002what you've said what I want to say and you say what they said so does anyone like to address the board this evening please go ahead thank you and if you sign the law please and give us your name and address for the record my name is Christopher Ross I live in Cottage Grove but I work and serve here in Watertown as pastor at First Congregational United Church of Christ my pronouns are he and his First Congregational Church was started here in Watertown in 1845. the congregationalist being descendants of the pilgrim Settlers of Plymouth Colony in 1620. we've been around a while in 1972 our denomination the United Church of Christ ordained our first opening money after in 1978 the United Church of Christ ordained our first openly lesbian pastor in 1985 the United Church
003of Christ became the first Christian denomination in the U.S to declare itself open and affirming to the lgbtq plus Community our commitments have also been around a while I share all this information not to persuade you to see the beliefs of First Congregational UCCS special in any way but rather to illustrate that this diversity of viewpoints in a big Community has been around a while even right here in Watertown as you acknowledge this diversity of perspective among this District's Faith communities I merely encourage you to continue to join the job and what I mean by that is that as members elected to the board of a public school system my theology shouldn't really matter to you and neither should it matter to you when scripture verses are cited at you wildly out of context by
004others why again because there is a diversity of use in the religious community and this is a public school board where your job is not to sort out these different beliefs it's an academic policy based on what I say or what a different person of Faith might claim in the name of religion but based on what's best for the educational needs one minute leads me to do that in the midst of competing religious claims a reality which has also been around a while it means to honor the entirety of the religious Clauses found in the First Amendment to the U.S Constitution the government bodies should take no action respecting an establishment of religion or prohibiting the free exercise thereof these ideas go together you can't have real freedom of religion if only one religious view
005Garners approval to protect religious freedom includes not showing a deference to one religious expression over another that's part of living in a democracy this is why you should not make policies based on what First Congregational or any other Church claims is right or wrong if you please bring your emergency books your policies should not show any religious preference but you should simply seek to meet the needs of the educational students in your District that's really the only job for you as your boy and that I wish you my most support thank you who also like to address the Border City good evening my name is Tom Levi I live in Watertown Wisconsin and I'm here to wish you happy School Board week but beyond that you may have noticed recently you've been visited by several
006groups many visitors recently to your monthly board meetings who are addressing on the one hand attempts to advance religious beliefs within the school district by attempting to ban books in the school library Patrol teachers lesson plans and eliminating any mentoring of gender identity issues and threatening to deny lgbtq plus families and students rights their safe and secure education and atmosphere in the school environment we need to respect these children in our community an atmosphere as they explore their gender identity they profess to have no problem with people or students who have an orientation to lgbtq plus and one group but they then turn around and Advocate that you adapt policies and suppress programs that offer relief you know the bullying and the rejection these children's face in their school environment the other group of which
007I am a part consists of religious leaders Community supporters lgbtq plus persons and families who have gender questionated or transgender children in our schools we are here to support you on the school board and thank you for instituting programs that offer all children a chance to achieve excellence your mission statement in a safe learning environment here in Watertown I'm going to quote high school student from Texas named Foster Milburn when he said and I quote teachers who heard other kids say I was gay told me that discussing gay topics in school is immoral according to Christian beliefs I was blamed and shunned not the other kids and I felt very small as a result there are children in our school district expressing the same plea we urge you to listen to them and their parents
008or Guardians with an open mind and a caring hand as they go forward has been addressing these difficult issues thank you thank you I'm sorry thank you thank you who also like to address the board of City no we're not anyone online oh all right all right thank you there will be another opportunity later in the meeting this brings us to announcements of recognition and communication and first up we have this product I believe you have a presentation for us mostly photos um while he's pulling that up again my name is Mr Domer I think most of you met me or know who I am in school board I'm one of the shop teachers at the high school and the skillsusa and super mileage advisor for the high school middle school program uh we're here
009to talk today about some of the amazing successes that we've had the past 12 months uh it's been a really amazing year that we've done and I brought a couple of our students with us that have been through some of those highs between the chair of their experiences of what they've done with our program and within the school district and within stem give me a chance to take a picture they do have a open it works audio and a short video in here um as we go through so hopefully we're able to pull that up otherwise we'll mention it so yeah go ahead and go to the second slide there so I've been here in Watertown for 17 years we've had over 300 students come through our high school skills USA program unfortunately I've never
010tracked the middle school students that by the time I wanted to it was for late hundreds of kids have come through our Middle School skills program as well um in my 20 years we've got some amazing firsts to my career into this program and that's why we're here today overall as you can see we've had 33 National medals which is amazing I think for a program anywhere of any size for us to do that the super mileage program has built over 25 cars in our 17 years here in Watertown if you've been on my shop we've seen some of them hanging and of the million plus I've raised into Tech ad over 600 000 of that has gone into the skills USA program directly in those 17 years the reason we're talking today I've got
011two these students uh have two back-to-back National goals I've never had that in 20 years I have it two years in a row is absolutely amazing we have a national officer uh first time in my career probably one of seven in the states in the history of Wisconsin skills USA um and then we built the solar car uh which is crazy so with that I'd like to lead in to uh two of our middle school students here Caleb and Isaac who were last year's and this past Summer's National gold winners and the robotics team so Isaac and Kayla you can stand to the side they're not at all there has been his friends for several years it's the glue that keeps us together and without it we wouldn't be friends um but we'll tell you
012about our competition so the competition we do is all about communication problem solving and teamwork and some of these decisions we've had to make was building the chassis design the shape of the Treads which in many shapes can do certain things and this was the best one we found out out I'm going to change it over four times and this is the best one out of all of them and then just over a lot the restore it took a while and that was a lot of exciting and we had problems there but we overcame some of the problems we've had to overcome is once we put the wrong Motors in the wrong spots and then we have to go into the remote and reprogram it so they rotate it the right way okay so um
013but the driving part of it is I'm a spotter I'm the driver and basically uh Isaac is looking through an fpv headset or first person view similar to VR but when you turn it does not turn so the camera is on that yellow stand if you can see it um it's small but it looks it's got a pretty good view um and through our communication going around on this course driving and he's the only one I don't know and I am seeing what he cannot see because he cannot live a divorce but I can't and we're going to turn into areas looking for the designated ordinances or bombs or people and disposing of them they're just little blocks or they could be anything and you just destroy them in a timely manner one of our
014smartest memories is our first gold medal win at Peshtigo High School two years ago we also had a funny memory there um it was our second competition we've ever done last year or two years ago and we were going up a ramp and it was Velcro so it was wobbling and halfway up it just collapsed broke one of our Treads um but we had spare Trends so we fixed that um yeah that was really fun that was also our first gold medal medal victory um something I really enjoyed going to Nationals is just seeing all the accents of people from different states with Massachusetts was interesting enjoy pin trading and meeting new people oh yeah and we're also back-to-back National bulletinologists um they don't you see the robot there's so much more to those contests
015from the presentations and the judging to have to go through the robots that sexy piece they built but there's so much of the soft skills tied in this contest which is really amazing as you can see through their presentation skills next up another uh back-to-back gold winner uh Becca Lis here did this with two different teams on chapter display and I'll let her talk she's a recent graduate this past June very very hard to follow but I'll try my best um donor in them they kind of lied a little bit I was the first backpack now um but yeah as you mentioned I'm a graduate now I go to UW Milwaukee but I I owe all of my leadership or at least most of them I started an FFA technically um just skills USA so
016um if you're here last year you kind of get the gist of the chapter display um but yeah uh the first 2022 photo um was our first one and my first time doing the competition my first year in skilled USA actually um but if you don't know the like gist of it is that you and a team of two other people build um a display that promotes your chapter and skills you would say as a whole um you have to go through design all of it uh requires a lot of engineering a lot of thought process and most of all teamwork um getting three very opinionated students to you know go forward as a project is very hard um we were lucky enough to do it twice um this year our theme was our time
017is now which was excellent because we had a lot of seniors that graduated this past year um so the bell rang through Chris um and yeah so the second photo uh 2023 is um our most recent display it's in the shape of an hourglass and it has three TVs and when you push the three buttons it displays um a video of one of our members talking about uh their favorite things and skills USA or how it helped them and whatever Endeavor that they chose um personally like I said teamwork one of the top skills that skillsusa has um kind of broke through drove home for me um but also just public speaking and like networking with everyone has been like just a blessing through the organization um will is about to talk a little bit
018more about um perseverance in a project um just going through when things are so hard um doing this and then also being a lead for solar uh was another just another Journey it's really hard um but I owe a lot of time management skills and um just hard work too those two um parts of my skills USA Journey so yeah thank you there's not enough continuing on our theme of first again National officer unfortunately she is unable to join us today she's actually in Washington DC helping to host the wlti Washington leadership training institute with the other National officers they've got over 550 students from around the nation at this leadership conference and she's been working diligently the past month or two preparing for that I did record a short video of her yes she's
019my daughter no that's not why she's a national officer I've tried multiple times with other students in this one it's just really hard in Wisconsin to get National officer for such a small skills USA state for voting delegates um she did a great job we do have a video on the next slide it's like a minute and a half I think we'll see if it plays if not um it's in your links I think as well on the board reported this last week um GLI social media presence going on right now skills USA Nationals got a lot of uh photos and videos she's in some of the highlight videos and then her own Facebook panel I've seen some really cool photos so if you're on social media search Naomi Domer or skillsusa uh you'll get
020to see some more water Tom presence uh acting out in the nation which is really exciting to see where she's going to take that fish our last student speaker today um go ahead Tyler is talking about the this year's solar car team and I I have talked for hours on this topic that is not the plan tonight uh we brought the car here and I'll stick around for the end of the board meeting might be dark out but if you want to come check out the car feel free I'll pack it up when everybody's out or done talking um and it's been all around town it is a street legal van license plate vehicle so we've had it on the roads checking out local businesses it's really exciting so here is uh junior past Year's
021electrical team lead will um I love everybody in this he said I was in charge of the Electoral team for the solar car um so don't worry about the solar car project to us I believe it was August um and we all thought it was gonna be a great idea we were just going to go and build a solar car and there's been a great time we had no idea what we were getting into at all it turned out to be a massive really long project we spent so many really long nights working on that car um unfortunately really late in the design process of the car we ran into gigantic design walls that we had created for ourselves at the beginning this is a lot mostly because of the fact that you're inexperienced teams
022for the first time um so unfortunately we really weren't able to get a whole lot of testing done on the silver car and this meant that when we get that when we finally got down to Texas we were not feeling prepared at all um thankfully though we did get through scrutineering basically with no issues like um we almost got the electrical one on the first day which days it almost never happens for beginning team so I was pretty proud of my team for that one um and then yeah so basically we thankfully fast food nearing a lot of teams don't um because obviously they're declaring RV is really legal and that's hard to do with regards built by high schoolers um but yeah so for the first race day because we really didn't get a
023lot of testing down in the car we didn't know how well we were being performed so we ran the card as hard as we could uh we got a lot of the miles you can for that day um and it really worked out for us that day a lot but however um the second day because we had ran the car way too hard the first day because we didn't know how it was going to perform we had almost no battery life left so we did not get a whole lot of miles the second day however the third day we were able to put together all the stuff we got from first and second days and we were really able to make a plan and we got all of the miles that we actually wanted together
024there were 10 miles that we didn't want to do because it was a giant build that's building for solar cars um but we got every single one that I take not only really good at rest unfortunately immediately afterwards though um half of the uh race staff got coveted and they're all high-risk so um they had to cancel the event um and basically we had to fly home um but even though it did get canceled halfway through this has been like one of the best experiences I've ever had I did not know anything about leading a team I didn't know anything about electricity at all coming into this um and coming out of it I have a pretty confident base in electrical engineering and I have way better leadership skills and it's just been a great
025experience foreign the past 12 months I consider it a true milestone in my career to have been a part of these students journey and I know how precious this past year has been for all of us last year felt like I was a standing on the peak of a mountain looking out from a successful client uh this was one of the bucket list items in my career always had this in the back of my head pulled it out to the front this year and we pulled it off it was amazing just a few weeks ago Tony Arnett spoke to my fellow colleagues in the auditorium with a theme of walls we build around us metaphorically this related to me heavily in my career and ties to skillsusa this year this year's theme for skillsusa is
026no limits I spent a large portion of my 17 years of a 20-year teaching career staring at walls and finding ways over or around them instead of challenging our staff to look at breaking down walls I would like to challenge you as school board to look at those walls and then replace them with images of these students there are many walls up against our students but I have seen some go away in my 17 years school credit cards as an example to make purchasing easier making our program more efficient not waiting so long for parts I remember having to meet Doug Lindsey every year at Tractor Supply over spring break to use the one school credit card to purchase the parts for annual lawnmower tune-up fundraiser now me and Katie both have credit cards in
027our school district Amazon used to be a last resort allowed for purchasing and now is a staple in our daily orders for the super mileage of our teams notarized forms used to create added burden on families to attend club events now these same forms no longer require the notary portion I challenge you like skillsusa to put no limits on these students let's take the walls down and see what Heights all of our students and staff can rise to this year our skills USA program as you know meets weekly from 3 30 to 8 pm on Wednesdays at the high school in tekka the back door is always open in those time frames when we're in I invite you to pop in some we can see these students in action this year thank you for your

029you as a school board membership um and I would like to um touch base a little bit on some of the comments that Mr Domer uh made um and some of the comments that um our our board president Tony our net made during the the welcome back ceremony I truly uh have heard from our staff this year how excited they are at the start of the school year this year they see some traction they see you working in concert with the administration and them and they see that you care and I want you to know I hear about that on a weekly if not daily basis um and I I want you to know that um every year we honor you as as our board this year especially I really feel like our district is
030is moving in a good direction and a lot of that is because your leadership so thank you so with that um you have some gifts that we put out there for you um and if you haven't had the time for snacks there's some snacks on front um and you can take some time to go grab those throughout the meeting but I do have um a resolution um also I want you to know that we will be honoring you um in a combined process a number of superintendents uh get together and we work together and we put something in local papers honoring our boards so you'll be seeing that next week in our local papers so with that I'd like to read the sort of solution whereas the Watertown Unified School District recognizes the importance of
031public education in our community and whereas the Watertown Unified School District appreciates the vital role played by the local school board which establishes policy to ensure an effective are inefficient and effective school system and whereas the Watertown Unified School District board members serve as a voice that enables our community to preserve local management and control of our Public Schools whereas the Watertown Unified School District board members are charged with representing our local education interests to the states and federal governments and ensuring compliance with state and federal law and whereas the United Watertown Unified School District local board members selflessly devote their knowledge time talents and advocates for our school children and communities future whereas the Watertown Unified School District local school members are strong advocates for public education and reasonable for communicating the needs of
032the school district to the public and public expectations to the district now therefore be it resolved at the Watertown Unified School District recognizes and salutes the members of the Watertown Unified School District board by proclaiming October 1st through the 7th 2023 as Wisconsin school board week congratulations and thank you for your service yeah all right then we'll move on to strategic discussion and write our next gangster Miss Tina gray good evening everyone and we have some really awesome things happening in our community and if I may have any recent analogy for breaking down walls to give you an update on some wonderful things that are happening at the community level in support of our students and families that I wanted you to be aware of and invite you just to um join in the dialogue
033um if you're not familiar with the foundation we are a non-profit created seven years ago uh based here in Watertown that we serve most of that in Jefferson County's and our mission is really dedicated to creating strong families and ensuring that every child has a great start in life next slide please we really work we're not a service provider but our role is to facilitate collaboration among all the entities in the community so that we can align all of our limited resources to a small number of shared goals and we will make a difference um so every child rides is this partnership there's more than 50 agencies across Dodge and Jefferson County engaged in that and in the past seven years the foundation has mobilized more than 38 million dollars to every child provides efforts
034and we've brought more than 20 million dollars into our opinion from outside in support of these shared goals um so I want to talk to you tonight about two things um that are going on and one of them is kindergarten Readiness and the other one is access to housing and if you can go to the next slide please um as I said every child thrives has shared goals and we have a public scorecard that shows our community progress towards these goals this one for example is outlining the percentage of families in the region all the data I'm going to share is Dodge and Jefferson County so it's not Watertown specific but the communities are very similar so this looks at the percentage of families in the community that are housing costs for you so what
035they're paying for their mortgage or the rent is really more than they can afford and they're skipping on other areas in life um I want to start by talking about kindergarten Readiness and when every child Thrive started we heard from our Educators we were looking at the achievement statistics for example on third grade reading and our Educators told us you know what more and more kids are showing up for kindergarten without the developmental skills that they need to succeed in school they might not have their emotional regulation or the self-control they're bouncing all over and they're not ready to learn well Wisconsin doesn't have a standardized kindergarten Readiness measure so we didn't have any data to confirm that um so what we did is there's two recommended screenings one is called the ages and stages
036developmental screener and something parents don't believe and they complete that as well child checkups they'll complete that in child care settings and we have everyone come to feedback when the students are entering fourth grade so if you think about if you're a kindergarten teacher and you have this wonderful class of great Learners what percentage of them are where they need to be developmentally to thrive they can go to the next slide we're just under 60 percent So within 47 of our students are coming with lighting developmental skills in some domain might be large motor small motor problem solving or communication um and so this is what we are working on as a community and um what I want to share with you is that Community agencies are working on this and we're diving into what
037the root causes are to learn more we don't have great data about children from age zero to five because there's not one agency in our community that sees all children we have really great data about our kids from 5K and on so I want to start by sharing some school data that tells a lot of us a little bit about who's driving and who's not in our district and I'm going to work it down to the time of birth and I'm going to show you some emerging Trends this data is not meant to be like inclusionary or prove something but it's meant to pique our interests and say there might be a trend here we want to pay attention to so we go to the next slide this is looking at our third grade reading
038proficiency again this is regional data so we're looking at non-economically developments or non-economically challenged students repeating at a rate twice either twice as proficient as our economically challenged students if we can go to the next slide I'll go back this is looking at reading proficiency by ethnicity and so 42 percent of our white students are reading proficiently by third grade 19 of our Hispanic students that Gap has been there for several years and post-pandemic is looking that you know one population is really going the wrong direction you can go one more slide um emotional well-being is one that's dear to my heart right to thrive in the workforce to thrive in learning we have to be at a good place emotionally and two Trends here one is that um there's more stress in the households
039in our community and our children are bringing that to school if you look here the latest data point on here is 2021 so this really isn't even post-pandemic data and the other take home is that we have a gap our Hispanic students are struggling at an increased rate in comparison to our white students so let's go to one more slide and this next slide is called my own data so um this we're less confident about but when we do this developmental screening um the screening can be done in English or in Spanish and so when we compare how those students are doing we know that the families that complete the Spanish speaking survey their students are significantly less likely to be developmentally where they should be to start kindergarten and I have one more piece
040of data um this slide shows a lot let's look here break it down the blue slide is white students or children babies uh the orange is black babies and the Grays Hispanic so our white children are getting adequate and telling prenatal care our black children seem to have improved nicely over the past few years when we look at our Hispanic children um dropped by more than 10 over the past couple years and again the latest data that we have available is 2020 and all the other data around shows us that population is struggling a little bit more coming out of the pandemic so I share that with you to let you know that Community level groups are looking at this data asking a lot of questions wanting to learn more there are things that we
041can do as a community that are evidence-based in that work um so I wanted to just invite dialogue and invite the district to be you know an ongoing part of that work any questions there before I roll into housing anything important all right all right housing anyone have a friend family member or neighbor that's been looking to move into our community or move to a different house but they can't find that anyone trying to hire people are we perhaps trying to hire new teachers that would love to move into our community but then can't find a place to live uh so in 2020 employers are the ones that really brought this to the Forefront you know our agency works on his housing was not an issue I was building the employer's side the economic Vitality
042of our community is threatened because we can't recruit employees because we can't find anywhere if it doesn't live since that point several studies have been done to collaborate this you know that Jefferson County is short about 3 500 housing units the foundation had a study done a year ago that showed that the city of Watertown is short 1800 single family homes and 1050 rental units so there's a significant um need and that is not only hurting our business but it's also not allowing our District's growth goals to do that because it really is a places for new families to move into our community so why is there a shortage um if you want to go to the next slide essentially after the financial crisis of 2008 everybody stopped a building and they're stopped being New
043Lots developed and so we have a situation where the number of households is growing significantly faster than the number of new housing units when there's a shortage of things of course they get more expensive I want you guys all to think about uh what your mortgage payment is among and roughly in your head what percentage of your annual income that is we know that families really should be spending more than 30 percent of their income on housing or other things suffer what do you think was the median sales price of current homes in Jefferson County this summer 200 your mail 15 minutes group at home yeah okay 300 000 yeah 325 000 and all the house has been sold in Jefferson County that was the median price so imagine you're a 25 year old educator
044Just Married ready to buy your first house oh and I won't even afford that you know um so I wanted to share one we have a shortage of homes and a desperate need to build more homes to get going into system there's also a shortage of developers interested in developing in rural communities so if you're a developer and it costs the same material and supplies and staying to build a house in Watertown Wisconsin or in Delafield Wisconsin or Madison Wisconsin where are you going to build it when do developers can get 20 more for home prices or for rent it makes it hard for them to choose communities like ours and so I'm here just with that message that we will link other private Partnerships to make that happen and I want to make sure
045that our community leaders understand some of the root causes behind the housing shorter [Music] um on the next slide uh you already know that a year or so ago the Ingo one more that just showed that the price increases a year or so ago the foundation purchased 80 acres of the form of a dozen campus and we did that in response to the the shortage of a horrible housing our goal in purchasing this is to get housing developed that is Affordable to those that work here um so we're looking at family income levels for maybe 50 000 to 120 000 we want this to be a walkable neighborhood with a lot of front porches that promotes community connectedness and it'll have something for everyone so it'll have some apartments for people to get started in
046it'll have some small single-family homes some larger homes to grow into and some opportunities for seniors and uh so the good news was we've been working with the city so we got this public private partnership to um draw a plan with community and put more than 100 community members came to a meeting to let us know what they wanted and that plan was unanimously adopted by our city council in August we have spoken with more than 15 developers we have a small number I'd say five or less that are interested in ongoing conversations and the reason that they're at the table isn't public partnership the city has approved a vision um the city is at the table asking what they can do to help help the Developers we have the land excuse me and drive
047Economic Development rolled out a revolving Loan Fund to provide some Capital to support those builders so in summary lots of exciting things happening to support the families that we serve um just want you to be aware that that's happening um anybody ongoing dialogue in my questions uh we could talk for an hour about the housing shortage if you just just a tiny bit and so um we're here for ongoing conversation excuse me board members comments or questions appreciate you coming to see me thank you very much Support over the years thank you all right next stop um thank you if you could just call it that uh presentation I'm not going to go through all of it um as many of you may or may not remember I think last year there was an opening
048in season two for the area that Watertown is in and uh I volunteered to take that position so there are why sisa two is the largest CSA in the state and it's like 96. something like that a number of school districts represented were grouped into pods uh and we're watertown's in with like uh Jefferson Lake Mills Janesville Johnson Creek something like that but it goes all the way over to Kenosha County and also encompasses Madison and I've been going roughly every month down to Whitewater for a meeting and we have to it's a format very similar to this uh there's public comment there's Pledge of Allegiance Etc but it's a little bit less Fanfare we didn't we also have the responsibility of all Head Start ordinances for the Jefferson and Kenosha um I've not yet
049asked or had anything that I thought worthy of an agenda item but uh talking to Tony and Jared thought that it'd probably be appropriate the other nine members from other districts typically bring something back from sisa two to present to their boards they figure well we got the direct conduit our board should be the benefactors of our uh attending these meetings um so this was the first one that just piqued my interest enough to say hey Tony Jared can I get on the agenda so if you recall that you have the presentation can you call that up please and I won't go through all of them um this was a new hire um Scott Carr um he came over he previously served at CSO one and CSA seven and if you can call that up
050if not just look at it in your board Docs but that's okay um like I said this was a career in um uh College and Career Readiness consultant and he is a sisa two there you go he's going to be a cc2 employee for at least one year the three slides which I wanted to draw your attention to was the first one would be slide number seven I believe it's the really colorful one uh one more one more one more here you go the portrait of a graduate I thought this this is from um uh Beloit and uh just a very interesting way that there um their district has put to disability Memorial High School what it means to be uh what are we looking for in our graduates and I just encourage you to
051read through this and I was just pretty impressed with the the way that they formulated this this focuses Less on maybe a particular grade but you know resilient leaders critical thinkers Global contributors Etc um where I really want to just highlight on this and you can read through the rest of this of course you could also contact Scott Carr uh as if we get down to slide 10. um they did a survey across the state and here's the one what is preventing us from participating in in school it's not for me I don't belong lack of awareness doesn't fit in um actually this is in career Readiness excuse me uh it isn't for me uh lack of awareness what is career Readiness and it just doesn't fit in my schedule uh and then on the
052next slide there's also this is Statewide um just a high level of disengagement if I can get all the information at my fingertips and my phone why do I have to be engaged when I come to school um so 53 of our students are uh disengaged in school 24 are actively disengaged which means you're intentionally not paying attention you're you're just not paying attention because of accident um so what Scott's conclusion was it's leading us to Alternative graduation options uh paired with career Pathways and just the last slide which I wanted to show you is on slide 12. um and it just asked some interesting questions what is the fundamental purpose of our educational system what are the skills attributes we want our graduates to have what is our strategic priorities that we should focus
053on to meet these guarantees and how does this play into what strategic planning and that just said academic and career planning focus on Readiness and uh getting them more involved uh throughout the day not just by going to the guidance process so these are the types of things that cc2 offers they have roughly 76 employees this is one of them that they just hired he would be available to come up to Watertown to sit with anybody who I mean not sit with anybody if Jared or anybody else wanted to launch an initiative to revision how we get our kids more ready for the world after graduation he is their paid expert um so that was my update from sisa 2 and save you on all the other boring resolutions about Head Start and a couple
054intervals where you just vote and say hi so um there's more information available you can email me or we can email Scott and he'd be happy to come up here and give a presentation or give you a better synopsis than that all right thank you any comments or questions on that thank you very much next up is an item that Tina asked to have on the agenda process to recommend folkfish to the board and I am this opportunity okay thank you I did and um I know in our um and the policy adoption review and implementation um so just kind of taking a look at that one um you know we've we've in the last year or so have you know kind of developed our process and things like that and you know last month
055at the meeting we were talking about um you know we were looking at um the committee reports and what was expected to be in a resolution and things like that and so um you know different decisions have been made and things had been taken out and so it wasn't um what the committee had decided so um as far as in the policy in the board of operations um you know as far as like it says you know the policy goes in superintendent is involves it goes to committee and then it comes as a recommendation to the board of education so I wanted there to be discussion as far as [Music] um you know how maybe how does something get left out or how does the process or if we have questions on a policy that
056was discussed at committee and that recommendation comes forward um because it just looked like maybe there wasn't Clarity on that process so I didn't know if we had you know discussion on that or um kind of as far as a so on this particular one we wouldn't get written I had suggested to the superintendent to refer that particular policy of extra great words to this or agree with your fiscal implementation about physical implications of it in retrospect that was not consistent with how we've been operating not consistent with how I've got it and I've been I think I think we've been doing a great job of Distributing responsibility out to committees having chairpersons we didn't have before and I've been trying my best to get out of the way and this is what I got
057in the way and I shouldn't have the right thing would be at that moment would have been for me to reach out to Craig and say Here's the potential issue how best do we address it and so my mistake again not consistent with how about how we've been operating how I've been operating I'm sorry that I did that and a good one moment of reflection a good reminder do any of us I mean what will be the proper protocol normally for example on committees if uh somebody says Hey I want to talk about BLT or I want to talk about Advanced learner they usually email that to the chair we have assistance a policy that says hey we'd like to talk about a particular policy and Craig would likely follow the process we've established but
058for board meetings in general um I think that all of us give it it's it's respect which is hey we're all busy and it's a packed agenda and we don't want Flyers coming in here just because I got some pet project that I want to talk about the as you know the new turf field right there yeah I I like using that one as an example just because it's an easy one to an honor a bike yeah exactly yeah so um now given that the old to treat this uh agenda was to something at its appropriate level of uh deference um but if I just from Jared and Tony's perspective in reading this policy which I'll do and I never read it before and even after reading this policy I'm still not sure that if
059I wanted to raise my hand and say I want this um the agenda I'm not so comfortable with you telling me yes I mean I think it should always go through committee first I don't think that we want to bring it to the full board that's my opinion I'm not even saying I don't even know what the policy says but just to have it all out and have the discussion so we don't have to wait to the retreat in October what is the answer then if I actually if I came to Tony with something out of left field that didn't clearly go through or shouldn't have be or shouldn't be or wouldn't normally be addressed in committee yeah uh what would be the answer would Jared just throw it on the agenda or historically what
060has happened is superintendent and say okay here's this item does it fit well with the existing commit is it at a midi level to fit well with an existing committee and is that is it at a committee level in which case the expectation would be that we're going to refer to that committee okay and I'll pick on this particular one this was an overall board governance and process question which is why I felt in this case it was appropriate for it to come straight to the board because it's it wasn't yeah it had to do with an overall okay so but in general yes the expectation is that we route things to committee where possible but again there are going to be things that come up that in in federal government terms that go straight
061to the Supreme Court right yep you know most things go through courts and appellates and various levels of circuit and then eventually get there right but there's some things good straight to the Supreme Court so there are items that go straight to the Supreme Court which is us and that works perfectly for me and I assume it does for those people I just wanted to ask the question and give it some context just so that if there is something else that one of us is thinking about that I agree with that in methodology I don't know if it's exactly written that way in the policy but I don't think policy is going to pick this one up to edit it credit it though I'm not a sponsoring it so I don't know if I could
062suggest when we have our evening session back in August and I presented some summary information about here's how we have been operating here's the country we've been putting in place my intent with that was to make that a living document becomes a set of essentially procedures that support the policy so do you matter of necessarily go on this one go change the policy about it no Maybe not maybe it's more reflection of let's put it on but let's make sure we still document it though from the operating procedures because there are more operating procedures and then and administrative and and and to to include that in there and I think when we have the next session here coming up in October oh I think we'll come up with some more things we're going to add
063to that document and so yeah let's I think I touched on that one but maybe I didn't get it right on the head right there so let's find a way to include it in that document moving forward so people have that Clarity of if you bring someone forward this is what you can expect great please yeah the other other thing that's important to mention is that you know committee meetings are open to board members to attend and put forth their input and weigh in and if there's something to contribute as far as additional uh work that needs to be done prior to it coming before the uh the Lord and that's the time to do that that's the best moment yes that is the best time to do that yep um yeah it did I
064I think we've done a great job of managing through this I mean we're only humans you've got the spot on your plate as as president we're very very thankful for all the hard work that you do in the superintendent and putting it together things are going to be perfect the one thing that that we've talked about on the committee and the board level that I is making sure the last agenda item is uh a future topics and I think I think that's come and gone from our agenda sometimes we forget about that I mean I think in the ideal world it's if at last pick on this example of the last meeting Tina goes well I think we need this it would have been a very very brief discussion at the end of last month's
065meeting and saying should this be on a future agenda item yes is this like urgent or is it like hey yeah do it in the next three four months or is it no we need to have the next time you're right it's not in this one it wasn't the last one meetings on purpose you do a good job part of the agenda in terms of agenda planning thanks thank you correct and one thing I would also say is if you have a person that or who thinks we often forget as board members is that we are also citizens of this individual citizens and we have two public comments feel free if you have a personal issue you can use those public comments uh to stand up and make your public family that may not have
066made it to the agenda you know use those those circumstances where you have that opportunity to do that as well we have that and that's one of the things as a board member we figure okay I'm in this chair I can't do anything but you can stand up and say hey after yeah I'm from 869 prior Court I'm going to talk about the thing that I want to talk about tonight you had that right just keeping in mind that you're not trying to become a matter of full discussions other comments on this side thank you for the discussion and while we work through that I appreciate that thank you then our last item under strategic discussion is our preliminary budget presentation and Ms Duncan is joining us remotely here this evening yes so tonight I
067want to uh look at the draft of the 2023-24 budget next month is the budget hearing where the final uh budget will be presented and tonight I have a presentation um in board docs hopefully we can pull that up that just goes over a few of the highlights of some of the bigger things that are impacting the budget ah do I need to share it on my screen or will that it would it be easier for us to have you share a career screen yeah because why don't we uh why don't we give her the ability to share okay now there's going to give you the ability to share and then uh you can do it from your screen easier that way to set your remote perfect okay so first thing I was going to
068talk about are some of the things that came from the state's biennial budget included in that budget was an increase to the per pupil amount in the revenue limit of 325 this year and then again next year um that's the first increase since 2020. and then there's also a increase to the low Revenue ceiling from ten thousand dollars to eleven thousand dollars and that was the most impactful change for Watertown so um that is where we saw the increase to our Revenue limit because you only got one or the other the greater of the 325 or the increase to the 11 000. and then the last thing was a small increase to special education Aid which went from 30 to 33.3 percent and then included in this budget are quite a few assumptions and in
069the next couple weeks most of those assumptions are going to turn into facts but for right now we are assuming that we're going to have a decrease in enrollment um we had the third Friday count and those numbers will be finalized soon we also know that the district's operational referendum expired last year so we're going to have 3.9 million dollars Less in Revenue limit Authority this year and then we have a estimate of what the equalized property values will be which is an increase of 15 percent and those final numbers will be coming out in October here I just included a summary of fund 10 or the operational budget so what are the projected revenues and the proposed expenditures and then a pie chart kind of breaking those down this does include also all of
070the remaining Ester money that uh still needs to be spent in this year so that's in the revenue and in the expenditure side and then finally we have the items that are still outstanding that we will have answers to and will be included in the final budget next month so like I mentioned we'll have the final student count we'll know the equalized property values for sure those will be certified um we'll have our final Equalization Aid amount which will be certified in October um we're still working through some staffing and hiring changes so that will be as up to date as possible and then as I mentioned the budget hearing is next month and the tax Lobby will also be set are there any questions so the implication of the 15 increase in property valuation
071is that it will drive the millage rate low is that correct right that's correct essentially spreading the if if it were equal amounts year over year in terms of the taxes it would spread that amount to about a large amount of property therefore driving the rate lower correct all right other comments or questions on this again we will have the final budget hearing in October in the meantime I'd also encourage you if you did have questions following up on this to attend the fiscal meeting in October because fiscal will finalize that recommendation to the board and there's still a few pieces to obviously she said to be set so if that's another good opportunity for you as a board member to participate in the process before it comes to the full board in October any
072of the comments or questions on this topic all right thank you and we'll move on to reports and start with the superintendent's report or do you want to just you know it's just advancing for me it'll work okay but okay so here's my report for tonight uh it stays there um so um recognition I do want to say that we were able to welcome the state superintendent schools on Dr Jill unruly on one of our first days of school um she came and uh did a lot of tutoring of our not working of our high school there you go um you can see a number of pictures there uh she got a chance to uh look at and and meet some of our students who took her through the solar car she didn't take it
073for a spin uh she says uh and the communication uh to me this last week I guess here at the state um uh convention uh State uh superintendent's convention um she says the only thing I wish is I wish it would like just take an epic for a job so I told her she could come back and take it for a drag but she was super impressed uh with the information that not only the students gave her around the solar car but also um in the bottom uh left-handed corner of those number of pictures that you see up there uh she got to meet with some of our students from Endeavor on the picture on the right she got to meet our student ambassadors um had some discussion every discussion that she had with all
074of our students was amazing she learned so much I learned uh you know a lot too um seeing some of that in action she got to visit our arts department our our ninja Department our attack end department and Endeavor um and I I do have this um letter uh from her and I just wanted to read it to you um on September 6th she writes uh dear superintendent Burke and principal Kerr uh thank you for pulling out all the stops for me as I visited Watertown um I love visiting with the students and seeing their amazing projects including the solar car you are clearly offering wonderful opportunities for students in the areas of Music art languages advanced placement and CTE courses from the moment I walked into the building and met your administrative staff and
075your school board member Tina who was there to greet her I could tell Watertown High School is a very special place I've been wanting to visit it for quite some time and you made the visit incredibly memorable for me I will plan to visit again and spend more time with you all and see firsthand the wonderful things their students accomplish thank you also so much for the swag bag too I will wear the T-shirt with pride and my water bottle already has your branding on it and she did she had that as the convention with the gas tank that's awesome until next time go gaslings um warm regards Jill underlying so I I do want to say that um it's not often that we get new attorneys who want to come through it and see
076that um but also uh reference her visit and other things that she does it was a really great opportunity for us and I appreciate um very much um the untold story of Lynn lindskin's who put this all together and she did an amazing job um setting up everything with Jill's staff and getting everything from a lunch to a meet and greet and everything and also our administrative staff who took time my other days to come say hello who are the students that are with her uh these two students um Josh I I yeah um they uh did a great job um I'm not really good with names but I can tell you so much that like Robert was all talkative about um Orchestra and the Arts and everything else and you know Dina was also
077sharing some of the fabulous stuff that she was able to do student council and other things and it was just amazing stuff that they shared and um again I I don't I'm not really good with names but I can tell you what they said and it was great so it was it was more about the message to me I don't think it's working I don't know just Advanced sizes fine we only have a couple of more uh so um also a huge celebration for our High School uh Watertown High School was recently recipient of the 2223 award Excellence on that Award of course recognizes member schools for their efforts and achievements in sportsmanship ethics Integrity leadership and character it says a lot about our school district you can see Jamie Kemp there um on the
078stage uh receiving the award for our school district and listen to the other schools in our area of wiaa honored so it really says a lot about how our students perform not only throughout sports but also as characters next slide please um on Monday the 18th uh it was uh Avid family night signing night at the middle school we had an excellent time uh students came in with their parents and families um they talked a lot about about what the Avid class uh and being an avid student is and we talked about the five-year commitment that they're making at Signing Day to uphold the Avid virtues um that they would hold up and um at a different place in time or if Jason you want to share what those are you can right now it's
079fine I don't want to put you on spot but we just did yeah uh no we can talk about commitment we talk about the importance of hard work and and how it's hard to make good always make good choices when maybe people around you aren't always making those same good choices and what the payoff looks like in five years we give each of the eighth graders a hard hat and they're going to sign each other's Howard has a commitment to like we're building each other up and supporting each other and then in five years when they are ready to walk across the stage those hard hats will be a nice like photo op for the middle school I have in the high school have it uh groups um this year's seniors got the hard hats
080five years ago in their first group so it'll be really nice to see what that looks like at the end we'll just talk about like like committing to doing the right thing committing the hard work in dividends in the future it was excellent I I took some time to steal the stage a little bit that night too to talk about our commitment as a district to Avid and the Avid strategies that were um implementing district-wide not just through this course but the things that we think are important um that you know support literacy and other uh things uh to deal with learning um and talked about you know the use of our binders to organize and all the other um things that Avid helps teach us and teach our staff to do with students and
081get supported through the information home in the family so that's a really important night and we had a lot of fun and really good food so um having family nights are good food nights so if you ever have a chance to attend one and there are a couple throughout the rest of the year please go on because they they do have good food next slide please I'm just more uh important days to remind you of we have no school on the 26th and 27th of October uh 26th of the staff development day and then no school on the 27th our meetings are as listed there and then we have some other important meetings that weren't as part of our other other regular meetings but came up through our process at planning you might see those
082when you're playing minutes as you read those or as we go through that report but uh we're scheduling October 16th right after the human resources meeting as the first quarterly superintendent evaluation meeting environment those happen quarterly there'll be more throughout the year and those are listed in the meeting minutes from uh planning so please make sure you put those in um uh June is to be decided because the remember there's really three formal meetings um that during June um the board takes part in um at some at some level and then on October 18th is the first of our quarterly data meetings remember we made commitment last year to schedule quarterly data meetings this next coming year uh Jason Bull's done a great job outlining ideas for agenda topics Based on end-time data and how
083we want to further data and remember this is a process of discovery and a process of continued learning and discussion about how we want to improve our use of data and our our knowledge of the data around many topics but that's also listed in the planning committee meeting and you'll see those topics listed next to the meeting dates and then also on October 25th is a board retreat from five to nine and it will be at the collective also in that planning meeting minutes for you so with that um any questions and I just want to point out to fellow board members who are not noticing the calendar today we are doubling up our mistakes of the nature of meeting yes we're trying to double up what we can uh throughout the rest of the
084year so um the 18th there's a fiscal meeting as well so um one one also uh thing that I I said I would share um on October 7th our FFA Alum are holding another one of their murder mystery uh dinners it says a masquerade murder mystery event and dinner death of a gangster in a 1920s theme so if you want to dress up you can um eight person tables for 150 the show starts at seven but they get dinner and it begins at 6 30 and doors open at 5 30. so just let me let you know that information is available all right thank you any other comments or questions you might get forward all right then fiscal right we had a board meeting or committee meeting on the 20th all committee members or projects
085still president the report president for vice president our director of business services and our superintendent we had a closed session to begin the meeting to discuss potential District property which we will all speak together later tonight I have to say that we only went 41 minutes with that so good job everyone there and we had one thing that will be on the agenda tonight for uh your voting is the agreement Houston for uh School District this is for a vision and Mobility specialist and then we will share with eustisford this is something that we've had uh in the past and we're just continuing the agreement that we've had with them uh we didn't have any purchases over twenty thousand dollars however we did have a purchase for a UTV for the maintenance department that came
086in at 590 so I thought it was worthwhile for us to bring it to um the committee uh we discussed it they discussed um the um brand of vehicle that they were considering there was some disagreement on the the popularity of siblings um it was um but the aspect of the brands are consider it didn't make any difference we did have three bids uh on it um and that other bids or the other brand written more cost prohibitive um we recommended to moving forward with that purchase this is something it means by the in that area uh preliminary budget which you've also heard about was brought to us uh and we finished up with that uh there we took a look at the running calendar now uh new there and there were questions that I
087mentally reports so we finished up at 6 43 PM our next date will be Wednesday October 18th as you just told at 5 30 P.M just for clarification as the UTV is under 20 000 it's not on the board of gender here this evening the committee did review it just in general anyway any other comments or questions in that report thank you HR HR we were we met on Monday September 18th I think I'm so sorry I think we made a question that I didn't catch until now we met at 5 30. um we had a great meeting um as far as we had a consent agenda we have um which you will see as a resolution tonight um we have a number of long-term staff that are retiring at the end of this year
088we thank them for what they have given to us um that Miss Brady gave us a great update as far as the employee Wellness committee um and she had a meeting of staff on September 6th where there was a small group um and then they are going to be meeting on Wednesday um to kind of gauge some more interest and things like that get some more people involved um a lot of positive conversation regarding that and people are excited to be able to to be a part of that um it'll be in Partnerships with local health and wellness organizations and um also including mental health as part of Staff Wellness Endeavors so we talked about that a little bit that it's important to make sure that staff are taking good care of themselves as we
089want you know students to take care of themselves and and all that kind of good stuff um Staffing update all the teaching positions have been filled congratulations Margaret we have 33 new teachers joining the district this year and um I know there was a strong concentrated effort to repair professionals since we have 16 new players with three remaining vacancies there um and Buddha nutrition services have been a particular challenge to fill there um committee agenda planning in October um we're looking at consent agenda and insurance Plan Renewal information and then a short overview on the master teacher training platform um that has been activated this year for paraprofessionals as far as you know being trained and affecting their success in their um you know ability to do their job well we've been churned at 6
09000 pm 30 minutes friends all right comments or questions in that report hearing none add Services thank you um yes that Services met on September 12th uh myself Lori and Abel present uh Diana was not able to make it along with a potpourri of staff and other administrators and a few board members um I will say that as we're getting into the Cadence I'll probably want to run this Jenny's been doing a great job of doing a director update and the other benefit of her doing the director update is that the meeting minutes tend to be very very thorough in that section um so if you want to know what Jenny said you could probably just read the minutes uh for those uh that first half the uh the document and and I would encourage
091you to do that uh we covered everything he started here at all three at the middle school the high school and then The Ready Set Go conferences a advanced learner update math professional development paraprofessionals training um and Chromebooks and then we got into two different discussions and or follow-ups and that was a revisit of the deal the Extended Learning time being in second period to which Pam suski spoke to that she was a converted supporter and then there was some additional follow-up questions that are all in your minutes uh for Q a that were uh we weren't able to get around to answering at that time and then I think that uh Dr Burke and Jason already spoke to avid in the Middle School um and then on to whs and what their goals are

093our process is concerned um and then on a list of things to that we were going to discuss for four minutes was the retention in uh procedures associated with that the possession of personal electronic devices uh cell phones more or less um and also student dress code independent on board action tonight you'll see that there's a first reading on 30 extracurricular activities there um it has been kind of a kind of a point of order more or less or a point of uh point of note that when we when we indicate first reading of policies in the past that we would indicate we would break them all according to Major revision and minor division um if the 3 30 is the only one that is a major vision of perversary the other policies are up
094for minor Revision in the First Street in the second readings so um but then also uh to be discussed or to be considered for discussion further discussion more or less the next up list so just be it'll be the class size policy which several board members had mentioned needed to be addressed or discussed and the other one would be the written complaint policy to um have a discussion about that at some point um so uh here we have it all right thank you planning committee we met on Tuesday September 19th called word learning parole committee members were present um in addition to president Arnett superintendent and also Jason board this meeting was um I want to say procedural in nature but we have a lot of things painted in the works and the first being
095the board retreat so Tina and Lori did a little update on where things are and where they're going and based on the survey that the board members completed um two I'd have two areas were identify that being School Board norms and characteristics of effective school boards and that date being set for October 25th from 1985 to 9 pm at the collective um more information about the well let me backtrack Tina has also worked with Tina crave and also Drew Hallett for the retreat if you want more information on um Drew Halligan Helen Associates that link is provided in there Tina um has done a great job it's kind of coordinating and pulling all of those things together from the speakers to the location to now coordinating some sort of food etc etc so more information
096on that will follow along we then discussed the structure of future planning committees all of the different committees have gone under some school Republic renovation for working more effectively and playing activity was no different one thing that we had talked about is breaking it into three different pillars in other words three General topics in which ideas would then fall under one being evaluation the second being more development and the third being planning we're talking planning a bigger idea things like your large scope items to strategic plan Etc um we reviewed the topics and this is an attachment in board docs of all the areas that the planet committee generated a couple months ago in terms of what are some of the things that we think we need to focus on and we broke those into
097those three main pillars and we will try to connect on each pillar in each meeting so not to focus on one thing for an hour and a half maybe break it down so that way we got 30 minutes per and then lastly we spent a little bit of time kind of looking at not the calendar of where these events will fall I'm sure Jared and I will start looking at the placing those in the future but we knew we needed to set some dates for future data meetings um so with that you will see another document attached to board dots that has those days and times of Jared reference those a little bit earlier you spend a little time discussing okay what date should we have how do we do that and we honored the
098fact that everybody is busy and how can we best work around everybody's time and honor that which is the reason why we chose to initially piggyback upon other meetings since four new board members were already present for that um noting that we have a pretty vocal board that if there's anything that's glaringly standing out that hey this isn't going to work we know that you would bring that to our attention um and we can make that change we also so those are in that document um October 18th November 15th February 21 and June 19th and then lastly looking at superintendent evaluation meetings there should be periodic meetings um through that superintendent evaluation process so we then we thought about do we go through and Survey the board what dates work for you for meeting number

107individual entities within the statute all its it splits out is interscholastic Athletics and extracurricular activities um I think we're opening ourselves up to interpretation by adding these other versions of it um with with by adding extra cochlear and co-curricular activities um one of the things that is I'm going to specifically bring out more in policy 115 dot or at statute 115.997 section one F we have a definition of extracurricular activity it means a volunteer activity sponsored by local Education Agency or an organized sanctioned by the local Education Agency extracurricular activities includes preparation for an involvement in public performances contests athletic competitions demonstrations displays and Club activities that noting that the state statute includes Club activities as part of extracurricular activities I don't see the reason you're splitting these out and when making that into a
108separate thing well I've got more um one other thing that I can know this within that also if you're using the term co-curricular in nowhere within the statutes that we have co-curricular Trend that's being used but if you look at um 115.28 section 7 or section 7 e number one 115.28 yep section 7e1 in this paragraph the quote alternative education program means an instructional program approved by the school board that utilizes successful alternative or adaptive School structures and teaching techniques that is incorporated into existing traditional classrooms or regularly scheduled curricular programs that is offered in place of regularly scheduled curricular programs alternative educational program does not include a private school tribal school home-based private education program I offer up to the board that we use the statute language of alternative education program rather than creating
109their own for co-curricular for that so I I can share just a little bit that um I see where you're going on an instructional time foreign those are alternative programs and alternative programs need something different when he's arguing with them in the instructional program the reason we're using co-curriculars and yes you're right it doesn't show up in the state statute but this board can use an identification process about what we do within policy that supersedes or exceeds what is limited in the state's statue by defining our own programming and we had a subset in our programming that we were struggling with talking about what do we how do we divide these out and how do we look at them because the next step that the policy committee wants to do is to try to think
110about aligning budgetary resources or not to the different levels that they're looking at and so um I suggested using co-curriculars which is um you know used a lot in many other school districts across the United States to identify those programs and defined as they are or how we're trying to Define them and that's part of the reasons we want to Define that so I understand you know what you're saying and where you're coming from um the other thing is that when you reference a state statute 118 1.13 um the reason that is there is because in the last uh paragraph it talks about the rights of a student admitted and that we will not infringe upon their rights based on Zach's religion or color and that and that's why the connections there it wasn't a
111typo on the 118.133 if you think we should add that statute it might be something to add as a connection but there is a reason why that other statute was listed then I think there should be a clarification for that one um to your point about it being here we have listed there section 120.12 section 2 with the statutes of the legal reference that's General supervision of school board duties I'm not sure if you meant section 23 was pupil participation in school activities I think that one was a a typo I agree with you there and then the more most concerning to me considering we have major changes with this is that section 120.75 of the Wisconsin statutes no longer exists that's been uh that was relabeled as 120.44 section two foreign [Laughter] um again
112my point is I don't think we need to have this distinction there are other uh descriptions here wherein um we have you know for example in 118.293 a youth athletic activity means an organized athletic activity in which the participants and majority of Boom are under 19 years of age or engaged in athletic gains or competition against another team club or entity I think by splitting a club because Club is included within extracurricular as a definition I think we unnecessarily are splitting that out um I agree with what you're saying about adaptive learning if you want to say that with versus co-curricular but I think we're making an unnecessary divisions here that could come back and bite Us in the end because the statute says you know interscholastic basically Athletics and extracurricular and they lump it
113together and I know we can make those distinctions but if I come back and say well I was you know left out of this well because they created this sub category I think that could be detrimental for us so you're you're the you're the second award member now who has shared some concern about maybe even the third that I'm aware of that shared concern over dividing and trying to Define these separately outside of existing sources I think we should have some discussion about that um because we're we're as a as a committee and I support the committee's idea in that eventually we want to talk about what are these things and why do some some resources get put towards well some and some don't and you know and and I I really don't know what

117at and how things are determined um who determines you know what is what is the standard criteria of what gets funded or what doesn't or what has an advisor or how many or you know just all the different things that go into the activities now I'm talking mainly at like the high school High School level I mean that triples down to Middle School um but just as far as like what those look like not all of it has to do with funding um you know just as far as that goes in the allocation of equity and so um in taking a look at that it was that's kind of how it was brought up and so we were like okay well that fits in with policy and as far as the extracurricular policy so as
118we were looking at it there was the struggle as far as okay well what what do these things mean and I believe that I was trying to look up real quick here um as far as like how they're referred to in the student handbooks um you know and things like that and so you were taking a Watertown adaptation um and to be able to give definition to things and then that would allow us to structure and put some structure type in place as a policy level and then the other work can be done that may you know show up differences and things like that so that's kind of where that came from two thoughts to me is right it feels like maybe we're going out of the wrong direction after we've gotten going do we
119start with the goal in mind figure out what we wanted to do and then figure out how to define the fine around it is right wrong um if the gold was to drive to a point where the board is setting forth some kind of framework to as to who's getting what resources I'm going to use term resources they're going to be money it can be staff support it can be busing it's wide variety of resources whatever um if that's what it is that changes to me the complexion of this because to me the first question to be answered is should the board be in the business of deciding which clubs are getting resources I'm really not sure we should be and I think that question isn't answered first before we get down to figuring out

123whether it's that resides telling I'm not sure do I want to sit here and debate every single Club in co-curricular and and uh Etc no but at the same time understanding how they ended up where they are I think is reasonable to make sure that nobody's getting excluded just because it happened to be something that it you know was sanctioned 70 years ago but that's not exactly how things are run anymore I'm not sure where this Falls if it's about addressing current state and feeling this as an unevenness and the board setting a standard of we want equity that is a budgetary allocation question and not a policy question it can be a policy statement of we want all all extracurricular activities treated equally okay but there's a budgetary implication there and it's one of
124two answers from this board number one there's a whole bunch of new money prepared to put at it because you level up this activity is getting this this one's getting this how are we addressing the perceived inequality are we leveling up because we're putting a whole bunch of new money in or are we leveling down and we're taking away from what people are getting right now that I think is a fundamental question the board has to answer first because if you don't answer that the rest discussion is kind of pointless because if you're not prepared to either put a whole bunch of new money in or not prepared to take money away then having a question having discussion about redress doesn't make sense right and again that to me is a budgetary question for this
125board to address so how do you want to go about it do you are you prepared to put a bunch of new money into the bucket so that's to me where does this go I think fundamentally a fiscal question first I think we do ourselves if we want this equitably I think we do ourselves disservice of splitting this out into policy extracurriculars already even these are what the definition of extracurriculars are we have this and statute here's your extracurriculars and we go to the budget and we go down to superintendent and say okay figure this out the board can help with as far as budget questions but that's a process question at the superintendent level we don't do that for other things so in that in that discussion you know what came up a little
126bit is do you afford the same kinds of uh resources to a club sport right which maybe you know we are only the Fiscal Agent for and we identify as a a belonging piece so we can apply a handbook to it right um versus a WIA sanctioned sport um with coaches Transportation all of that stuff are those equal in the mind of the board and if so uh are we going to go through a process of formalizing every Club sport to become an actual WIA sanctioned Sport with those full level of activities available um because that's exactly kind of what you're talking about I mean is that the same in the eyes of the mind also same with there are some um clubs right that we just provide a space for and an adult so
127that you're safe all the activities are done by the students fundraising everything like that the advisor is just there is a a a kind of an adult Confidant and to go to to ask for uh resources and discussion comparing that to an actual co-curricular activity like marching day right where um that there's clearly some curricular connections to it there's some uh idea that this isn't necessarily voluntary you if you sign up for band you are in this you know this co-curricular and we provide some things to that but not necessarily all thanks to that do you want to treat that also on the same vein with resources as everything else and so those were the fundamental questions we just we kind of started talking about and then we said well maybe we should kind of
128try to put some things in groups because though that wasn't necessarily the case and so now we're full circle back to the beginning of that question as to how how and why we wanted to think about identification in a way it is a little bit frustrating because again as part of board function is concerned this has been a part of the process we've had these discussions and board members are allowed to weigh in animal discussions and we should be to this point in a board meeting having this discussion I guess decree this is the first reading of a policy this is the purpose of having the first reading of a policy what what part of board process are we missing in the first reading of a policy we follow process for taking this out of

144me just noticed this because we're going down this road the other day um paragraph one two three paragraph five Watertown High School is a member of the WIA and in all athletic matters we'll adhere to firm rules to the rules and regulations of that body into the plastic Sports occurs for waiaa so basically we were saying that this policy or WIA School UMB Athletics are I would like to point out that our Advanced team nationally ranked dance team is the was and PC number not a wiaa member does this not apply to that same with um we have you know gaming we started an Esports team which I don't believe the WIA either does it apply to that and I'm not and I'm saying this in the terms of if I am not a wiaa
145member do I have does this policy apply to me and do I have different requirements that I could put on this goodness okay again I respond a little bit um for instance Esports you know um even though it's it's a sport it's not determined as Athletics and remember I we we talk about sports in a couple different things club sports Athletics sanctioned Athletics through WIA is what Athletics means to us because that's what we've defined in the best and that's what this is defining it as and other sporting activities like Esports which is under a different blocks cool I I don't mind if we take some time and redefine that in here but you could refer to that particular topic back to policy Command right we can still move forward with the proposed change which
