Good evening and welcome to the April 21st Board of Education meeting for the Ches Union Free School District. Mrs. Ionuzi, can you please take your phone when I call your name? >> Present. Thank you. Can we please stand for the pledge of allegiance? >> I pledge algiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Can I please have a motion to adopt tonight's agenda? >> I'll make that motion. >> Second. >> All in favor? >> I. >> Motion pass. Can I please have a motion to approve board meeting minutes of April 8th, 2026? >> I'll make that motion. I'll second. >> All in favor? >> I. >> Motion pass. That brings us to this evening's

presentation. Miss Ducet, you're up first this evening. Thank you, sir. >> Uh, so that softball varsity baseball is off to a six and three start. They're currently in first place. Uh, the track and field teams are they have a a undefeated relay team. Uh we have uh Zoe Arnett who's ranked in the top four in the 800 and the 1500. Girls varsity golf has started their inaugural season with Chester. Uh they played their first matches shadowing Burke. That's been going very well so far. Uh as well uh varsity lacrosse has been working with Burke as well. They have a merge team there. They had a tough loss to Walkill 52, but they're heading in the right direction. They're going to be heading into the heart of their schedule in the next within uh this week

and next week. And then all of our JV and modified sports have hit the ground running within the last week, week and a half. So I'll have more updates next month on them. Their seasons always start, you know, usually a week or two behind ours. That leads me to varsity awards night. Just to let everyone know that the first week of June is we're going to have our annual varsity awards night. We celebrate all of our varsity sports fall, winter, spring in the same night. We're plan on using the same format we have in the past. We don't have an exact date nailed down yet just because we need to see how the playoff scenarios are going to shake out. We usually once we get closer to our I would say beginning of May, we

tend to know which teams are going to qualify or which ones are going to be in the ed. So we plan around those to make sure we try not to have varsity awards in the night when we know we might have a playoff game. Huddle communication has been going very well. Uh that's we've had no issues with that so far this spring. We've had a lot of parents, all of our students are on there. We sent out our letter through Parent Square. Uh we also post everything online. It's been working very well so far. Just want to remind everyone that our varsity contests uh for baseball and softball are always streamed on our huddle channel. We don't have any other home facilities yet for some of those other sports we have like track which will

be streamed in the future. We also had our meet the coaches night which was uh earlier in April. Just want to remind everybody that this will always happen the beginning of each season. We've gotten a lot of positive feedback from the parent advisory panel for athletics as well as the community. People love the fact that they could come in and ask questions. The turnout for this spring wasn't as good as the winter, but that was expected because we had a lot of families who were here for winter track that didn't necessarily come back for spring track because it's the same coaches and it's the same program. So, they would have heard the same things all over again. So outside of that, we had a good showing for our other sports, but we also had uh

lacrosse and golf, which are with Burke. So they got their information from those coaches. So we really only have baseball and softball here, and we had a good turnout for everybody. We did the general assembly in here. Then we broke out into uh classrooms for everybody to meet with their coaches to ask specific questions. All the important information was given out. Again, we've gotten a lot of positive feedback from that and we will continue that for next school year. I mentioned last month about the New York State Athletic Administrators Association conference that the board of education was nice enough to send me to. I just wanted to give a brief report on that. Uh what you know when I go to these uh conferences we get a lot that we bring back to Chester. This

year's uh clinics were developing department and cultural with coaches, mental health and athletics, suicide, stress and burnout, intercolastic sports law, uh leadership. And just as a reminder, the information we get from these conferences, it keeps our department up to date uh with anything any policy changes, any legal changes, which keeps our department ahead of the curve and keeps all of our student athletes uh in compliance and also uh helps with our health and safety when it comes to the student athletes. bound. You're going to hear that word a lot coming up. Uh so we had our issues when we switched from our school to Arbiter, which I have reported on several times to the board and to the community. Section 9 has gone with bound. That's going to be our new uh intercolastic software that

we're going to be using. It's everything that all of our web- based stuff, everything will be through this program. So over the summer, you're going to see some changes. I just want to give a quick highlight as to what those changes are going to look like because uh the OCIA put out a document highlighting what those changes are going to look like. So here's what you can expect. We are currently in the preparation phase for that. We're uh that preparation is going to be May and June. Once we get to June of this year, we're going to start bringing the schools for onboarding and then we're going to train our schools in June through August. There will be a public launch over the summer. So we will push out all of the information that Boseies

gives us. We will push out through our website, parent square, social media, so everybody's on board and understands what the changes are going to look like and where to find the information. We'll also talk about it at the fall sports night. Uh and then the full imple implementation will be in the fall of 26. Again, this is not a district decision. This is section 9 OCIA and the Mid Hudson Athletic League. They have adopted this program. So, we must use this program for athletics. It doesn't change anything on our website. Doesn't change anything on social media. Doesn't change any of that. You'll just see some different links that you'll have to click on. Some things are going to look a little different, but the information is much more user friendly. I've start I've um I

was in on the demonstration for this. I think people are going to like it. It's a little more user friendly. We can link a lot more things to our website. As we start to learn more about it, I think we're going to incorporate more things into it and it'll just be one-stop shop for everything including the app for parents to get all the information that they need. And then the last thing I wanted to mention was I had promised last month that we would start transitioning our social media to a little bit more of a our daily post in addition to some highlights. So the high the first setter up because our first few weeks of the season, I had said we would start with this in the spring doing this weekly. We actually were

able to put all of our sports into one uh set of slides that we threw onto a social media post. So, if you have time tonight in the community time, go to Chester Academy Athletics on Instagram X and on Facebook and you will see all of the highlights for the first few weeks of the spring seasons. All the things I mentioned at the beginning of this presentation, all on our social media account. You'll be able to see that. And every week, week and a half or so, when we get a slow day, that's what we're going to do. We're going to keep pushing out those highlights so everybody can see what our student athletes are doing and all the successes that we can celebrate. That's all I have for you for this presentation. >> Anybody

questions? >> I didn't have any questions, but I did want to acknowledge um sadly my boys don't do uh little league anymore, but I was able to see over the weekend all the amazing photos and the posts that acknowledged how great it was at the district. turned out and some of the older players were there to have the younger players go through the bases and it just looked like such a wonderful event and I think it's just such a meaningful opportunity for the older academy students >> um to meet with the younger ones who eventually come up and play through the district. So I just wanted to thank all the players and the coaches who came out to do that. >> Thank you. >> Yeah. So varsity softball, varsity baseball were there along with all

the coaching staff from both teams. Uh this is something that we do for you know basketball when we do our youth basketball. We're trying to get more of the youth sports involved with this. Um, since it did just happen last week, that's going to be in my next board report and I have pictures and everything we'll be able to share with everybody, but it's always a great experience and and the young kids and the older kids love it as well. >> Is um the bound program that we're going to be using, is that included in all our section 9 fees or is that some another cost that the >> Nope, it's included in all of our fees. Our school arbiter, all those those are all uh through BOSIES. they sign their contracts with them. It

is included in all of our um regional association fees. No increase. >> Great. Thank you. Questions. >> Thank you again, >> Mr. Schwarz. You're next up. >> Good evening. The technology department spent uh the month really doing a lot of backend work. Um we have been working on the dashboards and synergy still. Uh we are working on the back end of hall pass which we're going to be using in synergy next year. There will be a digital hall pass system um so that we can better track and keep students accountable and and us accountable for time that students should be in school and in class. Um we spent a lot of time this month uh rolling out a program called Informiccast. They this program essentially is going to help us get emails and text messages

out in in the case of a lockdown or any other emergency in uh the school community. We spent most of spring break actually over at Maple um fixing the cameras that were down down there, bringing those over into our server and uh getting door access set up over there as well. Uh we did run a couple of extra lines so we can get um Wi-Fi outdoors over there as well shortly. Uh, we did install all the battery backups and everything over at CES is on the new battery backups now. And finalized our technology budget hopefully. And um, so again, most of what we did this month was really backend, not not user, not front facing. It was a lot of just maintenance and making sure that our systems are working properly uh, for the future.

>> Questions? I do have a question. Yeah. Um >> the info says so it's to notify when there's an emergency or drill. >> Yeah. >> And is that in addition to I guess we have the parents first. So I guess I was confused when I read it and I was like is it changing or is it addition or is it different? >> No I apologize. So this is not uh parent facing at all. This is this is internal communication. um when we go into lockdown, there's systems in place that alert 911, the police, all of that. This is to make um those communications a little bit faster. >> Got it. Okay. I was like, wait, is this Thank you. >> Yeah, questions. >> I did have a question about the digital hall pass. So, what

type of um like are we going to be collecting data based on those passes such as like are we trying to um how often students are leaving the classroom or if there is like an exorbitant amount of time spent outside of instructional time or is it just >> those it we are the system's capable of collecting that data. Um for sure we we can make it so that um students who don't get along with each other don't have hall passes at the same time. We can make sure that only six kids are out of class and in the hallways at any particular time. So we can set those boundaries and um make sure that so yes the data is being collected. It's there. Um any digital system has those logs. Um >> yes. >> So

we could make sure we could see if certain groups of students are leaving. at the same time and going. >> Yeah. So, the administrators will have a dashboard of all passes written currently. So, the minute that pass is created, it shows up on that on that iPad and that pass is for five minutes. After five minutes is over, that administrator can get an email that, hey, this pass has expired. They're not back in class yet. Um, so it gives us those capabilities moving forward and then as administrative team we'll decide kind of how we're going to use it. >> Thank you so much. >> Y >> Mr. D Rosa. Hello everybody. Thank you again for the opportunity to update you on behalf of buildings and grounds. I'm going to keep it uh short uh this

reporting month. Uh last meeting we had discussed about uh discussed the construction manager process, the uh um bidding process and the interview process and mentioned that it was very competitive. I'm happy to announce that we selected a construction manager. Uh we decided to go with the Palumbo Group and uh Bill Divine has been assigned as our project manager. um he's been instrumental so far. Um currently we are in the process or just about finishing up the design development drawings. These are the drawings that'll be submitted to SED for approval. Um we did decide to pull a lot of the groundwork out of the initial filing and move it forward. So, our hope is that in May, at the end of May, uh we'll be able to submit that to SED and uh and hopefully uh

look for an end of summer start to the project. There's many many variables involved with that. Um but but this scope would would be exclusive to clearing trees uh and making you know getting the land as bare as possible and starting the process of leveling. The next phase would be um retaining walls, drainage, that sort of stuff. Um and uh we are we are looking forward to moving that along uh quickly. Uh this this month in the past couple weeks, we had some stakeholder meetings. We met with our coaches. Um their input on this was invaluable. there were things that we felt confident about and then once we got them in the room and started talking through it with we realized wait you know we're gonna have to pivot a little bit. Nothing earthshattering or

big but just their insight was uh was very helpful and um there's a lot of lot of good things that they added to this meeting. So we're grateful that for that and we look forward to having additional meetings going forward with coaches and other uh stakeholders. Um the next phase that you'll see in this project is going to be additional geotech assessment that needs to be completed. So what that's going to look like in the next two to three weeks, you'll see uh an excavator go out onto the site and start moving trees around uh to clear pathways for uh it's basically a well drilling truck. It's a um a pickup truck with a a large boring piece of equipment in the back that'll dig a hole. Um and we're going to do additional soil

samples to make sure that where the field is going to go. It's really to assess how much dirt we either need to bring in or don't need to bring in. Um so it's going to be uh pretty it's a pretty important test that needs to uh take place. So second week in May is what we're targeting for that work. So you will see a little bit of activity. And then finally uh the big focus that we've had uh regarding the athletics complex is site logistics. So, we're currently exploring uh many different options on access and uh layown areas. Lay down areas are areas where all of the materials, storm drainage equipment, building materials get dropped down and how the site functions as kind of a living thing. Um and uh that that's in my opinion

probably one of the most important aspects of this project and will really help foster the efficiency of how everybody moves around and the safety of how everybody moves around the site. Um so there'll be more to come on that. Um but uh that's kind of where we are right now. So it's it's somewhat of a slow process. A lot of things are happening behind the scenes in the development phase, but hopefully we will uh we'll be able to kick off this ground clearing project towards the end of the summer. So, with that, do you guys have any questions? >> No questions. It's all exciting news. >> It is exciting. It is exciting. So, >> and a small comment. Um, I'm not a venture report and I I could appreciate the outreach to the community and

I know that you guys are meeting with the neighbors. Um, and that is very appreciative keeping them in the loop and just um about the project and just being mindful of laws and stuff. So that's that really does mean a lot as as a community. So >> Oh, we're veryful for that. >> Thank you. Yeah, our our goal um and you know, obviously Kathy's primary uh objective here is to to make sure that we're communicating every step of the way. This is a large project. It's a tremendous uh um advancement for the community, and we want to be as transparent. I mean, it it's exciting for us, too. We're we we love this stuff. So, um we're we're excited to share with the community where we are. And I'm even more excited about, you know,

when once you guys start to see this come out of the ground, it's going to be uh it's going to be it's going to be fun to watch. So, uh it's a great project and we're going to update you uh at nauseium. >> We we like that. So, it's great. So, thank you. >> You're welcome. >> Okay. >> Thank you so much. >> Thank you guys. >> Next is Miss O'Hara and Mr. Susa on our um 26 27 budget update. >> Thank you. Good evening everyone. Tonight's presentation brings together all of our prior discussions in a final proposed budget for adoption grounded in our district priorities and focused on student outcomes. Every investment in this budget aligns to our district mission, vision, and portrait of a graduate. And as we've discussed in our prior meetings,

the priorities that you've seen serve as our framework guiding discussions across instruction, student opportunities, and the systems that support both while remaining student centered, future focused, and fiscally responsible. This begins with strengthening strengthening academic excellence through programs and staffings as our first budget priority. This is aligned, intentional, and responsive to student needs through standards and datainformed practices. Our prek expansion, firsttime access for all, a significant milestone for the district, and the budget supports providing full access for all eligible prek students, eliminating the weight list for the first time in district history, and investing in classrooms, certified teachers, and support staff to Build the strongest possible foundation for our youngest learners, supporting learn long-term success. Innovative STEM, engineering, and media learning. Expanding preK to 12 opportunities in engineering, design, robotics, and media supported by dedicated staffing

to develop critical thinking, collaboration, creativity. All of those skills outlined in our portrait of a graduate. problem solving skills while building awareness of future college and career pathways. That includes expanding electives and future focused courses such as expanded offerings in financial literacy, health careers, and technology that equip our students with practical skills and career ready knowledge. As we expand opportunities for students, it's equally important that we ensure the supports are in place so that every student can access and benefit uh to succeed. So this includes increased investment in special education services to provide individualized supports both in district and through specialized placements along with a continued focus on social emotional learning and student wellness through programs, counseling, social work, and school psychology services that help create a positive inclusive environment to support student success. With

strong supports in place, we can then expand opportunities that further engage our students. This includes athletics, clubs, the arts, music, providing meaningful opportunities for students to build connections, develop leadership skills, and explore their interests beyond the classroom. All of this reflects our continued focus and what makes Chester special with our small class sizes and our strategic staffing. This allows for individualized instruction and strong student teacher connections. That personalized approach is a key strength of our district, ensuring that students are known, supported, and challenged to achieve their highest potential. At the same time, our investment in professional development ensures continuous improvement in teaching and learning, guided by student performance data, teacher input, and alignment to the New York Next Generation Learning Standards and our portrait of a graduate. While these investments strengthen the foundation of teaching

and learning, our next priority focuses on how we extend that work. Right? So preparing students for success beyond graduation through expanded college and career pathways. This priority focuses on preparing students for what comes next. This includes access to college level coursework allowing students to earn significant college credits up to 40 college credits through partnerships with Sunni Orange Mount St. Mary College Sunni asgo while still in high school supporting both readiness and affordability. In addition, our workplace learning internship program connects students with real world experiences through local business and community partnerships, helping them explore career interests firsthand, offsite, and make informed decisions about their future, whether it be directly into a career or college. These opportunities directly support our college and career pathways providing by providing students with recognized credentials. The seal of civic readiness and

the seal of biiteracy reflect not only academic achievement but also re readiness for civic engagement, multilingual communication and success in college and the workforce. To support all of these opportunities and pathways, strong communication and access to information are essential. This includes expanded use of parent square and website enhancements to ensure clear accessible information with students for students, families, and staff alongside the strategic expansion of our synergy student information system. Strengthening access to student data to support teaching and learning, student outcomes, and accountability. Specific to our third budget priority, optimizing infrastructure for safety, security, and sustainability. Comprehensive safety and security systems reflect a layered approach to safety, combining staffing systems, and strong partnerships. This includes the addition of an emergency planning technician through our collaboration with Orange Serbosis included in our 2627 budget. security enhanced systems

such as surveillance and controlled access. All working together to support a safe and secure learning environment for our students, staff, and families. Building on that comprehensive approach to safety, this next area focuses on preparedness, ensuring that our response systems are coordinated, practiced, and continuously improving. This includes ongoing training, districtwide drills, and the use of the instant command system, strengthening real-time communication and coordinated response with debriefing processes that support continuous improvement in our safety protocols. Supporting both instruction and safety requires reliable and secure systems. This includes continued upgrades to our technology infrastructure, strengthening wireless networks, classroom technology, and overall system reliability along with expanded cyber security measures to protect student and staff data as well. Beyond technology, maintaining safe and reliable learning environments also requires ongoing investment in our facilities and operational planning. This includes targeted

improvements to roofing, boilers, flooring, and water systems to sustain highquality environments along with strategic transportation planning to support enrollment, growing, and increasing non-public transportation needs. Building on our facilities and operational planning, this next area reflects a dual focus. supporting student participation today while ensuring long-term sustainability and efficiency. This includes continued investment in athletics to ensure safe participation and high quality programs through appropriate equipment facilities, medical coverage, and staffing. At the same time, we're focused on energy conscious improvements and long-term infrastructure planning to preserve our facilities and manage costs responsibly over time. Together, these investments reflect our priorities and what this proposed budget is designed to support. So, at this time, I'll turn it over to our assistant superintendent for business for an update on the New York State budget or lack thereof, followed by the

proposed budget summary and financial details. Thank you, Miss O'Hara. So, today is April 21st and surprise surprise, we still don't have a state budget. Yesterday, they passed their fifth extender. So again, we're going to ask you to adopt the budget tonight where we don't have a state budget, unfortunately. This isn't the first year. It's been happening the past several years. Um, with that, we did budget using 1% foundation aid. If by any chance we get more, which, you know, we're hoping for, that will just put us in a better um fund balance position. So next, before we get into the summary, I just want to bring your attention to the tax cap calculation. On the left is the original calculation that I presented on March 4th. Um on the right is the updated or current

calculation. Now you'll see the only difference is the current year exclusions under the capital levy changed from 961 to 761. We are going to be taking $200,000 out of our debt service fund to pay for debt. So that reduces the capital exclusion, ultimately reducing the tax levy. So it's going from what we originally anticipated of a 3.83% increase to a 2.89% increase, which is really helpful for taxpayers. Okay. Okay. So now looking at our 2627 budget summary, our proposed budget is 41 million and change, which is a 7.27% increase. Now if we look at our projected revenues, our tax levy and other tax related items is 22.1 million. Our state aid is 14.8 million. Other items is 1.2 million. So that gives us total projected revenues of 38.3 million. With that, there still is a

gap. So there's a $2.7 million gap. We are going to appropriate 2.4 million in fund balance. Um we're having we're going to take a h 100,000 from our ERS reserve and then the 200,000 is the transfer from debt service that I just mentioned. With that, we will have a balanced budget. So if we look at our expenditures in the three parts, we have admin at 8.9% which is the smallest component which really should be. Our program is our largest component at 78.4% and capital is 12.7%. And in case you forgot, program directly supports the instruction and student learning. Admin covers overall district management and capital supports facilities and infrastructure. Looking at our projected revenues, we broke them into categories. So we have our state aid at 36%. Other items at 3%, our real property tax

items 54% which is the majority of our revenues. And then we have our appropriated fund balance, the 2.4 million is 5.9%. uh ERS reserve at 2% and our transfer from debt service is 0.5%. So next thing to discuss is contingency budget which we don't want but just in case it comes to that if the budget fails on May 19th we can present the same budget to the voters for a second vote on June 16th or we can make some adjustments most likely reductions and that would also be for a second vote on June 16th or that you have the option to adopt a contingency budget which is a budget with tax levy increase requiring mandated reductions and limiting certain expenditures. So with that, our next board meeting is May 6. We will have our public

budget hearing. And as always, you can find all this information on our website under the budget and finance section. And again, our budget vote is May 19th. And that's that's the end of my presentation. >> Any questions for Miss O'Hara or Musa? >> Thank you again for the way that you break down the information into ways that makes it really transparent and easy to understand. So, thank you >> and how the money aligns with what our goals are as a district. Um, makes it all make sense. We thank you for the hours you put into presenting this to the board. Okay, that moves us to our first public comment. Seeing that we don't have anyone joining us in person, we'll move to round table discussion. I'll start on this side. Good evening. Um I did

share a board report um with enrollment. Enrollment held actually pretty steady. We're down just a few students um in special education throughout this school year so far. Um so that update is there and we're down four students. Um we have some incoming Greenwood Lakers for next school year which is very exciting. Um so uh Miss McKenzie, Miss Gonzalez and I always are invited to attend the CS and 504 annual reviews for incoming students with IEPs and 504s. So, we're in the process of working with um doing that for our incoming Greenwood Lakers. Um it's always fun to get to know them and their families as they're coming in. And then um just one final highlight is that uh our department is looking at the Wilson reading program. I'm really excited about this. Um we've historically

used um the read 180 system 44 which is more of a complete reading program. Um Wilson is more of funological coding program and it can complement the recent programs that we've had coming in. So special education teachers always use um and modify the general education curriculum and using Wilson uh both it will be better because it's in Gillingham based which is something I think would really benefit our district um as well as it will complement the programs that we recently brought in a little bit better. So, um, we'll update you with that, but, um, I think we have some excited teachers and we're going to look at it a little more in depth on the 15th and any questions? Thank you, Mr. Har share with us. I do just to make mention uh with regard

to the upcoming budget vote that petitions for the open board of education seat were due yesterday, April 20th by 5:00m as shared on our website. We received one petition from incumbent board member Diane Arnett. We thank Diane for her continued interest in serving the district and her dedication to supporting our students in the school community. Thank you to our CFSD parent advisory panel representatives who met last Wednesday, April 15th. We shared updates reflecting improvements made based on their input along with an overview of the budget related to instructional programs, student support services and technology, assistant superintendent for PPS and human resources Rachel Loftess and Assistant Superintendent for Business Nicole Dusa joined to support the conversation. we very much appreciate and the group engaged in thoughtful conversation around key questions brought forward by our parent partners.

We truly value their insight and appreciate their continued role in supporting improvement across the district. And just as a quick highlight mention, tomorrow is officially administrative professionals day. That is the strength behind the scenes. Truly leading behind the scenes. I can't stress that enough. So, on behalf of the board of ed, I know our administrative team, our teachers and staff, and I'm sure our families want to publicly express our appreciation for those that lead behind the scenes. And we are in the presence of one of the best, for sure. Miss Lindsay Inuzi is not only our district clerk, but she is the administrative assistant to the superintendent myself, which is not an easy job. So, I'm sure Lindsay can share with you. I could not do my job without her. She is outstanding and I

thank you publicly for all that you do and every other position throughout the district from the elementary administrative assistants to the academy and Rachel Loft's office. Um they uh we couldn't do our jobs without them and I know how much they support our teachers, staff and families as well. So um many thanks and recognition. >> Thank you. Did you share? >> I did. I um have updates for Orange County School Boards. Uh they held two meetings during the month of April. Uh the first was on April 15th, which I was able to attend uh in person in Goan and was specific to the student board member experience. It was a great way for districts to uh compare the responsibilities, roles, and expectations of their student representative. Uh it was a great turnout and a great

discussion. Uh there were board members there who have had a student representative since 1998. And there's also some boards that were there who are in their first year of having a student representative and were looking for feedback. Um there were also some districts present who have three to four different board members as students. Uh understanding that some of the students are involved in extra activities. So they were sharing those responsibilities and there were some districts who have over 6,000 students that only have one representative that was second guessing why she was the only person on the board. Um so great discussions. It was a great way for to reflect on their practices and discuss ways that they can be more intentional with how they are pulling feedback from the student body. Um, and it was

just a wonderful opportunity to meet uh many different students from different districts including uh Middletown uh who happens to have a student board representative that is the daughter of Mr. Patel. Uh she was a exceptional young woman. So it was nice to meet her. Um as were all the students that were there and our own. So thank you Danny. looking forward to being on this year and next year and getting feedback from you.
