Good evening and welcome to the February 18th board of education meeting for the Chester Union Pree School District. Mrs. Ionuzi, can you please take >> President Can we please stand for the pledge of allegiance? >> I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Before proceeding with tonight's meeting, I have two motions to bring forth. Resolved that the board of education hereby appoints Rachel Loftess as alternative Title 9 coordinator and investigator. Mary Kate Bosch as alternate Title N decision maker. and Katherine O'Hara, superintendent as title nine appeal appeals authority. Resolved upon the recommendation of the superintendent of schools that the board of education hereby approves the suspension of employee number 3493 effective immediately

pending the outcome of an investigation with such suspension to remain in effect until further action by the board. Can I have a motion? >> I'll make that motion. >> I'll second. >> All in favor? >> I. >> Motion pass. Can I have a motion to adopt tonight's agenda? >> I'll make that motion. Second. >> All in favor? >> Motion passed. Can I have a motion to approve board meeting minutes of February 4th, 2026? >> I'll make the motion. >> Second. All in favor? >> I. >> Motion pass. >> That moves us on to tonight's presentation. Mrs. Garcia. Good evening everyone. Happy Black History Month to all. And yesterday was uh Chinese New Year, Luna New Year. So, it's the year of the horse. So, it's like appropriate with the Hamiltonian. So, uh I'm going to

begin my presentation by discussing district goal number one. Um during the week of February 9th to February 13th, uh the multicultural club organized their annual multicultural spirit week. Uh the week culminated in the annual Black History Month showcase. There were two scheduled assemblies, one for middle school students uh during priv and three and then at the end of the day, pervis and n was the high school u assembly. our club advisor, Miss Charlotte Petroala, which is who's our ENL teacher, coordinated the schoolwide participation uh along with the multicultural club. Uh many thanks to all of the faculty and students uh for their contributions to the assembly. Uh it was so educational, it was engaging, it was collaborative. Um it was uh grade level specific. So during the middle school assembly there were middle school performers

with uh music. Uh they were doing um different artwork. Uh students did presentations. There were student poets. Uh we have the ENL department. They did a skit called Jo. Yes. Uh about two students who become friends. Uh there was uh student poets uh classes from the public speaking students presented um teachers from the world language department has students uh present on famous Afro Latinos and Civian music. There were students teaching one another how to dance on stage. We have voice ensemble sing halo and the drum line um did their uh tribute to different uh uh drums. It was amazing. It was uh very well organized. So uh shout out to everyone who participated. On that celebratory note, annually on February 26, it is encouraged to share handwritten letters with our elders. It is National Right

to an Elder Day and our district library media specialist uh Katherine Encladon has created letterw writing library project activity for Chester Elementary School and Chester Academy students. Um throughout this month she has entered classrooms um and taught letterw writing to the students. uh letters will be due on February 25th and Miss Inlendon will share the letters with the following organizations. So the Chester Senior Center will receive letters, Glenn Arden will receive letters and uh Chester Meals on Wheels recipients will also receive a letter written by our students. So I think that was a wonderful idea. Uh better writing is overrated, right? So it's great that students get a uh an opportunity to practice uh writing. Uh district goal number two. So we have our I Ready diagnostic updates. So we had our midyear assessment in

ELA and math. It will conclude it on February 6th at the elementary school and makeups will take place until February 27th at Chester Academy. The testing window began uh today and will conclude on February 27th uh where for family reports will be shared by Mr. Schwarskoff. District goal number three. I want to give you a little bit of communication updates. So, I was looking back at some of the data from our previous uh board report and on December 2022, I we kind of uh mainstreamed all of uh Chester UFSD social media platforms and we created a new Instagram page and I was looking at the numbers and we began that social media Instagram with 30 dedicated flower lovers. I remember and as of today we have about 843 on Instagram and Instagram is a younger

demographics that's where the students check what's happening in the schools and on that note in 2022 we had approximately 500 followers on Facebook and we currently have 1,841 today um with new followers joining daily. Um, we noticed that when we post our images and pictures of all the different events that take place within our school district, it provides a window of the great things that are happening. A lot of parents work, you don't get an opportunity to see all the wonderful things that are happening in the classroom. And I find that as we post daily and weekly, we get new followers because they're like, "Oh, my child is recognized." and uh it's great to see all the things that our faculty and staff is doing on the regular and I want to thank them for

sharing and inviting me to the classroom when they are having events uh that are taking place. Um, with that, uh, I did an update to our website, uh, the ENL section, uh, to reflect the new employee and also providing addition, uh, additional resources to our ENL families. So now we have, uh, state generated uh, orientation videos in multiple languages. I added the link to that. And lastly, we have our district advisory committee will meet for our third meeting this year will take place on Monday the 23rd of February. Uh the purpose of the committee is to create uh an updated professional learning plan review the New York State annual professional performance review APR guidelines and requirement. For this meeting, we are transitioning from a virtual meetings to in person to have a more collaborative workshop

uh style. Um, so we'll be meeting at the elementary school and the committee will be providing input to the newly hired teachers tenure portfolio criteria that is aligned with the New York State uh professional teaching standards as well as reviewing professional development um items that are up. So I want to thank all of the participating teachers for their commitment to volunteering and participating in our district advisory committee. And lastly, we've had several instructional budget reviews. Um, we've been collaborating uh meeting with building leaders, district personnel, and meeting with our assistant superintendent for business uh Mr. Souza to make sure that we uh evaluate the instructional materials that are being used. Uh looking at the tech softwares and the usage um to so that we can make uh sound decisions that are fiscally savvy for next

year. Are there any questions? No. Okay. Thank you. >> Good. Thank you very much, Mr. Detect. Good evening, everyone. So, we've had some uh updates since the winter sports report that I gave you uh for review uh for this meeting last week. Uh we just to highlight what we what I had already sent to you. The boys basketball team is playing for their uh their potentially a two or three seed coming up for the playoffs. The seeding speeding is going to be February 26th. The playoffs could start on February 28th. That's Saturday. Uh could that's if there's a uh opening round game. If not, if there's a semi-final game, possibly finals, it'll be the following week. Um it's going to come down to their game against O'Neal potentially for a division title as well as

a higher seed in the section tournament. Uh Sage Johnson will compete at the section swimming championships on Thursday, February 19th at Valley Central High School. That meet will begin at 4:30. Uh winter track and field Couta Chalufa and won the 55 meter OCIA championship on January 23rd. On the 30th, the uh the relay team of Zoe Arnette, uh Chalupa, Alyssa Rojos, and Zio Henny meddled third place at the Section 9 Championships at West Point. The state qualifier for the girls and boys will be held on February 28th at 6 p.m. at the Armory Wrestling. And this is where I have an update for you. So, they are competing for their they competed for their respective section 9 titles this weekend. The boys were on Sunday, the girls were on Monday. And Trent Edwards won the

section 9 championship for Chester. And he will represent Chester at the New York State Championships. Uh that will be not this weekend, the following weekend in Albany at the MVP Arena. Uh in the last few years, we've had athletes wrestle for the state championship up there. It's always an amazing experience. They've got eight mats going at the same time in this giant arena, and it is it is a sight to be seen. Uh, so I'm looking forward to watching uh Trent wrestle up there next weekend. And the team won their division championship. So, uh, not only do we have an individual section championship, but the team won their OCIA division championship as well. So, congratulations to the wrestling team to coach Jimmy Ellers. Elvin, our boy Elvin became the all-time wins leader uh, at Chester

for Wrestling. And uh I sent you that link for the video where uh he was a he was a little disappointed that day because he thought he was going to receive a forfeit. We found out late in the day that he would not be able to wrestle for the record that day. Now a forfeit counts as a win. So he still would have broke the record. However, uh coach Eller stepped in in a ceremonial bout and was pinned. And uh this is a trend that we've been seeing uh a lot of wrestling teams have been doing this across the state when this happens cuz unfortunately forfeits are a large part of uh wrestling meets depending on whether there's a they don't have that weight class or there's a scratch late scratch something like that. So

uh new had just done this the week before. So we piggybacked off that and they were very excited and uh a lot of positive feedback from what happened at the meet that night and it was if you were there or watched the video it was we tried to make it a festive experience you know WWE style so it ended up working out very very well. All right so now that leads us to spring sports. So we have a synergy update. So remember we discussed a few months ago we had we had got some feedback from the parent advisory panel for athletics and a few other people that the the process if you had already registered for fall and then you registered for the winter was overly complicated and the state does mandate that certain questions

must be answered. It's called the between sports review. It's our BSR. So there's certain questions that must be answered but we wanted to find a streamlined way to do it. So, thanks to uh Dan Schwarzoff, we contacted Edgypoint and Synergy and and and found a better way to do it. And so far, we haven't heard a word and we have a lot of registrations already for spring sports. There's only been one or two issues where a simple phone call and we called them back and hey, just click this that, you know, we walked through it and it worked out very well. We're I would say we're probably about halfway through our registrations. Uh we expect a lot more in the next two two and a half weeks, but so far it has been smooth sailing

and people have reported it. There's a lot of questions to answer, but it's a much smoother process and we added some banners to some pages to make sure you click certain buttons and it's been working out uh very very well. So if you have not seen the parent square letter or the website or social media, uh February 9th, registration did open. March 9th is the first day of tryyouts for JV varsity sports. March 16th will be modified. There have been two notifications sent out via parent square. The website's been updated. We have it everywhere we're supposed to have it. There will be a third upcoming. And addition to that, we will also send out the tryyout schedule with the contact information and the triyouts for each sport for all the levels. We send that out

every season and we will make sure we do the same thing. The only thing I want to warn everybody about weather. There's still a foot of snow out there. So, the schedule, we're holding off kind of till that first week of March because we have to see if the facilities are going to be ready. Um, I've already been speaking to Matt D. Ro and his crew about what our schedule's going to look like. We've been discussing uh field usage at the Rock and a few other places to make sure we have something to have some tryyouts on, but it's a moving target right now and once we have it kind of nailed down, we will make sure we get that out to the public. Uh, senior nights, we're in the middle of our senior nights.

Those are going to be wrapping up in the next week or so. So, I'll give a complete report on our senior nights in my next war report. Uh, now something I want to highlight and I was excited about this for this month because I don't get to do this nearly enough and uh, you know, director of physical education, right? Athletics falls under physical education in New York State and sometimes I get a little hyperfocused on athletics and we report a lot about what we do and you know wins and losses and titles and you know hanging banners in the gym and things like that but athletics starts with our fizzad department all the way at the elementary school level. That's where they start to get their their flavor for athletics. Right. So, I just wanted

to highlight the uh uh Caitlyn Moran and Vanessa Marcilio have been teaming up down at the elementary school to do some very uh interesting themes for some of their fizzed um some of their fizzed curriculum. And one of the things they are doing right now is an Olympics theme. So, if you go into the gym, you'll see, you know, all kinds of events that go on that are mimicking some of the events that are going on at the Winter Olympics, uh along with the Smartboard. and they're using creative use of their equipment to, you know, when you walk through it looks like a bob sled, looks like different things going on and the kids are loving it. There's been a ton of positive feedback that I'm getting from parents and from other people. Um, and

I also wanted to highlight some things that are going on at the academy cuz Project Adventure, which we started several years ago, is also, you know, something that we don't talk about enough because of it's an alternative physical education class where the kids are going out to Sam's Point, different places, and they're hiking and and tubing and doing different things. all physical activities that are lifetime activities, which is what we're trying to promote in the phys department. It's not just, you know, game specific, skill specific, but it's lifetime fitness goals. And project adventure is a fabulous way for our phys department at the high school to uh demonstrate to our students what it is to to work in some of these activities and and learn these skills to keep themselves in better shape for their

rest of their lives. And then I just want to talk briefly about the next athletic parent advisory panel which is going to be the first week of March. Uh we delayed it a little bit. We had originally said it was going to be the last week of February, but again because of weather, some of our games have been pushed. We have some playoffs coming up and things like that. We have the state tournament for wrestling. So, I always like to have that one meeting in between winter and spring so we can kind of debrief the winter season and also talk about some things that might be leading into the spring season. So, that is going to be the first week of March. I will put out a date once we get the playoff schedule for

the boys basketball team kind of nailed down. Then, we'll send out the invites because we don't want to send an invite, have a meeting, all of a sudden we have a section 9 semi-final game in the gym here that night. So that'll be out next week and then we'll be able to plan that meeting and and we have some topics that we already prepared to discuss at the meeting that week. I believe that's all I have for you. If you've got any questions for me. >> Any questions for Mr. >> Guess the only question is was Mr. Ellers able to walk the next day? >> He was uh it was a I don't know if I would call it a gentle pin, but he was he was prepared for it and they kind of staged

it and knew it was going to happen. The only one who didn't really know that was going to happen was Elvin. Uh the team was in we had been planning that all afternoon and uh but Elvin knows enough about wrestling how to do it safely and and Jimmy took the fall well. Um it's great to see the elementary piece with the Olympics. I mean I think you know that's kind of the talk you know everyone at least at night at least while they're channel surfing has it on. So to kind of do that kind of stuff um you know in a classroom environment for the kids and especially you know our climate doesn't lend itself or this area for all the different stuff. So to bring that down to the elementary is just great. >>

There's a lot of smiles from a from a lot of kids walking out of phys classes in those days. So it's >> and getting creative with the equipment. >> Absolutely. Absolutely. So >> thank you so much for your report Mr. Schwarz. >> Good afternoon. Um, got about five points to hit tonight. Um, it's been a busy month. We have started MTSS, um, implementing MTSS in Synergy, which is a big undertaking. Um, the elementary school has an MTSS program in MTSS, multi-tiered systems of support. So, if a student is struggling in their classes, they tier one is their classroom activities. Tier two would be some um work beyond their classroom activities, and tier three would be even more intervention. Um, when we implement one of these programs, it's it's student specific and there are a lot

of checks along the way. So, we identify a need. Then, we say what would be the best way to meet this need for this child. We say we are going to do this for the next four weeks and we're going to check in. And each week maybe we'll do a quick check to see are they progressing along that um plan properly in the way we want or do we need to get together a little bit faster to modify this plan. Um the elementary school Miss Bosch does a spectacular job of tracking that in a massive Google sheet right now. Um, Synergy has a tracking system for this and um, it will remind people to do those little those little weekly trackers. It will, um, give them a spot to say, "Yes, they had eight of

their 10 site words this week." Um, and then it travels with that student. It doesn't die in a Google sheet at the end of that year when a new Google sheet is created. So, um, the first step of this is getting all of Miss Bosch's data into Synergy. Um, it's not something we wanted to ask teachers to do. It's a lot of work. Um, they've already done that to get it into the Google Drive. So, um, my team and I have been taking that on to get to translate all of that data into Synergy. So, we're done with the initial step, which is just the intake form essentially for all of the students that currently have an MTSS plan. And now we got to go down go through with Miss Bosch and actually input all

of the current plans in for the students. So, this is going to take a couple months. Um, we're hoping to have it done by beginning of summer so that we can then train the MTSS team on updating those plans. At the end of the year, we kind of do kind of a final check-in with each one of those kids. Um, we have our I Ready data. We have a lot of our testing data back. So, we want to update those plans with the MTS MTSS team. And then we have uh two trainings set for the beginning of next year for all of the teachers so that they know how to use that program as well. It's a big lift, but it will help a ton and just keeping track of everything um and kind of

bringing it to the forefront when it needs to be brought there. So we started that process this this week. Um last week it was a heavy lift but we are getting there. Um we have 15 synergy dashboards admin dashboards um set up. So they give us data on attendance on enrollment on grades. If we want to look at a student we can see every single data point. So attendance uh discipline grades quarter 1, quarter 2, quarter 3 um so we can see trends across that. We are building one for I ready right now so we can see trends across years for particular students or grade or classes. So, we only have about three left that we're going to build custom for the admins. And then we have currently have three set for the teachers. And

we I have two more custom ones that I want to do for the teachers that were in the works for right now as well. Um, we did have our simulation tests for the 3 through8 testing uh this past month. They seem to go extremely well at the elementary and the sixth grade here, eighth grade here. Um, one of those these are huge. Um, so this year in cyber security, EDR or uh endpoint detection is a big thing. Um, we have always kind of had our own EDR system that we monitor and we track. So, it gets installed on every single machine. If something tries to run on that machine that shouldn't be running, we're alerted. But, it's also just a heavy lift on keeping track of updates, keeping track of current threats daily. Um, so

this year we got a managed endpoint protection, um, which is an outside contractor that does the same exact thing and we got it for the same exact price. When we moved over to Fordinet, um, they have a managed endpoint detection that does everything for the exact same price that we paid before to do it ourselves. So that was a awesome. We just got it up and running in the last month. So that was a awesome. Nick did a a lot of work getting that set up. Nick and John. John um has taken a lead role on a lot of that too this year. Um and we finally have our battery backups in ordered. They are in all of the rooms. Um once Miss Bosch comes back, I'll go around and we'll install those in our

um closets so that we can get all of those on generator power. And last thing, we've been doing a lot of budgeting this year. So, all of our software for um pretty much anything that happens around here goes through the tech department. So, um me and Nicole have been working closely to monitor our usage of our apps, make sure that we're only buying the stuff that we're using, and then um figure out what next year looks like. Um, the only thing budget-wise that might be an issue we're not sure yet is I don't know if you've heard about the price of RAM um, skyrocketing. It's like doubled in the past couple months and it's probably going to go up further. So, our Chromebooks this year are up in the air. They're only giving quotes again

for like two days and then you order or you don't and then you've got to get a whole new quote. Um, so right now that's kind of volatile. So, we're monitoring that closely and trying to find the best time to go ahead and purchase that. You guys have any questions? >> Any questions? >> Um, I just wanted to underscore as someone who sits on MTS in her day job, >> the undertaking of taking all that information and putting it in a central location. Um I can't imagine the hours but looking the what we can do with that for our students is is endless. Yeah. >> So as you're tediously trying to put all that in one place um it will it's it's just remarkable what we can do with that information in terms of planning

and supporting our students. >> Yeah. We had a team of I think eight teachers last summer that came in and put in all of our um learning gaps and our interventions for those learning gaps. So they spent a day just writing all of those down so that we can translate them in. So that built the MTSS program and now getting it all in there is Qualin. Qualin has been a godsend on that too. he just sat there and just did data entry for two days straight for those uh for those in between doing Chromebooks and the rest of his job. Um so yeah, it is a huge undertaking, but it will help a ton >> and it'll help both students and and the teachers providing it because it's just going to pin the data and

and everything. So um kudos to your staff and all their work. Thank you. Thanks, >> Mr. D. Rosa. Hi guys, again thank you for the opportunity to update you on behalf of buildings and grounds. It's been uh quite an eventful uh month. Our uh project, the Intercolastic Athletic Complex project, uh kicked off on February 6th. Right. We had our first kickoff meeting. Uh it's important meeting uh setting the tone for the rest of the project. Established the project team. Um established some very high level milestones, payment schedules um and project challenges we we talked through. So it's a very good meeting. It also set the cadence for additional meetings going forward um regarding the project. Um so on January 23rd, bids were due for tree felling. Uh we had since awarded that project to Peter

DS and Sons from uh North Jersey. Very large uh tree felling outfit. Um they started on Monday and we are just about complete which is wild. Uh so they they're very efficient at what they do. Um, we probably have another day, maybe a day and a half worth of work of cleanup stuff, but the condition that you see now is going to exist until the project is approved and we can uh start to remove, you know, the the the felled trees. So, that we're looking at about August. Um, so I know some we've received uh a few emails, folks are excited to see it moving, but I just, you know, want to kind of level set for the next couple months. It's going to look like nothing's really happening. Um, but behind the scenes, trust,

there there is a lot going on, um, regarding the planning. So, um, tomorrow we'll be installing a hard fence, uh, between the playground and the work area. The fence is not up right now because the playground's closed. We have 2 ft of snow out there. Um, and it allowed easier access for our contractors. So, tomorrow we'll have a a hard delineation between the work site and any school activity. Um, so looking forward to getting that done. The next stage is our construction management uh bid. So construction manager's job is to oversee all of the general contractor, their subs, um, report to the district on finances, schedules, any risks, uh, any uh, opportunities for um, savings. And that went out for bid on Friday. Uh, made the newspaper. We've so far received, I think, 10 inquiries.

Um, we've delivered 10 bid packages. So, we're very hopeful that we're going to have a very competitive bid. Tomorrow, we do our uh construction management bid walk, although it won't be a walk because it's extremely muddy out there and it's just a hill with trees laying down. Um, but we will level set the expectations of the construction manager, um, timelines, finances, all that sort of stuff. And we anticipate um uh to finish up interviews with the construction management firms on Thursday and Friday, March 12th and 13th, while awarding the project at our we anticipate and we're hopeful that we'll be able to present to you a contractor uh a construction manager on the March 18th board of education meeting for approval. So really looking forward to that. It's really important to have a construction manager

as early as possible in the project. um these are people who are do this you know all day every day on different projects and are very seasoned in identifying opportunities and and cost savings. So that'll be a big uh that'll be a big addition um regarding the safety project. Uh so we're just about done with the we're we're just about at substantial completion. So yesterday we installed all the AED help points. You'll notice as you drive around these bright blue lights with a bright red box that says emergency. Um these allow us to have access to 911. So cell phone service is pretty bad. Um we've had situations on site with um cardiac events. So these uh help stations are great. When you walk up to them, there's a big button that says push for

help. You hit that automatically dials 911. you're now on speaker phone with an operator from 911. They will automatically receive your location. Um, in meetings with the 911 dispatch center, they automatically dispatch uh help once it's pressed. Um, at the same time that you you're uh interfaced with 911, the AED will open up. So, it's a locked box. It's completely uh covered through our camera system. Um, and then you'll have access to the AED. Um, another interesting point on that is once you hit that button, uh, a text message is sent out to all admin saying, "Hey, somebody, you know, deployed to AED at this location, so we'll know right away what's going on." Um, the final uh item left for the safety project is we have five doors that were missing uh equipment. That's

in and they'll be completed tomorrow. And then the transaction windows. So right now we have temporary windows in the uh visitor entryway. Um our permanent transaction windows will be installed next week and then that will put us into the substantial completion part where we do um a punch list of all the minor items and take care of that and then we can close out that project and move on. But certainly uh has taken a bit longer. There were some lead times we weren't expecting and um some contractor um um management issues. Uh nothing serious but you know a lot of coordination was required between different contractors but the project is under budget. Uh so that's a big uh that's a big win for for us. So with that I will turn it over to you

guys for any questions. >> Nothing. Oh, >> no question. Just a comment that um the project being >> under budget was is great, but it's also the quality is not impacted. So, just appreciate, you know, that we have such a reputable uh company that's doing this. So, >> and I'm sorry you you you I I couldn't make up you said you said that the quality was not impacted, right? >> Right. >> Yeah. Perfect. Yes. >> Wait a minute. >> Yes. Yes. Uh um yes. So we we had some favorable uh pieces milestones of the project um that really helped us out. So there are other things that we're looking to to do with that money. Um so regarding safety additional like for example we have a camera intercom at the front entrance, right? We already

made a decision. We're going to put them on other doors like the loading dock and the back entrance, which frees up our security guard and will allow us to staff events with one security guard as opposed to two. So, um there there's some other things we're looking into, but yeah, we're in a good spot financially with that project. I mean, we certainly appreciate um, you know, as you said in your report and we're all exper this has been a winter for the books in terms of, you know, the amount of salt needed um, and the hours, you know, and the challenges with that and financially and stuff. So, we appreciate you always, you know, looking out for our safety, but also from a financial standpoint. So, we in in buildings and grounds, we take on

the responsibility of clearing snow on sidewalks and our parking lots and roads, which is a little bit atypical, especially for a school our size. Um, I know like Florida and other districts of the same size, they contract out their services. Um there's a tremendous savings in us espec in a year like this year where we've been you know just pounded with snowstorms. Uh there's a tremendous savings uh to the district by keeping that in-house. There is a trade-off, right? We have a tired group and um but but they they like doing this stuff. Um it's a weird instant gratification once you're done, right? Uh so we we enjoy doing it but there is uh there is a tremendous savings um from their abilities and salt the most abundant mineral on the planet uh is sparse.

You can't you can't find the cost has almost tripled um from a month ago. So we're we're doing our best to conserve as much salt as we can. This week looks ominous uh as far as you know salt goes. So you know we're not the only ones experiencing that. That's pretty industry standard though. So, thank you for recognizing that. >> Appreciate it. Anything else? >> Thank you for your report. >> Thanks, guys. >> That brings us to our first public comment on agenda items. Seeing that we have no one for public comments, we'll move to round table.
