001okay welcome to suy school business meeting you are now convened as the legislative body for the school now my apologies for the late gavel we're supposed to start at 6 but but it didn't seem right to start with half of you still outside so I think we've got almost everybody in couple of things you should be aware of it is a public meeting so audio and video recordings of it are permitted now why do I mention that you know almost everybody here has a cell phone so they can take a picture or they can record what you're saying because you're sitting right behind them just be aware of it that you may be on on somebody's recording and not be aware of it now to participate in today's meeting and you've already found this out

002you have to be a resident of the town you have to have your voting card your bright red voting card and now to uh to speak to the meeting you have to come up to the microphone that's the floor mic right there on once you get there you're in Q and will be recognized before the discussion is halted on whatever it's on another thing to be aware of if you are if you wish to amend an article that's going to be up for discussion please write down your your Amendment and your name on a piece of paper now if you don't have a piece of paper we can supply you with a piece of paper but it it just makes it easier for us to get it right the first time the other thing is

003there's there are certain things that you cannot do you cannot change the intent of an article that's on the warrant if it's a fin if it's a financial dollars and cents as opposed to buying a pickup truck or you know highway equipment or anything like that you can all you can amend is what the article is in intended for and in the case of the school it's almost always for dollars so just be aware of that that way I don't have to rule against your request now when it comes time if you get up to the microphone and get recognized you have three minutes to make your point now that doesn't sound like much until you're standing in front of what 50 100 200 people whatever is here and trying to Jin up your thoughts

004and and get ready to speak so take a few minutes if you're going to speak and make it a note on a piece of paper whatever whatever we've got or whatever you've got it just works a lot better if you're organized now if if in in the course of the discussion on a warrant article you want to speak again you didn't get it all out you can go to the back of the line if there is a line and take another swing at it at some point everybody will get tired of it and we'll move the article okay now the rules for the game name we use brentwood's moderators rules there are copies of it in the town report and now page page 67 okay there we go the suy school information in the town

005report starts on page 37 and as as Melissa said the moderators Rules start on now why why okay they are they are different than the moderators rules that I've used for the past 10 15 years simply because they're a little bit more indepth but they still confine to one sheet of paper 8 1 12 by 11 as opposed to almost 700 pages in Robert's Rules of Order and why is that we don't need 700 pages to get through what we have on the the three articles that we have on the warrant so to get us started I would appreciate a motion from the audience to adopt the moderator's rules as the rules of the meeting okay it's moved and seconded all those in favor raise your card okay and those opposed I'd say it's 100%

008Allison Higgins Daniel abar Chris Andi associate superintendent Gordon Graham attorney for the district Molly oef Director of Finance Ron Q Sweezy School principal okay and on this side over here is our school meeting secretary are we are we on okay the budget committee has held public meetings to work work through line by line the suy Central School operating budget and warrant articles these items are before us this evening up please right into it the light is green so right okay okay the budget committee members who have done this are Alina arita Brian Duffy the school board representative Gabby Kelly J Jones our select board representative katne morosi Michelle sudit our secretary I am Jack Mitchell our chair thank you heather hagget School clerk thank you you're welcome okay and the only person I haven't introduce

009yet is sitting right in front of me here Melissa hanlin who is agreed to be the assistant moderator or my backup just in case you never know okay I guess we're ready to get down to business article one the operating budget shall the Brentwood School District vote to raise and appropriate the mun the municipal budget committee's recommend recommended amount of 7 million $48,750 for the support of school payment of salaries for the school district officials and agents and payment for the statutory obligations of the district the bman school board and the municipal budget committee recommend 7 million4 58,7 15 this article does not include Appropriations voted in any other warrant article tonight do we have a motion we do Ryan and a second and Megan Megan Gerald and who's going to do the who's going

010to do the presentation I will do the presentation okay all right so once again everybody thank you for coming and usually go through speak up please right thank you all for coming uh usually go through tonight's goals which are to present and discuss the sui Central School warrant articles there are three they are found on page 89 of your Himel if you want to read along uh with what you got on your lap um those three are our operating budget which is the motion we're talking about right now our special education trust fund and our technology trust fund we'll talk about those and then as a community so as we lead into that first one as a school aard we have four goals uh number one is always keep students at the center of our

011decision-making process and that was at thec center of our process we worked with the seu to develop this Budget moving the slides you got to change these slides I what you CH change these oh yeah I got it thank you um number two is to review data and shape policy to allocate resources that support student growth and learning number three is to continue to pursue community and board engagement by reaching out to all of you and number four is to sustain our school by implementing eco-friendly practices while promoting environmental stewardship and maintaining fiscal responsibility so a little bit some photos of all the great things you're doing at the school skateboarding uh a drummer group that visited the return of graduates who come back every year after graduate from EHS to visit suy uh cross

012country club uh the stem program that some of you may have come in by and judged so thank you for those of you participated in that um and these are words to go along with those photos um the school right now has uh 19 classroom teachers five integrated arts Prof professionals six special ed staff um and 30 support staff including prer professionals office stash lunch program and so forth and you can see the grade breakdown by each grade level number of students in each grade and number of students in each class um one further update at this meeting last year this community approved a bond to install solar panels on the roof and here we are a year later and those panels are on the roof and generating power for the school um mly ykee

013has filed a uh application for a tax credit uh so we should get a good amount of money back from what we paid for it uh so that is very exciting so something that this group voted on last year already in place and already up and running and consistent with our goal to keep students at the center of our decision decision-making process uh those solar panels do to come with curriculum support activities so that students can learn from the solar panels and sey students are succeeding um as you can see from this chart which shows the green line on the left where the state percentage of students that are uh proficient at their grade level for English language arts Math and Science although science is only measured in fifth grade you can see that s

014the yellow bar is significantly ahead of the state averages so kudos to the staff and teachers here at suy and Kudos the suy students for doing so well and more important I think well not more important but equally as important is that the sues school does this very efficiently here you see the cost of Education per student per people spend among the schools in our SAU and the state average and you'll notice that sey is not only the lowest in sau6 uh but is below the state average and that brings us to Warrant article one open for comment Doug Doug if I could just absolutely okay the budget committee recommends approval of this operating budget of $ 7,458 715 it and it's notable that it contains the first Bond payment for the Sol solar panels

015that are in operation now okay anything else from the budget committee that's it okay and we have a gentleman at the microphone sir is this thing on yes thank you Mr moderator um I'm holding in my hand a book from Mark lvin I won't mention the title although I was going to but I'll read from my own script in his book constitutional lawyer Mark lvin States and I quote the attraction of Marxism even in its altered forms to WB Dua and Cedric Robinson and numerous other self-proclaimed radicals and revolutionaries past and present is now routinely taught in our Public Schools colleges and universities and enforced through diversity equity and inclusion or Dei administrators so in reviewing this proposed fiscal year 2026 budget there is a line item under Office of the principal asking for $3,000

016for Dei J support I'll presume those initials stand for diversity Equity inclusion and Justice across the country institutions are abandoning this Marxist indoctrination program but here in sau6 there's still a request for support so I suggest to you that while $3,000 seems min SK it is clearly an indicator that there is truly a level of indoctrination within the Union School System if you need proof I recommend that you look at SAU 16's website accordingly I propose that we not support this current budget offering but rather shoot for something lower and call upon the school board and administration to separate the chaff from the wheat thank you very much Jim burlo Scrabble Road I'd like to amend article one to 7, 28,750 a reduction of $200,000 from what is asked second okay and you have it

017in right I do I'll second okay we have a motion in a second to amend any other discussion on the amendment as it proposed I'd like to say that years ago this town debated the position of assistant principal and the position was years ago that as a PO population of suy increased Beyond 350 students that they needed an assistant principal as we have devolved into 288 students we are almost I don't know where that slide came from but if you want $7.4 million divided by $288 kids I'm coming up close to $25,900 per student now if we eliminate the assistant principal we eliminate the $33,000 of Dei we incur the cost Savings of our solar panels we should be able to live within our means with a 7,258 budget thank you Liz foro South Road

018this could be for the amendment or which we're speaking about now right the amendment or the bud the amendment is what's now now on for four okay so um I agree with what he just said I also know that when my um youngest child was in Sue there were 420 children the 288 children that are in there now includes 21 from the prek I'm assuming that at least 10 of those are typical peers is that correct I don't I don't think anybody followed your question try it again typical peers you mean students from other towns typical peers without disabilities typical peers you have to have the most you can have is as many as you have in the if there's 21 so 10 of them is nine yeah how many has to be at least

01950% at least 50 that's what I saying so 10 of them are typical Piers correct or nine something like that I'm just trying to compare apples to apples so when my son was here my youngest child there was 420 kids we were bursting at the seam now you're saying there's 288 but if you subtract 21 from 288 you have 267 correct as yes matter of math it's correct okay so I agree with um with Jim burlo and I believe when my son was here when they were had the highest ever classes here um they had 18 classroom teachers and you said you have 19 and six that are devoted just to special ed so I believe that with that much of a reduction we shouldn't have that much of an increase in the budget I

020think it was 4 million something that year thank you hi hi I'm Katie Capa I live at 21 Dalton Road um I'm against this I know that we haven't even like talked about the amendment really but we're just like slashing 200,000 Miss Gallow gets paid 90,000 and 3,000 for Dei is your issue that's doesn't equal 200,000 also I mean I can do math I went to public school and also all of you just cheered for those second graders up here and we're so proud of them but you want to slice their budget that's the budget you're slicing administra nope they are be you can't choose where the budget gets sliced yes we can you cannot you cannot it's about and I go I can I it's my turn so if you'd like to come up

021and speak you can say your name again and speak okay thank you you was speaking behind me just say okay go ahead I'll be quiet yes you will I apologize I work at Timberland they slashed our budget we don't know where that's going to come from it's probably coming from case managers who are dealing with kids oneon-one it's not coming from an Administration no one gets to choose where that comes from so you can say all you want get rid of Kate Gallow I think that's a huge mistake she's a great person she reaches out to me about IEPs about getting my daughter signed up for kindergarten it's a great position I don't know why we're going after it Dei is you guys all think that is the devil it's not the devil it's inclusion

022people this is my child running up and down she's Dei so am I we both have special needs we're your Dei kids think about the kids you just cheered for and you can say all you want no we're just against the administration but the people you're hurting are the kids who staying here the kids who are running around and the parents who have the kids coming into the school so think about that before you vote on this budget hi my name's Jennifer Boris and 30 Washington Drive um I currently work as an administrator in an elementary school that has a similar budget um well actually it's a lot higher than this but um I wanted to say that the position of um the position of the assistant principal is an absolutely vital position to running

023a school they support not only all of the teachers I she has reached out to me because I have a child I have three children with disabilities so so again when we talk about inclusion when we talk about how do we support these kids so that they can become meaningful citizens in our community this is how we do it we intervene when they are young and we support them so I am against this cut hi Julie Cavalier eight Fellows Road I have a question regarding the tax credits that we're going to be getting because of the solar panels from the solar panel okay we're talking about the amendment okay so I can't ask a question about the I mean it impacts whether whichever number we land on once we finish with the amendment then we'll

024tackle whatever the next well yeah I mean it is all kind of tied in to how I'm going to vote so I just want to know are the tax credits going to be applied to the bond that was used to purchase the panels because that impacts this budget right paying off the bond so will those tax credits go towards paying down that Bond thus impacting the overall budget as we move forward it can't it's going to be it's going to be a revenue Source when we receive the money to the district a revenue source for what so what we vote on tonight is the expense set of the house there is a revenue side and any expenses not covered by Revenue since you have a tiny bit of Revenue is what is raised in taxation

025and so this will be a revenue source to the district you cannot spend a revenue source and so when we receive the money which we've put in the application to the IRS we don't know exactly when we're going to receive it but it will be a revenue source to the district to offset the amount needed to be raised in taxation it will not decrease your budget and do we know how much those tax credits are 30% I don't have the exact number right now but I believe it was yeah I mean rough 33% the the entire project was 662 th000 I believe the tax credit was about 33% of that okay so a couple hundred thousand right right can you repeat that so the entire cost of the project was $662,000 I believe the solar

026tax credits will be about 33% of it is what we were told the credits would be we have put in an application with the IRS so Dr andisi comes up with a just shy of $200,000 but again that is a revenue source to the district that does not impact the budget side but Molly correct me if I'm wrong the revenue to the district ends up being returned to taxpayers it is it is an offset to the tax rate it decreases the amount needed to be raised in taxation so just we have to we have to vote for the budget yeah but then whatever comes in from that then you won't go into the tax to have to build the create the amount of money we need for the budget because we'll get okay so it

027will be put towards this it'll offset will it be going directly towards the bond or just into the bucket right it goes into the it just go it just decreases the amount needed to be raised in taxation in the entire bucket you can't say it's going exactly to the bond however it decreases the amount overall need to be raised in taxation okay she had another comment well have a comment I just want to be next talking oh okay thank you so just related to the current motion that is out there okay so a $200,000 budget cut I want you to understand how that works all right so uh first of all uh the dis the position that is being discussed here was not a new position we did not hire an assistant principal we promoted

028our curriculum coord coordinator to have additional responsibilities because we had an a growing need okay so that is not a new position it was an existing permiss position with a promotion $200,000 budget cut means to classroom teachers that's just the reality okay the budget doesn't have fluff in it there are not extra things to cut so when the budget gets cut it means classroom teachers there's just no mistake about it no matter what else happens here when that budget cut comes to us and we have this conversation with Dr andisi and Ron in the school board its positions there's no other way to cut $200,000 okay Susie Curtis Gallant drive and thank you Allison that was actually good to be my statement is that I just wanted to affirm that $200,000 we don't get to

029decide how they cut that are then faced with that decision as to how they cut the $200,000 that is correct yes ma'am uh cap Parks 162 Middle Road uh how many children are in a classroom we showed a slide on this a little bit earlier yeah well I have a hard time remembering sorry right here we are so so prek is 11 seven special needs and 10 typical peers kindergarten assists 35 students sure so 50 students per classroom uh no so there are in the prek there are 21 students total in kindergarten there are 35 students total and 12 per classroom in grade one there are 42 students per total and 14 per classroom in grade two 44 students total 15 per classroom grade three 50 students total 17 per classroom grade four 38 students

030total 13 per classroom all right get it now in grade five 58 students total in 19 per classroom so well I guess I'm old school but that's pretty low per classroom from when I went to school I mean we had 30 kids with one teacher and um I so I'm sorry if you think you're going to have to lose two teachers but I I don't know I I just what was the budget last year for uh for your whole budget compared to this year so last year's budget was 7,786 32 okay and this year's increase overall is I want to make sure I have the number correct Molly is it 5.38 where is it so I believe it's 5.37% or $380,000 so if you actually take that packet that you have in your hand right

031now and you flip to the line by line budget right in the center you have all of this information in your hands already oh thanks I didn't yeah so if you yep you if you keep flipping in that the line by line budget comes directly at after that first page that you're looking at and at the end of that document you're going to see exactly I I can ask you how how much are you going up or down from last year for the budget so it's the $380,000 which is on that document in I'm not going to look at the document 400,000 almost 400,000 400,000 380 she said 380,000 well I agree with the 200,000 cut oh go ahead cuz I've already all right Spike from Scrabble Road the lady on the school committee just

032said to us essentially our hands are tied I'm sorry we've heard that for decades 20 years ago a previous superintendent told us well I suppose I could cut the budget for paper and pencil in fact you have a lot of latitude de J which I call remedial racism is a very good place to start the reality is this we are the town's legisl we want less government we want lower taxes I support the amendment Liz Faria again so if I take your we have to cut two teachers with I don't really agree with um when my son was there again there were 420 kids now there are 288 if we're being charitable and um there was no assistant principal cuz they usually come in at 3 or 350 the number of students you get assistant

033principal so that does not affect a classroom teacher and there were 18 I believe there might have been 17 but I'm pretty sure there were 18 classroom teachers at the time so that would only be dropping one classroom teacher or you could cut something else however if you were going to get um so you said 6 66,000 was the rebate so 662 th000 so that means like 33 33 % of 660,000 yeah so it's going to be like which is about two I get 21846 218 is good so we'll be watching that number so as soon as you get it can you post it everywhere the front of su's web page send it around let the school board know cuz if that's the case we're going to get that money back that would be similar

034to the amendment I still support the amendment I call the question she's for the other side she already spoke nobody else was in the I I call the question after Doug Marina I I was going to call the question so okay um I just wanted to point out that they posted earlier the um scores the achievement scores and those are I believe in the top 20% of the of the state and part of that is probably that there are low class sizes [Applause] okay now the question has been called the question that we're dealing with is the amendment all those in favor of the amendment no debate do we vote on call the question first yes we close debate first okay so so what you were trying to do is you wanted you want you're

038to be placed in the special education capital reserve excuse me trust fund previously established for the unanticipated special education cost at suy Central School the sum to come from the June 30th fund balance available for transfer on July 1st no additional amount to be raised from taxation you want to hear that a second time The Brood school board and the municip municipal budget committee recommend this article do we have a motion motion Brian moves it and and we have a second School Board yep okay and speaking to it for the school board I will speak to it for the school board okay and uh you can see on the screen we have a chart of the four capital reserve funds that the SEI school has these capital reserve funds are okay built for uh unanticipated

039needs and we have two fun we have a Target balance based on predicted needs um because our maintenance and Safety and Security trust funds are at our Target balances there are no proposed contributions to those trust funds um our special education trust fund Target balance is $250,000 which we estimate to be the cost of one year out of school placement for an individual student and that is a a big expense we want to make sure we have the the cushion there available for that so that's why we're asking for $20,000 for that um just while this slide is up on the technology trust fund that is for uh unanticipated technology requirements not run-of-the-mill technology requirements that might be in the line items in the budget uh so things that are either unanticipated or come up

040every uh every so often like recently we had to buy new routers for the school but those are those two things so that's the background of the capital reserve funds request and um this funding would come from any uh unapplied fund balance left over at the school year so while it does not get raised from taxation it does not get carried over to reduce taxation for the next year Liz FIA South Road can I speak no not yet we haven't heard from budget committee okay the budget committee recommends approval of this special ed capital reserve fund appropriation of $20,000 from the available fund balance now Li's Freo South Road Miracle of Miracles I'm for this um for this $20,000 I was on the school board for 10 years one person can sending out of District

041can be easily 250 50,000 could you put back on the other slide that says how much is in there so I'm almost hoping you don't ask for anything next year and I'm totally against the technology so I don't have to get up again I'm totally for the special ed and um just to be clear no additional funds would be raised for taxation this money at the end of the school year has already been raised so it is taxation it's just not going to reduce it cuz you're going to spend it but I'm for that $20,000 thank you Melissa Lichfield Eleanor's way um I applaud you for doing this this is wonderful exactly what Miss FIA stated um it has happened before not far from us where a new family moved into town they had a

042couple of children that were um needed the special education budget and actually froze the budget for the entire student body for the rest of the school year this is not the 20,000 and actually I hope you continue to ask until you get to your 250 and I support the technology good for you with the forethought to do that thank you chimber Scrabble Road we just voted on a budget that could not be reduced by a penny it had to be that four that 7.45 eight million yet there's $220,000 left over from last year's budget money raised through taxation and somehow we have $22,000 extra I'm not including the technology but somehow we have $20,000 extra H we paid it last year we couldn't reduce last year's budget because the sky would fall the children would

045technology cost at suy Central School the sum to come from June 30th fund balance available for transfer on July 1st no additional amount to be raised from taxation the brenland school board and the B municip Municipal budget committee recommend this article majority required motion so moved and second we have a motion and a second so that uh I already spoke to the motion to a great degree U this is really to even out the impact of large or unanticipated technology spends on the tax rate over the course of years so we have a Target balance of $50,000 um as I have pointed out the current balance is $10,000 so we're just asking for $110,000 to build that balance back back up because the technology trust fund was used uh two years ago a year and

046a half ago to buy new routers for the building so uh in the case that there's another big technology purchase we don't want to have to see a giant increase on the overall budget we'll be able to use the uh the trust fund thank you ja the budget committee recommends approval of this technology capital reserve fund appropriation of $10,000 from the available fund balance sorry I hate to do this again Liz Faria I want to know how much money is in your technology all of your technology lines that are in your budget in the 7 million whatever we just voted in and your 7,458 7 15 budget how much of that is technology so Liz if you're looking at the line by line budget just so everyone knows the technology section in the line by

047line account strings there's several numbers it either starts with 10 or 11 and then there's um a four digit code after that technology is 2225 so anything where you see 2225 that's technology now there is going to be some salaries in that section um related to Personnel but on that line on the that section of the line by line you're going to be you're going to see where there's new equipment replacement equipment um everything should be in there I want to know the bottom line and I don't want to add it right now I want to know the bottom line without the teacher of technology so software Hardware whatever kind of wear spy wear anti-py whatever you call it the I believe the intention of the trust fund is not for us to use it
