007greenberg dr lee governing board and cabinet i'm here tonight to recognize all of our nurses this uh this month the practice of school nursing began in the united states on october 1st 1902 when lena rogers was became the first school nurse and she was hired to reduce absenteeism by intervening with students and families regarding health care needs that were related to communicable diseases after one month of successful nursing interventions in new york city she she led the implementation of evidence-based nursing care across the city since that time school nurses continue to provide communicable disease management but their role is really expanded and is increasingly diverse just imagine a regular year our nurses never stop they walk they deal with skin knees and upset tummies but did you know that nurses are usually the people who

008file cps reports and support teachers who are doing the same that they watch students mental health and refer them as needed that sites with a full-time nurse have lower absenteeism earlier intervention and chronic illnesses keep students with diabetes asthma and other chronic conditions healthier so that they can live longer they manage lice identify vision and hearing problems help families deal with nutrition and other health concerns at home refer families for crisis counseling and social work they also support our human growth and development programs and are a constant resource for many of our most vulnerable students just one example most of our nurses make their private restrooms available for kids who don't feel safe or comfortable in regular bathrooms like kids with crohn's and ibs and our trans students this year they worked all summer taking

009pro coveted protocol trainings working with principals to redesign pathways creating isolation and quarantine locations they worked with site and district leaders to plan lunch drop-off and dismissals provide information for trainings for teachers that were being planned for august while most of us worked from home the nurses were on campus every day supporting our on-site support programs and our self-contained students since august they took teacher phone calls about symptomatic students all day long they screened students and called parents to come pick them up and that was certainly not fun they consulted with public health officials taught professional development classes and safety protocols they trained us to use our ppe they monitored isolation rooms dealt with frustrated parents frightened students and they never had a break from keeping contact logs and doing our contact tracing they built

010our contingency plans reported our cases to county health and they took hundreds and hundreds of angry phone calls from parents they prepared training modules and smart cards and don't forget that they never stopped putting band-aids on skinned knees i would like to thank the governing board and cabinet for maintaining its commitment over the years to the health and well-being of our community by continuing to keep a fully licensed nurse full time at every site while other districts have stretched them across multiple sites relied on nurses aides and parent volunteers to meet the needs of their students more importantly i'm here today to thank the nurses in pvusd who did everything from vaccinate us to keep all of our kids safe all year long we are so grateful for them and i'm thankful for you thank

016going above and beyond for our students this year upc received more than 950 submissions representing schools at every level across our district there were so many wonderful submissions here are just a few of the excerpts here's a submission from one of our parents about one of our amazing teachers teachers are alongside frontline workers this past year as true superheroes her resourcefulness and flexibility have shown through times of transition she has been able to successfully manage both an in-person and online class seamlessly she's given her class stability and consistency something that has been lacking for our kids over the past year she is always upfront and honest with kids she does her best to tell them what they can expect next and truly decreases her students uncertainty her class is a place where all questions are

017welcomed openly and everyone feels free to speak up and speak their mind you can see the confidence building in her classroom even from an online perspective we are so thankful that we had her this year here is this mission about one of our outstanding support professionals she has encouraged the students to read read read she's helping them develop strategies to tackle words they don't know yet while online she came to school every day and she helped the kids who were on site as well as all the kids online she worked with she assured kids and parents alike that they would be okay and that they were learning how to read she made wonderful personal connections with her students and they loved going to reading pull-out with her here's a touching submission from one of our

018parents about her son's teacher she has gone above and beyond to accommodate my son with special needs this year as he has been learning at home she has spent what seems to be countless hours creating activities for him to do so that he has the same experience at home as his peers have in class i have no idea where he would be without her this year and our family is so very thankful and here's a thoughtful submission from one of our middle school students about another one of our difference-making educators when i had a hard time learning he always found a way to help me understand and did the same with every other student he wasn't just teaching the class he made sure we were all on the same page he also showed us how

019to respect one another and to help each other he always made it fun to be in his class i wasn't the best student but he never gave up on me even when i wanted i know to this day i can go to him and ask him for help there are not a lot of teachers like him i'm glad i was able to be in his class and would go back any day in a heartbeat so here's another submission about one of our great teachers he has been a bright shining light at our school since his arrival i cannot begin to tell you what a joy it is to see him on campus engaging with the students i have a child in first grade who adores him and comes home frequently telling me about a game

020they played or something funny that he said when she was on a brain break i appreciate that he sees himself as part of the school community and really has engaged himself in the day-to-day aspect with the students i hope he knows how appreciated and loved he is by our school and especially our family i am so thankful that he chose to take a job at school and has shown his love and dedication to the kiddos day in and day out thank you for being an amazing human and giving your all to the kids each day congratulations to each of our nominees hi i'm julie blumenrich a parent volunteer with united parent council on behalf of upc i want to thank the hundreds and hundreds of students and parents who sent in heartfelt nominations for so

034say that i grew also grew up in this district um i was here we the only reason i didn't matriculate from shadow mountain high school is because my family moved to las vegas but i'm back um so i just a huge thank you i'm not going anywhere i have kids in horizon and desert shadows next year but this is the culmination of 12 straight years at an amazing elementary school and um i do it we do it for the teachers that we have the most phenomenal teachers in this district and the women who spoke before about the nurses the shout out to the nurses are fantastic um i just thank you all for everything that you do this pandemic has been i don't even know what to say but my kids are my kids are

035good and and it's because of you so um so thank you i'm gonna keep volunteering come to broadway under the stars horizon october 21st through the 24th i forgot to thank the amazing volunteers that i've worked with at snow and sky for all these years who who nominated me for this so thank you i love you guys that concludes awards and recognitions thank you very much next on our agenda is call to the public we have quite a number of cards so we're going to ask that comments be no more than a minute and a half and ms chisman will signal with her red folder at about 10 seconds and then the mic will cut off after that when it is time up so i've got these i believe in alphabetical order i apologize in

036advance if i mispronounce anybody's name uh first is jason bagley hi good evening i echo everything i'm reading here this statement is from a friend of mine who couldn't be here tonight his name is rick hornak rick kornack has had three children in the pv school district since 2007 attending mercury mine shea and shadow mountain through the 2020 school year i'm extremely disappointed in the response the district has had to covet beginning with the cancellation of the graduation ceremony for my daughter's class of 2020 the continuous random change in protocol throughout the year and the continued mass requirements there has been very little sign of any true leadership or common sense my wife and i have been very supportive of the public schools very active as volunteers attended sporting and other school sponsored events as

037well as giving financially there are many great teachers and staff who we know are not in step with the school district's actions but they are silenced by the noise from the radical voices with the very low risk for children and the current low infection rate in our state our schools should be completely back to normal like most of the private schools we've been told to follow the science and the silence excuse me the science is shouting that we can be normal now unfortunately for us the damage has been done and sadly we are moving our last child out of the pv school system in favor of a private school willing to apply common sense i'm sure there are many more parents like us you have left us no choice but please employ common sense before

038you destroy any remnant of our once strong public schools the next card i have is from summer bagley good evening i believe i speak for most families when i say my trust in this board is beyond repair we have come with facts and science and common sense but it falls on deaf and biased ears in your recent statement in anticipation of vaccine availability for children 12 to 15 being announced as early as next week and the potential for vaccinations for younger children as early as the fall we plan to start the 21-22 school year with mass optional and i take great offense to this statement since all of it is based on speculation and the assumption that parents want to give their children an experimental biological agent with no short-term or long-term studies no fda

039approval no liability from manufacturers and has the single highest reporting of adverse events and deaths of any vaccine ever given sounds like child abuse to me and i do not consent dr bales in a recent interview i'll have to summon it because i have less time you discuss that certain vaccines were mandatory and i would like to correct you on that that we have no mandatory vaccines in arizona none at all we have all exemptions under the law for everything the cdc schedule offers for all schools i would also like to point out that when you were discussing factors there was a question asked of you recently in an interview discussing factors for the emotional mental and physical tolls honors thank you very much your time is up uh the next the next person is

040brian behrens no we can't do that sorry sorry it's my first time doing this so that's fine i thought i thought we're gonna have like question and answers not question and answer no okay uh well i was coming up here to say that just like she said we will absolutely not have our kids vaccinated with an experimental drug that has no long-term studies and definitely has a lot of uh potential risk to the kids my family we've all had it we all have you know immunity to whatever extent and we're comfortable going to school with no masks going out in public with no masks and not having a vaccination and i feel like a lot of people at some point in their lives are going to look back on this and regret having that but

041hey to each his own if they want to get a vaccine that's all good um oh so when asked what are the discussions around mandatory uh vaccinations for students and adults on campus you encourage everyone to get a vaccine who is eligible and you will have your mobile clinics to come to campuses uh she doesn't consent i don't consent and feel this is outside of the scope of practice to encourage nor is this experimental fda vaccine non-fda approved vaccine for adults safe it's being given uh per emergency use only dr bills has also stated that the measles mumps and rubella vaccine is required by law and that is in place from the executive level thank you the next card is from edwina barons and while she's coming i just want to my apologies i didn't

042say it at the top because this is not on the agenda we are not allowed to have a conversation or respond good evening um i just wanted to express my concern for the potential of segregation um going off of what the prior people are saying going forward with vaccination versus not um i'm just deeply concerned that masks the way the email was worded that mask would be optional for those vaccinated children i think this is a terrible idea and i just wanted to go on record saying that i think it's we're against it hipaa law as well even though my husband shared that we've have natural immunity is really no business of the public or the schools and so i just would like to say that i just hope that you'll stand up for those

043kids that have natural immunity for those kids that can't speak for themselves i just we're just let our kids breathe let her let parents stand up in their rightful place and make choices for their children thank you the next card is from lisa far just a clarification i believe if you're representing a group that you get longer than a minute and a half to speak is that correct representative of a recognized group what group are you i'm here to represent the over 4 000 people that voted for me during the last election for a board well that does not actually qualify under what we would typically do okay well i'm here to speak for them so my name's lisa farr i'm here to point out the arizona school board association board power and responsibilities the

044very first line says the board shall act as a general agent of the state of arizona in carrying out the will of the people of this district you are not doing your job it does not say that you are here to make health care decisions for us under the parents bill of rights it is the parents that get to direct the health care decisions for our students not this board the board member ethics section says that the board's first and greatest concern must be the educational welfare of our students not the health care decisions the educational decisions what parents want is we want the politics kept out of the classroom we want parents to have individual rights to make the educational decisions and the health care decisions for our children you have already continued to

045lose a lot of enrollment and you will continue to lose more if you continue down this path we want the ability to decide if our children wear masks or not we want to know we want to be informed about curriculum we do not want critical race theory in the classroom we don't want 1619 in the classroom we don't want general neutral [Applause] the next card i have is from judy gonzalez no i i mean if we have cards next is max scott shirt thank you president greenberg and members of the board i want to speak about some recommendations that i have for the district and that i sent to the board and cabinet in form of a memo earlier this week the district has experienced a persistent enrollment decline for over uh from over 33

046000 students in 2001 to twenty nine thousand in twenty twenty to combat this decline the district should ensure that each school has a unique story for the excellent educational experience that they offer additional dollars can be gathered through increasing fundraising operations by hiring non-title grant staff and building and utilizing a donor database in cooperation with the pv schools education foundation district leadership could do better to seek feedback and ideas from staff while principals may choose to distribute surveys there is no district-wide equivalent resulting in district leadership having insufficient information available for decision-making finally the use of the term gifted to describe students who excel at their coursework is both inaccurate and harmful the district should avoid using this term and should continue to invest in efforts to make these programs more accessible to conclude the

047district is among the best in the state and has produced world-class learners however excellence must not be mistaken for perfection i have every faith that the leaders sitting in front of me are up for this task and are committed to helping when possible if members of the public would like a copy of this memo they can email me at m-a-x dot g-o-s-h-e-r-t gmail.com that's max.gosh gmail.com or by submitting a public records request to the district thank you for your time [Applause] thank you the next card is from barbara jennings good evening it's nice to actually look in the eyes of everybody since i've emailed i think all of you at least once i echo what lisa farr said um it's deeply concerning to me what is going on in our school district right now i

048heard of a video being shown in a biology class that showed anal sex and i think all parents need to know that things are being done behind our backs we stood with our teachers two years ago for red for ed we stood there and supported them when this coveted 19 struck where was where were our teachers where is our administration standing up for the learning and the health care of our students you're forcing them to wear masks now you're trying to bring in critical ways theory even though i heard you're not but yet certain questions show up on tests like what best describes a republican what do you think the answer was a white male who is an engineer who lives in south florida does anybody find that racist because i do and i don't

049want my son learning because of the color of his skin that somehow he is a racist this is horrible and this is going beyond your job your job is to educate our children to make them better math better scientists better at english not better at emotions and feelings that is not your job that is going above and beyond what you are paid to do and you are failing at what you are being paid to do and all of us here support our children we all okay um i just got one that was well we'll move it to the end next is erica moriarty thank you president greenberg dr lee the board um unlike a lot of these parents i would say that i've been incredibly supportive of all the decisions that you've made so far

050um as far as i can tell you have been using science to back up your decisions and you have been keeping the interest of our kids and their safety and their health care at the forefronts of your minds because you cannot have education when you're ill you cannot focus in the classroom when you're scared that you're going to come down with a disease that killed your grandmother you cannot focus when you are worried about the life of your family and so i would like to thank you for all you've done so far i appreciate all the hard work i know that you have to deal with a lot it's not easy to make everybody happy but i will say when there are two different sides i would expect that you will always err on the

051side of what's best for our children and what keeps them safest which is why i was horrified to see that you're making masks optional for the elementary schools you know and i know that there is no chance that the fda is going to approve vaccines for our children in elementary school ages before school starts so i urge you to please change your recommendation that must be mandatory for elementary school children until i can get my kids vaccinated and if these other parents don't want to vaccinate their kids then well it's survival of the fittest i guess that's what darwin but i urge you to protect my seven-year-old and my 10 year old because they can't do it themselves the next card i have is anna sanchez navarro so thank you um i'm here to talk

052about three points uh according to arizona revised statues 15 341 and paragraph two it says that it's supposed to exclude you're supposed to enforce exclusion from schools of any materials that are sectarian partisan or denominational in character critical race theory is within these guidelines it falls within this guidelines and i oppose the teaching of any such neo-marxist ideology that teaches our children that america is a systemic racist country and that it is found by oppressors that white people are oppressors i look around and i see most of the people here are white therefore this theory says all of us are oppressors unless you want to reduce your whiteness i think this uh theory is uh false it's based on false pretenses and it uh seeks to divide subjugate and it will lead to bullying in

053school and more segregation which is not what this country stands for we stand for equality of all people of all races and colors and not equity based on color of the skin and the number two point is um regarding paragraph four the same statue and um i would like to request that in your next study session schedule for the 21st of june that you would consider the proposition of installing cameras in every school classroom so that teach parents can access the teaching through a mobile application of what their children are being taught in classrooms and the third item is number 34. okay i next card is diane nieman yes hi i've like to say first of all that i've lived in this area for 30 years i have three children that graduated high school and

054asked asu and um i'm objecting to two of the curriculum that are uh in in place right now one is the critical race theory and what it does is it it um it points out the differences of people rather than looking at good character and mutual acceptance and the second thing i'm objecting to the curriculum of comprehensive sex education i believe you should let parents uh opt out of any of these areas they should know what's being taught and uh the third thing i'd like to say is that i'd like to see more positive teaching and um positive american history by the way i um have a minor in american history and and uh i i believe that this is a good country and i don't think that's being pointed out i don't believe um

055that it's being pointed out that there's been a great progress in racial relations instead it seems to be the negative is being uh promoted so i would really like to see a more positive and mutually accepting atmosphere and the schools would do not all agree that's what we want we want that the kids to actually look at the positive in each one and good character thank you [Applause] uh the next card is joe i'm sorry i'm gonna pronounce this wrong tara tiana thank you for the opportunity good evening um i'd like to address your for your future consideration changes in our curriculum relative to introducing any form of critical race theory the role of the school system is to deliver proper formulative education in order to improve children's cognitive knowledge in reading writing math biology

056and science the school is a center of learning not influencing values and beliefs when anyone has ever tried to introduce religious belief in a school what has happened this is no different education provides literacy not biased information from a value system or a theory education provides our children tangible skills not a value system they're supposed to conform to that's called communism literacy provides the ability to read write learn scientific theories biological facts and the ability to solve problems i think you get my point our job as parents is to raise our children in the values we aspire them to attain not the values and beliefs that you our district or our government believes they should have it is for these reasons introducing any form of critical race theory is completely inappropriate in our school system

057crt has no place in the core fundamental mentals of a school that is providing basic education this includes any ideas teachings theories beliefs etc derived from ibram x kendi or any other marxist ideological views ebermex candy is an extreme radical who believes the answer to racism is more yes more segregation the next card i have is patricia van bella baylor thank you president greenberg and and the board i've worked most of my life as a child advocate as a nurse in picu nicu pediatric emergency child psychology inpatient and immunology and obviously i have my opinions as we all do about what's right with vaccines and masks i'm not anti-mass and i'm not anti-vaccine but i'm i am pro-choice and i ask that the parents be allowed to make these decisions um when i see someone

058in a mask i try to say to myself well maybe they are immune compromised or their god-given immune system isn't working or they're sick and they're trying to be you know kind and wise but i'd like to teach my grandkids that and they're just getting too many mixed messages right now um i think that i'm going to be really blunt today when our president said that people with vaccines can take off their masks it was like an outward sign a divisive sign anyways i feel like after world war ii on the medical experiments by the nazis caused the nuremberg code and that assures us we will never have to submit we will never have to submit to medical experiments again without our consent masks are being presented as a medical intervention [Applause] the next card

059i have is christy weems while you all stand here or sit here and stroke each other's egos during that uh meeting congratulating the nurses for sending kids home for quarantine here's how many parents felt you failed miserably miserably this district has completely failed the children i have three kids in this district all three have suffered at the tyranny of you people the abuse these kids have endured is sad and disgusting watching them walk around muzzled muzzled i called the district after the superintendent unilaterally decided you were gonna keep them muzzled and i asked is he wearing a mask right now well yes because he's in a meeting i hope you're muzzled 10 hours a day without a moment to breathe my kids can't breathe they get set into the corner of a room in the

060classroom if they pull it off that's disgusting step take step if you get step three you go to the principal's office and we call your mom and say they're in trouble because they wanted to breathe it's sick i had a teacher a stem teacher who went to the up to a kid's face and said i cannot wait to show your teacher how bad you are i called the district i got nothing back from you people the last card i have is mr jackson good evening so the first thing i want to talk about is uh the nurses have any of you guys spoken to the school nurses in the district directly not their managers directors or anything i have and i asked them because i have two kids in elementary school and two kids in

061high school and almost all of them have been quarantined at some point i said is there any cases of spread in elementary school and i was told no zero but yet these kids are sent home in fact i was also told that in high school the only cases of community spread that are taking place is in the sports teams where they're closer together they're not even really happening in the classroom um we got the email from the superintendent and i appreciate that you tried to be as clear as you could be but you know what we need something more clear i have four kids in this district if you're not clear that the masks are completely gone and that vaccines are you're not going to make any attempt to make them mandatory or segment them

062in different classes my kids are out of this district dolby at cave creek you guys need to be clear about what you're doing not we hope to we might you need to be clear with the parents we deserve to know the truth thank you that was the last card for call to the public so next on the agenda is superintendents commons thank you president greenberg i would be remiss if i didn't acknowledge our school nurses and teachers yesterday was national school nurse day we heard and i'd like to recognize and thank our school nurses for taking on additional responsibilities during this unprecedented year our district is extremely fortunate to have a registered nurse at each of our school sites furthermore last week was national teacher appreciation week during the last year the role of our

063of an educator has been expanded however the mission has not changed pv schools teachers consistently go the extra mile to ensure that students are continually supported during the pandemic i could not be more proud of our exceptional teachers and school nurses what they did this year is simply amazing i want to thank our stakeholders who participated on their district override committee at our board study session a few weeks ago the board reviewed your input carefully when deciding to wait another year before considering such an important initiative we appreciate the time and thought our committee members provided to this important process i am very excited to announce that shadow mountain high schools air force junior regime reserve officer training corps i want to i'm very excited to announce that shadow mountain high school's air force junior

064reserve officer training corps unit is one of only 10 high school programs across the country and the only high school in arizona to be selected as the inaugural core of high school space force jrotc detachments i want to thank the entire pv schools community for coming together to finish the most challenging year imaginable and although we may not always agree on the same things we put our differences aside to all our students to have the best possible finish to the year teachers went above and beyond to offer the best for students while teaching in dual modality administrators and support staff work hard to support teaching and learning family lives were disrupted and sacrifices were made to support their children and our students endured so much to finish the school year successfully so i want to

065send a heartfelt thank you to the families and staff working together to support our students this year thank you which brings us to our graduates i want to congratulate the 2000 plus seniors who will be graduating from our six high schools thursday may 20th you have endured so much over the year and managed to keep your focus to finish your k-12 education congratulations in advance for your many accomplishments we are confident we have prepared you for whatever your future holds whether you are continuing your education entering the workforce or serving our country best of luck to all of you and that concludes my comments thank you very much dr lee next on the agenda we are into items for approval so we have consideration approval of um suggested issues for the asba legislative committee's consideration

070years in a couple of neighboring districts uh it was clear to me early this this is a special place and i am very much looking forward to doing my part in this new role to ensure that it it stays special thank you very much [Applause] thank you very much next on the agendas consideration approval of certified substitute rates for next year back to dr bales thank you president greenberg tonight we bring you a recommendation for the changes uh to the certified substitute rates for the 2021-22 school year the daily current rate of 92 dollars will would increase to 112 the long-term daily rate of 120 would increase to 140. certified substitutes covering hard to fill para educator positions such as personal care cabs or road runner will be paid 112 dollars calculated on 6.5 hours

071per day daily rates have not changed in several years and these new rates will make us on par and competitive with neighboring districts and we recommend approval thank you very much mrs bigman we have a motion so moved is there any discussion i know i keep looking mrs brown can't join us mrs case i think this is a very good thing to do thank you all those in favor please say aye aye aye mrs brown both side excellent any opposed motion passes unanimously thank you next is consideration approval of revisions to policy i k f b and i turn this over to mr long good evening president greenberg governing board members dr lee cabinet and the pv community tonight i present to you for a first and second reading changes to policy ikfb graduation exercises

072house bill 2705 was signed by the governor on april 20th 2021 as an emergency measure this bill prohibits a school district governing board a charter school governing board or any public school from prohibiting a student who is a member of a federally recognized indian tribal who is eligible to be enrolled as a member of a federally recognized indian tribe from wearing traditional tribal regalia or objects of cultural significance at a graduation ceremony the recommended changes in this policy brings us into compliance with the new law and we recommend approval with that i'll be glad to answer any questions thank you speaking of way of emotion so moved is there any discussions or questions for mr long seeing none all those in favor please say aye aye mrs brown bow tie thank you none opposed a

073motion passage unanimously and as mr long said this will take effect immediately for this year's graduation graduations um next is second read for the parent student handbook for 2021-2022 and i turn it back to mr long and i'm going to gladly turn this one over to dr bells thank you mr long i'd like to share just a couple comments tonight we bring to you a recommendation to approve the revisions to the parent student handbook for 21 22. as presented for a second reading i wanted to point out that we have eliminated the addendum previously included regarding masks as part of our plan to make masks optional this addendum is no longer needed we know 10 weeks is a long time in covet world and we will continue to monitor federal state and local guidelines if

074a need arises to where requirements we can do so without this agenda however i am confident we're moving in the right direction to return to pre-pandemic teaching and learning environments mr long if there are no other changes since the first reading we recommend approval thank you very much um i just want to point out i think you have a capital p in your last paragraph and your letter for principal that may not be necessary as a capital but other than that i have no change the editor is giving you editing there dr dan you capitalized principle but you didn't capitalize anything get used to it dr dale [Laughter] thank you president greenberg i should have emailed you that one sorry um any other comments questions from any member of the board if not me we

075have a motion please so moved all those in favor of approving parent student handbook with uh his final sets of revisions please say aye hi hi mrs brown bowtie thank you no one's opposed so motion passes unanimously next on the agenda is um consideration approval a revised version number two version of the 2021 save arizona school district annual expenditure budget and i will turn it over to mrs barrigan thank you president greenberg and governing board members dr lee and cabinet in accordance with 15 905 we have before you tonight a may budget revision the final required budget revision for the school year between the adopted budget from last june to the may revision there is a decrease in the budget of approximately 42 million dollars and while though a large sum expected due to the

076distance learning loss primarily as well as some small declines in enrollment which we are now getting back which is good news we are not funded for them after the 100th day unfortunately but we will be funded for them next year but between the esg which was the enrollment stabilization grant from the state and sr-1 and really by the time essar2 came around we were able to regain most of that 42 million dollars and that will leave us with a lot to do for sr-3 out of the school sites to make sure our students are learning and achieving and increasing our student achievement for those overall we may possibly have to have another june revision we had a june revision last year and sometimes that is necessary um but we'll keep you posted on that happy

077to answer any questions you might have thank you um speaking maybe we have a motion to approve so is there any discussion anybody have any questions seeing none all those in favor please say aye aye mrs brown votes eye great now in a pose so the motion passes unanimously thank you and turn it right back over to you thank you president greenberg governing board dr lean cabinet we have before you and information uh some information on the palomino primary remodel that is going to happen palomino primary serves grades pre-k through three including a head start program we are seeking seeking approval for a partial campus replacement with demolition of approximately 55 400 square feet of building area and playgrounds where we will construct an approximately 43 000 square foot two-story classroom building as well as

078a soccer play field playgrounds and a new parking lot we do have a change in scope that has resulted in the addition as well of a new media center and lobbying reception area that includes a stage platform painting and flooring as well as a 400 square foot canopy to the front entrance to the school which we believe now is the time that makes sense to make those additions as well and i believe information has been shared with you we have some surplus ffa which is furniture fixtures and equipment that we can use to support that edition of an important media center and a welcoming front entrance to that campus the students will be transported to the air libre campus while under construction the construction manager at risk known as seymour selection process for this renovation

079project as set out in state procurement rules has been completed the seymour process began in late march by issuing requests for qualifications to 257 vendors of these vendors six submitted a formal response a committee of five discussed the strengths and weaknesses after this review and negotiation the committee's top ranked firm was mccarthy building companies incorporated once the guaranteed maximum price to construct construct this project is developed it will be brought forward to the board for approval and i can answer any questions sorry uh miss bacon may have a motion please so moved are there any questions or discussion seeing or hearing none all those in favor please say aye aye mrs brown is abstaining okay experience abstaining um but the motion passes with one abstention thank you next is acceptance of gifts and donations as

080always we thank all of our donors and there were several this time but i'd like to point out one in particular stanley feichel gave two thousand dollars worth of professional books to the library and photography department at paradise valley high school if any of our donors might be here or online thank you very much and we appreciate everybody's generous donations um particularly in this year of copen and may we have a motion to approve please still moved all those in favor please say aye aye mrs brown votes eye thank you with none opposed motion passes unanimously next on the agenda is ratification of vouchers um mistake may have a motion please still moved is there any discussion all those in favor please say aye aye aye mr or mrs greenberg i'm going to abstain yes

081and mrs brown votes eye the motion passes thank you very much those are our items for approval next on the agenda are items for discussion and first is community legislative network and max scott is back to tell us what's going on i apologize for speaking so much tonight i know that my voice is not a radio voice so no no no no this is one of our last chances max come on well thank you president greenberg and members of the board uh for having me tonight i am here to represent the community legislative network to get a uh to give a update on our activities so this is the 55th legislature the first regular session today is the 123rd day of the 2021 regular legislative session regular committee hearings have ended the governor has passed

082369 bills and he is signed excuse me the legislature has passed 369 bills the governor has signed 362 bills and has vetoed five uh so dr lee i must apologize i do have notes tonight uh so i apologize for for that um but uh so first off we're gonna give i'm gonna give updates on uh bills that cln is watching uh first sb1452 arizona empowerment scholarship accounts revisions uh this bill would enable all uh students who are attending title one schools who are eligible to attend title one schools and who are eligible to receive free and reduced lunches uh to become eligible for the arizona empowerment scholarship accounts which are clearly known as school vouchers um this would expand eligibility up to about 20 of uh excuse me 70 of students statewide next up sb

0831532 uh let me just say sb 1452 this has passed the senate this is currently in the house so sb 1532 impeding school operations and civil liability this will allow the attorney general to recover funds used to plan an activity that impedes schools from operating and more notably it'll allow the attorney general to find teachers up to five thousand dollars should they teach controversial uh curriculum however the definition of what controversial is in this bill is not very well defined so that would define so that would give the attorney general broad latitude uh to exercise that power next up is hp 20 and this by the way has uh next up is hb 2035 see even with those i'm not doing as well uh hp 2035 parental rights sex education uh this would uh this

084bill was uh sent to the governor's desk and was vetoed a version of this bill was and is uh now back for consideration in the form of hp this requires parents to opt in students to sex uh sex education uh this is uh come about because of a striker so we're gonna go on now to bills that are tied to the budget the first is uh sb 1041 this is stos aggregate cap increases so this is dealing with school tuition organization scholarships and so this is again another form of what is commonly known as vouchers um this would raise right now there's a maximum cap on how much money how how much uh money can be donated and used in the form of tax credit is raising that cap from currently five million dollars up

085to 20 million dollars by fiscal year 2024. uh following this is sp 1433 students distance learning and funding this is a bill that we had previously uh we were previously watching and that we are in support of but is now uh is now no longer viable finally there's sb 1783 small businesses alternative income tax so this bill uh would create an alternative 3.5 surcharge for businesses in lieu of the current taxation system uh and this is tied to the uh the recent prop 208 uh which passed uh by about four percentage points in uh 2020 and this uh um this was going to raise tax on the top one percent of taxpayers uh in order to generate money for uh use by uh school districts and charter schools this was estimated to raise about 837

086million dollars but should this law pass this would be reduced to approximately 377 million dollars so this is if this law is passed this will result in about 500 million dollars less coming into public schools annually so it's that time of year where the budget is afoot so budget negotiations are moving at a glacial pace uh city's distracted with the audit going on down at the county fairgrounds the major tax cut proposal a major tax cut proposal is being developed in a house and this is in uh in part in large part due to the fact that state revenues are up way up i don't have the exact number but i believe there is a budget surplus this year expected budget surplus of about two billion dollars so the state has a lot of money

087to work with um before i uh i passed it over to the board for questions i would just uh this is my uh last board meeting as president greenberg reference and i i do have just a couple of uh my own personal comments that i'd like to say um it so for anybody who is not aware i'm moving to portland at the end of the month with my fiance uh as she begins her medical residency um it's gonna be a little bit of a culture shock because i hear that water falls from the sky over there so i'm not really sure what that's going to be like um i just want to say that this district has had a huge positive impact on me you know i grew up in this district i went to

088elementary school at mercury mine middle school shea and high school in north canyon and uh it has made me the person who i am today especially from the last three years of my own community involvement um you know i would like to think that i've had a positive impact based on my involvement in the past three years but i can tell you that absolutely this district has had a hugely positive impact on me in the past three years one that i'll carry with me for the rest of my life and continue to inspire my community involvement wherever i may be um before i i have a couple people that i do want to thank before i get out of your hair no offense starkly um i'd like to thank sorry headed something in there uh

089i'd like to thank a previous board member uh dr sue skidmore um for being a mentor to me for the better part of a decade um she was the person who really got me back involved in the school district and introduced me to everybody and uh you know has always been my advocate and i can't thank her enough for that i'd also like to thank stacey husher who is a great friend and an amazing sounding board for the many ideas that i have had both the good ideas and the ideas that she would use other words to describe um i'd also like to thank jessica wani and lisa holberg and many other community members and people involved in the district who have supported me and uh dr lee i'd like to thank you for your

090years of service to uh this district and all the kindness that you've shown me finally i'd like to thank my mother kathy goshert for going above and beyond and supporting me uh of course the last three years but my entire life including keeping a smile on her face when after being a teacher of mercury mind for 13 years people in the district would go up to her and exclaim oh you're max's mom um but i'd like to leave officially tonight as kathy's son so with that i'd like to thank you all again and turn it over to you for any questions that you may have thank you very much max um does anybody have i don't have i don't have a question for screen print but i would like to thank max for all of

091his um involvement in the district his commitment to our students our teachers our staff the whole district um and we're going to miss you but i hope once that four-year residency is over we'll be coming back here that's the hope thank you uh thank you we will miss you thank you appreciate it and thank you for everything you've done for cln all of these presentations i know it can be a little nerve-wracking but thank you for your commitment to that thank you for your report tonight a lot of work goes into that thank you very much to figure out everything to say so thank you and thank you for your desire and not just desire but your willingness to serve in the public um service is just always free and no one gets a big

092salary in the service but we appreciate you doing it and hopefully you've set a good example for other young adults who will follow and do what you have done and we hope you come back thank you thank you member case yes i just want to say max it's it's very rare to see a young person and you are very young such a passion for advocacy for public schools and particularly paradise valley school district and uh your commitment over the last few years and your work with our district is so much appreciated we wish you the best of luck and i agree come on back where it doesn't rain from the sky thank you dr lee what can i say that you know everybody has an rsi i mean it's been a joy working with you

093and salen and everything else we've done or tried to do um in in our time together and i will miss you on our brady bunch um cln zoo meetings and everything else and and i think everybody needs to know that max's impact goes beyond tv in his roles at asu and his roles with the grand canyon institute he certainly has made a difference in education and other issues critical to our state through his um research and um all the work he's done in in those positions as well for which he actually gets paid and um i know that you are staying with that so your impact will stay in arizona even if you are not but like everybody else said hurry back um yeah portland will be fun but it's better here so come on

094back and dryer that's for sure well definitely it's it's a dry there it's a wet heat and here it's a dry heat so you know got to come back thank you very much max mrs brown asked that i share with you that she shares the sentiments of the other board members thank you appreciate it thank you all thank you next on our agenda is a first read of consideration of recommended k-12 performing arts curriculum resource adoption dr corson thank you president greenberg governor board members dr lee cabinet and guests mr joel taylor our director of fine arts is here to present you the first reading of the committee's rights recommendations president greenberg governing board members dr lee and cabinet tonight i will be presenting the k-12 performing arts curriculum adoption committee's recommendations for general music

095choral band and strings curricular resources reply we are pleased to share with you the committee's recommendations okay am i hitting the wrong button the right arrow right arrow there we go adoption committee members included 10 k-12 teachers three administrators and one parent representing a broad cross section of our district the adoption timeline began in january with a call to committee and a submission of comprehensive proposals from vendors and the week's following in february our committee met to review the process establish communication strategies for our stakeholder groups and set evaluation criteria for our selection using the evaluation criteria and after consultation with all performing arts faculty the committee selected vendors and recommended which would move forward due to march in march due to covet protocols vendors presented their curriculum resources and thirty minute videos that could

096be viewed by by district staff and the community as a result we had more participation from staff and community members in providing feedback in early march the committee met to take a deep dive into the feedback provided by stakeholders during the video vendor presentations the committee then recommended which vendors needed to provide materials for teachers and students to use teacher and student feedback from these few weeks was collected and shared with the committee slide forward the general music adoption criteria throughout the process the committee evaluated the curriculum resources mindful of the national and arizona arts standards we looked for engaging and comprehensive contact that would be able to reach our diverse learners the committee approached this material with musical practice in mind so that we could be confident going forward that we are creating lifelong

097and life wide students of music wishing to build on previous work in the district move moving toward electronic resources we saw curriculum materials that were primarily online that also included printable resources that could be accessed when required we were especially interested in materials that offered interactive activities for students and those that would support a wide range of music education modalities general music evaluation criteria included quality and comprehensiveness of primary and supplemental electronic and print materials including formative and summative assessments quality of differentiated materials for students with various learning strengths and readiness levels alignment to principles of cultural responses responsivenesses inclusion and equity to meet the needs of all students quality of professional development and consultation to support before and during implementation band and choir orchestra criteria included in addition to the alignment to the national

098and az arts standards we used additional criteria to evaluate resources that included a wide range of assessment materials including formal informal formative and summative instruments we also wanted to a curricula that followed for structured personal practice for students when at home the committee recommendations as a result of thorough evaluation of curriculum resources and stakeholder feedback the general music committee agreed on the following recommendations continuing with the quaver pre-k six grade curriculum but also with the addition of music play as a supplementary curriculum which fills gaps in the quaver material the band choral orchestra group recommended music first for choir band and orchestra these curricula met our evaluation criteria for band course and orchestra music first meets the criteria by providing a broad library of resources structured rehearsal resources and a wide range of assessment materials

099recommended material for general music in addition to alignment to the standards we use additional criteria to evaluate resources that included the quality of print and electronic resources for scaffolding of concepts and skills embedding of critical thinking and creativity tasks and differentiating for sub such groups as gifted students and students with disabilities robustness of training and consultation plans to support teachers before and during implementation the criteria we use when it was instrumental in analyzing the resources recommended criteria for band acquire and orchestra in addition to the alignment to the standards music first provides a library of resources that contain pre-made lesson plans and a multitude of techniques that can create asynchronous work at home and be used in tandem during class music first also has a program that students can play into and be assessed in

100real time the program will grade rhythm pitch and intonation and give the students feedback while they play this program also gives the students structure for when they practice and can help them get better quicker any question i'm happy to answer any questions that i can you very much mr taylor this is first read so we are not proving but does any member of the board have any questions in this case um so i i this is an odd question and i think you've kind of said it but in the k through 6 general music it is there a book they hold in their hands so they're not trying to deal with a ipad in class um quaver music is online and what is needed by the teacher can be printed off as needed so most

101of us can be online no ma'am there's not hard copy resources that the students behold i guess they can project it in front of all the students too they should be able to okay so there are none of these are hard copies is that correct correct there are music first or music play provides resources that can be printed off and come with material but if i'm understanding the question there are no books resources that would need to be ordered okay and then my other question is how long have we had the previous adopted music materials do you have anything that'll be quaver and i think that's seven years but we had it previously for six years okay for six years okay so i know so many things are going to digital but this is all

102digital there is no print but you it gives permission to print off certain things correct but there's always a projection too i'm just trying to think of a first grader trying to hold a music book and sing and it doesn't seem very much like a good idea but we do have that projectability in classrooms so correct yes okay thank you thank you i don't have any questions but i want to thank the committee and thank you for your leadership in this program thank you yes i want to echo my thanks um obviously it's a lot of work and it was great to see that we did get that much feedback um you know yeah another innovation i think that came out of using digital or virtual that you know you may want to consider as

103we move forward on other adoptions so thank you very much thank you next on the items for discussion consideration revisions to policy keb public concerns and complaints this is another first read so this is just a discussion only mr long president greenberg governing board members dr lee cabinet and pv community tonight i present to you for uh for a first reading policy keb public concerns complaints about personnel current language in our policy only refers to the parent when completing a concern form our recommended change to the policy to remove the word parent and replace it with complaint broadens the use of the form to include members of the public parents guardians and emancipated students i'm happy to answer any questions you may have thank you very much does anybody miss this case so when i

104read it the first time it looked like so what is taking out is it gonna say whereby members of the public uh members of the public we're adding instead of saying parents we're saying complaints or anyone the same form will be used for anyone who has a concern okay so it's not going to say parents guardians or emancipated students and then come plans it's just going to say that one word yes okay that's what i was just i didn't know later on i saw that it was but i thought that first paragraph it included it because it didn't cross it off we included members of the public yeah oh it does include it there include members of the public that's what i was referring to okay i'm glad that it does include that thank you

105sorry about that anything else anybody else that was first read we will see it again in our june 3rd meeting for um approval and next on our agenda last on our items for discussion is discuss that excuse me discussion of virtual learning updates and i turn it back to mr long all right president greenberg governing board members dr lee cabinet in pv community tonight i would like to share with you our plans for pv's virtual learning models as previously shared pv connect will be offered as a standalone model for archicad for our k-12 students who continue to express an interest in virtual learning it was decided that pvconnect would be housed under sweetwater community school it is a learning format that fits nicely with alternative options already available for students at sweetwater in addition we

106are also excited to share with you an additional change to virtual learning and pv due to changes in staffing we were able to implement an organ an organizational change that will make our future virtual programming stronger our successful pv online model has also been placed under the umbrella of sweetwater community school this organizational change offers a tremendous opportunity for our district to offer flexibility and choice for our families by moving most programs to sweetwater they can continue to grow and thrive in an environment where there is already an existing proven structure in place for success that existing structure begins with the principal who is forward thinking and focuses on what is best for students we want our students in pvconnect to have a sense of community even while learning virtual sweetwater is already a successful

107existing school and an expansion to k-12 only gives it more depth and creates additional opportunities for students district-wide by combining all of pv's alternative programming under one school we will also be able to share staffing resources when needed because students in pvconnect will have access to courses in pv online for electives and a few specialized classes the two virtual learning models will be strongly connected strong communication will be needed for this to be successful by having both programs supervised by a single principal we anticipate that meaningful communication and learning connections will only grow and strengthen as families and staff work more closely together to offer a seamless virtual model of synchronous and asynchronous learning what does this structure look like as you can see the principle of sweetwater community school will oversee all of the

108district's alternative programming the current sweetwater model stays intact however the sweetwater leadership team will pick up additional duties to allow the model some flexibility the pv online model changes slightly and that it will no longer be under the leadership of a coordinator an assistant principal has been assigned to carry out the duties that were previously done by the coordinator the difference being the assistant principal is now under the supervision of the sweetwater principle pv connect has also been assigned to an assistant principal to oversee this district program with the assistance of counselors and toas as teachers on assignment the programs will be monitored and as i mentioned earlier this type of shared staffing will allow for growth and academic flexibility this under tanki would not be possible without a strong leader to build a sense

109of community that strong leader is diane silvestri all of you know her all of you know of her strong and steady leadership skills with a focus on always doing what's best for students we know that she will be able to take these programs to higher levels when she heard rumors about pv connects needing a home she was the first person to reach out and suggest why her school would be a natural fit cabinet did not need to need any further convincing because we knew diane is a top-notch leader when i approached her regarding pv online being added to sweetwater and making sweetwater the home of all alternative programming she just smiled and said that's a natural fit and it made sense diane brings a tremendous amount of experience patience and a love for what she

110does her forward thinking and reflection will allow these programs to move into the future diane is here tonight as we begin our pb connect kickoff and this new organizational change good evening president greenberg governing board dr liam cabinet thank you mr long i'd like to thank all of you for the opportunity i'm excited that all students k-12 will be offered choices in their learning next school year it also fulfills my vision that sweetwater community school is not the alternative school but the school with alternatives for students this new venture will complete our school and do what's best for the kids k-12 in our school district i'd also like to thank my assistant principal mark banner and my two new assistant principals heather brelow and mark smith and i can assure you we have already been

111working as a team to make these programs successful for the students in paradise valley next school year thank you our current timeline is as follows we are currently in the process of hiring uh diane and her team are working hard to fill those teaching vacancies after sharing the information this evening families will receive information tomorrow explaining the program and will be able to register beginning monday may 17th this priority registration is through july 15th after that time we will accept registrations but students will be waitlisted pending program capacity we will monitor and make staffing adjustments throughout the summer i'll be glad to answer any questions you may have at this time thank you very much mr long anybody have any questions mrs case i just want to say how excited i am that all these

112programs are under one very capable director or what i don't know what the title is i can't principal excuse me and i um i'm excited that students can flow through one to the other and and their needs can be met individually and i have to say that um with a capable leader there who puts kids first uh our our students can blossom and i'm very grateful um yeah i'm also excited about the program i think the um really awesome thing about mrs silvestri other than the fact that she's a great leader is she has experience as a as a both elementary principal and a high school principal so she has a breadth of knowledge that's going to be i think really valuable and i think it's really important that parents know that when they're registering

113so that so that parents understand this is a leader who has led all levels um of schools and knows children from pre-k to 12. so um and i'm excited and i i thank you for all the work that went into this because i know it was a huge lift to get it done but i appreciate um everything that you all are doing uh to make this happen yeah i just want to say as someone who has wanted us to do this for a long time i'm thrilled that we are doing it and that we have taken the lessons that we've learned um you know turn those lemons of the pandemic into lemonade and more um mrs silvestri i appreciate that you not just you know got this assignment but wanted this assignment and um wanted

114to to work on expanding these alternatives and um i'm i'm just excited i think you know just knowing what we've got here i i think it's going to be dynamite i think there's going to be a huge waiting list come july 16 and i hope that we can then fill that waiting list so um i'm i i'm thrilled and i'm i think this is going to be fantastic i'd just like to share a little story about 30 years ago when uh diane was doing her internship with me at a middle school i remember her looking at me and saying i don't want to be an administrator and i said to her at that time you are a natural leader and she has demonstrated that in every job she's been at she's like i call her

115the pad piper because whatever she leaves everybody wants to be a part of so this program is going to explode under her leadership it's pretty exciting for this district and if nobody has anything i don't hear any questions just a lot of um excellent great comments so here we go starting tomorrow so thank you all that is last on our agenda so this is bacon um just before we do a motion to adjourn again just want to thank everybody for uh getting here one week to go and congratulations to all of our graduating seniors and um i hope everybody has a great summer mrs bacon any more motion to adjourn so moved all those in favor please say aye aye mrs brown says i motion passes unanimously we are adjourned
