okay hold the meeting to order in student lag in the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all all right Opie the public meetings next statement the New Year's the Oklahoma being floor was enacted to ensure the right sure the right of the public to have advance notice up and defend the meaning of public bodies at which any business effective main interest is discussed or acted upon in accordance with the provisions of the Act the board of education is cause notice of this meeting to be published by having the date time place thereof posted in the Augusta branch Hill at Sussex post offices and notice sent to the New Jersey Herald The star-ledger and the clerk of the boroughs of

Branchville and Sussex and the townships of Frankfort Lafayette and wattage mission statement hypo Regional High School in partnership with stamped family and community is dedicated to the quest for individual excellence by fostering high stances of achievement we prepare students become responsible and productive members of a diverse society okay the first section that we're doing now is we're going to go over the board objectives of Kathleen Halliwell is here from New Jersey State Board associations help us with what it takes to become board certified which is one of our genders thank you very much bill Thanks having me again and so our first order of business is to just kind of revisit your board goals and and just have a check a pulse check on where we're going with it and how we're going to accomplish

what we need to accomplish for the year so the last time I was here I had the pleasure of talking to you about your board goals in your district goals and these are those goals that we came up for the board which was to review the bylaws and we're focusing on it second bullet point there to complete at least four credits per year as a board working towards board certification so just as a refresher of New Jersey school boards which is a support organization we're not regulatory or anything our primary objective is to provide professional development reports so you take your romantic governance training towards through us but there's also a lot of ways that you can increase your scope as a board member through the professional development that we offer both to individuals and

to boards so the development that takes place in your board meetings at the board table here in High Point is what counts towards board certification we have lots of programs for individuals I know bill you've gone to quite a few of them and other point members that goes towards individual certifications because as a board member you can become a certificated or member a master board member aboard leader all this stuff that that's just the individual so together we're working towards a program of board certification and there are some requirements for that that kind of talked about last time which is actually on our website so just to kind of recap it's a four year process so if we're looking to to kind of look back towards 2018 and the credit that you're and then we

can do that and that would mean we would be working for 2018 19 20 and 21 but if you wanted to kind of let that one go and just pick up in 2019 and we will work on 2019 20 21 and 22 the board certified by 2020 those are two options that you have I don't think the board earned any credits in 2017 so you can decide which year you want to start but if you look at the init towels if the credits are not within earned within four years that's okay it just drops off so if we're if we're looking to go start with 2018 and we don't quite make it that's okay 2018 credits will drop walk and we'll just keep going also a requirement is that a certain number of board members

are present so this is a nine-member board we have to have seven members present for the training in order for it to count and a credit is basically an hour with me when you have seven people present also the superintendent participates but of course it's at a board meeting so your superintendent is grading and here's the and the other thing which we talked about which it just kind of used what it is and I understand the reasoning tour but it does add an extra wrinkle to it is that credits will be maintained as long as the composition of the board remains the same or if the board experience is less than a one third turnover yeah that's true good point good point so and those are you checked over so we do have to kind

of be aware of that but what was really nice about the conversation that we had the last time is that the port was in agreement that if we make board certified that's a wonderful thing but even if we don't because of turnovers or attendance or something like that you're still gaining the professional development everyone who's at the table and that goes forward your work I mean it really does make a difference so um that being said we're looking at 16 credits over the four years that second bullet point participate in at least one full day retreat or an equivalent of board workshops it's a little bit redundant to the first one it's really put there just to kind of get your eyes on the fact that a board retreat is an option for you and

like I mentioned one hour with me is one credit so something that boards do whether they're looking for certification or not is to often have an annual board retreat Saturday you know in the morning sometimes 9:00 to 12:00 some boards do it differently that's the most popular one that I kind of do and we just talk about topics that the board determines is something of interest there are really great experiences they can you know result in team-building but also as with everything you do it's greater professional development they're interesting conversations it's more relaxed it's open to the public but it's not a formal agenda so it's very loose and open as far as participation goes and the activities that we do it's something to consider that being said if it's just not something that is

workable for your board as long as you have the 16 credits through the board training that I come out and give you it you're good okay third requirement complete a policy wellness check that's of no charge just send us your policy manual that's ongoing right now for hire tweet they're good labour analysis of your contract by and ASBA and you're good there and also annually you'll need to do a board self evaluation and I know highpoint used our online CSA evaluation system that we all did the training portal on the board self evaluation is not all that different in that gift signing you use your password they kind of click through all of the prompts you make the comments and then when everyone's done I compile them into a report deliver it to you guys

and we discussed you know it's a good way of seeing what your strengths are what needs further attention and what kind of objectives you should commit yourself to in the upcoming year I'm on the calendar basis like training it is not on a calendar basis um you know we'd like for you to do it once a year but there's no mandated like this CSA evaluation has to be done by a bar date if you want pro-q seconds this has nothing to do with Cusack anymore it used to but it kind of dropped off that's not to say it might not come back but what's kind of nice about it now is that it does allow courts of freedom of competing it whenever they like a very popular time to do it is after the CSA

evaluation is all done and over but also I would say the second most popular time to do it is um kind of towards the end of the year which is interesting because if you do have a new set of board members coming on that could either that could kind of help you set up them up for and the board up for success for going forward in the next calendar but it's different you know you could do it in March you could do it when part doesn't matter as long as you do it and no one is conflicted from participating in that all board members can take place take it you know can can join okay and satisfy so basically that last bullet point is just make sure everyone does their mandatory training on time when

they need to do it I do know that sometimes board members get away with doing it after the 31st of December because because the Ethics Commission takes its time before they kick you off but if you were to do that you'd kind of kick the rest of the board out of the board certification process so and you know as long as you're as long as you're doing okay and you cast your Cusack and all that which you're in good shape and we're we're ready for for board certification these the 16 credits within a four year period I get that just do the rest of them happy to have to happen every year you need a full no no the well is it is once within the youth in the four-year yes the wellness check with

young once within the four year window there's no need for an annual wellness check but the analysis there's no need for that annually so you do it once you're good on the board self evaluation should be done annually it's kind of hard to justify giving a board certification if they're not doing a board self evaluation so and you only need a majority of members to participate in that for me to compile it so that's an annual one the other ones are not so I'm wondering if you guys have any other questions thoughts on goal was to do at least four credits a year which i think is very workable I mean in 2009 1020 have quite a few done what are your thoughts today will I have the sunshine law and ethics you're still ok

so the training came after the change in that personnel okay so that's it doesn't right it doesn't matter that this was it happened to do in 2019 the people that are here now we're here for all the training [Music] [Laughter] finally to leave it Oh crazy wild writing campaign a little bit but so you had said as long as like there's the one-third changeover and such what if you have somebody who is like a boy who is individually certified and they became part of the board as a new a big cow is not okay now there are two separate things and I understand why you would ask that question and it is very interesting because theoretically you could have a board full of certificated or master board members and still not qualified to be certified

for a change as a matter of fact you could bring it to the delegate assembly if you want and you know that's part of our policy manual so you know starting their creation it seems punitive for people who are not doing anything wrong means if first your board changes because I know what's going on in in the community but the people on the board continue to endure to the end yeah but I will tell you this I mean the whole reason for board certification is to make sure that your board has the kind of knowledge that it and even if the board is not at fault and crazy circumstances you know result in it or not crazy circumstances almost all didn't change of the board members the fact of the matter is the people who

are sitting at the table newly they just didn't get that kind of training and if it's a majority of the board that didn't receive that kind of training how valid is the certification you can talk you know that's a conversation I don't have the answer to that though the certification essentially expires if we have more like after we get like if we go through all this process and four years from now we become board certified does it and then there's a changeover and board members then that certification is kind of goes well you still have the plaque there's a rug of the other do you have to start a whole another four years or camp or you start the process over we're starting 2019 but then once for the next year can we do from

0172020 to know these tribes but know there is good there is you're onto that they've been asked that question before and that's why they put that good scripture in place look like removing bolts you about board certification is that outlasts the plaque and all that is it's establishing a culture yes and that's what pays the dividends you know so I would love to see you get the plaque I personally have not handed one of these out since I started so there was a recertification but um but it would think we don't even have recertifications anymore so it would be very cool to be able to give my point one of these so you know if they don't have recertification we don't have recertifications anymore that was yeah that was abolished there was it was um

it really wasn't doing one of those schools I really think that people might move on I mean how many years 52 you know something's always change right so we always refresh our programs in this and that so there's always something new to learn and it's interesting stuff you know I mean if you're committed board member you know you probably would find this interesting and you know we run out of programs it doesn't necessarily have to be me in front of the board we could bring it leak only good bring in labor relations you know topics that are of interest to the board I can share I'm talking through before the end of the year to get 1/4 hour in anybody can think of they like to hear about well I do I could give you

some of the ones that I particularly like giving um there's one on social media that is very interesting about you know social media consideration for board members I go to all these meetings where Robert's Rules are used and I think people just fake out yeah nobody knows any other a lot of people sit down that that everyone knows and I've been don't use things for a decade Wow I didn't speak because I don't want to make a mistake and expose Mike nerds oh my god I just being now I told Robert rules I can get the technology right we have like a Jeopardy game you know somebody will be able to come to yeah that's one of them biggest high points of the of the weekend is the Robert's Rules presentation with Roberts but I

would love to get back see that's another one I mean we have you know key communicators is a good program talking about communicating with your community the portal this and that missing it I mean all sorts of great stuff so can you see if you available to looking to our tumblr November meeting over I'm gonna say it was probably about because I said if I didn't focus on Orion octo well plus we're gonna be a week the boards is the 21st [Music] [Laughter] so I have order I just have to 516 if we had a board just don't want to have you too heavy because my behavior drops off this way that's bad somebody ascribed nefarious intent to us that particular day as if we were trying to do something right I can't keep track

of everybody's whether they finish their training individually yes I sign on to the website then you just check I believe I added some login credentials on safe schools and if there's ever anything on there that fits or if you ever have you know interest I can try and look for you whether that fulfills requirement or whether it would just be you know anyway so the catalog either now has hundreds Helly and some other provider so there could be if you're ever either in a pinch or you want something supplemental I could always look and see it for your mandated training or not for the mandated well the covers mandating mandated trainings but there is a menu that that goes beyond that that might you this day wants you to take your governance one two three

and four through nsj be a doctor and there's various ways of doing that there are in-person sessions you can do it online if you go to workshop you can get it done at workshop and workshops in Atlantic City I don't know if you guys at end but that's the only opportunity where you have to get a jump so if you're a first year port remember if you've taken your gov one you can do your go-to in October that's the oh you can't blog on in October and do it online but you can do it um there's also opportunities at County meetings on occasion there is one I am doing it in a low Moochie it's called foundation so I don't know if anybody is around there but towards the north we are doing that let

me see that is going to be on the 4th of December to Wednesday it's going to be a historic Rutherford fall and that is a beautiful fabulous building that the Alan Lucci school district owns and it's worth just go in there just hear the superintendent talk about you know how they came to get that particular property but what's the trade that's where we do your go to your go through your go for it's called foundations you just kind of bang it out in that County meeting format you can do it online yeah absolutely but you can't do it really really good I do it really a workshop that's the only difference BW saying I should know about that so if so if I did the governance one then I can't do governance to now until

January let's go down and lesson but if I go to this thing in December I can do oh not in December okay our tell us where the workshop thing is is the only I woke idea dam December 1 is if you didn't have your I don't know if we do go on it foundation I know we do blow it I was gonna say don't choose what I would be an important as I did get one I think you might have done week Telmex in fact I know you have [Laughter] so you only have to do it in person if you are looking for an individual certification award and I believe that that is only for the new member certification for the other things that you should know too is if you do it online and

you decide I really didn't want it's over dis award you can do it of one person in any tournament so even if you have it already you've been on the board for two years you could take one but because you're trying to build a credential for individuals I think as far as our port goals though we want to talk a little bit about the district goals or you guys have your district goals already yeah we're we're progressing we roll up about an update I have it on my calendar to provide an update just oh I am I personally don't need this specific I just wanted to make sure that you know before we do the open training yet if we good Anthony we're gonna start with the sunshine lore training and what I'm going to

turn it over to Kathy Howell since we now seven members present and Anthony Jessica because you're not here we're being recorded okay thank you I am 'funny hi everybody it's great to hear your voice again Anthony thanks for joining us great I appreciate everybody's dedication I really do and just so that you know Anthony you have supplemental materials staple together and I'll leave a copy with Jim so you'll have the copy of the powerful presentation that we are doing so thanks for having me about the Sunshine Law um as part of our board training I will tell you at the outset that on something you already know I am NOT an attorney and even though I am being videotaped I don't play one on TV or anything like that and I'm not representing myself as

one but I do answer a lot of questions about the open public meeting so I'm very familiar with it and I'm pleased to give you this presentation that was created by our former director of legal Mike Alber I don't know if you guys recognize that me but he's you know an excellent school board attorney no longer would be retired yes he retired but he does still show up at workshop from time to time and he and Charlene Peterson a field service rep for Morris and Essex counties worked on made this presentation together and they presented it at workshop in 2018 so now I'm bringing it to you guys I don't know if you were able to see it back then there's always so much going on at workshop but the open public meetings Act is

really important for boards to know about nurses ins and outs that we may not be familiar with so please to talk to you about it it was enacted in 1975 and if we can recall 1975 what was going on what was big you know that was the Watergate era right so there was a lot of mistrust in government and and it really was eroding the trust that the public had and all of the different officials that represent them so the open public meetings Act which is also known as the sense on sunshine walk requires that the public have advance notice and the right to attend all meetings of public bodies at which any business affecting the public is discussed or acted upon except in certain circumstances where the work of that public body may be

put in jeopardy if there was that kind of open forum so from there new jersey state assemblyman and later senator byron and bayer authored the new jersey open public meetings act this very interesting guy there's this picture in the middle besides being a long time Assemblyman and Senator for New Jersey he was from Englewood he was actually one of the Freedom Riders and he smelled like could he actually think was 45 days in the Mississippi penitentiary he was yeah he was a friend to Martin Luther King jr. who sought his counsel on different and points of advice and he also among the open public meetings act one of his bill said he sponsored was the New Jersey crime victims law and among other things it's a real when you look at his bio there's a

lot of social justice issues that he authored and besides that he also did special effects on a b-movie called the brain I know right back to that part so he seems like a very interesting guy but his legacy is the senator Byron of embarr open public meetings act for New Jersey the Sunshine Law and right out of here it pretty much crystallizes the need for for this on I'm part of this is to ensure that the citizens have adequate advance no this that's a hot phrase and the right to attend all of our news right so what does that mean we'll get into that a little bit more four main requirements for compliance with the sunshine 11 new jersey sunshine was adequate notice of all its meetings the right for the public to attend the

meetings which we stated also the right for the public to speak at public meetings and reasonable comprehensive minutes of all its meetings and we'll talk about all those bullet points as we go through this because they may not mean exactly what you think when you read that so what is a public body well the technical definition is a group of two or more persons who are organized under the laws of the state and empowered as a voting body to perform any kind of a government function that affects the rights and duties of any persons in spend public money that is a public body obviously Boards of Education or under that aegis on committees however do not why do Committees of the board not fall under it that's two or more people they don't take any

action right they advise the board they serve in an advisory capacity they don't spend money they may advise that the board spend money they may advise a course of action that the board ultimately needs to vote on but committees do not so committees are not under this definition of a public body so a little quiz here anyone should want to shout out the answer does the OMA apply whenever two or more board members get together and discuss the board of education business no no it doesn't that's exactly right it only applies to meetings right so what is a meaning right what constitutes a meeting it's a quorum of members present who intend to act upon or discussed public business of the body so if you all happen to be at the same bar mitzva or

the same farmers market and eat lunch together that's not technically a meaning if you are not discussing board business you do have to be careful about what it looks like of course we always caution you that but there have been incidents of course where the boards get along very well and someone's you know daughter is getting married and everyone's invited and they will want to sit together right hmm you got to think about that but technically that's not a violation of old my as long as you stop talking - you don't I was gonna say the question reads though that they're discussing Board of Education business um and so if you are how could this be it's the whenever it's the whenever so you've got two or three people you're good it's not a quorum

of the board so if it's a quorum then it's only on flooring or more so if you were if if four of you were to get together in a park even and start talking about four that's not forum that was still not yet or yeah less than forum that's the thing even if you're talking about board business it still is okay whether it's advisable or not but it was is another question but it's still okay under the open public meetings and there are a few cases in which it simply does not apply right so advisory bodies with no executive effective effective authority that's committees right when we were talking about that's also that group of four people just kind of talking together committees with less than well-formed level ball we talked about that this is

interesting three or more similar public bodies at a convention or a similar type gathering that's why workshop takes place without having to give public notice to everybody in Wallkill Valley a few a couple of times I've facilitated a meeting between sending districts and the port and there were enough there that it doesn't really qualify under the open public meetings Act but we did advertise it anyway and chance encounter social gatherings like I talked about but you do have to be very careful about that because one of the reasons why OMA is in there is to engender trust right that's why we have an open and if you're acting in a way that doesn't really look like it's trustworthy there's consequences to that maybe not legal consequences but you know this is the lobe yeah this

is the lobe are right this is you know compliance with the law is the logo really okay prove its words from feeling to invite a portion of its members to avoid the requirements that's enough so don't try to do an end run around right that's right back militares so what is a meeting on any gathering whether or poriyal that's most of us or by means of communication equipment that's our friend mr. merengue which is intended by or open to all members of the public to discuss or act as a unit upon this specific public business of the body right it's pretty much what we're doing here it describes our meetings and there are three types there's regular special and emergency so what do you think about this particular question does OMA apply only to in-person

meetings of the Board of Education does it does not apply to electronic communications such as conference calls emails or text messages back there it is fiction absolutely not any means of communication equipment that's why you're very careful not to do reply all on your emails and you've got to be real careful about text messages - that would constitute a form what's very interesting about the open public meetings act an electronic means of communication our Facebook pages and how many Facebook friends you might have and how many of them might see what you're discussing on Facebook and if it has to do with for business and if one or two start talking about it then that's probably an area where you don't want to go it's kind of uncharted borders we don't have any guidance on

that yet particularly but you can see where I'm going with this right so a lot of that comes down to that famous line from our ethics presentation just because you can do something doesn't necessarily mean that you should so just be careful on it but theory as evidence tonight um technology is changing the methodology by which Boards of Education meet and are able to get a forum and are able to you know Road on particular items so our advice rewards best pirate practices is to develop a policy that would address these kinds of considerations and you know so everything runs pretty smoothly so it's not when you have like a really hot vote item right a controversial vote item and then you're scrambling to get people and you resort to electronic communications and that again

this engenders trust which I don't know if my saying that just got Anthony to come up and join us here but but it's all good um you can actually have in your policy if you are to it if you want to write one um some scriptures right you can limit the amount of time some people do that you can have a 24 hour advance request or approval and we strongly advise that you prohibit that in executive session Oh excellent okay all right Oh question when you're talking about the virtual attendants and you may have said this I missed it they although you can attend virtually can you vote on something virtually yes you can okay yes you if you have policy in place absolutely okay the only thing is you someone cannot participate remotely during

the executive session because you cannot ensure I now we do tell boards to defer to their attorneys on it I won't tell you about that I've never been in an executive session where someone's participate remotely but if their board attorney gives them the green light then okay we don't advise it very strongly for exactly the reason why they're saying you also may want to consider your committee meetings because if you don't if you have an electronic attendance policy for your committee meetings there's no real assurance that there isn't a quorum present endlessly so there's got to be kind of careful on that worry when you talked about apply all there's no prohibition for say the superintendent or the business administrator to send an email to the Board of Ed correct absolutely not as long as

it stays a of one way street you are good if someone were to reply to ask you a question based on that email but not copy everybody and keep it between you and the board member that's likely fine but if someone doesn't reply all even inadvertently and ask you a question then we're in one way of avoiding that that I do because I do or suggested do seasonal things yeah well I do BCC you know I put everybody in BCC and then exactly it's a good trick I had this dream once that something like that could happen so we proceeded with nice nice work and there are certain guidelines which of course I'm not going to read here I mean obviously if you can't say it in public don't put in an email in Texas

and this is pretty much what we were talking about I also want to let you know that personal email and text can be subject to the open public meetings act right and they can also be subject to discovery right so we strongly caution board members to use their district email if they have one how about this one if you've complied with notice requirements for your regular meetings by publishing your annual meeting notice one week after the reorg date is that does that brief do you think that that takes Karia under over yes know where you're going I know where I'm going right like once that's published is this fact or fiction ports of education may not hold a meeting on a date that's not included there without doing a separate notice you can call and

you do I'm sure special meetings emergency meetings as needed things arise right as long as the requirements for notice are met so have we posted Jim every do we post every month to the annual posting so when we say it's been posted in the clerks and the townships and the post office that's just the January sent them a January piece of paper and they have to bear responsible for putting it up summarize I just it's on the webpage I know oh I know but I just assumed that because we read this every same every month were for sending the information out but we don't they know it's 30 cent right and the notice requirement is not just for the webpage really isn't a notice required oh no that would be too of no newspapers right

yeah well this chart is on yeah and you have to publish me out the thing with the regular meetings right the ones that you decide upon on reorg you don't know what you're going to vote in do be voting on so you don't know what the agenda is because the languages to the X the agenda to the extent no you just don't really know you know you'll be taking action so that's all taken care of if you do call a special meeting to discuss the superintendent's evaluation to talk about you know closing a school building or something like that you need to put that language in your notice what your what you know they the agenda to the extent known you're calling a special meeting you kind of know what you're going to be like

today so this chart I'm not going to read all to you but it's in there that case for Louis Gallagher versus Monroe townships that uncited there that's interesting because the administrative law judge found at the end of the day that there is no requirement that the board make accommodations for the public to read to its end aboard meaning and there is no requirement that a board schedule a vote convenient to every member so theoretically if a school if it's during the school year and there's a snowstorm in school is canceled there is no requirement for the board to therefore cancel their board meeting that night correct that's what the ALJ said yep and I just want to make sure that is all and I'm not an attorney I'm not an attorney so you know that's

a great question to post your attorney but and not to say and just so that you know I mean there are boards there's one board that I that is in one of my districts they meet at 3 o'clock in the afternoon I'm not sure it was attending that like two to three it's their prerogative no it's not yeah but they're able to do what's an emergency meeting well an emergency meeting is held if there is substantial there's the possibility of substantial harm to the public interest if it is delayed and an emergency meeting does not have to have the same requirements that a special meeting or a regulation right it will need approval of three-quarters of the members present a lot of these happens during part in the aftermath of Hurricane sandy you call an

emergency meeting and you need the approval of three-quarters of the board to have one right because there's no no it's you didn't have a chance or the opportunity or some kind of calamity is going on where you couldn't get the two newspapers the formal notice the 48 hours you couldn't do it and you announced from the day as all of those things that the normal requirements have not been met but this is the nature of urgency why we're having this meeting why we couldn't tell you why we couldn't provide the notice that we will post the notice as soon as we can and the emergency meeting will be limited to this specific emergent manner only and then you read fulfill those requirements as soon as you possibly can so when that says need approval of

three-quarters of the members present I just want to make sure that's something I would talk to my attorney about if the need ever arose but from my understanding of this is when you could be for a more greater you will need approval of 3/4 of the people who are at which is seemingly contrary to the notion that you have a nine-member board anything to pass whether you have five or nine people present must be five yeas or it doesn't pass this would indicate that during an emergency meeting that requirement is not applied okay and we can't do it well that's good yeah you know what that that make sure you have a policy on it and make sure you involve your attorney what do you think is this a fact or fiction because this is

interesting was a board justified in calling an emergency meeting to enact budget cutbacks that would otherwise if they have not called that meeting across the district forty thousand dollars a day well this was it depends in this particular case it was fiction it was deemed fiction because it was knork and their budget was so huge that what's the big deal if work Muse blues is forty thousand dollars yeah it's interesting right but that's an unexpected answer so again involve your attorney on business okay if you advertise for a particular room can you move your meeting yes as long as they're signs to direct people if you send a meeting notice to the newspaper 5:00 to 48-hour deadline but the paper doesn't publish you within the 4824 is the board on the hook no or team

compliance how about a district advertises for a meeting on the superintendent's contract forty-eight hours notice is that sufficient to alert the public on what action is being actually no um in administrative law I think it's NJ I say eighteen a eleven eleven as requirements for the superintendent's contract so that's yes exactly right so just be aware of that aerosol inspector fiction is a board required to have public participation only during the public comes if we want myself though we're not gonna have anything but this training we think right it's training you have to allow public comment right worship we're gonna said it better myself absolutely right all of your public meetings even if you're going right into executive and leaving after executive session if that's the uh you still need to have public commentary and

even if you have a strategic plan where the board is present when you open the gavel and strategic planning the way we facilitate them it's all about public participation but technically you do have to announce from the dais public participation and read your you know kind of interesting so public participation is very important that's one of the underlying tenants of the open public meetings here's another thing that's better can you restrict topics on public comments is that a fact or fiction and I bored let me read it the way it's written okay fact or fiction the board cannot restrict topics or content of public comments we have two public sessions we have one with on agenda items one open for any time true true but I'm not talking about that so else to say because

they are not what's they mentioned personnel went by knees they can do that they can shut it down telling it that do you know you're all know right not doing the right thing so yeah the public is allowed to say anything they want Bennett so the person that's involved to hold them liable for that but the board cannot bring up names but the part we've had parents say bad things about coaches or teachers and you have to pitch please please don't speak like that right we're in a public session and you're being recorded so mind yourself very thin sometimes they back off you can't say mind yourself and I actually do have a disclaimer that I share with a lot of boards have put on their agendas that pretty much says look we're listening to

you this is your opportunity to tell us whatever you like you're limited to three minutes or whatever in accordance with our policy act so you need level bluff but please be advised that the board is not liable for what you say and if you should offend and any individual they retain all the rights to you know take legal action against you and it's not just about some nature it's not just about you you know what your anyway sure you can and you should but they can also talk about stupid they can but there is a particular case out there it's called the best our case BES belly or Vesper versus west winds of windsor Plainsboro and it makes for very upsetting rereading for a number of reasons but basically mister Besler was the coach was

bullying his daughter according to the best one family to the point where she had an eating this way and the behavior was atrocious and he would bring it to the board every meeting and say how do you have this character education how do you have this have you do this one your own staff is permitted to do this over and over and over well and he gets up at a meeting and the board president is just at right and he gobbles him this is a very reduced story and he says you know what we've heard it all before did you want to talk you know is that what you're going to talk about yes well forget no well bad move because that went to trial an initial mission was later reversed but a jury found

the board variable 1.5 million dollars this way and one hundred thousand dollars for that it's just for pain and suffering or whatever was was later overturned it was later his legal fees he could use that was over five hundred thousand British forces else are because he just gotta watch yourself look it up it's fascinating cases don't read it before bed and okevia it really is so interesting but you can impose certain time place manner e-street limits on how many times people get up to the microphone how much time they use they have to state their name but you can't spot you their content so his beeper Tomatoes down okay so check out that case wait wait a speaker critical staff can be stopped and easily be stopped okay I mean cannot Eastern ah good night

one you're absolutely right I said that my tongue is getting all dry the board is not how unreliable if you do have how much time you can a lot each speaker absolutely absent it's probably delineated a new policy already and you know so a lot and you should how much time overall and the board most likely can make a motion to extend public commentary and if you have a board vote majority up you can extend a commentary but the mechanism should be in place for this board to be able to progress through its agenda you need to give the public a chance to talk absolutely you do not need under the open public meetings act or anything else to respond person-to-person question to question this or that that's not part of Oakland but everybody needs

to be able to have the chance to say what they need to say if they don't get up to the microphone in time enough they don't state their name if they don't you know follow the time limit that's you know that does not mean that you have to accommodate under your policy do have a policy in place and you can limit it to one time absolutely one person yes yeah like a whole people will say he can have my three minutes they're like no she asked later was it we use yours are you so we're losing you can't give them a bag I yield my time to her yeah I mean and it's it's probably good to just have like in fact it's definitely good to have language to read before you start public comment

which we do everything but there you know and I just know that Kylie's to say but keep in mind that you're being recorded isn't and it did tell them things down but we don't I just assumed that was written down there but it's not so something along those lines maybe not ever tonight but it follow that idea about yeah I mean to keep the slanderous comments to a minimum so yes you can enter into closed session there I think nine exceptions under OMA but before you do that you need to adopt a resolution in public that states the general nature of what you're going to be talking about it doesn't have to be a bullet pointed thing or very detailed but just kind of what you're talking about there's a little specificity required naming I

do see I do see on some agendas all the you know the nine points that you can you know go into executive session it sets the order now convene an executive session to discuss one or more of the bombuh that's not good you know don't do that if any was your cold on it it's going to be a problem and then there is the requirement that the time and circumstances of the discussion can be disclosed to the public after the need for confidentiality in all offices there may be situations for da Vinci allottee we'll all this so you know I think that's wrong it's like Kennedy must be disclosed no well once your attorney I don't know once they're no longer right sometimes what I just said is sometimes the need for confidentiality may always

is well what's that case but so I guess once there's no longer need for confidentiality it must be disclosed that is absolutely absolutely and you need to say that you need to say that in your public meeting notice that you know we won't disclose it when the need for confidentiality no longer exists you just kinda have to say that that's what that ball and here solisten arena it's in your it's in your printout so how about this have a board pass this a resolution to go into closed session to discuss let's say HIV can you receive update on negotiations which is also one of the no that's exactly right that's why it's TOEFL you know that's why feels laughing over here it is you don't do that can you vote in closed session to file

tenure charges against the staff member it is the only only vote you can take an executive session because tenure law does not for two Trump's the open public meetings but yes you can in Scott is right you need to do schools public and say we just voted that we're going to do this huh yes that's the only time you devote input and why would you do with that like because if you vote a woman if you vote against the charges and then it's not public that you were I don't know the lying to voted for it so Rice notices I'm sure you all know me right right right when a rice notice does of course okay so here Susan under open ah our employees required to receive a rice notice if their name appears on

the true effect actually not all and it was and then they were a divine there it was that's a great reverse that that cocaine thing that has been good I know it was really gorgeous it was really over second and melon and their favor that's right I mean it was down the whole purpose and makes the whole thing I would I heard that in a lot of places God and apparently that's the line of thinking now so basically what rice notice does is you got 48 hours to ask the board to discuss him in public session that's what it does you you know the board may invite you into closed session but they don't they're not obligated to and if they do use their you know privileges under the right now rice notice to ask

for a public session discussion that doesn't mean that they can enter that they're guaranteed interaction right that's all it is is moving into I have this kind of definition but here are some facts from the old nasty rice case from from Kane but what was also interested that didn't get quite as much of the spotlight were they were the decisions about meeting menace so in this Kane case because the Board of Trustees met only quarterly their meeting minutes weren't available for public inspection for 88 days that is a long time right so that's where we start talking about promptly available so basically I'm not going to read all of this but you don't need to send out of rice notice unless their job performance is really is is is up for discussion your attorney can

clarify that again use your attorney as your best resource on that let's look at that bottom right mids should be approved regularly and released in a timely yeah that's that's the bottom line you should you should you can and should distribute draft minutes in between minutes in between meetings because you know when we talk about this I mean official minutes right minutes are not minutes until they are approved by the board you can only do that can you interview candidates to fill a board vacancy in closed session well you should interview them in public discuss enclosed and vote in public but you need to talk to your attorney on this because there is a sprout so as we policy out there it allows for interviewing candidates in closed session so again our point of view

this sides a little bit this line it's a little open to interpretation now saying between with attorneys but check with your attorney on that one for discussion on nominees for officers does that take place in public absolutely and here's another bullet point that I've seen interpreted in different ways by boardrooms board retreats should they be an open session or closed session they should be an open session I have done a board retreat or two where the attorneys present says no this is closed session and I'm not going to argue with that but NJ SBA's position is the what is reasonably comprehensible it's their angers you know it just has to be in an understandable format but at the minimum and the minimum is all you really absolutely need to do is have the time and

place of the meeting who was present subjects discussed actions taken the both of each member right so if it's not unanimous you need to say who voted out and any other information required by law okay and the minutes the official minutes must be made available to the public within two weeks or by the next meeting whichever so within two weeks so we don't do that our units come out the next month which is what most schools do yeah cuz they approve them at the next thing right video yeah so our video is posted but the executive session minutes are not know so talk to you if there's room for you know clarification on that with your attorney you may wanna what they know more about that it's come up just say yeah no that's what

they do it's a nice kind of thing right this is why we talk about these things so um minutes just in red is one of my favorite lines minutes record what was done not what was said right there's no obligation for them to like a script I've seen them like that way it's not I mean good old Paterson where I'm going tomorrow they tape record their meet their meetings their minutes or a transcript you do not think it's not necessary and here's just a kind of interesting case on an open public meetings and um and this this and this it this addresses draft minutes versus approve minutes so the the timeliness we releasing approvement since what I was about on the other slide but draft minutes are not subject to disclosure because they are pre-decisional

they are deliberative they're subject to revision and recommendations they are not an official record other than this other slide no they're supposed to be done in two weeks yeah the minute so that we are together for they're not official manage until there are proofs so that they can't be Tuesday so we cannot have them out two weeks after our meeting no but we have them out immediately after our I assume I don't know where they're posted your five minutes after you've made your meet it's official by the official minutes that means official minutes right Oh Jim when we have our meeting tonight and we improve on last month's minutes and how much later does it take you to put them up on our web there there are so many schools that do not write amazing

absolutely right because it when I prepare for visiting a board I like to look at their minutes and you know unfortunately sometimes I don't get a real game Cody touched on this already I'm the only hope in the executive session is that 10-year goal and you do have to have in the minutes how everybody hope again you'll see ports that don't quite do that that's not it I do have a document here on board voting requirements and I will pass out so you know what who needs to vote you know what kind of majority you need to pass a particular item it's called our NJ SBA voting requirements if you lose this piece of favorites on our website it's a real popular one we get lots of hits longer um let's see the board may

not require a supermajority vote unless the statute specifically provides they have to go with what the statute says just because you know it may seem right at the time to ask for a supermajority vote to put you know obviously it sounds like you're trying to swing the decision a particularly I don't know but you can't just do that as far as voting goes there's a couple of different there's several different ways that you can vote there's a strong poll that you can take in closed session that's kind of just gaining consensus that's not official and that's okay the closed session it's also okay an open session although it's not may not be a best practice I was under the impression if you take a straw poll in closed session you must vote on it in

public circle I'm not an attorney but I don't I've never heard that that was the NGS PA attorney okay yeah you made you know what - thank you court attorney because this isn't our director of legal put this one together okay um so any places in black and white um straw polls are really you know I don't know that's another one of those things that you might be going down a road you don't want to go on because yeah it's a straw poll but as a member of the public that seems a lot like voting to me I'm just saying I'm just saying but it is but if you're building consensus that is what you do in executive session but a straw poll how do you how do you how do you have secret ballots

are they permitted no they are not our paper ballots permitted where everybody writes their vote on a piece of paper and the board secretary collects it yes as long as they public means exactly this is a you know why would you use something like that's just wondering if anybody and remote participation is as long as your policy permits and the member can hear and beaver you're in good shape I might you see it happening and it's really not and [Music] he said these should be covered by your policy remedies for oPAM of violations if your out of compliance the board action approach avoidance so that's another reason why you can't afford take corrective action to cure a violation elf it knows it and if an individual board member this is I'm gonna fat okay fact

so if you were sitting at the board table they're clearly violating OMA to your way of thinking you can state your objection but then participate without outlet it needs to be noted in the minutes but you have a clear conscience even though you really don't think this meeting should be taking place something is wrong it smells bad I don't want to be a part of it but if they're deliberating anyway and they're voting I need you know I need to participate you can do that just as long as you state it clearly you know your conscience is bothering you that's fine but you've got to let it out and have that reason any questions when this is public comments a term is comments it's not a conversation and we get pulled out for this all

the time Oliver simple why don't you answer our questions why don't you answer our questions lunging respond to us because it's a comment time it's not an interactive time there are different ones and I know I've done it I say is it okay if I respond to that and sometimes it works out really well it's a crapshoot but it don't feel so badly if [Music] they would go to the wrong board meeting if they work that's a great point going to be honestly I don't know how do I take that and all that sort of warm there's a little bit you may want to check your policy manual because unfortunately and I believe it's Strauss has made titles their policy public participation which is not the same as public comment than although the policy itself

says exactly what you said it's a misleading title in my humble opinion so you may want to clean that one up and the way to navigate that really is to just set a precedent to read that statement say look we're listening to you but we may not but it just says we're listening to you but just because you bring it up does not mean that it will be answered tonight in some cases we may delegate the superintendent to look into your issue but that's not you know it's it's an easy fix sometimes somebody says something oh no no this is what we've done like oh and that's even but other times you get a fight well don't wait I feel like there's a there's a there's a good time in about like you should if

you can answer it easily I feel like you should yeah because then it doesn't look like it there's a faculty and whether stuff that isn't bad visual that's a very bad visual if you have a bunch of stone-faced people getting questions and the question is what's your criteria for snowden you know so i mean these are why you shouldn't be obligated to answer these questions is you don't have to baby you know the answer anything could come up right so if you crack the recent you know some language to read before public commentary to explain to the public it's not that we are shutting you down let's see it's not that at all it's that we do not have necessarily the resources or the answer who saw the questions that you bring to us so

we may delegate that you know but and then and hopefully that will work that's been successful for someone it's all send you the lingo bill just in case [Music] are any of you guys going to do it I just had a question that it's not really relevant to this but in terms of posting so there's been some debate um in other schools that I work in the contracts that are put that need to be posted on the school's website a motion will be made at the - Regional High School Board of Education into executive session to provide a nothing illegal personnel and negotiate a negotiations item which are exempt from public participation pursuant to New Jersey public law 1975 chapter 231 open public meetings Act any discussions held by the board which need not remain

confidential will be made public but appropriately minutes in the executive session we're not disclosed until the need for confidentiality no longer exists the board will reconvene in public session in the cafeteria panics at the conclusion of the executive session it is not anticipated any became the most famous most seeing nobody about we move into executive session you [Laughter] okay [Music] that's of you approval of the minutes that motion to regular meeting minutes for August 20th and the executive session minutes for August 20th oh sure mr. Radcliffe yes yes mr. Dunn yes yes mr. cross yes yes yes now go to the public comment session agenda items only please give us your name your address and it importantly both in public beating death we will be open to the public comments for general items only in

this month each be who should state's name and address you'll have three minutes to address the board which will be time to by myself but limited sections of no longer than 25 minutes please be respectful and be mindful that you talking so I'll open up the public comments anybody see nobody wanting to address the board the presentations and speak to the house near the curb the student council and so far we've been just kind of talking about basically already impacting this year and basically what else for some bad just like how to make more community in the school and so one thing that's going on is gonna be the spirit week which is I wasn't meeting set live so but yeah we have quite a few men come out of that different dates were names

like different spirits just yeah everyone's like really back in the community back in the school and sweet things and then we have one comment that love the Powerpuff game and just all real community you know who has made this and the 20 years I've been here one of the most welcoming welcome that ever I feel that you started off on the right foot the students are engaged and the administration has listened to us and swore to cell phones we're supported and we're under any foot and you know starting or running of course we had the few scheduling problems that's that's always happened but we're okay we're talking we're doing well some of the concerns are you know always working out and you go food everywhere everything else but we're talking about so that's good there's

some phones were big issue kids are probably adhering to you know this is a learning environment if you're going to college or not this is what we're here for really thank you personally I have been delegated to be so neat on the committee to the governor this in a new jersey for social of here we go so so we gender identity equality and our schools so I'm representing all of Sussex County for this so it's not only High Point it's all sense of family elementary schools and whatnot I have to report out to our eight county committee as to what's going on in our counties till me with this committee has dealt with the mystery of lgbtq+ history and our schools this is going to be a mandate or 2021 so I'm very honored to

be there that we'll be ready to represent our school better than all of Sussex County so our monies and our efforts will go towards NJEA members teachers staff that are dealing with issues and we need books it can be PD we can get one so we will be coordinating with other the Sussex County Schools for PD books whatever needs to be done so we're not left out in the dark and it's interesting because I came back to Trenton tired last night ago back at 11:30 full weight for me I'm only but high point was their high point was there as far as they were involved with the Sussex Somerset County news the LA for the whole creaking going forward for next year to me all the readings we can help with Cusack and GSA advisors

that need help and whatever they need we can do that we just need to communicate so every month I meet with encounter ups of Sussex County and they'll bring their needs and I report out as to where the money can come as long as it goes towards nga members helping students we're here to make sure it's a safe environment for all students miss ed and I'm very proud to be part of my point that was there there were very few schools that took this edition that any questions over there great starter school principals report [Music] good evening well good night everybody yeah I appreciate you let me speak tonight on drugs bad his principal's report just consists of a few things for you opening day of school the open week it's great that the HPA

team for all their assistants as well back-to-school thing is this Thursday night seven o'clock refreshment you can start at 6:30 I believe right here in cafeteria of those and then I college I'm the Asian financial aid night is Tuesday September 24th 7 p.m. okay so that's generous report does anybody have any questions all right it's okay I'm just going to leave right today I'm fighting each other or my report right now we played five soccer games so far each our voice team is one in five our girls team is two and three very tough division that they plan I have another tough game taken soon it's hard we have to go up against tough competition thinking they have really don't have a breather on either end so but they're doing a great job so far

I feel happy looking for first win this Thursday and continue all right so all right across country they smoked last week I get anyone today looks like they have no good showing all right they're off to a great start right yeah yeah so I'll be able to injuries when you get some of those starters fact that the Rubio head will be back on top again which we are already which is great girls night except for two I think we advanced almost every single player - eh - uh supporter partners this Saturday so kudos to them they're off to a great start football we're gonna get our first win on Friday night against our horn here seven o'clock that's also youth football cheerleader night as well so we'll be getting those we'll be getting that started

around 6:30 p.m. we'll start announcing a football and therefore mighty blow oh it's good man really good night as well feel about these annual plate making is going to be October 9 this year yes 15 here are high punk 7 p.m. all right no always a great event that levy seemed a little more have the local team somebody right across 519 all right it makes a little bit more sense it is October 9 7 p.m. and how come you still be in the week of September 30 so from September 30th we're going toward the homecoming game October 4th 7 p.m. in suburban high school other things just wanted leprechaun ryan-frida it's going to be one of our 30 he's one of all the 30 representatives in the signatures gonna be able to student ambassadors for

yoo jae-seok second year running he's one of only a big beat student athletes from state of new jersey to be under 14 years that's great honor variety so melow many of these 2019 graduate entire entire label was selected instead of math but over the weekend sales college her first week as a college field hockey player she scored 5 goals in the procedures so pretty phenomenal start for her and congratulations on her start there and 2011 alone they wore a 1 cache for 14 yards so that baltimore ravens is the first lady game I thought he's gonna have about 200 so he's done a great job there is one of three Titans that are all scary enough you know my only final things I I know this bro back to say mr. keto I don't have

my physical culture from 1990 and I've never broke that up that's my report [Music] injuries telling contact injuries yes yes we had four non-contact injuries on a practice football field and you know looking at everything that there were a lot of variables I think that are involved and I don't think the practice football field but I think a lot of those fields of find out an end of our building you know the two soccer field center located out there as well as in our lower soccer if you think last year you know a lot of times at the end of the fall season he had cleat marks you get other track marks a lot of unevenness last fall the grayble again any machines out there to make it to up to fix those whether it's

a roller or aerator or cedar he's got some rain last one so there's concern about plugging some of those vehicles feels even worse so when the spring rolled around in the summertime and fall it's been extremely dry well now those uneven spots our hearths arrived and creates the uneven surface that's that's something definitely to play ball we need rain battery you know I never thought of you saying that after last year definitely something that's myself mr. maker what's our director Bill our supervisor bones and grounds Stephan McGrath and John Kemeny the four of us sat down earlier this week and discuss our field situation and trying to come up with a plan moving forward I think is you know we can certain think about what we can do beginning with this football private school where

those injuries were consistent [Music] they come here with great enthusiasm to demonstrate welcome every single day and the staff are excited you part of that the administration and they did a phenomenal job unfortunately I hated miss that I'm sorry for that but it was every county staff the educators the administration for a great our back-to-school night on Thursday 6:34 well [Music] Roback 92 self-express thank you needed your penalty reserves they listed offensive performances of the week in high school football and then crediting target or the 12 truck 12 tackles I have worked out before anything that my whole career walrus video industry over gonna just recognize that me that we have some community members here from our special of a parent advisory group and along with mr. Carter mr. bata working myself have been working

to implement a unified phys ed program which we spoke about last month so thank you for your work on that and we're looking forward to seeing that thank you to our staff and Tory yeah we also felt it was a warm Pleasant successful opening to the school year your kid made on Tuesday September 3rd and a little bit of an icebreaker a little bit of a relationship activity who walked the canvas which is back and gorgeous I call the walk and talk and we get some credit some time I saw him at it again today last year we did a check out about a 20-minute walk with these numbers very one particular period so about twice a day in September he tears up member and walk so playing on that be able to walk and

talk with our faculty day there were four options so you could choose your own adventure the most challenging route if you ever want to go for a walk and I threw out across country route most of our student athletes are not able to maintain a run as they go through this scale it's incredible against maintain a run I've yet to make a walk no joke I try and slow down there but as slow as I can't walk so to go out and see what the kids do pretty well but it's a beautiful campus that was a nice way to start today everywhere out hiking and building relationships in the weather was perfect so it was a nice start to to the school year after the different groups walked across the campus we met on the

football field and a couple activities and in recent years we're trying to be a little more creative with our staff photos and the last two years one of the highway monument and one with an aerial drone shot they were great so we went really big lucio Griffin and topic and that's about High Point on the football field which really came out incredible you're very proud of our ability Thank You Superman but we resembled the next action step but and I tweeted about it it's so true we preach this all the time to our classroom teachers and to our students that fail forward don't be afraid to fail cetera etcetera etcetera so you don't try something difficult or new you'll never have those great poems so we have a fun fact it was a little bit

of a equally as exciting is our public presentation of the 2019 New Jersey student learning assessments report and there's a lot of information to present and give them a reputation for brevity I know you will be impressed with my ability to just fly through first off some makes the fire fire this has been a bit of a political football I believe the assessment is outstanding most of the questions the assessments are so appropriate to all disciplines reading comprehension is a major component of it no matter what discipline you're in to have to read a 500 word essay and then through multiple choice questions identify the author's point of view to be able to look at two pieces of writing and identify how the two authors differ particular topic they involve historical documents scientific peer-reviewed research

articles they're outstanding and they really are a mirror image of the SAT and the SAT so there's been so much political pushback but the assessment itself is my three degrees on the argument and were pleased that our students have shown back to the politics a great deal of confusion about what would qualify for graduation and after a brief battle in the court and the legislature and the commissioner and the governor and back to the court they basically simplify matters and said we're going to go back to where we were four years ago which is you must take these assessments however for graduation you can meet the requirement through other methods okay so you can meet it through SAT the SAT as had the ECT etcetera and I think that gives us a sense of reassurance

that the tests are the measure of growth and they're the measure of teacher growth and student growth but they're not the only way you can demonstrate proficiency for graduation very important is for Tommy and I'm that way of 44 12th grade students 30 years old to be honest have this morning and if they did not pass the ice that build likely passed the PSA gmf over 16 and if they don't they will be supported in a comfortable environment and they will pass the portfolio what mr. Tom and I met with that may explain that this will not be a barrier to your graduation and most importantly from our perspective is that if not overly shaped their identity as a learner I said you're going to have teachers in front of you in a minister are

you later today who maybe did not do exceptionally well on say the SAT but it did not stand in the way of their career goals and the assessments are important coming after the let our students now struggle them this is not this is not a big failure this is one assessment we see how you did we look for growth and now this year peace and the moving forward it is named the New Jersey student learning assessment it is the same set this park we simply adopted a state named the NJ s tell that okay so the test didn't change the name change here's what we are tested in English nine English ten juniors are no longer required to test in English or in math but they must all test in science the science assessment had

been a biology competency exam it is now the truth it's an outstanding assessment that covers the entire range of the next generation science standards the state has a phenomenal job of putting on standards for signing and study we don't have a set of standards for chemistry and acceptable biology and accepted for physics we have a skill set about analyzing and exploring and comparing and researching and articulating etc that is consistent throughout all science exploration so the questions are all problem-based and and say it's a good assessment those results are not any longer doing the do this evening are our math and language arts scores for our 9th and 10th grade students I think this was a win I went into every class last year spoke to every student never even was class and to be

able to tell them that the assessments out of shortened and we reduce the number of them I think helps spill by okay and classroom teacher buy-in and student buy-in might be the single biggest determining factor in successful performance they will see what did we do last year that much the strong results will show you an event in our strategic plan last year included three things first of all be contracted with Lincoln Lincoln has come to High Point and done a magazine story on us because they believe that we are a lighthouse district and how he used it and the success that we had we piloted Lincoln in 2017 painting and we piled it in for algebra and that's what we saw our casa grande amount from raised by 105 percent so it more than doubled

now we used it from the curriculum and we believe that it was highly effective second of all every teacher works with their colleagues in their discipline to increase literacy and to expose their students to challenging critical thinking questions based on reading passages that relate to their subject so whether it's our technology teachers and computer animation design our media tech teacher history and then blender is chemistry or social studies it needs to be embraced I think our staff did abrasive that literacy speaking writing and reading more than anything is not the responsibility of the English department it is a school-wide responsibility we also have a math and three English intervention cylinders here this evening miss Mancuso through who on her RTI efforts senator role as a reading specialist along with his Heather's drama through the Middle's

miss Kirsten Sabo we have staff members aside target students who were struggling give them support they needed to improve so those were the three things that we did a little more on last year a little different last year and here are the results this is a three year comparison of how we performed in each assessment first line up we went down an algebra one not thrilled with that but I need to point out that algebra one is particularly unique I think you know why because increasingly students take out for one in eighth grade so district to district and year to year it varies how many of your students are taking out for one eighth grade and how many of them are digging to here the stronger students take it in eighth grade so when you

see Frankfort does a phenomenal job with awesome rates it's because they're doing a great job but they test all the students now for one such as one it's a better example there are more traditional where they have approximately half or 60% to algebra 40% to read for a man and then sit down to the one here so I'll critics Kaneko people to see that increasing in geometry go back two years with one from 30% to 33% which is a modest increase I shouldn't say modest increase last year's a fifty percent increase so geometry went up twenty two percent to thirty three percent that's unbelievable to go up 50 percent in one assessment algebra to more than the 23 percent pass the assessment two years ago fifty four percent as the last year that's through the

roof roof man overall twenty four percent twenty eight percent forty percent so twelve percent increase in the percentage of students who scored a four or five by the way my estate tax it's our meeting or exceeding expectations like eight the assessments NJ SLA mark you score one two three four or five all the tables tonight show's success is earning the four or a five which is not easy our freshmen last year's freshmen 52% this year's 57% last year's sophomores forty percent this year's fifty nine percent that's essentially a fifty percent increase for our sophomores our 11th graders there were five juniors who took the test I believe we do just have those results because those are fairly significant because it was optional the bottom number is if you take all of the students who test

in English over the past three years our overall passing rate 3233 50% so we went to two years from two out of three students not meeting or exceeding a half of our students reaching that achievement level those were really positive trends and we thank our teachers and our students for for working hard and trying to to to achieve so we're very excited about that got about seventy two more slides so I'll continue on this shows a three-year analysis of what percentage of students were performing poorly at the lowest two levels and what percentage were performing at the highest two levels if you can see in every single assessment the number of scoops the percentage of students performing poorly went down went down went down with them the percentage of students who hit four or five

when I plan went up well so another example of really significant group now how does that compare to the state this year algebra two we were just below the state average but let me remind you that's not apples to apples are out I'm sorry out to one our houses were one number there is comparing all eight and number whereas ours is just nice so the statewide figure for Algebra one includes all of your honors students most of them tended in eight unless if you look at our scores and see that we meet or exceed the state average and we aspire to doing better than that but we're not always above the state average and we are essentially at or above the state average in every assessment level so we're very pleased with that so notable

achievements overall passing rates or 33 to 50 percent which you saw meeting or exceeding state averages across the board over a three-year period dramatic increase in high achievement dramatic reduction in level performance what are we going for next year so we have two or three things on tap right now that will make these results we hope improve even more first of all I have a webinar training with a trainer who's going to be here I'm a lobbyist sorry to be here on October 16 to to pull out sessions with the majority of our teachers on depth of knowledge many people sorry Bloom's taxonomy is a phrase it's been around for decades basically do caves are more common term rather than Bloom's taxonomy it basically says the deal had one two three or four if you

ask the student to put four presidents in the water it's basically recall that's level one if you ask them why this president won the election following that president that's level two they have to analyze if you ask them according to the current economic trends why will this current president be real F they're not reelect 'add they have to predict and apply so it's four levels of thinking each of them a little more application rather than they secrete ball and our staff is being trained in a few weeks then and hope that getting them our teachers we all want assessments that they create to be just a little more focused on higher-level thinking questions and a little less focused on basic recall we'll into the dentist's again we would like to get our math and language

arts interventionist in touch with and targeting students to show that they're struggling right now this week all of our English students all of our math students are taking a Lincoln benchmark those results for the entire school will be available in a week and we can then say the market readiness these highest use the help these six students need help individual classroom teachers as well need to know we'll be struggling to perform at grade level in their classrooms I believe my man temple their same one I mentioned really different slide I apologize the third approach we have is that we are returning to midterms and finals what I'm excited about so well the midterm ring and final does is it allows for greater ownership of the assessment when a teacher gives you a computer ask you

to do a LinkedIn assessment there's this disconnect is you create content I did it so we're now asking teachers at the end of each semester to create common assessments to collaborate more intensely with their co-workers and to create assessments that are meeting the standards that are going to be so those are some things that work that we're working on quickly this is all and knowing being recorded here all of this information has been posted to our website and is available for public review this shows for ninth and tenth the percentage of students at each performance level relative to the state average it reflects that I said before that we are in many instances exceeding the state average this year is the exact same thing for math percentage of our students each of the five levels

sing average for each of the five levels a very important part of cusack news that we dig into our subgroups that we identified trends that need to be remediated that we publicly present on them and that we strive to improve in those areas there is a attendance report that is on our website has all of the subgroup data for three years in every assessment that we give and these are the broad subgroup categories gender ethnicity and race economic disadvantage disability in English language learner and migrants tax I give you just a narrative on some of those discrepancies and how we plan to close that gap our female students perform higher both in language arts and in mammoth not surprisingly mirrors national trends that gap is much greater in English most of the books sold in

America I was listen to a podcast recently that said somewhere about 70% was purchased in America or purchased I'm living a statistically read more and we're trying to change that new to our curriculum this year classes the target male interests mystery suspense and fantasy literature mr. blindness is targeting a specific subject during the voice of demonstrated an interest in and we're also increasing what we allow students to read our choice reading program opens doors to young men who may not be interested in Jane Eyre but might be interested in photography of feline and so by providing that choice we hope we did we can excite students to be more into reading we do not have a large sample size to compare of ethnic disparities however our white students do perform higher that are non-white students

through those targeted benchmark results we can identify students who may be white or maybe non-white and we can target them for improvement and we do have to we have the legal responsibility to evaluate gender race economics and make sure the enrollment in programs access programs and success rates are are equitable so I think a democratic principle of public education economic disadvantage our title one funding demands that we the amount of our hearts and resources to help students who are at a disadvantage but many ways we do this first of all every an accessory allow all students encourage them 10 high level courses we the feed for HD assessments and we support economically disadvantaged students in a variety marecus here is something that I think is going to raise the bar for some of our students

that disabilities challenge biology honors biology college prep a biology college prep B biology special education pull out biology as five levels of biology what we're asking our teachers to do is really uncommon for our best practical and that is to take a portion of the midterm exam and give the exact same component to all five levels especially the pullout section Eve support perhaps the college prep B level needs that have agreed with a more generous curve for the same assessment and then the honors level course needs the bog man that with another portion that's far more rigorous but to be able to look at a comment comment the law says they all are my ology these are the standards this is what you must know this is what we must teach it will be a

challenge but an executive-level to see to what degree can we look at all learners and say here's what I know we can all tap them some better than others but I believe that could have a significant impact on the performance and success of food disabilities we have no migrant students to measure in that subgroup so this is our subgroup performance as you can see it's a lot of information and it is readily available on our website what I gave you was a synopsis and areas of strengths and weaknesses and targets for improvement and that's just kind of a recap of where you're not fully satisfied because every year the pressure rate of the bikeway we don't know how other schools perform so one of the most from a competitive standpoint the most interesting part is

to say how did we do compare to Sparta in order to continue our growth compare I think purposely the state left that unavailable so that you could first say how did High Point do against hundred and down the road not not yet announced they will release to the public all district scores and our report backs you want to have these results impairments our peers encounter you know that was a lot of information many questions on our public presentation of the 2009 team Jala between 0 & 3 yes almost non-existent the simple answer is that your curricular assignment for the day is to be in Rome to go to invest 3 reform if you choose not to engage with the Chromebook certainly you're right you need to have reading materials read you will be pulled out

of class and be brought down to to the retake there are a handful of students whose parents have contacted us and have significant conscientious objections and we don't we're not antagonistic for that but I think our participation rate is above 99% so it's a really small tax equipment when part was visually there was a high percentage it does well to your point still makes the suspect is we still have a number of Sue's who click through this is not a representative of every student's that's pepper is none and we trying to track that because we give feedback on how many seconds or minutes they spend and we know it services and in gears where it's about buying if the classroom teacher says I really care about this and I want to see this grow and

what we're doing is doing another teacher through Lincoln let's go back last year so every single teacher will get here's where your 110 students where when they came to you in language arts here's where every one of them finish can you see some students there where you can get some satisfaction that you really have two levels of a1 to a4 and then say that you will be expected to show improvement and you got some ownership over this it's not your you know you're fired if we don't reach this benchmark but it's you own it and you want to go along with it every other teacher they have that student and there has to be a sense of a reflection that I played a part in that success or if I have two teachers in both

teaching English and CBN the multi-chip section 60 students and one of them every student went up a lot more to bubbles and one of the verbs you did that's where our PLC and our leadership has to go to say this isn't about you're in trouble this is about maybe there's some things you trying to prove so the bigger issue beyond reducing is not a problem but authentic engagement is still frustrating we are pleased with the trends you're not necessarily our first we are not satisfied another very important visual required one presentation and that is the presentation of our 2018-19 harassment intimidation and bullying self-assessment we are required by law every year since that's our loan program to subpoena to Trenton it's been posted on our website since July and this is the mandated presentation the

team that works through this mr. Kevin crafted outstanding job he was engaged most significantly with him business really ground zero for him to this mechanism to most of our kids since beginning as kind of the beginning this burner matter is beginning in the main office and if there is a characteristic to the conflict it could be a him that mr. credit comes in and we investigated as such but I want to thank all those people for their involvement last year I suppose some board members yesterday about our new it's specialist on the agenda this evening and one of the things I said have some evidence today relate that conversation it is not a one-person job so the hidden process goes to the assistant principals and the principal the director of curriculum and the hip specialist

and superintendent health web board there are a lot of hands on back to manage this issue like to point out this very very specifically guided by the legislation and policy policy product platform sue is on our board very quickly gee is it motivated by a distinguishing characteristic so to students here to a fight on the Jets and the Giants could be if there's a significant power distinction it is bullying one has power over the other in some capacity but typically is sexual orientation color race religion ancestry identity expression mental physical sensory disability or other distinguishing characteristic that is the number one thing that separates students how many conflicts to look at not it's a hit ask that occur in school or have an impact on school it must be a substantial disruption meaning that even

if it happen has to be significant it's gotta be some depth to it to be a reasonable person must know that the action is going to have an impact it must create a hostile environment and a very challenging component even if the behavior occurs off-campus of social media on a Friday night if there is a quote Nexus to the school environment we are legally responsible to respond but we're to have the right here so it doesn't mean every time it happens off campus but if it carries over a Monday or if it impacts our students we are legally bound to address that and that's a very difficult line I think mr. Gordon's palace will do a great job of distinguishing where that line is it is in process so whatever reporting seating is the fact

that we must reflect and get better which is something that we ask our students to do our self-assessment looks at programming training curriculum in staff procedures and that's what we leave either there's a 78 point rubric our score this year was 74 out of 78 okay in order to address four of the areas where we did not score a perfect score you see two things right there we have a training on October 16th for all staff LBGT hit of the cyber bullying and suicide prevention our staff have requested more information on how to support students students from diverse backgrounds and students who may be subject to bullying and we want to answer that call to provide them to make them comfortable and capable to to respond we also have an increased awareness of LBGT rights

in our curriculum these thank you so many reference to that this evening we partnered with newsela to make sure that there's a leader - showing students how different aspects of diversity could result in targeting and we want to make it a literacy piece it's actually now a state law that in social studies that LBGT history and the LBGT rights movement being taught so it's being infused in our curriculum and we have a training for the staff those are the two things for Hamilton primarily working on we also have mr. rice attending a three-day training in Monroe New Jersey with - Dave - who's the leading legal adviser probably in the states of s'more PD to help train him he looked at our numbers which have 21 investigations 700 kids last year I would say that

that is a bit of a leveling off and a rather consistent number of what we've had for the past three or four years obviously 2015 16 bit of an outlier but this legislation began a few years before this chart reflects and at first we had I think one year we had 80 investigated because there wasn't clarity as to what was and wasn't so we don't watch 21 investigations and we don't want seven confirmed kids but we have nine hundred adolescents and occasionally their behavior falls into that that category [Music] very important topic and that's our public reasons tonight can I help provide a memorial I question actually but not this terminus but on the data yes so it seems that a high number that is at least the report took place in the classroom and

that concerns me a little bit because I think the whole way I believe was to the classroom was 9 so it's 99 of 21 good to know this less than half was supposed to happen that's high yeah and I guess I'd really just more wanted to kind of let's be aware of it so we can maybe look at and I and I'm glad you said that you know the staff that reached out and said they weren't all overturning and so maybe this PT will help me by but again I don't know how many of those nine were you know it may be out of those nine zero but the fact that that many clean in plaster so if you go both they might mean you're both wasting the in this sense one is the classroom

we hope that doesn't happen to dis relationships to establish I know even though they would respect each other at the same time I'm with you more than anyone else and if we do have a conflict or a challenge or the strained relationship sometimes they come to a head and probably ten years ago those nine classrooms it would have simply been said that we'd offer and teacher just do I took it out a student to student right but the teacher being imminent we're we want to make sure that we trained in our staff that are about how we respond what their rights are and ultimately how to defuse conflict and I agree that's all [Music] they're all raisins to me to be honest I don't think I'll be dismissive to say there are incidents where someone

if it works if someone says the next word they get an investigation right so there are more instances where it's completely unfounded but if a individual school community claims that like I understand yeah so I've been supporting our staff making sure that they know the procedures and hopefully that will make them feel empowered to to function confidently because you feel a bit vulnerable sometimes that you're dealing with childhood management all the time and you feel that there's this weedy weightiness to that conflict which could easily escalate into an accusation and then it gets [Music] and the intra district choice student [Music] job description advisors for psychologists and director of safety security and number six number seven we [Music] authorized special education structured learning experience that is being put in place and we are accepting the

progress does anybody have any questions or comments on the yes [Music] the comments discussion I'm just gonna say presenting to the board and various committees for years he's really knowledgeable thorough has given us a lot of good guidance and information and although he's moving along he's left us in super good stead to know these forms of paperwork's and the processes together great job and I know you he's a fan of the district and I'd like to second that it would first and only do we got the people but I think he's a very credible job and it's a loser and I just want to say congratulations on the opportunities that are now open to mr.
