[snorts] [laughter] Thank you. >> [screaming] >> We now have public comment for agenda items only. The board of education now welcomes the public to comment on the items which are on our agenda tonight. It may not always be possible or appropriate for the board to directly answer questions during the public comment period. Each speaker is allotted a maximum of three minutes to make their statement. No one may speak more than once on the same topic. You are required to give your name and address before speaking. Please keep your comments respectful and non-defamy and maintain the level of decorum appropriate for a public meeting with

minors meeting in the audience. >> Is there anyone from the public that would like to make a comment this evening? [screaming] Seeing that there's no one that would like to make a comment, a recommendation and motion to appoint the board secretary as a temporary chair. Can I have a motion, please? >> Motion. >> Second. >> Are there any questions? >> I just have one question. Point of order clarification. In the event of the um nominations or a tie vote for an officer, what happens then? >> Um I'll I'll answer if I can. Um according to your board policy uh 0152 which talks about the selection of board officers um if there is a tie vote and it's very possible seeing that we have six members right now. Um under the policy you are supposed to

continue voting until you have someone selected. Um the in the event that you cannot select someone tonight um under the statute and per the policy the county superintendent can select or is to select um that officer seat someone to sit in that seat uh in view of the boards uh not being able to uh have a majority. Um, in this circumstance though, it's my understanding that there's another meeting in a week. Um and so to the extent that the board I if there is a situation tonight where we have 33 and we're unable to um select a board officer whether it be president or vice president my suggestion would be that we in view of the statute and in view of your policy which is um it tracks the statute. My suggestion would be that

the administration um give a call over to the county superintendent tomorrow and advise the county superintendent that the board was not able to select whether it's a president or vice president whatever it may be if that's the case [clears throat] and ask um with all due respect the county superintendent to hold off on selecting the board officer again because you have a meeting in a week at which time um a seventh board member may be seated. So that would be my recommendation under the circumstances in the event that you're able unable to come up tonight with either a president or a vice president. >> I hope that >> Thank you. >> Be resolved that the Little Lake Harbor Board of Education to appoint the board secretary as temporary chair to conduct the election of board

president and vice president. Roll call, please. Mr. Felichello. >> Yes. >> Mr. Shone. Yes, >> Mr. Lee. >> Yes, >> Miss Middle. >> Yes, >> Miss Ber. >> Yes, >> Dr. Snder. >> Yes. >> Motion carries. Nomination for president. Recommend a motion to open the floor for board president nominations. May I have a motion? >> Motion. Second. Second. Are there any questions? Resolved by the Little A Harbor Board of Education to open the floor for nominations for board president. All in favor? >> I I >> I would like to make a motion to nominate Chris Vichello for board president. [snorts] Are there any other nominations? No other nominations. The floor is now closed. I have a recommended motion to vote on the nomination of Chris Belichello as board president. Can I [snorts] have a motion?

>> Motion. >> Second. >> Any questions? Resolved by the Little Lake Harbor Board of Education to vote on the nomination of Chris Fichello as board president. Roll call. Mr. Fichello. >> Yes. >> Mr. Shone. >> Yes. >> Mr. Leega. Yes, >> Miss Middle. >> Yes, >> Missain. >> Dr. Snider. >> Yes. >> Motion carries. Mr. President, like [applause] >> [snorts] >> Okay. Thank you very much. Now we will continue with the nomination for vice president. recommend a motion to open the floor for vice president nominations. Can I have a motion? >> Motion to open the floor. >> Second. >> Okay. Any questions? Okay. Resolved by the Lily Harbor Board of Education to open the floor for nominations for board vice president. All in favor? >> I. >> Any opposed? Motion carries. The floor is now

open for vice president nominations. I'd like to make the nomination for Laura Bert. >> Okay. Any other nominations? >> I would like to nominate Christine Snider. >> Thank you. Any other nominations? >> Okay, the floor is now closed. Rec recommend motion to vote on the N. We'll go one at a time. Uh Laura was first. So recommend motion to vote on the nomination of Laura Ber as vice president. Can I have a motion, please? Motion to vote. Second. Are there any questions? Resolved by the Little Harbor Board of Education to vote on a nomination of Laura Ber as board vice president. Roll call, please. Mr. Fichella, abstain. Mr. Shakone. Yes, Mr. Lagga. >> Yes, >> Miss Middle. >> No, >> Miss Ber. >> Yes, >> Dr. Schneider. >> No. >> Okay, the motion does not

carry. recommend a motion to vote on the nomination of Christine Snyder as vice president. Can I have a motion? >> Motion to vote. >> Can I have a second? >> Second. >> Any questions? Resolved by the Little Lake Harvard Board of Education to vote on the nomination of Christine Snider as board vice president. Roll call, please. Mr. Fichello, >> yes. >> Mr. Shone, >> no. >> Mr. Lena, >> abstain. Miss Middle. >> Yes. >> Miss Ber, >> no. >> Dr. Schneider, >> yes. >> Okay. So, the motion does not carry um the situation that uh Adam told us is going to take place now. Is that correct? >> Yes. Under the circumstances, it's my recommendation that um the superintendent notify the county superintendent tomorrow that the board has not selected a vice president and to

ask the county superintendent to withhold taking any action until after the next board meeting. uh at which time if the board cannot select a vice president um it's my uh anticipation that uh the county superintendent will then move to appoint someone as vice president. Okay. Thank you. Everyone understand? All right. Great. All right. Moving on. Recommend motion to adopt code of ethics. Can I have a motion, please? Motion. Can I have a second? >> Second. >> Any questions? All right. As a group, we will now read the code of ethics one letter at a time. I will begin. Resolved by the Little Harbor Arbor Board of Education to adopt the following 18A12-24.1 code of ethics for school board members. All together, if we can kind of read this together. I will uphold and enforce all

laws, state board rules and regulations and court orders pertaining to schools. Desired changes should be brought about only through legal and ethical procedures. I will make decisions in terms of the educational welfare of children and will seek to develop and maintain public schools which meet the individual needs of all children regardless of their ability, race, creed, sex, or social standing. I will confine my board action to policym planning and appraisal and I will help to frame policies and plans only after the board has consulted those who will be affected by them. I will carry out my responsibility not to administer the schools but together with my fellow board members to see that they are wellrun. I will recognize that authority rests with the board of education and will make no personal promises nor take any

private action which may compromise the board. [snorts] I will refuse to surrender my independent judgment to special interests or partisan political groups or to use the schools for personal gain or the gain of friends. I will hold confidential all matters pertaining to the schools which if disclosed would needlessly injure individuals or the schools. But in all other matters I will provide accurate information and in concert with my fellow board members interpret to the staff the aspirations of the community for its schools. I will [snorts] vote to appoint the best qualified personnel available after consideration of the recommendation of the chief administrative officer. I will support and protect school personnel and proper performance of their duties and I will refer all complaints to the chief administration officer and will act such complaints at public meetings only

after failure of an administrative solution. Roll call, please. >> Mr. Fichello, >> yes. >> Mr. Shone, >> yes. >> Mr. Lee, >> yes. >> Miss Middle, >> yes. >> Miss Ber, >> yes. >> Dr. Snder, >> yes. >> Motion carries. >> Okay, great. On to board work session. Discussion of 2026 board meeting dates. Are you looking for feedback? >> Yeah. So, um, option A and option B, there were options provided to us. Would like some feedback from you guys. What are your thoughts? >> I'm just going to request that we we can begin all meetings at 6 p.m. um including the one next week just to be consistent with the schedule and based on um things we have going on tomorrow. It's really difficult to make it here by 6:30. I don't know if anyone

else feels the same. I'm in the same mood >> and unfortunately especially given the circumstances of what's going to be discussed next week during executive session it means that many of us or those of us who cannot attend will have to abstain and I think it's important especially [clears throat] but it's important especially for the new board members to be um apprised of those things that don't often happen and have that experience. So I'm going to ask that we push that to six o'clock next week. >> Okay. And does anybody else feel 6:00 is good for them or >> 6 works for me. >> I'm fine with either. >> 5:30 will be a struggle for me. That gives me maybe 45 minutes to get my children in order for >> Okay, Laura. >> Okay. Either

one is good for me. >> Okay. >> All right. So, going forward, all of our meetings will be at 6:00 or later. Now we have to discuss this is where we discussed board of a whole and those all right so in the previous meetings we've discussed committee versus board of a whole um option B is with the work session so for those of you at home um what we want to do and I'll open to the floor for discussion is switch to a board of a whole meaning we have two meetings a month as a group the first meeting would be intended to do uh be called a work session officially be a work session session where we would go through the agenda line by line, ask questions um and get feedback from the superintendent

and the business administrator and we literally go through line by line over the agenda but we do not take action that night. Um it's more of anformational session that we can all be on the same page. We can hear each other's points of view on certain items. Uh this is different than board with committees um where a lot of times there's two or three board members and a member of the administration and they focus on a specific topic. Um this would be where the entire board discusses what's on the agenda. It's open for the public to hear and it's really something that we want to try because we want to have as much information on every topic possible so we can make good decisions. So with that said, that means we have to have at

least two meetings a month. And option B with the work sessions uh lays that out. So for example, in February, if we were to have a board work session, the first work session would be Tuesday, February 3rd, that the regular work sess regular session would be exactly one week later, the following Tuesday. How does everybody feel about that? >> I'm fine with it. Can I can I just ask a question? >> Sure. >> For my usual um how would this work for budget? Like will we still have a separate budget committee because there's a little more intricacies with that like in the spring session. >> That was the complaint of the board though. Some of the members wanted that public. >> I guess will we have those meeting separate because those are quite detailed. You

know what I mean? like will we add additional because that's what we did wound up doing last year was we had to add um >> this is where I guess we have to make a decision as a board can we have a specific finance ad hoc committee yes but I know we're trying to get everybody on the same page with all the information received at the same time so as a board we can uh discuss next you know we can think about it >> I guess I guess I'm just asking well we Can we have an extra an extra work session for the budget? Cuz that's going to that's going to be too intricate to discuss during uh a regular board work session. And then my second question is um will this be virtual or

in person? >> Yes. So good question. Uh the thought was the board work session itself would be virtual. So we would send out a link to all the board members. um I believe it would be public as well that anyone that wants to sign on can watch us do the board work session virtually. Again, we're not taking a vote. The plan is not to take a vote in that night. Uh but just to do the nitty-gritty work of being a school board member, going line by line through the agenda, asking questions, and getting information all at the same time. So, the first the board work session would be virtual. The regular session would be voting in person. Does anybody have issues with that? >> So each of those sessions will be public. Um does anybody

have any issues with that? >> So one is going to be virtual, one is going to be >> in person in the first. Correct. >> First one's always going to be virtual. Correct. >> Correct. >> So >> anytime you see board work session at this point will be virtual. >> Regular session will be in person. So, it's my understanding that if it's virtual, we don't have to uh live stream it because that could be rather confusing getting everybody on at different points in time. We don't have to live stream it, but we have to record it. >> Okay. So, here's my take on this. You certainly can operate as a committee of the whole, meaning all board members participate in all quoteunquote committees, right? Um the issue is that since all board members will be

participating, that's a quorum. So it's really a public board meeting. To make it a public board meeting, you also have to have public participation. So you have to have an the ability for members of the public to watch in real time and weigh in in real time as members of the public. So it couldn't be it can be recorded, but it must it must be um in and done in a way that members of the public have instantaneous real-time access to that which is um being discussed and also have the ability to participate in the appropriate section. >> I just wondered about the technology the technicality of all that. >> We we have done it during 2020. >> It would be it would be a Zoom meeting. >> Yeah, we've done it and I think

we had a phone number where people could call in if they had questions and they could ask questions that way. >> Um as long as it works. Yeah, >> it has worked in the past. >> Yeah. Does it have to be recorded? If you go virtual and it's live, do you have to physically record it still? >> My understanding without doing any further research is no. Only because boards are not required to record their meetings at all. >> That's what I >> So, yeah. >> Okay. Thank you. >> If it's on Zoom, >> we we have a a history of having it live on YouTube. Will it automatically be uploaded simultaneously or it's on the Zoom? I guess not right. >> I would have to check into that but if it's not it wouldn't be

simultaneous once the meeting is concluded then you upload it to the front. >> So I have experience with Zoom. So basically you can record it in most cases. You can record it to the cloud or you can record it to your hard drive. In my experience it's been better to record it to your high hard drive than the cloud. It's only valid there for 6 months. So at that point you have to transfer them over but there is a way to do it and you can get access codes so people can watch the zoom link as well. >> Okay. So then the options before us are once a month which is option A uh which was sort of the old way of doing things or option B having a work session. The first work session

is virtual. A week later we have the in-person voting session. What committees will we still retain if we do option B? >> We still need personnel, right? >> I think personnel has to be Yeah. >> Carl Sh said. So >> my recommendation would be um that for negotiations that you have a committee um only because you need to be somewhat nimble in your schedule, the ability to schedule when it comes to negotiations um with the different agreements. So, I would recommend that you have a separate negotiations committee. Um, and then with regard to anything that needs a quick decision, which really there isn't, you know, in terms of personnel, there's nothing that can't wait. Also, the superintendent has the ability, I'm sure, in between meetings to to hire and or terminate. So, I would say

that personnel is probably okay to be a committee of the whole. Um, I would suggest the negotiations just for purposes of scheduling and all that. It's harder to get seven people together. >> I I thought that New Jersey school boards expounded upon having personnel committees. >> Well, yeah. Yes. But to the extent that the board has one, you know, it's up to the board of whether or not they want >> It's a new one. We didn't have in the past. This is just a recent >> Yeah. I I I have a lot of boards that I believe don't have that. >> Okay. Does that answer your question or yes? Okay. Any other questions? Tiffany, you have any questions? >> Okay. Uh, so recommend a motion. >> All right. Board work session. Choose option A or

B. I'm going to go through both. Resolved by the Little A Car Board of Education to designate the regular monthly meeting of the board to be held as scheduled as below. Option A, the meetings will begin with executive session followed by public session as per the schedule. Can I have a motion? >> This is voting on just A. >> This is just A. This is yes or no. >> Motion to vote on A. >> Can I have a second? >> Second. >> Any questions? Okay. Can I have a roll call, please? Mr. Fichella? >> No. Mr. Shone? Yes, >> Mr. Deega. >> No, >> Miss Middle. >> No, >> Miss Zerver. >> Yes, >> Dr. Steiner. >> No. >> Motion [snorts] fails. >> Okay. Option B, the one with the work session and the regular

session. Can I have a motion, please? >> Motion to vote on option B. Can I have a second? >> Second. >> Any questions? [snorts] >> Roll call, please. Mr. Fanchello, >> yes. >> Mr. Shakone, >> yes. >> Mr. Lee, >> yes. >> Miss Littleton, >> yes. >> Miss, >> no. >> Dr. Snider, >> yes. >> Motion carries. Thank you. >> And you'll post the new schedule for the public to see and we'll work out the details with the Zoom >> and we'll adopt a new schedule at the next meeting. [snorts] All right. Public participation in board meeting policy. Recommend motion to approve public participation in board meeting policy items A through E. Can I have a motion, please? Uh, can we do anything to adjust the three minutes? >> Well, let me um let's get

to it first and then there's a part where I say any questions. >> Uh, can I have a motion? >> Motion. >> Second. >> Okay. >> Are there any questions? Greg, >> is there anything we can do to adjust the three minutes? I feel like it's not enough time for people to really get their full thoughts out. Even when it came to like budget season and we have teachers up here and they have to pass around a statement versus being able to to you know read it. Um I feel that it's very important to give somebody that they need and respect to make it through their statement. I know there has to be uh some kind of time cut off. I I just don't know if 3 minutes is enough time to to make a

public statement. >> What do you guys think? I know it's our policy currently to do that. We'd have to change the policy. 0167. >> Yeah. I mean, I'd say five. Do you fine fine with five minutes? >> I think five minutes is is >> some districts have signins and that you have to sign in also before if you know that you're going to speak in the meeting. Like some of those are things that you could add to the policy also if you wanted to. Um but I don't think we ever have that many people speaking unless maybe it's what, three or four times a year. >> Yeah. I'm fine with it. >> And I think if we anticipate a huge crowd, we could revise that at that time, right? The board has the purview to

change it. >> I mean, even if it's a large crowd, then we just run late. I mean, if the people want if the public wants to get involved, let's get them involved. I mean, that's how I look at it. >> The other thing, just for what it's worth, the board can always vote to suspend its policies. So if you have a night where it's a hot issue that you want to have everybody from the public, you know, as as much as they want to talk because it's important that the public, you know, has a dialogue, you certainly can vote to suspend your policy and allow, you know, for that night five minutes or whatever it is that you want to do. >> That's good to know. And >> also, one of the things I've always

wanted to do, and I'm throw it out there, um, you know, I I spoke one time in in the public session and completely lost track of time. Uh, maybe there's something that we could do up on the screen, some kind of clock, just so not to force people to u hurry up, but to just give them an idea of how much time they have left so they can make sure to get everything out uh that they want to say. I know with me, I got halfway through my thing and my three minutes was up. So, I don't know. What are your thoughts on that? >> I mean, you can even put a little clock or something right there, a little stopwatch, whatever. You know, that didn't hit. Okay, you're on. You're good to go. >>

That's a good idea. >> Yeah, something right there. Yeah, exactly. and >> and reset and you know have I don't want a phone call somebody there to actually press the button digital display for >> Exactly. >> Is everybody okay with that? >> Yeah. >> Yes. >> Okay. Any other questions? All right. Seeing none. Roll call, please. Mr. Vichello, yes. Mr. Shone, >> yes. >> Mr. Lee, >> yes. >> Miss Middle, >> yes. >> Mr. Server, >> yes. >> Dr. Steiner, >> yes. >> Motion carries. >> Thank you. Can I please make a motion to recommend motion to approve items 15 through 24? Can I please have a motion? >> Motion. Have a second. >> Second. >> Thank you. Are there any questions? I know we had talked about previously potentially having someone come in to

review the bills list before it's um printed. Did you decide to move forward with that or that's not something that's being decided yet? >> Do you need a board member? Yes. Sorry. >> I know that's what that's positive. Yeah, that's what I'm >> That's just a schedule to work out. >> Yeah, that's just I didn't know anything. >> No. Okay. >> Any other questions? >> Roll call, please. Mr. Fanchello. >> Yes. >> Mr. Yes, >> Mr. Lee. >> Yes. >> Much? >> Yes. >> Miss? >> Yes. >> Dr. Snider? >> I'm sorry. Um, what number was this up to? >> 244. >> Um, so for number 20, who did we designate as our individual school boards representative? >> Oh, we totally forgot to volunteer for that. Sorry. >> I'm willing to I'm willing to serve

again if I >> Yeah, that's fine. Maybe we can wait till our next board member is on there and then we can >> So then we have to vote for moving that >> table. Yes. >> And then anyone else that wants to look into it a little bit more time >> or maybe you can describe what it is in case another board member would like to do. >> I believe it's only two meetings a year. It's not that much of a commitment, but they are on Saturdays, Saturday mornings, and it can be lengthy. And it provides one voting member per board of education to participate in the whole state uh New Jersey state board. And what they do is they recommend resolutions and they often go into statute and DOE um recommendations, you know, down

the pike. It's not set in stone, but they they're pretty effective at affecting the whole New Jersey Department of Ed. So, as a board, we could even come up with a resolution and I could present it and the whole I mean, there's a couple hundred people at least there, 250 people probably, and they vote on it if the board. >> Do they have their scheduled meetings already? Do we know when they're at? >> I don't know when the new ones are now because I missed I missed the last one in December. Yeah, maybe we can find out before the next meeting so people can check their calendars and see if >> it's probably on the New Jersey school board's >> Okay. >> web page. >> A delegate to the district assembly. >> Oh, no. They're

in person. Yeah, you have to have a clicker and you have to vote. >> Very official. >> Yes, we're going to table that one >> till next month. >> Next week. Thank you. >> All right. So, every item on there except for that one. Roll call, please. >> Mr. Fichello, >> yes. Mr. Shone, >> yes. >> Mr. Lee, >> yes. >> Miss Middle, >> yes. >> Mr. >> Yes. >> Dr. Snder, >> yes. >> Motion carries. All right. Thank you. Public comment. The floor is now open to the members of the public. The board of education recognizes the value of public comment on educational issues. The board requests that each statement made by a participant is limited to 3 minutes as cited in policy number 0167. There is a sign in sheet located on the

podium. Please sign in before you speak. All right. Seeing none adjournment. Can I please have a motion to adjourn the meeting? >> Motion to adjourn. Second. All right. here by resolved by the Little Lake Harbor Board of Education to adjourn the meeting at 8 6:53 p.m. All in favor? >> I do want to announce the next meeting. >> Yes.
