deb i have 5 45 okay to start great thank you for being here tonight everyone welcome um i will ask for motions for executive session for the purpose of discussing the employment history of two particular people and the collective negotiations of food service and monitors associations pursuant to article 14 of the civil service law motions please julianne and beth all in favor we'll see you in the other room mr tenny can you hear me okay there he is i made you a co-host do you want to share your screen or would you like me to um i can share my screen just moving some stuff around share screen [Music] there we go would you like me just to get started with uh the updates okay all right yes please all right well thank you very

much for uh having me here tonight to go through the code of conduct as well as the district safety plan updates every year we do go through and you know look at both documents to make sure that there are you know items that may may need to be updated routinely such as names etc uh those things i'm not gonna go through uh now the content the material based changes i do want to spend a minute or two of your time the district code of conduct did not have previously language around the alcohol and drug assessment process so what we did for both the district code of conduct as well as the safety plan is we made sure that we included the language uh regarding some of our uh um preventative measures that we have with

keeping uh students safe uh the first one is the elka sensor uh the language uh has been placed inside the code of conduct that basically indicates that this is one of our tools that may be utilized by trained district staff members if there is a concern regarding possible intoxication or alcohol use under the influence of alcohol while at school or a school function it is a pocket-sized breath alcohol tester that does offer a simple method of determining approximate blood alcohol levels this is not for any criminal based thing it is only for school-based purposes to see if a child has consumed alcohol we have included the language of how we use it as well as indicating that it is uh through trained personnel and it is an option in our toolkit we also included a

language regarding ditep or better known as the drug impairment training uh that and protocol that we use and it is for education professionals it is for school employees it is not for legal or police or anything like that although we do receive our uh training from um the uh the state police this is a tool used for screening a child who may we may believe that they have ingested something or they are under the influence of a drug or any type of substance that we are not sure what the situation is so we added this to our code of conduct and the details of the process as wrote as well as the protocol utilized for using both we also had our school improvement teams at the middle school as well as high school review the

dress code both entities came up with uh edits and they they then uh compared notes compared what they were proposing uh to come up with one dress code proposal for the district it has also you know been um you know reviewed to make sure that it's not going to unduly impact any child the primary elementary what is important to know is that the dress code changes really tried to come up with a more inclusive equitable dress code previous dress codes were a litany of things you could not do could not wear and i will tell you that a lot of the language that was in the previous dress code did um did focus more on one gender over the other so our teams at the middle school in high school took that into consideration and

came up with what students are to wear and then items that students cannot wear we're talking three bullet points for what students are to aware a shirt in a top that adequately covers bottoms not exposing the buttocks and clothing or footwear that is appropriate for safe classroom participation the prohibited items clothing which promotes drugs alcohol sex any attire that has visuals or language that can be considered hostile or creating an intimidating environment one item that if you have heard from high school students is we have language in here that basically states visible undergarments uh cannot be worn however there is sort of a clause there that says that if there are visible straps or anything like that that are worn under clothing that is fine um it is really looking at uh someone wearing undergarments

as the um the shirt or the top so that is something that is uh in there for unacceptable clothing so we uh updated the dress code to sort of be more inclusive and a lot simpler than a list of do's and don'ts a previous dress code had i believe well over 15 items for dues and 15 items for don'ts are there any questions on the district code of conduct updates jen i saw you raise your hand please feel free um yes so i i'd like some more information regarding the undergarments and i will i will tell you why i'm asking i can think of instances where female students will be wearing something that may look like an undergarment in a practice or something like that and how would we distinguish that how is that how

is that going to be managed that's a great question um i would basically refer back to how it was managed in the past the issues that were created when it said um restricted straps undergarments absolutely and so if a student had a strap that was showing here but they had sort of another top that the undergarment strap was just off to the side and you could see it because it was that's what we're looking at we are looking at the um if you are wearing a top and there is a visible strap that was a violation of the previous code of conduct that is what we are getting at um we are getting at you know you can show a strap as long as you are wearing a top over it or a top with

that if you are just wearing a if you have a bra strap showing it used to be a violation as long as you are wearing clothing in addition to that it is no longer a violation i vern i think my question is a bit different okay um if a female athlete uh is in practice for a sport i have seen them wear simply uh i'll call it an athletic top for lack of a better word um and not a t-shirt over top and that's where i'm worried about this policy and how that might be managed this is after school correct that you might be referencing and so i guess i wondered too does the code apply to after school and i'm just gonna state it are sports bras okay to wear alone there you go

that is something that um i do not believe that the code of conduct is um applying to when it comes to what is appropriate practice attire because frankly the code of conduct would possibly be violated by wrestlers wearing singlets so i think it would probably come down to um what is a an appropriate safe outfit for whatever sport it might be i can't speak entirely to that based on the the dress code for during the day but i will tell you that um when it comes to formal dances we just had a fantastic um senior ball two nights ago and some of these items uh you know uh i think the language of um you know without straps well there are some very appropriate uh formal gowns that don't have straps those are acceptable i

think what we're getting at is those items that you're speaking about for cross-country runners can cross-country runners run topless well we've addressed that with the the male students you know male students are not supposed to be running uh track or across country topless why well girls can't so with that i think we look at what are um some of those appropriate um items for a running sport for the sport itself can i just interject you know i think i think what we need to do is also look at the training rules violations the athletic code of conduct to see what's outlined there and specific to practice attire and uniforms because if you you start thinking about vern mentioned wrestling singlets uh swimsuits and or even look at some of the the uniforms for track or

cheerleading um it seems to me as though we may have more work to do what vern is referencing is the code of conduct that really the essence of it speaks to the school day but one could also argue very easily that applies to anything that's school related so i think what we need to do is spend a little time on the uh athletic code of conduct and the training rules violation i know we did have um to address uh you know just wearing sports bras this spring and some of the practices um because it wasn't something that was allowed and the argument from some of the girls was well you know some of the boys are running or working out without a shirt on so how is it equitable so uh that clearly is something

we need to revisit and get clarity around uh i wish i had the answer for you right now jen but i don't i don't have one either i was hoping somebody would come up with one we will eventually any other uh items from these uh two two uh points seeing none thank you vern really appreciate your work on this uh health and safety i all i want to do is add the uh items that were already uh mentioned with the alcohol and drug assessment i mentioned that with this with the code of conduct the other uh areas that have been edited include an alignment of protocols covid made us have this brand new set of protocols regarding how to respond to a declared public health emergency we have now moved them into our normal practice

so it's not this whole section off to the side that is i mean it was an extensive level of protocols we have now placed them inside of our plan i mentioned earlier staff names the health and safety plan have a lot of staff names we updated those and items that were also uh entered in included um adding local facilities we might have missed in the past as well as potential events uh example um we had a thoroughfare my camera which one it was but we included 332 but we didn't include 5 and 20 as a major thoroughfare with you know commerce uh traffic etc potential events uh train derailment there is a train uh railroad tracks that go right through school property um and if you look up you will see planes flying above so

these were potential events that were added into not a level of detail that one would think but they are recognized as potential hazards that possibly are unique to our school district based on where we are geographically those are the updates for health and safety thank you okay thank you vern much appreciated there we can see each other okay thank you have a great night thank you there's there you are deb is it okay to call the meeting to order yes okay i think let me just make sure everybody's here there we go okay thanks again everybody um i'll call the meeting to order and ask everyone to stand for the pledge please i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under

god indivisible with liberty and justice for all a big night so thank you to everybody for being here um it is probably one of the hardest and also most exciting nights of the year because of all of the things that we get to share so um i'll turn it over to jamie and open our meeting that way thanks jeannie good night everybody i hope you're having a nice evening thanks for joining us um i want to share my screen because i have a few remarks i'd like to make actually before i do that wait one second here before i do that there is an amendment to the agenda i should point out the business items first right sure the supplemental agenda um business item number one surplus chromebooks it indicated in the agenda that they

would be sold for fifty dollars it actually should state forty dollars not fifty so my apologies for that uh typo okay business stuff out of the way now now i get to share my screen okay hopefully you all can see that i just wanted to read something tonight we honor our retirees and i wanted to write a statement and read something as we've said for many years now anyone who works in education or volunteers in the case of a board member is a teacher in one way or another we either explicitly teach students through instruction or we teach students through our actions our character our care our words and our work ethic everything we do each and every day teaches our children the future of our society so when i say the job of an

educator is important that isn't just fluff the job of those who work in education in education comes with the utmost importance and urgency we are quite literally shaping the future of our society we want our children to be thoughtful reflective compassionate and progressive thinkers we want our children to have courage and confidence we want our children to know that they are seen valued and that they belong this is the path to a better society and for our retirees those we are honoring this evening you are those who paved that way in that path for literally thousands of students with over 700 years of educational commitment combined in this retiring class the path you've paid will impact generations your mark and positive direction have been made we are grateful for your dedication your professionalism and your

friendship and we wish you many many years of peace health and happiness we thank you for your service i'm going to stop sharing that for a moment only to share something else briefly so in the past what we've done is have people speak on behalf of a variety of retirees at board meetings and we thought we'd do something a little different this year and uh we asked our retirees to share information that they have about them and their experience and we put this into a video so thank you debbie and thank you caroline for creating this video which i will go back to sharing my screen and share now it's about a five minute video hopefully everybody can see that okay [Music] school [Music] okay [Music] so [Music] foreign [Music] oh [Music] so [Music] so

[Music] foreign [Music] uh [Music] so [Music] so [Music] that was awesome that was so great thank you to everybody who put that together that was really beautiful really nicely done and such good advice from everyone too um so i have just a short statement to read um first in general this is such a bittersweet evening for us it's hard to say goodbye to people who become part of the fabric of our lives people who define the education our students receive and people who are so good at what they do to all of you we say thank you we believe you are every bit the heroes today you were at the beginning of the pandemic and 10 years ago and the very first day of your careers because you have dedicated your professional lives to making

a difference in the life of a child i am not sure there's a higher calling we wish you days and days of time with loved ones time to discover new passions and time to rediscover things you just didn't have time to do while you were working here please know that if you choose to let the school district drift away in your rear view mirror as you drive away on your final day we will be there wiping the tear away and wishing you all the best and if instead you would like to stay involved please let us know either way you will always be part of our one braves family thank you and to michelle the consummate colleague there are several f's on michelle's a plus record as a board member michelle is fearless she has

stated her opinions clearly boldly calmly and always professionally michelle's love for her family and friends guides her and her colleagues and district by extension that love is unconditional michelle is fun so fun offering sane perspective and kindness and humor and her often stated refrain aren't people interesting and finally michelle is in a word fabulous we will miss you and we are so thankful for the years you gave us thank you thank you to everyone jamie anything else from you here no i purposely read my statement a long time ago so i didn't have to follow you i practiced mine so i wouldn't cry okay i don't i don't see nate who was he didn't okay so not here all right um and let's see we'll move on to the business part of the agenda now

i have minutes up for approval i'll ask for emotions please jen and bath questions or comments all in favor that cares unanimously deb thank you and warrants michelle and or milton michelle first milton second questions or comments all in favor that carries unanimously too strategic plan update thank you good evening everyone i'm going to share my screen to begin the presentation in just a moment so this is our annual strategic plan update we do an update a couple different times a year back in february i presented out on our our goal our work towards goal three which is uh creating an actual inclusive school environment and tonight's presentation is an extension of our work that's occurred since that last update so again uh this update will explicitly focus on uh goal number three uh so

as the slide really points out you know our journey in this endeavor really does continue and so tonight's updates will be a brief refresher of where we have been since february um and we're with with some hope in this vision for my looking forward into the 22-23 school year uh so as we recall a task force was established at the beginning of the school year to begin to create a plan uh which aligns with what we're hearing from the new york state board of regents but also knowing that our plan in this work is much more than just you know meeting expectations that the board of regents is outlining for us it's something that um as a district we believe in wholeheartedly uh and a lot of the work in in this area is to

move our district forward with uh initiatives and goals that this task force and advisory committee have developed to try to try to set a path forward for the district and that really is outlined on this slide again we share this slide back in february but we do have our four strategic goals as a district on the left-hand side of the screen the advisory group helped to develop the pillars of dei and those five focus areas there and then most specifically uh thinking about goals that uh encompass the plan have allowed us to develop activities to be in support of the plan's implementation but again to develop opportunities for us to move us forward with with more full implementation of that plan really different groups we're working to have some structure and provide some sustainability for

activities the first being the advisory group which is a smaller stakeholder group of representatives to meet monthly and then that evolved into trying to establish building-based dei committees with a hope that what the advisory group is developing for us that those activities in that direction can then uh support building-based activities the task force itself would also meet on occasion but it was a good balance between having the overall structure of the task force and the advisory group working to support the activities at the building level the committee itself established three goals this year and these were the three items that we were hoping to get accomplished and really make some progress toward the first would be the uh us conducting an equity audit that might give us some important information to help set a direction

and an action plan for future years we knew that we needed to engage in professional learning opportunities and then more specifically develop a bias incident report a response protocol for staff students and families in february where we talked about some of the work that has continued up to this point so the administrative team was in the process of engaging in a book study of which we completed at our main cabinet meeting um ongoing operatings for professional learning also occurred many of these were choice activities that our staff had the ability to engage in whether they were from our own district catalog or from or from outside sources the building level and sip teams uh also had a level of connectivity to uh the the building based teams as well as the advisory group uh and

that was important so that goals that were representative plans that there was alignment between the goals and those plans and the information that the advisory group was sort of setting forth for for the building based teams and sip teams to consider we also spent some more time trying to find an equity audit we evaluated a range of different proposals uh but we still knew that we need to dig a bit more deeply to find the right um opportunity for canadigua that would give us the information that we felt would actually help us to move forward in a positive direction uh and then finally uh as as as was completed most recently as last week we wanted to continue to convene the advisory council regarding future activities in the implementation of the plan so that we

had a common voice and messaging going forward about what those activities would entail so as i mentioned we gathered the advisory committee last week to do a bit of reflection and you know where did we end up at the conclusion of the school year knowing those three particular goals that we set forth what was some of the evidence accomplishment but what are areas of growth or continued work that are really necessary so on the left left hand side you can see some of that evidence building based teams are at least steps towards establishing those building level equity teams took place as i referenced earlier the administrative team completed its book study we did have those choice professional learning options provided the bias incident reporting process which was an explicit goal is now live and posted

on the website for people to access uh in the event that the level of reporting is necessary and it is in multiple places on the website uh that kind of intuitively if there was a need for someone to access that form there's a number of places that they might logically go to but most specifically it is on our main page uh and we certainly did take steps uh to find vendors or facilitators for an equity audit but as you can see is the very first and probably most important bullet point uh that also means although that we've explored possibilities we're really in a place where we actually have to complete it um we really need to take steps to gather that information um and it's probably going to take a couple of different forms and

i'll share with you in just a moment that uh the advice is going to be this summer uh to begin those steps to put some more actionable items um uh on the book so to speak so that we can begin to move forward to gather that information so we have gathered data to help make informed decisions about the direction of our work relative to diversity equity inclusion another piece of feedback is that we need to look for more common and assured learning experiences connected to dei besides optional offerings um and that's an important piece because as we move forward um we want to have some common learning experiences for staff so that they have ability to learn together as opposed to it's great that they're able to take advantage of optional offerings but we really

believe that we'd like to engage these staff collectively uh and more deeply in specific learning and all things diversity equity and inclusion one of the questions that's composed as it relates to practices and policies is looking at uh what we're doing through a lens of equity and inclusion and then finally uh as we we talked about taking steps to establishing a building level team we really think about the support and the focus and the sustainability of those teams for them to function yes individually but we want to make sure that they too are staying connected uh so that buildings where teams are going in different directions with the work it's important that um they feel support and it's important that they have the guidance they need to function appropriately that's going to be a significant

focus for next year and speaking of that direction of focus for next year these four items are really going to be at the heart of our direction uh so as i mentioned earlier we really need to engage in that equity audit and we're gonna get together this summer to think about and prioritize elements of that audit uh there may be develop data that we already have access to that can support further analysis of where things are at um but we also recognize that some of these pieces we need some outside support with specifically if we're looking at um more anecdotal data and having more collective conversations from different constituent groups it's probably important that outside facilitators come and support those conversations while locally we might be able to look at data we already have and

utilize our own district staff together uh and help to evaluate that information however larger pieces like curriculum audits need to be part of a much deeper and shared process supported through our council of instructional excellence and also may be folded into our annual five-year review cycle for all of our content areas but we need to explore not just the type of audit that might help us to evaluate our curriculum but to have a shared process that's embedded in something that's a part of a typical cycle to begin with the second piece is how to explore those practices and procedures that are reviewed within equity lens so that might be things such as looking at practices documents procedures uh can we generate a protocol to allow folks to be able to um creating and ensure that

we're thinking about um uh inclusivity and equity as as we're doing as we're doing business um this second last piece about professional learning again talking about common and assured experiences um it's broader than just instructional staff we really need to think what they think about this work collectively for our non-instructional staff as well so when we talk about common learning experiences we can think faculty meetings are super super intense conference days where we know the entire staff together we can engage in consistent learning experiences but we also recognize that we need to find ways to engage our non-instructional staff that may not be in attendance of the faculty meeting or superintendent conference day how can we engage in learning experiences about diversity equity inclusion with them um and to get the ball rolling on that

front chris van dyne and myself for attending a learning session for ourselves in july about strategies about how to support the work with non-instructional staff across the district so we're hoping to walk away with some really good information uh and some good ideas and then regionally um jamie shared with the um with the advisory group uh that wayne finger lakes boces is is is beginning to think about this work regionally and not just about learning experiences but most specifically uh are there's are there ways that boces can support diversity equity inclusion across all of our component districts in the consistent way is something that they're working toward as well and as i referenced earlier that supports sustainability of the building teams the building teams are supported but we want to make sure the activities that

they're engaging in are are strengthened and aligned with one another so uh that concludes sort of the updates relative to our progress with diversity equity and inclusion and we thank the board of education for the ongoing support of this work and at this time i'd open it up to any questions and we'll stop to share my screen so we can see when i'm on thank you questions for matt no okay thank you thank you very much for the update okay uh let's see we have consensus agenda and supplemental with the um aforementioned uh change so i'll ask your emotions please milton michelle questions or comments all in favor that carries unanimously thank you uh milton will you report out on audit please sure i can do that um we met this past friday um among

the updates we received was an update on the stimulus funds update this is the two remaining stimulus funds uh sursa and arpa if i'm recalling correctly the acronyms we we got an update based upon where sort of the projections were initially on the um on the budget items those obviously going through some changes because of those initial productions we didn't have a sense of how those costs were going to play out so now we have a better sense after one year some some adjustments are being made and those reports will be will be filed uh we also got an update on school lunch fund year in projections enormous participation this year due to the structure but there are some changes coming back in september and that's going to require a district-wide effort to really make

those changes known so that families are not caught off guard by that and then we also received a final projection of our fund balance which you'll see in the business agenda we just passed and that's all i have to report great thank you uh let's see julianne d-e-i so you really heard most of the conversation that the advisory group had last week in matt's presentation matt thank you for sharing all of that in such detail and with such clarity um i would just say that it's really a privilege to work with all of the educators who are part of that advisory group who despite the challenges of this work which is inherently complex and nuanced and despite the challenges of continuing it through the pandemic when we're also trying to pay attention to a lot

of other things um remain tremendously committed and energized and excited about the work that will really make a difference for our students in our community thank you julianne uh john safety please we discussed uh pretty much what vern went over today we went over the the plans that we have for the public hearing vernon also said he's going to be sending out reminders to all staff about not propping open doors and all that be aware um information that we've drilled in pretty consistently but reminders are going to go back out again on to all staff just to be more conscious of your surroundings great thank you john uh anything else from anyone michelle okay you did not think that we would end this meeting without me saying something now did you so i i have

a few things to say um first of all diversity of thought is a beautiful thing especially when it's done respectfully when i reflect on my time on the board who would have thought that the person that would have me crying in tears at board meetings trying to keep it under control was john palmini so i think that the thing that binds us all is thinking about the humanity and all of us and our students and the importance of public education so i think that's just a great reminder for all of us although we all have our different backgrounds it's really important for a board of education to have different perspectives and really just have that respectful environment where people can really feel like they can speak up they can reach out to the superintendent you

know props to jamie who communicates with us so regularly and keep such a smooth machine going props to debbie who really is like the secret powerhouse behind the scenes you know jeannie your leaner leadership over the years i mean you've always been the board president since i've been involved so a special thank you to you and some of the more long-standing members but i think most importantly the thing i've learned the most is how much every person no matter what seat you sit in you are an educator whether you're a bus driver whether you're a food service worker whether you're a teacher an aide custodian everyone in the public education system really leads from where they sit so from the bottom of my heart thank you thanks michelle anything else jamie we're gonna bring you

back eventually michelle you can't get away from us that easy well i'm coming back for a training session here i'm being recruited for a committee so yep and you have to let me close the meeting when you're ready so i i was already planning on it all right then i will ask for emotions to adjourn michelle your final one and a second milton okay all in favor thank you so much good
