called us to begin not not yet with those okay Mrs Baker this is for Carrie Baker as president pro tem aye Mrs case they Mrs Christensen nay Mrs Greenberg aye Mr Pantera I think both these people do an excellent job because Kerry's here for two years instead of four I'm casting my vote for Kerry okay um and then that's that's three so we're done it's we don't need to do the other one so that's three two okay so um we have uh now elected as president pro tem um Carrie Baker thank you very much next on the agenda is approval of authorized signatures Mrs Greenberg as clerk may I have a motion to appoint all

governing board members as authorized signators up for the 2023 calendar year please so moved all those in favor say aye aye all those opposed say nay I believe it passed unanimously okay I wasn't watching can't see your faces um next on the agenda these are just the things we have to do every time we have to have authorized signatures all these things okay next on the agenda agenda is the authorization of signature stamps Mrs Greenberg as clerk may I have a motion to authorize the use of the facsimile signature stamps of the governing board members for the 2023 calendar year please so moved all those in favor say aye aye all those opposed say nay motion passes unanimously next on the agenda approval approval of revs res resolution number 532 the authorization to ratify vouchers

Mrs Greenberg as clerk may I have a motion to adopt resolution 532 please so moved all those in favor say aye aye all those opposed say nay nay point of information let me ask a question Mrs president case um as I was reviewing the the vouchers over the following week I just would like to have some information on the process and um I just have some a couple of questions some point of clarification on the vouchers just so that I know what I'm voting on president case is it okay if I ask my question sure go ahead um I just would like to for somebody to explain the ratification process and is the work done first on the vouchers and then renified and sanctioned by the governing board or um because we had 274 pages

of vouchers that we're going to vote on on the consent agenda item is that correct there is a lot yeah I just wanted a maybe a short um explanation explanation yes okay I'd be happy to provide some clarification about authorization to ratify vouchers this is a board agenda item that occurs on every board meeting uh it's part of doing business we ratify vouchers um this is uh actually a little lighter list than usual uh because of this time of the year ratification means uh that you know after service is rendered and payment is provided the board ratifies the payment the board authorizes the ratification process um as Allowed by State Statute and this allows us to come talk to business seamlessly and pay our bills on time you know and such so um we're 300

plus million dollar budget a lot of stuff and uh so the clerk is uh the one that usually reviews uh with great detail and asks questions about them and uh and then of course any board member may always always ask questions at the review so we're excited to answer it does that help answer your question thank you yes I just needed an explanation because I was unfamiliar thank you so did you want to change your vote then I mean is this something you can support yes okay so you vote I vote aye aye okay thank you so the motion passes unanimously um next on the agenda is the is to establish the order of roll call vote and a roll call vote is when we have to each individually say it and it's done in

a certain order and so each of us picked up a paper as we came in and we have that number so it's totally we don't know what what each of us has so each board member drew a number as they arrive this evening Miss Chrisman will call out names alphabetically and board members will announce their number Mrs Baker one Mrs case four Mrs Christensen three Mrs Greenberg two Mr Pantera five thank you next on the agenda is the approval of the agenda Dr Bells thank you president case items approved by consent will not come up for discussion during the meeting but will be approved when the agenda is adopted this is possible since members of the governing board receive the agenda along with backup materials at least 24 hours in advance prior to the meeting

have time to review and consider all items prior to the agenda being adopted members of the governing board or audience may ask that an item be removed from the consent agenda and brought to the floor for discussion at the appropriate place on the agenda I would like to offer the agenda as posted does any member of the governing board wish to have an item removed from the consent agenda yes yes I do which number I would like to number eight and number 11 I would just like to get some clarification on those two items okay two eight and eleven eight and eleven okay does any member of the audience wish to have an item removed from the consent agenda foreign yes did you write a card it's it's item eight okay thank you when we

come to that then you can comment on that then thank you um Mrs Greenberg may I have a motion to approve the meeting agenda and recommended consent items with the two changes so moved all those in favor say aye aye aye um all opposed say nay motion passes unanimously next on the agenda is governing board statements and today I'm gonna change it up a bit first I want to thank my fellow board members for trusting me to be president of the school board this year for 2023 and so I'm changing things up and I'm going to speak first generally the school board president speaks last but tonight I'm going to speak first throughout my tenure on the board I've been reluctant to be president this will be my third time in 18 plus years and

here's why when I was a senior in college and president of an Honor Society one of my jobs was to invite and introduce monthly speakers one month a very well-known speaker a person was selected so well known I didn't write down his name I stood up to introduce him and totally blanked on his name Stephen Covey author of Seven Habits of Highly Effective People was whose name I forgot so I'm cond I can speak I'm not afraid to public speak I'm not afraid to express my opinion I can teach in front of anyone I've even sung in front of children even though I have a lousy voice but but when I conduct I freeze up inside so I have Dr bells on one side and Mrs Greenberg on the other so please help me whenever

I need that please thank you okay um both Mrs Greenberg and I are serving our 19th year on this board and believe me we've learned a lot but the Paradise Valley board has been a board that believed and acted in the best interest of children not your children nor our children but all children regardless of zip code disability or authenticity it is a board that commits itself to operating in a respectful civil manner for both its colleagues and its consist constituency it is a board that models polite and appropriate discourse it is a board that may not always agree with a decision but works collaboratively and cooperatively toward common goals let there be no doubt this board will continue to operate with decorum respect of all voices and transparency in the spirit of what's best

best for all of our children not what's convenient for adults with that said we shall continue with governing board comments Mrs Greenberg um thank you Mrs case I just want to say since obviously this is our first meeting in January and we're in double digits but Happy New Year um welcome back um to second semester um and I I don't want to take up a lot of time because I think all of my other colleagues have have more to say but I just want to say welcome um to Mrs Baker Mrs Christensen and Mr Pantera and I look forward to as this case just said moving forward and what's best for the kids in our district thank you thank you Mr Peter would you like to Pantera and yes thank you um coming here uh

today I was thinking wow my first school board meeting and uh it led me to think about my pastor in the district when I was at Foothills Elementary School my son was there my daughter all kids went to that school I taught there and I was going between buildings one day he must my son must have been fourth or fifth grade it was running up from the playground hey Dad hey Dad that's how I knew was my son not a student and so um I said what's up Tony he said well I asked this girl to go steady okay I go was great son that's great great and then he looks at me earnestly says now what do I do and I was thinking like that myself you know I'm excited to be on the

board here I am and like oh now I'm on the board oh now what do I do uh but I I thought back at what I told him I said well Tony you know you you're going steady that means you're going to uh plan things together find out what your common interests are you know talk about how you want to go forward together you know in this this thing called steady most importantly you need to listen listen to what she has to say because that's the only way you're going to find those things out is if you listen and pay attention to what you're hearing and I'm gonna take my advice that I gave him I'm going to be a listener I'm going to hear open to you whatever you want to talk to me

formally informally I'm here to listen and do the best for everybody the best job I can do thank you thank you Mr Pantera thank you very much um Mrs Christensen thank you president case and the governing board and the cabinet and I would like to welcome all of you here today because we're here because of you we represent the community and I'm so happy that so many of you are involved and you come to the meetings um as a new governing board member there's I have two top priorities that I would like to talk about the first one is getting back to academic excellence and I and and I think that all of us on this board the cabinet and all of you in the audience um would would agree with that and um it

was so wonderful to as I was door knocking and speaking with so many community members across Paradise Valley Unified to to hear reasons why um pvusd is wonderful and also things that we need to improve and so I'm ready to work on those things and ready to embrace them I also am a parent in the district it was so wonderful to see the the Liberty choir because I remember when my own son was um that at that age and he was singing in the Phoenix Children's course and that and that's why I had to take off my glasses because I get a little bit teary-eyed because now he's here in the audience and he sings in the wonderful Horizon High School choir and he's a junior now and half a foot taller than me so

um it's it's just so wonderful to be able to see the growth of the of the community and and the children and um as a governing board member I promise to listen to All voices whether or not I I agree or disagree I just want to be a board member that that hears all voices and and especially the parent voice since I am a parent I would I would love to hear um both teachers and parents and just do what I can to make the District the best that it can be thank you Mrs Baker thank you um first of all I'd like to thank everyone for coming out and being here tonight to show your support for our district Educators and new board members and also thank you for selecting me as president pro

tem um I'd also like to thank voters pvea canvassers parents and other volunteers for supporting me I would not be here without the hard work of so many of you um as a mother of six children four of them in our district I believe that in pvusd we need to focus on a few different things best instruction practices differentiation and improving our inclusion practices well I believe we do a really good job in these areas overall there's always room for improvement especially in special education I'd also like to focus on retaining quality Educators by continuing to ensure they have favorable working conditions are paid as much money as we can pay them but most of all I'd like to give them the respect they deserve as Governor Katie Hobbs said in her State of the

State we don't have a teacher shortage what we have is a retention crisis um she went on to say that for too long we have robbed educators of the joy of teaching it's time to give them the respect they deserve I believe we absolutely absolutely should start that here and now we have some of the best Educators in the state and I'd like to keep it that way um in addition I'd like to continue to strengthen our policy and support systems for our lgbtq students we know that when our students feel safe and supported they are in a better condition to um to learn and engage in the classroom um I'd also like to find a way if the budget allows to bring back our scl teachers um we know that students do better when

they have conflict resolution self-regulation and other coping skills and the mental health of our students is really of the utmost importance I would like to give Educators the autonomy to teach the truth in all subject areas and have our diverse Community represented in the resources that we Supply children deserve an honest and accurate education that prepares them for and helps them create a better future and I want our district to be part of that progress um my commitment as a new board member is to continue in the tradition of having a strong Unified School District while also helping to improve the areas that we aren't as strong in I am also committed to considering all of our students needs when making decisions we have a large and diverse district and our decisions need to reflect

that um I am excited to learn more about the district the cabinet members were grateful or generous enough to give their time to us on Tuesday afternoon and I really enjoyed the conversation I look forward to meeting with more Educators and administrators to learn more about the district I'm excited to attend some events coming up at schools I'm excited to see the yellow boat at Paradise Valley High School my son played Benjamin when he was 11 so I'm excited to see another school take on that production if you get a chance you should go see the yellow boat it is very impactful um and I'm excited to see Sam Piper's Noche de musica at Desert Shadows so thank you Mrs Baker next on the agenda Dr Bells president case it's always a pleasure to highlight

to our staff and students for success or appreciation and Mr drogy will emcee our honors tonight and at this time I'd like to invite our governing board members to join me in front of the diocese foreign good evening president case governing board members Dr Bales members of cabinet and attendees both in person and virtual tonight we have several recognitions to share with you and while all of our student awards and recognitions are impressive we'll be starting off 2023 with some particularly impressive accomplishments this evening we'll be inviting our honorees to the front of the room for their recognition and photo so after I say your name please come to the front of the room uh to meet the board our first honoree was chosen as an Under Armor All-American and recently participated in the Under

okay okay you look great you look great Dr bills president case governing board and cabinet tonight we recognize Julie Baumgardner Julie began her career in pvust 22 years ago she said I spent all 22 years of my education career in PV our three kids went through K-12 PV schools and have had fantastic educations seeing the dedication our son's teachers had as well as the positive difference they made in our son's life convinced me to switch careers and obtain a post back and Masters in Education PV was my first and only choice for a district because of that experience believe it or not I started out teaching art at Desert Cove and era Libre even though I'm not artistic I can be creative so I focused on outer space Creations that encouraged students to use their

imaginations since my first year was in engineering and out fuel my fascination with space I then taught for fifth and sixth grade at Arrow Libre for four years before teaching math at Greenway while teaching I became involved with the creation of online resources and assessment because of this when PV created its own online school I was lucky enough to help develop it and help oversee it today it's called PV online and I'm honored to be a part of it Julie is incredible she has helped me by answering the same question over and over and over every summer when I take a teach a PV online class she's she helped me in the beginning when I developed curriculum she's the most incredible resource for every single person at PV online she exemplifies what it means to

collaborate cooperate and work together I received I've received over a dozen nominations for her in the 2021 school year because of how important PV online was at the time the pressures that became so great during that time uh uh she's never ever said no and been willing to answer a question until I got it always with a smile and always with reassurance there are only Stu no stupid questions just really confused online teachers that's my line not hers another nomination said that she works over and above the hours she needs to she works days nights weekends and does whatever is needed she's the bones of PV online and she knows the ins and out of every system we are thankful for Everything Julie does she is a blessing and even though she cannot be here

tonight she's watching from home like a good online teacher and I am so proud to be her colleague and so lucky to have her as a resource for me thank you and thank Julie for everything she's done for the kids in pvusd last but certainly not least is the Paradise Valley education support professional of the month unfortunately this person is unable to attend this evening however pvsca president Ms Michelle Courtright is here to make the presentation president case governing board Dr Bales and cabinet this is one of the highlights that I get to do because we have some great support Professionals in this district one of the things I love about our district is we're not a cookie cutter District every site is different every student is different and every staff member is different and

Ladonna Sutton is a instructional aide at Roadrunner and we have are very short staffed with our instructional assistants so she wears a lot of different hats she will meet the bus every morning with her very colorful signature outfits she will pop between classrooms she does multiple lunches but I think the thing that impresses me the most if you know certain campuses and certain students at this campus they have Behavior contracts and they get to earn preferred activities well Ladonna is one of the things that they choose to spend those credits on and with her so that tells me everything I need to know about this employee because if students want to spend their credits and use their activities to spend time with her she is a remarkable person and it is with great pleasure that

we recognize Ladonna Sutton this this month thank you and that President case concludes this evening's Awards and recognitions next on the agenda is called to the public call to the public is about to convene this portion of today's meeting allows the public the opportunity to address the governing board although state law does not require that the governing board hold a call to the public The Paradise Valley Unified School District and its board have chosen to do so because we believe it's important to hear about concerns and issues from our community while call to the public is not designed to be a discussion the board is here to listen due to Arizona open meeting law the governing board cannot respond to discuss or take any action on items brought up during this time however staff members

may be directed to get back to you and address individual concerns as a reminder the point of this and every board meeting is to accomplish the business at hand and to be able to do so in an open and collaborative way all in attendance are expected to observe meeting rules as well as rules of politeness and decorum so that we may serve as an example to our students that issues can be discussed in a respectful and civil manner foreign people who have submitted comment cards prior to the start of the meeting each speaker will have three minutes for remarks and those who have asked to speak on an agenda item will be recognized at the appropriate time during the meeting we have one blue card to speak on an agenda item please State your first

and last name when you come to the podium our first speaker is Lisa Farr and our second speaker will be Michael Laney thank you um first I wanted to thank Mrs case for standing up and taking the president role it's a big job and appreciate you taking on that responsibility um secondly I wanted to um congratulate and thank you to miss Christensen for first of all pointing out that her priority is getting back to academics because I see that as the number one responsibility of the board is the academic welfare of our children um the second thing is is I also appreciate Mrs Christensen not being one that will simply rubber stamp uh any proposal or budget every Quest that comes before the board um she's taking this very seriously and she wants to ensure

that she knows that we are being fiscally responsible when approving these items and so I appreciate your due diligence as that is probably the second biggest priority you've got basically your academic welfare of our students educational welfare and you're responsible for managing the budget fiscally responsibly so I appreciate you doing your due diligence to make those decisions for what's best especially in the light of last year we were at almost nearly 14 million dollar budget deficit we're going into a deficit this year the other thing is I wanted to thank Mrs case because at the last study session when it came to where we're looking at where we're going to make these Cuts Mrs case was very firm in her belief that we were not going to raise the class size I expect that to

be the case since the the mno override path that was one of the promises this board made so I appreciate you standing strong and agreeing not to increase the classroom size I can just tell you right for a personal example my son has 41 students in his government class that that's that's really not fair to our students and that's not fair to our teachers we've got to keep the class sizes at a reasonable place where these children have an opportunity to learn and the teachers have an opportunity to teach so thank you and I'm looking forward to a good 2023 year Michael Laney and then summer Bagley president case governing board Dr bells and cabinet Happy New Year I was thinking today and yesterday that I wasn't so stressed and as you can see I

dressed for the occasion so um but I just wanted to uh I just wanted to mention that I remember when I was sworn in and I know the the three board members just went through that um today was symbolic but it was a surprise to me when I initially went through it I didn't realize that I would be swearing on the Constitution and uh my wife afterwards she she told me she's like she was saying in her mind come on Michael don't cry don't cry because I know that it's that Constitution though created by imperfect man it's allowed us to make this country what it is and I take that I took that seriously and so I understood I understand what you went through and so I appreciate you stepping up and uh swearing on

the Constitution and as far as I know you're the only five in this room that have done that and it's on your shoulders right now no pressure I my one wish is that or my one hope is that you will come together as a board with your differences and figure out solutions that work for every kid in the district that was one of my goals on the board I know we all have differing opinions different ideas different ways that we think things should go but I know that you all are intelligent enough to figure out ways to make things work and so I would hope that you can do that and you all have my personal cell number so if you have any questions feel free to reach out to me I can be a

sounding board I'm still willing to help in fact I'm on two um um committees right now still trying to help and give some input so please reach out to me and welcome and I look forward to seeing what you can do thank you next is summer Bagley and after the next one is Jennifer or right a resale thank you she left summer left okay Jennifer and after Jennifer we have Lily Grisham hi my name is Jennifer Ariza I want to say thank you to each one of the board members um I know it's difficult to do what you do and I just want to let you know I I really appreciate that I stand here tonight as a concerned parent in the Paradise Valley School District and I do appreciate the opportunity to speak my

concern is the education and Welfare of our Paradise Valley Unified School District students as I stand here tonight I want to declare that pornography should not be allowed in our schools I am very hopeful that in 2023 this will be the year that we as a community take a stand against approving any additional pornographic material for our schools I would like to ask each of the board members if they have taken the time to research the effects of pornography on children if not I do encourage you to do so I recently read a couple of articles that I would like to highlight for the board the first one is the effects of pornography on children and young people it says exposure of adolescents defined as those between the ages of 13 and 17 to pornographic

material is detrimental to the normal social emotional and moral development of these individuals thus exposure to porn at an early age can lead to poor mental health sexism and objectification sexual violence and other negative consequences another article I read discussed a neurosurgeon's explanation of what pornography does to the brain and it stated pornography is one of the biggest fields of business in the world but it is also one of the most discussed topics due to the effect it has on a person's brain and overall mental health and mood it is overwhelmingly evident that it is not to the benefit of our teachers or students in our district to approve materials with pornographic content in our schools I would ask you to please consider this as you review and approve materials this year thank you next

Lily hi my name is Lily Gresham and I want to say congratulations to everyone that's new on the board I voted for you guys um and um I want to talk about Mental Health Mental Health did you guys see on the news that about the six-year-old who brought a gun to school first grade to intentionally shoot his teacher he did that that wasn't in this school district but thank goodness um but at Horizon a week before Christmas break there was a suicide a senior committed suicide not attempted committed suicide and that was devastating and um I don't know what could have caused that to happen why did that happen um I don't know um this week there is also another situation at Horizon High School that included sexually explicit material um I don't know if

you guys found out about it I did send everyone an email earlier today um I don't know what's happening there um evidently there was no announcements made to the to the kids um the parents got a an email that said just something happened some somebody brought something to school there was a video on their phone but this needs I mean this is I'm worried that whoever whoever the video is of is probably going to end up committing suicide attempting suicide I mean this person's mental health is at risk is at stake and I don't know what's being done I don't know what um punishment or what counseling or what's happening but I mean there must be something set up and I'm very concerned that since um all of our SEL positions not all but most

have been terminated or cut um that's not fair that's not fair to students that's not fair to teachers that's not fair to families um mental health is is really important um since since they terminated or let go uh the counselors um I'm sure there will be I was sure there would be more school threats violence emotional personal psychological behavioral situations but this happened really fast this happened really fast I mean and with the what happened with the sexual recording of I don't know some girl sent something to some boy and now it's all around school this this is a problem um I'm I don't know what's going to happen I just don't want kids to get hurt and they need somebody to talk to so I guess I'm out of time now okay thank you

um next on the agenda um superintendent's comments thank you thank you president case and happy 2023 to everybody I don't think we can get enough of that we need to set those expectations it's going to be a great year and welcome back to an exciting second semester I hope that you enjoyed the holiday season and winter break and returned healthy well and rejuvenated while some staff and families were a little surprised about returning to school on Monday January 2nd I wanted to remind you that our the remind our community that this year's calendar was adopted five years ago and our board always adopts calendars after soliciting Community feedback you may even recall a survey last spring soliciting feedback the good news is we will finish this semester Before Memorial Day even now you can visit

our district website and view the next four school year calendars that were adopted last year after receiving Community input while we may continue to meet some fiscal challenges this year I'm excited to see our strategic plan with district-wide initiatives initiatives developed this semester and Foster our focused efforts to improve student achievement and provide an outstanding journey of Excellence for all our students also a quick shout out to our staff and students who attended the 23rd annual Dr Martin Luther King voices celebration today at Saguaro High School listening to Dr Ben Chavez reminded us that PV schools is a school district not a district of schools that we are united and a United school district and together we are committed to creating an inclusive environment for all students I'd also like to extend uh my Welcome

to our new board members as you know these three have joined us and uh one of their duties was to get a formal portrait taken they did a nice job I also want to take the opportunity uh to sit to thank them because it is a tireless and thankless job it's unpaid uh it requires a lot of time and effort and so we're going to start off the year with my deepest appreciation for each of you to our new board members as well as our current or veteran mature seasoned however you want to describe years of service thank you for donating your time energy and support of public education to PV schools well tonight may be our new board members first governing board meeting they've already invested many hours in the transition and preparation to

holiday fundraiser held at the celebrity theater in Phoenix senior Alex Archer senior Matt Snyder senior Patrick Mullen and Junior Tobias medieval performed to a sold-out audience at the 20th annual event in addition to choir these students have further customized their PV experience by becoming members of the horizons 56th Street players drama and improv team congratulations to them and our PV schools Foundation making many student experiences as possible is the result of a supportive and generous Foundation I would like to thank the PV schools Education Foundation for their most recent donation to our students and schools the foundation through the leadership of Stacy hooscher donated thirty thousand dollars to support students enrolled at North Canyon Paradise Valley and Shadow Mountain high schools each School received ten thousand dollars to use toward paying for dual enrollment AP

exams International Baccalaureate and summer school fees to assist assist students with financial need as determined by the principal and School site staff free and reduced lunch status it was not a requirement for students to receive this financial assistance thoughtful and generous contributions like this allow our students to progress on their journey of Excellence and lastly tonight I wanted to mention that gifted supplemental materials are now available for viewing in the PB school's main lobby January 3rd 2023 began the 60-day viewing period the materials are on display until April 10th the classrooms possibly receiving these new materials are the gifted k6 comprehensive self-contained and the gifted content replacement classrooms in grades four through six and those are my comments for tonight president case thank you Dr Bells um we have removed two items number eight and

number 11 from the consent agenda what okay so next on the agenda for uh items for agenda for approval Dr Bells thank you president case company board members cabinet and guest uh this item consideration to approve purchase of a current PV contract 18-15 PV jock for kitchen and cafeteria Horizon High School the scope of this work for this project includes the following General construction demolition Services Plumbing electrical carpentry and Millwork drywall painting and some equipment for the kitchen cafeteria floors and restrooms located at Horizon High School and with that we do recommend approval foreign motion first no okay okay we have one comment Lily Gresham okay um yeah um right okay so um this one is number eight um yeah the the cafeteria remodel uh Horizon High School um is that really necessary I mean

uh what are where are our priorities we had a shortfall we got rid of what 58 as the elk uh teachers and counselors um the cost of this remodel at Horizon High School is going to be 1.38 million dollars is that really necessary I I know that it was eight hundred thousand dollars was the big cut to um uh terminate the SEL of people and I think we should hire them all back they're more important than remodeling a cafeteria they're more necessary than a cafeteria the cafeteria is already there it'll be there for the next year I think we need the people I we need the staff we need the counselors the mental health in this district is is scary sad disappointing um it's not getting any better um I just don't think that the

building's already there it doesn't need to be updated or remodeled that's those are just my thoughts thank you and just a point of clarification this project is funded by Bond dollars and bond dollars are not um available for mno which includes salary and benefits uh these are part of a voter approved initiatives uh to upgrade and bring up to code the uh the serving kitchen these are not culinary arts kitchens these are serving kitchens so in other words you know if you were to to try we have to have a motion may I may I have a motion on this item please oh so move to I move the week okay are there is there any discussion on this item oh yeah for about the bond so to try and reappropriate these Monies to them

are much needed other issues that human resources and that would be pretty much like illegal or um the voters voted for one thing and here we're trying to say to them I thought it was on but you have to get closer thank you should get louder um so the bond has to go for what we voted for but the what the electorate said that we want the bonds for this and it has to be used for that right we can't re that's what you're saying Dart Dr bales that is correct I just want to make sure I understood that yes all right thank you um any comments from here yes point of information uh the reason I asked to remove this item from the consent agenda item is because I just wanted some clarification and

um I know Mrs Bergen is not here today and she was oh she's online great um she was able to give me some insight on our procurement processing and things of this nature my I have a couple of questions on this agenda item number one um I know that there is an issue at lunchtime in the cafeteria at a horizon and they get about 30 minutes for lunch and um it if you don't get there right at the beginning it takes about 25 minutes to get your lunch and so a lot of the Juniors and seniors just choose not to eat lunch because it just takes too long so I'm wondering if this remodel is going to help streamline some of the processes so that the kids can get lunch in a timely manner and

I don't know if there's anybody here that can answer that question so that's my first question and I'll let I'll um Outlet Mrs Bergen this is Bergen do you have additional information than I previously summarized as the scope of work that might address Mrs christensen's question regarding serving line capacity yes I do are you guys able to hear me yeah yes fantastic uh that is one of the main reasons we are doing this kitchen remodel is uh to ensure that the students are able to get through the line uh in a timely fashion um as well as this was originally designed as a cooking kitchen when the school was built back in 1980 uh I don't know if everyone knows this but most of our schools do not cook food from scratch anymore much of

it is heated up and there's reasons behind that in terms of food handling and things of that nature so it's really changing the equipment that we would have needed for a from scratch kitchen to a heating up uh or or and serving of the food for the students but we will get the students through that line much quicker we hope with this remodel as well thank you my second question on the remodel and I am not saying that it doesn't need to happen at this point I these are just points for clarification because I've been to that cafeteria before it is pretty run down um my second question is as we are looking um for procurement and we're looking at vendors you did a great job of explaining to me the process but I I

would just like to hear some conversations on what were some of the other bids that we had possibly because it is it is a large amount of money and as we had Miss Gresham speak um there as a community we really need to be fiscally responsible and we and so I would just like to hear some more information about how those uh how that process went is there again yes yep this was done through a Joc or what we refer to as jock which is job order Contracting uh it is a procurement method that we uh we're the lead agency or the lead School District on that we worked with one GPA and the procurement piece of that happens when that is awarded and multiple vendors are rewarded at the time uh the vendor used

for this one which I believe is core um is selected from the list of approved vendors and when they are on the list of approved vendors they have gone through all of the necessary procurement uh statutes and regulations that school districts need to follow and then we select a vendor for each project we try to spread out the work so that the work is not going to a any single vendor and ensure that it's somebody who's done a good job for us in the past your questions answered um if I can just also um clarify the idea that we could use Bond money to pay for personnel is against the statutes of Arizona so that just to let you know and for anybody else I the best way I've ever had it Illustrated is there's

different buckets and this bucket can only go for these things and this bucket can only go for these items and you can't switch them back and forth and that's one of the reasons that we have solar panels on our schools because that bucket that pays for electricity um it's the same bucket that we pay teachers with and so maintenance and operation comes from that bucket and that allows us to have more for teachers by having the solar panels does that is that an example that make it more clarified for people in the room okay um so should we vote on this now then okay um may I have a motion to oh we already have the motion do you have another yes I have a motion to postpone the vote until we are provided more

information on the detail of the of the RFP um that causes difficulty in the planning my husband's in construction and once you postpone those it's a domino effect and it can take a long time to ordering the equipment to everything else so I I think you can get more information but if we postpone this it causes more ripples down the road we have a motion on the floor to approve okay that we have to okay okay so we have a motion on the floor to approve this may I have a motion to um oh excuse me thank you help me all you need to May um all those in favor say aye to approve this uh number eight on the list I I any opposed nay okay motion passes four to one but you can

still keep asking questions okay um now we're going to number 11 as to ask to take off from the consent list um Dr Bells thank you president case governing board members cabinet and guest this item is a consideration to prove purchase from contract PV contract 18-15 PV it's also a Joc contract and this is for locker rooms remodeled at Greenway Middle School the scope of this work project includes Millwork painting and drywall Plumbing toilet partitions and accessories for the locker room renovation at Greenway we'd be happy to answer any questions and we do recommend approval may I may I have a motion to approve this so moved oh that needs to be well she'll do it though so moved thank you any discussion yes Mrs Christensen so Mike um my question on this one was

similar and um I would like to hear from Mrs Bergen the process that we use to in order to get the request for proposal um also information on how old is this locker room and um again just to be fiscally responsible is is it necessary to do this remodel thank you do we so yeah just as a reminder this is to a bond project uh and this was uh part of the scope the voters approved in 2019. um so Ms Bergen would you like to add some additional detail to this remodel question yeah I think I heard the word request for proposal used that was not the procurement method I believe the documentation list Joc but let me know if that's not the case so it was the same procurement method that was used for

the prior uh agenda item Joc all of the necessary uh State procurement has been followed further questions okay that didn't actually act I have a oh go ahead do you have another question is this one of the ones Mrs Bergen that you showed picture pictures of or were that just a finished project it wasn't one that you showed no you may be in the future you'd throw the before those pictures were the pictures of the summer projects were completed right last summer that we did in the fall um I I think that this is a particular remodel that adds partitions providing privacy to students in the locker room uh and I don't know the age of Greenway off the top of my head uh Ms Bergen do you happen to know that one I I

don't either it's on my wall in my office um but this goes through a long committee process to determine the needs of various buildings in the district oh question in um Mrs Bergen or Dr Bales if you can answer this and you're all alluded to it we have been doing remodels of various locker rooms so this who have we done please remind me because we don't I don't have a list in front of me who have we been doing recently so this is just bringing yet another school up to up to code or I shouldn't say code but up to standard I've just you know yeah remodeling that we need to do this is a part of a you know collection of remodels for restrooms that is correct that was approved by the voters in

the bond Ms Bergen do you happen to know some of the other more recent remodel restroom remodels at our middle schools uh I I want to say explore but I I'm not positive so I would have to get back to the board on that one but yes Mrs Greenberg is right and that we have been doing some remodels along the way as part of the barn projects you know typically what we see these are they're high use facilities right and so uh over 20 years uh you know we need to replace air dryers we need to replace Millwork that's been carved and graffitied mirrors that are scratched and or missing so it replaces and upgrades uh not as much as an upgrade as you would think in your own house type of thing but it

certainly replaces to repair and provide an aesthetically pleasing and a clean and safe environment that's what the purpose of the remodels are for and if I may add there are some ADA compliance pieces that we are bringing up to standard for this as well Ada being American with Disabilities Act do you have another comment yes my final comment that's sufficient for me and a sufficient information for me to do the vote um and I'm not trying to be difficult I'm just trying to understand because we have items in a consent agenda and um we would approve them all in one vote and I had specific questions on those two so I am ready and thank you for your time and consideration and answering all my questions thank you um we already have a motion on

the floor so all those in favor say aye aye aye although suppose say nay motion passes unanimously the next on the list is the um Dr Bells H for approval thank you president case governing board members tonight Dr Holmes will present a change to the rate of pay for teachers volunteering to drive the white van for extracurricular activities uh Dr Holmes please explain thank you Dr Bales Madam president members of the board uh our secondary principals recently brought to our attention um that do the bus shortage they are struggling in particular getting athletes to and from their events in a timely manner they do believe this is a solvable matter um in that we do have activity buses that teachers can drive however the current rate at which we pay which is 15 50 an

hour is not adequate to attract teachers to take on the responsibility of this work the Paradise Valley Education Association and District have come to agreement that 27 an hour is a more appropriate rate for this work and given what we pay for our bus drivers to drive buses and in particular that these types of routes typically will put them into overtime we believe that moving to that rate will be cost neutral so we recom Mentor approval and I happen to ask answer any of your questions and thank you Dr Holmes just to piggyback on that a reminder that this not just for athletics this is for all extracurricular activities so it's teachers who are volunteering to take kids to thespian events uh uh as as well as Performing Arts events or such so it's any

time that we need a white van a 15 passenger van and a teachers have been approved to drive those bans that they would receive that compensation and we're happy to answer any questions foreign may I have a motion to approve the new mou which means memorandum of understanding um to the certified bargaining agreement with pvea for transportation compensation certified staff so moved are there any other comments Mrs Christensen uh Dr Holmes it's my understanding that this is going to be like a win-win from what I've read because it not only will alleviate problems with our transportation but it will get more dollars in the pockets of our teachers because the fifth I think the original rate was fifteen fifty fifteen fifty versus thing and so it would entice um other help rather than going outside

to hire a something that is going to be a lot more expensive to the district so it's actually going to be it could be a cost Savings in the long it could be okay thank you any other comments or questions all those in favor say aye aye aye although suppose say nay motion passes unanimously next on the agenda is acceptance of gifts and donations we appreciate all donations but I like to highlight a few at Copper Canyon Elementary School the PTO there gave twelve hundred dollars to buy an ice machine for the school and at Copper Canyon also the Charities Aid Foundation America cyber grants gave a thousand dollars in cash for the fourth grade at Desert Shadows Elementary School trees shrubs and plants or an outdoor school beautification program came from the authentic vacations

of the in the amount of two thousand dollars at Echo Mountain Intermediate School the Rito Partners Inc they donated items for the school store a thousand dollars it's a cot being kind store and then at Liberty Liberty Elementary School the PTO donated twenty two hundred and fifty dollars to the sixth grade field trip at Mountain Trail Middle School the PTO student organization there gave forty five hundred dollars for outdoor cafeteria tables foreign Valley High School the PB schools Education Foundation gave five thousand dollars for dual enrollment AP exam IB fees to assist students with financial need at Sandpiper Elementary School Google gave eighteen hundred dollars to the site discretionary fund these along with many other donations may I have a motion for acceptance of gifts and donations please so moved all those in favor say

aye aye all those opposed say nay the motion passes unanimously unanimously next on the agenda is items for discussion Dr Bells thank you president case governing board members cabinet and guests Dr Jairus and Ms Wilcox represent recommendations to increase fees for several Community Education programs effective for the 23-24 school year these are not and I repeat these are not easy recommendations considering the cost of goods and services due to inflation over the last year however we do have a responsibility to at least break even for the services we provide so as not to place additional stress on the limited resources we receive from the state this is the first reading and we will come back to you for approval tentatively at the February 2nd meeting Dr Jairus thank you Dr Bales president case members of

the board our Community Education Department as you know has long been a point of Pride for the variety of services that they provide to our community and since as Dr Bale's referenced it is intended to be a self-sustaining program that contributes to the district we periodically have to analyze our cost structure uh so that and make necessary adjustments so that we can continue to offer these opportunities tonight Mrs Wilcox our director of Community Education will present the results of a cost analysis that was completed this year as well as recommendations for new rates so I will turn it over to Mrs Wilcox foreign good evening Dr president case governing board Dr Bales cabinet and guests thank you for this opportunity to review information about the proposal to increase Child Care rates in an effort to

allow Community Education to continue to be self-sustaining as well as a contributing entity in the district tonight I will be presenting a first read of the proposed increase so we can hear your questions and your feedback thank you I want to begin by providing a little background information about our programs we offer before and after school care called mascot programs we serve 20 schools and there are 1300 students who attend those programs in our district we offer several preschool options within Community Education we have 20 Community Ed preschool programs or options for for our families at 17 different schools and we see serve 360 students 11 of these are general education Pre-K programs three specialize in gifted education and three are Montessori we also have three early childhood education programs that are called our early

childhood academies and their tuition free and they're at Eagle Ridge Larkspur and Sunset Canyon outside of community of the district also offers seven Title One Pre-K programs while these are funded through the title one Department Community Education supports we handle their registration and we provide substitutes or staff support as is needed the special education department also provides Pre-K to many of our students these are not managed through Community Education in community ed we also have and we're very proud of our two Child Development Centers this is a program meeting the needs of children from birth to three years old they're housed we have one at Pinnacle high school and we have one at the James P Lee Early Childhood Learning Center finally we also offer mascot camps and this happens during the school day on

those non-school days during the school year on the non-school days these might be single days for example Martin Luther King day coming up or we have multi-day camps during spring break winter break and during the summer we also have within our district uh 21st century Grant programs that you'll hear about as well and we offer after school care at some of our title sites through the 21st century grant program so just a little historical information these programs are intended as has been stated already to be self-sufficient and we actually contribute to the district's general fund in the past nine years rates have increased just a minimal amount if at all while our costs have risen significantly as you can see our last increase with our mascot rates was in the 2018-19 school year and before

that the previous increase was in the 2014-15 school year our little and many scholars Pre-K classes were last adjusted in the 2014-15 year when we increased rates by eight percent our gifted pre-k program opened the 2013 12 13 school year and our Montessori program opened the 1516 school year and neither of these programs have seen a rate increase since we opened them and our early childhood academies as I've stated which opened in 2018-19 are provided at no charge our Child Development Center last saw a rate increase in 2014-15 and our mascot camps last saw an increase in the 2018-19 school year as you can see small rate increases have been implemented since 2014 in comparison salaries and wages have increased as much as 37 percent as you look at this information you'll see the comparison

of the last rate increase for each program in comparison to the increase in the salaries salaries alone have increased significantly with minimum to no increase in our rates this as well as the increased cost in supplies materials all of that makes it impossible for us to maintain profitability so we completed a rate study as it's very important to us to make sure that we remain competitive and that we're also fair in our rates we reviewed rates at several public schools and private programs PV schools offers a wide variety of options for our families so in the following slides that you see you're going to see sometimes we don't have comparative data because they may not have a program that aligns directly with ours and what we offer we've attempted to find similar programs from nearby

districts and those that are similar to PV but we've extended that search outside of the area when necessary in the next few slides it's important to note that we gathered this rate information earlier in the school year and these rates don't account for any increase that rates at these facilities may also advertise for the upcoming 23-24 school year when looking at the comparative rates for a before and after school care you can see that the average private program or before school care only is two hundred dollars a student which is 122 percent above what we currently charge I've also listed the rate for our employees which is a 20 discount that we apply to each of our programs the average public school program for this service is 118 which is 31 above our monthly standard

rate when you average the cost of all of our competitors the average rate is 127 dollars per student and that's 41 percent above what we currently charge I've also referenced the bridge program The Bridge program is a service to our District employees who need care for their Pre-K students it's for a limited amount of time each day including perhaps an hour before school time after school so our Pre-K programs start later they start 15 minutes after a regular school day and they they dismiss 15 minutes earlier and so we had to provide some care for those families teachers staff members who also have a Pre-K child so as you look at this chart I want to remind you that we've created more options for families so not all of our options have a comparative price

When comparing our Pre-K rates to competitors you can see that private programs are charging as much as 80 percent above our current rates and other programs public programs are charging almost 22 percent more again not always a direct comparison to the programs that we have when we compare the rates of our Child Development Center programs at Pinnacle high and James P Lee we found private Alternatives that charge as much as 43 percent more than we do and we found no other districts nearby that offer those programs so when looking at the costs of our alternative programs compared to the increases that we have experienced to operate our programs we feel that increasing our rates is appropriate and necessary for our mascot program we are proposing an increase of between 20 to 60 dollars dependent upon

this specific program this represents an increase of 22 or 23 percent across our programs for our Pre-K options we're proposing a monthly increase between 155 and 195 which represents an increase between 22 or 32 percent and then for our Child Development Centers we're proposing an increase between 105 or 225 depending on the program and this again represents a 22 percent increase across our programs I want to reiterate what has already been said and just assure you that we don't take this lightly we've spent a lot of time gathering information and evaluating what we need to do to make sure that we are financially responsible and contributing members of the district we recognize that cost of child care is a difficult expense for many families and we recognize that there are families who are not able

to afford our programs but I can assure you that we want to continue to operate in a manner that contributes to our families by providing good health healthy child care services for before and after school care and taking care of all of our little ones and also contribute to the district's operational budget this time we can take questions I have a question Falling Away it's first reading right I need a motion yes Mr Panter yeah just a clarification on the you know you said that title one very good job great presentation thank you by the way for your work on that um the title one preschool paid is by Title One money but uh I'm the academic Academy that one um is is no fee but uh who does pay for that so that program

is uh the costs are absorbed through Community Education so we pay for that so the rate increase with those monies go to keep that thing going you're saying correct okay and the other question is now you showed us the the new rates how do we compare how do those new rates compare to the other races like that cost analysis uh we're still below these other groups even with that rate increase we are very um very compatible with those other rates and um I think we had a comparison but we can get a specific comparison for you it's very compatible to the other rates now and that was our goal and we're not but I wouldn't want to go beyond what they are what they are and honestly that has been our intent also I've had

the opportunity to meet with Dr Jairus and Miss Berrigan and um folks in community ed and our our goal is the same as yours we want to remain competitive and we want to we are not trying to make money that um you know more than what is fair and reasonable we just simply want to be able to cover the costs thank you all thank you for that and I will uh add to that that as she mentioned earlier uh these were our comparative rates are based on what are published for this year we've heard from uh approximately 10 or 11 other districts who uh who are exploring or are already committed to changing their rates for next year being in the same boat that we are so uh the comparative race for this year that

we're still in the ballpark with will likely go up as well as what if these are approved ours will the other comments or questions Mrs Baker first of all thank you for the work that you've done I appreciate that um I have three questions okay the first one is do we know how many staff members utilize these programs is that do we have data on that we do and um we had approximately 80 staff members the last time that I checked but I would like to verify that number if I could thank you um so previously the increases were quite small and almost non-existent is there a way um because these are pretty significant increases like 20 and I mean we know with inflation that this could mean like I put gas in my car

I get groceries or my kids continue to go to daycare which I know are very hard decisions that you guys are going through but is there a way and we don't have to answer this right now but that we can rule out the increases so that it's like a softer blow to staff and community members has that been discussed or you know like 11 this year you're you're asking about you're not asking can we review more frequently or you're asking can we take the increases we're looking for for this year yes roll them out yeah yeah one of the challenges and that would be certainly maybe something that uh Miss Bergen could uh to speak to but we are operating our community that is operating at about a one to 1.2 million dollar deficit that

we've been able to supplement with Esser funds uh so if we don't make the changes then it would uh put us at our ml budget at a deficit okay that was actually my other question is how much are we operating at a loss in these programs every year so thank you I'm sorry if I made just uh Dr Jairus has that correct but just want to reiterate we are not currently operating in a deficit because we have Esser funds to help support the program um and have done so intentionally and didn't raise rates during um you know the height of the pandemic knowing all of what was happening with folks and what they were dealing with but moving forward if we don't we would continue to be or we would begin to be in a

deficit and need to dip into mno funds to support the community ed program when really it should be the other way around um there's no further money in Esser to be able to support that moving forward into next year and Ms Bergen would you remind our governing board members and audience about the expiration on the different pots of Sr dollars professor sir II which uh we have a little bit left of very little bit left of is ending in September of 2023 that's this year and user 3 ends in September of 2024. thank you comment Mrs Christensen yes first of all thank you for all the details I was really excited to see all of the detailed analysis that you did and the cost kind of you really um did some due diligence to look

at all these programs both private and some of the school districts that surround Paradise Valley so thank you for that I have um three questions uh the first two are kind of are are related are we at capacity at any of these facilities and are there federal or state requirements that um have certain caregiver to student ratio and are so I'm curious as if we're at those capacities we are at capacity at many of our programs we do actually have wait lists for many of our programs and the reason is exactly what you've asked we are bound by the department of health services and the ratios that they have given to us for students to staff ratios that we have to abide by and so we are only able to take families off the wait

list to um to make sure that we're within that ratio you know keeping that in mind at all times yeah and we're here and um the next my final question is um is it possible to consolidate any of these programs or is it just logistically impossible because of the we we're about a hundred square miles this district is is that a possibility to to do that or have you looked into that so uh we do watch our programs carefully and if we're running a program with a low number of students then that is a conversation we have we do take into consideration the impact that that's going to have on the community and the um the impact that it has for the district as a whole so there are times that we are are measuring

is it beneficial for us to continue to provide this service to the community and the families or are we now running in a deficit and uh we need to make different decisions we have done that even since I've been in the department thank you any questions over here Mrs Greenberg I I too want to add my thanks Mrs wilcox's I appreciate the the depth of the information we we have and I particularly want to point out this maybe is not a question but um you know when you look at the programs that you surveyed and I notice mention this to Dr Bales it's kind of interesting for example um infant and toddler and you know Pre-K but infantile you had to go all the way to Vail to look for a comparable program and then

the only other public program is Chandler those really are not neighboring districts by any stretch so we're really talking our program versus private and pretty much the same thing with preschool because in Deer Valley a little close but not necessarily right next door for a preschooler um so I appreciate the that you really went and went and went looking for comparable programs so I think you know part of what we need to look at is that we are offering something um unique and needed in our community um but we really are at that point where we have to look at at the dollars and as I think it was you said or Mrs Bergen said um community and part of the mission is to support the district not the other way around so as unfortunate

as this is as much as we've tried to I think um be supportive by not looking at rate increases at a on a more consistent basis we're probably at the point where we need to to really consider what you're recommending so thank you any other comments or questions um I have a comment overall would this be accurate to say that we are trying to break even with these programs I would say yes and knowing that if we raise these rates that doesn't include the fact that other districts are going to rate we're comparing to what they are this year but they could be raising their rates for next year that's correct um with the increases and of pay and and may I say we're having a hard time feeling filling positions for all these different

and so we have to increase the pay for their caregivers or the teachers in these programs it's just expensive and you know I don't want any teacher to who uses these programs to be this is a very difficult thing and and I just from your research you have done a very thorough job comparing other places and I'm glad that through this last three or four years we've utilized the Esser funds to help teachers as much as we can and to help parents in the district as much as we can um but your the facts show that we need to increase rates there's there's really nothing else we can do and but I appreciate all your research and your care and concern for detail thank you very much I have a really good Community Ed team

that I need to give credit to as well thank you so that that's the end of that for the discussion so that's the first reading and then there'll be a second reading in February before we adjourn I would like to remind you that the next regular board meeting will be held on Thursday February 2nd at 7 pm may I have a motion to adjourn so moved all those in favor say aye aye motion passes unanimously thank you we are adjourned
