001thank you i'm calling the 19th regular meeting of the 107th year of our governing board to order um i would appreciate if you would join me in the pledge of allegiance and when we are finished if we could have a moment of silence um unfortunately we lost dominic regales student arrival excuse me and kristen franklin a teacher at greyhawk elementary and i would also ask that you include um wayne bacon uh her colleague julie bacon's father-in-law who also recently passed as the reason she's not with us today thank you i pledge god allegiance with liberty and justice for all thank you very much may we have roll call please mrs matura here mrs greenberg here mrs bacon is absent mrs brown here mrs case here thank you approval of agenda dr bails good evening items
002approved by consent will not come up for discussion during the meeting but will be approved when the agenda is adopted this is possible since members of the governing board receive the agenda along with backup materials at least 24 hours prior to the meeting and have had time to review and consider all items prior to the agenda being adopted members of the government board our audience may ask that an item be removed from the consent agenda and brought to the floor for discussion at the appropriate place on the agenda i'd like to offer the agenda as posted thank you dr bales does any member of the board wish to move anything from the consent agenda does any member of the audience wish to move anything from such agenda seeing none mrs brown may have emotion true
003proof so moved all those in favor please say aye aye any opposed motion passes unanimously next on the agenda is governing board statements in this case thank you uh first of all i want to welcome dr bells as his first big meeting here he seems like he's an old hat at it and i'm just so happy to have you here um i um every year for many many years except last year i have been teaching a class two classes in my home and every time i teach it makes me appreciate the teachers in our district and the work that it goes in i've i spent months previous to setting up my classroom i have desks and chairs a whole bit and then take putting it all away and i think these teachers do this and
004it's outside the school day and it takes hours and hours and hours to do just a little bit i do and my class is only for three weeks and i just but every year i just appreciate teachers and i was talking to a teacher the other day and she was going to the school in the middle of june end of june because she gets it all taken care of now and i just want to say thank you to the teachers in our district for all the work they do yes it's however many days nine months whatever it is a year but it's much more than that i i know it is and i appreciate the many efforts i do and now you might ask the reason why do i do this if it's so much
005work because i love it and that's what keeps the teachers coming back and to see those successes in kids there is nothing in my life that equals the joy i get from seeing a child succeed so keep go keep at it teachers we love you thank you this material i also wanted to welcome dr bales to vidyas um excited to have you here and i did want to mention i know we have some summer school starting um in july and so i want to thank all of our teachers and our students who are participating in that program i'm really excited for the opportunity that those students have to get some additional education going into the new school year but it just wanted to uh we're thinking about you all and uh appreciate what you do
006and i too want to um welcome my new partner in crime here um dr nelson i um look forward to many years with you up here and also want to um say thank you to all our teachers and staff who continue to uh to do the work they are doing in and out of our schools um it has you know it's we're near the end of june so we're almost at our new fiscal year in our new school year um and there will be no uh no no real break for many um but it is a new year and i'm looking forward to the new year i'm very excited about it but i do want to thank everybody for helping us get to this point in this year um and with that next on the
007agenda we have no awards and recognitions so next is called the public i have a few cards here and um i'm doing them more or less in the order i was given them and i just want to remind folks that with call to the public items not listed on the agenda may be brought to our attention the governing board's attention here but due to arizona open meeting law the governing board cannot discuss or take any action on items that are not listed on the agenda and from what i can tell everybody is an individual so please limit your comments to three minutes and mrs chisman will hold up that red folder as you get to about what 10 seconds left and then the mic will go off so we appreciate everybody who pulled to that
008time limit um so first we have a card from nicole klutwick and i do apologize no you did perfect very cool again very very kinetic um hi i am nicole klutwick i'm here to discuss curriculum being considered for adoption in fall of 2021 i've heard that it is for k-8 social studies and fine arts and i just asked that you table the adoption of that for fall of 2021 due to a lack of transparency i only found out about this last less than a week ago i searched my email to find out how i missed it it was the only notice that i could find in all of my email is a small blurb at the end of an email which was not even the topic of curriculum adoption so um and it was sent
009on may 28th after vacation had started parents are checked out right before a holiday weekend not a great time if you're trying to show that you are really trying to be transparent with parents in addition to that lack of adequate notice there's also a lack of adequate tools i have gone and tried to find what the teachers are actually going to be teaching not just what the textbook says but what are the teachers going to say that is wholly unavailable for the discovery education platform which is online in addition to that there is no mapping that's available i've asked several times so that i can find out what of the seven books that are online for just the discovery education right there's three different vendors for grade eight just for just for that one vendor
010there is seven textbooks and there's no mapping to say this is the standard this is the the book the unit the chapter that is addressing that there's nothing so so i'm a cpa if you didn't want somebody to know information and they requested it instead of giving them the one piece of paper that answers the question you would give them eight boxes this happens in law as well eight boxes of information and whether it was intentional or not i'm not saying it is intentional um it absolutely parents do not have the tools to be able to go and give you feedback that says whether or not the state standards being met it's just unfair to ask a parent to go through all of that information to find out if that standard is being met and
011where it's being met um like i said i've requested that information two or three times it is yet to be sent to me um i believe that that is um an honest thing the person who's in charge of it's on vacation so that's fine but that goes back to lack of notice there's not enough time for parents to be able to adequately give input on whether or not this is a good curriculum that works with our standards i will also say i've gone through the standards are not the standards but the curriculum and what i have seen is is a bit problematic um and what i mean by that is is um well one we have sb 1826 coming up no one no one either in the committee that was assessing this curriculum or parents
012have been able to assess whether or not the curriculum um makes any calls towards sex race or ethnicity it makes any blaming in addition to that there's all kinds of things about one child policy that's on there which is kind of pro-communism the next card sorry is from kathy allen hi there thank you for giving me this chance to talk for just a minute um and i just want to say thanks i've sent emails to tell you thanks i haven't always agreed with what you've done but i appreciate that you have done this voluntarily and done the best with the information you had so i just wanted to say that thank you um and then i really also welcome dr bills i also wanted to thank you for opening back up the opportunity for us
013parents to read the curriculum i was a little alarmed as well in may when i saw that that wasn't um readily um that information wasn't given to us to access that so i was really excited when you responded to the email you gave us more time dr corson replied i appreciated that so much um i hope parents have taken the opportunity we still have through july 7th so i hope parents will take that opportunity to look through and really understand it i do have some concerns as well um i also have concerns with the transparency or lack thereof and i don't think it was intentional but it does feel a little off and it just makes me feel a little funny inside that i haven't been given enough information to make that decision um so
014in dr corson's email back to me he did say that the committee will reconvene after july 9th when feedback is given and i'm hopeful that the committee will go through that feedback and and listen to the parents concerns um and the parents too will give that feedback um but i'm trying to figure out when is this being voted upon because if that's july 9th and they meet again you don't meet again until august then school starts so i'm trying to figure out the timing of all of that so that's one question i have and then secondly um how the committees are formed that's where i'm trying to understand how like just a regular parent like me can be involved in the committee how how are the committees formed so that there's a wide variety of
015voices heard um hopefully uh calm and and um interactive not any screaming or shouting but just that all viewpoints can be shared and that we can find some consensus and i feel like the way that the committees have been formed in the past it's not necessarily that way there is a small portion of the community and of the district that is represented and i'm hoping that we can broaden that and maybe bring in additional voices so that we know um that we're all being heard for me that's the most important is that all voices are heard and represented um so that as parents we can be involved in our children's education and what is being taught and also so that we can have our voices heard and feel like hey my my kids are going
016to a public school and i feel really proud about that with that in mind that that's my biggest question is how do i get on one of these committees how do other people who want to be involved get in one of those committees so thank you thank you the next card is from julia graham well good evening dr bales the board any teachers here in our community i'm grateful to have the opportunity to be here today to talk to you with you and the previous speakers that just went i just kind of want to say ditto to what they've been able to share and i'm grateful we have this opportunity to do that i have six children and a couple of extras that have called our home theirs over the last several years and we've
017had um that would include five that have gone through the district and uh graduated from pinnacle high school and have a couple left we're on the tail end of the marathon trying to just get those uh last 15 and 10 year olds there so with that being said i've had a little bit of experience but obviously there's so much that i don't know however um having the opportunity to speak to you tonight i i feel it's a privilege and to be able to speak with you thank you for all of your help and serving our children the community and to be able to work with all of us and we appreciate your dedication very very much over the last several years over the last couple weeks it's come to my attention that there's this new
018social studies curriculum that has been discussed i also understand the curriculum had been available previously but we were not aware and i was not aware until the last couple of weeks um and so i've done my best as a parent to be able to review the curriculum and the best that i can but there hasn't been as much time as i would like there's a lot of information between the tech books uh the dbqs and the newsletter however some of the material that i did uh go over and just as a bit discouraged there's some there's some great material out there but there's also bits and pieces of material there that kind of give an overall view of a possible bias in this situation specifically the dbqs and the news law i have concerns about
019the district is trying to implement inquiry-based learning process which is good it's important to ensure that that critical thinking is there however it's also important to know that the content is age-appropriate and uh that we're asking your children to think about and discuss so with that the k-8 students need to learn the facts and fundamentals of our great nation that are not biased so that when they do move to that higher education learning they have that level of critical thinking that they need on their own thoughts uh one example i have explained is with in the dbqs there's a particular chapter title where where's the primary reasons of the fall of rome and in the chapter there are sections that are labeled hook exercises to help encourage the kids to start thinking about um and
020relate to our current uh world that we live in but in this example that students were asked to pick from a list of items of troubles of why america is declining when reading this i was appalled and then i decided to go ahead and put myself in the student's shoes and i felt like students don't know any better so those lists of items that were there were assumed to be true and then they were supposed to take these and apply them on why why rome fell and compare it to why america is the way it is today that is very biased and completely inappropriate especially for grades k through eight when they haven't don't have that critical reasoning yet it's important to have that foundation so let's teach our children the concepts from the standpoint
021of learning history and not making faults around the world around us i ask you to please table this decision and understand why the old curriculum is not okay and we need a new curriculum so thank you for the offer thank you very much the next card i have is from raquel kimball dear governing board members dr bells cabinets parents and teachers i am i have known several of you guys through the last two years since i started getting more involved on a district level and the first thing that i wanted to say is thank you thank you you expand a lot of time away from your families away from your responsibilities and truly the pay is not that good so thank you thank you for doing that thank you dr bells for being so gracious
022and dr carson for opening the social studies materials for parents to review especially after we found out they go actually i found out that was my first time that i found out that the governing board meeting held on april for the first time about the existence of the committee and the materials we know it was a crazy year and that didn't help to maintain the very much needed transparency when dealing with new curriculums especially in the political climate that we are sadly living on after you open the materials i spent several days maneuvering the complex digital war to access the suggested materials i have to be honest some of them were very easy to access others i'm still not able to find especially sixth grade i have heard the same input from several families after
023much time invested in their study i got to the conclusion that these materials do not only have a lot of inaccurate information but tend to be somewhat biased and one of the most important ones for me do not foster a love for america in our younger kids let me share why this is so important to me i am a naturalized citizen i was blessed to be born for my beloved parents in mexico i was given the opportunity to come to the united states when i turned 21 and on may 9 2014 i became a citizen i studied so hard to prepare for my tests everything for several hours a day in the kimball household had to do with u.s history i remember making the uh my kids that would read the flashcards as we were
024driving to and fro to all of the places we were going and i remember making the commitment the day i was thrown as a citizen that i wanted to pay america for all the good that he had brought into my life freedom my family the ability to release good students i will not only excel but contribute to this country i didn't speak english that much when i first came to america and thanks to all that america has to offer and thanks to the paradise valley school district my daughter graduated number one at horizon sky school in 2020 that is one of the motivations to make and keep my community better it is to help others to do the same there is a reason why i'm asking you to please reconsider before you approve these materials
025i feel that i have an opportunity we have an opportunity to bring unity in our district to learn from an experience don't adopt these materials for this year table the issue for this until the fall reorganize the committee inviting those one that participated before to honor all their work and include other voices outside of united parent council then the committee can find and analyze other vendors that could provide more balance and accurate information i say thank you next card is from jennifer and i hope i'm getting this right croning good evening board and superintendent i'm also here to talk about the social studies curriculum adoption i'm the parent of three pv school students and our family's been part of the district for 12 years i've been an enthusiastic supporter of our schools volunteering in many
026capacities i want to say that we've had a very positive experience with social studies in pv schools up until now many of my students fondest memories and most impactful experiences had to do with social studies projects and activities so i just want to say that in our experience the pv teachers have been very professional and unbiased in their presentation of social studies materials and i really appreciate that but it seems like with the new curriculum that's being proposed things could be changing i review samples of the materials for grades seven and eight and that included the dbq project newsela and discovery education platforms um like the other parents have said the volume of material to review is overwhelming there's textbooks videos essays articles all sorts of recommended references there's no way that a parent could
027look at all of it and without a map to know which topics will be covered in which classes it's very difficult in contrast with my previous experience with pv schools i'm concerned that the proposed curriculum include divisive ideas and rhetoric that are inappropriate for our students especially k through 8th graders particularly the newsela and discovery education platforms promote using race sex and sexual orientation to group people assuming all people of the same race sexual or sexual orientation have similar characteristics and opinions assigning shame or guilt shame or guilt or victim status to a person based on their race sex or sexual orientation disrespecting the pro and protesting the police and on and on these are not ideas our students should be encouraged to adopt parents are counting on pv schools to educate our children and
028it's a violation of trust for pv schools to compel our students to align with any specific political agenda or advocate for any specific social causes i urge the board to be completely transparent about how these divisive ideas would be incorporated into pv schools classrooms any efforts to dismiss minimize or ridicule parent concerns about these curriculum breed distress with the district thank you again for extending the opportunity for parents to review the curriculum and thank you for your time and consideration thank you very much um next card is from emily wagner i want to start by thanking superintendent bales and the board members for allowing parents access to the curriculum for the proposed curriculum for k3 i'm sure you've noticed across the country that school board meetings have become the center of attention especially when it
029comes to the materials that are being presented to our children in their public schools the pandemic offered a rare opportunity for parents to intensely focus on their child's education as well as providing a direct view into the lessons and curriculum being used in their classroom for me when the mask came on my the blinders fell off my face the days of having blind trust in my district board members teachers unions and parent associations to my to have my child's best interest in mind is over having reviewed many of the textbooks workbooks teacher lesson plans and online supplemental material of the proposed curriculum i felt that i could no longer remain a silent observer of these board meetings from home although the district has declared that there are no plans to adopt the critical theory of
030race nor the project 1619 i am alarmed at the insidious nature of the themes i found throughout the proposed curriculum the same crt theories hidden behind terms such as privilege activism justice and equity even more troubling than the obvious left-wing bias of the material and pushed to turn even the youngest people into a mini activist is the subtle narrative woven throughout that engenders negative feelings about our country about its discovery its founding fathers and founding principles it is my sincere belief that the parent if the parents of pvusd were to review the curriculum at the level i have they would not support its implementation i urge you to table this curriculum until it has the opportunity to be thoroughly reviewed and a new committee formed thank you thank you very much the last card i
031have is from christy williams thank you for your time for allowing me to speak and uh thank you for the service you all provide um to the families of the pv uh district um i'm fairly new to coming to these board meetings and i look forward to working with you all i want to discuss the supplemental curriculum materials on the pb district website and urge you to table this uh and not move forward uh i don't know how these vendors were selected but upon review i phoned a lot of red flags um i believe coven may be prevented some of the parental input over the year as parents were not there was literal signs saying no parents beyond this point at the schools and you know that was sort of the theme of the year
032um and it just seems a lot of things a lot of questionable material is out there and has gone overlooked um on the district uh curriculum website i noticed that on the service on the surface the new cella appears to have some great material it it shows u.s history ancient history world history and more however when i logged into the website i didn't see any of that i saw it was all far left uh you know lgbtq gender race climate covid it was all divisive information um and i know we've you know it's been talked about there will be no 1619 project or crt however i know another word for it is transformative social and emotional learning and so i'm concerned that we're just giving it a different name um and saying well we're not
033doing crt we're doing social and emotional learning which we have been doing um these are not supplemental what i saw was not supplemental to world u.s world or ancient history um it was it was none of them seemed to have a place in in this in the in the schools and i don't consent to my children um especially my k to eight children uh being taught this information uh when trying to review some of the articles i also received an error message it seemed that nusella articles i was having trouble accessing them on chrome which is a probably the most commonly used browser and i had to find brave which is not very commonly known and so i think the access was also hard to um you know for people to to be able to
034read what was in there um i believe that due to kids being uh at uh doing school at home last year people woke up to the radical changes that have been happening in the schools and i think this is a nationwide uh change in which the parents are going to be more involved uh and as they should be you know i i'm not proud that i i haven't attended board meetings um until until this year but um i look forward to um working together because our you know the days of us u.s citizens trusting school boards to do what's right for our kids um seems to have gone out the window but i look forward to working together to create a better future for everyone thank you very much that was our last card so
035next on the agenda is superintendents come it's dr bales thank you president greenberg governor board as the incoming superintendent and designee tonight i want to thank the governing board for your support during this transition the board retreat on monday was purposeful and helpful as we work together to set this year's goals and direction together we'll continue to focus on teaching and learning ensuring that every child succeeds and graduates from paradise valley schools as i shared on monday i attended 84 of our school council and school staff meetings in the month of may it was needless to stay a little busy the remainder are scheduled for july august and early september additionally i continue to meet with a variety of people as part of my transition plan including phoenix police chief jerry williams it was a

042to approve someone is there any discussion all those in favor please say aye aye any opposed motion passes unanimously thank you very much dr holmes next on the agenda is consideration approval of gmk number one i will turn it over to mrs barrigan thank you president greenberg governing board and dr bales we are splitting the guaranteed maximum price known as the gmp into two phases in order for mccarthy to keep palomino primary school renovation project on schedule the first phase which can start right away is demolition of the multi-purpose building and building a it also includes the pre-purchase of select materials for masonry and steel with work packages of earthwork and site utilities which we believe is important as we see construction material costs continually increasing the second phase of the guaranteed maximum price will
043be presented to the board on august 5th and the second phase of that project will include the new two-story classroom building new shaded playgrounds a new media center and lobby reception area that include a stage platform painting flooring landscape and additional parking spaces the entire project will be complete in the summer of 2022 and uh it may sound familiar as we brought this to the board in may 13th for the request for qualifications with the total project of 16 million and i'm happy to answer any questions thank you mrs brown man i always want to have the motion oh i'm sorry we'll do questions this is case you have a question yeah kind of a comment you know to and i asked this earlier today in a question to dr bells but to have those
044materials on site huge because you can't get materials and we wouldn't be able to finish the project next summer if we didn't stockpile the materials my husband's in construction and it is a problem to get the material so thank you for being wise enough to do that thank you yes i will say that is my facilities team that thought about doing that so i will pass that along to them please please yeah pass it along thank you thank you does anybody else have any questions comments all those in favor please say aye any opposed excuse me any opposed motion passes unanimously thank you uh next i will turn it back over to ms bergen for our truth and taxation hearing thank you again president greenberg governing board and dr bales we have a little bit
045of some presentation to go through tonight but i hope it will all be enlightening and helpful to everybody and we start first with the truth and taxation hearing and this comes to us let me try and get my move in here there we go this comes to us since 1997 we as school districts have been required to disclose to our voters and our community members our intent regarding any taxes for some expenditures that fall under what is known as truth and taxation this year and in in previous years to my knowledge adjacent ways is the only item in the paradise valley school district that falls under truth and taxation and this coming year our adjacent ways budget will be a little over 2.3 million dollars and just for some perspective that's out of a total
046566 million dollar budget so it is a smaller portion but it is important because of some of the things i'm going to share with you here shortly the hearing process has been in place for over 20 years to discuss the levy and as typical r district and this is typical for us we do have adjacent ways expenditures this is a portion uh taken out of statute and it's found in arizona revised statute 15 995 that speaks specifically about adjacent ways i won't read all of that to you but i'll sort of highlight the portions that are in bold the purpose of adjacent ways projects are to improve public ways adjacent to parcels or pieces of land that we as the district owned own and some of these items include construction of sidewalks sewers utility lines
047roadways and other related improvements in or along our streets or intersections and it's the purpose is to assure the safe ingress and egress from public school property most often you will see our adjacent ways expenditures being for fire lanes um and this year in particular all of our projects are related to fire lanes the next slide is just a screen image of the actual notice that was posted in the arizona republic and that was exactly as it read so just wanted you to see what that looked like in case you didn't see it in the paper with our legal requirements first of all we obviously determine if we need the truth and taxation hearing and as i've mentioned we have had adjacent ways budgets over the last number of years and so we do require
048that we publish that notice in the newspaper that you just saw and that was occurred on june 12th then we hold the public hearing prior to adopting the budget which is what we are now doing the board then needs to do a roll call vote and then we also notify the property tax oversight commission hearing of the vote of the hearing of the boat just want to show you some of the adjacent ways projects that we're having this year that is just a picture to give you some perspective we've obviously not started working on the projects quite yet and clearly that's not arizona or at least that's not the southern part of arizona with all of that greenery uh but we have some demo and paving of fire lanes at these campuses uh the total
049cost being approximately 939 thousand dollars and then in the next slide we have bringing over that 939 000 to start but then we have some crack ceiling and repair and striping excuse me of fire lanes at those four campuses just a little over thirty seven thousand dollars we try to do as much crack repair and sealing as we can because that prevents us from having to completely redo it in the demo and paving that needs to occur but eventually we do get to a point where you can no longer repair you've just got to replace and then also we have the new fire lane going in at palomino as part of that project um the demo will occur and then they will put in a new fire lane so for the coming year the total
050projects total a little over a million dollars and uh these expenditures all fall within the guidelines of what's allowable for adjacent ways now our projects from this year total a little over a million but the budget is a little over 2.3 million and that's because about 1.3 million of those projects are continuing projects um from this current school slash fiscal year that we're in of 2021 and we're nearly almost out of um as with most construction projects they don't you know necessarily finish on june 30th and so they carry forward into the next fiscal year and the 1.3 million is what we have as the budget but the other piece that we have to work with for school districts is the cash and that's part of the levy that's happening and we have sufficient uh
051cash to cover the 1.3 million dollars in projects that are continuing uh from 2021 then we have the new projects that we talked about a little over a million dollars for 2122 moving into next fiscal year we even have enough cash to cover 147 776 dollars of uh of those projects which means the difference between the 1 million 35 000 and the eight 147 000 eighty seven thousand dollars and that's what we will be levying our taxpayers for for the uh fiscal year twenty one twenty two as stated in the notice that is uh required and the exact verbiage is in statute we have no flexibility with how the language is uh is to be worded and it can be misleading to some because it only shows such a small picture of the total district's
052budget as we talked about just 2.3 million dollars of the 566 million uh but in that it states that we're moving from zero dollars to two dollars and twenty one cents on the hunt uh hundred thousand dollars uh of a property value for a home and and the reason i share that that's misleading is because actually in fiscal year 2021 on a hundred thousand dollars of a home the adjacent ways tax amount was two dollars and 45 cents the requirement is that it's zero because they ask us to put in the number as if we didn't have any adjacent ways projects well we do and we have every year as do most districts so really if you see last year it was two dollars and forty five cents this coming year will be two dollars
053and twenty one cents it's 24 cents less per hundred thousand dollars than it was last fiscal year so uh that's an important clarification that i always try to make because we do not have flexibility within that adjacent waste language that's required by statute some years we will have higher amounts than others in a year where we're building a new school and need a whole new entire fire lane in there that is a year where we're going to need more money for adjacent ways to make sure we have that safe ingress and egress for our fire departments and just as a reminder adjacent ways is a part of the primary tax rate and i'll talk about how that affects the primary tax rate as well so that we saw that it was the two dollars and
054twenty one cent tax amount per hundred dollars which means a tax rate of two cents or just a little over two cents um so it's two cents per hundred dollars of assessed value or on a hundred thousand dollar value worth of home that translates to two dollars and twenty one cents our entire primary just the primary tax rate for this coming fiscal year 2122 is going to be 70 3.70 call it 72 cents for rounding purposes so adjacent ways is actually only two cents of that 3.72 rate so it's a very small portion of the total primary tax rate and i want to just take this opportunity as we end this portion of the presentation and before we move into budgets and i will i will say this often school districts are the most transparent
055organizations that i know of in the state of arizona we have all of our budgets posted they're posted on our website they're posted on ade's website we welcome questions i in particular welcome questions i'm happy to talk about it any time and i guarantee you you'll get tired of talking about it before i get tired of talking about it but it's important that we have those questions and that people are curious about those things and i'm happy to sit with anybody at any time but school districts in general we have our annual financial reports that we post and are very transparent about we have conflict of interest rules that we have to follow that other organizations do not have to follow um and so just want to share that remind folks of that and you'll
056hear me talk about that often and with that i'm happy to answer any questions on adjacent ways to mrs brown um since you did exactly what you just described by sitting with me and answering all my questions for a while already i know that it's true that you said that and i appreciate that i have a feeling that i may challenge you on that you'll get tired of it before i get tired of it but it's um it's possible right but i appreciate the information and the clarifications and um i feel like it is more easily understood so thank you thank you does anybody else have any other questions so i think we're moving right into the next portion of your presentation yes thank you president greenberg um this is now the portion where we'll
057talk about the budget as a whole for fiscal year 2122 as well as our insurance proceeds account which is part of the hearing that we have to do this budget was originally proposed at the june 3rd board meeting and just as a reminder the forms this year are done on the preliminary forms that were released because if you haven't heard we still don't have a state budget which is one of the strange things in arizona we have to do our budget which very much relies on the state budget before a state budget is sometimes even completed um and so yes and so it can be very challenging there are some things that we have to do our best guess and work on and i think that we've put that together well for the district but
058we do have opportunities in december and may to make revision revisions and the new forms will be coming out they say july 15th so fingers crossed that that happens so moving on these are just the items we'll cover this evening revenues expenditures our fund budgets and then we'll talk a little bit about property taxes as well as a revenue factor our two biggest pieces are right here on this screen and that's the average daily membership or adm and then our base support level the bsl just as a reminder adms the average number of days within the first 100 days of school that students are enrolled within the district we don't they don't count after 100 days but we we keep them anyway and we we keep educating them uh regardless of the fact that we're
059technically only funded for them on the first hundred days of school and then that number the adm is multiplied by the base support level and the base support level is the amount that we are funded per pupil effectively or per adm each year and we now receive inflation funding automatically on the base support level thanks to prop 123 and this year that inflation was determined to be 1.21 percent by the state legislature so we have a base support level of 4 445 dollars approximately they'll give us the final number when they have the state budget done and then moving on to some additional revenue factors we have 32.82 cents from classroom site fund or csf crossover for the 20 by 2020 and that sounds a little weird it is because it's a little weird and
060the state in order to be able to fund 20 by 2020 used some monies out of classroom site fund fund for a couple of years to help fund that what they are now doing is moving that amount which equates to 32.82 cents per pupil or per adm and moving those expenses into the state general fund so that it's now part of our m o budgets so we get an additional and 82 cents but that money is already spent because we've already provided that 20 by 2020. it's just a different funding source coming to the district from the state okay and then additionally we have the district additional assistance restoration they have finally completed the restoration we're waiting on about the final approximately 15 percent that is in all the budgets that have been proposed and
061i fully expect that that will be part of the final budget that we have for the state this year even though it's not yet complete back to classroom site fund but this time really for classroom site fund expenditures we had an increase of 308 dollars per weighted adm this year which is very significant it's an unusually large d or increase that will most definitely go down uh next fiscal year they had additional revenues in there decided to sort of give a one-time push and i think everyone's been very clear that it's it will not be that high the following year additional revenue factors include prop 123 which was passed by voters in 2016 which increased the state land trust distributions to school district school districts and just as a reminder that does have a fiscal
062cliff and that fiscal cliff begins in fiscal year 24-25 doesn't sound like that far away but really you'd have to have the solution by 23-24 in order to make sure we don't have a fiscal cliff in 24-25 something that is new this year as well is that there may be some special education weights and increases that we haven't seen before again this was in all of the budgets and has bipartisan support so i fully expect that it too will be in the final budget for the for the state that includes a new way for gifted education of point zero zero seven uh so that amount of four thousand four hundred and forty five dollars i talked about for gifted you get it you multiply that times point zero zero seven for students identified as gifted
063and we get a little bit of additional money for them obviously that's not a lot but we'll take what they're willing to give at this point um then for the mdsc category uh for our self-contained students that is moving from 5.833 to 5.988 so a nice little increase for that category um as well as for this other category that has our largest number of special education students in it but the smallest in terms of the weight it was it's currently at point zero zero three it'll be moving to 0.093 so overall based off what we're seeing i'm expecting about a 1.25 million dollar increase for pvusd but i want to be very careful and i share this in the budget proposal as well that doesn't necessarily really mean more money for sped the district spends
064more in special education than we receive in revenues from the state for special education so really that goes towards backfilling our general education budget that's already in use we'll move into the expenditure factors so we were able to do a permanent base salary increase moving into next year of 1.2 percent for all staff and then a one-time return to work stipend of a thousand dollars based on the employee's full-time equivalency uh we have some uh professional growth of up to 105 hours uh increase and then the teacher pay for performance increase from 1736. to 4 631. and that's thanks to the increase um from classroom site fund so because of that we were able to do that for this year um just to be clear that was an increase of increase of 1736 too did
065what did i say sounded like it was um from 1736 my apologies 46 increase of seven an increase of 1736 to 4631 my apologies thank you for the clarification uh and just as a reminder the district spends about 85 percent of our budget on salaries and benefits for staff it's the largest portion of our budget as it should be additionally just want to remind you that the district's health insurance contributions didn't increase by anything this year so it wasn't even a determination of whether or not the district would take on that cost or the employee would take on that cost we just had no increase which was nice our retiree medical reimbursement plan is fully funded which my predecessor ensured to happen and i very much appreciate and then we have the minimum wage increase
066that takes place in january of each year currently um estimating that at 24 cents so then our minimum wage would go to 12.39 but we'll know in january 2022 uh the consumer price index is what determines the increase of inflation there we also included a roadrunner hard to staff stipend of five hundred dollars and then three special education agenda of two thousand dollars those special education are for stun kids transition and iep content expert to include five sub days five sub days per lead assignment i want to talk a little bit about special education again in this portion this is an area we see increased costs in year after year and that's not you unique to our district but it's happening across the state and we spend 14.9 percent more in special education and expenses
067than we do receive in revenue so it is a pretty significant amount that we spend on special education and twenty point seven percent of our emino budget uh was spent on sped and this is from uh fiscal year 20. fiscal year this year first of all it's not complete yet and also the expenses are a little weird so we're going to have to take that into consideration as we look for data in the future but base this information i'm sharing right now is based off of fiscal year 2020. so with 14.9 percent of our sped expenses above our revenue and twenty point seven percent we that we spend of our mno budget uh only fourteen point four percent of our students are special education so you can see there's a little bit of a disproportionate
068expenditure that's happening there and i did share that in the budget proposal but wanted to share that again this evening as well now we move on to our operating budget our basic operating budget which includes these five funds maintenance and operation obviously being the large one made up of that adm times that base support level we also have classroom site fund instructional improvement fund and medicaid cost and indirect classroom site fund just as a reminder is from sales tax revenues as well as distributions from the state land trust and that money goes to support teacher salaries we did have some changes this year with senate bill 1139 that eliminated what we called the three buckets and puts all of the funds into one bucket and opens up a little bit what some of the expenditures
069can be used for to include student support services as well as allowable costs but just to reiterate the classroom site funds per pupil amount increase from 425 in this current fiscal year of 2021 to 733 dollars which is that increase of 308 dollars per pupil iif for instructional improvement fund is funds received from indian gaming revenues and that includes basic salaries as well as dropout prevention programs for our district medicaid is medical services provided by the district for our students and then indirect cost is for the overhead of running our federal grant programs for our capital funds we have our unrestricted capital and 6.4 million dollars of that is approved by our voters most recently in november of 2019 and as always we thank our voters and our community for that support additional support comes
070from our bond building and that is also approved by our voters and we have a budget of 53.7 million dollars for the coming year and adjacent ways we talked about in great detail already at the beginning of the budget hearing with the budget being a little over 2.3 million dollars also in september october time frame i will present again on our bond projects that we've completed and just give you all an update on that and how things are looking for our federal and state grants we have these amounts here the largest federal grants we have are title 1 and our idea which is for special education and those are valued at about 14.5 million total of those total federal grants our state grants that continue are results-based funding college credit exam incentives school state school
071safety and a new one this year project momentum that you will certainly hear more about i think as the year progresses then we have debt service and that is to then pay off the bonds so we when the voters approve the bonds we get the money and proceeds for that and then we pay off the bonds so these are to pay off prior bonds and the insurance proceeds and our community education food service and other funds are in line with what they have been in prior typical years this year was a little bit different but these are more in line with prior typical years as we hope to resume normal operations for food service and community education you can see there's a little bit of a list of what some of the other funds include
072that's not a comprehensive list we have quite a bit of other funds but these are the primary ones civic center auxiliary operations and student activities and then something that is probably of great interest to uh the five board members as you are all residents of the district is our tax rates and what that means to you on your own tax bill first of all i'll just say that the property values in pvusd are increasing significantly like they are all over the state and in particular here in the valley our property values are now over 4 billion dollars in the pvusd school district boundaries you can see what our actual tax rates are for primary and secondary from the current year that we're in 2021 and what we project they will be for the 21 22
073school year with the total taxes uh for the year to be five dollars and about 80 cents and so that's a decrease of just over five cents from the current year that we're in and as a reminder the adjacent ways is two cents of that three dollar and seventy two cent primary tax rate and i'm happy to answer any questions and do request request a roll call approval of the 21-22 budget that includes the insurance proceeds budgets and the truth in taxation levy as presented thank you since this will be a real call vote i'll just ask if anybody has any other questions comments before we do that mrs case i have a question then a comment um on the federal and state grants it's written as 81 million but then you said i think
07414 million i don't know what was what yes i certainly could have said that clear the 14 million is just for idea and uh title those two total okay explain the abc suit i'm so sorry idea is for special education federal money for special education um which helps us with some of our special education costs but still doesn't get us there and then title one we receive based off of poverty levels and and data from the census and so those are the largest portion of our federal funds um there are together those equal 81 million together those equal to 14 million then we have other other federal funds beyond that lots and lots of other federal funds okay total the 81 million oh that totally yes okay but the state grants are five million approximately
075some right okay um i my comment is i've been listening to these for decades you have done a really good job explaining this and i want to thank you personally because this is not my fin my area of expertise i teach how to read i can't understand all these but you did a fabulous job i want to thank you for making it clear thank you very much thank you happy too is anybody else if not maybe we have a motion to approve mrs brown and may we have a roll call vote mrs matura aye mrs greenberg aye mrs bacon is absent mrs brown aye mrs case aye thank you very much the motion is proved unanimously and ms bergen let us know when we need to look at that again december and hopefully we will
076get the forms july 15th if not sooner yes thank you they're barreling forward um last on our agenda to approve is acceptance of gifts and donations as always we want to thank um all members of our community for their support and we've had quite a number um of donors on this report but i'd like to point out three paul campbell who gave um camera equipment worth one thousand dollars to the photography department at horizon high school the u.s marine corps recruiting station in phoenix gave twenty four hundred dollars in cash to the athletics department at north canyon high school and a very special shout out to the kids in need foundation who gave hand sanitizer uh worth 266 thousand six hundred sixty one dollars and twelve cents to the district for our classrooms again we
077thank all of our donors um if anyone is here i wanna thank you in person um if not you know any of our donors thank them for us please and mrs brown we have a motion to approve so move all those in favor please say aye aye any opposed motion passes unanimously and that takes us to the end of our meeting may we have a motion to adjourn so move any discussion seeing none all those in favor please say aye aye any opposed emotion passes unanimously we are adjourned you
