002I have a motion promotion and I have a second are there any questions [Music] Mr filicello yes Miss Moore yes Mr Barry yes Ms lesnock yes msorber yes Dr Schneider yes promotion carries great moving on to board presentations first we have George J Mitchell building highlights students of the month okay [Music] thank you good evening so I'd like to welcome up our second grade readers this month Aubry Jesse and Gianna you can come on up each group is very unique to work with and this was one of my most unique groups they had a lot to say about our highlights they changed them up they personalize them and they made it their own we had a lot of fun and we laughed a lot from my office so I'm very excited to have you here

003the highlights of the month this month all right [Music] thank you good evening I'm Aubrey I am Jesse we are secret season College from the Middle School we have an assembledon now [Music] and hard to see but look very thick when you put them on a penguin on April 4th we blew bubbles for autism students were red blue or yellow to support raising raising awareness about autism we also met in the fields where we blew where we made a big circle and the blue bubbles bubbles stand for Hope joy and laughter we wanted to share that with families in our community with different forms of autism we held our spring varieties are large what fit princesses in the classrooms already classes participated in the headphones [Music] it's great to see our classmates so excited about

004reading I can't wait to get another dog man book to add to my collection I can't wait to look for more inflatable books I am excited to get more closer at my Bible we all have Arbor Day celebration on April 20th we have some closure contests the theme of this year the Mysteries are terrific in all states the winner took the Cotton Festival this month has been scooter I think during our PE class we have been having so much fun working jobs riding around the towns and going under tunnels that has been created we also can we can also make a pit stop and play Connect Four or jump on the trampoline the character trait for April is empathy and acceptance acceptance understanding and celebrating the each that each person is different and unique when

005we show acceptance we make other people feel valuable and love from God has several differences acceptance can be shown by spending time with people differently including everyone being respectful and kind and learning about others thank you for having us tonight oh it's pretty strong all day long [Applause] I'm so proud of that excellent job and you guys were terrific tonight so proud of you all right so on to our students of the month all right from kindergarten our studio oh I'm sorry our character trait was fairness so from kindergarten I'd like to announce brain Bonner and this Nina wrote grin embodies the true meaning of fairness she is a leader in the classroom she helps and encourages her classmates to do their best and she is respectful and has a true love of learning bring

006does her best to include everyone and encourages children to join in she always has a smile on her face and I'm lucky to have her in my class congratulations [Applause] from first grade Miss Morgan's class listen taplia here okay well I'll read what Miss Morgan said about her Lisa is a model student and friend she is behind Fair polite and always tries her best she comes to class with a smile and models positive behavior for everyone else to say she loves to learn and works well both individually and within a group she is doing great things congratulations [Music] also in first grade Miss Roscoe's class Angel Rivera [Music] the angel is a pleasure to have in class he is an amazing friend who always tries to include everyone he enjoys cheering on his peers helping

007his peers and sharing with his peers he is caring kind and respectful congratulations thank you [Applause] and in second grade our student of the month is from Miss slick and Miss Rizzo's room Autumn Busby Autumn is an absolute pleasure to have in class she is not only a wonderful student who always tries her best and is eager to learn but is also a role model for her classmates she is kind and fair with her peers and respectful to all adults we look forward to seeing her smile every day congratulations autumn [Applause] thank you [Music] Jesus [Music] thank you foreign [Music] student council the April activities included our fourth and fifth grade students finish up the Heroes and Cool Kids program with Pinelands Junior High School leadership students we celebrated with spring parties our fourth graders

008had two days of tuckered and Seaport visits they got to see all kinds of activities basket weaving local creators music and more fifth and sixth grade added Internet safety assembly and the parents had a chance to come and see because the presentation as well hi my name is Chelsea Marion I am the Secretary of student council make teacher night is back tonight our teachers are ready to serve you from 4 8 tonight stop by after the board meeting Premiere bring your child to another day is tomorrow Friday is our third grade recorder concert coming next week is Teacher Appreciation Week from 5155 and also Harbor drama production Pirates fascinating students will get to see the production in school and families can come at night to see the chef thank you student government we are going

009to start our students of the month off with Mr bohikio selection this month was raelyn Forest montreala [Applause] here's what Mr bocikio had to say raylen is the best I love that as a student friend and child she is silly hardworking and caring it is impossible not to like her I am so lucky to have her in my class I will miss her when she moves on to fourth grade but I have no doubt she will visit me and immediately improve my mood so congratulations and in fourth grade from Miss purchase class we have Stephen gerberidge Stephen come on up that's okay I will read what Miss percio had to say Stephen is an amazing young man and student he is so conscientious when it comes to his schoolwork you perseveres through hard work and

010never gives up he is always caring and kind to his classmates and adults never failing to lend a helping hand he has a great attitude and loves to share in class Stephen is a pleasure to spend the day with he makes a smile each day and keep up the amazing work and attitudes to you so congratulations to Stephen our next student I know he's here Mr Michael Garcia come on up Michael has shown Improvement in many areas over the past few months especially in his academics Michael is very proud of his work and loves to share his accomplishments with his teachers Michael can be friendly outgoing towards the staff and his peers he is always willing to try and help his friends and push them to make a better choice I am so proud of

011Michael and his progress this year great job Michael yep [Applause] [Music] here's what they had to say about leonorak Miss Parker and Mr Cola selected Leonor McAvoy as student of the month of March Leonor is a model student who transitions between three classes of specials and lunch with poise and respect we look forward to our morning greeting our helpfulness participation and hard-working attitude me and work can be observed as in focused student who is always attentive she is always willing to land a hand and supported friend and Leonor is a wonderful and thoughtful friend and student she draws pictures and cards throughout the school year she is responsible and trustworthy and well-deserving of students so congratulations and our last student of the month from Miss Gallagher's home room and the green team we have William

012Barlow Billy Marlow is an organized well-rounded student with kind heart he's been working hard this trimester and even made the Honor Roll he gets along well with his peers and he's always willing to help out his teachers he's a great role model a hard worker and we are proud to have him represent the green team so congratulations to Billy thank you yeah [Music] one word [Music] this year is Miss Rosemary Davis is Miss Davis here so real quick um this month's volunteer of the month is one of our mentors we have community members that come and work with some of our students individually in the media center usually during lunch and recess they'll play games with them they'll read and they really are a fantastic resource for some of our students so miss Mobis who

013is our media center clerk she recommended Rosemary Davis and this is what she had to say about Rosemary Rosemary is a ray of sunshine she always comes in with a smile on her face that warms the room she is always willing to help if needed and she never says no it's very rewarding to have her as a mentor so thank you Rosemary and we will get her her certificate thank you very much thank you okay if any of the parents or children would like to leave at this point I'm more than welcome to otherwise you're welcome to stay for the budget presentation which is coming up right next um so please grab a cookie for me please thank you [Music] um [Music] um [Music] okay all right we're now moving on to the budget public

014hearing presentations by Mr Green our Sylvia [Music] everybody wants a copy of the book presentation [Music] okay welcome to the uh public hearing is a budget presentation it was a Little Egg Harbor School District this is for the 23-24 school budget that will begin on July 1st [Music] I want to start out by giving a thanks to the board budget committee Dr Snyder or president Laura erber the board vice president and Chris ilichello a new board member a lot of hours go in to uh to being on the board committee a lot of review of a lot of documents and a lot of times been and so we thank you for your support and the time that you uh spent [Music] just like to also give thanks to the rest of the board who are

015listed here on our March 21st meeting the full board supported the budget and the administration is very appreciative of that again I want to extend an invitation to anybody who was not on the committee if you do want to look at any of the budget documentation if you want to go through any of it just as the committee did feel free to contact me make an appointment and even we can go over anything you want answer any questions you have [Music] we thank you for your support [Music] okay so uh we want to review the budget process what what happens during the uh during the creation of the school budget starting in October or November sometime around that time we begin gathering information for input through the district software we gather information from the principals

016the directors facilities manager transportation department all different departments submit information regarding their area of the budget at the same time central office is also uh reviewing and inputting all the Personnel items which is the biggest portion of the bucket [Music] and sometimes well this year was in January the budgets are reviewed by the business office and uh every little line is looked at every line is reviewed to try to make sure that there's everything is in the budget that should be in the budget and anything that shouldn't be in the budget is not in the budget on the budgets are viewed by the superintendent and the board committee members throughout February March lots of questions are asked I hope that the answers are given [Music] and then we come to the March 14th meeting last

017month where we had a similar almost similar budget presentation and the board voted on the initial adoption of the budget then a week later we bring the budget down to the county superintendent's office which is just an extension of the State Department of Education and the state has to review our budget in detail lots of documents have to be brought down after the review with the county superintendent I'm happy to say that they had no recommendations for any changes in the budget financially so the budget that was adopted by the board on March 14th was accepted 100 by the State Department of Education with no changes and that brings us to the public hearing tonight and the final adoption of the budget the board members will vote tonight on the same budget the exact same

018budget that was presented on March 14th and also approved by the county office on March 21st okay so this is a quick budget summary particularly in revenues of 24 million dollars 24.8 billion dollars we're taking from our own maintenance Reserve ninety six thousand dollars and change from our own capital reserve of 320 000 in change and the budgeted fund balance that's basically the district's uh Reserve account using 3.1 3.1 million dollars from budgeted fund uh towards the budget from our fund balance gives us a total revenue of 24.8 million dollars and that also matches the expenditures of 28.4 million dollars we have a balanced budget it's educationally focused okay some of the details regarding maintenance and capital projects last year we had to get rid of a pickup truck or this year we had to

019get rid of a pickup truck basically the frame fell apart if someone's no longer uh no longer able to be used it was basically obsolete so we're going to get a new pickup truck and that's going to help with in-house snow removal it's a lot cheaper to do snow removal in-house than it is if you get a contractor we're also replacing a scissor lift for the obsolete scissor lift that we have the scissor lift we have is uh it's just not safe anymore and you see up in this ceiling when you have to replace one of these lights you definitely need a scissor lift to get up there you know what I'm making stuff going up on a rickety old scissor lift and uh make sure we have safety card and then you know it's

020in this building and also in the other building we also have an OSHA safety label printer that we're going to purchase um if you've seen those on the wall over there the suddenly black and yellow caution signs things of that nature can be printed with the OSHA label printer it's cheaper to have them printed in-house than it would be to go to a contract and to a printer outside [Music] obtain the sign every time we need to run around the districts [Music] and for capital projects we're installing a surge protector on all the main electrical panels district-wide that's a recommendation from the insurance company and we are also installing two HVAC units number number two and number eight at the George Mitchell School that will give us a total capital reserve a budget of 320

021000. 836 dollars so from the revenues to be part of the budget is how much money is going to be coming from the taxpayers in the state of New Jersey there's a limit as to how much you can raise the taxes without going out to a public vote that maximum is two percent the district is going to go up to that two percent 269 652 dollars the total tax levy from the taxpayers will be 13 million 752 244 dollars [Music] one of the challenges this year uh was a loss in revenue of state aid that was a little bit shocking when the stadium figures came out the district lost 429 thousand dollars over the previous year it's a big hit that's a lot of money to the district fortunately we have enough in reserves and

022uh it's a very focused budget and we're able to still balance the budget even though we took a loss on the state of 429 thousand dollars [Music] so the educational highlights to point out in this budget uh [Music] curriculum in math called Ready mathematics [Music] foreign excited about it we also have continuing the phonics program called fundations and we also have a curriculum called IXL and this is for English language arts and math programs [Music] okay [Music] here's a very important aspect of the budget tax levy impact on the taxpayers [Music] okay so we have the latest figures from the 40 the County Board of Taxation the latest assessed values and with that calculation the average assessed value of a home in Little Egg Harbor is 201 793 dollars I'm at a house valued at

023the average assessed value property tax will be going up twelve dollars from the previous year and that's on the average households and the average household will be asked to contribute 1170 for the school district we look that's right in the center [Music] pull the figures [Music] and now if anybody has any questions more than happy to answer yeah [Music] what year was the truck that you're getting rid of it now since it was about 16 years old was it uh so he was 16 years old okay to set the it's not there yeah it was I think it was 16 years old I think it was a 2000 2007. I got it okay [Music] it wasn't worth the road work it was completely rough okay cool [Music] you want to buy it I think he's

024gonna give us a free one yeah okay [Music] I have a question [Music] of the supplementary 283 000 so I'm going to say can you just enjoy that yeah okay so in response to the loss of the state aid uh the state has come out with a new round of a new Aid or a second round of eight called stabilization Aid uh the Little League Harbor School District was allotted 283 441 dollars that application is due on May 1st we're almost certain what we're going to get for it um [Music] um we were informed by the county office that that should not be part of this budget presentation officially okay however that money does go into the 2324 budget and can be used appropriately [Applause] um there's guidance as to what you should be using

025it for and that guidance is that you should not be using it for any recurring expenses because they're and basically the telling you is that we're giving it to you now we're not giving it to you again that's the that's the message they said okay and just one more question um a Little Egg Harbor I mean this district is what percentage of the tax base for like Harbor Residence I know we take the other District okay so are we about 0.59 yeah five eight so a wonderful tax rate yeah uh it is [Music] thank you the tax rate for 22 for the 23-24 budget is 0.58 thank you sure any other questions here so we can all hear the folks at home what was the reason that the state took back so much funding from

026you the area that they took back from Wisconsin date so when the new funding formula came out in 2008 adjustment need was designed to give districts and make sure that no District lost a lot of money with the new funding performance and that was back in 2008 and that was called adjustment age that was part of the whole stadium program and what they said was that they were going to phase that out over a few years little by little to make sure that districts didn't get hurt all at once Unfortunately they never did that they just continued to give the adjustment Aid as as much as they did the previous year this is the year they finally decided that that's it we're gonna we're catching alcohol at once and they did it all at one

027time okay thank you we're getting some of it back into form of stabilization okay let's come up [Music] um how to say your name and address oh yes uh to his email uh going through the Thomas Ave West Street uh I just had a question about the budget is this going to the uh the the property tax thing because all that renters or just property owners [Music] if you would just like just get in your name and address so that we haven't heard 15 remember Crest Drive little white barbers does anyone else have any other questions about the budget okay if none that closes our discussion on the um the public budget hearing for uh the 2023-2024 school year um I'm just going to check to see if the auditor uh Mr Garcia afford Scott

028and Associates this year which I do not see him if you don't want to be looking at my phone he might have texted me to tell me where he's going to be here but he wasn't gonna he wasn't going to be here until after 6 30. let me see if you texted me to uh some cities along the way okay here's his message at 7 pm he's not on the road yet and he's an hour away so now we skip them but we can we can come back to that [Music] um he said he said he's on the road now I know he says I'm not on the road yet [Music] so [Music] um yeah that's fine that's fine yes okay okay and moving on to the report of a superintendent thank you thank you

029I actually have a couple of things so as our sixth grader said tomorrow is take your child to work they were looking forward to that seeing a bunch of new faces around our schools and then um lastly and I don't want to see a doctor Snyder's Thunder but I just want to mention we had a student I'm sure you're going to mention pass and then we also had a staff member recently Miss Courtney right so our hearts have been exposed to their families okay um at this time I'd like to make a motion that we entered into executive session you have a motion promotion you have a second second matters involving Personnel returning client Communications um approximate time [Music] 45. 45 minutes approximately it will return and then and then we take it after we

030returned so when we return that's when we'll have residence form and that's where you can speak on agenda items so if it's something listed in the agenda in that packet that I had Mr okay [Music] um it depends on what you're speaking on so in Residence Forum that will be when we come back it's not on the agenda so it'll be the second president [Music] is approximately 45 minutes [Music] um [Music] okay so if you don't agree one of these things [Music] foreign [Music] to comment on any educational issue or School matter of community interests once again each speaker is a lot of the maximum of three minutes to make their statement no no one may speak more than once on the same topic and you are required to your name and address before speaking

031would anyone like to speak [Music] all right I have in my possession a list of over 30 children in future books uh for ages three through eight on transgender ideology and gender identity found in our local library I wish to know any of these similar books which I'm going to give to you or other materials related to this issue exist in the school libraries or the classrooms however present you with copy of my list and my request following meeting I do not believe in banning books I believe in free speech what are children I believe and what I'm concerned about what our children are exposed to in school one of the books I found in our library is called what are your words book about pronouns this book instructs children how to replace their biological

032sex a boy or a girl with an infinite number of gender pronouns the child selects a pronoun they feel physically or emotionally attracted to now we're talking about three to five-year-olds okay when children are being taught in schools that if they do not feel feel like a boy or a girl then maybe may be transgender so the child that means alternate pronouns like they or them rather than he or she there's over 70 or more different gender pronoun identities one that I find fascinating is called non-self pronoun which the child can actually identify as an animal or a fantasy figure we are actually creating children with multiple personalities I mean I'm talking about three to five six-year-olds has anybody stopped to ask what are they asking our children to do and why I believe as

033many others do this bizarre use of language or expression talk to very young children it fuels what's called identity confusion [Music] normal child as it conflicts with their biological reality what do I mean by normal child those children that are not preoccupied or their sexual identity throughout the day they know who and what they are now there is a condition that is called gender dysphoria and that is a real condition medical condition and we should have been passionate and provide support for those people diagnosed with acquisition but actually how many of those cases exist in this country less than one percent one percent of children or persons diagnosed with gender dysphoria according to the diagnostic system of mental disorders so tell me how and why was this minority group able to infiltrate our schools libraries

034businesses and Society with its controversial and radical new vocabulary because actually what this is is a new type of vocabulary and actually he has a chance to my time is up then I come back to speak more are you kidding nope I gotcha can you can you please write your name then and write the name address [Music] yeah really 20 seconds left [Music] obviously no no we just want to know that this stuff is in ourselves we just want to know I'm writing I'm writing we want to know if it's in our scope that's all we want to know so can anybody answer that question my question was did you did you divulge where you found that did you say that Public Library the public library not the school library right we wanted to that's

035why we're asking is it here too that's what we want to know is this just a comment section once the comment section is closed someone is able to answer that question for you if not if not we'll get back to her oh [Music] would anyone else like to speak hi my name is Nora Maloney 865 Newton Town Road and in my 15 years in our district teaching three to five year olds I have not taught anything that you say we are teaching our children yes you did yes she did no U.S she said we are teaching our three to five year old new identity and we are not that is misinformation we are teaching the state standards we are highly effective highly professional Highly Educated teachers teaching the state standards with love and compassion to

036the children of our community [Music] that's all I love it thank you would anyone else like to speak [Music] okay so yes there's no one that closes out our public comments section uh we have answers to that I do I do not so I was contacted by a reporter recently um he had explained to me today that you contacted him about this evening coming here and I did a little research myself I was able to find this book that you mentioned so I did go into our libraries we did not have this book we do not have any books like this if you were to call the school at any time and give a list of the names we could have researched this for you you could have had a conversation with the principals with

037myself with our curriculum director all of our curriculum also is online it's on the website so the books and the resources that they use in the classrooms can be found online and then the books that are in the libraries is in a different database however we do not have any books of this nature in our libraries it's like home and asked about yeah [Music] okay can we uh have a roll call vote on relationship to enter into executive session [Music] yeah [Music] Mr fellow yes yes [Music] okay moving on to your board work session um I just wanted to again mention um on the ground through the districts barely sadly lost way too young um and it's just my thoughts and prayers go out to all of his family and his classmates um also um

038everyone please remember to do your school ethics disclosure should everybody need it Dr Steiner just today the last person filled out the ethics disclosure for so they are 100 complete it might have been me actually I don't know [Music] um also to um we're gonna be coming up on the CSA evaluation that people are going to be uploading those documents for us so I went on today to start it and there was a board member's name listed that is conflicted so I emailed the help center they have to remove that name first and then I can start it okay all right thank you and then we also too if anyone's interested um kind of goes in line with our product rules training that we had of board members working together we could do um a

039board self-evaluation um and that's a good thing to do in advance and that we can discuss during our board retreat in the summer so I do ask that you guys consider doing that and we'll be checking out some timelines with that as well and that is all I have at the moment um oh sorry I apologize okay all right uh president's Forum agenda items only the Board of Education now welcomes the public to comment on the items which are on our agenda tonight community members should first try to resolve their concerns by speaking directly to school administrators before bringing those concerns to the board it may not let us be possible or appropriate for New York to directly answered questions during the public comment period each speaker is allowed to maximum three minutes to make

050than likely [Music] I would like to just speak Browning down I did just go and represent the ward [Music] I'm so glad I went to that service there as well and the grandparents having met him the first time they were so gracious and well speaking of our district and they thanked the little Lake Harbor school district for being a positive force that makes life I'm proud to be on the board that we would hear that at somebody's funeral and they asked to also for prayer and that people keep sharing memories about this wonderful service I just want to say at the Administrative Professionals today um thanks to all of our Administrative Professionals to keep the district moving us today and then also there was an employee who passed away and I'm your sister I know

051her sister very well so she asked that I that I bring this she recently passed away she worked with the ACC her name was Courtney Moritz she fought hard for her for her life for several weeks so from the family to Courtney loved working at the ACC she loved all of her co-workers and those sweet children very much she also wore a huge smile and had an infectious laugh as my cousin said she was a collector of hearts to know her was to love her she was a joy her work in special education preschool was her passion she really loved what she did and she loved every student that she had thank you for allowing her to fulfill her dream at the DCC please keep your husband and her baby girl Ariella and her parents
