um right good evening welcome to the november 3rd uh board of education meeting for columbia school district i'd like to call this meeting to order at six o'clock please stand for the pledge [Music] and to the republic for which it stands one nation under god indivisible with liberty and nature just like to take a second for our fire exits it's the same door that you came in down the stairs to your left and we would convene out front if there were any emergency um at this time i'll turn it over to superintendent o'shea good evening everyone as always submissions for public comment can be emailed to boe comment at compose.org and uh tonight and i know sylvia you have to uh move to uh another powerpoint in a minute um but tonight we are excited
to have cs arch as well as turner construction with us to present to the board of the five year building conditions summary as well as some additional information and i'm going to turn this over to dan woodside from cs arch thank you yes dan woodside c.s arch i got with me tonight greg greg cloku also a principal with csrg and larry tuna is here from turner and mike collins from turner it's been a while since we've seen you nice to see everybody again we've been hard at it working on the building condition survey and five-year plan update um greg's gonna go through quite a bit of detail on that and just to give you kind of a sense of what's going on we're at the beginning also of starting to put some some dollars to
these uh these items and that's really what turner's working on it's great they're on board early as you begin to think about planning for a project that may come out of building condition survey when they're on board early as the construction managers are really helping to develop the budget and can see the project all the way through with us so it's a very strong uh collaboration that happens between these two companies and we've worked on a number of projects together so with that we'll have greg jump right into some of the detail on it and stop us along the way if you've got questions okay i'm going to go to the next slide can i stand here wherever you are comfortable all right so initially you know what are we working on for you guys
so our role here we're starting looking at the voting conditions survey state mandated okay so uh the building condition survey um the hose is due in 2021 so we've been we've been working on that uh to complete that and submit that in your behalf um we do that's an online survey that that we do uh we'll then get into planning for the five-year plan which starts to incorporate when you might complete a capital project to address some of the items that we we identify in the building conditions survey um and then we assist you with your pre-referendum planning you know going up to that to a capital project um just kind of a quick update um i'll try to be relatively brief this presentation i think you guys might have all got copies of it
um it's pretty lengthy but i'll try to i'll try to get through it pretty quickly so what is the building condition survey mandated by the state that each district completes it every five years um like i said cahoe's is due in 2021. essentially we have a prescriptive survey that we go through there's 129 questions and we look at components of the existing buildings you know what is existing and what's its condition we then assess the remaining life of those conditions and a lot of that might just be based upon when it was installed and how old it is and what we expect that life cycle of that of that material to be if the material is less than a five year life expectancy then we would provide a budget to replace that material in kind
typically so if you have you know a roof system that we think needs replacement what would it take to replace that roof essentially as it is um we also provide a rating of each of those building of those systems satisfactory unsatisfactoring we'll get into that in a second and then we provide an overall rating of the building itself which is based upon those those building components that we looked at so the building uh systems so roofing for example is a system uh has several questions in the survey so again we rate that from excellent through critical failure and you'll see unsatisfactory and i highlighted that in red if the material has exceeded its useful life then we would rate that as unsatisfactory so for example a roofing system that we might expect to last 20
years if it's 40 years old you might say it's unsatisfactory it might not be leaking so and then certain questions of the 129 have different classifications undefined uh health and safety so if there's a little h next to the question that's a health and safety item if there's an s next to it it has a structural connotation in the survey so once we evaluate the systems the systems lead to the rating of the building so building ratings go from excellent to failing i highlighted again in red an unsatisfactory building when any h s system is rated unsatisfactory your building automatically goes unsatisfactory so using the roof again as an example my 40 year old roof that exceeds its useful life that's an h item i say that's unsatisfactory my building now is unsatisfactory and my
roof might not be leaking so just we i kind of describe it in that way so you don't panic if you see unsatisfactors it doesn't mean the buildings are are unsafe it just means that there is at least one h and f built h and s building component that's exceeded its useful life great just one quick thing on that it's important to emphasize that because if you see an unsatisfactory rating for the building it doesn't mean that your ceo is going to be pulled or something like that it just means that it's critical that the next time you plan a project those are the items that rise to the top of this first so after we complete the vcs the building condition survey then we start thinking about the five-year plan you know the building
condition survey is on a five-year cycle intended to correlate with the five-year plan so now we've identified items in the dcs when within that five years are we going to try to get that work done again nothing says you have to get it done in that five years but that's the plan the state likes to use this as a tool so they can start to plan what kind of expenditures they're going to see coming through and the number of projects they're going to see coming through for approval and aid so the five-year plan we take the items from the building commission survey we include those we'll start to meet with stakeholders administrators community everybody who might have involvement as to what we want to what we want to do also the five-year plan could start
to address modifications programmatic needs things of that nature build a condition survey would so if you needed more a building addition the building condition survey doesn't necessarily say that but the five-year plan might say we need two more classrooms so that's where that's where you start to see that work sed does some have some formats that they like to see that information presented in and we'll we'll compile that all up um the five-year plan does not get submitted to sed only the executive summary of it does and that goes with a capital project so when we do work they want us to submit to them the five-year plan executive summary so they can see if that work that we're talking about is actually included in the five-year plan and they will at times push back
and say well why are you thinking about putting in a new track or something like that but you haven't taken care of the roof that needs to be taken care of so that is the kind of review they will do on that material so again when we do our evaluations of the facilities again we're looking at walk-throughs we walked through the buildings we were you know we met with um administration staff and with jim stapleton's staff to kind of talk about the needs um we review the previous building conditions service surveys whether we've done them or not we have we have them all and again if there's other community users or stakeholders we would meet with them as well so what i'm going to do now and uh you know the intention isn't to go
through every line item and talk through what it actually means what i'm trying to show here is kind of some of the things that we look at um and that show up in the building conditions survey this is kind of just the bullet of the list um but some of the observations kind of at abram lansing um the the gas service may need replacement again no issues due to the age of when it was installed and this goes through playground equipment pavement reconstruction which is the common theme of the buildings exterior stair and railing replacement so that's the first one you see the little s that's a structural item some window replacement there's some broken glass glock exterior walls recoating of the ether system again that's a that's a safety item or structural item in
this case because of the block walls but again not not of concern partial roofing vct flooring some corridor lock sets a lot of times with the lock sets we either look at the functionality of it or if it's still a knob versus a lever for ada compliance so we'll pick up even though the lock is functioning fine we might say you want to get them changed for uh for ada compliance does everybody know what e5s and bct is what they are because we use we use terms sometimes yeah no i would be more than happy for you to share yeah so vct is a vinyl composite tile that's what you see on the floor versus v80 which is vinyl asbestos style so that's one that we need to obey this is one we can just
remove and replace uh efis is an exterior insulating finish system um so that is what looks like stucco what you'd see on target primarily synthetic stuff though big box stores um that's that's an ephes system some exterior doors that might not be functioning or might not be seating correctly and we can't get them to work based on just the adjustments refreshment of the elevator and improving the water treatment system some more some mechanical equipment again 1990s um er rtus that's uh rooftop units those are mechanical units that sit on the roofs um again it's 30. they're 30 years old so we might typically plan a life cycle between 20 and 30 so they would they would kind of be on the outside of that some water pumps sump pumps some fixtures and water fountains emergency
lighting and exit signs fire alarm systems uh the public address system and some work to the ada ramp so these are these are the items at lansing the one picture we showed there there is some some case work casework is not an item on the bcs there's no place really to click that typically if there is some casework replacement that's needed that'll show up in the five-year plan move on to harmony hill um and a lot of these will be repetitive and a lot of that is based upon the nature of the questions that we see in pcs so again some site lighting playground equipment pavement again improving some drainage at the athletic fields the scoreboard some windows exterior walls so there's some masonry repointing and some some brick damage i believe um exterior concrete
steps and there's a photo of some you can see some of the damage to the nosings on those on those steps carpeting vct flooring again and some ceilings ceilings are a difficult one uh usually either there's water damage or historic water damage things that have been you know even though there might not be a leak ceiling might be might be damaged corridor lock sets again these are would primarily be either if they're not locking properly or if they're not ada compliant some exterior doors again elevator refurbishment mechanical equipment into heating main office cooling equipment a lot of mechanical equipment here so controls the controls is the is the system by which the mechanical equipment is controlled and adjusted and monitored so if you you can tell if it's operating or if it's um if there's
an issue with it from water supply piping emergency lighting again fire alarm pa public address system against some ada compliance at the ramp it's on there twice create ada access to the softball field i don't recall that typically at the end of the vcs there is a general question that says are all the facilities ada compliant penn um some drainage structures that would be site work that would be like catch basins that receive the storm water playground equipment again pavement sidewalks um some vinyl fence uh the front doors there's some some leaks that we want to want to address uh the roof ladder and there's a photograph there that roof ladder is attached but it's kind of uh it's kind of canted out from the wall so as you as you climb it you're you're
moving farther away from the wall so we want to we want to address that some masonry reconstruction windows again exterior walls again masonry flooring is a common one carpet and vcg flooring things that age over over time greg you were probably just hitting the highlights of new things from different different schools yeah i could do that um it's all kind of the same stuff water heater here uh flush valves that's the flush valves at the toilet fixtures here we see some uh some more lighting um fire home in pa again middle school uh some of the bigger things at the middle school the there was some foundation wall parking that's kind of the exterior finish on the on the foundation wall we did have a lot here you do have a fire escape so that
fire escapes should have some work done on it i believe the anchor points into the into the building as well as i think some of the some of the steel needed to be be repaired exterior walls there was some a lot of masonry repointing here that we would need there's some flashing there should be also plaster yeah plaster on the interior there's there's several locations at one of the exterior doors where there's been some water damage and a lot of plaster repair kind of come in going up to the library thing there's in the photo there you can see some plaster damage in the ceiling i think that's actually in the library and also down in the first floor in the corridor there's some plaster damage so ceilings again lock sets um gym bleachers there
are none um kind of not necessarily a bcs item but we put it here but um because there are none there's a boiler here as well air handling age uses air handling units again just getting up and up in age um homing fixtures again lighting fire alarm so a lot of it is is um is consistent there you see some damage at the at the wall there um at the exterior door that's some water damage on that on that wall high school a lot more pavement and some storm water management we want to address sidewalks track fencing and the field events refurbishing refurbishing some of that foundation's wall again at the back of the building some base re-reconstruction again exterior doors windows again um spandrels that's um that's a term that's the area kind of
around the window the glazed window system that's the uh that's the spandrel you have some spray foam roofs here and that's a that's a system that where the insulation is sprayed on and then the top coating is sprayed on as well to that works well when you're covering an existing roof um over time the surface does deteriorate so we'd want to look at if that can just be recoated or if it would be a complete replacement many times we can replace just the silicone coating that's on top of that so um that's so that's what we'll investigate as we go forward plaster here again as well four finishes there is some crack terrazzo that we could we could look to address again not necessarily a health concern by any means because it's not tripping hazard
but it is some flooring that we could we could look to address in the future um casework again really your science ban that those whole suites and the science labs that casework is is uh getting pretty tired elevator again refurbished the elevator mechanical equipment again valves and pumps and those are things again just just due to their age um faucets and fixtures uh dishwash system and hood replacement of that there are some electric panels that are actually located in classrooms and we'd like to look to to relocate those those are older panels that should be replaced anyway and then they're actually in classrooms emergency lighting fire alarm system public address system again kind of some of the typical stuff that we're seeing page avenue although it's not a student occupied building it is occupied by
the district so we do have to do a building condition survey there as well um not not that much work there um relatively speaking it is an old building so there is masonry that's that's the biggest thing that's what you see in the picture kind of that jagged line that extends across the uh the picture there that's where the uh there's some movement in the in the brick um again we have a spray prone roof here again um and just mechanical equipment and some hiking so budgets costs these numbers is are kind of how we um kind of assess what's there existing currently to replace it in kind of as i said so this isn't a capital project a lot of times those numbers will be modified once we get into planning it's very difficult
to do one system at a time sometimes it kind of grows or or you decide you don't want to put carpet there you want to put another type of flooring there so that so the the numbers might might change um also these are these are what we'll call them order of magnitude budgets so this is just to kind of get a sense sed does require us to include costs so by building that's kind of what we're what it's shaking out to be right now and you can just kind of see that the high school kind of got the most work by double at least of all the other buildings um and in the middle school and as we went through the list you can kind of see those are the buildings that have the longer
list of things they're also the biggest buildings by area so um so that i just wanted to be clear that we're not saying that you have to do all this stuff in the next five years we just said that the building conditions survey is going to show these items as needing needing some needing to be addressed hopefully in the next five years the other thing to point out is these are numbers that turner's group has not been involved with yet these were numbers that we just addressed from our own experience uh so now once larry and mike are involved they'll become more refined as we start to really talk about what potential scope there might be and the other the other the other caveat is the pricing of construction work recently has been has been
a bit all over the place so these are based upon some historic values that today might be a little often but for six months they might be back on track again so it is a little bit of a moving target right now so so that's the building condition survey in quick some numbers associated with it these are the ratings that we came up with again the unsatisfactory would be based upon something that is hns kicking that building into the into the unsatisfactory and um right now it's lansing middle school and high school fall in that category i'd have to dig back into the report if i needed to tell you exactly what that item was in each but as we get into the planning those items will be the first to be on the list
of the address the goal being at the end of the capital project these are all satisfactors so a timeline to start to implement a capital project to address some of these things so we are right now in november um so the idea we're having this discussion here tonight our next step is to meet with the building level committees at each building and review in more detail what those items are that we saw there as this is is now five-year planning they will interact and give some some feedback back as what are the things that might be needed programmatically or what are some other suggestions to make their buildings function better so the idea is we meet with them in the next couple weeks identify those lists and then november december we work closely with turner's
guys to put today's value dollars on those items establish the scopes and establish the priorities and what we think of what we think needs to be done to address all those items we'll probably get back with you in december timeline to update you as to where we are what it's looking like what the building can building level committees think they want to see you know for your for your input at that point we've got to have that going from december march because that's going to be probably a monthly presentation here's where we are just so you guys are comfortable with with what the scope is looking like again those are those are public meetings so the public out the public input and outreach really starts here as we talk about it the public also is
uh is uh involved um that's the 22 march 22 date also oh yeah yep there's a typo march 22 not march 23rd um we don't want to give you that much time yeah yeah so um well we'll come we'll come until march 23rd but um at a certain point you know uh if we want to shoot for a may vote uh the board will have to pass a resolution uh to go to vote at least 45 days prior to the vote so that's about your your march second board meeting if you wanted to plan for a may uh 17th vote with the annual budget vote so that kind of outlines in in loose terms what we'll be doing to get you to may um after may then we as a design team with obviously you
guys finalize the scope we generate uh design drawings and construction permitting drawings then that stuff all goes to sed scd reviews and issues the building permit and then from there we can bid the work and then we can construct the work so that stuff as the detailed schedule of that is to come you know once we on one hand identify what the work is at what buildings turner will be involved in identifying how we're going to phase that construction work we're not going to be in every building day one we're going to phase that work out so so that stuff will be will be forthcoming if i could just jump in a minute i know you mentioned this um so we have we have scheduled dates already with all of the five building level committees
and then a little later um our thoughts and i know margaret will be seeing who members who might be interested are then to bring the information back from each of those building committees have a couple representatives from each along with some board members who would now like to be part of the facilities committee so we'll talk a little bit more about that but we figured that would be a good way to then synthesize the um the five different building also just so you know the building's mapped um pre-pre-quoted uh uh as a committee and some of you might have and so there are um in addition to the building survey summaries uh condition summaries there are some recommendations uh buildings made at that time now some of those recommendations um and some of the things
that we have learned over the over the past 18 months so that will be part of the building discussion too and then um facilities will have a committee will talk about some of the priorities a couple couple quick things on uh schedule i think what one thing that greg is pointing out that's just important when we talk to the community is that they realize that and if you folks know they display when it goes to vote the vote is successful construction is not going to start in that first summer so wouldn't start in there's still probably 90 percent of our overall design look still to complete go through permitting go through the bid process so again as greg is mentioning that schedule will be developed and will be shared with you uh to share with
the community also so they see what that looks like but it's important that they realize that as we start to talk about these things that construction doesn't start right away it happens and everybody thinks oh we passed the boat let's see construction is down that just doesn't happen that way the second piece is that we will also be working closely with the business office and with your financial advisor some of this has already happened to be sure that we are working kind of in concert with what you think the community can support in terms of the budget so while the needs that greg has already pointed out on the building condition survey total up on that page to i think 22 million dollars you're not going to be able to take on 22 million worth
of work and you don't have the program uh needs in here yet so there'll be a lot of prioritization that will go on and a lot of balancing that will go on with your financial advisor to make sure that something that the community can support either at a level uh debt uh no tax increase or a minor tax increase you know we don't know we don't know at this point still too early but certainly not a project that will end up in some big spike of taxes so that's uh that's how we always have to work kind of from both sides of the uh of the entire equation so i'm just wondering um and i often ask questions and there's probably no answer but i do it anyway for whatever reason how on earth can
you establish costs with the volatility of materials the availability lack of availability of materials i can't imagine a worse time to try to come up with well and to step back even before the volatility of the local of the recent times you know we're supposed to be the building condition survey is supposed to be work that's done in the next five years just in general terms if you do that in year one versus year five there's an escalation that happens there right so so initially we just budgeted as it's it's day one what is it what is it today so um you know the question the question is how do you do it it's for one it's not anything that's cast in stone meaning that it's just really a guide for the district and for
sed to know what you could be talking about so you know if those numbers are are 10 off you know you know in this phase yes initial referendum there'll be a there'll be a capped number and you'll have to build enough contingencies into that number and escalation and i don't want to spill your thunder larry but it's basically you got to build enough in to try to deal with that volatile market so i mean it starts with historical data but like you say right now it's uh it's very volatile but you know we we uh track the supply chain nationwide and um you know just cost analysts and we have a department that you know we're spitting out estimates right now for work or two years from now that that's that's how all these projects
are created and we just have to uh they're they're in all those steps they'll be multiple estimates but just building up to once you identify your priorities and then those are priced um like greg and dan said there'll be a lot of moving parts and pieces um estimating is just that it's estimating so you don't ever know the real cost until midday so you just try to build enough in there to make sure that the distance is covered so you're not coming back you never want to come back to the motors and say we need more so and again now when they complete their estimate they don't want to estimate it as the little bitter right you don't want to estimate as the high bidder because now you're being excessively cautious so they want to
estimate it to be somewhere in the middle that you know with a good bid day somebody's going to come in low and we're going to have extra money you know so that's where that's where that's where they want to be right thank you so can i just ask how many of these items were carried over from the 2015 pcs and what do you think these cost savings would have been if you had addressed them at that point um my first quest my first answer is i don't know without going back and actually looking because we do use what we do start with the 2015 and it's kind of uh you know um we kind of go through it and we'll see what what was done um and then we use that as a starting point
but then we have to i would have to look at the two side by side to see i just hadn't done that um you know i would say that there were probably reasons that work wasn't done in 2015 so to say things are cheaper now or more obviously everything is more expensive now um and that's probably any scope of work you could look at in hindsight and say well but you know did you have an extra 28 million in 2015 to spend so and there's still there's probably [Music] i mean you typically don't get everything off the list anyway there will be items on there that may be beyond their useful life but still get a satisfactory rating because they're not necessarily problematic right now uh it's the items that are truly unsatisfactory and especially
that are health and safety that we want to capture yeah i would say i mean fairly confidently that there's probably nothing that was considered unsatisfactory at that time that we didn't tackle i'd be surprised but we would have to look at it cost cost escalation your second question it's uh i don't know over the last five years since 25 probably probably 25 so my question is of the building level committees that will be meeting um so this is a presentation that's going to be shown to them they will know what pieces are being identified as meeting or is not just a programmatic piece because there's a i feel like there's a lot on here yeah um you know a lot for us to catch up on and and with masonry work and paving and these
are not pretty things that are going to be anything that excites people in any way to say i want to go out and spend 22 million dollars to fix the brick on the outside of the building right so i get that there's a piece within the building level portion that will come up with like programmatic changes and that's where we kind of come in in together with it but also for us to you know it are we meeting with the buildings and giving them the scope of the things that really are like structurally we have to address these things you know because the fact is if we keep continuing to push it off if the problems are just going to get larger and larger the water damage that we see in the middle school that
that roof needed to be prepared for however many years until we were able to afford to repair it and now we have interior issues because of that so you know we all know that construction and you know you have to fix one thing in order to prevent other things you know from happening and so i think you know we need to be really clear especially with our our buildings to say this is the position that we're in they're not pretty they're not frilly but they're necessary um so i'm just curious how that's all going to work out we sat in on a couple of building level meetings and it was we want all you know all the walls down all the windows you know we want new science classrooms and this and you know and
all the pretty things that make people excited and want to you know be a part of our district and those are not things that i want to put aside but also 22 million dollars for some locks and handles some doors and windows you know it's it's also i think that we just have to be really intentional about our conversations you know yeah so we've already had this discussion and so each of the slides so for example with landsat we'll be going through the lansing slides we are having the costs associated so that they'll be able to say oh my goodness just to get this done across this much and highlighting the health and the safety areas we've already had that discussion we are going back to just honor their work before we do have i
think five six bullets per building that showed the building recommendations of what they were before there are some things that um we have been finding from the past 18 months that even though they might be a recommendation um and not in the in the summary that they they are needed so for example some increased you know uh configuration space configuration etc um so we'll be we'll be looking at it that way too but no it's very targeted and we've already had had those discussions knowing though that those additional um input from the building some some we really might need to do to continue to grow programmatically like that and meet student learning needs but also to know that we can continue to look toward these for the future and i know stacy and i had
some initial conversations with rick tims when he mentioned the financial advisor and you know at another meeting we'll go more in depth about that but then there's also you know so if we do this work now what would our next timeline be so that we can also keep an eye on the future but yes very targeted and i didn't mean to sound that the building level committees would be trivial and not important you know because it certainly is and you know you're right you know there's gonna be decisions that have to be made in order to move our programs forward i just you know want to emphasize the fact that we are in a position that there's a lot of work that has to be done to aging buildings that are is going to put
us in a bad place if we don't actually take care of it now so thank you for all of your hard work yeah so so just to expand on what so the intent is to show them everything and then show them what the high priorities are and what we think should be addressed in order to meet your health and safety goals as a starting point and then they can have an understanding that not that their request might it's good to capture their request put it on the list so it becomes part of the plan that you know in three years you might say okay now we can do that it's good to have that in one spot although at this point it might be pushed back to a very low priority and following this process
um obviously anything that that would need to be addressed immediately we would already be addressing or you know i know that jim does this work um you know on his own to make sure that there's no you know priorities and whatnot so all the things that we're seeing here are feasible to be put into a project that is going to not start for another two years correct yeah there's nothing that is causing the schools to be a failure right now that uh that isn't already being addressed through maintenance or through facilities okay yeah yeah and that and again that's a difficult one to kind of assess there always could be something that fails to cause an emergency of course and it might even be on our list and then it just we thought it could
go two years and you know what it did so so the middle school group we knew wouldn't make it to this referendum and the harmony called boiler so we had we had identified the two and then the elevators are carry over and we had talked about planning for that that didn't work out so we've been lucky that they'll be included in this in this discussion but i know the elevators were a prior conversation so i really arrived on this when we met initially with the buildings i did bring the old building condition survey and i did highlight specific items that i thought were high priority health and safety items that did talk about that during the age of the building i'm willing to say no but it'll be nice to have the updated documentation for
them sorry i have a couple questions before your administration are limited um so we haven't decided one project versus two or dollar amounts just at this point in time so we're talking with rick timms initially it seems like there will be the first referendum and then five years later we could see the second one that's the preliminary numbers and then building level committee wise what are we looking at for sort of community membership is are we getting parents involved are we getting students involved where appropriate both staff teachers you know different perspectives um so for these initial meetings uh it's staff and we're requesting a parent a parent member um not a not a student at at this point um i think because the purpose of this meeting is to really highlight because here's the
needs and here's what you're you know what he looked at as part of the district-wide facility's committee meeting that's where we would add some additional as well to go over overall thank you for the time for coming together we really appreciate all the work that goes into this and i know it was a lot and you know um you know it's a little scary to see you know that's right up in front of you but also very important for us to know um that our kids are safe our staff is safe and that our buildings are gonna be here for a long time so thank you thank you very much bring something fun turf field that in your pocket and think about it and then bring it back to us thank you thank you thank
you thank you thank you so before we move forward um i did not get a roll call even though i have this really fancy sheet attendance but i promised you we were all here um so uh would you like to do a roll call here mr pascal here mr jackson yeah this is dionne excuse mr emily excuse mrs schneider here and this is gilbert here so now that we're all officially present um um so as you know we had a couple committee meetings over the uh past couple of weeks and uh mr martinelli is the chair of the technology committee and he's going to update you on that as well as some additional technology information since that meeting so the technology committee which is near and dear to my heart and i'd like to thank
mrs miller and mrs snyder for being on the committee uh we have we have a lot of work to do but uh one of the priority uh we talked about was our technology plan we have a current technology plan that we wrote in 2016 and it's going to end in june of this year in tandem we have to write an author and submit a new plan uh to this state it's due this june and it's due boces wants to take a look at in april uh we'll have it done i'd like to think uh well before that um i would say that myself and stacy and sylvie and we'll pull in uh some others as needed or are going to ready that plan for miss and shea and i know you'll be able to take
a look at it and we'll do some technology committee updates along the way uh really one of the most important things that we can do right now and again we've started his smart schools plan amendment and so when we wrote the initial 2016 plan i remember you know helping with that we wrapped it right into the technology plan and at that time we got about a 1.3 million dollar uh allocation and uh which you know we all jumped up and down about and um i still think it's a great opportunity uh we do have about 850 000 uh left and you have to carefully say that because like wow we have all this money but the reimbursement process has been super super slow and i won't go uh too deep into cash flow um but
uh we're you know we're together on that stacy and it's it's sort of an issue but we were able to do some security upgrades and we did buy some some computers and things like that so what we're really looking to do is uh we're going to to make some modifications to that plan and we're going to look for efficiencies and ways that we can spend that money wisely and hopefully find the cash flow to be able to do it we're going to do some much needed out-of-date tech upgrades for example our servers are are really passed through time and uh there's some other things like that so we're going to do some infrastructure changes um emphasis on some chromebooks for kids and plugging the holes that we have that we previously identified through our all
of our community meetings um the 2022-2025 plan is in process i actually started here today on the state website and we'll work diligently on that in tandem but what i would like the board to know is both at that meeting and in our other technology discussions uh i try to we try to reverse engineer it back to kids and so i think the one of the most important discussions of yes we need servers and yes we need high speed internet and certainly chromebooks but we try to think what does an elementary classroom what does a middle school classroom what does the high school classroom need so kids have 21st century skills so kids can collaborate with the world with each other with the teacher and and work backwards for that and then we try to
look forward a little bit because whatever technology we want to do for it's going to last us three to five years and then we're gonna going to have the same conversation again as i came with you know so seven years ago we bought short throw projectors and now those are really outdated and they don't work anymore we can't we're not buying those anymore and we're getting some dell screens where we can't so we want to spend the money wisely but uh the last part i'll tell you about the plan is this plan is a little bit different than what they originally asked for in 2016. that one was like really a structure and back-end systems um this one is a lot more about how it's going to play out structurally in the classroom which it
should be in professional development and how we're going to use the technology to develop kids and again that's that's that's the way it should be uh any any questions about that we just have a couple more details so uh another priority of ours is a disaster recovery plan and we talked about that quick and we do have a disaster recovery plan and it's really it's really outdated technology moves so fast but we really we're out of date on this and we found a couple um good examples from other school districts that we're going to pull in but what a disaster recovery plan is is something bad happens we get attacked by locusts okay um you know there's really there's a hurricane there's a flood i mean and things are sort of wiped out what are
the steps in places um that we can go to both for resources where are our backups who are the people who call what are the phone numbers who's got the codes and we want to make sure that that's in a well-defined document so again we're working on that right now we've already already started it and it's an important thing to have because you never know that quick part of the disaster recovery plan but another thing that we that we detected is we only have 25 000 in insurance and but in a few years ago that was probably fine because we didn't worry as much about malware on a systemic systems level but there's some local districts that have really had some some tragedies guild one is one of them very expensive tragedies because their systems
were hacked and so what we uh it is my recommendation that i i believe stacy uh and sylvie is on board with that and serving miss o'shea is uh we need to engage utica insurance and get more insurance for that just in case and uh the way to do that is we have to shore up some of our systems and a great example is they won't give us more insurance unless we do a two-step verification process that in my mind not a big deal when you have to reset your amazon password or or get into your apple tv because you didn't log in in a while you know they send a code to your phone and then you have to type that code in that's two-step verification and there's two ways to do it we
could use an app on our phones and teachers and administrators could use the apps on the phone to be able to do that that would require us working with our friends in cta um to make sure you know people are willing to use their phones if not though we're going to have a secondary system we could use some key fobs you know people have around their back so um we're working on piloting that right now with administrators i i have it certainly uh going down my my rig and uh we're going to test fire it and and if all goes well um probably january you know you want to want to have that two-step verification process and that way um we can make sure we're you know we have the safeguards of class that we
truly should have so is there a requirement just just to log into the network to have authentication i would say because we have a single password sign on for multiple systems you know we sign on once with the same code word and we get into google and schoology and all those things it's going to work for all of that and um i i only had to do it once i was off my computer for for long enough um and i i had to log in so it hasn't been inconveniencing me tuned too much and i'm just test firing it on my and i'm going to have some other people do that as well uh even in the buildings and we're just going to make sure that we find a process that's going to work for
people i'm sorry absolutely so the requirement is not exactly clear from your first company on what needs to be secured the best start for us is to secure email and google and anything that ties into google saying you know their websites and apps that we can sign in with google if that is applicable then that multi-factor that we're going to do through the google authentication will work but things like school tool which is huge for student data doesn't have a two-factor or multi-factor authentication option right now they supposedly have a way to sign it with google so then school tools so there's so many different platforms out there that we use that don't have any option for multi-factor authentication um well this is my question somebody is that something very able to take care of
your rit company or is that something you need to look to a contractor to bring in we would have to either look to a contractor or um a lot of these services and services that we prepared for boasts so boces will be working with those vendors to push them to start supporting these various multi-factor authentication options or we would have to buy some sort of third-party interface to support that but that being said we don't know what the insurance companies exactly kind of are very vague and how they're saying what we need to do um so i'm going to try and get some certification from them on what the actual requirement is at least to get started and get us up to the coverage that you know i'll clarify a little bit more too so
utica national this is ransomware insurance specifically that we're talking about and utica national only allows for the 25 000. there's not an option with unique and nashville to expand that so um we've had to complete we did this in june actually a survey was an outside company and we were basically rejected because we didn't have the two steps so we're trying to get additional uh coverage so that we felt you're at a level where we were protected and we've also received a survey for a second company so we're trying to work with our carrier with our represent our rep to determine exactly because some of the questions are very vague um so we're trying to figure out all right what do we need in order to get this additional insurance you know what are the
priorities obviously if we answered five questions no of the five questions what two or three do we need to do in order to get that extra protection so that's what we're working on right now malware risk is not going away yeah these dominoes are falling so i i think reasonably we can probably take care of this before something happens all right we just went through this uh valley and it was it was only uh necessary at this point for just our mail our outlook you know and uh it was it was pretty uh straightforward there's an app authenticator app that you download and you haven't you have to spend a couple minutes initially but once you put everything initially when uh when i when i first log on to the beginning of the day i
just get a message on my phone do i approve and that's and that's pretty much it and people had their options to use their personal phones or not i don't know it wasn't that difficult to transition and lastly we're back on youtube today but we understand it's a priority for the board to be able to use webex if we need to be remote for any reason whatsoever so to that as we now own uh the logitech meetup unit and uh today we ordered a special microphone that will go with it and we think it's going to work pretty well with webmax but just in case we also ordered a second system and whatever we're going to use here we're going to test it and use here whatever works best and then we're going to use
the other one in the classroom um or we can certainly send it back but we have two nice options so i mean personally i would prefer if we did that at a you know even if we tested it out for a committee meeting to see how it worked or so that it wasn't an open session meeting where we were testing a product of course you know i think the struggle for those at home trying to watch you know in our last trial run didn't go so well and almost you know we are offering this option and it was not an option so you know if we could do it and i don't know how everybody else feels about it but if we could test them out just at maybe a different new venue thank you
we can do it in this room have a meeting in this room perfect yeah thank you and i'm excited about that thank you mr murphy so i just want to mention before i go and i'm going to talk about the wellness committee but i do want to thank dan and sylvie and i think something really important uh is is happening just a refinement and an understanding of who does you know who does what to make everything much more efficient um dan calls this meeting from a meeting of the minds and for some for some reason i'm not included i'm there i mean were you not invited i wasn't invited to the meeting i don't need to be invited um but i do i just want to i just want to mention mention in our efforts
to really uh look at uh efficiencies of operations and thank you so much you played a large large role and uh every once in a while maybe i can invited just i can just put that title on my computer and show people on my phone so in terms of uh the wellness committee um we were joined by mark pascal sue dion and pete annaly so i want to thank you for being members of brian nolan provided a food service update at first and um he discussed the some of the food item shortages we have been facing and also some paper item shortages such as sporks and pizza boxes and some of the substitutions of that piece had to do also some issues with milk delivery uh moving from three days down to two because of
their ability to hire um uh drivers which means he's had to find storage and environments around so i just want to thank him and the food service workers for um for their juggling act and making sure that our our students are well fed and also the parents and students for their for their flexibility when they find out sometimes not too often but the night before that the menu is changing we then talked about social emotional learning and refinement at the elementary level the second step the middle school um rolled out second step training to their staff during the election day staff development day and high school had training both at the beginning of the year and during staff development on the positivity project and teachers are incorporating character traits in their lessons and when our
blt comes and meets with us in january meets with the board they'll go into that a little bit more and then also we're very excited that saint peter's received a grant renewal they didn't have a grant for a couple of years so um latonya christian from saint peter's health partners met with us and in the past they've done things like provided training for aids for recess and playground equipment materials and supplies health heart rate monitors for phys ed classes so there's opportunities to collaborate again um and she's going to be further meeting with elementary and secondary principles laura tarlow did bring up the need for uh vaping awareness and training for students in terms of um you know the the health risks and cessation st peter said that they could uh assist us with that
and um secondary schools because i do feel like there might be a need at the middle school as well yeah it's something we can do both middle and high and then i also know that um there was a there was a request to um for some uh alcohol awareness activities around from crown time as well and uh he annoys on the committee too and he thought that could be a good spot to collaborate with the mts and playing departments so any questions about that i mean i don't have any questions i mean i think that the struggle's real with the food service issues i think that we've seen all over the capital region and and north countries like people are really struggling with supply chain issues and i know there's a lot of districts out
there doing some creative things and you know certainly if there's any support there that's needed as far as outreach or whatever i i'd be more than happy to you know reach out to some of our folks some of our other board members or or whatever to you know talk about some of the struggles that they might be having um you know just so we can find some solutions i i think that it's a big part of the kids day yeah um being good you know and we don't want to put those barriers up and i know that our food service folks are super flexible and they have proven that over the last two years and so whatever support we can provide as a board um you know i think that we would be happy to
do that thank you i do think he mentioned that um some of the the farm to table organizations have also been very very helpful hopefully as well but thank you sourcing thing globally and then just a very briefly i did share the intervention specialist um draft uh with you um a bit earlier so this uh proposed available and we we worked to come up with this outline we then shared it we shared it with scott and matt the draft it's also shared back to the abram lansing blt uh to make sure that it captured um what uh what they were what they were um looking for um this role uh is both to assist both with academic and behavioral interventions and to really serve as to help build capacity to serve also in a coaching
capacity uh with with teachers um you know because this is a a three-year grant i think it's again looking at systems and support and providing so i just i wanted to share that with you if you have any any questions and then our plan over the next month is to host the career education coordinator um i'd like to post the intervention specialist and then the remaining arp physicians are the social emotional learning coordinator at the middle school and the additional social workers at the high school and um we're very happy to be able to put the dean tosa in place and so um those next two positions career education coordinator intervention specialist that would be our next piece and then we would phase in um phase in the other two so there's no certification requirements
this is um well the certification requirements um would be either uh elementary or special education certification um so so the difference so this would be somebody who has familiarity with the classroom so that they could provide you know that coaching level in tier one two and three construction but this would be a district level posting for anybody oh yeah it will be posted uh it will be posted district-wide and it will talk about certification required in either elementary special or special education and then the questions and the interview process would be framed around and i think i've shared some with you we frame it around the bulletin and then have a little bit and this person we would also be providing you know additional training if needed additional supportive music so this is our test
model of of using this type of a position to support the work just for the three years or i'm just trying to wrap my brain around so it's it's currently uh in the american recipe plumbing funding for three years yeah what we as we mentioned with other positions we could do a return return on an investment and of course year to year we want to do that with each of the positions the grant actually calls for data collection on each but um as we met with the different buildings the different buildings expressed some different needs in different areas and so that this was presented as part of the new today so this was a response to a need and not something that we're trying to transition to because there's larger this was a response to
the need and it came about through so rewind where we met with our five building normal teams we we talked to them and i know we've had these conversations yeah yeah we talked to them about their specific needs um and then we also prioritized so for example the the high school in middle school the dean of students where they're their first need and then a social emotional learning coordinator which you'll see we're now in the process of doing and doing that but yeah this was a response to the name right and then it was also run through um and timeline for this the same timeline as the career education coordinator and or or because we've already looked at that um description okay so so our plan is to post the career i i think i
mentioned mark that we'll make sure before before the end of the year we're getting there soon so we you know and it is we've been mindful too um with uh you know with cash flow and i know stacy is going to talk about a couple new brands in a minute we still have um our american rescue plan was unsubmitted because we have to make some clarifications to the plan um none of the none of the questions they asked were about any of these duties um so that so that's a good sign of that um so we are working on resubmitting that this week we did receive approval of our our title one our title one grants and we started receiving some of the um that finance paperwork too was up with the uh for the
initial payments for that so we've been really trying to take a measured approach as we've been receiving some funding before before and speaking about grants uh stacy's going to talk to you about a couple of new and not so new opportunities left hand side is new right downside is not new so the idea brands that's our special programs and there's two uh categories 611 and 619. so this is actually additional funding through aarp for a special program so that's wonderful it's 104 000 for section 611 and it's 11.6 for the 619. now we can't spend these monies until the plan is actually approved for these particular grants and there's a rolling application process so there's no like hard and fast deadline as of right now so this was just communicated maybe a week or two
ago so we're working on this also we have to allocate a portion of this to our special ed providers we have throughout the disc district so there is a piece that we have to allocate out so but that's good news because that's additional funding and we need to spend it by september 30th and 2023. so that's the left-hand side on the right-hand side you'll notice the three arps so you'll recall all the planning that we did over the summer that mr shay was just talking about this was already planned for the arp they split it between four grants so there's four budgets there's any codes for each of these there's going to be four unique project numbers and four final cost reports so we submitted the first one that actually was sent back that was
about 4.3 million that was the federal share these are the state this is for the state share and this is combined at 700 000 but we had already planned for this so it's a summer enrichment it's uh after school programming ais mentoring and it's a summer and the biggest piece of it is learning love so that's the check and connect process and mentors ais etc so this is the board president and myself will have to sign off on this as well and it's due at the end of the month um so again this is not new monies we had already planned for this it's just that they just came out with the application does this give us a better timeline on when we actually start seeing money and finish implementing everything we had talked about
so carissa carissa is solid and we received the initial flow and um so that's that's good person we're finding before we're not finding move forward on arp we've been slowly moving forward but as i said they've just unsubmitted it so we have to act quickly get that resubmitted and then hopefully there's a quicker turnaround the good news is the title all the title grants are being approved by the same folks that are approving the arp grants and they quickly i mean this is the quickest i think we've ever seen them act on the title brand so that is promising and they've approved i think all of our title grants are approved at this point so they should be able to focus on the aarps hopefully quickly did we put any risk based on holding some
spending in these restricted fund grants do we run any risk because now we're not doing these hires and spending this money due to cash flow that we're gonna hit on timeline not be able to spend though so uh that happens uh especially when it's a one year but because these are multi-year um not not so much very little we're going to have to make amendments anyways yeah so we're going to have to do that anyways um also we assume like worst case scenario for benefits so we'll have to true all that up um likely in the spring as we get a better feel of what our actual results are so we'll act well absolutely without a doubt have to make modifications but because our multi-year at this point i'm not worried about that if uh
we've had grants that would be approved in may and end uh june so we've had that happen before in some cases you're allowed to carry over uh you do have to reach out to scp to make sure that they're going to allow for that but we have had that situation before but for these specific because they're multi-year i'm not really concerned about that great good question and then 6 11 6 19 those additional funds that's something that we're considering where our expenditures are going to fall within yeah programs and our director of special programs is taking a look we do have some needs that arose that were unplanned for so we've already reached out to see if they would be covered through these grants and we've got a thumbs up so far so we have
an idea she's working on the um piece but yeah to see how much you know how much is for us and how much is do we have to give out okay thank you sure any other questions okay um we will just move on to the agenda this is agenda for our meeting does anybody have any items that they would like to discuss on ours i have some additional questions on 6e i believe this relates back to the lansing plan from the august meeting that i unfortunately missed um i guess overall i had some concerns with the plan and the priorities a little it seemed a little guided to me versus addressing what was shown as the deficits to the prior years plan and so i guess i was looking for some additional information in regards
to how much time teachers actually have during the school year for the professional development in these after school meetings to understand what percentage is being put towards this versus things that i think might have a better roi so so first of all as part of the planning process um the teachers and the team had to look at not only data and instruction but also cultural employment so that was part of the needs assessment process there was an actual framework that they that they went through and so that did guide the development of a portion of portion of the plan in terms of the plan um so twice a month there's grade level collaboration that focuses on teachers working together to identify priority standards look at knowledge and skills create learning targets and intentional outcomes how
long are those um so the meetings are 75 minutes but at least an hour of that meeting has to be devoted to to this this this part and actually there was um that sorry has to be devoted towards towards the identifying priority standards knowledge baseball curriculum learning targets curriculum and um mr bird i was at the blt meeting today it's also including you know looking at the irony data to reform the curriculum with the grade level team during that time and teachers are tracking again as part of the grant they're tracking the the work that they do during that time on learning targets on the curriculum so so that is that is 75 minutes twice per month but at least an hour spent on that in terms of this this contract it's uh the professional
development is once a month if the agenda is attached for an hour and then as part of the plan teachers during their district by counseling which all of our buildings elementaries have from plc once once a month it's building-wise but all buildings have it's that's 60 minutes a month for all our elementary teachers um during the time the teachers will devote um a portion of the time to having the discussion from the questions that are come from the professional development and then during the other part as recorded in the plan they'll be talking about second step social emotional learning and that was a component of the plan as well both of our pd days both in the fall and during election day um the holy days the primary focus of those days was um already
there was the mandated training but by ready and then science and then the teachers met in smaller groups to go over already [Music] all right so which of those do these presentations fall into this falls into either of us um the date is either a staff meeting date or a plc so it's once a month sorry so just going back with what i wrote down here is twice a month grade level meetings once for 75 minutes each 115 minutes a month 60 minutes of pd a month 60 minutes of plc event and then obviously the full day um pd during the superintendent days and then this is so this is either a separate one or this is one of those um so this is this is one of those then it's eight eight hours okay
i guess i'll request that this is or something that you feel is missing and feel that we're right we only have so much time and i feel that we're attacking something that's not going to give us the same payback as other things that were to me much more clear in the presentation given for the plan in august so can i just say something so this speaks pretty loudly to supporting students to the dei um initiative that were mandated actually to implement right by the board of regents at this point but it also speaks to the group uh that was identified by the state um and when that group is supported the rest of the school is supported so there's very much huge value in that i very much i understand that but i just want
to make it abundantly clear that by supporting the teachers and speaking in universal language it supports it holds up like that's the foundation right we can't build upon it until the foundation has been stabilized and this kind of training which we've withheld because we have no money right at least during my time here has cracked the foundation even further so i think it's incredibly important that these kinds of trainings be in buildings with the support of the staff we need to speak in universal language i hear what you're saying i don't disagree with that for me this is a prioritization question it's not a is this good and so i agree to tell you that this is my priority and that's fair and speaking to yours so thank you for that so are you sure
are you asking this item here i'm just asking for this separate that's all i mean does anybody else have anything on the agenda they'd like to discuss yes what um seven jay [Laughter] is i mean i wouldn't do that to you but i would say that you know uh with this vote uh brings with it a lot of uncertainty as as a board clerk you've definitely supported us in a way that you know keeps us running and it is going to be a very uh difficult position to fill um so thank you thank you i mean if you give me the nod i will and also on the uh so so before so joe i i do need to say too we will we will miss you greatly thank you for all you have all
you have done over the living news and also for for making uh work so thank you i also want to mention that we do uh have a teacher here who is being uh acquainted on tonight's agenda uh mcfundy who is um we're going to be a fourth grade teacher at american singing and uh he has uh worked with our lands and community for the past three years as a daily sub so thank you thank you i would just like to add that i've received exceptional recommendations from my children foreign okay is there any community discussion of any of the agenda items check my okay so let's see if i can get this right i'd like to make a motion that's of education removes item 6e from the cassette agenda for a separate vote can i
get a motion promotion a second okay so at this time um our wonderful clerk is going to read that agenda item and then she'll be taking a roll call and this roll call is our vote as to whether or not it is approved on for tonight's agenda no it would all it had to be was removed this roll call is the vote so whether it passes or not so if you were to respond yes then it passes right no then it doesn't so i'm going to read it first that the board of education approves the independent contractor agreement with stacy williams to perform training workshops at abram lansing school in accordance with the terms and conditions outlined therein this agreement is effective november 4th 2021 and will continue through no later than june 7 2022
on an as needed basis as requested by the district and not to exceed 5 400 mr pascal yes mr jackson no mrs snyder yes mrs giller yes so this item will be passed before tool so motionless carry um then can i get a motion for the board of education uh to adopt the following item 6 8 through d and 7 8 repeat i'll make the motion this is carrie yes mr pascal yes mr jackson yes mrs snyder yes this is gillard yes do i get an old star education have any discussion items yeah um i wanted to save uh my congratulations to joe until after the vote congratulations [Music] to you thank you so much for all your hard work and dedication and for the last 10 years with me specifically thank you thank you
