More of a comment than a question. We just passed a $121 million budget and in nowhere

006was there to add this particular position. I don't think this position is needed. I think that the board should really revisit when we just make these decisions based on, I know we have professionals here. I know we rely on our superintendent and her staff to give us recommendations. I do not think we need a custodial supervisor. I'd rather not spend that money on that. It's not just the salary that's concerned. It's the fringe benefits that comes with it. We do have people who are in charge of our custodial services. I don't think the reasons provided are sufficient to hire someone for this position, and therefore I'll be voting no on number 22 and anything related to that custodial position. In reference to this position, this appointment for our unfortunate situation where the person we hired,

007I'll be kind, resigned and took another job, I'm voting no against this for the sheer fact that I do not think we should be appointing anybody in this position as an acting or interim position. This is my opinion. I think that we need to, we should have advertised this position immediately to refill the position. I realize it takes a lot of time to go through the motions to hire somebody and to interview someone, and I do not discount the amount of time our staff took to interview all of the applicants. I just feel like, you know, the Department of Education, the governor, they all stress that we should be doing shared services. Maybe this is an opportunity for us to use a shared service in the interim and use someone who's been a director and

008has that experience as a director. This is a department that we're looking to go in a different direction, for lack of a better word, but I'm voting against that for that sheer reason. It has nothing to do with the individual. It has to do with the fact that I think we should be reposting that job immediately, and we should be interviewing people immediately for that position, and we should open up every avenue we have to fill that position with someone who's qualified. Again, I'm not suggesting the person's not qualified, but we went through great lengths to hire the individual who resigned on us. Therefore, I'll be voting no on 34. That's all I have. 009up here to have discussions so the public sees, and we don't catch anybody by surprise. I just think that in matters of appointing personnel, that we need to have long, not one-off conversations, and before we vote at a magnitude of a situation that affects our district, that we as a board should at least have discussion face to face with each other, instead of this person said this, this person said that, because then things can get confusing on what is said or not confusing. People's comments can be misconstrued or misunderstood. I just think that it's better in a decision of this magnitude that we meet as a board to discuss personnel items of this magnitude in executive session. I think we could have done that at the next meeting, but we did not do that, but

010I think we're trying to do the best that we can in the situation that we're in. I just think that we need to do better and we need to reflect and find learning points in every situation that arises, because there's areas for growth for everybody on this topic, and that's probably the best way I could probably say what I'm trying to say without having a soap opera or political theatrics. If I can just add, while we're on the subject, and I'm going to try to say this in a way that I don't violate any kind of laws, stop me if I go someplace where I'm trying to be careful with my words here. Because we haven't raised people, so I'm just going to make sure I keep it generic. I don't necessarily disagree with the

011need to have a conversation for certain things as it relates to personnel. However, we're in a time crunch here. I would not ask for this situation, and I think knowing enough about education, being in it as you are as well, Jesse, July 1st is going to be here very quickly. We need to make sure that we have stability in that department, especially in that department. We don't have the luxury of time, and I don't necessarily disagree about, let's post and get someone, because that was one of my things. Like, how quick can we repost? But we don't want to rush because we're meeting someone for July 1st. So if we have the ability to do an interim of someone who's knowledgeable and has, this is where I don't want to get myself in trouble, but

012if we have someone that we can put into that role who does meet qualifications, I think in the interim, because we don't want to rush, and we need to make sure that that department and those children have the stability they need for September 1st, we can't just say, let's wait until the next board meeting. That's another two weeks, and in a perfect world, I would agree that we should have the conversations. But I think as a board, hiring decisions are at the recommendation of the superintendent, right? And we have an amazing staff of administrators. We have an amazing staff of teachers. We have amazing board members who sit in on these interviews. We have amazing parents that come in and different PTA, all the people that sit in on those interviews. And I feel like

013if those people feel like this option is the best in this situation in which we've been dealt, then I'm going to support that because for the time being, we need the stability. And I think we have an amazing enough administrators in a district that we don't have reason to think that for the short term, this wouldn't be the most solid. You know, when you think about everything, right? Like we have in a perfect world, would we want this? No, of course, we would have liked things to have rolled out the way they did. But I'm not, it's not in our, how am I going to put this? We get the recommendation, and yes, we all have the right to vote yes or no for anything, right? But at the end of the day, I trust

014in our admin. So I feel like I agree with you to the extent that it would be nice. I just don't think we have that luxury with time. I actually want to rebut what you just said, right? And I want to talk to something that happened about a year ago where you and I were on the same page with a hiring. Oh, absolutely. And questioned why an internal person wasn't promoted, right? That knew the school, that knew all that. And I can sit here right now and tell you that the principal at that school has done a phenomenal, amazing job. And I regret the hesitation that I had, but that's what we do on every single one. And I didn't say that principal was named, but that principal is sitting in the audience right now

015and knows exactly who I'm talking about. And I think every principal in here, in this room, knows who I'm talking about. Now, we do have time, and that's what I'm talking about when we have transparency in executive session. You might say, oh, we're a time rush, we're this, we're that, right? And I didn't want to go down this rabbit hole tonight. I have been on the phone with people all day about this discussion. And there were options. We chose, as administration, to not go down those and find the reason why we didn't. And we came to a compromise. Look, we could have not had this person, right, on the agenda. We could have had a retired person to fill that temporarily and then go on a timeline kind of the makes that Eric has. This

016decision was not saying, oh, this person, that, it wasn't, you know what I'm saying? Like, I understand. And I don't want to go into further about that. That's why I consulted with Danielle before I talked about it and procedures and policies and what we should have, what we shouldn't have done, what we did, what we didn't do, right? Because when I got the initial email, I responded to the president of the board and said that I'm going to vote no. I just want to be careful about discussing about board deliberation, especially emails. Hey, right. I mean, we got told we got laid out how the plan was going to be. And we got told that each individual board member had been talked about what was said in those conversations or between the persons that were

017on those telephone conversations. Right. And that's that's a whole another thing we don't want to go into. I'm just advising you. I'm just saying that I have worked through and we had discussions, but not to go back to the meeting we had last time where we wanted transparency. And Eric said, if you've got questions, because it's been asked of us to have these questions, have these questions. We give you the agenda on Friday. We didn't get the agenda on Friday. We got the agenda on Saturday. We got the agenda on Saturday, a day later than usual. I know that almost everybody on this board took the time to do what was requested of us. And all I'm saying is we are requesting certain things. They're not difficult. Follow what we're supposed to do procedurally, have

018the open discussion about it, and then we vote how we choose to vote. Are we evaluating my performance here? Because I was not raised to talk in public. I was raised to talk in executive. Right. So I don't want to interrupt any board members, but just we can have... I wasn't talking about your performance. No, this is B. Jesse, let me finish. Just let me finish. We can continue having an open discussion about positions in general. I'm your board attorney and I'm looking out for everyone on this podium. I just want to be clear. We are not discussing performance or confidential personnel matters in public session. And I'm not. I'm simply stating that I'm asking that we, in the future, when we have a situation and a discussion, that we do it in executive the

019way we are supposed to procedurally do this. Because that's the right thing to do. And I will just... I would just like to clarify for a second. Okay, go ahead. We had these conversations. You know, we did not talk about doing an executive, nor had any board members say to me, can we have this conversation in executive? Can you erase anyone? I would have been happy to do that if somebody had said that. But that was not the conversation I had with anyone, nor was it asked of me. So I just want to be clear here is that we do not, Rice, we do not have every appointment discussed in executive session. We don't do it for principals. We don't do it for assistant principals. So it's not the way we normally do things. And

020it was not advised by anyone on the board or our attorney. So I understand that's what you would like today. And had I known that last week, I would have made that happen. But it was not made known to me. I found out about any concerns at 3.30 this afternoon. I just want to be clear with respect to Rice notices. That is a timeline that we're working with, right? So we have to provide 48 hours notice with respect to Rice. Correct. And then the request was made to not have this discussion and to do the proper procedures this afternoon to avoid this. That request was made. Through the chair. Understood. For transparency purposes for the public, just because some people may not, if they're watching this video, have no idea what's being discussed here. As

021we know, Ms. Petillo retired. And we needed to backfill that position. A few months ago, interviews were held and a decision was made and an offer was made to hire a new person for that position. After that person accepted the position, they unfortunately decided at a very inconvenient time to tell us that they're taking a position in a different district, leaving us with our hands up in the air. So this all came to our knowledge sometime early last week and or possibly even a few days before that. But the administration had to quickly start to pivot to where do we go from here? At which point, as some of the discussion that's already come out started to take place. As Dr. Santora pointed out, she had conversations with the board members last week to discuss

022the situation. She gave her recommendation. And I believe it's on us to take some responsibility as well if in fact we did feel there was a need to have an executive session tonight and to not make any decisions as quickly as we are, then that should have been brought up and stated last week. To my knowledge, it was not. But understandably, as maybe it started to resonate or people gave it more thought, they may have had different feelings or different thoughts about how this should move forward. But I think we came up with a good plan and a good solution and I think it leaves us in a good position moving forward and allows us the opportunity to keep that department running efficiently and go from there. So I just wanted for clarity for the

023public to understand what we're talking about here. And Dave, if I can just add, I'm just trying to choose my words again. So I don't disagree that this wouldn't have been a better conversation in executive, right, but it was brought up. So I think if we're allowed to express our opinions, it should be okay for others. And I know the conversation you're talking about, that just kind of proves my point. We don't always have to agree with the recommendations, but it's still, we don't make those decisions. We just decide whether or not we're going to vote to support or not support them. And I think the fact that we're asked, you know, we were all considered in that short time goes to show that there is value in what we think, right? Like we did

024get those phone calls. But again, I think at the end of the day, having a department that's running that has that continuity, that has someone who knows what they're doing, knows the district, knows the policies for the short term, will solve what we need right now, and we can deal with the rest of it later, right? That was my point. So I think that's all I'm going to leave you with. Thank you. I just want to briefly say, I think the superintendent act appropriately by straw polling the board members. I don't think there's anything wrong with that. That's how business gets done. I think there's nothing wrong with that. So please don't, I'm not suggesting that. I hope no one's suggesting that. I think that's the way things are meant to get done. So you

025can gauge. I think what I'm gathering from what Jesse's trying to explain is just that there are nine people up here who have nine differences of opinion. We may agree in some instances, we may not agree in others. But possibly when situations for whatever position, especially a director position comes up, that we collectively sit here everybody else's difference of opinion, whether we agree or not. Similar to what I said at last meeting when Kelly brought up about asking questions at a meeting. And quite frankly, there are board members here who are sending emails to the superintendent. I send emails asking specific questions about the agenda, but I have no visibility of what everybody else is asking. So to my point is, when we straw poll other board members, we all don't know what everybody else

026is saying. And I think that that's what it is, and I know that we can't. But if we could discuss things like that in closed session, I think that would be more beneficial. So I just wanted to say that. Thank you. Does anyone else have anything? Eric, I know you want to know about the emails and what everybody's saying. There are times where if I get asked the same questions twice, that's when I usually see an email that says just to clarify. Dave and I can talk about, because that's a lot to do with board communication and less about my role, right? You ask me questions, I answer them. How the board communicates and shares information is something we can discuss, and just how to do that. Yeah, and that's why I brought it up

027from last meeting, is I want to know, because when someone asks a question on this board, I may have a similar question that I may not ask or it may trigger me to ask another question or go down a different path or think differently of something. And again, I have no visibility. We show up at these meetings, and I'll stress this. I've said it before. Having committee meetings would benefit this board tremendously so we could collaborate, collaborate, collaborate. Us showing up at a meeting and making decisions on these agenda items, although we may have discussions like I've had with you or with Dave or Dave, that's great, but I'd like to hear everybody else's opinion because I like to learn from everybody, and these people that have been on the board have been here much

028longer than me, and I could extrapolate that information and digest it. Similarly, I've had these discussions with other people about making split decisions. I like to digest the information. I like to research it and make sure that I'm making the best decision, not only for the students and the staff here, but also the taxpayer. So thank you. Thank you. Anything else? All right. 031for stepping up for all the kids that need that consistency. Thank you. And I think that's it. We're wrapping up the school year, so it's hard to believe that in a few 16 or 17 more school days we're done. Your work gets busy, but for the kids and the teachers, it's the much needed break that we all look forward to. So good job everybody, hard work, and everything's greatly appreciated. Thank you. Thank you very much for stepping up for the kids in this district. I want to point out a couple of things sports-wise. I know our sports season has ended. However, some of the Manalapen-Englishtown middle school alumni have performed pretty good on

032the athletic field. Ella DiAgostino was a freshman at St. Thomas Aquinas this year, and the St. Thomas Aquinas girl softball team won the greater Middlesex County Championship. And four baseball players from Mr. Tumbleson's team played Rutgers prep tonight in the state semifinals for St. Thomas Aquinas, and they won and will play for the state title on Thursday. That's Vincent Marchese, Justin Montorosa, Christopher Gustakis, and Reid Tosetti. So I'm pretty proud of those kids. That's all I got. Thank you. Eric, anything? Yes. The evening of appreciation is one of my favorite nights of the year because, first, I want to congratulate all of the recipients, but it is my favorite night of the year because it is a true testament to the dedication of all of our staff. As you can see, everyone that was represented here today, from PTO to transportation to support staff, everyone

036together plays a very important role in our students' lives, and each one of you make an incredible and important impact on all of our students. You may not think of all of the lives that you've touched over the years as you've worked with our students, but believe me, you do because the stories they tell for the rest of their lives is a true testament, and I just want to thank all of you that you are able to touch all of our children's lives in such a positive way, so I thank you. I definitely cannot match Christine's eloquence, so I will just congratulate all of the retirees and honorees. It was really great to see so many people here tonight. We don't often get so many faces, especially from the staff in the room, so it

037was awesome. And also, a big thank you to the band. They did a wonderful job. Yeah. First off, I'd like to thank Mr. Rusen and the band for doing a fantastic job and being here and giving us that performance, and of course, to say congratulations to all the honorees and the recipients tonight. Well deserved, and thank you to the staff who put this all together and pulled off a great night. And to my fellow board members, I just want to say that I appreciate the commitment and the passion, and just like our staff that's here and our administration, I know how deeply this board cares about our district and cares about trying to do things the right way and trying to make sure we're making the right decisions, and it's not always easy. And a

038lot of people don't get to see, just like they don't get to see, what you guys are doing behind the scenes all the time. They don't see what the board's doing and the conversations or the learning and trying to dig into situations to try to make sure we are making sound choices. So I appreciate everybody's comments, and I know everyone's where it's coming from, and it's the right place. So it only helps us continue to reevaluate what we're doing and making sure we're hopefully just doing better next time moving forward and continuingly figuring out how we can get better. Yes, that was an oversight, Eric, that they were on the same night, and we have discussed how to make sure that doesn't happen again moving forward. Sorry. Let's go Knicks. I left it out. That's the biggest conflict. So last night was the Junior Honor Society is a phenomenal event at MEMS where our students, our inductees are welcomed into that organization. The night is completely run by the students that were already in the organization, so it's just a really nice night, and the advisors did a great job with that. Tomorrow is Sports Awards at MEMS. I will be there. Not rooting for anybody else except for our students at the Sports

040Awards. That's tomorrow night. Just a reminder that our Multilingual Family Night is June 11th. If you have a chance, like I said, that was an amazing event that kind of took a hiatus with COVID, and we are so happy to have it back. The foundation is coming to that one to, you know, be a part of it, and we're really excited for that. I've also shared that there's a lot of moving up ceremonies, so you'll be getting invites to those. Please, you're more than welcome to attend. They're also a great experience, and you will see if you come to multiples. Each of our principals, each of our schools have their own special traditions, their own things that make their events special. And it's great to see the community and it's great to see the culture

041that each of our schools have. Each is a little bit different, but it is amazing, each and every one of them. Like I always say, Taylor Mills makes you cry, so be ready for that. If you don't want to cry, don't go to Taylor Mills. Carrie started that. Thank you, Mrs. Marsala. And last but not least, I just want to give you an update on the construction. The construction is moving along. You know, we have meetings every other week with each of the contractors. I will tell you that I just kept accepting, but my calendar has filled up. I know starting on Wednesdays, I'm going to have five meetings a month with different five meetings a day with different contractors. And I think they put on some for Thursdays eventually, too. So those meetings are

042happening. There's going to be a lot, a lot, a lot, a lot happening in our schools. There are some things that have got pushed back, and I will update the referendum committee on that. Not that they're not happening, but due to different, foreseen circumstances, some of the restroom, restorations will happen in the fall that were supposed to happen in the spring. So we're working on that. The addition is just moving. It's just really moving along. I was in there the other day. At this point, a lot of the windows are up, not all, but majority of the windows are up. I think I saw all the drywall was up except for maybe one wall. We did do a walkthrough with Sonatrol to discuss where cameras are going to go, where alarms are going to go.

043So we did that Monday morning. It's one of those things where I'm so excited and I want to show everyone, especially everyone that's going to be there. But then every time I walk through there and I jump over things that people shouldn't have to jump over, like jumping over holes in the dirt and, hey, listen, this entrance you got to kind of wiggle into and there's solid dust flying and somebody said that they were glad they had their hard hat on because one day something hit them in the head. I realized it's not the perfect time to bring everyone into the building. But I do wear my hard hat and I have my safety sneakers on. It's better than my safety flip flops because that didn't work out well at all. But it's amazing to

044see the progress. And I just want to remind everyone that this summer there's going to be a ton of work getting done and gear up. And the goal is to have it all done for the first week of September. So luckily school starts a little later, gives us an extra week this year. And I thank PPS for also being flexible in their ESY program. Their ESY program, we changed their schedule a little bit so we could get construction moving faster. We changed, we minimized their location a little bit. And they have been very gracious in accommodating all that. So thank you, Ms. Reiser, for working on that. And that's what I have to say.
