001ah it is 5 p.m i would like to call this meeting to order uh can i please invite matthew from troop 316 uh to the front to lead us in the pledge of allegiance following the pledge of allegiance please join me in a moment of silence to honor the victims of vivaldi texas school shooting thank you thank you may i have roll call please mrs greenberg here mrs bacon here mr laney here mrs matura here mrs case here next on the agenda is approval of agenda dr bails thank you president matura items approved by consent will not come up for discussion during the meeting but will be approved when the agenda is adopted this is possible since members of the governing board receive the agenda along with backup materials at least 24 hours prior to
002the meeting and have time to review and consider all items prior to the agenda being adopted members of the governing border audience may ask that an item be removed from the consent agenda and brought to the floor for discussion at the appropriate place on the agenda i would like to offer the agenda as posted does any member of the governing board wish to have an item removed from the consent agenda does any member of the audience wish to have an item removed from the consent agenda seeing none mrs bacon may please have a motion to approve the meeting agenda and recommended consent agenda items g1 through g19 so moved all those in favor please say aye any opposed say nay motion passes unanimously next on the agenda is governing board statements mr laney do you
003have anything for us sure so i had the opportunity to attend graduation as all of uh the rest of the board members and superintendents did and i had not been to a graduation since my college graduation which was quite a few years ago and uh it was interesting it was it was fun to watch the kids and the excitement they had and to get to shake all of their hands and um and just you know just see the different types of personalities come out as they accepted their their diploma and um i even overheard one kid mention his gpa as he came through the line and um let's just say it was barely passing but he was excited because he made it and um and sometimes that's what you need to do is you make
004it and you can go on and so it was it was really it was really fun mrs bacon yeah i also had the opportunity to go to graduation at horizon it was a hot one this year though it was it was very warm on stage um but it was again great one of the one of the best things that we do and um the the ceremony was wonderful at horizon and and they gave lots of students the opportunity to speak which i thought was really great and um that is the best best part of the job that we have um i do want to just take a minute to um i know we already had a moment of silence but i did want to take a minute to just say how sad i am and
005how frustrated i am in many ways about school shooting and really hope that um there are policy makers um who will really give this some thought and and think about it we as a board and a district have done a lot of things to ensure safety but it's not enough always and so we i just i just hope that a conversation gets started and i'm sorry that something like this had to happen for the conversation to start mrs case thank you um a couple things um i was able to go to the along with the entire board was there to the online graduation and there were 10 students that chose to attend the program there were i don't know 30 maybe or 50 50 50 who were graduating online but 10 came and it was
006very personal and moving they talked about each student and i wish we could do that at all our graduations but that's not possible but i just the care and concern that was given to those online students it was amazing and you could just feel their very variety of reasons for doing online and to graduate and it just made me appreciate that that our district provides um programs for a variety of students to fulfill their needs in order to reach their dreams and i was very grateful it was very moving to be there and i got to attend north canyon and participate in their graduation they had 86 first time graduates from high school that graduated they get a green cord around their neck and i just loved it and the love and concern from the
007administration from administration from counselors was amazing i was giving out diplomas he was handed them to me and he knew the story behind every student and it was just amazing to feel that compassion and love and the diversity at that school is astounding as it has changed and the culture has changed and but the love is there for those students and that's what's important and i really appreciated being there um also every time at this time of year i teach for three weeks i teach a reading course that i've been doing for 30 years and just to get ready for this reading course took me probably 80 hours to prepare to get this reading course ready and every year my appreciation for teachers just skyrockets and i realized how much time and effort they put
008in to teach our children and i just appreciate appreciate teachers so much this time of year and i apprecia appreciate all those helpers i have helpers that come back year after year and they like doing it and anyway it's just fun to have a 10 year old a 12 year old or 14 year old or however old helping the students learn to read and it's a it's just exciting to be a part of something that is a lifetime endeavor of being able to be a good reader and i appreciate the teachers this time of year a lot because i know how much time and effort they put into teaching and it's you have to love doing it in order to do it and i just appreciate our teachers and our district thank you mrs greenberg
009thank you um i had the great good fortune to actually attend three different graduations and all of them were indoors so that that was kind of a fun little perk this year i guess um as as my colleagues have said um we had the opportunity to attend our pb online graduation and um it was joyous it was just lovely um to see and um [Music] and it and there are i think most of us have had students who have taken online courses um but i don't believe anybody up here has had a student who's actually graduated from from pv online and you know it really does take a lot of um individual um fortuitous to do that i mean you really have to be focused and you there you you have to be in charge
010of making sure you get done what needs to get done and it's wonderful that we had that many students even though it was 10 walking but with that many students who accomplished that because it is a true accomplishment i was also at the road runner graduation we had two students graduating utterly amazing when you want to talk about individuals who [Music] learn and grow roadrunner is really the place to go and uh for these students to to walk to graduate um shows the tremendous efforts not just that they make but that all of their teachers make and i would highly recommend anyone who hasn't gone to graduation at road runner to please go it's it i get teary eyed just thinking about it now um and also finally um i had the opportunity to attend
011pinnacle's graduation this year with dr bales and we were inside so didn't have to do quite everything um first year at state farm it was incredible uh it's kind of interesting to see all the big screens and see all the seats and see everything else that's going on but um kudos to everybody at pinnacle kudos to the state farm staff because they've really got that down to a science a lot of student speakers performances and it was a tremendous affair and i appreciate that opportunity thank you i also spent the last two weeks going to graduations along with my colleagues and road runner is always a favorite because you get to learn so much about the students and the entire school comes and watches and gets to celebrate the students who are graduating that year
012and they get to look forward and see what can be accomplished if you're working hard and the whole staff is there and everyone is everyone has done something to bring those students to graduation and so that's really exciting to have them uh be a part of that and then also pv online and hearing all the individual stories and talking to the families and finding out why they chose pv online to be their school of choice and also was able to speak to sweetwater community school and that was a special one again it's a smaller group so it got to be a little more personal which was really nice to see the staff had had some messages that they put out to all the students each individually and then i finished off my graduation celebration at
013pv high school and while it's bigger and we couldn't hear from here about every student uh it was really fun to watch as students came down and would join the choir and the entire choir was there and would clap as their classmates would come join them and whenever you knew when a band student was graduating because the band was performing live they performed the music for us and they would clap and cheer whenever there was a band student coming through so it was kind of fun day to hear some of those stories and to see about that and then we got the national anthem played on electric guitar which was very cool and different so love to see that we have so many pathways that students can choose on their journey of excellence and that
014we really do offer something for everyone in pv and i think that's really special i think something to be celebrated and proud to be a part of it uh next on the agenda is call to the public we are about to convene call to the public which allows the public the opportunity to address the board although state law does not require that we hold a call to the public we have chosen to do so because we believe it is crucial for us to hear from our community about concerns and issues having said that please note that the board is here to listen call to the public is not designed to be a discussion due to arizona open meeting law the governing board cannot respond to discuss or take action on items brought up during this
015time however staff members may be directed to get back to you to address individual concerns additionally i want to remind you that in lieu of speaking tonight you may choose to submit written comments to the board by completing a public comment form on the district homepage tonight we have one person who has submitted a comment card prior to the start of the meeting you will have three minutes for remarks as a reminder the point of this and every board meeting is to accomplish the business at hand and to be able to do so openly and collaboratively all in attendance are expected to observe our meeting rules as well as rules of politeness and decorum so that we may serve as an example to our students that issues can be discussed in a respectful and civil
016manner please state your first name and last name when you come to the podium our speaker is jennifer ariza my name is jennifer ariza and first i want to say thank you for the time that each one of you put into your positions i know personally it's very difficult to make each one of these meetings i unfortunately was not able to make the last meeting so did submit comments online and i know it takes a lot of time to do what you do and i really do appreciate it so for that i want to thank you i stand here tonight as a concerned parent in the paradise valley school district and i really do appreciate the opportunity to speak as i stand here tonight i want to declare that pornography should not be allowed in
017our schools as you can imagine i was disappointed to see that the school board approved pornographic books to be added to the ap approved reading list pornography is most often thought to be pictures or videos of nudity or sexual acts but the depiction of those sexual acts in literature is also pornography the american bar association states that exposure to pornography harms children and youth by normalizing sexual violence creating unrealistic expectations and increases the risk of addiction that happens whether it's a graphic video or an explicit passage in a book i would ask each of the board members to please find out more about the harmful effects of erotic literature and pornography there are many studies that have been done on this and the impacts even to the children's brain and what it does to them
018pornography is used to train and desensitize people and increases demand for human trafficking porn users often seek to act out what they have seen and read in pornography have any of you known someone who's been a victim of human sex trafficking do you know that arizona is home to the largest human sex trafficking recovery program do you know that we are taking elementary age children into this program if we know that pornography and literature is harmful to children and we know that pornography is a gateway to human trafficking then i have to ask each one of our school board members why are we approving pornographic material to be in our schools while on your watch and in closing i would hope that the board recognizes that as citizens we are called to stand up to
019ensure the welfare of our communities when the citizens see that the school board is not ensuring the welfare of our students we will continue to stand up and advocate for the well-being of every one of these children thank you next on the agenda is superintendent comments dr bales thank you president mature agony board members cabinet and guests the tragedy in uvalde texas is the parents teachers principals and superintendents worst nightmare in pv schools we are proud of the work that we've done to plan train review and prepare for preventing and responding to emergency crises from bond dollars to provide security fencing and single point ingress from bell to bell to active district and school emergency response teams to meet to plan review and practice for 30 emergency scenarios we are constantly looking to improve the
020safety for our students and staff it's difficult balancing the need to create warm friendly and welcoming schools with protocols to control access from people with bad intentions it takes all of us working together to keep our schools safe learning environments our new district website will include more information for parents and what we do in pv for the emergency response preparedness and we will finalize the communication to parents in july as part of our preparation for a new school year as alluded to moments ago we will be rolling out a new website this month it will be a work in progress so please be patient with us as we finish adding content checking links and reviewing pages the district's pages will be mostly complete and school pages will fully develop by early august don't forget to
021refresh your page if it doesn't load the first time i'm thrilled to announce that amanda cherry a science teacher in the center for research and engineering science and technology aka crest at paradise valley high school was named the national association of biology teachers 2022 outstanding biology teacher of the year the journey of excellence for pb schools is certainly isn't just for students it's for our staff and this arizona award is well deserved congratulations amanda next i would like to recognize rachel mooth a registered nurse at horizon high school and well styles champion for taking time out of her busy schedule to apply for the healthy arizona work site program on behalf of pv schools as a result pv schools will be awarded and recognized for a platinum level hawp award the application process involves attending
022a full day of training filling out a worksite health improvement plan getting a leadership support letter and completing a centers for disease control scorecard all this took a lot of time and dedication so we are certainly and most gratefully thankful to rachel and congratulations to pb schools on this platinum level award pv schools values its partnership with the anti-defamation league and many of our schools participate in the adl no place for hate program for the 2021-22 school year eagle ridge elementary greenway middle school shea middle school and vista verde middle school received the no place for hate designation for creating safe and respectful learning environments and bringing awareness to the issues of bullying and bias each school takes its own approach to implementing and instilling the values of the adl no place for hate motto
023in students and staff members in pv schools we engage inspire and nurture students through high quality instruction meaningful educational opportunities and dynamic learning experiences this in our mission moment one way to show the value of these experiences is through scholarships and i'm excited to announce that the graduating class of 2022 was offered 59 million dollars in scholarships from colleges and universities across the country and around the world the academic and merit scholarships received were from vocational schools community colleges in-state and out-of-state colleges and universities as well as ivy league institutions we are proud of our seniors achievements and congratulate them on their success lastly allow me to express my thank you to our community support over the last year together we remained focused on our mission to support student learning just because many of our
024students are out of school and teachers and principals may be away from the building for some well-deserved rest much work continues to recruit hire and train our staff for a smooth and terrific start to the new school year on august 9th and those are my comments for tonight thank you next on the agenda is items for approval the first item to consider and adopt resolution number 513 ordering and calling a special maintenance and operation budget override election dr bales president mature governing board members cabinet and guest tonight we present for consideration approval a special maintenance and operation budget override election to be held in november you may recall that the district could have called for this election a year ago but we decided it wasn't the right time and honored our stakeholder input to reconsider
025ms berrigan will present thank you dr bales president mature and governing board we have the information ready for you powerpoint maybe there we go just an overview of the presentation we'll talk a little bit about the process the various things that the committee considered when we discussed the election and the process for moving forward we also received some community feedback through a survey that went out recently i'll show the committee members and recommendation and much of this presentation you will have seen in the march governing board work session so most of it will look very familiar to you with our process the superintendent selection committee provides a recommendation of the cabinet and possibly adjustments are made at that time the governing board reviews that data in a study session and requests any additional information or
026data that they may want we receive that community feedback and then the governing board determines whether to call for the election by june the committee considerations included a general understanding about how the district is funded the history of pv schools and recent statewide elections our override laws our current economy the political climate our voter concerns in the pv schools area as well as property taxes for our local taxpayers the timing of future elections and this year unusually it also included considerations of how the aggregate expenditure limit may affect that just a reminder of how the school district funding formula in arizona works and as it relates to override first of all the legislature decides the amount of per student funding each year and essentially all students across the state of arizona start out at the
027base of the same amount per pupil that per student funding times what is called the total weighted student count because each student has a weighted student count related to them whether that's for special education or a k3 weight or a k8 weight or so forth the funding per pupil times that weighted student count gives us that rcl that revenue control limit which is the base base number for the m o budget the biggest budget in the district overrides are additions to that funding formula and are therefore fully paid by the local taxpayers and so they must be approved by the local taxpayers and asrs 15481 allows districts to have up to 15 percent of that rcl number in an mno override the m overrides are good for seven years and they start phasing down one
028third each year after the fifth year just to remind the pv schools what overrides we do have in place we do have a district additional assistance override as well as an mmo override currently the current daa district additional assistance override was approved in 2019 and that's good for five more years after this year that is six million four hundred and ten dollars annually split up with 5.96 of that being for instructional materials and the remaining 450 000 for support vehicles the m o override uh changes because it's a percentage of the rcl each year but currently for fiscal year 2122 is approximately 27.3 million dollars voters last approved that november of 2017 and that one third phase down that i mentioned each year starts in fiscal year 23 24 meaning that this november is our
029last opportunity to pass an mno override without having to see that one-third phase down excuse me the actual authorization we have is for the full 15 percent our prior override was thirteen point two four percent and i'll remind you why that is in a couple of slides so as mentioned without that successful renewal then uh we will have to reduce the budget in 23.24 by nine to ten million dollars just to provide a summary of taxes because that is important to each of you on the board as local taxpayers in the district as well as to everyone in our community this table represents if there were no changes to assessed values in the district if we continued the 15 percent emino override not likely to happen but the next slide will help illustrate the point
030and the point is that because we're continuing a 15 override you'll see that in the fiscal year 21 22 and the fiscal year 22 23 column the numbers are the same so that were to say if nothing else were to change and we continued the 15 override there would be no change to the local taxpayer even when you go down per 100 of assessed value or per 232 which is the average assessed value in the district and when you break that out per day or per month so the next slide shows the fact that based off what we expect for the assessed values moving forward into next year that if there were the changes that we're expecting that the m o override amount per uh assessed value or per dollar of assessed value would actually
031go down and that is because the assessed values in the district are going up so when the assessed values in the district go up there's more dollars to spread out over spread out over the override so we would see something around the amount per month of 13 and 20 cents or per day 43 cents uh for the override per uh the average annual assessed value of a home of 232 000. when we put together the emino override voter pamphlet that goes out to every voter in the district this will have an updated table with current assessed values whatever the new average assessed value in the district might be it's going to be higher than that i can tell you that and break those down you know into the various per day and per month so
032we'll have updated information these are estimates at this point in time this is just sharing that the property values have increased by an average of 5.4 percent in the district over the last five years and again when the property values increase then we can spread that tax out over more dollars and decrease the tax per the override this these tables provide a little bit of history of our overrides and bonds since 1999. you'll see emino overwrite on here you'll then see a bond the one that says coor was previously the capital outlay override and is now known as the district additional assistance override you'll see the two columns represent the number of yes votes and percent of yes vote and then the next set of column represents the number of no votes and the percent
033of no votes and to get to the point the point is that the only time the district hasn't passed an override was the m override in 2008 you'll see that there was a higher percentage of no votes than there was yes votes other than that the district has passed all of all of the overrides and bonds since 1999. we have a very supportive community this is a little bit more about the m o override history the first 10 percent m over m o override was in 1988 and successful overrides until 2008. in november 2008 the election um for the k3 override was successful but the m o override didn't pass so we went back out for the m override in november of 2009 and it was successful then in november of 2013 the district combined
034the 10 percent they were separate at that time the ten percent emino override with the five percent k3 override and arrived at 13.24 percent and the reason that is is because the k3 weighted student isn't worth as much as a k-8 weighted student and a 9 12 weighted student so they i think were thoughtful about the fact that they wanted to maintain the same tax rate at that point in time and made a 13.2 percent 2.24 override and that's where they landed with that uh then by 2017 in november the override was increased to 15 and that was successful so our voters were saying we support the additional increase and we are now at the cap of the 15 percent and then as a reminder 23 24 will begin the phase down if it's not
035re renewed this november i want to share just again some of the statewide district election data from currently the districts there's about 225 in the state 93 districts currently have an mno override and only 27 districts have a current daa override so we are very lucky that our community is supportive of those for us in 2021 this summarizes where the elections for school districts in the state of arizona landed with mno overrides being passed 70 percent of them district additional assistance overrides 80 percent passed and bonds only 50 percent passed it's a little unusual bonds usually do the best last year was a little unusual in more ways than one uh this reflects district election data between 1999 and 2021 and kind of groups it first of all as a total 760 questions or 760
036times districts have gone out and asked for either an emerald override a district additional assistance override or a bond in even years there were there was 68 percent of school districts that passed and an odd year 70 percent those are some of the statistics we look at to see is it better to go in an even year or an audio it's not a large difference there but uh important to note and then you'll see the chunks of time from 99 to 2003 and 2004 to 2008 those were passing at about a 79 and 78 rate uh from 2009 to 2013 that was when we're coming out of a recession and things were not passing as much so there's only a 51 passage rate uh by 2014 and 2018 things were looking a little bit better
037at 74 percent and from 2019 to 2021 we're at 71 percent uh as an average 70 percent is the passage rate for questions specific to emino override elections you have here it says you know the number of questions and any that were new so there were no districts that went out for a new m override districts that hadn't had an m override in the year prior there was one district that asked for an increase in the override so that would have been similar to what we did in 2017. there were six districts that were continuing the override and then there were 16 that were doing an early continue which means they went out in year four instead of year five for the m o override of the ones that were asking for an increase in
038the m override that one did not pass unfortunate for them the continuation overrides passed at 50 percent and the early continues passed at 81.3 so early continues a little bit better than continues last year this language is in the most recent voter pamphlet that was in 2017 for the m o override and delineates the things that the school district will be using those funds for you'll see that there's an emphasis on the academic programming competitive salaries for staff instruction for technology pe and fine arts and then a safe and healthy school environment this is the new information that we received on community feedback we surveyed and received 403 responses of high efficacy voters and this shows the party registration for those respondents 40 44 republican 34 percent democrat and 22 percent other so we had
039a good cross-section uh some of the questions we'll share the responses with you on that i think are most salient and the first one is do you believe arizona's public schools are funded adequately to provide a quality education for all students 25 of those surveyed said yes 14 were unsure and a large number 62 percent said no we do not believe that the funding is adequate so that would lend towards support i think of an additional funding source such as the amino override the support for continuing the pv usd emino override 64 said yes 17 said no and 16 were still unsure um even if all of those that were unsure decided to say no overall the point is 64 said yes and in order to pass the override you need 50 percent plus one
040vote not another percent but literally one vote to pass the override and then there's three additional questions of would you support the budget override if you knew so the first if you knew is that the district has increased costs due to the higher minimum wage and inflation 64 said that they would support the budget if that were the case if they knew that were the case then is without the additional funds programs and services to students will be reduced at all school sites 59 percent were in support should that be the case and that without the additional funds it's likely that class size will increase in programs may be eliminated again 58 supportive of that then we asked what are sort of the priorities of importance for what these funds go towards and you will
041see technology really being at the top at 88 percent and that's the instruction technology using instruction for technology not necessarily the purchase of technology which would be a district additional assistance override pe art and music are fairly close at 85 and 84 percent then you have competitive salaries for teachers and staff at 83 percent increase school safety also at 83 percent reduction of class size at 81 percent drama at 80 percent and staff development at 79 so there's a lot of support for for various pieces that we do already have in our m override and being able to continue those and i take every opportunity i can to thank our community for their ongoing support and want to take this opportunity to do that as well you know with bonds and district additional assistance you
042get to actually kind of see those projects come to fruition and this mno override work is done day to day in our classrooms in supporting our students it's a little bit harder to see but it's being it's happening all the time these were our planning committee members we had a cross-section of community members parents central office administrators principals teachers and support employees and just want to let you know i appreciate their work and their input that they provided for us as uh shared in march the committee unanimously recommended the cabinet that we call for the mno override election on november 8 2022 and cabinet thusly recommends the call for the mno override election on november 8th 2022 i'm happy to answer any questions from the board i will also note that our attorney jim giel
043from gus rosenfeld is with us electronically somehow and we can ask him questions if we need to okay i'm going to start with a motion from mrs bake and then we can move into questions so moved oh i'm going to actually ask the motion first sorry may i please have a motion to adopt resolution number 513 ordering and calling a special maintenance and operations budget override election to be held in and for the district on november 8 2022 as presented so moved do we have any questions or comments mrs case i consider myself to be a very fiscal conservative and as i have been on the school board for years and years as you might have noticed i have come to appreciate what the amino override does and how important it is that we pass
044it and that what these funds are used for i remember having a frank conversation with someone who was very confused and had publicly tried to not have an override pass and they said well we need more money for teachers and i said do you not understand if you don't pass the m o override we will have less money for teachers and they didn't understand and i just it is so important that our children have the opportunities to have the specials smaller classrooms teachers need to be paid more if this we need this override to continue our funding and once again we are having less funding than most of the states in america and we need to pay our teachers a competitive salary and have them be able to want to state to be teachers and
045we need to p pay all those people who help support the teachers the money to keep the school district running as it needs to and this is a good thing this is an investment for the future of our children and i just want to say that how much i appreciate the community supporting the overrides and bonds in the past and as i have worked on knowing where the money goes for many many years money the funding is carefully chosen as to what it has gone to and so i am in very much support of continuing and while i'm on this subject let me just clarify this so if i might have a question for mrs berrigan um will there be for taxes for homeowners is there will there be an increase at all with this
046override if it is called if we choose to vote for this is there any increase in taxes with this emino override so it is a continuation of the override and things can get a little complicated because it depends on an individual's property value in comparison to the total district value and if for some reason someone's individual property value skyrocketed in a way that was unique to the area and that the area didn't increase it is possible that that person's taxes may raise that is very very unlikely to happen overall because the assessed values in the district have increased to 4.25 i think billion there are more dollars to spread over essentially the same dollar amount or close to the same dollar amount because it's a 15 continuation okay so it's a continuation we're not going
047to 15 i mean 20 percent we're not 10 17 which i think by law you can only go to 15 anyway correct but we're not increasing that it's staying the same and in all likelihood i've watched those for years and when you say are saying that it's a continuation it truly is because i look at those when i get my tax bill i very carefully look at those and um it continues the dollar amount and it might go up a penny here or two there back and forth but overall it's a continuation of what we already are doing that is absolutely we are not asking for more we are not if this goes we vote to have this go to on the ballot it's not asking for more it's staying the same yes continuation of
04815 okay thank you any other comments or questions i do have a if mr laney did you have something sorry you can go ahead if you like doesn't matter go ahead okay so uh as as mrs case said she had a conversation with a person who didn't understand that this that would have been me before being on the board and um and and so being on the board gives you a different perspective of things and seeing how important something like this is and actually how little it is per person and so to those who may be wavering i would strongly encourage you to support this at this time mrs greenberg um one of the issues we as a district and i think any district faces is the fact that um statutorily we have to call
049this an override and there is a perception that we are going outside the boundaries of um a budget or our what our budget should be and um it is i don't want to say this it's sort of a quirk of arizona um that we have to sort of walk that path in terms of language etc there we have a state that is still figuring out its budget for next year so we are walking into an unknown as to what that could look like and we are [Music] if we approve this as we have in the past we are looking to our community to help provide a certain amount it's not huge but a certain amount that that the legislature says we can ask of our community um i do appreciate that there is a potential
050that that when people look at their tax bills um it will be less and certainly not more for the most part but i also think that again as we look at what these dollars go to um amino is kind of a district's general fund and a good 85 plus percent of that is salaries and benefits so it is people it's not things it's people and as a school district that is who we are we we you know as we have teachers and we have other staff members certified or not and everybody here is here to educate the kids in our district and that's what an mmo override goes to support when it's not there we face the in a you know unenviable task of making decisions that absolutely affect people both our employees and are
051inevitably our students and families so i do hope that we can get past the conversations that always seem to focus on you're not living within your means because i think that's a whole other decision that the legislature puts on us as to what is considered our means um and that our community will continue as we have in the past with that one blip year which was the year if everybody will recall at least around this district the question that went down was actually on the back of the ballot and so i think there was a different sort of perspective on on that override and i just don't think a lot of people saw it um but anyway uh i just hope that if we do vote to put this on the ballot um that our
052community once again will support it because it is very much needed thank you mrs bacon um i just want to say i think you know one of the things that we've been able to do is um keep lots of um fine arts um we this this is something that would be difficult to do without an mmo override it would be difficult to fund some of the programs that we have that are really critical crucial to students liking to come to school it's really important that they like coming to school and sometimes it's the choir that gets them to school every day um sometimes it's i get to go to art class so there's lots of lots of benefits to the things that the m override will bring and i think to not want to continue
053that is short-sighted so i would also support okay mrs berrigan i do want to clarify um we talked about assessed value being you know average of 232 000 you're expecting that to go up but it's not going to increase your assessed value is different than what your appraised value may be on your home that's correct i just wanted everyone to be aware of that that they're not looking at that and saying wow well my house is very different from that assessed value is a different number than your appraised value of your home that is correct and anybody can go on to the maricopa county assessor's website to see what the assessed value of their home is then if you want to know the appraised value of your home you could check zillow or something of
054that okay sure two very different numbers just wanted to remind people of that additionally as new homes are being built in our community the in addition to the values going up and spreading out among the dollar amounts with additional homes it's actually being spread out among more homes and more people that is correct um and so therefore there is the ability that it may be it's the same dollar amount but it's going to be spread out over uh many more homes and so that will affect the rate possib possibly going down then in addition to the dollar amounts um of the uh homes going up it's that there's more homes to go across that's correct as well as commercial properties oh great yes not just homes but commercial excellent yes excellent thank you and i
055do want to point out also that we're looking at um inflation right now is about nine percent am i capturing that approximately in the phoenix scottsdale mesa area it's closer to 11 percent okay so 11 of things that we are going to be purchasing um 11 on uh you know in general are services that we contract for um inflation for minimum wage is that what we're anticipating being about nine percent for statewide or are we anticipating that to be more inflation for minimum wage is based off of the u.s large city average which is about 8.3 from april of 2021 to april of 2022 and they ultimately use the august to august number so it'd be about it's approaching 14 an hour okay and as a school district we are increased our cap that we
056are increased for inflation is not the national average that they are going to raise all of the minimum wage by but we are capped at two percent it is currently at two percent there are some discussions at the legislature to increase that up to as much as 9.3 but you're leading into my whole next uh employment i'm sorry i'm getting no knife in a good way okay i just wanted to make sure because that was one of the questions that people were absolutely uh were interested in that if if they knew that uh minimum wage were going up then that would make it a more likely positive thing so i just wanted to point those things out in this conversation additionally as a board we if this is approved tonight then our task would be
057to provide a letter of support on behalf of the district or on behalf of the board uh showing our support for this and so i would propose perhaps mrs greenberg would like to work on that letter with me said letter would be brought to the next governing board meeting where we could review it discuss it change it it would just be a draft that mrs greenberg and i would work on and would be brought back to the entire board for approval at that time so that's okay um any other questions or comments mrs case okay education funding is very complicated in the state of arizona if i get this wrong mrs bear bergen correct me okay so so there's pots of money that can only be spent for the designated things it says it can
058be yes okay so when there's bonds that come out they cannot pay a teacher salary period it can never pay a teacher salary or their benefits or pay for electricity or pay for water it cannot pay for the mno stands for maintenance and operations then there's a pot of money for m o so maintenance and operation and then there's the other uh 20 or 15 different pots that i don't quite understand even after all these years but they come there's different other pots of money so generally our maintenance and operations pot is what well it's not generally it is what pays for teachers and it is what pays for their salaries and for their benefits and so to help continue the programs we have we need that pot to be as full as it can
059be to pay for teachers and salaries and support staff so that is what the eminent money does it does that it doesn't pay to build a new building and i wanted you to i wanted that point to be come across thank you okay um then with that mrs chesman may please have a roll call vote mrs greenberg i mrs bacon aye mr laney aye mrs matura aye mrs case aye motion passes unanimously next on the agenda is approval of proposed fiscal year 2023 state of arizona school district annual expenditure budget dr bales president mature governing board members cabinet and guest tonight we present for consideration approval of a proposed fiscal year 23 annual expenditure budget the final adopted budget for fiscal 23 will be presented for consideration approval at the next meeting miss barrigan will
060present tonight thank you dr bales president mature and governing board members tonight is the budget proposal and the presentation outline is to review our revenue assumptions and as mrs greenberg stated there are going to be a lot of assumptions because there is not a state budget yet then we'll talk about some of our expenditure factor factors our budget outlook we'll talk about each of the fund budgets property taxes again and a little bit about truth in taxation the budget proposal to budget adoption there are no changes that are allowed between that time and typically we just give a very summary piece of information three to four minutes during budget proposal but i do think it's important for the board to have time to think and consider things even though changes cannot be made for the
061adoption to have all of this information now and i will present this information again for the budget adoption on june 20th as well starting with our revenue assumptions we are assuming that our average daily membership is going to stay stable you do have the demographic report in the board update that has been shared with you there is a worst-case scenario of a potential for up to 268 students reduction into next year we will have more information obviously after school starts but we are projecting for now or that we built our budget off of a stable adm this budget estimates inflation at an increase of 9.2 percent that is above the 2 percent and that number doesn't come out of thin air but that is approximately the highest number that we have heard from any of
062the budget proposals that are down at the legislature i am hopeful that that's the number i don't know that it's particularly likely but we need to plan for that and as with the history in the district and um as we did moving into this year the budget proposal and adoption are adopted at higher numbers than we actually expect it is because usually the state hasn't finished their budget at this time that so many assumptions are needing to be made we need to make sure that tax collections are at an appropriate level as well as being able to access all of our mno override and if we have our rcl too low which is an effect of the inflation increase then we may lose out on some of that budget override cash so there's an additional
063district additional assistance assumption that we may receive inflation on that which we never have before at two percent that has been part of some of the proposals that have been discussed down at the legislature then we have classroom site fund per student funding decrease of just 25 per weighted adm we don't normally like to see an increase or excuse me a decrease but as you remember maybe from last year we had a large one-time payout from the state and so our amount in this fiscal year was seven hundred and three dollars 733 dollars per weighted uh adm uh i would have thought that this number moving into next year was going to be closer to maybe 550 maybe 600 so to see 708 per weighted adm is a significant amount of money and allows us
064to be able to increase our performance pay to our teachers fairly significantly additionally we will receive the prop 123 funding as we have we have a few more years left of that and then there's an assumption of the s an estimated special education weight that's been discussed of an increase from 0.093 uh to an increase of 0.3179 so adding that weight to students with the special education category that's listed there d-d-e-d-m-i-i-d-s-l-d-s-l-i-o-h-i so it's sort of a kind of catch-all and if you remember from last year the weight for that category used to be point zero zero three so moving into this year they did increase that to point zero nine three and then there are discussions that continue at the legislature to add even more to that the estimate somewhere at around point three one
0650.3179 so again these are large assumptions but the budget has to be proposed and adopted before july 15th and we do not have a july meeting and the state legislature has not made a budget so we have to have a lot of assumptions in here but we have opportunities both by december 15th and may 15th of the year to revise the budget and those budget revisions will be accurate completely in what our current adm and the weight and the inflation and all of those pieces are going to be so we'll share those updates in december and may some of the expenditure factors that are taken into consideration for salaries and benefits as we have already approved from the board we have the permanent base increase to salaries of one percent with 0.83 percent coming from
066mno and 0.17 from another budget balance carry forward fund we have the one-time return to work stipend that we are continuing from this year into next year of a thousand dollars based on fte an additional one-time retention stipend of three point three four percent base payout uh out of esser those last two items are out of esser we have the hard to fill agenda for community education aids special education aids and bus aids pay adjustment for bus drivers dispatchers and routers there is a 665 000 increase to the district for employee medical insurance the teacher performance pay increase is going from four thousand six hundred and thirty one dollars per teacher to five thousand two hundred and seventy four dollars that comes out of classroom site fund and then minimum wage uh in january of
0672022 increased to 1280 so we have that increase in the budget and as mentioned previously right now we are looking at an 8.3 cpi uh from april 2021 to april 2022 that may still continue to increase when we have the august 2021 to august 2022 measurement and we're approaching fourteen dollars per hour for minimum wage through the next two slides ms berrigan will discuss a budget shortfall we had to deal with over the last couple of weeks and one that will require further decisions in the next fixed school year too i want to recognize that the air to create this shortfall occurred in the early spring of 2021 while planning for this current year school district budgets are unfortunately complicated as mrs case mentioned by arizona revised statutes and explaining them are even more difficult
068in the spring of 2020 the district received an enrollment stabilization grant valued at nearly 14 million dollars those dollars were allocated by the state to support the loss of enrollment and other expenses due to the pandemic in the early spring in the late winter of 2020 in the early spring of 2021 those dollars should have been included in the m o budget plans for this current year 2021-22 i'm proud our new assistant superintendent and her team for discovering this air typically errors like this might not show up until budgets are closed at the end of august and reported in the annual financial report which is completed in november while this shortfall requires adjustments both short-term and long-term allocations it is solvable in a 330 million dollar budget ms berrigan will continue with more details thank
069you dr bales as shared the district has experienced the budget shortfall uh and the amount is a little bit more than just the enrollment stabilization because there were some increased expenditures as well but the primary factor is the district did not return really nearly 14 million dollars worth of expenditures that were moved to esg wasn't considered in the preparation for the m o budget for fiscal year 2122. the additionally professional growth is approximately 300 000 more than what was projected uh over time looks like it will be quite a bit more than projected right now it's about twice the amount of overtime that we had from last year the majority of that overtime is for transportation school support staff and other areas that have those high vacancy rates additionally fuel expenditures are higher than the
070prior year by about 405 thousand dollars and utility expenditures are looking to be higher than was projected by about 250 000 but again just a reminder that primary piece is that enrollment stabilization grant the district fortunately does have funds in medicaid classroom site fund medical prepay and direct cost and mmo budget balance carry forward as well as a little bit potentially an esser that can be used one time this year to solve the fiscal year the current year that we're in or about to end to solve the current budget shortfall this was discovered after the 2223 budget was planned therefore we have to address that in 2223 as well and moving forward so the plan is for the district to engage with stakeholder leaders in a process that will address long-term solutions for the budget
071shortfall as and any thoughts and ideas that those folks may have to stabilize the budget moving forward as dr bales mentioned it is solvable and we will work together to get it resolved i'm actually just going to pause for questions there may be before i move on that's okay you can still ask them at the end can i go ahead can i have a question so that 13 million happened before you were employed here yes okay so as i've mentioned and i have been working for years to try to understand the finances and i can understand just a little bit of it and you're very good at explaining things so it was classified in a wrong category is that kind of okay so the governor the governor had enrollment stabilization grant is what he ended
072up calling basically his use of federal funds it was like his version of esser that he provided to schools to allow them to stabilize their enrollment because lots of school districts were seeing serious declines in their enrollment but already had commitments in contracts to staff across the state so that part was is not unique to pv schools that was funds that we had in fiscal year 21 and so what would have been needed to consider for the budget moving into 2122 was that if we weren't cutting those expenditures that needed to be considered as expenditures moving into fiscal year 2122 and that's what didn't happen so they were continuing expenditures okay thank you for explaining that more you're well appreciate it you're welcome okay i'll continue that these are our basic operating uh budgets and
073they support the day-to-day operations effectively obviously the salaries and benefits of 85 percent as well as supplies utilities and purchase services the largest of which is our maintenance and operation fund which we have in here projected and we know that this is high a little over 263 million dollars we're projecting classroom site fund budget to be a little over 25 million and just a reminder classroom site fund comes from state land trust revenues as well as sales tax we also have the additional instructional improvement fund of 1.25 million dollars and that comes from gaming revenues that also has basic salaries as well as dropout prevention in there we have a medicaid reimbursement budget of potentially eight million dollars as well as indirect cost of three million dollars an indirect cost is really the overhead of
074running various grant programs that we have in the district with our capital funds we have unrestricted capital 6.4 million of that as a reminder is our district additional assistance override that was approved by our local voters and much appreciation for that as well as bond building we expect to expend around 48 million dollars this next year that's not just school construction projects but student transportation vehicles and technology as well and then we have the adjacent waves budget at a little over 2.6 million dollars and i have some more information about adjacent ways coming up with our federal and state grants because we still have ester money to spend our federal grants are a little higher than what a typical year would look like a little over 61 million dollars almost 62 million dollars and then
075state grants a little over five million dollars those state grants do include results-based funding college credit exam incentives school safety vocational ed first things first early literacy grant and project momentum we have our debt service and other funds debt service is the repayment of bonds at 58 million dollars our community education program at approximately nine million dollars food services at 10 million insurance proceeds at 200 000 and then a combination of all of our various other funds at a little over 16 million to discuss tax rates again we see the 21 22 school year our current school year and what our primary and secondary tax rate as well as the total tax rate are and then the estimated for 2223 based off of the increased and assessed values bringing us to 4.25 billion in the
076district and we will see a slight decrease in the combined tax rate of 0.231 and doesn't ultimately add up to a whole lot of pennies but a decrease is typically better than an increase next i'm going to give you information on truth and taxation when we have the budget adoption and hearing on june 20th we also have a truth and taxation hearing at that point in time and it's a little bit more formalized and at the end of that the board would take a roll call vote for that piece but just want to give you some heads up on that information so truth and taxation is an interesting piece of school district budgeting in the state of arizona since 1997 school districts have been required to disclose to voters the district's intent to raise taxes
077and i say that lightly and you'll see why in a few slides that are outside of the budget limits established and this is really other than asking our voters for an m override the only way a school district can go outside of what the legislature approves and you can see we don't do that to a very large degree but the purpose is for expenditures that are adjacent ways things that are adjacent to the school district to help with the safe ingress and egress fire lanes and almost exclusively that's generally what we use our adjacent ways funding for there's a little bit more that comes with adjacent waste funding when we're building a new school because you're putting in a whole new fire lane and other ingress and egress and so we can levy for that
078to our taxpayers it's not a significant amount of our total budget though the legal requirements are to first of all determine if we have a truth and taxation hearing and whenever you have any any dollars in there you have to have that hearing then we publish in the local newspaper to let voters know and the verbiage of that uh notice is specific and i have a slide that shares that in a moment but that will be in the june 9th arizona republic then we hold that public hearing to adopting prior to adopting the budget with a roll call vote by the board to follow and then uh after that's uh taken care of we notify the property tax oversight commission of the hearing and the vote this is the notice that will go into the
079paper i won't read all of it but it's to comply with uh arizona revised statute and the it's a one-time levy this year of two million six hundred seventy six six hundred seventy six thousand two hundred three dollars and the notice that you saw indicates that the taxes are on a home with the assessed value of a hundred thousand dollars increasing from zero to six point two nine five and the reason it reads zero is because they wanna go back to before the districts actually levied for that so zero what to me would imply last year's amount and that is not how the notice is allowed to be read so basically every district's number their first number is zero to whatever increase it it may be and in this case it's six dollars and 30
080cents but in actuality our fiscal year 2122 adjacent waste tax was two dollars and 21 cents per hundred thousand dollars of an assessed value home so really that increase is only the difference of the six dollars and thirty cents in the two dollars and twenty one cents which is about four dollars and nine cents on a hundred thousand dollar assessed value home and of a hundred thousand so if your value is assessed at more than that you multiply if it's the 232 000 for example you'd multiply it by 2.32 but effectively that's only 34 cents per month so as you can see it's not a significant amount as it relates to the taxes unfortunately it's rather confusing for the local taxpayer and we have to post it in the paper but that's why i take
081a little bit more time to explain that in the board meeting and we'll do so again for the adopted budget these are some of the projects that we will do there's going to be some demo and paving of fire lanes with the stabilization for greyhawk shea middle school pinnacle pinnacle peak prep boulder creek desert springs mountain trail and liberty a new fire lane fencing and mountain trail and then a potential for a hawk light at shea middle school and shadow mountain high school the city has also received some comments related to that as as our governing board did at the last board meeting and we do take the safety of those students as a priority and are hoping to work something out with the city to maybe have a median there as well as a
082hawk light and as a school district we are allowed to levy for a hawk light that is part of the adjacent ways allowability in 15905 and with that i'm happy to answer any questions on the budget as a whole or adjacent ways in particular whatever you may have mrs case thank you um could you define what ingress means and the other word too i'm sorry yes ingress so that's entry and egress is essentially exit so safe entry and exit onto a school campus and who utilizes that just explain it some more yeah so basically that's uh parents teachers anybody driving into the school would ingress into a driveway egress out of a driveway for example so sidewalks the driveway in and out yeah it wouldn't necessarily be the sidewalk per se but it would be
083the actual driveway moving in and out of there so there's a would be ingress and egress to a fire lane for example and allowing the paving of that and the upkeep of that okay i just want to kind of get a definition for sure q you're welcome mr laney so would dr bells be able to give a little bit more information about the the whole chase situation [Laughter] i'd be happy to president matura mr elaine governor board members captain guest um we have had some ongoing conversations as was reported at the last board meeting with the city of phoenix for since 2013 and we have made some progress over the last few weeks working with them and the member of the representative of the mayor's office as well as councilwoman deb stark and together we're
084all trying to find solutions to honor our community's requests for improved drop off and pick up for students both at shadow mountain high school and shea middle school and so in coordination with them we've been meeting and we have some tentative plans and ideas to move forward on and we hope we hope that some of those will come to fruition over the course of the summer before our august 9th start so i would give my appreciation to councilwoman stark the mayor's office and staff for working with us and and helping support our communities request for changes and i think that we're all optimistic that that will happen sooner than later thanks i am basically you know what is that uh nine years of work just came to fruition is basically what just happened and so
085i really appreciate all the coincidences that happened in that to uh to get that together and in finding out about this little shortfall i know all of the board members asked what happened with that and and so i just wanted to say or give my appreciation to our current staff at noticing that and i think it took you quite a while on researching where it came from because you noticed discrepancy and and then you were able to track it down over months of work and so i'm grateful that you actually found this problem and can address it before it became a serious issue so thank you mrs bacon yeah i i obviously i appreciate um the the work that's gone into figuring out how to address the budget shortfall um i mean i think we
086all wish it hadn't happened everyone in this room um but it did so we have to we have to address it and and we'll do that i appreciate that we have been um so forthcoming and open about this happening um this is certainly something that um at such a small percentage of our budget we could have just not talked about but that's not the way dr bales leads it's not the way this board leads and and it's certainly not the way any of us would want to do business so i appreciate that um i you know we're we're going to have to figure out we got some hard decisions to make coming um and um i'm committed to doing what i can to make sure we can do this in the least painful way possible
087um and and the way that least impacts teaching and learning in our schools so i wanted to say that the second thing i wanted to say is um councilwoman deb stark has done so many things for our district um over the years and this is one this the response that she's been able to give and has given us um has created hope for us um in the shay corridor and so we're very excited about that i appreciate her hard work um the mayor's office and everyone who's involved in um getting this situation resolved um including dr dr i just gave mr appleman a promotion to the honorary degree dr appleman no mr appleman and everyone at shea and shadow who have been working on this um and mr lawrence at shea for so long so
088thank you for that and um i just want everyone to know we are watching what's happening financially and and we're going to take responsibility and be accountable for it thank you mrs greenberg um just sort of to echo what mrs bacon just said um i i i yeah we could have not said anything but i don't think we ever would have not said anything and i do appreciate the the openness um and the leadership that dr bales and his bergen have shown on this and i also appreciate the fact that we feel that there are places we can go to fix this this is not a hair on fire this is not a um you know we're not panicking that we can't fix this um because we do have incredibly dedicated professionals in our finance
089department and in leadership and um i remember once upon a time because i've been on this board for a while too and i think it was probably when the recession hit there was talk at the legislature that districts that had contingency funds would be penalized for that that we weren't allowed to have saved money to have our own rainy day funds etc etc they were going to limit them to maybe one person i mean it was just the conversations were incredible like the districts that had been fiscally responsible were going to um take a hit for that um but i appreciate that we have always been fiscally responsible and that by doing so we have put ourselves in a position to figure out how to deal with this and um as mrs bacon said do
090it in a way that keeps as much pain away shall we say from the classroom and i just want to add my thanks for that and uh and i wanted to again thank you for finding it and uh investigating and finding it before we closed out the year officially um to to save us that and i do appreciate the leadership that uh we will be working with stakeholders to make decisions moving forward that this is not just a decision that will be made and and everyone has to live with that decision it will be taking people um and uh taking everyone working together to to solve this so so it is something that everyone can live with um with the results and that it's not something that will just be dictated down but we'll be
091working with stakeholders so i think that's a really important it's something that pve does it's the pv way to include stakeholders and in decision making and and i appreciate that that continues with something like this so thank you um and with that uh we need our motion uh may i please have a motion to approve the proposed fiscal year 2023 state of arizona school district annual expenditure budget as presented so moved all those in favor say aye i any opposed say nay motion passes unanimously next on the agenda is approval of the superintendent's performance-based pay um i'm going to ask for a motion first and then comments uh may please have a motion to approve superintendent's performance-based pay in the amount of ten thousand dollars so moved any member of the board wishing to make
092a comment mr laney sure i'll start off the comments here so i want to put this in perspective that um that our superintendent just had to go through not in a hundred years has a superintendent had to deal with a pandemic and we had a first-year superintendent who was willing to step into it and deal with it um could things have been different or done better of course um do people make mistakes absolutely we're all human and that is that's what makes us human but we don't arm chair quarterback things i can't see up close with my glasses on so we're using this opportunity as a board to send a message that we feel going forward dr bells will do his best to improve pvsd paradise valley school district to take information to take the
093information he has at the moment and make the best of it being on the board has given me a unique perspective that only five of us get at any one time i wish everyone who has a complaint suggestion or anything i wish they could get this opportunity it's this perspective and insight that's helped me make this decision that i'll make and that's what i have to say about this mrs case thank you um you know i've been very desirous that we put a lot of effort into increasing the academic of our students and some of the things that have been put in place um have been able are going to let us see where a student starts and then progresses through the year and through ends there's been a lot of coordination through our cabinet
094and people helping them that this can happen and i appreciate the diligence that has been shown in this regard especially this has been something that has been of concern to me that we do a lot of programs but what are we doing to focus on academics how are we trying to improve each and every individual child's academic performance and teaching is something that is near and dear to my heart and i appreciate dr bell's making that his focus and i am looking forward to the fruits and the results of that it's in the beginning stages and i believe that we have a great opportunity to go forward and progress and have each individual student progress and improve in math and in reading and and various subjects and i'm looking forward to that so this is
095why i'm going to approve this thank you mrs greenberg um yes i um i mean here we are in year three of the pandemic and and we're kind of feeling i think that it's in the rearview mirror i don't know that it is but i think that's the feeling but as we have been in i think one of the term i've heard about this year in terms of pandemic is this was the hardest year that as much as coming back into the classroom and everybody educated this was still the hardest year because there were still things we have been dealing with now think about having to be in your first year as a superintendent during this hardest year and that's that's the role that dr bales has been in this entire year um we all
096know that he brought um a wealth of experience as an educator to the role that this as we all know it's first year on in a position and um in looking at you know obviously we get a lot of information about how things are going what what um we deal with goals and objectives and we have a very good handle on how those are going um and so we do have an idea of what the performance of the district is and that happens on many levels it's not just standardized test scores etc there's there's a great deal that goes into it and i think we all know that i mean i don't think i'm saying anything brand new um i also feel that in moving into this role um you know and making decisions for
097example about uh dr bale's first contract i think there were decisions made in that contract that were very supportive of the district and i think dr bales has shown in everything he does that he is here to support this district um you know none of us are perfect we've we've just seen some some um an example where we are we are dealing with um an issue but i think in dealing with that dr bales has shown once again the integrity and transparency that that um are his hallmark and so um you know having sat here for what 18 years now and looked at this you know performance pay reflects overall performance not just for dr bales but the district and um that's why i appreciate that we have the opportunity to provide this and um
098i will be supporting this thank you mrs bacon yeah i mean all i want i'm gonna obviously i will support it and i um i'm appreciative of the work that dr bales has done um the amount of responsibility that a superintendent of a district this size has is unbelievable and why anyone frankly wants to do this job i have no idea because it is hard it's hard on so many levels but i think the hardest part is you know you look at faces you see faces in classrooms you see faces in front of the classrooms um you see faces on buses driving it you see all these people that you have responsibility for and it's a tough tough job and so i want to thank dr bills for taking on such a job in his
