001All right. So, I sent you guys kind of an update on email on what the board had the board's decision was. Thank you for everybody who attended. That was just really helpful to give additional color. Hello. We have a seat for you. um additional color and insight into not only our process but our reasoning and everything else. Um but the short of it is the board loved all of our work and they're they're going to put on um a put a bond out for um about 600k. >> So it's a little bit more than kind of what we had >> thought of. But looking at the quotes, this will give us a little bit of extra space at the top of this. And um if we don't use that, it pays that down. So we
002don't have to use 600k. That just gives us the wiggle room to make sure that we can either put in things that are going to be kind of critical and make sure they get done right or take away things that you know we may not want to do later. And we'll we'll keep you guys in the loop on that as that last contingency on the original estimates which by the time we get going on this will be a couple years old and at the rates we're seeing prices increase. Well, I'm hoping that by the time So, the process will be we'll have to do a bond hearing. The after the bond hearing, we'll have the deliberative session. After the deliberative session, it'll go on to the ballot. The ballot will will be either pass or
003not pass. If it passes, then the funds will be raised through taxation and then that gives the board essentially the authority to get, you know, not just kind of preliminary drawings to get proper drawings done. We'll use that money to do that. We will get um it'll have to go up to bid. we are required to go out to bid and then as soon as that bid process is over we can contract and get the work started. So I am hoping hoping not sure hoping that if all goes forward and if everything goes well and we've done our homework and we've talked to the community and do what we've done here then this project could happen this summer. Mhm. >> Um, you could I mean it all depends on if everything lines up and we
004get bids within the amount that we've put the bond out for. And if we don't, then the board decides like, okay, we take pieces out. We, you know, we want to make sure that we have enough to do what we need to do and to do a couple extras if it's there, but for the most part want to make sure that it's what we kind of thought about here. So, did I miss anything? You guys >> I have a question. If we get started in the summer, do you think we can finish before the school year starts? >> Yes, that's the that's the expectation. I do not want construction going on during the school year. I think that would be not great. I know, right? It would not be good at all. >> Challenges. >>
005It really does. that creates and considering there's going to be a disruption to the complete driveway um of pretty much all size whether that's being resurfaced or creating new >> that's not a small disruption. So it really does need to be done over the summer period. So, um, voting is in March and that gives us from March until pretty much the end of June >> to kind of get quotes in, >> make sure that we have, um, the plan put together and execute on it. That >> could happen. And I and we'd have to figure out from what from those kind of quotes what that timeline would be. Do we do it this summer or do we do it over a break or do we do it next summer? >> So, we get that full
006thing. hopefully will not be late summer. >> And I had a second question then because you mentioned a couple [clears throat] times additional things, >> but it seemed like last time one of the concerns was >> people getting trust and what was in there. Yep. >> And so to me it seems like we ought to be very clear and not saying anything about additional things. >> Well, and that really what and that's a good clarification. So, what I mean by that is in what we had decided last time was, you know, [snorts] redoing the back um stairwell. That's kind of we can if we really wanted to if if the quotes come in too high, we can take this piece out. Not ideal, not great. Um but we could do something like that to start
007reducing things. um you know, not taking out this whole entire um driveway, leaving it there for another thing. So, there's things that we can kind of give and take on. I'd like to not, but that's kind of what I mean. And that's a really good point. Like, it's not really extra. It's just things that we decided on that would be really good to do in this in this round. So, thanks for the clarification on that. It's not anything that we haven't already talked about. So that really it's going to be making sure this is a it should be done but it could be taken out if we're you know running up and then demolishing this >> need to say something for the people they can't see what you're >> so what I'm what I'm looking
008at and the plans are online is we're taking out the driveway that's closest to the school um and then making that green space and then the entrance at the back of the building that will be redone so it is an easier an easier entryway. >> I have three questions. >> Go for it. >> Okay. Number one is what is the bond issue date or what would the bond issue date be? >> We had that we looked at that number those numbers didn't we? I mean the timing here was uh >> I think the bond hearing was uh >> hearing the date the issue like when >> I'm not I don't >> Okay, so that this is my second question. Can you do RFPs before you actually do the bond issue? >> Like can you do
009an RFP once you have approval from the town like it's paid? >> And that's the process we'll have to figure out. I think >> I'll ask Molly. We can ask Molly. >> Yeah, I don't know the bond. I can maybe find the bombs date, but right you can't do an RFP until it until the vote. After the vote >> after the vote, but then how long between the vote and the issue? >> Well, if the vote passes, then that >> do it every it's not like >> it would probably be at the next school board meeting. The board has to issue kind of give that permission to do that. So, whenever I forget when voting is. I think it's the 11th. So it would most likely be in the first week of April, >> but
010then I don't know how often because >> the bond bank issues the bond. I mean, let me let me put it to you this way. Our business administrator is very experienced and very skilled and she doesn't she has not expressed concern with our timelines >> to be able to start to to have the RFPs done by June and to be able to work on. >> I mean, not to my knowledge. Let's find that clarifying question. >> But that's a really good one. We can kind of find out to see if our timeline is really >> I might have it. What's an RFP? A request for proposal. Thank you. >> So there's there's a difference between an RFP and an RFQ. An RFP is request for proposal. So you're asking somebody to essentially bid on the
011work. >> So you're putting out the RFP, which is putting the parameters around it, all the things that we have talked about, including kind of our mockups. And we've done preliminarily that work kind of with these three people getting, you know, initial quotes. An RFQ is effectively what we've done. It's a request for quote. It is not a a meaning it doesn't actually tell you like yes, you can do this work. We're not contracting with you. We're kind of going to get estimates and things along those lines. So, it's a little bit different. We're giving them parameters. We're giving them what we want the work to be, but we're not contracting. We're not having them bid on it. But if we tell them that say we get approval in April to put out the bids
012and we put a tight timeline on it because we have a list of contractors we already worked with a little bit. >> So maybe end of April you've accepted a well presumably the school board has to accept the proposal. So that was early May. >> I'm I'm going to make some assumptions. So be careful with my my assumptions. My assumption is that the board has to send out the our the request for bids >> In April, then whenever we get those bids back, those bids typically have a timeline. Get us back these bids on these parameters by X amount of time. If we give it a month, uh they have to be public bids. Um correct me if I'm wrong in saying any of this, but I think I'm okay. But >> I think it's
013the I don't know that it's the board that does the RFPs. I think it's the SAU, but you're you're on the right track. Yeah. And then we get them back. They [snorts] are accepted by the board. So that's another meeting, >> right? >> And then as soon as that happens, then then I'm in gray areas to be able to figure out. But part of the process of being able to say this is what we want done is the timeline and being able to get it done. So how long is this going to take? They need to give us that kind of information. And that's my my [snorts] question because even in the best of circumstances, we get the full approval and we you know told everybody here's our projected timeline, but that's in May and
014you're wanting to start a month later with significant manpower, equipment, etc. for a project that needs to be finished by >> in middle of August. So you got two months >> and that's going to be part of it. by the time they bid, if they're awarded, they should be able to do this within the time frame. >> I think we can give people a heads up and all of that. So, when Molly prepared Molly Oki prepared some numbers for us from the bond bank and she, you know, to give us the board an idea as to some of the bond schedules and the different numbers depending on the years and whatnot. So, she proposed or what we hear from the New Hampshire Municipal Bond Bank is a July 2026 bond sale. No, that's the >>
015July 2026. That's this July. >> I know, but you if you have to have that bond before you can do RFPs, you're not going to get this done this summer. >> No, I we don't have to have the bond. We have to have the approval. That's what I was saying. You have to have Do you actually have to have the bond? No, we just have to have the vote. >> You just get the vote. Yeah. The the challenge I think though is that the vote is for 600,000. So, you put it out >> because it's a public vote. >> The contractor is going to know. They're going to shoot that. They're going to know the number. >> It'll be $600,000. >> Exactly. Exactly. That's the issue with Exactly. Right. [laughter] >> You know, it's got
016to come in that that number comes in lower voting. >> We will effectively know if we have that money to spend or not. >> So, so then my my third question was what's happened to the $100,000 that was there for the paving? Is that >> Yes. Go ahead. >> Um, one sec. I was writing [snorts] down one question. So there is a point I may talk. [laughter] Oh, I didn't realize that was necessary. >> Okay. So um what we do need to decide tonight as a point of clarification is that if we if we incorporate the paving expenses into uh fiscal year 27 budget, then regardless of whether the project passes or not, we can do some paving. Um, but if we don't do that and we leave all of the paving expenses in the
017current school safety project financial planning, then if it if the project doesn't pass, we can't do any paving even if we have the money in the local budget. >> We have no in March that it didn't pass, you have through June. >> What we're budgeting now >> Yeah. off of budget. >> So we we haven't put together >> school budget yet. We haven't finalized the school budget. >> But what happened to the $100,000 from this year? What will what will happen to that money? That money is in our budget for this year. It incorporates some um new LED lighting and it is it incorporates some other projects. It was not specifically set aside to paint the driveway this year. >> I didn't understand it wasn't. >> And that money in this budget needs to be
018spent by the end [clears throat] of the >> I understand that. And I was wondering if it's just going to go if it I thought it was paving money. That's what I had heard. Yeah, it's it's effectively if >> it's maintenance money. >> Yes and no. Yes and no. >> Maintenance money. >> Yeah, it's in the maintenance fund. So, >> yes, it could be and no, it wasn't specifically earmarked. Um, but >> I would I it's up for discussion kind of maybe. >> So, so if the vote fails, the 120,000 could still be used for pay. >> No, that's the >> that's what I it's the up. No, >> it's the other other way around. Like if we if you encumber the 120 into the bond, in other words, it's not a 600,000 bond, it's
019480 because we're assuming 120. That doesn't pass. >> Why would you not do a $500,000 bond and put 100,000 in the budget, >> right? That's how you do it, right? >> You take it out of the bond and you put it in the budget and then >> Right. >> and then it can then you can still pay, >> right? >> So, one of the questions I have as I >> But when's the school year budget start? because you're talking about the next year's >> July one July one >> 2026 >> right so >> so time down even more >> y right well >> look at all we've been able to accomplish it hasn't even been six months that we've been meeting [laughter] to pull off point the email I think like Right >> we can
020>> right yes so one of the things I've been thinking about too is is with regards to paving and the school safety project you know we have local budget we also have impact fees that we could put towards >> oh >> the paving. >> Oh yeah. >> So I guess one of my questions is when we think about how do we how do we separate out >> within the estimates that we have or with um for the project, not just the driveway paving but other pieces of the project that require the paving, we have say about $40,000 give or take in impact fees. Is there something is there one part of the project that needs paving that would be closer to that amount? I wonder if the back um ramp and the front ramp I
021wonder if those one or both of those would >> equal 40 light about that amount. >> Yeah. >> 35 I believe was the crossing light. >> That's right. >> And that's just the light itself. That's not the pads on either side. >> Um [cough and snorts] and [clears throat] if we're going to be doing a crossing light, >> the ramp should be there, right? So it's it's but if you wanted to parcel things out. Yeah. >> Well, there's no reason that that light couldn't go in before this whole thing happens if there is money left. >> The light is going the light is kind of tied to the crosswalk, >> right? But why couldn't you move the I'm sorry. >> You can't move the crosswalk until you have you can't move the crosswalk to like
022>> not dead end. Yeah. Right. >> So, we have to kind of move the crosswalk before we put a light in there. It's >> Did you put like a little gravel path to walk? >> No, cuz there's nothing there. It >> has to sidewalk there at all. Right. There's nothing there. >> There's a good thought, but it doesn't kind of feasibly work until they get there. >> Pay for the crosswalk before. >> Well, I know, right? >> We could buy the light before, right? There's no reason why you couldn't >> buy the light >> fun the light but not install it. Don't forget to that un say we have unassigned unassigned fund balance is not meant to just be used. >> It's it's meant to go back to unless there's something it's not meant to
023be used for things that were not budgeted, right? >> It's meant to be used for things that maybe come up that were unexpected or urgent in nature. >> But the [clears throat] ri the intention of unassigned fund balance is to go back to offset the tax. >> Could it could it be used to fund a maintenance fund? >> Yes. >> Right. as opposed to so that it doesn't and then you don't have to put in as big a mail amount as a warrant article for maintenance fund for the next year. >> Yes, we could. And the way that that is done is via another warrant article that you've seen previously on the ballot which is we're going to if up to x amount of dollars going to maintenance fund >> and that's the one with
024accompanied by the statement that it's not going to affect tax rates because you've already appropriated >> appropriated and right. So that's kind of a painless way of assigning the funds, right? >> I mean, the funds have already been raised, >> right? >> It's just to go back to the >> taxpayers. If there was a So this is just my opinion. >> There was a way to make this 500 instead of 600. >> I think psychologically that number is >> perhaps an important distinction and put the 100,000 to the >> Yeah, we can do that. I I wonder, you know, we actually haven't talked about actual numbers in this meeting, in this setting. >> Yeah, you're right. >> And I'd like to do that. >> Go for I don't I don't understand Chris's Chris Rice's proposal
025exactly and how the numbers add up. >> Yeah. Not a lot of detail that the components, you know, one of our jobs is going to go out to support it to the community, but I'm not sure what I'm supporting to the community at this point. So I think it we have to step back and figure out what >> what those what we're passing and what cost for the line. >> Sure. >> And the components. >> Yeah. The components that are and are are not included. >> Yeah. Yeah. >> Yeah. >> So I wonder if we could start working from Chris's proposal. I was hoping Keith would be here if he had it. >> Yeah. I know. I I texted him. He has >> But [clears throat] we can definitely do that. Um let me see
026if I have a copy. Yeah, it's a hard one to break down exactly what's in it, right? That's one of them. >> Yeah, >> numbers don't really add up looking at it. You're right. Yeah. Like these are not material numbers like all this. Yeah. >> Do you want me to make copies of this? >> Well, who doesn't have one? >> I have one. You have one? >> I don't have one. >> I don't. >> If you want to make like five copies, who did I take this from? >> Oh, no. [laughter] I would love to share with you all this but just >> let me just make sure I don't have it. Yeah, you can make >> How many do we need? Five. Five would be good, I think. >> Yeah, if you don't mind.
027>> Thank you. >> While we're waiting on that, >> are we going to get an updated drawing because this continues to be incorrect, >> right? >> And I don't want something to go out to the public. Ask >> I can ask. >> Yeah. Um >> I thought he was going to do that. >> I did too. He said he was going to. >> He hasn't sent anything over, but I can ask him to do I can I can confirm with them. >> I think the less things that are like, "Oh, that's not quite what we thought, the better." >> The front of the building, this should all be green, >> right? >> If we had to, Susie, if he says he can't, >> but he could just be it's coloring in this whole loop in
028green, right? And I think that would tell the story if he doesn't come back and do it exact. >> And it >> Oh, you mean for when we share stuff? [cough and snorts] >> Yeah. It would be the end of the teacher lot. Like we draw a line here and then here, right? Okay. >> Like parking level right up front, too. Like visitor parking. And where's that by the teacher lot? Where did that? >> Yeah. >> Over by the >> or right here. You have two spaces. >> Okay. >> What else needs to change on there? Just make sure that >> Where's the barrier in the back? There's Is that in the right spot? >> These two. >> Yeah, that's just going to end up being green. >> Yeah. >> No, that that part is
029still parking. >> Okay. >> It goes all the way down here. >> So, we'll tighten that up so that we have a clean accurate [laughter] green space in front. >> What else? So there was a question with this where it it was confusing about whether the parking lot was as >> to gravel. >> Thank you. >> We did get a clarification. He is it is gravel. It is not asphalt. >> So it's another $200,000 to gravel that. >> It's a big area. >> A lot of gravel. >> It's a lot. >> They have to level taking out all the >> the tree tree roots. taking down trees and >> Dar was gonna do it. It was gonna be $16,000 four years ago. There's something a little >> Well, we can >> I just would like
030I would suggest that to you gravel lots. >> So, is that the difference between A and B? >> Well, isn't it $200,000 difference between >> I can tell you that we had to redo our front yard? >> Uh, so we didn't put gravel on it, you know, but we had it. It was $10,000 to do a little portion of our front yard because of some sinking that from leftover construction. >> $16,000 just did that first. >> Yeah. 16 to 6 to 200. That's a factor. That's >> to do it well with the proper drainage and everything. >> Well, the question So then that's the question, you know, is it worth $200,000 >> to get >> The gravel lot in >> versus level dirt. I mean, if you're really look, I mean, I I'm not trying
031to throw because it was confusing because >> the between the two quotes, the first quote that he gave us was like 400 for the the basic thing and then another hundred for a couple extra things including the lot we asked for. This one's got 200 and 200. So, that's just was the >> that's what I was trying to figure out. I mean what what's confusing is on here it says base asphalt wearing course asphalt. >> So why is it why does it say that if it has nothing to do with asphalt? >> I can't answer that. You mean you're not >> All right. Well, so we have some we have an opportunity to get >> Keith talk to them. Yeah. Try to look at that. >> Sure. >> Some of it's going to be >>
032areas that are being paid. >> Yeah. Yeah, but that was all plan B. The extra above and beyond between plan A and plan B talking about like when we're talking we're talking from a level. >> I I think Chris really owes us a cleaner copy of this to to >> we gave him that feedback and he didn't say he was going to send it. >> Okay. Yeah. >> And I haven't seen anything but I'll I'll follow up with him. >> It would be helpful for this body this committee to >> whatever. reality. We need a Wow. I don't You need a spreadsheet that has these options so you can see what's in with each one. Yep. So you can >> Yeah. an answer from a answer. Yeah. >> Cuz those questions will come up. >>
033Right. >> Well, because I mean, >> so I had a little discussion before I left and part of this was, you know, presenting a story that people can understand, including the what's the effect on the mill rate, not what's it going to cost if you have an X00,000 house, but what's the actual effect on >> what's the actual effect? Yeah. So, for this one, I know Keith had gone to Barasa and asked them >> for like the corrections and stuff like that as well as going out to um other companies and he had like a third quote. So, I'm kind of remissed that he's not here too. Well, I'm sure, >> but I'll have him um kind of send us all an updated >> because I think he said he had like a format that
034he uh requested these bids on it was with all the components listed out and then they so that's how he came up with the the uh his alternative. >> I thought there was a second piece of paper >> there. There was I didn't know if we need >> much. There was something >> not not much there. >> Yeah, that was part of the email. >> There was another thing that he had done for >> Yeah, that was um >> But it wasn't just an email. It was actually like a little >> Did he just shell it? >> So, >> yeah, he just sh >> If you take the 275 >> Uhhuh. and add up all of the things underneath it. >> Oh yeah, >> it comes out to 576, right? >> I think part of
035maybe what one of the things that folks are questioning is that in option A when he gives the total, he doesn't break it down by each of these, right? >> When he says that it includes, you know, a base asphalt, wearing course asphalt, there's no pricing next to each of those, >> but there's also $250,000 for the new >> new >> 54 space. Yeah, right. >> Yeah. I thought the base asphalt in OB concept A is just the surface parking lot. We're not I don't think that's fresh. >> No, I think that >> I think that the base asphalt is like >> It probably includes the the new driveway. You don't think it includes >> We need I feel like we're guessing. Yeah, we definitely need him to >> Yeah, I'll have I'll have >>
036is starting to get >> Yeah, I'll have Keith >> whenever we meet next. He will I think you have a very valid point, Jim, like >> that. Let's make sure to do kind of two things. One is understand exactly what we're what what this is because we have a good idea but not a great idea. We want to make sure to your point that we understand exactly what it is. then I can always go back to the board and say hey not six five and we can find that makeup in um >> well >> I think excuse me >> I well I think we [clears throat] agreed that if paving is a priority so therefore we need to put it in the local budget so that automatically brings us down to five >> right >>
037so I think that's a really good conversation to have and I think we can definitely do that um and I'm I'll be honest I'm much more comfortable with a five >> I think that's much or a sellable number. >> I think so. >> I thought I I thought that that's what tonight was was trying to talk about a PR and >> how we were going to make sure we were all messaging the same and >> what our major points were. >> Absolutely. Um >> but I think I would think it's in the board's interest to I mean ultimately you're the ones who are responsible the voters and to have a clear >> Yeah. >> needs a picture that with clear line items. Y we can't even put paving in the budget if we don't we
038need the paving costs like this is as you said need a lot more clarity right >> and and I think one of the challenges last time was the fact that there wasn't details that correct yeah there's just a flat number so so that so if you're looking for from my point of view if you're looking for pulling together this whatever the PR is going to be >> you need an elevator speech that's going to be the basic language that you want to use to propose this you need a detailed list of everything. You need details about what it's going to cost me as opposed to >> right and one question I had is is it possible to limit the term of the bond in the warrant issue. So, can you say the bond will be
039between a five and a sevenyear bond as opposed to a three or a 20-year bond because it significantly affects the mill rate. And one of the things that was a challenge last time was that three-year number >> was going to cost me I think between $1,500 and $2,000 a year for three years. >> That would definitely be Molly question, right? >> I mean, it's kind of >> Oh, you did. >> This is what they handed out last time. And wasn't there something like I mean >> it it it wasn't no rates. It's >> you know it's my whole thing about >> we'll do something that's going to be >> a little different than that >> which is why I brought it. >> Good. >> So we wanted illustrative confusion in the conversation that then went
040absolutely. >> Yeah. Yeah. So, one of the things that I know the board will want is kind of I don't I don't know if we can put anything on the warrant article about term. We'll ask Molly about that. Um, so I I don't have an answer for that. I have never seen that done, but that doesn't mean it can't be done, but we'll find that out. However, what we what the board does want from us and will want from us is kind of like what is our recommendation? And they're not apt to go rogue and say, "Well, they wanted a three-year. We're going to go 10." Like, they've been really straightforward about what we want to be able to do. >> I remember last time when I asked what the mill rate was going to
041the effect of the mill rate, I was told they couldn't give it to me. >> Okay. I I think um >> we can definitely ask Molly to help us out with that. We were told that that they didn't know what the asset base was in the I mean you need the total assets that are taxable the total cost of what it's going to be and then that determined no rate and what we were what what the whoever was doing the gentleman was doing it and said oh I can't get that information >> that wasn't >> it didn't sit well >> didn't sit well >> so what we can do is we'll get we'll get a couple of action items from Molly and we'll add that to that so we'll be able to really be able
042to get as close to what the impact for the taxpayers will be. Um because that's a huge concern for everybody. >> Who decides what the actual year for this bond issue is going to be? >> Technically the board. The board decides the term. The board looks at everything and said we're going to do you know this term. So it is and they don't want to do that in a vacuum. they really want to make sure that it's if if there is community support for one or the other with build. So I I'd highly suggest that we you know go through that go through that and say hey the we've we've gone through like um some of the same information which is which we'll get from Molly and we would recommend this based upon you know
043these criteria. >> Okay. So, um, like I said, it is the board's decisions to do that. Um, we could go rogue. I can guarantee you we won't. >> That's really not how they operate. >> Pardon me. >> There'll be one new board member at that point. >> Um, potentially potentially not. Um, I >> depending on what happens. >> Yeah, I know Bob's Bobb's up >> and I believe he's going to be running again. I I mean, you know, you don't know the I mean, I can't say what the M rate is, but if you're trying to find five fund $500,000 over five years, you know, you'd be paying $100,000 of principal a year, right? And then you're going to pay the the interest on that, which is going to be about another um I don't
044know 125,000 a year or something like that. So that that would be 112 $113,000 a year. If you extend it for 10 years, it's going to be a little over 50% of that because you're paying more interest. >> Yeah. >> So, it's going to be like 65 67. So, I I don't know. You know, that's the the school budget's about over $3 million now. >> It is. >> So, if you're adding 67,000 you're doing over 10 years, it's about 2% above and beyond the base, you know, school budget. It's actually a little bit less like the school budget is over 3 million. It is. >> And if you're if it's going to be 125,000, it's about 4%. So the you know the school budget >> So that's I mean that's the the big p perspective.
045>> Yeah. But if the school budget's going to go I don't I don't know if you even look but the you know the school budget's been going up the town budget according to Hobie is going to be going up >> you know now. So you you're you've got competing people and we've got to figure out how to tell a story that >> you know doesn't it it doesn't conflict with those. >> I think we very succinctly came up with that an elevator pitch at our last meeting. Yeah. talk about the reducing the amount of the the opportunities for students to inter intersect with cars. I think you said it better than that. >> No. Yeah. I think we need to come up with three bullet points and because you're going to say this as you're
046passing by your friends and neighbors and we should all say it consistently and I think we always should lead with the interaction of children and vehicles because that was the purpose of this whole thing. [clears throat] >> Right. Right. Um, I'm curious when was the last time that the school grounds were touched this significantly because this is long overdue. >> I'm sorry to say that again. >> When was the last time that the school grounds were this significantly touched? Because I feel like also this is long overdue. >> That's a good question. I don't have the answer to that. It's been a long time. >> When you say touched, but so there was a sinkhole at one point. >> I mean like this significance. So I feel like people talked about this in chatter that
047oh we were talking about this 20 years ago they were so right [laughter] so the 2002 I think approximate that they voted it down >> because when you're standing next to each other with these competing interests >> they're raising our hand for 20 25 years right >> right >> and then this is a very minimal approach >> I think the last sorry go ahead >> it is interesting do. In the last two weeks, there have been significant accidents at schools. >> Not here. >> One at a parent pickup in a different town, right? Different school. >> Extremely. >> Yeah. >> And then we [clears throat] did have an issue with um students and staff and drivers at Exit High School. So this is a this is a very timely and important >> project that >>
048especially with distracted drivers >> distracted drivers >> new students who >> I agree 5 years old 5 years old they are allowed to walk by themselves to school >> five years old yes if the parents permit >> and there will always be competing interests right there will always be the nature of budgeting and of t like >> it's our most vulnerable population. One of our most vulnerable populations, five years old with a distracted driver. >> Yeah. >> Meeting each other. >> Well, and that's where I think having a visual makes a big difference. Like having something that displays all the conflict points because >> probably 90% of the people in town, 95, have no idea what the flow of traffic is around here. Like just exactly. And when we all saw it with the, you
049know, in the morning, I know what I did. And it's like this is crazy. >> I mean it is really it's eye opening but most people in town have no idea. >> Do a before and after somebody who is a real photographer that we can leverage volunteer to take some real pictures that would show nicely. >> Look taken by a taken >> a photographer [laughter] pictures. I don't know what better perspective to get. They were good pictures. >> Those were real pictures. Bobby took those. >> Yeah, he >> I think something like a map that shows all the interaction points where you can just show it to some person. Look at all these areas where a vehicle and a kid are going to >> I wonder if there's a way to have this map. This
050got to be a layered map, right? That there are different layers in it. And it's very distracting to have all the background from the Google maps. >> Sure, you can. I wonder if we would be I'm in the weeds here, but if we would be smarter to just have the draw the line drawings of what's going on. >> I can pass. >> I don't know. It's just an idea. Is it is it You have to remember the population. You know, we have a very wide population >> um of how people interact both with technology and with what's going on. And the simpler we can make things, I think the more we are. >> I love that idea. I'd love that idea of showing a map of all the contacts >> and to say here's all
051the risk points, right? Everything because I don't I don't think the community has any idea. >> Yeah. >> So, I put in a couple of things. Um, one is the interaction of children in cars, um, distracted drivers, and when the last large improve improvement to the school is, I believe, I might be wrong on this, the last large improvement to the school was adding the multi-purpose room. >> Correct. >> And that is >> was around 94 >> 20 years 20 25 years old now. Oh, more than that. >> More than that. So, >> that's that's 30 years. >> 30 years. >> Yeah. So, it's >> it's been quite a long time and I don't I don't know when we've resurfaced the driveway. >> I have no idea. Um >> I I don't even know if
052we would have those records. >> I don't remember it since I haven't since we've been here in 13 years. >> That's 13 years. >> Yeah. So, >> um, yeah, >> you just have to be careful because at the time when they put the new school room in and everything, >> I think the population of children was growing and it is not growing anymore. >> It might not be growing, but it is stable. >> Yeah. >> So, it is a good point and it is something that is consistently brought up, but since I've been on the board, um, it has not significantly decreased. We always stay in between 110 and 125 kids, >> right? But the population >> numbers are such that it's unlikely to stay stable for very long. >> Well, particularly if that new
053development goes in that development, you've got an aging population that's going to move out and you're going to the people that'll buy those homes are going to be >> a lot of the new people in not not in our neighborhood. Well, no, but if you talk about downtown, right, and stuff >> downtown are dear trees, it absolutely is. I mean, the average family going into deer trees, two and a half kids. >> Yeah. >> And it the neighborhood is almost flipped entirely. And there have been a handful of retirees with no children, >> but when we went through the rug property thing, we had records for the last 10 years at Dear Trees and the average amount of when people move in is two and a half kids and that there was a lot of
054increase in children >> and that is on average. So, it's not It's going to change per neighborhood. My neighborhood we've had um an older couple move out, a younger couple move in. Um we've had and mine mine's a lot smaller, right? Just one little thing, but it's you know that is typically Will they have kids? I don't know. But it it hasn't changed. The two and a half is has it stayed fairly >> well. we've had in our neighborhood. >> Well, a deteriorating road or a dangerous road situation is sort of immaterial to the school population. Just like we need a new roof, >> still a problem. >> This hasn't been paved in 13 years. >> That argument can be counted. >> I mean, that makes a lot of sense that [clears throat] it needs
055to be done. >> So, and so then my another question I >> Yeah, go ahead. Um, what have we done [clears throat] to have we spoken to anyone [snorts] in town who was a real push back person for this about what's going on last time? You know, >> yeah, sure. >> I think that's what worked out here tonight. >> Yeah, sure. >> No. You know, is there is there is the board planning because I think I don't know if the board shooter people here should reach out to some of these people to talk to them. Yeah, >> it's a question I always have about how things work in town, which is not real sadly. Um, one of the things that I would love to do is for um, representatives from this board to go to
056other boards in town. um the select board, the planning board, um the environmental concern, the concoming um just to have that um conversation to have their questions uh to take that into consideration for anything that we may have um not thought of or missed. talking to the police department, talking to the fire department. >> I was gonna say Wayne, you know. >> Absolutely. I think they should all want a list of people that we know that we should maybe >> Absolutely. And names of people. Yeah, we can absolutely do that. If you want, I can um kind of put together a quick Google doc, put who I know, and then people can add to that because I mean, >> we have the student population, the parents, that's these are people that are going to be
057immediately impacted by this um by any improvement or non-improvement. um and making sure that if we have the, you know, support of them or the questions from them that we address those um prior to March. >> Well, and you might want to consider um encouraging people who would be proponents to come to the deliberative session. >> Yes, 100% agree. Well, I'm putting it in all the [clears throat] um school board reports and that goes out to all the families that this committee is working on. >> I mean certainly this all has to come from the board. We understand that. I just you know is there some is there a way to think of what the hurdles could be? >> Yep. >> Yeah. Absolutely. both in >> I think communication comes from both the board and
058this committee because of both and and lucky for us we have the main communicator students and parents who are here >> so we have that we can check that box >> Susie is in communication with families on a regular basis >> but I don't know that she can for well I don't know maybe you can say please come to participation yeah you encourage participation >> what to do there but >> that's where >> absolutely >> the parents have to have one-on-one conversations I'm going to go out to my peer group and ask. So that's where I'm going to say please come to this meeting that >> I mean do we want a meeting before the deliberative session for example? We want these information type meetings before the >> deliver. Absolutely. Before the deliver concept that
059>> we're going to listen to what people say, >> not that we I know >> I just I feel like we have to get our numbers straight so that we can do this, >> right? >> And times are ticking. >> I feel like I've heard a couple of different things and I'm wondering if we have decisions like one is I heard we don't want it to go above 500. Mhm. >> Do we want to call that a soft decision and then we just >> as a recommendation? >> No, just between us here. >> The other question was whether we keep leaving the school budget. Is there any harm in leaving it in the budget? >> No. >> So, do we have to debate that? Like is >> I didn't hear any push back or debate.
060To me, it sounds like there was a there was consensus in my mind. I moved on. >> So, I can think of one thing. If your expenses are going up significantly next year, take not putting the paving in would have that increase not being as big. >> That's true. >> Mhm. >> Yeah. Okay. So, you just have to think about I don't I >> that will be a board decision. >> Yeah. I I understand, but we just may want to >> But it also could be a recommendation from this body to >> to keep it there. >> Yeah. Yeah. >> And I think that's it's a that's a prudent prudent move. Where are people going to see that $100,000 more though? I think they're going to see it reduced from this proposal because it's separated
061out on the warrant article rather than diving deep into the >> one [clears throat] for the proposed proposal. >> It's going to help this effort, I think. And the only thing that may be different in the warrant articles is that instead of potentially, and correct me if I'm wrong on this, instead of the warrant article, one of the warrant articles saying um x amount going to the maintenance fund, that number will be significantly higher than typically if it's available. So instead of it saying I think it's 25, >> I think it's 12. we have whatever it was last year somewhere between 10 and 12 >> it would be 100 >> so we don't lose that money >> but it still says not to be raised from taxation correct yes because it's already been raised >>
062you weren't finished will you keep going with what you were saying >> um I had a totally different question >> go for it >> what um like what is the bond that is going away >> oh the pisc green white yeah it's gone >> how many years was that >> at least 20 I think it was [clears throat] a long 20 I think it was a 20 year box. >> Yeah. >> So it's not >> for a much larger dollar amount >> million. So I'm just wondering the economics look like when we were thinking should we go for a five or a seven like we should you know how that would compare >> because I think the rug property was like a million and a half I think was the range for the rug property
063>> and that was a 10 year wasn't >> pardon me. >> I thought the rug property was 3.4 million. The amount that the town was going to have to pay was about a million and a half. The rest was through grants and external funding. Yeah. Yeah. It was, you're right, Karen. It was around three, three and a half, but the amount that the town was on the hook for was a million, too. >> It would be interesting on that note to know how that's going to affect the town taxes for next year. >> It's just like another thing like when someone dies to the next layer, like someone's just going to look at the picture, someone might just hear our three bullet points, but others are going to go into the numbers. That's something we
064want to be prepared for. >> Yeah. >> Right. >> Um so from Molly who's our um finance. So we're gonna have to >> we have all the numbers. She sent them to the board already. >> Yeah. But we'll for us we can take a look at the terms for the bond. >> Well, you're concerned about the term of the bond like looking at is it five year or 10 year? What kind of >> have that >> what the estimated tax rate increase is? We have all that. >> Yeah. and to remind people that that bond is expiring. So that there's there's money there that they're used to paying >> that they will not be paying. >> Well, that's a question for >> that one didn't help very much with the rug property though as a
065as a conversation point. >> People either were for >> Yeah. >> or against the program. >> So it wasn't enough. I I wouldn't say I mean we can mention it. it can be part of the statistics but I don't think that seems to be a strong argument on >> well I mean is there a sense among people here if you would support I mean obviously if you extend the u repayment over a longer period of time any individual year is going to be less total is more >> more more interest paid because you're paying it over long so if you want so is there a philosophical bent among the people at the table here one way or the other >> or are there guidelines based on the size of the bond that the school district
066recommends. >> My opinion in this is that when you have the short-term bond, you are um having the current residents pay the whole amount of the improvement for something that's going to be used over a longer term. So, if I'm thinking of moving out soon because I'm retiring the next three years, I'm going to pay a whole lot of money for something that isn't going to affect, >> you know, a reasonable term. And I don't know what that means, but that spreads even though I know it costs more, but it spreads it out over a period of time is not so objectionable. the number the 500,000 doesn't sound so big >> when you can get it down to a mill rate that's reasonable for an increase and on top of the schoolboard increase on top
067of the town increase you know [clears throat] I I don't really know what's going on the select if you go to the select board the sky is falling >> you know >> it is every year though I mean honestly it really is every year it's a >> crisis being [laughter] yeah it's always a fight every here that um yeah this is more difficult this year because the state funding is >> is state funding is drying up and federal funding is drying up so it's more challenging >> plus the >> um loss of the EMT services from the hospital >> that doesn't affect next year's >> two more think it did >> said the other night because I listened to thing again it does not affect the 26th budget. They have somebody donated to pay for
068the 26 >> budget. Okay. Because last time >> they had regardless regardless I he had told me and this was not less recently that it that it wasn't paid through >> I think it's year for them. So >> yeah I think >> it doesn't it doesn't but the regardless >> right >> um it is something that they're um concerned about. Well, and and they're also they formed this committee to investigate a new firehouse and a new police building. >> So there's I don't know if that's going to happen this year. >> The committee is going to meet. It just >> won't be on the I doubt it's going to be on the >> Oh, it won't be on this year, right? It's a couple years out. >> That's just trying to >> You're right. >>
069Yeah. So look at the big picture. >> Let's do this. I will Let's do a couple of things. I will go back and I've got um some um stuff for Keith to look at. Um I've got stuff some follow-up stuff for Molly to get for us. Right. Um the schoolboard meeting is next week. I'll talk to them about 500K. I don't think that's going to be a problem. I think that's a really good um solution and I'm happier with that to be honest. And then [snorts] I will go back to uh TF Moran and have some updates to the plan that we had talked about. Um so that it is more accurately representing kind of what we had talked about. You should have those notes, but I took the ones that we have in here.
070Um >> excuse me, Jen. We don't need A, right? We just need B. Are you? >> Yeah, I'm not touching it. We don't care about A. We're just trying to do B with Right. Right. >> Oh. Oh, you mean the Yeah. >> Yeah. We don't need the $200,000 plan. Just one plan that says here's the talk. >> It is helpful. It is helpful to have the A because the marginal increase is what the difference between A and B is. And >> I think because the two quotes were very close, right? >> They were fairly close. >> They were very close. It's just that A from one was a lot more than the other. >> Right. And then I'll start creating a list of people or groups that this committee can start reaching out to >>
071and I will share that with you. So that >> we had that we had created one earlier. >> I'll we'll make that into like a spreadsheet and then >> please we'll add every anything that I've missed >> which I'm sure will be significant. >> Um or if you can think of anything else to put in there that would be really helpful. >> Um >> one Yeah, sorry Jane to interrupt. One, I do think it's important to find out the there was an issue last year that Michael Cenounu brought up with u the municipal bond schedule being different than the school schedule. I think it's really important that we have that base covered and that if the municipal bond schedule is a different schedule than the school that we conform to the municipal one because >>
072that that's the kind of thing that could blow this thing up where somebody and Michael's really good at that in terms of coming up with an issue of saying this is a concern >> so we need to take that off the table and we know it was an issue last year so even though council says it may not be an issue But in a public meeting having uncertainty is really going to work. So if we just have it scheduled >> so it covers all the basis. I think that >> that's a fair point. We'll conform to both. >> Right. That's the obligation. Yep. Just >> we are school district. So I hear you around both. Yes. I hear one was more >> was earlier I think right. I have hope because the number that was
073talked about in that session is closer to this. >> Yeah. >> That was thrown out as an alternative. >> That's right. >> Right. >> So, it might be helpful to go back and watch those. There are three meetings. There are three big meetings that >> people had voiced opinions. It would be interesting to listen to what those actual >> You mean the ones from the deliver >> like a bond hearing and then >> the public hearing on the public hearing on the budget and then it was and then it was the um delivery session. So it was January and 2025. >> That's right. Yeah. >> If anyone is dying to watch >> you [laughter] get clarification on the >> I I remember them pretty clearly. >> Well, I'm going to have Keith Thank you. Um
074I was yeah I was gonna have Keith do that public hearing public clarification on the I think he's already done it just >> the big one where everything kind of got >> shut down. Um, so what I'll do in the spreadsheet that we're kind of doing a who I'll also put in another tab just say like what are some of the issues that we think will come up so that we're prepared for them and we can I can actually have all the notes from that because I threw it into a AI so I have all the pieces from that and I can go through it. Do people think Mike Cenounu [clears throat] is worth talking to as one of the people? >> Oh, definitely. Absolutely. 100%. Yeah. >> He's not He's no longer >> officially,
075you know, he's not on the select board, but he'll be there to show up at all the meetings. >> Oh, absolutely. And he's somebody in town that is um knows a lot of people. He's been invested in this. He wants he does want something he wants this to be successful and he wants it to be kind of done in a correct order. So, right. >> Um, >> yeah, 100%. I don't think there's anybody that we shouldn't be talking to, um, or should be afraid to talk to. The more people that we can talk to about this >> and make sure that we understand, truly understand what their concerns are, what their issues with it are or what their support is or is not on it, I think is really going to be really helpful for
076us so that we can make sure that we properly address it. And I don't mean like talk about it. I mean, make sure that if something needs to change or something we haven't thought of, then we should be properly addressing it. >> Yeah. I mean, I'm just thinking usually the concept is you need to talk to >> 20% of the people that are thought leaders in the community. So, what we need, you know, Mike seems to be >> one of those people. And there are other people that, you know, will speak up if we haven't consulted them first and there's anything wrong. >> Yep. 100%. >> Do we need a new timeline or do we need a timeline? >> Um, >> we had one at one point, but you know, with some of this stuff
077in it. >> In fact, let's let's do this in our next meeting. Let's revisit it. I think that's a that's a good point. Um, >> so let's look at is everybody kind of I know we didn't get a ton of like planning done for this, but I don't I think this was a good conversation to have and good priorities to kind of set. Um, the schoolboard meeting is next week. Um, when would you guys like to meet next knowing that >> my suggestion? Whenever Keith is available. Right. I mean that's really important like if we could meet in a couple weeks be sure that key saver because that seems to me like >> the really critical >> into November. >> I know and that's a concern we're really running into holiday crunch, right? Yeah. >>
078Let's do I'm just going to call into the holidays and >> right >> Keith just texted me. >> His ears must be burning. And >> if Kate can't do it, is there an alternative? Yes, that would just mean that >> multiple meetings >> someone would need to just grab the quotes that he put together. So, yeah, he could he could absolutely share those out with all of us or we could ask for them. So, yes. >> I mean, I thought he had some sort of like you were saying a template he was using. That's >> right. He was he was using a template. And if we can make these be in that, you know, if if you even just had the three things in the template, >> I'm just >> And that would be really
079helpful to have the template because then you've got, you know, the parameters are all the same and then each each bidder's costs and so it's a good sanity check. >> All right, let's do this. >> You want to talk to Keith and then send the just send the group the date? Good idea, right? >> Yeah. Why don't you can do it now? >> Right. after I after the [laughter] meeting. >> I know, but it's a lot easier just to like say >> what's going to be. >> Yeah, >> I might as well just do it now, >> right? We are. Also, we we're on video. >> Yeah. Yeah. >> Hey, can you do me a huge favor and let me know what date you could be available for our next meeting because we really want
080to make sure that we get those quotes that you grabbed and kind of get them all sorted and get a proper. >> No pressure. >> So, okay. So, could you do like the third or the 10th? Okay. Can you send over to me what >> what you have and at least we'll have those pieces >> before >> I don't think we necessarily have to meet in advance of the board >> probably >> if we can get >> okay >> that's next week >> okay >> you guys call >> all right perfect so should we look at which would be better earlier in November or later in November >> probably too Thanksgiving. >> Yeah. >> Okay. All right. Cool. All right. Excellent. All right. Thank you. >> Okay. Bye. >> No. Wednesday. Thursday. >> All right.
081So, we Let's look at the 10th. >> Okay. >> Is everybody available on the 10th? >> Monday. >> Yeah. >> All right. >> What are we doing for 10th? >> 10th. Is that okay with you? The lobby is not available. >> I'm out of town. >> Okay. Are you okay with that? >> All right. We can always dial you in, too. >> No, thank [laughter] you. >> Really? >> Come on. >> So, the 10th at 6 o'clock. >> Yeah. So, we'll do that at 6. >> Worst case scenario, Keith's going to send me everything regardless. and um if he will either dial in or he will join us. >> And Chris will have >> he will send ahead of time regardless. >> Chris Rice. >> Yeah. >> Okay. >> All right. Perfect. So, um >>
082I will send kind of a recap because we just talked about a ton and if I've missed anything, action items. Um >> I >> You're fantastic on that. Thank you. Um, so I will if you send me that, I'll throw it into action items as well. >> Do you want just my >> No, just just sign it up. >> Yeah. >> Okay. >> I'm I'm I'm on a plane tomorrow, so it's I'm not going to do anything with it until I get back. >> So, I've been writing little notes because I want to start talking about this before I lose my opportunities. Tell me how this sounds. There are four ways children enter the school. They walk, they come by car, by bike, and by bus. And we need one-way traffic flow to reduce the
083interaction between children and vehicles. A new loop with a wide buffer, signage, and crosswalk light. This is a barebones design to do this right to support the school for decades. >> I really >> You could add sidewalks. >> I like that >> sidewalks. And one thing to remember is that anyone can email the whole group. It doesn't have to be just Jane. So if you, for example, want to >> It's good to hear, >> right? But I just want to make sure that I captured >> nice and tight. When you have the two minutes at the country store, what are you going to say? >> Right? You want to say the same thing everyone else. >> And I Right. That's why I meant you could email that to the group so that we all have
084to say that's what I was that's the point. >> That's very we need consistent messages. >> Walkers and I that's not the me that there's four different ways kids are coming. >> Right. Right. And they're all interacting with cars. >> I'm not saying it's chaos today. It's very organized, but it could be improved. I just don't want that to lost the future. >> Really, thank you. That's very helpful. >> I think there's no time like the present for people to start having, you know, meaningful conversations with those that you know in the community about the project. >> Absolutely. >> Perfect. Uh get a few action items. Uh full disclosure, I'm on a plane early tomorrow. When I come back, I'll start kind of putting everything together. But like Ellen said, if you have any thoughts,
085if you have any ideas, if you are concerned about something or if you just wanted to create something and share it, share it with the group. Like >> everyone has everyone's emails from you go back to one of J's emails. >> Don't hesitate. Um this I don't need to send out everything. Please feel free. We got we know each other by this point and I think we're we can we can do that really easily. So thank you. Thanks for your that was really helpful. Um, I think this was not what I had planned, but I think it was a really productive and helpful way for us to be able to move forward carefully and thoughtfully. So, I appreciate it and we'll see you on the 10th. Okay. [laughter] Okay.
