004that was our first student voice of the year and um it as mrs matura said it's it is always enlightening and we have some new students obviously for those of you who who aren't familiar with the program we have four students one from each grade level from every high school so we have new students just by virtue of new freshmen um but it is we're able to break out even virtually we did some small breakout rooms talked about different topics and the conversation was lively and they all got homework so um we'll be meeting again next month and and listen some more um also i i don't know if i'm gonna be stealing your thunder in this one but we did have the ribbon cutting for our challenger center i won't say much because no

007and president greenberg that concludes honors and awards thank you very much next on our agenda is call to the public and because our meetings are made available to a virtual audience paradise valley unified school district has implemented a process to collect virtual public comments members of the public wishing to submit these comments to the governing board for this meeting were able to do so by completing the public comment form located on the home page of the district's website in order to be included in tonight's meeting members of the public were encouraged to complete the form by noon today it is important to note all comments related to board agenda items that were received by today's new deadline were provided to all governing board members in the superintendent's office in advance of tonight's meeting these comments

008will not be read aloud during the meeting we'd like to thank our community for voicing their thoughts and providing comments for tonight's meeting and we received a total of three comments and missions members excuse me members of the public present at this meeting wish to address the board on items not listed on the agenda completed speaker cards to be recognized during call to the public due to arizona open meeting law the governing board cannot discuss or take any action on items not listed on the agenda because we have i believe it is six cards each speaker will have three minutes for their remarks members of the public who have asked to speak on agenda items will be recognized to do so at the appropriate time during the meeting although we did not receive any cards

009when i call your name just for the record we ask that you please state your first and last name prior to sharing your comment and the point of this and every board meeting is to accomplish the business at hand and to be able to do so openly and collaboratively to that end everyone attending the board meeting whether speaking to the board or not is expected to observe our meeting rules as well as rules of politeness propriety decorum and good conduct pursuant to arizona open meeting law at the conclusion of call the public individual members of the board may respond to criticism made by those who address the board may ask staff to review a matter may ask that a matter be placed on a future agenda or may take no action and i'm simply going

010to call on folks in alphabetical order so first up is dr fred isles hello my name is dr fred iles former secretary of state condoleezza rice eloquently argued on the view against critical race theory being taught in public schools and her critics lashed out on social media over it she also thinks parents should have more say over their kids curriculum things are moving in the right direction the united states ranks 27th among industrialized nations in quality education but it ranks number one in cost arizona ranks second from the bottom among the 50 states for educational excellence our kids s.a.t scores are extremely low that's why lots of parents are putting their kids in private schools on the other hand paradise valley could reach for excellence by teaching our kids the answers to life's most fundamental

011questions who am i where am i why am i here what's the agenda of my soul getting these answers is infinitely more valuable than learning to read write and solve differential equations eventually we'll evolve as a race to address these questions you think your life is about you but your life has nothing to do with you it's about everyone whose lives you've touched and the way in which you touch them not local you but the universal you in the sense that you and everyone else are one i'm not a religious man but i asked god for strength and he gave me difficulties to make me strong i asked for wisdom and god gave me problems to solve i asked for courage and god gave me dangers to overcome i asked for love and god gave

012me troubled people to help that's why i'm here you don't have to struggle to survive all you really have to do is just be your divine self you can't be hurt distressed or angered just hold your space then everything else that you thought you had to strain for would fall in on you automatically virtually without effort quote seek ye first the kingdom of heaven and all these things shall be added unto you you are source don't go looking to another to provide for you quote i'm come that you may have life and that you may have it more abundantly there's no other reason for me to be here i need nothing from you not your admiration not your permission not your love not your approval or your money i only desire that you have the

013opportunity to express who you really are and to grant our children a wonderful education which will bless them for a lifetime life is an illusion if you were top-notch educators you would see that everything the illuminati puts out on tv propaganda government policy the mandated killer vaccines suffocating masks phony pcr tests and economic lockdowns have one primary purpose to prove to you that you are not a god in your own right but a critical race theory trained ignorant human who has to depend on a tyranny of smarter people trained by the nazis to tell you how to live no you are source here's the formula that paradise valley isn't teaching its students that which you source to another comes back to you automatically for an astonishingly simple and clear reason there's only one of us

014in this room of course what i give to you i give to me the students are looking to you to bring them understanding to be an example to show them that they can be just as wonderful as are you thank you the next card is from sandra christensen thank you president greenberg dr bills and governing board my name is sandra montes christiansen and when my son got quarantined the school nurse had indicated that they had not updated their recommendations for quarantine and testing since the beginning of the pandemic in 2020 it's been over a year and i'm going to share some updates from medical experts dr peter merkel peter mccullough is an internist cardiologist epidemiologist in medical practice in dallas texas he maintains abim certification and internal medicine cardiovasc and cardiovascular diseases he manages common

015infectious diseases diseases as well as cardiovascular complications of both the viral infection and injuries developed after the covet 19 vaccine since the outset of the pandemic dr mccullough has been a leader in the medical response to the covet-19 disaster and has published several peer-reviewed journal articles on infection and medical responses to sars kov2 and the american journal of medicine and other top medical journals i'm going to read uh five points of truth that he recently discussed and published this is from dr peter mccullough five points of truth about coveting number one the virus cannot spread asymptomatically let me repeat individuals cannot spread the virus asymptomatically so these children that are being quarantined and they have they show no symptoms they can't spread covenanting this is from dr peter mccullough point number two there is no

016need for asymptomatic testing this is not approved by the fda sarco v2 tests were only approved for actual sick patients this was supported by both the fda and the world health organization on june 2021 saying asymptomatic testing needs to stop uh point number three once once you get covered 19 you cannot get it again positive pcr antigen tests show this natural immunity is robust and durable the vaccine just makes it worse point number four coven 19 is very treatable especially if treated early monoclonal antibodies approved by the fda and oral drugs antivirals are very effective in treating this disease point number five from peterborough mccullough the cova 19 vaccines are losing their effectiveness and are increasingly unsafe for use in populations for individuals especially in children u.s is promoting fear suffering hospitalization and death are

017railroading railroading individuals into getting this harmful job including 28 million children between the ages of five and five to eleven coming soon um with a 99.9 survival rate the chance of a child dying from code is virtually zero but myocarditis and other injuries are very harmful to children thank you the next card is from sofia davis my name is sophia davis i have a first and third grader at north ranch elementary school i'm here to talk about quarantining students my first grader just got quarantined for the second time both instances he was exposed by an unmasked student despite the fact that my child was wearing a mask he was forced to quarantine for seven days and get a covered test to return he tested negative both times to date my first grader has missed eight

018days of school eight days of school when we have only been in school for two months this board and this district must do better for our children my sister-in-law is a teacher in kansas at the start of their school year their superintendent said loudly my main priority for the school year is to keep kids in school as long and as much as possible their policy if a student is exposed is that the exposed students can continue to attend school but must wear a mask if they develop symptoms they then must stay home their temperatures are checked each morning during the quarantine period our district needs to start to look at alternatives to what you're currently doing for kids the continual missed school days will start to catch up to them and their education is going

019to suffer you must do better other schools have figured out how to do better you must do the same my son was able to return to school today we were working on spelling words tonight he only got three of them right he usually gets hundreds on his smiling tests he hasn't been in school all week so he doesn't know any of the words the very large stack of worksheets he received that i did with him in between working myself was clearly useless thank you the next card is from david hixson excuse my voice um david hickson sorry um i first want to thank you for acknowledging my email and my request to have an agenda item be made about i call it critical race theory but it's social and emotional learning is the proper vernacular

020apparently um as well as the sexual grooming and and uh the awful things that are being taught to our children that really should be kept inside the child's house at the dinner table that that's a discussion for the parents it's not a discussion for for the teachers here i also just wanted to add to you know when you had the moment of silence i just heard just a few hours ago in that moment of silence i offer my prayers and condolences to the family of the pv student who committed suicide today so i'm very very saddened at that and i'm sure you are as well i really think that this issue does need to be made an agenda item because this is an epidemic occurring across the country i'm sure you're well aware of situation

021in virginia where a student who is a male biological male called himself a female proceeded to go into the the girls restroom raped that girl he was expelled and then he subsequently enrolled in another school and raped another girl in a bathroom and i i'm also aware that at horizon apparently it's okay if you call yourself another gender you can go ahead and use that restroom facility this stuff is here on our doorstep and we also have other teachers in other schools who proudly proclaim their members of antifa you don't think that this type of behavior amongst teachers doesn't exist across the country this is an epidemic this must be addressed and i appreciate your response mr bales um but uh you know what's written down is not necessarily what's communicated in the classroom i

022myself used to be a bureaucrat so i know you have something in writing and that's supposedly the the lay of the land according to what's written down what what's actually happening in real life is not and this must be addressed this is a critical time in our history and we are losing the fabric of our country that starts in the schools this so that's it the next card is jessica landon my name is jessica landon i have two children in the pv district my daughter is in first grade and my son is in sixth grade we have been a part of this district for seven years i used to feel lucky to be in the pv district but sadly that has changed since the beginning of the pandemic i have been completely disgusted with many

023of the choices that this board has made and continues to make you say that our children are your highest priority when in actuality you have shown that your own political agendas come first i would like to discuss the quarantine policies this district currently enforces we're told that the quarantine policies are in place to protect our children from covid but in reality that's not the case at all because many of these policies are not backed by any science here is an example my son was sick last week so i kept him home from school he was forced to remain quarantined until i was able to provide the school with a negative covet test meanwhile his younger sister who lives in the same home was allowed to attend school every single day because that makes a lot

024of sense right when speaking to the school nurse regarding the requirements in order for him to return to school she suggested that i go get an at-home cova test i stopped at the store and bought one i was shocked to find out that this at home test would be an acceptable form of documentation how does one know that the test was administered correctly or that it was indeed my son actually taking the test all i had to do was email a photo of the test and he was allowed to return to school the next day please explain to me how these kinds of policies are backed by science because i don't have a good answer to that question also while reviewing information on the district website i notice that there are different guidelines for students

025versus faculty the guidelines for students are spelled out plain as day yet the guidelines for faculty include quote contacting human resources department to follow protocols for when they may return to work why do the same or why do the same ridiculous rules that apply to my kids not apply to the faculty seems a bit contradictory furthermore i would like to remind the board that only maricopa county health department has the authority or has the authority to order children to quarantine not paradise valley unified school district thank you [Applause] the last card is from wendy mahler good evening my name is wendy mahler i would like to discuss the transgender bathroom policy and or practice that has been in effect for eight to nine years here in the district it is my understanding from a school

026official that a child who identifies as a transgender can go to the school office and fill out a form and then the transgender child may use the bathroom that he or she identifies with you may or may not have heard about the rape that occurred in loudoun county virginia i think mr hixson spoke about it earlier where a teenage boy who identified as a transgender went into the girl's bathroom and raped that schoolmate same is happening in the california jails the male inmates are saying they're transgendered they're being transferred into the female jails and there's a bunch of female inmates that are now pregnant i'm aware of an incident to a lesser degree of trans violence not my words but the victims that happened on campus at my son's school in this district the bathroom

027this happened in the bathroom and it's due to this very policy i personally disagree with this policy i feel that it infringes on the rights of students who are not transgendered i have a son he is male and the boy's bathroom has urinals i do not think it is reasonable to allow a girl who identifies as a boy to be allowed in how uncomfortable would a boy be with a girl in the bathroom when they were using the urinals likewise the same for a boy to go into the girls bathroom this policy is creating a situation for children's safety to be at risk horizon high school has remodeled one of the bathrooms due to vandalism vandalism and it costs the districts and taxpayers about 147 000 and it's on tonight's agenda in the construction item

028to to fix this job and it's only 95 complete as of today there are two possible solutions um to this issue either create a single user bathroom in every school in this district that allows for any student no matter how they identify to use and ensure their safety the school district can use the american rescue plan act that was created because of coven 19 the education stabilization funds of 41 million 495 828 and 58 cents to take care of this problem that they received this money came from the federal government or to ensure our kids safety you can just get rid of this policy and it costs nothing i ask that you end discriminatory quarantine it is not working and that's all [Applause] next on the agenda superintendent commons dr bales thank you president greenberg

029cabinet governing board members and guests just a couple points clarification the county does assign kids to quarantine and not the district and i do confirm that with you last week last saturday challenger space center opened its doors and we welcomed their partnership with paradise valley schools this campus is a repurposed elementary campus formerly known as foothills approximately 18 months ago we begin this partnership with the challenger space center and are happy to see that their partnership with sun's charities larry fitzgerald and devon booker contributed significantly to this partnership and through their partnership we now have related services that gives us the opportunity to send kids to challenger space center for free uh to the tune of i think if it's forty five thousand dollars a year services dr jarrus is that right or is it

030sixty five thousand sixty five thousand dollars worth of services so we're excited about that partnership this week is national school bus safety week and the theme this year is one bus plus one driver equals a big impact on education thank you to all of our bus drivers and the transportation department staff for their continued support of students beginning with the early morning bus routes through our first bell and onto our routes home the dedicated transportation staff in pv schools works hard daily to get our students where they need to be with a nationwide shortage of drivers we ourselves have felt the bumps along the way if you know someone who would like to drive in paradise please direct them to pbschools.net forward slash jobs earlier this evening we recognized our national merit semifinalist i'm proud

031to announce that pb schools also has 20 2022 national merit commended students from horizon high school north canyon high school paradise valley high school pinnacle high school and shadow mountain high school congratulations to these students on their achievement as well k-8 parent-teacher conferences are scheduled for october 25th through the 28th parent-teacher conferences bridge the connection between home and school and this is a valuable opportunity for parents to support their child's academic development and partner with pb schools teachers in need of some trans conversation starters please visit pbschools.net where we've published an article on ways to get the most out of this year's parent-teacher conferences as we continue to talk about our many journeys of excellence it's important to know the hard work of our students and staff is being noticed earlier this week we were

032notified of several achievements within our district placing the following schools on the u.s news and world report's best schools list congratulations goes out to students and staff of boulder creek elementary copper canyon elementary desert trails elementary explorer middle school fireside elementary north ranch elementary quail run elementary and wildfire elementary these schools were included in the top 30 percent of arizona schools earning them this recognition in an effort to continue excellence within our district we've re-energized our strategic planning process earlier this month a group of stakeholders making up our design team including staff community and parents met to kick off the process during this kickoff the design team participated in a group session focused on stimulating student curiosity creativity innovation and initiative the group also examined components of strategic planning work that was started in 2020

033throughout the strategic planning process internal and external stakeholders will have the opportunity to provide feedback to guide this development of the pb school's strategic plan we're in the process of building a home page for updates and information on pbschools.net for those of you that follow our koba dashboard our number of positive cases continues to decline as well as the number of students assigned to quarantine by the county fortunately for those of you interested in a vaccination for students ages 5 to 11 we anticipate that may be available the first week of november additionally we were in the process of evaluating vendors that help offer easy access to vaccination clinics outside of school hours at night and on the weekends for those families finally i started my day with a tribal council meeting with the navajo

034nation it was an honor to meet them and share the strategies we are implementing for our american indian and alaska native students in our district this afternoon i finished my afternoon in ms cunningham's pathways classroom at sweetwater community school special thanks to her and her team and the students for sharing their classroom with me i was honored to help them bake banana bread and judge their pumpkin pie contest and those are my comments president greenberg thank you dr bales next on the agenda we have one item for approval and that's our gifts and donations report we would like to thank all of our donors and actually um i'm gonna let you know all of them on the report we appreciate a donation of from the maricopa county regional school district of 150 cases of disinfecting

035wipes worth nearly three thousand dollars that are going to be going to all of our school sites for ppe purposes um g h legal plc provided more than one thousand dollars in classroom supplies and three hundred dollars in cash to sandpiper elementary for educational supplies and instructional software and martin dorito provided cash and school supplies worth nearly one thousand dollars to sunset canyon we appreciate these donations and mrs case may have a motion to approve so moved all those in favor please say i i any opposed motion passes unanimously next on the agenda our items for discussion first will be new courses and revisions for next year's high school course catalog dr bales thank you president greenberg aye governor board cabinet and guests planning for the next school year and courses takes a year or

036more and uh registration staffing will begin as early as january and dr corson is here to share with you some of the new courses and revisions for the 22-23 school year dr corson thank you dr bales good evening president greenberg members of the governing board dr bale's cabinet and guests tonight is the first reading of high school course recommendation additions and revisions for the 2223 school year early in the school year high school teams and departments submitted course additional revision recommendations these recommendations were initially reviewed by our lead counselors these course recommendations were brought to the assistant principal counseling team a team composed of counselors curriculum assistant principals from our high schools and other department representatives at our september meeting each of these course recommendations and revisions were reviewed and discussed and the team reached

037agreement on the following course additions and changes presented to you this evening our first course is integrated science a course for ninth grade students that will combine concepts from the physical sciences including earth science and conceptual physics this course will be part of a pathway for students who will then take biology as a sophomore in chemistry as a junior our career and technical education department is recommending several cte classes healthcare pathways and assistance construction technologies and space force jrotc and its drill team as you may recall the governing board previously approved healthcare pathways in assistant 1-2 and construction technologies 1 2 and 3-4 and students are now ready to complete the pathway by taking the upper division courses also as a reminder the shadow mountain air force junior rotc program is one of only 10

038units in the united states selected to be in the inaugural cohort of high school space force detachments shadow mountain high school is making history for its inclusion in this initial group of select units as they are converted from air force to space force jrotc in addition north canyon high school is introducing a freshman connections class for targeted 9th grade students to provide additional support in their transition to high school this course will explore educational and career opportunities and prepares students for the academic rigors of high school through organizational time management study skills and digital citizenship the high schools are also recommending advanced pe in several team sports including basketball soccer volleyball football baseball and softball while we currently offer a general advanced pe class having sports specific courses will enable easier scheduling of athletes and

039students into an appropriate sport specific class and finally our language acquisition department has recommended changes to our existing english language courses at the high school level in order to comply with new state program requirements and to align our el courses with state language you will see that we are moving away from general sei elective courses to the more specific courses for each of the students language proficiency levels for example there is a separate english language development course focused on reading listening speaking and vocabulary for each pre-emergent and emergent basic and intermediate speakers similarly we are introducing the eld grammar and writing course for each of the levels of pre-emergent emergent basic and intermediate speakers as a reminder this is the first reading of these editions and revisions and i'll be bringing this back to you

040at our next governing board meeting requesting approval i'll be happy to answer any questions you may have at this time and we also have leaders from language acquisition cte north canyon high school and our counseling to provide any clarification that may be needed thank you very much dr corson does anybody mrs matura thank you um i had a couple of questions and comments for some of our cte programs and i'm very excited to see that we have these upper levels being added and in construction technologies i i think uh and healthcare also we have a shortage right now of people on these fields so i think having our students come out trained for these fields is going to be real benefit to our community so i'm excited about those programs i did want to know

041i believe we do have fee assistance for these cte programs that that have a fee associated with them is that correct ms mature that is correct anytime a student is unable to pay particular fees our cte department does step in and provide any resources to those teachers in order for any student wants to participate in our cte program to be able to do so okay great i just wanted to confirm that because i want to make sure it's available to everyone um also if a class like the healthcare pathways require uniform fee uh are they assisted with the uniform as well if that's necessary uh i'll speak about rotc i'm not quite certain about the health care but our rotc all uniforms are provided for the students participating in the program we do ask the

042students return those uniforms at the end of the year uh cleaned and uh and then we continue to reuse those but uh there are occasions where there are some additional field trip opportunities for many of those students but we do have a booster group or i should say shadow mountain high school has a booster group that always steps in and supports students who may need that additional support as well okay and one last question i know that many of our cte programs if a student is being transported from a different high school because they are able to access classes at a different high school then it takes two periods for them because they have a travel period and then the period where they're on campus at a different campus and so those students who are

043taking a two periods for a one course class are they able to then have a an online class with pv online so they're not falling behind credit wise or anything like that a mismature that's absolutely correct many of our students do some hybrid where they are taking in-person classes as well as our pv online courses and that is the case if a student is missing a particular period because of travel time they are able to take a pv online course okay thank you very much mrs case hi i have a question on the integrated science course is that taking the place of our previous freshman course so there were several different freshmen courses that were offered across our district depending on the schools so some some high schools offered biology is the first course other

044high schools offered conceptual physics for example this is a way to align our pathway to ensure that every student is exposed to the three critical sciences that being physical science biology and chemistry and to really guarantee that all students have those three basic courses so is this going to be a required course or does it is it one of the courses that will go toward graduation so it does go this course integrated science does go towards graduation it is considered a lab course uh all of our freshmen who are in the general track of science will begin taking this course however we do understand that in our honors and biologies pathways that there are other course pathways that are more appropriate and so schools continue to have the autonomy to have honors and advanced students

045go in a different pathway that might include starting students for example in honors biology okay thank you very much you're welcome this is bacon germany questions i just have a really quick question um you noted that freshman connection is coming to north canyon but in the back up material it's it's actually got all of the high schools listed so is it universal or how's it working so at thank you miss uh president greenberg so at this time north canyon has initiated the course and they are going to pilot this course this coming year but we do have other interested high schools that are watching the success of this particular course and so at some point other high schools may offer this course based on the success that it has at north canyon and so we

046want to make sure that other high schools have that opportunity to do so when they're ready excellent thank you so if we have no other questions or comments that was first read we look forward to coming back next time and approving presumably um next on the agenda is an update on bond and budget override programs and capital improvement projects dr bales thank you president greenberg governing board cabinet and guests tonight ms berrigan will provide and review some of the local voter approved initiatives and we want to extend a very deep heartfelt thanks to our voters for their continued support without our voter support many of our academic support extracurricular or safe positive learning environments would not be possible as we know it in paradise so tonight the opportunity to go a little deeper share build

047some trust continue with transparency and demonstrate fiscal responsibility ms barrigan will present tonight's maintenance operation override district additional assistance override and bonds annual update ms berrigan thank you dr bales president greenberg and governing board members as dr bales has mentioned we have some good information this evening related to our voter approved initiatives listed on the slide there and i'll begin with the purpose part of the purpose is this is a requirement for us in arizona revised statute 15 491 k and 481 y but probably more importantly it's to inform our community and our voters regarding these initiatives that they have approved and support for us and i feel it's an opportunity for us to connect to them what their yes vote means to us and how we implement that and i think that that's very

048important our voter approved initiatives are oh i'm hitting the backwards button there we go our voter approved initiatives are the three that dr bales had mentioned the first one being a 15 maintenance and operation or m o override then a six million four hundred and ten thousand dollar annual district additional assistance or daa override uh those of you who have been on the board for a little bit longer would formally know this as the capital outlay over ride which is capital override and in addition we have bonds we have some that were approved in 2015 by our voters and again in 2019. we'll start with some more detailed information on the m o override which was passed by our voters in november of and that 15 reference is a portion of our revenue control limit

049in other words we are allowed to have the override in the amount of a maximum of 15 percent of the revenue control limit and just as a reminder the revenue control limit is our main budgeting factor that we receive from the state basically the number of students we have or our adm our average daily membership times the amount that we receive per pupil is allocated by the state each year so that's our largest budget number that feeds into our mno budget and we can have up to 15 of that revenue control limit in fiscal year 22 currently that sits at about 29 million dollars but that does reduce or will reduce based off of decreased student enrollment and as you have seen in the governing board reports our enrollment is down by a little bit

050this year so we will expect to see that go down the maintenance and operation override it's a seven year override but it is actually only good in full for five of those years the first five of those years which for us since it was passed in november of 2017 would mean through fiscal year 2223 which is next fiscal year if it's not renewed and in the subsequent two years or really three years it's phased out by a third each year so somewhere around eight to nine million dollars would be phased out each year if it's not renewed on the ballot and for us the purpose that we've put to our maintenance and operation override which is in the this information is the in the voter approved pamphlet it's to ensure that our current academic programming

051remains in place as well as to provide competitive salaries to retrain and attack attract highly qualified teachers and other staff as well as continuing instruction for special areas such as technology pe fine arts and other electives and then promoting a safe and healthy school environment the maintenance and operation override expenditures for last fiscal year fiscal year 21 and we did you know do our afr at the last board meeting but the emino portion override was a little over 26 million dollars and right now as mentioned for fiscal year 22 it's currently set at about 29 million dollars but that amount will go down with decreased enrollment for our future plans there is consideration for putting the mno override on the november 2022 ballot if it's not on this november 2022 ballot then we would be

052having to make consideration for the third phase down for this year as well as if it doesn't pass this november we would have to be making consideration in fiscal year 24 for a third phase down so it is an important year for us you'll remember in i think it was april timeframe of this year we brought before the board the consideration to put it on this year's ballot and decided that it would be best to wait until next year based off the conversations we had with stakeholders in the district as well as the governing board so this year and over or next year in november of 2022 will be a critical year for us and the committee for the m override will begin the work for that will begin this winter the next voter approved

053initiative is the district additional assistance override which was passed by voters in november 2019 and that comes to us at six million four hundred and ten thousand dollars annually this override is also good for seven years but is good in full for all seven of those years uh so that brings us through to fiscal year 26 27 so that isn't coming up anytime in the near future but they do tend to creep up on us so we want to be prepared for them the 2019 override seven year plan with the six million four hundred and ten thousand dollars annually that breaks down into five million nine hundred sixty thousand dollars for instructional materials and four hundred and fifty thousand dollars for support vehicles uh we can't do support vehicles out of bond funds we can

054only do uh student transportation vehicles out of bond funds so we include the other support vehicles such as those that are used for our maintenance and operation department facilities and mckinney-vento special education some of our smaller vehicles as well are what we tend to refer to as our white fleet and so over the seven year period we will be looking at just under 45 million dollars out of that seven year district additional assistance override which is very supportive from our voters for the fiscal year 21 year you see the budget portion that we just talked about for each of the two areas listed in the voter approved plan pamphlet of instructional materials and support vehicles and then what we actually expended in those years we don't lose those funds if we don't spend them we

055can carry them forward into future years so if we determine we might need more in one year than we do in a current year we can certainly do that and we are ready for this fiscal year 22 have adopted 1.5 million dollars in curriculum so we'll see that instructional material uh piece be a larger budget this year future plans for the district additional assistance override and this sort of goes in line with our bond as well because the two are both uh support capital expenditures and our most recent capital uh plan is funded by both bonds and the daa override which was approved both in november of 2019 and that current capital plan runs through fiscal year 24. so work will begin soon on the november 23 capital plan we'll start to put together the

056next four-year capital plan and hopefully extend past and beyond that to get to a five-year and eventually a ten-year capital plan the uh next election consideration as mentioned for the district additional over assistance override wouldn't be until november of 2027 so still a little bit of time on that and then finally we end with uh bond and this one has a little bit more to it as it should because it's quite a bit more money and that was passed by our voters as well in november of 2019 for 236 million one hundred and forty thousand dollars uh the bonds have to be sold within 10 years of the voter approval so within 10 years of november 2019 and then we have an additional three years after that to spend those proceeds without receiving any uh

057interest penalties basically we will certainly spend it before 10 years and the pv schools are on a four-year bond cycle as we talked about with our four-year capital plan and this will potentially be on the ballot in november of 2023 we also still have funds remaining from our november 2015 voter approved bond and we will actually start with some details on that one the voter approved pamphlet lists these items for non-administrative and administrative approved expenditures and so these are the areas that we have to stick with these budgets for that 2015 bond authorization was for 228 million dollars in fiscal year 2021 for the 2015 bond this is where we expended those funds the largest portion being in that facilities buildings and grounds and i'm sure you can guess what the largest portion of that

058was for the new school of sky crossing additionally there's quite a bit in there for the road runner rebuild as well as a summary for the 2015 bond authorization in other words sort of where do we sit currently with that uh with those funds uh the it was approved at the amount of 228 million dollars or fiscal year 21 expenditures were just over 39 million with our all the prior year's expenditures for that bonds at about 157.8 million leaving a remaining balance just over 31 million dollars and we will probably spend most if not all of that in this current fiscal year with our bond planned and just as a point of reference 17.5 percent of the total 2015 bond authorization was spent in fiscal year 21. with the 2019 bond authorization this is what

059was in the voter pamphlet to communicate to our voters the areas that we needed to expend our funds both in non-administrative and administrative areas and these are where the expenditures landed for fiscal year 21 of the 2019 bond expenditures about 8.2 million of that was spent on a pac renovation some additional amount on buses as well as some high school furniture and a fine arts refresh and then when you look at the technology portion we did spend quite a bit of the bond uh for that in fiscal year 21 the largest portion nearly nine million dollars of that being for student devices and the total expenditure was about 37.6 million dollars the summary or where we stand for the 2019 bond authorization we were approved for the 236 million 140 000 had just under 38

060million dollars in expenditures in 21 and just over a million dollars from prior year expenditures with a remaining balance of about 197 million dollars so we spent about 16 percent of the total 2019 bond authorization in fiscal year 21. our future plans again as mentioned it's part of our capital plan with the district additional assistance override so this slide essentially reads the same as the one under the daa override but the consideration as already mentioned will be for the november 2013 ballot and then there's one piece here that we also are required to share this is related to the arizona school facilities board so this is not local voter approved initiative this is state funding there are two areas we can receive state funding that's new school facilities and that we had received for sky

061crossing in a small amount in a previous year but we can also receive building renewal grants these are grants that we do have to do work for it is a cumbersome process it is not a smooth process at all and these are funds that used to just be allocated to districts based off of various things such as square footage and the number of students and things like that in the district but now we have to write grants for these pieces and as mentioned it's laborious and a lengthy process uh but we do continue to do it because when we are approved for those funds that means less that we have to ask our local voters to approve we're able to take care of them through this process yeah in fiscal year 21 though of that

062392 000 we did replace an elevator at pv high school and did some weatherization at a few schools including explorer pinnacle horizon and desert springs for fiscal year 22 we're hoping to get funding for the the completion of the pinnacle weatherization weatherization is essentially painting the building and that helps weatherize the building for that purpose we also hope to do some weatherization at pv high school and a roof restoration weatherization at eagle ridge a roof at horizon and then north canyon and mercury mine weatherization as well so we're trying for even more grants this year and hope to be approved for those there are only a limited number of dollars though to be shared with all of the districts in the state and to provide some perspective about what is of of our capital fund

063expenditures what are approved by the local taxpayers in comparison to what the state is providing us here so there are five pieces to this pie the three largest pieces being bond but i did want to split that up so that uh it reflected the difference between bond renovation expenditures so that's renovation to existing buildings and that's 40 of that pie then there's the new construction expenditures which is 29 of the pie and other expenditures which include like the technology and school buses and things of that nature is 26 percent of the pie so excuse me all of those bond pieces are obviously from the voter approved initiative our local voters in pv schools then there's the district additional assistance override expenditures when it's override that means that's approved by local voters that's another four percent

064so that just leaves that tiny sliver of one percent um and if we didn't if we had a few decimals in there it's actually a little less than one percent that was supported by the state of our capital expenditures in fiscal year 21. so 99 of the funding for capital expenditures came from our local approved initiatives i feel like dr bales wants to share something i think it's very clear right that this is why we thank our voters for their support because the state definitely does not step up and provide the dollars they put it on the local taxpayer and without our voter support one-to-one technology renovations new construction weatherization all this would not have happened without them so our thanks to them absolutely and just some statistics that i thought were interesting there are

06549 sites in the district that includes district facilities in addition to school sites 258 buildings over 835 acres of land and over 5.2 million square feet of interior space it's a lot and when we think about districts i would guess that they are the largest land and asset holders in the state when you put all of the districts together and i know that i take that very seriously and we intend to be good stewards of those buildings and of the funds that are provided to support those buildings and so as dr bales mentioned i do have a slide and always want to remind ourselves to thank our paradise valley unified school district voters as well as supporters sometimes we have people outside of the district who also believe in us and want to support us

066as well and want to appreciate what they do for us and with that i'm happy to answer any questions that you may have thank you very much miss berrigan does anybody have i see mrs mature oh mrs case um i have a question or a comment um because of the bonds that we have and that money that is spent sometimes that money is spent on ways to save on irrigation water things of that nature then that money is saved because that comes that money like if you were to uh put in some equipment that saved water consumption that comes that painful to the city of phoenix comes out of m o money and so the m o money is how we pay our salaries to our teachers so all of these ways that we try

067to make our buildings more efficient effective helps the money like all those solar panels helps our aps bill which comes out of mno which is the same pot of money which we pay teachers for so we always have to remember that our goal is to save all of the m money we can to pay for teachers to pay to help students and so i appreciate all the work you do to help that to happen and i'm so appreciative of our voters who vote for bonds which allows us to spend as much as m o money on students and not trying to fix a air conditioning unit that doesn't work etc absolutely that's my comment thank you for all you do thank you you nailed it mrs mature kind of following up on on the same

068thing is that if we so the amount that we spend on capital funding each year do you have a ballpark figure for me and oh it would vary by year but this year am i going backwards this year if we total all that up together i think our bonds were around just under 74 million plus another 3 million in in daa so about 77 million 78 million dollars just last year okay and if we did not have this funding the daa or the um the bond funding all of that would then have to come out of our other funding which is as uh mrs case said where we pay salaries and teachers and and everything else um so what percentage of do you have an idea of what percentage of our budget goes to these

069capital things that if we had to absorb that somewhere else how that would hit yeah so for this year our budget this current uh fiscal year our budget is a little over 500 million dollars so about half a billion dollars so of that this is nearly uh let's see if we're talking about 78 million dollars probably somewhere around 15 of that budget so that would be a significant chunk out of other funds for us to be able we wouldn't be able to afford to do all of this outside of other funds thank you thank you mrs bacon thank you um yeah i think it's really critical for us to explain that maintenance and operations budget is what we pay benefits and salaries and benefits out of it sounds like it's like you're doing maintenance to

070buildings you're not you're just maintaining the the systems that we have the employees that we have so that's one thing that's um and this is case to clarify that or mrs uh bacon that maintenance operation budget 85 of it is salary benefits right which we went over last meeting yes we did during our when we had our afr annual financial report um does anyone in this room remember the last building that we built with state funded money i don't so nothing in recent past not wildfire not fireside not sky crossing not pinnacle and pinnacles 15 20 20 years old 21 years old so this is the only way that those buildings have gone up is that our voters have been generous enough absolutely to pass bonds um i would be interested in you probably don't

071have this number on the top of your head it's kind of out of the field kind of number but i'd be interested in knowing how much we applied to this state facilities board the sfb and based on what we got you know so was it did we apply for 500 000 and we got 292 000 or did we apply for 5 million and get that much money i just think it's important i'd also be interested in knowing how much time that takes of our employees time you know the the administrative piece of that is pretty significant so i think if we could have that information that would be really good and i apologize i just thought of it as i was sitting here looking at this thinking we've i know we've applied for more than

072that but i so i just think those are things that would be good um for us to know and um like mrs case thank you for um everything that you do to uh make sure our money is going to the places that it should be going it's my pleasure thank you and i will get that number uh for you i'm certain that we've applied for more than we actually received so um yes and i i have one question and then my thanks as well um the change from capital outlay override to district is additional assistance was rather recent but it didn't really change what those monies went for so what was the reasoning behind the the change in name do you can you enlighten us on that yeah it was yes uh president greenberg it

073was changed four to five years ago i believe um and the purpose behind that change is that there were some legislators who didn't believe that the language of capital outlay override was clear to voters and i don't necessarily disagree with that they may not understand what capital outlay override meant i think district additional assistance override though is a misleading name as well and there have been efforts since that time to to work on better names that more aptly describe the purpose because it seems as though it has the word additional in it it seems as though it's an additional need but as you've all clearly articulated tonight if we didn't have that we wouldn't have the things that we know we've needed in our districts over the years so i wouldn't consider it additional at

074all and i think one of the um the outcomes was when they changed the name um and we in other districts went out for it we could not ask for a continuation of our capital override because simply the name change so if they do it again districts are going to find themselves in that same um situation possibly that is a potential yeah yeah okay just curious um but like everyone else i i mean i think one thing and i've obviously been on this board for for a bit i think one thing we have always done very well in our district is maintenance of our facilities and um we've been able to do that uh both through the leadership in your department and through the um support of our voters who who have deemed you know

075understand the need for the bonds and and the other um taxpayer supported programs that we have here i mean this is a lot of money i mean over 70 million that i don't believe we would be able to take out of mno except in emergency situations except when that you know hvac goes out in one of our schools or you know there's a problem with the roof because we have these we can do that regular maintenance we can ensure that we are proactive as opposed to reactive and i think all of us in the district very much appreciate that we can do that and we do thank our voters for that so does anyone else have any other questions comments on this update and we have one last update on summer construction projects turn over

076to dr bales thank you president greenberg this is an opportunity board and cabinet and guests for ms bergen to do a little show and tell this is the fun part because it goes and explains some of those bond dollars that are at work from our summer projects and so we always look forward to this and uh miss barrigan i'll turn it over to you thank you dr bales and president greenberg governing board this is the fun piece we kind of dealt with the nitty-gritty already so now we get a look at some awesome pictures of some of the work that has been done in the district over the summer so we will start with some playgrounds and just of notes the pictures that are on here just list some of the examples in some cases

077of the pieces that we're doing and not the you know not every single picture we would be here quite a while if we showed all of the pictures that were done over the summer so we did do some playgrounds throughout the district and these are some pictures from copper canyon and pinnacle peak prep and then we did some playground canopies because those playgrounds can be very warm to play on if they aren't covered with a little bit of shade and we did that at north ranch and desert shadows elementary schools as well as some others we did many many parking lots throughout the district i think there were somewhere around 15 total might have been a little bit more than that that we resurfaced and re-striped and made look nice it's a it's really does

078it you wouldn't think it's something that makes that much of a difference at the appearance of the school but it really absolutely does so these look very very nice now new fire lane paintings and all of that we did interior painting throughout the district and here's some pictures at boulder creek elementary and again pinnacle peak prep weatherization at palomino intermediate it looks fantastic it would you know potentially look a little bit strange that we're building this new palomino primary school and we have this outdated painted palomino intermediate next to it so we wanted to make sure that we were able to spruce that up a bit and if you haven't driven by it looks fantastic we did the desert shadows middle school locker rooms they had quite a bit of work done both in the

079bathroom area and the shower as well as where the locker area is and then desert shadows had some additional work in its kitchen it is an extremely large kitchen there but it was basically just one large room that didn't really have a purpose or a flow to it so we were able to add some purpose and add some flow and the kitchen manager there is very happy with the results we did the pinnacle pack and you can see here this is the dressing room in the back and everything is completely new so new flooring new mill work new mirrors new paint and things like that and then in addition to the actual pack room itself they have some nearby rooms and these were updated and upgraded as well so you can see a picture of

080that then obviously our big sky crossing elementary school we have a few pictures here so you can see that the land before anything was there and then you start to see the building process and the picture to the right you can see the bridge along there and a nice flyover picture some more flyover pictures you see it taking shape and that was before there was any any concrete or asphalt there so that was probably late spring and early summer time frame on the left as well as on the right our community taking shape there and i think you've probably all at least driven by but that's pretty much what it looks like now our very nice new building there for that community we also tore down a large portion of road runner school and rebuilt

081that a little over 9.7 million dollars and you can see the blank field there before we began the work and started pouring new footings and putting up new buildings and the flow i have been to that campus since it has reopened and the flow of that campus is wonderful it's a very nice feel to it and lots of overhangs for shade and things of that nature so they were very thoughtful in how they designed and built that campus a little bit more of the completed product there and some nice grass and inner courtyard areas as well this is a more comprehensive list of all of the facilities projects that were done throughout the summer they were very very busy doing over 53 million dollars worth of work and obviously some of that starts in the

082springtime frame and sometimes it's done a little bit after the start of school but that's a huge amount of work in a short amount of time to be done and for our total bond expenditures we bring that facilities subject i had to put some numbers in here guys couldn't just have only pictures facility subtotal comes over the top of the page as well as adding in our technology related hardware and software the pupil transportation vehicles our furniture and equipment and then some additional professional technical services and miscellaneous for the total bond expenditures of 76.7 million dollars and at this point i want to particularly thank rudy martinez our director of facilities as well as his two sidekicks les thompson and ken simpson and their team in facilities i often say our children have advocates as

083they should our staff have advocates as they should but our buildings and our facilities don't often have advocates these guys are are the advocates for our buildings and i appreciate the work that they do as i said we are school districts are the largest uh land holders in the state and it's important that we take care of that asset and be good stewards of protecting it so i appreciate the work that they do and one more time would just like to thank our community in pv schools and our voters for supporting us and happy to answer any questions that you have thank you once again ms berrigan that was pictures are always welcome great to see the progress on you know some of those buildings as they were going up does anybody have any questions

084comments well thank you again thank you seeing none we are at the end of our agenda so mrs case may have a motion to adjourn so moved all those in favor please say aye aye aye aye any opposed motion passes thank you all we are adjourned you
