006everyone else during the pandemic they quickly pivoted to online support many of our volunteers are retired educators from our district and others and so this gives them the chance to continue to give back and i know they all appreciate it and it was it was a terrific opportunity thanks i also was at the vip event it really was great to see all those volunteers and in addition to our teachers who are retired teachers who come back retired principal who comes back we also have parents who volunteer and community members and it's really great opportunity to see them all and i even was talking to one who was going to sign up to be a substitute teacher next year so that was exciting i always loved to see that um and it was wonderful to see
007the um the new performing arts center at north canyon high school so if you have an opportunity to go to an event there i highly recommend it it was really beautifully done and it was exciting to see i also went to sunset canyon they had an art installation for their sixth grade and they each student was able to make a piece of art and then it was displayed in um in an ode to sunset canyon a collaboration piece and it was it was fun to see the kids watch it be unveiled and uh and see their artwork displayed in a permanent display there so that was great i did not attend this um this next this next activity but i wanted to congratulate the 60 students in the class of who are honored for earning
008their arizona proficiency seal for the arts and this will be on their diploma so i thought that was really exciting 60 of them were honored i think this past week and also i noticed um doing some paperwork that there's been a lot more field trips going on and we'll be mentioning that later some of the ptos have been uh putting forth money for field trips and it's so exciting to see the kids being able to get back out there and do field trips so i'm really excited i hope schools are doing that and i wanted to draw attention again that our uh pv schools education foundation does donate money to our title one schools every year to allow them to do um to participate in field trips and things like that where they don't have
009ptos and they still are afforded that opportunity so big thanks to them thank you and next on the agenda is dr bales president matura it's always a pleasure to highlight students and staff for success or appreciation and mr jogi will emcee the honors tonight good evening president matura governing board members dr bales members of cabinet and attendees both in person and virtual tonight we have several student and employee recognitions to share with you the first of which is the paradise valley high school crest engineering and computer science students who competed in the skills usa state championship that was held in april on the 19th and 20th we're recognizing first place winners this evening and as i call your name if you'd please uh stand so we can congratulate you placing first place for cyber security

014every student that takes transportation in our sped classes they make every route for our trans our transit buses and that's a huge job anytime there's a change for transportation a router has to physically go in and make that change every route that they have has to be put together with numerous other routes so that each driver can do them they also take care of what many people know as a left and right every route has a direction turn left here turn right there so every time somebody makes a new route they have to come up with new left and rights and edith does it wonderfully her team says edith is an exemplary employee she works extremely hard and goes above and beyond she often takes on additional duties without hesitation for a period of time
015she was the only router in our transportation department that required her to do all of the work every input every address every change went through her she regularly speaks with parents about their transportation concerns and she's always reassuring them that their students best interest is our main focus she is always professional in her interactions with drivers parents school employees and the community she's a huge asset to the transportation department and the pv district and it is with great pleasure that we award her the esp of the month this year thank you and that president matura concludes awards and recognitions thank you next on the agenda is call to the public we are about to convene call to the public which allows the public the opportunity to address the board although state law does not require
016that we hold a call to the public we have chosen to do so because we believe it is crucial for us to hear from our community about concerns and issues having said that please note that the board is here to listen call to the public is not designed to be a discussion due to arizona open meeting law the governing board cannot respond to discuss or take any action on items brought up during this time however staff members may be directed to get back to you to address individual concerns additionally i want to remind you that in lieu of speaking tonight you may choose to submit written comments to the board by completing a public comment form on the district home page all comments submitted by noon today have been provided to each governing board member
017and to the superintendent's office in advance of tonight's meeting tonight we have seven people who have submitted comment cards prior to the start of the meeting each speaker will have three minutes for remarks as a reminder the point of this and every board meeting is to accomplish the business at hand and to be able to do so openly and collaboratively all in attendance are expected to observe our meeting rules as well as rules of politeness and decorum so that we may serve as an example to our students that issues can be discussed in a respectful and civil manner please state your first and last name when you come to the podium our first speaker is lisa patchett and our next speaker will be liz dial hi my name is lisa patrick i've been here a
018couple times um i'm here because a half a dozen uh parents asked me to come and and fight for safety on shea boulevard i have if you want to walk around the front and show them on shea boulevard between shadow mountain and shea middle school it's a quarter mile stretch there's 14 inlets and outlets on that street um 14 there's no lights there's nothing there's two schools there there's a middle parking lot the the inlets are highlighted by the yellow there's there's nothing they they want to put a hawk light right here it's going to take more than a hawk light to straighten out this this mess one of the things that concerns me is the arteries that feed this area we've had three apartment buildings that were constructed in the last i'd say 18
019months to two years that's on 32nd we've also had ducey did a great job with the 32nd street initiative to bring businesses back we have um the basis school there we have the press we have starbucks we have tap house we have zips we have all this new business and it's great but what it does is it creates a problem to go through there now on cactus which is a big artery that feeds um it goes from 32nd street uh it's called the charlton it's it's under development right now cactus road feeds 24th street and 24th street feed shea boulevard people are not going to want to go down that way because it's congested because the mountain's there and it's it's super congested anyway and they're going to take this route they're going to take
02024th street and they're going to end up going right through shea right through where our kids go to school and there's no lights on that road there's there's not a hawk light we have three schools there's five schools in that area um three schools there's two schools that are affected the most is shea middle and shadow mountain somebody's gonna get killed there's been accidents there parents um you ca if you could see if i could have time to show you the insanity of this if you i challenge you to come down any day of the week seven o'clock to like 7 30 for the high school um and then it's two o'clock to 2 25. shea middle school gets out so 2 30 no in the morning it's 7 30 to 7 50 and then
021in the afternoon it's 2 30 to 2 50. i challenge you to come down and see for yourself the chaos that's created down there now i've talked to debra stark and deborah stark is working with both principals and we're all trying to get work on this trying to figure this out one hawk light is not going to work there has to be a redesign of some parts of the front of the school to accommodate the the parents the parents park on 28th street so yeah and just to clarify governing board you this is the item that you're very well aware of it's something that mr appleman has been working on since 2013 and uh we're happy that the community is supporting these efforts to to get these safety changes implemented sooner than later but thank
022you next up is liz dale and you can pronounce it properly when you get up here next will be summer bagley thank you so i am liz deal and i live here in the area and i'm here this evening because of my concern and i think easily i could say our combined concerns for the safety of our administrators our teachers and our students which are our children so there are three parts to what i would like to share and the first is the worry that we all have with good reason because of the risks the problems and the liabilities that we potentially can face so i was recently introduced to a new technology that has been a long time in the making it maps and gives a bird's eye view of our entire district every
023building every floor every classroom your entire campuses all locations it creates a smart map a smart environment so the second part that i wanted to share is that this smart app gives you a communication tool and system to notify instantly anyone that you choose it's customizable within your individual schools or within the entire district this map app also can give out alerts it can do communication on a daily basis but during an alert a crisis is happening whether that's a medical emergency fire a natural a disaster an active shooter situation or a bomb threat then the alert can go out through this app it also has um the critical alert capabilities which is the amber alert system where it can be it can go to any cell phone any desktop any laptop liz just real
024quick are you uh representing this company of this app no i'm not it's a people that i know that are doing the app okay because we're not permitted to have solicitations of products like that at the governing board uh level so if you'd like to share the information with mr droge our director of marketing communications we'd love to follow up with you okay thank you all right next is summer bagley and following will be eric west evening summer bagley all i've heard from this board for the last two years is safety and this and safety that and the most dangerous part of my day is dropping my children at school on shea boulevard in front of shadow mountain high school the most dangerous part is merging back onto shea from the drop off lane that
025is designated for parents because students are rushing to get to class and also merging into those lanes i cannot even tell you how many close calls i have seen i have a video camera in my car now primarily for this purpose because it's just absolutely asinine the the level of danger that uh students face and i appreciate my friend lisa working on so i'm here to support her in that and i appreciate mr lawrence and mr apple help him in being here tonight to support that as well i would like to see something done about it before someone is hurt i've seen easily 100 close calls i've been driving this for five years at mercury mine and shea middle and now shadow and i go to the school about six times a day four to
026six times a day so i'm very much exposed to the lack we need a light we need something and like she said i think it's a thousand you know i don't know how many are going in in the new um construction but all of that will feed into our school as well and the traffic and the construction obviously doesn't help right now um the remainder of my time i would like to share a perspective from parents who have an incoming kinder into this district and just what the journey has been like not shadowing visiting six different schools to see what would be the best fit from private to micro school to charter and of course our public feeder school that we've been to and we love and i have to say that they're all within
027a few miles of each other maybe a mile we have a lot to choose from in this district and that's a blessing but kindergarteners at this point in the game should not be in masks in your principle at mercury mine both 80 of their kinder are in masks this was just within two months of me touring all these schools i find this just flabbergasting i mean i'm just i can't even get over that this is happening in our schools where there's an opt out and at this point in the game obviously and then the other five schools you hardly see anyone let alone a kindergartner in masks no one was in the school and everybody was in math okay next is eric west and then jennifer ariza hi it's nice to see so many familiar
028faces the last time i spoke in front of the district was the safe sandpiper so i'm glad a number of you are still active involved i'm also speaking about the the mass at shea high school or shadow mountain high school my son is now a freshman my daughter is in seventh grade that's why i'll be dealing with this for the next six years it really is atrocious you need the district needs to figure out a way to allow people traveling eastbound to turn around and go back to 51 and people going westbound to be able to turn around and go back to their homes without colliding into each other and so i agree that needs to be probably a light at 28th street they need to move the crosswalk to the other side of the
029parking lot so it's not going in front of the cars exiting the parking lot there are some really sort of basic things that can be done that you know could really solve things i mean at this point the city is spending money on police force to set their car in front of in the middle of shades to sort of stop illegal u-turns but it's not it's not sufficient um it is a very chaotic day i would also recommend each of you to try to come in and drop a kid off at 7 20 and get out and get back to wherever you want to go it's a challenge i do it again at 2 10 every day it's also a challenge it's probably a little better in the afternoon but it really is sort of
030a nightmare um the construction at 32nd and shea doesn't help but that's not the problem this is a permanent problem and you've said you've been addressing it since 2013 you need to start picking up the pace um because that's not sufficient in terms of getting things done i think i'll take any questions but thank you very much yeah just a present mature just a point of clarification the sro officer is choosing on his own to park his cruiser into the median and with his lights on uh so that's part of the the sro from the site that's doing that and uh as you know uh we are not in charge of changing flow patterns we have been working with the city and we desperately support the community's effort to do this but that's not district
031responsibility to spend taxpayer dollars on that traffic flow lights and roundabouts and medians are not something that we can do with our district dollars so but we will continue to work with the city they have promised that doc mr appleman has a tall handsome guy in the back here who's been working desperately since 2013 to address this issue with the city and we believe that they are committed to doing that uh for us so we look forward to the results of the recent traffic study that they initiated okay uh jennifer ariza and then lily gresham hi my name is jennifer ariza first i want to say thank you to everybody here on the board for the time that you put into each of your positions i know personally it's difficult to make each one of
032these meetings every month so i really appreciate everything that you do and tonight i stand here as a concerned parent in the paradise valley school district and i appreciate the opportunity to speak i want to stand here tonight and declare that pornography should not be allowed in our schools pornography is most often thought to be pictures or videos of nudity or sexual acts but the depiction of those sexual acts in animated content such as cartoons or video games and in literature is also pornography the american bar association states that exposure to pornography harms children and youth by normalizing sexual violence creating unrealistic expectations for intimate partners and relationships and increasing the risk of addiction this happens whether it's a graphic video or an explicit passage in a book to find out more about the harmful
033effects of erotic literature and pornography there are many articles that you can research and read pornography is also used to train and desensitize people and increase demand for human trafficking pornography users often seek to act out what they have seen and read in pornography i also would like to ask if anyone here has ever known someone who's been a victim of human trafficking and does everyone know that arizona is home to the largest human sex trafficking recovery program and that we are taking in elementary age children into this program if we know that pornography in literature is harmful to children and if we know that pornography is also a gateway to human trafficking then i have to ask why to each of our school board members why would you ever approve any pornographic material to
034be on our approved reading list and in closing i want to also ask if anyone has ever spoken to college students or recent college graduates because often times i hear that oh well they have to read mature content so that they can be better prepared for college i spoke personally to college students over the last two weeks not one of them agreed with that statement every single one of them told me what i needed most was critical thinking skills and so with that i thank you for your time lily gresham and then suzy seep my name is lily gresham and um i have a daughter in at horizon i wanted to first say thank you it was teacher appreciation day this week and um i reached out to all my daughters teachers and tell them
035how much i appreciate the work that they do um especially under these trying times okay so today i would like to thank you for letting me be last i would like to share my thoughts on the importance of a proper education education can change the world i believe that education develops critical thinking it teaches us how to use logic when making decisions education is a means of achieving a world of peace justice freedom and equality for all proper education makes us more civilized to live in society education is an essential part of human development and education is the most is most important when we want to bring changes to our society the primary function of education i think is teaching students how to think for themselves and book banning restricts um information and discourages freedom
036of thought and about the pornography in school material i'd like to talk about how it relates to arizona revised statutes 15 717 and in reference to to that libraries have the power and duties to con an authority to contract and exclude all materials of sectarian partisan and denominational characters but however it does not prohibit materials for the elective course ars 15717 which is about which is i i just found this out was it which is an elective course on the bible the old testament and the new testament okay let me i'd like to read you something lot went out to the men at the entrance shut the door after him and said i beg you my brothers do not act so wickedly behold i have two daughters who have not known any man let me
037bring them out to you and do to them as you please okay here and here's something else here's what i've been saying as long as your own children are young they are no different from slaves in your house another one circumcise every baby boy whether he is born in your family or bought as a slave here's some laws about sexual purity suppose a man is caught raping a woman who is not engaged he is to pay her father the bride price of 50 pieces of silver and she is to become his wife because he forced her to have intercourse with him he can never divorce her as long as he lives um here's something else if a man is caught having intercourse with another man's wife both of them are to be put to death
038um here's another way if if a man sells his daughter as a slave she is not to be set free as male slaves are here's a good one the next day the firstborn said to the younger behold last night i lay with my father let us make him drink wine tonight also then you go in and lie with him that he may preserve next up is susie seep thank you president matura governing board and cabinet i'm just here tonight to thank the community uh the pva prom boutique has finished all of its events we're about to go clean up and cover up for the summer and i really need to thank the support of you know the community the board we got um almost 125 students dressed for prom this year which is just incredible
039we also got a number of students uh that are getting ready for their sweetwater graduation and we're able to get them some nice attire that may be too casual for prom but uh definitely nice enough for graduation i also want to thank the incredible support from the community we got donations of shoes and ties and jackets and dresses but we also received hundreds of dollars in donations from upc parents to help support kids who maybe want to go out to dinner uh or needed a few extra things to make their prom outfit uh perfect we were able to give away almost 800 this year in gift cards for things like hair and nails car washes jewelry and it was an amazing event and i would invite all of you to come and visit any of
040the events next year it just after such a rough couple of years knowing that the kids finally get to go back to prom so rewarding to be able to just be there with their families and see them uh trying on dresses and stuff like that so i invite all of you and i really thank you for all of your support [Applause] next on the agenda is superintendent comments dr bales thank you president mature governing board cabinet and guests as you know this has been teacher appreciation week national teacher appreciation week and during the last few years the role of an educator has expanded however the mission has not changed pb schools teachers consistently go the extra mile to ensure that students are continually supported and i could not be more proud of our exceptional teachers

044give him a round of applause and thank him [Applause] as president matura mentioned we have some outstanding students that have received some art and by literacy seal awards i'm proud to announce that we had 124 seniors earn the arizona department of education seal of by literacy and 59 seniors earned the arts proficiency seal during the 21 school year the bi-literacy seal recognizes high school students that achieve proficiency and related coursework and also completed additional assessments students are recognized with a seal on their diploma and a notation on their transcript during the arts proficiency seal students must have taken four courses in the arts and have earned at least a 3.0 average in those courses they have to have dedicated at least 80 hours to extracurricular arts related activities after school which furthermore cannot be associated
045with a grade for a course and they must complete a capstone an independent publicly performed or showcased original art we are so proud of these students congratulations to them and their outstanding accomplishments [Applause] in tonight's mission moment where we highlight areas that engage inspire and nurture students through high quality instruction meaningful educational opportunities and dynamic learning experiences i'd like to highlight our pb school's aspire program this program will offer us the ability to provide additional supports to students in the future if you're an employee or a pv community member with a four-year degree and have a strong desire to work in a classroom with special needs students this pv schools aspire program may be the opportunity you've been waiting for this is aspire program is a two-year in-house program designed to give candidates the training
046and tools they need to move up in their careers by earning an arizona teacher certification in the area of mild and moderate special education in this program you begin teaching immediately with a contract and pay and earn full certification with mostly embedded professional development eliminating many of the nights and weekends that other post-bac programs offer so we are so excited that the arizona department of education approved this and in april and for us to be a provider of this is amazing opportunity for our grown grow our own so if you know somebody that's dying to be in the classroom we want you have them apply for a job look for connections to our human resources office more information is available at pbschools.net and lastly allow me to express my deepest appreciation for our continued community
047support the support has allowed us to continue offering high quality instruction meaningful educational opportunities and really engaging learning experiences the support of our voters has also allowed our facilities to properly match the level of destruction and potential of our students there were several construction projects approved in the consent portion of tonight's agenda that will take place this summer and you'll see more of those projects as we move forward painting remodeling furniture and more are all contributing to the success of our students offering them updated and learning spaces to collaborate and learn is so much appreciated thank you to our community and those are my comments for tonight thank you next on the agenda is items for approval dr bales president mature governing board members cabinet and guests in this item we recommend four new assistant
